The Enabling Gender-Responsive Disaster Recovery, Climate and Environmental Resilience in the Caribbean (EnGenDER) project seeks to further integrate gender equality and human-rights-based approaches into disaster risk reduction (DRR), climate change (CC) adaptation and environmental management frameworks and interventions.

This project seeks to identify and address some of the gaps to ensure equal access to DRR and climate change environmental solutions for men, women, boys and girls in nine Caribbean countries including Saint Vincent and the Grenadines. The two (2) lead agencies for the project in St. Vincent and the Grenadines are: the Fisheries Division in the Ministry of Agriculture, Forestry, Fisheries, Rural Transformation, Industry and Labour and the Economic Planning Unit in the Ministry of Finance, Economic Planning and Information Technology. As part of the Climate-Smart Fishery Development Plan of the EnGenDER Project, one of the tasks is to develop the capacity of fishers. A fisher-exchange programme was approved by the United Nations Development Programme regional office for Tri Tri fishers and fisheries management authorities in Dominica and Saint Vincent and the Grenadines. This exchange programme is intended to provide a basis for the sharing of practical information among the stakeholders from the two (2) islands, allowing the groups to observe and discuss best practices in Tri Tri harvesting and value addition of the fishery products. Tri Tri fishers and staff from the Fisheries Division in Saint Vincent and the Grenadines travelled to Dominica from the 14th – 18th November 2022 to observe the operations of the Dominican Tri Tri fishers. On the 9th – 13th of October, 2023, the Tri Tri fishers of Dominica travelled to St. Vincent and the Grenadines as part of the second leg of the information exchange program. The training took place at the Learning Resource Center in Chateaubelair.

Breadfruit Festival Water for Life, Breadfruit for Food Security Recognizing the adverse effects of a variety of environmental and political issues on SVG’s agrifood systems, the Government of St. Vincent and the Grenadines is currently on a mission to increase food security and reduce the food import bill by 2025. Several evaluations revealed that breadfruit is a gravely underutilized crop that is abundantly available across the country. The Breadfruit is a staple in Vincentian culture where it forms part of SVG’s national dish (Roasted Breadfruit and Fried Jackfish). In celebration of World Food Day 2023, the Ministry of Agriculture hosted a Breadfruit Festival on Wednesday 11th October 2023 at the Agricultural Station in Dumbarton under the theme: “Water for Life, Breadfruit for Food Security”. The initiative aimed to reintroduce breadfruit while raising awareness of its nutritional advantages and versatility.

According to Product Development Officer in the Ministry of Agriculture, Mr. Rohan McDonald, there are approximately 5,000 breadfruit trees in St. Vincent, each yielding roughly 150 fruits every cycle, hinting that there are, on average, 750,000 pounds of breadfruit available per cycle. Mr McDonald was adamant that this superfood can be a major contributor to bolstering food security.

Nutritionist in the Ministry of Health, Ms. Camille John offered her expertise on the importance of maintaining healthy diets and adequate water consumption in the fight against lifestyle diseases. She explained that food security entails ensuring that food is safe, nutritious, accessible and available. Ms. John urged the students in attendance to get more active in backyard gardening and to eat more locally.

Agricultural Officer, Mr. Michael Gloster provided a comprehensive background on Breadfruit and it’s origins to the present. He emphasized current prospects for breadfruit in terms of food security and value addition, as well as challenges impeding productivity. The subsequent exhibition highlighted a broad selection of dishes centered on breadfruit, each one visually striking and appetizing.

Breadfruit (Artocarpus altilis) is a tropical species of flowering tree in the mulberry and jackfruit family that grows on massive, rapidly growing trees reaching up to 12 to 26 meters in height, which renders it one of the tallest fruitproducing trees in the world. A single Breadfruit tree grows in 3 to 5 years, yielding 50 to 200 fruits each year. Its arrival in the New World was linked to Captain William Bligh’s remarkable voyage in 1973. The species is prized for its edible fruits, which are traditionally cooked in a variety of ways to provide a nutrient-dense meal with satisfying properties.

World Food Day 2023 “Water is life. Water is Food. Leave no one behind.” World Food Day is an international day celebrated every year worldwide on October 16 to commemorate the founding of the United Nations Food and Agricultural Organization in 1945. St. Vincent and the Grenadines celebrated World Food Day 2023 on Monday, October 16. This year’s activities were celebrated under the theme “Water is life. Water is Food. Leave no one behind.” The Breadfruit Festival, held at the Dumbarton Agricultural Station, kicked off the series of activities. This event was held under the theme: Water is Life; Breadfruit for Food Security. Veterinary Officer Dr. Nicole Timm served as coordinator. On this day, farmers and agro-processors, the Soil and Water Conservation Unit and a number of educational institutions, presented their produce, value-added products and displays related to the theme of World Food Day. A number of speakers addressed the gathering. Prime Minister, Dr. the Hon Ralph E. Gonsalves delivered the keynote speech. The venue of the official ceremony and exhibition was the SVG Postal Authority Parking Lot.

On Wednesday 18th October 2023, the Rural Transformation Unit within the Ministry of Agriculture, Forestry, Fisheries, Rural Transformation, Industry and Labour hosted its final training workshop for beneficiaries under the “Enhancing Household Food and Nutrition Security through Home Gardening Project.” The project is implemented by the Ministry in collaboration with the Evangelical Churches of St. Vincent and the Grenadines. Sixty-eight (68) households across St. Vincent and the Grenadines and five youth/community groups are beneficiaries of this project. The workshop was conducted in two segments, classroom and practical field exercise. The areas discussed were: • Compost Making • Soil and Water Conservation Measures • Space Optimization • Pruning and Trellising • Pests and Weed Management

The practical component was done at the Bishop’s College School’s garden where participants of the workshop were actively engaged in land preparation, laying of plastic mulch and planting of seedlings (applying what they learned in the classroom session). They also established a compost heap as part of the practical teaching and learning exercise. According to the Senior Technical Officer within the Rural Transformation Unit, Mrs Currel ThompsonFergus, implementation of the project will continue until the end of November 2023. She encouraged beneficiaries to continue to sustain production beyond the life of the project.

Church of Jesus Christ of Latter-day Saints and SVG Red Cross Expand Agricultural Support in SVG During a 12-month period, a Farm Labour Support programme was conducted by the Ministry of Agriculture, Forestry, Fisheries, Rural Transformation and Labour and funded by the Church of Jesus Christ of the Latter Day Saints. The budget holder is the St. Vincent and the Grenadines Red Cross. On Thursday 19th October 2023, Minister of Agriculture, Forestry, Fisheries, Rural Transformation, Industry and Labour, Hon. Saboto Caesar revealed that during this process a significant change in production and productivity in various areas has been recognised. The Minister of Agriculture noted that over one hundred (100) persons so far have been employed while differing teams were deployed throughout the country. Minister Caesar stressed that the assessment of the programme must be done against the backdrop of eruptions of La Soufriere Volcano and Climate Change. Announcing the establishment of a backyard agriculture initiative as the final stage of the project, the Agriculture Minister stated that it is vital to outline the importance of having multiple streams of production since it augurs well in the mission of obtaining Food Security. Minister Caesar added that an assessment was conducted one month ago and a link was provided to persons to be a part of the backyard agriculture pilot programme. The Agriculture Minister noted that they will be provided with seeds from the Agricultural Input Warehouse, and in the process a formal agricultural supply chain will be organised through the mobilisation of resources. Minister Caesar reiterated that the next phase is expected to positively impact livelihoods in St. Vincent and the Grenadines and revealed that this project will coincide with a national backyard gardening project in January 2024. The Agriculture Minister thanked the SVG Red Cross and the Church of Jesus Christ of Latter Day Saints for partnering with the Ministry of Agriculture and emphasized the strides made through the cooperation, which must be continued in 2024 since food production is a collaborative effort.

Spokesperson for the Church of Jesus Christ of Latter Day Saints, Opreth Sutherland expressed his excitement with the Church’s role in this initiative. Mr. Sutherland highlighted that he is grateful that many farmers will benefit from this programme and added that the Church of Jesus Christ of Latter Day Saints remains committed and stands ready to help the Government and people of St. Vincent and the Grenadines. President of the SVG Red Cross, Alston Anderson addressed the issue of farmers who lost livelihoods due to the eruption of the La Soufriere volcano; but insisted that moving forward is critical. Anderson expressed his elation with the collaborative endeavours to revitalise the efforts of the farmers in regaining their livelihoods. The SVG Red Cross President praised the leadership of Minister Caesar in ensuring the success of the programme thus far.

Mr. Hosein further indicated that there are benefits to be derived from several projects which include; The Regional Sweet P Industry Value Chain Enhancement and Technology Transfer project funded by the Caribbean Development Bank and implem CARDI in partnership with the University of the West Indies and Ministry of Agriculture, The Alliance for Coconut Industry Dev Expansion and Enhancement Support for the Caribbean funded by the European Union and implemented by CARDI, Internati Centre (ITC) and the Ministry of Agriculture as well as the Dasheen Development Program.

The Hon. Prime Minister said he welcomed the continued support of CARDI to St. Vincent and the Grenadines. Also present a meeting were the Minister of Agriculture, Hon Saboto Caesar and the newly appointed CARDI Representative to St. Vincent a Grenadines, Mr. Donawa Jackson, a trained and experienced agricultural technician.

The three-day visit also includes a field tour of several CARDI experimental plots and meetings with other implementing age have contributed significantly to St. Vincent and the Grenadines Agricultural Sector. Simultaneously, UWI delegate Dr. Oral Daley was also on an official visit to SVG and joined the tour with the team.

CARDI Executive Director Paid a 3-Day Visit To SVG Executive Director of the Caribbean Agricultural Research and Development Institute (CARDI), Mr. Ansari Hosein paid a three-day visit to St. Vincent and the Grenadines from Monday 23rd to Wednesday 25th October 2023. This visit included a courtesy call to Prime Minister, Hon. Dr. Ralph Gonsalves at Cabinet Room on Tuesday 24th October 2023. Among the issues discussed were the vision of CARDI, the impacts of climate change, strategic approaches to praedial larceny, the labour shortage in the agriculture sector and the manner in which bad farming practices through the use of hazardous pesticides continue to impact negatively on our soils. The CARDI Executive Director noted that CARDI intends to work closer with the Ministry of Agriculture to develop a center of excellence at the various agricultural stations across the country so that the stations can increase productivity.

Butchers of SVG Strategize for Growth A consultation meeting for butchers was held at the Ministry of Agriculture’s Conference room on Tuesday, October 31st 2023 to discuss the World Bank Support project, expectations for 2024 and the export trade of animals. Other topics covered included current challenges faced by livestock farmers as well as proposed initiatives to boost supply to satisfy increasing demand. Minister of Agriculture, Forestry, Fisheries, Rural Transformation, Industry and Labour, Hon Saboto noted that the significant increase in demand for cattle and the Government’s quest for strengthening Food Security has insighted the need to expand production in the Livestock sector. He asserted that because of our organically developed feeding practices and restrictions on aerial spraying and the importation of glyphosate products, animals produced in St. Vincent and the Grenadines are much superior compared to imported animals. This approach has improved the safety of our meat for consumption, which not only preserves the health of the citizens of SVG but also makes SVG a viable contender for meat exports. The Minister advised youths to get involved in the livestock sector, citing the exponential growth of the tourism sector as providing a multitude of possibilities and opportunities. He also divulged the government’s ambitions to expand the industry through the construction of abattoirs and the establishment of a loans system for butchers and livestock farmers.

Tree crop investment promoted for Climate Smart diversification in SVG Small Island Developing States (SIDS) in the Caribbean continue to grapple with the vagaries of Climate Change. An important part of the climate-smart agriculture practices promoted in St. Vincent and the Grenadines is the establishment of a large-scale agroforestry platform which intends to cultivate a significant quantity of avocado, coconut, cocoa, nutmeg, clove, cinnamon, citrus, mango and ackee. Honourable Saboto Caesar, Minister of Agriculture in St. Vincent and the Grenadines, noted that in the coming months, there would be a process for the mobilization of non-state actors globally around the cause of promoting agroforestry as a part of the island’s climate-smart agriculture strategic plan. It has been proven that agroforestry is an excellent initiative to advance food security and livelihoods for farmers, while at the same time advancing the cause for climate change resilience and adaptation. Over the last decade, major efforts were made to expand cocoa and coconut production. The attempts to rehabilitate the citrus sub-sector and increase the production of ackee were negatively impacted by the explosive eruptions of the La Soufriere volcano. “The project cannot be a public sector-only initiative. The input of the private sector and civil society will be of first importance” explained Minister Caesar. A delegation of six (6) persons visited Grenada to study best practices in agroforestry. There is an existing agreement before the government of St Vincent and the Grenadines and Grenada, Carriacou and Petite Martinique for the exchange of technical support in spice production. This agreement was signed in Grenada this year and addresses the issue of support to be provided to St. Vincent and the Grenadines in the establishment of a Spices sector while assistance is being provided to Grenada’s livestock and root crops sectors.

Agriculture Minister Saboto Caesar, Advocates for Glyphosate Ban in CARICOM’s Food System: Safeguarding Health and Agriculture” Minister of Agriculture Saboto Caesar is urging all Ministers of Agriculture and Health within CARICOM to treat the issue of glyphosate with utmost seriousness and implement an immediate ban on its use. In 2018, St. Vincent and the Grenadines (SVG) prohibited the use of glyphosate, prompted by the case of Dewayne Johnson, who claimed that Roundup, containing glyphosate, led to his terminal cancer. Johnson’s case resulted in a substantial jury award against Monsanto. The decision of around 42 countries to impose bans on the use of glyphosate reflects a growing awareness of the potential health risks. Minister Caesar is appealing for a similar ban throughout CARICOM, contrasting it with the EU’s decision to extend glyphosate use. He emphasizes the need for comprehensive regulatory measures and highlights plans for testing imported and exported produce for pesticide residues. The Minister also addresses the disparity faced by Vincentian farmers and plans to introduce glyphosate-free certifications for locally produced foods.

Discussions at the OECS and CARICOM levels are anticipated to determine the permissibility of food produced with glyphosate entering SVG, reflecting a growing awareness of the health implications of glyphosate use in food production. Minister Saboto Caesar is taking a strong stance on the issue of glyphosate use, especially in light of the concerns raised by the Dewayne Johnson case and the growing number of countries imposing bans or restrictions on glyphosate. His efforts to push for a ban within CARICOM and his plans to ensure the safety of imported and exported produce demonstrate a commitment to public health and safety.

The Government of St. Vincent and the Grenadines received an online application at the training room of the Information Technology Services Division (ITSD) on Monday 20th November 2023. The application is designed to gather and digitally document data on livestock, their caretakers, health-related details and holding locations. This Animal Identification Registration and Traceability System was transferred through an intra-ministerial meeting and training session. Personnel from the Animal Health and Production Division, the Extension and Advisory Services of the Ministry of Agriculture, and the Information Technology Services Division were actively involved in training facilitated by Mr. Dragan Angelovski, Technical Advisor- FAO Representation in Georgia.

SVG Cattle Farmers and Producers Association Launched in Several Locations The SVG Cattle Farmers and Producers Association held launches in several locations across the country, namely Troumaca Primary School, Marriaqua Government School, New Grounds Primary School and the Langley Park Government School. These meetings were geared at representing and encouraging the interest of cattle farmers across the country and supporting their production and productivity. Cattle farmers and farmers interested were in attendance and were given an opportunity to learn more about the association through enlightening discussions. Veterinary Officer, Dr. Amelia Jack and other technical staff were in attendance. Officials from the Ministry of Agriculture were also present. The leadership of the Association comprises President Dennis Ambrose, Vice President Lizron Pierre, Treasurer Philemon Allen, Public Relations Officer Bryan Andrews and Secretary Jestina John. Veterinary Officer, Dr. Amelia Jack and Agricultural Instructor, Markneil Lewis of the Animal Health and Production Division serve as consultants for the Association. The SVG Cattle Farmers and Producers Association is a non-profit organization that was legally established on February 1st, 2023, with the goal of improving livestock production for quality beef, uniting farmers in the cattle industry, lobbying for the cattle industry’s interest in improved animal feed prices, providing access to small land holdings for grazing, caring, nurturing, and development of livestock, and bringing markets forward. A nationwide call for unity among cattle producers and people interested in cattle farming was issued. The association is dedicated to supporting a robust cattle industry by empowering cattle farmers via education, support, and a range of benefits. Farmers interested in joining the Association can collect forms at the Animal Health and Production Division at the Ministry of Agriculture in Kingstown.

SVG hosts Regional Training in Response in Em

A 4-day regional training on Fisheries and Aquaculture Response in Emergencies (FARE) commenced on Monday 27th November and culminated on Thursday 30th November 2023. The training which was held at the Fisheries Division Conference Room, Kingstown aimed to enhance the quality and accountability of preparedness and response to emergencies affecting the fisheries and aquaculture sector in the Eastern Caribbean. Approximately forty (40) participants originating from Dominica, St. Lucia and St. Vincent and the Grenadines benefited from the knowledge imparted by five (5) regional and international Specialists in the Fisheries and Aquaculture sectors. The course was highly participatory, with exercises designed to consolidate learning.

During the four days, participants gained an understanding of the relationship between fisheries, aquaculture, emergency, food security and livelihoods, assess post-disaster needs in the fisheries and aquaculture sector using the Food and Agriculture Organisation (FAO) Guidelines for the Fisheries and Aquaculture sector on Damage and Needs Assessments in Emergencies. They were also equipped with the knowledge necessary to identify appropriate best practice responses and standards in emergency interventions in fisheries and aquaculture including using remote sensing tools. Chief Agricultural Officer, Renato Gumbs, emphasized the importance of a proactive stance in tackling challenges within the Fisheries sector, given the shared water resources in the region.

Dr. Sandoval also highlighted several scheduled initiatives that are intended to contribute to the overall development of SVG. “These initiatives will transform how we manage our resources, how we make sure that these different risks, whether they are disaster risks or climate changerelated risks, are they more effectively or more strongly incorporated into the way that we do our work day to day?” Drawing inspiration from the phrase “For Better or Worse,” Honorable Saboto Caesar, Minister of Agriculture, Forestry, Fisheries, Rural Transformation, Industry, and Labour, noted the importance of safeguarding fisheries and agriculture for the well-being of future generations. He emphasized that achieving this goal requires continuous reflection and thoughtful consideration. Highlighting the pressing impact of climate change, the Minister emphasized that it is imperative for the region to adopt a forward-thinking, climate-smart approach in shaping the future of the fisheries and agriculture sectors. “Let us remember that the discussions that we have will go towards the preparedness of our various countries for better or for worse.” he concluded.

Tuesday November 28, 2023, at the Headquarters of the Forestry Division in Campden Park the Forestry Division and the Central Water and Sewerage Authority (CWSA) received a consignment of tools and equipment under the United Nations Development Programme (UNDP) Ridge to Reef and Integrated Water, land and Ecosystems management in Caribbean Small Island Developing States (IWEco) twin project.

Deputy Chief Agricultural Officer, Colville King, spoke about the virtues of collaboration of the different stakeholders in conservation initiatives of this sort. IICA facilitates Open Forum for Agriculture, Forestry and Fisheries Sector Plan Discussions The Ministry of Agriculture, Forestry, Fisheries, Rural Transformation, Industry and Labour is in the process of developing a new plan for the Agriculture, Forestry and Fisheries sector to cover the period 2024 - 2029. Dr Govind Seepersad, Agricultural Economist, UWI Lecturer and Consultant, was recruited by IICA to perform extensive assessments of each sector and submit findings and recommendations. After numerous consultations with stakeholders in the various sectors throughout St.Vincent and the Grenadines, the Ministry of Agriculture with assistance from the Inter-American Institute for Cooperation on Agriculture (IICA) held validation meetings on Tuesday 5th December 2023 and Wednesday 6th December 2023 for the Agriculture, Forestry and Fisheries Sector Development Plan. These validation meetings provided perspectives on the state of the three (3) sectors as well as recommended courses of action to further their growth during the planned term. On both days, several stakeholders from each sector were allowed to express their perspectives. This strategy was chosen to allow persons to submit further feedback on the suggested plan, with the goal of ensuring that the final result is accepted by the vast majority of clients. Day one (Tuesday 5th December 2023) focused on the Agricultural Sector Review and Proposed Priorities for 2024 - 2029 while day two (Wednesday 6th December 2023) focused on the Fisheries Sector Review and Proposed Priorities for 2024 - 2029. The plan will identify new opportunities in the sectors that would serve to enhance food and nutrition security, promote strategies for building resilience, support production and trade in agricultural goods, promote inclusiveness and equitable access to resources to reduce the vulnerability of marginalised groups as well as sustainability within agricultural production systems, and ultimately contribute to the socio-economic development agenda for St. Vincent and the Grenadines.

CARDI SVG Marks Another Year of Success and Innovation The Caribbean Agricultural and Research Institute (CARDI) is tasked with meeting the research and development needs of the Caribbean region’s agriculture as identified in national plans and policies, as well as providing an appropriate research and development service to member countries’ agricultural sectors. An agreement was signed on the 5th of December 1974 in Georgetown, Guyana to establish CARDI, and it has since then been celebrated annually. CARDI celebrated its 49th anniversary and to commemorate this special occasion, offices across the region hosted a variety of on-site, engaging activities that provided stakeholders with the opportunity to learn more about the Institute’s work and contribution to agriculture development. CARDI SVG joined the celebration on Tuesday 5th December 2023 by hosting an exquisite exhibition at the SVG Postal Corporation Parking Lot in Kingstown. According to CARDI Country Representative to St. Vincent and the Grenadines, Donawa Jackson, CARDI Day is dedicated to highlighting the Institute’s achievements. The objectives of the exhibition were to engender greater public awareness of the current research and development work of CARDI and to provide a platform for stakeholders to showcase their work in the area of value addition. On display were crops on which research has been done, ongoing and all of which are contributing to agricultural development. Notable crops which were featured include dasheen and various lines of sweet potatoes as well as crops of different varieties/cultivars in the CARDI’s germplasm collection at CARDI Field and Research Station; cassava, banana, and plantain. Agro-processors also displayed their refined products of the featured crops. Educational materials including factsheets, pamphlets, banners, brochures and storyboards were central to the exhibition. Various schools in the immediate vicinity of the exhibition participated in the opening ceremony. Closing the Chapter: The Culmination of the Food and Nutrition Security through Home Gardening Project The Enhancing Household Food and Nutrition Security through Home Gardening Project concluded at the Methodist Church Hall on Tuesday, December 12th 2023 after a duration of twelve (12) months.

Approximately sixty-eight (68) participants benefited from a series of consultations and training sessions over the period. At the closing ceremony, participants received equipment to assist in ensuring the sustainability of their home gardens.

Minister Caesar’s Visit to Samuel’s Farm: A Call for Agricultural Resilience Hon. Saboto Caesar, Minister of Agriculture, Forestry, Fisheries, Rural Transformation, Industry and Labour visited Mr Arthur Samuel’s corn plot in Argyle on Thursday 14th December, 2023. Mr. Samuel is a diversified farmer who has been engaged in corn production for over thirty (30) years. Acknowledging the adverse effects of various world and local events on SVG’s agrifood systems, Hon Saboto Caesar reaffirmed the ministry’s commitment to continue providing support to farmers in all agro-ecological zones. With CARICOM member states supporting the 25 by 25 initiative (reduction of the food import bill by 25% by 2025), the Minister of Agriculture urged farmers owning lands in arid areas to explore corn production.

Sweet Victory: SVG Beekeeper Claims Top Honors at National Honey Show On the 8th - 10th of December 2023, St. Lucia hosted their 3rd Annual Hewanorra National Honey show. This annual event has now extended its reach to embrace the OECS member states. Countries represented were Grenada, St. Vincent and the Grenadines, St. Lucia, Montserrat, Dominica, St. Kitts and Nevis, Antigua and Barbuda and the British Virgin Islands. There were five (5) Beekeepers from SVG that registered exhibits for judging within the various classes at the event. The beekeepers were; Ms. Beverly Reddock, Mr. Harvey Farrell, Mrs. Sabrina Murphy-Bascombe, Mr. Criscoor Sprott, and Mr. Cuthbert Lee. Mr. Cuthbert Lee claimed 1st prize in the “Chunk Honey Class.” In this class, a chunk of honey comb was placed in a jar of honey. Mr. Cuthbert Lee said that he was very elated after learning that he won first prize. Additional honorable mention is Beverly Reddock who placed second in the Honey Cake Class. Beekeepers entering this class had to follow a recommended recipe with honey as one of the main ingredients.
