By Steve Waring, Special to the Milwaukee Times Honorees and guests at The Milwaukee Times Black Excellence Award ceremony and banquet were reminded throughout a joyous night on Feb. 27, 2015 that individual success for African Americans is partially made possible by the collective work of previous generations who came to Milwaukee seeking justice, dignity and opportunity. This year the Times recognized 42 honorees, including 10 Special Honoree Women in the Military: Major Michele Carter, U.S. Army Reserve & National Guard; Captain Berdie Cowser, U.S. Army; Staff Sgt. Lisa Cross, U.S. Army Reserve; Master Chief Mary Catherine Fowlkes, U.S. Coast Guard; Major Dorothy Greer, U.S. Army; Technical Sergeant Linder Jones, U.S. Air Force; Corporal Michelle Lipsey, U.S. Marine Corps; Petty Officer Second Class Virdia Ofei, U.S. Navy; Captain Sedoria Outlaw, U.S. Army; and, Master Sergeant Barbara Robinson, U.S. Air Force & Army. Richard Rodgers, of the Center for Veterans Issues, Ltd., said he was attending his first Black Excellence Award Banquet. A seaman in the U.S.

Navy from 1968-1970, Rodgers said he remained active in the National Association of Black Veterans (NABVETS) and had personally nominated four of the 10 female veterans being honored this year. He said he and his wife, Jewel, were attending in support of the honorees, especially those he knew personally. Keynote speaker Clarence A. Johnson, director of the Office of Diversity Management and Equal Opportunity at the U.S. Dept. of Defense said African American women have made a significant contribution to the U.S. military and the souvenir booklet included a four-page article about the many sacrifices made by female African American veterans beginning with the American Revolution. Johnson then went on to explain the code of excellence embodied by the 10 female veterans being honored by the Times. “Excellence does not happen by chance,” Johnson said. “It happens by hard work and self-sacrifice. Servant leaders are using their talents to serve others. They stand on the shoulders of giants – our ancestors. These are the folks that made us and keep us strong.” (Continued on pg. 12 )

Justice Department announces findings of two civil rights investigations in Ferguson, Missouri Justice Department finds a pattern of civil rights violations by the Ferguson police department Washington - The U.S. Justice Department announced the findings of its two civil rights investigations related to Ferguson, MO, Wednesday, March 4, 2015. The Justice Department found that the Ferguson Police Department (FPD) engaged in a pattern or practice of conduct that violates the First, Fourth, and 14th Amendments of the Constitution. The Justice Department also announced that the evidence examined in its independent, federal investigation into the fatal shooting of Michael Brown does not support federal civil rights charges against Ferguson Police Officer Darren Wilson. “As detailed in our report, this investigation found a community that was deeply polarized, and where deep distrust and hostility often characterized interactions between police and area residents,” said Attorney General Eric Holder. “Our investigation showed that Ferguson police officers routinely violate the Fourth Amendment in stopping people without reasonable suspicion, arresting them without probable cause, and using unreasonable force against them. Now that our investigation has reached its conclusion, it is time for Ferguson’s leaders to take immediate, wholesale and structural corrective action. Rebuilding Our Community

The front lines This is not just another day at the office, you are not having a bad dream, nor is this the twilight or phantom zone and this is certainly not a figment of your imagination... it’s the front lines. Many of us have been on the front lines for years, without even enlisting in the military or being compensated for all our efforts. Some of us have become seasoned veterans and have learned what it takes to endure hardships, overcome being under fire and pressure. We have learned how to dig deep into our souls and consciousness only to recognize that the fight our ancestors were fighting still continues. As we continue during this month in the celebration of Black History, let us not forget that many African Americans who were trailblazers and pioneers, made essential contributions to improving America for all. They had to deal with a lot of prejudice, discrimination, and racism and... Jim Crow laws. And

as if we were not looking, many of the same tactics that were used during their days and times have reemerged through new concepts, policies and procedures. In the 1960’s, it’s the War on Poverty, in the 1970’s it’s the War on Drugs and of course we are still fighting wars in politics, social justice, education, housing, voting rights, women rights, children rights and for quality health care. Let’s not forget

to count the number of military wars that continue to be fought overseas in dozens of countries. In the view of some people, many of these wars should be over, have been too costly and that the real enemy is that the American people have become too dependent on support from the federal government. However, we can all agree, that we have a lot on our hands and to keep up with what is going on is hard and

at times overwhelming. But to be real about it, if you are really concern about the welfare of the nation, you have to be engaged and enlisted in these wars on the home front; there is no way in which to escape any of them. These issues affect each of us and impact our lives every day; for at the end of the day and when all is said and done, we are paying for each war and the price tag continues to grow. So, I say, put on a social helmet, get up to speed with what is going on, step out of your comfort zone, and find someone else who has already joined the fight... more people are needed... we have a spot just for you. Let the hunt officially begin

It is time to officially announce hunting season on African American males. For over five hundred years there has been an unofficial pastime for men of the world. That pastime started in the continent known as Africa but has been pursued in all countries. In Milwaukee, the Rodolfo Gomez, Jr., verdict overruling video proof moves the USA one step closer to legalizing the sport. Images don’t lie, or do they? A jury in the Gomez Jr. case obviously thought otherwise. The jury decided that the images and video showing Gomez manhandling Deron Love was a lie. In the video Love was handcuffed and unresisting while Gomez went to work on him. Gomez claimed he was in fear for his safety and reacted appropriately. The jury bought this, even though Love was handcuffed to a wall. Love had a history of interactions with police and this was brought up at the trial. But what does the past have to do with what the video told? It is unusual for a suspect to be handcuffed to a wall in any arrest. How much bodily damage could Love do to Gomez in such a position? It was argued that Love tried to provoke a response from Gomez. Even if this were true, Gomez is

supposed to be trained to deal with such instances. Gomez wasn’t a fresh rookie cop but a veteran detective with time on the force. The video should have been a decisive tool for the prosecution. It wasn’t. The defense used football terminology to confound the jurors. The defense masterfully chose certain images and slowed down the footage. This created an illusion that what Gomez was doing was all in a day's work. The slowed down images showed Gomez really missed with a kick or changed a closed fist into an open hand. This made jurors ignore these fact

that Gomez shouldn’t have been doing these acts. The illusion created would have made David Copperfield weep with envy. African American males have to get ready. The dismissed cases of blatant abuse towards African American men by police are a warning. African American males should also notice the hunters are no longer Caucasian males. Gomez was Latino. Another alarming trend is the fact that African American males hunt themselves. Some of the violence perpetrated on African American males by police came from black hands. Many will

Bible engagement: An essential discipline for spiritual growth (Week 1) All Scripture is Godbreathed and is useful for teaching, rebuking, correcting and training in righteousness, so that the servant of God may be thoroughly equipped for every good work. - 2 Timothy 3:16-17, NIV In response to the requests of our loyal readers, starting this month this column will discuss the subject of why Bible engagement is an essential discipline for one’s spiritual growth. In a Barna Report in March 2013, it noted that nearly 9 out of 10 or 88 percent of Americans own a Bible and 8 out of 10 or 80 percent of Americans identify the Bible as sacred literature; yet only about 61 percent of American adults say they wish they read their Bible more. So what is keeping us from reading our Bibles more? Is it friends, television, work, family, selfishness, laziness

or just plain busyness? Why is it that God’s people allow so many things to get in the way of their communicating with God through reading and studying God’s Word? Are there any obstacles keeping you from reading God’s Word? Preparing for this series, this writer read an interesting blog posted by Greg Laurie. Laurie mentioned that cell phones have become such a major part of our lives. We carry around our cell phones everywhere we go; panic when the battery begins to run low and some have been late to work because when they discovered they left their cell phone at home, with-

out hesitation they turned around to retrieve their cell phone. Laurie noted our society has gotten to the point where everybody feel they cannot live without their cell phone. But what if we treated our Bible like we treated our cell phone? What difference would it make in how often we read and study God’s Word? • What if we carried it around in our purse or pocket? • What if we flipped through it several times a day? • What if we turned back to go get it if we forgot it? • What if we used it to receive messages from the text?

• What if we treated it like we couldn’t live without it? • What if we gave it to kids as gifts? • What if we used it when we traveled? • What if we used it in case of emergency? Hopefully the previous statements made you pause and give serious thought. Jesus said in Matthew 6:33 that we should “seek ye first the kingdom of God, and his righteousness; and all these things shall be added unto you." What it all boils down to is this: there should not be anything more important than your relationship with God. The reading and studying of God’s Word is as important in your relationship with God as prayer, as it keeps you in communication with God. As we all know, any relationship that is void of communication will eventually die. Beloved, if you want to walk closer to God and be-

gin experiencing spiritual growth and peace in your life, you must live your life in the Word of God. British preacher Charles Spurgeon wrote: “A Bible that’s falling apart usually belongs to someone who isn’t.” Join us this month as we explore this most important topic. MPS board extends Superintendent Driver’s contract

By Michael Bonds, Ph.D., President, Milwaukee Board of School Directors As Milwaukee Public Schools moves forward with major efforts to improve student achievement, continuity of leadership is key. That’s why I am proud to share that the Milwaukee Board of School Directors on Thursday, February 26, 2015 extended the contract of MPS Superintendent Darienne B. Driver, Ed.D. Her contract, which originally ended on June 30, 2016, now runs through June 30, 2017. Under Dr. Driver’s leadership, MPS is taking critical steps to continue to improve student outcomes with a focus on academic achievement, engaging families and the community and promoting effective and efficient operations. The superintendent’s accomplishments include:

• Developing a series of Strategic Objectives – eight big ideas – aligned to the district’s Strategic Plan and supported by the budget process. A series of White Papers is being developed to implement these ideas and listening sessions are scheduled to seek community, staff, student and parental feedback • Creating a Regional Development plan which will increase the number of seats in high-performing schools and improve capacity for high-quality community support activities • Re-engaging and establishing community partnerships designed to support student achievement and to develop new opportunities for students through a collective impact model, and • Providing a new focus and level of academic support for 14 Commitment Schools, which were among the lowest performing district schools on the state re-

port card Dr. Driver, who received her doctorate from the Urban Superintendents Program at Harvard University in 2014, came to her position as superintendent after two years in Milwaukee Public Schools as Chief Innovation Officer. In that role, she oversaw the development of the Commitment Schools program described previously as well as the district’s charter schools and its GE

Foundation schools. MPS’ GE Foundation Schools are models for implementing college and career readiness standards and collaborative learning efforts that can be studied and replicated in other MPS schools. Prior to coming to Milwaukee Public Schools, Dr. Driver served in key leadership positions in school districts including Deputy Chief – Empowerment Schools for the School Dis-

trict of Philadelphia. In addition to her doctorate degree, she earned a master’s degree from Harvard’s Graduate School of Education and a master’s degree in curriculum development from the University of Michigan. The superintendent earned her undergraduate degree from Spelman College in Atlanta, GA and began her career as an elementary school teacher in Detroit Public Schools. Her leadership experience in other communities and the leadership she has shown here in Milwaukee make it clear that Dr. Driver is the right person to lead this district, our 158 schools and our 77,000-plus students as we continue to move forward and improve outcomes for all of the children whose families have entrusted them to us.

MPS is serving 22 percent more breakfasts as district marks National School Breakfast Week Students bolster their brainpower with school breakfast Milwaukee Public Schools is serving about 22 percent more school breakfasts this year compared to last year as the district marks National School Breakfast Week, which runs from March 2-6. The increase comes as MPS is in its first year of participation in the U.S. Department of Agriculture's Community Eligibility Program (CEP). The federally funded program provides breakfasts and lunches for all interested students in 156 MPS schools because of the district's high percentage of students coming from low-income households. "We know hungry students are less likely to be able to focus on their school work. A healthy breakfast helps students focus and perform better. That's why we offer a healthy breakfast every morning in our schools," MPS school nutrition administrator Tina Barkstrom said. "With this new program in place, we see evidence, especially in high schools, that we are serving students who may not have been eating at all." MPS is seeing a bigger boost in breakfasts served under the program than lunches. The district is serving about 33,000 breakfasts

daily this year, up by about 6,000, and 54,000 lunches daily, up by about 4,000. Nationally, only about half of students who eat school lunch eat a school breakfast. Research cited by the School Nutrition Association, which organizes National School Breakfast Week, shows that students who eat breakfast have stronger attendance, better behavior, improved memory and higher academic achievement. As part of National School Breakfast Week, MPS is promoting its breakfasts, which offer fresh fruit, whole grains and low-fat dairy products to help students prepare for a busy school day. Every school breakfast served meets federal nutrition standards to supply adequate protein, carbohydrates and essential vitamins and minerals, while limiting fat, sugar and sodium. National School Breakfast Week was launched in 1989 to raise awareness of the availability of the School Breakfast Program (SBP) to all children and to promote the links between eating a good breakfast, academic achievement and making healthy choices for a lifetime.

The department found that Ferguson Municipal Court has a pattern or practice of: • Focusing on revenue over public safety, leading to court practices that violate the 14th Amendment’s due process and equal protection requirements. • Court practices exacerbating the harm of Ferguson’s unconstitutional police practices and imposing particular hardship upon Ferguson’s most vulnerable residents, especially upon those living in or near poverty. Minor offenses can generate crippling debts, result in jail time because of an inability to pay and result in the loss of a driver’s license, employment, or housing. The department found a pattern or practice of racial bias in both the FPD and municipal court: • The harms of Ferguson’s police and court practices are borne disproportionately by African Americans and that this disproportionate impact is avoidable. • Ferguson’s harmful court and police practices are due, at least in part, to intentional discrimination, as demonstrated by direct evidence of racial bias and stereotyping about African Americans by certain Ferguson police and municipal court officials. The findings are laid out in a 100-page report that discusses the evidence and what remedies should be implemented to end the pattern or practice. The findings include two sets of recommendations, 26 in total, that the Justice Department believes are necessary to correct the unconstitutional FPD and Ferguson Municipal Court practices. The recommendations include: changing policing and court practices so that they are based on public safety instead of revenue; improving training and oversight; changing practices to reduce bias, and; ending an overreliance on arrest warrants as a means of collecting fines. The Justice Department will require that the recommendations and other measures be part of a court-enforceable remedial process that includes involvement from community stakeholders as well as independent oversight. The Justice Department has provided its investigative report to the FPD and in the coming weeks, the Civil Rights Division will

seek to work with the City of Ferguson and the Ferguson community to develop and reach an agreement for reform, using the recommendations in the report as the starting point. The federal criminal investigation into the fatal shooting of Michael Brown sought to determine whether the evidence from the events that led to Brown’s death was sufficient to prove, beyond a reasonable doubt, that Wilson’s actions violated federal civil rights laws that make it a federal crime for someone acting with law enforcement authority to willfully violate a person’s civil rights. As part of the investigation, federal authorities reviewed physical, ballistic, forensic, and crime scene evidence; medical reports and autopsy reports, including an independent autopsy performed by the U.S. Department of Defense Armed Forces Medical Examiner Service; Wilson’s personnel records; audio and video recordings; internet postings, and; the transcripts from the proceedings before the St. Louis County grand jury. Federal investigators interviewed purported eyewitnesses and other individuals claiming to have relevant information. Federal prosecutors and agents re-interviewed dozens of witnesses to evaluate their accounts and obtain more detailed information. FBI agents independently canvassed more than 300 residences to locate and interview additional witnesses. The standard of proof is the same for all criminal cases: that the defendant committed the crime beyond a reasonable doubt. However, unlike state laws, federal criminal civil rights statutes do not have the equivalent of manslaughter or a statute that makes negligence a crime. Federal statutes require the government to prove that Officer Wilson used unreasonable force when he shot Michael Brown and that he did so willfully, that is, he shot Brown knowing it was wrong and against the law to do so. After a careful and deliberative review of all of the evidence, the department has determined that the evidence does not establish that Darren Wilson violated the applicable federal criminal civil rights statute. The family of Michael Brown was notified earlier today of the department’s findings. Due to the high interest in this case, the department took the rare step of publicly releasing the closing memo in the case. The report details, in over 80 pages, the evidence, including evidence from witnesses, the autopsies and physical evidence from the analysis of the DNA, blood, shooting scene and ballistics. The report also explains the law as developed by the federal courts and applies that law to the evidence.

Keynote speaker Clarence A. Johnson (Continued from pg. 1) Johnson said that the military is an excellent career choice for African Americans. Johnson said African Americans comprise about 20 percent of the U.S. military population, but only about 13 percent of the overall U.S. population. “Let this award ceremony tonight be our own call to serve others,” he said in conclusion. “Each and every one of us has a special talent or skill. Let us, each of us, provide shoulders on which others may stand.” In 1976 the U.S. government formally designated February as Black History Month. The Milwaukee Times Black Excellence Awards were first held nine years later in 1985. The award ceremony includes an enormous banquet which is usually observed on the last Friday of February. Over the years the banquet has grown to become one of the premiere social events in Milwaukee. This year more than 700 dinners were served, according to a member of the wait staff at the Italian Community Center, the traditional location for the banquet. For 30 years The Milwaukee Times “has been fascinated with the desire to comprehend what compels African Americans, who have been faced with extreme social injustice, unfairness and abuse, to rise above those conditions and succeed beyond anyone’s expectations,” said Lynda Jackson Conyers, publisher of the Times, in a statement in the banquet souvenir booklet. “One commonality these honorees share is that not a single one is a stranger to abuse, injustice, mistreatment and stereotyping of their race. More importantly, it is abundantly clear from the myriad individuals being honored; they did not allow events of their past or present circumstance in life to affect their achievements. They did not allow the earlier cancers in their lives to kill their motivation, thus robbing them of ambition, determination and the perseverance to make a difference not only

in their own lives, but in the lives of countless others.” In addition to the 42 honorees, the Times also recognized 11 Milwaukee high school seniors with a Louvenia Johnson Scholarship. Mrs. Johnson is an example of the “giant-sized shoulders” upon which the current generation of Milwaukee African Americans has achieved opportunities and honors unimaginable years ago. Mrs. Johnson was one of three founding members of The Christian Times, which later evolved into The Milwaukee Times. Since she established the scholarship fund in 1988 in conjunction with the third Black Excellence Awards, more than $550,000 has been distributed. Mrs. Johnson passed away in 2007 at age 96. This year each student honoree also received a new laptop computer courtesy of Arthur Reid, Jr., and Mary Smith-Reid, owners of Reid’s New Golden Gate Funeral Home, Inc. This was the first banquet for Chaz Williams, a 15-yearold student at the Milwaukee High School of the Arts who dressed in a tuxedo in support of his brother Richard, who was one of the 11 scholarship recipients. Others, such as Annette Lewis said she and her husband have attended just about every year before adding that her husband, Minister Greg Lewis, assistant pastor at Saint Gabriel Church of God in Christ and a community organizer was receiving a Community Service Award this year. “There are always people we know being honored and we get to see friends we haven’t seen in a long time,” she said. Another long-time attendee is Mayor Tom Barrett, who has been to every banquet since he was first elected mayor in 2004. He thanked The Milwaukee Times for its hard work to coordinate and organize the annual event on the occasion of the 30th anniversary of the Black Excellence Awards. “I view tonight like Milwaukee’s version of the Academy Awards,” he said. “You get

to see and meet many of the people who make Milwaukee great. I am especially proud of the young people. I’m betting on their future. They are playing by the rules and doing things the right way. This is all about recognizing some of the positive things going on in our community.” The banquet had bipartisan representation this year. A representative from Repulican U.S. Senator Ron Johnson’s office ate at the same dinner table as Democrat Mayor Barrett. In a brief prepared statement by Sen. Johnson and given to a journalist by the representative, Sen. Johnson noted in part that America has “benefitted greatly from the contributions of African Americans throughout our history … “Today and every day, we should all say thank you to the African American community for enriching our country.” The banquet also included brief, professionally edited video interviews with each of the student honorees. They talked about their hopes and goals for college and beyond. Some mentioned opening their own business. Speaker after speaker at the banquet encouraged the high school seniors to stay positive and proud, but not too proud to ask a family member or friend for help. The final remarks of the banquet were reserved for Nathan Conyers, the last living member of the trio that founded The Milwaukee Times in 1981. He said that if Mrs. Louvenia Johnson were alive today she would be very proud how the original program begun 30 years ago had grown. Then he reflected briefly on his own work. “I am happy because in these 30 years since this program started I’ve become a senior citizen,” he said. “Thank you for entrusting us,” he said to the banquet hall audience. Then turning to the 11 graduating seniors he said: “This is your entrée into the world of education and work. Take every opportunity to improve yourself. You don’t ever want to be left behind.”
