Wisconsin ranked #2 for Black homicide victimization 91 percent of Black homicide victims in Wisconsin were killed with guns

Wisconsin has the second-highest Black homicide victimization rate in the nation with a rate of 37.57 per 100,000—nearly twice the national Black homicide victimization rate and more than seven times the overall homicide rate nationwide— according to a new analysis by the Violence Policy Center (VPC). The annual study, Black homicide Victimization in the United States: An Analysis of 2016 Homicide Data, ranks the states according to their Black homicide victimization rates. It is based on unpublished data from the Federal Bureau of Investigation (FBI) Supplementary Homicide Report (SHR). The study details homicide rates for 2016, the most recent year for which comprehensive national data is available. This is the 13th year the Violence Policy Center has released the study. To see past editions of the study, visit http://vpc.org/revealing-the-impacts-of-gun-violence/black-homicide-victimization. This is the sixth year in a row that Wisconsin has ranked within the 10 states with the highest Black homicide victimization rates. “The devastating and disproportionate impact homicide, almost always involving a gun, has on Black men, boys, women, and girls in America is a national shame,” states VPC Executive Direc-

tor Josh Sugarmann. “These deaths devastate families, traumatize communities, and should provoke an outcry for change. The goal of our research is to help educate the public and policymakers, spur action, and aid community leaders already working to end this crisis.” “In all parts of our country, people of color are disproportionately affected by gun violence, but this study highlights just how much work Wisconsin needs to do and just how essential it is that we do that work immediately,” said Jeri Bonavia, executive director of WAVE Educational Fund. “We urgently call on the Wisconsin Legislature to pass evidence-based policies that will save lives in our state.” In 2016, the national Black homicide victimization rate was 20.44 per 100,000, and the overall national homicide victimization rate was 5.10 per 100,000. Nationwide, 87 percent of Black homicide victims were killed with guns. The 10 states with the highest Black homicide victimization rates in 2016 are detailed in the table shown. For WISCONSIN, the study finds that in 2016: • Of the 144 Black homicide victims, 124 were male and 20 were female. • Nine Black homicide victims (6 percent) were less than 18 years old and 3 victims (2 percent) were 65

years of age or older. The average age was 31 years old. When the weapon used could be identified, 91 percent of the Black homicide victims (128 out of 140) were killed with guns. Of these, 75 percent (96 victims) were killed with handguns. • For homicides in which the victim-to-offender relationship could be identified, 66 percent of Black homicide victims (45 out of 68) were killed by someone they knew. Twenty-three were killed by strangers. • For homicides in which the circumstances could be identified, 71 percent (53 out of 75) were not related to the commission of any other felony. Of these, 70 percent (37 homicides) involved arguments between the victim and the offender. For the entire UNITED STATES, the study finds

that in 2016: • There were 7,756 Black homicide victims in the United States that year. Blacks represented 13 percent of the U.S. population, yet accounted for 51 percent of all homicide victims. • The Black homicide victimization rate in the United States was 20.44 per 100,000. In comparison, the overall national homicide victimization rate was 5.10 per 100,000. For whites, the national homicide victimization rate was 2.96 per 100,000. • Of the 7,756 Black homicide victims, 6,748 were male, 1,003 were female, and five were of unknown sex. The homicide victimization rate for Black male victims was 37.12 per 100,000. The homicide victimization rate for Black female victims was 5.07 per 100,000.

• For homicides in which the weapon used could be identified, 87 percent of Black victims (6,505 out of 7,442) were shot and killed with guns. Of these, 66 percent (4,319 victims) were killed with handguns. • For homicides in which the victim-to-offender relationship could be identified, 75 percent of Black victims (2,297 out of 3,054) were killed by someone they knew. The number of victims killed by strangers was 757. • For homicides in which the circumstances could be identified, 71 percent (3,051 out of 4,315) were not related to the commission of any other felony. Of these, 48 percent (1,470 homicides) involved arguments between the victim and the offender. (Continued on pg. 13)

Milwaukee County Executive Chris Abele signs resolution declaring racism a public health crisis On Monday, May 20, 2019, County Executive Chris Abele joined Supervisor Marcelia Nicholson, Supervisor Supreme Moore Omokunde and the Office on African American Affairs (OAAA) to sign a resolution declaring racism a public health crisis. The resolution builds on the county’s efforts to ensure racial equity is part of the public discourse and in the decision making process. “Racism is a public health crisis, and we have a moral imperative to put our indifference aside in the face of injustice,” said County Executive Chris Abele. “The resolution builds on the county’s approach to advance equitable practices – from health care to housing to economic stability. The measures we are taking will ensure every resident in every neighborhood benefits.” "It is crucial to acknowledge the presence of systemic racism in Milwaukee County,” said Supervisor Marcelia Nicholson. “When we acknowledge that it exists and work towards dismantling it, we as a community

Milwaukee County Executive Chris Abele can begin to heal each other and move forward towards long-lasting prosperity." The resolution was introduced by the County Executive and Supervisor Nicholson, and co-sponsored by Supervisor Supreme Moore Omokunde and Supervisor Deanna Alexander. The resolution holds the county to: • Assess internal policies and procedures to make sure racial equity is a core element of the county; • Work to create an inclusive organization and identify specific activities to increase diversity; • Incorporate inclusion and equity, and offer educational training to expand employ-

ees' understanding of how racism affects people; • Advocate for policies that improve health in communities of color; and • Encourage other local, state and national entities to recognize racism as a public health crisis. The resolution supports the county's commitment to racial equity and changing systems and institutions that affect community health. Across the country, racism has been linked to a number of health problems, including high infant and maternal mortality rates for African Americans. The resolution builds on the county’s approach to promote equitable practices to ensure all residents have access to safe health care solutions. Under the County Executive’s leadership, OAAA was created in 2016 to initiate a long-term effort to improve the condition of Milwaukee’s African American community. By 2019, OAAA will train more than 5,500 employees in racial equity. The program, already underway, ensures people at all levels are trained (Continued on pg. 14)

Being Frank When a person passes on to the next world they often leave their belongings to the next of kin. If a person does not leave their belongings to their kin they may leave it to others who may have been close, or to an institution. The act is viewed as an inheritance. In the USA today African Americans are getting their inheritance from the people who shaped their minds. In 2019 African Americans are getting their inheritance from white people. After years of loyal service to the people who oppressed them in every form, African Americans are getting their just rewards. These rewards are not simple things such as 40 acres and a mule, but total assimilation. African Americans are receiving the ultimate inheritance. African Americans have been willed the gift of whiteness. At the end of the movie Avengers: End Game Captain America gives his shield to the Falcon. The Falcon gets emotional as he grasps the shield, which symbolizes the USA in comic books. In a www.milwaukeetimesnews.com

By: Frank James Special to the Milwaukee Times

The inheritance

sense this was the Falcon’s inheritance. Captain America was passing on his legacy to Falcon to uphold and continue to stand for American ideals. It’s ironic because The Winter Soldier, Bucky who was Captain America’s sidekick nodded his approval. In fact it seemed as if Bucky didn’t want the shield. Maybe Bucky knew something Falcon didn’t. Captain America giving the shield to Falcon symbolized the blessing of whiteness. The good Captain was passing on his ideology, beliefs and burdens to Falcon. Bucky was smart enough not to fall for the feces and let Falcon have the burden. In 2019 you see the manifestation of African Americans gaining their inheritance from the USA. You see the inheritance in the African American youth. You see the inheritance in the African American female. The blessed inheritance of whiteness has made these two factions

invaluable to the continued legacy of white people. The African American youth acts like the white youth in 2019. This is especially true when it comes to parent child relationships. There was a time you couldn’t pay an African American child to talk back to their parents. The disrespect of parents is now commonplace in the African American community. African American children view their parents with the slight contempt many white children view theirs. Many parents have used their inheritance to act like their white peers and spend money, not time on children and have

similar results. Sadly even though African American youth have inherited the white mentality they didn’t get the white skin. The African American female has used her white inheritance to make herself a mockery of womanhood. At one time the African American woman was a strong part of the race. In 2019 the African American female isn’t even a shell of what she once was. The misguided belief that weave and wigs take African American beauty to a higher level has warped their minds. The pursuit of material objects and a willingness to be modern-day bed wenches showcases a total acceptance of the white inheritance by the African American female. A total fake that thrives on freakish pleasures dictated by their white inheritance is what the African American female is in 2019. The African American male has embraced the boy role that was attached to him

centuries ago. The majority African American male mentality has been retarded to the point that all they understand is childish things. Sports dominates the African American male's mind. Is it any wonder that you often see the African American male walking behind the African American female, like a child? The African American male inheritance was for him to stay a child and never be a man. The African American male embraces this and other males with a passion. African Americans, enjoy your inheritance. The people of the world salute you as you take whiteness to another level. National Fresh Fruits and Vegetables Month (Week 2) Fruits and vegetables are an important part of one’s daily diet. In preparation for this series, I asked a few children and youth what they thought the difference was between a fruit and a vegetable. I then gave some children examples and they were easily able to distinguish between a fruit and a vegetable, others were unsure whether a tomato, a pumpkin or even a green pepper was a fruit or a vegetable. Mrs. Ethel Lee Ivory celebrates 95th Birthday By: Veronica Owens Have you ever been in awe of an elder that you just met, even though you felt that you knew them for a very long time? Well, with this one lady, I had this same encounter and what a pleasure it was to meet her. Mrs. Ethel Lee Ivory was born in Corinth, Mississippi, to parents Lenon and Ester Spence. She has 11 siblings and she is the second eldest child. Upon leaving Mississippi in 1943, where segregation and Jim Crow laws were the norm, Mrs. Ivory ventured to Milwaukee upon the recommendation of her eldest brother and set up residence with him here to seek a better life. While being here for several years, she met and married Edward Ivory and had seven children. Mrs. Ivory worked for many years at Spic and Span as a laundry helper and held many cooking positions. One of her favorite positions was working for the Pandl restaurant family as a baker. By always being a self-starter and self-taught by her Mom and Grandmother in the kitchen, her love and passion for cooking resulted in the opening of a family style restaurant in the mid-80’s with her mom and four sisters named “Mama’s Place” located on 27th

and North. People traveled near and far to eat southern home cooked soul food meals daily in their restaurant. Since Mrs. Ivory's specialty was baking, she enjoyed creating and serving mouthwatering pecan and egg custard pies, various fruit cobblers, delectable peach and fried apple pies. Mrs. Ivory wears many hats in the community. She has resided on Milwaukee's Northside for more than 60 years. After surviving heart surgeries several years ago, she is very proud of her work in the healthcare industry by assisting in taking care of the elderly. She is very active at the Project Focal Point Senior Center and is heavily involved in the Milwaukee County Department of Aging's senior companion program as a companion specialist. Her role is to visit seniors in the community assigned in the program, including frequent visits and phone calls to the individuals and make sure that they have the necessities for daily living and communicates back to the agency about the person’s

well-being. She feels that one of her ministries from the Lord is being of service to others. As an active member in her local church, Trinity Missionary Baptist Church, where Pastor Harold and First Lady Frances Turner officiate, she holds various positions. She is currently on the Pastor aid board, Mothers Board and is the leading member of the fund-raising committee, in addition to, assisting and volunteering with food drives, back to school and clothing drive initiatives for her church community.

milestone in her life. She feels truly blessed with her longevity and gives all the credit to her Lord and Savior, Jesus Christ. Carrying with her the sharpness, wisdom and feistiness of Black womanhood and being seasoned with a great amount of history, Mrs. Ivory will keep you laughing and crying, while inquiring about her sharing more of life's daily mysteries. Some of her words of wisdom are “that Photo by Yvonne Kemp we all have a story to share in this life. Alverno College, Ascension Wisconsin announce letter of intent for strategic alliance

Institutions seek to develop mission-driven workforce, deliver personalized care to all Alverno College and Ascension Wisconsin have signed a letter of intent to establish a strategic alliance to improve the health of the state’s residents, Alverno President Dr. Andrea Lee and Bernie Sherry, Ministry Market Executive for Ascension Wisconsin, announced Tuesday, May 28, 2019. This relationship will amplify the existing clinical relationship between the two Catholic institutions and seeks to further develop a skilled, mission-driven workforce to help meet the needs of the state’s rapidly evolving healthcare environment. It also will further advance the initiatives of Alverno and Ascension Wisconsin, grounded in their shared Catholic and Franciscan values, to strategically drive improved health outcomes for the state’s residents. Alverno will expand its existing academic degree, certificate and credential programs in healthcare and develop new programs. This includes degrees and continuing education opportunities for employees at Ascension Wisconsin’s 24 hospital campuses and more than 100 clinics statewide. Ascension Wisconsin will provide expanded access for Alver-

no students to the clinical education experiences necessary in their preparation as healthcare professionals. This includes clinical placements and career placement opportunities within Ascension Wisconsin’s statewide integrated system of care. “This is a logical and desirable alliance for Alverno College,” Sister Andrea said. “Providing accessible, high-quality and affordable healthcare to residents of the city, region and state, especially for those with limited access to care, is a highly recognized characteristic of Alverno healthcare professionals and of Ascension Wisconsin associates.” “As an anchor in communities from Racine to Eagle River, Ascension Wisconsin is focused on providing compassionate, personalized care to all people, especially those living in poverty and who are most vulnerable,” Sherry said. “This alliance will build on our shared commitment to strengthen educational opportunities for the next gen-

eration of nurses, with a focus on increasing diversity in the workforce.” As part of the Alverno-Ascension Wisconsin strategic alliance, leaders of the two institutions have signed a letter of intent and are engaged in serious discussions to combine Alverno’s JoAnn McGrath School of Nursing and Health Professions and the 118-year-old Columbia College of Nursing (CCON), part of Ascension Wisconsin, located in Glendale, Wis., subject to receipt of all necessary approvals. Once finalized, CCON’s coeducational programs will be administratively housed in Alverno’s School of Adult Learning and New Initiatives, with curricular oversight by the JoAnn McGrath School of Nursing and Health Professions. “We are eager to collaborate with our CCON nursing colleagues and are especially interested in the possibility of expanding our footprint with a north side presence,” said Patricia Varga, Ph.D.,

We are excited to continue the conversation and to move quickly to action.” Given that the Alverno and Ascension Wisconsin’s strategic alliance will not be exclusive, both Alverno and Ascension Wisconsin will continue their current and emerging business relationships with other institutions and healthcare systems. The college also offers graduate programs, including doctorates in Nursing and Education, and growth in graduate enrollment is a primary strategic goal. In fall 2019, Alverno College enrolled about 1,700 students in its undergraduate programs for women and its graduate, two-year and degree completion programs for women and men. The college was ranked among the top four Midwest Regional Universities in the 2019 U.S. News & World Report “Strong Commitment to Teaching” category and highest in Wisconsin for the eighth consecutive year. In addition, Alverno consistently ranks among the top regional universities in the Midwest in the “Most Innovative Schools” category and is Wisconsin’s first Hispanic-Serving Institution. About Ascension Wisconsin Ascension Wisconsin (ascension.org/wisconsin) operates 24 hospital campuses, more than 100 related healthcare facilities and employs more than 1,300 primary and specialty care clinicians from Racine to Eagle River. Serving Wisconsin since 1848, Ascension is a faith-based healthcare organization committed to delivering compassionate, personalized care to all, with special attention to persons living in poverty and those most vulnerable. As such, Ascension Wisconsin provided more than $292 million in community benefit, including care of persons living in poverty in Fiscal Year 2018. As one of the leading non-profit and Catholic health systems in the U.S., Ascension operates 2,600 sites of care – including 151 hospitals and more than 50 senior living facilities – in 21 states and the District of Columbia. homicides of Black victims killed by law enforcement. Nationwide, there were 116 such incidents reported in 2016. The data does not specifically identify killings by police that are not ruled justifiable. In December 2015, the FBI announced that it would dramatically expand its data collection on violent police encounters by 2017. In October 2016, the U.S. Department of Justice outlined a plan to improve the collection of law enforcement use of force data. The rate of Black homicide victimization is calculated by dividing the number of Black homicide victims by the Black population, and multiplying the result by 100,000. This is the standard and accepted method of comparing fatal levels of gun violence.

Aging in place: Growing old at home (part 1 of 2)

"The stairs are getting so hard to climb."

"Since my wife died, I just open a can of soup for dinner." "I've lived here 40 years. No other place will seem like home." These are common issues for older people. You may share the often-heard wish—"I want to stay in my own home!" The good news is that with the right help you might be able to do just that. Staying in your own home as you get older is called "aging in place." This article contains suggestions to help you find the help you need to continue to live independently. Planning ahead to stay in your home Planning ahead is hard because you never know how your needs might change. The first step is to think about the kinds of help you might want in the near future. Maybe you live alone, so there is no one living in your home who is available to help you. Maybe you don't need help right now, but you

live with a spouse or family member who does. Everyone has a different situation. One way to begin planning is to look at any illnesses, like diabetes or emphysema, that you or your spouse might have. Talk with your doctor about how these health problems could make it hard for someone to get around or take care of him- or herself in the future. If you're a caregiver for an older adult, learn how you can get them the support they need to stay in their own home. What support can help me stay at home? You can get almost any type of help you want in your home—often for a cost. You can get more information on many of the services listed

here from your local Area Agency on Aging, local and State offices on aging or social services, tribal organization, or nearby senior center. Personal care. Is bathing, washing your hair, or dressing getting harder to do? Maybe a relative or friend could help. Or, you could hire a trained aide for a short time each day. Household chores. Do you need help with chores like house cleaning, yard work, grocery shopping, or laundry? Some grocery stores and drug stores will take your order over the phone and bring the items to your home. There are cleaning and yard services you can hire, or maybe someone you know has a housekeeper or

gardener to suggest. Some housekeepers will help with laundry. Some drycleaners will pick up and deliver your clothes. Meals. Worried that you might not be eating nutritious meals or tired of eating alone? Sometimes you could share cooking with a friend or have a potluck dinner with a group of friends. Find out if meals are served at a nearby senior center or house of worship. Eating out may give you a chance to visit with others. Is it hard for you to get out? Ask someone to bring you a healthy meal a few times a week. Meal delivery programs bring hot meals into your home; some of these programs are free or low-cost. Money management. Do you worry about paying bills late or not at all? Are health insurance forms confusing? Maybe you can get help with these tasks. Ask a trusted relative to lend a hand. Volunteers, financial counselors, or geriatric care managers can also help. Just make sure you get the referral from a trustworthy source, like your local Area Agency on Aging. If you use a computer, you could pay your bills online. Check with your bank about this option. Some people have regular bills, like utilities and rent or mortgage, paid automatically from their checking account. Be careful to avoid money scams. Never give your

Social Security number, bank or credit card numbers, or other sensitive information to someone on the phone (unless you placed the call) or in response to an email. Always check all bills, including utility bills, for charges you do not recognize. Even though you might not need it now, think about giving someone you trust permission to discuss your bills with creditors or your Social Security or Medicare benefits with those agencies. Learn more about legal and financial planning for older adults. Health care. Do you forget to take your medicine? There are devices available to remind you when it is time for your next dose. Special pill boxes allow you or someone else to set out your pills for an entire week. Have you just gotten out of the hospital and still need nursing care at home for a short time? The hospital discharge planner can help you make arrangements, and Medicare might pay for a home health aide to come to your home. If you can't remember what the doctor told you to do, try to have someone go to your doctor visits with you. Ask them to write down everything you are supposed to do or, if you are by yourself, ask the doctor to put all recommendations in writing. (Continued next week)

“Martin Luther King, Jr.: Voice for Equality!” by James Buckley, Jr. and YouNeek Studios The heroes in comic books arrive in fancy costumes. Their heads are ringed by bubbles that say things like “POW!” and “ZOOM!” and that’s when bad guys fall like dead twigs from a tree. BAM! All the heroes in comic books are super-powerful and mighty but here’s the thing: as you’ll see in the new book “Martin Luther King, Jr.: Voice for Equality!” by James Buckley, Jr. and YouNeek Studios, real heroes sometimes quietly wear suits and ties. Welcome to this history tour. Your guides are Libby (a.k.a Lady Liberty, the statue) and the boy who will someday be your “Uncle Sam.” Today, they’ll take you on a tour of the life of a boy named Mike.

safe, it was scary. His followers and friends were beaten and bloodied in fields, on the streets, and in marches. His life was threatened and that landed him in the hospital once.

Yes, that was his name at birth: Michael King, Jr., but when Mike was a boy, his father changed both their names to honor a religious man. That was also when Martin Luther King, Sr. decided to become a minister. Later, Martin Luther King Jr. did, too. Back then, young King knew that it was wrong to deny someone their rights, based on the color of their skin. As a child, he vowed to do something about Jim Crow laws someday but it wasn’t until he was older and visited Connecticut that he learned what it was like not to be segregated. That trip changed his focus: he was still a man of God, but he’d use his talents as speechmaker and leader to gain civil rights for African Americans.

Send a message of pride and love to your graduate.

Martin Luther King, Jr.: Voice for Equality!

And yet, King never gave up; he persevered by reaching out to politicians and other influential people who could help the cause. He planned and marched, even though there were times when he was just plain tired. And he did it until the day he died on a hotel balcony, killed by a man with a gun…

It wasn’t easy.

Kids who struggle to read, or who claim they don’t like to read may change their tune with “Martin Luther King, Jr.: Voice for Equality!” Parents take note: this isn’t your oldschool stuffy history book.

by James Buckley, Jr. and YouNeek Studios c.2018, Portable Press, $12.99 / $17.99 Canada, 96 pages

Using the younger versions of two historical icons, author James Buckley, Jr. tells the story of Dr. King through comic-book-like illustration and balloon-text, mediums that are familiar to both readers and reluctant readers. Inherently, that makes this a tale kids can relate to, but Buckley Jr. also uses modern language that children understand, which helps get them involved by subtly including them in the emotions inside the story. Crisp illustrations by YouNeek Studios then keep them engaged. That makes this a story that could turn a middle-schooler’s groans into smiles this summer, while it’ll still appeal to kids who love books. For either kind of child in your home, “Martin Luther King, Jr.: Voice for Equality!” is a book they’ll ZOOM! through.
