Sides trade blame over Gaza truce breakdown Israel has said rocket fire from Gaza has “made continuation of talks impossible,” trading blame with Palestinian negotiators over the collapse of the ceasefire. Spokesman Mark Regev responded to Palestinian negotiator Azzam al-Ahmed’s charge that Israel had thwarted the talks that broke down on Tuesday after Israel recalled its negotiators from Egypt, accusing Hamas of violating a truce. “The Cairo process was built on a total and complete cessation of all hostilities and so when rockets were fired from Gaza, not only was it a clear violation of the ceasefire but it also destroyed the premise upon which the talks were based,” Regev said, according to the Reuters news agency. A week-long truce in Gaza collapsed with both sides blaming each other after Palestinian fighters launched rockets into Israel and Israel attacked “terror sites” inside the enclave. Al Jazeera’s Jane Ferguson said at least six children had been killed in the airstrikes since the truce disintegrated. “There is now this fallout row, essentially over who started it,” our correspondent said. “Whoever broke the truce, it seems the exchange of rocket fire into Israel and air-

Back-to-back meetings as tension mounts
ISLAMABAD: Tensions at the Prime Minister Office, where the mood has been grim over the past few days, came to a head on Wednesday when the marchers virtually besieged for some time its entrance and exits on the Constitution Avenue. Inside, Prime Minister Nawaz Sharif held meetings with important ministers to take stock of the situation after the Pakistan Tehreek-i-Insaf (PTI) and Pakistan Awami Tehreek (PAT) continued to build pressure on the government in a bid to seek his resignation and dissolution of the assemblies, a government official privy to the development told Dawn.Interior Minister Chaudhry Nisar Ali Khan, Defence Minister Khawaja Asif, Railway Minister Khawaja Saad Rafique, Minister for States and Frontier Regions retired Lt Gen Abdul Qadir Baloch and Punjab Chief Minister Shahbaz Sharif were regular participants of the huddles which the prime minister was constantly holding to come out of the face-off with the PTI and PAT unscathed, or at least without conceding much to the two adversaries. A PML-N office-bearer told Dawn that the government was trying to fast-track the working of an all-parties parliamentary committee on electoral reforms and a three-member judicial commission the government had announced for investigation into the allegations of rigging in the 2013 general elections. The 33-member reforms committee had elected Finance Minister Ishaq Dar as its chairman earlier this month,
whereas the Supreme Court is yet to respond to the government’s Aug 12 request for formation of the judicial commission. The government is considering a proposal which wants the electoral reforms committee to prepare its recommendations before the routine three-month period originally suggested by the prime minister. A similar suggestion will be made once the Supreme Court sets up the judicial commission. The PML-N official said that Prime Minister Nawaz Sharif was expected to take the National Assembly into confidence on Thursday about his government’s future plan of action. On Tuesday, Jamaat-i-Islami Emir Sirjul Haq presented a four-point formula to defuse the crisis. He said the judicial commission must complete its investigation in one month and the committee on electoral reforms must make its proposals within 40 days and punish those found involved in poll-rigging. According to an office-bearer of the JI’s media cell, Mr Haq again called Planning and Development Minister Ahsan Iqbal on Wednesday and discussed with him a possible way out of the crisis. Later, the JI emir met Imran Khan in his container. Talking to a TV channel, Mr Haq promised good news as the two sides agreed to sit across the table. According to a government source, the prime minister and his cabinet members gave mixed signals; some time suggesting as if everything was normal, and at times coming out with glum looks after the meetings.
Pakistan’s SC Summons Imran, Qadri Over Anti-government Protests
ISLAMABAD: Pakistan’s Supreme Court today summoned opposition leader Imran Khan and cleric Tahirul Qadri on a petition filed against them over their protests that have called for Prime Minister Nawaz Sharif’s ouster. The Supreme Court issued notices to Pakistan Tehreek-iInsaf (PTI) chairman Khan and Pakistan Awami Tehreek (PAT) chief Qadri to appear in court tomorrow for the hearing of the petition filed by the Lahore High Court’s Multan Bar Association. A five-member bench headed by Chief Justice of Pakistan Justice Nasirul Mulk admitted the petition and issued notices to the concerned parties while adjourning the hearing of the case until tomorrow. The petitioner has named Khan and Qadri as respondents and maintained the pleas that the apex court restrains them from illegal and unlawful trespassing of prohibited zones including Constitution Avenue, offices of foreign missions, Pakistan secretariat and secretariat offices. The plea has also requested that they be legally banned from
conducting any sort of march including dharna and civil disobedience by offending public peace and tranquillity in any manner whatsoever in all times to come, Dawn News reported. The petition states that, “The federation of Pakistan, may be graciously directed to perform their functions in accordance with the mandatory provision of the Constitution in the face of unlawful and unconstitutional activities of movements of respondents PAT, PTI.” During the hearing, the court said that every citizen has the right to protest, as per the constitution as long as the protests did not cause any hardship to other citizens. Supreme Court Bar Association (SCBA) President Kamran Khan told the court that high court bar associations from other provinces were filing similar petitions. Khan and Canada-based firebrand cleric Qadri have been protesting for the last one week against alleged rigging in the 2013 elections, putting the PML-N-led government on the backfoot.
US newspaper blames Modi for IndiaPakistan talks cancellation
“There are no two countries in the world that need to talk, and talk regularly, more than these nuclear-armed South Asian neighbours whose tensions must be carefully managed”, the New York Times editorial board said in a lead article. Noting the significance of talks, the NYT said that “cancelling the meeting was an over-reaction on India’s part, especially when it could have served as an opportunity to discuss grievances and press for a solution.” Also read: Cancellation of Pak-India talks unfortunate, says US It observed that “absent such an airing, there is a tendency on both sides to escalate the tensions, with the Indian news media emphasising Mr Modi’s willingness to take a tough
stand and Pakistan asserting it was not subservient” to India”. “There will always be political excuses not to take risks”, the newspaper said Mr Modi, who won a huge victory in the May election, is in the strongest political position, while Mr Sharif is facing street protests led by politicians seeking his ouster. What’s needed is a meeting between the leaders to establish a continuing dialogue. Next month’s United Nations General Assembly meeting in New York offers a good venue. It would be foolish and dangerous to let this episode destroy the chance for a more stable relationship.” The Times said: “Mr Modi raised expectations that he would work harder at resolving cross-border differences when he took the unorthodox step of inviting Pakistan’s Prime Minister Nawaz Sharif, along with other regional leaders to his inauguration in May. The photo of the two men shaking hands came to symbolise the promise of that moment. “But that felicitous picture seemed a fading memory when, on Monday, India cancelled foreign-secretary-level talks, which would have been the first in two years, that were scheduled to take place in Islamabad on Aug 25. The proximate cause was India’s anger over a meeting that Pakistan’s ambassador to India held with a separatist leader from Kashmir, the disputed territory over which the two countries have fought three wars.”

4 I N T E R N A T I O N A L Taliban launches major Israeli demolitions Afghan offensive ‘collective punishment’ Shawaal 25, 1435 August 22, 2014
Hundreds of Taliban fighters are battling Afghan security forces in Logar, a key province near the capital Kabul, local officials say.Rebels have this summer mounted increasingly intense assaults across several provinces, involving hundreds of fighters, as the country braces for the withdrawal of foreign combat troops after 13 years.”There are some 700 of them and they are fighting Afghan forces for territorial control,” Niaz Mohammad Amiri, the provincial governor of Logar province, told the Reuters news agency on Tuesday. The Taliban have dug in at Logar, about an hour’s drive south of the capital, and nearby Wardak province to the west, in recent years. They have used the provinces - gateways to the capital - as launchpads for hitand-run attacks and suicide bombings in Kabul. The main roads into the capital are all tightly controlled, but the rebels have been able to breach the checkpoints and staged dozens of attacks, killing scores of civilians and soldiers in the city of about five million this year. Abdul Hakim Esaaqzai, the police chief of Logar province, said the rebels, armed with heavy machine guns, were fighting Afghan forces from residential areas in Charkh district. “We are being extra careful not to cause any civilian casualties. We have enough forces to deal with it,” Esaaqzai said. Zabihullah Mujahid, a Taliban spokesman, said the rebels were battling Afghan forces
from all sides to overrun the district. “The area is under siege and we have already taken over many security outposts and killed many Afghan forces,” he said. Meanwhile, provincial government spokesperson Den Mohammad Darwish told Al Jazeera that more than 100 Taliban fighters launched an attack in Narkh district this morning. “The fighting has since stopped,” he said. “Five army men and three police are wounded. Many Taliban have been killed. We don’t know exactly how many. Their bodies are still lying on the ground outside.”Foreign troops are due to pull out of Afghanistan later this year. Afghanistan’s security arrangements beyond 2014 are unclear, as Kabul and Washington have yet to sign a bilateral security agreement designed to keep a small force of American soldiers in Afghanistan next year and into 2016. The Afghan president, Hamid Karzai, has refused to sign the agreement, although the two men vying to replace him have vowed to implement it immediately upon taking office. Four months after going to the polls, a winner in the presidential poll is still not clear. On Tuesday, Karzai appealed for the two candidates to end their dispute over election results and save the country from further violence and economic decline. Source: Al Jazeera
strikes on Gaza is unlikely to end today.” The Israeli military launched attacks on at least 10 sites in Gaza on Tuesday, killing at least three people, and recalled its team working on a permanent ceasefire with Palestinians in Cairo after three rockets landed in Israel. Further shelling on Wednesday killed another 21 Palestinians, raising the death toll in Gaza to 2,035. Hamas, the Palestinian group that runs Gaza, said Israel had targeted Mohammed Deif, the head of its armed wing. A series of airstrikes on the area of Deif’s house resulted in the death of his wife and child. Hamas said Deif was alive and still in command. “The occupation will pay for its crimes against Palestinian civilians and those living around the Gaza border will not return home until Mohammed Deif decides,” Hamas spokesman Sami Abu Zuhri said in a statement. An Israeli government official said: “In response to Hamas’s violation of the truce, the prime minister and defence minister have ordered the IDF [Israeli army] to once more attack terror sites in the Gaza Strip.” The Qassam Brigades, Hamas’s armed wing, said on Twitter that it had fired rockets towards Tel Aviv. No one was injured in the attack on the city, the Israeli army said. In Cairo, Palestinian negotiators declared the ceasefire talks over, and said
they would leave Egypt on Wednesday. “We told the Egyptians we are ready to return to the talks once they find the proper atmosphere,” said Azzam al-Ahmad, the Palestinian negotiator, adding that the Palestinians had submitted a final ceasefire proposal. “It’s clear the Israelis are not interested in the ceasefire. We did not hear from them. We were willing to, but we did not hear from them,” he said. Hamas is seeking an end to a seven-year Israeli-Egyptian blockade that has battered Gaza’s economy, while Israel wants guarantees that Hamas will disarm. In nearly a week of indirect talks, Egypt appears to have made little headway in resolving the differences. Late on Monday, it secured a 24-hour extension to a temporary truce to allow more time for a last-ditch attempt to reach a longer-term deal. An Egyptian compromise proposal calls for easing the blockade, but not lifting it altogether and opening the territory’s air and seaports as Hamas has demanded. While the plan does not require Hamas to give up its weapons, it would give Western-backed President Mahmoud Abbas, whose forces were ousted by Hamas in 2007, a foothold back in Gaza running border crossings and overseeing internationally-backed reconstruction. Sobbing, Ghada Qawasmeh stares at her destroyed home, a two-story stone villa the family built over the course of nine years. The mother of seven is inconsolable, thinking of her husband, Hussam, who is now in an Israeli prison. “This is collective punishment,” she says. “What did I or my children do?”Before dawn on Monday, Israeli troops destroyed the Qawasmeh family’s house in Hebron in the occupied West Bank. Israeli officials said the demolition was carried out as punishment for Hussam Qawasmeh’s alleged involvement in the kidnapping and killing of three Israeli settler teens in June, and came after Israel’s supreme court affirmed the army’s position.Last month, Israel accused three men of being behind the disappearance and subsequent death of the Israeli youths, who were hitchhiking from a Jewish settlement near Hebron: Hussam and Marwan Qawasmeh, and Amer Abu Eisha. Abu Eisha’s family home was also demolished on Monday, while Marwan Qawasmeh’s was sealed off with cement. “We are determined in bringing the ruthless murderers of Gilad, Eyal and Naftali to justice. The demolition of the terrorists’ homes conveys a clear message to terrorists and their accomplices that there is a personal price to pay when engaging in terror and carrying out attacks against Israelis,” said Peter Lerner, an Israeli army spo kesperson, in a press statement. While Marwan and Abu Eisha are in hiding, the Shin Bet, Israel’s internal security agency, said Hussam admitted to receiving funds for the operation from Hamas operatives in Gaza. But Hamas officials have denied any involvement, and so far, no evidence against the three men has been divulged. Ghada also maintains that her husband is innocent, that the real killers are still at large, and that destroying her home is merely an act of revenge. “By demolishing the house they’ll destroy my life and my children’s. There’s a million ways [to deter attacks] without destroying people’s lives,” said Ghada, who has now moved in with her in-laws. Meanwhile, Amer Abu Eisha’s mother, Nadia, is more composed: this is the second time that her home has been demolished since 1995. Back then, a man wanted by the Israelis sought shelter in the building. “We’ve spent more than 15 years building this house for us and our children,” Nadia said. “God knows what we’ve been through to do that. This is my life, my shelter. But they will demolish, and we will rebuild.” Israeli rights group HaMoked urgently petitioned the Israeli supreme court in July against the demolition of the three men’s homes. On August 11, the court rejected the appeal, arguing that “the demolition of the houses was imperative to deter other terrorists from committing additional severe terrorist attacks”. In this case, the court decided to support army claims “that the deterioration in the security situation justifies a return to the policy it had already invalidated”. “The Supreme Court’s position has always been
[that it’s] not competent enough in military affairs,” said Jeff Halper, the founder of the Israeli Committee Against House Demolitions. “Almost always, when the army says it has to do something, the court says it can.” For decades, the Israeli authorities have been demolishing the homes of Palestinians it accuses of carrying out attacks. But in 2005, they announced a halt to this practice, which human rights groups regularly condemned as an act of collective punishment. Between 2001 and January 2005, Israeli forces demolished 664 homes as punishment, leaving more than 4,000 Palestinians homeless, according to Israeli human rights group B’Tselem. In these cases, no evidence was required to prove that the alleged attacker’s family had any prior knowledge of his or her plans. The demolitions are often carried out by armoured bulldozers within hours of the attack, and in the late night hours, without enough prior notice to allow families to salvage some of their belongings. In Ghada’s case, the Israeli State Attorney accepted HaMoked’s request to give her family 12 hours’ notice before her house was flattened. According to Halper, house demolitions do not serve the army’s intended purpose. “They know it doesn’t deter,” he said. “What it does is it helps the Israeli people feel that they’ve been avenged. It’s basically collective punishment.” Moshe Ya’alon, a former army chief of staff, was one of the first in Israel’s top echelon to question the practice. He formed a review committee in 2004, which found that home demolitions were harmful to Israel because they bred hatred among Palestinians. Prior to that, Israeli authorities had maintained that in many cases, fear of home demolitions led families to turn in their relatives to Israeli or Palestinian authorities to stop them from carrying out attacks. Punitive demolitions have so far only applied to Palestinians: the homes of three Israelis who are accused of murdering Mohammad Abu Khdair, a Palestinian teenager from the East Jerusalem neighbourhood of Shu’fat, remain intact. In July, two minors and an older man beat Abu Khdair and burned him alive, in apparent revenge for the death of the young Israelis. During the search for the three missing Israelis, the Israeli army arrested approximately 1,000 Palestinians in a series of nightly raids. “They won’t demolish the Israelis’ houses,” Halper said. “They will say it’s not a pattern. It’s a one-off thing, it’s a bad apple, it’s a crazy guy. And therefore since it’s an isolated event, it doesn’t warrant demolishing a house because there’s nothing preventative here.” In the meantime, both Nadia and Ghada are still coming to terms with the levelling of their homes. “I lost a son, I’m missing another,” said Nadia, who has six children, one of whom is dead, another at large, and a third in prison, along with his father. “The bricks are meaningless. I want my son and husband back. They are the ones that mean the world to me.” Source: Reuters

AG visits Ferguson, says he understands mistrust in police
U.S. Attorney General Eric Holder on Wednesday told community leaders in Ferguson, Missouri, that he has assigned the federal government’s “most experienced agents and prosecutors” to investigate a white police officer’s fatal shooting of an 18-year-old African-American man. Holder also reassured college students that “change is coming” after days of furious protests. He said federal prosecutors will be aggressive in learning the facts behind Michael Brown’s shooting death Aug. 9. Meanwhile, a grand jury was expected to begin hearing evidence to determine whether the officer should be charged. Outside the St. Louis County Justice Center, where the grand jury was expected to convene, two dozen protesters gathered in a circle for a prayer, chanted, and held signs urging prosecutor Bob McCulloch to step aside. Nearly two dozen officers guarded the building’s main entrance. McCulloch’s deep family connections to police have been cited by some black leaders who question his ability to be impartial in the case of Darren Wilson — the white officer who fatally shot Brown. McCulloch’s father, mother, brother, uncle and cousin all worked for the St. Louis Police Department, and his father was killed while responding to a call involving a black suspect. Missouri Gov. Jay Nixon has said he would not seek McCulloch’s removal from the case. The prosecutor, who is white, has insisted his background will have no bearing on the handling of the Brown case, which has touched off days of nighttime protests during which
authorities used tear gas and rubber bullets to clear the streets. The protests were more subdued Tuesday night. Police said they still made 47 arrests, but mainly of people who defied orders to disperse. Holder was expected to meet with FBI and other officials carrying out an independent federal investigation into Brown’s death, as well as with community leaders. Holder arrived in St. Louis with several Justice Department officials. In a letter published late Tuesday on the St. Louis Post-Dispatch website, Holder promised a thorough investigation while calling for an end to the violence in Ferguson. Arrest patterns “must not lead to disparate treatment under the law, even if such treatment is unintended. And police forces should reflect the diversity of the communities they serve,” Holder wrote. The Justice Department has mounted an unusually swift and aggressive response to Brown’s death, from conducting an independent autopsy to sending dozens of FBI agents to Ferguson in search of witnesses to the shooting. As for the county grand jury, prosecutor’s spokesperson Ed Magee said Wednesday that there is no timeline for how long the process could take, but it could be weeks. Meanwhile, Brown’s funeral arrangements were set. The Austin A. Layne Mortuary said the funeral will be Monday morning. Brown’s uncle, the Rev. Charles Ewing, will deliver the eulogy, and the Rev. Al Sharpton will also speak. Source: Toronto Star
There is no end in sight to the Ebola outbreak in West Africa, according to the head of the World Health Organization. “No one is talking about an early end to the outbreak,” writes Margaret Chan, director-general of the World Health Organization, in today’s New England Journal of Medicine. She says the outbreak is likely to last “many more months.” Chan blames the size and severity of the outbreak – which has killed 1,350 people – on poverty. At least 2,473 people have been diagnosed with the virus. “The hardest-hit countries – Guinea, Liberia and Sierra Leone – are among the poorest in the world,” Chan writes. “They have only recently emerged from years of conflict and civil war that have left their health systems largely destroyed or severely disabled and, in some areas, left a generation of children without education.” Ebola is one of a half-dozen major disease outbreaks recently caused by war or the devastation left behind by conflict, says Peter Hotez, president of the Sabin Vaccine Institute and founding dean of the National School of Tropical Medicine at Baylor College of Medicine in Houston. In Syria, for example, health workers have diagnosed 36 cases of polio since the beginning of the civil war. In Guinea, Liberia and Sierra Leone, “there is no confidence in government or its ability to respond,” Hotez says. “This is all a consequence of public health breakdown.” In West Africa, only one or two doctors are available for every 100,000 people, Chan writes, and “even hospital capacity for infection control is virtually nonexistent.” Nearly 160 health workers have been infected, and 80 have died, Chan writes. Poverty also has driven the spread of the Ebola virus by forcing people to cross borders to find work. The intersection of these three countries is the “designated hot zone,”
she writes. In Guinea, about 60% of cases are linked to burial practices, in which family members wash the bodies of the dead, Chan writes. The Centers for Disease Control and Prevention has sent workers to West Africa to help identify cases and trace their contacts, so exposed people can be closely monitored. Lack of education has amplified fear of the disease, leading some people to flee treatment centers or hide infected family members, which allows the disease to spread, Chan writes. That’s made the greatest risk of infection come not from people diagnosed with Ebola but from “delayed detection and isolation,” CDC Director Thomas Frieden writes in an accompanying editorial. “Every day that disease transmission remains uncontrolled, the likelihood of spread to unaffected countries increases,” he writes. “If a single case is missed ... another chain of transmission can start.” Rumors spread quickly, allowing some people to succumb to alleged miracle cures. Chan notes that at least two Nigerians died after drinking saltwater, which was said to protect them from Ebola. Beyond combating the outbreak, Frieden says, the United States should help “put systems in place to prevent another one.” The United States joined the WHO in launching the Global Health Security Agenda, which aims to help countries prevent outbreaks, as well as detect them and respond quickly. The plan addresses threats from new viruses, such as bird flu, as well as bioterrorism. Hospitals in the USA are far better prepared than those in West Africa to contain an Ebola infection, Hotez says. Though an infected patient could travel to the USA on a plane, Hotez says, routine infection control practices would not allow the disease to spread widely. Source: USA Today
No end in sight to Ebola outbreak, official says
B.C. teachers’ strike leaves school start date in question
With just two weeks left before school is scheduled to restart in British Columbia, parents and students are dealing with the uncertainty of whether the province’s teachers and government will reach a deal in time for the gates to open. A new website launched by the government Monday afternoon aims to keep parents informed of developments, as well as offering details about the Temporary Education Support fund, which will pay eligible applicants $40 per day for each school day missed because of the strike. Regardless of any potential deal, the B.C. Confederation of Parent Advisory Councils is calling on both sides of the dispute to end the job action, continue negotiations, and ensure public schools will open on Sept. 2. “Students deserve to be in classrooms that are free from this continuing labour dispute. We expect the two parties to continue earnest, respectful negotiations behind closed doors,” the association stated in a press release. The association, which claims to represent 81 per cent of parents of B.C. students, is also asking that a new classroom resources fund be set up to allow schools to manage and allocate learning resources independently “to optimize
learning opportunities for each student in every class.” Meanwhile, students want to see the dispute resolved quickly, concerned that their future education and career options could be adversely affected by an extended strike. Cole Poirier, due to enter Grade 12 this September, thinks students are being used as pawns by both sides in the dispute, and says it could affect his future. “I’ve already missed several weeks of my education in June, and is it stands now, it looks like I’ll be missing more of my education come September,” he said. “As a senior student, this year is very important to me, because essentially it’s affecting my future career prospects.” Some parents are looking for alternatives to public school, with a spike expected in private school enrolment — a trend that Peter Froese, executive director of the Federation of Independent School Associations B.C., has seen before during periods of job action. This year is no exception. “In those schools that have capacity, that appears to be the case,” he said. Still, he noted, details about private school enrolment levels won’t be available until after school commences. Source: CBC News
The Obama administration is not thought to be considering qualitatively new military options against the Islamic State (Isis) in the wake of its beheading of American journalist James Foley. While Secretary of State John Kerry said Wednesday that Isis “must be destroyed”, another US official said the horrific, recorded slaying had not changed US policy options for striking the jihadist entity that has overrun much of northern, western and central Iraq. Isis continues to entrench itself within Sunni areas of Iraq, making it difficult to dislodge them through the bombing options that the administration has embraced. Kurdish and Iraqi security forces, as well as cleavages between Iraqi Sunnis and Isis, remain the administration’s hope to roll back the group that has redrawn the map of the Middle East. With some frustration, Obama administration officials consider their options against Isis to remain limited, despite widespread US public outrage at the killing of an American citizen who had been held as a hostage. Meanwhile, Isis has reportedly seized a dozen new villages north of Aleppo in Syria, providing it with greater strategic depth. Foley’s killing has incensed the administration – President Barack Obama spoke about Isis on Wednesday with rare anger, calling it a “cancer” – but despite the intensified rhetoric, two officials indicated that future military action in Iraq was likely to be marked by more continuity than change. Obama pledged to be “vigilant and we will be relentless” against Isis, but stopped short of committing to the group’s destruction, which Kerry subsequently did. US allies in Britain, France and Germany reacted with disgust at the Isis killings, raising expectations for a more concerted allied strategy against Isis after French President Francois Hollande suggested an international conference on the subject in an interview with Le Monde. A former senior Obama defense official, Michele Flournoy, tweeted Wednesday that the US “need[s] to lead an international effort to counter” Isis, which she defined as “rolling back territorial
gains [and] degrading their ability to launch attacks on western interests”. One option under consideration, not directly related to the Foley killing, is a request for hundreds of more US marines to deploy to Baghdad to bolster security at the US embassy and related installations. The request, made by the State Department recently, is said not to be a response to a new anticipated push by Isis into Baghdad, which it has stopped short of attempting to seize. An official who was not cleared to speak to the press characterized it as coming out of an abundance of caution. Chuck Hagel, the US defense secretary, has yet to receive an internal recommendation on the merits of strengthening the Baghdad embassy. The requested marines are said not to have any combat function, commensurate with Obama’s pledge not to reintroduce ground combat in Iraq. Since June, he has ordered hundreds of special operations “advisers” back into the country. The US Central Command continued on Wednesday to send fighter jets and armed drones to harass Isis near the Mosul Dam, a critical piece of infrastructure that the US considers to no longer be under Isis control. The warplanes launched 14 strikes against Isis vehicles and weaponry, tacitly a rejection of Isis’ demand with the Foley killing that the US relent in its newest air campaign in Iraq. The new strikes bring the total to 84 since 8 August, when Obama authorized a return of US combat aircraft to Iraqi skies. The vast majority, 51, have been aimed at breaking Isis’ hold on the dam and nearby positions. Obama’s critics in Congress consider the air strikes insufficient. Unlike Obama, many seek to expand the goal of US intervention to be Isis’ destruction, but like Obama, none thus far have argued for the introduction of ground forces. A question facing the administration is whether US military forces are able to save Steven Sotloff, another journalist held captive by Isis. The propaganda video showing Foley’s execution threatened Sotloff would be next unless the US ceased its bombing campaign.

In the Name of Democracy
The Azadi march of Pakistan Tehreek-e-Insaf (PTI) and Inqillab march of Pakistan Awami Tehreek (PAT) are currently in a “sit-in mode” outside parliament house in Islamabad. The mega flood of protesters is technically in the Red Zone after removing the containers from their path. The voice continues to be “Go Nawaz Go” coming from all sides. The buildings in ‘Red Zone’ are symbol of state, hence are being protected by the army. As alleged, the current assemblies were formed through massively rigged elections. Right from day one, the PTI has been asking for audit of four constituencies, but the prime minister and his cronies ignored the request. Their fear seems to be nothing other than their embarrassing exposure. The PAT Chief (a non entity) has been pushing for electoral reforms, the system change and now demanding the registration of FIR against culprits of Model Town genocide where fourteen members of the PAT lost their lives, whereas, around ninety workers were brutalised and injured by a few Gulloo Butts from the police force. The non sense operation known as Model Town genocide triggered the situation further. Despite the triple one brigade controls the buildings in the Red Zone, Both the PTI and the PAT continue to carry out their “SIT IN” in the forbidden area - intending to trespass and storm the PM house if the PM fails to step down by Wednesday evening, whereas the PM has declared his intention to hang on to his democratic position. The defiant leaders, however, are flexible for negotiated settlement. "Situation requires patience, wisdom & sagacity from all stakeholders to resolve prevailing impasse
through meaningful dialogue in larger national and public interest." (ISPR spokesperson Asim Bajwa tweets). What goes around comes around; the tactics used by Sharif in his past long march are now being applied by PTI and PAT against him. If decision to restore a Chief Justice can be made on the roads instead of parliament house then the Sharifs should understand it. Also, during their previous tenure the Sharifs attacked the Supreme Court. In fact, the political leadership has utterly failed to implement the democratic principles and allow human rights as provided in the constitution. The man on the street believes that the parliamentarians are incapable of solving their problems. Because of unfair status quo, there is unfair distribution of opportunities; only 5% are the lucky ones who control 95% of total wealth. The fake democracy (damn.o.crazy) in Pakistan has been responsible for a number of crises. The economics presents a sad picture, so does the political scenario. Previously, the people of Pakistan were sick and tired of Zardari regime which only had played tactful games to complete its tenure with a friendly opposition of the N league and others. Nevertheless, the alleged 2013 election fraud, incompetence and corruption led by the N league made it worst for the public to find basic needs. The 3rd time prime minister Sharif brought more misery for the Pakistani silent majority of 180 million. Since the ruling Mafia, in the name of democracy commits fraud, the Sharifs are under pressure from PTI and the PAT.

THANKS PCA & BCMA
By: Sikandar Hayat Surrey First of all, I would like to thank Br. Imraz Asin Bakridi for his burial services. He does it 110% with great humbleness, curtsy and efficiency during the most difficult times in a family’s life, when a dear one has passed away. He is the best man for his job. I would like to thank Br. Raza Mirani and PCA for showing leadership in organising Pakistan Day, along with raising funds and awareness towards Palestine. Thank-you to all other organisations who have raised this issue at their events. In this day, especially in this part of the world, it takes courage to stand by the helpless
PTI chief Imran Khan (stakeholder) and PAT chief Tahirul Qadri (non Stakeholder) have separately played their cards; both leaders have shown the kind of street support they command. Imran Khan came out as he has been waiting for the courts to force the Sharifs for audit in four constituencies and there is no relief as yet. Demand of electoral reforms and formation of independent election commission are genuine demands. Prime Minister Nawaz Sharif can’t simply resign a year after winning an election, but being involved in Model Town murder of 14 people, he has to step down for the justice system to work freely. Currently, the protesters are in front of Parliament in D CHOWK despite the presence of Park army. In general, the PM’s resignation and dissolution of assemblies remain part of demands Some argue that it’s only a national government that can bring electoral reforms and administrative reforms which is in the best interest of Pakistan. The problem is Nawaz Sharif has learnt nothing from his two previous incomplete tenures, most probably, he is a good business man who is devoid of political expedience. Democracy in its present form has failed repeatedly in Pakistan not because of army interventions but due to the selfish political elite that wanted to maintain the status quo for their personal advantage. In a parliamentary democracy, the first priority should be to bring about deep seated modifications where candidates are allowed to contest for a seat in the assembly. They must be highly qualified persons of utmost integrity well known for their con-
people of Palestine. Furthermore, I would like to thank our local Muslim media, especially Miracle, AlAmeen, and Canada Times, for shedding light on the Palestinian issue. I believe that all Palestinian and all Israeli people should have equal rights to live FREELY, literally, in their OWN lands. Thank you to the BCMA for organising an open Eid prayer at the Newton Athletic Park. Mufti sahib’s speech was awesome and timely, as usual. Finally, my biggest thank-you goes to those brothers and sisters who are ALWAYS working behind the scene to run our many nonprofit organizations. They never ask for anything, but Allah’s mercy. May Allah accept their good deeds and forgive their shortcomings! Ameen!
‘Heal Rather Than Wound’ By: Gulshan Aalani President Obama: Definitely good concept:
In fact the religious leaders and other Gov. leaders should be out thereadvising and supporting the protestors in their grief. They need sympathy, a support and consolation. Let us have some mercy on them in their difficult situation. Their anger is due to the grief of loosing a son especially by the hands of a White Police officer. So this is about discrimination also. Consequently, their anger is doubled, so anger and grief makes one go crazy. There is no doubt few trouble makers are in fact making the situation difficult, and then more killing of Black protestors is like dropping oil in the fire. They don’t need the Army and Military to control a few bad guys.
tribution to the society. More administrative based provinces will facilitate the public. However, a presidential system of democracy rather than the British parliamentary system of democracy would be more suitable. A presidential form of government like that of the U.S. is less expensive. Democracy in a country can’t flourish unless the feudalism is outlawed; the feudal mentality is to manipulate the system by buying votes through coercion. These chains of slavery must be broken through education, science, technology and innovation so that a strong middle class can emerge.

The neutrality of Pak army is praiseworthy; this would help democracy to flourish. Both leaders are ready for negotiation; Imran Khan has backed off from his earlier rhetoric of storming the prime minister house. Yet, he reiterates the dialogue would fail unless Nawaz steps down. The “sit in” would continue until talks are successful. Both Imran Khan and Allama Dr Tahirul Qadri have been rightly stating that democracy will not work in Pakistan without proper changes in the electoral system which ensures that only the brightest and those with unquestionable integrity come into power. A highly competitive and transparent merit based system needs to be incorporated to ensure honest and professional governance for stopping Pakistan from slipping deeper into a state of uncertainty.

(The Guns are of all the evil). When we have demos and Rallies of thousands of people walking peacefully, with just a few Police on the Bike moving with the protestors and some of us volunteers to control the crowd: in fact the handful of Police officers protecting us as well as to stop the trouble makers. This is what should be done by the Police working with the grieving Ferguson protestors. Why is that nobody officially supporting the protestors? Where are the leaders? Then the antagonizing happens on both sides, as both the groups haveno respect for each other for their own good reasons. If they want to be there whole day and night everyday let them be as only this way they can reduce their pain. They don’t need the Guns pointing at them or the bombs thrown at them.

A D FVAE I RT THI S E R Hadith No: 60 Book 1 Narrated By ‘Abdullah bin ‘Amr : Once the Prophet remained behind us in a journey. He joined us while we were performing ablution for the prayer which was over-due. We were just passing wet hands over our feet (and not washing them properly) so the Prophet addressed us in a loud voice and said twice or thrice: “Save your heels from the fire.”
Allah will make Islam prevail in the world Author:: Harun Yahya The Islamic world extends from Morocco and Mauritania on the Atlantic coast of Africa in the West to as far as Indonesia on the shores of the Pacific in the East. A great many of the 1.5 billion Muslims of different nations living in this vast expanse of territory have been confronted by various assaults, persecution, terror and even slaughter, solely for being Muslims over the last 200 years. Everything that has been happening lately in Palestine, Syria and Iraq, and all around the Islamic world may appear to be negative; however it should not be forgotten that they are created by God in order for Islam to prevail across the world. As revealed in the verse, “Allah loves those who fight in His Way in ranks like well-built walls,” (Qur’an, 61:4), Allah regards Muslims as a single nation or community. Under this command in the Qur’an, all Muslims have a duty to form an alliance when any harm befalls a Muslim anywhere in the world. This obligation and command is a verse of the Qur’an. The verse also notes the importance of Muslims being united and of the Islamic Union. When Muslims bind together to establish an alliance to prevent the damage done by lack of religion, then by Allah’s leave, corruption will disappear. Allah also reveals in a verse how there will be terrible corruption if Muslims are not united: “Those who are disbelievers are the friends and protectors of one another. If you do not act in this way there will
be turmoil in the land and great corruption.” (Qur’an, 8: 73) It must not be forgotten that the verses in which Allah commands Muslims to be united are clearly as obligatory as those commanding prayer or fasting. These verses apply to all Muslims. The command to “be united” also applies to all Muslims. Some people, and some Islamic countries, ignore this commandment of Allah. Yet Allah always approves of Muslims coming together and acting as one, as in the Friday and other prayers, evening iftar meals at Ramadan and religious holidays. Small amounts of financial aid collected for the poor by a very small number of Muslims, or a few people fleeing oppression in their own countries being accepted as refugees, does not fundamentally resolve the problems confronting the Islamic world. Approaching problems in such a piecemeal way is superficial and weak; Allah explicitly refers to the need for problems to be resolved comprehensively in this verse: “Fight them until there is no more disorder and the true religion is Allah’s alone. If they stop, Allah sees what they do,”(Qur’an, 8:39) Difficulties will help Islamic zeal Allah does not want people to be oppressed. He always wants the best for His servants. Attacks on Muslims and the way they suffer oppression, violence and persecution are especially created with a particular wisdom because such events are instrumental in encouraging Muslims’ Islamic zeal. If Allah did not create such events, people would fall into a state of apathy because, as part of the test of the life
The Miracle repeats its series of 99 Names of Allah (SWT) &Prophet Mohammad (saw) Names and Meanings. In last edition we printed Al Aziz name of Allah(swt) and Al Shahid Mohammad(saw) name.
of this world, Allah has created human nature to be predisposed to sloth, apathy, selfishness and parsimony. But when Muslims are martyred, and in particular when violence is inflicted upon women, children and the elderly, Muslims’ Islamic zeal grows. The reason for this growth in Islamic zeal is that Allah creates protective feelings in the human soul. Because of this feeling, seeing advantage being taken of the more naive or polite, or the physically weak, or the martyring or harming of people unable to defend themselves infuriates people of good conscience and this strengthens the desire to be united in the face of injustice. Allah reveals the effect the oppression visited on the weak should have on Muslims thus: “What reason could you have for not fighting in the Way of Allah — for those men, women and children who are oppressed and say, ‘Our Lord, take us out of this city whose inhabitants are wrongdoers! Give us a protector from You! Give us a helper from You’?” (Qur’an, 4:75) Allah creates all this persecution and cruelty and torture deliberately, in order to test His servants. Of course, Allah really has no need of such tests, because it is Allah Who creates what His servants do and will do in the future. Allah has created an infinitely long space of time within a single moment and has concluded all things within that moment. He produces these difficulties so that His servants can delightedly say in Paradise;”I strove on the path of Allah. I underwent difficulties and suffered. I made all kinds of sacrifice for Allah and exhibited patience and generosity.” He first creates difficulties and persecution in the Islamic world; He then brings about the reign of Islam and gives the impression to people that they were instrumental in all these things and that produces much fervor in people. We must not forget that Allah especially creates events of anarchy, terror and violence and wicked dictators in order to bring about the reign of Islam. One way or another, all these seemingly negative factors contribute somehow to the beautiful conclusion that awaits the world: The reign of goodness. Be it in the form of people being forced to choose peace over vengeance after years of seeing the horrors of wars and conflicts,
or developing the character to appreciate the blessings of security after years of fear, God creates everything for a special purpose that serves the destiny He has ordained. We should also always remember that It is God Who will make good people stronger and ensure the reign of goodness in the world. For this reason, saying ‘my efforts cannot change anything’ would be falling into the trap of Satan, and using this as an excuse would only be a means of trying to avoid one’s responsibility. Hostility toward Islam By denying Creation, irreligion encourages the idea that life and the universe are merely the work of blind chance. The denial of the existence of Allah prepares the grounds for the disappearance of fear of, and belief in, Him. Someone who holds such an opinion, even though it has no scientific foundation, will believe that all mankind is in a constant struggle for survival and that the strong invariably crush the weak. As these facts show, it is this perverse ideology, not any nation or civilization (Western civilization, for instance), that makes leaders of the civilizations and nations in question — or in the Islamic world — bloodthirsty despots hostile to Islam. This ideology has come to prevail across most of the world, and has brought savagery and tyranny wherever it reigns. Therefore, it is extremely important that the struggle to be waged against irreligion be an intellectual one because irreligion is not only a force that leads people to hell by eliminating their faith; it also seeks to make the world a place of war and disorder and Muslims are its main target within that climate of war and disorder. Almighty Allah creates these things in order for Muslims to strive against corruption. In this way, He encourages them to perform great services for the faith and also to wage a major intellectual and scholarly “cultural campaign” against corruption. He has created a benefit by which they can attain Paradise, and also make this world a place resembling Paradise.. The writer has authored more than 300 books translated in 73 languages on politics, religion and science.

Vancouver named one of the world’s most liveable cities
By:Lindsay William-Ross Just how good is life in Vancouver? Pretty darn good, considering the city is ranked among the top 10 around the globe for liveability. Finishing top among its Canadian peers Toronto and Calgary, The Economist has calculated their data and placed Vancouver third in their list of the best places to live according to their “liveability index.” The publication explains how the rankings were determined: The index crunches 30 factors related to things like safety, healthcare, educational resources, infrastructure and environment in 140 cities. Over the past
five years urban life has deteriorated somewhat: liveability has declined in 51 places and improved in 31 places. Some pretty standard trademarks for a “liveable” urban centre are that they “tend to be mid-sized cities in wealthier countries with a relatively low population density.” Yep, sounds like Vancouver! Other recent honours for Vancouver include the city being named one of the healthiest in the world, as well as one of the most innovative. Let’s just hope all this global recognition for our fabulousness doesn’t drive the price of rent up even higher.
Fast-growing Surrey leads in saving biodiversity costly to reintroduce them. The City of Vancouver threw down the green gauntlet by declaring its aspiration to become the world’s greenest city by 2020. Other municipalities in the region are picking up the challenge. Surrey, while preparing to add 300,000 more people by 2041, is the first Metro Vancouver municipality to adopt a biodiversity conservation strategy (PDF). It’s become a green leader by moving forward to create and join large, highvalue, diverse habitats in the first approved section of the Regional Green Infrastructure Network. Compared to the relative inaction of provincial and federal governments, municipalities across Canada are
Surrey, the fastest growing municipality in Metro Vancouver, is creating healthier living environments for people and wildlife by identifying high-value green spaces, preserving them and connecting them in corridors. We know that green spaces are vital for stressed-out urban dwellers. A large and growing body of research (PDF) points to the positive psychological and health benefits people get from spending time in nature. But municipal development is too often haphazard and piecemeal: this small pocket park in exchange for that dense development. When precious — and limited — urban green spaces are gone, it’s often too late or
already leading the way in responding to climate change. Now Surrey is setting an outstanding example on how to preserve important habitat by setting up biodiversity targets for wildlife and ecosystems, establishing conservation criteria for corridors and sites, identifying a network of natural areas for long-term biodiversity and monitoring the entire process. Congratulations Surrey for recognizing that retaining biodiversity is key to a healthy, livable and sustainable community! Let’s encourage all Canadian municipalities to recognize the value nature provides.

Pakistan Canada Association Stands with Palestine
By: Raza Mirani After a seemingly long hiatus PakistanCanada Association once again brought the Pakistani-Canadian community together in grand style at the Grand Taj Banquet Hall to celebrate Eid-ul-Fitr and the Independence Day of Pakistan. Hosted by Raza Mirani the event began on a somber note as it marked the one-week anniversary of the passing of community pioneer and past-president Mr. Aftab Alam. The loss has weighed heavy on all and especially those in the PCA family. The event also highlighted the plight of the people of Palestine and in particular Gaza. After the recitation of a passage from the Holy Quran and the playing of the national anthems the event began with the words of Palestinian Omar Shaban. Omar is the founder of ‘Youth for Gaza’ and spoke eloquently on the struggles facing his homeland. A short video clip from Al-Jazeera reporter Imtiaz Tyab quieted the crowd as they watched the devastation at a UN school in Gaza. Community volunteer Furquan Gehlen spoke about his campaign to establish a Department of Peace in Canada, an initiative fully endorsed by Pakistan-Canada Association. NDP Member of Parliament Jinny Sims then spoke on the reaction from the honorable opposition and on her efforts to
bring an end to the violence in Gaza. This portion of the event was then capped by a brief fundraiser hosted by Maulana Abdur Rehman which raised over $30,000 in pledges and cash donations. President Haroon Khan took the stage after Maghrib Namaaz and encouraged the audience to continue to donate generously. Our inaugural Quaid-e-Azam Leadership Award was presented to outgoing Consul General Shuja Alam for his outstanding efforts during his time in Vancouver. An appreciative Shuja Alam took the stage and expressed his thanks for the friendships he has established in British Columbia and admitted he feels like he is ‘…leaving a home...’ The formal event was capped by a speech from Surrey Independent Mayoral candidate Doug McCallum. A musical program from Shahid Ali Khan and friends highlighted the evening with the sounds of the late great Nusrat Fateh Ali Khan along with audience requests. The event was graciously sponsored by Nomi Malik, Abdul Qayyum, Galaxy Travel, Allied Insurance, Pak National Foods and CMP Care in Motion Pharmacy. Special thanks to youth volunteers Nidha Yaqub, Tameen Imran, Fareed Yaqub and Bakhtiar Yaqub for organizing the children’s area.

Canadians want balanced and principled approach to Mideast conflict: Tom Mulcair
As Canadians, we don’t want our country sitting on the sidelines, unwilling to help and marginalized by Stephen Harper’s onesided approach. When four children playing soccer on a Gaza beach were killed by Israeli shells, like so many other Canadians I was touched personally and thought of my own grandchildren. No child — Israeli or Palestinian — should have to live in fear of such violence. New Democrats have long been committed to a policy of supporting peaceful coexistence in viable, independent states with agreed-upon borders, an end to Israeli occupation of Palestinian land, and an end to violence targeting civilians.
Israel’s right to defend itself comes with the responsibility to protect civilian lives — and we have criticized the unacceptable number of Palestinian civilian casualties from Israeli Defense Force attacks during this conflict. The horrifying shelling of a United Nations facility sheltering refugees in Gaza was completely unacceptable and a clear violation of that responsibility. While Conservatives and Liberals have both taken a one-sided approach, New Democrats have been speaking out in a principled and balanced way. We recognized the humanitarian crisis Gaza residents are facing and demanded Foreign Affairs Minister John Baird agree to contribute to the UNRWA emergency humanitarian appeal for Gaza. Sadly, Conservatives refused. I have spoken to Dr. Izzeldin Abuelaish to offer our support of his initiative to bring injured Gazan children to Canada for treatment, an inspiring initiative that could make a real difference for the most vulnerable victims of the conflict. I have written to Prime Minister Stephen Harper urging him to endorse the proposal. Unfortunately, our pleas have fallen on deaf ears as Conservatives refuse to support this truly compassionate and humanitarian initiative. By: Tom Mulcair Published on Sun Aug 10 2014, Toronto Star

Imam Zijad Delic Launching New Book in Vancouver
Interview by Imaad Ali Dr. Imam Zijad Delic, who served the local Muslim community in BC from 1995 to 2006 is returning to Vancouver this weekend where he will be launching his new book “Canadian Islam: Belonging and Loyalty.” He will be leading Jummah prayers at Masjid Al-Salaam in Burnaby and appearing at the Muslim Youth & Family Convention at the Vancouver Convention Centre on Saturday, and will be signing copies of his book at both locations. The Miracle had a chance to speak to Imam Zijad this week: MIRACLE: Welcome back to BC. What was your goal in writing this book? There are many books written on Islam and Canadian Muslims; however, these books often do not address the issues. This book is my narrative, my story that I know, understand and love. The aim of the book is two-fold: a) To give Muslims a manual for dealing with new challenges and b) to offer Canadians of other traditions or no tradition with the material that is understandable, honest, first hand, objective yet critical. This books aims at reducing the gap
in misunderstandings that we see within the larger society. Overall, this book is an amazing initiative that could generate an honest, objective and needed discourse on Canadian Muslims and Islam...with one difference, if we compare previous discussions and it is that Canadian Muslims are an integral part of the discourse. MIRACLE: Let’s go back to your early days. You had the opportunity to go down so many paths academically and to be successful in many sectors, yet you chose to go to Pakistan and study to be an Imam. What was it that influenced this decision? It was a challenging decision; however, today when I think of all I did in the last two decades, I would happily take the same path again. The choice to pursue education that would even more ground me in the position of an imam was a delicate at the time of communism in Bosnia; however, I liked challenges especially ones that involved reforms of the social environment. (My) Influences were many. One of them was my personal desire to learn, know more and contribute to the needs of the community… in Bosnia then and/or any other as this one in Canada. MIRACLE: You’ve mentioned in speeches that your family did not choose Canada randomly when you moved here in the early nineties from Bosnia. What was it specifically about Canada that attracted you? Yes, we had many opportunities to settle in different countries; however, Canada was like a bright start. What attracted me was Canada’s diverse mosaic; its security in being one of the most diverse culture in the
world, its ability to manage that diversity successfully, opportunities given to the newcomers, etc. MIRACLE: The book’s is entitled “Canadian Islam: Belonging and Loyalty.” What do you make of those who assert that one can’t be loyal to both Canada and to their Muslim faith? The last chapter focuses on this reality of us being a good Muslim and a good citizen. One is ideological or philosophical loyalty while another is national or geographical. In my opinion, one reinforces the other, as long as both are appropriately understood. MIRACLE: One of the chapters is entitled “Multiculturalism: The Qur’anic Principle.” This seems very interesting. Does this mean that Islam is compatible with our Canadian notion of multiculturalism? Certainly, Islam is compatible with Canadian Multicultural society in essential value. Unfortunately some Muslims are NOT! MIRACLE: You have a unique approach as this is a self-published initiative that people can sponsor. Yes people can sponsor books on behalf of their family members or friends who passed away as the Sadaqah Jariya. Once when these books are sponsored, for example, to libraries in Vancouver (there are 22 public libraries in Vancouver), we would deliver it to them or sponsors could take that responsibility. In this way the image of Islam and Muslims is protected. MIRACLE: I understand that you’ve
made an effort to get this book out to Canada’s political leaders. Could you tell us more about that? We have already received sponsorship (to give copies) to all Senators on Parliament Hill in Ottawa (105 of them), and almost all MPs are sponsored (310 of them) as well as RCMP, Police units, School boards, social services agencies, etc.

Drivers listed for postal voting
Shalveen Chand BUS drivers and taxi drivers have been listed for postal voting. The Electoral Commission and Fijian Elections Office want to ensure that on September 17, voters have access to transportation to get to polling venues.Electoral Commission chairman Chen Bunn Young said they were in talks with bus operators to ensure all registered voters had access to transport.“We have already met the taxi people and they have expressed support to provide services
on that day,” said Mr Young. “The only thing we have to consider now is to include taxi drivers in postal voting and we suggested to them that they do so like everybody else by way of application.”Mr Young said bus operators were a slightly different category because they catered for a large population of voters, especially in the rural areas “and we will be looking forward to that”. “So, I have deputised James Sowane to work with the people in the elections office to identify the polling venues, the roads and routes that will need extra bus services. Polling venues will be finalised later this week. Journalists are also included among those who may vote before September 17. Source: www.fijitimes.com

From the pen of the Founding Editor
Mr. Aftab Alam—Loss of an Icon Sqn. Ldr. (R) Nusrat Hussain
Mr. Aftab Alam, a well known figure of our community, left us last week for his eternal abode. “Surely, we belong to Allah and will return to Him.” I would not hesitate to mention that he was one of the most honorable men of our community that I came across in Vancouver. Instead of mourning his death; I would like to pen my words remembering his blessed company and the rich conversations we enjoyed as two individuals, who were respectful towards the views of each other. I remember the first time I ever met him in early 2001. It was at the business place of his younger brother, late Mr. Ijaz Chaudhry. Those were the earlier days of publishing ‘The Miracle’ and I had gone to deliver a copy of the newspaper. He was very excited about the introduction of the first Muslim newspaper in British Columbia. We spent more than an hour discussing different issues for the newspaper coverage. I immediately recognized him as an intelligent person who was deeply concerned with the future of Muslims, Pakistanis and our youth in the political arena of Canadian politics. We instantly bonded because of our similar views on a variety of subjects and because of our common military backgrounds. After that first meeting; it became routine for us to talk on the telephone, for hours, on a regular basis. Despite his ill health, he visited Pakistan a few years ago. The main purpose of the visit, as he mentioned to me, was to see his family, friends and also to donate cows to some poor men of his village. He had kept a handsome budget for the cause. His vision and rationale behind this dona-
tion was that in that poverty ridden area; a single cow could feed a family of few by selling the milk- thus providing a business solution and an ongoing income for those needy people of his village. Upon his return from Pakistan; he felt somewhat dissatisfied with his initial efforts and was not able to completely execute the project due to time constraint and some other factors. I
never got a chance to ask him again about the completion of his desire. Even though he was much senior to me in age, but always communicated in a frank and friendly manner. We discussed many

things and everything that came our way. Most of the times it would be politics, but religion, philosophy, literature and military life also constituted a pleasurable part of our conversations. He was generally passionate about Canadian politics and the Muslim affairs throughout the world. He was particularly concerned about the interaction of Pakistan with the outside world and the state of affairs of the Pakistani people. He was vocal about the issues in Kashmir and Palestine. He was an Ex-officer of the Armed Corps and had also served with the well known Retired General, Hamid Gul of the Pakistan Army. He was one of the founding members of Pakistan Canada Association which is the oldest organization serving the Pakistani community of Vancouver. He also remained involved with the British Columbia Muslim Association (BCMA)another oldest Muslim Association taking care of the religious needs of most of the Muslims of B.C. He was very much associated with ‘The Miracle’ and regularly wrote his views in the ‘Letters to the Editor’ column of the newspaper. His letters were eagerly read
and well responded by the readers. The last time, about a month before his death, I went to see him at Vancouver General Hospital. His face looked bright and healthy. I took few pictures of him with my telephone camera. He was smiling and calm and talked in his usual soft tone. I wanted to take him out for a short walk or coffee somewhere nearby. He told me that it was difficult for him to walk. Before, I could insist with the offer of driving him in the hospital wheelchair, his family arrived for the visit and I left without presenting my offer. I will always remember him as a wise man, who lived a successful life, remained noncontroversial and gained respect from all sections of the community. Mr. Alam was a thorough gentleman; articulate in political outlook, had a softer tone and was logical in his arguments. We seldom disagreed on a subject; but whenever we did, we would stick to our positions with strong arguments and yet stronger counter arguments. On all such occasions he would say in his usual soft smiling tone, the whisper of which still echoes in my ear, “Well Nusrat, let us agree to disagree.” May Allah Paak bless his soul in Jannah- Amen.

Tips for Cleaning for Fall
By: Sara Elliott When the days start getting shorter and your thoughts turn to sitting around the fireplace instead of standing around the outdoor grill, it’s time to invest a weekend on fall cleaning. Spring isn’t the only time of year it pays to clean, organize and take stock of your home environment and accumulated stuff. Autumn is a perfect opportunity to stash that summer sports gear and other assorted toys, and start figuring out where you tossed the umbrellas, driving gloves and snow shovels last spring. You spend major time indoors when the weather gets cold, so the more you do now to clean and arrange your space, the more pleasant it will be to hunker down for the duration when the weatherman starts talking about frost on the pumpkin. These important autumn chores will help get you prepared for winter and save you from having to play catch up during those short winter weekends when there never seems to be enough time or energy to get things done before it gets dark outside.
1: Winterizing Your Kitchen
OK, so it isn’t glamorous, but a good kitchen overhaul every once in a while helps keep germs and grease buildup under control. It also makes everything smell fresher and look brighter. Apart from regular maintenance, this is the time to wash the curtains, replace the shelf liners, remove and clean the ceiling fixtures and review all the bottles and cans that have taken up residence under the sink. This seems like a big job now, but once you’ve started to work, it will go fast. This is also the time to give your major appliances some attention:
in a while, so start with some preliminary •Bedding recon. Take an inventory of what your garage contains and how you’d like to organize the space. Make a list of things you’re planning to pitch. Move from there to stuff you want to give away, like old toys or that exercise equipment that you never use. Your third list should include items that you plan on keeping, but start to see them in relation to the space. Begin at the car entry door and serious cleaning, even though you spot-clean work back. Keep the most useful items, like drips and spills right after they happen. Take tools, in front. Harper government considers tightening ‘citizenship by birth’ rules
By Andy Radia Canada Politics Over the past several years, the Harper government has made some tough decisions on the immigration file. They’ve cancelled the immigrant investor program; they’ve tightened rules surrounding immigration for parents and grandparents; they’ve rejigged the Citizenship Act, and they’ve tackled marriage and refugee fraud. So what’s the next issue on Immigration Minister Chris Alexander’s desk? It looks like it’s going to be ‘citizenship by birth.’ Canada and the United States are the only two western countries that still automatically grant citizenship to anyone born on their soil. That means if non-citizens or non-residents have a baby in Canada, the baby becomes a citizen and can, as an adult, sponsor his or her parent for immigration. According to a ‘secret’ 2013 document presented to then-immigration minister Jason Kenney — put together by various federal departments — the Harper government is being urged to eliminate that birthright. The 17-page document was obtained by the Toronto Star via an access to information request. [ Related: Chris Alexander says Canada’s doors still open to rich Chinese ] One of the main concerns is that automatically giving citizenship to those born in Canada can lead to fraud.
In 2013, the National Post reported on a Canada Border Services Agency document which suggested that a number of pregnant Nigerian women made their way to Canada in a “pattern... reminiscent of an attempt to exploit birthright laws.” The Post called it “birth tourism.” Foreign-language websites now offer to house pregnant mothers close to hospitals in the “maple syrup kingdom,” while listing the social welfare benefits available in Canada — free education, free health care, child benefits, old age pension. Many of the websites offer toll free calling from China. “The best gift you can give your newborn is a Canadian passport,” reads one such website, which rates Canada favorably against the U.S. since the latter offers relatively poor welfare benefits and the costs of living and education are higher. A government source confirmed to Yahoo Canada News that they are indeed “reviewing citizenship policy with regard to the issue of birth tourism,” but that no final decision has been made. Any change to the existing policy would require coordination with the provinces, as they are ultimately responsible for issuing birth certificates. [ Related: Temporary foreign worker changes side-swipe fashion industry] Critics, however, are urging the government to proceed with caution. Some worry that the policy is too harsh and
could, at some point, deem certain individuals born in Canada stateless. “This proposal is in line with the government’s ideological approach to immigration rather than any evidence-based solutions,” immigration attorney Michael Niren told Yahoo Canada News. “The government wants to block as many roads to Canadian citizenship as it can. Contrary to the trend of globalization, we are taking a more isolationist stance when it comes to immigration and citizenship. This is the opposite approach of what Canada needs, given it’s aging demographic. “These cases represent such a small minority of the total births per year that one can only conclude it’s the government’s ideology of isolation that is driving policy.”
Andrew Griffith, formerly a director general for citizenship and multiculturalism at Citizenship and Immigration Canada, says that the small number of children born to foreign nationals doesn’t necessarily justify the cost to annul the law. “There is no evidence that this is a major problem,” Andrew Griffith, formerly a director general for citizenship and multiculturalism at Citizenship and Immigration Canada, told Yahoo in an email exchange. “Possibly 500 cases out of annual births of some 360,000.” According to the secret report referenced above, if the federal government was to nix the birthright, there would be significant costs to bear with regard to how provinces register births. A new national system for proving citizenship would be necessary, and the infrastructure for enforcement would need to be put in place. [ More Political Points: Should Canada accept more refugees? ] For their part, the opposition parties seem undecided on the issue. The NDP didn’t respond to an email request from Yahoo Canada News asking for their views. Meanwhile, Liberal immigration critic John McCallum told Yahoo that while he’s always “suspicious” of the Conservatives on immigration reform, they don’t have a position as of yet.

Social Manners & Etiquette
No matter how wealthy, attractive or pow- texting, taking or making cell phone calls, erful you are, according to the authors of or reading a book while they’re trying to in“Better than Beauty: A Guide to Charm,” teract with you. none of these will redeem you from the Conversations unflattering label of being boorish, rude or insensitive to the feelings of others. While the practice of good manners has dismally diminished with the rise of technology and the dissolution of traditional families, a polite and refined demeanor is still an attribute appreciated in social and business situations.
Courtesy and Respect
Socially correct behavior is all about observing The Golden Rule you learned in childhood -- treating others the way you want to be treated. This means acknowledging their presence with a pleasant greeting, always remembering to say “please” and “thank you,” respecting their privacy, opinions and possessions, and being a thoughtful and considerate guest, whether it is for a dinner or a weekend stay. Opening doors, giving up your seat on public transportation or simply lending a helpful hand to someone in need without anyone asking are all demonstrations of proper manners. To this etiquette list is added the necessity of giving others your undivided attention by not
Just because you have many things to say doesn’t mean you’re entitled to dominate every conversation, constantly interrupt others when they’re talking, or engage in loud, abrasive arguments if someone disagrees with you. If you are a socially refined person, you understand why you have one mouth and two ears and use them accordingly to encourage others, keep an open mind, eschew gossip and practice discretion. The authors of “Social Graces: Manners, Conversation, and Charm for Today” advise that you not only avoid controversial topics when meeting others for the first time but that you steer clear as well of personal questions that might make them uncomfortable. If you inadvertently offend someone or make a mistake, the socially responsible thing to do is apologize as soon as possible.
Gratitude Everyone likes to know they are appreciated for kindnesses they have performed, writes Peggy Post, author of “Emily Post’s Etiquette.” Whether it’s a card, a present or a favor, there’s no excuse for not taking the time to express what it meant to you. In an

The advent of technology, however, before all of the ladies sit first. has reduced this simple courtesy to emails, Public Behavior voice mails, text messages or, sadly, no “thank you” at all. No matter how busy you are, keep in mind it will probably take you less time to compose a thoughtful response than it took your recipient to do the kind deed initially. Another important tradition that has fallen by the wayside is the gracious acknowledgment of social invitations. Never leave your host hanging by failing to RSVP or, worse, bringing along uninvited guests. How you behave in the privacy of your Table Manners home is often different from how you act once you step outside your front door. Social graces dictate your being mindful of how others perceive both you and your actions. Talking or yelling loudly, engaging in inappropriate displays of affection, spitting on sidewalks, littering, playing loud music, swearing or cutting ahead of others in lines are all discourteous behaviors. often focus on building relationships with others that we forget the essential first step - that’s being friends to ourselves. It is the crucial first step if we are to have good relationships with others. There are often challenges to have good relationships with others if we don’t even have good relationship with ourselves! 1. Forgive yourself You may have made those mistakes in the past, but is there anything you can do about them? Except learning from them. It’s true that you are not perfect, but neither is anybody else. It’s normal to make mistakes, so do yourself a favor by giving yourself forgiveness. 2. Accept things you can’t change There are some things you cannot change, such as your background and your past. So learn to accept them. You will feel much relieved if you treat things you can’t change the way they deserve just accept them and move on. 3. Focus on your strengths Instead of focusing on your weaknesses, focus on your strengths. You always have some strength which gives you a unique combination nobody else have. Recognize your strengths and build your life around them. 4. Write your success stories One reason we may not like ourselves is we are too focused on what we don’t have that we forget about what we have. So it’s helpful to make a list of your achievements, write your success sto-
have to be big things but are a lot of small but important achievements in our life. For example, if you have some good friends and families, that’s your achievement! 5. Stop comparing yourself with others You are unique. You can never be like other people and neither can other people be like you. The way you measure your success is not determined by otherr people and what they achieve. Instead, it is determined by your own life purpose. You have everything you need to achieve your life purpose, so it’s useless to compare yourself with others. 6. Always be true to yourself You don’t like other people being dishonest to you and similarly you won’tt like yourself if you know that you are dishonest to yourself. Whether you realize it or not, that gives your mind a reason not to like yourself! That’s why it’s important to always be true to yourselff in whatever you do. Be honest and follow your conscience. shabnam@skcounselling.ca

HEALTH
Our children are contaminated with chemicals!
I have written several articles about toxic chemicals, environmental pollutants, radiation, heavy metals and other contaminants in the last few years. To the disappointment of many, the relevant agencies are not interested in paying heed or even willing to read. Hundreds of scientists, doctors, parents and activists worldwide have voiced and expressed their fears and sounded the warning sirens. Unfortunately, their calls have also fallen on deaf ears. However, I will not give up. I am going to let out a scream from the depth of my being, the way Edvard Münch, the famous 19th century German impressionist, expressed it with his painting brush in the well-known painting, “The Scream.” Maybe then the authorities, organizations, agencies, scientists, doctors, industrialists and governments will awaken to respond to prevent the explosion of an uncontainable human and ecological disaster. Today, it is about how toxins reach children. I will elaborate on the many ways children are getting bombarded daily with synthetic chemicals (food additives, artificial sweeteners…), toxins, plastics, paint, through pesticide-sprayed homes and produce, commercial meat and poultry (antibiotics, hormones), polluted air (fumes, exhaust), bottled and contaminated tap water (plastics, heavy metals), smoking parents, skin care products, drugs (antibiotics), vaccines (mercury, preservatives, animal and human tissues), cleaning agents (detergents), radiation and other hidden or seemingly innocent products, putting their systems off balance and slowly poisoning their brains and bodies. To be fair, viral and bacterial infections, diseases and epidemics have become considerably reduced and controlled in the last half of the 20th century due to cleaner food, water and environment and better health care systems. However, in recent years, we see and experience the emergence of different types of disabling disorders, such as autoimmune disorders, allergies and cancer, due to modern-day contaminants, once uncommon to our communities and to us. According to Dr. Philipp T. Landrigan, paediatrician, epidemiologist, and director of the Children’s Environmental Health Center at Mount Sanai School of Medicine, asthma attacks in children have tripled in the last decades, becoming quite common reasons for admittance in hospitals as well as causes for school absenteeism. Another disturbing condition recently seen is the development of cancer in consequence to injuries, which is also one of the foremost causes of death in children in the United States. Other types of cancer that have also risen to 40 percent in the last 30 years are leukemia (cancer of the blood) and cancer of the brain. Some cases are curable, but others are not as fortunate. Developmental and behavioral disorders have escalated in the US and Saudi Arabia. These range from attention deficit hyperactivity disorder (ADHD), attention deficit disorder (ADD), dyslexia and other learn-
ing disabilities and behavioral disorders to autism and mental retardation. More American children are diagnosed with autism, reaching one child in every 88 children, becoming the second most prevalent neurodevelopmental disorder in America, and it is rising. Autistic children lack the ability to communicate normally with people (even their parents) and form normal relationships with their families or others. They require special care, love, understanding, special coaching, and one-to-one attention. Unless the condition is addressed early enough, these children carry their disabilities to adulthood. Reproductive disorders due to birth defects in male newborns, called hypospadias (shorter distance between rectum and testicles), have become more frequent lately. According to a study headed by Shanna Swan of the University of Rochester, New York, exposure of male fetuses in utero (before birth) through mothers to softening agents (phthalates) in plastics cause such genital dysfunctions and defects and sterility. In the last decades, obesity in children has risen four-folds in most industrial countries, led by the US. The Gulf countries have followed suit and surpassed such countries, exceeding 40 percent of their populations. For those of us who are unaware of the harms of obesity, I would like to explain that visceral (belly) fat releases inflammatory (toxic) chemicals that lead to metabolic syndromes (diabetes type 2, hypertension, arterial plaque, cancer) even in young children. Diabetes type 2 was literally unheard of in children before the fastfood trend. Now children and adolescents have also become victims of the disorder, even though metabolic syndromes were rarely seen in young children. Because diabetes 2 has reached a record high, “becoming an epidemic,” Dr. Landrigan urges to address such chronic disorders. Parents, schools, and regulatory agencies should work to reduce the exposure of children to pure sugars, refined and processed foods, trans fats, chemicals, plastics, and environmental and industrial toxins. Baby formula bottles and nipples, baby shampoos, and body care products all contain toxic ingredients that are cumulatively damaging to babies and children’s health. Proactive parents are calling for the discontinuation of the use of harmful chemicals in baby products, wear, fabrics, toys, upholstery, and furniture. Because of fear of boycott or drop in sales, certain smart manufacturers in the US have taken action to stop the use of some of the harmful products (to protect their business!), but they (unscrupulously) continued exporting the old types to Third World countries. Due to their smaller bodies and undeveloped systems, infants and children are at a much higher risk than adults to becoming contaminated by toxic material. They are daily exposed to thousands of synthetic chemicals in their environments; some we know of and others we don’t. Everyday, new untested chemicals are added to baby and adult foods as additives (coloring, taste enhancers, stabilizers, preservatives, emulsifiers, artificial sweeteners, flavors). Other dangerous toxins are included in the manufacturing of kitchenware (coating of pots and pans), plastic water bottles and other house-ware products. They are also
found in personal care products (shampoos, lotions), fabrics of children’s wear (flameretardants), cleaning agents, paints, glues, toys, furnishing, textile, carpets, pesticides and more. According Dr. Landrigan, such harmful “chemicals have never been tested for toxicity” on children or adults. Moreover, the American Food and Drug Administration (FDA) does not regulate them. Of course, the Saudi FDA does not have an independent view from American FDA. Dr. Landrigan explains that for their weights and smaller bodies, children drink “more
water, eat more food, and breathe more than adults,” making them more exposed to contaminated water (heavy metals, fluoride), food additives (colorings, flavors), artificial sweeteners, toxic chemicals, plastics, environmental pollutants, fumes, car exhaust, heavy metals and industrial waste. Moreover, children’s body are not well equipped to detoxify from such poisonous substances. Infants, in particular, have systems that are not mature enough to filter out toxins, making them more susceptible to all kinds of toxicity.

Help Your Child Prepare for Back to School
By Joanne Barker When summer winds down, it’s time to get ready for a new school year. Buying notebooks and scoping out sales is the easy part. There are less tangible things you can do as well. Here are 9 ways you can help your child -- and yourself -- get ready to go back to school.
1. Re-Establish School Routines
Use the last few weeks of summer to get into a school-day rhythm. “Have your child practice getting up and getting dressed at the same time every morning,” suggests school psychologist Kelly Vaillancourt, MA, CAS. Start eating breakfast, lunch, and snacks around the times your child will eat when school is in session. It’s also important to get your child used to leaving the house in the morning, so plan morning activities outside the house in the week or two before school. That can be a challenge for working parents, says Vaillancourt, who is the director of government relations for the National Association of School Psychologists. But when the school rush comes, hustling your child out the door will be less painful if she has broken

8. Talk to the Teachers Of course, teachers are the reason your child is there. When you talk to your child’s teachers, ask about their approach to homework. Some teachers assign homework so kids can practice new skills while others focus on the accuracy of the assignments they turn in. Ask for the dates of tests and large assignments so you can help your child plan accordingly. For instance, if you know a big test is coming up on Friday morning, you will know to keep things simple on Thursday evening.

2nd Annual Scholarship and Graduation Ceremony
Baabul Ilm Education Society, a registered non-profit organization, hosted their 2nd annual Baabul Ilm Scholarship Awards and Graduation Ceremony in Cloverdale Recreation Center on Friday August 15, 2014. The ceremony was very well attended by more than 100 people from all walks of life. The program started with a recitation from the Holy Quran by Br. Zaheer Manki. The society’s goals and objectives were presented by Nadeem Kazmi. Dr. Nasir Zaidi, one of the very learned scholars of the Muslim community in BC gave a very thought provoking and informative speech. He highlighted the importance of acquiring knowledge and education in the eyes of Quran. His speech was followed by presentation of graduation certificates and gifts to the students of grade 7 and 12. This year 5 students from grade 7 graduated to high school and 4 students graduated from high school. Students graduating from grade 7 and going to high school included; Kissan Naqvi, Ayman Jafri, Khadija Akbar, Ali Jawad Mithani, and Ali Hamza Zaidi. Sana Fatima Zaidi, Aneesah Jaffer, Zohaib Jafri, and Saif Sajid graduated from high school and they will be going to
UBC, and SFU Insha’Allah. Br. Hasan Zaidi and Imran recited beautiful Na’ats in their lovely voices. This was followed by the presentation of scholarship awards. The C$1000/- scholarship awards were presented to S. Zohair Jafri s/o Hasan and Ghazala Jafri (grade 10). Four awards were presented to grade 11 students. The award recipients include: Zamina Mithani d/o Dr. Akbar and Shabnam Mithani, Zehra Abbas d/o Mr. and Mrs. Haider Abbas, Manaal Ali d/o Mr. and Mrs. Mustafa Ali, and Mutahar Shah s/o Dr. Tajamul Naqvi. Saif Sajid s/o Mr. and Mrs. Mohammad Sajid and Aneesah Jaffer d/o of Mr. and Mrs. Mehmood Jaffer were the scholarship winners in grade 12 category. Awards presentation was followed by a very nice and short speech by Sheikh Murtaza Bachoo. Sheikh Murtaza addressing the award winners highlighted the importance of giving back to the community. He mentioned that in order to continue and further strengthen the noble causes and good work, like the one initiated by the Baabul Ilm Education Society, it is the responsibility of the youth of the community to pay back to the community in
whatever way they can when they start their professional careers. Dr. Zareen Naqvi in her concluding remarks presented some very interesting findings. She said that most of the parents believe that today’s youth are considered techy geeks, spending too much time on their smart phones, wasting time playing silly electronic games, not very responsible, and not religious or pious enough. Parents from times immemorial have had similar ideas about their youth - it is called GENERATION GAP. But in reality, research in Western countries shows that today’s youth are better than youth a generation or two ago. All the research based behavioral indicators show that the current youth are better than their parents. Here are some facts: •Youth criminal convictions have fallen significantly in in recent years. • Teenage murder rates have plunged. •Use of hard and recreational drugs by young
people is falling. • A survey in Britain found out that today’s youth are less rude and noisy in public places • In the US, binge drinking by high school kids has fallen by 1/3 since the 1990s. •Cigarette smoking is now an anomaly among teenagers, but some do smoke “pot” •Young people are more innovative and entrepreneurial than ever before and are establishing their own businesses at very young ages. The ceremony concluded with a delicious dinner served by Al-Medina Restaurant of Surrey BC.

Rules of the game
By Zubeida Mustafa It was quite an extraordinary way of celebrating the 67th anniversary of Pakistan’s independence last week. Believing that they could usher in freedom/revolution by bringing their supporters out on the street, Imran Khan and Tahirul Qadri succeeded only in creating polarisation and instability in a crisis-ridden country. The two marches organised by these leaders have evoked strong reactions from political observers. A large segment of pro-democracy opinion views this show of force as an extra-parliamentary move by the opposition that could derail the democratic process and open the door for military intervention. There have also been allegations of collusion between the agitators and elements in the military. Others have defended the people’s right to protest against government excesses. The speculation of regime change has been intertwined with an ongoing discourse on the military-civilian role in politics. Against this backdrop, comes a new book by a political science lecturer at Princeton, Dr Aqil Shah, The Army and Democracy: Military Politics in Pakistan which attempts to sort out the chicken or the egg conundrum. Aqil Shah throws his weight unequivocally against the military. He holds the army’s belief system to be responsible for the crisis in Pakistan. According to him, the military perceives its role to be that of a state institution with the capacity to reconstruct the country through a controlled democracy by “officers trained and socialised in an organisation with strong pressures for conformity and assimilation”. They believe that the military’s disciplinary and despotic solutions can be applied to sociopolitical and economic problems while politicians are rabble rousers lacking this ability. As a result, the army considers it to be its responsibility to seize power every time it feels the country is at the brink. It is, therefore, the army mindset that needs to be reformed, the writer proposes. This, no doubt, has been a major obstacle to democracy in Pakistan. But not the only one. Have politicians behaved as guardians of constitutional government? So strong has been the aversion to army rule that political scientists generally blame the army for our failures. But we need to look at the issue with an open mind. A glance at Pakistan’s history shows that civil society and non-military state actors have also let down the country by acting brashly and creating mayhem that
Cry, My beloved country!
gave the army an open invitation to intervene. There were occasions when the judiciary, the media (including individual journalists), and politicians who were hand in glove with the men in uniform too paved the way for the latter to the corridors of power. If civilian rulers have been forced time and again to call out the army to assist with security duties, as at present in Islamabad, they themselves are to blame. They have never tried to build up the police as a professional law enforcement force, in fact have corrupted it by interfering politically in its working. The occasions when the army was given security duties to help the civilian governments are too many. Even symbolically, politicians have sometimes presented the military as ‘legitimate’ rulers. Didn’t Z.A. Bhutto, the first elected leader in Pakistan, agree to become a ‘civilian martial law administrator’ in 1971 after the fall of Dhaka? He went on to appoint Gen Tikka Khan, known as the ‘butcher of Bengal’, as his army chief. The precedence of a civilian government handing the initiative to the military was set in 1947 within a few weeks of the birth of Pakistan. Aqil Shah notes it though its full significance must be emphasised. It was Liaquat Ali Khan’s cabinet that set the trend. Its decision to organise a “covert mission” to exploit the Muslim revolt in Poonch (Kashmir) in 1947 led it to co-opt Col Akbar Khan, the director of weapons and equipment at the army headquarters, to implement the strategy. The idea was to circumvent the military chain of command (that was British at the time). Apparently, it was this need for secrecy that gave Akbar Khan a free hand to plan and execute the Kashmir infiltration, as he himself admitted. This point in history appears to be when the ‘rules of the game’ between the civilian government and the army were drawn up. They have not changed. The army has had the upper hand in consolidating these rules in its favour as it has been a unified and cohesive force. The politicians, on the other hand, have been locked in a struggle for the fruits of office. They have never acted as statesmen but as parochial frontrunners whose forte is expediency. Democracy cannot survive in conditions of political apathy and the absence of a democratic culture. On the other hand, military rule thrives in such a scenario which gives the one with armed might the upper hand. Published in Dawn.
By: Dr Haider Mehdi Public disillusionment with Pakistan’s nascent democracy has rarely run higher than it is at the moment. The PMLN ruling leadership has been unable, in the last 14 months to act even in areas where there has been widespread agreement that measures were absolutely necessary. It appears that the PMLN leadership is being justifiably condemned as ineffectual, incompetent, and mismanaging national affairs by failing to appreciate top national priorities and the real short and long term pressing challenges, and how to address and resolve them. The Sharif political regime (more of a plutocracy than a democracy), has failed Pakistan in the manner in which the Zardari PPP regime (more of an oligarchy than a parliamentary democracy) failed this nation. The so-called democratic era (2008-present) seems to be one of the most dismal periods in this nation’s history. The fact of the matter is that Pakistan’s present-day democracy is virtually without democratic substance. The political “superheroes” of a “Muk-Muka” democracy are in ideological agreement that the doctrine of vested interest politics and its relentless exercise is the only option that is suitable for a democratic Pakistan. In other words, what is good for them (PMLN-PPP plans) is good for the nation – nothing else can work or can be allowed to work. You, as an ordinary citizen, already know that – so do I. It is not knowledge of their intentions that we lack. What has been missing so far today, is the courage to draw substantive conclusions from what we know – and to act. And what do we know to be the truth of the matter in August 14, 2014, Pakistan? Here at the confluence of Pakistan’s so-called democratic history of “Muk-Muka” dispensations, of widespread poverty and the blatant use of political-economic power by the vested interest ruling elite, the lives of common folks in this country are worth nothing. Hence, the inevitable conclusion is that for all figurative ways in which present-day Pakistani democracy is being hailed as a sacred cow, when it comes to matters of substance, it has no substance whatsoever. It amounts to nothing more than a meaningless exercise of sentimental and symbolic democratic rhetoric. Ironically, on top of this ground reality, the incumbent PMLN regime continues to ask some polemic and naive questions: Why are we being blamed? Where have we gone wrong? What have we done inappropriately to deserve such negative criticism and harsh treatment at the hands of prejudicial politicians and the misled public? Let us start from the beginning. In the first place, the PMLN leadership is accused of rigging and stealing the public mandate in last year’s general election. Hence, it is an unlawful government. Even if this accusation is set aside until proven as such, there are other serious violations of normal democratic norms and the lack of application of democratic objectives as practiced all over the democratic world. My observation is that in blind and relentless pursuance of their vested interest political and economic politics, the PMLN leadership has completely ignored a people-centric approach to governance during the last 14 months. Even before this, in their entire political history,
they have remained consistently unsympathetic to the concept of general public welfare. The fundamental problem is that the Sharifs, unable to shake off the shackles of their traditional mindset of defining democracy in an extremely narrow sense (as the exercise of political power for vested economic interests), have been unable to appreciate the contours of the changing nature of public consciousness in this country and consequently, have failed to understand what real public issues are and how to resolve them. The PMLN leadership’s central flaw is that they have misunderstood what democracy is all about. Let me illustrate my point by an example: Take for instance the former Turkish Prime Minister Tayyip Erdogan, whose public popularity has made it possible for his election as the first directly elected President in Turkey. Erdogan has been controversial and accused of being authoritarian, overbearing and combustible in his political behavior, but his public image and popularity is because of the unprecedented socio-cultural and economic boost that he has managed to give the Turkish nation in a relatively short period of a decade long era. His, is a prime example of how a democratic leadership establishes its credit-worthiness and democratic legitimacy. I dare ask the PMLN and PPP leaderships: Where is your credit-worthiness? Both the Sharifs and Zardaris have allegedly amassed huge sums of wealth from the political power they have misused for their personal vested self-interest and economic benefits. The issue here is that of the conflict of interest principle; a fundamental parameter of a democratic polity. The socio-economic inequalities in the society at the present time are unprecedented in Pakistan’s history; poverty has increased, social services are absent, life and property is under threat, the socio-cultural set-up is collapsing and the nation is losing its self-esteem, self-respect and sanity, while the so-called democratic leadership is getting more powerful, rich, and authoritative. The relationship between the traditional Pakistani status quo-oriented ruling elite and political actors demanding change have recently swung to extreme ends of a pendulum. It is not something that has happened suddenly – Pakistani society has finally reached a level of political consciousness and awareness where the need for an exclusive doctrine of “people-centric” democratic culture and structure has become an inevitable need. There is no other alternative available to sustain this country as a unified nation. We have reached an impasse. Status quo politics is an old disease and that disease is in the process of being cured. I would conclude that the Sharifs-Zardaris and their kind, are politically irrelevant to this nation now. This is the judgment of history – not any less than that. You may disagree, but lay down your cards as I have. The game is already over. Cry, my beloved country, but you are experiencing the pangs of re-birth. Settlement is reached in Bertuzzi-Moore lawsuit
A settlement has been reached in Steve Moore’s lawsuit against NHL forward Todd Bertuzzi, more than 10 years after the infamous on-ice attack ended Moore’s career. Geoff Adair, a lawyer for Bertuzzi, confirmed the case has been “settled in its totality” but said the terms are confidential. The multimillion-dollar lawsuit had been scheduled to go to trial Sept. 8. “We are pleased that the resolution of this matter allows the parties to turn the page and look to the future,” NHL deputy commissioner Bill Daly said in an email. Messages seeking comment from Moore’s lawyer, Bertuzzi’s agent and the Canucks were not immediately returned Tuesday. The notorious hit happened on March 8, 2004. Bertuzzi, then playing for the Vancouver Canucks, hit Moore from behind, sending the hapless Colorado Avalanche rookie crashing face-first to the ice and leaving him with a concussion and fractured vertebrae. Moore alleges the Canucks had put a bounty on his head following his check that left their
captain Markus Naslund injured. Bertuzzi pleaded guilty to criminal assault causing bodily harm for the hit and was sentenced in December 2004 to one year probation and 80 hours of community service. There has been years of legal wrangling since then. The civil case was filed in Ontario court in 2006 but was marred by several delays. Moore, now 35, never fully recovered from his injuries and was unable to continue his career. In an interview earlier this year, he told The Canadian Press he still suffers from headaches and low energy. Moore said in the March interview, just a day before the 10th anniversary of the incident, that the lawsuit was not so much about the money as being compensated for the loss of his dreams. “I lost my entire career in my rookie year,” he said. “I think any player put in that situation would do the same thing. I can’t recover anything else. I can’t recover my career, the experience of living out my dream from the time I was two and half years old of playing in the NHL.” It
all started on Feb. 16, 2004, when Moore flattened Naslund with an open ice hit that put Vancouver’s scoring star out with a concussion but was deemed legal by the NHL. Major retaliation was expected. Vancouver’s Brad May was quoted as saying there was a “bounty” on Moore’s head. But when the teams next met on March 3, with NHL commissioner Gary Bettman in the house, there were no incidents. The fireworks came in their March 8 game, a 9-2 Colorado win. Moore squared off against Matt Cooke in the first period, a fight that was considered a draw. It appeared that was the end of it. But things got nasty in the third frame. Moore was challenged again. He turned away. Bertuzzi skated up behind him, tugging on his jersey, then punching him from behind and falling on top of him as other players piled on. Moore lay motionless on the ice in a pool of blood before being stretchered off and taken to hospital. Bertuzzi was suspended for the rest of the regular season and the playoffs, which cost
him about $502,000, and he didn’t play during the 2004-05 lockout season. But he was reinstated for the 2005-06 campaign and has since continued his career, most recently with Detroit. If you’re trying to create the perfect 21stcentury city, it helps to start with a blank slate. Even if that slate is a sweltering strip of sand. That’s essentially what the government of Qatar and its developers are trying with Lusail, an ambitious planned city on 28 square miles of waterfront desert along the Persian Gulf. Now under construction, the compact city will contain a commercial district, a lagoon, four islands, two marinas, an upscale shopping mall, a hospital, a zoo, two golf courses and housing for some 250,000 people. It also will feature an 86,000-seat soccer stadium, surrounded by a moat, that’s expected to host the final game of the 2022 FIFA World Cup. Residents and visitors will get around via a light-rail network, a water-taxi system and a network of underground pedestrian tunnels. And all the energy, communications and transportation systems will be run with the help of computers from a single command center, making Lusail a “smart” city that can automatically adapt to changing traffic and weather conditions. Funded by the oil-rich Qatari government, Lusail can offer innovative solutions to urban
problems because it’s being built from the ground up. For example, the city’s gas, electric and water lines are being laid out in an underground network of tunnels, allowing for maintenance work that won’t disrupt buildings, roads or people above. The city will be fitted with a network of surveillance cameras, monitored around the clock, to keep streets safe. Buildings will be cooled by solar power and chilled water pumped through a vast network of pipes, which the city’s developers say is cheaper and more energy efficient than electrical air conditioning. Human waste will be disposed not through sewer lines but a more efficient network of pneumatic, or vacuum tubes, not unlike the ones at your bank’s drive-up window. Some 20,000 workers -- a small city unto itself -- are building Lusail at an estimated cost of $45 billion. Developers hope to complete the city by 2019, three years before Qatar is scheduled to become the first Arab country to host the World Cup. But all the city’s sparkling features will lose some of their luster if soccer’s big global tournament gets moved to another locale. Some activists have been
pressuring FIFA, soccer’s international governing body, to reconsider Qatar for a variety of reasons: allegations of bribery, the country’s condemnation of homosexuality and the blistering summer heat, which can reach 120 degrees Fahrenheit. There also have been allegations that Qatar has used slave labor -- mostly migrant workers from Nepal -- to build Lusail’s infrastructure. A report last year by the Guardian, the UK newspaper, said at least 44 construction workers had died of heart attacks and other ailments in a two-month period of 2013 amid grueling conditions. The state-run Lusail Real Estate Development Company, which is spearheading construction of the city, has said it’s “extremely concerned” about the slave-labor allegations. In a statement on its website, the company added that it’s investigating the charges, which involve one of its subcontractors. In response to criticisms, Qatar in May announced reforms to its labor laws, which had bound workers to a single employer and left them open to exploitation. This appeared to satisfy FIFA President Sepp Blatter, who called the changes “a significant step in the right
direction.” As for the brutal heat, Qatar says its stadiums will contain advanced, open-air cooling systems that will keep World Cup players and fans comfortable. Meanwhile, Lusail continues to rise slowly in the Qatar desert. Anchoring the city’s skyline will be four commercial towers, up to 75 stories each. These will be surrounded by five-star hotels, an entertainment district and the Marina Mall, a retail palace measuring more than 600,000 square feet. Scheduled to open in 2017, the mall is a cluster of five interconnected pods, shaped like giant boulders, with cantilevered white roofs to repel the heat. Its architects want the space to evoke desert canyons. A canal runs through it, and waterfalls splash throughout. The scope and design of the mall echoes the grand, futuristic vision for Lusail itself. It’s a plan that has helped land Qatar the World Cup. But Hajjar said Lusail will be completed even if FIFA has a change of heart and finds a new host for the event. “Qatar has a path ... they’re pursuing,” he said. “It won’t affect their decision to move forward and get it built.” Source: CNN
