Probing the Panamagate Case

T

here is a five-judge larger bench looking into the Panama leaks case. With three of the original five justices still part of the bench, the hearings can now be undertaken more e ciently, however, the newly inducted judges will need e tra time to be familiar with the case Removal of one judge from the previous team of five is due to his upcoming retirement in a couple of months. The regular hearings of the Panama issue will give the opposition a political advantage, and the Sharif family is likely to be on the defensive for the most part. It s up to the honourable bench to reframe the issues and determine the onus of proof on any party to the case. Of course, there are lessons to be learned from the earlier set of hearings. An overall intense media scrutiny and informed commentary is good for the democracy, but creating negative hype is equally dangerous. Supreme Court to conduct Panamagate hearings on daily basis A larger bench of the Supreme Court, resuming hearings on the Panamagate case on Wednesday, decided that hearings on the case would take place on a daily basis. The bench, constituted by newly-appointed Chief ustice of Pakistan Mian Saqib Nisar and headed by ustice Asif Saeed hosa, decided that the court would not accept any further unnecessary adjournments in the case. ustice hosa said, We will not leave anything unattended. The Pakistan Tehreek-e-Insaf s (PTI) counsel Naeem Bokhari while presenting his arguments maintained that Prime Minister Nawaz Sharif had misguided lawmakers in a speech regarding his assets delivered earlier this year in the National Assembly following the Panama Leaks. Bokhari told the court that Punjab Chief Minister Shahbaz Sharif, brother of PM Nawaz, had carried out transactions outside the country in London. He was of the opinion that Shahbaz Sharif s financial dealings should also be included in the case, but the court reminded him that that the CM Punjab had not been made party in the case. The court ordered Bokhari to prove whether or not Hussain Nawaz, PM Nawaz s son, is the owner of certain offshore companies bought before 2006. Naeem claimed, saying that the Park Lane ats 16 and 16a were bought in 1995 for 5,000 pounds. ustice hosa observed that an attested letter from a former Qatari prime minister, presented in the ape court in November, states that the London ats were owned by the Al Thani family before the Sharif

family bought them.He added that no record had been presented in court to show that the Al Thani family used to own the ats. The judge ordered the PTI counsel to establish the source of funding for the Park Lane ats. He observed that three different money trails had been presented in the ape court in regard to the purchase of the ats. The first viewpoint suggests that the funds were transferred from Qatar to Dubai, where as the second suggests it was transferred from Dubai to eddah. A third view point suggests funds were sourced from Qatar to London. He implored the counsel to establish a single money trail. The Qatari letter states that the Park Lane ats in London were purchased by Mian Sharif , PM Nawaz s father in 1980. The document adds that they were bought from the sale of the Dubai Steel Mills. Regarding this transaction, ustice hosa rhetorically asked Bokhari, Was the investment in the ats so profitable that from 1980 till 2006, it has generated billions Bokhari responded by alleging that PM Nawaz had conducted benami transactions in Dubai. Canada must brace for ‘hardline’ approach 10 of 13 provinces and territories from Trump’s new trade representative, experts warn call for renewed health talks

Canada should brace for a tougher, hardline approach to trade negotiations with the .S. under Donald Trump s new pick to front the trade file, e perts warn. Saul lein, dean of the Gustavson School of Business at the niversity of ictoria, said he wasn t surprised by today s appointment of trade hawk Robert Lighthizer as .S. trade representative because he is aligned with the president-elect s protectionist views. Lighthizer served as deputy trade representative under former president Ronald Reagan, and has worked as a leading corporate trade lawyer representing companies in various sectors seeking access to foreign markets. lein e pects Lighthizer won t be very willing to make concessions to resolve disputes such as dairy and softwood lumber. I think his mindset is to support .S. firms benefit by taking a hard line on trade, lein said. So I don t think you re going to see a lot of compromise. I think you re going to see a strong view that this is the .S. interest, and if you don t like it, too bad. During the presidential campaign, Trump promised to renegotiate the North American Free Trade Agreement (NAFTA) and spike the TransPacific Partnership (TPP). lein does not see a massive immediate impact on Canada as the new .S. administration trains its focus first on Me ico and China. Where we run the risk of getting hurt is in the slipstream on the Me ico front, he said. But he doesn t e pect NAFTA will be the first target, and because China is such a big, messy problem it could push NAFTA even further to the back burner. Trump would also risk a backlash from Republicans, especially those in bordering states to Canada, who support the free trade deal. Lighthizer has accused China of unfair trade practices in the past, a critical view in line with that of Peter Navarro, who Trump tapped last month to head the White House National Trade Council. Meantime, Ottawa is moving to deepen trade ties with Beijing. During a September 2016 visit to Ottawa, Chinese Premier Li eqiang and Prime Minister ustin Trudeau announced e ploratory talks on free trade

between the two countries, with the goal of doubling trade between the two countries by 2025. lein said escalating trade friction between the .S. and China could actually work to Canada s advantage. To the e tent that the .S. is seen as a much more di cult trade partner, Canada in contrast seems much more attractive, he said. There may be some markets where we will benefit things like tourism where people might prefer to go to Canada than to the .S. If the .S. is less welcoming to foreign students, Canada could get a benefit from that. More generally, to the e tent Canada is seen as a more stable player and more interest in free trade, we could benefit as the .S. becomes harder. Mark Warner, a Toronto-based trade lawyer, e pects the biggest shift in the Canada- .S. trade relationship under Lighthizer will be a more aggressive enforcement of trade laws. Warner said he s reassured by Trump s choice in the sense that Lighthizer is a smart, knowledgeable lawyer with deep e pertise in the file. He will makearguments that are protectionist, but they will be strong, well-made arguments, he said. He s a very sophisticated lawyer who understands legal nuance. And to my mind, that s at least something that s knowable and something you can negotiate with. It just means we have to up our game on this side of the border. But Warner warned that because Lighthizer has developed a keen understanding of the Canadian market and steel and softwood lumber issues through his corporate work, he won t be easily swayed by some of Canada s bargaining points. That could mean more protracted legal battles rather than negotiated resolutions, he said. ou re going to have to make an argument not just on technical legal ins and outs but on fundamental fairness with someone like him. So that doesn t augur well for some of those traditional trade irritants that prevail on technical legal grounds, Warner said, pointing to the ongoing softwood lumber dispute. In a release issued by the transition team, Trump said Lighthizer will fight for trade deals that put the American worker first. He has e tensive e perience striking agreements that protect some of the most important sectors of our economy, and has repeatedly fought in the private sector to prevent bad deals from hurting Americans. More than 1 ,000 civilians have ed Iraq s Mosul over the past five days since government troops began the second phase in a battle to retake the city from the Islamic State of Iraq and the Levant (ISIL) last week, the nited Nations has said. The average daily displacement numbers have increased by nearly 50 per cent since military operations intensified, some 1,600 to more than 2, 00 displaced per day, N spokesperson St phane Dujarric has said. Iraqi troops, backed by S-led coalition air strikes resumed their push to retake the northern city after a two-week lull in the operation. The military says it has taken back more than 60 percent of the city since the offensive began in October last year. To date, nearly 1 0,000 out of 1.5 million Iraqis have been displaced from Mosul and its surrounding areas due to the fighting, the spokesman added at a news briefing. Appro imately 50,000 children have also been affected in the con ict. The N refugee

agency described the humanitarian situation as dire with food stockpiles dwindling and the price of staples spiralling, boreholes drying up or turning brackish from over-use and camps and emergency sites to the south and east reaching ma imum capacity. In a report published last week, the agency said as many as one million people are estimated to be out of reach of humanitarian assistance. The battle for Mosul, now in its 12th week, is the biggest Iraqi military operation since the 200 S-led invasion. Thousands more Iraqis flee Mosul battles

Ten of 1 provincial and territorial governments sent a joint letter Tuesday to the federal government hoping for a resolution to the health-care funding dispute in the new year. The letter dated an. was signed by health and finance ministers from Ontario, Quebec, Manitoba, British Columbia, Prince Edward Island, Alberta, Saskatchewan, the Northwest Territories, ukon and Nunavut. It calls for a first ministers meeting on health and greater increases to the Canada Health Transfer than what the federal government offered at the finance ministers meeting Dec. 19. Any lasting national agreement on the future of health care requires the federal government to be a reliable and lasting partner in supporting delivery of these critical services, the letter reads. The Prime Minister s O ce said there is no plan to hold a first ministers meeting in the new year. New Brunswick, Nova Scotia and Newfoundland and Labrador have all signed bilateral health deals with the federal government. Those deals allow for health transfers at a rate of three per cent annually, or the rate of growth of nominal GDP whichever is greater. The deals also included tens of millions of dollars for mental health and home care services. They include a clause that would allow those provinces to get in on any better deal negotiated by the remaining provinces or territories. The provinces and territories that are still negotiating say the Canada Health Transfer should increase by 5.2 per cent annually. When they tabled the proposal on Dec. 19, the federal government s counter-offer was a .5 per cent annual increase to the transfer. There was no deal. They repeated the request in Tuesday s letter. In an interview with Terry Milewski on CBC News Network s Power Politics, Ontario Finance Minister Charles Sousa said the provinces and territories were open to adjusting that percentage. We re open to discussions, we never left the table, Sousa said. The 2004

Health Accord had increased federal transfers to the provinces by si per cent every year. In 2011, the Conservatives e tended the si per cent escalator until April 201 , when it would be reduced to a minimum of three per cent or matched to GDP growth whichever is higher. The Liberals adopted the Conservative position, saying they would increase spending through dedicated funds for mental health and home care. The provinces and territories said the federal government s offer would be 0 billion less than what they need to fund health care sustainably over the ne t decade. When we came to the table a few weeks ago, we actually saw their proposal and tabled another one, Sousa said. We wanted to determine based on evidence how we re going to arrive at a 10-year agreement that s going to be sustainable, predictable and protects health care over the long-term. And at this point, we don t have an agreement to that effect. At the Dec. 19 meeting, the federal government also offered 11.5 billion to be dedicated to mental health, home care and health-care innovation. That money would have strings attached and be separate from the Canada Health Transfer. New York train crash injures more than 100 commuters

A New ork City train derailed at a downtown Brooklyn terminal during Wednesday s morning rush hour, injuring more than 100 commuters in the metropolitan area s second major rail accident since late September.Emergency crews swarmed Atlantic Terminal after the Long Island Rail Road train went off the tracks inside the busy transportation hub at 8:20am local time, the New ork City Fire Department said. While none of the injuries were life-threatening, at least 11 people were sent to the hospital, Deputy Assistant Chief Dan Donoghue said at a briefing at the crash site. Milad un Nabi (saw) Celebrations at Masjid Anwar e Medina, Surrey

On Dec 24, Eid Milad- nNabi(saw) was celebrated with great respect and honor in Masjid Anware-Madina Surrey. Hafiz Muhammed Salim Patel (guest from Edmonton) was the master of ceremony and conducted the program successfully. The program started with the recitation of the Holy Quran by Hafiz Mohammad Farooq. Afterwards, there was a Naat-e-rasool Maqbool (saw) session, starting with local Naat hawans Br, aseen, youngsters Farhaan, eeshan, Ali Ahmad avar, Haidar, Abbas and Br. Ashrat Ali(New ealand) in group. Hafiz Patel did an introductory speech at the Seerat un Nabi (saw) in English language. He also given the references of different Haidths regarding the praising of beloved Prophet in His Life. Imam and hateeb of Masjid Anwar e Madina Maulana Saiyad Imroze Dean delivered a dynamic speech in rdu, in which he narrated the Seerat un Nabi and importance to celebrate the birth of Mohammad(PB H). Syed Imroze recited many Ayaats and Haidths, his focus of speech was on first alama Laa ilaaha illal Lahoo Mohammadur Rasool llah (There is) none worthy of worship e cept Allah. On Dec 1, ashne Eid-e-Milad- n-Nabi (S.A.W) program was organised by Bullay Shah Academy of Canada, the lovers of Prophet Mohammad(saw) gathered in the snowy weather at Fiji Islamic Centre in Surrey. The program started with the recitation of Quran by Hafiz Mohammad Ashfaq. Mr. Raheel Aslam was the MC. He invited many local Naat hawns to recite heart touching Hamd o Naat s and Nasheeds included Muzammil Ahmed, Hafiz Ashfaq, Ch Ijaz and Naseer Pirzada. First English speaker was Imam and hateeb of Fiji Islamic Centre Qari o Hafiz Imran Raza, who quoted with the reference of Quran about Prophet Isa (A.S) describing the arrival of beloved last Prophet Ahmed(saw) in Makkah tul Mukarrama. Prophet of Allah Sallallahu Alaihi Wasallam looked towards a goat ne t to the tent. The Prophet Sallallahu Alaihi Wasallam asked mm Ma bad, What is wrong with this goat, O mm Ma bad She replied, The sheep is fatigued and is weaker than the other goats and was not able to go and graze with the other goats. The Prophet Sallallahu Alaihi Wasallam said, Does it milk She replied, I swear by your mother and father, if I saw milk from it then I would milk it. The Prophet Sallallahu Alaihi Wasallam called the goat and placed his hand on the back of the goat, moved his hand over its udder he pronounced the name of Allah and praised him. Then he asked for a large container and milked it until it was filled. The lady drank, his companions drank, then the Prophet Sallallahu Alaihi Wasallam drank. Then it was milked for a second time and they drank again until they were full. It was milked for a third time until the containers were full and they left her and continued on their journey. After a short while, the husband of mme Ma bad (Abu Ma bad) returned from herding goats that were swaying from weakness. He saw the milk and said to his wife, “ W he re did y ou ge t t hi s m il k f rom , dear U m m M a’ bad?”

She replied, I swear by God, a blessed man came to us today A buM a’ bads ai d,“ D es cribe hi m t om e,O U m m M a’ bad.” She said: I saw a man who is distinctly handsome whose cleanliness is apparent with a glowing countenance and handsome disposition with neither a large stomach nor a small head. He is smart of appearance, with balanced features, wide and deep eyes, and long eyelashes. His voice is not coarse. He has a proportionately long neck, a full rounded beard, perfectly arched eyebrows which (appeared to) meet in the middle. It was as if his eyelids had kohl (naturally) applied to them. His hair was e tremely black. When he is silent, he is stately and composed, and when he speaks, eminence and splendour e hibit in his words. He is the most beautiful and striking man from a distance and the best and most beautiful from close up. He is well spoken, clear in what he says, saying neither too much nor too little, his words owing forth like a perfect string of pearls. He is neither too tall nor overly short, a stately man in the company of two other stately men, and he is the most prominent among them and the most well-respected. He has companions who surround him. If he speaks, they listen to him, and if he commands, , they hasten to fulfill his command. He is well served and attended, though he neither frowns nor criticises. He narrated the conversation between Angel ibreel (a.s) and Prophet Mohammad(saw) about his age and the timings of light (Noor). He described the Prophet s names Mohammad and Ahmed (PB H) in depth. Pir Afzal summarised the teachings of Ghos e Azam Abd al-Qadir Gilani (R.A) who died February 14, 1166 (11th Rabi al-thani 561 AH) at the age of ninety one years. Pir Afzal said unfortunately today our actions are not as per the teachings of Quran and Sunnah. We should praise Allah and His messenger Prophet Mohammad (saw) all the

12th Annual Eid-E-Milad- n-Nabi Conference by Islamic Association of Western Canada amia Masjid Aulia Allah

By: Haroon Raza On Jan 01, 2017 Islamic Association of Western Canada in association with Jamia Masjid Aulia Allah held their 12th Annual Eid-EMilad-Un-Nabi Conference at Taj Convention Centre, Surrey, BC. The program was well attended by the Muslim Community and famous political and social personalities from all over the Greater Vancouver. The Taj Convention Centre was filled quickly to its capacity. Program started with Tilawat-e-Quran-Pak by Hafiz Ishfaq. After the Tilawat, famous local Naat Khawans including Brother Muzamil, Brother Abdul Rasool Salis recited beautiful Naats. Brother Haider Ali Khan (MC) welcomed the Muslim community and political personalities to the program. Brother Haider Ali Khan spoke about the life and teachings of Prophet Muhammad (Peace be upon him) and stressed the importance of following the Sunnah of Prophet Muhammad (Peace be upon him) in our daily lives. Lead Imam and Khateeb of Jamia Masjid Aulia Allah, Alhaaj Maulana Abdul Latif Naumani started his speech with the recitation of Ayats from the Quran describing the Sunnah and Ikhlaq of Prophet Muhammad (Peace be upon him). The likelihood of nuclear war is without doubt one of the most crucial problems in the world s history. et, sparse attention is being devoted to its elimination. Currently, insu cient intellectual and political activity concerning nuclear disarmament, especially at the local level, is going on in the .S. or other parts of the world. Despite the many non-governmental organizations which are supplying timely information and strategies for political action, nuclear war continues to rank very low on the list of citizen concerns when compared with problems of personal income, health care, environment, the economy, education, etc. Accordingly, in recent years nuclear disarmament has received practically no attention during .S. congressional and presidential campaigns. When it has, most presi-

dential candidates make it clear that the nuclear option is always on the table. In other words, those candidates are willing to kill thousands, and perhaps millions of people on the planet, in order that the .S. can prevail and have its way in certain bilateral or multilateral con icts. The Russians also assume a similar posture. This is criminal tribalism and immorality at its worst. If this situation is to change, and if our children and grandchildren are to have a nuclear weapons free, livable world, we will have to deal with the ignorance, denial, apathy and other avoidance mechanisms that block genuine, effective citizen action to eliminate the danger of nuclear war. Given the task s di culty, a solution will demand the energies of a much greater proportion of our local citizens including activists, clergy, business people, educators, medical professionals and professionals of every other stripe. Pressure for nuclear disarmament has to come from the grassroots. The problem will not be solved in Moscow and Washington, unless local citizens demand nuclear weapons abolition. The .S. and Russian military-industrial comple es have too much vested interest, too many politicians in their pockets, and too much financial gain from a perpetual arms race to initiate the abolition process. Thus, if citizens who have a sense of public responsibility regarding other pressing social and political problems do not turn some of their attention to the nuclear weapons hazard, it is possible that their other concerns will have little meaning. The overriding environmental and health problem facing the world today is the threat of nuclear e tinction. Consequently, the role of responsible citizens in a democratic society is to focus their energies on human survival in much the same way they do on other local issues. Make no mistake about it, nuclear e tinction is a local problem. In sum, the role of the citizen in preventing nuclear war can be stated in the following propositions: Nuclear war prevention requires political change. Political change requires public pressure on elected o cials. Public pressure requires attitude change on the part of a substantial portion of the citizenry. Attitude change requires education and social action at the local level. Education and social action require time, money, energy, and dedicated, committed citizen participation. Halal means permissible in Arabic After e tensive consultation the Canadian government has amended Food and Drug Regulations, providing consumers more information regarding foods labelled as HALAL, according to the Canadian Food Inspection Agency s website. Amendment: 2016-04-04 1. The Food and Drug Regulations (see footnote 1) are amended by adding the following after section B.01.049: B.01.050. A person must not use, in labelling, packaging, advertising or selling a food, the word halal or any letters of the Arabic alphabet or any other word, e pression, depiction, sign, symbol, mark, device or other representation that indicates or that is likely to create an impression that the food is halal unless the name of the person or body that certified the food as halal is indicated on the label or package or in the advertisement or sale. This legislation allows the Canadian Food Inspection Agency (CFIA) to investigate complaints about false or misleading labels and to take appropriate action to bring about national compliance. Halal labels must include the name of the certifying body, Halal Inspection Certification Committee (HICC) effective April 4, 2016. These newly implemented changes allows continual improvement to the Halal Industry and communication to the general public. These improvements will require multiple stages of process. This is the first stage, the ne t stage of consistency will be to oversee the certification process.

Further engagement with the Canadian Government is to establish consistent guidelines to groups that would like to enter the certification process.

Everything in the universe is composed of the Four Elements, in varying proportions and amounts. We are getting close and we are getting ready, Waymo CEO ohn rafcik said Tuesday after unveiling the company s identity. To underscore his point, rafcik revealed the project had hit a key milestone in the journey to having fully autonomous cars cruising around public roads. In a trip taken in October 2015 , a pod-like car with no steering wheel and brake pads drove a legally blind passenger around neighborhoods in Austin, Te as without another human in the vehicle. It marked the first time one of the project s cars had given a passenger a ride without a human on hand to take control of a self-driving car if something went wrong. rafcik called that trip taken by Steve Mahan, former director of the Santa Clara alley Blind Center, an in ection point in the development of self-driving cars. It came a year before a Budweiser beer truck equipped with self-driving technology owned by ridehailing service ber completed a 120-mile trip through Colorado while being steered by a robot while a human sat in the back of trailer. Rather than make its own cars, Waymo intends to license its technology to traditional automakers and trucking companies. We are not in the business of making better cars, rafcik said. We are in the business of making better drivers. Earlier this year, Waymo s precursor licensed its self-driving technology to Fiat Chrysler for 100 Pacifica minivans currently in production. Financial terms of that deal haven t been disclosed. The pressure to make money risks alienating some of the engineers who worked on the self-driving cars as a project that didn t have a mandate to turn a profit. As it headed down the road to becoming Waymo, several key players quit the project. As a parent, you are often so focused on your children that you don t notice how you are changing and the challenges you face. Newborns require unconditional love and constant attention day and night. our goal is to meet your babies needs, figure out what is wrong, and make it better. Starting with toddlerhood, your goals change. While still providing unconditional love, you also need to help socialize your children and teach them to tolerate frustration, learn to be adaptable, and delay gratification. In meeting these grand goals of toddlerhood, you can feel the Push-Pull of development. On the one hand, it can be thrilling to hear your children s new words, watch them e plore new areas, and see them develop relationships with others. On the other hand, each step takes your children a little further away from you. They no longer need you to carry them others can understand your children and meet their needs. Watching them grow can feel bittersweet. At the same time that your toddlers are becoming more independent, they still need a lot of care. At times, what you need

and what your toddler needs can be in con ict. For e ample, after a long day of running errands with a stroller through a crowded mall, you may need some down time, and at the same time, your toddler may need to get out and run. Or you may need quiet, and your toddler may need to practice using his voice. Or you may need to visit with other grown-ups, and your toddler may need to nap in his crib. In addition, eve everyone has ideas of how toddlers should behave based on his own upbringing. In some families, children are precious little beings to be cared for and catered to. In others, children are e pected to be seen and not heard. Most families fall somewhere in the middle. our response to your toddler s behavior may in part be based on the parenting style your own parents adhered to when you and your siblings were growing up. While there may be discussions with your parenting partner about whether or not to pick up the baby or let him cry or how much of a schedule to follow, toddlerhood with all of its areas of growth tends to have many more opportunities for these differences in approach to appear. If not discussed openly, these differences can erode your confidence and lead to parental con ict. E pectations also play a role in how you view your child and yourself. On the one hand, you may e pect your little one to sit quietly with you, read books, and play. ou may e pect to be endlessly patient and loving. The reality, on the other hand, may be a rambunctious, strongly opinionated child. And you may find yourself e hausted and short-tempered. ou may hold your child and yourself to unrealistic standards and as a result, spend a lot of your energy feeling as if you or your

child are falling short. In the ne t section of this article, we will e amine toddler behavior to help you set realistic e pectations for your child. In addition, parents can feel con icted about setting limits. On the one hand, you want children who are well behaved, handle various situations, and follow instructions. On the other hand, you can be concerned that in setting limits you are curbing your children s natural curiosity and squelching their personalities. In the end, you may ip- op and second guess yourself. It is important to set limits while still providing your children with the freedom to e plore and grow. Throughout the whole time you are raising your children, you are also growing and changing. As your children reach a new stage of development, you are forced to change your parenting styles and techniques. In thinking about raising toddlers, you can: Acknowledge the loss of your baby, even while rejoicing in the emergence of your toddler. Find ways to get your own needs met you can t keep running on empty. Have a calm discussion with your co-parent about your child-rearing views. Make conscious, deliberate decisions about how you want to raise your child. ou can agree to disagree on smaller issues. On more important issues, you can agree to back the other parent assuming his point of view is not hurtful, just different from your own. Recent research, though, suggests that the most important variable is not the se of the person doing the talking, but that of the person being spoken to. According to a paper published Sunday in the online edition of the ournal of Language and Social Psychology, both men and women are more likely to interrupt and to use dependent clauses when speaking with a woman than with a man. Adrienne Hancock, a researcher at the Department of Speech and Hearing Sciences at George Washington niversity, and Benjamin Rubin, a Master s student, recruited 20 male and 20 female volunteers and instructed them to engage in two short conversations, one with a man and one with a woman. Hancock gave the volunteers conversation partners scripts about reality television or cell phone use to guide the dialogue. We tried to get gender-neutral topics, e plained Hancock. And then there were counter-balances: Sometimes the speaker would talk to the male about reality T , and sometimes to the female.

Hancock and Rubin then transcribed the conversations and analyzed them for ten linguistic markers suspected of differing in men and women s speech. For instance, studies have suggested that women are more likely to use hedges (words like probably or kind of ), intensive adverbs ( very, e tremely ), fillers ( uhh, I mean ) and tag questions (the isn t it in: It s cold out, isn t it ). In contrast with previous research, Hancock and Rubin didn t find any significant differences in the way men and women spoke but they did find that having male or female conversation partners elicited different results. When speaking with a female, participants interrupted more and used more dependent clauses than when speaking with a male, they wrote. Over the course of each three-minute conversation, women, on average, interrupted men just once, but interrupted other women 2.8 times. Men interrupted their male conversation partner twice, on average, and interrupted the woman 2.6 times. Every single participant used more dependent clauses when speaking with their female conversation partner. Dependent clauses, which contain a subject and a verb but can t stand alone, tend to appear in longer, more comple sentences the kind we might e pect women to produce. Women, said

She was telling me her story about how she suffered from appendi pain, undergone surgery in emergency, and how painful it was. I was trying to pay attention but my brain kept on distracting me instead of allowing me to focus on her ordeal. My brain kept on wandering, Images of my sick husband,dialysis centre, doctors, disappointments, heart breaks. I didn t notice the tears dripping down my face, my e pression sad. My friend looked at me in surprise and said why are you crying my friend, I am all better now. It was a nightmare but it is over now . To add to my shame she said Oh you are so kind and so loving, I am so blessed to have a friend like you . Full of shame about my wandering brain, I decided to take control of my chattering mind. I went to the library and got some books on mind chattering and how to control it, and I used Google, to my amazement I found out that this is a universal problem and tons of researches have been done to control our chattering brain and wandering mind. Wandering mind is more like day dreaming and chattering is like noisy random thoughts. A study done by The laboratory of neuro imaging conducted by The niversity of Southern California stated that an average person has about 48.6 thoughts per minute and the total per day is about 0,000. Most of the thoughts include worrying about work if you are working,family, unnecessarily worrying about your children if you are a mother, health and aging, nagging thoughts about unseen fear and future, worrying about other people s opinion about you plus your critical analysis of yourself. If we ana-

lyze these random thoughts generated by our chattering minds,we will realize that most of them are useless, unimportant thoughts that pass through the mind with a friction of a seconds. Most of these are words we repeat in our mind, comments the mind makes, thinking about what we heard or said, questions, answers and a lot of senseless wandering thoughts of past , worries about tomorrow some are so strange that we might not even be aware of. With all this happening in our brain unfortunately little space left for noticing what is delightful and enjoyable now, and how blessed we are. For me the most annoying is when I really want to sleep, forcing my mind to stop thinking but past, future and even grocery list pops in my head, I reminded my brain to stop but my efforts were in vain. When I was looking for solution I find out I am not alone facing this problem there are many others. A study done by Mathew illingsworth and Daniel Gilbert, they studied over 2,000 adults during their day to day activities and found out that 4 percent of the time, their mind is not focused on what they are doing. Even more shocking was when people s mind is wandering they reported being unhappy. Good news is that we can take some easy steps to control our chattering mind. When our mind wandered off it might help to

89th Birthday of Zulfiqar Ali Bhutto, Founder of Pakistan Peoples Party and Former Prime Minister

By Sajjad Bokhari ulfiqar Ali Bhutto was born on January 5, 1928. He was the only son of Sir Shah Nawaz Bhutto. Zulfiqar Ali Bhutto completed his early education from Bombay’s Cathedral High School. In 1947, he joined the University of Southern California, and later the University of California at Berkeley in June 1949. After completing his degree with honors in Political Science at Berkeley in June 1950, he was admitted to Oxford. Zulfiqar Ali Bhutto married Nusrat Isphahani on September 8, 1951. He was called to Bar at Lincoln’s Inn in 1953, and the same year his first child, Benazir Bhutto, was born on June 21. On his return to Pakistan, Bhutto started practicing Law at Dingomal’s. In 1958, he joined President Iskander Mirza’s Cabinet as Commerce Minister. He was the youngest Minister in Ayub Khans Cabinet. In 1963, he took over the post of Foreign Minister from Muhammad Ali Bogra. His first major achievement was to conclude the Sino-Pakistan boundary agreement on March 2, 1963.

In mid 1964, Bhutto helped convince Ayub of the wisdom of establishing closer economic and diplomatic links with Turkey and Iran. The trio later on formed the R. C. D. In June 1966, Bhutto left Ayub’s Cabinet over differences concerning the Tashkent Agreement. Zulfiqar Ali Bhutto launched Pakistan Peoples Party after leaving Ayub’s Cabinet. In the general elections held in December 1970, P. P. P. won a large majority in West Pakistan but failed to reach an agreement with Sheikh Mujib-ur-Rahman, the majority winner from East Pakistan. Following the 1971 War and the separation of East Pakistan, Yahya Khan resigned and Bhutto took over as President and Chief Martial Law Administrator on December 20, 1971. After the overthrow of the Ayub Khan regime by General Agha Muhammad Yahya Khan, national elections were held in 1970. Although Bhutto and his party won a sweeping electoral victory in West Pakistan, the biggest election winner was the Awami League, an East Pakistan-based party that had campaigned for full autonomy for East Pakistan. Bhutto refused to form a government with this separatist party, causing a nullification of the election. The widespread rioting that followed degenerated into civil war, after which East Pakistan, with the help of India, emerged as the independent state of Bangladesh. After West Pakistan’s humiliating defeat by India in this military conflict, Yahya Khan turned the government over to Bhutto on Dec. 20, 1971. Bhutto placed his predecessor under house arrest, nationalized several key industries, and undertook the taxation of the landed families in his first acts as president. After the new constitution (1973) made the presidency largely ceremonial, Bhutto became prime minister. In both capacities, he had also filled

Hot Controllers in Hyderabad

Nusrat Hussain (R) nh.guidingstar@gmail.com n the beginning of December 1983, excitement and joy filled my heart on receiving the signal from Air Headquarters to attend a five months ATC course at the Civil Aviation Training Institute (CATI) in Hyderabad. An opportunity of ultimate freedom from the disciplined environment of the Air Force had arrived. The signal mentioned the names of nine other Flight Lieutenants with over five years of commissioned service to attend the course. All the officers, known to each other from our previous days, reported together at the Civil Aviation Training Institute (CATI) in Hyderabad. Opposite the airport, on the banks of the Indus River in Hyderabad there stood the impressive compound of CATI buildings. It housed the training rooms and expensive equipment provided by the International Civil Aviation Organization (ICAO). ICAO formed a part of the United Nations Organization with its Headquarters in Montreal, Canada. Officer’s living quarters and a dining hall were nicely decorated with all the modern facilities. The complex also housed a separate building for training the firefighters and carried up-to-date crash tenders and fire training equipment. Flight Lieutenant Farooq Janjua, popularly known as ‘Janj,’ was the senior-most officer and I happened to be the most junior. Janj was a man of great qualities and talents of a lovable commander. Throughout the five months of stay at CATI, the course of the ten Air Force officers jelled together as a great team, thanks to his leadership qualities. Janj later joined the Department of Civil Aviation. He had gone for the categorization test of the Civilian Controllers in Faisalabad when he died of a heart attack in his hotel room. Janj will always be remembered as a great loving and thoughtful soul. May Allah bless his soul a higher place in JannahAmeen. Sensing that the public was turning against his rule by decree, Bhutto ordered new elections in 1977 to obtain a popular mandate. His party won by a large majority, but the opposition charged him with electoral fraud. The government was seized by General Mohammad Zia-ul-Haq, the army chief of staff, on July 5, 1977. Soon afterward Bhutto was imprisoned. He was sentenced to death (March 18, 1978) on the charge of having ordered the assassination of a political opponent in 1974; after an appeal to a higher court, Bhutto was hanged, despite appeals for clemency from several world leaders. Zulfiqar Ali Bhutto was buried in his ancestral village at Garhi Khuda Baksh, next to his father’s grave. He was the author of The Myth of Independence (1969) and The Great Tragedy (1971). Even after his death, Zulfikar Ali Bhutto remains a controversial and largely discussed figure in Pakistan. While he was hailed for

being a nationalist, Bhutto was roundly criticized for intimidating his political opponents by his critics. By the time Bhutto was given the control of his country, his nation was torn apart, isolated, demoralized, and emotionally shattered after a psychological and bitter defeat that came from intense regional rival, India, as a result of Indo-Pak war of 1971 ( The Shimla Agreement and his visit to Delhi). Thousands of Pakistanis still hail Zulfikar Ali Bhutto as their Quaid-e-Awam (Leader of the People) even as they do Muhammad Ali Jinnah as Pakistan’s Quaid-I-Azam (Great Leader). This voice of oppressed people and marginalized society is absolutely right and there is no denying the truth of this reality that next to Quaid-e-Azam Muhammad Ali Jinnah, Zulfikar Ali Bhutto was the only personality, honorable and formidable, who fought for the common people with indomitable will and preferred to live the independent life of a lion and defend his nation as a metaphor, rather than to live the abject life of slavery like a jackal..

IN a country where negativity and cynicism reign supreme, critics and detractors of all kinds are revered, and emotional outbursts and fabricated stories dominate the air waves and social media, it is di cult to present a dispassionate analysis of national issues. Since China announced the China Pakistan Economic Corridor (CPEC), more time and energy has been spent in finding faults, poking holes and raising doubts based on speculation and conjecture. Had this investment been announced in another developing country, the national reaction would be: how do we plan to ensure ma imisation of benefits to the economy What are the weaknesses and deficiencies in the e isting set-up we need to overcome But this type of thinking is not in our DNA. We are either in a mood for celebration and self-congratulations or outright condemnation and depiction of e aggerated pitfalls. There are three types of reservations against CPEC. First, those who believe that this whole endeavour is designed to benefit Punjab to the neglect of the three smaller provinces. Fanning parochial and ethnic prejudices, doubts are created about the narrow impact of these projects. Second, that the country would be saddled with costly e ternal loans and out ows forcing Pakistan to go for another bailout. Frightening numbers such as totals of 110 billion are oating around. Third, some Baloch youth believe that they would become a minority in their own province. Mistrust and not perceived economic gains underlies such an iety. The government has not helped matters as it has not placed all the data and information about capital structure, detailed sources of financing, project sponsors etc pertaining to CPEC, in the public domain. This article, to allay some of the reservations, proposes that the Planning Commission and PIDE use the well-established framework of cost-benefit analysis to evaluate and monitor the net benefits of CPEC projects. Benefits can be of three kinds: (a) direct, measured by incremental contribution to gross value added in energy and infrastructure. Assuming energy elasticity of greater than one, a two per cent growth in energy production and usage would increase GDP by more than 2pc from the current level (b) indirect, measured by the multiplier effect of activities resulting from the direct demand of goods and services and (c) induced effects or e ternalities: eg bringing in roads and electricity may make some economic activities feasible and reduce outmigration of skilled labour from those areas. Costs can be of four types: (a) direct costs associated with investment in electricity generation , transmission and distribution or construction of roads (b) indirect costs: large scale investment projects create scarcity premiums and domestic prices of some goods and services are bid up. These

sets in (c) unavoidable incremental costs: in the absence of the required amount of domestic supplies of quality and specifications, imports have to make up the shortfall and (d) avoidable incremental costs: proper planning, coordination and active management can substitute high-cost inputs by low-cost inputs keeping quality intact. Net benefits are thus estimated as the difference between the discounted ow of aggregated benefits and the discounted ow of all types of costs over the given time horizon. This calculation is not straightforward and is beset with many conceptual, empirical and measurement di culties. The most problematic area is the aggregation of easily quantifiable direct benefits or costs with estimated indirect and induced benefits and costs. The latter are sensitive to the assumptions on which they are based. Economists, by setting up monitoring e periments, discover new data that helps in fine-tuning and refining the original estimates. The outcomes therefore depend upon minimisation of avoidable costs and e pansion of induced benefits thus enlarging the quantum of net benefits. The avoidable costs phenomenon can be illustrated with the help of two e amples. If the Chinese managers, skilled and technical staff continue to be deployed throughout the duration of the project, the unit cost of labour after taking into account the e patriate wage premium, security, housing and mobility e penses would be relatively much higher compared to a situation where preponderantly Pakistanis were employed. If the government makes advance plans for these positions to be transferred to Pakistanis over a staggered period through training, on the job apprenticeship, attachments and under study assignments supervised by Chinese trainers, cost savings would be substantial and net benefits much larger. This requires coordination, target setting, monitoring and outsourcing to vocational and technical training institutes, private providers and the provincial governments. Similarly, it is guesstimated that at least 100,000 additional trucks would be needed to transport construction materials, movement of e port-import trade and increased volume of goods. If investment in the sub sector is not carried out well ahead of the CPEC projects peak load demand, the prices of trucking would escalate, putting Pakistani e ports at a competitive disadvantage. The cost matri of CPEC projects would also move upwards thus increasing the indirect costs. However, if Pakistani truck manufacturers are provided ballpark figures they can invest in e pansion of e isting capacity in tandem with the suppliers of parts and components. Indirect benefits would increase through creation of new jobs in the industry and e ciency gains from the economies of scale. On the benefit side, it must be ensured that the most dynamic and enduring benefits from CPEC accrue to the people living in the deprived districts of Balochistan and south-

West Indies mull playing T20s in Pakistan

West Indies are considering to tour Pakistan for two T20Is in March this year, subject to security clearance and agreement from the West Indies Players Association (WIPA), after receiving a proposal and security plan from the PCB. There is an offer from the PCB to play two T20 matches in Pakistan, subject to Players Association agreement and security clearance, Roland Holder, WICB manager of cricket operations, told ESPNcricinfo. The WICB has received a security plan from the PCB, which we have forwarded to our internal security manager, WIPA and an independent international security firm whom we have also engaged to provide a security report. WIPA and WICB are carrying out its own due diligence prior to making a determination as to the security situation since the safety of the players and staff is paramount. Once those reports are received a final decision will be made after WICB conducts a recce of the venues. Over the recent ICC meetings, the PCB has managed to convince the WICB to consider visiting Pakistan. Lahore is likely to host

West Indies for two T20s on March 18 and 19. The two teams will then move to Lauderhill in Florida for two more T20s. West Indies allrounder Andre Russell had become the first high-profile overseas player in the inaugural Pakistan Super League (PSL) to e press a willingness to play in Pakistan. Former West Indies captain Darren Sammy had also said he would travel to Pakistan subject to security clearance. The PCB has also been initiating steps to host the 201 PSL final in Lahore on March 9. This again is subject to security clearance and the PSL management is likely to take a final decision by February 25, three days before the start of the playoffs. According to PSL chairman Najam Sethi, the Punjab government has given the board a go ahead, but, according to rdu ang, a local daily, some players are reluctant to tour Pakistan. The PCB bought four bulletproof buses, following imbabwe s visit, in uly 2016, to improve security. The board hopes the additional security measures would help convince players. FICA, the international players association,

however, said that the advice it has received concerning security in Pakistan is that travel to the country is still a risk for international players. FICA s comments came a day after the PCB said it would host the 201 PSL final in Lahore, after conducting the league stage and the semi-finals in the AE. Tony Irish, FICA e ecutive chairman, was still uncertain about the possibility of the PSL final going ahead in Pakistan. We are in the process of obtaining updated security advice on playing the PSL final in Lahore, Irish had said. We don t e pect much change in the advice previously obtained, but will await the updated situation and then communicate to players. As previously pointed out players play in the PSL as individuals and therefore each make their own decisions on whether to play in Lahore or not. The security risks as communicated by FICA are a factor in their decision making.
