A View From The Top: Celebrating Five Decades of Common Council Leadership

On Thursday, March 22, 2018, Marquette University, Avenues West Association and Near West Side Partners presented a luncheon entitled, "A View From The Top: Five Decades of Common Council Leadership," at the Tripoli Shrine Center, 3000 West Wisconsin Ave. The luncheon was a historic conversation with the past and present African American Common Council presidents, including current Common Council president Ashanti Hamilton (2016-present); and former Common Council presidents Willie Hines (2004-2016), Marvin Pratt (2000-2014); and Ben Johnson (1976-1980). The panelists shared their insights from their time serving the city of Milwaukee; major events that had shaped them and the city while serving; and what they would like to see in its future. A-LEGO annual full council meeting honors 'Ladies of Excellence'

On Saturday, March 24, 2018, African American Ladies Empowering Growth and Opportunity (A-LEGO) hosted its annual full council meeting to discus its success from the past year and its goals for this one. As part of its meeting and to celebrate Women's History Month, A-LEGO honored 25 members who helped to make our community great. On Saturday, March 24, 2018, the Milwaukee Kappa Phi Chapter of Omega Psi Phi Fraternity, Inc., hosted their 13th Annual Edward W. Smyth Talent Hunt Competition at All Peoples Church, 2600 North 2nd Street. The talent hunt's mission is to encourage, develop and create avenues that will allow youth to express their talents and abilities. Linda Brown Thompson, student at the center of landmark Brown v. Board of Education, dead at 75 Linda Brown Thompson, who as a young girl was the student at the center of the landmark Supreme Court case Brown v. Board of Education that declared school segregation unconstitutional, has died on Sunday, March 25, 2018 in Topeka, Kansas. She was 75. Born in 1943, Brown was Linda Brown Thompson then (left) and now (right). in third grade in 1950 when she was denied admission to an all-white elementary school in her hometown of from her segregated school, the all-white school. Kansas Topeka. She lived 20 blocks but just five blocks from schools at the time were seg-

regated by state law. Brown's father, Rev. Oliver Brown, sued the school district in 1951. The National Association for the Advancement of Colored People (NAACP) took up the case, which was combined with segregation suits against school districts in other states when it came before the Supreme Court. Future Supreme Court Justice Thurgood Marshall was the lead attorney for the NAACP. In a unanimous ruling in 1954, the court declared school segregation an unconstitutional violation of the 14th Amendment's guarantee of equal protection

under the law. The ruling, written by Chief Justice Earl Warren, struck down the "separate but equal" doctrine that had served as the basis for segregation of public facilities since the 1896 case Plessy v. Ferguson. "Sixty-four years ago a young girl from Topeka brought a case that ended segregation in public schools in America," Kansas Gov. Jeff Colyer told the Topeka Capital-Journal. "Linda Brown's life reminds us that sometimes the most unlikely people can have an incredible impact and that by serving our community we can truly change the world."

How MLK's death changed America By: Kevin Cokley Professor of Educational Research at the University of Texas The assassinations of civil rights activists Medgar Evers (1963), Malcolm X (1965) and Martin Luther King Jr. (1968) were stark reminders to black people that the pursuit of freedom and liberation often came at the ultimate cost. The assassination of King was arguably the most consequential for the course of American history and permanently changed the psychology of black people and challenged America's ideals. Because he was one of the most prominent leaders of the civil rights movement, King's assassination was especially devastating. His optimism offered a stark contrast to Malcolm X's pessimistic and fatalistic view of white America. Guided by a Christian ethic and the philosophies of integrationism, nonviolence and civil disobedience, King was the moral conscience of a country that had failed to live up to its lofty ideals of the American Dream for black people. In his book Martin & Malcolm & America: A Dream or a Nightmare, James H. Cone notes that Malcolm X and King were both killed by forces they sought to change. However, whereas Malcolm X was killed "by the blacks he loved and was seeking to liberate from self-hate," King was "killed by the whites he loved and was seeking to set free of racism." Unlike Malcolm X, who viewed whites as having no moral conscience and America as a nightmare that was doomed for its crimes of slavery and segregation, King possessed a redemptive faith in the goodness of white people. He insisted on loving white people in spite of their treatment of blacks, and he spoke of having a dream that Americans of all racial backgrounds could live in peace and good will.

Whether people agreed with him or not, it was King's appeal to white people's moral conscience and his philosophy of nonviolence that provided him the platform to wield tremendous influence to cause social and political change. Thus, it was incomprehensible that this "drum major for justice" who followed the teachings of Mohandas Gandhi's nonviolent resistance would be assassinated in cold blood. What kind of country was America that it could produce the type of hatred that would kill a messenger of love and peace? If Rosa Parks' refusal to give up her seat was the spark that invigorated the civil rights movement, King's assassination was the psychological accelerant that threatened to permanently derail it. The black psychologist William Cross created a black liberation identity model that referenced the psychological impact of King's assassination. In the Pre-Encounter stage, Cross characterized black people as being politically naïve and dependent on white leadership and a belief in assimilation-integration. These individuals were not actively involved in the civil rights movement. In the Encounter stage, Cross described an experience or event that shattered the individual's feeling about self and his or her interpretation of the condition of blacks in America. King's assassination was an example of a shattering experi-

ence that propelled black people into becoming more politically active and into searching for a deeper understanding of the black power movement. For many blacks, the reality that someone as prominent and righteous as King could be assassinated was a life-altering experience. Black people realized that being patient and trusting the country to eventually do right by black folks was a dream at risk of being permanently deferred. Blacks did not have the luxury of sitting on the sidelines in the pursuit of civil rights. For many, King's assassination aroused what had been a sometimes muted yet simmering anger fueled by injustice toward black Americans. Upon hearing about King's assassination, civil rights activist and Black Power proponent Stokely Carmichael exclaimed: "When white America killed Dr. King last night, she declared war on us. It would have been better if she had killed Rap Brown ... or Stokely Carmichael. But when she killed Dr. King, she lost it ... He was the one man in our race who was trying to teach our people to have love, compassion and mercy for white people." News of King's assassination reverberated across the entire world, with condolences coming from heads of state and world leaders. The nation had not been so deeply impacted since the assassination of John F. Kennedy. Black people, now angered and emboldened by such a heinous act of violence, engaged in weeks of rioting and urban rebellion that disrupted the country. The psychological impact of King's assassination endures 50 years later. King taught us that in the ongoing black freedom struggle, he was willing to die for a cause he knew was bigger than himself. The Counseling Corner

National Autism Awareness Month (Week One) For the month of April, this writer will bring awareness to autism. Recently a co-worker shared with me that her grandson had been recently diagnosed with autism. Her grandson is 2-1/2 years old, but my co-worker admitted she noticed developmental delays beginning much earlier. She and her husband debated whether they should mention their concerns to their daughter. Finally, they delicately broached the subject with their daughter and the daughter admitted she also had concerns, especially with her son’s ability to speak and had shared those anxieties with the pediatrician. Finally, after insisting that her pediatrician run tests, her son was tested, and later diagnosed as having autism. That story motivated me to feature Autism Awareness in this month’s column, since April is National Autism Awareness Month. These articles are dedicated to my little friend.

Autism Spectrum Disorder (ASD), according to the Centers for Disease Control (CDC), is a development disability that can cause significant social, communication and behavioral challenges. People with ASD may communicate, interact, behave, and learn in ways that are different from most other people. The learning, thinking, and problem-solving abilities of people with ASD can range from gifted to severely challenged. Some people with ASD need a lot of help in their daily lives; others need less. A few facts about autism: • About 1 percent of the world population has ASD (CDC, 2014) • Prevalence in the United States is estimated at 1 in 68 births (CDC, 2014)

• Autism is the fastest-growing development disability (CDC, 2008) • Costs of lifelong care can be reduced by 67 percent with early diagnoses and intervention. (Autism, 2007) The CDC has provided several signs and symptoms of ASD. Children or adults with ASD might: • Not point at objects to show interest. • Not look at objects when another person points at them. • Have trouble relating to

others or not have an interest in other people at all. • Avoid eye contact and want to be alone. • Have trouble understanding other people’s feelings or talking about their own feelings. • Prefer not to be held or cuddled, or might cuddle only when they want to. • Appear to be unaware when people talk to them, but respond to other sounds. • Be very interested in people, but not know how to talk, play or relate to them. • Repeat or echo words or phrases said to them, or repeat words or phrases in place of normal language. • Have trouble expressing their needs using typical words or motions. These symptoms outlined here are not exhaustive; space does not allow for inclusion in their entirety. Visit

The CDC stresses while there is no cure for autism, early intervention services help children from birth to 3 years learn important skills. Services can include therapy to helping the child talk, walk and interact with others. Notice of Spring Election and Sample Ballots April 3, 2018 OFFICE OF THE MILWAUKEE COUNTY ELECTION COMMISSION TO THE VOTERS OF THE CITY OF MILWAUKEE: Notice is hereby given of a spring election to be held in the City of Milwaukee on April 3, 2018, at which the officers named below shall be chosen. The names of the candidates for each office to be voted for, whose nominations have been certified to or filed in this office, are given under the title of the office, each in its proper column, together with the questions submitted to a vote, for a referendum, if any, in the sample ballot included with this notice. INFORMATION TO VOTERS Upon entering the polling place, a voter shall state his or her name and address, show an acceptable form of photo identification and sign the poll book before being permitted to vote. If a voter is not registered to vote, a voter may register to vote at the polling place serving his or her residence, if the voter presents proof of residence in a form specified by law. Where ballots are distributed to voters, the initials of two inspectors must appear on the ballot. Upon being permitted to vote, the voter shall retire alone to a voting booth and cast his or her ballot except that a voter who is a parent or guardian may be accompanied by the voter’s minor child or minor ward. An election official may inform the voter of the proper manner for casting a vote, but the official may not in any manner advise or indicate a particular voting choice.

President’s Diversity and Inclusion Award recipients announced The Medical College of Wisconsin (MCW) selected four individuals who received the President’s Diversity and Inclusion Award at a special luncheon on Tuesday, March 20, 2018. Andrew Petroll, MD, associate professor of medicine and psychiatry; B. Ulysses Li, MD, professor of pediatrics (gastroenterology); Geneva Johnson; and Sebastian Ssempijja, Ph.D, CEO and clinic director of the Sebastian Family Psychology Practice, LLC., were honored at a special event during the 2018 Spring Festival of Cultures. Dr. Petroll was chosen for his dedication through mentorship and leadership in creating a meaningful and impactful educational experience for countless medical students, as well as his commitment to the LGBTQ community. Dr. Li was selected for his tireless efforts in promoting health and equity in the Asian population, as well as mentoring Asian students to pursue health careers. Geneva Johnson was chosen for her decades of work

in leading cancer initiatives and serving the Hmong community to ensure efficient access to healthcare. Dr. Ssempijja was selected for his passionate efforts in providing access to care for the underserved population and his unwavering commitment to refugees in the greater Milwaukee community. John R. Raymond, Sr., MD, president and CEO, in partnership with MCW’s Diversity and Inclusion Advisory Committee, established the President’s Diversity and Inclusion Award to honor individuals who have helped enhance an environment of inclusivity and diversity at MCW. This year, award recipients were selected from the categories of faculty and community members. Each recipient will receive $2,500.

Death of MLK (Continued from pg. 2) He died for black freedom and ultimately trying to save the soul of this country. In many ways his death can be seen as the inheritance of thousands of people and recent social movements. The Movement for Black Lives is the most direct continuation of King's work, as Black Lives Matter activists have continued the fight for the civil rights of black people. Most recently in response to the Marjory Stoneman Douglas High School shooting, the March For Our Lives took place in Washington, DC. This student-led social movement seeks to pass legislation that effectively addresses gun violence. Interestingly, death by a gun is the common denominator behind these social movements. As we remember King on this 50th anniversary of his death, let us reflect on one of his final prophetic statements the night before he was killed: "Like anybody, I would like to live a long life. Longevity has its place. But I'm not concerned about that now. I just want to do God's will ... I've seen the promised land. I may not get there with you, but I want you to know tonight that we as a people will get to the promised land." In the current political climate, that promised land seems farther away than ever before. However, the level of political engagement by today's youth is reason to be optimistic, as they are the embodiment of the meaning of King's life and death.

APRIL 3, 2018 NOTICE IS HEREBY GIVEN, that at an election to be held in the several towns, villages, cities, wards and election districts of the State of Wisconsin, on Tuesday, April 3, 2018, the following question will be submitted to a vote of the people pursuant to law:

To amend section 1 of article VI, section 3 of article VI and sections 7 and 8 of article X; and to create section 17 of article XIV of the constitution; relating to: deleting from the constitution the office of state treasurer (second consideration). Whereas, the 2015 legislature in regular session considered a proposed amendment to the constitution in 2015 Assembly Joint Resolution 5, which became 2015 Enrolled Joint Resolution 7, and agreed to it by a majority of the members elected to each of the two houses, which proposed amendment reads as follows: SECTION 1. Section 1 of article VI of the constitution is amended to read: [Article VI] Section 1. The qualified electors of this state, at the times and places of choosing the members of the legislature, shall in 1970 and every 4 years thereafter elect a secretary of state, treasurer and an attorney general who shall hold their offices for 4 years 4- year terms. SECTION 2. Section 3 of article VI of the constitution is amended to read: [Article VI] Section 3. The powers, duties, and compensation of the treasurer and attorney general shall be prescribed by law. SECTION 3. Sections 7 and 8 of article X off the constitution are amended to read: [Article X] Section 7. The lieutenant governor, secretary of state, treasurer and attorney general, shall constitute a board of commissioners for the sale of the school and university lands and for the investment of the funds arising therefrom. Any two of said commissioners shall be a quorum for the transaction of all business pertaining to the duties of their office. Section 8. Provision shall be made by law for the sale of all school and university lands after they shall have been appraised; and when any portion of such lands shall be sold and the purchase money shall not be paid at the time of the sale, the commissioners shall take security by mortgage upon the lands sold for the sum remaining unpaid, with seven per cent 7 percent interest thereon, payable annually at the office of the treasurer as provided by law. The commissioners shall be authorized to execute a good and sufficient conveyance to all purchasers of such lands, and to discharge any mortgages taken as security, when the sum due thereon shall have been paid. The commissioners shall have power to withhold from sale any portion of such lands when they shall deem it expedient, and shall invest all moneys arising from the sale of such lands, as well as all other university and school funds, in such manner as the legislature shall provide, and shall give such security for the faithful performance of their duties as may be required by law.

EXPLANATORY STATEMENT Article VI of the Wisconsin Constitution provides for the election of a state treasurer every four years. Wis. Const. Art. VI, § 1. The Constitution spells out only one duty for the Treasurer: to serve as one of three members on the Board of Commissioners of Public Lands, which is charged with the sale of school and university lands and with the investment of funds arising from such sales. Wis. Const. Art. X, § 7. The other two members of that Board are the Attorney General and Secretary of State.

The referendum question proposes to eliminate the constitutional office of Treasurer. To fill the Treasurer’s position on the Board of Commissioners of Public Lands, the Lieutenant Governor would serve as the third member of that Board. A “yes” vote on this question would eliminate the constitutional office of the Treasurer. It would replace the Treasurer with the Lieutenant Governor as a member of the Board of Commissioners of Public Lands. A “no” vote would retain the constitutional office of the Treasurer under Article VI. The Treasurer would also continue to serve as a member of the Board of Commissioners of Public Lands. COMMUNITY COLUMN Chancellor Mone emphasizes why UWM research matters

When we were kids, many of us dreamed of becoming explorers, curing a loved one’s disease, or inventing the first car that could fly. I used to dream about being a search-and-rescue pilot who could help people who were in trouble. The great thing about being at a university is that we help dreams become realities. At the University of Wisconsin-Milwaukee, our students learn right away how research leads to discoveries and solving problems. UWM is one of the nation’s top 115 research universities, and we are the state’s only public, urban, research university. As a public university, we are unique in that we have a dual research and access mission, offering the greatest possible educational opportunities and support for all students – not just those with resources. Why does this matter? As our city, state and nation face crippling societal issues and an urgent need

to be more inventive, UWM students from all walks of life are working together with scientists, researchers and organizations to create solutions. This diversity of backgrounds, thinking and life experiences brings out ideas that change people’s lives. There are many remarkable examples of how research and the people of UWM are opening doors to possibilities. One of the most prestigious awards in high school sports has been bestowed upon Sydnee Roby, a junior at Rufus King International High School. Sydnee was selected from hundreds of student athletes based on her athletic excellence, academic achievement, and exemplary character. The winners were announced to the public on Facebook Live. Sydnee maintains a 3.09 grade point average and volunteers at a local homeless shelter. A 6-foot-4-inch center, she averages 17 points, 11 rebounds, 2.7 blocks, and 2 assists per game. She has been a two-time Conference player of the year, was a unanimous First Team AllState selection as a sophomore, and was named to the Associated Press All-State First Team and the USA TODAY ALL-USA Wisconsin First Team. Sydnee’s coach, Craig Machut, nominated her for the award. “For Sydnee to get this award as a junior is a testament to her drive, desire and character,” he said. “She fights through adversity as well as any player I've coached and I'm incredibly proud of her." Why are there disparities in breast cancer 2 among Black women?

Unfortunately, we see significant disparities in breast cancer between African American women and white American women. Breast cancer death rates are approximately 40 percent higher in the African American community compared to the White community. Some of this is related to socioeconomic disadvantages that are more prevalent among African Americans, such as higher poverty rates and higher rates of being uninsured. All of these factors create barriers to healthcare access leading to African American women being diagnosed with more advanced

breast cancer as we get older. But for African American women in younger ages, specifically younger than the ages of 40 to 45, the risk of breast cancer are higher compared to the risk of breast cancer in young white American women.
