In the U.S. Armed Forces, we don’t leave anyone behind. It’s one of the basic pillars of what the Army calls the Warrior Ethos: “I will never leave a fallen comrade.” During the wars in Iraq and Afghanistan, several troops were captured and held prisoner. Some, like Jessica Lynch, were rescued quickly; Bowe Bergdahl has been held for three years. On April 9, 2004, an Army fuel convoy came under fire near Baghdad Airport, and after emerging from the chaos, the unit was missing nine people – two soldiers and seven civilian drivers. One of the soldiers was found dead, while Specialist Matt Maupin had been captured. A week later, Maupin appeared on a videotape that was broadcast by Al-Jazeera. ETHOS, continued on page 4 >>

from the country’s collective memory, replaced by the demands of daily life and other news from the war zone. Several more times information on Maupin came our way. Several more times, we suited up and rode into the inferno of an Iraqi summer and spent the day combing, digging, hoping we would find him. Like the first mission, when hope was high, we found nothing. Soon the trail went cold and Maupin disappeared from my thoughts, replaced by other ongoing missions in an increasingly chaotic war. We returned home six months after searching for Maupin, and a year later I was on my way back to Baghdad. When I arrived in March 2008, I wondered if we would ever find Maupin. On March 20, a unit finally found Maupin’s remains north of where we had previously searched. They had relied on a tip from a local resident and named the recovery mission Operation Trojan Honor, after the mascot from Maupin’s high school. We were far removed from our own efforts to find him, but the news was still a great comfort. Maupin’s family back in Ohio finally knew what happened to their son, and he was laid to rest in their hometown cemetery, not a farm outside of Baghdad. To this day, more than 73,000 troops remain missing from World War II alone. Unlike Maupin, most of them will never be found. But the search, though it may be in vain, will never end. The oath to never leave a fallen comrade is a promise made to each other, that even if we die, our brothers in arms will do everything they can to bring us home. It’s a mission that hasn’t ended, and as long as wars continue, it never will.

We’ve known for a while that drones are becoming ubiquitous, sadly, two years before the FAA will have any rules. Already, the military is using drones to terrorize Yemeni villagers and police officers to spy. But with the recent Silicon Valley interest and boom in drones comes worrying questions. The U.S. drone program has always been a bit shady. We know, for instance that the U.S. gained access to Pakistani airspace by covertly assassinating the Pakistan government’s enemies of state. Luckily for the U.S. government, Americans have a stunning ability to not care about anyone who does not share their nationality and/ or race, and therefore the government’s drone actions have gone uncontested. Now corporations are getting into the mix, with large funding from Silicon Valley. As I’ve noted before, drones certainly have legitimate uses. However, there is the potential that weaponized drones will be shipped overseas. NBC reports that the Pentagon has approved 66 nations as eligible to purchase U.S. drones. More worrying is the possibility that private corporations will secretly (or openly) sell their wares to foreign governments to be used for repression, or even attacks against the U.S. (hardly an unprecedented move). The industrial half of the military-industrial complex are eager to start exporting weapons. Michael Buscher, CEO of Vanguard Defense Industries said, “I don’t see the domestic market as being such a boom, our bread and butter is still going to be overseas foreign

military sales.” I urge you to read that twice. Some are raising concerns about exporting UAV technology. Daryl Kimball, executive director the Arms Control Association warned, “The proliferation of this technology will mark a major shift in the way wars are waged. We’re talking about very sophisticated war machines here. We need to be very careful about who gets this technology. It could come back to hurt us.” Dianne Feinstein has also raised concerns, telling the Wall Street Journal that “there are some military technologies that I believe should not be shared with other countries, regardless of how close our partnership.” We must certainly be careful about who gains control of the drones. In February General Atomicssold a predator drone to the United Arab Emirates. This marks the first time U.S. drones have been sold to a non-NATO country. More such sales are likely to come, especially in the developing world. It would be nice if the drones were used only to water crops, but I’m unaware of any predator drone farmer helper kits. Arms can easily change hands and allies can become enemies. Remember the Mujahideen in Afghanistan?

And with his characteristic bluntness and perhaps unintended humor, one couldn’t help but think, even if they weren’t in total agreement, that this was the most common-sense expression they’ve ever heard. Is American democracy in trouble? By E.J. Dionne, Jr. Washington Post Columnist on TheModerateVoice.com WASHINGTON — We know American politics are dysfunctional. But after a week of scandal obsession during which the nation’s capital and the media virtually ignored the problems most voters care about — jobs, incomes, growth, opportunity, education — it’s worth asking if there is something especially flawed about our democracy. Our circumstances certainly have their own particular disabilities: a radicalization of conservative politics, over-the-top mistrust of President Obama on the right, high-tech gerrymandering in the House, and a Senate snarled by non-constitutional supermajority requirements. Still, while it may not be much of a comfort, the democratic distemper is not a peculiarly American phenomenon. Across most of the democratic world, there is an impatience bordering on exhaustion with electoral systems and political classes. Citizen dissatisfaction is hardly surprising in the wake of a deeply damaging economic downturn. That doesn’t make the challenge any less daunting. We should consider whether democracy itself is in danger of being discredited. Politicians might usefully disentangle themselves from their day-to-day power struggles long enough to take seriously their responsibility to a noble idea and the systems that undergird it. It’s not hard to discover that this conundrum is global and not just our own. “Has democracy had its day?” is the headline on Columbia University historian Mark Mazower’s cover story in the May issue of Prospect, a British magazine. The subhead: “Electoral politics has had a bad decade.” Earlier this month, the Transatlantic Academy, a global partnership of think tanks led by the German Marshall Fund of the United States, issued “The Democratic Disconnect,” a sober report by a group of distinguished academics. “Democracy is in trouble,” the report begins. “The collective engagement of a concerned citizenry for the public good — the bedrock of a healthy democracy — is eroding. Dem-

ocratic governments often seem crippled in their capacity to deliver what their people want and need. They are neither as responsive nor as accountable as they need to be in an era of hard choices and rising nondemocratic powers. There is widespread concern about apparent declining rates of voter participation and about the alienation or disaffection of citizens from the political process.” In Europe, the authors noted, “there is fear that the distance between ordinary citizens and the politicians and bureaucrats in Brussels compromises democratic legitimacy.” In the United States, “lamentations about gridlock and polarization are the order of the day.” Even our peaceable neighbor Canada is not immune. “Canadians,” they write, “worry about the tendency of their political system to place largely unaccountable power in the hands of the prime minister.” The report does include some useful suggestions for reviving the democratic spirit and improving democratic practice. But it is not alarmist to be uneasy about democracy’s prospects. Ernst Hillebrand, the head of international policy analysis for the Friedrich Ebert Foundation, the German Social Democratic Party’s think tank, describes a chilling finding in a 2009 survey by the German polling firm Forsa: “that 0 percent — yes, zero percent — of workers in Germany believe they can have a significant impact on how policy in Germany is shaped via the ballot box.” And bear in mind that a poll released last week by the Pew Global Attitudes Project found that Germans are far more satisfied with their country’s situation than are their European neighbors. In a conversation last week during a visit to Washington, Hillebrand pointed to two streams of discontent the world’s democracies face. One is material. The other might be called spiritual. Managing transitions with ease By Miranda Adcock Take a look around your neighborhood this time of year and you will notice that things are changing. You may see that the trees are full of life, the bees have multiplied, the scent of sun block is in the air, and the sound of moving trucks is in our ears. Well, at least in our neighborhoods. Summer is the time for transitions, and military families are no exception. While transitions provide families a fresh opportunity for growth, it can also be a time that brings a great deal of stress. The traditional life transitions can be tougher for military families when it seems like the lives of everyone around them are changing too. Relocations for “PCS Season,” long vacations, and new schools are just a few transitions that military families may face. To help families go from surviving to thriving, the following tips can lend a helping hand:

1. Plan ahead

Few things spell trouble like a failure to plan. Even a short trip to your local swimming hole can turn sour if someone forgot swim shorts. If a move is in your future, creating a plan can reduce the anxiety of the unknown. From what hotel to stay in, to what neighborhood has the best schools in your price range, these details can be

planned ahead to reduce stress. Transitions like attending a new school can be set up for success by taking a short tour to know where classes are or ensuring Individualized Education Plans are current. Kids can get involved in the planning by going online and look-

ing at pictures of the new place, or talking to other kids about moving at Military Youth on the Move (for more information see their “For Those in the Know” section).

2. Keep your family’s diet and sleep routine consistent and healthy

Avoid letting the freedoms of summer influence food choices and sleep habits. Kids, in particular, can be sensitive to diet and sleep changes. Sugar spikes, tired tantrums, and bellyaches can ruin even the best laid plans. Everyone can benefit from planning meals ahead of time, limiting unhealthy foods, and keeping a routine. For example, on long drives, pit stops

in the afternoon can keep kids from late napping and encourage more healthy sleep that night.

3. Talk about expectations, and expect the best

Kids thrive when they know what is expected of them. Hold a family meeting to discuss and even negotiate expectations (for more on family meetings click here). Change can be hard for kids, both physically and mentally. Knowing what comes next can ease their fear and anxiety of the unknown. Think for a minute that the changes your child is experiencing are similar to getting a new job: If you have an idea of what you’ll be doing at the new job, you’re more likely to be better at it. Even more, if you have a boss who’s excited, supportive and expects you to excel in your new obligations, you’ll be employee of the month in no time. And if your boss considers your input, you will be the happiest and most productive person in the whole company! Kids need the same thing; a list of expectations, a way to give feedback, and lots of pats on the back can make this a positive transition for the entire family.

4. Give everyone permission to learn

Transitions are an opportunity to

grow. Kids can learn to master new tasks during transition, but this takes some planning. Parents can provide safe learning opportunities by getting creative. For example, take your soon-to-be-kindergartner to new playgrounds to practice making new friends. If you have a child transitioning to middle school, have fun trying to set a family record for unlocking combination locks. By the time they are at their new school with 4 minutes to change classes, they’ll be in and out in a breeze. Have a new driver in the family? Take your teen driving in an empty parking lot with rubber cones for guides. Their confidence will grow faster without the guilty feelings of paying for new paint.

5. Reassure. Reassure. Reassure

Did I mention it’s helpful to reassure your child? Kids need to know they did a good job. They need to know that whatever transitions lie ahead, the love and support of their family is unchanging. Reassurance promotes healthy self-talk, confidence, and even positive social skills. Even the teenager who seems to fight every positive affirmation needs a reassurance. From the bush to the brush By Brando Fontaine When Brian Torch was serving in the U.S. Army in Viet Nam in the Long Binh Providence, he had no idea that the experience would put him on the path to becoming the world-class artist he is today. Brian returned from Viet Nam with a case of PTSD that went undiagnosed at the time and developed into serious mood swings leading to anger, depression and despair. The root cause was something shared by many of the veterans returning from their deployments in that era. Trained to kill and sent to Viet Nan for a 10- to 13-month tour, if you made it through that unscathed you were sent home. For most of these soldiers, they were put on a plane and flown to Oakland and de-processed over 24 hours. From there, they were on their own to find a way back to their hometowns. While happy to be home, being back in America was a stark contrast to poverty in Viet Nam. From the naked kids playing in the streets from lack of clothing to the atrocities that happened while on patrol in the hot sweaty jungle, everything was different. The treatment these Vets received after returning home only served to create a wider emotional divide; happy to be home and having a cold beer with old friends, the next thing you

As your breathing slows and reality takes hold, your thoughts drift to your buddies that you left behind, the ones that are still over there. Your

concern for them grows until it escalates to guilt for being home while they are still there. Brian found the best method for him cope with his personal issues was to express himself through art. TRICARE Prime enrollees in the West Region have experienced longer than usual wait times for authorizations for specialty care since the start of health care delivery on April 1, 2013 under a new contract in the TRICARE West Region with UnitedHealthcare Military & Veterans. While UnitedHealthcare is working to make improvements, TRICARE Management Activity (TMA) acted to reduce the impact on Prime enrollee access to specialty health care through a temporary authorization waiver. As for the 31-yearold Starks, his transition from the Pittsburgh Steelers to the Chargers should be a lot smoother for two reasons – his familiarity playing under offensive coordinator Ken Wisenhunt and the quick release of Philip Rivers. His days of having to sustain a block for a longer time while his quarterMax back extends plays Starks scrambling around the pocket are over with. Let’s be real – Rivers’ elusiveness as a quarterback will never be compared to Stark’s former quarterback, Ben Roethlisberger. “There was a great opportunity in San Diego to come in and compete for a starting job,” Starks told the Chargers.com managing editor Ricky Henne. “When you look at the tools they (Chargers) have on offense, I have experience with Philip Rivers from the Senior Bowl. I blocked for him when we were coming out of college. And I have friendships on the team prior to that. So at least I’m not going into a situation not knowing anybody. I just felt really comfortable with the coaching staff and what their plan was. “This has probably been the best offseason I’ve had in three years. This is the healthiest I’ve felt and the strongest I’ve felt in a very long time. I wasn’t injured. I wasn’t rehabbing this offseason so I was able to focus on training instead of nursing an injury. That’s the biggest thing. Being healthy allows you to train a lot harder and longer.”

Just two weeks ago the Chargers appeared to be in desperation mode as last years’ firstround draft pick and starting outside linebacker Melvin Ingram tore the ACL in his left knee and appears out for the season. As if that wasn’t bad enough, the team still had a major void to fill along the offensive line at the left tackle position. However, in one short week GM Tom Telesco was able to sign two veteran free agents who, by their names alone, bring immediate credibility to the Chargers team itself and to their respective positions. Enter Dwight Freeney and Max Starks. Freeney, 33, cut his teeth as one of the most dominant defensive ends in the league while playing for the Indianapolis Colts the past 11 years. During that span, Freeney tallied 107 ½ sacks and was voted to the Pro Bowl seven times in what very well could be a Hall-of-Fame career. The big question is how effective he will be switching from a 4-3 defensive end with one hand on the ground to a 3-4 outside linebacker in John Pagano’s defensive scheme? According to Freeney that will not be a problem because, as he explained recently in Peter King’s ‘Monday Morning Quarterback,’ the Chargers plan on using him as a sort of hybrid where they will design schemes to best suit his pass rushing skills. “They’ll run both. state where, despite a very close call in 1980, he was never rejected by the voters. So what happened? Well, it’s difficult to attribute the later Goldwater to maturity. After all, in 1964, he was already 55 years old. For starters, it’s possible that he realized that he had been a little to explicit in his desire to end government.

Since World War II, bouts of economic growth have allowed the democracies to buy their way out of trouble. One can hope this will happen again — and soon. In the meantime, politicians might contemplate their obligations to stewardship of the democratic ideal. They could begin by pondering what an unemployed 28-year-old makes of a ruling elite that expends so much energy feuding over how bureaucrats rewrote a set of talking points. INSURANCE

X-box One to release in ’13 After four years of development, Microsoft unveiled the Xbox One entertainment console and touted it as an all-in-one solution for playing games, watching TV and doing everything in between. Microsoft wants the Xbox One to be central to your living room, so it packed the new Xbox with such features as the ability to change TV channels through voice commands. Based on limited time with the device, the Xbox One feels like an improvement over its predecessor. But it fails to include features some fans

But the lack of games is notable, as are lingering questions about what it can do without an Internet connection. There are questions that remain to be answered.

more experience, a better offensive line, a better offense and a better defense. Seattle’s pass rush isn’t great, while the 49ers are loaded with depth on defense (and offense). In addition, the Seahawks went 4-6 on the road in 2012 (including the playoffs), so a game at Candlestick Park would be hard for them to win. Both the 49ers and Seahawks are tremendous teams with lots of depth and talent, and no one would be surprised to see either in the Super Bowl. I think the 49ers and Broncos will be in the Super Bowl, because those are the two most talented teams in the league. Both teams have depth, experience and no glaring weaknesses, and that’s going to carry them far. The NFL is a sport where teams that get hot at the right time can go on a run (the last three Super Bowl champions have failed to win 11 regularseason games), but in 2013, expect the best teams to stay alive until the end. The best teams in the league have pushed all the right buttons, and as a result, there is a select group leaps and bounds ahead of everyone else. The Broncos, 49ers, Patriots and Seahawks are all in that group, and all will definitely be in contention. Most expect two of those four teams to be in the Super Bowl, but then again, upsets happen. Unfortunately for upset-minded teams, it’s going to be harder than ever to take down the top teams. In other words, expect the favorites to actually make it through to the Super Bowl this year.
