Metro Vancouver will be moving to Stage 3 water restrictions, effectively immediately. Due to unseasonably dry and hot weather, Metro Vancouver has further restricted water use, including lawn sprinkling regulations. The region was at Stage 2 water restrictions, except for Abbotsford and Chilliwack, which already moved to Stage 3. What are Stage 3 water restrictions? Normalcy on its Way to Karachi
The paramilitary forces of Pakistan consist of various organizations charged with safeguarding Pakistan from external and internal threats as well as maintaining internal law and order. Their current strength is approximately over 420,000 personnel.[1] The said forces can be divided into three categories, performing three distinct roles: Firstly the armed security forces (the Rangers and Frontier Corps), secondly a reserve force (the National Guard), and thirdly the Maritime Security Agency. The Sindh Rangers consist of approximately 25,000 personnel whereas almost half of the total force is deployed to Karachi. While kidnapping for ransom, extortion, threats to the business community were common in Karachi and industrialists were shifting their investment to Bangladesh and other countries, Chief of the Army Staff at the time, Gen Kayani took notice of the grave situation and on request of government and business community, the Rangers were deployed with special powers.[15] Beyond doubt, the Rangers played a crucial role in maintaining peace and curbed law offenders indiscriminately regardless of political affiliations. Business community and the general public took sigh of relief and lauded the role of rangers in Sindh.[16] https://en.wikipedia.org/ Historically speaking, India was accused of having planted the seed of separatism in East Pakistan, and then it had played as a mid-wife for the birth of its own illegitimate child. Recently, the Indian government has confessed of having been actively participating in the fragmentation of Pakistan into two separate countries in 1971: this alone is enough proof to strengthen Pakistan’s assertion of India’s involvement in destabilizing Pakistan through supporting and
funding the terrorist activities. Indian active involvement in Baluchistan and Karachi through proxy is another dirty game. Nonsense of Muhajir card: The MQM originally came with anti feudalism slogan and could not achieve its target; instead it has turned into an anti Pakistan Party. (God Forbid) This political party maintains a strong base of Mohajirs- people who have migrated from India to settle in Pakistan during the time of Partition. MQM has been always onboard with the ruling party. Street power: When it calls for a strike, the whole city grinds to a halt. Rhetoric and Threats: SSP Rao Anwar filed an application in Malir Cantt Police Station last Tuesday seeking registration of case against Altaf Hussain for allegedly threatening him, while addressing his supporters, has threatened to “blow him up with a canon.” Recently, Altaf Hussain openly asked for help from RAW to aid them in avenging the slander of their party. He continues to give serious threats of destroying Pakistan if the Pakistan Army dared to go against the party. His appeal to the Indian RAW agents to support MQM against Pakistan and to prevent anyone from taking action against MQM reflects the secret confidence and connection between the two against Pakistan. MQM and India are busy sponsoring terrorism in Pakistan. The other day: Briefing the Interior minister about Karachi situation, DG Rangers Sindh Major General Bilal Akhter said that Rangers were effectively undertaking operation against the criminal elements in the mega city, which had resulted into bringing down crime rate significantly. The interior minister said that it were

On June 11, 2015, Federal Public Safety Minister, Steven Blaney, announced that 20 out of the 100 promised RCMP officers were already on the ground. Today, he contradicted his previous statement noting that actually only 6 new officers have been deployed to Surrey. “These new officers were requested by the city to help combat the escalating crime problem in Surrey. However, it turns out that only 6 of the 100 promised officers are actually on the ground,” explained Sandhu. Death and destructions floods hit Pakistan
A girl was killed and six people injured in the heavy rains in Jamrud tehsil as heavy rains caused havoc in Khyber Agency on Tuesday. According to details, a 12-year-old girl was killed when the roof of her house collapsed in Ghundai area. Another six family members were injured in the incident. Ghundai, Sur Kamar and Gharaeeza areas were cut off from Jamrud as flash floods washed away the roads. Traffic remained disrupted, as roads and streets were inundated by knee-deep floodwater. The downpour that started on Monday and continued until early Tuesday resulted in collapse of at least two dozen houses while killing scores of cattle and damaging standing crops. According to a local reporter, house of Hassan Shinwari, a peon at the Landikotal Press Club was also raised to ground in Alam Khani village. Similarly, the house of Muhammadullah was destroyed in Khuga Khel area. Flash floods have also disrupted all kinds of traffic on the PakAfghan Highway at Torkham as the countless vehicles remained stranded for hours. The tribal administration has started the assessment process as emergency responder teams were sent to different areas of the tribal agency to gather information about the damages and to start the relief work for the affected people. Meanwhile, floods due to heavy rains have also caused severe damages in various areas in the far-flung Chitral district of Khyber Pakhtunkhwa. The areas included Bamburet in Kalash Valley and Kuragh, Reshun Gol, Bindo Gol Gohkir, Bumbagh Kosht areas in Upper Chitral, Broz, Kaldam Gol, Booni in Lower Chitral and various areas in Mastuj. According to the Provincial Disaster Management Authority, about 285,000 people in Kalash, Garam Chashma and upper Chitral are cut off from the rest of Chitral District. Peshawar Corps Commander Lt Gen Hidayatur Rehman visited Chitral to assess the destruction caused by
the floods and start a massive rescue and relief operation. Army personnel have started taking part in the relief efforts in different parts of the district. Three women and a teenager girl were killed in the rain, flood related incidents while 146 houses were completely destroyed besides hundreds of locals and tourists are stranded in different areas of the Chitral district and dozens of connective bridges have collapsed due to flash flood. According to the PDMA, as many as 146 houses were completely destroyed, 300 houses were partly damaged with 10 big suspension bridges collapsed and more than 400 acres of land flooded due to severe downpour in Chitral and adjoining areas that disrupted lives. Several connective roads joining different valleys have been completely inundated. According to reports, tourists have been rescued by the Pakistan Army. However, the army is struggling to provide required medicines and staple food to those stranded in the area. A summary for the Khyber Pakhtunkhwa chief minister has been moved to release Rs 140 million to C&W Chitral (Rs 100 million), PHED Chitral (Rs 30 million) and Irrigation Chitral (Rs 10 million) so as to mobilise contractors on restoration, rehabilitation work on the damaged infrastructure. PDMA has transported 20 Tonnes (500 Packages) of food items to the district while a consignment of another 20 Tonnes food items is being sent in a couple of days. PDMA team headed by the director general is present in Chitral for needs assessment and provision of relief. Provision of Non-Food Items District Chitral has already been provided tents and blankets. However, so far only 5060 houses have been reported as partially damaged. The current stock is sufficient to cater for the existing needs; however, PDMA can transport more NFIs from its Humanitarian Response Facility (HRF) if required.

Rangers detain Muttahida leader Qamar Mansoor for three months
Rangers informed an antiterrorism court on Wednesday about the 90-day preventive detention of Muttahida Qaumi Movement leader Qamar Mansoor for questioning. On July 17, the paramilitary force raided the MQM’s Nine Zero headquarters and picked up Mr Mansor, a member of the party’s coordination committee. On Wednesday, Rangers soldiers along with their legal team brought the MQM leader to the ATC-II amid tight security. Two Rangers men helped Mr Mansoor alight from an armoured-personnel carrier. He was seen limping and the two Rangers men also helped him walk up to the courtroom. The Rangers’ law officers informed the ATC judge through an application that the suspect was detained upon “receiv-
ing credible information about his involvement in targeted killing, extortion and other offences” punishable under the Anti-Terrorism Act (ATA), 1997. Therefore, they said that the detainee was placed under preventive detention for three months under Section 11EEEE (1) of the ATA for inquiry and his production along with copies of notifications, detention order and the jail warrant was made in compliance with Section 11EEEE (3) of the ATA for information and record of the court. The judge asked the suspect about his health condition. Mr Mansoor informed the judge that he had been suffering from kidney and backbone problems for the past 16 years, but his condition was worsening during the detention. He complained of displacement of the spinal cord and blood in urine. A Rangers’ law officer intervened and said that medical treatment was being provided to the detainee. However, the MQM leader requested the court that he wished to be treated at two private hospitals as doctors there had the record of his ailments. Advocate Mohammad Jiwani of the MQM’s legal wing opposed the three-month preventive detention. Referring to a number of cases registered against the MQM chief and
other party leaders regarding alleged hate speech against the armed forces, he submitted that his client was framed in many cases and he should be remanded in police custody. He also argued that keeping in view the condition of the detainee, he might be sent to hospital instead of jail. However, the judge expressed displeasure and replied that if he knew about the cases against him, why he did not appear in court to surrender himself. The judge said that unless medical reports were placed in court no such order could be passed. After examining the documents submitted by both sides, the judge directed the Rangers officials for the detainee’s medical examination and asked them to submit a report till July 27. The Rangers picked up Mr Mansoor along with the in charge of the MQM coordination committee Kaif-ul-Wara for allegedly facilitating hate speeches against peace in Karachi. Later, Kaif-ul-Wara was released on a personal surety. Earlier, the Rangers produced Mr Mansoor before a judicial magistrate (central), performing special duty during the gazetted holidays, on July 19 and obtained his threeday transit remand since the ATCs were closed for the Eid holidays.

An oil forecaster who predicted last year’s calamitous drop in oil says the price of a barrel of crude will get back to the $100 US level — but not for another five years. In an interview with Bloomberg, PIRA Energy Group founder Gary Ross said that while he sees a long-term rebound in oil prices, right now there’s simply too much oil in world markets for prices to return to where they were any time soon. According to official data from the U.S. Energy Information Administration, the world pumps out about 95.46 million barrels of oil every day. But demand is only 93.63 million barrels a day — about two million barrels less. That means that every day, oil companies supply the market with almost two million barrels more than the market demands, which caused prices to plummet once the imbalance began last fall. It’s a situation the International Energy Agency describes as “massively oversupplied.” Much of that oversupply is because of new technologies that allow U.S. companies to extract oil that was previously unreachable in so-called shale deposits — vertical layers trapped between rocks. There’s so much shale oil coming out of the U.S. now that the country now produces more oil than Saudi Arabia — something that hasn’t been the case since the 1970s. Increasing America’s oil output has been a goal of many U.S. officials, but at least in the short term achieving that goal has come at the expense of prices. Despite cheap oil, companies are doing anything they can do to avoid cutting production, because they need the revenue from selling oil: they can’t easily close up shop and reopen later when the price of oil rebounds. In the meantime, all that oil is piling up in storage. Some have even taken to filling up oil tankers and idling them offshore, waiting for prices to recover. Even Saudi Arabia’s oil minister Ali al-Naimi said that while he expects the price of oil will stabilize “eventu-
ally,” OPEC is no longer assuming $100 per barrel in any of its medium-term forecasts. But just as the supply and demand imbalance is unsustainable, so too is the current low price of oil, says Ross, who correctly predicted last summer that oil prices were in for a precipitous drop. “Current prices are unsustainable,” Ross told Bloomberg. “It’s hard not to see oil hitting $100 a barrel at some point in the next five years.” His main reason is the factor that has most often had the biggest impact on oil prices: geopolitics. Ross says tensions in the Middle East and other oil producing regions are likely to cause supply issues over the long term. Knocking out oil production from local skirmishes always drives up oil prices. “There is such a great deal of uncertainty surrounding every producing country there, even Saudi Arabia,” Robert Johnston, the CEO of The Eurasia Group, told CBC recently. There are no fewer than four active wars currently taking place in oil-producing OPEC nations in the region, RBC Capital Markets noted in a research note to clients last month. In the short term, however, the picture is starting to get a little clearer. After seeming to trough in March at around $44 a barrel, oil has marched steadily higher to seesaw around the $60 level since April. Then last week, the price of benchmark WTI fell again on bleak economic prospects out of China, and the ongoing turmoil in Greece. WTI dipped below the $50 level for the first time in months on Monday, before recovering somewhat on Tuesday to settle at $50.36 a barrel. “Fifty dollars is almost a fault line for bulls and bears to battle it out,” BNP Paribas analyst Harry Tchilinguirian said. “If you want to choke off U.S. production, that price may have to move a bit lower. With $50 being that support level, this is where we will get some buying coming in.” Source: CBC News
Families of the Kurdish activists killed in a suicide attack in the Turkish town of Suruc have begun laying their loved ones to rest. Huge crowds attended Tuesday’s funerals of 25 of the 32 victims of Monday’s blast, which happened just 10km from Turkey’s border with Syria. Those who attended shouted slogans against the Islamic State of Iraq and the Levant (ISIL) group, which has claimed responsibility for the attack. Mourners also chanted against Turkish President Recep Tayyip Erdogan, who they accuse of not doing enough to combat the armed group, which has conducted a military campaign against Syrian Kurdish communities that line the border. Earlier Prime Minister Ahmet Davutoglu said Turkish authorities had identified a suspect involved in the bombing. Davutoglu did not give the name of the suspect, but said there was a high probability the attack was caused
by a suicide bomber with connections to the ISIL. “One suspect has been identified. All the [suspect’s] links internationally and domestically are being investigated,” he said on Tuesday. “We expect this investigation to be concluded as soon as possible.” The attack targeted the group of mostly university-aged students from an activist group as they gathered to make a statement to the local press about a trip they were planning to help rebuild Kobane in Syria. The footage showed young men and women from the Federation of Socialist Youth Associations standing behind a banner declaring support for the devastated Syrian city, some holding up small red flags. Suddenly there was a huge explosion, apparently from within the crowd, sending up a column of flame. Kobane was the site of one of the biggest battles against ISIL last year and was secured by Syrian Kurdish fighters last month

The Canadian Civil Liberties Association and Canadian Journalists for Free Expression are asking Ontario’s Superior Court of Justice to hear their constitutional case against the federal anti-terrorism measures, commonly known as Bill C-51. The legislation, which recently received royal assent, gives the Canadian Security Intelligence Service more power to thwart suspected terrorist plots -- going well beyond its long-standing informationgathering role. The legislation also creates a new offence of promoting the commission of terrorist offences and broadens the government’s no-fly list powers. In addition, it greatly expands the sharing of federally held information about activity that “undermines the security of Canada.” In a joint statement, the two organizations challenging the law said Tuesday that key elements violate the Canadian Charter of Rights and Freedoms “in a manner that is not justified in a free and democratic society.” The Conservatives brought in the bill to fight homegrown extremism after two Canadian soldiers were murdered last October just days apart by lone, jihad-inspired killers. The government and its senior officials have consistently defended the legislation as constitutional. “This bill is crafted with very reasonable measures,” Public Safety Minister Steven Blaney said Tuesday in Vancouver. “I leave it to the court to make their own view and analysis of the bill. We’re pretty confident that this bill is there for the right reason, to protect Canadians, and that it will stand any
challenge that it could face.” Civil libertarians and privacy advocates have strongly opposed giving CSIS the power to derail suspected plots -- for instance, by meddling with computers, cancelling airline reservations or carrying out even riskier operations. With its new mandate, CSIS needs “reasonable grounds to believe” there is a security threat before taking measures to disrupt it. The spy agency would require a court warrant whenever proposed disruption measures violate the Charter of Rights or otherwise breach Canadian law. The notice of application in the court challenge says the measures amount to “an extraordinary inversion” of the time-honoured role of the courts and the principles of fundamental justice by asking the judiciary, and not Parliament, to authorize limits on charter rights “as opposed to protecting such rights and preventing their violation.” The legal challenge objects to someone being added to the no-fly list “on mere suspicion” he or she might commit an act that threatens an airplane. “Once placed on the no-fly list, it is very difficult for the individual to remove their name from the list,” the court filing says. “There is no due process, no fundamental justice, and no natural justice under the scheme.” The application also says the concept of activity that “undermines the security of Canada” is unconstitutionally vague and leaves a person in the dark as to whether information about -- or related to them -- has even been shared. In addition, the provision outlawing promotion of terrorist offences has “a chilling effect on freedom of expression and association” and encourages people to remain silent “rather than risk the perils of prosecution,” the application charges. Aggressive 30 hectare forest fire forces evacuation of homes in West Kelowna
An aggressive, fast-moving wildfire is threatening properties on a hill near the Lake Okanagan Resort in West Kelowna. Evacuations are underway, with crews seen going door to door. Fire information officer Kelsey Winter say the forest fire has grown to 30 hectares and around 70 properties have been evacuated. “We do have 23 fire fighters on site so what they will be doing is making sure that any spots that cross over from the fires ide to the side where the homes are extinguished immediately so they’re able
to help with that structure protection.” She says not much firefighting can be done from the air overnight, but air attacks are expected in the daylight. It’s believed to have been sparked by lightning on Sunday.
“It is still under investigation but it remained quite small during the day and when the wind shifted to downslope winds in the evening, that’s when it really started to pick up and just picked and went straight down that slope,” says Winter.
Lightning has also sparked an aggressive, growing wildfire near Ashcroft. The Coldstream Creek fire has grown to 600 hectares fuelled by hot, dry conditions and strong winds. People in 28 homes are on evacuation alert, prepared to leave at a moment’s notice. An evacuation order was issued late Monday for the area surrounding Bolean Lake, including the Bolean Lake Resort, due to an aggressive wildfire between Bolean Lake and Falkland.

Measles vaccinations of toddlers at 89%, below ‘herd immunity’ level
Statistics Canada on Tuesday released the results of a national survey on childhood immunizations showing a high percentage of two-year-olds have been vaccinated against a variety of childhood diseases. About 89 per cent of two-year-olds had received the recommended number of immunizations against measles, mumps and rubella, according to the 2013 Childhood National Immunization Coverage Study sponsored by the Public Health Agency of Canada (PHAC). Doctors say a 95 per cent vaccination rate for measles is ideally needed for “herd immunity” in the population to prevent outbreaks. Herd
immunity occurs when enough individuals in a given population have immunity through vaccination or previous exposure, which confers protection to those who aren’t immunized by preventing a contagious bacteria or virus from setting up a chain of infection. Measles cases were reported this year in Manitoba, Ontario and Quebec. “While there have been outbreaks of measles recently largely among unimmunized populations, the fact that measles has not spread to the general population in Canada illustrates that measles vaccine uptake is very good,” Sylwia Krzyszton, senior adviser of media relations for the public health agency, said in an email response to CBC News. The survey was intended to determine whether children at ages two, seven and 17 are being immunized in accordance with recommended immunization schedules for publicly funded vaccines. In most cases the totals fell short of immunization coverage goals set by Canada several years ago. “Overall, Canada has high vaccination coverage rates, but there are still some unimmunized and under-immunized people, which can result in the spread of vaccine-preventable diseases,” said Krzyszton. “The results underscore the need for continued attention to issues such as vaccine hesitancy and under-immunization.” She added that the low levels of vaccine-preventable diseases in Canada demonstrate the immunization effort here is laudable. Canada was heavily criticized in a 2013 UNICEF report for an overall rate of immunization coverage that fell under 90 per cent, although many in the Canadian medical community questioned the report’s methodology. Based on answers from parents and caregivers, 1.5 per cent of children had not received any kind of immunization. In the 2011 version of the survey,
one per cent of caregivers reported that their child had never received any of the routine immunizations. Parents of children who had received at least one immunization responded positively at a rate between 95 and 97 per cent to questions about the importance, safety and effectiveness of vaccines for children. While there’s been a large amount of media coverage of parents who have moderate or strong objections to the vaccination schedule for small children, a recent report from the C.D. Howe Institute on immunization suggested that access to a physician, poverty and length of time in Canada were more likely explanations for why a child would not be fully vaccinated according to schedule. Complacency and procrastination were also cited as potential causes. Data was also collected in the 2013 survey on immunization against the human papilloma virus for girls aged 12 to 14 and 17. The HPV vaccination rate was 72 per cent for girls 12 to 14, and 64 per cent for 17-year-old girls. When measured in 2011, HPV vaccine coverage was estimated at 43 per cent for 17-year-old girls. BC set to host earthquake response tests
BC will host the first-ever provincially led earthquake response exercise to test the new provincial earthquake immediate response plan. It will involve the real-time deployment of the Provincial Coordination team and the Heavy Urban Search and Rescue team with multiple levels of government also taking part along with First Nations groups. BC’s Attorney General Suzanne Anton says Port Alberni was selected as the location due to its seismic history. “We all know that when you practice things you get better at them and earthquakes and earthquake drills are important. They are done in schools, they are done around British Columbia. We need to have a provincial earthquake drill. We need to see how our provincial systems are working and how they respond,” she explains. “It’s very important as we all know. We could face ‘the big one’ here. We could have a very disastrous earthquake and we need to make sure that our
systems know how to fit together and have the best response possible.” The province calls this a direct response to recommendations made in an Auditor General’s report last year on earthquake preparedness. The exercise is expected to cost a million dollars

‘Oldest’ Koran fragments found in Birmingham University What may be the world’s oldest fragments of the Koran have been found by the University of Birmingham. Radiocarbon dating found the manuscript to be at least 1,370 years old, making it among the earliest in existence. The pages of the Muslim holy text had remained unrecognised in the university library for almost a century. The British Library’s expert on such manuscripts, Dr Muhammad Isa Waley, said this “exciting discovery” would make Muslims “rejoice”.The manuscript had been kept with a collection of other Middle Eastern books and documents, without being identified as one of the oldest fragments of the Koran in the world. Oldest texts When a PhD researcher looked more closely at these pages it was decided to carry out a radiocarbon dating test and the results were “startling”. The university’s director of special collections, Susan Worrall, said researchers had not expected “in our wildest dreams” that it would be so old. “Finding out we had one of the oldest fragments of the Koran in the whole world has been fantastically exciting.” The University of The tests, carried out by the Oxford University Radiocarbon Accelerator Unit, showed that the fragments, written on sheep or goat skin, were among the very oldest surviving texts of the Koran. These tests provide a range of dates, showing that, with a probability of more than 95%, the parchment was from between 568 and 645. “They could well take us back to within a few years of the actual founding of Islam,” said David Thomas, the university’s professor of Christianity and Islam. “According to Muslim tradition, the Prophet Muhammad received the revelations that form the Koran, the scripture of Islam, between the years 610 and 632, the year of his death.” Prof Thomas says the dating of the Birmingham folios would mean it was quite
possible that the person who had written them would have been alive at the time of the Prophet Muhammad. “The person who actually wrote it could well have known the Prophet Muhammad. He would have seen him probably, he would maybe have heard him preach. He may have known him personally and that really is quite a thought to conjure with,” he says. First-hand witness Prof Thomas says that some of the passages of the Koran were written down on parchment, stone, palm leaves and

Dr Waley says that under the third caliph, Uthman ibn Affan, copies of the “definitive edition” were distributed. “The Muslim community was not wealthy enough to stockpile animal skins for decades, and to produce a complete Mushaf, or copy, of the Holy Koran required a great many of them.” Dr Waley suggests that the manuscript found by Birmingham is a “precious survivor” of a copy from that era or could be even earlier. “In any case, this - along with the sheer beauty of the content and the surprisingly clear Hijazi script - is news to rejoice Muslim hearts.” Muhammad Afzal of Birmingham Central Mosque said he was very moved to see the manuscript The manuscript is part of the Mingana Collection of more than 3,000 Middle Eastern documents gathered in the 1920s by Alphonse Mingana, a Chaldean priest born near Mosul in modern-day Iraq. He was sponsored to take collecting trips to the Middle East by Edward Cadbury, who was part of the chocolate-making dynasty. The local Muslim community has already expressed its delight at the discovery in their city and the university says the manuscript will be put on public display. “When I saw these pages I was very moved. There were tears of joy and emotion in my eyes. And I’m sure people from all over the UK will come to Birmingham to have a glimpse of these pages,” said Muhammad Afzal, chairman of Birmingham Central Mosque. BCMA Surrey Chapters Celebrate Eid ul Fitr in Newton Athletic Park Surrey
On July 17, the BCMA Surrey Delta and Surrey East jointly arranged Eid ul Fitr Prayer in Newton Athletic Park in Surrey at 7:30 am. Over five thousand people came together and paid Zakat, Sadaqas and Fitrana and heard the Eid Khutba by Mufti Nazim Mangera (New BCMA Imam. Many political leaders were present to observe Muslims celebrating Eid jointly. Before Mufti Mangera’s khutba, President of BCMA Mr. Musa Ismail read his short Eid message. Mr. Basharat Sidhu facilitated the entire program. Qari Abdul Wahib led the Eid ul Fitr Salah on a beautiful sunny day. 8th Annual Rise of the Ummah Conference held at Bell Centre
The ninth Fusion Festival took place in Holland Park Surrey on July 18th and 19th from 11am to 9pm with its greatest turnout yet. The City of Surrey’s Fusion Festival was named the Thousands residents and visitors enjoyed BC’s largest multicultural event at Surrey’s Fusion Festival in Holland Park over the weekend. The free two-day family event presented by Coast Capital Savings , SFU included 40 cultural pavilions and over 100 performances on four stages. City of Surrey Mayor Linda Hepner and local MPs, MLAs, City Councilors and many other dignitaries were on the stage on the afternoon of July 18th when the opening ceremony took place on a huge Stage in front of a large crowd. “Fusion Festival is a wonderful illustration of Sur-
rey’s rich and significant cultural diversity, “says City of Surrey Mayor. “Best Festival” at the annual Special Event Magazine Gala Awards competition on January 10, 2014 in Nashville, Tennessee. The award recognizes the world’s top special events and the hard work of industry professionals who organize them. A beautiful Parade of all participating countries took place in which kids and adults waved flags of different countries with some displaying country names on their hands. An impressive presentation were also made by many Nations at stage which attracted a lot of people. The turnout was not as good as much before due to hot humid waether, but in evenening time the Musical shows captured better crowd.
Pakistan, Fiji, India, Bangladesh, China, Afghanistan, Palestine with many other countries were also contenders among the popular pavilions at the event. The new and interesting part of the parade was, that the Consul General of Pakistan Dr. Mohammad Tariq hoisted the Pakistani flag throughout the parade along with Mr. M. The participants and volunteers, particularly our children, gave of their time and efforts in this noble cause demonstrating the compassion that the Muslim community has for our most vulnerable citizens. Together, we served over 1000 meals to the needy and hungry. Foreign caregivers face lengthy wait for permanent status
It’s taking twice as long for foreign caregivers to get permanent resident status in Canada as it did a year ago despite Ottawa’s promise to expedite the process. By: Nicholas Keung Immigration reporter, Published on Tue Jul 21 2015 It’s taking twice as long for foreign caregivers to get permanent resident status in Canada as it did a year ago despite Ottawa’s promise to expedite the process. According to an immigration department internal memo titled “advice to minister,” the processing time for caregivers’ permanent residency reached a record 50 months in January, up from 26 months a year ago. That’s on top of having to work two years alone in Canada — separated from family — in order to meet the residency requirement. Immigration officials are still wrestling with a huge backlog. As of February, more than 17,600 caregivers who had met the work requirement — down from a peak of 24,600 last year — were still waiting in the queue to be reunited with their spouses and children living abroad. Delays in granting permanent status and reu-
niting families often lead to family breakups and cause other adjustment problems for caregivers’ children, including high school dropout rates, said immigration lawyer Richard Kurland, who obtained the government memo. “Caregivers waiting for PR (permanent residency) are unfortunately subject to longer processing,” said Kurland. “In the long term, it’s going to have expensive consequences.” Ottawa introduced two new caregivers programs in November to replace the decadesold live-in caregivers program. The two programs — designed to bring in caregivers for children and people with high medical needs — remove the live-in conditions but are limited to a combined 5,500 applications a year. “We have improved the program to make it faster, safer and provide better career opportunities for caregivers across Canada,” Kevin Menard, spokesperson for Immigration Minister Chris Alexander, told the Star. “We have taken aggressive action to reduce backlogs by planning 30,000 caregiver admissions this year alone, an all-time record, and we will completely eliminate it by the

The processing time for permanent residencies for caregivers has since crept down to 45 months, but the lengthy wait is a big source of frustration for applicants putting up with prolonged family separations. Jesapher Diaz Dumanjug, 36, left behind her two children in the Philippines to work in Hong Kong in 2006 and came to Toronto
three years later under the old live-in caregiver program. She applied for permanent residency in April 2012 after meeting her work hours requirement. Her application has been delayed after immigration officials claimed she failed to respond to two emails sent to her for further documentation that she says she never received. “I left my children when they were little. I’ve already missed many years with them. I’ve already waited for my permanent residency for 39 months,” said the single mother, who now works in the deli of a grocery store in Oakville. “My daughter Shinehah is already 16 and my son David Shaun is 14. They are already teenagers. How much longer do I need to wait?”
Justin Trudeau won’t accept his family’s child-care benefit
Justin Trudeau is putting his money where his mouth is when it comes to the Conservative government’s newly enhanced universal child-care benefit (UCCB). The Liberal leader maintains it’s wrong to give the benefit to wealthy families that don’t need help raising their kids. And to underscore that point, he’s going to give his own family’s windfall to charity. With three young children, one under the age of 6, Trudeau is entitled to collect annual UCCB payments of about $3,400. In an interview Tuesday, he said he’ll give that money to La Maison Bleue, a charitable group in his Montreal riding devoted to helping vulnerable women during pregnancy and the early days of motherhood. Child-care benefits should go to families who need the help, “not families like mine or Mr. (Prime Minister Stephen) Harper’s,” Trudeau told The Canadian Press. “When it comes to child benefits, fair doesn’t mean giving everyone the same thing, it means giving people what they need.”
On the same principle, he previously promised that he and his wife won’t take advantage of the Conservatives’ newly introduced parental income-splitting scheme — forgoing some $2,000 in potential savings on his family’s annual income taxes. Should the Liberals win this fall’s election, Trudeau is vowing to scrap income splitting for couples with children, a measure worth more than $2 billion which many experts have said would benefit primarily the top 15 per cent of income earners. He’s promising to plow that money, and more, into a single, new, tax-free child benefit. It would replace the UCCB and two other existing child benefits with what Liberals say would be more generous payments for most parents than what they currently receive from the Conservative government. Trudeau said he actually agrees with the Conservatives that boosting child benefits will help stimulate the sluggish economy but he fundamentally disagrees with their insistence that all families, regardless of income, should get the same amount. Under the Liberal proposal, benefits would be gradually reduced
for families with incomes of more than $150,000, and cut off entirely for those with incomes over $200,000. “We’re choosing to do more for the people who need it by doing less for the people who don’t,” Trudeau said. “Our plan is progressive.” He stressed that the Liberal benefit would also be tax-free, not clawed back through income taxes like the UCCB. The government is delivering the enhanced UCCB payments, retroactive to January, in lump sum payments to parents this week.

Most of them were surprised to see the Defence Minister Jason Kenny with his staff and SurreyNewton Conservative Candiate Mr. Harpreet Sing among them. Mr Naveed welcomed him and admired the Harper’s Government policies. Maulana Naumani made Duaa for the prosperity of Canada. Mr. Naveed provided the opportunity to community members to ask any question by Hon. J.Kenny. Egypt ‘anti-terrorism’ bill provokes criticism
EU foreign ministers have called on Israel to halt plans for the “forced transfer of population and demolition of Palestinian housing” in the West Bank village of Khirbet Susiya amid growing concerns that it may be knocked down in the coming days. In a statement, the European foreign ministers echoed a warning delivered by the US government over the fate of the community of 350 in the south Hebron Hills. Last week, John Kirby, a US State Department spokesman, warned that any demolition or evictions would be “harmful and provocative”. He said: “We’re closely following developments and we strongly urge the Israeli authorities to refrain from carrying out any demolitions in the village.” Fears for the community have been growing since a visit by a senior Israeli military officer, who told villagers that 37 dwellings had been earmarked for demolition ahead of a scheduled appeal hearing on 3 August. The statements came as Israeli and foreign activists have protested at the site 24 hours a day in an attempt to prevent its demolition. The case of Khirbet Susiya, which has been fighting a 20-year-long battle for survival, has become an international cause celebre, not least because of the financial support from European countries – including the UK – to the villagers. If the demolitions go ahead it would be the third time the village has faced attempts at demolition or that its inhabitants have been forced to move. That prospect has been intensifying since earlier this summer, when villagers lost a case in an Israeli court attempting to block demolition of their homes. Located in the occupied Palestinian territories, Khirbet Susiya
is in Area C under full Israeli control and squeezed between two settlements – Susiya settlement – and an archaeological site run by settlers. In 1986, villagers were expelled from their cave houses on the archaeological site. The army expelled the residents again in 2001 during the second intifada – a short time after Palestinians killed an Israeli from the Susiya settlement. The residents then moved to their current location on agricultural land they own. Although Israel claims the structures in the village are illegal, the villagers and their supporters claim that the Israeli authorities have consistently refused to give them proper planning permission or allowed them to connect to utilities, despite the fact that the neighbouring settlement has water and electricity. Local settler leaders have made clear they would be happy if the land that is currently the site of the Palestinian homes is taken for Jewish settlement. The present threat to Khirbet Susiya was prompted by a complaint three years ago by Regavim, a right-wing Israeli NGO, which
uses the courts to insist on the demolition of Palestinian buildings it argues are illegal. Fears for the village escalated this month when Maj Gen Yoav Mordechai, the senior Israeli military official in the occupied territories, visited the village to warn residents that demolition orders would be carried out between the end of Ramadan and 3 August. During the visit, Mordechai encouraged villagers to relocate voluntarily to a parcel of private land close to the city of Yatta. That intention was made clear in a letter sent to villagers by the Israeli military authorities after Mordechai’s visit, which read: “In light of your update concerning the intention to reach a solution on this subject, please find enclosed a list of the illegal buildings constructed in violation of the orders, and which you are requested to evacuate independently.” Many of the homes due for destruction belong to the extended Nawaja family, who believe they are being singled out by the authorities for speaking out against the demolition orders. Among them is Nasser
Nawaja, a spokesman for the villagers. He said: “[Gen] Mordechai came and said he wanted to meet with the villagers to make an offer. He said you have lost in court. I’m coming here to propose a humane solution. He said ‘We’ll give you another place where you can build and do what you want but you cannot build here.’” Nasser and other villagers insist, however, they have not been given any details of the proposed alternative and point out that they own the land on which they are living. Campaigners and villagers believe the solution will involve the villagers being moved from Area C – a part of the occupied West Bank under full Israeli control following the 1993 Oslo Accord – to Area A, which is under full Palestinian civil and security control. Diplomats say the population transfer is illegal under international law. The case of Khirbet Susiya has taken on an increasing diplomatic significance in recent weeks, against the backdrop of fractious relations between Israel and both the US and the EU. That has been underlined by comments made both by Kirby at the State Department and senior EU officials and diplomats. Kirby made clear that the consequences of an Israeli demolition of Khirbet Susiya would be viewed by the Obama administration in the context of continuing illegal settlement construction in the same region. The UK government has been equally outspoken in its opposition. The settler movement, which has considerable influence with Binyamin Netanyahu’s right-wing government, is pushing for the demolitions to be carried out promptly, saying there is no further legal impediment. Two United Nations aid ships have docked in Yemen’s devastated port city of Aden bringing desperately needed relief supplies after four months of fierce fighting between Houthi rebels and loyalist fighters. The humanitarian aid arrived on Tuesday as forces loyal to exiled President Abd-Rabbu Mansour Hadi pressed on with operations to tighten their control over the southern city that was captured from rebels last week. “This is the first boat carrying the UN flag to dock in Aden since the war began” in late March, provincial Governor Nayef al-Bakri told reporters at the port before a second vessel also docked. Transport Minister Badr Basalmeh said the two consignments sent by the United Arab
Emirates (UAE) amounted to 7,000 tonnes of food and pharmaceutical aid. The UN’s World Food Programme (WFP), which chartered the ships, had tried repeatedly in past weeks to deliver aid to the war-torn city but failed because of security concerns. “This is a major breakthrough for our humanitarian response in Yemen. Docking at the port of Aden allows us to accelerate our response to meet urgent needs in southern Yemen,” said Muhannad Hadi, a WFP official, said in a statement. Vessels sent by the UAE managed to reach Aden in May but not under the UN flag. A humanitarian ceasefire declared by the UN earlier this month failed to take hold. The WFP had described the truce as the
“final hope” to deliver desperately needed aid. The UN food agency had delivered aid ahead of the truce to the rebel-controlled Hodeida port in western Yemen, but the armed rebels did not allow an aid convoy to travel to Aden. The UN had warned then that the impoverished country was just “one step away from famine”. More than 21.1 million people - over 80 percent of Yemen’s population - need aid, with 13 million facing food shortages. This includes more than 6 million severely food insecure people who cannot survive without external assistance, the UN said. The UN said the conflict has killed more than 3,640 people, around half of them civilians, since late March, when a coalition
of Arab countries led by Saudi Arabia began air strikes. Over the past week, forces loyal to Hadi have recaptured most of Aden from Houthi rebels and their allies on the back of air attacks by the coalition. Meanwhile, on Tuesday, the UAE said without elaborating that an officer in its armed forces was killed in coalition operations, the third Emirati killed in the conflict. The coalition has never acknowledged putting boots on the ground in Yemen, but loyalists have been reinforced in Aden by forces trained by the coalition. The 27th night of Ramadan always has its special place on the AICP calendar, so a huge celebration was also held for this occasion and to farewell this month asking Allah to grant us the blessing of fasting the next coming Ramadan. Eid-ul-fitr Prayer was held on Friday, July 17th at the AICP centre in New Westminster for the huge community that attended. The AICP urged the adherence to Shari^ah away from obnoxious extremism and hated violence. Islam is a religion of justice and religion of mercy and pressed on the need to join hands forward in giving the correct and the bright image of the religion of Islam, the religion of all

The celebration was hosted by the AICP Youth Group (MYbc), Muslim Youth of BC, as a way for the younger generation to commemorate the joyous occasion. The celebration included a group praising of Allah and His Messenger and an engagement in very exciting and challenging games that added a refreshing pace to the activity. The society of the AICP thank all those who contributed to the success of the activities throughout the whole month, and all those who attended and wish everyone a happy holiday We ask Allah to bless the Muslim community with good, peace and blessings.

How DIALYSIS works?
Dialysis is a treatment that does some of the things done by healthy kidneys. It is needed when your own kidneys can no longer take care of your body’s needs. When is dialysis needed? You need dialysis when you develop end stage kidney failure --usually by the time you lose about 85 to 90 percent of your kidney function and have a GFR of <15. What does dialysis do? When your kidneys fail, dialysis keeps your body in balance by: removing waste, salt and extra water to prevent them from building up in the body keeping a safe level of certain chemicals in
your blood, such as potassium, sodium and bicarbonate helping to control blood pressure Is kidney failure permanent? Usually, but not always. Some kinds of acute kidney failure get better after treatment. In some cases of acute kidney failure, dialysis may only be needed for a short time until the kidneys get better. In chronic or end stage kidney failure, your kidneys do not get better and you will need dialysis for the rest of your life. If your doctor
says you are a candidate, you may choose to be placed on a waiting list for a new kidney. Where is dialysis done? Dialysis can be done in a hospital, in a dialysis unit that is not part of a hospital, or at home. You and your doctor will decide which place is best, based on your medical condition and your wishes. Are there different types of dialysis? Yes, there are two types of dialysis --hemodialysis and peritoneal dialysis. What is hemodialysis? In hemodialysis, an artificial kidney (hemodialyzer) is used to remove waste and extra chemicals and fluid from your blood. To get
your blood into the artificial kidney, the doctor needs to make an access (entrance) into your blood vessels. This is done by minor surgery to your arm or leg. Sometimes, an access is made by joining an artery to a vein under your skin to make a bigger blood vessel called a fistula. However, if your blood vessels are not adequate for a fistula, the doctor may use a soft plastic tube to join an artery and a vein under your skin. This is called a graft.Occasionally, an access is made by means of a narrow plastic
tube, called a catheter, which is inserted into a large vein in your neck. This type of access may be temporary, but is sometimes used for long-term treatment. How long do hemodialysis treatments last? The time needed for your dialysis depends on: how well your kidneys work how much fluid weight you gain between treatments how much waste you have in your body how big you are the type of artificial kidney used Usually, each hemodialysis treatment lasts about four hours and is done three times per week. What is peritoneal dialysis and how does it work? In this type of dialysis, your blood is cleaned inside your body. The doctor will do surgery to place a plastic tube called a catheter into your abdomen (belly) to make an access. During the treatment, your abdominal area (called the peritoneal cavity) is slowly filled with dialysate through the catheter. The blood stays in the arteries and veins that line your peritoneal cavity. Extra fluid and waste products are drawn out of your blood and into the dialysate. There are two major kinds of peritoneal dialysis. Will dialysis help cure the kidney disease? No. Dialysis does some of the work of healthy kidneys, but it does not cure your kidney disease. You will need to have dialysis treatments for your whole life unless you are able to get a kidney transplant. Is dialysis uncomfortable? You may have some discomfort when the needles are put into your fistula or graft, but most patients have no other problems. The dialysis treatment itself is painless. However, some patients may have a drop in their blood pressure. If this happens, you may feel sick to your stomach, vomit, have a headache or cramps. With frequent treatments, those problems usually go away. How long has dialysis been available? Hemodialysis and peritoneal dialysis have been done since the mid 1940’s. Dialysis, as a regular treatment, was begun in 1960 and is now a standard treatment all around the world. CAPD began in 1976. Thousands of patients have been helped by these treatments. How long can you live on dialysis?

You may not be able to eat everything you like, and you may need to limit how much you drink. Your diet may vary according to the type of dialysis. Can dialysis Patients travel? Yes. Dialysis centers are located in every part of the United States and in many foreign countries. The treatment is standardized. You must make an appointment for dialysis treatments at another center before you go. The staff at your center may help you make the appointment. Can dialysis patients continue to work? Many dialysis patients can go back to work after they have gotten used to dialysis. If your job has a lot of physical labor (heavy lifting, digging, etc. ), you may need to get a different job.

Do we have good morals?
By: Sayyid Abul Ala Maududi Character formation is the most important aspect of Islamic personality. That is why we can see that the goal of Islam – of the concepts, worships and teachings relating to values, attitudes, morals and behavior is to create an Islamic personality. The Prophet has stated the foremost purpose of being sent down in this world and the method of his mission in the following words. “I have been sent for the purpose of perfecting good morals.” Inculcating good manners among the people and purifying them as per the noble teachings of Islam was the ultimate responsibility given to the Prophet and after him the believers are to set an ideal example of Islamic Character before the public. The Qur’an has made it very clear that following the footsteps of the Prophet in the high esteemed character and morals is a vital aspect of being an example Muslim. God says: “And by the mercy of God, you dealt with them gently and had you been severe and harsh hearted, they would have broken away from about you. So pass over (their faults) ask (God’s) forgiveness for them; and consult them in the affair. Then when you have taken a decision, put your trust in God, certainly God loves those who put their trust (in God)” (Al-Qur’an 3:159). So a Muslim must possess noble character which attracts people to him. When God sent Prophet Moses and Haroon to Pharaoh He said to them: “You tell him soft words.” He may accept the guidance and fear God. It is natural that people like those who speak gently and decently and hate those who are harsh and hard in behavior. The great message which has left an indelible impression on the history was the unique personality of Prophet Mohammad . God has praised him. “And verily, you O Mohammad are on an exalted character” (AlQur’an 68:4) The Prophet practically proved how to fulfill this noble goal to his companions. The purpose of which was nothing else but to strengthen the moral character of
people so that the world of beauty and perfection may be illuminated before their eyes and they may try to achieve it consciously and with knowledge. The Qur’an says: “verily as for those who believe and do righteous deeds, certainly we shall not suffer to be lost the reward of any one who do his righteous deeds in the most perfect manner” (Al-Qur’an 18:30). Treat others with generosity Islamic character is divine character. It is to treat others with the same generosity and charity as Almighty God shows to man. Islam has set the norms in this pattern by saying “If you are merciful, forgiving and magnanimous, God is the forgiving, the merciful. That is to say that we are supposed to adopt a posture similar to God’s in our dealings with others. God forgives people their mistakes and does not deprive them of His mercies because of their errors. Thus magnanimity becomes the cardinal principle of Islamic Character. Helpfulness and benevolence towards others The highest standard of Islamic character entails helpfulness and benevolence towards others. The very existence of a believer is beneficial to others since Islam teaches the lowest branch of belief is removing the disturbance from the way. So the believer passing through a way is useful to others. His words are useful to every one. Because Islam has taught “whoever believe in God and the life here after, let him tell good things to keep quiet.” Patience Patience is another ingredient which makes the believers character commendable and appreciable. It has been taught that patience is one half of faith. Marvelous examples of patience on various occasions can be drawn from the life of the Prophet . Sincerity, honesty, humility, justice, patience, straightforwardness, keeping promise … Islamic ethics and moral as stated in the Holy Qur’an and Sunnah embrace the consideration of all those moral excellencies
known to the world, such as sincerity, honesty, humility, justice, patience, straightforwardness, keeping promise, charity, meekness, politeness, forgiveness, goodness, courage, veracity, sympathy, tolerance, decency, cooperation and other ethical instruments and rules of conduct recommended and upheld by Islam. A luminous feature of Islamic system of life is that it teaches comprehensive manners to all mankind with mercy, sympathy and consideration. Speak the truth The first among the deeds which tops the list of good manners is to speak the truth and be steadfast in it regardless of its consequences. The Prophet teaches: “The best of crusades is to speak the truth before a tyrant ruler. ‘Speak the truth no matter how bitter it may be.’ Keep away from ill thinking because ill thinking is the greatest falsehood.” Avoid Jealousy, backbiting, falsehood … By prohibiting jealous, backbiting, falsehood, wickedness and all other harmful things Islam arrange the ground steady for emulating divine principles of Islamic character which provide a peaceful living in this world and the hereafter. The major criterion in Islamic living is the eternal words of The Prophet that “Actions rest on motives.” What are Good Manners? Good Manners mean the commission of those virtuous deeds by which human perfection is achieved which entitles a human being, in its true senses to be referred to as the best of creation. The effect of adopting these manners, propounded by Islam is that humankind receives tranquility, peace, harmony, happiness, love, affection, justice, equality and whatever a human being desire for a healthy and peaceful living. Responsibility towards God and responsibility towards fellow beings All these teachings are formed considering the responsibility entrusted upon human be-
ings. It is clearly mentioned that humankind has a dual responsibility to perform. One is in relation to himself and his obligations to the Creator, the other one is in relation to his external world and commitments to the creatures and fellow beings. The former has to express in a process of self-development, physical, intellectual and spiritual. In other words, man’s responsibility is to invite to God, so to say, exercise His right to dwell in the individual and urge him to use properly the balance set in his nature. The idea is in conformity with the Qur’anic exhortation. “O you who believed if you help (the cause of) God, He will help you and set your feet firm” (Al-Qur’an 47:7). Obligations to one’s self and obligations to society The other responsibility lies in developing social consciousness and in caring for the welfare of others. The two terms may as well be styled as “Obligations to one’s self” and “obligations to society.” The two types of responsibilities are not to be regarded as exclusive. They are merely two faces of one and the same attitude towards life, of the same activity proceeding from it and signify the character of the mind one has to develop. It is this mind which matters in determining responsibility for every human action. Transitions are times of crossing or traveling from something old and familiar to something new and unfamiliar. Most transitions are small and pass by almost unnoticed. Some, however, involve major disruptions in routines and force us to re-examine our values and lifestyle. Transitions range from changes that affect everyone (social and natural) to more personal transitions that affect one’s career and relationships. They may be voluntary, like moving to a larger home, or involuntary, like an accident, a disability or an illness.
They may be predictable or unpredictable. Transitions and their disruption challenge us to grow and sometimes even force us to concentrate on today and the present moment. • Transitions and the disruption involved challenge people to concentrate on today and the moment. • Seeing life’s changes as being like changing seasons can help. • Many people fail to realize that every transition begins with an ending. • Learning how to finish “unfinished business” with the past and developing supportive relationships are important to wellbeing. • It’s not what happens, but what one chooses to think about it, that affects one’s
feelings and behaviors. By examining the past, you can recall transition-making strengths you developed and uncover any unfinished business that may now prevent you from being your best. To handle present and future transitions, use the insights gained from past and newly acquired skills. At one time or another, most of us have difficulty making transitions. Even positive changes can be fraught with difficulty in letting go of the past. Often we feel uncomfortable with change. A favorite way of dealing with our discomfort is avoidance. Avoiding uncomfortable feelings, however, establishes patterns that stand in the way of making new beginnings. When we refuse to
accept a transition, when the fear of what lies ahead, it prevents us from moving forward. We appear to stand still on life’s busy road while life speeds past. Even positive life changes can be difficult without proper endings. Before we embrace the new, we must let go of the old. The purpose of this article is to evaluate the factors influencing the behavior of children and how to modify them so that they grow as model citizens practicing Islam in their community, become a source of joy and comfort to their parents, and maintain family harmony. The behavior of growing children is influenced by many factors that include their parents and other close relatives, teachers, peers at school, community and the media. Lack of discipline and civilized behavior at school is a major problem in the U.S., the fallout of which is also seen at home! With broken families and the absence of a father at home, this becomes a major problem for single mothers raising a teenager. Muslim children, although distinct in their value system, still are exposed to and affected by what they see and learn. In Islamic teachings, great emphasis has been placed on moral conduct and behavior. The Quran says, “Lo, the noblest of you, in the sight of God, is (the one) best in conduct. Lo, God is knower, Aware” (49:13). “By the soul, and the proportion and order given to it, and its enlightenment as to its wrong, and its right. Truly he succeeds that purifies it (the soul), and he fails that corrupts it” (91:7-10).Prophet Muhammad (PBUH), has said, “I have been sent to perfect your conduct” (Bukhari and Muslim). “A fathers’ teaching his child good manners is better than giving a bushel of grain (in charity)” (Bukhari). Children are very susceptible to any and every influence. It has been said, “They are like molten cement. Anything that falls on them makes a lasting impression.” Their minds are like virgin soil, ready to accept any seed. As they grow, their organs of reception start working and accept new ideas and influences. It is up to us to screen the experiential factors that influence a child’s development so that they can learn to accept the right ideas and behaviors and reject the wrong influences. The parents (and close relatives living with them like uncles and grandparents) have only 25% influence in a 6-16 year old child. 50% is by peers at school or in the community. 25% is from the teachers and other sources of education outside home i.e. media, mainly TV (and magazines for older youths). The influence of parents is high during early age (0-8 years, up to 80%), but as the child discovers new friends and ideas, he or she grows independent from the influence of parents. PEERS Keep children in the company of good Muslim children after school and during weekends to dilute the unavoidable influence of undesirable elements at school. SCHOOL Choose a school in a good location (neighborhood) irrespective of it being private or public. Get to know the teachers personally and interact with them. Only the neglected children create wrong impression at school and expose themselves to various abuses. Supervise their homework. MEDIA Watch TV with your children, and select good educational and entertainment programs. Comment on the negative aspects of the program. Cut down the TV hour to less than 1 1/2 hours on weekdays and 2 1/2 hours on weekends. Do not buy rock music tapes (out of love for your child) nor allow him/her to listen to any hard rock. Encourage outdoor activity in preference to indoor (e.g. TV/music). Encourage them to read newspapers, good magazines (National Ge-
ographic) and Islamic periodicals.

As I have said many times, “Children will become what we want them to be if we are what we want them to be.” Children cannot be expected to practice Islam by sending them to Sunday school if we are not doing that ourselves in our day to day life. If we want them to get up early in the morning to perform the prescribed prayer, we have to do it ourselves and ask them to join us. If we want them to read the Quran, we should read with them and so on. LOVE Growing children may not take an order, but will do things out of love and respect for their parents. So love and respect on a mutual basis is our best weapon against all the negative influences on them. Parental love should be unconditional and on biological grounds rather than on their achievements at school or in sports. Love should not be confused with unlimited permissiveness or with closed eyes towards a child’s faults. Criticizing certain faults of the child should not diminish the love by the parents. INFORMATION Children are not born knowing everything right or wrong in social norms. They need clear guidelines about good and bad behavior, Islamic and un-Islamic way of life. The greatest effect is of the parent’s attitude and example rather than the words in a book. If children see their parents not practicing what they themselves are told to practice they become rebellious and non-believers (in the value system). Parents should set the same standards for themselves as they set for their children, and share with them information of all kinds whether related to the outside world or inside the family. It is not the knowledge which hurts, but the lack of it or misuse of it which causes problems. DECISIONS Parents should help children make appropriate decisions and be responsible for their decisions. Younger children can only make decisions about the present (i.e. what clothes to wear that day), but grown-ups can make decisions that may affect their future, under parental guidance (i.e. selection of career, school and hobbies). Children left to grow on their own, will regret a lack of direction they had in their childhood. Children should be taught how to be responsible by being given the chance to share household work, keep their desk and room clean and how to handle their “own” money. Let them spend all their money and suffer from the lack of it. A sense of deprivation once in awhile is good for them as long as the reason for deprivation is explained well. Problems with parents • If the parents are authoritarian, the child becomes fearful of making mistakes, starts lying for the fear of being punished and feels insecure. Unfortunately, abused children become abusers when they grow up. The parent should remember that the only absolute authority in the house is the Will of God, and everyone has to submit to His Will, in order to expect submission from a younger person. • If the parents are emotionally disturbed and depressed themselves they will not have time for the children, leading them to withdraw, become depressed or develop antisocial activities. • If the parents are perfectionists and expect the child to be perfect all the time, the child will have two options. Either he or she will live up to the expectations, or will develop opposite tendencies, i.e. a teenager keeping his or her room messy to get back at the
•The over-protective, anxious parent cannot raise a confident child ready to deal with the real life. This child will feel danger everywhere. While the child has to be supervised, he or she does not need the physical presence of the parent at all time. They should raise a strong child, strong enough to carry on their work if they meet a sudden death themselves. •The parent who cannot say no to a child, spoils him or her by providing him or her with every wish every time. This child will demand whatever he or she wants immediately and put on a manipulative show to get it. One parent complained how their five year old will stop breathing until she got what she wanted. The parents have to learn to control their love and discipline themselves in order to discipline their children The child’s necessary desires should be met according to the means of the family, but a time may come when a firm no should be put into practice. •Parents who take sides in sibling rivalry encourage jealousy and hate. They should not prefer boys over girls or the reverse and fair complexion over dark ones, bright ones over less bright, but try to be fair to all of them and neutral in their fights. How parents can communicate with their children Neither party can influence the other unless they communicate. This is a serious problem in American families. One father told me that at best all his teenage daughter would say to him would be “Hi” one or two times a day. This can be substituted by a “peace be upon you,” (as-salam alaykum) in a Muslim family in which parents and teenagers are not getting along well. One should avoid getting into this stage of strained communication. • Find a time and place to talk to your children. Children are sometimes in a “bad mood” upon returning from school, loaded with home work, as are parents in the afternoon with a busy day at work. The best time to have a chat is during breakfast and evening dinner together. Better than this is allotting ten minutes after either the evening or night prescribed prayer or even better, after the dawn prescribed prayer, if time pemits. During this session, the parent can inform the children of all the good things they did that day and ask the children the same and share their problems. • When you do argue, do it patiently, one person speaking at a time. Be specific and separate emotions from facts. Speak in a low voice. Screaming decreases the intake of the message. Finding fault may make you look like a winner, but remember, just as we want God to forget and forgive our faults, we should do the same for others. • Practice active listening to each other’s view, even if you don’t agree. For religious issues consult the Quran or the Traditions together, rather than quoting from your memory. • Refrain from sarcasm, name calling, humiliation, pointing your finger, etc. Read God’s injunction about these again and again in Surah Al-Hujurat (49th Surah). • Encourage each other even in areas of shortcomings, rather than making fun or making a negative remark. If your child brings a B report, then instead of, “I doubt you will ever improve or pass your exam,” say “A ‘B’ is better than a ‘C’, and I am sure you are talented enough to do better. Perhaps I can help you in the areas that you have difficulties at school?”
Influencing the behaviour through daily household chores The purpose of giving them some chores, is to keep them busy as well as teach them some responsibility. Initially it may be boring, but it will eventually become routine. The assignment should be according to age (and not the sex of the child) and should include setting the table to begin with, then washing dishes, laundry, taking out the garbage or just helping in the garden. However, children should not be forced into doing things, otherwise they will rebel. By the same token, they should not be penalized for mistakes. The best payment for a job is a smile, hug, thank you or praising the child to others, rather than money. While it may be all right to give an allowance, it should not be tied to the job. Otherwise the child will want money for everything. An eleven year old told his mom, “You need to know only three things about kids. Don’t hit them too much, don’t yell at them too much, and don’t do too much for them.” How about infants and pre-schoolers? While studies mainly refer to children ages 6-16 years, the small ones should not be neglected. In fact, in the first year of life, it is the behavior of the parent (especially the mother) which is so crucial and has nearly 90 percent influence. Then, as the child grows, identification with the parent of the same sex may make the influence of that parent more important. The boys watch their father more closely doing mechanical work and girls observe moms carefully doing household work. Sometimes it may be reversed. It is at this time that parents can inject love and respect into children by their example of mutual love and respect for each other and for the children. It is also at this age that doing things together including playing, watching TV, reading, etc. will help establish the foundations (trust, self-confidence, ability, etc.) of open communication. In terms of practice of religion, it comes from observing their parents and doing the practices together. If nice manners are programmed into them before they are introduced to the general population, it is doubtful they would get the infection of misbehavior. Bill of rights for Muslim children • Muslim children have the right to learn and practice Islam even if one of their parents is a non-Muslim, or non-practicing Muslim. • They have a right to be treated as a person, in an environment that is conducive to their growth and maturity and to become useful citizens. • They have a right to receive love, care, discipline, and protection from their parents. • They have a right to receive education, and financial protection for the future. Bill of rights for Muslim parents • Parents have a right to receive love, respect and affection from their children as mentioned in the Quran. • Parents have a right to educate and discipline their children as men- tioned in the Quran and shown by the example of Prophet Muhammad [PBUH] • Parents have a right to know more about their children, and moni- tor other influences affecting them. • Parents have a right to say no to unusual financial and other demands of children. Finally, I end this article with a verse from the Quran. “Your Lord has commanded that you worship none but Him, and that you be kind to your parents. If either or both of them reach old age with you, do not say to them any word of contempt, nor repulse them, but address them in terms of honor, and out of kindness lower to them your wings of submission, and say, ‘My Lord, have mercy on them as they cared for me in my childhood”’ (17:23-24).

By Mona Ismaeil The idea of an allowance or pocket money for children has been discussed in many parent groups, online forums and much has been written about it in magazines. With discussion comes controversy. My daughter is still young at 14 months, but I have thought about this topic a great deal which led me to want to share my findings with our readers. When to start? It is really up to the parent as to when they feel it is appropriate to start but it should be by the age of ten at the latest. Some start as early as three years but it is suggested that by school age (4-5) children will start to have a concept of money and will have had opportunities to make purchases of their own; for example at a school bake sale. How much? This is very important. Again it is up to the parent, but it is suggested that children get $0.50- $1 per year of age per week. So a 4 year old would get $2 or $4 per week. I personally believe this is appropriate until the age of 10, after that, I believe it could be increased to $1.50 or $2 per year of age. S.O.S Rule The whole idea of allowance is so that children learn to manage their money. Allowance For Kids:
concept! The S.O.S Rule is a great way to help children understand 3 main places their money should be going. Usually the total allowance is divided into thirds but you could decide to change the portions as you see fit. S for Save Children should have a piggy bank of some sort. 1/3 of their total allowance is put into their piggy bank to save up for bigger ticket items they really want that are considered an ‘extra’. For example, the parent will buy clothes but if they really want a more expensive pair of sneakers, that is for them to save up for. The ‘save’ aspect should teach them to plan for the future and think long term when it comes to their finances. O for Offerings This is about sharing and giving to charity, a very important concept in Islam. They may be donating only a few dollars to start with but we should encourage this habit and make a big deal out of it. When you are giving your Zakat at the end of Ramadan, you could talk to your child about it. Explain why we give Zakat, how it is calculated, etc. Also, you could ‘calculate’ it for them and take their portion to donate as well. Perhaps, have your child do some research about different charities and have them decide where they feel their money should be donated. You could take them to that charity to give their donation as well. This will make it very real for them and give them a feeling of accomplishment. S is for Spending For this portion it is up to you to discuss and decide with your child what they will be responsible to covering the costs of. This can range from hot lunches to extra-curricular activities. Of course basic needs of every child should be covered completely by the parents. There should be some money allocated for ‘Free-Spending’. This is a portion which the
child has the ability to do with it what they please as long as they follow your basic rules (ex. No candy). Allowance and Chores One in every three parents give allowance for doing chores even though researchers do not view it favourably. Children should contribute at home because they are a member of the family not because they are being paid for it. Also, some children may not do chores if allowance is not important to them and they choose to forgo it. It is suggested that only chores that are above and beyond their normal tasks be worth a form of payment. This teaches children to work for their money and that they can find ways to make money beyond their weekly allowance. For example, you should not pay a child for making her bed, but you may pay her for helping in organizing the basement. There is a fine line between teaching children that work means payment and that payment be all they care about. In the real world, they will not get paid for every little thing they do and sometimes even a job requires us to do things out of our job description, but we do it because we care and we look at the big picture. Consistency Children may try to yank at your heartstrings to get a little more out of you but you have to remember why you are doing this. I am not saying everything is set in stone and you should never give them a little extra here and there, because that is not real life either. At the same time, do not let them push you to the point where you have abandoned everything you set out to teach them. For example: If you go on holidays, you may offer to buy your child one souvenir. If they want a second one, you can tell them that they must pay for it. That way, you have given them a treat they will appreciate, you have given them the choice to purchase another souvenir but most important you have taught them that they

after flash floods inundated several villages in Khyber Pakhtunkhwa and Balochistan provinces. At least three people have died, Pakistani media reported, and hundreds of thousands have been displaced. Every year, monsoon rains trigger floods in Pakistan killing scores of people. Chitral in Khyber Pakhtunkhwa was among the worst affected, with major damage to buildings. The provincial information minister, Mushtaq Ghani, told reporters that upper parts of the city were cut off, stranding about 200,00 people, according to Dawn newspaper.

KARACHI/ISLAMABAD: As parts of Sindh, upper Punjab and KPK experienced heavy rains on Tuesday, the Pakistan Meteorological Department (PMD) has forecast more monsoon showers during next 24 to 48 hours, Samaa reported Wednesday. According to chief meteorologist, Ghulam Rasool, widespread rain-thundershower is likely in Sindh, including Karachi from Thursday to Saturday.
Gen Raheel directs all out efforts for flood affectees
RAWALPINDI: General Raheel Sharif, Chief of Army Staff (COAS) has directed all concerned in the Army to make all out efforts to help and extend all possible assistance to the people affected in the flood hit areas in Chitral and else where in the country. The MQM and PML-N’s alliance came to an end. 2002, October The then President Pervez Musharraf, who had overthrown Nawaz in a military coup, held elections. The MQM performed well, and became a coalition partner of its arch enemy, the military government. 2006, January MQM threatens to quit the coalition government, ostensibly over army operations in Balochistan. It later retracts the ultimatum. 2007, May MQM was accused by anti-Musharraf parties and sections of the me-
dia for instigating violence on the streets of Karachi when Chief Justice Iftikhar Muhammad Chaudhry arrived in the city to address a lawyers’ meeting. 2008, February In the 2008 election, the party again became part of the ruling coalition government at the centre and in Sindh — once again with the PPP. 2012, December The MQM’s office in London was raided in connection with Farooq’s murder. MQM chief Altaf Hussain criticised the judiciary and said that judges of the Supreme Court should apologise for their remarks about delimitation of Karachi’s constituencies or face consequences. The Supreme Court ordered the MQM chief to appear before it in person and explain why he should not be charged with contempt for “his contemptuous assertions against the judiciary”. 2013, January Hussain files an unconditional apology, which was accepted by the apex court. February The MQM announced that it had decided to quit the federal and provincial governments in protest against what it described as the ‘negative attitude’ of the PPP. The Sindh People’s Local Government Act, 2012 is repealed. For the third time in the series Pakistan denied those expecting drama and nerves and inexplicable events normally associated with Pakistan cricket. They first refused to let Sri Lanka get away despite a seemingly effortless 100-run second-wicket stand and dragged them down to 256, and then Ahmed Shehzad followed it with a ruthless chase of a target that could have been tricky on a dry turning surface. This was their first bilateral series win in Sri Lanka in nine years, and took them closer to Champions Trophy qualification. In fact even in the second match - the one that they lost - Pakistan were predictable and excellent. They just came up against individual brilliance of the Pakistani kind, and even after that record fastest fifty by Kusal Perera Pakistan fought to make sure it was not a cakewalk for Sri Lanka. There was no such out-of-theworld brilliance from Sri Lanka this time, but Pakistan retained that tenacity even though Lahiru Thirimanne and Tillakaratne Dilshan seemed in control scoring half-centuries after Perera fell for a duck. The fielders cut out the singles, the spinners choked supply of easy runs, the quicks struck to cash in on the pressure, and Sri Lanka went from 170 for 3 to score only 86 in the last 14 overs. As a comparison, in the next 14 overs there was enough evidence Pakistan were going
to cruise through the chase. Sri Lanka finally went to using Lasith Malinga as an attacking option, but Azhar Ali and Shehzad took his first three overs for 20. When it seemed like pace on ball was flying, Sri Lanka went to spin only to see Shehzad jump out of the crease and belt Sachith Pathirana back over his head first ball for a six. Nuwan Pradeep injured himself, Suranga Lakmal looked ineffective, and already Malinga was back for a second spell. Malinga provided a breakthrough, but then had Shehzad edge through vacant slip and then through the hands of slip for successive fours. All in the first 14 overs. With his side 92 for 1 in the first 14, Mohammad Hafeez could now afford to take his time settling in. He also blunted out Malinga as he exhausted his nine overs in the first 20, looking desperately for a breakthrough. In Malinga’s ninth, Shehzad suggested it wouldn’t have made a difference had Malinga many more left in his bag. He whipped him for successive fours to reach 71, and Pakistan were now 116 for 1 in 20 overs. Let down by spinners, missing in-form attacking bowlers, Sri Lanka threw other options at Pakistan, but there were no batsmen willing to oblige those looking for what has in the last 10 or so years become inevitable drama with Pakistan matches. Shehzad and Hafeez batted with authority. While Hafeez accelerated from

The only regret for Pakistan will be that a rare moment of fielding brilliance - diving-forward catch by Perera at third man - from Sri Lanka resulted in Shehzad’s falling five short of a hundred. Fielding brilliance was plentiful when Pakistan were in the field. From the time left-arm spinner Imad Wasim, playing only his second match, combined an arm ball with low bounce to remove Dilshan at 109 for 2 in the 23rd over, the fielders and the spinners circled around Sri Lanka. Often six men stayed inside the circle, and the spinners ran through their overs, building pressure dot by dot. Between them the three spinners - Yasir Shah, Wasim and Shoaib Malik - conceded just 108 in 24 overs. The first victim of the pressure was Mathews. Quebec City and Las Vegas are now at the forefront of the NHL expansion movement. Owners in those two cities were the only ones to submit expansion applications before Monday’s deadline, the league has confirmed. The NHL said it received requests from and sent applications to 16 different groups or individuals. Quebecor submitted a bid to bring the Nordiques back to Quebec City, while Bill Foley applied for a Las Vegas franchise. Ownership groups in the Toronto and Seattle areas considered applying but ultimately did not. The NHL said the
intent of the expansion process was to “set realistic guideposts to distinguish between bona fide expressions of interest ... from those indications of potential interest which were, at best, merely hopes or aspirations.” “Apparently, only Mr. Foley and Quebecor have the confidence in their ability to secure an arena and suitable ownership capability to move forward with this process,” the league said. Quebecor manages the Videotron Centre, which will host a pre-season game between the Montreal Canadiens and Pittsburgh Penguins in September. A new
arena is under construction on the Las Vegas strip and is set to open in the spring of 2016. NHL confirms expansion bids by Quebec City, Las Vegas to cost upwards of US$500 million. The application fee was $10 million, including $2 million nonrefundable. Expansion would be for the 2017-18 season, commissioner Gary Bettman said last month. Las Vegas would help fix current conference imbalance of 16 teams in the East and 14 in the West.
