Governor Walker highlights success of tourism industry at 'Governor's Conference on Tourism'

On Monday, March 13, 2017, Governor Scott Walker spoke to nearly 900 tourism industry representatives in Milwaukee about the state of tourism in Wisconsin and its impact on the economy at the 30th annual Wisconsin Governor’s Conference on Tourism. The conference was held at Potawatomi Hotel & Casino. The conference highlighted past events and achievements from 2016, and unveiled the Tourism Department's 2017 Summer and Fall ad campaigns. The keynote presentation was by actor and director Andrew McCarthy. The Governor also presented his Tourism Awards to several individuals and organizations for their role in promoting tourism in the state. WHEDA Foundation announces 2017 Housing Grant Program competition $500,000 available for special-needs housing
The Wisconsin Housing and Economic Development Authority (WHEDA) and the WHEDA Foundation, Inc., announce the availability of grant funds through the 2017 WHEDA Foundation Housing Grant Program competition. Grant funds totaling $500,000 will be awarded to support the development and improvement of housing facilities for low-income persons with special needs. The funds will support two separate housing competitions: an emergency/transitional housing category and a permanent housing category. “WHEDA is extremely

Since 1985, the WHEDA Foundation has issued 1,058 awards totaling $22,968,000 to housing providers across the state. Established by WHEDA in 1983, the foundation is responsible for receiving and administering housing grant funds on behalf of WHEDA. Applications are due on May 5, 2017. The maximum grant award available per application is $25,000. Why must we suffer? A theological perspective (Part 2) How is suffering viewed in the Bible? The Bible does not deal in any systematic way with the problem of suffering as a theological issue. It is, however, extremely important that the Bible begins with an account of the source of the pains of childbirth and of the contrariness of nature and ends with a picture of heaven in which there is no more pain, no more crying and in which nature gives abundantly of its fruits. (Gen. 3:1-19, Rom. 8:18-23, Rev. 21:1-4; 22:1-5). The two testaments address the issue of suffering in different but related ways. In the Old Testament, the emphasis is on the suffering of Israel as a nation; although in the wisdom literature and the Psalms, there is repeated acknowledgement of individual suffering. Such was the case with men like Joseph, Job and Samson, who each went through real suffering. Joseph summarized the matter though when he told his brothers: “You meant evil against me, but God meant it for good” (Genesis 50:20). The suffering of those outside the people of God is rarely mentioned other than
in the context of Yahweh’s ‘judgment on the nations.’ On the other hand, the New Testament writers are concerned first with the sufferings of Jesus the Christ, especially Jesus’ suffering on the Cross. But as excruciating as it was, Jesus’ physical suffering on the Cross did not compare to the spiritual suffering for “God made him who had no sin to be sin for us, so that in him we might become the righteousness of God.” (2 Cor. 5:21; see also Rom. 4:25, Gal. 3:13.) Jesus became the substitutionary sacrifice for human sin. Also, New Testament writers expressed concern with the suffering of the church and of individual Christians. The believer in the Lord is called on to share in the sufferings of the Christ. In this regard, the structure of Philippians 3:10 is quite significant. First, Christ is given central place: “I want to know Christ and the power of his resurrection and the sharing of his suffering by becoming like him in his death.” Christ and His sufferings are the focus, not suffering in general. Secondly, it is implied here

Barack Obama School of Career and Technical Education hosted its second annual literacy conference on Wednesday, March 15, 2017. The event, called Bringing Literacy Alive Zealously Everywhere (BLAZE) Fest, immersed Obama high school students in a day of conference-style activities focused on reading, writing, speaking and listening. Schools selects new textbooks in selected areas every eight to ten years. We take the process very seriously because students will use these textbooks for a decade as the basis for building a strong education foundation. The opinions of our families, communities and staff are important voices as we weigh our different options. Please take a few moments to review our textbook options

National Nutrition Month: Tips to help African Americans improve health Society for Public Health Education (SOPHE) encourages everyone to try new and healthy foods
Although March is officially National Nutrition Month, anytime is a good time to eat more nutritiously, points out the Society for Public Health Education (SOPHE). SOPHE offers 10 tips to help African Americans eat more nutritiously. “National Nutrition Month is an opportunity for everyone to learn more about nutrition and try new and healthy foods. Eating healthy foods can help weight management and lower risk for many chronic diseases like heart disease, type 2 diabetes, and cancer, which especially affects many African Americans” said Elaine Auld, CEO of SOPHE. • Go fresh. Choose fresh seafood, lean poultry, and beans as your protein source. If using ground meats, choose 93 percent lean ground turkey or ground sirloin beef. • Measure portions. It is easy to overeat on snacks. Measure one serving so you
can save room for the main course. • Favor whole grains. Brown rice is a whole grain and has more nutrients than white rice. Buy or bake whole grain breads and baked goods. • Use the plate method. Fill half of your plate with non-starchy vegetables. Fill one quarter of your plate with a lean protein. Then fill one quarter of your plate with a starchy food, like a baked potato. • Use healthy cooking methods. Grill your chicken, fish, or vegetables. You can also try baking, steaming, or broiling. Small amounts of vegetable oil, olive oil, or cooking spray are better options. • Beans make a great protein source. Use dried
beans when you can. They are lower in sodium than canned varieties. Always drain and rinse canned beans to remove excess sodium. • Go easy on the cheese and sour cream. Cheese is high in saturated fat and in sodium. Try reduced-fat
cheeses. Non-fat Greek or plain yogurt and non-fat plain yogurt have a similar taste and texture like sour cream for much less calories and fat. • Cut your portion size when eating out. If you eat out, split the meal with someone else, eat half the meal and bring home leftovers, or order a kid-sized meal. • Snack on fruits and vegetables. Keep a bowl of fruit out on a table or counter to encourage healthy snacking. Pre-cut veggies and make “grab and go” packets. • Pack your lunch. Skip eating out and bring your lunch. Eating healthy foods and changing habits can lead to
positive results, notes Auld. Researchers report that nearly half of African Americans are obese. Auld is working with SOPHE members and other partners to decrease those numbers. “We want to help African American communities, families and individuals overcome the barriers to good health,” said Auld. “We want to make healthy living easier where people live, learn, work, and play.” The Society for Public Health Education is partnering in a three-year nationwide project called the National Implementation and Dissemination for Chronic Disease Prevention, funded by the Centers for Disease Control and Prevention. How foster parenting has changed me By Dr. John DeGarmo “How has your life changed while being a foster parent?” It was a question I had been asked a great deal of late. Recently, I had been doing the rounds of radio and TV interviews while promoting my newest book, Faith and Foster
Care. Like most people, many of the radio and TV hosts had very little knowledge of what being a foster parent is really about. I would imagine many of your own friends and family members don’t really understand what you do, either. Additionally, they likely do not understand how your life has changed.
I have said it many times, in many places; foster parenting is the hardest thing I have ever done. It IS hard work. At the same time, it is also Heart Work. It is the most important job I have done, as well. I have been able to watch the lives of more than 50 children change while living in my home.

Yet my life has changed, also, in so many ways, in so many areas. Of the 50-plus children that have come to my home, come to live with my family, each have made me a better person and has made an impact on my life in some way. Foster parenting has created a sense of urgency within me to make a difference in the lives of those in need. I have learned to love deeper, more openly, and without abandon. I have learned to love each child that comes into my home in an unconditional manner, and without reservations. I am no longer ashamed to tell people that I love them. I cry openly now, and am no longer embarrassed when it happens. The saying that “real men don’t cry” is rubbish to me. I have become an emotional cripple in that manner, yet in a healthy way, in a way that I embrace.

Some couples invest in their future in ways other than a diamond ring What does an engagement ring look like? For many people, my wife included, the answer is a diamond ring. While that's a concept that didn't become widely accepted until the diamond industry's marketing campaigns in the mid-1900s, it's one that holds strong today. However, some couples are going in an alternative direction. The intention isn't to be cheap, but rather to use the savings to make a different kind of meaningful investment in their future together. When and how a proposal happens can be a surprise, but hopefully, the answer won't be. That is likely doubly true if the question is popped without a diamond engagement ring, or perhaps without a ring at all. As always in a relationship, communication is key. While some people may be excited by the idea, it could be a deal breaker for others. What will a meaningful investment look like to the both of you? A friend of mine recently shared with me the story of how he proposed to his now wife, and the decision to forgo an engagement ring altogether. When they first started discussing marriage and engagement rings, she said she'd rather put the money towards a down payment because starting a home together was more meaningful to her than a ring. He didn't ask right away, but when he did take a knee, ringless, and ask her to marry him – clearly she said yes. Today they live in the home the savings helped buy, wear only wedding bands and he says neither of them regrets the decision. A down payment might not make sense for you, but there are other ways to invest in your future together. For some couples, paying down debts or saving for their wedding so that they don't go into debt might be a better fit. Or, you might want to start a travel or honeymoon fund. Consider your options if you want to buy a ring. Understandably, the idea of proposing without an engagement ring isn't for everyone, and there is a middle ground – a less expensive engagement ring with the savings going towards your shared goal. Here are few options you could discuss with your significant other: • Alternative stones. There are a variety of alternative precious and semi-precious stones you could pick
for the ring. Matching a stone's color to the person's eyes or choosing their birthstone could imbue the ring with a personal touch. However, be careful about picking a "soft" gem that could be easily scratched if it's worn daily. • Diamond look-alikes. You could choose a synthetic diamond or a stone that looks similar to a diamond but costs much less, such as a cubic zirconia. Some of the man-made and alternative options can look more brilliant than genuine diamonds, and you don't need to worry about whether or not the

symbolic meaning could be just as meaningful to your partner. Family heirlooms can also make for memorable engagement rings and often there isn't a price tag attached (although a lengthy discussion might be in order). A vintage ring could appeal to some people's style, or the center stone could be reset in a modern band. Grilled Citrus Rosemary Catfish
Recipe courtesy of The Catfish Institute Servings: 4 Citrus Sauce: 1 lime, juice and zest only 1 lemon, zest only 1 orange, zest only 6 ounces pineapple juice 1/2 cup brown sugar 1 tablespoon fresh rosemary, chopped 1/4 teaspoon salt Catfish: 4 U.S. farm-raised catfish fillets 2 lemons salt, to taste freshly ground black pepper, to taste Heat grill. To make citrus sauce: In small saucepan, combine all sauce ingredients. Bring to boil; reduce heat and simmer 5 minutes. To make catfish: Place catfish in shallow dish and squeeze 1/2 fresh lemon over each fillet. Sprinkle with salt and pepper. Let rest 5 minutes. Grill catfish fillets, skin-side-up, 3-4 minutes. Flip over and grill 2-3 more minutes. Transfer catfish to serving plates and spoon warmed citrus sauce over fillets.

Recipe courtesy of the USDA 1 pound top round beef 1 tablespoon paprika 1 1/2 teaspoons oregano 1/2 teaspoon chili powder 1/4 teaspoon garlic powder 1/4 teaspoon black pepper 1/8 teaspoon red pepper 1/8 teaspoon dry mustard nonstick spray 8 red-skinned potatoes, halved 3 cups onion, finely chopped 2 cups beef broth 2 large garlic cloves, minced

1/2 cup chopped fresh cilantro 1/4 cup chopped tarragon 1/4 cup chopped fresh chives 1/4 cup chopped fresh sage 1 cup extra-virgin olive oil 1/4 teaspoon sea salt To make chicken: Heat oven to 450 F. Wash chicken in hot water. Dry with paper towels. Using kitchen shears, cut out backbone of chicken and remove any fat (this can be added to chicken stock). Using heavy chef’s knife, cut out breastbone. Season halves with sea salt and black pepper. Place chicken halves, skin side up, on two sizzle platters and dab with olive oil. Cut lemon in half and place 1 half, cut side down, next to chicken on each platter. Roast chicken 35 minutes, basting every 10 minutes. When done, remove chicken to platter and pour off excess fat. Cut each breast in half and cut the thigh from the leg. Serve with salsa verde (recipe below) and garnish with roasted lemon. To make salsa verde: Soak capers in cold water 1 hour then drain. Soak anchovies in cold water 15 minutes then pat dry and remove bones. Using mortar and pestle, smash capers, anchovies and garlic, until smooth, then transfer to large bowl. Add all herbs and olive oil. Season with sea salt. Pair each serving with Angeline California Rosé of Pinot Noir.
2 large carrots, peeled and cut into 2 1/2-inch strips 2 bunches (1/2 pound each) mustard, kale or turnip greens, stems removed, coarsely torn Partially freeze beef. Thinly slice across grain into strips 1/8-inch thick and 3 inches wide. Trim away visible fat. Combine paprika, oregano, chili powder, garlic powder, black pepper, red pepper and dry mustard. Coat strips of meat with spice mixture. Spray large, heavy skillet with nonstick spray. Heat pan over high heat. Add meat; cook, stirring constantly, 5 minutes. Add potatoes, onion, broth and garlic. Cook over medium heat, covered, 20 minutes. Stir in carrots; lay greens over top and cook, covered, until carrots are tender, about 15 minutes.
