Keefe Ave., to welcome back and encourage the returning and incoming students at Keefe Avenue school. The event was held to show the community at-large a positive face of Milwaukee's African American community and to let the students and community know there are men who are here to support them; who want to help make their neighborhoods safe; and to let the faith community know it's critical to move outside the walls of the church.

Protesters denounce proposed Public Safety Action Plan

Dallas police chief announces retirement

About four dozen protestors insisted on addressing the Milwaukee Common Council meeting over the some of the punitive law enforcement recommendations contained in an Action Report released by council’s Public Safety Committee on August 23, 2016. Some council members have been critical of the report recommendations which came after two days of violence and property destruction in the Sherman

David O. Brown, 55, announced his retirement as Dallas Police Chief on September 1 in a brief written statement published on the Dallas Police Department website. The statement did not include his plans for the future or a specific reason for his decision to retire after a 33-year career on the force. The announcement stated his retirement would become effective October 22 and that he would be unavailable to answer questions until a press conference scheduled for September 8. Chief Brown, one of a handful of African Americans in charge of a major U.S. law enforcement agency, received widespread praise for his calm leadership after five Dallas police officers were ambushed and shot dead on July 7 while providing security at a protest march against police shootings of black suspects elsewhere in the country. During the firefight in Dallas, the heavily armed

Park neighborhood. The violence was sparked by the fatal shooting of an armed 23-year-old Milwaukee resident by a Milwaukee police officer. The report has not been endorsed by the council which had promised to hold at least two public hearings on the recommendations. After some delays and objections from some council members concerning procedural rules about members of the audience speaking during a council meeting,

Markasa Tucker was chosen to address the aldermen. She said that she and the others were appalled by some of the recommendations which include, among other items, longer incarceration sentences, boot-camp-style reformatory school programs for youthful offenders and hiring hundreds of additional Milwaukee Police Department officers and Milwaukee County Sheriff deputies.

Lester Holt named moderator of first presidential debate Lester Holt, the anchor of the “NBC Nightly News,” will moderate the first of three presidential debates between Republican candidate Donald J. Trump and Democratic candidate Hillary Rodham Clinton. The first debate is scheduled for September 26, 2016 at Hofstra University on Long Island, NY. On the issues: Social Security By Urban Media News Staff On July 6 of this year, the Wisconsin Alliance for Retired Americans and Wisconsin Coalition for Retirement Security issued a challenge to both major party candidates for the US Senate. The groups are committed to retirement security and gravely concerned about the future of the social security system. For more than 70 years, generations of American seniors have relied on the guaranteed benefit of social security in their golden years to make ends meet. Workers pay in during their career to support retirees, and when those workers retire the next generation of workers supports their retirement through contributions to the social security trust. That has always been the “deal.” But the last decade has seen multiple attempts by some to put that deal, and the Social Security system itself, in jeopardy by privatizing Social Security and putting benefits at risk through the stock market. Communities who still have not recovered from the Great Recession are rightly concerned that linking Social Security to the up and downs of the stock market is risky at best. During President Bush’s second term, efforts to privatize social security were defeated, but those opposed to this proven program have not given up the fight. That’s

why organizations like the Alliance for Retired Americans and Coalition for Retirement Security are pushing candidates to spell out their position on the program. Without knowing where the candidates stand, there can be no accountability for elected officials who have the power to protect, or undermine, essential programs like Social Security. The pledge issued to Senator Ron Johnson and his opponent, Russ Feingold, reads: “Social Security is an open, transparent and widely popular system that 96 percent of Wisconsin residents over the age of 65 rely on. This generation of retirees and seniors paid into the Social Security trust fund throughout their working years and deserve the financial security and peace of mind that Social Security provides. If honored by the people of Wisconsin with election to the United States Senate, I hereby pledge to protect the guaranteed benefit of Social Security and will oppose any attempts to privatize Social

Security.” Less than one week after the challenge was issued, Russ Feingold signed his name to the pledge in front of a room full of voters and the media at an event in western Wisconsin. According to his web site, Feingold believes that Social Security benefits should never be cut, but should be expanded. More than two months after receiving the challenge to lay out his position on Social Security, Senator Johnson has declined to sign the pledge. Senator Johnson’s silence is disappointing, but not entirely surprising. After all, Johnson has referred to the program multiple times as a ‘ponzi scheme,’ and the Huffington Post reports that when speaking to a group of conservative activists Johnson voiced support for privatizing Social Security. If Senator Johnson truly believes that the retirement of millions of Americans would be more secure subject to the whims of the stock market, he should explain his rationale to Wisconsin residents.

Rebuilding Our Community

By Dr. Andrew Calhoun, Ed.D. Special to the Milwaukee Times

Scratching the surface Each and every day, something occurs that grips our attention and keeps us on the edge of our seats in wanting to know more about how and why something happened. And this summer in Milwaukee has done just that. For many of us, witnessing a riot that burned businesses in one neighborhood, looting, throwing bricks and confronting police are nothing new for an older generation who lived through the late 1960’s and martial law. However, it is a new experience for a younger generation that has been greatly impacted by a growing level of gun violence, drug use, terrorism, high incarceration

rates for people of color, and unemployment. Besides that, there was a rise in the number of homicides in August that has not been seen in 25 years, and now a call for more law enforcement. Well, the picture is clear that something is wrong and what we have been doing is not working. Over the years, most of us have also learned that the first step to take after a particular situation or event occurs is to not rush to judgement or conclusions. The reason for this position is simple; what we are first told too often is not the whole story, but just a snap-shot in time of what happen. And as things begin

to play out or are investigated, more details emerge and that alone can change the way we see things. Of course, if it can be caught on video, then things can change quickly. Today, we are only beginning to see the power of being able to reach beyond what

we see or do only a fraction of what is possible. The real test is to move beyond the superficial details and move beyond our simple understanding of what is happening, and begin to delve into the depths of what is going on. We need to learn more about the root causes and long term impact of poverty, conflict, mental health, trauma, drug use, and lead in water pipes, sub-standard housing, no health insurance, and racism. And if no one else is looking into these pressing issues, then it is up to us to find the answers for ourselves.

Being Frank More marches. More speeches. More praying. Yet with all these time-tested strategies there is still more unrest in Milwaukee. There have been curfews imposed and lifted with no change. African Americans are being aggressive in their quest for freedom from injustice. If African Americans are ever going to be free in Milwaukee or the USA, they will have to accept one thing. No one wants to look at them. Image is everything. Everyone has heard this saying. It’s time to understand why no one wants to look at the typical 2016 African American. In the late 80’s to early 90’s an image was presented to the African American community. The image was vastly different than the pro- black image that struck fear into mainstream society. This image was the thug/ street gangster image. This image was to be the African American kryptonite. The thug-rebel image was androgynous. The image

was designed to re-shape both male and female. African American culture adopted the image without question. African American teens and adults quickly adopted the new look and mentality that went with it. African Americans turned away from school education and embraced street education. Both sexes went from potential scholars to poverty embracers, both mentally and physically. This change is why in 2016 African Americans are so easily disrespected and killed with impunity. As they say, 'Ladies first.' The proud African Queen or Soul Sister image was replaced by the freak image. The flowing African wear that many African American females wore in the mid-80’s was replaced. The replacement garb was, and still is, tight and revealing. The act of females being proud of their hair, perm or natural was replaced. The weave was introduced to the African American community.

sports mannequins. The hairstyles have gone from high and tight fades to nappy Afros. Long beards that resemble Phil Robertson from Duck Dynasty have replaced tapered beards and moustaches.

In 2016 every other African American female is wearing some poor Third World country girl’s hair. One image demands respect; the other reeks of uncontrolled sexuality. The African American male was totally duped. The African American male went from the sharp-dressed man to the clown. African American males traded dress or casual shoes for basketball shoes. African American men have gone from dressing like men to dressing like

Add all of these factors together and you get the results the African American faces in 2016. Being honest, African Americans have become the image they fought so hard against. African Americans have become the menacing goon and sex-crazed harlot images that racists put on them 200 years ago. Look at the pictures that are posted on any African American teen's Snap-chat or Facebook page. The teens are not the only perpetrator. Look at the adult version of the African American. The teens had to have a model to guide them. There is one cold hard fact that no one in the African American community wants to accept. African Americans have embraced the im-

age that creates their misery. The 2016 image or version of the African American is something no one wants to see, much less be around. The ignorant speech, Aunt Jemima and Buckwheat look are distasteful to all races, including Black people. If African Americans were honest, they would admit to not liking each other. So before you go and light a candle or Molotov cocktail, look at the people you are doing it for. You may just put out the match and go watch Fantasy Island re-runs. Above The Clouds celebrates 15 years of uplifting young lives through the arts

Above The Clouds (ATC), Inc. will hold its “Moving Forward” 15 Year Celebration Luncheon on Saturday, September 17, 2016, from 11:30 a.m. - 2:00 p.m. at the Grace Center, 250 E. Juneau Avenue, Milwaukee, WI. The event will highlight award presentations to Lynne and Harry Bradley Foundation and Berean Family Worship Center for their overwhelming support and impact on ATC. artist and ATC instructor Denise Burton, plus ATC ballet and drama students. President and co-founder Linda Wade said, “We invite the public to join us as we celebrate 15 years of providing FREE quality arts education programming to disadvantaged young people from central city Milwaukee and surrounding areas. At a time when our city’s children are faced with a barrage of negative influences and the disappearance of arts programs from our schools, we can provide them with an arts education that instills confidence, raises self-esteem and

offers spiritual support,” said Wade. She added, “Our goal is to move forward so that no interested child will be turned away and miss the opportunity to grow personally, physically and spiritually through our pro-

gram.” Since ATC began, over 6,300 young people have already walked through its doors and taken one of their creative arts or movement classes. In 2002, Wade set aside a career in substance abuse recovery and prevention to lead the Christian-based nonprofit 501(c)(3) that brings free dance, music and other creative arts programming to at-risk Milwaukee youth ages 5-17 years old who might otherwise lack the means or opportunity. A recent study by the National Endowment of the Arts concluded that at-risk children and teens with high levels of

arts engagement achieve better grades and demonstrate higher rates of college enrollment and attainment than youth who have limited access to arts education. Tickets for the event cost $50 per person and $400 to reserve a table for eight (8) persons. To purchase tickets or for more information about this event, you may contact: (414)344-3019 or email: abovethecloudsmilw@ gmail.com. All proceeds will benefit Above the Clouds, Inc. The Counseling Corner

By Rev. Judith T. Lester, B.Min. M.Th

“To err is human, but to forgive is divine.” - Alexander Pope The great theologian C.S. Lewis once said, “Everyone thinks forgiveness is a lovely idea, until they need to forgive!” The doctrine of forgiveness is right at the heart of Christianity: “Forgive us our sins as we also forgive everyone who sins against us (Luke 11:4). Jesus says that we will not be forgiven if forgiveness is not in us. Jesus clearly makes this point in the parable of the forgiven debtor who refused to forgive the debts of others and consequently suffered the wrath of his king (Matthew 18:34-35). This forgiven debtor had no right to be unforgiven. If anyone had a right to have a spirit of un-forgiveness, it was Jesus. He did nothing but good. He healed, helped and blessed people everywhere. Jesus stopped funerals, opened blinded eyes and gave new hope to those who had no hope. Yet when Jesus was in need, the same people that Jesus had helped didn’t help Him. Jesus’ disciples hid, witnesses fled and

those that didn’t deny Him, betrayed Him. Jesus was alone on the Cross, stripped of His dignity and withstood cruel jests. Still, Jesus never once gave the slightest hint of hatred for those who hurt Him. In fact, Jesus forgave them. Even though they didn’t ask Jesus to be forgiven, Jesus forgave them and refused to hold a grudge against those who had crucified Him. When you forgive your spouse, it simply means you will not hold them to a standard higher than what our Savior holds us all. Thus, we will discover, that forgiveness is not an option, but a command.

The theme of the Scriptures, which is the central foundation of the Christian faith, is replete with teachings on forgiveness: (1) God commands humans to forgive other humans regardless of the offense (Matthew 6:12, 14-15, 18:21, 35); and (2) forgiveness is to be immediate without a period of un-forgiveness (Matthew 5:23-24, Mark 11:25). In Luke 17, God commands us to forgive and liken the process to a “duty.” Granting forgiveness can often feel like a duty and most would agree that forgiveness is first granted then felt. True biblical forgiveness involves applying the grace and forgiveness we receive

For if you remain silent, I will be like those who go down to the pit. 2 Hear my cry for mercy as I call to you for help, as I lift up my hands toward your Most Holy Place. 3 Do not drag me away with the wicked, with those who do evil, who speak cordially with their neighbors but harbor malice in their hearts. 4 Repay them for their deeds and for their evil work; repay them for what their hands have done and bring back on them what they deserve. 5 Because they have no regard for the deeds of the Lord and what his hands have done, he will tear them down and never build them up again. 6 Praise be to the Lord, for he has heard my cry for mercy. 7 The Lord is my strength and my shield; my heart trusts in him, and he helps me. My heart leaps for joy, and with my song I praise him. 8 The Lord is the strength of his people, a fortress of salvation for his anointed one. 9 Save your people and bless your inheritance; be their shepherd and carry them forever.

Fifth Annual 'Heal the Hood' showcases youth and talent

Photos by Miltimes Staff

There was little public discussion of the unrest that occurred in the Sherman Park neighborhood two weeks before the Heal the Hood Fest at the Parklawn YWCA 4340 N. 46th St. on August 27-28, 2016. Instead there were vendors selling handmade craft items, entertainment, food and games. Ajamou Butler (left), community organizer and event coordinator, greets Milwaukee Common Council Alderman Khalif Rainey (right), one of the event sponsors. Jahbarri “The Gospel Prince” (top right photo) and the JTD band were one of the invited entertainment acts. Despite the threat of rain on Saturday, the event drew 227 children and 187 adults after it was moved indoors. Despite high humidity and temperatures above 90 degrees, youth engaged in a “pick-up” football game on Sunday. This is the fifth year that Heal the Hood has organized the neighborhood festival, according to Butler.

New Smithsonian Museum dedicated to African American history to open

The Smithsonian Institution is scheduled to open the National Museum of African American History and Culture (NMAAHC), the only national museum devoted exclusively to the documentation of African American life, history, and culture on September 24, 2016. Funding for the striking four-story museum was established by Act of Congress in 2003, following decades of efforts to promote and highlight

the contributions of African Americans. To date, the museum has collected more than 36,000 artifacts. Nearly 100,000 individuals have become charter members of the museum. When the NMAAHC opens, it will be the 19th and newest museum of the Smithsonian Institution. As with all other Smithsonian museums, admission will be free to the public.

Georgetown University confronts historical ties to slavery Georgetown University President, Dr. John J. DeGioia, announced a series of measures to atone for its historical ties to slavery, which include the sale of 272 slaves to Louisiana in 1838 when the prestigious university was in financial distress. A partial list of the steps include preferential admission status to descendants of all slaves whose labor benefitted the university prior to the Civil War; a formal apology, and the creation of an institute for the study of slavery. Dr. DeGioia announced the decision in a speech on Sep-

tember 1, 2016. Dr. DeGioia’s plan builds on the recommendations of a blue-ribbon committee he commissioned last year and represents the university’s first attempt to address its roots in slavery. Many of the older buildings on campus were built by slave labor and the university owned a number of plantations in Maryland which employed slave labor. Profits from the plantations provided additional operating funds for the university. Founded as Georgetown College in 1789, the university’s early years were

financially precarious and by 1838 the school was in danger of closing due to debt. The 1838 sale of the slaves was worth about $3.3 million

after accounting for inflation and enabled to university to pay off its debt. In the Antebellum South, being sold to the Mississippi Delta was considered by slaves to be a virtual death sentence due to harsh working conditions and oppressive heat. Georgetown has long put its precarious finances behind it. The university now owns an endowment worth about $1.4 billion. The measures announced by Dr. DeGioia do not include free tuition. Annual full-time tuition at Georgetown is about $71,000, according to infor-

mation on the university website, but more than half of all students admitted receive substantial financial aid. The school reports about 7,700 undergraduates. Only about 5 percent of those who apply are admitted. About 10 percent of those accepted receive full reimbursement. The proposals have received a mixed public response. Many prestigious U.S. universities are beginning to examine their historical ties to slavery, but Georgetown is one of the first to implement a specific plan of restitution.

Milwaukee Public Schools starts new school year Thursday, September 1 marked "Day One" for the majority of Milwaukee Public Schools' 75,000-plus students in 158 schools across the city. MPS Superintendent Dr. Darienne Driver and members of the Milwaukee Board of School Directors were joined by Wisconsin Superintendent of Public Instruction Dr. Tony Evers and Milwaukee Mayor Tom Barrett to mark Day One for traditional calendar schools. Sherman Multicultural Arts School hosted the district's Day One celebration. Sherman is one of the four schools selected to participate in Turnaround Arts, the signature program of the President’s Committee on Arts and Humanities. MPS is the only district in the state

selected to receive Turnaround Arts intensive arts education resources and integration as a strategy to close the achievement gap. “We are on a mission to ensure equity, access and opportunity for all of our students,” Dr. Driver said. “Partnerships like Turnaround Arts help us improve student achievement and

provide greater access to arts programming.” MPS’ areas of focus for the 2016-17 school year include: • Algebra readiness: Working with students in grade school to help prepare them to be successful in algebra • Literacy across all subjects: Strengthening incorporation of reading and

writing into subjects such as science and social studies to boost literacy • World languages: Increasing the number of world language course offerings, including American Sign Language, to prepare students for more rigorous graduation requirements • Rethinking high schools to better serve students: Expanding Advanced Placement course offerings through the use of Telepresence at eight high schools; adding Pulaski High School as an International Baccalaureate candidate school; implementing a Freshman Bridge program to help ninth graders successfully transition to high school; expanding workforce development initiatives such as the agri-

culture program at Vincent High School and culinary arts with the ProStart program at four high schools; implementation of Universal Drivers’ Education • Continuing to implement the Regional Development Plan to create more enrollment opportunities in high-performing schools: Opening the new addition at Fernwood Montessori School; adding a second campus for Milwaukee Spanish Immersion School; making Victory School a full Italian immersion school; moving King Middle Years to a larger, newly renovated building; and the addition of a second campus for Hmong American Peace Academy

Herb Kohl Philanthropies funds 224 DonorsChoose.org projects in MPS questing materials they need for their classrooms, and donors across the country support the projects that inspire them. All Wisconsin projects live on DonorsChoose.org as of 12:01am Tuesday, September 6 were flash funded. “Wisconsin’s educators are constantly seeking innovative ways to reach students and improve learning outcomes. I would like to personally thank Herb Kohl for his recognition of the importance of that work and for his willingness to help turn the dreams of those educators and students into realities,” said Dr. Tony Evers, State Superintendent of Wisconsin’s Department of Public Instruction. “MPS is grateful for this generous gift from Herb Kohl. The funding of these

requests allows our teachers to be effective in their approach to instruction and to provide expanded learning opportunities for our young people. Partnering with DonorsChoose.org is yet another example of how Herb Kohl Philanthropies continues to show its strong and tangible support of education,” said Dr. Darienne Driver, Superintendent of Milwaukee Public Schools.

“We are deeply grateful for Herb Kohl's commitment to Wisconsin classrooms," said Charles Best, founder of DonorsChoose.org. "His generous surprise will be so helpful as teachers and students kick off the new school year.” On Tuesday morning, nearly 700 projects were funded in 140 Wisconsin school districts. Herb Kohl posted a message on every

funded project, letting teachers know they were part of the surprise. Herb Kohl Philanthropies has long supported Wisconsin’s teachers and their schools along with high school students through a Scholarship and Fellowship award program. He also sponsors the state’s Teacher of the Year program and has added a new category to his award program that recognizes Principals for outstanding school leadership. In addition to recognizing excellence in education for students, teachers, schools and principals, Herb Kohl Philanthropies supports many educational programs and initiatives such as those that support literacy, pathways to college and experiential learning.

The

Herb Kohl Philanthropies announced Tuesday, September 6, 2016 it is fully funding the classroom requests of every Wisconsin teacher posted on the education crowd funding site DonorsChoose. org. As a result of the generosity of Herb Kohl Philanthropies, 157 Milwaukee Public Schools teachers will receive support for 224 projects helping 13,000 students. “As the new school year kicks off, we are thrilled to support all of the classroom projects currently posted by teachers right here in Wisconsin. We owe a lot to our teachers and hold enormous hope for our students. They are both a constant source of inspiration,” said Herb Kohl. On DonorsChoose.org, teachers post projects re-

Our brothers’ keepers: Ending the silent suffering of Black boys By: Dr. Brandi Pritchett-Johnson, Licensed Psychologist and Clinical Assistant Professor at The University of Florida Naturally, a conversation about mental health and the growing awareness around suicide among Black men must acknowledge the lost lives of our brothers Don Cornelius, Lee Thompson Young, Freddie E, Shakir Stewart, Jovan Belcher, Chris Lightly, Kalif Browder and others. However, I’d also like to pay respect to the countless brothers that continue to occupy space in our lives that are suffering silently. We have all heard, experienced and even perpetuated cultural expectations to “suck it up.” All too often this normalized disaffirmation and invalidation unintentionally silences and shames our brothers (and sisters). This shame robs us of the capacity to honestly and authentically address unresolved traumas or feelings of inadequacy, pain, anger, and fear. Have you ever heard yourself say, “…I’ve never seen him/her cry…he/she is very strong…”? What makes suffering from a cultural perspective so complex is the recognition that, in fact, a cautious expression of emotionality is one-demonstration of strength. Most problematic is the assumption and persistent belief that our strength, our men’s strength is one-dimensional, that strength only looks one way. Men are not vulnerable. Men do not cry. Men do not express affection (especially to other men). The intergenerational nor-

malization of silent suffering in Black communities is passed down from generation to generation like an heirloom; and the catalyst to this form of self-preservation can be directly linked to historical mistreatment, harm and invisibility. From the commonly talked-about implications of slavery and the Jim Crow era to the less talked-about practices of Phrenology (a pseudoscientific practice that was used to “prove” white supremacy or scientific barbarism conducted by physician J. Marion Sims who performed surgical procedures on anaesthetized African women because they were built for painful medical experimentation), one cannot discount the modern practices of invalidation, macro and microaggressions that are endured on a daily basis by Black men and women. Black males are consistently taught that their opinions are irrelevant. Black males are consistently taught that their frustration is irrational and unwarranted. Black males are consistently taught that

their pain is unacceptable. The Black male existence is consistently silenced or punished in an environment that is often abusive and traumatizing. There are grave costs to such intergenerational socialization. Black boys can’t feel upset. Black boys can’t feel pain. Black boys can’t feel fear. Black boys can’t feel…. anything and so they don’t. Many Black boys suffer in silence, act out, avoid, self-medicate, or exert their power in validating albeit destructive ways, such as criminal behaviors. Many Black boys suffer in isolation feeding their shame and may exert their power in the most permanent fashion, by taking their own life. The act of suicide in the Black male population may also mimic homicidal intent (e.g. the vow to take everybody out) or volatile outbursts that lead to such situations as “death by cop.” These behaviors are a

demonstration of both pain and rage. Generally, suicidal ideation or suicidal thoughts are a manifestation of persistent and pervasive distress met with hopelessness and desperation (unless paired with impulsive behavior, comorbid diagnosis, or substance use). The Suicide Prevention and Resource Center asserts that in 2011, of the Black male high school students that completed their survey, 9 percent had serious thoughts of suicide, while 7.7 percent made an attempt. We know that the rate of black male suicides are increasing steadily almost as a collective and communal plea to be noticed. We must unequivocally express care for the countless brothers that continue to occupy space in our lives that are surviving and thriving. Simply put, I’d like to pay respect to all of you. I’d like to publicly express my love for you. The prolific and wise philosopher, Dr. Cornel West quotes in his literary work, Hope on a Tight Rope – “If you come from a people who have been so hated, love can become subversive and transformative”. We can love our Black boys enough to refrain from pathologizing an understandable, although restricted, range of human emotion and teach them that: • Black boys/men have a right to feel upset when harmed. • Black boys/men have a right to feel pain when wounded.

• Black boys/men have a right to feel fear when embarking on unchartered territory or entrenched in deplorable conditions. • Black boys/men have a right to be…human! We can love our Black boys enough to expect that they have the capacity to develop and express a full diaspora of emotion in a mature and honorable fashion. We can love our Black boys enough to require that they treat other black men and Black women with the respect that was awarded to the kings and queens of our heritage prior to the transatlantic slave trade and the discrimination abound in our present day existence. We can love our Black boys enough to encourage that they proactively invest in their well-being physically, mentally, socially, and spiritually. We can love our Black boys enough to endorse seeking counseling and therapy when needed and to utilize such assistance because they are strong enough to handle it and worthy enough to grow and develop in all realms of their life. We can love our Black boys enough to create boundaries that honor the above five expressions of love and to demonstrate the same love for ourselves. Collectively we can transform our community, honor our resilience, and stand in a new strength that will ultimately inform generations to come.

Wealth Building

Wednesday, September 14, 2016

By Nathaniel Sillin Director of Visa’s financial education programs

Ten tips for becoming a knowledgeable renter On the hunt for a new apartment? A move can be an exciting opportunity to explore a new area or meet new people. However, competitive rental markets can make it difficult to find a desirable place on a budget. Keep these ten tips in mind to manage the process like a pro. They'll help you stand out from the crowd, get a good deal, enjoy the neighborhood and manage your rights and responsibilities as a renter. 1. Talk to other tenants. Speak with current or past renters to get a sense for the building and landlord. Ask about the neighborhood, noise, timeliness with repairs and any other pressing questions. Consider looking for online reviews of the landlord as well, and research the neighborhood. 2. Upgrade your application. Go beyond the basic application requirements and include pictures, references, credit reports and a short bio about yourself and who-

ever else may be moving in. Try to catch the landlord's eye and show that you'll take care of the property. You can order a free credit report from each bureau (Equifax, TransUnion and Experian) once every 12 months at AnnualCreditReport.com. 3. Understand your lease. The lease may list the rent amount, terms of the security deposit, guest polices and other crucial details. Read it carefully and ask questions if you don't understand something. State laws regarding

rent control or other regulations can impact your situation as well. If you can afford one, you could hire a lawyer to review and explain the lease. 4. Negotiate the terms. You can't always negotiate lower rent (it's worth trying), but there may be flexibility when it comes to the security deposit, parking spaces, administrative fees, or the lease's length. 5. Learn your rights. Protect yourself by learning about your rights as a rent-

er. They can vary by state, and the U.S. Department of Housing and Urban Development (HUD) has a directory with links to tenants' rights websites for each state. 6. Do a walk through. Walk through the apartment with the landlord, look for damages and document anything you find. You'll thank yourself later when you move out and ask for your full security deposit back. 7. Consider renters insurance. Renters insurance costs about $15 to $30 a month for a policy that covers $50,000 worth of losses. It reimburses you if your belongings are stolen, damaged or destroyed by a covered cause, such as a fire. The insurance also helps pay for legal fees if, for instance, someone sues after getting injured at your home. 8. Make your own repairs. Prior to signing the lease, ask if you can take on some of the maintenance responsibilities in exchange for reduced rent. You could

offer to handle and pay for basic upkeep, such as replacing lights or smoke detectors, and making minor repairs. 9. Pay attention to bills. Evaluate which bills you'll pay in addition to the rent, such as gas, heat, water, electricity, trash, Wi-Fi or parking. A more expensive apartment that includes these can save you money overall. 10. Talk to your landlord. Hiding financial trouble helps no one. Talk to your landlord and ask for an extension if you can't make rent. Good tenants can be hard to come by, and your landlord will likely prefer open communication and a late check to being left in the dark. Bottom line: Being an informed renter is especially important in a competitive rental market. Take simple steps to improve your rental and money management skills and you'll benefit for years to come.
