The return of summer means the return of "Click It or Ticket" Donald Driver (right), the Green Bay Packers’ all-time leader receiver and Zero in Wisconsin spokesperson, kicked off the annual “Click It or Ticket” mobilization that began May 22 and runs through June 4. As part of “Click It or Ticket,” program state and local law enforcement officers will patrol in greater numbers for longer hours looking for motorists who are not using seat belts, according to the Wisconsin Department of Transportation Bureau of Transportation Director David Pabst (center). Joining Pabst and Driver at the podium is Wisconsin State Patrol Bureau of Field Operations Major Anthony L. Burrell (left). When seat belt ads featuring Donald Driver first appeared in 2009, overall seat belt use in Wisconsin was less than 74 percent. Last year’s usage rate of 88.4 percent is an alltime high for Wisconsin.

Head Start Celebrates 52nd Anniversary with Community Reading Day

Next Door is a not-for-profit school which, in partnership with the Greater
Milwaukee Foundation, helps Central City students aged 0-5 prepare to begin kindergarten, succeed in school and graduate with the educational skills necessary to succeed in a career. There is also a strong body of academic evidence that children who participate in early education programs such as Head Start are more likely to thrive academically in school, obtain a college degree, and are therefore more likely to enjoy better employment opportunities.

Founder John Noel, broke ceremonial ground on a new state-ofthe-art BMO Harris Bank Branch in the Sherman Park neighborhood on May 18. The new branch will feature BMO Harris' “Smart Branch” concept which will include: a team of bankers to help with financial needs; ATMs that offer customers new, convenient options including mobile cash withdrawals without the use of a debit card; video conferencing access to a wide variety of bank professionals; and free Wi-Fi. The previous 80-year old branch building was damaged by fire in 2016. At the groundbreaking, representatives from BMO Harris and Compass Properties pledged to renovate the old bank branch location for an as yet unidentified community purpose. NAACP president Brooks ousted in board vote The national board of the NAACP voted Friday, May 19, 2017 to dismiss the organization's president, the Rev. Cornell William Brooks, just three years after putting Brooks in charge of the nation's largest and perhaps best-known civil rights organization. NAACP Board Chairman Leon Russell said the change is necessary to better position the organization to combat the onslaught of civil rights assaults and rollbacks the board expects under President Donald Trump and Attorney General Jeff Sessions and to prepare the organization to shape the country in the next century. While Brooks has been present at social justice demonstrations across the country, Russell says the board is looking for a leader who can focus on strengthening the local chapters and navigating local, regional and state policymaking processes. For instance, Brooks was among the activists arrested in January at the office of now-Attorney General Jeff Sessions, then a Republican senator, during a sit-in protesting his nomination for the cabinet position. "I think Cornell was good at raising the issue in terms of going out and being able

Everyone is aware of them. But it's time to put on the table to actualize solutions." Brooks could not be immediately reached for comment. Russell said the board will launch a search for a new president with the aim of completing that process by the year's end. In the interim, he, the organization's national staff and local branches will maintain day-to-day operations. When Brooks was appointed president and chief exec-
utive in May 2014, he was best known as a minister, head of the New Jersey Institute for Social Justice and a former trial attorney for the Lawyer's Committee for Civil Rights Under the Law. He arrived a few months after the NAACP's national office underwent a round of staff cuts and a significant budget shortfall. The organization was also wrestling with a series of incidents that called into question its willingness to stand against corporate and individual wealthy donors. The most prominent incident came in April 2014, when the NAACP Los An-
geles branch was preparing to bestow a second award on former L.A. Clippers owner Donald Sterling as a taped conversation of him using racial slurs became public. The organization has recorded some wins during Brooks' tenure. In North Carolina, the NAACP state conference president, local chapters and other organizations staged ongoing protests at the state capitol known as Moral Mondays and pushed civil rights concerns into the national news. The NAACP of North Carolina, working with lawyers from the Advancement Project, also helped overturn North Carolina's voter ID law, a ruling the Supreme Court decided not to reconsider this month. Brooks also staged a Justice Tour - holding events around the country to discuss social justice concerns - and led a seven-day protest march from Ferguson, MO, to the state capitol building to protest the fatal shooting of unarmed black teen Michael Brown by a police officer. Yet some of the organization's critics have said that Brooks has struggled to continue some of the progress made under his predecessor, Ben Jealous, who they say turned around a period of declining membership and
supported public conversations about maintaining the organization's relevancy in the 21st century. In the wake of Trump's election, civil rights organizations have raised concerns about the administration's willingness to protect black and Latino voting rights, stem the tide of predatory financial products that target consumers of color, and address criminal justice and education disparities. Russell said the NAACP aims to strengthen the organization's 2,200 local chapters in a way that will allow them to serve as better watchdogs in communities around the country; engage more rapidly in crisis events and long-term issues of inequity; and build a new legion of activists trained to spot and do the full range of civil rights work - including legislation, litigation, political organizing and protests. "We believe our issues are correct," said Russell, "but we need to make our units at the local level strong. Protest in and of itself is good to help highlight an issue, but we are looking organizationally to not just highlight issues but to really do the things that change that issue to the betterment of our community."
County Executive donates $500,000 to MATC program Milwaukee County Executive Chris Abele announced on Friday, May 12, 2017 that he would donate $500,000 to expand the Milwaukee Area Technical College (MATC) Promise Program. The donation will enable the program to serve more people with tuition-free college. Abele said he wants his gift to target student scholarships and technical training for people living and working in the 53206 zip code area of Mil-
waukee, one of the most impoverished in the U.S. This is not the first gift Abele has made to the MATC Promise Program. In November 2015, he made a personal gift of $250,000.

A family affair one parent versus two parent household is better, less than or equal. Some of the factors in these debates include quality of living, socioeconomic status, housing, education, income, environment and access to various community services. Other research includes the impact of incarceration, poverty, disabilities, mental health, long-term trauma and prejudice. Throughout the decades and over the generations, a family is defined by its members of who they are, where they have come from, what they believe and what the expectations are. A true family is where each member cares for one another, in spite of their differences. A family can be made up of members who are not biologically related, but are distance relatives, blended, foster care

We have all heard the saying that “the family that prays together…stays together.” To one extend or another this saying holds true today. Since my childhood this expression has been used to help refocus and to call us to pay attention to what really matters. At the core of this saying is the firm belief that when members of a family pray for one another, it brings them closer and things can only get better. It also helps to reinforce a need and to reestablish a foundation of caring that strengthens their bond. Today, our understanding of what constitutes a family continues to be under siege. Not just because she feeds and loves and cuddles and even mollycoddles a child, but because in an interesting and maybe an eerie and unworldly way, she stands in the gap. I find it challenging to put into words the splendor and magic that is my mother. In life we only get one body, one consciousness, one grand opportunity to become extraordinary. COMMUNITY COLUMN Love, optimism, dedication inspire UWM student to help reform foster care By Kathy Quirk Jameelah A. Love spent her childhood bouncing from house to house as her family life unraveled. At age 14, she went into the foster care system. Now Love, who just finished her sophomore year at UWM, is helping others who grew up in foster care to succeed. This summer, she heads to Washington, D.C., for an internship with the Congressional Coalition on Adoption Institute. She’ll be one of 12 interns working with a federal legislator to develop a policy reform proposal on foster care. The recommendations will then be presented to Congress and published. Love, 26, isn’t sure exactly how she overcame a traumatic, troubling environment. “I think about it a lot,” she said. “Sometimes I think it’s my personality because I’m sort of on the optimistic side. I find it to be a lot less stressful when you try to see the positive.” On the other hand, she added, sometimes she thinks those negative influences and people that affected her childhood motivated her. “I didn’t want to be like them.” Love is president of the Wisconsin Youth Advisory Council, has testified to lawmakers in Madison about
legislation on foster care, and is a young adult consultant to the ICF Capacity Building Center for States, a national organization working to reform the foster care and child welfare system. She helped organize “Hands Around the Capitol,” an event to bring attention to the issue during May, which is National Foster Care Month. Love is also part of a committee forming Fostering Success at UWM, an organization to support students who grew up in foster care. It will be the second program of its type in Wisconsin and one of the few in the Midwest. She is also planning to start a foster youth student organization at UWM. That organization will be specifically for students, though the group will likely work with the Fostering Success program on some projects, she said. “Because of the experiences I’ve had in life, I just want to help other people go through these things,” Love said. “I had to jump over hurdle after hurdle and barrier after barrier just to get a fair chance.” With the help of others who came in and out of her life, including a Bay View High School chemistry teacher who insisted all her students take the ACT, Love applied and was accepted to

Education is important to her. “I knew what I did not want to become and college was a way to keep that from happening.” Her initial experiences at UW-Stout showed her some of the needs other foster students would face. “I moved six hours away, and I didn’t know anybody. I definitely didn’t know any other foster youth, so when I started to face difficulties, I didn’t have anybody I could turn to.” But she persisted. “I eventually chose UWM. I really
wanted to go somewhere that was diverse and understood minority populations and the different cultures and circumstances that we face,” she said. Gradually, she became an activist. “After some time in the system, I became very timid; I lost my voice, my will to speak.” But after attending a meeting of the Youth Advisory Council, that changed. “I found it empowering to be in a room full of other people that had had similar ex-
periences, some even worse than mine. They were willing to use their experiences to advocate for other people. It gave my story value and some worth that I didn’t see in it at first.” Love is majoring in political science with the eventual goal of going to law school so she can advocate for children. She is minoring in Arabic and global studies to leave the door open for work in the Middle East. Politics may also be in her future so she’s taking part in programs that help prepare women and young people to run for office. She also works as a life skills specialist at the Milwaukee Center for Children and Youth, a nonprofit that focuses on trauma survivors. She would like the child welfare and foster care system to focus more on prevention rather than intervention and punishment to help children find stability in their lives. “The outcome I want to work toward is doing our job so well, to be so great at what we do, that there is no need for a foster care system.” In Washington, her policy report will be on a foster care bill of rights. “I’m going to D.C. and advocating for change on a national level,” Love said. “This is amazing.”

These centers will provide students and families with information and resources to assist in planning for post-secondary success and beyond. All six Centers are being made possible because of a $20 million grant awarded to MPS from the GE Foundation that began in 2010.
