Yemen: ‘I hope we will not turn into another Syria’ Yasmine, a woman in her early twenties who is seven months pregnant with her first child, took shelter on her kitchen floor in the Asser district of Yemen’s capital, Sanaa, as the sounds of air strikes grew louder this past weekend. Yasmine, who declined to provide a last name, said she could feel the strikes drawing nearer to her, and she woke up to the sound of windows shattering and splinters of glass raining down. “My bags are packed and I’m ready to go,” Yasmine told Al Jazeera, adding she hoped to return to the village where she was born. Frail and weary after three sleepless nights, Yasmine said she could feel her baby move more often than usual; her mother comforted her by joking that the baby was hungry. Yasmine, who relocated to Sanaa after her marriage less than a year ago, did not envision this future. After the first night of aerial bombardments in the Saudi-led Operation Decisive Storm, aimed at quelling the advances of Yemen’s Houthi
rebels, long queues of vehicles were lined up next to gas stations in Sanaa and people were leaving in large numbers. As the strikes intensified, more families started the journey back to their villages from the capital. Families were taking a variety of precautions, “scared that their homes might be hit by Saudi-led strikes or by the Houthis’ anti-aircraft, even if by accident,” Yasmine said. With buildings reduced to piles of rubble, residents likened areas hit by the military offensive to a ghost town. Waleed al-Zwadi, a business administration student at Sanaa University, was leaving for al-Haima village, along with his family of 15. He brought only a few personal belongings, including a gas cylinder and a washing machine. The strikes have had devastating consequences on their everyday lives, he told Al Jazeera, with sporadic water, gas and electricity. “At least in the village we will find water and wheat,” Zwadi said. “There, we will Continued on pg 6

Extinguishing Yemen Fire
Yemen is strategically located on the Bab al-Mandab strait (a narrow waterway linking the Red Sea with the Gulf of Aden) through which much of the world’s oil shipments pass. The Arab countries and Saudi Arabia fear a “Houthi takeover” would threaten free passage through the strait. The Houthis are members of a rebel group, also known as Ansar Allah (Partisans of God), who adhere to a branch of Shia Islam known as Zaidism. And, Zaidis make up one-third of the population and ruled North Yemen under a system known as the imamate for almost 1,000 years until 1962. The Houthis take their name from Hussein Badr al-Din al-Houthi. He led the group’s first uprising in 2004 in an effort to win greater autonomy for their heartland of Saada province, and also to protect Zaidi religious and cultural traditions from perceived encroachment by Sunni Islamists. Yemenis tried their best to avoid war by offering avenues for a peaceful agreement, but the Houthi terrorists continued with their campaign to control the cities of Yemen. According to source, “When the Iran backed-Houthis were on the verge of taking control of Aden, the legitimate government’s call to intervene under Article 51 of the UN had to be heeded.” In the ongoing battle for sphere of influence in the region, Saudi Arabia wants to stop any rise of Iranian influence across the Middle East. Reject the politics of fear By: Justin Trudeau Leader of the Liberal Party of Canada The Conservative government talks a good game on freedom, but their words don’t match their record.Their instincts are now to be suspicious of people who do not share their beliefs, to harden divisions with people whose views differ from their own. This is an extension of Stephen Harper’s politics of fear and division. They have accused two leaders of the NDP of sympathizing with terrorists, acclaimed human rights activist and former Minister of Justice Irwin Cotler of anti-Semitism, and declared that “you’re either with us, or you’re with the child pornographers.” Such rhetoric might work politically in the short term, but it’s corrosive over time. It stokes anxiety and foments fear. That’s not how we do things in Canada. While we’ve had dark moments in our history—like the internment of Ukrainians, Japanese and Italian Canadians during the First and Second World Wars—we have had thousands more hopeful, open moments—like the Underground Railroad or the Multiculturalism Act—that have come to define who are as a country. Unlike many others, we have built our country around shared values and our core value is a very Canadian idea of liberty: inclusion, and it is deeply woven into our public institutions. From the protection of both official languages to the acceptance of refugees fleeing persecution, Canadian inclusiveness should be celebrated. In this country we understand that people are defined both by the things that unite and distinguish us from one another.

Nevertheless, the Iranian leaders thought that they could destabilize Yemen, change the balance of power in the Gulf region, and get away with it. Amid the current chaos, Islamabad has hinted at calling upon the Organisation of Islamic Cooperation (OIC) to play a role to end the conflict in Yemen. The 57-member OIC, which is often criticised for its ineffectiveness, is dominated by Pakistan, Saudi Arabia, Egypt, Turkey, Malaysia and Iran. Saudi Government had already put forward a formidable coalition to reverse the gains of the Iranian-backed Houthis and to hit them hard so that they understand that their actions are intolerable. The ongoing action against Iran’s proxy is intended to make Iran change its course as Iran instructed the Houthis to drive all of their Sunni opponents out of politics and to control Yemen. The Saudi-led “Operation Decisive Storm” is not only targeting the Houthi rebels but also Iran’s ambitions of expansion in the region. Supported by the International law, the military intervention in Yemen did not begin until all other attempts to stop the Houthi rebels from taking over Yemen had been exhausted. A 10-nation, Saudi-led coalition is currently carrying out air strikes against rebels in Yemen. The strikes are in support of President Abdrabbuh Mansour Hadi, who fled after gains by the Shia Houthi rebels. Furthermore, Arab League chief said,
“the Saudi-led offensive against the Houthis would continue until the militia withdraws and surrenders its weapons.” The main fight is between forces loyal to the beleaguered President, Abdrabbuh Mansour Hadi, and those allied to Zaidi Shia rebels known as Houthis, who forced Mr Hadi to flee the capital Sanaa in February. Yemen’s security forces have split loyalties; some units back Mr Hadi, and others are with the Houthis and Mr Hadi’s predecessor Ali Abdullah Saleh, who has remained politically influential. Mr Hadi is also supported in the predominantly Sunni south of the country by militia known as Popular Resistance Committees and local tribesmen. After rebel forces closed in on the president’s southern stronghold of Aden in late March, a coalition led by Saudi Arabia responded to a request by Mr Hadi to intervene and launched air strikes on Houthi targets. The conflict between the Houthis and the elected government is also seen as part of a “regional power struggle” between Shia Iran and Sunni Saudi Arabia, which shares a long border with Yemen. Gulf Arab states have accused Iran of backing the Houthis financially and militarily, though Iran has denied this. President Hadi, who is recognised as Yemen’s legitimate leader by the international community, managed to escape to Aden, which he declared the de facto capital. Cautious Pakistani resistance to the idea of getting involved in Yemen or even on Saudi soil is in the headlines
all over. However, Pakistan (recipient of 17 billion dollars from the KSA) owes a lot to Saudi Arabia in times of military needs. Yet, at the same time, Islamabad has to maintain its neighborly relations with Tehran. Whatever the case maybe, it is time for the Pakistani government to publicly and clearly set out what it is and is not willing to do in Yemen or on behalf of Saudi Arabia and on what terms and for which reasons. Available options: If Saudi Arabia is under threat, Pakistan cannot stay neutral, however, the best option is to act defensively staying inside the kingdom of Saudi Arabia, because the Houthi rebels are Muslims who respect Mecca and Medina too, and there is very slim chance that they will even get closer to these places. Pakistan should send a delegation to Iran and try to help end this conflict by acting as a neutral umpire. Saudi Arabia should stop dragging Pakistan into their hate club against Iran! Pakistan should stay neutral and discourage a war between Shias and Sunnis. The Houthi militants need to understand that they are Yemenis in the first place. At the end, it is in their best interest to reach a political solution. Resources:
Yet despite these traditions, it will take political leadership to sustain liberty in Canada. Recently we have seen our Prime Minister telling women what they can and cannot wear on their head at public ceremonies. That ought not to be his business. Whatever happened to disagreeing about someone’s choices, but defending their right to make them? The Prime Minister ought never blur the line between a real security threat and simple prejudice. Fear is a dangerous thing. Once it is sanctioned by the state, there is no telling where it might lead. We must reject Mr. Harper’s politics of fear. Canada is strong not in spite of our differences, but because of them. Our leaders must work to bring Canadians together, not divide them against one another.
on January 1st, 1966. The stated purpose of the Canada Pension Plan was to ensure all working Canadians have an opportunity to retire in dignity. It builds on basic Old Age Security to achieve greater social justice linked to progress in the economy. Established by federal-provincial agreement, the CPP is a mandatory contributory plan into which all employees and employers pay regular premiums. That money is invested to generate the returns necessary to cover the plan’s benefits. As such, CPP contributions are essential long-term investments in portable retirement incomes for a large portion of Canadians, supporting their future living standards. That sounds like common sense today, but 50 years ago it took extraordinary vision, diplomacy, negotiation and persistence to get it done. National Health and Welfare Minister, Judy LaMarsh, was a dynamo at the centre of the action. Quebec Premier Jean Lesage was pivotal, along with Ontario’s John Robarts. Stanley Knowles and Paul Martin Sr. were constant Parliamentary advocates. And Lester Pearson provided the driving determination. The CPP was an historic accomplishment! But by the 1990’s -- with longer life expectancies, aging demographics and escalating unfunded liabilities -- doubts had arisen about the future soundness of the Canada Pension Plan. Would it run out of money? Was the investment strategy getting adequate returns? Were the benefits supportable? Was the administration strong, efficient and independent? The plan clearly required major renovations to save it, and that would take federal-provincial consensus, which is always hard to get. As part of a multi-pronged effort to restore fiscal integrity to the Government of Canada, then-federal Finance Minister Paul Martin Jr. decided to tackle the CPP challenge. He found a key ally in the Provincial Treasurer of Alberta, Jim Dinning. Ontario Finance Minister Ernie Eves was also helpful. Together, they built the business case, the social consensus and the national momentum to rejuvenate the CPP. It’s an interesting historical footnote that saving the plan earned strong support across Canada -- except for provincial NDP governments in British Columbia and Saskatchewan, and
Stephen Harper and his Reform (now Conservative) Party. Today, the CPP ranks as one of only a handful of successful public pension plans worldwide. Its administration is competent and cost-effective. It’s a distinct fund, independently managed according to investment policies that are free from political interference. It has a proven trackrecord as an international leader in the pension industry, generating world-class rates of return. External actuaries have recently judged the CPP to be sound and secure for another 75 years (the maximum actuaries will go). Because it’s been neglected for the past 9 years, the CPP is labouring under one major limitation. The maximum regular benefit a contributor can receive is just over $12,000 per year. The average is just more than half that. Those amounts are far from sufficient to ensure retirees can maintain their quality of life, without other significant savings. But the typical 35-year-old today is saving less than half of what their parents did at that age. Three-quarters of those working in the private sector don’t have access to an employer-sponsored pension plan. And of those who are within 10 years of retirement, fewer than one-third have $100,000 or more set aside to sustain themselves. Another third have no retirement savings at all. While they have tinkered with various private sector pension adjustments, the Harper government has not been helpful in dealing with basic retirement income insecurity. They eliminated previous investment tools like Income Trusts, destroying about $25-billion in value formerly in the savings accounts of some 2-million Canadians. They are delaying eligibility for Old Age Security and the Guaranteed Income Supplement by two years, which will take nearly $30,000 from the lowest-income and most vulnerable seniors -- most often women living alone. And Mr. Harper has vetoed every suggestion to upgrade the CPP. All of which is to say: Canada has big challenges to face in the immediate future if we’re to honour Lester Pearson’s ambition of a fair, efficient, adequate system of retirement income for all Canadians.

We first came to know him as a proficient global statesman, skilled in the diplomacy of multilateralism. He assisted at the birth of the United Nations, invented the concept of peace-keeping, and won the Nobel Peace Prize. In 1963, he became Prime Minister of Canada. Five years in that job, Mr. Pearson never once had a majority in Parliament, but still he led one of the most productive governments in Canadian history. This past February, we celebrated the 50th anniversary of Canada’s Red Maple Leaf Flag -- one of Mr. Pearson’s proudest accomplishments. Next year, we’ll mark the 50th anniversary of national medicare, another Pearsonian legacy.And this week, the legislation that originally created the Canada Pension Plan (CPP) will turn 50 years old. Threat to S Arabia will evoke strong reaction from Pakistan: Nawaz
ISLAMABAD: Prime Minister Nawaz Sharif asserted that any threat to Saudi Arabia’s territorial integrity would evoke a strong response from Pakistan. This was said by Nawaz while chairing a high-level meeting at the PM House to discuss recent developments in the Middle East and to examine Saudi Arabia’s request to join the Gulf-led operation against Houthi rebels in Yemen, said a statement issued by PM House on Thursday. The meeting was attended by Defence Minister Khawaja Asif, Adviser to Prime Minister on National Security and Foreign Affairs Sartaj Aziz, Army Chief General Raheel Sharif and Air Chief Marshal Sohail Aman. Nawaz said Pakistan enjoys close and brotherly relations with Saudi Arabia and other Gulf Cooperation Council (GCC) countries and attaches great importance to their security.The PARTICIPANTS of the meeting decided that a high-level delegation will visit Saudi Arabia on Friday to assess the situation. Khawaja Asif, Sartaj Aziz along with senior representatives from the armed forces will be part of the delegation in this regard, the statement added. Earlier, the Foreign Office said Pakistan was examining Saudi Arabia’s request. Sartaj Aziz CONFIRMED that top Saudi officials had contacted the Pakistani leadership requesting it to join the Yemen operation. A decision has not yet been taken, Aziz said. He further said that Prime Minister Nawaz Sharif had summoned a high-level meeting this evening to consult his close aides over the matter. Earlier during the day, Foreign Office spokesperson Tasneem Aslam told reporters at the weekly media briefing in Islamabad that Saudi Arabia had contacted Pakistan on an emergency basis and extended the invitation to join the operation against Houthi rebels in Yemen. She did not specify the details of the request made by Saudi Arabia to Pakistan but said that the matter was being examined. Aslam said that the Pakistani mission in Yemen has been placed on alert and has been asked to keep in touch with the
Pakistan community residing there. “The Pakistani community has been asked to be ready for possible evacuation,” she further said. The Foreign Office spokesperson said that no decision has been made by Islamabad with regard to closing its mission in Sanaa. Sources also said the Pakistan permanent mission to UN is also being briefed on this latest crisis. Saudi Arabia and Gulf region allies launched military operations including air strikes in Yemen on Thursday, Saudi officials said, to counter Iran-allied forces besieging the southern city of Aden, where the US-supported Yemeni president had taken refuge. Gulf broadcaster al-Arabiya TV reported that the kingdom was contributing as many as 150,000 troops and 100 warplanes to the operations and that allies Egypt, Jordan, Sudan and Pakistan were ready to take part in a ground offensive in Yemen. Saudi Arabia’s SPA state news agency later said that five Muslim countries including Pakistan, Egypt, Jordan, Morocco and Sudan want to PARTICIPATE in the Gulf-led military coalition against Shia Houthi rebels in Yemen. They have “expressed desire to participate in the operation” against the rebels, which the kingdom dubbed “Firmness Storm”, the state news agency further said. Houthis consolidate control over Yemen state institutions These latest developments follow a southward advance by Houthi militants, who are said to be backed by Iran, who took control of the capital Sanaa in September and seized the central city of Taiz at the weekend as they move closer to the new southern base of US-backed President Abd-Rabbu Mansour Hadi. Iran condemns assault The Iranian Foreign Ministry condemned on Thursday the military operation by Saudi Arabia and its Gulf Arab allies in Yemen, state television reported. IDPs’ return to North Waziristan begins
Repa¬tr¬iation of internally displaced persons (IDPs) to North Waziristan started on Tuesday as reported by Dawn. A caravan of 26 vehicles carrying 219 IDPs belonging to 62 families left Bannu for Spin Wam and Shahmeri in North Waziristan on the first day. Stringent security arrangements were made on the Miramshah road from the Mirzail checkpost to North Waziristan. Political Agent Atifur Rehman and other government functionaries saw the families off at Mirzail near Bakkakhel IDP camp in Bannu and Maj Gen Jamil Akhtar Rao and other military officers received them at the historical Babul Islam near Kajuri checkpost. About 1,200 families had been registered at the sub-camp

About 79,000 Mehsud families had to leave their homes when security forces launched the Rah-i-Nijat operation against the banned Tehreek-i-Taliban Pakistan in the region in June 2009. A meeting between leaders belonging to Muttahida Qaumi Movement (MQM) and Pakistan Tehreek-e-Insaf (PTI) will be held on Wednesday to formulate a code of conduct for the upcoming by-election in Azizabad (NA-246) constituency. According to a statement issued by DIG West Feroz Shah, leaders of the two parties are invited to attend the meeting. Shah said that the police and local administration would try their best to avoid any untoward incident like Tuesday’s Jinnah Ground debacle in which workers of the two parties came face to face and chanted slogans against each other. Iraqi forces take back cental Tikrit from ISIL
Iraq’s prime minister has announced that his country’s military forces and allied groups have driven out Islamic State of Iraq and the Levant (ISIL) fighters from the centre of Tikrit city after month-long military offensive. In a statement on Tuesday, Prime Minister Haider al-Abadi said troops have retaken neighbourhoods on the southern and western edges of Tikrit and are moving to control the entire city. He hailed the “liberation of Tikrit”, congratulating the forces that took part in the battle. Abadi’s spokesman Rafid Jaboori told the AFP news agency: “Iraqi forces reached the centre of Tikrit, raised the Iraqi flag and are now clearing the city.” In their push from southern Tikrit, security forces and paramilitary fighters retook the governor’s headquarters and the main hospital, which had been occupied by ISIL. But the fight to full control of the home city of former ruler Saddam Hussein continues - as the rebels still control several neighborhoods. Street-to-street fighting raged afternoon and estimates on how much of Tikrit Iraqi forces
held widely differed. Reuters journalists travelling with the police passed houses scarred by bullets, mortars and rockets as well as five or six corpses that security officers said were ISIL fighters. The US Defence Department said it could confirm Iraqi security forces’ “advancement into Tikrit to liberate the city centre as well as other parts of the city” from ISIL. Tikrit, the capital of Salahuddin province, was seized last June by ISIL fighters as they captured territory across northern Iraq. Tuesday also saw armed Shia groups return to the battle to aid Iraqi forces after suspending operations last Thursday when US-led air strikes were requested by Abadi. The US government, which mistrusts the pro-Iranian Shia forces, has sought ways to participate in the Tikrit battle without acknowledging working with forces allegedly backed by Tehran. The United States has announced it is lifting its hold on the supply of military equipment to Egypt, which was frozen when the military took power in Cairo nearly two years ago. The White House said President Barack Obama was freeing up the equipment and making other changes to military ties with Washington’s long-time ally to support US interests while encouraging Egypt’s political reforms. This was “in the interest of US national security,” National Security Council spokesperson Bernadette Meehan said. Obama directed the release of 12 Lockheed Martin F-16 aircraft, 20 Boeing Harpoon missiles, and up to 125 M1A1 Abrams tank kits made by General Dynamics, she said. The decision was announced after a telephone call between Obama and Egyptian President Abdel Fattah el-Sisi in which they also discussed the turmoil that is gripping the region. Sisi is leading an initiative to form a unified Arab military force in the region to confront Iranian-allied rebels in Yemen, and other threats. The White House said Washington would “modernise” the way it provided military aid to Cairo to focus on counterterrorism, border security, maritime security and Sinai security, where the Islamic State of Iraq and the Levant group has been active. “In this way, we will ensure that US funding is being used to promote shared objectives in the region, including a secure
and stable Egypt and the defeat of terrorist organisations,” Meehan said in a statement. Obama told Sisi he would continue to ask the US Congress for $1.3bn in military aid for Egypt per year, but said the US would stop allowing Egypt to buy equipment on credit starting in fiscal year 2018, the White House said. Rights activists expressed concern. Resuming full military aid would send a dangerous message that human rights were not a priority concern for the US, said Neil Hicks, a director at Human Rights First. The deals for the released equipment were paid for long ago, so were not expected to have much impact on the companies. Egypt has been the second-largest recipient of US foreign aid since its peace treaty with Israel in 1979. Aid was frozen after the Egyptian army overthrew former President Mohamed Morsi. Obama resisted calling that a coup because it would have resulted in aid being cut completely, the Reuters news agency reported. Some restrictions were relaxed last year, but Congress made aid dependent on the US Secretary of State certifying that Egypt was taking certain steps to govern democratically, a delay which angered the Egyptian government. “The animosity had been growing because of an Egyptian sense that they were at a point of mortal peril and we were engaged in academic games about modifying assistance programs,” said Jon Alterman, director of the Middle East programme at the Center for Strategic and International Studies think-tank in Washington. Secretary of State John Kerry is expected to tell Congress within the next two weeks that the aid is in the US national security interest, even though he will not make the “democracy certification,” a senior administration official said. Palestine faces backlash over ICC move
Palestinians are facing a slew of retaliatory measures after signing the Rome Statute, paving the way to join the International Criminal Court (ICC), The Hague-based legal body that prosecutes perpetrators of war crimes and crimes against humanity. After Palestinian Authority President Mahmoud Abbas signed the guiding treaty of the ICC on December 31, 2014, Israel announced a freeze on the tax revenue it collects on the Palestinians’ behalf, affecting the salaries of some 160,000 PA civil servants. Israel also said it would lobby ICC member-states to defund the court after prosecutors launched a preliminary inquiry into possible war crimes in the Palestinian territories. “We will demand that our friends in Canada, Australia and Germany simply to stop funding it,” Israeli Foreign Minister Avigdor Lieberman told Israel Radio. “This body represents no one. It is a political body,” he said. “There are a quite a few countries that also think there is no justification for this body’s existence.” Neither Israel nor the US are ICC members. The inquiry by the court’s chief prosecutor, Fatou Bensouda, is the first step that could potentially lead to charges being filed against Israelis. “The office will conduct its analysis in full independence and impartiality,” she said in an announcement on the ICC’s website. Palestine’s court membership comes into effect on April 1, 2015, but the ICC’s jurisdiction is recognised from June 13, 2014, a period that covers Israel’s summer military offensive on Gaza - Operation Protective Edge - which resulted in the death of more than 2,000 Palestinians and 70 Israelis. Legal experts said the choice of jurisdiction served two purposes: Going back too far in time would call into question accountability for suicide bombings, and Palestine’s non-member status at the UN, which was upgraded from “observer entity” to an “observer state” in 2012. In 2009, Palestinians asked the court to investigate Israeli crimes during that year’s three-week war in Gaza, but were rejected because of their status at the UN. “Going to the ICC should have taken place a long time ago,” said Shawan Jabarin, who heads al-Haq, the West Bank affiliate of the International Commission of Jurists in Geneva. “But now that it has, we can say that it’s a good thing, especially because it can look into settlements as a war crime, and the crimes perpetrated in Gaza.” The absence of peace talks and increasing pressure from the Palestinian public and parties paved the way for joining the ICC after months of threats to do so, politicians said. Khalida Jarrar, who heads the Popular Front for the Liberation of Palestine (PFLP) - a leftwing faction constantly in conflict with the president - said her party and several others have been pushing Abbas to take this step after years of him threatening to do so. “We
have been exerting pressure on Abbas for a long time to go to the ICC,” Jarrar said. “So we welcome this move, but unfortunately until now, we have had no clear strategy, just knee-jerk reactions. We must stop betting on negotiations, on the Americans, and we should take our case to the UN alone.” Abbas has come under renewed pressure as of late, and likely feels cornered by a slew of opposing forces. Washington has called the ICC move “counterproductive” towards a peace settlement, and warned that US aid to the PA could be impacted. On Sunday, Israeli Prime Minister Benjamin Netanyahu said Israel would fight the ICC prosecutor’s decision to launch an initial inquiry into war crimes, which he dubbed “the height of hypocrisy and the opposite of justice”. According to a Haaretz report, Netanyahu also decided to launch a “media campaign” to discredit the ICC and Chief Prosecutor Bensouda. Aides to the Palestinian president said the ICC move comes at a time when the Israeli occupation has become entrenched in every facet of Palestinian life. Netanyahu has never negotiated in good faith and Israel has not missed an opportunity to undermine Abbas’ governance and break previous agreements, revealing the lopsided dynamic between the two parties, they contend. “Pressure was constantly being applied on the president not to head to the UN and not to apply for membership in international bodies, but he did those anyway,” said Ahmad Assaf, a spokesman for Fatah, the West Bank’s ruling party which Abbas heads. “He has succeeded in placing the Palestinian cause in the international arena limelight.” But critics believe that internationalising the Palestinian cause and relying on diplomacy may not be enough. There are already signs that the Palestinians may withdraw their ICC appeal if Israel were to freeze settlement construction, according to a Times of Israel report. “The Palestinian leadership’s signature move has become issuing a series of empty threats,” said Hani al-Masri, a Ramallah-based political analyst. “There won’t be an end to security coordination for example. Diplomacy cannot be a tool used in isolation. Canada has missed a key deadline for joining a Beijing-backed infrastructure bank, limiting the influence the government will have over how the new institution will run. China set Tuesday, March 31, as the last day for governments to signal their interest in becoming founding members of the Asian Infrastructure Investment Bank, which seeks to fund roads, railways and other projects in the region. More than 40 countries signed on, generating significant global momentum for the bank as it works out the details of how the new organization will be governed. Both Norway and Taiwan said this week that they, too, would join the AIIB. The United States, which initially raised strong objections to the new institution, has since indicated it would look to co-finance projects with the bank, a sign that even the AIIB’s staunchest opponent has softened its views. Japan, another notable holdout, said Tuesday it would wait to see what the bank’s governance structures look like before deciding whether to get involved. Some Western countries have raised concerns about the power Beijing may hold in the new bank and whether the AIIB will meet environmental and social standards. Canada has said little about its plans, but the parliamentary secretary to the Finance Minister signalled last week that Ottawa would not get involved with the new bank before the Tuesday deadline, noting the Chinese government had indicated that Canada would be welcome to participate at any time. Asked for an update on Tuesday, a spokesman for Finance Minister Joe Oliver said in an e-mail that Ottawa “continues to assess” whether to join the new bank. Yves Tiberghien, a professor at the University of British Columbia and senior fellow at the Asia Pacific Foundation of Canada, said Ottawa’s lack of action is beginning to stand out after so many other countries have decided to join the AIIB. “It’s a very fluid game today,” Prof. Tiberghien said. “Everything is changing very fast and there’s a lot of uncertainty. So if someone stands still, then already they are losing, because others are moving forward.” Prof. Tiberghien said Beijing
wouldn’t openly block Canadian companies from working in China, and there’s no reason to think the AIIB would discriminate against non-members in awarding future infrastructure contracts. Still, he added, there are other downsides to staying out of the new institution. “It won’t be a discriminatory regime, but there’s subtle ways in which, when things are even, and there’s two bids, and there’s a little nudge somewhere,” he said. “Then it’s at that level that the nudge would not come the Canadian way if Canada stayed out.” Riann Meyer, Toronto-based head of trade finance at the Bank of China (Canada), said joining as a founding member might have given Ottawa an opportunity to help shape the organization’s policies and mandate. But as long as Canada joins the AIIB eventually, it will benefit economically and politically from the new institution, he said. “By being a member of the [AIIB], there’s probably a whole slew of opportunities that can benefit Canadian companies and their expertise,” he said. However, some experts question whether Canada should commit to the new institution before it understands how it will function, citing concerns about China’s record on human rights and freedom of speech. David Mulroney, a former diplomat who recently published a book on CanadaChina relations, has suggested there are other ways Canada can build its influence in Asia beyond simply joining the AIIB. The opposition NDP and the Liberals have both expressed support for the idea of joining the new bank, saying it will help boost economic ties between Canada and China. Julie Nguyen, from the Canada-Vietnam Trade Council, said she sees both pros and cons in joining the new organization but still believes Ottawa should sign up. “The booming of Asia cannot be missed,” she said, “and issues such as labour and environmental standards, transparency and governance can be addressed as an ongoing effort to ensure that China, emerging and developed nations all adhere to the same standards.” Source: Globe and Mail

The B.C. government has abruptly shut the door on most of its provincial immigration program for the next three months, saying new federal limits on temporary foreign workers have triggered an unmanageable flood of applicants seeking entry to Canada through British Columbia. Jobs Minister Shirley Bond said Tuesday that no new applications will be accepted until July 2, giving her staff time to process a growing backlog while her ministry looks at what qualifications it will seek from those hoping to come to B.C. through the provincial nominee program (PNP). Some exceptions will be made in high-need categories such as health-care workers. Under the program, Ottawa allows the provinces limited control over immigration. This year, B.C. will grant permanent resident status to 5,500 immigrants to fill labour-market needs. Applications to the provincial program surged after the federal government introduced immigration changes, in particular tighter controls on its temporary foreign worker program. A year ago, B.C. could process a PNP application in 12 weeks; now the wait list is 13 months, and there are already more people in the queue than B.C. can admit this year. “The system is trying to adjust to the changes that the federal government has imposed,” Ms. Bond told reporters Tuesday. In addition to hiring new staff to process applications, she said the province needs time to review what kinds of job-skill gaps it hopes to address through immigration. She added that applications already in the queue will be processed on a first-come, first-served basis. The provincial government has been warning that British Columbia faces a skills shortage with an anticipated construction boom in the north. It has long called for more control over immigration to address such shortages. However, many of the temporary foreign workers in B.C. were being hired for low-wage jobs in the hospitality industry. The federal government was forced to make changes after allegations surfaced last year that some employers – particularly restaurants – were abusing the program. Ottawa is phasing in limits on the number of temporary foreign workers that large- and medium-sized companies are permitted to hire and is promising more inspections of workplaces, bigger fines for companies that abuse the program and increased application fees for employ-
ers. As a result of those changes, Ms. Bond said, applications for the program dropped sharply and there has been a spike in applications to the provincial program. “We need to make sure the system we use in the [provincial nominee] program actually lines up with some of the changes that have taken place,” she said, adding: “This is not about reconstructing an avenue for temporary foreign workers.” Ian Tostenson, president and CEO of the B.C. Restaurant and Foodservices Association, welcomed the freeze. He said a problem was created when Ottawa applied the brakes to the temporary foreign worker program without an alternative in place. “The federal government rocked the boat on the temporary foreign worker program and it was done for short-term, political optics,” he said. “We need to discuss the provincial nominee program in a strategic way, and I think that is what is going on here.” This is not the first time B.C. has hit the pause button on one of its immigration programs. In 2012, the province suspended a program after a suspicious surge in the number of business applicants for a category that promised a speedy visa in exchange for a $125,000 bond. The spike came after the federal government placed a moratorium on its own investor and entrepreneur visa programs. Shane Simpson, the NDP critic for labour and skills, said the province should have taken a look at its immigration controls then. “Three years later, nothing has been fixed and we are just kicking the can down the road again,” he said. “It’s concerning. Now they are killing more people,” Bokhaiti said. Zwadi said he was hopeful to return to Sanaa when the situation eased, expressing fears that “this will go on for a long time. [I] hope
we will not turn into another Syria.” Hasna Mohammed, who has four children between the ages of 12 and 20, said she was abandoning her rented home in Faj Attan, which came under heavy attack on Saturday, to return to her village in Hayaz, north of Sanaa. With little hope the political situation would reverse and no plans to come back for a year, she told Al Jazeera: “I don’t care about my children’s schools and universities when I fear for their safety. I will send them to schools in the village.” The family would work the land to earn an income and sustain the family, Mohammed added, expressing disappointment that the air strikes appeared to be the only recourse against the rebels. “I just want to go to Saudi Arabia and ask them if they understand what my children are going through. Hudaybiya: Islam’s victory by nonviolent resistance By: Dewan-Syed Adnan Majid Which one event does the Qur’an describe as the Prophet Muhammad’s “manifest victory”? A. The Prophet’s re-entry into Mecca. B. The Muslim conquest of the entire Arabian Peninsula. C. A nonviolent Muslim movement resulting in a peace treaty and compromise with long-time enemies. It may come as a surprise, but the answer is C. True, the Arab Spring showed the world that Muslims can embrace nonviolent resistance to successfully effect change, but this commitment to nonviolence has rarely been described as a religious expression grounded in Islam. Many in the West have thus raised the fear that Islamic-minded movements in the post-revolutionary Arab world - Tunisia’s Ennahda or Egypt’s Muslim Brothers, for instance - simply used nonviolence as a convenient way to assume power, after which they will turn to force and repression. This fear is overblown, for Muslims can indeed use Islamic religious tradition to firmly ground the principles of nonviolent resistance and faithful compromise with secularists and non-Muslims for the common good. And nothing can do that better, in my opinion, than reviving the legacy of a event in the Prophet Muhammad’s life that occurred at a barren camp named Hudaybiya - an event Islamic tradition calls a “manifest victory “.1 Mecca’s wealthy elite vehemently opposed the Prophet’s monotheistic message and unleashed a heavy toll of physical and economic persecution upon Islam’s weakest followers. Nevertheless, Muhammad unconditionally forbade retaliation and enjoined a complete and patient commitment to nonviolence. When persecution became intolerable, he and the early Muslims migrated to Medina, where he established a sovereign state in 622. Only then did Islam permit military action. The young Medinan state saw a series of battles with its Meccan enemies - Badr in 624, Uhud in 625, and the unsuccessful siege of Medina in 627 3- resulting in increasing Muslim regional influence. Though war brought its political gains, the Prophet would soon show that he had never abandoned nonviolent resistance - it would bring forth his greatest victory. Each year, the far-flung Arabian tribes would converge in Mecca for pilgrimage to the temple of their patriarch Abraham4 (peace be upon him). In the spring of 628, seeking to underscore his claim that Abraham was
indeed not a polytheist, the Prophet did what many would describe as daringly foolish and led 1400 followers into enemy territory, intent on peacefully performing pilgrimage. Bound by an ancient code of nonviolence, the Muslim pilgrims could carry no more than travelers’ swords for self-defense and would have been no match for the Meccan cavalry sent to rout them. Evading the cavalry and encamping within the sacred vicinity of Mecca, the Prophet had essentially led his followers into a lion’s den. Like all nonviolent resistance movements, the Muslims at Hudaybiya were at once incredibly weak and incredibly powerful - “weak” in being unable to match any abject brutality unleashed upon them, but “powerful” in that the public outrage elicited by such brutality would be far too socially costly to the powers in control. Neither the British Raj nor Jim Crow could afford to crack down on nonviolent protesters without earning the world’s condemnation. Likewise, in the sacred context of pilgrimage, the Meccans could not afford to massacre peaceful pilgrims without earning the condemnation of the entire Arabian Peninsula. After a prolonged stalemate, the Prophet [please be upon him] called the two parties towards a peace treaty. Peace often requires seemingly difficult compromises. The treaty dictated that Muslims would return to Medina unable to perform pilgrimage until the following year, that anyone would be free to apostate from Islam, and that all male, Muslim refugees were to be returned to their Meccan captors. The Prophet’s acceptance of these terms led to considerable dissension among his own followers until a new Qur’anic revelation described the events as a “manifest victory” (48:1)5. Suppressing their personal emotions, the Muslims would have to trust that nonviolent engagement and political compromise were in themselves a victory. Historians now recount how more people became Muslim in the following years of peace than in all the previous years of Muhammad’s prophetic mission. When Mecca’s allies later broke the peace to resume hostilities, the Muslims conquered the city without fighting and completely forgave their former enemies. Although this military accomplishment was a “victory,” the Prophet made sure to remind everyone that Islam’s “manifest victory” had already occurred at Hudaybiya long before6. It was nonviolence, not war, and political compromise, not rigid adherence to dogma, that brought that victory.

But in an age of conflict between “Muslims” and “the West,” it is certain that both Muslim extremists and anti-Islamic polemicists will dispute any Islamic justification for nonviolent resistance. I will just briefly address a few objections from both these groups, who, though nominally opposed to one another, remarkably speak with a single voice. 1) “Hudaybiya was not a true commitment to nonviolence the Muslims had pledged to defend themselves physically if the Meccans attacked.”7 If the Meccans saw it fit to break the sacred code and spill blood, the Muslim pilgrims certainly could not expect Meccan brutality to stop at a beating and a prison sentence. Rather, they expected being massacred. In that context, the Prophet and his followers clearly saw fighting back with the little means they had as far more honorable than fleeing from their cause, even if it meant certain death. This commitment, an inspiration to all Muslims engaged in civil disobedience, by no means made their movement any less nonviolent - the Meccans themselves acknowledged such. 2) “Any Islamic justification for nonviolence has been abrogated - From the time hostilities with Mecca resumed, Muslims were bound to perpetual warfare with disbelievers until the end of time.” The Qur’an’s ninth chapter8 did enjoin Muslims to fight the Meccans after the treaty of Hudaybiya was broken, but it would be ridiculous to suggest that this would eternally prohibit Muslims from ever again turning to nonviolence or compromise. This very chapter itself calls for continued commitment to peace with polytheists who “neither failed you anywhere nor supported anyone against you” (9:4). And the Prophet himself would never forget Hudaybiya’s legacy, for he reminded everyone of this “manifest victory” on his return to Mecca. 3) “Hudaybiya’s true legacy is one of deception - Muhammad [please be upon him] made a treaty when weak only to break it when stronger.” This charge simply does not stand up to historical record. Though the Prophet took a dangerous risk in leaving behind Medina’s security, determined nonviolent resistance is never truly “weak.” And while Muslim strength did increase in the following years of peace, history re-
counts the Prophet’s faithful compliance to the treaty, broken by Mecca’s allies. Hindsight is 20/20, but Hudaybiya was declared a “manifest victory” long before the eventual outcomes were known - when all that were apparent were nonviolent action, a failed pilgrimage attempt, and a difficult compromise for the sake of peace. So what victory should Islamic-minded parties in today’s post-revolutionary Arab world work towards? Some in the Muslim world may aspire to establish societies devoted to God’s “sharia” or well-trodden path, but in focusing on this “end,” they may unfortunately turn to whatever means deemed necessary, however violent or duplicitous. By contrast, Hudaybiya’s legacy should remind all devout Muslims that real victory is achievable through constructive, lawful means. In this particular case, true and lasting victory was achieved through firm adherence to nonviolent resistance and non-dogmatic compromise with opposition. A resulting civil society arising from these principles - one at least able to ensure individual liberties and minority rights - may surprise some people but may be closer in line to the Prophet Muhammad’s powerful precedent at Hudaybiya - Islam’s one and only “manifest victory.” Dewan-Syed Adnan Majid is a student of Medicine and Neuroscience at the University of California, San Diego and had previously completed a Bachelor of Science degree at Stanford University. Muslim Food Bank’s Annual Fundraising Dinner a Success
On Saturday March 28, the Muslim Food Bank (MFB) hosted it’s annual Fundraising Dinner to a packed room of keen attendees. The Muslim Food Bank is a not for profit organization which aims to provide services to the Lower Mainland Muslim community. The evening began with a presentations on the MFB and the programs it offers, describing how the organization approaches it’s programs through a Holistic Intervention. Azim Dahya, MFB Board Chair, presented on the MFB organization and the importance of community involvement for the success of the organization. He urged the community members to support MFB and its ASPIRE Program through volunteering and donation. Sana Siddiqui, the ASPIRE Program Supervisor, described the ASPIRE Program as focused on long term intervention, aiming to provide families with the resources and skills necessary to alleviate their situation while empowering themselves through case management and counseling. She described the HOPE Project as an extension of the ASPIRE Program, with an aim to support Muslim youth with mental health and addiction challenges. Services offered include counseling and connecting youth to resources in the community. By using short
term interventions coupled with long term interventions, the MFB aims to empower the community through supportive programs, helping individuals become resilient and strong. Asad Asadullah, the ASPIRE Coordinator, described MFB’s Holistic Intervention in detail. He described Food Distribution as a short term intervention at the basic level, providing families with food twice a month, as well as a Table Spread initiative which distributes sandwiches in the Downtown Eastside on a monthly basis. He also described different projects of ASPIRE Program as long term interventions. The Community Support Project, HOPE Project, ASPIRE Training Institute, Big Brothers Project, Seniors Support Project, Family Counselling Project are the current long term interventions of MFB. Keynote guest speaker Sheikh Alaa Elsayeed kept the room energy high through his engagement with the audience during the fundraising event. His beautiful examples on the importance of giving charity in Islam kept everyone’s hands in their pockets wanting to give more. The successful event raised funds for the MFB and all of its operations including the ASPIRE Program. The fundraising dinner ended with Duas by Dr

The Human Rights Commission (HRC) supports the Kingdom’s military action in Yemen because it defends the country’s people against an aggressor and protects Saudi Arabia and other neighboring countries, the body’s chief said recently. HRC members discussed the issue Tuesday and backed the decision by Custodian of the Two Holy Mosques King Salman because it was in line with Islamic law, Bandar AlAiban, HRC chairman, said. The commission said the Kingdom’s ACTIONS are supported by the charter of the Arab League, the Joint Arab Defense Pact and article 51 of the United Nations Charter. These agreements grant individuals and groups the right to defend themselves against armed aggressors. The HRC also discussed the situation in light of the UN Human Rights Council Resolution No. 28/30 that condemns terror attacks against public establishments and private property on ethnic or religious grounds. He said the Kingdom and other Gulf Cooperation Council countries resorted to the airstrikes only after the failure of efforts to restore peace and stability in Yemen through
negotiations. He said the HRC has noted that Operation Decisive Storm focused on protecting civilian lives and infrastructure and attacked military targets and weapon STORES. In his ADDRESS at the recent Arab summit, Al-Aiban had said: “The painful reality of terrorism, internal strife and bloodshed which is causing suffering in several of our Arab countries now is the inevitable result of the alliance between terrorism and sectarianism spearheaded by a regional power ...” “The foreign intervention in Yemen has enabled the Houthi militias, a small group, to overthrow the legitimate government and occupy the capital Sanaa.” Al-Aiban said the operation was launched in response to a request from Yemeni President Abed Rabbo Mansour Hadi, who called for the protection of the people of Yemen and its legitimate government against the “barbaric violations committed by the Houthi militias, and some terror groups backed by a hostile regional power.”

This year’s expansion of the Universal Child Care Benefit will deliver billions of dollars to parents with no child-care expenses at all, according to an analysis from the Parliamentary Budget Officer that has reignited debate over Ottawa’s approach to child care. JeanDenis Fréchette, the PBO, released a report Tuesday that found the Conservative government’s latest child-care measures will bring total federal spending on child care to nearly $8-billion a year. The report notes this is a major increase over the $600-million spent by Ottawa prior to 2006, when the Conservatives came to power promising the Universal Child Care Benefit. The nearly $8-billion in credits and tax breaks will outpace the $5.7-billion in total household spending claimed for child care. Even though the program is called a child-care benefit, the PBO found that only 49 per cent of the money will go to families with children under 13 and child-care expenses. The remaining 51 per cent will go to families with teenagers and families with no child-care expenses. “It’s not child care. It’s a misnomer,” said Martha Friendly, director of the Toronto-based Childcare Resource and Research Unit. Ms. Friendly said she was floored when the government announced last year that it would increase the eligibility to cover parents with children ages six to 17. “Eight-billion dollars is a lot of money to be throwing around that way,” she said. Prime Minister Stephen Harper announced in October that Ottawa would expand the Universal Child Care Benefit that it first launched in 2006. The original family benefit of $100 a month for each child under six is increasing to $160 a month.

Also, parents will receive a new benefit of $60 a month for each child between the ages of six and 17. The Conservative government announced last week that the additional 2015 payments will go to parents on July 20, retroactive to Jan. 1. That means about four million families will receive hundreds of dollars from the government just three months before the Oct. 19 federal election. In addition to the benefit changes, the government has also increased the value of the Child Care Expenses Deduction. The PBO report notes that according to Statistics Canada, the average annual child-care expense is $3,795. The PBO acknowledges it is relying on a “strict” definition of child care that refers to the paid care of a child either inside the home or outside of the home. An average also includes smaller costs such as after-school care and camps, meaning the average cost of full-day daycare would be much higher. The Conservative government has promoted the credits as a way to give parents a choice on how to spend the money, including the possibility that one parent could stay home or work fewer hours. NDP Leader Thomas Mulcair – who is promising a national daycare program – said the PBO report shows the government’s daycare program is “bogus.” However, the Prime Minister said the report shows his government has significantly increased spending on child care. Supporters of government-funded daycare programs argue distributing money directly to parents fails to ensure quality, licensed and affordable child-care spaces are available for parents. Candice Bergen, the Conservative Minister of State for Social Development, said parents
have many child-care costs that don’t fit the definition for tax purposes, including having a parent stay at home or having a grandparent live in the home to help with child care. “There’s so many scenarios that we could get into whereby families are in-
curring costs to have somebody else look after their child, but it’s not something that the PBO could necessarily dig into and find out, and I think he acknowledged that,” she said. Source: Globe and Mail

Pakistani Canadian Association celebrates Pakistan Day On March 28, the Pakistan-Canada Association (PCA) held a celebration event for the 75th Republic Day of Pakistan in Grand Taj Banquet Hall Surrey. For the past 50 years PakistanCanada Association has been holding events marking this important day in our nation’s history. This Pakistan Day event for the community was attended by a large number of people. The event began with opening remarks from director of PCA Shaukat Khan on Pakistan Day, followed by the recitation of Quran by Mufti Aasim Rashid with English translation. Afterwards, the national anthems of both Pakistan and Canada were beautifully played by Zohra Nadeem on her instruments, which was praised by the prominent guests of the event. The co-MC Mr. Imran Gehlen thanked all sponsors specially Mr Bruce Kehler and his entire team of Canex Building Supplies. He invited Mr. Irfan Malik and President Mr. Haroon Khan to present an honorary plaque and Pakistan Shawl to him . family for their volunteer services and paid tribute to the founder of PCA, late Riasat Ali Khan. PCCA Celebrates Pakistan Day March 23
On March 20, the Pakistani Canadian Cultural Association (PCCA) hosted 75th Pakistan Day Mega show at the Royal King Palace in Surrey. The Banquet hall was full with people not only from the Pakistani community but also other ethnic communities and Canadian Provincial and Federal political party members. The stage was set up with a gigantic screen, floor lighting along with laser shows, child minding with clowns and balloon artists. The master of ceremonies were Tauseef Waraich, Zain Mohsin Khan and Rizwan Shawl who conducted the program very well in Urdu and English. After the recitation of few verses of Quran, national anthems of Pakistan and Canada were sung at the podium. There were commendable performances by children who participated by singing, playing violin, followed by a singing tribute to the lost lives of Peshawar. The event kicked off with the intense performance vt international Tabla player, Mr. Cassius Khan along with his wife Mrs. Amika Kushwaha,playing the harmonium. President PCCA Naveed Waraich delivered a short addresse at the 75th Pakistan remembrance Day and thanked everyone. Among many speeches one was from chief guest

He also touched on the current situation of war and terror military operation and importance of trades in Asia through Pakistan in that region.Many Surrey city councillors, Liberal, Conservative and NDP MLAs, MPS and prominent figures along with members of other Government agencies and associations were present at this event. How to Organize the Clothes In Your Closet
Solution #1- The Outfit Approach Many women like organizing their closet by outfits because it makes it easier to choose something to wear in the morning- the outfits are all set and ready to go. If you like to organize your closet this way and it is working for you, then there is no need to change it. However, if you want a look of more order in your closet but like having quick set outfits that you can grab and go, instead, try allocating a section of your closet or some hooks where you can hang set outfits for the week. Solution #2 The Color Approach Organizing your closet by color not only creates a look of organization in your closet but it can also help you to identify where you have items in the most color, the least color and too much duplication. However, the downside is that grouping clothing by color alone may look pretty and help you find color duplication, but, often, that’s not enough. I find that organization of a closet by color only works when it is categorized by color

and classification. Solution #3 The Classification Approach Organizing clothing in a closet by classification or grouping clothing by like items (all pants together, all shirts together, and so on) is likely the most popular way to organize clothing in a closet. This is how I organize my closet and encourage my clients to organize theirs. I take it a step further as well by grouping the items by color from light to dark in addition to classification. There are many pros of organizing a closet by classification and color. It’s easy to see in a neatly and organized fashion and you can see where you have too much or not enough of a particular color, pattern or print. However, the downside to organizing a closet this way is that your outfit choices are not as readily obvious like if a closet is organized by outfits. As a solution to this, what I suggest is that you keep a record or photograph the different outfits within your wardrobe and keep that list on hand. With my clients, I photograph all their outfits and they keep those photos neatly organized in an album. Other helpful closet organization tips #1- Keep a valet hook outside your closet Having some sort of a hook or place to hang clothing right outside your closet can be helpful. You can use this hook to hang tomorrow’s outfit the night before or hang your dry cleaning before you take it out of the plastic and hang it back in your closet. #2- Hang all your hangers and clothes in the same direction It may be a bit much for some, but I prefer to hang all my clothes in the same direction with the hangers all facing the same way. It just keeps the look of the closet organized. You can take it a step further by using uniform hangers, but I don’t find this as necessary as some people do. Another tip hanger to identify which clothes you wear the most often is to turn the hanger the other way once you wear something. By the end of the season you will be able to quickly identify which items got worn and which didn’t.

Difficulties are linked to destinies,
By HARUN YAHYA Some people refer to events not going their way as mishaps. However, although they think of such things as ‘mishap,’ that is in fact how things are meant to play out in destiny. You have a date with someone at a given time, but they do not turn up. You do a very successful piece of work, but someone else fails to appreciate it properly. You put a lot of work into giving someone a nice present, but the person concerned fails to realize. You say something with the best of intentions, but the other person misinterprets it. You want to go to sleep, but someone thoughtlessly makes a loud noise. You ask someone for help in an emergency, but that person forgets you. You entrust something valuable to someone, and they lose it. You spend years preparing for university exams, then that very day you fall ill and can’t make it to the exam. You put a substantial amount of cash in your bag, then someone steals it. A close relative suddenly falls ill, but the ambulance arrives late and he dies. Many people will regard themselves as illfated under such circumstances. And they will imagine that the whole fault lies with someone else. They become angry and direct their emotions toward the person they regard as being to blame. People then say things, either to the other person’s face or behind their back. They imagine that if only that person had not behaved so thoughtlessly or made that mistake, everything would have gone their way. That is in fact a major error. If people only realized the truth their whole attitude to life would change. Without faith, people are condemned to sadness and despair If God were to show the wisdom behind events described as mishap that sadden, irritate or otherwise trouble people at that very moment, one would immediately realize how wrong it is to become upset, and would on the contrary be in a very happy state of mind. If destiny were shown as a whole, or if a person were to see events regarded as mishap within destiny, he would never be saddened by them. Most people imagine that destiny does not apply, may God forbid, other than in matters such as birth, death or the hour of death, and that other events happen for reasons such as foolishness or lack or forethought and therefore have nothing to do with destiny. However, that error may lead them to rebelliousness in the face of events ordained in destiny and to be saddened by them. In addition, evaluating all events as working against them also inflicts unending sadness on them. The result is that joy in such emotional people is very brief and short-lived. After rejoicing over something, they soon think of something that will sadden them instead and assume a pessimistic state of mind.
These things are all inescapable consequences of not living by religious moral values. In the absence of faith one is condemned to sorrow and unhappiness. God may test one with various troubles and difficulties in the life of this world. But unlike people who are ignorant of the Qur’an, the believer never falls prey to sorrow and despair or becomes emotional in the face of troubles created by God to test him. He knows that God is testing him to see how he will behave in the face of adversity. For a Muslim who is aware of this there can be no trouble or adversity or mishap, and these things are all gifts from God. They are instrumental in increasing his faith and in his enjoying the ease and comfort of submission to God and destiny. Everything that happens in the world does so solely because God so wishes. If one thinks of everything that happens in one’s life as a video tape, in the same way that you see the same scenes every time you watch the tape, that is also the case in terms of one’s life, and there is not the slightest difference. Even if the tape is kept stored for hundreds of years and then put in a player and watched again, the same film will appear on the screen. The things that happen in one’s life are also a single and unchanging whole. If a person is intended to arrive somewhere late, then that is what he will do. The cause may be traffic or illness or forgetfulness. But the outcome never changes. In the same way, nothing can prevent one dying when the time of his death arrives; the ambulance may be late, or the doctor may be neglectful. But the outcome will happen. A person must have a very different view of things that occur during the day. If someone’s wallet is stolen, that means that he must no longer be in possession of the money in it. And God creates the theft as a cause. If a person cannot enter the university entrance exams, that means God does not wish him to go to university that year, but to do something else instead. If someone is late and the planned meeting does not happen, then that is because God does not wish it to. Nobody will be late, or forget, or misunderstand, or lose something he has been entrusted with, or get stuck in traffic or drive badly unless God so wishes. There is only one fact that needs to be known on the subject: “It is God Who creates everything that befalls one.’ And ‘God always creates a cause for whatever needs to happen.’ That cause never comes about of its own accord. Nobody can make it happen unless God so wishes. Our Lord tells us this in the Qur’an: “But you will not will unless God wills. God is All-Knowing, All-Wise.” (Qur’an, 76:30) The writer has authored more than 300 books translated in 73 languages on politics, religion and science.

Encouraging others to feel good about themselves is a wonderful way to feel good about ourselves. You will always cheer others if you pass a sincere compliment to people you care about. Be open and flexible. Most people are eager to settle into comfortable rou-
tines. Remember that your present routine could be only temp o r a r y. Something may happen at any time that can force you to change your routine. You may not be able to predict change, but knowing that change can happen at any time helps you accept and adjust when it does occur. Most life transitions are slow processes that take time. Concentrate on the good things in life. Don’t dwell on negative thoughts. A positive attitude helps you feel good about yourself and the life you live, and goes a long way towards improving your health. Take control of your life. What can you do now to help you through a difficult transition in your future. Practice finding the good in each of our life’s transitions. Emotional and mental vitality are closely tied to physical vitality—just as your mind has powerful effects on your body, so your physical state affects how you feel and think. Social contact can also make a big difference in how you feel. Replacing a “lost” activity is a key to staying active and feeling good about yourself. For instance, if you can no longer run, you might try walking, biking, and/or swimming. And if your favorite activity was dancing, you might try something else that combines social and physical activity, such as joining a water aerobics class. Replacing lost activities can help you keep a positive attitude and sense of well-being over time, even if aging and changes in your health mean you can not do all the things you used to do. Physical activity. Protect or improve your emotional and cognitive health with regular physical activity. While physical activity produces chemicals in the body that promote emotional well-being, inactivity can make depression, anxiety, and stress worse. Research has been done to link physical activity and the risk of Alzheimer’s disease and other dementias. Adults who are physically active may be less likely to get Alzheimer’s disease or dementia than adults who are not physically active. Social activity. Protect or improve your emotional health by staying in touch with friends, family, and the greater community. Whether physically healthy or ill, people who feel connected to others are more likely to thrive than those who are socially isolated. Volunteering in your community and sharing your wisdom and talents with others is a gratifying and meaningful way to enrich your life.

Progressive muscle relaxation reduces muscle tension and general anxiety and may help you get to sleep. •The way you breathe affects your whole body. Try breathing exercises for relaxation. In my opinion, this is unfair towards Allah(SWT). We should respect Him for all he has given to us. Not only that, but we should have patience towards Him as well. What I mean is, you have to pray regularly, read Quran on a daily basis, and stay in very close contact with Him day and night. And then, you can wish for something you really want and would appreciate in your life. But in the mean time, you have to work hard to keep Allah(SWT) happy and give Him things that He would really appreciate, Insha Allah.

Standing on a high rock, he shouted at the top of his voice, “Lion! Lion! Come, save me.” The villagers heard the shout and ran to help him. But when they reached there, they could see no lion and the boy was perfectly all right. The boy laughed at the villagers saying, “No Lion; I did it only for fun.” The villagers got highly annoyed and came back with an air of anger. Few days later the boy repeated the whole act. Again the villagers went to his rescue but were duped again. Now they decided not to be fooled by him anymore. Unfortunately, one day, the lion really came there. Now the boy shouted “Lion! Lion! As loud as he could”. But nobody came to help him out. The lion attacked the boy. The boy struggled hard to save himself but within few minutes, the beast killed him. So, don’t lie once because your trust will be broken.

Political appointments infuriate Foreign Office
By Zahid Gishkor In what appears to be a sign of growing nepotism in Pakistan’s Foreign Service, the government is planning to hand a key post in Canada to a non-career diplomat. The revelation comes exactly two weeks after Pakistan’s ambassador to the United States skillfully manoeuvred his way into getting a two-year extension. Diplomats familiar with the development revealed that Prime Minister Nawaz Sharif has finalised the name of Dr Yousaf Junaid for a key diplomatic assignment in Pakistan’s High Commission in Canada without properly observing Foreign Service rules. Dr Junaid, an officer from the Commerce and Trade Group, is already serving as the consul general in Istanbul since 2010. “Dr Junaid can replace Pakistan’s High Commissioner to Canada Gul Akbar Zaib,” a senior diplomat told The Express Tribune on Saturday. Akbar Zaib, who has been in the Foreign Service since 1979, has already completed his service, explained the diplomat who spoke on the condition of anonymity.
“The decision to appoint Dr Junaid smacks of nepotism,” said former ambassador B A Malik. “Foreign Service rules clearly state that a person who serves in a foreign mission for at least three years is supposed to resume duties in his or her parent department for at least two years first before being eligible to join another foreign mission,” he explained. “Ottawa is an important diplomatic post. We usually posted only officers of BPS 22 from the Foreign Service over there,” Malik said. Prime Minister Nawaz Sharif should have chosen senior diplomats for key stations as there is no dearth of career diplomats in the Ministry of Foreign Affairs, he added. Diplomats that The Express Tribune spoke to on this matter revealed that many senior diplomats in the foreign ministry are unhappy with the government’s recent decisions on foreign postings. “We have planned to challenge the recent postings and extensions given to diplomats,” another senior diplomat said on condition of anonymity. “We diplomats believe that the norms of good governance enshrined in Articles 2A, 4,
25 and 27, and the principles of policy outlined in articles 29, 37 and 38 of the Constitution have been violated. The government has ignored us by making recent postings in London and New York, and by giving an extension to the ambassador in Washington DC who recently reached the age of superannuation. Five senior most diplomats, who include the current foreign secretary, were the major contenders for these posts but they were ignored,” the diplomat said. Asked about this development, Foreign Office spokesperson Tasneem Aslam said: “I don’t have any such information readily available. I will have to check.” Pakistan Press Attaché Abdul Akbar was also unaware of Dr Junaid’s posting in Canada. He confirmed, however, that Dr Junaid was continuing his tenure in Istanbul and overseeing business matters for Pakistan there. Many information officers have already gone to court against postings of officials aboard accused of being appointed based on nepotism, senior foreign ministry officials said. The superior judiciary has also laid down
very clearly the defined limits on the exercise of discretion by public functionaries including the prime minister, they added. A senior diplomat in the Foreign Office recalled that the postings of non-career diplomats, especially ones without any training in diplomacy, are a cause of considerable consternation among Foreign Service officers. Senior diplomat Adnan Randhawa, who was posted in China, has already resigned because of a discriminatory attitude against him and what he saw as flawed foreign policy decisions of the government, he said. The diplomat also said trade between Pakistan and Turkey has declined to someextent because such high-profile and sensitive assignments were given to officers who lacked the necessary aptitude, training and experience. He claimed the current consul general in Turkey was facing several nondiplomatic issues. Dr Junaid could not be reached for comment on this matter. PTI NA-246 candidate Imran Ismail’s convoy attacked in Karachi’s Azizabad by MQM
KARACHI: Men wielding bats and bricks attacked the convoy of Pakistan Tehreek-iInsaf (PTI) founding member Imran Ismail as they approached near Jinnah Ground in Azizabad locality. The initial reports say the attackers belonged to Muttahida Qaumi Movement (MQM) who expressed their anger at PTI’s views about their leader Altaf Hussain. Ismail was in Azizabad – known as the bastion of MQM – to announce the party’s plan to carry out a rally at Jinnah Ground in Azizabad on April 19. Mr Ismail said that it was perceived as Altaf Hussain’s residence and there could be
some hassle. “But we want to say we have absolutely no fear… we want to have a rally there,” he said. The PTI stalwart said it was a matter of principle for the party to stage a rally at Jinnah Ground. He said that his party was going to be happy at having a seat without even forming alliances. “We are in talks with other parties but we are not looking to form an alliance,” said Ismail. Meanwhile, a verbal-war between PTI’s Imran Khan and MQM’s Altaf Hussain has been observed for a certain period of time. This was escalated soon after Rangers’ raid on MQM’s Headquarter – Nine-Zero – in Karachi.It has been predicted that there would be a sort of unpleasant situation as PTI start their arrangements to hold a rally in Karachi. Altaf takes back decision to resign as MQM chief
KARACHI: Within a span of a few hours, Muttahida Qaumi Movement (MQM) chief Altaf Hussain withdrew his earlier decision to sever ties with the party on Monday. The MQM chief had tendered his resignation to party leadership on Monday morning, saying he was not able to bear the burden of leading the party any longer. He had asked the party lawmakers to elect a new party chief by evening, drawing cries of disapproval from party activists. Altaf’s resignation had drawn emotional pleas and chants from MQM workers who urged him to take back his decision. The MQM leader had made the announcement
during a telephonic address to party leaders at MQM’s Nine-Zero headquarters. “I will not be leading MQM from now on,” the MQM chief said. He further said whoever attempts to use foul language against him will use it against the whole nation. Azhar Ali named Pakistan ODI captain
The Pakistan Cricket Board (PCB) has named Azhar Ali Pakistan’s new ODI captain, and Test vice-captain. Misbah-ul-Haq will remain the Test captain while Shahid Afridi will continue to lead the Twenty20 side. There were changes in the selection committee as well, with former batsman Haroon Rasheed appointed the new chief selector. The PCB for the first time introduced a bona fide vice-captain for each format. The appointment, according to the PCB chairman Shaharyar Khan, is not a long-term prospect but for the “time-being.” Sarfraz Ahmed was named vice-captain for the limited-overs formats. Rasheed’s appointment cut short Moin Khan’s contract, which was supposed to run till the 2016 World T20. The new four-member selection panel is made up of former internationals Kabir Khan, who was previously the coach of Afghanistan, Azhar Khan and Saleem Jaffar. Azhar has played only 14 ODIs and last played in January 2013, despite having an average of
41.09. The 30-year-old is a regular in the Test XI, providing a steadying influence at No. 3. His strike rate in limited-overs cricket had always restrained the chances of an ODI call, though in recent times he has improved in that aspect. He was the leading run-scorer in the Pentangular Cup with 302 runs at an average of 60.40 and strike rate of 86.28. In the President’s Gold Cup, he scored 234 runs with a strike rate of 86.98. This is not the first time Azhar has been considered for the Pakistan captaincy. In 2010 he was seen as a potential candidate to take over after the spot-fixing saga, despite having made his debut only that year, but then chairman Ijaz Butt chose Misbah on the basis of experience. Azhar is understood to have smooth relationships with fellow players and the board. He has also captained at various levels in Pakistan, leading Lahore Eagles, Lahore Lions, Sui Northern Gas Pipelines Limited, Khan Research Laboratories and Baluchistan Warriors. Azhar also captained
Wahab Riaz and Nasir Jamshed, members of Pakistan’s World Cup squad, at the Under-19 level. ESPNcricinfo understands that both captain and coach have no voting rights in the selection matters. According to the PCB policy, the captain is consulted but he holds no power to vote in selection, though he, along with the coach, can select the playing XI. Following every poor series, the Pakistan captain was seen complaining about the selected pool of players and Misbah had recently asked for the captain to have a bigger say in selecting the squads. Shaharyar struck down the appeal and said this is the practice being adopted by most of the boards and the PCB will also continue the same way.
