Es oportuna esta importante conmemoración para rendir un sentido reconocimiento a nuestro fundador, el Dr. Hugo Torrijos Richa, figura emblemática de la industria marítima quién con el aporte de sus ideas y ejecutorias, fue el propulsor de que Panamá se convirtiera desde la década del 90 en el primer registro de naves del mundo, puesto que se mantiene hasta hoy, para orgullo de todos. Así mismo lo hizo en el desarrollo de los puertos del que fue importante artífice y una de las piezas fundamentales en la conformación de la Estrategia Marítima Nacional, desde los diferentes cargos que desarrolló en su amplia carrera profesional, la cual terminó hace 5 años con su pronta e irreparable partida. La industria marítima de Panamá representa hoy un aporte del 33.5% al Producto Interno Bruto (PIB) del país, cifra triplicada en 15 años, desde que el Canal pasó a administración panameña. De ese porcentaje, el 20 % corresponde a la ejecutoria del Canal de Panamá, 18% al sector marítimo y 62% a las industrias auxiliares y sector logístico que cada día se prepara más para ampliar la cartera de servicios a nuestros clientes que son parte del comercio mundial. El reto de la industria es sumamente grande. Panamá representa hoy un punto focal del mercado global de tránsito de mercancías que se potencia con esta ampliación de las esclusas que nos permiten recibir las embarcaciones neo-panamax y que representan un antes y después en la historia del tránsito de contenedores a nivel mundial. This important commemoration is timely to pay heartfelt recognition of our founder, Dr. Hugo Torrijos Richa, an emblematic figure in the maritime industry who with the input of his ideas and executory, was the driving force that Panama became since the 90’s in the first registration of ships in the world, since it remains to this day, for the pride of all. Likewise he did in the development of ports where he was an important maker and one of the key pieces in the formation of the National Maritime Strategy, from the various positions he held in his extensive career, which ended 5 years ago with his prompt and irreparable departure. Panama’s maritime industry now represents a contribution of 33.5% to the Gross Domestic Product (GDP), a figure trebled in 15 years, since the Panama Canal Panamanian administration started. Of that percentage, 20% corresponds to the execution of the Panama Canal, 18% to the maritime sector and 62% to ancillary industries and logistics sector that every day is prepared more to expand the portfolio of services to our customers who are part of the world trade. The challenge of the industry is extremely large. Panama today represents a focal point of the global market for transit of goods powered by this enlargement of the locks that let us receive the neo-panamax vessels, which represent a before and after in the history of container traffic worldwide. C
omo siempre sucede, detrás de cada importante logro nacional hay líderes que desde diferentes aristas han consolidado ideas y han hecho de su visión, realidades transformadoras. El Dr. Hugo Torrijos Richa fue uno de esos líderes cuyo aporte en la industria marítima panameña ha resultado sustancial en momentos en que tanto el sector privado como público se encontraban en procesos de composición en aras de conformar lo que hoy se reconoce como la Estrategia Marítima Nacional engarzada en el eje del Estado, de las organizaciones y las empresas privadas.
Hablar de la trayectoria del Dr. Torrijos puede resultar demasiado extenso debido a su prolífica e intensa carrera. Su carrera ha estado sustentada con estudios de Derecho y Ciencias Políticas en la Universidad de Panamá, Derecho Internacional en el London Schools of Economics and Political Sciencies y en la Universidad Complutense de Madrid. Sus cargos fueron variados y múltiples: Director en Asesoría Legal en el Ministerio de Hacienda y Tesoro; durante 11 años fue Director General Consular y de Naves, ente rector en ese período de la Marina Mercante Panameña. Se encargó varias veces del Viceministerio de
Hacienda y Tesoro. Fue Embajador extraordinario y Plenipotenciario de la República de Panamá, ante la Organización Marítima de Panamá - OMI y Representante de Panamá ante la Comisión Tripartita (Estados Unidos, Japón, Panamá) para los estudios de las alternativas del Canal de Panamá. Ocupó la posición de representante Plenipotenciario del Gobierno de Panamá ante las sesiones de la Conferencia de las Naciones Unidas sobre las condiciones para la matriculación de los buques, celebrada en Ginebra, Suiza, que culminó con la firma del convenio de las Naciones Unidas sobre las condiciones de matriculación de los buques. Además fue Jefe de la delegación de Panamá ante la Conferencia Tripartita sobre trabajo marítimo de la organización internacional de Trabajo OIT: y Representante del Gobierno de Panamá ante la Red Operativa de Cooperación Regional entre las autoridades Marítimas de Sur América, México y Panamá (ROCRAM). El Dr. Torrijos fue Contraparte Nacional del Proyecto de las Naciones Unidas denominado Desarrollo del Sector Marítimo de Panamá; proyecto que incluyó asesoría para cinco diferentes instituciones gubernamentales relacionadas con el sector marítimo. Además fungió como representante de la OMI y le correspondió participar por Panamá en varias de las sesiones de la Tercera Conferencia de las Naciones Unidas, sobre el Derecho del Mar. Participó en todas las sesiones efectuadas ante el seno de la UNCTAD y en la Conferencia de las Naciones Unidas para el Comercio y el Desarrollo, para promover el registro de naves y la eficiencia portuaria, en los países menos desarrollados. También fue asesor de la preparación de la ley de marina mercante de Honduras; también del gobierno de Belice en la preparación de toda la

ley marítima de ese país. Para terminar con este resumen, fue Fundador y presidente de Panama Maritime Group, empresa que hoy conmemora su 25 aniversario; además de manifestar su compromiso político con el país y fue profesor de la Universidad de Panamá. En toda esta larga carrera profesional, el Dr. Torrijos tuvo hitos en los que su aporte fue más sustancial. Como Director General de la Autoridad Portuaria Nacional desde 1994 a 1998, trabajó en la modernización y comercialización de los servicios del Sistema Portuario Nacional, aumentando la eficiencia y competividad de las operaciones para la comunidad marítima nacional e internacional, integrando exitosamente al sector privado. El Lic. Fernando Solórzano, Director General de Marina Mercante de la Autoridad Marítima de Panamá, recuerda la figura del Dr. Torrijos: “ El Dr. Torrijos era la figura más emblemática desde el punto de vista administrativo y de la flota. A principios de la década del ´90, cuando el registro comenzaba a despuntar y a fortalecerse como primera flota o bandera del mundo, el papel del Dr. Torrijos fue fundamental al conseguir la no fuga de embarcaciones debido a la crisis militar de los 80´s e invitar a regresar a buques al registro después de la invasión de Estados Unidos” . Esta acción fue fundamental para el fortalecimiento del registro y para poder implementar una infraestructura semi autónoma dentro del Ministerio de Hacienda y Tesoro y pudiese atender regulaciones internacionales importantes como las modificaciones al convenio Marpol; regulaciones relativas al tema de la contaminación por los buques; se introdujeron regulaciones al tema de la hipoteca naval y de temas tarifarios que permitían una alta competitividad al registro. El también abogado Ebrahim Asvat señaló en un artículo publicado el 2011: “El registro de naves en Panamá se convirtió con el pasar de los años en una fuente de ingresos fiscales para el país- Sin embargo, la poca preparación técnica de los panameños en asuntos del mar exponía al registro a admitir naves sin las condiciones de navegabilidad. Era común, cada vez que se producía un accidente en alta mar, que la nave responsable fuese de registro panameño. Si el país tuvo un personaje que podría denominarse como el arquitecto del desarrollo marítimo en Panamá (calificación que le dio la revista Fairplay) indiscutiblemente ese honor se lo lleva Hugo Torrijos Richa (q.e.p.d.). Su paso por la Dirección Consular y Naves del Ministerio de Hacienda y Tesoro fue vital para implementar los estándares internacionales para los buques panameños y levantar el registro panameño en el sitial de número uno en el mundo en el que hoy día se encuentra. Hugo Torijos Richa fue un hombre perfecto, pero dentro de todas sus imperfecciones sentía una pasión por los negocios marítimos como ningún otro panameño”. Otro hito sustancial en su aporte a la industria marítima fue la amplia discusión que se dio sobre el Derecho del Mar, donde el Dr. Torrijos tuvo una participación muy efectiva. Así lo describe el Lic. Solórzano: “ El Dr. Torrijos tuvo la oportunidad de expresar y de explicar muy claramente cuál era el mecanismo de aplicabilidad de esta convención que si bien parecía reducir el tradicional y por muchos años vigente mar territorial de 200 millas a tan sólo 12 millas náuticas, establecía una zona de soberanía y de explotación económica directa para Panamá que era la zona económica exclusiva y un sistema que iba a ser de tópico mundial, es decir que iba a convertirse en parte del orden público internacional porque debía ser aceptado por todos los estados como ocurre hoy en día”. Así mismo fue con la privatización y desarrollo de los puertos, en la que el Dr. Hugo Torrijos, tuvo una importante incidencia y en general, en la consolidación de la Estrategia Marítima Nacional, planteada en el año 98, que marcó la visión de lo que el país considera deben ser los pasos a seguir en la consolidación de éste, nuestro destino marítimo. Así será siempre recordado, como el artífice que visualizó en el mar, una fuente inagotable de progreso para su país.

PANAMA IS A MARITIME COUNTRY PAR EXCELLENCE. IT´S GEOGRAPHICAL FATE HAS BEEN DECISIVE IN THE COURSE OF ITS HISTORY AND IT´S CONTRIBUTION TO THE WORLD AS A GLOBAL HUB AND TRANSIT IS UNDOUBTEDLY A FACT THAT THE WORLD IS INCREASINGLY RECOGNIZED. As always, behind every major national achievement, there are leaders from different angles have consolidated ideas and have made real their vision, transforming realities. Dr. Hugo Torrijos Richa is one of those leaders whose contribution to the Panamanian maritime industry has been substantial at a time when both the private and public sectors were in the process of composition in order to form what is now recognized as the National Maritime Strategy enshrined in the axis of the State, organizations and private companies. Talking of Dr. Torrijos path may be too long because of his prolific and intense trajectory. His career has been supported by studies of Law and Political Science at the University of Panama, International Law at the London Schools of Economics and Political Sciences and in the Complutense University of Madrid. His assignments have been varied and numerous: Director Legal Counsel at the Ministry of Finance and Treasury; for 11 years he was Director General of Consular and Maritime, the governing body during that period of the Panamanian Merchant Marine. He was several times in charge of the Vice Ministry of Treasury. He was Ambassador Extraordinary and Plenipotentiary of the Republic of Panama, before the Panama Maritime Organization - IMO Representative of Panama to the Tripartite Commission (United States, Japan, Panama) for studies of alternatives to the Panama Canal. He held the position of plenipotentiary representative of the Government of Panama to the meetings of the Conference of the United Nations on the conditions for the registration of ships in Geneva, Switzerland, which culminated in the signing of the United Nations Convention on conditions of registration of ships. He was also head of the delegation of Panama to the Tripartite Conference on Maritime Labour of the International Labour Organization ILO and Representative of the Government of Panama to the Operative Network for Regional Cooperation among Maritime Authorities of South America, Mexico and Panama (ROCRAM). Dr. Torrijos was National Counterpart of United Nations Project called Development of Panama Maritime Sector; project that included counseling for five different government institutions related to the maritime sector. He also served as representative of IMO and corresponded participate by Panama in several of the sessions of the Third Conference of the United Nations on the Law of the Sea participated in all sessions done before within the UNCTAD and the Conference of United Nations Trade and Development, to promote the registration of ships and port efficiency in less developed countries. He was also advisor to the preparation of the Merchant Marine Act of Honduras; He advised the Bolivian government for the organization of the Merchant Navy and the government of Belize in the preparation of all the maritime law of that country. To end this summary, he was founder and president of Panama Maritime Group, which today celebrates its 25th anniversary; in addition to expressing their political commitment to the country and be a professor at the University of Panama. Throughout this long career, Dr. Torrijos had milestones where their contribution was more substantial. As Director General of the National Port Authority from 1994 to 1998, he worked in the modernization and commercialization of the services of the National Port System, increasing the efficiency and competitiveness of operations for national and international maritime community, successfully integrating the private sector. Mr. Fernando Solozano, Director General of Merchant Marine of the

Panama Maritime Authority, recalls the figure of Dr. Torrijos: “Dr. Torrijos was the emblematic figure from the administrative point of view and of the fleet. In the early 90s, when the record began to emerge and strengthened as the first fleet or coats of arms in the world, the role of Dr. Torrijos was instrumental in getting the boats not to escape due to the military crisis 80’s and inviting vessels to return to record after the US invasion.” This action was also essential to strengthen the registration and to implement a semi autonomous infrastructure within the Ministry of Finance and Treasury and could attend important international regulations such as the amendments to the Marpol Convention; regulations relating to the issue of pollution from ships; regulations to the issue of ship mortgage and tariff issues allowing high competitiveness registration were introduced. The lawyer Ashvath Ebrahim said in an article published in 2011: “Over the years the registration of ships in the Panama became a source of tax revenue for the country- However, the lack of technical preparation of Panamanians in matters of the sea exposed the register to admit ships without seaworthiness. It was common, whenever an accident occurred at sea, the ship responsible was Panamanian registered. If the country had a character who could be called as the architect of maritime development in Panama (score that gave the magazine Fairplay) indisputably that honor is taken by Hugo Torrijos Richa. Its passage by the Consular and Vessels Division of the Ministry of Finance and Treasury was vital to implement international standards for Panamanian ships and lift the Panamanian registry in the seat number one in the world in which today is. Hugo Torrijos was not a perfect man, but within all its imperfections felt a passion for maritime business like no other Panamanian “. Another significant milestone in its contribution to the maritime industry was the extensive discussion that took place on the Law of the Sea, where Dr. Torrijos had a very effective participation. Mr. Solorzano describes: “Dr. Torrijos had the opportunity to express and explain very clearly what the mechanism of applicability of this convention that appeared to reduce the traditional and for many years current territorial sea of 200 miles to only 12 nautical miles, establishing a zone of sovereignty and direct economic exploitation to Panama was the exclusive economic zone and a system that would be world topic, so it would become part of international public policy that should be accepted by all states as is the case today.” Likewise it was with the privatization and development of ports, where Dr. Hugo Torrijos, had a significant impact and in general in the consolidation of the National Maritime Strategy, raised in the year 98, which marked the vision of what the country considers should be the next steps in the consolidation of this, our maritime destination. That is the way he will always be remembered, as the architect who envisioned at sea, an inexhaustible source of progress for his country.

s así que pasados estos primeros 25 años y siempre con el recuerdo vivo de su fundador; PMG, se prepara para continuar con nuevos retos que dinamicen la economía, esta vez, bajo la profesional dirección de la Licda. Magali Cedeño de Torrijos, Presidenta y Gerente General de PMG, conformado por las empresas Panama Maritime Documentation Services, Torrijos & Asociados y Marine Training and Certification Centre, que a la fecha cuenta con una planilla de cuarenta colaboradores. Dispuesta a continuar con el legado de su esposo, Dr. Hugo Torrijos Richa, hoy por hoy la abogada dirige el barco con maestría, analizando los vientos de estos nuevos tiempos: Implementar políticas que velen por el cumplimiento del Sistema de Calidad, realizando periódicas revisiones al sistema a fin de implementar constantes mejoras; estrechar la relación con los clientes y las entidades involucradas en el desarrollo de la industria, a fin de seguir y difundir los mensajes cónsonos a la estrategia marítima del país y capacitar permanentemente a sus colaboradores a fin, y así poder ofrecer un servicio óptimo a la exigente demanda del mercado internacional. Logros muy importantes que destacar son los obtenidos con la apertura de sus oficinas físicas en China el año 2002. Tres años después, expandieron oficinas en Vietnam y este año, 2016, el

Centro Marítimo Yak Maritime Academy Private Limited, los aceptó como una Branch Office de MTCC, una de sus empresas de capacitación. La Licda. Magali Cedeño de Torrijos tiene como meta ampliar los servicios marítimos y abrir centros de entrenamientos marinos en Europa, para lo cual se encuentran implementando los estudios correspondientes. Para desarrollar este ambicioso plan de negocios, el Lic. Luis Ramirez, Gerente Comercial de PMG, se encuentra en constante búsqueda de oportunidades que fortalezcan la presencia del grupo tanto a nivel nacional como internacionalmente. “Trabajamos arduamente en el desarrollo del recurso humano, buscando así asegurar a los clientes un servicio eficiente y expedito, manteniendo siempre los más altos estándares de calidad.” señaló. Tres años después, expandieron oficinas en Vietnam y este año, 2016, el Centro Marítimo Yak Maritime Academy Private Limited, de India, los aceptó como una Branch Office de MTCC, una de sus empresas de capacitación. La Licda. Magali Cedeño de Torrijos tiene como meta ampliar los servicios marítimos y abrir centros de entrenamientos marinos en Europa, para lo cual se encuentran implementando los estudios correspondientes.
Para desarrollar este ambicioso plan de negocios, el Lic.
