Representative LaKeshia Myers introduces CROWN Act aimed at eliminating hair discrimination in Wisconsin Representative LaKeshia Myers (D-Milwaukee) introduced legislation today that will alleviate hair discrimination in the state of Wisconsin. The bill, known as the CROWN (Creating a Respectful and Open Workplace for Natural hair) Act, would update Wisconsin state statutes to include protections for individuals who wear natural hairstyles predominately worn by African Americans such as afros, braids, locs, and twists. While Title VII of the federal Civil Rights Act prohibits employers from discriminating against employees on the basis of sex, race, and

color, there is no legal precedent in state or federal statute to protect individuals against discrimination based on natural hair texture and styles. By specifying in statute that the protected class of race also includes traits historically associated with racial identification, such as hair texture and protective hairstyles, this bill ensures defense against grooming policies that often affect people of color. Myers stated, “While we cannot legislate morality, we can legislate equity and the CROWN Act is a step forward in ensuring equitable hiring and employment practices in the state of Wis-

sin. I feel it is necessary for all people to be affirmed and accepted for who they are. As black people, our natural hair textures have often been weaponized and used as a tool of rejection when seeking or maintaining employment. Natural textures are just that—natural; it is the way one’s hair grows from the scalp. This should not be deemed as unprofessional or used to enforce ‘race neutral’ grooming policies that overwhelmingly impact people consin. Representative Myers I was inspired to introduce said, “This protection was the CROWN Act in Wiscon-

based on a federal discrimination lawsuit in 1976; afros are not the only natural hairstyles worn. It is important that our state statutes reflect the societal changes that have occurred in the last 43 years. Updating our state statutes to end discrimination based on hair textures and protective styles will help to foster healthier, more productive, and more diverse workplace environments. It is my hope that my colleagues in both chambers will support this legislation and do what is necessary to promote equity and inclusion for all Wisconsinites.”

Being Frank

By: Frank James Special to the Milwaukee Times

Where’s the love? I once heard a lecturer named Bobby Hemmitt state, “Black people hate each other.” This statement was not surprising to me but many found it appalling. I understood what Hemmitt didn’t say that day, “African Americans hate themselves more than each other.” The proof of both previous statements is witnessed every day in the USA. I now add a new bold pronouncement, “African American parents hate their children.” This statement is the only rational answer to the reality of the African American child in 2019.

ents know in their heart the problem in the community sleeps in their house. Many elders know the disrespect comes from people who share the same last name. Yet, these people do nothing to correct or curb the behavior. How can these parents and elders say they love their children? dren decide to treat their parent in a similar, if not worse, fashion? So how can parents who claim to love their children create such an environment for the child to grow and live in? The lack of African American love for their child is showcased by the fact African Americans set their children up for prison, exploitation or death. There 7/3/19 AM American are some11:34 African

her natural self ? How can you love a little girl and then make her wear weaves, wigs, and fake lashes as early as 10 or 11 years old? How can a mother claim to love her daughter when, instead of being a mother to her daughter, she is too busy trying to be her friend? I know this article may seem shocking to many and make many people upset. I say, “Look at African American people and prove me wrong.” I would love to be in error on this point. Go ahead. Make my day. Frank James IV © 2019 beingfrankwithfrank@ gmail.com

If you go into many African American households that have male teens you will see the stereotype that has put several parents on TV crying over a slain child. The Counseling Corner

By Rev. Judith T. Lester, B.Min. M.Th

National Breastfeeding Month: Breaking down the stigma - Week 3 This column is addressing the issue of breastfeeding during National Breastfeeding Month. Stigma still overshadows breastfeeding in public which is one of the contributing factors identified for low breastfeeding rates. What causes this stigma is the lack of knowledge regarding breastfeeding, sexist views and over-sexualization of a woman’s breasts. Some women who have breastfed in public have been labeled as exhibitionist or even more cruel, as seeking sexual attention from men. Certainly, there is an appropriate way to breastfeed in public, and no woman desiring to feed her baby in public is trying to display her breasts in a sexual way. This month, the Counseling Corner, is placing a spotlight on breastfeeding to hopefully dispel some of the myths associated with public breastfeeding. The U.S. Department of Health and Human Services National Institutes of

Health1 provides new mothers with suggestions on how to breastfeed. Of course, new mothers will be provided with detailed support and information on how to breastfeed from their health care provider, however, allow this column to provide a few tips for new and expectant mothers: After Your Infant Is Born, Follow These Tips For Getting Started:2 • Breastfeed your infant for the first time as soon as possible after the infant is born. • Ask at the hospital whether an on-site lactation consultant is available to assist you. • Request that the hospital staff not feed your infant any other foods or formula unless it is medically necessary. • Allow your infant to stay with you throughout the day and night at the hospital so that you can breastfeed often. If this is not possible, ask the nurses to bring your infant to you each time for

How Long Should a Breastfeeding Session Last? You should allow your infant to set his or her own nursing pattern. Many newborns will feed for 10 to 15 minutes on each breast. If your infant wants to nurse for a much longer period— say 30 minutes or longer on each breast – the baby may not be getting enough milk.3 breastfeeding. • Avoid giving your infant pacifiers or artificial nipples so that the infant gets used to latching on to just your breast. How to End A Breastfeeding Session: To break the suction and end a breastfeeding session, insert a clean finger between your breast and your infant’s gums. After you hear a soft pop, pull your nipple out of your infant’s mouth.3

ROAD TO THE DNC Milwaukee DNC host committee reveals contracting criteria, diversity team leaders The Democratic National Covention host committee announced its Milwaukee diversity and inclusion leaders and criteria for selecting contractors and vendors including environmental efforts and worker policies — specifically a $15 minimum wage and paid sick leave. The committee told the Milwaukee Business Journal that its process is designed to ensure that the July 2020 Milwaukee convention's more than $200 million economic impact “is shared with significant community and minority support, to levels never seen before.” To that end, the host committee said it retained two well-known Milwaukee consultants on its senior staff for diversity and intentional inclusion: Lafayette Crump, as vice president of diversity, vendor accountability and growth; and Jim Milner as chief diversity and intention-

Vincent students take part in animal judging at Wisconsin State Fair compassion, and time management. Animal science teacher Monica Gahan spends countless hours with the students and animals. "There is something for everyone in the field of agriculture, and

being the one to share those opportunities with the students is a great privilege.” For more information on the Vincent Agriculture Program or the Vincent FFA chapter (formerly Future Farmers of America), please

contact Gail Kraus at krausgm@milwaukee.k12.wi.us or (262) 236-1422. MPS high schools begin the 2019–20 school year on Monday, August 12, 2019. To enroll, visit mpsmke.com/enroll.

Milwaukee Exposure & Explorer Project Students in the Vincent High School agriculture program turned in their final exams last week at the Wisconsin State Fair. Five high schoolers have worked all year raising animals in preparation for judging at the fair. Their journey began in spring when students selected and purchased the lambs and calves that have been part of their curriculum throughout the school year. As an urban school district, many people are surprised to learn that Milwaukee Public Schools offers a robust agriculture program. The school is home to several barns plus a chicken coop and greenhouse. This year marked the third year that Vincent High School has taken part in the State Fair livestock competition. Students showed five sheep and two heifers at the fair. The students worked all year to learn what is needed to raise market lambs and breeding heifers. They studied nutrition, health, breeding, and exercise for their animals. At the Wisconsin State Fair, four students exhibited their lambs in the Market Lamb Show and two students showed commercial breeding heifers. All five students competed twice this year during the State Fair—once in a mar-

ket class, in which animals are judged on their appearance that includes muscling, amount of fat, structure, and balance; and once for showmanship, in which the exhibitor is judged on their ability to effectively present their animal. Vincent High School of Agricultural Sciences is the only school in Milwaukee County to offer an agriculture program, and allows students to work with sheep, cattle, a horse, goats, pigs, and chickens through the Animal Science Pathway. Six agriculture pathways are offered at Vincent: Animal Science, Agribusiness and Entrepreneurship, Environmental Science, Food Science, Horticulture Science, and Culinary Arts. The popular agriculture program at Vincent continues to grow, and offers benefits beyond spending time with farm animals each day. Students gain an understanding of where food comes from, the challenges in maintaining a food supply, and the day-to-day diligence needed to care for animals and food crops. They also learn patience, problem solving,

Is there a link between anxiety and seasonal allergies? Recent studies are showing that people with allergies are also highly likely to have anxiety. According to a Cincinnati Children’s Hospital Medical Center study, 7-year-old patients with allergies were found to also have been diagnosed with depression, anxiety, and other symptoms such as being withdrawn. Children with hay fever had a threefold risk of depression and anxiety. Recently, more evidence has supported this link—and not just in children. A study of German adults, released in April, also found that generalized anxiety was linked to seasonal allergies. If further research highlights this relationship between allergies and mental health, it could provide a fascinating glimpse into how

our bodies might influence our minds, and possibly vice versa, according to the study. Two seemingly unconnected diseases, each affecting millions of Americans, could turn out to be not so different after all. The most recent paper had different findings. Other researchers pointed out that

the newest study’s authors didn’t adjust for factors such as socioeconomic status, the subjects had an average age of 61, and the data were based on the self-reporting of allergies. Moreover, some studies have identified no link between allergies and anxiety, leading some researchers to

think the studies that have found one simply have similar methodological issues. At this point, it’s safe to say that people with allergies are more likely to be anxious. In 2013, a team of researchers found that not only were allergies associated with an increased prevalence of anxiety and other mood disorders in adults, but people who had been treated for their allergies were less likely to have mood or anxiety disorders than those whose allergies went untreated. A small 2017 study found that kids with a food allergy were more likely to have anxiety or anxious behavior. Other studies have even identified a link between pollen allergies and an increased risk of suicide—a potential explanation for why suicides seem to rise in the spring. If the link

is in fact real, allergies could be causing anxiety and other mood disorders in a few different ways. For one, it’s stressful to be sick often, and people with allergies frequently feel like they have a bad cold. The experience of straining to breathe, or of coughing and wheezing, could simply make people feel anxious. More studies need to be done to determine how, exactly, allergies might influence mental health. In the meantime, several researchers have explained that patients who suffer from both allergies and anxiety could benefit from understanding that the two might be connected. Often, treating allergies can make someone’s depression and anxiety symptoms improve as well.

What black women need to know about fibroids Black women have been faced with the very real danger of being diagnosed with uterine fibroids for many years now, but experts are saying there’s little to fear now due to medical advancements. “There are a number of excellent treatment options, as well as the option to do nothing at all where we take a “watch and wait” approach and monitor the

growth closely, so there really is no reason to worry,” says Julie Duff, a professor of nursing at Resurrection University in Illinois. Fibroid tumors are made up of renegade muscle cells that come together to form a fibrous “knot” or “mass” in the uterus. Fibroids most commonly occur between ages 30 and 40, with black contracting them. Recovery for both of these procedures is quick. It is also fast. Most women are out of the hospital in two days and back to normal living within two weeks. It’s also a permanent treatment for fibroids that can bring much-needed relief. But, before you think about treatment, be sure you have uterine fibroids in the first place. Here are some symptoms you should look out for: 1. Heavy menstrual bleeding 2. Menstrual periods lasting more than a week 3. Pelvic pressure or pain 4. Frequent urination 5. Difficulty emptying the bladder 6. Constipation 7. Backache or leg pains 8. Rarely, a fibroid can cause acute pain when it outgrows its blood supply and begins to die. Fibroids are generally classified by their location. Intramural fibroids grow within the muscular uterine wall. Submucosal fibroids bulge into the uterine cavity. Subserosal fibroids project to the outside of the uterus. When to see a doctor See your doctor if you have: 1. Pelvic pain that doesn’t go away 2. Overly heavy, prolonged or painful periods 3. Spotting or bleeding between periods 4. Difficulty emptying your bladder 5. Unexplained low red blood cell count (anemia) Seek prompt medical care if you have severe vaginal bleeding or sharp pelvic pain that comes on suddenly. “Although we don’t know much about their origin, we do have effective ways to treat them,” Duff says. “You don’t have to suffer in silence.”

serious disservice. In a nutshell, the General Durable Power of Attorney for Finances is considered general because the powers are broad and sweeping encompassing banking, insurance, taxes, real estate, gifting, and operation of a business, to name a few areas. It is durable because the authority granted in the document continues in effect through incapacity until death, unless revoked. The power of attorney can be either springing or effective immediately upon signing. If it is springing in nature, then the powers enumerated in the document only spring into effect at such time as the principal

Incapacity is a medical determination indicating a person can no longer receive or evaluate information. As it relates to the Healthcare Power of Attorney, this document by default is springing. As long as a person remains able to communicate to their doctor and understand their healthcare needs, they will continue to make those decisions independently. Powers of Attorney are appropriate documents for individuals over the age of 18 and of sound mind. It

A Financial Power of Attorney and Health Care Power of Attorney are two very important estate planning documents. Without such powers in place, an individual is open to a guardianship action in the event of an accident, prolonged illness or mental incapacity. Guardianships can be costly and may work against any planning the individual has already done. The likelihood of illness or incapacity is far greater than sudden death. In fact, seventy-percent of people turning age 65 can expect to use some form of long-term care during their lives. Additionally, 5.8 million Americans are living with Alzheimer’s. By 2050, this number is projected to rise to nearly 14 million. In particular, dementia is one of the leading causes of dependency and mental impairment among the elderly population. Therefore, the General Durable Power of Attorney for Finances and the Health Care Power of Attorney are more important than any other documents an estate planner may prepare. Any client seeking only a “will” is doing themselves a

Even though the law provides a legal duty to act in the principal’s best interest and criminal and civil consequences exist for those who breach such duties, the most proactive step one can take is to select someone who is trustworthy, competent and available. Choosing someone who is trustworthy is about character and integrity. It may be natural to select a son or daughter but unfortunately in some circumstances the adult child is not fit to manage the money if they cannot manage their own or worse, have been found guilty of financially related crimes. Similarly, as it concerns competence, one must consider whether the pro-

posed agent is mentally capable and has the knowledge base to handle the financial affairs. This may be as basic as checkbook balancing or issues more complex like assisting with a closely held corporation. Lastly, from a practical standpoint the agent should be reasonably close and available to administer the duties effectively. As mentioned previously, 70 percent of people turning age 65 can expect to use some form of long-term care during their lives and dementia is a growing epidemic. Dementia is one illness alone, and does not cover the vast amount of individuals impacted by stroke, heart attack, or unexpected tragedies that can render a person incapacitated. If one does not put a plan in place, it does not mean the potential problem goes away. Either, we can be proactive to create and develop the best plan for our lives, or allow others to make those decisions subject to court jurisdiction. (Continued on pg. 15)
