World War II Started 80 Years Ago: Here are 5 Places World War III Could Start
T
he flashpoints may change over time, but the fundamental foundations of conflict—the decay of U.S. military hegemony and of the global international order that has accompanied it— mean that the near future will likely become more hazardous than the recent past. The world has avoided war between major power war since 1945, even if the United States and the Soviet Union came quite close on several occasions during the Cold War. In the first two decades following the fall of the Berlin Wall, great power war seemed virtually unimaginable. Today, with China’s power still increasing and Russia’s rejection of the international order apparently complete, great power conflict is back on the menu. UKRAINE The world remembered Ukraine when an incident at the passage into the Sea of Azov resulted in shots fired, a ramming and the detention of two Ukrainian patrol vessels. Whether instigated by Russia or Ukraine (and both governments appear to have played some part), the interception reignited tensions in a crisis that has smoldered for the last couple of years. The declaration of martial law by the Ukrainian government suggested the possibility of unrest in Ukraine. The Ukrainian government
continues to lack the capacity to consequentially change facts on the ground. Given the continuing tensions between Russia and the United States, even a small shift could threaten the uneasy balance that has held for the last several years, potentially throwing Eastern Europe into chaos. THE SOUTH CHINA SEA The South China Sea (SCS) has become wrapped into the growing trade clash between the United States and China. For now, that conflict is playing out in exchanges of heated rhetoric, tariffs and various other trade sanctions. The United States and Canada recently escalated the conflict by arresting an executive of the Chinese technology firm Huawei, which led to counter-steps by China against Canadian citizens and U.S. firms. PERSIAN GULF The perpetual political and military crisis in the Middle East has settled into an uneasy tedium. Economic pressure on Iran continues to increase, as the United States

take ever more aggressive steps to curtail trade. The Saudi war on Yemen shows no signs of abating, and while the Syrian Civil War has dialed down to a low, slow burn, both the United States and Russia remain committed to their partners and proxies. But like any slow burn, the conflict could reignite. Political turmoil in Iran could destabilize the region, either pushing Iran into aggressive behavior or making the Islamic Republic a tempting target for its enemies. The tensions between Kurds, Turks, Syrians and Iraqis could break into open conflict at any time.
UNPREDICTABLE As a colonel at the U.S. Army War College memorably phrased the problem, “the United States has wrongly predicted every conflict since the Korean War. Why should we expect World War III will be any different?” Great powers tend to devote diplomatic, military, and political resources to what they regard as the most serious conflicts on their plates. Less critical conflicts don’t receive as much attention, meaning that they can sometimes grow into serious confrontations before anyone quite notices what’s going on. Disruptive conflict could emerge in the Baltics, in Azerbaijan, in Kashmir or even in Venezuela, but the United States, China and Russia only have so much focus. If World War III comes about, it may well come from a completely unexpected direction.
KOREAN PENINSULA It is undoubtedly correct that tensions on the Korean Peninsula have declined a great deal in the last year, as Kim Jong-un has demonstrated a degree of forbearance regarding nuclear and ballistic missile tests, and President Donald Trump has toned down his rhetoric about confronting North Korea. And indeed, the prospects of an enduring peace are surely brighter now than at any time since the mid-1990s.
FINAL THOUGHTS Is the world more dangerous today than it was a year ago? Perhaps not, although the decay of the relationship between China and the United States portends ill for the future. The flashpoints may change over time, but the fundamental foundations of conflict— the decay of U.S. military hegemony and of the global international order that has accompanied it—mean that the near future will likely become more hazardous than the recent past.

THE CHARGERS REPORT The Chargers entered Sunday’s game against the Texans without nine key players. Los Angeles did a decent job disguising them the first two games by filling in the holes with their best options possible, but the lack of playmakers finally caught up to them in yesterday’s loss. The secondary has taken the biggest beating, as they’ve been forced with throwing a player in cornerback Brandon Facyson, who had no starting experience prior to this season, into the fire after the losses of Trevor Williams and Michael Davis. The lack of depth and the poor performances by some of the defensive backs resulted in Houston quarterback Deshaun Watson having one of the biggest games of his career, and it was one of the worst defensive outings by the secondary in many years. As for the offensive line, the underwhelming production yesterday from left guard Dan Feeney and offensive tackles Sam Tevi and Trent Scott

suggested that the positional group needs a slight makeover. In order to fix the offensive line, it’s simple. Forrest Lamp needs to see the field as a starter. Feeney’s upand-down performances should be enough to warrant Lamp a starting job over him. If Tevi and Scott’s woes continue, it might also be time for Los Angeles to throw in rookie Trey Pipkins. Pipkins had his early growing pains this preseason, but he showed more promise the last couple games. Other players that the team could look to throw on the field more is linebacker Drue Tranquill, who’s been a special teams ace and wide receiver Andre Patton, given the lack of playmakers at the position behind Keenan Allen and Mike Williams. The bottomline is that the injuries, players playing out of position or simply underperforming have hurt the team. It might be wishful thinking, but these are simple changes that could be made in order to help them in the time being.

MACARTHUR VS TRUMAN: THE SHOWDOWN MacArthur vs. Truman: The Showdown That Changed America
“This looks like the last straw,” a seething President Harry Truman scrawled in his diary on April 6, 1951. Once again the commander of U.S. forces in the Korean War, General Douglas MacArthur, had gone public with his differences with the commander in chief over the conduct of the war—this time in a letter to House Republican Leader Joseph Martin.
Truman thought it nothing less than “rank insubordination,” and five days later he delivered the shocking news to the American people that he had relieved MacArthur of his command and replaced him with General Matthew Ridgway. “With deep regret I have concluded that General of the Army Douglas MacArthur is unable to give his wholehearted support to the policies of the United States Government and of the United Nations in matters pertaining to his official duties,” the president said. The tension that had been mounting
for months between the modest president and the egotistical general went beyond mere personality differences. Still upset that MacArthur had mistakenly assured him during a face-to-face meeting on Wake Island that the communist government of China would not intervene on behalf of North Korea, Truman favored a “limited war.” MacArthur, however, publicly advocated the more expansive use of American military power, including the bombing of China, employment of Nationalist Chinese forces from Formosa (Taiwan) and the possible use of nuclear weapons. Fearing that such an approach risked a massively expanded war in Asia and even the start of World War III— with the Soviet Union coming to the aid of China—Truman clashed repeatedly with MacArthur before finally dismissing him. H.W. Brands, author of the new book “The General vs. the President: MacArthur and Truman at the Brink of Nuclear War,” tells HISTORY that Truman’s
decision had far-reaching implications beyond just the conduct of the Korean War. “I think the enduring legacy is that Truman took a great political risk, and he did it immediately to prevent World War III, but also to prove the principle that civilian elected officials are above military officials, however grand and decorated they may be,” he says. “Generals ever since have taken that lesson. With Lyndon Johnson, the generals in Vietnam knew not to take their differences outside of the administration or popular opinion would probably be against them.” Truman’s decision not only ended MacArthur’s military career, it ended the president’s political career as well, setting the stage for the subsequent presidency of Dwight Eisenhower. In the first 24 hours after the president’s announcement, the White House received more than 5,000 telegrams—three-quarters of them backing the popular MacArthur, who had been named the greatest living American in a 1946 poll. “In the wake of the firing, Truman’s popular approval Macarther vs Truman, continued on Page 11

His wife watched him, then took a sip from her glass and immediately spat it out. “Yuck, that’s TERRIBLE!” she spluttered. “I don’t know how you can drink this stuff!” “Well, there you go,” cried the husband. “And you think I’m out enjoying myself every night!”
By this time the preacher is at his wits end and dunks the drunk in the water again. This time holds him down for about 30 seconds and when he begins kicking his arms and legs he pulls him up. The preacher again asks the drunk, “For the love of God, have you found Jesus?” The drunk wipes his eyes, catches his breath and yells to the preacher, “Are you sure this is where he fell in?”

MacArthur, however, harbored ambitions of succeeding Truman as commander-in-chief after returning home to a hero’s welcome that included an address to a joint session of Congress and a ticker-tape parade through New York City. “There was this popular surge of support for MacArthur when he came home, but it turned out it was for what MacArthur had done in the past rather than what he might do in the future. He was the last of the generals to come home and get his victory parade,” Brands says. “MacArthur read it as possible support for a MacArthur candidacy for president. It turned out that wasn’t it.” MacArthur’s support among right-wing Republicans began to sag after a Senate committee heard secret testimony from his superiors, including Generals George Marshall and Omar Bradley, that disputed the viability of MacArthur’s plan for a total war and revealed the United States lacked the military capability at the time to win another world war. “It demonstrated that MacArthur was just talking hot air, and very silently the air started to leak out of the MacArthur balloon,” Brands says. When MacArthur’s keynote speech at the 1952 Republican National Convention fell flat, delegates abandoned the general. “They turned to another general—one with a more common touch, Eisenhower,” Brands says. “MacArthur’s political balloon sank to earth and was never seen again.” The two competing visions of Truman and MacArthur as to how to respond to the threat of communism and wage war in the nuclear age reverberated for decades after Eisenhower brought the Korean War to a conclusion. “Truman thought the Cold War could be won without an all-out war with the Soviet Union, but MacArthur did not believe that was possible,” Brands says. “MacArthur essentially believed that World War III had begun and the U.S. had to wage it. He believed there was no substitute for victory.
