6 Most non-francophones agree that Quebec’s secular charter singles out Muslim women and infringes on religious rights, a CBC-Ekos poll suggests. The Parti Québécois government’s proposed charter would ban public sector employees from wearing overt religious symbols, such as the hijab. Lawyer Shahad Salman, who works at the McGill Centre of Genomics and Policy, says she feels personally targeted by the charter, which is also known as Bill 60. A CBC-commissioned Ekos poll suggests the majority of Quebec anglophones and allophones agree with Salman. Seventy-eight per cent of anglophones and

70 per cent of allophones surveyed agreed the proposed legislation targets Muslim women. “When there is a proposal that hinders your fundamental rights, of course it targets me as a woman who actively wants to participate as a public servant,” Salman said. Salman says she sees herself as a Quebecer, and no charter of values will affect how she sees herself, or where she decides to live. The vast majority of non-francophones surveyed agreed the charter is an infringement of fundamental and religious

All three of Canada’s top universities slipped marginally in the 2014 World Reputation Rankings — a sign that the federal government’s pledge in February’s budget to invest $1.5 billion in new research funding may be just what the country’s universities need to bolster their sex appeal in a competitive world market. Although the University of Toronto is still ranked higher than McGill University — and is the only Canadian university to crack the top 20 — the gap did narrow a bit between them. U of T slipped to the 20th spot from 16th, while McGill and the University of British Columbia both dropped two places to 33rd. The U.S.’s stable of elite universities remained solidly at the head of the pack, with the country’s universities only gaining strength and the U.S. being the undisputed superpower when it comes to university brands. The Times Higher Education World Reputation Rankings, made public on Wednesday, is a list of the world’s 100 most prestigious universities. The 2014 results are based on 10,536 responses from published senior academics. It is valued not just by students, who consult such lists and rankings when choosing schools, but institutional reputation has also been shown to be of paramount importance for international academics deciding on job offers. Phil Baty, editor of THE Rankings, said in an interview from London, England that a drop by all three of Canada’s universities in the rankings is a

TTP, govt committee meeting concludes; agreement on terms

Peshawar: The meeting between negotiators from the government and the Tehreek-i-Taliban Pakistan (TTP) concluded in Akora Khattak on Wednesday with both sides agreeing to certain terms and conditions. The current government committee includes Irfan Siddiqui, retired Major Amir, Rustam Shah Mohmand and Rahimullah Yousufzai and the negotiators nominated by the TTP include Maulana Samiul Haq, Maulana Abdul Aziz and Professor Mohammad Ibrahim. Haq, chief of the Taliban negotiating committee, told reporters after the meeting that the Taliban committee was seeking a meeting with Prime Minister Nawaz Sharif. He praised the Taliban for announcing the ceasefire and said he had asked the militants to track down whoever was responsible for the recent violence. Moreover, he also said that the announcement of a ceasefire from both sides was a major progress and that the Taliban had been asked to probe into those responsible for recent attacks. The chief Taliban mediator added that Afghanistan, India and the United States wanted the dialogue process to fail. He further said that the government and Taliban should jointly unveil the enemy. Haq said that the Taliban had not put forward any demands to change the democratic system. Talking about the Ahrarul Hind, the group that claimed responsibility of the recent attack in an Islamabad court, he said that he had never heard the organisation’s name before and the Taliban were also unaware of the outfit.

The head of the committee representing the government, Irfan Siddiqui, said they had discussed various options for how the negotiating process could continue and the results of today’s meeting were satisfactory. Siddiqui said that the Taliban should openly condemn incidents of terrorism. He also said that the dialogue process had entered its second phase now, which included decision-making steps. The first round of talks was meant only to increase and facilitate contacts between the two sides, he added. ‘’In this situation, we opted to continue the talks, and we hope the Taliban will condemn these attacks and trace those who are behind it,’’ Yousafzai said. Reports said the government had decided to dissolve the existing committee and form a new committee to represent it in the talks. Sources told DawnNews that the new government committee would likely comprise of members from the Pakistan Muslim League - Nawaz (PML-N) led government at the centre as well as members from the armed forces. The new committee was likely to also include a high-ranking official from the Inter-Services Intelligence (ISI) and Interior Minister Chaudhry Nisar Ali Khan would be its focal person. The recommendation for the formation of a new committee was made by Major Amir during a meeting of the current negotiators with Prime Minister Nawaz Sharif. Source: Dawn News

Musharraf treason trial: Hearing adjourned until March 7

Islamabad: The hearing of the treason case against former military dictator General (retd) Pervez Musharraf on Wednesday was adjourned until March 7 after the ex-military strongman’s lawyers voiced concerns regarding the security situation, A three-member special court bench under Justice Faisal Arab heard the case during which Musharraf’s lawyers expressed security concerns and said they could not continue with the court proceedings under the prevailing security situation. One of the former president’s lawyers Anwar Mansoor mentioned he was stopped at gunpoint in Karachi. Justice Arab inquired from Mansoor if he could recommend a better security solution to which he replied that he would have to think over the matter. Mansoor also told the court that he was not provided with security despite the court’s earlier orders to which Justice Arab replied that he had refused the security on his own. Another lawyer fot Musharraf, Rana Ijaz, assured the court that it would also be attacked and all the three judges and

chief prosecutor Akram Sheikh would be blown up. After hearing this, Justice Arab responded that though dangers existed nothing could be done about it and the case could not be stopped in order to wait for a suitable time over the threats. Kasuri claimed that if anything were to happen to him the Sharif brothers would be held responsible adding that he had taken one prime minister to the gallows and would bring the Sharif brothers as well. Meanwhile, prosecutor Akram Sheikh said that he would continue his struggle against terrorism. Musharraf’s team of lawyers presented an alleged threat letter by Tehreek-i-Taliban Pakistan (TTP) in the court and claimed while under oath that an attack could occur in the special court as well. Counsel for the former president, Ahmed Raza Kasuri, read the letter in the court which said that if lawyers Hafeez Pirzada, Anwar Mansoor and Kasuri did not dissociate themselves from Musharraf’s trial, the three would face dire consequences. Kasuri added that the attack in a court in Islamabad two days earlier also appeared to have been linked to the same issue. Subsequently, the court resumed the hearing of the case until Mar 7. Talking to media persons after the hearing, Kasuri said that in the prevailing situation he would advise his client not to appear in court nor would he step down from his position of Musharraf’s counsel. He further said that he was not under any fear with regard to the letter and that his motive was only to inform the court regarding the development.Source: Dawn News

Khursheed Shah opposes Pakistan Army’s role in negotiations Islamabad: Leader of the Opposition in the National Assembly Syed Khursheed Shah said on Wednesday that the government should itself mediate the peace talks with militants and the army should not be made part of the process. Talking to media representatives the senior leader of the Pakistan People’s Party (PPP) said that including the Pakistan Army in the dialogue process with militants was dangerous adding that the role of the armed forces was neither to hold negotiations nor make deals. He demanded the government to hold talks on its own without involving the army. The opposition leader also said that he had no objections to

any person’s involvement in the peace talks as long as they were not serving personnel of the armed forces. He was of the view that no serving personnel should be involved in the talks though retired personnel could be included in the process. Expressing the sensitivity of the situation, Shah said that a dangerous scenario would emerge in case the talks failed. Answering a question over the appointment of the Chief Election Commissioner (CEC), Shah said he had not discussed the matter with Prime Minister Nawaz Sharif yet. Source: Dawn News

NATO warns Afghanistan of total pullout by December if pact isn’t signed

If Afghan leaders and the White House can’t agree on a key security pact, the U.S.-led alliance will pull all of its troops and equipment out of Afghanistan by December, the North Atlantic Treaty Organization’s secretary-general said Wednesday. The announcement from Anders Fogh Rasmussen at the start of a NATO defence ministers meeting ratchets up the pressure on Afghan President Hamid Karzai to strike a deal. On Tuesday, President Barack Obama threatened to withdraw all U.S. troops from Afghanistan by the end of 2014 if the pact isn’t signed. The U.S. and Afghanistan had

agreed the details of a security pact last year, and the agreement was also endorsed by a council of 3,000 Afghan tribal elders known as the Loya Jirga. But Karzai caught Western officials off guard by then declaring he wanted his successor to sign the agreement. Without that agreement, Rasmussen said, forces from other alliance member nations cannot stay either. There are roughly 19,000 non-U.S. forces now in Afghanistan, along with 33,000 Americans. “Let me stress, this is not our preferred option,” Rasmussen said. “But these are the facts – the facts that we need to take into account in our planning.”

NATO’s preference is to remain and shift in 2015 to a mission of training, assisting and advising Afghan security forces. “But if we don’t have the legal framework in place, we will have to withdraw everything by the end of the year,” Rasmussen says. There was a note of exasperation in the normally composed Dane’s voice as he mentioned the “continued delays we have faced,” trying to secure a commitment from Afghan leaders. “We stand ready to establish the training mission after 2014,” he said. “But time is of the essence.” In Afghanistan, General Martin Dempsey, chairman of the U.S. Joint

Chiefs of Staff, was asked whether there is a deadline for deciding whether any U.S. or coalition troops will remain after 2014. “I think the drop dead deadline – the answer will vary from coalition partner to coalition partner,” Dempsey said. He said that was the conversation he was certain U.S. Defence Secretary Chuck Hagel and the other ministers would be having in Brussels. “Each of those countries are likely to have a different answer to that question what’s the drop dead date,” Dempsey said. Shaath said Netanyahu’s comments, which he has made repeatedly in the past, “contravene all the rules of the peace negotiations agreed with the Americans”. Netanyahu also alluded to Israel’s demand to retain a military presence along the Jordan Valley, which runs down the eastern flank of the occupied West Bank, in any future deal saying he would not cede security to foreign peacekeepers. “If we reach an agreement with the Palestinians, I don’t delude myself. That peace will most certainly come under constant attack by Hezbollah, Hamas, al-Qaeda and others,” he said Israel and the Palestinians have been engaged in seven months of direct peace talks which were convened with an endApril deadline. In a meeting at the White House on Monday, US President Barack Obama told Netanyahu that Israel needs to take tough decisions if the talks are to have a future. Abbas is to visit Obama on March 17. Obesity rates in Canada have tripled since 1985, with a disproportionate increase in the number of very obese Canadians, according to new research from Memorial University in Newfoundland. Based on this “worrying” trend, it’s expected that about 21 per cent of Canadian adults will be obese by 2019, according to a study published in the Canadian Medical Association Journal. Analyzing data from Canadian health surveys conducted between 1985 and 2011, researchers found that the overall obesity rate increased from six per cent to 18 per cent over the 26-year period, although numbers varied by province. The biggest increases occurred among people with the highest body mass index, calculated from a person’s weight and height. Obesity is defined as a BMI of 30 or higher. In the study, obesity levels were described as class I, II or III, with BMIs ranging between 30 and 40 or higher. The most significant rate of

participants, the result is likely an underestimation of obesity levels, although trends over the 26 years are accurate, the study says. Obesity is a huge strain on the health care system, with annual costs estimated at between $4.6 and $7.1 billion, according to researchers. They note that obese people are at an increased risk of Type 2 diabetes, high blood pressure, cancer and sleep apnea, among other health issues. Gaining weight, especially as you age, will not necessarily make you unhealthy, Twells said. The trouble is that more overweight people are entering the obese category, she said. “You can be incredibly healthy being overweight, but the issue is that people don’t tend to stay there,” she said. “We need to make sure that we keep on top of it, because the numbers are not going away.” The latest study notes that it’s difficult to measure the effectiveness of obesity treatments and prevention strategies across the country

Because the analysis was based on selfreported heights and weights of survey

because health services vary by province and territory. Regardless of an individual province’s plan of action, it can take 20 to 30 years to see the impact of a policy change, Twells said. Canada is not the only country battling the obesity epidemic. Expanding waistlines are contributing to rising health care costs around the world. In the U.S., studies have estimated that 42 per cent of the adult population will be obese by 2030. Although a recent study published in the Journal of the American Medical Association suggested that prevalence of obesity has decreased by 43 per cent among young children, some epidemiologists say that data was taken out of context and that actual numbers are less impressive. Benjamin Netanyahu, the Israeli prime minister, has called on Palestinian leaders to recognise his country as a “Jewish state”, a call a top Palestinian official said was an “official announcement of a unilateral end to negotiations”. In his address to the annual policy conference of pro-Israeli lobbyist group AIPAC in Washington DC on Tuesday, Netanyahu said he was prepared to make an “historic peace”, but not without a Palestinian acceptance of the Jewish state. “It’s time the Palestinians stopped denying history,” he said, returning to a major point of disagreement in US-led negotiations, which have struggled to make headway ahead of a looming April deadline. “Just as Israel is prepared to recognise a Palestinian state, the Palestinians must be prepared to recognise a Jewish state,” Netanyahu said. Israel has repeatedly insisted there will be no peace deal without addressing the issue of recognition, but the Palestinians have rejected the demand, which they say will deny their historical narrative and compromise the right of return for their refugees. The Israeli prime minister directly appealed to the Palestinian president, Mahmoud Abbas, to recognise Israel and to “abandon the fantasy” of flooding Israel with

Canada’s economy expands at 2.9% pace, beating forecasts Canada’s economy expanded at an annualized pace of 2.9 per cent in the last three months of 2013, Statistics Canada reported Friday. That was better than the downward-revised pace of 2.4 per cent seen in the U.S. over the same period. It was also

better than the 2.5 per cent growth rate that analysts had been expecting. The gains were broad-based, as most industrial sectors showed expansion. Mining, oil and gas, manufacturing and the public sector all grew.

Israel doubles West Bank outpost construction The number of Israeli settlements being started in the West Bank more than doubled during 2013, the Israel central bureau of statistics has said. The bureau said work began on 2,534 new housing units in the settlements in 2013, compared to 1,133 in 2012. Monday’s announcement comes just hours before Israeli Prime Minister Benjamin Netanyahu is due to meet with President Barack Obama in Washington. The two have long been at odds over Israel’s settlement policies, with Obama previously saying the continued building of settlements did not “advance the cause of peace.” “We have seen more aggressive settlement construction over the last couple years than we’ve seen in a very long time,” Obama said in an interview with Bloomberg View

The Organisation for the Prohibition of Chemical Weapons (OPCW) said Damascus hoped to ship its most dangerous chemicals abroad by the end of April. About a third of them will have been removed by the end of this week. Despite the delays, the head of the joint OPCW-UN mission insisted that there had been “good progress”. Dutch diplomat Sigrid Kaag said the end of June deadline for the total destruction or removal of Syria’s chemical arsenal was still achievable. Elsewhere, government forces backed by fighters from the Lebanese Shia Islamist movement Hezbol-

Syria submits new plan to ship chemicals arms by April

Six more consignments of chemicals will leave Syria’s Mediterranean port of Latakia by the end of the week, the OPCW said, as part of a USand Russian-brokered deal agreed last year after a deadly chemical attack outside Damascus. A quantity of the blister agent sulphur mustard was shipped on Wednesday, it said. A significant consignment of other “Priority 1” chemicals was scheduled to arrive in Latakia this week, it added. The six consignments represent

more than 35% of all chemicals that must be removed from Syria for destruction, including 23% of Priority 1 chemicals and 63% of less hazardous Priority 2 chemicals. The removal of Priority 1 chemicals was due by 31 December, while the deadline for the shipment of Priority 2 material was 5 February. The OPCW has also verified that Syria destroyed more than 93% of its stock of isopropanol, a dual-use chemical that is one of two key ingredients for sarin, a nerve agent used in the attack on several suburbs of Damascus on 21 August that left hundreds dead. The international watchdog’s director general said all materials and equipment required by Syria were now in place for the “expeditious removal” of its remaining chemicals, including armoured jackets for the protection of containers. “Given delays since the lapse of the two target dates for removal, it will be important to maintain

this newly created momentum,” Ahmet Uzumcu said. Ms Kaag, the special co-ordinator for the OPCW-UN joint mission, said: “This is good progress and I expect further acceleration and intensification of effort.” In a separate interview with the Associated Press, Ms Kaag said she had agreed with the Syrian government a 60-day timetable for shipments and anticipated “a lot of action” in March. Fighting in and around Yabroud, about 60km (37 miles) north of Damascus, left dozens of people dead on Monday, including some 17 rebels and 19 soldiers, pro-government militiamen and Hezbollah fighters, according to the UK-based Syrian Observatory for Human Rights. Thousands have fled the Yabroud area and crossed into northern Lebanon since the government air strikes began last month. An army officer told journalists during a tour of government-held areas around Yabroud that civil-

ians were still leaving, meaning the fighting was still light. He declined to say when a ground assault might begin. The government launched an offensive in mid-November to oust rebel fighters from the Qalamoun mountains, cut off their crossborder supply routes and establish firm control over the motorway linking Damascus with the city of Homs. In the capital, activists reported fresh fighting on the edge of the Yarmouk Palestinian refugee camp, with military helicopters dropping barrel bombs. Thousands of civilians are trapped in Yarmouk, which has been under siege for eight months and has seen severe food shortages. A fragile truce between rebels and Palestinian militants loyal to President Bashar al-Assad inside the camp broke down on Sunday, leading aid workers to stop distributing food parcels there. US condemns Russian ‘aggression’ in Crimea

The US has called the movement of Russian troops into the Ukrainian region of Crimea an “act of aggression”, hours after Vladimir Putin, Russia’s president, said his country reserved the right to use all means to protect its interests. John Kerry, the US Secretary of State, said on Tuesday that Russian military movements were against international law, and said that Russia was looking for an excuse to invade more parts of Ukraine. Putin had earlier stated that any troop movements in Crimea were internationally legitimate because they had been requested by Viktor Yanukovich who, despite fleeing the country, was the “legitimate president”. “We reserve the right to use all available means. And we believe that this is fully legitimate. This is a last resort,” he said. Late on Tuesday, Russia announced that it hadsuccessfully test-fired a long-range missile, which hit its target in Kazakhstan. The US said it was notified of the test in advance. After flying to Ukraine and meeting the country’s new leaders, Kerry urged Russia to “de-escalate” the situation and “withdraw its troops”, while warning that the US and the European Union would exert more political and economic pressure to force it to back down. Kerry also praised the interim Ukraine government for showing restraint “despite

an invasion of Ukrainian homeland”. The US government had promised to get Ukraine $1bn in loans to help lessen the effect of the possible removal of subsidies on energy sold to the Ukraine by Russia. However, the US aid could come with strings attached, including demands for some austerity, Al Jazeera’s Tim Friend, reporting from Kiev, said. “Perhaps there lies the danger,” he said. “A lot of this turmoil and unrest in Ukraine is driven by the collapse in the economy. And if the ordinary men and women in the streets think they were going to face yet more austerity, then they risk further turmoil.” Meanwhile, Arseniy Yatsenyuk, Ukraine’s interim prime minister, said his government had made first first “timid” contacts with Russian leaders aimed at resolving the crisis. There was no immediate response from Russia to Yatsenyuk’s comments and he himself stood firmly behind his government’s decision to distance itself from Moscow’s rule. On the ground in Crimea, tension rose when Russian troops fired warning warning shots as unarmed Ukrainian soldiers approached a seized airbase at Belbek near Sevastopol. But the standoff was over within minutes, when a Russian commander was told to hold off when it became clear neither side was willing to

fight. The Ukrainians ended up playing a football match, under the watch of Russian soldiers, and left afterwards. The West is facing its biggest confrontation with Moscow since the Cold War. Ukraine has put its military on alert. Speaking to Al Jazeera from Washington DC, John Squier of the National Endowment for Democracy told Al Jazeera: “I think that he [Putin] has painted himself into a corner. If he withdraws, he loses a lot of the credibility that he exercises in what now Russians refer to as ‘near abroad’ - countries of the former Soviet Union. “But if he doesn’t withdraw, I think that he is going to face the condemnation of Western countries and he is going to face sanctions of various sorts.” Kerry and other top diplomats have repeatedly warned Russia about the consequences of intervention. Overnight on Monday, the

US announced it was suspending military exercises and trade talks with Russia. But Putin said that sanctions would affect other economies too. “Those considering sanctions should think about the consequences ... in this tightly connected world we can of course harm each other but it will be mutual harm, and they need to think about that,” he said. Asked about the prospect of a cancellation of the meeting, Putin replied: “As far as the G8, we are preparing for the summit, we are ready to host our colleagues if they come, but they don’t have to.” He said that Russia was prepared to financially assist Ukraine but that late gas payments were preventing it from doing so. Pakistan Gives another Chance to Taliban for Peace

The withdrawal of NATO forces is nearing, so is the need of “friendly environment” surfacing in the Pak-Afghan region. Indeed, negotiating with Afghan Taliban is of crucial importance at this hour. Similarly, Taliban on Pakistan side have to give peace a chance too. There is no doubt that Sectarian warfare has turned Pakistan upside down: To a great extent, there is a justification in finger pointing towards Tehreeke-Taliban Pakistan (TTP), Punjabi Taliban, FATA warriors, the secessionists in Balutochistan, the Baluchistan liberation army (BLA) as they keep defying writ of the State creating difficult scenario for the region unfortunately. And of course, the warring gangs of Karachi have added further fuel to the painful reality, yet with the aggravating law and order situation, the authorities also are increasingly becoming too incapacitated to crack down on the (anti-Pakistan) proxy warriors. The Taliban factions (from within) and foreign intruders are successfully launching their attacks all over the country. They even have penetrated the security forces. The fact is Karachi-the commercial hub now resembles a battlefield where proxy war is being fought to satisfy the stakeholders. Furthermore, the degree of looting, target killing and kidnapping for ransom is severe enough to scare off the peaceful citizens. Sadly, the paralysis of country’s administrative machinery and the ongoing terror attacks in Karachi, Peshawar and elsewhere, especially the “Shiite-genocide” at different locations show that the enemy appears determined to dismantle the country at all cost

by using all available tactics. Many are justified to suspect a major game plan is at play to break the country into pieces. God forbid! Certainly, the religious extremism is un-Islamic thing, which becomes a weapon (remote control) in the hands of mysterious stakeholders. But unjustifiably, the security apparatus is only functional to protect the VIPs in Pakistan, and the vulnerable public remain prone to deadly attacks 24/7. Hence, government’s commitment to the fight against terrorism is increasingly becoming questionable. Some TV channels are suggesting the militants of Lashkare-Jhangvi (LeJ) and Sipah-eSahaba (SSP) in Karachi are involved in the merciless genocide of the ill fated Shias and the killing of Hazaras as well. Though, Taliban claim to establish a strict Muslim religious order, yet their track record of brutality and terrorism show their anti humanity and anti Islam mindset. They have indulged in destruction of schools, places of worship, market places, housing complexes and public property. They have killed over 50,000 innocent Pakistani civilians so far. In complicity with other terrorist groups, these Taliban are still involved in target killings and massive genocide in the major cities of Pakistan. Thirty political parties agreed on forming a grand tribal jirga representing all schools of thought. It is common in Afghanistan and in the tribal belt of Pakistan, bordering the areas with Afghanistan. Now the Pakistani Taliban has announced that the group will observe a one-month ceasefire as part of efforts to negotiate a peace deal with the government, throwing new life into

The Pakistani Taliban has been trying to overthrow the government and establish its own hardline form of Islam across Pakistan for years. Tens of thousands of people have died in militant attacks. Critics of the peace process say militants have used previous negotiations to simply regroup. They also question whether there is room to negotiate with militants who don’t recognize the Pakistani constitution. The militants in the past have also called for the removal of all military forces in the tribal areas as well as an end to American drone strikes. As the military has been hammering militant hideouts, many in Pakistan have been watching closely to see whether the government would order a largescale ground operation in the North Waziristan tribal region that is considered the militants’ stronghold. Such an operation could spark a backlash of attacks in other parts of the country. But a temporary ceasefire could be difficult to ensure. Some analysts point out that the Pakistani Taliban is not a unified organisation, and some of the factions are not believed to support peace talks. After the recently Islamabad courts tragedy the opposition party leader said, we would support the government in its efforts against terrorism. “The opposition has never done politics on such issues and always supported the government.” He feared that the terrorists could target the Parliament House tomorrow, saying

that the Monday’s incident was an open threat to the nation. He also said the incident occurred in less than 48 hours of the announcement of a ceasefire by the two sides (the government and the Taliban). “If the Taliban say they are not involved in the incident, then as to why they are not condemning it,” despite the ceasefire, terror attacks were continuing in the country. The PPP’s senior leader said that after the government announcement to halt the air strikes on militants hideouts, terrorists had become more powerful. He said even the capital of the country was no more safe while the terror attacks were being carried out across the country despite the ceasefire. On the other side the government of Pakistan officials giving statements that “the government is not going to tolerate any act of terror and any act will be replied to.” They were open to restarting peace talks as long as the Taliban and its affiliates honored the cease-fire. Hours after the attack on the convoy, the Taliban said they would observe a one-month cease-fire to try to revive peace talks that failed last month. It also called on other militant groups to observe the cease-fire. The Pakistani Taliban, an alliance of militant groups, says it is fighting to overthrow the democratically elected government of Prime Minister Nawaz Sharif and replace it with a state ruled under strict Islamic law. Sharif has been pursuing peace talks since he was elected in May. Soon after the talks finally began on Feb. 6 the Taliban bombed a police bus in Karachi, killing 13 people. In recent weeks speculation has been mounting that the military would launch a ground operation in North Waziristan, a tribal region along the border

Dua has the ability to change one’s destiny By:Abu Muhammed AS human beings, our life in this world is characterized by fluctuating conditions making us happy and sad. No one experiences perpetual bliss or misery. Life by its very nature is a test. Allah says: “He is the One that has created Life and Death in order to test who amongst you is best in conduct.” (Qur’an, 67:2) Pleasant and favorable conditions demand us to be grateful and humble or adverse conditions require us to be patient and to seek Allah’s help. As Believers we ought to believe that every condition is a manifestation of the Will of Allah. What has passed us was not meant to befall us and what has befallen us was not meant to pass us. Assistance comes with patience, relief after affliction and ease after difficulty (Tirmidhi). Our faith and belief is tested when we undergo difficulties and afflictions. These difficulties may be physical, emotional, financial and/ or psychological. This is borne out by the following verse: “Verily We will test you with some fear, hunger, and loss of wealth, life or the fruits (of your labor.” (Qur’an, 2:155) These adverse conditions may at times be upon an individual, a family, a community or upon a large section of the Ummah as is the current case of Palestine, Syria, Afghanistan and Myanmar. Muslims believe in Islam and making supplication or dua before Al-

lah Almighty is what they consider as a weapon in their hands to solve their problems. Prayers or dua are panacea for the present problems facing the Ummah today. In Hadith we find that the Noble Messenger of Allah (peace be upon him) came across a community of people going through a tribulation. He advised, “Why don’t they supplicate (make dua) to Allah for assistance?” The problem with us is that dua for us has become a ritual and a final resort after all the options and the means have been exhausted. Dua, according to a Hadith, has the unique ability to change destiny (Tirmidhi). All the Prophets (peace be upon them), as we find in Qur’an, resorted to supplications as their ultimate ‘weapon’ to solicit Allah’s help when all their efforts would fail while reforming nations in their respeoctive hostile environments. A very poignant example of this is the incident of the Prophet Nuh (peace be upon him). Allah Almighty mentions the incident in the following words, “The people of Noah denied and they belied Our Servant and said, ‘He is a madman’ and threatened him. He therefore supplicated (through dua) to his Lord (saying), ‘I am overpowered! Assist me?’ We therefore opened the gates of Heaven, with water flowing furiously. (And) We caused springs to gush out from the earth, so that the two waters met in a quantity that had been destined.” (Qur’an, 54: 9-12) The above verses in the original Arabic language are very powerful and conjure

up an image of vast volumes of waters gushing forth profusely from both the earth and the skies until the earth was waterlogged. All those who had ridiculed the Messenger were drowned in that deluge. We can safely say that the Prophets (peace be upon them), in discharging their responsibility of calling toward the Creator, qualified for His assistance. And the action that motioned this assistance in favor of the Prophets (peace be upon them) was that of lifting their hands in dua. At the time of the battle of Badr, with the future of Islam under threat, when a small ill equipped band of 313 Muslims faced an army of 1,000 well armed, the Noble Messenger of Allah (peace be upon him) spent the entire night on the eve of the battle begging and supplicating unto Allah for His assistance and Allah Almighty the following day granted the greatest victory in the annals of Islamic history. In another such incident, when Sultan Salah Al-din Ayyubi received news of the Crusader’s ships sailing toward them with reinforcements, he retired to the masjid and spent the night in prayer, beseeching and begging Allah Almighty’s assistance. In the morning prayer, he told a pious man, “Please make dua, so that the enemy ships left the shores carrying reinforcements.” The person replied, “Don’t fear, O Salah Al-Din. Verily the tears of the night have drowned the enemy ships.” A short while later news was received that the ships had sunk. Such is the power of dua which has been rightfully referred to by scholars as the ‘weapon’ of a believer. In a Hadith, it is mentioned that ‘Dua is the essence of worship.’ (Musnad Ahmed & Tirmidhi) In fact in another Hadith it is mentioned that, ‘Dua is worship.’ (Sunan Abu Dawood) If one ponders and reflects on the above Hadith one will realize that they are very clear, definite and absolute statements. How is it that we give so little attention to that described as both the ‘essence’ of worship as well as worship itself? The reason for this is because we tend to look at the outward form of dua which, when compared to other’s acts of Ibadah (worship) is ‘less strenuous’ and ‘exertive’ in terms of time, place, language and physical exertion. While there are conducive and opportune moments when duas are accepted in relation to the above there are no restrictions or specifications on the act of dua. Dua can be

made at any time, in any place, in any language, when a woman is in her menses and also in a state of ceremonial impurity. Dua is the ultimate form of Abdiya (Bondsman-ship) in that it is an expression of one’s total dependence on Allah Almighty knowing that every single condition — good or bad, happy or sad, benefit or loss, wealth or poverty — is exclusively in the hands of Allah Almighty and that He alone is the ultimate Causer of causes. With Him are the keys to His unlimited and unending treasures. Dua is that act which ‘connects’ the slave to his Master. The slave lifts his hands as begging bowls in an expression of begging as a beggar does. “O mankind! It is you who stand as beggars in your relation to Allah, and it is Allah Who is Free of all wants, Worthy of all praise. (Qur’an, 35:15) ,In all humility, with an attentive heart, having full hope in his Creator, Maker, Sustainer and Cherisher, one attracts the gaze of mercy of the Master Who feels shy in turning His slave away empty handed (Tirmidhi, Ahmed, Abu Dawood). If it is not in the nature of a mother to turn her child away empty handed no matter how disobedient a child may be, how is it possible that the One who is the most merciful and who has placed mercy in the hearts of all mothers turns away His slave, empty handed? How is it possible for the One Who becomes angry when His slaves do not supplicate to Him not to be happy when they do? (Sunan Ibn Majah). Continuously turning to Allah Almighty in dua is a sign of one’s conviction in Him and the more one turns to Him, the more one’s faith increases. Dua is a condition of the heart and conversation with one’s Maker in the language of one’s choice. A Hadith says, dua is a means of beseeching Allah Almighty for the fulfillment of all our needs no matter how mundane or insignificant as it may be; or significant as facing overwhelming odds in the battlefield (Tirmidhi). In the vocabulary of Islam, there are no such words as impossible, unattainable and/or insurmountable. Dua in times of ease is gratifying and engenders humility while at the same time it serves as an assurance of our duas being accepted in times of difficulty, according to Tirmidhi. know him and his wife, behave very well towards Muslims. “I work in a store and my colleagues understand when I’m doing namaz,” he explains. “They know me and understand that this is very important for me.” Azamat notes that it is extremely frustrating when vulgar people say that they are Muslims. He says that such behaviour of theirs just scares people, who do not understand this religion. Zulya was born and lived all her life in Moscow. She has always been a Muslim, but she started wearing traditional clothes only four years ago, after she got married and gave birth to two children. Despite a higher education diploma, she managed to get work as a nurse in a daycare centre with great difficulty. “The director told me that another Muslim nurse worked there before. She wore traditional clothes and the parents, whose children attended the institution, wrote a petition against the Muslim nurse that looked after their kids. Therefore, I had to hide my religion, not to lose my job.” Zulya says she has troubles with her co-workers as well, because of Muscovite suspicions towards Muslims. “The speech therapist asked one of the educators about me. She was interested whether I was one of those who organized explosions. Although she always talks with me, and has never asked me directly about it,” Zulya says. “I have lived in Moscow all my life, and have never felt a negative

attitude, and my friends have never talked about it. It is true that I have never worn a shawl.” Diana works as a doctor and conceals the fact that she is a Muslim. She even wears a tattoo, which is strictly forbidden in her native land. She says she is trying to start a new life, one that would have no association with Muslim foundations. Traditions of a good neighborhood Mufti Farid Salman, Chairman of the Ulema Council of the Russian Association of Islamic Accord, said that the problem of hostility towards Muslims is not vivid in all Russian regions. “In the Volga Region there are no differences between people of different religions, they are neighbours, friends and colleagues. Despite the religious tenets, people of one religion do not seek to convert others to their faith,” says the theologian. “As a result, our close friends are followers of different religious traditions.” The Mufti notes that Tatar Muslims have always lived peacefully with the Russians. der to disseminate such an experience, it is necessary to work hard and spend a huge amount of money. “We need a certain public policy. I am surprised sometimes by the words of our politicians, who continue to use terms of nationality and religion when referring to terrorists. We should not do that. What is it like to be a Muslim in Russia?

By Marina Obrazkova Muslims are the second largest religious group in Russia and they have peacefully coexisted with Orthodox believers over many centuries. However, in recent decades, some Russians have started behaving suspiciously towards Muslims, especially in the wake instability in certain regions and terrorist attacks. The Muslims of the country are asking fellow citizens not to confuse the faithful believers with those who call themselves Muslims, but actually do not follow the norms of Islam. Theologians, in their turn, are asking people not to associate terrorism with Islam, and to use education in preventing conflicts. Russia is not only an Orthodox Christian country There is no official data on the number of Muslims in Russia. However, at the last census in 2002, the number of “traditional Muslim peoples” in Russia amounted to about 14.5 million, which represents 10 percent of the population. According to the estimates of the Spiritual Administration of Muslims in the European part of Russia, the adherents of Islam in Russia, at that time, numbered about 20 million. However, according to the results of Levada Center survey, conducted in November 2013, Muslims constitute 7 percent of Russia’s population. Ukraine Mobilizes Troops After Putin’s ‘Declaration of War’ Leaves Obama Dazed And Confused

The Ukraine is mobilizing for war this Sunday morning, after Putin declared he had the right to invade, creating the biggest confrontation between Moscow and the West since the cold war. President Barack Obama is a little dazed and confused. It took US President Barack Obama 90 minutes of intense dialogue with the Russian President Vladimir Putin to grasp that Putin is unshakably fixed on the course he has set for Ukraine and has no intention of withdrawing the Russian troops he has positioned in the Crimean peninsula. In fact, behind the diplomatic verbiage, Russian President Putin was clearly on the offensive. He let it be understood that unless the US and Europe rid Kiev of the “fascist gangs,” which had taken over, Moscow would move forces into additional parts of Ukraine to uphold its interests and “protect the Russian citizens and compatriots living there” for as long as the interim regime remained in Kiev. Vladimir Putin was not impressed at all by Obama’s accusation of being in ”clear violation of Ukrainian sovereignty and territorial integrity.” Neither was Putin deterred by the US president’s threat of “international political and diplomatic isolation” – or even a Western boycott of the G8 summer summit in Sochi. After all, Putin did stand alone at the opening and closing ceremonies of the Olympic Winter Games – unattended by a single

Western leader. After that experience, he is not afraid to stand alone on Ukraine as well, regardless of US and EU efforts to force him to abandon what he views as an imminent strategic threat on Russia’s doorstep. They may be said to share four significant conclusions. 1. President Obama was seen backing off a commitment to US allies for the second time in eight months. They remember his U-turn last August on US military intervention for the removal of Syrian President Bashar Assad for using chemical weapons. They also see Washington shying off from Russia’s use of military force and therefore not a reliable partner for safeguarding their national security. 2. The Middle East governments which opted to range with Vladimir Putin - Damascus, Tehran, Hizballah and, up to an initial point, Egypt, are ending up on the strong side of the regional equation. The pro-American camp keeps falling back. 3. American weakness on the global front has strengthened the Iranian-Syrian bloc and its ties with Hizballah. 4. Putin standing foursquare behind Iran is an insurmountable obstacle to a negotiated and acceptable comprehensive agreement with Iran – just as the international bid for a political resolution of the Syrian conflict foundered last month. With the Ukraine crisis looming ever larger, Israel’s Prime Minister Binyamin Netanyahu’s scheduled meeting Monday with President Obama at the White House is unlikely to be more than an exchange of polite platitudes. Ukraine’s security council ordered the general staff to immediately put all armed forces on highest alert, the council’s secretary Andriy Parubiy announced. The Defense Ministry was ordered to conduct the call-up, potentially of all men up to 40 in a country that still has universal male conscription. Of potentially even greater concern are eastern swathes of the country, where most of the ethnic Ukrainians speak Russian as a native language. Those areas saw violent protests on Saturday, with pro-Moscow demonstrators hoisting flags at government buildings and calling for Russia to defend them. Putin’s declaration that he has the right to invade his neighbor – for which he quickly received the unanimous approval of his parliament – brought the prospect of war to a country of 46 million people on the ramparts of central Europe. Ukraine also appealed for help to Britain and the

United States, as co-signatories with Moscow to a 1994 accord guaranteeing Ukraine’s security after the breakup of the Soviet Union. NATO ambassadors were due to meet in Brussels on Sunday. Washington has proposed sending monitors to Ukraine under the flags of the United Nations or Organization for Security and Cooperation in Europe, bodies where Moscow would have a veto. Washington and its allies have suspended plans to attend a G8 summit in Sochi, where Putin had just finished staging his $50 billion winter Olympic games. President Obama has shown so much weakness since he took office, no foreign leader respects him, wspecially a seasoned combat leader like Putin. Obama’s media appeal will not be as effective for him on the international scene as it has been for him on the domestic scene in America over the last 5 years. Ukraine crisis:Why it matters to the world economy 1. Ukraine is an important tie between Russia and the rest of Europe: Ukraine doesn’t hold the economic power it once did, but it does retain its geography. Russia supplies about 25% of Europe’s gas needs, and half of that is pumped via pipelines running through Ukraine. Moscow has cut off that flow in past disputes with Kiev and a disruption could push up energy prices for businesses and households. The critical Crimean peninsula juts into the Black Sea, and the Russians base their Black Sea navy there. Related: Russian markets take a beating 2. And the current political uprising was fueled by the government’s handling of a trade agreement that would have brought Ukraine closer to the European Union. The government cut off negotiations in November amid pressure from Russia, which offered discounts on natural gas if Ukraine signed a pact with Moscow’s Customs Union.

British Columbians will pay $4.4 billion in Tax and fee hikes over next three years By New Democrat MLA Harry Bains This year, British Columbians will face staggering tax hikes. They will pay more to heat their homes, drive their cars, access health care, and travel by ferry. That’s bad news for families. Family budgets will suffer as the cost of living takes another jump in a province that is already too expensive. They will pay more in medical premiums for every member of their family. They will pay more to insure their cars. They will pay more to keep the lights on. And if they live in a ferry-dependent community, they will pay more for basic, everyday travel. It’s also bad news for businesses. If they help pay their employees’ medical service premiums, they will see their costs rise. If they pay for heat, they will see a hit to their bottom line. It’s clear taxes are on the rise in B.C. But this Liberal government is hiding behind po-

litical slogans rather than taking action. While Premier Christy Clark told media her government would not be “going out to taxpayers and asking them for more money,” her budget told a very different story. Over the next three years, the average family will pay close to $900 more in hydro and medical premiums alone. And in the course of those three years, people in this province will give this government $4.4 billion in hikes to hidden taxes and fee increases. That’s including $1.2 billion in increases that are specifically labeled as taxes in this year’s budget documents, and a new mining permit tax, which promises to drive many smaller exploration companies out of the province. Despite this clear evidence that taxes are on the rise, after releasing the budget the premier told media, “We said we weren’t going to increase taxes, we didn’t increase taxes.” It’s clear the premier is saying one

thing, but doing another. The truth is: people in this province will be paying more and getting less for years to come. They will pay more for the medical services tax, but the Liberal government has failed to address our overcrowded emergency rooms, and is refusing to honour the health care promises it made during the election. And people will pay more for ferries at a time when the government has announced reckless cuts to ferry services up and down the coast, with some routes losing a third of their sailings. At the same time, across the province, people are struggling to make ends meet. For a decade, our province has had the highest rate of child poverty in the country. But instead of addressing the serious problem of affordability, this government is making life harder for everyone. In the last 13 years, this government has stood by while taxes and

fees soared. Since 2001, hydro rates have gone up by 51 per cent, and over the next five years, they will go up by another 28 per cent. This is a direct result of mismanagement at B.C. Hydro, where the government gave sweetheart deals to their private power friends that force the province to buy power we don’t need at exorbitant rates, and sell at peak periods for far less. At the same time, medical services tax has risen by 92 per cent. That means the average family is paying $798 more every year. And rates for basic ICBC vehicle insurance have risen by 33 per cent, and will continue to rise by at least 3 per cent this year. Meanwhile, post-secondary education has moved farther out of reach for many British Columbians. Tuition fees have doubled and the Liberal government eliminated needsbased student grants. Ferry fares have doubled on many

routes since 2001, and in the first four months of this year, they will rise another 7.5 per cent. At the same time, the Liberal government is continuing to mismanage our economy, despite their promises to eliminate debt and create jobs – our province has the worst rate of job creation in the country, and the government plans to add $7 billion to the debt in the next three years alone. Premier Clark has already presided over the fastest debt increase in BC history: $16.4 billion in the past three years. The B.C. Liberal government must stop pretending it can solve B.C.’s problems with political slogans. As people across this province face years of tax hikes they can’t afford, what we need are solutions.

Taxes ensure that Canada can build and maintain the necessary infrastructure – education, health care and transportation systems - to attract investment and businesses, and thrive in a competitive global economy. 9. Taxes make the marketplace work – by maintaining a regulated business environment to protect property rights, enforce fair practices and protect consumers and investors. 10. Taxes allow citizens, residents and businesses to do things together that we could never do on our own. ‘We buried five workers alive’

Three men confessed in the Qatif General Court on Wednesday to torturing five Asian workers for hours and then burying them alive, according to local media. The decomposing bodies of the five Asian workers, believed to be Indian nationals, were found on a farm in Safwa, Qatif, earlier this month. They were killed in 2010. The Eastern Province police have arrested 25 people in connection with the killing of the five Asian workers, a source said on Wednesday. The suspects include expatriates and citizens. They are being held at Safwa police station. One man, describing events four years ago, said he was driving around with a friend using drugs and alcohol when he received a call from another friend at around 10 p.m. who asked to see him immediately at a farm. “We had alcohol with us when we arrived at the farm,” he said. “We saw five workers with their hands tied in the seating area. When the friend with me

asked why they were tied, our host said that one of them had sexually harassed his sponsor’s daughter and other women,” the man told the court. “I saw that the five Indian workers were tied and unconscious, just before we went to another room to drink alcohol and smoke hashish. While we were drinking, I heard one of them screaming so I went out and slapped him in the face,” he said. “Later the friend who came with me left the room with a stick and hit the worker until he bled. We then took them all into another room,” he said. “The three of us continued beating the workers on different parts of their bodies while continuing to drink and smoke,” the man said. “We kept drinking, smoking and beating them,” he said. “Our host suggested we bury them alive in a hole behind the entrance gate of the farm,” he said. “We tied them again with ropes and adhesive tape so they could not move,” he said. The

man said their host brought his pickup truck and the three loaded the workers onto it. They then dumped them into a 2.5-meter-deep hole, he said. “We buried them alive with all their identity cards. At the time for the dawn prayer my friend and I left the farm, while our host remained there alone.” Police have concluded that the five people were killed in 2010, the source said. The discovery of the human remains happened by chance. A man, Ali Habib, who had rented the land from its elderly woman owner, was clearing it to start farming when he made the grisly discovery. The woman had rented the land to another person before Habib. Investigators then found an engraved gold ring and residence cards that helped them to identify some of the victims and several sus-

pects. The decomposed bodies were found with ropes around their arms and legs and their mouths filled with cotton and covered with duct tape.Habib, who rented the 20,000-squaremeter farm east of Safwa two years ago, said it was deserted and contained a lot of waste. He had first dug up a human thighbone, and eventually found the first body after digging further. B.C.’s most wanted: Help police catch these 15 fugitives

There isn’t really a top15 wanted list in B.C. As Sgt. Lindsey Houghton of the Combined Forces Special Enforcement Unit, an integrated force that investigates organized and gang crime, put it, a 25-year-old warrant for someone who committed three murders in Burnaby might not be as important next door in New Westminster as a warrant for someone who committed 20 break-and-enters in the past two months. But by combing through the RCMP’s most-wanted lists, as well as several Crime Stoppers’ sites, The Province has compiled its own top15 wanted list.The numbers change year by year (they spiked in 2011

because of the Stanley Cup riot, for example), but using Campbell River in 2013 as an example, Crime Stoppers tips turned into arrests 9.4 per cent of the time (28 of 197).For Metro Vancouver Crime Stoppers, which covers municipalities from Abbotsford to Powell River, they had about 4,000 tips in 2013 which led to 157 arrests (about a four-percent success rate) and almost $10 million in seized property and drugs. It might not sound like a lot, but it was still 157 arrests that otherwise wouldn’t have been made.“That’s significant, for sure,” said Linda Annis of Metro Crime Stoppers. “Public engagement is huge, absolutely huge.

“So many times people know something, just a small piece, and they don’t realize how important it could be.“If I can give any message, it’s that if you see anything suspicious call the police.” That’s an important thing the police stress: Call them, don’t approach a suspect or engage with them. A majority of people with warrants in their name are “considered violent” or some variation of violent. And the crimes for which the warrants are issued are incredibly varied. Crime Stoppers list 48 crimes to look for, from abduction to weapons.Ages vary from those barely graduated from young-offender status to senior citizens.

For instance there’s a three-year-old warrant issued in the central Okanagan for Peter Paul Walton for production of a controlled substance, trafficking and electricity theft. Walton is 67. So too is Blane Donald MacDougal, who last summer was the subject of a Canada-wide warrant for escaping lawful custody. He is considered violent. Some warrants are at least 10 years old, such as the one issued in 2004 to John Francis Walker, now 38: Two for sexual assault, one for theft under $5,000 and two for breach of undertaking. And women are represented, such as Alissa MacDonald in Nanaimo, who is wanted for assault, theft and fail-

ure to appear. But the overwhelming majority of people on the run from the law are men. Bob Rich, the police chief in Abbotsford, goes back to Robert Peel, the gentleman who created community policing in the early 1800s before he became prime minister of Britain, to explain the relationship between the public and police. “Peel set up principles,” Rich said, “the public are the police and the police are the public. “The only way we can make a community safe is when the police and public work together.” Source: The Province

Br. Arid provided the history and journey of BCMS. He told when the school started, the people from school used to knock on Muslims door`s to enroll their

kids in Muslim Schools. The school is still functional and growing. Plus the students who graduated from BCMS are now successful in their careers and fields. So he urged the Muslim to support Muslim schools and try to make the schools as one of the best among other schools. He gave some examples from Edmonton and other places where Muslim schools are in top places. Other speaker was Mr. Raza Mirani. He gave some positive remarks for Muslim Schools and the way to go is to use latest tools to better prepare our students and teachers. Br Musa Ismail president of BCMA also addressed at this fundraising dinner and briefed about the BC Muslim schools projects. Special fun activity programs for kids reflected a very high standard program at the school. The Guest speaker was Mr. Samir Kheireddine from Edmonton, who is motivational speaker and councillor. He stressed on the importance of spending money in the path of Allah (SWT) and started the fundraiser for this infrastructure project. He urged to the people to start sponsoring items such as Smart Boards and others. Alhamdulillah, with the blessing of Allah SWT and the ongoing support of the community, over $100,000 was raised towards future school infrastructure. The projected target of this fundraising was about $150,000. The attendance of parents was higher than previous dinners and many generous donations were made. International Students: Securing Health Insurance in Canada

Many international students find that their ‘homework’ begins long before arriving in Canada. Before setting foot in the country, they must obtain a study permit, coordinate travel plans, and prepare for their upcoming studies. One of the most important steps that an international student must complete is making sure that they will have health insurance coverage during their time in Canada. The province in which a student will be studying will play a big role in the type of health coverage he or she must obtain. In Canada, each province determines its own healthcare rules, and because of this the eligibility requirements and types of services offered to residents can vary greatly from province to province. Students should be aware of their health coverage options before coming to Canada, so they can take steps to ensure they will have insurance during their studies. The Importance of Canadian Healthcare: Canada has operated a public healthcare system for many years. Under this system, all Canadian citizens and permanent resi-

dents are eligible to receive government health services. The decision to extend health services to temporary residents, such as temporary workers and international students, is at the discretion of each province. At its most basic, the Canadian public health system provides: • Medically necessary hospital services; and • Medically necessary physician services Canadian Provinces and Territories may offer additional health benefits to their residents. These benefits may target specific groups, such as children or the elderly. They may also provide full or partial coverage for things such as prescription drugs, dental care, optometric care, etc.“Canada’s commitment to providing health coverage is held in high esteem by many Canadians,” said Attorney David Cohen. “The fact that many provinces extend health services to temporary residents underscores our country’s desire to care for those living within its borders.” Healthcare for International Students:

Students in Canada are usually required to opt into some sort of health insurance plan, be it public or private. The following provinces and territories offer health coverage to international students: • Alberta; British Columbia; Manitoba; Newfoundland and Labrador; Northwest Territories; and Saskatchewan The eligibility requirements, as well as the types of health services offered, will vary from province to province. For instance, students may be eligible for coverage in Manitoba if they hold a study permit valid for a period of at least six months. On the other hand, students in Alberta are not eligible unless their study permit is valid for a minimum of twelve months. Some provinces, such as Newfoundland and Labrador, begin health coverage for international students immediately upon arrival. In others, health coverage does not take effect until after a period of residency, usually 90 days. The following provinces and territories do not currently offer health

coverage to international students: • New Brunswick; Nova Scotia; Ontario; Quebec; Prince Edward Island; and Yukon Students in these provinces often must purchase private health insurance. However, certain exceptions may apply that allow specific students to apply for provincial healthcare. For instance, Quebec has signed bilateral social services agreements with nine European countries. Students from these countries may be eligible to receive public healthcare while studying in the province. Also, while Ontario does not offer health insurance to students under its public program, a program called the University Health Insurance Plan (UHIP) has been adopted by most universities in the province. Usually, Canadian educational institutions mandate that students

This Month in Canadian Herstory: March Every year International Women’s Day is celebrated around the world on March 8, providing a great opportunity to reflect on improvements in the status of women and to assess what still needs to be done! Canada also celebrates in early March. What’s happening this year? Each year, on and around March 8, Canadians participate in a worldwide celebration of women, and advances made toward equality. In Canada Women’s History Month was proclaimed in Canada in 1992, where its purpose is to give Canadians “an opportunity to learn about the important contributions of women and girls to our society–and to the quality of our lives today”. October was chosen to coincide with the celebration of the anniversary on October 18 of the decision of the court case Edwards v. Canada, more commonly known as the Persons Case, in which it was established that Canadian women were eligible to be appointed senators and in general had the same rights as Canadian men with respect to positions of political power. Canada’s theme for this day is: Strong Women. Strong Canada. Canadian Women – Creating Jobs One Business at a time. This theme highlights the important role women entrepreneurs play in driving growth, creating jobs, and fostering innovation in the Canadian economy. During International Women’s Week (March 2 to 8, 2014) Canadians will have the opportunity to celebrate, and reflect on the contributions of women entrepreneurs, as well as consider the challenges women face when starting and growing their own businesses. Did you know? According to Industry Canada, 47% of all small and medium-sized businesses (SMEs) in Canada were entirely or partly owned by women in 2010.

When a woman does decide to start a business, she tends to stay in business longer. In other words, their survival rates are higher. Approximately 51% of Aboriginal-owned SMEs belong partly or wholly to women. According to RBC Economics, majorityowned women’s businesses contributed an estimated $148 billion dollars to the Canadian economy in 2011. In addition, according to the BMO Financial Group, women-owned businesses currently employ over 1.5 million Canadians. The same study indicated that 71% of Canadian women would like to start their own business. According to Statistics Canada’s Labour Force Survey reports there were 950,000 selfemployed women in Canada in 2012, accounting for 35.6% of all self-employed persons. Fact sheet: Economic Security Women’s Representation & Participation in the Labour Force In 2013, women represented 47.3% of the labour force, up from 45.7% in 1999 and 37.1% in 1976. Although the gap between men’s and women’s labour market participation continues to narrow, women’s participation rate still trails that of men’s. The labour market participation rate for women aged 15 to 74 was 68% in 2012, compared to 76% for men of the same age. The participation rate for the total female population was 62.8%, while it was 55.7% for immigrant women and 53.4% for women with disabilities. The unemployment rate for the total female population was 5.7% in 2008, while it was 7.4% for immigrant women and 8.5% for women with disabilities. Unemployment Rate In 2013, the unemployment rate for women aged 15 and over was 6.6%; for men in the same age group it was 7.5%. Employment Rate In 2013, the employment rate for women aged

15 and over was 58.0% compared to 65.8% for men. While women’s employment rate remains lower, in the decades prior to the economic downturn the employment rate for women aged 15 and over was increasing steadily while men’s declined. Part-time Work The incidence of part-time work, which often pays less and offers less job security, remains considerably higher among women than men. Nearly 70% of part-time workers in 2009 were women, a proportion that has not changed significantly over the past three decades. Self-Employment A growing number of women are selfemployed. In 2009, nearly 1 million women, or 11.9% of all those with jobs, were selfemployed, up from 8.6% in 1976. Entrepreneurship In 2011, women held majority ownership of 16% of small- and medium-sized businesses; however, women are more likely to own small businesses than medium-sized ones. In 2011, women had sole-ownership of 14% of small businesses and only 4% of mediumsized businesses. According to the BMO Financial Group, women-owned businesses currently employ over 1.5 million Canadians. In a 2012 study, 71% of Canadian women indicated that they would like to start their own business and 83% of them said having access to role models or mentors would be important to their success. Non-Traditional Work Women are increasingly working in the skilled trades and technical occupations; however, they continue to be concentrated in the service sector, while men are highly concentrated in the goods sector. While women have made gains in some nontraditional fields, they continue to have low

representation in the skilled trades and other traditionally male-dominated professions. For example, in 2012, women held just 11.8% of construction jobs, 19% of forestry, fishing, mining, oil, and gas jobs, and 30.5% of agricultural jobs. In 2011, women accounted for only 14% of registered apprentices, and were concentrated in certain trades, including as hairstylists (80%) and cooks (about 30%), with small proportions in most other trades. For example, women account for only 2% of carpentry apprentices, 1.9% of plumbing apprentices, and 1.5% of heavy equipment mechanic apprentices. Income and Wages Women earned an average total annual income of $30,100 in 2008, up 13% from $26,300 in 2000. This figure includes both part-time and full-time workers. Women working full-time and full-year earned an average of $44,700 in 2008, representing 71.3% of men’s full-time, full-year earnings. This ratio has remained relatively stable since the early 1990s. In terms of hourly wages, in 2011 women earned 87 cents compared to every dollar earned by men (an increase of ten cents since 1981). Employed Women with Children In 2009, 72.9% of women with children under 16 living at home were part of the employed workforce, compared with 80.4% of women under the age of 55 without children.

Eating Out the Healthy Way How to dine out without overdoing it

Resisting temptation at a restaurant can be tough, especially when you’re taunted by seemingly unlimited choices -- like when they roll around the dessert cart. So how do we eat meals away from home without overindulging? The key is portion control, along with a little advance planning. Americans eat an estimated one-third of our calories outside the home. And when we eat out, we tend to eat more than when we eat at home. This probably comes as no surprise, since most restaurants serve larger portions than we do at home. One sure way to control your calories while enjoying a break from the kitchen is to keep your portion guide in mind. Consider ordering an appetizer and a salad, or a soup and salad, for your meal. Or save half your dinner and bring it home in a doggie bag for tomorrow’s lunch.

Choosing a Restaurant Most types of restaurants, both casual and fine-dining, work well on a weight loss program -- except one. I would caution against the all-you-can-eat buffet-style restaurant. Let’s face it, there’s entirely too much temptation in this setting. Of course, if your favorite restaurant happens to be a buffet and you are one of those remarkably controlled people who can stick to a healthy eating plan in face of abundance, by all means -- enjoy. But if you are like me and my family, buffets are far too tempting and not on the list of go-to restaurants. I dare you to find an eatery that does not offer at least a few healthy options. Grilled chicken sandwiches and green salads are

featured on most fast-food menus. Familystyle restaurants offer a variety of healthy options: soups, vegetables, salads, lean meats, fish, and simply prepared poultry dishes. Even steakhouses usually have a few seafood options, or a smaller portion of lean meat available.

Keep It Simple Ordering foods that are simply prepared is your best strategy when eating out. Sauces and casseroles are mysteries and generally include lots of cream, butter, cheese, or other fats. In fact, restaurant food tastes good in part because the chefs don’t hesitate to add lots of fat. Feel free to ask your waiter to hold the butter, or whether your meal could be made with very little fat. Simple foods like grilled fish or steamed veggies are delicious if they are dusted with spices, or topped with salsa or a squeeze of fresh lemon. Start learning to savor the taste of fresh foods, prepared simply, and forgo the added ingredients that pump up the calories. One ingredient often found on or in restaurant food is cheese, which can cost you plenty of extra fat and calories. Cheese is nutritious when eaten in moderation, so just make sure it is in your eating plan before you order something made with cheese.

Keep It Simple continued... I probably don’t need to remind you that you should avoid fried foods (menus might describe them as crispy or breaded), including french fries. All these foods contain way too many of the wrong kind of calories. You can indulge in any food on occasion, but forget about deep-fried foods as a

regular part of your diet. When ordering soups, choose broth-based ones over cream-based types to save calories. Researchers have found that when you eat brothbased soup before a meal, you tend to eat less at the meal. That’s because soups are filling, especially when they contain vegetables. Give it a try and see if a first course of soup helps you to eat less.

On the Side Salad dressings and sauces can add a whopping number of calories to a meal. They are best ordered on the side, so you can control how much you use. A trick to maximize flavor and reduce calories is to stick the tines of your fork into the sauce or dressing before piercing your entrée or salad. Mixing a little vinegar or water with your salad dressing is another way to cut calories. Keep in mind that vegetable-based sauces like tomato are healthier than creamy ones for topping pasta, meats, fish or appetizers. And whenever possible, use the light versions of mayonnaise and salad dressing. I am often impressed with how similar they taste.

Eat Light and Right It’s so easy to eat too much of the bread or tortilla chips that sit on the table and tempt you. Take a small portion and put them out of your reach, or ask the waiter to take them

away. Skip the butter on your bread, or just use a very small amount. Dipping in olive oil is a bit healthier than butter -- as long as you use it sparingly. There was a time when ladies in the South were taught to always leave two bites of food on their plates because it was not polite to finish every morsel. I’m not sure I agree with the wisdom, yet this is a good trick to help you learn how to push away from the table and eat a little less. Here’s another trick: If you know you are going out to eat, bank a few calories earlier in the day (or earlier in the week) so you can splurge a little at the restaurant. With advance planning, wise choices, and portion control, you can enjoy eating out while following your plan. All it takes is a little forethought -- and maybe a healthy snack before leaving home -- so you don’t over-order when you arrive at the restaurant.

By:Shabnam KhanFamily Counsellor Grief is an emotion that unfortunately we all experienced or will experience some time in our life. Whether it is a loss through death, divorce or any other kind of loss, the stages of grieving are somewhat same. There are five stages of grief. If we get stuck in one stage or the other, the process of grieving is not complete, and cannot be complete, meaning there will be no healing. A person MUST go through the five stages to be well again, to heal. Not everyone goes through the stages at the same time. It is different for each person. You cannot force a person through the stages, they have to go at their own pace, and you may go one step forward then take two steps backward, but this is all part of the process. The five stages of grief are: 1-Denial-”this can’t be happening to me”, looking for the former spouse in familiar places, or if it is death, setting the table for the person or acting as if they are still in living there. No crying. Not accepting or even acknowledging the loss. 2-Anger-”why me?”, feelings of wanting to fight back or get even with spouse of divorce, for death, anger at the deceased, blaming them for leaving. 3-Bargaining-bargaining often takes place be-

fore the loss. Attempting to make deals with the spouse who is leaving, or attempting to make deals with God to stop or change the loss. Begging, wishing, and praying for them to come back. 4-Depression-overwhelming feelings of hopelessness, frustration, bitterness, self-pity, mourning loss of person as well as the hopes, dreams and plans for the future. Feeling lack of control, feeling numb. Perhaps feeling suicidal. 5-Acceptance-there is a difference between resignation and acceptance. You have to accept the loss, not just try to bear it quietly. Realization that it takes two to make or break a marriage. Realization that the person is gone (in death) that it is not their fault, they didn’t leave you on purpose (even in cases of suicide, often the deceased person, was not in their right frame of mind) Finding the good that can come out of the pain of loss, finding comfort and healing. Our goals turn toward personal growth. Stay with fond memories of person. Get help. Share your thought and feelings with people you trust. You will survive, you will heal, even if you cannot believe that now, just know that it is true. To feel pain after loss is normal. It proves that we are alive, but we can’t stop living. We have to become stronger, while not shutting off our feelings for the hope of one day being healed and finding love and/or happiness again. Helping others through something we have experienced is a wonderful way to facilitate our healing and bring good out of something tragic. shabnam@skcounselling.ca

Ms. Taylor has been named as one of the 500 Most Influential Muslims in the World by Middle Eastern think tank The Royal Islamic Strategic Studies Centre. Through Azizah, Ms. Taylor realizes her vision to provide a vehicle for the voice of Muslim American women – a vehicle that portrays their perspectives and experiences, and shatters commonly held stereotypes. Ms. Taylor blends her passion for spirituality, women’s issues and communication to further the causes of Muslim women. Ms. Taylor spoke in front of the BC Muslim Association at an event in Richmond, where she spoke about her conversion to Islam, and how best the Muslim Canadian community can connect with women, by teaching from a place of love and respect. On Friday, Ms. Taylor spoke with the UBC Arab Students Association and the UBC Turkish Students Society at their Food Fair, held on the UBC campus.

She met with students whose backgrounds stem from a variety of different countries across the Middle East, and engaged with them on numerous of issues, including the important role that Islam has in her life, and how impactful Islam can be in the lives of young people. Over the course of her stay, she also met with members of the Vancouver Media, including an appearance on CKNW Radio’s Bill Good Show.

A young Law student, having failed his Law exam, goes up to his crusty old professor, who is renowned for his razor-sharp legal mind. So finally he calls in a group of his brightest students and tells them he has a really, really tough question to answer: Professor: “What is legal but not logical, logical but not legal, and neither logical nor legal?” To the professor’s surprise (and embarrassment), all the students immediately raise their hands. “All right” says the professor and asks his favourite student to answer Student: “It’s quite easy, sir” says the student “You see, you are 75 years old and married to a 30 year old woman, which is legal, but not logical. Your wife has a 22 year old lover, which is logical, but not legal. And your wife’s lover failed his exam but you’ve just given him an “A”, which is neither legal, nor logical.”

How to Stop And Reduce Hair Fall ?

All of us dream of having healthy, shiny and beautiful looks – hair that would be our crowning glory but unfortunately hair fall seems to have become a constant problem. Hair loss is a common issue that affects millions around the world at some point in their lives. Though hair fall is painless, it can be a distressing experience to lose hair on a daily basis considering that women associate hair with beauty. No one wants to go bald (something many men accept as the natural result of ageing) or look old prematurely.How many times have you seen your comb or brush covered with hair and felt worried?Not only while combing but even when oiling or shampooing, hair fall can occur. According to the beauty experts, it is normal to lose about 100 strands of hair in a day. Beyond this may be considered as severe hair fall. What causes Hair Fall? The common reasons behind hair fall can be perceived as a lack of essential nutrients in the body, excessive use of chemicals through hair coloring and hair styling treatments, improper and unhealthy dietary habits, hormonal imbalance, certain medications, dandruff, alopecia and other scalp disorders. So consider getting yourself tested for this after consulting your doctor. 1.A wide-toothed comb should ideally be used for the hair to gently detangle it and then the regular fine-toothed comb may be used to style the hair as per one’s need. This will reduce the risk of the hair breakage and hair fall while combing. 2. It is best not to comb the hair while it is wet as this leads to greater chances of hair breakage and fall. Let it be dry or semi-dry before combing. 3. Do not rub your hair vigorously with your towel. This will only lead to unwanted hair breakage. Use the towel instead to gently soak out excess moisture. 4.Clean your combs every week. If you look minutely, you will see that combs become unclean and dirty over time; so they need to be cleaned with a brush, soap and water as using that dirty comb continuously can lead to hair fall as well. You can do this easily when taking a bath or shampooing each week. This is a necessary precaution to take for hair fall control. 5. Sensational Afridi seals final berth Ahmed Shehzad’s fifth ODI century set it up, but Pakistan needed special innings from Fawad Alam and Shahid Afridi, who blazed an 18-ball fifty, to pull off their highest chase in ODIs and book a place in the Asia Cup final, against Sri Lanka. Afridi ransacked 59 off 25 balls, hitting seven sixes during a 69-run stand for the sixth wicket with Fawad Alam that took only 5.3 overs. They resurrected a flagging Pakistan chase, after Bangladesh had surpassed expectations to post 326 for 3, their best ODI score. The game was decided with only one ball to spare. Bangladesh’s bowling and fielding let them down - they were sloppy on the boundary and Mushfiqur Rahim dropped Afridi on 52 in the final moments - and they failed to defend 300-plus for the first time in four attempts. Pakistan’s chase was led by Shehzad, who made 103 off 123 balls, accelerating after a sedate start and adding 105 runs for the fourth wicket with Fawad at 6.70 per over. He fell in the 39th over, and after the curious promotion of Abdur Rehman as pinch-hitter failed, only Afridi could make or break the game. Pakistan needed 102 off 52 balls, and he smote the ball so hard and

far during an assault that will not be forgotten by those at the Shere Bangla Stadium. Several faces in the crowd revealed anguish as Afridi bludgeoned the home side. Between overs 41.2 overs and 46.5, when he was finally run out, Afridi launched sixes over long on, extra cover, long off, midwicket and fine leg. Five of his seven sixes came in his first nine deliveries. His stand with Fawad came at 12.54 an over. He took the bowling and Mirpur by surprise. in November last year, every batsman’s plans worked. Anamul’s century played the central role and he made sure Pakistan were denied early wickets. Despite his reputation as a shotmaker, his 132-ball knock was chanceless, and he played second fiddle during the early stages of his 150-run opening stand with Imrul Kayes, who rode his luck to score a halfcentury in his comeback game. Kayes was dropped on 0 in the first over and survived a close leg-before appeal in the seventh, but he still looked for boundaries. Anamul caught up with him, and the pair laid into Pakistan during two hitting sprees. Imrul struck Afridi for two sixes over midwicket while Anamul attacked Mohammad Talha, Pakistan’s best bowler from the match against India. In the 16th over, Anamul moved from 41 to 57 with three consecutive boundaries - a six, a four and another six - all with the pull shot. It ruined Misbah’s plans because Pakistan had already lost Abdur Rehman because he bowled three beamers before he had delivered a single legal delivery. It got worse when Saeed Ajmal and Afridi struggled too, and Umar Gul was poor in the slog overs. Anamul reached his hundred

in the 39th over but got out soon after. He had laid the platform and then watched Mushfiqur Rahim and Mominul Haque reach fifties, and Shakib smash 44 off 16 balls after returning from a three-match ban. Bangladesh took 121 runs off the last ten overs but even that was not enough to survive a battering from Afridi. This loss will hurt Bangladesh as much as the one against Afghanistan did and they have only pride to play for in the final league game against Sri Lanka. Luongo’s agent took charge in facilitating trade

Agent Pat Brisson helped solve in two days a trade impasse that had lasted nearly two years for Roberto Luongo and the Vancouver Canucks. The day after Luongo and his

$64 million US contract were traded to the Florida Panthers, Brisson said in an interview with TSN radio on Wednesday that the deal came about after the Canucks granted the agent permission to contact other National Hockey League teams to plumb interest in the 34-year-old goalie. Brisson called Florida general manager Dale Tallon, who called the Canucks on Monday and by Tuesday there was a trade — Vancouver general manager Mike Gillis shedding the final eight seasons of Luongo’s onerous contract in exchange for goaltending prospect Jacob Markstrom and centre Shawn Matthias. Markstrom practised with the

Canucks here Wednesday. Eddie Lack is expected to start for Vancouver Thursday against the Dallas Stars (5:30 p.m., Sportsnet Pacific, Team 1040). Although Luongo had a long-standing trade request, which was not rescinded when Gillis suddenly traded goalie Cory Schneider in June, Brisson said he thought he would “revisit” the issue when his client learned Saturday that he would not start Sunday’s Heritage Classic game at BC Place Stadium. Both Luongo and Gillis indicated after Tuesday’s trade that the stadium game was not a driving factor in the trade. Luongo joked that his contract was supposed to be “untra-

It was a decision, obviously, you could poke a lot of holes in if we lose the hockey game. We lost the hockey game (4-2 to the Ottawa Senators) and people are poking a lot of holes in it.
