Local historian Irene Goggans receives honorary doctorate from UWM On Sunday, May 17, 2015 local community historian Irene Bishop Goggans received the honorary degree, Doctor of Community History, from the University of Wisconsin-Milwaukee School of Education. Dr. Goggans has distinguished herself as a significant scholarly contributor on the subject of African American community history, particularly that of Milwaukee. Dr. Goggans has chronicled the events, people and places of note in Black Milwaukee since coming to the city in the 1940s as a teenager from her hometown of Dyersburg, TN. She has served as a consultant to numerous media and community programs on African American community history; and was recognized in 2012 as a “Social Justice Icon” Special Honoree by the Milwaukee Times Black Excellence Awards. The newly christened Dr. Goggans is flanked by UWM Chancellor Dr. Mark Mone (left) and School of Education Dean Dr. Alan Shoho at the commencement ceremony.

Nineteen community leaders were honored for their dedicated service and civic involvement. Over hundred fifty people donned in stylish head crowns attended the annual event. Riley B. King, the legendary guitarist known as B.B. King, whose velvety voice and economical, expressive style brought blues from the margins to the mainstream, died Thursday, May 14, 2015. He was 89. His daughter, Patty King, said he died in Las Vegas, where he announced two weeks ago that he was in home hospice care after suffering from dehydration and a series of diabetes related mini-strokes. King of the blues The Mississippi native's reign as "king of the blues" lasted more than six decades and straddled two centuries, influencing a generation of rock and blues musicians, from Eric Clapton and Stevie Ray Vaughan to Sheryl Crow and John Mayer. His life was the subject of the documentary "B.B. King: The Life of Riley" and the inspiration for the the B.B. King Museum and Delta Interpretive Center, which opened in Mississippi in 2008.

King's enduring legacy came from his refusal to slow down even after cementing his status as an American music icon. Even with a long list of honors to his name -- a Grammy Lifetime Achievement Award, Rock and Roll Hall of Fame induction, a Presidential Medal of Freedom -- he maintained a relentless touring schedule well into his 80s. Throughout his career, King evolved with the times to incorporate contemporary trends and influences without straying from his Delta blues roots. Whether he was
sharing the stage with U2 on "When Loves Comes to Town" -- a scene memorialized in the 1988 concert film "Rattle and Hum" -- or playing in the East Room of the White House with Buddy Guy, Mick Jagger, Jeff Beck and others, King's single-string guitar notes trilled with an unmistakable vibrato from his hollow-bodied Gibson affectionately known as Lucille. King was born on September 16, 1925, on a cotton plantation between Indianola and what is now Itta Bena, MS. He sang with church choirs as a child and learned
Mayor Barrett visits four local churches for 'Eleventh Annual Ceasefire Sabbath' This past weekend marked the eleventh anniversary of Mayor Barrett’s Ceasefire Sabbath, an effort to mobilize the faith-based community to work collaboratively to reduce gun violence and strengthen neighborhoods. On Sunday, May 17, 2015 Mayor Barrett visited four places of worship to engage the various faith communities in an effort to fight violence and promote safety in Milwaukee. In addition, Mayor Barrett has asked all faith leaders to preach a message of peace and non-violence while also reflecting on the lives of those lost over this past year due to gun violence. In his youth, he played on street corners for dimes, saying he earned more in one night singing on the corner than he did in one week working in the cotton field. Beale Street Blues Boy He enlisted in the Army during World War II but was released because he drove a tractor, an essential homefront occupation. In 1947, he hitchhiked to Memphis, TN, home to a thriving music scene that supported aspiring black performers. He stayed with his cousin Bukka White, one of the most celebrated blues performers of his time, who schooled King further in the art of the blues. King took the name Beale Street Blues Boy, or BB for short, as a disc jockey for radio station WDIA-AM Memphis. He got his first big break in 1948 by performing on Sonny Boy Williamson's radio program out of West Memphis, leading to steady engagements at the Sixteenth Avenue Grill in West Memphis and a 10-minute spot on WDIA. As "King's Spot" grew in popularity on WDIA, King shortened "Beale Street Blues Boy" to "Blues Boy King" and eventually B.B. King. His ascent continued in 1949 with his first recordings, "Miss Martha King/Take a Swing with Me" and "How Do You Feel When Your Baby Packs Up and Goes/I've Got the Blues." His first hit record "Three O'Clock Blues" was
released in 1951 and stayed on the top of the charts for four months. It was during this era that King first named his beloved guitar Lucille. In the mid1950s, King was performing at a dance in Twist, AR, when a few fans became unruly and started a fire. King ran out, forgetting his guitar, and risked his life to go back and get it. He later found out that two men fighting over a woman named Lucille knocked over a kerosene heater that started the fire. He named the guitar Lucille, "to remind myself never to do anything that foolish." Over the years, he racked up 30 Grammy nominations and 15 wins, including two in 2000: one along with Eric Clapton for Best Traditional Blues Album for "Riding with the King" and another with Dr. John for Best Pop Collaboration with Vocals for "Is You Is, or Is You Ain't (My Baby)." His last was in February 2009 for Best Traditional Blues Album for "One Kind Favor" (2008). Slowing down King finally started showing signs of his age last year after decades of living with Type II diabetes. A shaky show in St. Louis prompted his reps to issue an apology for "a performance that did not match Mr. King's usual standard of excellence." He fell ill in October after a show at Chicago's House of Blues due to dehydration and exhaustion, prompting a rare cancellation of the remainder of his tour.

Remember the fallen For the past two generations and counting we have been known as a nation at war. And it seems things will not change during this decade. Some conflicts have been large scale mobilizations that have included active services, Ready Reserves and state National Guard troops. While on the other hand, there have been many more smaller operations that include guarding foreign embassies, NATO peace keeping missions, humanitarian causes and special ops. But nevertheless, we continue to send men and women into harm’s way to be the defenders of freedom and to protect a host of national interests around the world. According to a recent article in The American Legion magazine (May 2015), entitled “America At War,” by Alan W. Dowd, he provides
a chronological view of U.S. military interventions and the prices paid since the Revolutionary War (1775-1783). In his research of various sources including the Congressional Research Service (CRS), Congressional Budget Office (CBO), Department of Defense, Veterans Museum and Memorial Center, Smithsonian Institution and various media outlets, he noted that there have been 330 U.S. military interventions or “notable deployments of U.S. military forces overseas” since 1798. From that list he takes a look at 26 conflicts in terms of vital statistics of the nation’s most consequential and/or costly military engagements. What is so striking from his research is that he looks at the costs of these conflicts in terms of the number of U.S. military deaths, wound-

Twelve hours on Saturday May 16, 2015 was a snapshot of the violence that plagues Milwaukee. In those 720-minutes, 11 people were hurt in 7 shootings in the city of Milwaukee. borderline ridiculous. People meeting at a vigil for someone slain Friday were fired upon. Really? Hollywood couldn’t make up this insanity. It seems as if inner cities around the country are stuck in a bad rap song that won’t end. Attempted robberies and arguments were the other reasons for the other shootings. Many will say the person robbed shouldn’t have forerunner to the very near grees, how will they act when been where the event future. If people are going it’s 85 or 90? The sad part happened. ed, total serving during that conflict and what were the financial costs as it relates to the GDP (gross national product). The raw data is unbelievable and eye opening, to somehow realize that war will continue to be a part of our daily lives for many more years to come. There are no easy answers of how to prevent the next war or conflict, but every day we are reminded that we live in a world full of people whose lives are touched and affected by the
results of war. Of course this is not the whole picture about the “cost of war” and the ongoing impact upon families who lost fathers, mothers, brothers, sisters, uncles and aunts while they served in the military. Let’s not forget those who became prisoners of war (POWs) and those wounded and returned physically and mentally disabled and who now need ongoing and long term medical care. Let’s not forget about all those families for whom quality of life has been altered, shattered and shortened due to military service. And what about all those returning veterans who are unable to find and keep a job, living homeless, no place to go, unemployed, and who have limited access to quality health care. You cannot place a price tag and add those numbers up. So, I
The violence that has taken the city by storm in the last few months is on a higher level. There have been 56 homicides in Milwaukee compared to just 20 at this time last year. Barrett’s message to the churches was one of reaching young males. This is the same spiel given by others before Barrett for the last 30 years around the country. The listening to this same pathetic rant, lack of action and the de-evolution of rap music is why Milwaukee is a shooting gallery. Speeches to elderly or pious church members who go home and look at the prototype goon in their children has failed the USA. Everyone can see the problem except when it’s sleeping in the next room or has your bloodlines. Everyone knows what’s next. There will be a rally or march calling for a end to the violence in the community. Then there will be an after gathering where violent music will be played. Later on that night the shooting will start and the next day Barrett will be out looking for saints. May is National Foster Care Month (part 1) May is National Foster Care Month. In the Department of Health and Human Services’ statement observing National Foster Care Month in 2014, it was noted by the HHS Secretary: Each May, National Foster Care Month serves as a reminder that there are children, youth, and families in our communities who require our collective support to achieve safety, permanence, and the tools needed to thrive in adulthood. This month is a time for us to acknowledge and express our gratitude to those who provide a helping hand to children in foster care, including professionals, foster parents, mentors, and others. The HHS Secretary went on to say, National Foster Care Month is also a time to reflect on how we can work together to better serve all children and ensure that every child has a safe, permanent family and that their well-being needs are met. Nearly 400,000 children in the United States are in foster care. Most will be reunited with their families or find
a permanent home through kinship care, guardianship, or adoption. However, it also is important to remember that each year approximately 24,000 youth “age out” of foster care without a permanent legal family. Foster parents give a child a safe and loving place to stay while the child’s parents are unable to provide for them. These children come from a wide variety of backgrounds and situations. They are children of all ages and races. The children in the most need of homes are children with special needs, including teenagers, siblings and
children with physical, emotional or behavioral disabilities. Above all, most of these children need a loving and stable place to call home. This writer recognizes that in Wisconsin more than 5,100 families are currently licensed foster care providers in the State of Wisconsin and on average, 7,000 children in the State of Wisconsin will be placed with these foster families. On a typical day, approximately 8,000 children are living with foster families. Therefore, this month this column will place the spotlight on National Foster Care Month and the foster parents who open their homes to children. Legislative plan offers nothing to improve academic outcomes; removes local control A plan recently announced by State Senator Alberta Darling and Representative Dale Kooyenga to create a socalled “turnaround district” from some of Milwaukee Public Schools’ lowest performing schools is seriously flawed. The plan will do little to improve student achievement because it doesn’t focus on improving outcomes. The plan could also cause significant financial distress to MPS, potentially setting up a scenario similar to what’s taking place in Michigan, where school districts around the state could pay for the debt of Detroit Public Schools, which experienced a state takeover several years ago. First, let’s consider the details of the Darling/Kooyenga plan. The plan calls for changing the governance – who runs the school – with no details on how this plan will improve student achievement. It seems to focus only on closing public schools and reopening them as private
or charter schools instead of focusing on improving achievement and the challenges students face. Under this plan, the Milwaukee County Executive would appoint a commissioner to oversee, initially, up to three MPS schools. The commissioner could then run the schools or appoint voucher or charter operators to take on the day-to-day operation of the schools. Up to five additional schools could be selected each year. There are a number of problems with this approach. It provides indefinite oversight to a non-educator, the Milwaukee County Executive, at a time when Milwaukee County is facing significant problems of its own. A Public Policy Forum report indicated MPS is in better financial condition than Milwaukee County. It also removes decision-making from the democratically elected school board and MPS Superintendent Dr. Darienne
Driver, who was just appointed superintendent October 1, 2014. Secondly, the plan sets no standards for academic achievement and has no measures for improving outcomes. There is no accountability. The vouchers or charters that might run these schools do not have to demonstrate a track record of success. The Darling/ Kooyenga effort also focuses solely on MPS as opposed to including schools across all sectors in the City of Mil-
waukee that need to improve student achievement. A December 2014 Public Policy Forum report found that the schools with the lowest performance in Milwaukee are voucher schools, not MPS. So-called “turnaround districts” are not new, but they have failed to show they significantly improve academic performance. The oldest such district is in New Orleans where nearly every school was taken over by charters after Hurricane Katrina. However, a group of experts from New Orleans who visited Milwaukee in March stated that only four schools actually perform above state average. Finally, this plan puts the significant fiscal improvement MPS has made over the last four years in jeopardy. The Milwaukee Board of School Directors had made tough decisions and reduced the financial liability for unfunded post-employment retirement benefits by 70
percent. However, $1.4 billion in liability remains. The board continues to pay that amount down. But if fewer students are in MPS because they’ve been taken over by the state, continuing to pay down debt becomes virtually impossible. In Detroit, a state takeover of schools could prove to be a financial disaster for taxpayers statewide. The state is now recommending what amounts to a bailout of the Detroit Public Schools’ debt, which totals $458 million. That bailout will be paid for by the rest of the state with school districts receiving $50 less per pupil. There’s still time to contact your legislator. Call the Wisconsin Legislative Hotline at 1-800-362-9472. Let your legislator know the Darling/ Kooyenga plan is wrong for MPS and wrong for Milwaukee.
National win for mobile app created by Washington HS students
Students Zwannah Khalil, Charles Wallace and Melissa Vernon created the bowling app, which is available for free at the Google Play store. A group of next-generation information technology entrepreneurs from Milwaukee Public Schools’ Washington High School of IT is one of just five groups from around the country to win the first-ever Lenovo Scholar Network National Competition for the mobile applications they created. Users of the new “WHS Bowling” app have the chance to aim for strikes and spares at a virtual bowling alley while they receive rotating messages encouraging positive behavior. The messages also discourage bullying and texting while driving. The top-five win means the students have the chance to win the “Fan Favorite” award. Students are asking the MPS and Milwaukee communities to vote for them by visiting lenovoscholars.com/vote.
The national honor also means the school will receive $2,500 to bring the winning students and their app to the National Academy Foundation’s NAF Next conference in July in Anaheim, CA. The students take part in Washington High School of Information Technology’s National Academy Foundation IT Academy, which includes seven IT courses. Students had the opportunity thanks to Washington being one of only 10 U.S. high schools to win a mobile app development program through NAF and Lenovo. As Lenovo Scholar Network participants, students were able to build the app with the help of the “App Inventor” program created by the Massachusetts Institute of Technology (MIT).

For that reason, thousands of people every year choose to adopt. And like Ted, without adoption, many of these peoples’ lives would remain unfulfilled. Before considering adopting a child, many couples attempt infertility treatments, such as in vitro fertilization (IVF). Some find success, but many do not. In fact, according to the American Pregnancy Association, only 30 to 35 percent of women under 35 years old will become pregnant though IVF. As women get older, their chances of success decrease dramatically. Many couples whose first attempts are unsuccessful try again and again. With each failed attempt, more money is lost, and sometimes the woman suffers mental and

1. Learn about adoption Being here is a good first step. Read through all of the information available here and in the All About Adoption sections. Check out our online course "Foster Family to Forever Family". You may also want to look for books and magazines about adoption at bookstores, libraries and on other websites. Attend an adoptive parents' support group or adoption conferences. Visit adoption agencies' websites. National Adoption Center (NAC) offers a social networking site for adoptive families and those interested in adoption.To view or share information with this adoption community, click here (http://www.adoptspeak. org/) 2. Select an agency You must work with an agency licensed in the state where you live. Contact several agencies to ask about the type of children they place, their fee structure, how they assess and prepare families, and how long it will take. Get references: speak with other parents who have used the agency you are investigating. Check whether the agency is licensed by your state to provide adoption services. You do not need an attorney at this point, but you may want to ask which legal services will be provided by your agency and which services you may be responsible for on your own. Visit AdoptMatch for agencies in your area. 3. Complete a homestudy A homestudy is a series of meetings between you and an agency social worker. Think of it as an ongoing conversation which is part of the adoption process and prepares you for parenting. The social worker who prepares your homestudy will need to ask you for certain documents such as birth certificates, marriage license, child abuse clearances and personal references before finalizing his or her report. At least one meeting will be at your home. All individuals who live in your home will need to attend. The social worker is not there to do a “white glove” inspection of your home, but is there to ensure that you and your family are prepared to have a child or
youth in your home and that you are ready to parent. Your social worker can also answer questions for you and point you in the direction of further resources to support you as you move along on your journey. 4. Search for a child You begin the search for a child, teenager or sibling group when your homestudy is complete. Your agency will have children in its care or your worker will search for a child for you by networking with other child placing agencies. You can also be active in the search. View our waiting children. Explore other exchanges' or agencies' photolistings of children. 5. Exchange information with child's agency When you locate a child who seems like the right match to all parties involved, your worker and the child's worker exchange information. Your homestudy is sent. If the child's worker is interested in your family, you may then receive the child’s profile. This step of the process may take some time and calls for both patience and persistence. 6. Learn that you have been selected for a child You and several other families may be considered at the same time. The child's worker makes the final decision on which family can best meet the child's needs. When you are selected, more confidential information is shared, so that you can be sure this is the child for you. If the child's parental rights are not legally terminated, it will be done at this time. 7. Meet and visit with the child The first meeting with the child is followed by several visits over a few weeks or months. If the child lives in another state, the child's agency will work with you to arrange for at least one or two visits. Paperwork, such as the Interstate Compact or adoption assistance agreement, is completed. You are getting ready to add a new child to your life. 8. Receive a placement The placement date is when the child comes to live in your home. Your agency will visit and work with you for several months in postplacement supervision. During this time you file a legal intent to adopt petition. (Continued on pg. 14)
