Milwaukee civil rights leader Vel Phillips passes away at 94

Lifelong trailblazer and civil rights advocate Vel R. Phillips died Tuesday, April 17, 2018, leaving a legacy of fighting for equality that has inspired generations. Phillips, 94, was praised by city leaders as an unwavering voice for justice who deeply changed Milwaukee. “She was a lonely warrior for a long time,” Mayor Tom Barrett said. “There were others who were behind her, but certainly among elected officials she was at the local level without question the leader.” Ald. Milele Coggs, whose proposal to create a Vel R. Phillips Trailblazer Award was approved Tuesday morning, called on others to continue her work. “I will forever reflect on the stories of challenge and triumph that she shared, and in fact there is no better time than now to stand with the same fearlessness and zeal like she did through the years to change society,” Coggs said. “Her tireless and groundbreaking efforts in

fair housing will continue to be a beacon of light as we navigate through the (too often dark) political landscape of today.” Phillips had been suffering from health problems, but news of her death still shook the city. Milwaukee Public Schools board member and former president Michael Bonds interrupted a debate during a Tuesday night committee meeting to report her death, and called for a moment of silence. Phillips accomplished many firsts. She was the first black woman to graduate from the University of Wisconsin law school. She was the first woman — and first African American alderman — elected to the Milwaukee Common Council. Other firsts followed, including her election as the first woman judge in Milwaukee County and as the first black person elected to statewide office. And she was always a civil rights activist, believing

that civil rights were human rights. Phillips may have looked like some kind of petite lady, gracious and charming, but opponents soon learned she was anything but a pushover. On the Common Council, Phillips began introducing an open housing ordinance in 1962. She kept introducing it every 90 days for seven years. On the streets, she helped lead marchers with the likes of Father James Groppi. The marchers found joy and purpose in solidarity. They knew fear as they faced screaming

mobs and abuse. “They dumped urine on us and rotten eggs,” she said, recalling a march that ended with her arrest. “I was afraid.” Little by little, she found more support on the council. Mayor Henry Maier, though, believed that open housing would only cause white flight and erode his white support on the south side. The council finally adopted an open housing ordinance in 1968, less than a month after Martin Luther King Jr. was assassinated. On Tuesday morning, the council had voted to create an annual Vel R. Phillips Trailblazer Award to recognize city residents who best exemplify her legacy of social justice. The former Velvalea Rodgers attended North Division High School in the 1940s. Decades later, she remembered how hard it was to get into college preparatory courses and the forensics team because teachers and counselors thought such ac-

tivities would be of no use to blacks. She won first place in a national Elks-sponsored oratorical contest and that helped finance her education at Howard University. She met W. Dale Phillips at a party when she was 21 and he was 22 and already in law school. It was something very close to love at first sight. They eloped on their third date. They remained secretly married, and in name only, until a church wedding 10 months later. Like her husband, the new Mrs. Phillips wanted to go to law school. She graduated the year after her husband did, becoming the first African American woman to graduate from the University of Wisconsin law school. Redistricting in 1955 brought the opportunity for change in city government. Phillips tried to get her husband to run for office, but then took his advice that she should run instead. A graduation message for 2018 The end of a journey is upon many students in the USA. High schools around the country will be releasing graduating seniors upon society. The future Presidents and CEO’s will be taking their first steps toward greatness. This is the dream many parents want to believe in. In reality these same parents know this is a lie. For many a graduating senior the best times of their life are over. In many cases around the country reality will kick in for many 2018 graduates. This reality may come in the form of struggling in college in the fall. Why would students who have a supposedly high GPA struggle? In the words of a 2018 graduate, “Many of us know how to cheat.” There is the winning answer. I know people will ask how is this possible? Easy. The cell phone has given students access to everything from the latest gossip to another student’s answers. The one positive is that the same technology to cheat will be available in college. Just imagine years from now that pharmacist or nurse dealing with your health may have cheated their way through college. Another way reality will kick in is the fact that no one will look at these graduates as children. No one will accept the excuse that they are teens in school and overlook their behavior. This fact will get many 2018 graduates in a lot of trouble. Why? There are a great many 2018 graduates who have a problem with be-

Even though reality is a bitter pill, think of it as a Sweet Tart, 2018 graduate. No matter what you have done in the past you are starting over new. Graduating from high school is an accomplishment to be proud of. Remember a Sweet Tart starts off bitter but eventually becomes sweet. This is very true with life. With this in mind, go and conquer the planet. ing rude. The regular populace will not tolerate the rude interactions they had with teachers and school staff. The lack of caring behavior that seems to have permeated many graduates will lead to several visits to the unemployment line. All is not bleak, though. Several schools in major cities have AP or College Prep courses in high school. Usually these AP students are pushed harder than the students in normal classes. This difference leads to one set of higher achieving students and one set of basic or even lower performing ones. In many instances the focus of the school is on these higher performing students. With the pressure from districts on schools to perform can you blame the school personnel? These high performing students are supposedly the crème of the crop. The number of these students is sadly not the majority. The USA will still have a large number of mediocre 2018 graduates.

An NCON Communications Publication

Even the high performing students will face an overloaded job market when they graduate. The number of students heading off to college has increased significantly over the last few years. Many middle-level students will have to use student loans to pay for college. This will be another hard dose of reality for the 2018 graduate. The student loan scam is something for another day. What about the student who wants to work for a living without a trade? The days of graduating from high school and making it on a diploma have passed. A person can find work but good paying work for only a high school graduate is scarce. Trade school is always an option but you still have to be able to focus and apply what is learned. Sadly even trade school costs, so once again many will be roped into student loans. Reality is a bitter pill, 2018 graduate.

The Counseling Corner

By Rev. Judith T. Lester, B.Min. M.Th

National Autism Awareness Month (Week Four)

April is National Autism Awareness Month. According to the Centers for Disease Control, about 1 percent of the world population has Autism Spectrum Disorder (ASD) (CDC, 2014) and the prevalence in the United States is estimated at 1 in 68 births. (CDC, 2014). There is no certain look that people with autism have that sets them apart from others; but people with ASD, according to the CDC, may communicate, interact, behave and learn in ways that are different from most other people. For parents of a child with autism or special needs, things can become overwhelming at times; therefore, it is important for these parents and caregivers to have access to support groups. According to the Mayo Clinic, support groups bring to-

gether people facing similar issues and allow people to share their experience and even advice. Talking to people who are in the same situation can be very helpful. The Autism Society of Southeastern Wisconsin sponsors events throughout the year to support families. These events include:

Morning Coffee Parent Support This event is held the first Thursday of the month. This is a time to share triumphs, frustrations and be around others who get the highs and lows of raising a child/supporting an adult on the autism spectrum. Time: 9:30 a.m. – 11:30 a.m. Where: Autism Society of Southeastern Wisconsin 3720 N. 124th Street,

Suite O Wauwatosa, Wisconsin 53222 Pre-registration not required

New to Autism Class This event invites you to come and learn about basic characteristics of ASD and various support opportunities available for families. This is a free presentation and is open to the public. It is designed for parents whose children have recently been diagnosed with autism. The next New to Autism class will be held: Thursday, May 10, 2018 Time: 6:00 p.m. – 7:30 p.m. Location: Autism Society of Southeastern Wisconsin 3720 N. 124th Street, Suite O Wauwatosa, Wisconsin 53222

Kids in Motion Kids in Motion is a “socks only” place to come and play! Run around and get the wiggles out, be creative in the arts and crafts area, or be imaginative in various other play areas including dressup, play café, tunnels and slides. There are lots and lots of formulas for fun! This is a free children’s event for member families. Wednesday, April 11, 2018 Time: 6:00 p.m. – 8:00 p.m. Location: Kids In Motion 14135 West Greenfield Avenue New Berlin, Wisconsin For more information or 53151 to see the full list of upcoming activities and support

Boston Store sold to liquidators; all stores to close by John Patrick Shanley

APRIL 12-29

A group of liquidators bought the assets of BonTon Stores Inc., the parent company of Boston Store, in a bankruptcy auction, according to a company statement. Bon-Ton has headquarters in Milwaukee and York, Pennsylvania. Earlier this month, the company filed a notice with the Wisconsin Department of Workforce Development indicating that 2,255 employees in the state would lose their jobs. In a statement online, the company said, "Bon-Ton will move forward in a constructive manner to ensure

an orderly wind-down of operations that minimizes the impact of this development on our associates, customers, vendors and the communities we serve." Mitch Nolen, a national retail and bankruptcy reporter who has been a contributor to Seeking Alpha, obtained a letter from Bon-Ton's CEO to employees. It said the company will close all of its stores over the next 10-12 weeks. According to Reuters, the winning bid of $775 million was placed by Great American Group and Tiger Capital Group.

Four ways to make dining out better for your body Eating out is a convenient way to get quick delicious meals. Whether you are visiting a fast food joint or a sitdown restaurant, you are presented with a variety of food options. But what happens when those food options have a negative effect on your health? A study reports that Americans consume 200 more calories when dining out than they do when cooking at home. While most are aware of the health effects associated with fast food, we are naïve to the fact that our favorite restaurant can potentially have more health effects than those fast food joints. Eating out on occasion is OK, but when it becomes more frequent, then it makes it hard to maintain a balanced diet and healthy lifestyle. So how does dining out affect your health? Not only do you take in more fat, but more sodium, saturated fat,

and cholesterol. Americans consume more cholesterol at dine-in restaurants than they do when they cook at home. While dining out offers tasty eats, the calorie intake is high. Women should consume 2000 calories a day and 1500 a day if they want to lose a pound a week; while men should consume 2500 calories a day and 2000 a day if they want to lose a pound a week. Unfortunately, and depending on where you are

dining, you may be consuming your daily intake in one sitting. This means you will eat more than the calories needed by the end of the day. We all enjoy Cheesecake Factory; however, after a recent visit, I realized how many calories were in my favorite dishes. For example, I ordered the Crusted Chicken Romano which has 1490 calories. Add my Salted Caramel Cheesecake’s 1240 calories and I consumed a total of

2730 calories in one sitting. This doesn’t include what I may have eaten for breakfast. So, in a day I may have consumed more than 3000 calories. Even the salads have a minimum of 1300 calories, and while Cheesecake Factory has a “skinny menu,” many patrons don’t actually go for the “skinny menu.” In addition to the high-calorie intake, restaurants serve larger portions. While places like Cheesecake Factory of-

fer mega portions that can be shared, people like the idea of tasting a little bit of everything so people prefer to order separately. Knowing that dining out can potentially cause chronic disease and obesity, there are ways to still enjoy your favorite restaurant while being mindful of what you are eating. Drink water Drinking water before your meal not only helps with digestion, but it also makes you feel full. This helps to avoid overeating. Have your dressing on the side If you are opting for a salad, request your dressing on the side, giving you control of how much dressing you put on the salad. Share Although you enjoy your own meal, sharing not only saves you money, but you don’t eat as much as you would if you ordered your own meal. Also, if you share the main course, that allows you to share an appetizer or dessert without feeling guilty. Be mindful Use “mindful eating” when going out. Be aware of what you are eating and the effects it can have on your health. Make mindful decisions about what you put in your body.

She served as the first African American director from March ‘07 – January ‘11. Prior to ODADAS, Dawson served as the executive director of Project Linden, Inc., a private non-profit outpatient alcohol and other drug treatment and prevention services center for twenty years.

Special: Foster Care & Adoption

Kids Matter Inc. offers comprehensive wrap-around services specially designed to help grand families impacted by trauma By Generations United Research shows that many practitioners working with grand families recommend a multi-modal approach that includes individual counseling for the grandparent and grandchild, as well as family therapy. This type of approach should include a component that connects grand families to community services, public benefits and legal assistance. Kids Matter Inc., in Milwaukee, WI, offers this comprehensive approach by engaging professionals with expertise in the unique challenges and strengths of kinship families to conduct trauma assessments and referrals, provide comprehensive, supportive mental health and legal services, and help families navigate the complex web of available services and benefits. Kids Matter Inc.: Fostering healing and grand family connections The last seven years held many uncertainties for Paula* and her three grandchildren Alexis (7), Kamaya (10) and Christopher (13). Paula began raising the children on and off after learning there was domestic violence in the grandchildren's home. The father of Alexis and Kamaya physically abused their mother, Sarah. To add to that, Sarah was battling a heroin addiction. Child Protective Services(CPS) got involved, but they closed the case

since Paula was caring for her grandchildren in a family-arranged plan. The single grandmother was left to care for highly traumatized children with little support and without legal custody of the children. Over the years, Sarah would make efforts to get clean by participating in a medication-assisted treatment program, but she struggled and relapsed often. In 2016, after several months of Sarah staying clean, her oldest son, Christopher, found his mom passed out in the bathroom, overdosed on heroin. He called the paramedics who revived her, but addiction pulled Sarah back to using regularly. Paula stepped in again to raise the children. As the children got older, Paula struggled to manage their increasing behavioral issues, which resulted from the trauma they experienced at home. Paula met with

Christopher’s teachers, seeking help to manage his behavior, and told them about her grandchildren’s situation. The teachers brought in a social worker who encouraged Paula to reach out to Kids Matter Inc., a child advocacy agency in their hometown of Milwaukee,WI. With help from Kids Matter Inc., things began to change for Paula and her grandkids. “Kids Matter Inc., helps kids resolve behavioral and emotional difficulties resulting from complex trauma experiences and teaches caregivers how to parent,” explained Jennifer Hastings, who manages Kids Matter Inc.’s Foster Healing and Family Connections programs. Kids Matter Inc., helped get medical insurance, school supplies and food assistance for the kids, critical resources to Paula, who had to cut her

work hours by half after taking on her grandchildren. The agency also helped Paula get legal guardianship of the children and worked with Sarah, who agreed to the arrangement. As legal guardian of the children, Paula was eligible for financial help with Alexis, who was born premature, legally blind and with some cognitive deficits. Kids Matter Inc., helped her secure Supplemental Security Income (SSI) support to help with Alexis's care. The family is in a much better place now, but they continue to need support. Kids Matter Inc., is there for them when they need it. Paula appreciates the help. “I felt powerless and confused, and didn’t know where to start,”Paula explained in a

note of thanks to Kids Matter Inc., staff. “Without you, I don’t know that we would have made it through this. We are so grateful for all that you have done.” Likewise, Kids Matter Inc., values the role of caregivers like Paula in caring for children. ”Relative care givers are the front line in the fight to protect kids from trauma. We need to give them support and resources to help them navigate the challenges of raising children who have experienced trauma," Jennifer said. "Putting more money and resources into helping them would save money down the line and help create better child well-being." *Names were changed to protect the family’s privacy

and Johnson administrations. Phillips once described herself as a “yellow-dog Democrat,” because, as the old saying goes, she would vote for a yellow dog before she would vote for a Republican. That said, she believed that both parties should be open to all. She remained a longtime member of the Community Brainstorming Conference, an unofficial gathering of prominent and not-so-prominent residents concerned with local issues. In 2002, she was named to a distinguished professor chair at Marquette University’s School of Law, with the goal of producing a memoir about the civil rights struggle in Milwaukee. The Milwaukee County Children’s Court Center was renamed the Vel R. Phillips Juvenile Justice Center. Earlier, the YWCA near Teutonia Ave. and Capitol Drive bore her name until it was closed. The Vel Phillips Foundation was created in 2006. As she got older, Phillips appeared frail, but she didn’t give up what was important to her. She marched against the war in Iraq. She joined marchers to protest a jury’s acquittal of three former Milwaukee police officers in the beating of Frank Jude Jr. The former judge was among those who called for changes in the justice system. “This was a movement,” Phillips later said at a commemorative event, “and a movement requires you and you and you. You can’t have a movement without the people.” The woman who repeatedly made history lived long enough to see others make history, sworn to serve state office and Congress and the federal bench. She lived to see a man named Barack Obama elected president. Her husband died in 1988. Their son, Dale, also died earlier. Son Michael survives.

(Continued from pg. 2) “I was always alone in many ways,” Phillips said in a 2000 interview. “I had the burden of representing every African American in the city. No matter where they lived, I was their alderman and they called me — if they had their electricity turned off, if they needed a job, if they wanted a streetlight repaired, whatever." By the 1960s, they were the first husband and wife attorney team to practice before Milwaukee’s federal courts. “Whenever I was the first black, I was also usually the first woman,” she said in a 2002 interview. “And there were certain things you just couldn’t do. You certainly had to bite your lip. And you couldn’t show a tear because that, of course, would be too female.” She first saw Martin Luther King, Jr., while attending the 1963 March on Washington. She was there as he gave his famous 'I Have a Dream’ speech.
