The United Nations on Wednesday launched an international inquiry into human rights violations and crimes that may have been committed by Israel during its military offensive in the Gaza Strip. The UN Human Rights Council condemned the Israeli assault which it said had involved “disproportionate and indiscriminate attacks,” including aerial bombing of civilian areas, collective punishment, and the killing of more than 650 Palestinians. No civilian deaths in Shawal air strikes: Safron

Federal Minister for State and Frontier Regions General (r) Abdul Qadir Baloch denied that civilians were killed in last week’s air strikes conducted in Shawal valley in North Waziristan, reported by Dawn. “There is a very small civil population in Shawal valley which is yet to be evacuated, but I assure you there were no reports of civilian casualties”, Baloch told a news conference in Islamabad. He also said that Mullah Fazaullah-led militants hiding in Afghanistan were planning attacks on the Bajaur tribal region. He added that Pakistan Army would foil their plans of capturing Bajaur agency. General (r) Baloch further said targeted operations against militants’ hubs in Islamabad, Lahore and Karachi would also be carried out by Police, Rangers and FC. He added that the military could also participate if needed. Baloch claimed the ongoing operation in North Waziristan was “bigger than the war of 1971” and victory was the only option against terrorists. He however admitted that the government had failed to mobilise the nation over the IDPs issue but said they would be rehabilitated through local resources. He said the total number of IDPs from North Waziristan could reach two million. Now a new account has emerged of the killing of dozens of women and children in the air strikes, sparking anger over rising civilian casualties and fears that a new generation of radicals is being created. According to multiple accounts by residents, 37 civilians were killed in Wednesday’s attack, including 20 women and 10 children. While villagers grieve, the incident has become a focus of rising anger among tribesmen who have managed to flee to border towns inside Pakistan, and who on Monday threatened to march on Islamabad if the operation does not end soon.

Although the ongoing monsoon rains have brought some respite for the citizens, pressure is mounting on the PML-N government on the issue of electricity and gas load shedding, with the August 14 deadline given by the PTI for its million-man march approaching. Last week protest demonstrations were held in various parts of the country against massive load shedding and power breakdowns. The situation worsened following a statement by Minister for Water and Power Khawaja Muhammad Asif’s regarding his inability to control the power crisis wherein he had stated that only God can help control the issue. Pakistan Tehreek-e-Insaaf is exploiting the issue of power crisis to muster up its support and gather people for the August 14 demonstration. Recently, in Peshawar angry demonstrators broke barriers placed outside the WAPDA House and broke into the building during a demonstration organised by the government of Khyber Pakhtunkhwa against electricity load shedding. The protest was led by KP Chief Minister Pervez Khattak and most of the demonstrators were workers of the Pakistan Tehreek-e-Insaf (PTI). The protest was also joined by some of the Jamaat-e-Islami members and workers. This week some protest demonstrations were held in the capital of Punjab. The load shedding-stricken residents of Lahore blocked the main Ghazi Road against massive breakdowns of up to 18 hours. They also besieged the society office and local grid station. State Minister for Water and Power Abid Sher Ali cancelled his talk with the media representatives scheduled at LESCO headquarters on Thursday. Earlier, on Twitter the minister faced harsh criticism of electricity consumers who could not watch FIFA World Cup final, while the minister remained busy tweeting about the match.

In his latest statement in Okara, the state minister said Prime Minister Nawaz Sharif has imposed a “state of emergency” in the energy sector for the early completion of power projects. According to him, the prime minister has changed the previous completion time frame for these projects. Its noteworthy here that after coming to the power in the wake of general election 2013 the PML-N government had declared a war against power crisis, and a few months later a renowned writer of a largely circulated newspaper had referred it to as a “cold war” because of lack of any measures on war footing. Now the prime minister has once against declared emergency on the power crisis. It is really interesting. The state minister also claimed that the PML-N government has completed several energy projects during the first year of its tenure. He highlighted the performance of the government in the energy sector. Sher Ali said three transformers of 250MVA each will facilitate areas of Haveli Lakha, Deebalpur, Okara city and others. It is noteworthy that according to reports Nandipur power project, which was inaugurated by the prime minister, had reportedly stopped working after three days of its inauguration – this speaks volumes of the government’s performance in the energy sector. Last year in the month of June July the PML-N leaders including Punjab Chief Minister Shahbaz led a protest demonstration against the federal governments’ inability to control the power crisis. Foreign Office spokesperson Tasneem Aslam, while giving the details of the telephonic conversation, said it was agreed that the two Foreign Secretaries will meet in Islamabad on August 25 to carry forward the dialogue process.

Sri Lanka hardline monk denounces Dalai Lama

Sri Lankan Buddhist monk leading an antiMuslim campaign has accused the Dalai Lama of being influenced by “Muslim extremists” and said the Tibetan spiritual leader could not be accepted as a world Buddhist leader. Galagoda Aththe Gnanasara, the secretary general of the Sri Lankan Buddhist group Bodu Bala Sena (BBS), spoke out on Tuesday after the exiled Tibetan spiritual leader called on monks in Myanmar and Sri Lanka to end violence towards Muslims in their countries. Clashes broke out in two Sri

Lankan towns with large Muslim populations in June during a BBS-led protest. Reacting to the Dalai Lama’s comments made in India, Gnanasara told reporters: “Like Pope for Christians, he is considered as the leader for all Buddhists by the West. But we don’t accept him as the leader of the Buddhists.” Gnanasara said the exiled Tibetan leader, who won the 1989 Nobel Peace Prize, was unlikely to visit Sri Lanka because Colombo did not want to upset its close relations with Beijing. “We see Dalai Lama is also a victim of the Muslim extremism,” the BBS leader said. “They (Muslim extremists) have fed misinformation and he has got wrong information.” Sectarian tensions erupted on June 15 in the southern coastal towns of Aluthgama and Beruwela during a protest march led by the BBS. Many residents of the towns, popular with tourists, said BBS activists had made inflammatory statements against Muslims at a rally before the violence that killed at least four. Source: Al-Jazeera

Iraq: Al-Maliki Rejects Iran’s Urging to Step Down

Iraq’s Prime Minister Nouri al-Maliki rejected an attempt by Iran to persuade him to step down, senior Iraqi politicians said Wednesday, underlining his determination to defy even his top ally to push for a third term in office and further exacerbating the country’s political crisis. Al-Maliki has for weeks been resisting growing pressure for him to step aside, including from former Shiite political allies and from Iraq’s top Shiite spiritual authority. His critics see the Shiite prime minister as too divisive to form a government that can win support from the Sunni minority against the militant-led Sunni insurgency that has seized control of a large swath of the country. But the recent meeting between al-Maliki and Iran’s pointman in Iraq, senior general Ghasem Soleimani, was the first sign that Iran also believed he should go. Iran was crucial for al-Maliki in winning a second term four years ago, when Tehran used leverage over Shiite parties to ensure their backing for him during grueling negotiations over a government at the time. Al-Maliki’s rejection of the Iranian pressure puts Tehran in an unclear position, effectively posing it the choice of relenting to his remaining in the post or of hiking up pressure. The two politicians told The Associated Press that Soleimani tried to persuade al-Maliki to drop his bid to stay in office during a recent meeting in Baghdad. Al-Maliki refused, arguing that his political bloc won

the largest number of parliament seats in April elections, giving him the right to form the next government, said the politicians, both senior figures in Shiite factions. One of them attended the meeting and the other said he was briefed about it later. The two said Soleimani was “taken aback” by al-Maliki’s refusal, but did not further elaborate. They spoke on condition of anonymity to discuss the closed-door meeting. Neither the Iraqi or Iranian government has commented on Tehran’s role in mediating Baghdad’s political crisis. Soleimani has taken a lead role in those efforts since the Sunni insurgency overwhelmed the northern city of Mosul last month and swept down toward Baghdad, plunging the country into its worst crisis since the withdrawal of U.S. troops in 2011. According to Shiite officials, the general has been organizing Iraq’s military and Shiite militias to fight the insurgents while at the same time trying to organize Shiite factions on the formation of the next government. Soleimani is the head of the Quds Force, the external operations branch of Iran’s elite Revolutionary Guard. The Islamic State group, the extremist force leading the insurgency, has vowed to continue its offensive on to Baghdad, although it appears to have crested for now after overrunning Iraq’s predominantly Sunni areas. Kerry urges Hamas to accept Gaza truce offer

US Secretary of State John Kerry has called on the Palestinian group, Hamas, to accept a ceasefire along the lines of an Egyptian proposal, to end the raging Gaza conflict that has already killed at least 633 Palestinians and 30 Israelis. The top US diplomat spoke in Cairo on Tuesday after meeting Egyptian President Abdel Fattah el-Sisi, whose government offered the ceasefire proposal last week. The Palestinian leadership has proposed to Egypt a plan for a ceasefire to be followed by five days of negotiations to stop the fighting, Palestinian official Azzam al-Ahmed told reporters in Cairo on Tuesday. Kerry’s call comes as United Nations chief Ban Ki-moon met with Israeli Prime Minister Benjamin Netanyahu in Tel Aviv to discuss how to stop the ongoing bloodshed and begin negotiating. “My message is the same for Israelis and Palestinians: Stop fighting, start talking and take on the root causes of the conflict so that we are not at the same situation in the next six months or a year,” he said. In response, Netanyahu said: “We will do what we need to do to defend ourselves”. The Israeli prime minister said that the international community must hold Hamas accountable for consistently rejecting multiple ceasefire proposals. For Hamas, the root cause is the siege of Gaza, and it has consistently demanded that Israel and Egypt lift the blockade. It also wants the release of dozens of prisoners who were freed in a 2011 swap for captured Israeli soldier Gilad Shalit but re-arrested this summer. “The conditions for a ceasefire are ... a full lifting of the blockade and then the release of those recently detained in the West Bank,” its leader in Gaza, Ismail Haniya, said on television. “We cannot go backwards, to a slow death,” he said, referring to the Israeli blockade in force since 2006. The flurry of diplomatic activities also comes as Israeli military reported that one of its soldiers is missing in Gaza and is presumed dead. Meanwhile, several international airlines have suspending flights to Tel Aviv after a rocket attack near the airport. The airlines were out ahead

of aviation regulators in stopping service, with the US Federal Aviation Administration imposing a 24-hour ban on flights to Israel after US airlines acted. Germany’s Lufthansa, Italian airline Alitalia and Air France all acted before the European Aviation Safety Agency issued an advisory. Israeli airline El Al maintained its regular flight schedule. The UN Security Council held an open debate on the situation in Gaza. The Palestinian Ambassador called on the Security Council to stop what he called “Israel’s slaughter of innocent people”. The deadliest conflict in five years between Israel and the Palestinians has killed 635 Palestinians, many of them civilians, according to Gaza’s Health Ministry. At least 30 Israelis, 28 of them soldiers, have died in the fighting. According to the latest reports, a United Nations school sheltering displaced Palestinians in central Gaza has come under Israeli fire as a team was inspecting damage from a day earlier. The official said a team, with Israeli clearance, was at the school run by the UN agency for Palestinian refugees, UNRWA, in Al-Maghazi when Israeli tank shelling resumed, hitting the building, the AFP news agency reported. Late on Tuesday, a series of Israeli air strikes across the Gaza Strip killed six people, medics said. More than 60 people have been killed in the past 24 hours. Earlier in the day, Israeli aircraft and tanks hit more than 150 targets in the Palestinain enclave, including five mosques, a football stadium and the home of the late leader of Hamas’ military wing, according to Palestinian police. At least seven Palestinians were reported killed in attacks. Meanwhile, gunshots were fired on Tuesday into Al Jazeera’s bureau in Gaza City. Al Jazeera’s Stephanie Dekker said two bullets hit the building. No casualties were reported. Since the Israeli operation began on July 8, huge numbers of Palestinians have fled their homes, with the UN saying more than 100,000 people have sought shelter in 69 schools run by UNRWA. Dozens dead and No direct link to Russia injured in Baghdad blast in downing of Flight MH17: U.S. officials

A suicide driver has rammed his explosiveladen car into a police checkpoint in Baghdad, killing 23 people, including more than a dozen civilians, en route to a Shia shrine. Police and hospital officials told the AP news agency that at least 13 civilians had been killed in the blast and 35 were injured. The attack occurred at the entrance to Baghdad’s Khazimiyah district, where many cars were heading to the Imam Al-Khadim Shrine in the lead up to the Eid feast commemorating the end of Ramadan, officials said on condition of anonymity. Earlier on Tuesday, two mortar rounds landed near a police station in Baghdad’s Sabi al-Bore neighbourhood, killing three policemen and wounding four others, a police officer said. Meanwhile, in Fallujah, Iraqi government airstrikes killed 19 people, including several children, a

health official told the Reuters news agency. The Iraqi army has been shelling the city, west of Baghdad, for months, trying to drive out Sunni fighters from the Islamic State. The group, formerly known as ISIS, overran the city in January backed by discontented local Sunni tribal leaders. Ahmed al-Shami, a spokesman for the Fallujah health office, said the 19 dead included women and children and that the local hospital had also received 38 wounded since Monday evening. Residents of Fallujah and the nearby town of Garma said helicopters fired artillery and dropped three barrel bombs on the city and two on Garma. Senior U.S. intelligence officials said Tuesday that Russia was responsible for “creating the conditions” that led to the shooting down of Malaysia Airlines Flight 17, but they offered no evidence of direct Russian government involvement. The intelligence officials were cautious in their assessment, noting that while the Russians have been arming separatists in eastern Ukraine, the U.S. had no direct evidence that the missile used to shoot down the passenger jet came from Russia. The officials briefed reporters Tuesday under ground rules that their names not be used in discussing intelligence related to last week’s air disaster, which killed 298 people. The plane was likely shot down by an SA-11 surface-toair missile fired by Russian-backed separatists in eastern Ukraine, the intelligence officials said, citing intercepts, satellite photos and social media postings by separatists, some of which have been authenticated by U.S. experts. But the officials said they did not know who fired the missile or whether any Russian operatives were present at the missile launch. They were not certain that the missile crew was trained in Russia, although they described a steppedup campaign in recent weeks by Russia to arm and train the rebels, which they say has continued even after the downing of the commercial jetliner. In terms of who fired the missile, “we don’t know a name, we don’t know a rank and we’re not even 100 per cent sure of a nationality,” one official said, adding at another point, “There is not going to be a Perry Mason moment here,” a referenc to a fictional detective who solved mysteries. White House deputy national security adviser Ben Rhodes said the U.S. was still working to determine whether the missile launch had a “direct link” to Russia, including whether there were Russians on the ground during the attack and the degree to which Russians may have trained the separatists to launch such a strike. “We do think President Putin and the Russian government bears responsibility for the support they provided to these separatists, the arms they provided to these separatists, the training they provided as well and the general unstable environment in eastern Ukraine,” Rhodes said in an interview with CNN. He added that heavy weaponry continues to flow into Ukraine from Russia following the downing of the plane. The intelligence officials said the most likely explanation for the downing was that the rebels made

a mistake. Separatists previously had shot down 12 Ukrainian military airplanes, the officials said. The officials made clear they were relying in part on social media postings and videos made public in recent days by the Ukrainian government, even though they have not been able to authenticate all of it. For example, they cited a video of a missile launcher said to have been crossing the Russian border after the launch, appearing to be missing a missile. But later, under questioning, the officials acknowledged they had not yet verified that the video was exactly what it purported to be. Despite the fuzziness of some details, however, the intelligence officials said the case that the separatists were responsible for shooting down the plane was solid. Other scenarios -- such as that the Ukrainian military shot down the plane -- are implausible, they said. No Ukrainian surface-to-air missile system was in range. From satellites, sensors and other intelligence gathering, officials said, they know where the missile originated -in separatist-held territory -- and what its flight path was. But if they possess satellite or other imagery of the missile being fired, they did not release it Tuesday. A graphic they made public depicts their estimation of the missile’s flight path with a green line. The jet’s flight path was available from air traffic control data. In the weeks before the plane was shot down, Russia had stepped up its arming and training of the separatists after the Ukrainian government won a string of battlefield victories. The working theory is that the SA-11 missile came from Russia, although the U.S. doesn’t have proof of that, the officials said. U.S. Ambassador to the U.N. Samantha Powers said last week that “because of the technical complexity of the SA-11, it is unlikely that the separatists could effectively operate the system without assistance from knowledgeable personnel. Thus, we cannot rule out technical assistance from Russian personnel in operating the systems,” she said. Asked about evidence, one of the senior U.S. intelligence officials said it was conceivable that Russian paramilitary troops are operating in eastern Ukraine, but that there was no direct link from them to the missile launch. Asked why civilian airline companies were not warned about a possible threat, the officials said they did not know the rebels possessed SA-11 missiles until after the Malaysian airliner was shot down. If Diplomacy Fails, Try More Diplomacy

Eyes of the world are on the suffocated Gazans who are being butchered day and night for no fault of theirs. The hit hard is the vulnerable populace of Gaza that includes the elderly, the infants, the teen agers, the women, young girls and many small children. The current episodes have taken the lives of more than 615 innocent Palestinians and 3 dozen or so of the Israeli combatants till Wednesday-- all in the midst of blessed month of RAMADHAN. Many Americans and the Westerners are out rallying against the massacre while most of the mainstream media is tight lipped or tend to misreport, yet finger pointing towards Hamas keeps them busy, at least. Canada and the US officially stand with the mighty Israel, a country, already blessed with highly professional military force including its talented Air force and the expert Navy of course. On the other side is Hamas equipped with local police force and the ammunition including locally made missiles of much inferior quality having poor delivery for lack of precision - missing targets many a times. Thus, there is no comparison between the strength of two nations in the region. The Gaza Strip is a Palestinian region on the Eastern coast of the Mediterranean Sea that borders with Egypt on the southwest for 11 kilometers and Israel on the (East and North) along a 51 km long border. Sunni Muslims make up the predominant part of the Palestinian population in the

Gaza Strip. Angry Israel didn’t tolerate kidnapping of three of its men by Hamas. However, the available evidence suggests otherwise as the alleged kidnapping was not authorised by Hamas’ political leadership. The evidence indicates that it was carried out by the powerful Hebron clan which have been carrying out such nasty/ rogue attacks in opposition to the Hamas leadership. Unfortunately, the irresponsible kidnapping by the said clan actually triggered an all out aggression against the innocent population of Gaza. Israeli warplanes went ahead intensifying strikes against Hamas, killing hundreds and injuring thousands, while the ground troops advanced deeper into Gaza to widen ground battle. The bitter fact is the Gazans have been suffering from shortage of food, gasoline, power, medical supplies and building materials throughout the ongoing harshly enforced eight-year siege. Reacting to the misadventure of Hebron clan and to the murder of three of abducted men is not a sound reason to kill so many Gazans along with so much of property damage. Historically, during the 1947-48 war, nearly 700,000 Arabs left due to fear, deception and propaganda; they were displaced and their villages were destroyed. Several individuals had some legitimate concerns regarding the purchase of this particular site for the purpose of building a much needed school for the Muslim children. It was also important at this time to have this purchase approved or wait an indefinite period to have another property available for the purpose of a school building. This will give equity to the BCMA when the need arises to expand or purchase sites for our growing population. In the past, the BCMA has lost money in some property transactions but this time, the future of the BCMA is bright as the organization will greatly benefit in the purchase of this site. In my humble view, the Executive waited too long and may have missed key opportunities. When the Richmond Masjid was built, I was present at the ground breaking ceremony. I was extremely

to build a Masjid and the eventual Muslim school that our future generations could be proud of. I would like to congratulate our respected Qari Abdul Wahab for a very clear and detailed speech that made a great impact on those present as well as Brother Musa, Br. Faisal and Br. And, manipulating to transfer the blame is a sign of dead conscience, yet the so called democracies don’t mind practising the malpractice. Ridiculously, the impotent OIC (Organisation of the Islamic Conference) and the Arab League have been neglecting to safeguard the Muslim lands. The divided Umma offers a perfect environment to the foreign strategists. Furthermore, the Geneva Conventions and their additional Protocols of 1949-2005 are at the core of international humanitarian law. The body of international law regulates the conduct of armed conflict and seeks to limit its effects. They specifically protect people who are not taking part in the hostilities. Sadly, the Geneva conventions too have little or no value at all. Since all the World powers are legally obligated to follow the UNO resolutions, the UN Security Council must be able to broker a workable peace deal to satisfy the parties to the current war. smacked. She wants to create a zone of creativity along King George Boulevard, put a beach in a nature preserve, and build a Ferris Wheel along the river. Now I can perhaps understand a “Creative Zone” on King George Boulevard; but how would you do that? Would every business have to prove their creativity? If the existing businesses did not have the required “Creativity Quotient,” would they have to move out? Or would their property taxes just go up? And a beach in a nature preserve, along a lake (built for habitat enhancement and flood control something you would think she would be aware of as Chair of the Parks Committee) fed by the leech infested waters of the Serpentine River? How many people would really be interested in going there? Finally, of course, we come to the Ferris Wheel. Isn’t that nice. I’m not sure what a Ferris Wheel would cost to build, but I would bet that it’s far more that I can imagine. Spending more money on such programs would push us more into debt. I realize that we are only some $200,000,000 in debt at the moment, but why on earth would we want a Ferris wheel in our city? To see New West? If our government is Hell bent on incurring more debt, why don’t we build some more schools, or have some programs to increase

the presence of industry of all kinds, not just those that are cute and cuddly? That would create some more tax income and employment for all of us. Also, the Surrey Board of Trade recently released a report identifying a potential $50 Billion risk of flooding to the lower Fraser Valley. Flood control, sediment removal, and potential height increases of water levels all seem to be far more important causes than building a Ferris Wheel. But then again, maybe Ms. Hepner hopes to be on the top of the Ferris Wheel if Surrey does flood. This new City Hall that accounts for a very large chunk of our debt is beautiful, but not one person has asked why we didn’t build another addition onto the existing city hall. I know that there’s enough land there. We could put the Ferris wheel on top of this addition. It seems to me that Surrey First, which did some great work in the first two terms, has now gone off of the rails, and I hope that we can see through their current power games, and elect some people who can govern without plunging us into more debt, and building monuments to their ego.

Purchase of Surrey Muslim School Building approved by BCMA

The Surrey Muslim School first opened in 1997 at Masjid Rahmah in Surrey. As the school population grew, the school expanded and opened a new Main Branch beside the Surrey Jamia Masjid in 2005. However, with continuous efforts to move a to a better pace, in 2013, school has leased facility behind Cossco to have better amenities to meet the growth of students. A special General meeting of BCMA was held on July 13 to approve the purchase of existing facility which was chaired by Sikander Khan, the former president. President Musa Ismail welcomed the audience and said that this day of Ramadan was a milestone for BCMA. After working on establishing a relationship with Royal Bank of Canada (RBC), they had finally come up with a shariah compliant financing model. It is historic for RBC as well as this is the first time for the bank to offer such financing option for a charitable organization. He informed the members that the 2013 AGM resolution to exercise the option to purchase the currently leased property was ready and all due dilligence had been satisfactorily completed. The membership was then asked

to approve and ratify the proposal. Qari Abdul Wahab continued discussing the auspicious month of Ramadan and the historic moments that have taken place in Ramadan. Br. Faisal Abdul Aziz , vice president of Education Services gave a presentation about the student demand, the site capacity, scalability deadlines and options available for financing and purchase of the site. It showed that it was cheaper to buy the property then using it due to 166% increase in student enrolment. He mentioned that the purchase was supported at the AGM and the executive council and the board of trustees. Mufti Asim explained how the RBC bankers acceptance of financial Model works and how it is interest free and shariah compliant. He also mentioned the plan to develop our own Islamic financing model called Musharaka to provide Halal investment options. The Q and A session was held and questions were asked about the various aspects of the property. Afterwards the resolution was put to vote and it approved with 93% approval Allhamdolillah.

10.Offer Salaat-al-Eid in congregation in an open place except when whether is not permitting like rain, snow, etc. 11.Use two separate route to and from the prayer ground. 12.Recite the following Takbir on the way to Salaat and until the beginning of Salaat-al-Eid. On Eid-al-Adha, Takbir starts from Mughrib on the 9th Zdilhijjah and last until the Asr on the 12th Zdilhijjah: Allaho-Akber, Allaho-Akber. La ila-ha ill-lal-lah. Allaho-Akber, Allaho-Akber. Walilahill hamd. (Allah is greater, Allah is greater. There is no god but Allah. Allah is greater, Allah is greater. And all praises are for Allah).

(One Sa’ = 3 Kilograms approx.)

By: A K M Mohiuddin It’s Eid Day at the end of the month-long fasting and my heart is sore. I think of the Muslims all over the world and I find little comfort. I think of the Shia-Sunni divide profusely bleeding the ummah every moment. I shudder at the thought that some groups on both sides in Pakistan or elsewhere might not hesitate to shed each others’ blood even on this day of joy and festivity. I think of those rulers in the heartland of Islam, Arabia, who would rather cooperate with Israel than endure the thought of the Muslims surviving and thriving. I cannot forget how this Shia-Sunni divide has been exploited by Islam’s common enemies for centuries and has facilitated their conquest and domination of the Muslims, and continues to do so today. On this Eid Day I sit down alone and lament the blindness and the perversion of our hearts that this ShiaSunni divide has caused. I think of the plight of the Muslim lands Palestine, Kashmir, Chechnya, Mindanao, Afghanistan, Pakistan, Iraq, Somalia and Yemen, ravaged by internal strife and humiliated by foreign occupation and domination, the killing fields that these places have become. Killing in the Muslim lands has become an easy sport. I think of the fear, insecurity, misery, humiliation and helplessness of so many of my brothers and sisters, too many to count. I think of the long dark night in their lives with no sign of an approaching morning. I think of the beleaguered Muslim masses around the world. The Muslim societies in Muslim lands are no longer a unified whole; they are torn up into conflicting segments in which the masses always lose. The ruling elite in these lands have a tenuous connection with Islam and stand as a class apart only to serve themselves. Their insensitivity and heartlessness to those they rule over is mind-numbing. Likewise, Muslims living outside the Muslim world have a precarious existence and are under constant threat. At

EID MESSAGE It is with sadness we farewell the month of Ramadhan – month of mercy, forgiveness, charity and blessings. We thank Allah SWT for allowing us to benefit from the enormous benefits of this month. Let us work on formulating individual strategies and ways to uphold this spirit for the rest of our lives. As we transit from this month to the day of Eid’ul Fitr, let’s not forget about another blessed night Night of Reward (Lailatul Jaiza). The Prophet, Sall-Allahu alayhi wa sallam, is reported to have said: ‘Whoever stands up (in worship) in the nights preceding the two Eids expecting rewards from his Lord, his heart will not die when the other hearts will die.’ (Ibn Majah) The day of Eid is associated with joy, happiness, and celebrations. We should celebrate this day in a manner pleasing to our Creator and Sustainer Allah (SWT), while following the traditions of our beloved Prophet (PBUH).

the fate of the millions of their fellow Muslims. They lead only to destroy. I think of the way Muslim rulers in the oil rich states squander their wealth in useless and wasteful projects. I grieve at the inhuman treatment millions of desperate expatriate Muslim workers receive at the hands of many Muslim governments. I think of the government offices that will open soon after the Eid vacation. I will not speak of the incompetence and corruption in these places. I only shudder to think of the indignity and humiliation an ordinary Muslim is meted out by the people sitting in chairs in these places. An encounter with them is enough to take away one’s joy of living. I miss the loss of community, its integrity and cohesion that Allah (Subhanahu wa ta’ala) and His noble Messenger (Sallallahu alayhi wassallam) repeatedly enjoin on Muslims. Muslims oppress other Muslims without hesitation, inflict pain on each other, make each other’s burdens heavier with no feeling of shame or remorse. Muslims go hungry in the midst of plenty and waste, get sick without succor, cry bitterly and in vain for redress and justice. I find Muslims today living side by side without even being aware of each others’ existence. We pray together in the masjid, but have no real communion with one another. I think of the Muslim people split up and

every step they need to prove themselves as sufficiently human, sufficiently American or European or whatever; they are regarded with suspicion, ridicule and even outright hostility. I think of my brothers and sisters in so many places of the world in staggering poverty and suffering one natural calamity after another. I see my millions of flood-affected brothers and sisters in Pakistan, mostly poor, pitifully neglected by successive governments and by the rich and powerful in their communities who exploit them but refuse to stand by them in their distress. Where are Muslims who are humble in power and generous in wealth, as Islam teaches? I think of the waste and ostentation that go on all year round, culminating in Ramadan and on the Eid Day, even when neighbours are suffering unspeakably. I think of the breed of politicians in the Muslim lands who ferociously compete with each other to lead the Muslims. Barring a few exceptions here and there, they range from insane to clownish. They display their talent best in groveling at the feet of their foreign masters while creating division and strife at home. They beg without shame from their foreign masters only to fatten themselves and their cronies. They utterly lack any sense of self-respect and are incapable of behaving in a dignified manner. I smell the air in which the concept of the ummah has been given a foul odor and has become dangerous to breathe in. It has become a crime to think of oneself as an integral part of a unified body of Muslims, universal and timeless. I miss the ulema who are supposed to be the heirs of our noble Prophet Muhammad (saws) in all the aspects of his life and life’s work. I long to see a body of the ulema who understand Islam, live by it, understand their own people and their tradition and know the contemporary world for what it is. I long to see them breaking out of their isolation in their own regional confines and forming a close bond with the ulema in all parts of the Muslim world, sit together and discuss issues and concerns that need to be addressed untidily and firmly. I long to see them, and them alone, lead the Muslims. Muslim masses are hungry for leadership that does not come. There are many individuals and groups active in Islamic work, but there are not many who present Islam in its entirety, faithfully and truly. It is as if we are engaged in creating an Islam of our own inclinations, as if we are not comfortable with Islam as it is. I remember what Allah (SWT) has called the Muslims, the best ummah raised for mankind (Quran 3:110). Can we make any claim to being the best of anything? This Eid Day will pass and another day will begin, and thus another week, month and year. On this auspicious day we need to examine ourselves and ask what groundwork we have done for that noble role during the month of Ramadan that we have just bidden farewell to. ***** A. K. M. Essence of Eid

The celebration of Eid ul-Fitr culminates a month of fasting wherein the faithful have spent their time praying and beseeching God for forgiveness and mercy. For many, Ramadan was not just an abstention from food and drink. Rather, it was an exercise in patience and discipline. Eid is the celebration for those who fasted and obeyed God’s rules and teachings. It is for those who spent the month of Ramadan in complete devotion to

Allah. Eid is a time when the entire Muslim community comes together to share in each others joy and blessings and also to lessen the burden of those who may be suffering. It is preceded by people shopping and looking around for gifts for their near and dear ones. It is a time when the bright lights from homes and shops illuminates our life. We use see this day and the following days to spread happiness and social harmony by visiting our friends and relatives. Gifts are exchanged during Eid by young and old alike. We also visit the elderly and the sick. Eid is a time where all kinds or festivities prevail. Many of us gormandize to make up for “lost food” during the month of Ramadan. However, with all the going around we some time forget our lesser privileged brethren. We

Zakat al Fitr

Zakat al Fitr is an obligatory charity on every Muslim at the end of the month of Ramadan. Ibn `Umar said: “The Prophet, sallaallahu `alayhe wa sallam, enjoined the payment of one Sa’a of dates or one Sa’a of barley as Zakat al-Fitr on every Muslim, young and old, male and female, free and slave.” (Related by al-Bukhari and Muslim) The purpose of Zakat al-Fitr is to purify the one who has fasted from any type of indecent act or speech he might have committed while fasting. It also helps the poor and the needy. Ibn Abbas said: “The Messanger of Allah, sallaallahu `alayhe wa sallam, enjoined Zakat al-Fitr on the one who fasts to shield him from any indecent act or speech and for the purpose of providing food for the needy.” (Related by Abu Dawud and Ibn Majah.) The Amount of Zakat al-Fitr As the first hadeeth indicated, the amout of Zakat al-Fitr is one Sa’a. Sa’a is a volume measure correspoding approximately to the volume of 5 lb of good wheat. The material of the Zakat can be either dates, barley, wheat, rice, corn or similar items considered as basic foods. Abu Saeed said: “We used to give for Zakat al-Fitr on behalf of every child, aged person, free man or slave during the lifetime of the Messanger of Allah,sallaallahu

forget that there are many out there who have nothing to celebrate. There are those among our brothers and sisters for whom Eid day is just another ordinary day. There are those who open their cupboards on Eid day and find them bare. There are those who in hospitals who will go through a bleak and lonely day with no one visiting them. Friendless, deprived of company, they will have no one to offer solace or comfort. Let us therefore see to it that our deprived brethren welcome the day of Eid with warmth and hope. As we buy gifts and clothes for our children, let us earmark a special sum for those who cannot afford to buy. Also we should instill in our children a sense of compassion so that when they buy something they will also think of their unfortunate brethren. Let us teach them the art of giving. We should let them know that there are millions of children in; war torn areas of Iraq, Afghanistan, Palestine, Syria, Kashmir and Chechnya, the poor and downtrodden areas of Africa, Asia and South America, and even in the forgotten ghettos of Europe and North America who

do not have the basic necessities to make this day a different day. We cannot divest ourselves from the misery of others. We cannot shrug it off saying that it does not concern us. To do this would be an injustice to humanity. The Quran (5:8) tells us ... Be just: that is next to piety. Many of us donate money to charity and fulfill our religious duty. However, if we actually meet the recipients of our charity the perception of charity changes. There is a feeling of belonging when the recipient and giver meet. Islamic ideology teaches us to be kind and compassionate. Holy Prophet Muhammad (peace be upon him) said that “I and the provider of the orphan will be together.” And what greater prize is there for anyone of us than to be around our beloved prophet. All we need for that is compassion, sincerity and a feeling of brotherhood and understanding. And that will decide the quality of our life on earth and the hereafter. The Time for Zakat al-Fitr Zakat al-Fitr has to be paid by the end of Ramadhan. There are two times to pay Zakat al-Fitr. Either one or two days before Eid as ‘Umar used to do, or the day of Eid before the Eid prayer. Ibn `Umar reported that the Prophet, sallaallahu `alayhe wa sallam, ordered them to pay Zakat al-Fitr before they go out to perform the Eid prayer. If Zakat al-Fitr is paid after the Eid prayer, it will only be considered as regular charity. The Prophet, sallaallahu `alayhe wa sallam, said: “If one pays Zakat al-Fitr before the Salat, it is considered an accepted Zakat, if he pays it after the Salat, it is considered an ordinary charity.” (Related by Abu Dawud.) Zakat al-Fitr is to be given to the same eight categories or people as in the other types of Zakat. Some scholars say that the poor and the nedy are the most deserving ones since the Prophet, sallaallahu `alayhe wa sallam, said that it had “...the purpose of providing food for the needy.”

Gaza: A human tragedy

Friends on my Facebook newsfeed complain of sleep deprivation and continuing Israeli air strikes around them. The radio has a bad signal, so I turn it off. My two-and-a-half-year-old niece flinches as a deafening explosion strikes a nearby area. Her forefinger pointed upwards, she exclaims, “wawa!” (a colloquial Arabic word babies use to say they are in pain). On July 7, Palestinians found themselves in the throes of yet another Israeli aggression. Thirteen days into the Israeli onslaught on Gaza, over 400 Palestinians have been killed, most of them civilians. At least 77 children are among the dead. Thousands of people have been injured and over 50,000 displaced. Some 15,000 houses have been destroyed or severely damaged, and dozens of fish-

ing boats have been burned, destroyed or partially damaged. The main water line for al-Shati refugee camp in Gaza was bombed and damaged, while 50 percent of sewage pumping and treatment centres are no longer operating. A home for the disabled run by a charitable centre was destroyed, killing two women and injuring others. A kindergarten was hit and damaged. A rehabilitation hospital was targeted. The house of police chief Tayseer Al-Batsh was hit by two Israeli bombs, critically injuring him and killing 17 people of AlBatsh family. Four children playing on the beach were slain as an Israeli gunboat targeted them in broad daylight. Another three children were killed while playing on the rooftop of their house. The list goes on and on. The killing of the three Israeli youths was tragic and deplorable, but the retaliation from Israeli settlers and the Israeli authorities is utterly disproportionate and unjustified. In just a few days, more than 100 Palestinians have been killed in Gaza by Israeli airstrikes. It is unfair and uncalled for to strike against 1.7 million un-armed Palestinians in Gaza who are trapped in a brutal siege and cannot escape bombing.We Canadians stand against terrorism and stand for peace in any part of World. We realize that there will be no peace and no justice unless the root cause of the conflict is addressed. Canada along with other first world countries is one of the leaders and hence responsible for the peace in the world. Canada must stand firm for the peace and take a firm stand against terrorism in any corner of the world, including current Israeli brutality. PCCA hopes that there will be the end of the military aggression and the world will help them to find a peaceful way of conflict resolution. The Eight Fusion Festival took place in Holland Park Surrey on July 18th and 19th from 11am to 8pm with its greatest turnout yet. Thousands residents and visitors enjoyed BC’s largest multicultural event at Surrey’s Fusion Festival in Holland Park over the weekend. The free two-day family event presented by Coast Capital Savings , SFU included 39 cultural pavilions and over

Give Patients Full Access to their Health Records

By: Dr. Brian Doctors and hospitals are becoming increasingly transparent about the way they care for patients. But most stop short of allowing patients to have full access to their health records. An editorial just published in the Canadian Medical Association Journal (CMAJ) says that needs to change. I’ll tell you why I agree emphatically. The editorial in CMAJ says patients should have full and transparent access to everything their doctor writes or compiles about them in the doctor’s chart. It calls for making the process by which patients can obtain their records as quick, as easy and as inexpensive as possible. Right now, in some parts of Canada, the doctor has sixty days produce the chart; in other parts of the country, it’s ninety days. The editorial says all Canadians

should have the same access no matter where they live. There are several reasons why has the CMAJ come out in favour of full access. If the health record is filled with factual errors, the patient is at risk of receiving less than optimal care. The editorial says doctors have a duty to ensure that the health records they compile are accurate and complete. Who better than patients to examine the record to make sure the information is correct? In the past, it was considered acceptable for doctors to write comments about the patient knowing the patient would never read them. But now that’s regarded as an outdated concept. It’s not appropriate for doctors to effectively conceal their notes and observations. The biggest reason for allowing patients full access to their

records is that patients really like it. There have been successful pilot programs in specialist practices and in primary care or family medicine. A study of three family medicine practices across three US states over a full year found that nearly one hundred percent of the patients wanted open notes to continue. No doctor opted out, even though they were permitted to do so. Patients say open health records make them feel as if they have more control of their care. They are more likely to take their prescription medications as directed. The burden on doctors was minimal, and no patients were harmed. Open access has its share of critics. They say the biggest downside is that doctors’ notes may anger patients. Some patients have found reading their notes confusing and even of-

fensive. The editorial says doctors need to write their notes as if the patient is going to read them. I don’t see that as a deal breaker; several hundred mental health patients at a hospital in Boston are part of an experiment in which they are able to read notes their therapists write about them. So far, the results have been surprisingly positive. Some doctors worry that pa-

tients with schizophrenia who read that they are doing well will stop taking their medication and then relapse. Others say doctors who know that patients read their notes will be more guarded in what they write. The security of open access health records must be addressed. To pass muster, such records would have to be encrypted and password protected in exactly the same way as banking, insurance and pension records. Stringent provincial privacy legislation places a higher standard to protect privacy, and the rules must be followed. Where there’s added cost for doctors, I think the provinces should foot the bill. I think we’re moving in the direction of full access to health records, but the pace has been ridiculously slow. The easiest way to provide open access to doctors’ notes is through electronic health records. Right now, seventy percent of family doctors use electronic records, which should be a lot easier to make available to patients than paper charts that have to be photocopied. An outbreak of encephalitis has killed 60 people in two weeks in the eastern Indian state of West Bengal, a top health official has said, calling the situation “alarming”. Only five people died last year in West Bengal from Japanese encephalitis, one form of the virus which normally hits during the monsoon season when mosquitoes breed. West Bengal health services director Biswaranjan Satpathy said late on Monday there had been a sudden rise in cases and deaths between July 7 and 20. Satpathy chaired a meeting of state medical officers on Monday to assess the situation that he said had reached “alarming proportions”. He said there was no specific reason for the jump, and instead cited “seasonal variance”. “It wasn’t like this in June, it suddenly shot up,” Satpathy also told reporters on Tuesday, while visiting a hospital in Siliguri, located about 460km north of state capital Kolkata. “We are dedicated to this. The cases are happening and that’s why people are here. We are trying to help everyone,” he said. India’s most populous states of Uttar Pradesh and Bihar further north are ravaged by encephalitis every year as mainly malnourished children succumb to the disease. Encephalitis causes brain inflammation and can result in brain damage. Symptoms include headaches, seizures and fever. Health experts say 70 million children nationwide are at risk. National health minister Harsh Vardhan last month ordered “extraordinary steps” to end encephalitis, including an immunisation drive and dedicated hospital beds for encephalitis patients in affected districts. Although there is a vaccine for Japanese encephalitis, mainly children die from other forms of the disease, including acute encephalitis syndrome, the exact causes of which are not known.

Eid and its celebrations in other countries

Few festivals in the Muslim world are anticipated with greater delight than Eid el-Fitr. It is this festival that marks the end of the holy month of Ramadan, the annual assertion of ‘the spirit over the flesh’.Both the start and the finish of Ramadan coincide with the sighting of the new moon in the sky. Today, despite modern technology, the month of Ramadan may still begin and end on different days in different countries depending on the reliable sighting of the crescent moon. •Begin this day with the customary prayers followed by breaking the fast by eating a ‘date’, as stated in the Quran. Include everyone in the family, especially the children since it is a great way to introduce traditions to them. •Eid is also a time to indulge, and what better way than new clothes for everyone. Pick up your favourites and enjoy the day to the fullest! •Since it is a day of revelry, invite your friends and family for a great Eid meal. Include the quintessential Eid delicacies like Biryani, Haleem, Kababs, Malpuas and Seviyan. This is a great way for your friends to be acquainted with your culture and be a part of your festivity, especially if you are staying away from home. •Exchanging gifts is quite customary on Eid and therefore pick up thoughtful gifts for everyone and watch them smile. You can also set out shopping and buy them gifts of their choice! •While men may gather and chit-chat at an Eid gathering, women can indulge in getting themselves some henna tattoos. If you are hosting an Eid party, don’t miss on this aspect. •One of the most important customs on Eid

The day always starts with special Eid prayers at the main mosque (also attended by the women in some countries), followed later in the day by a large celebratory lunch at

Miscommunication

Shabnam Khan – Family Counsellor Miscommunication seems to be very common barrier in any relationship. Communication problems often occur because we jump to conclusions before we validate that the behavior we have seen is truly representative of the intent. Simple solution would be to ask questions to understand the issue. Sometimes the message gets misunderstood simply because it wasn’t transmitted properly. We have seen this pattern repeatedly occurring in our daily day to day living. For instance if someone is given some vague or even conflicting specification, that individual does not want to appear incompetent. He pretends to understand then tries to figure it out. Sometimes, he may ask colleagues for their understanding and sometimes he will interpret the meaning of the specifications accordingly. If you are the one delivering a message, it is your responsibility to figure out whether your intended audience has understood or not. The best way is to ask questions and to ask the other person to repeat their understanding of your words. If you realize that they misunderstood, repeat it using a differ-

ent approach or with different words. If that still doesn’t work, then repeat again. • Bitterness lingers because people have a vested interest in the outcome of a conflict. In other words, they just want to be “right,” whatever that may be. Prolonged miscommunication and conflict is a sign that one or both people refuse to bend or consider the other person’s point of view. In such a situation, the only possible outcome is negative. Effective communication means that at least one person is willing to consider and understand the other person’s point of view. Only once you understand the other person’s point of view can you work towards a resolution of the communication problem. But to understand the other person’s stance, you must be willing to accept that your way is not the only way. •shabnam@skcounselling.ca

Raptors to spend part of preseason in Burnaby

The Toronto Raptors will spend part of their preseason hang time in Burnaby, as part of the National Basketball Association’s team objective to extend their marketing reach to Canada’s Pacific shores. The Raptors have scheduled a news conference Wednesday at Fortius Sport and Health to announce that their preparations for the 2014 season will include workouts at the integrated athlete training centre in Burnaby. The training sessions will be piggybacked on the Raptors’ Oct. 5 preseason game at Rogers Are-

US Secretary of State John Kerry said that he had a “good meeting” with his Iranian counterpart over Tehran’s nuclear programme ahead of July 20 deadline for an agreement. Monday’s talks in Vienna, the Austrian capital, were the second between Kerry and Iranian Foreign Minister Mohammad Javad Zarif as they try to narrow differences in negotiations over the Islamic republic’s controversial nuclear programme.
