Milwaukee swears in city officials in public ceremony

Public inauguration ceremonies for Milwaukee Mayor Tom Barrett, Milwaukee Common Council members and other elected city officials were held Tuesday, April 19, 2016 at City Hall. The ceremonies were free and open to the public. The inauguration followed the charter meeting of the 2016-2020 Common Council. The Common Council also selected Ashanti Hamilton as Common Council President(see more on his appointment on page 2) and appointed the City Clerk during the charter meeting. Following the ceremonies, guests and city residents were invited to public receptions inside City Hall. The third floor Council Chamber was open and members of the Common Council greeted visitors. Alderman Ashanti Hamilton unanimously elected president of Milwaukee Common Council In a break with seniority as the past example, 1st District Alderman Ashanti Hamilton challenged senior Milwaukee Common Council 10th District Alderman Michael Murphy for the presidency during the charter meeting of the 2016-2018 term.

Alderman Murphy is the senior member of the council, having first been elected in 1989. He was first elected president in 2014 and aside from a handful of rumors circulation around City Hall, Alderman Murphy felt his position as president secure enough that he issued a statement expressing confidence in a second term. That all changed over the weekend of April 16-17 when Alderman Hamilton in a series of Facebook posts announced that he would be seeking election Newly elected Milwaukee Common Council President Ashanti Hamilton. as Council President.

That development was followed on Monday April 18 by a press release from 6th District Alderwoman Milele Coggs stating that she and a diverse group composed of a majority of the 15 council members would support Alderman Hamilton for president. During the charter meeting of the new council on April 19, Fifth District Alderman Jim Bohl nominated Alderman Hamilton. He was the only name nominated ensuring him the unanimous election.

In remarks later during the meeting, Alderman Hamilton said his election was “a mandate to unify the city in the face of crime and poverty.” One of the primary divisions to be bridged is the one between the north and the south sides of Milwaukee.

President Hamilton said he

was determined not to disappoint those who had backed him.

Immediately before President Hamilton delivered his remarks, Council members took the oath of office and were allotted a few minutes to speak. Alderwoman Coggs devoted part of her remarks to the need to focus on the children of Milwaukee, noting that the council exists to help young adults reach their full potential. Other council members took the opportunity during time allotted for remarks to introduce their family and staff. A number thanked their constituents.

Many, including outgoing Council President Michael Murphy, said they would be looking forward to working together under President Hamilton.

The Treasury Department will announce on Wednesday, April 20, 2016 that Harriet Tubman, an African American who ferried hundreds of slaves to freedom, will replace the slaveholding Andrew Jackson on the center of a new $20 note, according to a Treasury official, while newly popular Alexander Hamilton will remain on the face of the $10 bill.

Other depictions of women and civil rights leaders will also be part of new currency designs.

It was unclear whether details of the unexpectedly sweeping changes would win over some women’s groups, who had sharply criticized Treasury Secretary Jacob J. Lew for reneging on his 10-month-old commitment to put a woman on the face of the $10 bill, which is the one currently in line for an anti-counterfeiting makeover.

But in the months of taking public comments on what woman he should pick, Mr. Lew evidently bowed to the Broadway-stoked popularity of the $10 bill’s current star, Alexander Hamilton.

The estimated costs and reasonably expected revenues for the transportation system of the Draft Plan were compared, revealing a funding gap for the public transit element.

Therefore, the Federally recognized “fiscally constrained” version of the Draft Plan includes a reduction in transit service in the Region rather than the significant improvement proposed under the Draft Plan. The Draft Plan identifies possible ways to address the transit funding gap. A demonstration of air quality conformity of the Draft Plan (fiscally constrained version) and 2015-2018 regional transportation improvement program has been developed.

The obsolete

Today’s society is based on technology. The push to integrate technology into every aspect of life is reaching culmination. Technology has changed the makeup of the job market in every country.

In the USA this changing market has led to an unpleasant realization. There are a vast percentage of people who are becoming obsolete.

Before you go screaming into a panic about using obsolete and people in the same sentence, read on. Just 50 years ago the USA was a very different place. There was a booming industry for factory-produced products. The agriculture field was different. In short terms technology hadn’t, as they say, kicked in. If you look at the USA today, the factories and agriculture fields have changed via technology. This means the workers that used to be needed in these areas are no longer required. The problem is the USA is still producing people for jobs that no longer exist.

If you go back to the 1960’s the USA was in a booming but troubled time. Look past the social problems and look at the job scene. In the North the factories were booming. In Detroit the Big Three were producing cars at an unprecedented pace. In the South agriculture was still dominant along with a growing manufacturing sector.

These jobs needed workers that didn’t have to be geniuses, only willing to work. A person could drop out of school and go to work the

next day without much of a problem.

Fast forward to 2016. A person with a bachelor's degree is hard pressed to find a job that pays the rent, much less their student loan bills. In places like Wisconsin during the 1970’s many college graduates went to work in the factory because factory workers made very good money. I remember my father laughing because he made more money building tractors than the people

During this time you didn’t need education to make a decent, if not good, living. A strong back and a willingness to work overtime was all that the average worker needed.

Those times are over.

the shrinking job market many college grads will be working as entry-level managers. Where does this leave the high school graduate or the high school drop-out?

The prisons are overcrowded, so to be honest the USA doesn’t need more inmates. I know many people are thinking of African Americans, but this situation has no color. The obsolete person syndrome affects all nationalities because it deals with intelligence. Is it possible to educate the masses to make them more interactive with the new society? I don’t know. I do know that somebody somewhere is working on a solution. Let’s just hope it is a solution we all like.

Many students are not prepared for college and lack basic skills. This would have been okay in the 1960’s but in 2016 it is a recipe for disaster. A great number of people are becoming adults with no place for them in the work world. It’s as if the mold for the 60’s and 70’s worker is still being used.

Where do these strong backs but low intelligence people fit into the technology-driven society of 2016? They don’t. The jobs that catered to these people don’t exist Frank James IV © 2016 anymore. Alcohol Awareness Month: Signs and symptoms of alcohol abuse in children (Part 3) Do you suspect your child is abusing alcohol or using drugs? Have you noticed some changes with your child? As a parent, it is normal to be concerned.

According to the National Council of Alcoholism and Drug Dependence, the following are some warnings signs to look for: Physical and health signs of drug abuse • Eyes that are bloodshot or pupils that are smaller or larger than normal.

• Frequent nosebleeds could be related to snorted drugs (meth or cocaine).

• Changes in appetite or sleep patterns. Sudden weight loss or weight gain.

• Deterioration in personal grooming or physical appearance.

• Impaired coordination, injuries/accidents/bruises that they won’t or can’t tell you about – they don’t know how they got hurt.

• Unusual smells on breath, body, or clothing.

• Shakes, tremors, incoherent or slurred speech, impaired or unstable coordina-

• Appears fearful, withdrawn, anxious, or paranoid, with no apparent reason.

McDonald’s celebrates Verleana Hodges and the more than 5,000 restaurant employees enrolled in Archways to Opportunity in the United States.

Now an assistant manager at the Cedarburg McDonald’s, Hodges started as a crew person in 2009, and during her seven years, she has been promoted twice and is currently preparing to go to a business leadership class at Hamburger University.

She has received tuition assistance from McDonald’s, and in November 2016, she will graduate with a degree in public relations from Argosy University.

“The primary objective of the event is to increase awareness of various health topics and empower our community to take action through

Colorectal cancer is a preventable cancer, however nearly one-third of the U.S. population is not up-to-date with screenings and colorectal cancer remains the second-leading cause of cancer

deaths in men and women combined. By finding and removing precancerous polyps (adenomas) that can develop into cancer, colorectal cancer can be stopped before it ever starts. In addition, screening for colon cancer can detect it early when it is most curable.

Attendees will have the opportunity to receive colon,

mammogram, dental, HIV/hepatitis C and other health screenings and obtain information on preventative care from medical and research experts. As part of the event, live entertainment, games, prizes and healthy food will be provided. This year's special guest speaker, colorectal cancer survivor Lt. Five easy tips for healthier lungs You breathe without thinking, so it’s easy to take your lungs for granted. You depend on your lungs, but do you know how to care for them? Most lung care advice begins and ends with “don’t smoke, or quit if you do.”

With smoking on the decline, you may think there’s nothing more you can do to protect your lungs. However, even nonsmokers can take care of their lung health. The health care experts at NurseWise, a national multilingual nurse triage and health education provider, are pleased to provide tips to keep you breathing easily in honor of November’s Lung Cancer Awareness Month.

According to the CDC, lung cancer is the deadliest cancer for both women and men in the United States, killing more Americans than breast, colorectal and prostate cancers combined. And not all lung cancer cases happen in current or former smokers: Nearly 18 percent of lung cancers are diagnosed in people who never smoked.

Try out these tips for maintaining healthy lungs: 1. Filter it out! You clean your floors, your kitchen counters and your bathroom. So why not the air you breathe, too? Replace your furnace filters and clean the filters on air conditioners and dehumidifiers every one to three months. For additional air filtration, plants like aloe vera, the peace lily and the spider plant scrub out many indoor pollutants.

2. Check for hidden household dangers. Radon, a colorless and odorless gas, is one of the biggest overlooked household dangers.

Fortunately, you can buy inexpensive testing kits at any home improvement store to check the levels in your home. Another often-missed source of indoor pollution can be found in the paint on your walls. When painting, make sure to buy paints with low or no “VOCs,” or volatile organic compounds, to cut down on the fumes you breathe in.

3. Make sure you clean green. Traditional cleaning products like bleach and ammonia give off fumes that can permanently damage

your lungs and, when mixed together, can kill you. Other cleansers contain VOCs, such as rug and oven cleaners. Try using safer household products like baking soda for scrubbing, and vinegar and water to clean glass and mirrors. If you do use chemicals, remember to read all labels and work in a well-ventilated area, with open doors and windows.

4. Channel you inner superhero. Masks aren’t just for crime-fighters and bad guys. Before you start work on your home, remember to put on a mask. Stirring up dust or knocking down walls can cause dangerous materials to enter the air and then into your lungs. By wearing a mask, you filter out many of the airborne pollutants, so your sinuses and lungs don’t have to.

5. Workout more than just your muscles. Your lungs are like your muscles: The more you work them, the better they perform.

When you sit, your lungs aren’t working as much as they can. During exercise, you take bigger breaths, making your lungs expand larger to get more air. Exercise also strengthens your heart’s ability to pump oxygen from your lungs to the rest of your

body.

Whether you are a smoker, used to smoke or never lit up in the first place, there are actions you can take to help your lungs. sale energy costs and your region’s future weather patterns. Based on those calculations, your utility company comes up with an average monthly payment that allows a customer to even out monthly utility payments over a specific time period, usually a year.

It may sound good, and for many customers, it adds some stability to their monthly bill payments.

However, here’s where a budget-billing plan can go wrong. If you see that fixed monthly payment and think you don’t have to watch your energy usage at all, think again. After all, your utility is still reading your meter and you might be in for a rude awakening when your budget-billing period ends. You might owe extra money.

Here are some questions to ask before you sign up for any budget-billing plan: How well do you understand your current bill? Every utility company designs its bills somewhat differently based on state regulations and the type of energy product being sold. Depending on the community, a variety of utility companies might be competing for your business. Still, many of us rip

open our gas, electric or other energy bills without understanding the basics of what we’re being charged and why. But it’s important to try. It makes sense to study your local utilities company’s charging practices in general—including those specific to competing providers.

Also, if there are qualified energy advocacy groups in your state or community, see whether they offer any specific advice on local utility company practices and how to keep your cost of service low.

Evaluate the budget-billing plan closely. Ask the following questions: • What happens if my actual utility costs exceed the amount I’m paying each month on my billing plan?

As mentioned, your utility company will continue to measure your usage on its metering system. If your usage exceeds that budget estimate for any reason, you could face what amounts to a balloon payment covering what you still owe at yearend.

If so, your budget-billing plan could put you in debt.

• Are there monthly or annual fees in connection with this plan? What are they and what do they cover? Paying anywhere from $5 to $10 a month to be on a “budget” plan should give you pause.

Understand any and all fees before you pay them.

In the way many normal utility bills can be a mystery, so can your budget-billing payment. See how well your utility can explain how they would set your bill.

• If my budget bill and actual utility cost are getting seriously out of whack, do you let me know, or is there a way I can check that? If your budget-billing payment is actually putting you in the red due to a cold or heat snap or some other factor, it’s best to know that before the end of your term.

• Are you building any weather forecasting into my budget-billing estimate? Are you projecting any weather extremes in the coming year?

• Say I manage to come in under your monthly budget-billing estimate. Do I get my money back?

Consider an alternative— your own budget plan. Locate your bills for the last year or two and average your payments, plugging them into your monthly household budget. On the months where your costs come in below your average, deposit the difference into a savings or money market account to cover future months where there could be overages. It’s clearly an experiment—after all, no one knows whether the years ahead will bring mild or ferocious weather or how world events might affect wholesale energy prices.

But you’ll be in control of every dime and potentially earning a little interest on anything you don’t spend.

Your utility’s budget plan probably won’t do that for you.

Bottom line: Utility budget-billing plans might be a good idea for homeowners and renters who want a little more predictability in their monthly payments. But before you sign, you really need to understand how your utility company’s plan works.
