First Lady Michelle Obama energizes Wisconsin voters

On Monday, September 29, 2014, First Lady Michelle Obama made a campaign appearance in Milwaukee for Democratic gubernatorial candidate Mary Burke. Speaking to an excited and jubilant crowd, Mrs. Obama spoke glowingly about the accomplishments of President Barack Obama's administration and why Wisconsin voters should elect Mary Burke governor on November 4th. Here are a few comments from her speech:

"Wisconsin, when folks ask me whether I still believe everything we said about hope and change back in 2008, I tell them that I believe it more strongly than ever before – because I’ve seen it with my own eyes! "I’ve seen our veterans finding jobs as our nation proudly supports their transi-

tion to civilian life. I’ve seen children getting better nutrition and growing up healthier. "I’ve seen young people from the most underserved areas reaching higher and going to college, and reaching back to their communities to bring others along. "So, yes, while we still have plenty of work to do, we have truly made so much of that change we were talking about. "And here’s what I want you to remember –Barack didn’t do all of that just sitting alone in the Oval Office. He did it with the help of outstanding leaders in states across this country. "We need that kind of leadership here in Wisconsin. We are going to get Mary Burke into office because that’s what people here in Wisconsin deserve, and that’s why we need to support Mary Burke for Governor. "We deserve leaders who believe like we do that

no matter how our kids start out in life, if they’re willing to work for it, they should have every opportunity to fulfill their boundless promise. They should have every opportunity to get a good education, and build a decent life for themselves and an even better life for their own kids. That’s the American Dream we all believe in, and that’s what this election in here in Wisconsin is all about. That’s what’s at stake. In fact, we need to be more passionate and hungrier, because races like this governor’s race here in Wisconsin will be even harder and even closer than those presidential elections. "We need to be energized and inspired for our kids, so that they have opportunities they need to build the future they deserve. "Mark November 4th on your calendars and of everyone you know. And then on Election Day, when you head to the polls to vote for Mary Burke for Governor, bring everyone you know along with you. "We all need to be as passionate and as hungry for this election as we were back in 2008 and 2012!"

HOME GR/OWN opens park to honor local civil rights pioneer Ezekiel Gillespie

Dr. Darienne Driver appointed MPS superintendent Dr. Darienne Driver was appointed Superintendent of Milwaukee Public Schools effective October 1, 2014. As superintendent, Dr. Driver works with the Milwaukee Board of School Directors and district leadership to improve student achievement; engage in effective and efficient operations that make best use of district resources; and, develop opportunities to increase parental and community involvement. Dr. Driver previously served as acting superintendent of MPS from July 1, 2014 until her appointment was made permanent. Dr. Driver joined Milwaukee Public Schools in July 2012 as the district’s first chief innovation officer. She led district efforts to improve outcomes in the schools in greatest need of improvement; oversaw the district’s implementation of the Wisconsin Common Core State Standards in literacy and mathematics in partnership with the GE Foundation and Student Achievement Partnership through the development of ten MPS-GEF Demonstration Schools; recruited multiple educational organizations to serve as partners in efforts to improve student achievement; and, oversaw the district’s contracted school services which serve students through

Darienne Driver alternative programming for at-risk students and non-instrumentality charter schools and turnaround models. Prior to joining MPS, Dr. Driver served as deputy chief of empowerment schools for the School District of Philadelphia. In Philadelphia, she oversaw the empowerment schools efforts to increase achievement with large numbers of underperforming students and coordinated district efforts to provide needed support. Under her leadership, empowerment schools outpaced district schools on the Pennsylvania State System Assessment in reading and math. Empowerment schools’ high schools made the largest gains on PSSA in history in English/ Language Arts and math. Prior to her work in Philadelphia she served as coordinator of strategic management and accountability and special assistant to the superintendent in Clayton County (GA) Public Schools.

Mayor Barrett’s HOME GR/OWN initiative worked to turn this previously vacant city-owned lot into a local park. Ezekiel Gillespie Park is the biggest neighborhood vacant lot improvement completed by HOME GR/OWN to date. The park's namesake, Ezekiel Gillespie, was a civil rights pioneer who lived in Milwaukee and is the founder of Milwaukee's first African American church, St. Mark AME, located at 1616 West Atkinson Ave.

Donovan was warmly received and he spent time before the meeting chatting with several of the pastors.

Eric Holder to step down as U.S. Attorney General Attorney General Eric Holder announced Thursday, September 25, 2014, he will resign as the nation's top law enforcement official but will remain in office until a successor is confirmed. President Barack Obama made the announcement of the resignation at the White House on Thursday afternoon. He hasn't yet chosen a successor. Mr. Holder, who has been on the job since the beginning of the Obama administration, has long signaled he planned to leave the job by the end of 2014. He could ultimately stay in his post beyond year-end if the White House's nomination process doesn't go smoothly. An official said the attorney general and the president have had several discussions about his planned departure, which were completed at a Labor Day meeting at the White House. The attorney general had been asking for such a conversation for months, according to people close to him, and had planned to discuss his departure with the president in August when they both vacationed on Martha's Vineyard. The two did speak, but they were consumed with responding to the crisis in Ferguson, MO, where angry protesters repeatedly clashed with heavily armed police after an officer shot and killed an unarmed 18-year-old. Among those mentioned as possible successors is former White House counsel Kathryn Ruemmler, according to people familiar with the discussions. She and Mr. Holder had dinner together at a Washington restaurant last month. Ms. Ruemmler is

highly regarded by the president and senior White House officials, according to these people, but picking someone who was part of the president's inner circle could prompt resistance among Senate Republicans. Another candidate being considered by the White House is Solicitor General Donald Verrilli, who argued the government's case in the 2012 challenge to the Affordable Care Act before the Supreme Court. His performance included some stumbles, including choking momentarily during his defense of the president's main legislative achievement. Mr. Verrilli was redeemed when the Supreme Court ruled in the administration's favor and largely upheld the law. The first black attorney general, Mr. Holder is one of a handful of remaining cabinet members whose tenures date back to the beginning of the Obama administration. Mr. Holder's last year on the job has been marked by a push to strike multibillion dollar settlements with big banks over their conduct leading up to the 2008 financial crisis, in the face of criticism that he failed to charge any senior executives for their roles in the meltdown. His department recently extracted a record $16.65 billion from Bank of America Corp. for its sale of flawed mortgages, and last year it reached a $13 billion mortgage settlement with J.P. Morgan Chase & Co. His tenure has been marked by confrontations with Republicans in Congress, principally over terrorism, a botched gunrunning probe called Fast and Furious, and

U.S. Attorney General Eric Holder an investigation into the Internal Revenue Service. Mr. Holder's chief nemesis in Congress, Rep. Darrell Issa (R., CA) on Thursday called him "the most divisive U.S. Attorney General in modern history." In a tweet Thursday, Sen. Lindsey Graham (R—SC) wrote, "I appreciate AG Holder's service to our country even though we had strong disagreements at times." Such disagreements are unlikely to fade away for Mr. Holder's successor. Still, Democrats have the power to confirm Mr. Obama's executive-branch nominees with just a simple majority, thanks to a rule change last November. The Senate generally needs 60 votes to get legislation past procedural hurdles but needs only 51 to get a nominee confirmed. That could be an incentive for Democrats to try to push through Mr. Holder's successor when they return to Washington for the lameduck session, particularly if Republicans have won control of the chamber in November's midterm elections.

Department to host free immunization clinic

The City of Milwaukee Health Department (MHD) will hold free immunization clinics Saturday, Oct. 11, from 10 a.m. to 2 p.m. at the MHD Keenan Health Center (3200 N. 36th St.) and Southside Health Center (1639 S. 23rd St.) to provide schoolrequired immunizations to children who are uninsured, whose insurance doesn’t cover immunizations, or children who have public health insurance such as BadgerCare Plus or Medicaid. “Compliance rates within Milwaukee schools have steadily been improving to an all-time high thanks to the coordinated efforts of the City of Milwaukee Health Department, Milwaukee Public Schools, private schools, health care providers and the newly formed Immunize Milwaukee coalition,” said Mayor Tom Barrett. “But we are still not yet at the public health goal of 95 percent of students receiving their required vaccinations. This will require a sustained effort to achieve.” Weekday walk-in clinics are also held at all three MHD health center locations daily.

“Immunizations protect children from catching serious and even life-threatening diseases and spreading them to others,” said Commissioner of Health Bevan K. Baker. “We urge all parents to get their children schoolrequired vaccinations to help their children and all area children stay healthy throughout the school year.” Wisconsin Law requires that children be immunized against a range of illnesses such as mumps, measles, and pertussis in order to attend school and child care settings. These special clinics are offered to assist parents in complying with state law to avoid children being excluded from school. The MHD cannot provide immunizations to children or adults with private insurance. Those with private insurance must contact a health care provider for all immunization services. Breast Cancer Awareness Month (Part I) October is not only Breast Cancer Awareness Month but it is also National Domestic Abuse Awareness Month. This month I will use this column to recognize both as they are equally important. During the first two weeks, I will address Breast Cancer Awareness and during the final two weeks, this column will address Intimate Partner/Domestic Abuse. Be sure to pick up your copy of the Milwaukee Times Weekly Newspaper and share it with a friend. This column will begin with facts about breast cancer and suggest how you can become an advocate for cancer research. Did you know breast cancer is the most common cancer among American women, except for skin cancers? According to the American Cancer Society, about 1 in 8 women in the U.S. will develop invasive breast cancer during their lifetime. The American Cancer Society's estimates for breast cancer in the U.S. for 2014: • About 232,670 new cases

of invasive breast cancer will be diagnosed in women. • About 62,570 new cases of carcinoma in situ (CIS) will be diagnosed (CIS is non-invasive and is the earliest form of breast cancer). • About 40,000 women will die from breast cancer. Breast cancer is the second leading cause of cancer death in women, exceeded only by lung cancer. The chance that breast cancer will be responsible for a woman's death is about 1 in 36 (about 3 percent). Death rates from breast cancer have been declining since about 1989, with larger decreases in women younger than 50. These decreases are believed to be the result of earlier detection through screening and increased awareness, as well as improved treatment. Presently, there are more than 2.8 million breast cancer survivors in the U.S. (This includes women still being treated and those who have completed treatment.) Nathan Conyers goes one-on-one with Attorney General candidate Brad Schimel

NC: Why are you running for the position of Attorney General? BRAD SCHIMEL: I’ve got two daughters and they’re both in middle school and I believe my kids and everybody’s kids deserve a safe Wisconsin. I’m running as that candidate with almost 25 years of frontline prosecution in Waukesha County. I’ve got the experience to know how to take on those tough public safety charges in Wisconsin. NC: From that comment, I take it you’re saying there’s a crime problem in Wisconsin? BS: Absolutely there is. And there are things that are affecting every kind of neighborhood in the cities. For example, heroin, prescription, and opium problems are affecting every facet of urban, suburban, rural, no matter what kind of neighborhood, this is spreading fast and it is destroying families. This is no time to have an Attorney General to be learning on the job. You’ve got to hit the ground running on this. We can’t allow watching our young people die. NC: Are you suggesting that your opponent will be learning on the job?

BS: She’s a nice person, but she only has six years, limited experience as a prosecutor, and most importantly she hasn’t demonstrated that she has a vision for the office. We have released detailed plans from our office and later today I plan to address violence against women. I’ve worked with the experts in the field and certainly one place I want to take advantage is the violence problems in the city. Every parent should be able to let their child play freely on the playground, on the porch, or wait safely for the bus at the bus stop. But it’s heartbreaking to know there are bullets flying past in each of these places. The most important thing we can do as parents is to protect our kids and when the day comes that we can’t, that’s heartbreaking. NC: How does crime differ in the City of Milwaukee to that of a rural community like Oconomowoc? BS: Well certainly, drug problems affect every community, but what differs in Waukesha County and Oconomowoc is that we don’t have that violent crime; they’re not worried about their child waiting at the bus stop. NC: What could you

BS: One of the big challenges is that the Milwaukee DA’s office is tremendously understaffed, and they’re not able to deal with the fix-the

broken-window-type-problem because they’re working on bigger problems. I would like to see the Department of Justice have a stronger partnership with Milwaukee County law enforcement. They’re doing good things here; they work hard, but I think we need to designate

some prosecutors to Milwaukee county to help prosecute the gun and gang cases because we’ve got to give those neighborhoods a chance to get up and as long as gangs and violent criminals abound, people are not worried about their lawns, they’re worried about their children’s safety.

Heart Walk & Fun Run. With interactive exhibits, health screenings, exercise demonstrations and healthy snacks, this event had something for people of all ages. Everyone had the chance to learn how to take control of their heart health and help others to do the same. Many attendees had a deeply personal and emotional reason for attending the walk. Lorena Alfageme shared the near-death story of her daughter, Valeria. One of our Top Walkers, Andy Schaser of Thrivent Financial, received a heart transplant just four months ago. GE had a large team which was dedicated to one of their own, Charlene Grabowski, who recently suffered a cardiac event. Attendees were asked to help us break a world record for the most people jumping rope simultaneously… while wearing duck costumes! This was a tribute to “Quacky” and his friends, the very successful Jump Rope For Heart incentive program. Also, in the Kids Zone, people had the chance to hold an actual heart thanks to Aurora Health Care. This year’s Walk featured our largest Kids Zone ever and a new Pets Zone, too. Gospel artist Marcus “Elder Mac” McFar-

lin performed the National Anthem. The Milwaukee native recently won the American Heart Association’s national Most Powerful Voices Contest. Eighty percent of heart disease and stroke can be prevented by quitting smoking, exercising more and eating healthier. The event featured several booths designed to help people get active. Walkers had the chance to walk either a one mile or a three mile route. However, this year there was a 5k Fun Run as well. A healthy diet is important too, so the event featured healthy snacks, fresh fruit and water for everyone. Attendees got the opportunity to learn the two steps to save a life through HandsOnly CPR. As a result, they can help our You’re the Cure network by advocating for CPR in schools. In addition, a wide variety of the American Heart Association’s programs were on display with opportunities for everyone to get involved. The Heart Walk is the premier fundraising event for the American Heart Association. Money raised helps fund groundbreaking research, education and training for medical professionals and public education and awareness campaigns. Over the

past five years, the American heart Association has spent nearly $14 million funding 128 new research studies in the state of Wisconsin alone. “We are thrilled with the number of passionate people who put in the time and effort to help us fundraise person-to-person. I’d especially like to thank our Chair, David Carpenter with Chr. Hansen for his leadership over the past year,” said Heart Walk Director Megan Wurz. “So many local companies have gotten behind our efforts as well, sponsoring the event and recruiting huge walk teams. Heart disease and stroke affect 1-in-3 people in every community, regardless of age, gender or race. That’s why it’s great to see the whole community come together to fight these largely preventable diseases.” Heart Walk is sponsored nationally by Subway Restaurants and locally by Labor/ Management Healthcare Coalition, U.S. Bank, GE, Chr. There is one special man of God who retired after a long tenure of dedicated service pastoring Mount Zion Baptist Church in Zion, Illinois for 47 years and then becoming interim pastor of Canaan Missionary Baptist church on Milwaukee’s near north side for almost two years. Sometimes retirees travel and sometimes they volunteer, but this retiree, Rev. Dr. B.J. Gaston of Milwaukee, continues to find time to preach the word of God when called upon to minister, educate, inspire, and yes, laugh with an intimate group of followers in his Northside home. Because of his love for Jesus Christ, Dr. Gaston, for more than a year, provided spiritual instruction to family and friends every Thursday evening in his home with enlightenment, biblical inspiration, and love for an hour.

Think you know the dropout rates for Black males? You’re probably wrong (part 3 of 3)

The data to support a dropout crisis among black students are being misreported and used to support stigmatizing tactics

By: Ivory A. Toldson, Ph.D. The often stated notion that more than half of black males drop out, or do not graduate, is not true. Cohort graduation-rate calculations miss students who graduate late, graduate early, obtain a GED or transfer to schools outside their district. None of this information should be construed to minimize the importance of collective action to promote black male achievement. Putting this information in perspective, we should acknowledge that completion rates for black males continue to lag behind white males. I have described how widespread recitals and simplistic representations of very complex calculations of the dropout rate and graduation rate are creating more problems than solutions for black males. People who do

not understand how any given statistic is derived simply should not use the statistic. And people who know the truth but continue to distort and sensationalize the problem through statistics because they want people to pay attention to them are a part of the problem. Earlier this year, Adam Eugene, a sophomore at Destrehan High School in New Orleans, told me, “Dr. Toldson, we have been hearing negative things about ourselves all of our lives. This is the first time that we are hearing that the news about us isn’t all bad. A lot of times, when children hear negative things, they start to believe they can’t learn and give up. So my question is, what are you doing to make sure children much younger than us hear the truth about themselves?” What are we doing?

Green Bay Packers’ alltime leading receiver, “Dancing with the Stars” champion, and children’s book author Donald Driver was joined by educators, children and health care providers to celebrate Wisconsin Bullying Prevention Awareness Day at Jeremiah Curtin Leadership Academy, a K-8 MPS school on Thursday, September 25, 2014. Curtin has demonstrated success in reducing bullying through Act Now!, the bullying prevention program that is a collaborative partnership between the Department of Public Instruction, Milwaukee Public Schools and Children’s Hospital of Wisconsin. Curtin’s efforts over the past two years found that girls and boys who reported being bullied decreased by 68 percent. Donald Driver is helping to reinforce the importance of reducing bullying through the release of his newest book, Quickie Stands Up to a Bully! due out later this year. “I’m honored to join Children’s Hospital of Wisconsin to deliver a message kids need to hear. Quickie gives us a chance to talk about tough topics in a safe, fun way,” said Driver. “Children need to feel safe and secure in order to be ready to learn.” Driver’s long-standing commitment to the community includes his “Quickie” series of children’s books. During the 2013-14 school year, more than 40,000 students in more than 100 school districts participated in Act Now! statewide. Over the past several years, state-

wide efforts have shown that boys who reported being bullied decreased by 32 percent and physical bullying decreased by 26 percent. In that same time frame, intervention by other students in bullying situations increased by 31 percent and interventions by teachers by 38 percent. Brad Schimel (Continued from pg. 9) NC: What can be done then on the front end of life as opposed to on the back end, where we’re sending young people to prison for long periods of time that may have them becoming involved in criminal activity? BS: Our treatment programs give people a chance at reducing prison populations. If you put people who are addicted on probation they’re doomed to fail standard probation, because they can’t help them deal with the addiction, help them get clean and have the tools to stay clean. Drug treatment courts have the tools to help them stay sober and keep them out of prison and that’s one start. Diversion programs and mentoring programs are working strong out there and that’s another tool for keeping people out of prison. NC: There’s a situation here in Milwaukee where the family is pressing to know the name of the officer who shot the civilian in Red Arrow Park. How would you have handled that situation? BS: I don’t know enough about the details except what I’ve read in the newspaper, and I know I’d want to talk to all those people whose lives are affected by this, the DA, the police, the family members. I can’t pretend as someone who’s lived his whole life in the suburbs to know what the family members are going through. I’d have a lot of questions. NC: Republican candidates who run for office tend to shy away from the African American community. Do you know why? BS: It might be because they’re doing the electoral calculus. As attorney general I’m everybody’s attorney general. 124th street is not the Berlin Wall; we have to care about each other’s problems, Waukesha-Milwaukee and Milwaukee-Waukesha and throughout the entire state. I’m running on creating a safe Wisconsin and I have bipartisan support. I don’t care which party you’re in, I’m here to help everyone, Milwaukee, Racine, Madison, Oshkosh, everywhere. NC: What was the catalyst for your seeking this office? BS: I knew we needed an attorney general who develops relationships with others, that we needed someone with experience, someone who wants to solve Wisconsin’s problems. We should be able to count on an attorney general who follows the laws as they’re written by the legislature and that is what I plan on doing.

ESSENTIAL FUNCTIONS: Police Officers perform duties involved in the protection of life and property, including but not limited to: • Enforce criminal laws; identify, detain, and process wanted individuals • Respond to calls for service • Conduct investigations of suspicious persons or situations and preliminary investigations of major crimes and criminal activity • Interview suspects and witnesses, and prepare appropriate investigative reports • Prepare and testify in court as to the facts surrounding any criminal, departmental, or civil action • Patrol the City of Milwaukee in a police vehicle, motorcycle, bicycle, and/or on foot as directed • Operate a police vehicle in emergency situations involving speeds in excess of posted limits, in congested traffic, and in unsafe road conditions • Prepare accurate and complete reports of daily activities • Provide assistance to the community in the areas of crime prevention • Enforce motor vehicle laws to promote safety and reduce accidents, expedite traffic flow, and enforce Wisconsin State Statutes • Attend in-service training as mandated by the State of Wisconsin, or as directed • Perform duties in a special assignment capacity such as Motorcycle Unit, Office of Community Outreach and Education, and Narcotics Division, as assigned Reasonable accommodations requested by qualified individuals with disabilities will be made in accordance with the Americans with Disabilities Act (ADA) of 1990.

MINIMUM REQUIREMENTS: • Minimum age 21 • United States Citizenship • High School Diploma or Wisconsin G.ED or a GED from a·different state that meets Wisconsin GED standards. • A Home Education Diploma will be accepted provided the applicant can provide copies of form Pl-1206 filed with the Department of Public Instruction for applicants who have completed a home school program in Wisconsin, or documentation that the education program has met the requirements of the Department of Education from the state where the home school program was completed. • Valid Wisconsin driver's license, or a valid driver's license from the state in which you reside, at the time of background investigation. • Physically able to perform Police Officer training and job duties • Must successfully pass a Milwaukee Police Department Background Investigation DISQUALIFIERS: Your application will be rejected if any of the following are true: • You have been convicted of a felony. • You have been dishonorably discharged from any branch of the United States Military Service • You have been convicted of a misdemeanor crime of domestic violence. • You have failed a Milwaukee Police Department background investigation within the last two years from the date of application. • You have been terminated, discharged, or resigned with charges pending from either the Milwaukee Police Department or Milwaukee Fire Department within the last two years from the date of application. • Applicants may also be disqualified on the basis of background standards, which are included on the application. KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS: • Able to read, understand, and explain Wisconsin State Statutes and City of Milwaukee ordinances • Ability to communicate effectively with a diverse population, in-person, via telephone, and in writing • Civil, courteous and customer-service oriented • Ability to write accurate and complete reports and accurately record information- by hand and using a computer, file records, and process paperwork • Ability to solve problems, and make quick and appropriate decisions in stressful situations • Ability to maintain self-control and to take direction from supervisors • Maintain a positive attitude, have good moral character, be honest, responsible and trustworthy • Ability to perform physical activities necessary to protect oneself and others • Motivated and able to complete the required educational and physical fitness programs • Ability to drive a motor vehicle • Ability to work long hours for an extended period of time

SALARY RANGE AND BENEFITS: The current annual starting salary is $49,786.36, with increases to a maximum of $66,606.28. While in the Training Academy, Police Recruits will receive a biweekly pay of $1436.15. The city offers a generous benefit package that includes two weeks of paid vacation after one year of service; 12 paid days off in lieu of holidays; fifteen days paid sick leave per year; health, dental, and life insurance; and tuition and textbook reimbursement. WORKING CONDITIONS: • Required to wear a uniform and carry a firearm and assigned equipment • Must successfully complete a 16-month probationary period • Will work a 40-hour work week, with rotating off-days by assignment; will be required to work most weekends and many holidays • After recruit training, Police Officers are typically assigned to the late (12:00 midnight to 8:00 a.m.) or early (4:00 p.m. to 12:00 midnight) shift; day-shift assignments are awarded to employees with seniority • Must earn sixty college credits within five (5) years of hire TRAINING·: • Must complete a paid 23-week police training course at the Police Academy • After successfully completing the training course, will be assigned to a district police station for field training SELECTION PROCESS: The examination process will include a written test, a physical ability test that includes a 1-1/2 mile run, an oral interview, a writing sample exercise, and background investigation. All phases of the examination must be successfully completedin order to continue in the selection process. Failure in any segment of the examination disqualifies an applicant. Qualified candidates will be notified of the time and location of the written examination, which has tentatively been scheduled to be held before the end of 2014. Candidates who successfully complete the written examination will receive information about the date, time, and location of the other testing components. If you will be unavailable for one or more portions of the examination due to military service or training, you must provide written notification to the Fire and Police Commission, City Hall Room 706 prior to the examination. ELIGIBLE LIST: Candidates who sucessfully pass the examination process will be placed on an eligible list for Police Officer, with ranking based upon the test scores plus any applicable preference points (see below). PRE-EMPLOYMENT MEDICAL EXAMINATION, PSYCHOLOGICAL EVALUATION and DRUG TEST: Individuals offered employment must pass a pre-employment medical examination, psychological evaluation, and drug test as a condition of employment. APPOINTMENTS: Final appointment as a Police Officer is contingent upon passing all pre-employment components, the number of vacancies, and approval by the Fire and Police Commission. PREFERENCE POINTS: Preference points may be added to the final passing score In accordance with State Statutes and Fire and Police Commission Rules. • Qualified veterans will receive military preference points added to the final passing score; a DD-214 is required as proof of service. • Preference points may be added to the final passing score, if you are a bona fide-resident of the City of Milwaukee when you apply; proof of residency must be provided. In order to receive military veteran or residency preference points; the DD-214 or proof of residency must be provided as part of the application. Preference points may not be claimed after the application period closes. The preference points claims forms may be obtained from www.milwaukee.gov/jobs. Before co-signing a loan, know the risks Shakespeare probably said it best: "Neither a borrower, nor a lender be, for loan oft loses both itself and friend." Four hundred years later, people still wrestle with whether or not to help out a loved one by loaning them money or co-signing a loan. Perhaps you want to help your kid qualify for a better student loan rate or assist your widowed mom with refinancing her mortgage. Before you co-sign anything, however, make sure you understand the risks involved. Here are just a few of the things that can go wrong and questions to ask before committing yourself – and your good credit – to what could be a decades-long commitment: First, understand that the main reason you're being asked to co-sign a loan is because lenders don't think the borrower is a good risk. By co-signing, you're guaranteeing that you'll repay the full loan – plus any late fees or collection costs – should the borrower default. If that doesn't scare you sufficiently, read on: • Even one late or missed payment can damage your credit.

• In most states, the creditor can – and probably will – go after you for repayment without first trying to collect from the borrower, because they know you're more likely to have the money. • If the loan goes into default or is charged off, that fact will go into your credit report and can take seven years to erase. • If you pledged personal property to secure the loan, you could lose these items if the borrower defaults. • Should the lender agree to settle for a lesser amount, you'll have to report the difference as "debt forgiveness income" and pay tax on it. • If you cosign a credit card account, primary borrowers over age 21 are allowed to raise the credit limit without notifying you. • Government-backed student loans generally aren't eligible for bankruptcy protection unless you can prove "undue hardship." • Some private student loans contain a clause allowing the borrower to originate additional years' loans without your signed approval. • Even if you're not asked to repay the loan, your potential liability could stop you

from getting additional credit if your debt-to-income ratio is too high. If you do decide to co-sign someone's loan, taking these steps can help lessen your risk: • Calculate whether you can afford the loan's monthly payments, should the borrower stop paying. To be prudent, start setting aside

enough money to cover it for one year, which will allow you to keep payments current while working out a solution. • Insist that the lender agree, in writing, to notify you if the borrower missed a payment or the loan's terms change. That'll give you more time to make contingency plans. • If you're unsure about the borrower's reliability to pay each month on time, ask the lender to send payment requests directly to you so you can manage the transaction. (It's a pain, but one way to guarantee timely payments.) • Ask the lender to stipulate in the contract that you're only responsible for

the loan's principal amount, should it default. It doesn't hurt to ask. • Make sure you get copies of all paperwork in case of future disputes. • Don't consolidate old loans accumulated by your spouse before you married. If something should happen (divorce, death), you would be responsible for paying them off. There may be times you want to cosign a loan to help out a relative or friend, despite the risks involved.
