Incumbent Milwaukee County District Attorney John Chisholm faces primary challenge When he was first elected Milwaukee County District Attorney in 2006, John Chisholm campaigned about the disparity between incarceration rates for whites and African Americans. This is particularly problematic in Wisconsin where blacks make up only about 6 percent of the population but 37 percent of the state prison population, according to a study from the University of Wisconsin-Milwaukee. The figures were especially stark for Milwaukee County, where more than half of African American men in their thirties had served time in state prison. The justice system, according to Chisholm, has failed African Americans. Soon after taking the oath of office, Chisholm decided to let independent researchers examine how he used his prosecutorial discretion. In 2007, when he took office, the Vera Institute of Justice, a research and policy group based in New York City, had just begun studying the racial implications of the work of the Milwaukee County District Attorney’s office. Over several years, Chisholm allowed the researchers access to staff and their files. The conclusions were disturbing. According to the Vera study, prosecutors in Milwaukee declined to pros-

Milwaukee County District Attorney John Chisholm ecute 27 percent of whites arrested for possession of drug paraphernalia, compared with 41 percent for blacks; in cases involving prostitution, black female defendants were more likely to be charged than white defendants. In virtually every category studied, the criminal justice system of Milwaukee County dealt disproportionally more harshly with blacks than it did with whites. Chisholm said after publication of the report, he vowed to use his prosecutorial discretion to avoid incarceration of offenders for what he describes as relatively minor, victimless crimes, such as low-level drug offenses, juveniles, and offens-

es committed by individuals suffering from poverty or mental illness. The most significant innovation involves an “early intervention” program, which begins after a defendant is arrested but before arraignment. Each defendant is given an 8-question assessment, which can be conducted in about fifteen minutes and is compared to the information on the rap sheet and in the police report. A low score can lead to an offer of “diversion”—a kind of unofficial probation that, if successfully completed, leaves the individual without a criminal record. A high score leads to a second, more detailed, 54-question assess-

ment. People in this group will maintain a criminal record of an arrest but may have their charges reduced or dismissed. To participate in these incarceration alternatives, a defendant must commit to completing drug-treatment or other educational programs that are approved by Chisholm’s office. Chisholm said he draws the line at people who injure others, noting that about 15 percent of those in the criminal justice system are “hard core” individuals likely to re-offend. “I want to strike a balance between those whose needs can be addressed within the community and those who require punishment,” he said. Chisholm said he was one of the first District Attorneys of a major U.S. city to implement what he calls “evidence based reforms.” He considers one of his proudest achievements The Sojourner Family Peace Center, developed in collaboration with Carmen Pitre. “There is nothing else like it in the country,” he said. “Often the most dangerous time for a woman to leave an abusing spouse is when she decides to leave. The Sojourner Family Wellness Center puts all resources in one location, including a police precinct to protect guests from abusive

boyfriends. Prior to his election as District Attorney in 2006, Chisholm served about 12 years as a prosecuting attorney assigned to work primarily crime involving gangs. During law school at the University of Wisconsin-Madison he said he provided volunteer legal assistance to prison inmates. Gun violence is up significantly in Milwaukee this year, but Chisholm said that in eight out of the 10 years he has served as District Attorney the crime rate has fallen and during the past decade the crime rate has fallen significantly. “Last year was unusual,” he said, noting that other levels of crime have decreased. “It is easy to make promises without a track record,” he said alluding to his primary opponent. “I’ve done the things I’ve said I would do. I believe that I retain the confidence of the majority of Milwaukee’s inner-city leadership,” he said, “because they see how this process is helping in their district. “I’ve made it a mission of this office not only to pick up the pieces when they are broken, but to work with the community to fix problems before they become more serious.”

Fifth annual 'Heal the Hood' block party In collaboration with Riverworks Development Corporation, Ajamou Butler aka "Brother Heal the Hood," will host the 5th Heal the Hood Block Party. Since May of 2012, Heal The Hood MKE has been on a mission to spread healing throughout the inner city of Milwaukee. Born from a small desire to give back to the community, Heal the Hood has now grown into a self-sustaining machine. In partnership with 6th district Alderwoman Coggs, the event will bring vendors, games, giveaways, food and more to the Harambee neighborhood this year. Press/media are invited to the celebration on Saturday and Sunday, May 28th and 29th, 12:00 p.m. - 5:00 p.m., between Palmer and Keefe to 1st and Keefe Av-

enue. “Heal the Hood is more than an annual block party,” said Brother Heal the Hood. “It’s a call to action, a call to love and a call to unity. Heal the Hood aims to grow to become a household name amongst Milwaukee’s inner-city residents.” In conjunction with Heal the Hood this year, Riverworks will be hosting this year’s Children’s Corner. Both days will be full of opportunities to create art, socialize, play games and celebrate the history of Harambee, a Swahili word which means 'pulling together'. This project would not be possible without the support of United Way, Tone Def Radio, Lexi Trenee Management Group, Running Rebels and Riverworks Develop-

CHILD WATCH

3

Perspectives

Wednesday, June 1, 2016

By: Marian Wright Edelman President of the Children's Defense Fund

Building strong children today for a strong nation tomorrow “It is easier to build strong children than to repair broken men.” --Frederick Douglass Pediatricians aren’t usually day-to-day policy makers but policy decisions affect the work they do every day as frontline caregivers for our nation’s children. That’s why I was extremely pleased the official journal of the Academic Pediatric Association (APA) recently devoted an entire supplement to a pressing policy crisis affecting pediatricians, public health workers, teachers and all of us and the nation’s future: child poverty in America. As Academic Pediatrics put it: “Childhood poverty creates long-lasting, often permanent, physiologic changes through constant exposure to threats such as malnutrition, acute and chronic disease, toxic stress, social deprivation, and lack of opportunity.” The editors add: “Children remain the poorest members of our society even in good times, with rates that are unacceptably high for a developed nation. This situation is not an inevitable fact of life. The United States is a nation that knows how to use policies and programs to raise its citizens out of poverty.” I agree! The Children’s Defense Fund 2015 report, Ending Child Poverty Now, shows policy solutions to ending

www.milwaukeetimesnews.com

child poverty in our nation already exist and can be implemented without delay if politics and greed can be overcome by a commitment to help children. By expanding investments in nine existing policies and programs that work we could shrink overall child poverty 60 percent, Black child poverty 72 percent, and improve the economic circumstances for 97 percent of poor children. Academic Pediatrics’ editors offered this single issue volume to help empower pediatricians, community and national leaders, policy makers and advocates to courageously address child poverty now. “Underlying this agenda are: 1) a belief that social justice demands both a robust safety net and universal opportunity for social mobility; 2) an acceptance of a broad definition of health that goes beyond well-being and focuses on the accumulation of human capital; 3) a recognition that social determinants of health impact and

outweigh traditional health care for most children, and that health care must radically transform in response; and 4) a desire to eliminate, now and for the generations that follow, the health inequities that divide us. Pediatricians are in a unique position to help poor children both directly in their practices and as trusted advocates for children in the public arena. They must work with leaders in education, social service programs, government, and business—virtually every sector of society that collectively has a strong stake in addressing the problem of child poverty. For whom are these children not our children? And for whom is the time to engage not now?” It is easier to build strong children than to repair broken men, Frederick Douglass wisely wrote a long time ago. As the wealthy and powerful but morally anemic nation I believe we are, it is way past time to commit to ensuring that all our children’s basic

needs are met. Solutions to child poverty in our boastfully wealthy nation exist if we are willing to invest in them. So mothers and grandmothers and all in America must create that public will in this election year and for as long as it takes to end child poverty in America. It will require all of us working together with urgency and persistence. Pediatricians lend such a powerful respected voice for ending child poverty. I am so grateful for the American Academy of Pediatrics (AAP) recommendation this past March that all pediatricians ask about poverty in patient visits and urge state and federal lawmakers to expand existing housing, food, and health programs. As AAP President Dr. Benard Dreyer said, “Poverty is the most serious non communicable disease that children have — and it’s the most common.” This journal supplement forcefully reinforces the why and how for acting now. I was pleased to contribute a commentary sharing some of the Children’s Defense Fund’s proposed solutions which we know reduce child poverty and promote opportunity. For example, children with access to the Supplemental Nutrition Assistance Program (SNAP, or food stamps) are more likely to finish high school and are less likely to experience obesity, stunted growth, or heart

disease as adults. Children in families benefiting from the Earned Income Tax Credit (EITC) have higher scores on reading and math tests, are more likely to go on to college, and have higher earnings as adults. Housing vouchers can help families move from areas of concentrated poverty to lower poverty neighborhoods. Children who move before age 13 have higher earnings as young adults. In 2014 tax credits and other safety net programs reduced child poverty 40 percent. By reducing child poverty now the nation would also reduce the odds that today’s poor children will become tomorrow’s poor adults and reduce child poverty in the next generation, too. Our nation can easily afford it – and cannot afford not to do it. There are multiple ways to increase investments in children without increasing the deficit. We could tell Congress to reduce military spending — the U.S. accounts for less than 5 percent of the world’s population but 37 percent of the world’s military spending. We could insist Congress close unfair tax breaks and loopholes that cost the nation hundreds of billions every year while fueling the nation’s indefensible alarming income and wealth gaps. As the pediatricians and scholars sounding this most recent alarm show, we cannot afford not to end child poverty. They are absolutely correct when they say we all have a stake and the time to engage is right now. Let’s insist our political leaders of all parties make building strong children their number one concern to ensure a strong and fair nation. A nation without a sturdy foundation of healthy, literate, safe, and engaged children lacks common and moral sense and will not stand tall tomorrow. Marian Wright Edelman is President of the Children's Defense Fund whose Leave No Child Behind® mission is to ensure every child a Healthy Start, a Head Start, a Fair Start, a Safe Start and a Moral Start in life and successful passage to adulthood with the help of caring families and communities. The Counseling Corner

By Rev. Judith T. Lester, B.Min. M.Th

A celebration of Motherhood (Part 4) “Her children rise up and call her blessed; her husband also, and he praises her.” - Proverbs 31:2

- Mary Hill Mother of 2: A Son, 42 and A Daughter, 32

This month we are praising God for the role that mothers have. Mothers were encouraged to submit articles in response to the question: “What Have Been Your Greatest Joys of Motherhood?” Enjoy these moments of happiness and thanksgiving submitted by these mothers: *** From the moment the doctor laid them on my chest, the love and bonding with my children was unlike anything I ever experienced. There was such a profound love and I realized I would give my life to save my child. Immediately, all the pain, pre-epidural era, was forgotten. Teaching my children was a fulfilling experience for me, although significantly different with each child. I wanted to teach, but got married and started my family early. My daughter got all that longing

heaped upon her. Lucky for us both, she loved learning. My son, on the other hand, needed to be caught up to go to 1st grade, and that experience was hard on us both. I did fulfill my dream of becoming a teacher and my granddaughters now are the recipients. Since I'm retiring this year, that's a good thing. Better even than the joys of motherhood are the joys of being Granny. I'm more in love than I thought possible.

*** My greatest joys of motherhood came when I sat my children down and told them that God is very real and that everything in the Bible is the absolute truth. My children had been to church and Sunday School, but as their mother I wanted to share with them my faith and understanding of the presence of God. Even though my father was a minister, as a child I thought the Bible was a fairy tale. It wasn't until I - Hortense Shaw grew up and experienced Mother of 2: Pamela, 52, some things that I realized Daryl, 41 that the Bible is the basis for living in every area of life.

As mothers and daughters, we are connected with one another. My mother is the bones of my spine, keeping me straight and true. She is my blood, making sure it runs rich and strong. She is the beating of my heart. I cannot now imagine a life without her. - Kristin Hannah Next week: Conclusion The writer does not assume responsibility in any way for readers’ efforts to apply or utilize information or recommendations made in this article, as they may not be necessarily appropriate for every situation to which they may refer. Bible Scripture for the week from Proverbs 31:1031 (KJV) Who can find a virtuous woman? For her price is far above rubies. The heart of her husband doth safely trust in her, so that he shall have no need of spoil. She will do him good and not evil all the days of her life. She seeketh wool, and flax, and worketh willingly with her hands. She is like the merchants' ships; she bringeth her food from afar. She riseth also while it is yet night, and giveth meat to her household, and a portion to her maidens. She considereth a field, and buyeth it: with the fruit of her hands she planteth a vineyard. She girdeth her loins with strength, and strengtheneth her arms. She perceiveth that her merchandise is good: her candle goeth not out by night. She layeth her hands to the spindle, and her hands hold the distaff. She stretcheth out her hand to the poor; yea, she reacheth forth her hands to the needy. She is not afraid of the snow for her household: for all her household are clothed with scarlet. She maketh herself coverings of tapestry; her clothing is silk and purple. Her husband is known in the gates, when he sitteth among the elders of the land. She maketh fine linen, and selleth it; and delivereth girdles unto the merchant. Strength and honour are her clothing; and she shall rejoice in time to come. She openeth her mouth with wisdom; and in her tongue is the law of kindness. She looketh well to the ways of her household, and eateth not the bread of idleness. Her children arise up, and call her blessed; her husband also, and he praiseth her. Many daughters have done virtuously, but thou excellest them all. Favour is deceitful, and beauty is vain: but a woman that feareth the Lord, she shall be praised. Give her of the fruit of her hands; and let her own works praise her in the gates.

MillerCoors and Milwaukee Urban League Young Professionals team up to refurbish local basketball court Coors Light's Full Court reFRESH is a program that helps to enhance community basketball courts in need of repair across the country. Last year, the program visited Milwaukee to refurbish the local court at Washington Park. On Friday, May 13, 2016, Coors Light along with community partners the Milwaukee Urban League Young Professionals (MULYOP), gathered together to unveil the newly refurbished court. Milwaukee Mayor Tom Barrett along with local youth were on hand to cut the ribbon to the new court. The local youth of the Washington Park neighborhood and the Mayor also got to try out the new court.

CLIP IT OR TICKET: Wisconsin Athletic HOF Inductee Driver surprises local Milwaukee barbershop in new ‘Click it or Ticket’ ads.

The seat belt usage rate in Milwaukee lags behind the rest of Wisconsin. That’s why Wisconsin Athletic Hall of Fame inductee Donald Driver, paid a recent visit to Gee’s Clippers in Milwaukee. Driver wanted to personally get the word out to customers at the barber shop that wearing seat belts saves lives and that you can get a ticket for not wearing one. Only a few of the customers that Driver surprised said they don’t wear their seat belts. But, after their encounter with Donald and having him buckle them in to the barber chair, chances are they do now! So, take it from a Driver who always wears his seat belt, every trip, every time; CLICK IT OR TICKET!

COMMUNITY COLUMN Live show adapts poignant “Precious Lives” gun violence series A child is wounded by random gunfire. A teen dies after an argument escalates into violence. Police investigate. Memorials of teddy bears and ribbons are built. Families and neighborhoods are devastated. Then it happens again – more than 100 times a year in Milwaukee during the past two years. “Precious Lives” is a 100part radio and podcast series about kids, guns and violence. Created by 371 Productions – in collaboration with the Milwaukee Journal Sentinel, WUWM-FM 89.7 Milwaukee Public Radio, WNOV-AM 860 and the Wisconsin Center for Investigative Journalism – the stories explore the impact of, and solutions to, the violence. Now, with the help of Michelle Lopez-Rios, head of the University of Wisconsin-Milwaukee’s acting program, some of those stories are being made into a theatrical production. “Precious Lives: The Live Show” is set for 6 p.m.

Arthur Clements shares his story with Michelle Lopez-Rios during a recent workshop at the COA Holton Center. (WUWM Photo/Michelle Maternowski) Wednesday, June 15, at Milwaukee’s Pabst Theater, 144 E. Wells St. Eric Von, lead producer of “Precious Lives: Before the Gunshots,” will guide the audience through stories of those directly impacted by gun violence. The show also features live music and video mixing by Kiran Vee of New Age Narcissism, video and visual art by True Skool, and a mix of new and familiar voices.

“We all need to embrace that this is our city, our community,” Lopez-Rios said, “and talk about how can we work together to make it better.” Lopez-Rios, an associate professor of voice and speech, has extensive experience in restorative theatre – guiding and empowering people in telling their own stories. Already a follower of the series, she jumped at the

chance to join the conversation. “Even those who are familiar with the series will have an opportunity to experience it in a whole other way,” Lopez-Rios said, “because seeing a live performance – a person right in front of you – tell their story is different than listening to it on the radio.” Paul Kjelland, engagement director for 371 Productions, says the presentation incorporates tapes from the radio production, and some of the people interviewed will tell their own stories. Over the past two years, the series has told the stories of victims and their families, and talked to doctors, police officers, paramedics and other first responders. The live production will feature a collage of stories, including new ones that Lopez-Rios discovered in a series of four workshops with youth at the COA Holton Center. “It’s important to me that those who have experienced this, especially the youth, have an understanding of how important their story is to share,” Lopez-Rios said. “The community needs to hear this. We can instigate change.” The youth who will take the stage draw on person-

al experiences to share how violence has impacted them and their families, sometimes illustrating it through music or spoken-word poetry. “Some of these kids live this every day,” Lopez-Rios said. “They’re 13 years old and they don’t know if they’re going to live to be 14 years old because once a week, they drop to the floor in their own house because they hear gunshots. To live like that cannot be OK.” Two UWM students are also involved with the production. Tevin Smith, who graduated in May with a bachelor’s degree in communications and a minor in journalism, advertising and mass communications, interned at 371 Productions. Kimberly Gartrell is a theater student assisting Lopez-Rios. “Precious Lives: The Live Show” is part of Finding America, a national initiative produced by AIR, with financial support from the Corporation for Public Broadcasting. Tickets are on sale at pabsttheater.org, by phone at 414-286-3663 and at the Pabst Theater’s Box Office. The performance will be followed by a discussion with audience and community members. Additional related events will take place through the summer.

Why texting while driving can be so hazardous

It short-circuits brain’s ‘sixth sense’ that helps drivers stay on course, researchers say texting while driving is riskier than driving while upset or mentally distracted, a new study suggests.

Researchers from the University of Houston and the Texas A&M Transportation Institute said that drivers have a sixth sense that offsets absent-minded or emotional driving. But this extra sense doesn’t kick in among drivers who are texting because their eye-hand coordination loop is broken, the researchers explained. “What makes texting so dangerous is that it wreaks havoc into this sixth sense. Self-driving cars may bypass this and other problems, but the moral of the story is that humans have their own auto systems that work wonders, until they break,” study leader Ioannis Pavlidis said in a University of Houston news release. Pavlidis is director of the university’s Computational Physiology Labora-

tory. The study involved 59 volunteers who were instructed to drive the same section of highway four times. They drove once under “normal” conditions -- with no distractions, focusing solely on driving. Another time they drove while being distracted with mentally challenging questions. A third time they were distracted with emotionally charged questions. The fourth time they were preoccupied with texting. The drives were conducted in a random order to avoid bias. Compared to the normal drives, the other driving tasks made the participants jittery behind the wheel. But, it was only while texting that drivers veered out of their lane or drove un-

safely, the researchers said. In fact, the drivers who became jittery while facing challenging questions or emotionally charged distractions drove even straighter, the scientists noted. Pavlidis said a particular part of the brain is known to automatically intervene when there is a conflict. In the driving exercises, conflict comes from distracted or emotional driving or from texting. Pavlidis said these conflicts raise “levels of physiological stress, funneling ‘fight or flight’ energy to the driver’s arms, resulting in jittery handling of the steering wheel.” The brain automatically offsets strong jitters in either direction with an equally strong reaction in the opposite direction, resulting in very straight driving, the researchers explained. However, to work properly, this function needs support from the driver’s eye-hand coordination loop. Texting while driving breaks the eyehand coordination loop, the researchers said. Without this loop, jittery hands on a steering wheel are unchecked, causing drivers to veer off course, the researchers said.

‘Silent’ heart attacks: What Black men need to know

New research suggests black and white men may be more likely than women to have a silent heart attack — one that doesn’t trigger symptoms such as chest pain and cold sweats — but women may be more likely to die from a silent heart attack. The findings, published recently in the journal Circulation, also showed that blacks may fare worse than whites, although researchers point out the number of blacks in the study may have been too small to be certain. Researchers analyzed data from about 9,500 U.S. black and white men and women. More than half were women and about 20 percent were black. Researchers have known that silent heart attacks rep-

resent 22 percent to 60 percent of all heart attacks. In the new study, more than 45 percent of heart attacks were silent. But previous studies in the U.S. have not looked at how they affect different sexes and races, said Elsayed Z. Soliman, M.D., the study’s senior author and director of the Epidemiological Cardiology Research Center at Wake Forest Baptist Medical Center in Winston-Salem, North Carolina. A key takeaway from the results, Soliman said, is that prevention of heart attacks should take into account sex and race. Women with cardiovascular disease, for example, may require (Continued on pg. 14)

Even so, the finding that women who have a silent heart attack are more likely than men to die needs to be confirmed, said Michael D. Shapiro, an associate professor at Oregon Health & Science University, said the new research is still important because it is one of the few to look at race and gender differences in silent heart attack and its long-term effects on cardiovascular

health. A heart attack occurs when the blood flow to the heart is significantly reduced or cut off completely because of a clogged artery. Silent heart attack symptoms can appear so mild that they are barely noticed, if at all. They are detected later, usually when patients undergo an electrocardiogram to check their heart’s electrical activity, researchers said. Silent heart attacks, once discovered, should be treated as aggressively as heart attacks with symptoms, Soliman said. In the new study, the rate of heart attacks with symptoms was higher in men than women. Risk factors such as high cholesterol, diabetes and high blood pressure — which are the same for both types of heart attacks — must also be treated, he said. “[People] need to control the risk factors and follow up with their doctors.”
