On Friday, April 3, 2015, Mr. Arthur Reid, Jr., owner and CEO of Reid's New Golden Gate Funeral Homes, was inducted into the National Civil Rights Hall of Fame. The ceremony and dinner were held at Holy Angels School, 750 East 40th Street, Chicago, IL. Mr. Reid was inducted along with local businessman Ensley Brown. Both are members of St. Matthew CME Church here in Milwaukee.

Loretta Lynch is sworn in as Attorney General Loretta E. Lynch, a career federal prosecutor, was sworn in Monday, April 27, 2015, as the nation’s 83rd attorney general, as Vice President Joseph R. Biden Jr. told a room full of Justice Department officials: “She is one of you.”

Ms. Lynch worked her way up at the Justice Department, starting as a prosecutor and ultimately serving two stints as United States attorney in Brooklyn. Her confirmation last week was the first time in nearly two centuries that a United States attorney was elevated directly to the position of attorney general. The last time was in 1817, when President James Monroe chose William Wirt, the top prosecutor in eastern Virginia, for the job.

Her nomination was also a rare instance of President Obama reaching outside his inner circle to fill a crucial post. Unlike Eric H. Holder Jr., whom she succeeded, Ms. Lynch has no personal ties to Mr. Obama or the White House.

North Division High School cuts ribbon on new welding program to open career doors for technical and trade students

Loretta E. Lynch Ms. Lynch said prosecutors were driven by a desire “to not just represent the law and enforce it, but use it to make real the promise of America, the promise of fairness and equality, of liberty and justice for all.”

Later that afternoon, President Obama met with the new Attorney General to welcome her on board and to get an update on several issues -- including the current events in Baltimore following the death of Freddie Gray.

A ribbon cutting ceremony was held on Monday, April 27, 2015 announcing a vocational program in the technical and trades field. Welding classes will be available to students at North Division High School. North Division is one of the first urban high school in Milwaukee offering welding instructions .This program is a collaborative partnership with Milwaukee Area Technical College and Milwaukee Public Schools.

Kappa Phi Chapter of Omega Psi Phi Fraternity, Inc. holds 78th Annual District Convention in Milwaukee

Every year the men of the tenth district of Omega Psi Phi Fraternity, Inc. gather to discuss business as well as celebrate the achievements of its members who have helped to better the community. This year the 78th District Convention was held here in Milwaukee and hosted by the Kappa Phi chapter from Thursday, April 16, through Sunday, April 19, 2015. The Kappa Phi Chapter was chartered on April 15, 1953 by Edward W. Smyth, James Field, Preston Beckley, Dr. John Maxwell, Sr., Cecil Yancy, Curtis McWorter, Thomas Cheeks, Corneff Taylor, Clarence Parrish, Sr., Reginald Bruce, John Pope and Robert Wilson.

“A Change is Gonna’ (has to) Come” How will the state budget impact the City of Milwaukee? – introducing a reorientation of mission in the Black church

standing of Jesus and his core message can infuse us with purpose and passion to both transform individuals and address the economic, political, environmental, and social dysfunctions that have overtaken our world.

A “change is gonna’ (has to) come” y’all. Be assured that I write as someone who is not claiming this fact as my own. If anything, like all who receive grace from God, I feel that I am the humble recipient of but a miniscule portion of clarity and an infinitesimal fragment of revelation. There is an unearthing of something primal occurring in which I feel privileged to participate. In upcoming articles I will share portions of my stumbling attempt to articulate some of this elusive revelation: something that belongs to the gospel itself and therefore to the whole of the faithful who live by it.

Dr. Bonds described the Wisconsin public education system as one of the crown jewels in the state and lamented how the cuts to education will make it more difficult to retain and recruit talented personnel, especially to the university system.

Dr. Bonds said he would resist efforts to pull public schools out of the district and put them under private management. And now that School Choice is to be implemented statewide, many municipalities are unhappy at the prospect of revenue being siphoned away from their local education programs.

The state budget for the Department of Corrections will be reduced about 5 percent, according to Rep. Goyke who gave the most upbeat report. He said a significant part of the decrease was due to moving the juvenile diversion program for 17-year-olds to the Department of Children and Families. “I actually like that,” he said. He was also given the last word of the discussion and said if given one wish he would like to see prison reform focused on reduced sentencing or release of lowlevel offenders. With a prison population of more than 22,000 Wisconsin leads the U.S. in the number of incarcerated persons.

Beginning this July and for at least the next two years, Milwaukee residents will have to make do with $300 million less in revenue from the state of Wisconsin under the biennial budget proposed

by Governor Scott Walker.

With Republican majorities in both the Senate and Assembly, ‘knockout’ cuts in government services are inevitable, according to a panel which included several local government representatives.

The topic of the panel discussion was “How the State Budget Will Impact Milwaukee.” It was sponsored by the Community Brainstorming Conference Breakfast Forum April 25 at St. Matthew CME Church, 2944 N. 9th St. The panelists consisted of Dr. Michael Bonds, president of the Milwaukee School Board; Michelle Bryant, policy director for State Sen. Lena C. Taylor (District 4); Rep. Mandela Barnes, State Assembly (District 11); Rep. Evan Goyke, State Assembly (District 18); and Ald. Nik Kovak, city of Milwaukee (District 3). Milwaukee’s total budget for 2015 was $1.3 billion.

The discussion began with a brief explanation of how the budget process works by Ms. Bryant, who said that the proposed budget has already moved to the Joint Finance Committee which has executive authority to fast track passage of certain budget

items. Republicans hold a 12-4 advantage on the Joint Finance Committee.

“Some of what has already made it through has left me floored literally,” she said going on to list mandatory drug testing for unemployment compensation, food stamps and housing benefits, even though a similar policy by the state of Florida was recently ruled unconstitutional by the U.S. Supreme Court.

After the introduction by Ms. Bryant, the majority of the discussion concerned how to minimize the hardship these cuts will impose on those Milwaukee residents who live in a low-wage or jobless households.

One of the problems highlighted by the cuts is that the city of Milwaukee can only rely on property taxes for revenue, according to Ald. Kovak. “Virtually every other city of our size has other revenue streams,” he said.

“Most states share sales tax revenue with municipalities.”

In Wisconsin sales tax revenue is added to the general revenue fund.

Rep. Barnes was scathing in his criticism of the priorities in the proposed budget singling out the Wisconsin Economic Development Corp. as “literally a money pit, like throwing money in a hole.” The budget cuts will not attract new business or talent to Wisconsin and he suggested that Milwaukee will have to attract new people and business without further help from the state.

I am convinced that the inherited formulas will not work anymore and I am not alone in this view. There is a massive roaming of minds going on here in Milwaukee and elsewhere as the search for an alternative heats up.

There is a radical remnant of Christ followers who are trying to avoid the present paradigms of church ministry in a desperate effort to put distance between the widespread negative perceptions of organized religion and their genuine faith in Jesus. Our Savior paid the redemptive price for a people who would reflect the radiance of his glory and the liberating transformative reality of his presence to every tongue, tribe and nation, but somehow we seem to have squandered his legacy amidst a mess of ecclesiastical misdirection.

Rebuilding Our Community

Built to last Every urban city can be identified as and called “a tale of two cities.” On one side is a tale of a city where residents are doing well, businesses are thriving; Main Street is looking good, there are healthy neighborhoods, safe streets, great restaurants and plenty of entertainment.

However, on the other side is a tale of a city where residents are living below the poverty line, unemployed, homeless, surviving on social services and are a permanent underclass.

Throughout America’s history the growth and expansion of urban cities continue to be the key cornerstone to ongoing economic growth for a region and state. These centers of economic growth are seen as hubs of influence, unique blending of cultures and a great place in which to live, work and play. In another twist, these urban cities

are also places in which many residents struggle to find affordable housing; deal with stop-and-frisk, limited access to quality health care, no livable wage employment, high crime, and local confused politics and where some lives don’t matter.

In the view of many, civic, business and industry leaders want to promote what is “positive” about the city and

what it has to offer, rather than what is “wrong.” There is always a need to put our “best foot” forward and that is understandable. Presenting what is happening and going well in the city is just a part of a larger narrative of how to keep new business coming and that keeps the economic growth wheel turning. Any “bad” news or too much of it helps create

another image of the city and may become a reason why a conference, new startup or company expansion does not occur.

No matter how things go and what happens, Urban America is not going anywhere. Over time, the characters have changed, but urban America has always been and will continue to be a place in which improvement is always possible. For all its uniqueness, fascination and creativity and a “tale of two cities,” Urban America remains a place in our heart with its success stories, waste, pain and hope.

The greatest question for us in this new age and for this new generation is how can we help bring about the change we so desperately seek? How can we help all residents in urban America feel a sense of value? Are there any quick fix solutions

to the multifaceted problems in urban America? Are people willing to come together to address various problems?

The answer to these and other questions is still out... and we will see. What do you think?

business development vision becomes a reality, as shown in the well designed rendering for the downtown area, but not as the owners or the builders, that’s the profit making ownership investing team’s job to handle that.

To keep its business like a financial layout for the Milwaukee Bucks new arena, it should look like: Kohl’s $100,000,000; the owners $250,000,000; the NBA $100,000,000; and the State of Wisconsin’s $100,000,000, with the city and county providing infrastructure support, additional payments for the wealthy owners, from the

State common citizens is not a good option. And our state governor has stepped up to cut a deal to build the new arena in Milwaukee.

It's being said that the larger wealthy Milwaukee business community is ready to get this new arena deal done. I would hope that they would consider keeping the common citizens as their great sideline fans. And the National Basketball Association league officials have said they would buy back the franchise for $575,000,000.

Forbes Magazine has said the Bucks are now valued at $600,000,000.

Electronic aggression (cyber-bullying) (Week 4) Bullying is not new. People have been bullied for generations. Even in the Bible we see in the story of David and Goliath a bullying incidence.

1 Samuel 17 records how Goliath bullied, mocked, teased and intimidated the children of Israel until David stood up to him. While bullying is not new, it certainly has changed a lot over the years.

Now there’s cyber-bullying which is bullying through the use of digital means. All forms of bullying are wrong.

If you ever have been bullied, picked on, made fun of, teased or had some rumor circulated on a social media site, you know how hurtful it can be. It is important for parents to address this issue with their children and for youth leaders to address this matter with their youth groups to stop bullying. In the concluding article, this writer will present the warning signs of bullying provided by stopbullying.gov.

There are many warning signs that may indicate that someone is affected by bullying—either being bullied or bullying others. Recognizing the warning signs is an

important first step in taking action against bullying. Not all children who are bullied or are bullying others ask for help. It is important to talk with children who show signs of being bullied or bullying others. These warning signs can also point to other issues or problems, such as depression or substance abuse. Talking to the child can help identify the root of the problem.

Signs a child is being bullied When a child is being bullied, there are some signs you can look for. Look for changes in the child. However, be aware that not all children who are bullied exhibit warning signs. Some signs that may point to a bullying problem are: • Unexplainable injuries.

• Lost or destroyed clothing, books, electronics, or jewelry.

• Frequent headaches or stomach aches, feeling sick or faking illness.

• Changes in eating habits, like suddenly skipping meals or binge eating. Kids may come home from school hungry because they did not eat lunch.

• Difficulty sleeping or frequent nightmares.

• Declining grades, loss of interest in schoolwork, or not wanting to go to school.

• Sudden loss of friends or avoidance of social situations.

• Feelings of helplessness or decreased self-esteem.

• Self-destructive behaviors such as running away

from home, harming themselves, or talking about suicide.

In understanding bullying, the CDC suggests there are ways to prevent bullying. The ultimate goal is to stop bullying before it starts. There are school-based prevention programs that are in place.

Based on a review of the limited research on schoolbased bullying prevention, the following program elements are promising: • Improving supervision of students.

• Using rules and behavior management techniques to detect and address bullying by providing consequences for bullying.

• Having an anti-bullying policy, and enforcing that policy consistently.

• Promoting cooperation among different professionals and between staff and parents.

Beloved, youth must be reminded that bullying is a very serious issue. Talk to your child about bullying and know the sites they visit when they are on the Internet. Most importantly, firmly establish the rules regard-

True Love celebrates 35th Anniversary Rev. Dr. Gary Levy, pastor, and the congregation of True Love Missionary Baptist Church, paused April 26, 2015 to observe their church’s 35th anniversary, which was founded as a Mission in the basement of the home of Pastor Rudolph and First Lady Aretha McCullar located at 1816 W. Cherry Street in Milwaukee, Wisconsin. A few months later, True Love was organized as a church at 210 W. Keefe Avenue by Rev. Dr. Louis Beauchamp – Pastor of Antioch Missionary Baptist Church and President of the Wisconsin General Baptist State Convention of Wisconsin, Inc. in 1980. The 35th Anniversary theme was: “…upon this rock I will build My church and the gates of hell shall not prevail against it.”

(Matthew16:18). Rev. Dr. Archie Ivy (standing at podium) of New Hope Baptist Church preached the Anniversary Message, saying: “…the function of the church is to spread the good news of Jesus Christ who is the founder of the church."

MPS student in the running for nation’s highest honor for graduating HS seniors

Reagan’s Alethia Tilford is a 2015 Presidential Scholars semifinalist

A senior at Milwaukee Public Schools’ Ronald Reagan College Preparatory High School is a semifinalist for the 2015 Presidential Scholars award, the Wisconsin Department of Public Instruction announced Tuesday.

Alethia Tilford is one of only nine Wisconsin students in the running for the award, considered the nation’s highest honor for graduating high school seniors.

Created in 1964, the program honors some of the nation’s most distinguished high school students. Of the nation’s 3.3 million graduating seniors, only 4,300 are candidates for the award, based upon exceptional performance on the ACT or SAT college admissions test, and just 565 students earn the right to be considered semifinalists.

Candidates were invited to complete an application that includes essays, self-assess-

New specialty medicines drive up drug spending Report finds costs are highest they’ve been in a decade

New medicines targeting conditions like hepatitis C, cancer and multiple sclerosis helped to propel drug spending to its highest level in more than a decade, a new report finds.

Medicine sales jumped 13 percent, to nearly $374 billion, in 2014 after a period of mostly low single-digit growth, according to the report released recently by the IMS Institute for Healthcare Informatics in Parsippany, N.J. Last year’s increase was the largest since 2001, as spending rose 17 percent to nearly $174 billion on the growth of new “blockbuster” drugs, the report said.

For the report, the IMS Institute tallies U.S. drug spending across all settings -- from hospitals to retail pharmacies -- and outlines the forces channeling that growth. The institute received no drug company or government funding for the report.

New drug innovation, higher sticker prices and fewer patent expirations on brand-name medications led to sharply higher spending last year, the study authors noted.

“The good news is there’s a lot going on in terms of new drug development -- a record number of new treatments and a strong pipeline that suggests we’ll continue to see real high levels of innovation coming into the market,” said one of the report’s authors, Murray Aitken, executive director of the IMS Institute for Healthcare Informatics.

disease hepatitis C accounted for $11.3 billion in spending.

That means the new hepatitis C medications accounted for nearly half of the $24.5 billion spent on new products in 2014, the report noted.

That leaves patients paying a significant share, or all, of their drug costs.

Daniel Klein, president and CEO at the Patient Access Network Foundation in Washington, D.C., said health benefit plans increasingly “bake in” high out-ofpocket costs, leaving many people underinsured.

“When you get into the specialty drug tiers, you can easily be looking at 40 percent coinsurance,” Klein said.

Coinsurance is the percentage of the cost of covered medicines that patients have to pay themselves. Klein’s organization helps insured patients pay their share of the cost of medicines for cancer, chronic illness and rare diseases.

Specialty drugs grew by 26.5 percent last year, the IMS Institute report found.

This category includes injectables and other high-cost medicines that specialists typically prescribe. These drugs now account for onethird of spending on medicines, according to the report.

Four breakthrough medicines for treating the liver

Depression and diabetes are each hard on the brain, and having both conditions may significantly raise the risk of dementia, according to new research.

“What this argues for is, we need to do a better job of both identifying diabetes and depression and then really treating them once identified,” said study researcher Dr. Dimitry Davydow, an associate professor of psychiatry and behavioral sciences at the University of Washington School of Medicine in Seattle.

His team looked at dementia risk among 2.4 million people in Denmark, age 50 and older, who had depression, type 2 diabetes or both, and compared them with people who had neither condition.

The researchers also took into account pre-existing medical conditions, such as cerebral vascular problems, complications such as kidney problems and other ailments.

“Even after taking those into account, diabetes itself raised the risk of dementia by 15 percent, depression by 83 percent and the two together by 107 percent,” Davydow said.

The association was espe-

cially strong in people younger than 65. In that age group, “a quarter of the cases [of dementia] were attributed to depression and diabetes,” he said.

In Western populations, type 2 diabetes and major depression are increasingly common. And as many as 20 percent of people with diabetes, which is rapidly increasing in younger groups, also have depression, the researchers said in background notes with the study.

“To our knowledge, this is the first study to look at this issue in this way,” Davydow said. The findings were published online April 15 in JAMA Psychiatry.

The study points out a complicated link between depression, diabetes and dementia, but does not establish a direct cause-and-effect relationship.

“There is lots of evidence

that those who struggle with depression are more likely to develop chronic medical problems like diabetes and heart disease and high blood pressure,” Davydow said.

“They are less likely to take medications if they are depressed. Those who have diabetes are more likely to suffer from depression,” he added.

Moreover, diabetes makes it more likely that plaque will develop in blood vessels, which can lead to strokes and dementia, Davydow said.

Diabetes and depression each threaten brain health, said Dr. Charles Reynolds III, of the University of Pittsburgh Medical Center, and author of a commentary accompanying the study.

Both "pose threats to vascular health, thereby impeding maintenance of healthy brain aging and functioning, and posing a risk for cognitive decline,” he said.

Reynolds urged those who have a combination of diabetes and depression to get treatment for both in order to protect their brain.

“Lifestyle choices, such as increasing physical activity, will also benefit the management of both conditions,” he added.

The Kentucky Derby's forgotten Black Jockeys Compiled by: Lynda Jackson Conyers This upcoming weekend, the 141st running of the Kentucky Derby will be held at the legendary Churchhill Downs. But behind the horses, hats, and parties there is a piece of African American history that has long been overlooked.

When St. Croix native Kevin Krigger led Goldencents into the starting gate for the 139th Kentucky Derby, he became only the second black jockey in the last 92 years to ride in the Run for the Roses. Although African American jockeys may be a rarity now, they dominated the winner’s circle in the race’s first three decades.

On May 17, 1875, thousands of eager horse racing fans poured through the gates of Churchill Downs to get their first looks at Louisville’s sparkling new racetrack and cheer on the thoroughbreds in the featured race, the inaugural Kentucky Derby. Finely dressed gentlemen and ladies adorned in bright colors thronged the grandstand and hundreds of

carriages filled the infield as the horses toed the line for the day’s second race. At the tap of a drum, fifteen horses thundered down the track. As excited shouts echoed across the oval, jockey Oliver Lewis spurred on his chestnut colt Aristides to a one-length victory in the fastest time ever recorded by a three-year-old horse.

That Lewis was a black man in the sport of horse racing was of little note. In fact, 13 of the 15 riders in that first Kentucky Derby were African Americans. In the years following the Civil War, black jockeys dominated horse racing at a time when it was America’s most popular sport. African-American riders were the first black sports superstars in the United States, and they won 15 of the first 28 runnings of the Kentucky Derby.

For centuries, Southern plantation owners put slaves to work in their stables.

Slaves cared for and raced their masters’ horses. They served as riders, grooms, and

After emancipation, AfricanAmericans continued to rule Southern race circuits while white immigrants from Ireland and England predominated in the North.

Former slaves and their sons starred at Churchill Downs in the 1800s. Not only was 1875 winner Aristides ridden by an African American, he was trained by a former slave known for superb horsemanship, Ansel Williamson. Much like the equines he conditioned, Williamson was sold from owner to owner. In 1864, R.A. Alexander, proprietor of the famed Woodburn Stud Farm, purchased Williamson. After

emancipation, the former slave continued to work with his former master as did a standout black jockey named Ed Brown who would train the 1877 Kentucky Derby winner Baden-Baden and eventually operate his own racing stable.

While the 1880s saw professional baseball draw the color line, not to be broken until the Brooklyn Dodgers called up Jackie Robinson in 1947, African Americans continued to thrive on the track. No black riders, however, surpassed Isaac Murphy, considered by some to have been the greatest American jockey in history. The son of a former slave, Murphy won at an incredible clip, consistently winning more

than a third of his mounts.

In 1891, he became the first jockey to win successive runnings of the Kentucky Derby and the first rider to win three overall. A decade later, Jimmy Winkfield matched the back-to-back feat after riding Alan-a-Dale to victory in the 1902 Kentucky Derby.

Then, suddenly, the rich African American tradition at Churchill Downs ended.

The rising tide of institutional racism that swept across Gilded Age America finally seeped into the world of horse racing. Jim Crow was on the ascent, and the U.S. Supreme Court itself blessed segregation in the 1896 Plessy v. Ferguson decision.

Emboldened by the societal changes, resentful white jockeys at northern raceways conspired to force blacks off the track, in some cases literally. During the 1900 racing season, white jockeys in New York warned trainers and owners not to mount any black riders if they expected to win. They carried out their threats by boxing in black jockeys and riding them into—and sometimes over— the rails. In a cruel irony, free sons of former slaves felt the sting of whips directed their ways during races. Race officials looked the other way.

Owners realized that black riders had little chance of winning given the interference. Even Willie Simms, the only African American jockey to win all three of the Triple Crown events, had to beg for a mount.

By 1904, black riders had been virtually banned from the major racetracks, including Churchill Downs, and the complexion of the Kentucky Derby had been changed forever. Black participation dwindled, and no AfricanAmerican rode the race between 1921 and 2000, when Marlon St. Julien guided Curule to a seventh-place finish.

Barred from the United States, African American jockeys took their talents to Europe. Winkfield, for instance, starred in Czarist Russia, and after the Russian Revolution he raced in Poland, Germany, and France before retiring with some 2,600 wins in an incredible career. No black man has won the Run for the Roses since Winkfield’s 1902 triumph. Krigger ended the drought at the 139th Kentucky Derby, and as a memento of a once-proud history, he keeps a photograph of Winkfield in his locker as a constant reminder.
