Wisconsin Alzheimer's Institute hosts '5th Annual Breaking the Silence' minority health awareness event On Friday, April 20, 2018, the Wisconsin Alzheimer's Institute Regional Milwaukee Office hosted their 5th Annual Minority Health Month event, "Breaking the Silence: Addressing Alzheimer's Disease in Communities of Color is a Public Health Issue," at the Italian Conference Center, 631 E. Chicago St. This informative breakfast featured many speakers from the community, including two special guest speakers: Ohio Commission on Minority Health Executive Director Angela C. Dawson, MS, MRC, LCP (right); and Rush Alzheimer's Disease Center researcher and Department of Behavioral Sciences Assistant Professor Crystal M. Glover, Ph.D. (left). As a surprise during the event's awards ceremony, event organizer and Wisconsin Alzheimer's Institute Regional Milwaukee Office Director Gina Green-Harris, MBA (center) was honored as the 2018 Spirit Award Recipient for her work to spread awareness on Alzheimer's Disease to Milwaukee's African American community. www.milwaukeetimesnews.com

American Heart Association hosts health fair and concert The American Heart Association-Wisconsin held its annual "Most Powerful Voices Gospel Concert," on Saturday, April 21, 2018 at Parklawn Assembly of God Church. The day-long event also gave members of the community free blood pressure screening and the opportunity to learn more about health issues directly affecting the local community. There were blood pressure screenings by nurses from Aurora Healthcare and Froedtert and the Medical College of Wisconsin, as well as tables full of important health and health care information from organizations such as the American Lung Association, United Way, the Social Development Commission, Hunger Task Force and many others from 3:00-5:00 p.m. A free concert featuring local artists, such as Teej Boone, Curtis Eubanks and Anthony McGahee & Praise

Throughout the concert, health messages were inserted throughout the performances. Stacy Amstadt, communications director for the American Heart Association, said more than 1,500 members of the community participated in the health fair

with 120 of those receiving a free blood pressure check. One person whose blood pressure was checked had such a dangerously high reading that an appointment with a physician was arranged on the spot for the following week, according to Amstadt.

National Autism Awareness Month (Conclusion) This month, this column has placed the spotlight on autism to raise awareness. There is nothing more frustrating to a parent than when they get 'the evil eye' when their child has an emotional meltdown or outburst in public. It is often not due to bad parenting, but it may be their child has been diagnosed with autism spectrum disorder (ASD). As mentioned in the first article in this series, ASD, according to the Centers for Disease Control, is a development disability that can cause significant social, communication and behavioral challenges. People with ASD may communicate, interact, behave, and learn in ways that are different from most other people. The learning, thinking, and problem-solving abilities of people with ASD can range from gifted to severely challenged. Some people with ASD need a lot of help in their daily lives; others need less. This series was inspired by a co-worker’s grandson recently diagnosed with autism. This series has been

Happy 80th Birthday to Ms. Lilly Simmons

On Saturday, April 14, 2018, Milwaukee Exposure & Explorer Project (MEEP) founder Lilly Simmons celebrated her 80th birthday at the Gathering Hall Community Center, 4355 W. Bradley Road. Lilly celebrated her birthday, which featured a Mardi Gras theme, with family and friends. Lilly, who grew up in Houma, LA, is a retired educator who has worked at both Milwaukee Public Schools (MPS) and Milwaukee Area Technical College

(MATC). In 2009 Lilly began MEEP, a not-for-profit organization dedicated to helping elementary students obtain real-world exposure to careers which they can pursue. She said her volunteer work week typically averages out to about 15-20 hours. The program is housed primarily at Dr. Benjamin Carson Academy of Math and Science and William Cullen Bryant Elementary School.

MCFBL hosts Annual Scholarship and Awards Banquet On Saturday, April 21, 2018, the Milwaukee Christian Fellowship Basketball League (MCFBL) hosted their 23rd Annual Scholarship and Awards Banquet at Miller Park. During the banquet, about a dozen scholarship were given out to youth members of MCFBL, who range in ages 12-18. After the banquet the attendees and their families were treated to a Brewers game. The MCFBL is a congregation-supported, Christian recreation outreach ministry for youth in the greater Milwaukee area. They currently offer a boys' basketball league for ages 12 to 18 years old (6th-12th grades). In its previous 22 seasons, they have worked with more than 38 churches to provide sports camps in summer, and employment opportunities for the youth and have awarded more than $30,000 in scholarships during the last 10 years. MCFBL Board President is Chad Johnson; MCFBL League Director is Ennis Chambliss; and the current league champion is St. Mark AME Church.

On Saturday, April 14, 2018, American Legion Post 490 hosted a Southern Style Breakfast at the Elks Lodge, 5555 W. Good Hope Rd. The breakfast was held to raise funds to help veterans and their families. The event featured WNOV Radio personality Ernie G, who provided music for the event and served as M.C. American Legion Post 490 is one of only two all-Black American Legion posts currently active in the state.

Milwaukee Public Schools budget deficit looms Milwaukee Public Schools (MPS) educators, administrators and school board members were unable to agree on a plan to close a projected $38.7 million budget deficit for the 2018-2019 school year during a seven-hour meeting on Tuesday, April 17, 2018. The Milwaukee Public Schools system is the largest in the state with more than 75,000 students, many of whom come from low-income households and face a

number of barriers to learning due to circumstances usually beyond their control. The lack of consensus on how to address the growing deficit was frustrating for MPS Superintendent Dr. Darienne Driver, according to a report by the Milwaukee Journal Sentinel which noted that this will be her final proposed budget before Dr. Driver leaves in July for a new position in Detroit. Dr. Driver has proposed a number of budget-cutting measures, including reduc-

ing student busing, cutting teacher pay and benefits and reducing per pupil spending at schools by five percent and the central office budget by 15 percent. A number of teachers, parents and students who oppose the proposed cuts attended the April 17, 2018 meeting. Committee members took no action on busing cuts which supporters said would effectively re-establish a segregated school

system because students from low-income households would be unable to attend higher performing specialty schools less than seven miles from their residence, according to one proposal. Board members took no action on most of the budget proposals on April 17, 2018. The final proposed MPS budget is expected to be published the week of April 23, 2018.

people with their health, but in a way that would build long-term wellness rather than just provide spot care. A University of Wisconsin-Milwaukee program helped her do just that. Donaldson discovered that running into burning buildings is a relatively small part of the job. Far more common are health-related 911

calls, including many that aren’t true emergencies. Many of these frequent calls are from people unequipped to manage chronic diseases like asthma, diabetes and heart conditions. “A lot of times, when we get there, the person tells us they just don’t feel good. That’s where the conversation starts,” Donaldson said.

“We have to find out why they are not finding the right care. With those patients, we are forming a long-term relationship. When you spend two hours with a patient, you can have an impact.” In 2015, the Milwaukee Fire Department partnered with the UWM College of Nursing and Milwaukee County Emergency Medical Services to train firefighters who are already paramedics as “community paramedics.” Their role is educating, fact-finding and building relationships with patients whose emergency calls are not urgent. The goal was twofold: improve people’s health habits while reducing the number of non-emergency calls coming in. And the strategy worked.

That’s different from traditional firefighter paramedics, who perform triage in order to quickly transport a patient to a hospital for treatment. “The community paramedics program capitalizes on the strengths of all participants,” said Kim Litwack, dean of UWM’s College of Nursing. “Our expertise in health promotion and health education, paired with the knowledge of fire department paramedics in neighborhood-centered care, can lead to improved health outcomes for the citizens of the state.” UWM’s nurse-trainers expose the firefighter paramedics to different parts of the medical field, including pregnancy issues and chronic conditions like asthma. They also learn how to help navigate the challenges faced by many people who live in poverty, such as how to get around on a bus with children, where to go when you are homeless, or how to obtain and use food stamps.

Invisible women: Maternal and infant mortality in women of color

Problem There is a silent epidemic that is taking the lives of women and children across our nation. According to the Central Intelligence Agency CIA, the United States (US) has the worst birth outcomes of any of the other developed countries. These badverse birth outcomes include rising maternal deaths, high infant mortality rates and high proportions of preterm and low birth-weight babies (CDC, 2018). Infant mortality is defined as the death of a baby before its first birthday. Infant mortality rates are especially significant because sociologists use this rate to measure the health of a nation; and based on America’s rates, we are very sick. According to the CIA, an infant born in the US is almost three times more likely to die in its first year of life than an infant born in Finland or Japan. But it is not only the children who are in danger; mothers are also at risk. From 1987, the number of reported pregnancy-related deaths rose nationally from 7.2 deaths per 100,000 live

births to 17.8 per 100,000 in 2009 and 2011. According to the CDC, an estimated 31 percent of women who give birth have serious complications and these complications are the second leading cause of short-term disability and the sixth leading cause of long-term disability. When you examine the infant mortality rates of African Americans, the infant mortality rate is double the rate of White Americans. In regards to maternal mortali-

ty, black mothers experience one of the widest of all racial disparities in women’s health. ProPublica and NPR found that in the United States black mothers are 243 percent more likely than Whites or Hispanics to die from pregnancy- or childbirth-related causes. So what is going on? What is it about being born in the United States that is putting black mothers and their babies at risk? In the PBS documentary, Unnatural Causes: Is Inequality

Making Us Sick, neonatologists Dr. Richard David and Dr. James Collins believe that African American women are at increased risk during pregnancy, not because of their genes, but because of the impact of experiencing racism over their lifetime – an impact that can outweigh even the benefits of higher social and class status. Dr. Camara Jones, former president of the American Public Health Association and renowned researcher whose work focuses on the impacts of racism on the health and well-being of the nation, described in her article, A Gardner’s Tale, that there are three levels of racism that influence individual health: institutional racism, personally mediated racism, and internalized racism. These levels manifest in unequal access to healthcare, employment, housing, education, and pay; and perceptions that African American women have not achieved success because they are not doing something right. Ways patients can advocate for themselves As a patient, there are ways you can advocate for yourself. WebMD lists The ABCs on How to Talk to Your

B: Be prepared Research your condition and write down any questions that you may have. C: Communicate concerns and desires There are many barriers that impact a patient's accessing health care: employment, housing, etc. Communicate these concerns to your doctor because, even if they may not have the direct answer, they can connect you to the right person. Healthcare providers As healthcare providers and professionals, it is our duty to first and foremost LISTEN TO BLACK WOMEN. Equally, when we see racism, we must call it out! It is our duty to provide equitable care to all mothers by ensuring we have a culturally competent and a culturally diverse healthcare workforce that provides care without judgment, bias, and discrimination.

How to eat healthy in the hood By: Gina Lathan Traditionally low-income communities have fewer full-service groceries stores that provide a large selection of fresh fruits, vegetables, nuts, lean meats, and fish compared to more affluent communities. Yet the people who live in those communities have more access to fast food restaurants, corner stores and mini-markets that have an overabundance of high sodium, cholesterol and

fat prepackaged and deep fried products. Over time and generations, the diets that contribute to diabetes, high blood pressure, cancers and heart disease become the norm. It may take a little more work and effort, but eating healthy in the hood is an option and is becoming more of the norm for many reasons. Many people have seen the devastations of preventable chronic diseases in the lives of loved ones. Some

This is an opportunity to educate families on healthy ingredients and to teach them skills on how to prepare healthy snacks and meals – especially snacks for children to eat after school or before dinner. 2. Sometimes it seems that there just isn’t enough time in one day. With work, school, parenting, extracurricular activities and taking care of so many people and things, we often don’t take time to prepare healthy meals but instead, rely on fast food. Prioritizing healthy meals is essential to good health. Weekly healthy meals and snacks preparation can sometimes be a daunting task. Some tips are: preparation of baked instead of fried foods; and preparation of serving-size bags of nuts, fruits and vegetables. Prepared meals and snacks are a great way to save money and increase intake of healthy foods. 3. he said recently. “It wasn’t until I had a stable home and was taken in by a loving family in tenth grade that I was able to hear anything, to learn anything. Before that, I wasn’t thinking

about science, I was thinking about what I was going to eat that day or where I could get clothes. When I was finally in one place for a while, going to the same school, everything changed. Even my handwriting improved. I could focus. I was finally able to learn.” Wayne got lucky. He was taken in at 16 by an older couple who saw how desperate he was for a stable home and an education. He lived with them for the next six years, and they gave him the stability he needed in order to finish high school and college and launch a successful country music career. He’s become a national spokesperson for Court Appointed Special Advocates (CASA), a network of volunteers who work to make sure that abused and neglected children don’t get lost in the legal and administrative red tape of the foster care system. Students in foster care move schools at least once or twice a year, and by the time they age out of the system, more than one-third will have experienced five or more school moves. Children are estimated to lose four to six months of academic progress per move, which puts most foster care children years behind their peers. Falling behind isn’t the only problem with frequent school moves: School transfers also decrease the chances a foster care student will ever graduate from high school. A national study of 1,087 foster care alumni found that “youth who had even one fewer change in living arrangement per year were almost twice as likely to graduate from high school before leaving foster care.” Right now, the United States’ more than 400,000 foster care children complete high school at much lower rates than their non-foster peers; decreasing the number of school moves for foster care students could translate to substantially more high school diplomas. Several pieces of legislation have tried to tackle the problem of school transfers from different angles. The Fostering Connections to Success and Increasing Adoptions Act of 2008 requires child welfare agencies to have a plan in place for ensuring “educational stability of the child while in foster care.” The Elementary and Secondary Education Act and No Child Left Behind require schools to close the achievement gap between high- and low-performing students, which led education agencies to identify high-risk students, like foster children, and work to address their specific educational needs. The Uninterrupted Scholars Act, passed in January

2014, grants childcare welfare agencies access to education records that were previously rendered private under the Family Educational Rights and Privacy Act. This allows agencies to retain up-to-date copies of school records, which expedites foster children’s transfers and academic placement. These laws are important first steps towards getting more foster care children to graduate: Enrollment delays, frustration over the inability to transfer credits, and the unnecessary repetition of partially completed courses are all factors that increase the chances that students will drop out of school before completing their education. Still, foster care children face too much educational instability. Kate Burdick, an attorney and Equal Justice Works Fellow with the Juvenile Law Center, shared the changes she’d make that would greatly improve the chances that children in foster care get the educational stability they need: • Schools must ensure school stability for children in foster care by requiring schools to be flexible around residency requirements in order to allow children to remain in the same school or district, and provide the supports to make that stability happen, such as reliable transportation and dedicated adult liaisons who can provide academic support. • Promote greater collaboration between child welfare agencies and schools in order to ensure that foster children’s particular educational needs are being met. • Collect tracking data on educational progress and outcomes, including attendance, school moves, enrollment delays and academic outcomes in order to reveal where policies and practices could be improved. • When Wayne was asked what he would change about the foster care system, he brought up the 50 percent of children who don’t—or can’t—finish high school by the time they age out of the foster care system. “If it were up to me, every state in the nation would extend foster care services through age 21, so foster kids can have the time they need to finish their education and graduate.”
