Milwaukee Common Council presents extensive list of recommendations to improve public safety

Milwaukee Common Council President Ashanti Hamilton, Alderman Bob Donovan, and several other city officials presented a list of public safety, policing and criminal justice recommendations on Tuesday, August 23, 2016 at a press conference held in the Common Council chamber anteroom at City Hall. President Hamilton said the recommendations were the first of a series based on extensive intergovernmental discussions conducted by the Public Safety Committee as well as personal interviews with police and other stakeholders. The committee work began before two days of violence and property destruction in the Sherman Park neighborhood on August 13-14. The council will hold two public listening sessions and future recommendations will incorporate information from those meetings. In addition to public safety, policing and criminal justice issues, future recommendations will include resident engagement, public education, community relations and job creation strategies, according to President Hamilton, who added that more details would be made Pictured are Milwaukee Common Council president Ashanti Hamilton (left) and Alpublic soon. The hard lesson of Republican education cuts By Urban Media News Staff

A good public education is the key to building a successful and prosperous life for our children, our grandchildren and people across our community. Despite this, Gov. Scott Walker and the Republicans who control our state legislature have put the education funds of our neighborhoods on the chopping block. Not only have they attacked teachers who serve our kids, but also they have stolen money from our schools to give to millionaires, billionaires, corporations and privatized, unaccountable schools. The Republicans have already slashed $1 billion from our public schools, while giving out a tax break that hands millionaires $150 million every year. Even worse, they have placed our public school students at risk in order to advance their extreme right wing agenda and please their biggest donors, who want to see our public schools fail. They’re willing to rig the system and sacrifice our children’s futures to get what they want. They attack our public schools even though when public schools and taxpayer-funded private operations are compared equally, public schools win the comparison.

Private schools in the voucher program in Wisconsin will receive hundreds of millions of dollars from state taxpayers this school year. Yet they remain exempt from many of the performance and safety standards we put on public schools -- even after studies showing lackluster performance and news reports of questionable uses of public funds. Instead of cracking down on subpar schools with fair accountability measures and standards, state Republicans are locking us into a system in which students that are in private voucher schools declared to be “chronically failing” can continue to use taxpayer funded vouchers to attend these schools. The issue here isn’t the availability of better choices for students in Milwaukee. The issue is ensuring those better-seeming options actually are better. It is just common sense to require the people entrusted with educating the children at private voucher schools receiving tax dollars to be qualified, licensed professionals. After all, that’s what the law currently requires of our public schools. But that’s not currently the case for voucher schools. And Republicans don’t care. But that’s because of the political clout wielded by the school privatizers in Wiscon-

An NCON Communications Publication

sin. Gov. Walker’s campaign chair runs an $800 million right wing funding machine which has invested $100 million in propaganda attacking our public schools. The American Federation for Children, a front group overseen by former Republican Assembly Speaker Scott Jensen, has publicly bragged of pouring massive amounts of campaign cash to elect sympathetic legislators. And out-of-state millionaire and billionaires, including heirs to the Wal-Mart and Amway fortunes, have consistently made large campaign contributions directly to voucher friendly Republican elected officials. Scott Walker has gotten $2 million alone in contribution to his political campaign account from school privatization supporters. It is important that we set expectations for the quality of education our kids receive in the schools that we pay for. It is reasonable to expect consequences if expectations are not met. Unfortunately the efforts of Walker and his Republicans fall woefully short of protecting our children and tax dollars, instead putting ideology and political payback before helping our schools be the best that they can be.

Rebuilding Our Community

By Dr. Andrew Calhoun, Ed.D. Special to the Milwaukee Times

Where do we go from here? It been a long hot summer already and with a few more weeks to go...it is our hope and prayers that it does not get any hotter. And in light of recent events, it is clear that Milwaukee is just like so many other major cities in America that need a lot of attention and it's needed now. From what has already occurred it is clear that a lot of elected officials are not in tune, plugged-in or connected as they should be to what is happening on the grass root level. For those of us who work, live and play on the grass root level, it’s a different ballgame. We are keenly aware of what happening, who’s who, what’s what and what’s going down. Sadly, what too often is missing in grass root communities are the people who serve as connectors, organizers and advocates. They

speak the language and know firsthand of the pain, suffering and trauma that goes on each and every day. They know people by their first names, their families and history. In addition, they make themselves available when called upon, to fill gaps and to listen to those who have

greater cause. Each of these events, regardless of specifics, helps us to pause, to take a step back and reevaluate what happened, why it happened and to find ways to keep it from happening in the near future. Each occurrence also provides us with a window of opportunity to begin a new dialog, to share our stories of faith, hope, and peace and to demonstrate some goodwill. During these unsettling times, it is not easy to look beyond what has happened no voice. They are "people and to see the bigger picture persons" and are proud to be of what is possible. Singing our own death warrant African Americans are signing their own death warrant. The acts of civil unrest that have taken place around the country are guiding African Americans to their demise. I wish there was another way to put it, but I won’t mince words. If African Americans continue to act foolishly and commit civil unrest they will be put down. I know African Americans are tired of police brutality. Yes, police have killed African Americans in the streets with impunity. Yes, society places the African American on the level of a mild mannered plow horse. Yes, there is a disparity in economic means in the USA. These issues have been around since 1492. In Milwaukee the African American community has lashed out in violent fashion. The burning of a gas station and other acts have put the powers that be on notice. But, not in the way African Americans think. The burning of a gas station or beating an innocent doesn’t scare the power structure. These actions enable them. The question African American need to ask: It enables the power structure to do what? No one deserves to be shot down on the street unarmed for a traffic stop or any other minor reason. Why do the police feel they have the power to do this? African Americans kill each other for lesser reasons. I have said it before; www.milwaukeetimesnews.com

until African Americans stop killing each other no one else will. No other race or power is going to respect African Americans in any fashion until they respect and love themselves. You want the police and others to stop killing African Americans? African Americans have to stop killing each other. The African American populace is being manipulated into extinction. Anyone attempting to rouse the African American populace into warlike actions is an agent provocateur. According to the Milwaukee Journal Sentinel during the unrest chants were sung. “We can not cohabitate with white people. One of us has to go. Black or white.” Really. There are more white people in the USA than black. Which group would be exiting? Also look at the wording, cohabitate? Someone educated came up with that chant because the verbiage in the African American community

is usually on the text message level. If African Americans can be duped into civil unrest then the government will have no choice but to take action. Who would benefit from placing masses of African Americans in holding camps? Would clearing African Americans out of choice inner-city real estate be a boon or bust to society? The media usually tells the story about unrest in the community. If the story is slanted in a negative fashion, even the nice white people will look the other direction when the busses take African Americans away. The holding camps are already set up around the USA. Because there are no more factory or agriculture jobs, many African Americans have no place in society. True, there are people of other races without a place. The difference is these other factions aren’t being unruly in society's eyesight. African

Americans are becoming a nuisance. There are foolish African American people who want to scare white society. Instances like the teen that attempted to burn up the vehicle to incite unrest. I will only say this once: a scared white population is the deadliest thing on the planet. If I have to explain any more then you are either foolish or mentally incompetent. There is one key thing that the African American community needs to be rid of: the so-called activist. No African American activist has accomplished anything for the community but made themself famous. African American people were blessed with a mind; use it on your own accord. Quit turning to these neutered activists who only want to see themselves on television and then get a government job. There is an old movie, The Handmaid’s Tale. Watch the beginning. It may be a preview of African American destiny. The Counseling Corner

By Rev. Judith T. Lester, B.Min. M.Th

It’s back-to-school time! (Conclusion) Many local organizations during this time of the year run back-to-school supply drives to collect essential school supplies for students in need. There are many families in our community who are unable to shoulder the costs of essential school supplies. In fact, sometimes the difference between an A+ and a failing student is having the basic supplies to do homework and to participate in class. You can help by creating your own drive and collect new school supplies and donate them to children in your neighborhood, church, or to a local organization, such as the Salvation Army. The Salvation Army’s Back to School Backpack Distribution Program provides backpacks filled with school supplies to all of the children attending schools that have been identified and selected by Milwaukee Public Schools as needing those supplies. The Salvation Army is also the recipient each year of the WISN 12’s phone-a-thon. Last year, backpacks and supplies were delivered to 1,500 children. If you would like to donate to the Salva-

What Is Possible: A high level of respect for the individuals and communities we serve. Adrienne’s breast cancer went into remission in October 2014. But she still depends on the Froedtert & the Medical College of Wisconsin health network for her regular, preventive checkups. Why? Because, as Adrienne says, “They take the time to get to know me and be concerned about me as a whole person, not just as a patient.” And that helps Adrienne continue to give back to the community by working with its youth. COMMUNITY COLUMN Financial Aid 101: Files, family and web access are key By Angela McManaman It’s a sunny late-summer afternoon in UWM’s financial aid office. A line of incoming students spills into the hallway. The phone rings – often. Student workers answer questions up front, professional staff answer emails and process paperwork in back. New student employees are being trained in a basement call center. Now is the busiest time of year for UWM Financial Aid Director Tim Opgenorth, who leads distribution of the approximately $80 million in federal grants, loans and work study that UWM undergraduate students receive every year. Plus, the 2016-17 school year is the first that UWM is working under executive orders from President Barack Obama that Opgenorth says are the biggest changes he’s seen to the federal financial-aid process in his 25 years. The executive orders allow prospective college students to apply earlier than ever for financial aid and they provide students with easier access to their family’s tax information to complete applications. Opgenorth says there’s never been a better time to apply on time – or “as early as you can” – for financial aid. Here is his essential,

easy-to-follow advice. Q: What do prospective college students and their families need to know about starting a financial-aid application? A: Senior year, you should apply for scholarships and admission to the schools that you’re interested in. Prove you’re admissible to a college or university, then you apply for financial aid. Q. How does the financial-aid application process start? A: With the Free Application for Federal Student Aid [FAFSA]. Students have to complete this to be considered for any kind of federal aid – grants, loans or workstudy. Likewise, the State of Wisconsin piggybacks on that, using the FAFSA to allocate state funds. Many colleges also use that application to determine private scholarships and other awards. Q. If I plan to be a UWM freshman in the fall of 2017, when should I apply for financial aid? A. First, apply for admission. Then complete your FAFSA, which is available online starting Oct. 1 of 2016. It’s a big change from prior years, when the FAFSA wasn’t available until Jan. 1. Hopefully, with this new deadline, families will know what their student’s financial-aid package is much earlier – maybe

to list your stepmom or stepdad’s information, too. Q: What happens if I make a mistake on my FAFSA? A: Usually when we see an error on the FAFSA, it’s simply an honest mistake. The worst thing that will happen is that we [UWM financial aid staff] will ask you for more information.

Tim Opgenorth (back row, center) directs the financial aid office at UWM with support from professional staff and a team of student workers. Only a few members are pictured here. More than 80 percent of UWM students receive financial aid. in December or January instead of April or May – and they can plan better. Q: When is the latest a student can complete the FAFSA? A: Submit your completed FAFSA as soon as possible. Our priority is making sure people get the application done completely and correctly. My advice is, if you will be a new UWM student, file by Jan. 1, 2017. If you’re a returning UWM student, file by March 1, 2017. Q: What kind of personal financial information is needed to complete the FAFSA? A: A more recent change is that families can use the prior year’s information from the

Internal Revenue Service. So for a 2017 application, you can transfer your 2015 family income information directly from the IRS. This change makes the process easier. The FAFSA may still look like a daunting form, but it’s not as bad as it seems. Q: Which parent’s income should be on a student’s FAFSA application if her parents aren’t married? A: The general rule of thumb with the FAFSA is that the parent who is providing you with 51 percent or more of your financial support is the parent who should be listed on the FAFSA. You also need to keep in mind your parents’ current marital status. If mom or dad is remarried, you need

Q: What happens to students who file their FAFSA in the late spring or in the summer, right before classes start? A: It takes us longer to process financial-aid awards when applications come in late. And the longer it takes to process, the longer you have to wait before you know how much aid you’ll receive. This makes it harder to make tuition payments, budget for book purchases and cover other fees due at the beginning of the semester. Q: What if Milwaukee’s high school seniors have more questions? A. They can start with their high school guidance counselors. Or, they’re welcome to email our office at finaid@uwm.edu, but give us another three weeks to get all the 2016-17 applications processed! In the meantime, visit us online at uwm.edu/ financialaid.

Career educator brings experience to Northwest side Dr. Mora Anderson joins Capitol West Academy

Capitol West Academy (CWA) has hired Mora Anderson, Ph.D., as Coordinator of Student and Family Services. Dr. Anderson brings 23 years of education-

al experience to CWA and is pleased to be back in an urban setting and at a K4-8th grade school. Dr. Anderson started her career as an English teacher

at Milwaukee High School of the Arts and has been a teacher and associate principal at Washington High School, John Marshall High School, LaFollette K-8 School and

most recently, Nicolet High School. She holds several degrees from the University of Wisconsin-Milwaukee, including a Ph.D. in Curriculum and Instruction.

“Mora has an excellent reputation for helping students maximize their potential through improved family and student involvement, as well as positive behavioral support,” says Donna Niccolai-Weber, Executive Director at CWA on Milwaukee’s northwest side. Dr. Anderson is a good fit for CWA, which is nationally recognized as a School of Character, because of her children-first philosophy. “Mora believes that the student’s needs come first and that teachers and (Continued on pg. 12)

Capitol West Academy (Continued on pg. 11) parents should organize around those needs. She doesn’t just encourage parents to be involved in learning; she invites them into the process,” says Niccolai-Weber. As Coordinator of Student and Family Services, Dr. Anderson’s role is to increase parent/family involvement, provide positive behavior support for students, facilitate teacher and staff development, and oversee disciplinary interventions. One thing that makes CWA unique is its understanding of trauma on the developing brain. This neurodevelopmental focus gives educators and administrators

like Dr. Anderson the right lens to see how kids learn and grow and how exposure to stress or trauma affects the ability to learn. “While Mora has degrees in science and education, there is also an art to education that can’t be taught and she has that, too,” says Niccolai-Weber. “She is here to really help put Capitol West Academy on the map as an excellent school for Milwaukee kids.” Capitol West Academy, 3939 N. 88th St., enrolls students in grades K-4 through 8. It is chartered through the University of Wisconsin-Milwaukee. It is a National School of Character and has been recognized for its Promising Practices by Character.org. CWA is now enrolling students for the 2016-2017 academic year.

'Praise for Peace' concert helps support the community Gospel music headliner Bishop William Murphy, III, the Shekinah Glory Ministry, Charlin Neal of Israel and New Breed and Milwaukee’s own Pastor Marlon Lock of Unity Gospel House of Prayer will perform a special Praise for Peace concert on Saturday August 27, 2016 at 6:00 p.m., in Uihlein Hall at the Marcus Center for the Performing Arts. The concert entitled “Praise for Peace” is sponsored by McDonald’s™ at a special ticket price of just $12. McDonald’s Praise for Peace focuses on the importance of giving back to the community by supporting the Milwaukee Ronald McDonald House, according to Pastor Robert B. Pyles, a licensed and ordained Minister of the Gospel who presides over Abundant Faith Church of Integrity as Senior Pastor. Pastor Pyles and his wife, Betty, also own 15 McDonald’s Restau-

rants in Milwaukee, providing jobs to more than 700 members of the community. The family has also invested in hundreds of affordable and quality housing for Milwaukee residents through Magnolia Realty, a company owned by the family. “It’s a privilege to share this amazing celebration of uplifting music that can motivate our local community and at the Pastor Marlon Lock(left photo) of Unity Gospel House of same time support our local Ronald Prayer and Pastor Robert B. and First Lady Betty Pyles of McDonald House, (right photo) Abundant Faith Church of Integrity. a place that helps keep families close to their that is good in our commu- waukee. Pastor Lock said that singing was something he had done all of his life and when his grandfather needed dialysis, Pastor Lock would sing his grandfather’s favorite song on the ride to the hospital. Northwestern Mutual™ honors the accomplishments of its job training participants More than six dozen workers who assembled the glass exterior of the new 32-story Northwestern Mutual Tower and Commons building and earned apprenticeship licenses as commercial glaziers were honored with a achievement ceremony on August 16 by project leaders at a celebration attended by Milwaukee Mayor Tom Barrett. Approximately 2,200 of the 2,800 panels have been

assembled and installed as the project nears completion. But with the new skills and job experience, the workers will have a competitive chance to be hired for some of the other large construction projects in Milwaukee, according to Mayor Barrett who said that employers are sponsoring job fairs to find local construction workers with experience. “All of you will move on together or we won’t be

successful,” Mayor Barrett said noting that the partnership between local government, industry and the trade unions that made the project possible is the first time that a collaborative effort like this has been attempted. “These jobs transfer to many other industries, not just the construction industry,” Mayor Barrett said. “Our goal is to build sustainable wage jobs for the future.”
