Supreme Court & democracy
HAT was the impact The expanded role of the judici- ens civil society and promotes has been perceived as undermin-
of Chief Justice Saqib Nisar’s tenure on the fragility of Pakistan’s democracy? Justice Saqib Nisar challenged one of the foundational principles of democratic constitutional theory, according to which the judiciary’s role in executive and legislative affairs is circumscribed. Under the leadership of a new chief justice, the Supreme Court should decide whether Justice Nisar’s brand of judicial activism should be maintained or abandoned. The SC’s authority to review legislative and executive action to assess whether it is consistent with the Constitution is well established, but in traditional democratic constitutions, the judiciary restrains itself from playing a prominent role in executive and legislative affairs. Judicial overreach that undercuts the democratic branches is not approved. In new and fragile democracies, however, courts tend to exercise more influence over other branches of government, reflecting the recognition that these institutions may not have the capacity or willingness to enforce fundamental human rights and provide public services equitably and transparently. Article 199 and Article 184(3) of the Constitution of Pakistan give our superior judiciary the authority to make orders to enforce fundamental rights. Similar provisions exist in India’s constitution.
Judicial intervention in politics should be judged on the basis of whether it promotes democratic governance.
ary in new and fragile democracies of the Global South is visible in India, South Africa, Brazil and Colombia. In these jurisdictions, the role played by courts would, broadly speaking, not be countenanced in more mature Western democracies. In the contexts of newer democracies, the challenge posed by dysfunctional governance is one of the central concerns of the judiciary. This ethos is encapsulated in the words of a former chief justice of the Indian supreme court: “The court has to innovate new methods and devise new strategies for the purpose of providing access to justice to large masses of people who are denied their basic human rights and to whom freedom and liberty have no meaning.” While new and fragile democracies may present a better case for an expansive judicial role, these same contexts are also most vulnerable to the stifling effects of judicial overreach. Where the judiciary positions itself as a replacement of political branches of government, it runs the risk of stunting the growth of these institutions, and where the judiciary repeatedly shames the executive branch, it threatens to discredit democratic institutions. In such circumstances, judicial activism may actually serve to promote the backsliding of fragile democracies towards authoritarianism, which is arguably what we have witnessed in Pakistan since the lead-up to the 2018 national elections. How then should the court’s role be defined in fragile democracies? Judicial intervention in political affairs should be judged on the basis of whether it promotes democratic governance. Judicial activism is justified if it strength-
constitutional culture among the public at large. Conversely, judicial activism that has the effect of stunting democratic institutions must be rejected. How does Justice Nisar’s brand of judicial activism fare against this standard? Justice Nisar took on significant public programme and policy initiatives that typically fall within the powers of the executive and legislature, most notably the Diamer Basha and Mohmand dam fund-raising campaign. Justice Nisar also displayed little faith in the ability of civilian bureaucracies to carry out their duties. Instead of leaving the investigation of certain high-profile cases to law-enforcement authorities, such as the police and the FIA, in their normal course of duty, Justice Nisar ordered the constitution of Joint Investigation Teams. At the same time, his highly publicised visits to government hospitals where he berated officials for their incompetence reflected an impatience with civil bureaucracies. By taking notice of the quality of bottled water and exorbitant private school fees, the chief justice authoritatively stepped in to fill what he perceived to be gaps in privatesector regulation by the government. Justice Nisar used his suo motu powers expansively and initiated cases on issues that he considered to be the pressing concerns of our time, such as water scarcity and high rates of population growth. In devising remedies, the voice of Justice Saqib Nisar was preeminent. Any role played by human rights activists, civil society groups or the affected public was largely muted. The effect of Justice Nisar’s court
ing political institutions either by assuming the role and responsibility of political branches or by openly displaying contempt towards elected officials and civil bureaucrats. Justice Nisar’s interference with executive and legislative affairs exposed what many would consider the questionable side of judicial activism and its threat to the evolution of democracy. How is the SC to avoid this effect while at the same time play its role in enforcing fundamental rights in matters of public importance, as envisaged in Article 184(3) of the Constitution? Public-interest litigation should be used as a means to expand democratic spaces rather than judicial promotion. Instead of aggressively using its suo motu powers, the superior judiciary should encourage cases initiated by affected citizens and civil society groups. Since new and fragile democracies such as Pakistan are plagued with non-transparency, the SC should use its constitutional mandate to fill this gap by devising remedies that create space for civil society to monitor government performance. The main goal of the SC’s exercise of judicial power should be to enhance citizen engagement and accountability. After Justice Nisar’s retirement, the SC has the opportunity to reassess its constitutional role based on the principle that a more modest exercise of power is emocratic growth. conducive to d The SC can remedy government dysfunction by creating spaces for civil society rather than using its judicial power to overshadow political discourse. ‘Scientific Prostration’!
By: Gulshan Alani Quran 22:77: “O ye who believe, bow down, prostrate yourselves and adore your Lord, and do well that ye may prosper”. Commandment of direct ‘Prostration’ to Creator only, reflects in the performance of Muslim Salat/Namaz, one of the 5 Pillars of Islam. Prostrating to any Icons, or human gods is a sin as it reflects a cult. “Direct prayer to HIM is the true concept of worship.(Quran 17:22). “Science of prostration and Electromagnetic waves in human body is proven scientifically”, Amazing Scientific research: “The best way for the body to remove the positive electromagnetic charges which hurts the body is by putting yur forehead on the ground positioned to the Center of Earth more than once, so that the ground will discharge the positive harmful EMC signals in a better and more efficient way”. Evidently, most amazingly, scientifically proven that Makkah (Mecca) to be the center of the Earth, and the Kaba right underneath the ‘Sub-
lime Throne’ is in the exact center of the Earth. Direct prostration suggested by the same Creator of human body with the most amazing complicated body organs connected to each other working in harmony with each other to keep the human body working: To keep it healthy, disease free, Allah has created ‘disease curing’ fruits and Vegetables full of nutrients, and vitamins required by the body. Mainly, the magic of Honey and Dates suggested by the Divine 14C. ago, and its benefits explained well by the Universal Messenger Muhammad (SAWS) whose traditional practice of breaking the fast with ‘Dates’ is carried on by the millions of Muslims. Evidently, the most amazing scientific research report about ‘Dates’ is mind blowing, which reminds the story of H. Mary (RA) while she was in Child birth pain, the Divine suggested the consumption of Dates off the Date Palm Tree. “--Grieve not! Thy Lord hath provided a rivulet beneath thee--”. (Quran 19: 23-25). Scientific report: “Dates may promote and ease natural labor for pregnant women when consumed during the last few weeks of pregnancy”: “Dates contain several minerals, including phosphorus, potassium, calcium and magnesium. All of these have been studied for their potential to prevent bone-related conditions like osteoporosis”. In this century humans are surrounded by the
vast amount of electronic equipment, by which the body receives a huge amount of Electromagnetic waves. We are warned repeatedly by the health Science about the danger of health hazardous electronic equipment such as: Cell phones, Computers, Electric Phones, constant working under Lights, which has drastic affect on health such as constant headache, tiredness, fatigue, depression and physical pain. The general health advice is to get a break, have fresh air and get away from the TV and other electronics including minimum use of Cell Phones that too has vast amount of electromagnetic waves, which also affects the hearing. Breaks for 5 times prayers with Divine Prostrations has become blessings in disguise for many of us who were anti-Islam, anti-Allah. Any ruling from the Higher Power has the most amazing positive physical, mental and spiritual beneficial components for mankind.

Pakistan’s next Chief Justice — Asif Saeed Khosa Justice Asif Saeed Khan Khosa, who will be sworn in as the 26th chief justice of Pakistan on Friday (January 18), was born on December 21, 1954 in Dera Ghazi Khan. He is married with two daughters and four grandchildren. Justice Khosa’s brothers are former bureaucrat Nasir Mahmood Khosa and former inspector general of police (IGP) of Balochistan Tariq Masood Khosa. The judge, who is now 64 years old, received his undergraduate and master’s degrees from the University of Punjab and his LLM degree from Queens College at Cambridge in 1978. He enrolled as an advocate at the Lahore High Court in 1979, and then at the Supreme Court in 1985. As an advocate, he conducted over 600 cases. On February 18, 2010, Justice Khosa was elevated to the position of a Supreme Court judge. Justice Khosa, over a period of more than 19-and-a-half years, has decided about 55,000 cases. A special bench headed by Justice Khosa has decided over 10,000 cases of a criminal nature since 2014, according to an article published by The Express Tribune last year. “The total number of pending cases in the top court has reached near 40,000 and a few hundreds of criminal cases are left, which is being considered as a landmark achievement of the apex court,” the article read. ‘Poetic justice’ Justice Khosa is known for adding lyrical flair in his observations and judgments — most recently in the landmark Panama papers verdict that de-seated Nawaz Sharif as the
prime minister in 2017. His dissenting note in the split 2:3 verdict — Khosa was among the two who held Nawaz should be disqualified — onApril 20, 2017 began with a reference to the popular 1969 novel ‘The Godfather’ by Mario Puzo in which he pointed out an epigraph by Honore de Balzac selected by the author: “Behind every great fortune there is a crime”, saying that “It is ironical and a sheer coincidence that the present case revolves around that very sentence attributed to Balzac.” The literary reference became a major talking point as opposition parties, in particular the PTI, latched onto it to drive home the allegations of corruption while PML-N spoke out against the choice of analogy. Nawaz was subsequently disqualified under Articles 62 and 63 of the Constitution in July the same year. Source. Dawn.com
ISLAMABAD: The Islamabad High Court will take up on Jan 21 appeals filed by the National Accountability Bureau (NAB) against the acquittal of former prime minister Nawaz Sharif in the Flagship Investment reference and for enhancement of his sentence from seven years to 14 years in the Al-Azizia reference. A two-judge IHC bench comprising Justice Aamer Farooq and Justice Mohsin Akhtar Kayani will also hear an appeal of Mr Sharif against his conviction in the Al-Azizia refer-
in this reference the same day. An accountability court had on Dec 24 last year convicted Mr Sharif in the Al-Azizia/Hill Metal Establishment reference, sentenced him to seven years in prison and fined him Rs1.5 billion and $25 million. Accountability court judge Mohammad Arshad Malik, however, acquitted the former prime minister in the Flagship Investment reference. Mr Sharif ’s appeal argued that certain observations made by the accountability court judge were against the “principles governing administration of criminal justice in Pakistan, and of the principle of fair trial as guaranteed to all citizens of the country by Article 10-A of the Constitution”. It pointed out that the judge had used a word “beneficial owner” for the accused despite the fact that this word was never mentioned in the National Accountability Ordinance. On the other hand, NAB argued in its appeal that the accountability court did not consider evidence in the Flagship Investment reference and in the Al-Azizia reference. The bureau argued that the court took a lenient view and awarded seven-year sentence to the former premier, instead of maximum 14 years. Source. Dawn.com

Orange Line train project: Panel points out improper repair at heritage sites
LAHORE: A special committee of experts constituted by the Supreme Court has expressed concern over the improper repair, maintenance and conservation of various heritage sites along the route of Lahore Orange Line Metro Train Project. The [committee] members, who visited 11 heritage sites along the route from Jan 14 to 15, have also sought immediate repair and maintenance of the sites in a professional manner. According to a report, the committee headed by Sayed Zahid Hussain (former SC judge) and consisted of members including Zahid Saleem Gondal (director general, archaeology) Hammadul Hasssan (project director), Furqan Ali Malik (Nespak chief engineer), retired Prof Khurshid Ahmed, Dr Rizwan Riaz, Muhammad Afzal Khan, Maqsood
Ahmed Malik, Raja Tariq Nazir and Muhammad Naeem Iqbal visited buildings of GPO, Shah Chiragh mazar and mosque, Supreme Court registry, Saint Andrew Church, Mauj Darya shrine and mosque, Chauburji Gateway and Zaibun Nisa Tomb on Tuesday. Similarly it visited Shalamar Garden, Buddu Ka Awa, Ghulabi Bagh and Lakshmi on Monday. The committee observed that plaster inside the shrine of Shah Chiragh Tomb has decayed and there were also signs of dampness. Rafique Noor (EXEN, Auqaf department) on the occasion briefed the committee members that work on the renovation and conservation of the shrine and the mosque, which was constructed during the era of Shah Jahan, has commenced.
Similarly the paint, marble flooring, fresco paint, roof treatment and conservation work will also be carried out and visible changes will be made by the end of February 2019. The team noted that though major work on Saint Andrew Church was completed, a storm drain and ramp outside the church is yet to be constructed. The committee witnessed removal of debris from the Mauj Darya shrine and completion of three temporary stairs at the shrine. However, it observed that construction of the retaining wall was yet to be launched due to paucity of funds. The team found tiles on the entrance to the shrine broken and the platform outside it required finishing. The team, however, appreciated the mosaic tile work at outer lawn of the Chauburji.
The team observed that the gateway was yet to be converted into green belt despite availability of funds with the executing agencies. On the occasion, the LDA officials told the committee that boundary wall, footpath and drain of both GPO and Supreme Court registry have been completed. However, the committee noticed that exhaust ducks boundary wall is yet to be completed. The members found heaps in the Zaibun Nisa shrine. Similarly, according to them, red stone and fresco work of the tomb required finishing. Back side of the tomb needed some repair as there were some cracks in the tomb. Dawn.com
Suspected mastermind of Orakzai terror attack killed in Hangu Four suspected terrorists, including the alleged mastermind of a deadly suicide attack last year in Orakzai, were killed in an ‘encounter’ with security forces in Hangu on Wednesday. A local police official, Muhammad Khalid, confirmed to the Associated Press that security forces had conducted a raid in Hangu. A security source told DawnNewsTV that the
raid was carried out after a tip-off was received that the house was serving as a militant hideout. The suspected terrorists opened fire on security forces during the raid, the source said, adding that four ‘terrorists’ were killed in the ensuing encounter. A civilian was also accidentally killed in the shootout, AP reported. Khalid
identified one of the militants killed as Muhammad Islam and said that he was responsible for orchestrating the Nov 23 suicide attack near an imambargah in lower Orakzai’s Kalaya Bazaar that left at least 32 people dead and 31 injured. The security source told DawnNewsTV that Islam had ties to the banned Tehreek-i-Taliban Pakistan. Source. Dawn.com

Frustration swells as Trump rejects proposal to reopen government
Record-breaking partial shutdown entered its 24th day on Monday, as Trump was set to address hard-hit farmers. US President Donald Trump said on Monday that he rejected a proposal from a Republican ally in the Senate that would have temporarily reopened closed parts of the government to allow resumption of negotiations on a funding standoff. As the shutdown, the longest of its type in US history, entered its 24th day, Trump told reporters he disagreed with Republican Senator Lindsey Graham’s proposal to reopen the government for three weeks. If talks failed during that period, Graham said on Sunday, then Trump could go ahead and declare a national emergency to bypass Congress and get money for a wall on the US-Mexico border - the issue that triggered the shutdown on December 22. Democrats have rejected Trump’s demand for funding for the border wall in addition to other border funds but have said they would support $1.3bn to bolster border security in other ways, including beefing up the number of Border Patrol agents and increasing surveillance. ‘National emergency’ ‘ Trump has said he could declare a national emergency if he unable to strike a deal with
Int
politicians, although on Monday he told reporters he was not looking to do so. He retweeted criticism of House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer that urged the top Democratic leaders to negotiate with him. “I’ve been waiting all weekend. Democrats must get to work now. Border must be secured!” Trump wrote in an early morning tweet on Monday. About one-quarter of the US government shut down last month as Republicans controlled both chambers of Congress as well as the White House. In December, Trump said he would take responsibility for the shutdown but has since shifted the blame to the Democrats. A growing proportion of Americans blame Trump for the closures, a recent Reuters/Ipsos poll found. Source: aljazeera.com
British PM Theresa May survives no-confidence vote Prime Minister invites all opposition leaders for Brexit talks after narrowly escaping defeat with 325-306 margin. Embattled British Prime Minister Theresa May survived a no-confidence vote on Wednesday, a day after members of parliament dealt a crushing blow to the Brexit plan she negotiated with the European Union (EU).Parliament members voted 325 to 306 against the motion called by opposition Labour Party leader Jeremy Corbyn, who had earlier urged May to resign. It was expected that May would survive the vote, after she secured the backing of her own party’s rebels and the small Northern Irish Democratic Unionist Party (DUP), which props up her minority government. “I am pleased that this House has expressed its confidence in this government tonight,” May said. “My government will continue its work to increase our prosperity, guarantee our security and to strengthen our union.” With her leadership secure for the time being, May has to decide the next step, as the March 29 deadline for Brexit looms. For the first time, May said she is willing to talk to the leaders of all opposition parties to reach a deal. Earlier on Wednesday, she ruled out calling a general election, saying that it would be the worst
thing Britain could do now.“I believe [an election] is the worst thing we could do, it would deepen division when we need unity, it would bring chaos when we need certainty and it would bring delay when we need to move forward,” May told parliament. The other options on the table are a second referendum, a renegotiation with the EU or an EU departure without a deal. May pledged to work with senior politicians to find a compromise that would avoid a disorderly “no-deal” Brexit or another referendum on membership. During the debate on Wednesday, Labour’s Corbyn said that the Brexit vote on Tuesday night has left May’s government ineffective to deliver on her promise...... Source: aljazeera.com
Activists ask India to protect Rohingya as Hindu nationalists call for them to be deportated en masse. At least 1,300 Rohingya have crossed into Bangladesh from India since the start of the year, an official said on Wednesday, as fears of deportation to Myanmar spark an exodus. New Delhi has faced sharp criticism for turning Rohingya people over to Myanmar in the past months, despite the members of the persecuted minority facing threats to their safety there, with the United Nations and rights groups accusing India of disregarding international law. India, which is not a signatory to the UN Refugee Convention, arrested 230 Rohingya in 2018 - the highest number in years - as Hindu nationalists called for the displaced Rohingya to be
deported en masse. “For the past year, the government of India has been making life difficult for the Rohingya refugees in India”, Ravi Nair, of the South Asia Human Rights Documentation Centre (SAHRDC), told Al Jazeera. Nair said that the Rohingya in India are subjected to “regular visits by local intelligence officials, this includes harassment about their paperwork. A large number of Rohingya, our own data shows over 200, from Jammu to Tripura, Assam and West Bengal states have been arrested and imprisoned”. The round-ups in India and fear of deportation to Myanmar have driven even more of the stateless Rohingya into Bangladesh, where a million already live in sprawling refugee camps in the country’s southeast.
Scores injured in explosion near compound housing international company and NGO offices, officials say. An explosion has rocked the Afghan capital, Kabul, killing at least four people and wounding scores of others, the country’s health ministry has said. The 93 people injured in the blast on Monday in eastern Kabul included 24 children, Afghanistan’s Public Health Ministry spokesperson Wahidullah Mayar said in a Tweet. The explosion took place when a bomb-laden car blew up outside a high-security compound that is home to several international companies and charities, security officials told the Reuters news agency. “Most of the victims were civilians,” said Interior Ministry spokesperson Najib Danish. There was no immediate claim of responsibility for the blast.“The area is cordoned off ... and search operation under way for suspects and attackers,” he said. Local Afghan news website Tolo News posted footage on Twitter which appeared to show ambulances returning from the scene of the explosion. Monday’s attack took place as US peace envoy for Afghanistan Zalmay Khalilzad tours the region for meetings aimed at bringing an end to the country’s 17-year-long war. Last week, Taliban leaders called off a fourth
round of talks with US officials in Qatar due to disagreements over the agenda of the meeting. The Taliban has rejected numerous requests from regional powers to allow Afghan officials to take part in the peace talks, denouncing the government in Kabul as a “puppet” administration and instead insisting that the US is their main adversary in the war in Afghanistan. A US-led invasion in 2001 toppled the Taliban, Afghanistan’s largest armed group, from power. The group has escalated its attacks on security forces and government facilities in recent months. The last major attack in the capital took place in late December, when 43 people were killed inside a government compound targeted by a suicide bomber and other attackers armed with assault rifles. No group has claimed responsibility for the incident. Source: aljazeera.com
U.S. backs Canada as China ques- Over 1,000 Rohingya flee India for Bangladesh fearing crackdown tions motivations in Schellenberg case
The United States has backed Canada’s claim that the death sentence awarded to Robert Schellenberg is “politically motivated” as China continues to accuse the Canadian government of being soft on drug crime. Foreign Affairs Minister Chrystia Freeland and U.S. Secretary of State Mike Pompeo spoke Tuesday about Schellenberg’s case, according to a statement from the U.S. State Department. The statement says the discussion included Freeland and Pompeo expressing “their concerns about the arbitrary detentions and politically motivated sentencing of Canadian nationals.” Schellenberg was sentenced to death Monday, following a second trial in China for being an accessory to drug smuggling. His first trial resulted in a 15-year prison sentence. The timing and speed of the second trial have led to widespread suggestions that Schellenberg was being punished as part of an escalating domestic dispute between China and Canada. Two Canadians, Michael Kovrig and Michael Spavor, have been detained in China since the Dec. 1, 2018 arrest in Vancouver of Meng Wanzhou. Wanzhou, who is the chief financial officer of tech company Huawei, was arrested because of an extradition request from the U.S., which accuses her of violating American sanctions against Iran. Meng’s case was also raised by Freeland and Wanzhou, with the U.S. State Department saying they “noted their continued commitment to Canada’s conduct of a fair, unbiased, and transparent legal proceeding.” Freeland and Prime Minister Justin Trudeau have been attempting to garner global support for Canada, and have repeatedly noted that they have received public backing in the dispute from the United Kingdom, France, Germany and other nations. Trudeau spoke about the issue with the leaders of Argentina and New Zealand earlier this week. “Our government has been energetically reaching out to our allies and explaining that the arbitrary detentions of Canadians are not just about Canada,” Freeland said Wednesday, while speaking to reporters in Repentigny, Que.“They represent a way of behaving that is a threat to all countries.”
Freeland said the cases of Schellenberg, Kovrig and Spavor will be “top of the agenda’ for her next week when she travels to Davos, Switzerland to attend the World Economic Forum. Canada’s courting of allies does not appear to have impressed the Chinese government. Speaking to reporters Wednesday, Chinese foreign ministry spokesperson Hua Chunying said China is “not worried at all” about mounting international support against the country’s actions. “You can count by the fingers of your hand the few allies of Canada that chose to side with it on this issue,” she said, according to an English translation of her remarks published by the ministry. Hua also reiterated the Chinese government position that Schellenberg’s sentence is appropriate given his crime. China regularly executes citizens and foreigners convicted of drug-related offences. Asked about Australia’s support of Canada’s position, Hua said she found it “rather odd” because Schellenberg was convicted of helping people who were planning to move methamphetamine from China to Australia. “Does the Australian side wish to see this large batch of drugs arrive in its land and endanger its people?” she said.Hua also pointed to online comments by Canadians which, she said, suggested that Canadian public sentiment was against provoking an international incident over a person convicted of a drug offence.“[It] seems to imply that some Canadians are even more sensible than their leader,” she said.“If Schellenberg’s sentence to death penalty for smuggling 222kg of drugs is inhumane and inappropriate, does that mean it’s humane and appropriate to allow drugs to deprive more people’s lives?”

Careful, Canada! This counterfeit cash could fool you
No matter how many security enhancements are made to Canadian banknotes, counterfeiters always seem to find a way to keep their bills circulating. One Toronto-area resident learned that lesson the hard way – and now he’s warning others about his experience so they won’t suffer the losses he did. Michael Boddy of Richmond Hill, Ont., says he unknowingly accepted 63 fake $20 bills from somebody who had agreed to buy a high-end iPhone he was selling. It was dark out, he told CTV Toronto, but the bills looked and felt the way he would expect real $20s to feel – so he left without realizing anything was amiss. It was only once Boddy returned to his home and examined the notes more closely that he started to suspect he’d been duped. “[I] started looking at it a little bit more and thinking ‘This just doesn’t seem right,’” he said. The bills’ material didn’t have quite the same feel as the polymer of official currency.
Some of the raised ink was missing. And many of the notes contained duplicate serial numbers. “Be careful selling your stuff, because there are crooks trying to get your stuff for free,” Boddy said. According to RCMP statistics, the number of counterfeit bills being passed in Canada has been rising since 2015, when the number of fake bills detected was at a long-term low. Fake $20 bills circulating in British Columbia’s Fraser Valley made headlines last spring. Around the same time, police in London, Ont., received dozens of reports of fake $100 bills making their way around that city. The Bank of Canada includes new security measures on each new series of banknotes it creates. The central bank provides free public training guides on how to detect counterfeit bills. In general, for most newer-series banknotes, it recommends checking for difficult-to-counterfeit features such as a hologram in the otherwise transparent window of the bill, raised ink in places including the phrase “Bank of Canada,” and a transparent outline around the maple leaf on the face side of the bill. The new vertical $10 bills have raised ink on the portrait, large number 10 and the word “Canada,” as well as a picture of an eagle feather which changes colour from gold to green based on the angle it is being viewed at. There were approximately 8,000 counterfeit notes detected in each of the first three quarters of 2018, with $100 and $20 denominations being the most common. Source: ctvnews.ca
Rahaf al-Qunun, whose Twitter posts for help captured global attention after she fled her family, gets asylum in Canada.
Rahaf al-Qunun, the 18-year-old Saudi woman who fled her family saying she feared for her life, has landed in Canada, after being granted asylum in the North American country. Al-Qunun was welcomed by Canada’s Foreign Minister Chrystia Freeland at Toronto’s airport on Saturday. “This is a very brave new Canadian,” Freeland told reporters, with a smiling al-Qunun standing by her side. Canadian Prime Minister Justin Trudeau said on Friday that Canada had accepted a request from the United Nations High Commissioner for Refugees (UNHCR) to take in Rahaf Mohammed al-Qunun, who grabbed international attention earlier this week after she barricaded herself in a Bangkok airport hotel room to resist being sent home to her family, which denies any abuse. Freeland told media that the decision to accept al-Qunun’s request was part of Canada’s “policy of supporting women and girls around the world.” “It’s obvious that the oppression of women is not a problem that can be resolved in a day, but rather than cursing the darkness we believe in lighting a single candle,” she said. “Where we can save a single woman, a single person that’s a good thing to do.” Al-Qunun took to Twitter to thank those who had helped her. “I would like to thank you people for supporting me and saiving [sic] my life,” she wrote. TransLink’s online survey: Should SkyTrain cars have bike racks, leaning rails
As it prepapres to purchase more than 200 new SkyTrain cars, the region’s transit provider is asking the public to weigh in on their design. TransLink has posted an online survey and is hosting community information sessions before it buys the new Expo and Millennium line cars. In previous surveys, the company has heard from transit takers that they’d like to see more seating options and spaces for people using strollers and mobility devices. The survey, which is open until the end of next week, asks which types of seating and standing areas they’d most like to see. Illustrations proivided by TransLink show seats arranged sideways, as well as a forwardfacing arrangement, both options available on the existing SkyTrain fleet. The survey also asks respondents if they’d like to see padded “leaning rails” in areas without seats, and whether they think cars should have built-in bike racks. Should bike racks be installed, restrictions would be in place at peak times so those areas could be used as standing room and for those with mobility aids including wheelchairs. The questionnaire will be available online until
‘Brave new Canadian’: Saudi teen Rahaf al-Qunun arrives in Canada
with the UNHCR getting directly involved, approaching the Canadians, the Canadians coming through very quickly with the decision to grant her asylum,” Hanna said. Canada’s decision to grant Rahaf asylum is likely to exacerbate Canada’s already poor relations with Saudi Arabia, which last year barred the Canadian ambassador to Riyadh after Ottawa criticised Saudi authorities for detaining female activists.
Harnessing social media
Al-Qunun had arrived in Bangkok on January 5 and was initially denied entry, but she soon started posting messages on Twitter from the transit area of Bangkok’s Suvarnabhumi airport saying she had “escaped Kuwait” and her life would be in danger if forced to return to Saudi Arabia. Following a 48-hour standoff at Bangkok airport, some of it spent barricaded in a transit lounge hotel room, she was allowed to enter Thailand and was then processed as a refugee by the UN’s refugee agency. The UNHCR welcomed Canada’s decision and also acknowledged Thailand had given al-Qunun a temporary refuge. ”Ms al-Qunun’s plight has captured the world’s attention over the past few days, providing a glimpse into the precarious situation of millions of refugees worldwide,” UN High Commissioner for Refugees Filippo Grandi said in a statement. Al-Qunun has accused her family of abuse and has refused to meet her father and brother who arrived in Bangkok to take her back to Saudi Arabia. “It was her wish to go to Canada,” Thailand’s immigration chief Surachate Hakparn told reporters this week. “She still refuses to meet her father and brother, and they are going to be travelling back tonight as well ... They are disappointed.” Source: aljazeera.com

Former New Democrat MP Svend Robinson wants to return to politics
BURNABY, B.C. - Former New Democrat MP Svend Robinson is attempting a political comeback, nearly 15 years after his theft of an expensive diamond ring brought an end to his decades-long career. Standing outside his childhood home in Burnaby, B.C., Robinson said he expects to be acclaimed as the NDP candidate in the riding of Burnaby North-Seymour at a nomination meeting on Saturday. He has been knocking on doors in the riding and Robinson said no one has brought up the theft that derailed his career in 2004. “How many times does one have to pay for a stupid mistake?” Robinson asked Tuesday.“I am asking the people of Burnaby North-Seymour and Canadians to judge me not on the basis of one serious mis-
The Grade 12 student said she was shocked by the driver’s position, especially considering there were only two other passengers on the bus at the time. She also said she wasn’t eating a common allergy food, such as peanuts. Despite her pleas, the bus driver repeatedly pointed to the sign until, Stubbs said, she gave up and put away her fruit salad. “I was scared because my blood sugar was low and I couldn’t treat it,” she said. “All I was thinking about was ‘I hope I get through this bus ride and not pass out.’” Following the bus ride, Stubbs said she reported the incident to BC transit. FAITH On the authority of Abu Hurayrah (may Allah be pleased with him), who said that the Messenger of Allah ( )ﷺsaid: Allah (mighty and sublime be He) said: Pride is my cloak and greatness My robe, and he who competes with Me in respect of either of them I shall cast into Hellfire. It was related by Abu Dawud (also by Ibn Majah and Ahmad) with sound chains of authority. This Hadith also appears in Muslim in another version.

Satan’s Ways to Men’s Hearts | Abu Hamid Al-Ghazali
T
By Al Jumuah Magazine HE EXAMPLE OF The heart is like that of a fortress, and Satan is an enemy who seeks to storm this fortress, to take control of it, and to rule over it. Moreover, any fortress cannot be said to be secure from the enemy except when its entrances are guarded, and the gaps in its walls are vigilantly watched over. Therefore, he who is not wholly familiar with his fortress walls cannot guard them. Guarding the heart against the evil promptings of Satan is a prescribed duty and an individual obligation upon every Muslim who is mukallaf (a legally competent person from the standpoint of Sharîah). There is no doubt that the best defense against Satan’s raids on one’s heart may be achieved by recognizing the heart’s entrances that Satan takes to deliver his venom. Knowing these ways and entrances is the first line of defense against Satan. Therefore, this knowledge becomes an obligation – as it is stated in the well-known fiqh principle that: That which is indispensably connected with fulfilling an obligation is itself obligatory. The entrances of Satan are in effect the qualities or traits of man, and they are many. But we shall in the following refer to the principal ones:
Anger and Lust
Anger, as it is rightly said, is the ogre of the intellect. When the levies of the intellect weaken, Satan’s forces assail, and whenever man becomes angry, Satan plays with him just as a lad does with a ball. It is related that a saint once asked Satan: “Show me how you overcome a person.” He replied: “I take him while in anger or desire.” In another story, it was said that Satan appeared to an ascetic who asked him: “What qualities of the sons of Adam are most helpful to you?” Satan answered: “Quickness of temper; for if a man is quick-tempered, I can
turn him upside down just as lads toss a ball. to you three of them, but I shall withhold from you the other two.” Allah then reAlso among the great breaches through vealed to Nûh: “You do not need the three; which Satan’s mischief sneaks into peoples’ but ask him about the two.” So Nûh said to heart is envy (hasad) and greed (hirs). For Satan: “Never mind the three and tell me whenever a man is greedy for anything, about the two?” He replied: “They are the his greed renders him blind and deaf, as two which never fail me, and I use them to the Prophet said: “Your love for something destroy man; they are: greed and envy. For blinds and deafens.” (Abû Dâwûd, through through envy I incurred divine curse; and a weak chain, but the hadîth meaning is for greed, the whole Paradise was permitcorrect). The light of insight detects Satan’s ted to Adam save one tree, but I made the entrances, but if envy and greed becloud best out of him through greed.” it, man’s ability to distinguish greed from Satiety of Food evil is compromised and, as a result, Satan’s Another great way Satan takes to men’s hand is strengthened. He adorns, in the eye hearts is satiety of food, even when it is lawof the greedy one, everything that leads to ful and pure. Satiety strengthens the lusts, the realization of this desire, even if it be and lusts are weapons that come in handy condemned and immoral. for Satan. It is related that Satan appeared It is related that when Prophet Nûh(Noah) to Prophet Yahya ibn Zakariyah who saw entered the ark he took into it a pair of hooks of every sort attached to him (i.e. every sort as instructed by Allah to do so. Satan). Therefore, Yahya asked: “What are One day, Nûh saw in the ark an old man these hooks on you?” Satan replied: “These whom he did not recognize. Nûh said to are the lusts by which I hunt the son of the man: “Who are you and what are you Adam.” Yahya asked: “Do I have any of doing here?” The old man said: “I am Sa- them?” Satan answered: “Perhaps you betan and I came to dominate the hearts of come surfeited with food and so I make your followers, so that their hearts would Salah and thikr (remembrance of Allah) a be with me and their bodies with you.” burden to you.” Yahya asked: “What else?” So Nûh said to him: “Get out from here, Satan answered: “Nothing other than what O enemy of Allah.” Satan answered: “You I told you.” So Yahya said: “By Allah! I shall know Prophet Nûh, I destroy mankind by never eat my fill again.” Satan replied: “And, means of five things, and I shall disclose by Allah, I shall never again give a sincere

Predestination Or Fate In Islam
P
redestination or Fate (Taqdeer) in Islam. Predestination is a necessary factor in the Islamic faith. In Islam, predestination or fate means that Allah is the one who has destined everything that is happening in this universe (to human beings and everything). Allah knows what is happening or what will happen in the earth and in the heaven. Nothing can happen without the knowing of Allah. We all should have the firm believe in predestination in order to have a good faith. disobedient? advice to a Muslim.” It is said that there are six blameworthy qualities in overeating: First, it banishes fear of Allah from one’s heart. Second, it rids one’s heart of compassion towards humankind, for he supposes that they are all satiated. Third, it makes ʿibâda (worship) a burden. Fourth, if he hears wise speech, he finds nothing graceful in it. Fifth, if he speaks in admonition, it makes no impression on his listeners. Sixth, it stirs up disease within him. Love of Adornment Also of Satan’s great entrances to believers’ hearts is the love of adornment in furnishings, attire, and residence. When Satan sees this quality dominant in one’s heart, he sets up his camp in that heart and indwells it, and keeping on bidding him to make the house more adorable, to adorn its ceiling and walls, and to extend its walls. He invites him also to adorn his apparel and his mounts, and seeks to enslave him therein his whole life long. In addition, when man succumbs to Satan in this, the latter will have no need to busy himself with him again; for, like a vicious circle, one phase of this leads on to another until he meets his death embroiled in the wicked snares of Satan.
Hastiness
Also of Satan’s great doors is haste and lack of resoluteness in affairs. Allah says: Man is created of haste. [Sûrat Al-Anbiyâ, 21:38] and again: And man was ever hasty. [Sûrat Al-Isrâ’, 17:12] And He says to his Messenger: Hasten not the Quran until the inspiration is completed for you. [Sûrat Ta Hâ, 20:113] Also the Prophet said: Haste is from Satan and calculated action is from Allah. (Tirmithi) This is because actions should follow insightful understanding (tabrira) and experiential knowledge. Insightful understanding requires reflection (ta’ammul), and unhurried action (tamahhul), but haste precludes this. For when man seeks to make haste, Satan readily dispenses to him his own evil from whence the man knows not. www.aljumuah.com everything about the universe from Adam (A.S) till the judgment day and after that. This is the knowledge of Allah, but He (Subhana Watala) has given us all a free will to obey or disobey. It is us, who should be blamed for our deeds. So, it is clear that we make our fortune by following the path of our own choice.
Predestination in Quran
“God will establish in strength those who believe, with the Word that stands firm in this world and in the hereafter; but God will leave, to stray, those who do wrong: God does what He wills” [Surah Ibrahim, 14:27] “Thus does God leave to stray such as transgress and live in doubt.” [Surah Al-Mu’min, 40:34] “And those who strive in My (Cause), Iwill certainly guide them to My paths: for verily God is with those who do right.” [Surah Al-Ankabut, 29: 69] Source: tempemosque.com

Jamia Riyadhul Jannah British Columbia, which translates into Garden of Heaven Mosque, is located in the former Whonnock United Church, where limited renovations were done to the 125-year-old heritage site to fix wear-and-tear issues for use by the new congregation. “I think it’s a history-making event,” said mosque chairperson Prof. Imam Syed Badiuddin Soharwardy, who is also a member of the Islamic Supreme Council of Canada, the umbrella group that opened this mosque along with 17 others across the country. He is also the first Muslim Canadian to walk across Canada, leading the MultiFaith Walk Against Violence in 2008.
Soharwardy noted the mosque will not only help the Muslim community in this area, but also help “our non-Muslim friends and neighbours and colleagues to come and understand and learn about our faith, and we learn about their faith.” The facility will be used for teaching, education, get-togethers, festivals, inter-faith dialogues, prayers and community events. It will be run by local residents and management committees. The three-quarters-of-an-acre property contains the main mosque building along with two additional houses, one of which Soharwardy is hoping to eventually house a resident imam. Several services will be provided at the mosque, including five daily prayers, the Friday prayer – which is the Muslim Sabbath, Ramadan, where there will be the breaking of the fast and late night prayers – and two Eid prayers that Soharwardy compares to the Christian celebration of Christmas.
There will also be daily Qur’an classes about the teachings of the Muslim holy book, and Islamic classes. Soharwardy said one of the most important activities that the mosque will feature will be inter-faith activities, where the mosque congregation will visit a church and share a meal and then the church congregation will visit the mosque to share a meal. He is already buoyed by the initial reception the mosque has received from the community. “Yesterday, we had the grand opening of the mosque and we had our Christian neighbours. They were sitting side-by-side in the church or mosque and
we shared the meal, we shared our prayers with them and they listened, they watched and they were very excited,” he said, adding that they have a good relationship with the church next door.

Mecca’s Grand Mosque, The World’s Holiest Muslim Site, Is Under Attack By Locusts dispatched “22 teams consisting of 138 individuals and 111 devices” to combat the pests. The teams specifically targeted “breeding and gathering sites” such as sanitation areas and water drains. The municipality said it was “harnessing all the efforts, capabilities and possibilities available to the eliminate these insects in the interest of the safety of guests of the sacred house of God.” While a major nuisance, locusts are not known to carry diseases transmittable to humans, nor do they bite or sting. Hazal bin Mohammed alZafar, head of the Plant Protection Department at King Saud University’s Faculty of Food and Agricultural Sciences, told the local Sabq newspaper Monday that the “field cockroaches” were of the Gryllidae family and more closely related to grasshoppers and crickets than domestic cockroaches. Zafar told the outlet that locals should refrain from eating or selling the insects, while stressing that they “do not transmit diseases” and that swarming was a natural phenomenon likely related to recent rains. He estimated that 30,000 locusts had descended on Mecca, not-
ing that larger swarms could reach into the hundreds of thousands. Still, social media users could not help but point to what they felt were religious connotations of such an event. The motif of locust swarms as a form of divine punishment features in all the Abrahamic traditions, which include Judaism, Christianity and Islam. Quran verse 7:133, explaining God’s plague against the people of Egypt, reads: “Then We afflicted them with a great flood and locusts, and the lice, and the frogs, and the blood. All these were distinct signs and yet they remained haughty. They were a wicked people.” According to the Quran, the plagues convinced the Egyptian pharaoh to release the Israelites, allowing the prophet Moses, known as Musa, to lead them into to the promised land. Millions of Muslims travel to Mecca every year for the Hajj, an annual pilgrimage required to be performed at least once a lifetime as one of the five pillars of Islam, and the Umrah, a pilgrimage to Mecca that can be undertaken at any time of the year. An alleged Canadian member of terror cult ISIS has been captured, according to news reports. Global News is reporting that Mohamed Abdullah Mohamed claimed he was an Ethiopian-Canadian in a short video. Kurdish forces said that Mohamed was captured in northern Syria by the Syrian Democratic Forces in Deir al-Zour. In the video, Mohamed confesses that he entered Syria through the Turkey-Idlib border. As the caliphate crumbles, Deir al-Zour has become the Islamic State’s last redoubt in the war-torn country. According to Global News, the capture of Mohamed brings the number of Canadians in the custody of the Kurd fighters to four
men, three women and seven children. But a group representing families of the Canadian captives claims there are nearly two dozen being held prisoner. “The families of 21 Canadian detainees have asked FAVE to help get them out of the northern Syrian camps. The majority of these Canadians are infants and children who are suffering from hunger and illness in frozen tents,” said Prof. Alexandra Bain, director of Families Against Violent Extremism (FAVE). Several people, including US troops, were killed after a blast struck near a US-led coalition patrol in the northern Syrian town of Manbij on Wednesday, less than a month after US President Donald Trump announced his intention to withdraw US troops from the war-torn country.
The US-led coalition confirmed on Twitter that US troops were killed during the explosion, but did not elaborate on the number of casualties. It said it was still gathering information about the attack. Turkish President Recep Tayyip Erdogan said that 20 people were killed, including five US soldiers. A website linked to the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) claimed responsibility, saying an attacker used an explosive vest to carry out the blast, which occurred near a
restaurant in the city. The attack calls into question Trump’s claim that Islamic State of Iraq and the Levant (ISIL, also known as ISIS) has been defeated in Syria - his stated reason for pulling 2,000 US troops from the country. US Vice President Mike Pence repeated the claim on Wednesday after the attack, saying the ISIL “caliphate has crumbled” the armed group “has been defeated”. In a statement later in the day, Pence said that he and Trump “condemn the terrorist attack ... and our hearts are with the loved ones of the fallen”. In a statement on Wednesday, Pence said that “thanks to the courage of our armed forces, we have crushed ISIS and devastated its capabilities”. “As we begin to bring our troops home, the
American people can be assured, for the sake of our soldiers, their families, and our nation, we will never allow the remnants of ISIS to reestablish their evil and murderous califphate - not now, not ever,” the statement added. Videos of Wednesday’s attack released by local activists and news agencies showed a restaurant that suffered extensive damage and a street covered in debris and blood. Several cars were also damaged. Another video showed a helicopter flying over the area. The videos could not be immediately verified. If the death toll is confirmed, Wednesday’s attack would be the deadliest attack on US forces in Syria since they deployed on the ground there in 2015. Source: aljazeera.com
Protection Force, in the streets of the capital. The UN mission in Libya condemned the renewed fighting in an official statement on Twitter, adding that it “warns parties against any breach of the ceasefire agreement, compromising stability in the capital & endangering lives of civilians & their properties”. “The mission stresses that any party initiating a confrontation will be held fully responsible,” it added. The internationally recognised government in Tripoli, backed by the United Nations, has been working on a new security plan since the ceasefire deal but achieved little as Libya, long a major oil producer, lacks a national police force or army. During the clashes in September, the International Committee of the Red Cross (ICRC) described the situation in the north African country as “desperate”, with the
fighting, collapsed economy and destruction of infrastructure leaving hundreds of thousands of people “increasingly vulnerable”. “Seven years of war in Libya has driven over 500,000 people to flee their homes,” the ICRC said in a tweet. “For Libyans trying to return home, there’s
not always much to return to. Houses, schools are often destroyed completely.” The group also cited the sabotaging of health facilities, water and electricity supplies, as well as the dangers of unexploded remnants. Source: aljazeera.com
The holiest site in Islam, the Grand Mosque in Saudia Arabia’s sacred city of Mecca, has been bombarded by a swarm of insects, and local authorities are struggling to clean up the mess. Droves of insects identified as black grasshoppers descended on Mecca earlier this week, bugging worshippers at the Grand Mosque. Images of the locusts buzzing around light fixtures, clinging to marble surfaces and even blanketing praying pilgrims spread throughout social media, prompting the city to take action. The Holy Mecca Municipality issued a statement Monday responding to the swarm of so-called “night cockroaches,” saying it had

GOLDSTEIN: Trudeau ducks gender question
It was a simple and direct question to Prime Minister Justin Trudeau at a town hall meeting in Regina Thursday, politely asked by a young woman, that spoke volumes about today’s politics. About how you don’t have to yell at politicians to be effective in challenging their views. And about how the prime minister – and politicians in general – routinely brush off questions they don’t want to answer by using the tired, old and cynical political spin technique called blocking and bridging. It means blocking the question you’ve been asked and bridging away to answering something else. Media consultants and political handlers think it’s clever.
What it really demonstrates is the politician’s contempt for the questioner, which is fine in Question Period because that’s essentially political theatre, or when a politician does it to the media because it’s our job to interpret political bafflegab. But it’s insulting when Trudeau does it at a venue where we’re supposed to be impressed, according to his cheerleaders, by his willingness to talk openly and honestly to Canadians in informal settings. The context for the young woman’s question was Trudeau’s controversial comments at a G20 meeting in Argentina in November on gender equality. Trudeau said when considering large-scale construction projects like pipelines and highways: “There are gender
OTTAWA – Prime Minister Justin Trudeau has shuffled three ministers into new roles, and appointed two rookies — David Lametti and Bernadette Jordan — to the front bench in a federal cabinet shakeup on Monday at Rideau Hall. The changes were, in the prime minister’s mind, an “opportunity to put strong performers in important files and continue to demonstrate our capacity to deliver on a broad range of priorities for Canadians,” Trudeau said, speaking to reporters after unveiling his changes to the ministerial roster. The shuffle puts the size of the federal cabinet at 36 members, including Trudeau. This is the largest number of seats around the cabinet table during this government’s term in office. The gender balance is retained with today’s changes. Trudeau moved minister Jane Philpott into the newly-vacated role as president of the Treasury Board and minister of digital government. This spot needed filling after long-time MP Scott Brison announced last week that he was resigning from cabinet because he will not be seeing re-election in 2019. The main priority of this position is overseeing the federal public service and intergovernmental spending. Philpott, an Ontario MP, has been seen as a strong performer in cabinet. Trudeau called her a “natural choice” for the new job given her experience as vice-chair of the Treasury Board cabinet committee. Speaking to reporters outside Rideau Hall, Philpott said that she had enjoyed learning
in each new portfolio she’s held. This is now her third cabinet post, starting as the health minister in 2015. Part of her job will be working on the incoming new public service pay system to replace the problem-plagued Phoenix software. “I can assure the public service that I will put my full attention behind making sure that that is implemented in the best possible way and expedited in terms of the rollout plan on that.” Philpott’s new job meant there was a vacancy in the role as Indigenous services minister, a cabinet post created in 2017 as part of an effort to reset the nation-to-nation relationship with Indigenous people. That job has been given to Newfoundland MP Seamus O’Regan, who is being shuffled out of the Veterans Affairs portfolio, a job he’s had since joining cabinet in that same 2017 shuffle. He’ll be continuing the work on delivering programs to First Nations, Inuit and Métis people, including education and housing, as well as chipping away at clearing the drinking water advisories in First Nation communities. Asked to comment on why O’Regan was moving, Trudeau said that both his past role and his new one are centred around direct delivery from the government to citizens, and that is something that needs to be done right. O’Regan said his predecessor did a great job and he has big shoes to fill, when it comes to maintaining the relationships and trust she was developing with Indigenous people. He
impacts when you bring construction workers into a rural area, there are social impacts because there are mostly male construction workers, how are you adjusting and adapting to those?” Many Canadians, especially in Alberta, believe Trudeau was taking an unfair and derogatory shot at oil field workers to burnish his “feminist” credentials by implying they are sexual predators, dangerous to women. The Prime Minister’s Office has been all over the map in explaining what Trudeau meant. Some say he wasn’t referencing gender violence, but calling for greater employment of women in good-paying jobs in the construction industry. Others say Trudeau was indeed referencing
studies showing a link between large-scale infrastructure projects and increased sexual assaults on women. Trudeau had the perfect opportunity to clear it up Thursday. Source:torontosun.com
Trudeau taps two rookies, moves three ministers in cabinet shakeup
has vowed not to lose any of the momentum of Philpott’s tenure. In hot water in recent months, over what some saw as problematic comments comparing his experience to that of veterans, O’Regan said he doesn’t want anything he says to serve as a distraction. “I’m going to be spending an awful lot of time over the course of the next few months listening intently and where I can acting in concert with Indigenous peoples,” O’Regan said. Jody Wilson-Raybould is out as justice minister, a job she’s had since 2015, and has been shuffled into the Veterans Affairs job. Trudeau, responding to why British Columbia MP Wilson-Raybould was shuffled out of justice, said that serving veterans affairs requires a steady hand and she has navigated big files during her years on the file. He called her “extraordinarily capable,” and shot down that it’s a demotion. “I would caution anyone who thinks that serving our veterans and making sure they
get the care to which they are so justly entitled from any Canadian government is anything other than a deep and awesome responsibility,” Trudeau said. Wilson-Raybould also downplayed any suggestion that her move is a demotion, saying that she is “incredibly proud” of the work she did during her three years in the role. She said she feels she accomplished most of her mandate letter tasks, from legalizing cannabis and putting in a new regime for physician-assisted dying, to advancing legislation to reform the criminal justice system. “I will bring the same work commitment, the same passion, the same desire to ensure that we care for our veterans, that we hear our veterans, that we have compassion for our veterans and that we most importantly respect our veterans. I will continue to do as much outreach to hear from them how we can serve them in the most appropriate and best way we can because that is what they deserve,” she said. Source: ctvnews.ca
Strong job growth to continue through 2019 Bruce Ralston, Minister of Jobs, Trade and Technology, has issued the following statement on the release of the December Labour Force Survey: “We’re committed to building a better B.C. that works for everyone, where all regions of the province are benefiting from good jobs and investment. “Our government has been working hard to create jobs in all regions of the province, so I’m pleased to see that B.C. has maintained
the lowest unemployment rate in Canada for the last 16 months. “There are more than 2.5 million people working in British Columbia – the most in B.C. history. Year-over-year numbers show that private sector employment in B.C. increased 3.3% to 51,700 new jobs. That ranks B.C. second in the country in private sector employment growth, ahead of Alberta and Ontario. “These annual statistics give a more com-
plete perspective of the labour market in British Columbia and show that we are on the right track for creating a sustainable economy for people in B.C. Forecasters expect B.C.’s real GDP to grow by 2.6% this year – among the highest in Canada. “Our approach has put us on a strong economic course and is making the economy work for people.” Media Relations Ministry of Jobs, Trade and Technology
The Honourable Michelle Rempel, Shadow Minister for Immigration, Refugees, and Citizenship, and Pierre Paul-Hus, Shadow Minister for Public Safety, Border Security, and Emergency Preparedness, issued the following statement on the 2018 illegal border crosser numbers released earlier today: “Today’s figures confirm that Justin Trudeau has turned the chaotic situation at Canada’s border with the United States into a permanent feature of our overall immigration system.“For two years in a row, Trudeau has allowed
thousands and thousands of individuals to enter Canada illegally, despite the fact that two thirds of them held legal status in the United States prior to illegally entering Canada. “Trudeau has prioritized these individuals over legitimate refugees fleeing violence, terror, and oppression abroad who desperately need Canada’s compassion and accommodation. This has seen the wait time for a refugee claim hearing increase by a third, up to 20 months. “To date, the Prime Minister has offered precisely zero solutions to reduce the

flow of illegal border crossers into Canada and has instead chosen to spend $1.6 billion of taxpayer dollars to facilitate the abuse of Canada’s generous asylum system and making the situation worse. “Canada’s Conservatives will continue to advocate for an immigration system that is planned, orderly and compassionate. It’s time the Trudeau government immediately close the loophole in the Safe Third Country Agreement, regain control of our borders, and prioritize the world’s most vulnerable.” Office of Michelle Rempel, MP
17 spec i al The new citizenship bill and the Hinduisation of India Jamadi ul Awal 11,1440H January 18, 2019
O
n January 8, India’s lower house of parliament approved a bill that would grant residency and citizenship rights to undocumented non-Muslim immigrants, sparking protests in the country’s northeast. The protests took place mainly in the state of Assam, where millions of people were accused of being foreigners and effectively stripped of their citizenship last year. The controversial Citizenship (Amendment) Bill 2016, which still needs the approval of the upper house of parliament, seeks to amend the 1955 Citizenship Act to make Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from three Muslimmajority countries - Bangladesh, Pakistan and Afghanistan - eligible for Indian citizenship. This would mean migrants belonging to these religious communities who entered India without the necessary documents prior to 2014 would not be imprisoned or deported and would gain permanent citizenship after six years of residency in India. The government says the bill aims to provide succour to persons who have been persecuted in their homelands because of their religious identities and who have “nowhere else to go but India”. The proposal assumes persons who identify as Muslim cannot be persecuted in Muslim-dominated countries, and therefore excludes all Muslim immigrants. Hence, members of the Ahmadiya and Shia communities of Pakistan, despite being persistently targeted by extremists, would not be able to seek refuge in India. The bill has been widely criticised for attempting to make religion an eligibility criterion for Indian citizenship - an act that would fundamentally alter the secular character of India. Ignoring minorities from non-Muslim states Critics have questioned the reasons behind
the government’s decision to limit the scope of this bill to migrants from Muslim-majority neighbours of India. Some have argued that the fact that the proposal excludes thousands of undocumented immigrants from Sri Lanka, Nepal and most importantly Myanmar implies that the Indian government is not at all concerned about the persecution of minorities if they are not living in Muslimmajority countries. Indeed, when members of Myanmar’s Muslim Rohingya minority sought refuge in India after being persecuted in their home country for their religious and ethnic identity, the Indian government did not attempt to provide any legal protection for them. On the contrary, the members of the government perceived these desperate refugees as a threat to India and made attempts to force them out of the country. In this context, the claim that this bill is a humanitarian gesture aiming to help people in need does not hold. So what is the Indian government’s real motivation for supporting this bill? Protecting India’s ‘Hindu identity’ The governing Hindu-nationalist Bharatiya Janata Party’s (BJP) main strategist for the northeast, Himanta Biswa Sarma, recently exposed the real purpose of this bill: protecting India’s so-called Hindu identity. Before the citizenship bill was put to a vote in the lower house of parliament, Sarma, who is also the finance minister of the state of Assam, said, “If this Bill is not passed, then Hindus in Assam will become a minority in just next five years. That will be advantageous to those elements who want Assam to be another Kashmir and a part of the uncertain phase there.” And soon after the bill was passed, the minister argued that this decision may have prevented Muslims from taking control of
Assam’s 17 assembly seats and the Muslim leader of the All India United Democratic Front (AIUDF), Badruddin Ajmal, from becoming the chief minister. By using the potential electoral success of Muslim Indian citizens, who have every right to contest and hold public positions, as a way to legitimise the citizenship bill, Sarma clearly demonstrated that the purpose of this bill is not to “help” anyone, but to protect and promote Hindu supremacy in India. Prime Minister Narendra Modi has also previously admitted that the bill is tied to his party’s desire to make India a Hindu nation that prioritises the rights of Hindus irrespective of their citizenship. During a rally in Assam’s Bengali-Hindu dominated region of Silchar, Modi said that the citizenship bill is an “atonement for the past mistakes of partition”. Emphasising that he believes blood relations are more important than the “colour of passports”, he promised the region’s Bengali-speaking Hindus that he would make sure that they will be accepted and welcomed by “mother India” by passing this bill. Alienating Assam’s indigenous population Today, Assam is at the centre of protests about the proposed amendment to India’s citizenship bill and this public anger has historical roots. During Bangladesh’s bloody struggle for liberation from Pakistan in the early 1970s, many Bengalis moved to Assam. Over the years, their increasing numbers stirred anxieties among the indigenous Assamese people about the preservation of their distinct culture and ownership of land. As a result, between 1979 and 1985,
an “anti-foreigner” agitation - dubbed the “Assam movement”, targeting the Bengali immigrants - erupted in the state. To end the violence, India’s central government signed the Assam accord with the leaders of the Assam movement in 1985. The accord specified that only people who could prove that either they or their parents had entered or lived in India prior to March 1971 can assume Indian citizenship and legally reside in the state of Assam.Last year, a new National Register of Citizens (NRC) was prepared in the state to distinguish Indian citizens from undocumented immigrants according to the rules set by the 1985 accord. This list included only 28.9 million of the 32.9 million people residing in the state, rendering nearly four million people stateless. The decision to denationalise millions of people was widely supported by Assam’s indigenous population, which still fears their culture may be decimated by the influx of “foreigners” and widely criticised by India’s Bengali communities and international observers. The Assamese’s main fear is that Bangla-speaking people from neighbouring Bangladesh, irrespective of their religion, would come to dominate Assam. Hindu and Muslim Assamese are united on this view-

18 health Canada’s obesity rate has doubled since the 1970s. What happened? Jamadi ul Awal 11,1440H January 18, 2019
By Leslie Young Senior National Online Journalist, Health In 1978, about 14 per cent of Canadian adults qualified as obese. hat number climbed to 28 per cent in 2014. Altogether, in 2017, 64 per cent of Canadians were overweight or obese. This is a problem, says Canada’s chief public health officer, Dr. Theresa Tam.“I’m really quite concerned about the rate of persons having obesity.” At a time when there’s never been more information about how to live a healthy lifestyle, Canadian obesity rates are twice as high as they were in the 1970s and Canadians are also increasingly suffering from chronic diseases like hypertension and diabetes. With the Canada the Sick series, Global News is looking at what’s going on, and why knowledge isn’t enough. Obesity rate in Canada Rate of Canadian adults who are obese. 14 % in 1978 23 % in 2004 28 % in 2014 “Unhealthy weights is a big concern in Canada,” said Tam. Changing things is tough, though. “We live in a society where we put a lot
T
of the onus on the individual. We might prescribe more steps a day or fruits and vegetables but it’s very difficult for that individual to change their behaviours, particularly if they are in socially disadvantaged conditions.” In surveys, obesity is generally estimated based on your BMI — a measurement that takes into account an individual’s height and weight. This can mean that some people who are extremely athletic can be wrongly classified as overweight or obese. Experts say that at the individual level, the measurement is not especially helpful, though it’s still useful when examining an overall population. Around 9.3 per cent of Canadians have diabetes, according to the Canadian Diabetes Association. About one in 12 Canadians lives with heart disease, according to the Public Health Agency of Canada. And obesity is a risk factor for both of these diseases. But every day, the media and public health officials talk about the importance of physical activity and exercise to prevent chronic diseases. So if the information is out there, why have obesity rates grown so much over the last few decades? That’s the wrong question, according to Dr. Yoni Freedhoff, medical director of the Canadian Bariatric Institute and an assistant professor of family medicine at the University of Ottawa. “It demonstrates a poor construct in terms of trying to understand the issue to suggest that personal responsibility is the driver of change.” “People don’t go to sleep at night wanting to make unhealthy choices and hoping to gain weight.” Part of the problem is that our “food environment” has changed, he said.
“If we had a time machine that deposited us all back in the ’40s, living the lives that existed back then with the portions that existed back then and the societal norms that existed back then, I bet you we would all lose a fair bit of weight.” Nowadays, people are pushed towards unhealthy food choices at every turn. Not only is unhealthy food everywhere, but it’s also become a part of every celebration or activity. “And then there’s peer pressure from everyone constantly too, to indulge and consume. This is not an environment that anybody really stands a chance in.” We are likely seeing the result of that environment now, said Freedhoff. “I think we’re living the end result to a large degree.” There will always be a minority of people who aren’t affected, whether because of their genetic gifts or because they are the rare person who can swim against the tide. However, he believes they will always be a minority. That doesn’t mean that hope is lost. “We will see changes that will over time tilt this needle in the other direction.” “When you’ve got a flood, it’s hard to say which sandbags will be the most important. And it’s also hard to say how to stack them, in what order.” But small changes, such as taxes on sugary beverages, limits on food advertising to children, changes to food labelling and the return of home economics classes, while individually might not diminish obesity rates, can together have an effect, he said. Tam agrees with this overall approach. “To tackle a very complex issue such as obesity you need to look at the genetic and psychological and behavioural factors of an individual,
but you need to add on top of that, the built environment, the economic and financial realities of a person or community before you can actually make some changes to those trends, troubling trends, that we’re seeing.” Over the course of this week, Global News will be examining some of the things that might be making Canadians sick, including our jobs, a lack of income, where we live and the diet industry – and what can be done to solve them. 19 LIFESTYLE The curious case of Pakistani mangoes in China Jamadi ul Awal 11,1440H January 18, 2019
N
By:Mehreen Jamal o fruit in the world can replace the sweetness that mangoes fill in my life. When I am away from home, I am unable to find this same sweetness. As a student of history, I discovered Pakistani mangoes were considered worthy of idolisation during a tumultuous moment in the 20th century: they were devotional objects during the Cultural Revolution in China in 1960s and 1970s.Research has been done on how these mangoes played a significantly important role during that period. Art historian Alfreda Murck has a book-length study on Chairman Mao’s ‘golden mangoes’, which were in fact Pakistani mangoes. On August 4, 1968, Mian Arshad Hussain, the foreign minister of Pakistan, visited China and gifted a crate of mangoes to Chairman Mao. But this became more than just a present.Mao was not ready to try this new fruit and reportedly displayed an aversion to it, so he decided to pass the mangoes to workers who were suppressing students occupying the Qinghua (Tsinghua) University campus. The students were known as the Red Guards, a group of militant university and high school students formed within the umbrella of the Chinese Communist Party in 1966 to help Chairman Mao in his revolutionary adventures. But due to increasing factionalism and the destruction of the Chinese economy, urban life and educational institutions, Mao had asked them to retire to the countryside. The factory workers, called The WorkerPeasant Mao Zedong Thought Propaganda Team, were asked to intervene on the party’s behalf. Mangoes were sent to the workerpeasants as a gesture of Mao’s gratitude for their efforts and when the gift arrived at the campus, it was received with enthusiasm.
People gathered around the precious fruit, singing with excitement. They had tears in their eyes. Mao might not have expected the transformation of mangoes into a neardivine symbol. A modern replica of a mango reliquary from the Landsberger collection. Mangoes were seen as a tribute from the distant land, though no one knew that land was Pakistan. Murck states that workers stayed up late that night, eagerly touching and examining the mangoes — which they had never seen before. When the workers returned to their factories, one mango was delivered to each factory. Zhang Kui, a worker who occupied Qinghua, says that the arrival of one of Mao’s mangoes at his workplace prompted intense debate.”The military representative came into our factory with the mango raised in both hands. We discussed what to do with it: whether to split it among us and eat it, or preserve it. We finally decided to preserve it,” he says. “We found a hospital that put it in formaldehyde. We made it a specimen. That was the first decision. The second decision was to make wax mangoes - wax mangoes each with a glass cover. After we made the wax replicas, we gave one to each of the Revolutionary Workers.” Workers were expected to hold the sacred fruit solemnly and reverently, and were admonished if they failed to do so.Wang Xiaoping, an employee at the Beijing No 1 Machine Tool Plant, received a wax replica. The
fruit itself was destined for higher things. “The real mango was driven by a worker representative through a procession of beating drums and people lining the streets, from the factory to the airport,” says Wang. The workers had chartered a plane to fly a single mango to a factory in Shanghai The mangoes were received with pomp comparable to ritual worship. Murck gives an example of one textile factory in Beijing. A huge ceremony was held at the factory to welcome the fruit. It was sealed in wax to last longer and placed in the auditorium. Workers in a line passed and bowed as they caught a glimpse of it. The mango soon began to show signs of decay. The revolutionary committee at the factory peeled it and boiled the pulp in a huge pot of water. Another ceremony followed, similarly sacred. Every worker received a spoon full of that blessed water in which the mango had been boiled. Similar incidents happened in other factories. Mangoes were preserved in several ways, one was placed in a glass box with an engraved picture of Mao, another was preserved in a jar of formaldehyde. Wax copies of the fruit in glass cases were distributed or sold among the factory workers. The propaganda posters of the Cultural Revolution are filled with these images. To spread the message, propaganda teams were sent to various parts of China with real and artificial mangoes on trucks. The mango trucks were received with drums and ven-
eration. Everyone was excited to see what mangoes looked like.A local dentist, Dr Han, after seeing a mango, compared it to sweet potatoes. This disrespectful statement to the sacred mango was judged to be blasphemous and he was arrested, paraded on the back of the truck and eventually executed. Not all of Mao’s mango tales resulted in tragedy; mango-themed merchandise became popular among workers to demonstrate their support for the party. A product line was introduced that featured mango designs. For the workers who did not receive the wax replicas, these products provided them an opportunity to show their admiration for Chairman Mao. Mango-brand cigarettes were launched as well as enamel cups and trays with mango designs. For those who could not afford these items, there was a cheaper option of badges featuring mangoes.Later, a film, Song of the Mango, with class struggle as its main theme, was produced in 1976 and featured Mao’s mangoes. With Mao’s death in 1976, this mango fever lost its symbolic value from Chinese politics. Now, mangoes are a common fruit in China. I asked several young Chinese in their 20s and 30s, and they found this a fascinating tale of their history, one they are not taught in their schools. The aura of the mango has faded away, but the history of Mao’s golden mangoes is a microcosm of the mass hysteria, personality cult, iconography, devotional symbolism and political tactics that spanned the Cultural Revolution in China. There is no doubt why the mango is called the king of fruits, and with this historical narrative it is clear who owns the crown: Pakistan. Courtesy: The Dawn

Your Qualities & Strengths
I
By: Shabnam Khan -Family Counsellor t can be easy to appreciate your strengths - your sense of humor, your generosity, or your analytical skills. And it is also easy to get down on yourself for having various personality traits you perceive as weaknesses - maybe you are quick to anger or always running late. Instead of getting down on yourself for your weaknesses try instead to reframe them as something positive - as traits that make you uniquely you. •Make a list of all your strengths. Include the big ones that are huge components of your personality, like your patience, all the way down to the small things you are good at. See how many great qualities you contribute to the world! •Now make a list of all your weaknesses. Write down things you don’t like about your personality or you feel are negative traits. •Look at your list of weaknesses. Think about ways you could see those weaknesses as positives. For example, say one of your weaknesses is that you think you talk too much. You could reframe this to a positive as, “It’s easy for me to express my opinion.” “I’m too sensitive” could be reframed as, “I have empathy for others.” Stay true to yourself. To appreciate and accept yourself, it is important to know who you are. It may be helpful to identify your personal values. Knowing what is important to you and making decisions based on your personal values helps you be authentic and appreciate your true self. Make sure your values are your own and you are not simply taking on the values of your friends or family. Figure out what is important to you. •Explore which values are important to you and write them down. A concrete list of your values may help you recognize when you are being inauthentic to yourself and your values. •You may feel like other people may not like you if they see the “real” you. It may be helpful for you to explore these feelings with someone you trust or by writing in a journal. Determine when you feel most yourself and when you feel the need to pretend to be someone else, and explore the differences between those situations.
•If you feel you cannot be yourself around certain friends or family, perhaps because you fear being made fun of, then it may be a sign that you fear rejection about revealing your true self. •The first step to changing your behavior is noticing when you do it. Pay attention and later, spend some time reflecting on what triggered your behavior in a particular situation. It may take a while for you to feel comfortable enough to be your authentic self around other people. Don’t be too hard on yourself if you can’t do it right away. Avoid comparisons. Comparing yourself to others can leave you feeling discouraged and judgmental. Remember, you generally see only a piece of others’ everyday lives (particularly on social media). Comparing yourself to someone will only set you up for disappointment and feeling bad about yourself. •Measure your growth by comparing yourself to who you were in the past instead. For example, think about your life 10 years ago. Has it changed? Have you acquired new skills, new relationships, or left dysfunctional life patterns behind? If you feel you have stagnated, take some steps to make some positive changes in your life. •You can also look at your life now and imagine what you would like it to look like five or 10 years in the future. If you dream of getting a promotion at work in a few years, for example, what can you do today to start making progress towards your goals? Working toward a goal can help you to feel more self-worth and in control of your life. It’s never too later to start living your own dreams!! info:shabnam@skcounselling.ca

ust think how many people do we talk to throughout the day and whom do we talk to. There are some people whose work comes in contact with dealing with other people – such as working as cashiers in grocery stores. On the other hand, there are people who do not work or they are alone at home such as senior aged citizens or housewives. No matter whether we are working or we are at home, we do not come in contact with family members, friends, neighbours, people we serve or are served from, in shops, clinics, amlls, offices, subway, bus, library, parties, functions, gatherings and elsewhere. We are required to show respect, love, tolerance, understanding and good qualities. Usually we are on our good behaviour, real test of our strength and character comes in difficult and hard circumstances. At that time we come out as a person we may not even believe or realize

We all live in our own bubble and have our own rules, measures and assumptions. We are very emotional, sensitive and touchy when our emotions or status of affairs are concerned and questioned. We are insensitive or not so careful about other persons feelings. IMMIGRATION
Canadian Minister of Immigration, Meets Pakistani Community in Surrey
On Jan 3, Ahmed Hussen, Minister of Immigration, Refugees and Citizenship visited Surrey and met Pakistani Community at Village BBQ Restaurant. Mr. Bilal Cheema arranged this meeting with the community. Local Pakistan Canadians discussed about individual and general immigration issues including student, spouse and parent visas. Minister Hussen responded all individual questions in detail and also talked about the importance of immigration to Canada’s economic future, as well as the need to highlight the individual stories and data to showcase the impact of immigration. Pakistani Print, electronic and social media were also invited but unfortunately due to shortage of time, media was unable to ask any further questions from Minister of Immigration. At the end, dinner was served to the community members.
New and improved intake process for sponsorship of parents and grandparents to launch on January 28, 2019
Jan 11,The Minister of Immigration, Refugees and Citizenship, the Honourable Ahmed Hussen, announced the Parents and Grandparents (PGP) Program interest to sponsor form will be available to potential sponsors starting at noon EST on January 28, The launch of the 2019 PGP Program will include a new and improved intake process. The Government of Canada has listened to and addressed concerns from clients and stakeholders about the previous intake process, and has taken steps to provide a first-in-first-served approach for 2019. This approach will further enhance the client experience by keeping the application process fair for all, while remaining an easy-to-access electronic method for applicants. Immigration, Refugees and Citizenship Canada (IRCC) will accept interest to sponsor submissions for a limited time and then invite potential sponsors to submit a complete application, in the order their submis-
sions were received, until the 2019 cap of 20,000 complete applications is reached. Interested potential sponsors are encouraged to familiarize themselves with the new intake process for 2019, as other improvements have been made. These include a requirement for potential sponsors to upload a copy of a status in Canada document when submitting their interest to sponsor form. The interest to sponsor form has also been enhanced from previous years to include features that will help IRCC detect duplicate submissions and potential fraud. Potential sponsors should submit an interest to sponsor form as soon as possible once it’s available online, after confirming that they meet the necessary minimum income requirements. The onus is on potential sponsors to ensure they are eligible before submitting an interest to sponsor form. As a family reunification program, the PGP Program gives Canadians and permanent
residents the opportunity to have their parents and grandparents come to Canada to live permanently. Given the continuing interest in the program, IRCC has increased the annual cap on applications it will accept in 2019 to 20,000 – 4 times the number of applications accepted in 2015. This increase was made possible by an over 80% reduction of the application backlog and processing times that have been shortened from 7 to 8 years, to about 2 years. Quote “Family reunification is an immigration priority for the Government of Canada. It supports Canada’s economic prosperity and it further strengthens our communities. Parents and grandparents often help care for children, increasing their parents’ ability to work and study, and to make meaningful contributions to their communities. In reuniting Canadian citizens and permanent residents with their parents and grandpar-
ents, not only do we help these families to succeed – doing so also benefits our entire country”. – The Honourable Ahmed Hussen, Minister of Immigration, Refugees and Citizenship Quick facts: •The PGP Program continues to be very popular, with continued high volumes in the interest to sponsor process. In 2018, after removing duplicates, we received 93,836 interest to sponsor forms. •Consistently high admissions levels for parents and grandparents over the last few years has allowed the government to eliminate the application backlog. The application inventory has dropped from a peak of 167,000 people in 2011, to just over 28,000 people in October 2018. •Once invited, potential sponsors will have 60 calendar days from the date of their invitation to ensure IRCC receives their complete application for sponsorship.

YOUTH/FOOD
Digital Life and youth well being findings
n angry mother storms into her 14-year-old girl’s bedroom. The room is dark, but a light subtly glows from underneath the sheets. Mom already knows: it’s not a flashlight and a magazine, it’s an iPod Touch, and it’s the third time this week that her daughter has stayed up well past her bedtime to play Candy Crush. The scene is not an uncommon one, as more and more young children are communicating in ways that were foreign to parents while they were growing up. The motivation is the same as it ever was: socializing, entertaining, and learning. But as the details of consumption change, they paint an interesting picture of how lines are blurring, behaviors are changing, and brands are reacting to the lifestyles of the cohort called Generation Play. As part of Children and Screens’ ongoing support and curation of cutting-edge, objective, scientifically-rigorous interdisciplinary research, we invited nearly 140 preeminent experts from 10 different disciplines in 22 workgroups to compile the latest research on the effects of media on growth and development, cognition and mental health in toddlers, children and adolescents. The resulting findings were aggregated and published in a special supplement, “Children, Adolescents, and Screens: What We Know and What We Need to Learn”, in the highly-regarded journal Pediatrics, released on November 1, 2017.Subsequent new research has also been synthesized and presented where applicable. Research Summary Digital media are woven into the fabric of most young people’s lives today. This social fact raises concerns about the varied impacts of frequent (often ongoing) engagement on social network sites and communicating with peers, family, and others through text messaging and apps. This article distills findings from research focused on digital life’s impacts on youth (especially adolescent) wellbeing, social connectedness, empathy, and narcissism. Studies suggest a mixed picture regarding well-being outcomes. Some studies find social media use is associated with increased self-esteem, social confidence, and reduced depression, while others point to lower lifesatisfaction and other ill-being indicators. The nature of media use, content, platforms, and experiences with peers are important mediators of outcomes. Digital media positively contribute to social connectedness in facilitating existing relationships and new connections around shared interests and struggles, including medical conditions. On the negative side, pressures to be always available to peers via digital devices can cause stress. Further, mobile phones can interfere with or undercut the quality of inperson interactions. Connections between digital life and empathic or narcissistic personality traits are unclear. Studies variously suggest that social media usage can be associated with narcissism and with higher or lower empathy scores. This review suggests further research is needed to understand how, where, when, and for whom digital media contribute to positive vs. negative personal and social well-being outcomes. Research designs that include direct observation of digital media use, consideration of contextual and individual factors, and which uncover key causal mechanisms at play are warranted. The article also suggests a need for investigations of how different educational curricula, school policies, and parenting approaches support or undercut well-being outcomes. Recommendations for pediatricians include nuanced discussions of media usage during clinical visits. For edu-

How do digital and social media use affect relationships with friends and peers? Digital and social media positively support existing relationships by allowing friends and family to stay in touch, facilitating communication and closeness in a manner that is convenient to one’s personal preferences (e.g., texting instead of voice calls). The downside to the ability to connect ‘around the clock’ is that youth can feel pressured to be always available, which can interfere with monthly antiwar Rally & Petition Drive the development of healthy boundaries and a sense of autonomy. Do social media make young people more narcissistic and/or focused on their own self-image? Research suggests a connection between narcissism and use of social media; narcissistic people have been found to use social networking sites more often and in more self-promoting ways than less narcissistic people. However, it is unclear whether such social media use actually contributes to narcissism or whether already narcissistic individuals are drawn to social media. WAR
&
PEACE
Ending the ‘endless wars’?
S Mubashir Noor he world fears the worst every time a US president utters the phrase “mission accomplished.” From Afghanistan to Syria to Libya and Yemen, the American enterprise of “chasing monsters abroad” has thrown the entire Middle East into a perpetual state of chaos. Washington sent US special forces to Syria in 2015 to eject President Bashar al-Assad for acting as an Iranian proxy, but instead set the stage for the international terrorist group Daesh by arming the so-called “moderate rebels” battling his regime. In mid-January, however, US President Donald Trump declared he had had enough, and it was time to bring an “end to endless wars.” Despite stiff opposition from foreign allies and a slew of senior official resignations following his decision to slash the number of US soldiers serving in Afghanistan and Syria, Trump is sticking to his guns.“America first,” he repeats defiantly as the next presidential election draws nearer. There is little doubt the exit of a key adversary will reduce the need for carnage by the other players, namely Russia and Iran. Yet predicting the region will somehow return to normalcy may be a far-fetched dream. For starters, neither Saudi Arabia nor Israel plan to sit around twiddling their thumbs as Iranian influences spreads across the region. Moreover, Daesh may be on the run in Syria and Iraq but it is far from defeated. And in Afghanistan, events have conspired to reelevate the insurgent Taliban into a potent political force without which there can be no lasting peace. Senior state officials from both Washington and Moscow are in constant contact with the group’s top leadership to roadmap its inevitable return to government. Washington must also accept that Iran and Russia have greater motivation to remain
T
vigilant against Daesh returning to previous levels of power, as they will be first in the firing line should that occur Yet beyond the broad contours of the ideological, cultural and historical divides that define these flash-points, there remain bit players that could greatly influence the outcome of peace-making efforts.Taliban renegades who formed Daesh in Afghanistan, for instance, and continue to menace the parent movement, will somehow need to be coaxed back into the mainstream for any ceasefire to hold. Likewise, Kurdish militias constituting the People’s Protection Units (YPG) that fought at the vanguard against Daesh as part of the Western-backed Syrian Democratic Forces (SDF), and lost thousands of fighters in the process, must be allowed a seat on the postwar negotiation table before Syria or indeed Iraq can stabilize. Trump recognizes this, and recently threatened to “economically devastate” Turkey if it launched a military campaign against the group. Turkey calls the YPG “terrorists” allied to the Kurdistan Workers’ Party (PKK), who it holds responsible for the state of unrest in its southern province and the spate of deadly suicide bombings a few years ago. Beyond the hyperbole, Trump is acutely aware that the protracted presence of American forces in the Middle East fans the “foreign invader” narrative successfully peddled by the Taliban in Afghanistan to keep its insurgency well stocked with recruits. And although he has agreed to the Turkish proposal of a “safe zone” in northern Syria, the degree of American involvement in securing this area in the long-term remains moot. More importantly, is Daesh well and truly defeated? Some experts argue otherwise, claiming remnants of the group have simply
changed tack to hostage-taking and hitand-run attacks while they bide their time. This analysis sounds eerily like the Taliban after a massive USled invasion toppled them in the months following the September 2001 terror attacks. Over time, with the democratic government failing to paper over the power vacuum created in Afghanistan, they slowly regained their strength. In fact, American military sources reveal the group presently controls alarmingly large swathes of territory outside the capital, Kabul. The Syrian Kurds have little to lose if Trump cannot guarantee their safety once American forces ship out. And his urgency to militarily exit the Middle East has dashed their hopes for regional autonomy like Iraqi Kurdistan as reward for helping the West defeat Daesh. That said, the YPG is now a well-armed and trained unit, which ironically will invite more bloodshed. But what can Trump do to turn around this public relations nightmare? Russia’s unexpected entry into the Middle Eastern war theatre in late 2015 to prop up ally Assad and help Iran wrest back Daesh-held territory has upgraded President Vladimir Putin to the status of a local saviour. Also, it is imperative to recognize the longer Syria remains chaotic and the US-backed Iraqi government wrangles with the political actors threatening to topple it, such as the Shia cleric Muqtada al-Sadr, the better Daesh’s chances of making a comeback.
The post-2001 Taliban blueprint is indeed tailor-made for Daesh: find notes of socioreligious discord and strum them for all they are worth. Then, over time, begin reerecting the dead “caliphate” by conquering small population centres before moving up to high-stakes targets. Which is why, given the Organization of Islamic Conference (OIC) remains gridlocked by the hostilities between Iran and Saudi Arabia, the YPG and its allied militias will remain pivotal toward ensuring the virus of militant fanaticism does not resurface in the region. Likewise, the West, instead of demonizing Assad, should consider him a valuable partner in keeping the lid on homegrown terror. Washington must also accept that Iran and Russia have greater motivation to remain vigilant against Daesh returning to previous levels of power, as they will be first in the firing line should that occur. In short, ending the “endless wars” will require major compromises. All regional and international stakeholders must set aside their differences to deploy some manner of rulesbased truce. For failure to do so leaves space for non-state antagonists like Daesh and AlQaeda to keep fuelling the flames of war. Published in Daily Times

Sarfraz and co get whitewashed by South Africa
Pakistan on Monday lost the third and final Test to South Africa at Johannesburg by 107 runs to suffer the ignominy of being whitewashed by the home side. In pursuit of their 381-run target, the Sarfraz Ahmed-led side mustered 273 runs in the final innings of the match. The fast scuppering skipper, who had scored a half century in the first innings, saw his demons return in his second outing as the team’s bogeyman Duanne Olivier cleaned him up for nought on the first ball he faced in the failed run chase. Asad Shafiq was the innings’ highest scorer with 65 runs to his credit. He was followed by the young Shadab Khan, who fell just three runs short of a half century. Starting the day on 153 for three, Pakistan lost their remaining seven wickets for 120 runs to be bowled out for 273. Olivier effectively ended Pakistan’s hopes when he took two wickets off successive balls in the third over of the morning. Babar Azam received a fast, lifting ball an-
gled in towards his throat, which he gloved to wicketkeeper Quinton de Kock. Azam (22) had helped Shafiq add 58 for the fourth wicket.Sarfraz was bowled first ball. Seemingly expecting another short-pitched delivery from Olivier, he was deep in his crease when he had his off stump knocked back by a fast, full delivery. With Vernon Philander gaining unpredictable bounce from a good length just outside off stump, Shafiq advanced down the pitch and was caught at second slip off a ball which seamed away from him. Shafiq had taken his overnight score of 48 to 65, made off 71 balls with 11 fours. Faheem Ashraf and Mohammad Amir were both caught by Aiden Markram at gully off Kagiso Rabada. Shadab Khan batted well to make 47 not out and received support from Hasan Ali, who made a quick 22, and Mohammad Abbas until Abbas was run out after a mix-up. Olivier finished with three wickets for the innings, eight for the match and a stagger-
ing 24 for the series at an average of 14.71. The Proteas pacer was deservedly named the man of the series. The man-of-the-match prize, however, went to his teammate Quinton de Kock, whose 129run knock in the second innings along with seven catches for the match made his case.
Coach Mickey Arthur later said he was determined to find a solution to his team’s problems against fast, short-pitched bowling. Speaking post-match, Arthur said he wanted to build a team able to play in all conditions by the time they started their campaign in the world Test championship in September. “We play Sri Lanka in the United Arab Emirates in September, then we play Australia in Australia straight after that,” he said. “We have to have our skill sets perfect to manage the bouncing ball. I want to get our batsmen into Australia three or four weeks early, to have camps there to get them ready.” Arthur
singled out Babar Azam, Shan Masood and Asad Shafiq as batsmen who had played well during the series and he gave qualified support to Sarfraz Ahmed, whose captaincy was questioned by Pakistani media. “This question always arises at the end of a series,” said Arthur. “Sarfraz goes from strength to strength. He wants to lead from the front. I thought his wicketkeeping has been outstanding. What we need is to get a good core of leaders around him. If we can do that he’ll go from strength to strength.”
ISLAMABAD: The Supreme Court has finally released its order pertaining to the removal of the names of PPP chairman Bilawal Bhutto-Zardari as well as Sindh Chief Minister Murad Ali Shah from the Exit Control List (ECL), but has referred the report and material collected by the Joint Investigation Team (JIT) in the Rs35 billion ‘fake accounts case’ to the National Accountability Bureau (NAB). “But removing of the names will not prevent NAB to probe and in case sufficient
material is found connecting these individuals with cognisable offences, it will not be precluded from making an appropriate request to the federal government to place their names on [the] ECL again or take any appropriate action provided by law,” says the judgement authored by Justice Ijaz-ulAhsan. Justice Ahsan was part of the three-judge bench headed by the chief justice that had taken up the fake accounts case. The federal cabinet had been awaiting the detailed reasoning of the apex court order, and it is expected that when the issue is taken up again by the cabinet in its meeting on Thursday (today), the names may finally be removed from the ECL. The SC order recalls how the JIT, which was represented by senior counsel Faisal Siddiqui, had conceded frankly that the material against these individuals may need re-examination so that the correct conclusions can be arrived at. These names may have been included in the list of 172 persons whose names had
been recommended to be placed on the ECL, without the careful examination of the material available on the record, and the ramifications of this, the order says. Referring to the names of senior counsel Farooq H. Naek and his son, and that of the brother of Attorney General Anwar Mansoor Khan — names that are included in the JIT report regarding certain monetary transactions involving professional fees for services rendered — the order instructs NAB to re-examine these cases in the light of the material collected by the JIT. In case no cognisable offence is detected, the names of these individuals may be removed from the JIT and ECL lists. However, no adverse action is to be taken against them until NAB concludes its inquiry / investigation, the court order decrees. Justice Ahsan explains that all members of the JIT will be associated with NAB for the purpose of assisting in any further probe, inquiry or investigation that NAB may consider necessary or appropriate.
Likewise, all cases that have not yet come to a conclusion, or in the JIT’s opinion require further investigation, will remain under the JIT’s jurisdiction, says the order. In this case, the JIT must continue its probe under the mandate granted by the Supreme Court, and complete it within a reasonable timeframe. Thereafter, the order says, all the evidence collected is to be transmitted to NAB, without the need for a further court order, so that the law can take its course. “We are cognisant of the fact that during the course of its probe and investigation, the JIT has discovered that funds deposited in fake accounts and circulated through the same have been used for other unlawful activities which may not have strictly fallen within the parameters of the mandate granted by this court,” Justice Ahsan has said. In conclusion, the order endorses all of the JIT’s actions in probing these matters and holds that it will be deemed that the original mandate of the JIT was within its scope. Source: dawn.com
ISLAMABAD: Prime Minister Imran Khan’s sister Aleema Khan faced a barrage of questions when she arrived at the Supreme Court for hearing in foreign assets case. The reporters asked her a number of questions relating to her properties in Dubai and US reportedly not declared with Pakistani tax authorities. Answering them, the premier’s sister insisted that she had bought them through her export business and assets transferred from her father. “I am a businesswoman for the last 20 years and nothing was hidden from the concerned authorities. I have declared everything in my wealth statement, she responded when questioned whether she is benamidar of PM Imran Khan. Aleema Khan has been accused of owning undeclared properties in foreign destinations worth millions of rupees.
The opposition parties have lambasted the ruling Pakistan Tehreek-e-Insaf for showing leniency towards Imran’s sister while taking a strict action against the leaders of Pakistan Peoples’ Party and Pakistan Muslim League (Nawaz). A report in this newspaper revealed that she also owns a four-storey building containing three flats in New Jersey America. These flats were never declared to the tax authorities in Pakistan by Aleema Khan till the financial year ending June 30, 2017, copies of her tax returns show. However, she declared it in the tax year ending June 30, 2018 after she failed to sell the USA flat. She, however, didn’t declare the sold-out properties and is now facing a case in Supreme Court for not declaring her UAE flat. It is worth mentioning here that the official documents of offshore company ‘Niazi Services Limited’, which owned a London flat,
