Electing the Next Canadian Government
All of the Canadian statutes provide for general elections every four years. However, elections can still be held earlier if the government loses confidence of the legislature; nothing restricts the royal prerogative of dissolution. With regard to the upcoming Federal Elections on Oct.19, the frustrated voters tend to be changing their loyalties towards the campaigning political parties based on the past unpleasant experience. The conservatives in trouble: They have to face the music because of the dictatorial attitude of Prime Minister Steven Harper. During his tenure, Canada lost its once popular role as a peace keeper. Also, the Canadians are divided because of the controversial legislations: the Liberals and the Tories voted in favour of Bill C-51 which strips Canadians of civil liberties and can suspend the constitutional rights of people. This means Canadians are upset with the new empowerment of police and the spy agency. They don’t like them reading their emails, or detaining them without charges, or suspending their constitutional rights. Obviously, the Liberals agreed in a rush with the Harper Government on C-51; it was a mistake right from the start for having overlooked the unacceptable significant provisions. Bill C24: The proud Canadians are shocked by the passing of this Bill and now they are 2nd class citizens as a result. Typically immigrants have to go through a very tough period of economic and cultural adjustment phase, as they endeavour to establish themselves in Canada. The goal is to finally become a Canadian with
rights, responsibilities and privileges associated with citizenship. Horrible is even the kids born to the naturalized citizens –despite living all their lives in Canada are now second class category. What is the point of being Canadian citizens then? Bill C-518 was almost accepted unanimously in the House of Commons: Upon becoming law it would revoke the taxpayer-funded pension from criminal politicians, yet the bill was rejected in the Senate by the Harper appointees. Other issues of importance: They are about environment, health care, education, science, crisis centres, the interest rates, Veterans, First Nations, Immigrants, the budget, Canada as a country and the foreign policy of discrimination. Mr. Harper also ignored the Canadian constitution while using public exchequer to fight Supreme Court decisions against him. His secrecy and refusal to consult with the provinces and the people have cost him his reputation. Harper’s negative attack Ads against the Liberals are responsible for voters’ fatigue as well. NDP Leader Tom Mulcair says his first acts as prime minister would include pulling out the Canadian Forces from Iraq and Syria, accepting 10,000 Syrian refugees and reducing taxes for small and medium-sized businesses. Mulcair spoke to CBC chief correspondent Peter Mansbridge for the third in a series of four interviews with the national party leaders. “We will immediately stop the bombing mission and bring those troops home,” Mulcair told Mansbridge in an interview for The Na-
tional on last Wednesday last week. Mulcair said the personnel returning would include troops taking part in missions against Syria and those involved in training. Canada currently has six CF-18s, an aerial re-fueller, two surveillance planes and about 600 personnel involved in the air war, as well as 69 Special Forces training Kurdish fighters. “So we are out of the fight with ISIS if the NDP win?” Mansbridge asked. “Yes. Yes, no question about that,” Mulcair said. Asked whether ISIS poses a threat to Canada, Mulcair said that it’s war in the region for 35 years that has posed the true threat. “I think that the best thing for Canada is to start playing a positive role for peace, and that would be a top priority for me as the prime minister of Canada,” Mulcair said. Furthermore, there is a question mark on Harper management of Canada’s finances. On economic issues, the Liberals have the best thought out policies. Nationally, polls show two left-leaning parties, the Liberals and the New Democrats (NDP), tied with the Conservatives at around 30 percent each. Harper’s shameful attitude towards Muslims- How Harper Sows Fear of Muslims in Pursuit of Votes: The anti-Islam industry in Canada has been in its top gear. Prime Minister Stephen Harper used it unsuccessfully to attract voters for his elections; he has been stoking Islamophobia by pandering to public unease about Muslims. That was in addition to going after Muslim charities and religious symbols, his jihad against radical Islam and search for terrorists under every Muslim home.
Taxation: Each party now offers to lower the small business tax by the same amount; the Liberals plan to put checks and measures on that to ensure that small business tax havens for wealthy citizens don’t get the cuts. The Liberals plan on increasing income taxes on incomes over 200,000 from 19 to 22 percent. The NDP is raising corporate taxes by 2 percent. Best described: The Conservative are on extreme right and the NDP is on the extreme left while the Liberal party stays in the middle lane which is suitable to Canada. Also, the Liberals seem to be more sincere about restoring democracy to Canada. Though the Liberals under Justin Trudeau are steadily climbing back up in the popularity amid a tough politicking, yet the NDP remains a big threat as Muslim population has almost diverted away from the liberals towards the NDP. It seems as if an NDP government is in the making. In that case heavy indebtedness will be needed to finance the social programs, and the corporate world will be fleeing south of the border; it will be a dangerous scenario. Let’s wait and see till the dust settles. First 10 Days of Dhul Hijjah: Days of Virtue And Righteous Deeds
PBy: Jam’Iat Ihyaa Minhaaj Al-Sunnah Ibn’ Abbas says about the Aayah, “Remember Allaah during the well known days,” that it refers to the first ten days of DhulHijjah. [This is related by al-Bukhari] Allaah swears an oath by them, and swearing an oath by something is indicative of its importance and great benefit. Allaah says (interpretation of the meaning) “By the dawn; by the 10 nights” [al-Fajr 89:1-2]. Ibn Abbaas, Ibn al-Zubayr, Mujaahid and others of the earlier and later generations said that this refers to the first ten days of DhulHijjah. Ibn Katheer said: “This is the correct opinion.” [Tafseer Ibn Katheer, 8/413] Praise be to Allaah Who has created Time and has made some times better than others, some months and days and nights better than others, when rewards are multiplied many times, as a mercy towards His slaves. This encourages them to do more righteous deeds and makes them more eager to worship Him, so that the Muslim renews his efforts to gain a greater share of reward, prepare himself for death and supply himself in readiness for the Day of Judgement. This season of worship brings many benefits, such as the opportunity to correct ones faults and make up for any shortcomings or anything that one might have missed. Every one of these special occasions involves some kind of worship through which the slaves may draw closer to Allaah, and some kind of blessing though which Allaah bestows His favour and mercy upon whomsoever He will. The happy person is the one who makes the most of these special months, days and hours and draws nearer to his Lord during these times through acts of worship; he will most likely be touched by the blessing of Allaah and will feel the joy of knowing that he is safe from the flames of Hell. [Ibn Rajab, al-Lataaif, p.8] Ibn’Abbas reports that the Messenger of Allaah (sallallaahu’alaihi wa sallam) said, “No good deeds done on other days are superior to those done on these days [meaning the ten days of Dhul-Hijjah].” The companions asked, “O Messenger of Allaah, not even jihad in the way of Allaah?” He said, “Not even jihad, except for the man who puts his life and wealth in danger [for Allaah’s sake] and returns with neither of them.” [This is related by the group except Muslim and an-
Nasa’i] Ahmad and at-Tabarani record from Ibn’Umar that the Messenger of Allaah (sallallaahu’alaihi wa sallam) said, “There is no day more honorable in Allaah’s sight and no acts more beloved therein to Allaah than those in these ten days. So say tahlil (There is no deity worthy of worship but Allaah : Laa ilaaha illallaah), takbir (Allaah is the greatest Allaahu Akbar) and tahmid (All praise is due to Allaah : alhumdulillaah) a lot [on those days].” [Reported by Ahmad, 7/224; Ahmad Shaakir stated it is saheeh] Abu Hurairah relates that the Messenger of Allaah (sallallaahu’alaihi wa sallam) said, “There are no days more loved to Allaah for you to worship Him therein than the ten days of Dhul Hijja. Fasting any day during it is equivalent to fasting one year and to offer salatul tahajjud (late-night prayer) during one of its nights is like performing the late night prayer on the night of power. [i.e., Lailatul Qadr].” [This is related by atTirmidhi, Ibn Majah, and al-Baihaqi] Ibn’ Umar narrated that at Mina, the Messenger of Allaah (sallallaahu’alaihi wa sallam) said, “Do you know what is the day today?” The people replied, “Allaah and His Messenger know it better.” He said, “It is the forbidden (sacred) day. And do you know what town is this?” They replied, “Allaah and His Messenger know it better.” He said, “This is the forbidden (sacred) town (Mecca). And do you know which month is this?” The people replied, “Allaah and His Apostle know it better.” He said, “This is the forbidden (sacred) month.” The Messenger added, “No doubt, Allaah made your
Saudi Arabia suspends work of Mecca crane collapse firm
Saudi Arabia has suspended the Saudi Bin Laden group from taking on new projects, just days after a deadly crane collapse in Mecca. A statement by the Saudi government on Tuesday said the company’s operations had been stopped until a review of all their work had been completed. The Saudi Bin Laden group is one of the region’s largest construction firms with contracts across the country. Initial investigations by Saudi authorities suggested a “balance issue” in the crane and bad weather contributed to the tragedy that left at least 107 people dead and hundreds more injured at Islam’s holiest site immediately prior to the start of the Hajj. Al Jazeera’s Omar al-Saleh, reporting from Mecca, said the move was “very sig-
nificant”. “The Mecca incident brough everything up to the surface, you can sense there were issues beneath the table,” Saleh said. “There is an indication that the construction firm misused the manufacturers instructions, an indication perhaps of negligence.” The Hajj, one of the largest religious gatherings in the world, has been prone to disasters in the past, mainly from stampedes as pilgrims rush to complete rituals and return home. Hundreds of pilgrims died in such a crush in 2006. Saudi authorities have since spent vast sums to expand the main Hajj sites and improve Mecca’s transport system, in an effort to prevent more disasters. Source: Al-Jazeera
blood, your properties, and your honour sacred to one another like the sanctity of this day of yours in this month of yours in this town of yours.” Narrated Ibn’ Umar: On the Day of Nahr (10th of Dhul-Hijja), the Messenger (sallallaahu’alaihi wa sallam) stood in between the Jamrat during his Hajj which he performed (as in the previous Hadith) and said, “This is the greatest Day (i.e. 10th of DhulHijjah).” The Messenger (sallallaahu’alaihi wa sallam) started saying repeatedly, “O Allaah! Be Witness (I have conveyed Your Message).” He then bade the people farewell. The people said, “(This is Hajjat-al-Wada).” [Bukhari 2.798] Fasting Day of Arafat Abu Qatadah reported that the Messenger of Allaah (sallallaahu’alaihi wa sallam) said, “Fasting on the day of ‘Arafah is an expiation for two years, the year preceding it and the year following it. Fasting the day of ‘Ashurah is an expiation for the year preceding it.” [This is related by “the group,” except for al-Bukhari and at-Tirmidhi] Hafsah reported, “There are five things that the Messenger (sallallaahu’alaihi wa sallam) never abandoned: fasting the day of ‘Ashurah, fasting the [first] 10 [days of Dhul-Hijjah], fasting 3 days of every month and praying two rak’ah before the dawn prayer.” [This is related by Ahmad and anNasa’i] ‘Uqbah ibn’Amr reported that the Messenger of Allaah (sallallaahu’alaihi wa sallam) said, “The day of ‘Arafah, the day of sacrifice, and the days of tashreeq are’ids for us–the people of Islam–and they are days of eating and drinking.” [This is related by “the five,” except for Ibn Majah. At-Tirmidhi grades it sahih] Abu Hurairah stated, “The Messenger of Allaah (sallallaahu’alaihi wa sallam) forbade fasting on the day of’Arafah for one who is actually at ‘Arafah.” [This is related by Ahmad, Abu Dawud, an-Nasa’i, and Ibn Majah] At-Tirmidhi comments: “The scholars pre-
fer that the day of ‘Arafah be fasted unless one is actually at ‘Arafah.” Takbeer It is Sunnah to say Takbeer (“Allaahu akbar”), Tahmeed (“Al-hamdu Lillaah”), Tahleel (“La ilaha ill-Allaah”) and Tasbeeh (“Subhaan Allaah”) during the first ten days of Dhul-Hijjah, and to say it loudly in the mosque, the home, the street and every place where it is permitted to remember Allaah and mention His name out loud, as an act of worship and as a proclamation of the greatness of Allaah, may He be exalted. Men should recite these phrases out loud, and women should recite them quietly. Allaah says (interpretation of the meaning) “That they might witness things that are of benefit to them (i.e., reward of Hajj in the Hereafter, and also some worldly gain from trade, etc.), and mention the name of Allaah on appointed days, over the beast of cattle that He has provided for them (for sacrifice)…” [al-Hajj 22:28] The majority of scholars agree that the “appointed days” are the first ten days of DhulHijjah, because of the words of Ibn Abbas (may Allaah be pleased with him and his father), “The appointed days are the first ten days (of Dhul-Hijjah).” The Takbeer may include the words “Allaahu akbar, Allaahu akbar, la ilaaha ill-Allaah; wa Allaahu akbar wa Lillaahil- hamd (Allaah is Most Great, Allaah is Most Great, there is no deity worthy of worship but Allaah; Allaah is Most Great and to Allaah be praise),” as well as other phrases. Takbeer at this time is an aspect of the Sunnah that has been forgotten, especially during the early part of this period, so much so that one hardly ever hears Takbeer, except from a few people. This Takbeer should be pronounced loudly, in order to revive the Sunnah and as a reminder to the negligent. There is sound evidence that Ibn Umar and Abu Hurairah (may Allaah be pleased with them) used to go out in the marketplace during the first ten days of Dhul-Hijjah, reciting Takbeer, and the people would recite Takbeer when they heard them. The idea behind reminding the people to recite Takbeer is that each one should recite it individually, not in unison, as there is no basis in Sharee’ah for doing this. Source: Islaam.com

US warns Russia over support for Syrian regime
US Secretary of State John Kerry has told Russian Foreign Minister Sergei Lavrov that Moscow’s “continued support for Syrian President Bashar al-Assad risks exacerbating and extending the conflict” in the country. Kerry made the comments on Tuesday in his third phone call to Lavrov in the last 10 days, a US State Department official said, seeking to clarify the intent of Russia’s military buildup in Syria. The call came shortly after Russian President Vladimir Putin defended his military assistance to Assad’s government and said it was impossible to defeat the Islamic State of Iraq and Levant (ISIL) without cooperating with Damascus and urged other countries to join the cause. A readout of the call released by the State Department late on Tuesday, said: “Secretary Kerry also reaffirmed the US commitment to fight ISIL with a coalition of more than 60 countries, of which Assad could never be a credible member, and emphasised the US would welcome a constructive Russian role in counter-ISIL efforts. “The secretary stressed that there is no military solution to the overall conflict in Syria, which can only be resolved by a political transition away from Assad.” Kerry will travel to London later this week for talks to include the situation in Syria with British Foreign Secretary Phillip Hammond and the foreign minister of the United Arab Emirates. At the White House, spokesman Josh Earnest said Obama might reach out to Putin by phone in the coming days and would not rule out a meeting of the two lead-
ers later this month at the UN General Assembly. However, administration officials made clear that Kerry was in the lead on conversations with Russia about the Syria. Earnest said the administration’s stance on Russia’s moves in Syria remains the same as it was last week when Obama told US troops that a strategy to prop up Assad is “doomed to failure.” “We’ve made clear that further support, military or otherwise, for the Assad regime is destabilising and counter-productive, principally because Assad has lost the legitimacy to lead that country,” he said. “Russia’s decision to double down on Assad is a losing bet.” Earnest renewed calls for Russia to cooperate with the US-led coalition conducting airstrikes against ISIL that controls large swaths of Syria and Iraq. “The Russians indicate that they share that goal, and we’d like to see them work cooperatively with the rest of the international community to advance it,” he said. The Obama administration has been unsettled by Russia’s ramped up support for Assad, which includes about a halfdozen battle tanks delivered in recent days. Moscow has also sent other weaponry, along with military advisers, technicians, security guards and portable housing units, with the apparent goal of setting up an air base near the coastal town of Latakia, a stronghold of the Syrian president. But US officials say Putin’s intentions in Syria, particularly in the medium- to long-term, remain a mystery. Earnest told reporters that “this would not be the first situation in which President Putin’s motivations are rather hard to discern”. “The decision-making process in that country is rather opaque,” Earnest said of Russia, adding that Moscow has long used Syria as a “client state.” “That longstanding client-state relationship might lead one to conclude that President Putin is factoring into this equation some long-term considerations,” he said. “But it’s not clear exactly what he believes is the best way to advance those longer-term interests that Russia may have inside of Syria. Austria has imposed new restrictions at its borders, as the country on the main route for refugees crossing the European Union by land struggled to cope with a backlog of thousands trying to reach Germany. The AP news agency also reported on Tuesday that the temporary control imposed by Austria from midnight local time (2200 GMT) on the Hungarian border may also be extended to other nations. Thousands of refugees have poured into Austria in recent days, rushing through Hungary ahead of a deadline that saw that country close its border with Serbia. Earlier on Tuesday, Austria’s nextdoor neighbour Hungary declared a state of emergency, and shut its border with Serbia leaving many desperate refugees stranded at the border. Almost 10,000 people have also been detained for illegally crossing the border from Serbia, police said. Hungarian Prime Minister Viktor Orban has indicated that asylum requests from refugees trying to enter Hungary from Serbia will be rejected, because Serbia is a safe country where
refugees do not risk war or persecution. On Tuesday evening, Orban defended his decision in an interview with a Hungarian TV station. “We are not going to seal the border hermetically. We are simply enforcing the laws which were already in force until now. Even until now, Hungary’s border should not have been crossed at any other place except the border crossings,” he said. “If someone claims to be a refugee, he will be asked if he filed an asylum request in Serbia. And if he did not file it, since Serbia is a safe country, it will be rejected.” Al Jazeera’s Andrew Simmons, reporting from the Hungarian border town of Roszke, said there is desperation among refugees at the border. “It is more of a crisis now more than ever for the refugees,” Simmons said, adding that a fence is also being planned between the border of Hungary and Romania. On Tuesday night, hundreds of refugees between the border of Hungary and Serbia carried hand-written signs and shouted their plea to authorities to let them through the gate. Meanwhile, Serbia was talking to the Hungarian government about the build-up of refugees on their frontier, a Serbian government minister said, adding Budapest would “have to open the border”. Aleksandar Vulin, Serbia’s minister in charge of tackling the refugee crisis, did not elaborate. UNHCR spokeswoman Melissa Fleming said on Tuesday that it is likely that thousands of refugees will simply divert their route now that Hungary has closed its

Court dismisses federal appeal over niqab at citizenship ceremonies
The courts handed the Harper government another policy rebuke Tuesday when the Federal Court of Appeal quashed its attempts to ban face coverings at citizenship ceremonies. But the Conservative campaign vowed to fight back, saying uncovered faces at such ceremonies were “consistent with Canadian values of openness, social cohesion, and equality.” The latest chapter in the Conservatives battle with the courts unfolded Tuesday when the Federal Court of Appeal dismissed the government’s appeal of an earlier Federal Court ruling that said banning face coverings at such ceremonies was unlawful. On Tuesday, the three justices ruled from the bench, saying they wanted to proceed quickly so that Zunera Ishaq, the woman who initially challenged the ban, can obtain citizenship in time to vote in the Oct. 19 federal election. Appeal Justice Mary Gleason, speaking on behalf of her two concurring judges, said her court saw no reason to interfere with the earlier lower court ruling. Ishaq, a 29-year-old woman with devout Muslim beliefs who came to Ontario from Pakistan in 2008, refused to take part in a citizenship ceremony because she would have to show her face. The swift ruling left her almost speechless, but she said she looks forward to voting. One of her lawyers, Marlys Edwardh, said the Immigration Department would be contacted this week so she could attend a citizenship ceremony -- accompanied by her lawyers “just in case.” A spokesman for Conservative Leader Stephen Harper expressed regret over the court’s ruling. “We understand the government is considering all legal options,” spokesman Stephen Lecce said in an emailed statement from the Conservative campaign. “As the prime minister has said, most Canadians find it offensive that someone would hide their identity at the very moment where they are committing to join the Canadian family. Both Justin and Thomas Mulcair are offside with Canadians border with Serbia. “We’re definitely in touch with different countries on contingencies and UNHCR is ready to move and assist different countries as best we can,” Fleming said. “It’s going to be just as much a struggle as it has been for Macedonia and Greece.” Over 200,000 refugees have reached Hungary so far in 2015, nearly all by walking across the southern border with Serbia. On Tuesday, EU’s foreign policy chief Federica Mogherini is meeting with the UN high commissioner for refugees to discuss the crisis. She called for unity in relocating asylum seekers across member states. Al Jazeera’s Mohammed Jamjoom, also reporting from Roszke on the HungarySerbia border, said there were more soldiers and policemen than there were refugees at the crossing. “There are at least a few hundred refugees begging authorities at that crossing point to let them cross over into Hungary,” Jamjoom said. Fewer refugees
on this issue.” The Conservatives would reintroduce a law banning face covering and their campaign will have more to say about the issue in the coming days, Lecce said. The ban on face coverings sparked a bitter debate in the House of Commons when it was first announced, and Tuesday’s ruling looked certain to place the issue firmly on the federal election campaign agenda. Earlier Tuesday, Justice Department lawyer Peter Southey told court that the government never meant to make it mandatory for women to remove their face coverings for citizenship ceremonies -- a position that left both the judge and Ishaq’s lawyers scratching their heads. The admission appeared to be a climbdown from the Conservative government’s past position on the issue. The controversial edict was a regulation that had no actual force in law, Southey told the hearing. “It indicates a desire in the strongest possible language,” Southey said -- an argument that appeared to come as a surprise to Justice Johanne Trudel. “I cannot see how this is not mandatory,” Trudel said during the hearing. Southey later told the court that the immigration minister was conceding that he “could not impose a mandatory rule in a guideline” for the purposes of this appeal. Lorne Waldman, another of Ishaq’s lawyers, dismissed Southey’s argument, saying everyone from former immigration minister Jason Kenney, to his successor Chris Alexander and even Harper have said in public they see it as a mandatory policy. Reading from internal government emails, Waldman told court there was not “one iota of discretion” within the policy. “Everything says mandatory, no discretion -- that’s the facts of the case.” Outside court, Ishaq questioned the federal government’s new line. “If it’s not mandatory I would simply say, why they are fighting for it? Just let me go,” she said. Source: CTV News crossed into Austria from Hungary after Budapest started to clamp down on the flow through the Balkan peninsula to the richer countries of northern and western Europe, Austrian police said. On Monday, the last day before Hungary sealed off its Serbian border with a razor wire fence, a record 15,700 people arrived in eastern Austria via the border town of Nickelsdorf. Some 2,500 people spent the night in tents at the Austrian border, which had been set up by the country’s army. Hungarian police said on Tuesday that two crossings on the border with Serbia have been closed to all traffic as stricter rules about the entry of migrants are applied. “Since 12:30 the Hungarian border to Serbia has been closed. This means that no new migrants will be crossing the border there,” Helmut Marban, from the regional Burgenland police, told Reuters news agency. Source: Al-Jazeera

F A I T H Volume 2, Book 26, Number 594:Narrated Abu Huraira: The Prophet was asked, “Which is the best deed?” He said, “To believe in Allah and His Apostle.” He was then asked, “Which is the next (in goodness)?” He said, “To participate in Jihad in Allah’s Cause.” He was then asked, “Which is the next?” He said, “To perform Hajj-Mabrur. “
The Last Sermon (Khutbah) of Prophet Muhammad (Farewell Sermon) Prophet Muhammad (SAWS) delivered his last sermon (Khutbah) on the ninth of Dhul Hijjah (12th and last month of the Islamic year), 10 years after Hijrah (migration from Makkah to Madinah) in the Uranah Valley of mount Arafat. His words were quite clear and concise and were directed to the entire humanity. After praising, and thanking Allah he said: O People, lend me an attentive ear, for I know not whether after this year, I shall ever be amongst you again. Therefore listen to what I am saying to you very carefully and TAKE THESE WORDS TO THOSE WHO COULD NOT BE PRESENT HERE TODAY. O People, just as you regard this month, this day, this city as Sacred, so regard the life and property of every Muslim as a sacred trust. Return the goods entrusted to you to their rightful owners. Hurt no one so that no one may hurt you. Remember that you will indeed meet your LORD, and that HE will indeed reckon your deeds. ALLAH has forbidden you to take usury (interest), therefore all interest obligation shall henceforth be waived. Your capital, however, is yours to keep. You will neither inflict nor suffer any inequity. Allah has Judged that there shall be no interest and that all the interest due to Abbas ibn ‘Abd’al Muttalib (Prophet’s uncle) shall henceforth be waived… Beware of Satan, for the safety of your religion. He has lost all hope that he will ever be able to lead you astray in big things, so beware of following him in small things. O People, it is true that you have certain rights with regard to your women, but they
also have rights over you. Remember that you have taken them as your wives only under Allah’s trust and with His permission. If they abide by your right then to them belongs the right to be fed and clothed in kindness. Do treat your women well and be kind to them for they are your partners and committed helpers. And it is your right that they do not make friends with any one of whom you do not approve, as well as never to be unchaste. O People, listen to me in earnest, worship ALLAH, say your five daily prayers (Salah), fast during the month off Ramadan, and give your wealth in Zakat. Perform Hajj if you can afford to. All mankind is from Adam and d Eve, an Arab has no superiority over a non-Arab nor a non-Arab has any superiority over an Arab; also a white has no superiority over black nor a black has any superiority over white except by piety (taqwa) and good action. Learn that every Muslim is a brother to every Muslim and that the Muslims constitute one brotherhood. Nothing shall be legitimate to a Muslim which belongs to a fellow Muslim unless it was given freely and willingly. Do not, therefore, do injustice to yourselves. Remember, one day you will appear before ALLAH and answer your deeds. So beware, do not stray from the path of right-
eousness after I am gone. O People, NO PROPHET OR APOSTLE WILL COME AFTER ME AND NO NEW FAITH WILL BE BORN. Reason well, therefore, O People, and understand words which I convey to you. I leave behind me two things, the QURAN and my example, the SUNNAH and if you follow these you will never go astray. All those who listen to me shall pass on my words to others and those to others again; and may the last ones understand my words better than those who listen to me directly. Be my witness, O ALLAH, that I have conveyed your message to your people”. (Reference: See Al-Bukhari, Hadith 1623, 1626, 6361) Sahih of Imam Muslim also refers to this sermon in Hadith number 98. Imam al-Tirmidhi has mentioned this sermon in Hadith nos. 1628, 2046, 2085. Imam Ahmed bin Hanbal has given us the longest and perhaps the most complete version of this sermon in his Masnud, Hadith no. 19774.) One can heed words of wisdom and guidelines from the last sermon (khutbah) of the prophet (SAWS). His sermons emphasized on the following: *Sacredness of a Muslim’s life and property *The importance of propagating this message to all others (A Muslim’s responsibility thus does not end by following the religion)
*A reminder that everyone is fully accountable for their deeds and Allah (God) will take every person into account. If everyone heeded to this fact alone, the world would be a much better place today. *“Hurt no one so that no one may hurt you.” These words of the prophet are self explanatory. *The prohibition of dealing with interest (Numerous accounts in Quran and Hadith prohibit taking, giving or being a part of any transaction dealing with interest). *“You will neither inflict nor suffer any inequity.” These words of the prophet are self explanatory. *The awareness of satan and how satan can work to deviate us from the right path and doing evil things. *Rights of women over men and rights of men over women. *Treatment of women with kindness. *Modesty and chastity in women. *The importance of worshiping Allah (saying your five daily prayers (Salah), fasting during the month of Ramadan, giving charity (Zakat) and performing pilgrimage (Hajj). *Equality amongst all (blacks, white, Arabs, non-Arabs, etc.) *The need to establish justice. *Islam is the final divine religion (Last
prophet and Last Book). *Let’s do our part in following the prophet’s message and propagating the message to everyone we know. Source: www.iqrasense.com

Monthly Dars-e-Quran by Islamic Supreme Council of Canada – BC Chapter On Sept 12, Islamic Supreme Council of Canada - BC Chapter, held their monthly Dars-e-Quran at Newton Community Hall, Surrey. The program was well attended by Muslim community from surrey and Metro Vancouver. Program started with Tilawat-eQuran-Pak by Abdullah. Syed Badiuddin Soharwardy recited the last ayat of surat Al-Baqarah and then explained the meanings with tafseer and Ahdees. (Each one believes in Allah, His Angels, His Books, and His Messengers. (They say,) “We make no distinction

The believers also believe in all Allah’s Prophets and Messengers, in the Books that were revealed from heaven to the Messengers and Prophets, who are indeed the servants of Allah. Further, the believers do not differentiate between any of the Prophets, such as, believing in some of them and rejecting others. Rather, all of Allah’s Prophets and Messengers are, to

Later on, the Law of Muhammad, the Final Prophet and Messenger from Allah, abrogated all the laws of the Prophets before him. So the Last Hour will commence while Muhammad’s Law remains the only valid Law, and all the while a group of his Ummah will always be on the path of truth, apparent and dominant. History of the Muslims of Regina, Saskatchewan, and Their OrganizationsA CU LTU RAL INTEGRATION by Naiyer Habib and Mahlaqa Naushaba Habib Trafford Publishing reviewed by Barbara Bamberger Scott “God bless us all in our new home and bless our new home Canada.” This book represents the tireless efforts of a retired husband and wife team to document and preserve the history and culture of immigrant Muslims who have settled in Saskatchewan, Canada. Arriving in Canada in 1973, Naiyer Habib (Cardiologist and Medical Administrator), and his wife Mahlaqa, who holds a Masters degree in political science, began establishing numerous civic and cultural organizations based in their faith, such as the Islamic Association and the Canadian Council of Muslim Women. Their intention was to establish and strengthen connections with other Muslims scattered throughout the region. Now, both having retired, they have sought to document the presence of an established Muslim community in the region, for themselves and future generations. The book reads best as a reference volume, primarily consisting of photos and photocopied letters, newspaper articles and documents. There are, however, some important preambles before the presentation of certain documents expressing Islamic Association concerns over such public policy issues as condoms in schools or the Gulf War. These preambles and the material collected indicate a clear and continuing concern for matters outside the local region. The book admirably highlights the intention of this immigrant group to integrate into local society, while sustaining critical aspects of culture and religion. It is exhaustively researched, presenting extensive information about Muslim civic activities in the greater Saskatchewan area in an organized format. History of the Muslims of Regina, Saskatch-
ewan, and Their Organizations can serve as an excellent reference for anyone needing to gather material about the history of Muslim expatriate communities in Canada, either for family or civic purposes.
Eid U l Adha Message From BCMA President Musa Ismail to the Muslim Community In the name of Allah, the most beneficent and the most merciful! All praises belong to Allah, the Lord of the Universe. My respected Brothers and Sisters: Assalam-alaykum – wa Rahamatullahi – wa Barakatahu. The BC Muslim Association wishes you and your loved ones a very happy and blessed Eid ul Adha. May Allah accept all our good deeds, forgive all our sins and ease the suffering of all people around the globe. Eid al-Adha (Feast of Sacrifice) is an important festival that comes after the day of Arafat and is observed by Muslims worldwide. This is the time when Qurbani is performed to gain Allah’s pleasure, embodying the sacrifice made by the Prophet Abrahim (PBUH) when he was ordered by Allah, in his dream, to sacrifice his son Ismael (PBUH), to which he complied. This spirit of unflinching submission to Allah is epitomized every year as Muslims indulge in this similar sacrifice in order to continue pleasing Allah. Think of the simplicity of the distribution of the Qurbani meat - a third is kept for the family, a third for relatives and for friends, and a third for charity. This is such a simple way of teaching people about the importance of generosity, the importance of giving, and the importance of charity. Please remember to donate to the Muslim Food Bank so that the less fortunate in our community can also enjoy this celebration. BCMA is a successful organization due
to the dedication and sacrifice of everyone involved. To stay successful we need young talent with fresh ideas to take leadership roles and tackle the challenges of this community. Two very critical and important challenges are currently in front of us. One is the need to get engaged in the Federal election process to voice our opinion on the kind of Canada we want to create and second to support the Syria Refugee relief initiative for the benefit of the victims of the war. Your participation is of utmost importance in both these opportunities. I wish to extend a heartfelt thank you to all the people who have worked with me and supported me over the last 4 years. I pray to Allah Subhanhu-wa-Taala that he bless us on this day and that he guide us all to stay strong in our niyat to serve only for His pleasure. Once again, EID MUBARAK to you all. Your Brother in Islam. Musa Ismail, President. BC Muslim Association.

POLITICS
From the pen of the Founding Editor of ‘The Miracle’!!!
Politics, Morality and Ethics Surrey - Newton riding
4th Election Article
Nusrat Hussain nh.guidingstar@gmail.com Politics; like ethics, logic, esthetics and metaphysics is a branch of philosophy. Every science begins as philosophy; it arises in hypothesis and flows into achievement. All the philosophies strive to achieve the optimum results in their respective fields. Similarly, Political philosophy strives for an ideal social setup where humans could live in peace. Justice doesn’t neutralize the strong; it provides strength to the weak. Politics is not, as one might suppose, the art of capturing and keeping office by hook or crook. It is the most noble of the jobs as the welfare of masses streams out of the political offices. The cardinal virtues of morality derive their strength from the source of truth. Plato mentions; “All moral conceptions
revolve around the good of the whole. Morality begins with association and interdependence and organization; life in society requires the concession of some part of the individual’s sovereignty to the common order; and ultimately the norm of conduct becomes the welfare of the group.” Truth is the fundamental pillar that holds the morality intact. It is therefore essential that political figures representing the masses are truthful and honest. I was hurt after seeing the picture of the Syrian toddler whose body was found on a Turkish beech. But, what saddened me even more was the political exploitation of that tragic picture. This is a dirty trend to be set in a comparatively clean Canadian politics. People with conscious must condemn these tactics irrespective of their personal political affiliations. We are fortunate to be living here in Canada, it is therefore our utmost responsibility to maintain and improve further upon the values we inherited. Debates amongst the candidates of Surrey-Newton riding are in swing. Some Muslim organizations are doing an excellent job by providing the opportunity forr their voters to witness the on stage performance of theirr candidates. After witnessing the recording of one of the d debates, I wasn’t surprised with some responses, but was rather amazed with the confi-
dence of the person who untruly twisted the truth. That is why politics sometimes, is called a dirty game. Opening ceremony of the election office of Mr. Harpreet Singh was fairly impressive. It was a matter of pleasure to note a large number of turn out of the Muslim voters in his office. His brief speech revolved around integrity and honor. He was upfront and openly spoke about the unpopular Bill C-51. Security of Canada is paramount; it should not be compromised under the blanket of freedom. However, the authorities must be accounted for unfairly detaining the innocent. It is unwise to play politics at the cost of Canadian security. I am not a fan of many initiatives of the present government, but as a proud Canadian citizen with a military background, I would like to be vigilant about the issue of security. In my humble opinion, Bill C-51 does require the addition of some strict check and balance processes in order to safe guard the innocent. People should not be fooled by giving the popular slogan of repealing the b in totality- they instead bill should be educated by giving importance to the Security of Canada. The bill should not scare the innocent Muslim population; however, it must terrorize the people involved in anti state activities. I have often heard the voters of Surrey – Newton
riding and beyond, speaking about the goodness in integrity and honor of Mr. Harpreet Singh. However, they object him for being with the wrong party. My precise response to all these objections- a right person with a wrong party can bring improvement to the wrong party whereas, a wrong person in the right party is capable of destroying it. Harpreet has earned a personal respect from all walks of life. The time has come to send him to the parliament. AFA-LA-TAFAKKAROON WHY DO YOU NOT THINK The matter contained in this article is the personal opinion of the founding editor and does not necessarily refl ect the official position of the Miracle. Note: (This is intended to be a series of articles until the Election Day. I would humbly request my readers to comment in the form of letters to the editor or in a personal email to myself and I would try to address them in my next writing. A healthy debate on the subject should help in improving the understanding before casting our precious vote.)

YOUTH
3rd Annual Baabul Ilm Scholarship Awards Ceremony Baabul Ilm Education Society held its 3rd annual Baabul Ilm scholarship awards and graduation ceremony on September 05 at the conference centre, Kwantlen Polytechnic University. Baabul Ilm Education Society is a small non-profit organization. The sole purpose of the society is to promote higher education among the youth of the community. The scholarship Committee comprises of 5 highly respected, reputed, and educated seniors of the community. The committee is chaired by Mr. Zaheer Manki and other members include: Mr. Haider Abbas, Mr. Anwar Ali, Mr. Nadeem Kazmi, and Dr. Zareen Naqvi. This year eleven C$1000 scholarship awards were presented to the best and most deserving students of grade 10, 11, and 12. Kids of the community graduating to high school were also awarded cash prized and certificate. The ceremony was attended by more than 135 people. Three learned speakers one each from UBC, SFU, and KPU also spoke on the occasion. Wayne Tebb, dean School of Business, KPU talked about his own experience and shared with the youth of the community and their parents what it takes to enter a good post-secondary institution. He also emphasized on the importance of acquiring good quality knowledge and education. He quoted one of the sayings of
Imam Ali (AS) “Knowledge is better than wealth. Knowledge guards you while you have to guard wealth. Wealth decreases by spending while knowledge increases by spending.” Dr. Rummana Khan Hemani, senior director student services, SFU gave a detailed presentation on what qualities post-secondary institutions look for in the in-coming students. Her talk was very informative and insightful for the students graduating from high school in the next couple of years. Dr. Akber Hussain Mithani, associate professor at UBC and an author of two books and numerous articles in the field of medicine gave a keynote speech. His 30 minute talk on “pursuit of knowledge” was excellent and very well received by each and every person present in the conference centre. He gave detailed analysis and listed 10 most important things to be kept in mind if a youth want to succeed in his/her academic pursuit. Dr. Mohammad Akbar in his opening remarks mentioned that the scholarship program is open for all Muslims. The scholarship committee does not discriminate on the basis of nationality, ethnicity, and/or family background. He said “in fact, we want this humble effort to help build harmony within the community by recogniz-
ing and celebrating the achievements of all our youth. Our record over the past 3 years is a testament of our truly indiscriminate approach in awarding scholarships.” He mentioned that the office of the Baabul Ilm Education Society takes extra measures to ensure complete transparency and impartiality in the selection process. He finished his talk by quoting a very interesting sayings of Imam Ali (AS). Imam Ali says: “You Do Good Things and People Think That You Are a Bad Person Is Better Than You Do Bad Things And People Think That You Are A Good Person”. Dr. Mohammad Tariq, consul general of Pakistan presented small gifts to the three speakers. In the end Dr. Zareen Naqvi in her note of thank thanked the learned speakers, the donors, and the volunteers who worked tirelessly to make this ceremony a success. Dr. Naqvi especially praised the performance and hard work done by Nida Kazmi, Zoha Abbas, Madiha Merchant, and Khadija Akbar who conducted the whole ceremony in most impressive manner and the two young kids Mohammad Hasan and Saim Ali who recited the verses from the holy Quran and their translation. The program ended with some refreshments and snacks provided by Syed Qamar Abbas of Madina restaurant.

27 LIFESTYLE Healing Through Losses Dhul Hijjah 04, 1436 September 18, 2015
Shabnam Khan – Family Counsellor Grief is an emotion that unfortunately we all experienced or will experience some time in our life. Whether it is a loss through death, divorce or any other kind of loss, the stages of grieving are somewhat same. There are five stages of grief. If we get stuck in one stage or the other, the process of grieving is not complete, and cannot be complete, meaning there will be no healing. A person MUST go through the five stages to be well again, to heal. Not everyone goes through the stages at the same time. It is different for each person. You cannot force a person through the stages, they have to go at their own pace, and you may go one step forward then take two steps backward, but this is all part of the process. The five stages of grief are: 1-Denial-”this can’t be happening to me”, looking for the former spouse in familiar places, or if it is death, setting the table for the person or acting as if they are still in living there. No crying. Not accepting or even acknowledging the loss. 2-Anger-”why me?”, feelings of wanting to fight back or get even with spouse of divorce, for death, anger at the deceased, blaming them for leaving. 3-Bargaining-bargaining often takes place before the loss. Attempting to make deals with the spouse who is leaving, or attempting to make deals with God to stop or change the loss. Begging, wishing, and praying for them to come back. 4-Depression-overwhelming feelings of hopelessness, frustration, bitterness, selfpity, mourning loss of person as well as the
hopes, dreams and plans for the future. Feeling lack of control, feeling numb. Perhaps feeling suicidal. 5-Acceptance-there is a difference between resignation and acceptance. You have to accept the loss, not just try to bear it quietly. Realization that it takes two to make or break a marriage. Realization that the person is gone (in death) that it is not their fault, they didn’t leave you on purpose (even in cases of suicide, often the deceased person, was not in their right frame of mind) Finding the good that can come out of the pain of loss, finding comfort and healing. Our goals turn toward personal growth. Stay with fond memories of person. Get help. Share your thought and feelings with people you trust. You will survive, you will heal, even if you cannot believe that now, just know that it is true. To feel pain after loss is normal. It proves that we are alive, but we can’t stop living. We have to become stronger, while not shutting off our feelings for the hope of one day being healed and finding love and/or happiness again. Helping others through something we have experienced is a wonderful way to facilitate our healing and bring good out of something tragic. shabnam@skcounselling.ca
Back to School Giving with a Heart, Mind and Spirit
Bruce Kehler, CEO of Canex Building Supplies Ltd, Gives $25 000 for Back-to-School Supplies Bruce Kehler, CEO of Canex Building Supplies Ltd. of Chilliwack, helped make the back-to-school season a whole lot brighter for over a hundred of underserved Surrey and Whalley students. He announced an incredible back-to-school donation of $25 000 in the form of $250 gift cards to the Surrey Urban Mission Society Day Camp Adventures students. These funds will help to accelerate urgently needed progress for children from disadvantaged families. The announcement was made at the The Surrey Urban Mission Summer Camp closing ceremony, which took place at the Surrey Urban Mission Place. Organized by Jonquil Hallgate, the event was attended by several dignitaries, including Jinny Sims, Sue Hammell, Bruce Ralston, and Jasbir Sandhu. The campers, camp leaders, and their parents were there to thank the organizers for a highly successful eight week summer camp season. In particular, they gave special thanks to Bruce Kehler, who had also sponsored the entire camp with his previous $25000 donation. Some children from wellto-do families get to go to summer camp every year. Those who come from poor families never get to go. For many children, the new school year
means new clothes, backpacks and all the new school supplies that they need. For children living below the poverty line, reality is very different. Financial budgets are tighter, and parents often must focus on basic needs like food and shelter. This leaves very little for extras such as new school supplies. Students without school supplies have lower attendance rates and do poorly, which leads to higher dropout rates. Teachers often step in and use their own money to buy these children supplies. Kehler credits his new relationship with SUMS to Sikandar Hayat, a director of Amazing Children’s Foundation, who introduced him to SUMS. Bruce believes that “sometimes a few hundred dollars stands in the way of a child, and all children should have the opportunity to develop to their fullest.” Our community and the Amazing Tutors Children’s Foundation greatly appreciate Bruce Kehler’s generous contributions to the summer camp and for the back-to-school gift cards. For more information about SUMS contact Jonquil Hallgate, Executive director of SUMS at SUMS@telus.net. The Many Varieties of Traditional ‘Eid Foods

Meanwhile heat oil in large cooking pan add onions and fry until they are golden brown. Take out 1/4 of onions from oil and stir in into the yogurt. Muslims all over the world will soon be celebrating the ‘Eid ul Adha, or the celebration of sacrifice, commemorating the completion of the Hajj, or annual pilgrimage to Mecca. The ‘Eid ul Adha is one of two major celebrations for Muslims, the other being the ‘Eid ul Fitr, or the celebration commemorating the end of fasting in the month of Ramadan. Because the Islamic months are based on a lunar calendar, these holidays do not fall at the same time every year with reference to the Gregorian calendar followed in the West. Muslims come from all over the world, though the highest concentration of Muslims reside in Southeast Asia, therefore there isn’t really one particular type of food characteristic of all Muslims. What is characteristic is keeping traditional foods within the boundaries of halal, or permissible foods (no alcohol, pork or other foods deemed impermissible as identified in

theQur’an, the holy book for Muslims). Because of the migration of Muslims to many other parts of the world, particularly to the West, traditional foods are being fused with the foods and dishes of their new homelands, making for a great combination of healthy world flavors. ‘Eid ul Adha celebration tables all over the world will surely be eye candy for foodies everywhere, insha’allah. We decided to demonstrate just a few samples of what you might find on the tables of a variety of Muslim households and communities with specific ties to a particular region of the world- it’s truly fascinating! North Africa Tagines are popular all over North Africa from Morocco to Algeria and Tunisia. Each region within each country makes them very differently, but incorporates local ingredients and seasonings set in from generations of passed down recipes and traditions. Most meats and veggies are cooked in the tagine itself and spooned over couscous (cooked separately) when eating. I’m told by others such as Maroc Mama that a dish called Boulfaf (Grilled Lamb Liver) is a must on the Morrocan ‘Eid table. What a great way to utilize every part of the animal and eat whole, nutrient-dense food, masha’allah. . Another dish I found profusely interesting is a Libyan dish called Tbeikhet ‘Eid, or Lamb, Pumpkin and Chickpea Stew with Raisins– talk about using seasonal foods! I think this will be on my table after ‘Eid when I get a chance to use up all of that
wonderful Qurbani meat. United States Yes, we do have a cuisine in the United States–and it’s delicious fusion of all of the beautiful traditions and flavors that came with immigrants like my grandparents. In my house, for example, I like to serve a vegetarian option like this fresh Italian Pasta Salad as well as a roasted chicken with seasonal produce. Middle East, Turkey and Central Asia One dish that is probably popular in most of the Middle Eastern countries and spans the region up to Central Asia is kebobs- beef or lamb skewers and patties grileed and served in a variety of ways. I’ll eat them in any way they’re made, but sometimes it’s just fun to have them like a burger; others you just need to enjoy them on the skewer. Kebob patties or even on skewers of beef and lamb meat are popular ‘Eid dishes in the Middle East, Turkey and Central Asia. and often cooked with the fat, for added flavor, of course Lovers of spicy food or food with a kick will truly enjoy the many flavors that come withIndian, Pakistani and Bengali dishes served up for ‘Eid and other great occassions. Here’s just a few dishes suggested by our readers as their favorites Biryani, a Basmati rice dish that originally came from Persia, is basically a rice dish that includes meat that is first baked or fried and then mixed in with the semi-cooked rice then finished off together. Every region in India and Pakistan spices it up a little differently; there are even vegetarian version. Since Biryani is a pretty time-consuming dish to make, it’s often served up at special occasions- my experience is that no ‘Eid table would be complete without it! This is a mixed lamb and goat biryani that is popular for ‘Eid, typically because the Qurbani meat (sacrificial meat processed on the morning of ‘Eid) is often either from a lamb or goat- just imagine how fresh the meat tastes when served the same day! Haleem (above) is another favorite dish at Indo-Pak celebrations. It’s basically meat slow cooked with grains like lentils and perhaps bulghur. Bones are removed, but it’s healthy because it’s cooked so long with the bone-in, adding calcium to the meal. What would celebrations be without dessert? This Carrot Halva is a favorite on ‘Eid morning in the Indo-Pak community. I’ve personally experienced it while staying at friends’ homes during ‘Eid and it was so delicious served alongside freshly-made chappati (bread) and mildly-spiced keema (ground beef). Halva is the Urdu (language of many Indo-Pakistanis) version of the word Halwa, which is Arabic for ‘sweet’ or ‘candy’. And oh, how sweet it is! Other popular desserts for ‘Eid include Kheer (Indian rice pudding), Baklava (phyllo dough pastry) and Kanafeh (cheese, semolina, noodles, syrup). No party would be complete without coffee (also known as: kahwa, kahva, kaffe or kafe in languages such as Arabic, Turkish, Urdu and more throughout the Muslim world).

Captain Suleman Mahtab joins Ministry of Transport, Marine Safety and Security
Captain Suleman Mahtab, a renowned international Marine professional, after about a yearlong extensive competition process, has succeeded to secure a permanent position within the federal Ministry of Transport and Infrastructure, Marine Safety and Security, as the Senior Marine Safety Inspector and Compliance & Enforcement Officer. In a letter of designation and appointment issued by the Director General, Transport Canada, Marine Safety and Security, and pursuant to Section 11 of the Canada Shipping Act, 2001 the federal Minister of Transport and Infrastructure has authorized Captain Muhammad Suleman Mahtab to perform the Minister’s duties and functions, exercise the Minister’s powers and carry out inspections, compliance & enforcement of Canada Shipping Act, 2001 under Section 211 of that Act with respect to Marine Safety & Security, inspections of pleasure crafts and commercial ships and protection of the Marine Environment. He has also been designated as a Pollution Prevention Officer under Arctic Waters Pollution Prevention Act by the Governor In Council and is vested with powers under Sections 23 and 15(4)(a), (b), and (c) of that Act. The Transport Canada, Marine Safety and Security Program protects life, health, property and the marine environment in the context of an
efficient and sustainable marine transportation system worthy of public confidence. The Marine Safety Program develops and administers a national program supported by approximately 620 employees and a budget of approximately $65 million - to serve Canadians. TCMS&S’s mandate includes the full spectrum of responsibilities related to the safety of vessels, pleasure crafts and environmental protection. The department develops, administrates and enforces national and international laws and policies governing marine safety, and the protection of the marine environment; promotes safe practices and procedures; develops and maintains regulations, examinations, and training standards for the certification of seafarers - including issuing Certificates of Competency; responds to marine occupational safety and health issues; maintains a Canadian vessel registry; delivers an internal technical training program to the program’s inspector community; delivers prevention-based programs to promote small vessel/recreational boating safety; conducts research in the marine transportation sector (e.g. safety equipment); administers the navigable waters protection program; and oversee pilotage matters. The Marine Safety program derives its authority from numerous Acts which include the Canada Shipping Act 2001, Arctic Waters Pollution Pre-
vention Act, Transportation of Dangerous Goods Act, Safe Containers Act, Pilotage Act, Canada Labour Code Part II, and Coasting Trade Act. In addition, Marine Safety is required to enforce a variety of international conventions (agreements), to which Canada is a signatory. These conventions apply to foreign vessels in Canadian waters and to Canadian vessels trading internationally. In response to a question as to how he sees his new role and scope in the prevailing high-paced maritime industry, Captain Mahtab said “This is indeed not only a great achievement, a feeling of fulfillment, a challenging and highly responsible position but also a unique opportunity to utilize all my life-long experience and skills to further action; and I am confident to produce positive results for our maritime community. This is a great opportunity to serve Canada and the Canadians. It’s a Canada-wide team work and the department is guided by the Marine Safety & Security program’s key (preset) results. These key results support Transport Canada’s strategic direction, which in turn support the federal government’s overall agenda of providing for a safe and secure transportation system that contributes to Canada’s social development and security objectives; an efficient transportation system that contributes to Canada’s economic growth and trade objectives; and an environmentally responsible transportation system that contributes to Canada’s sustainable development objectives”.
Toronto’s decision not to bid for the 2024 Summer Olympics seems to have given Calgary’s plans for a future Winter Games a boost. Calgary’s mayor has acknowledged for the first time that a local group is working on a bid for the 2026 Winter Games. Two weeks ago, Naheed Nenshi laughed when asked about Calgary — which staged the Winter Games in 1988 — and whether the city would possibly be making another Olympic bid. But on Tuesday, hours after Toronto Mayor John Tory said his city will not bid for the 2024 Summer Olympics, Nenshi’s tune was different. “Maybe 2026 will
be our moment. Maybe not,” he said. “As I say to many people … interesting idea, let’s flesh it out.” Sources have told CBC News a group of community leaders has been meeting for several months, talking about possibly making a Calgary Olympic bid. That group is not commenting publicly. Nenshi revealed Tuesday he has met with the group and he is willing to help bring the Olympics back to Calgary. “It’s certainly a conversation that I’m open to having with folks with the federal and provincial governments but more important, with people in the community,” he said. The mayor says once the details of a proposal
emerge publicly, he will want to know if Calgarians would back an Olympic bid. Nenshi emphasized, though, that a new arena complex planned by the Calgary Flames ownership group is not linked to a pitch for the Olympics. “There are some folks who have suggested that an arena proposal that came out this summer was a stalking horse for an Olympic bid. That is not in any way true,” he said. There are precedents for cities staging the Olympics more than once. St. Moritz, Switzerland, hosted the Winter Olympics in 1928 and 1948. Lake Placid, N.Y., hosted the Winter Games in 1932 and 1980. And Inns
Winter Olympics bid in 2026 being considered, Calgary mayor confirms
Captain Mahtab will perform his functions from the TCMS&S Regional (Pacific) Headquarters in Vancouver, BC. Prior to accepting this ‘dream’ position, he has served international marine industry for 25 years. In addition, he was the Chief Instructor and National Coordinator for Fire & Safety trainings in British Columbia for several years. Most recently he has served as Operations Manager at West-shore Terminal and a ferry-ship Captain with BC Ferries in Victoria. He is a volunteer advisor to the Canadian Red Cross and is member of two technical committees of National Fire Protection Association (NFPA) of USA. As many of us know, Captain Mahtab holds the honor of working on a UN project for the Government of Pakistan to develop and author the first-ever National Fire & Safety Policy of Pakistan.
