HE latest crackdown on outlawed militant outfits and their charity wings may appear to be conducted with more seriousness of purpose than before, yet there are questions about the undefined policy of mainstreaming elements that are willing to give up militancy. Some forces contend that bringing these elements into the political process would help defuse a delicate situation. But doing so without a clear policy will open up another can of worms. While the government claims to have devised a three-pronged — economic, political and administrative — strategy to deal with the problem of militancy that has put Pakistan once again in the eye of the storm, there is still no clear national policy to achieve those objectives. Perhaps the thorniest issue pertains to the question of dealing with the thousands of activists affiliated with extremist groups that have continued to operate despite being outlawed. In a countrywide swoop, the authorities have reportedly taken control of scores of religious schools and arrested several activists of groups like Jaish-e-Mohammad (JeM) and Jamaatud Dawa (JuD), listed as terrorist entities by the UN Security Council. It is not the first time such actions have been taken against these groups. It has almost become a ritual to clamp down on them after each crisis and under international pressure.

This has been evident over the last 15 years since a decision was taken to outlaw jihadist and extremist religious groups, manifesting a nonchalant approach towards a most serious security and diplomatic challenge. Political expediency and the old habit of creating distinctions between ‘good’ and ‘bad’ militants made it harder to deal with the problem. There has hardly been any tangible sign of containing the activities of the groups that are now under intense international scrutiny. In fact, groups like JuD, though apparently involved in charity work, are alleged to have expanded their operations in the past, despite being put on the terror watch list. There are few who believe the argument that the group was only involved in charity work and had no connection with extremist politics. Where the JeM is concerned, this outlawed group has been blamed for militant attacks across the LoC including the one on the Pathankot airbase three years ago. There were claims of a crackdown on the madressahs allegedly run by the group then but afterwards this action seemed to have petered out. It appears almost certain that the UN Security Council sanctions committee will declare JeM leader Masood Azhar a global terrorist. In the past, China had blocked the move on technical grounds, but it would be difficult to do that now. That would oblige Pakistan to act against Azhar. It would have been much better for Pakistan not to have tarried until now; it should have taken action against these non-state groups much earlier because of its own security considerations. That would have also saved it from diplomatic embarrassment. There is no room any more for any expediency and slackness in dealing with outlawed militant groups. The argument presented by some that these outfits have not targeted the Pakistani state is not acceptable because it is equally dangerous for our national security if non-state actors who are accused of using our territory to strike beyond the borders are not reined in. There should not be any problem now in taking decisive action against the groups that Pakistan itself has banned with the civil and military leaderships standing together on the issue. There is also a consensus among all mainstream political parties on fighting militancy and violent extremism. Therefore, it is imperative for the

government to draw a clear line of action. More importantly, there is a need for greater clarity on the contentious issue of mainstreaming former jihadists. Surely it is a serious question regarding what should be done about the thousands of activists who had been allegedly involved in the past in militant activities and charity work. There is no denying that there has to be a national policy on how to allow repentant former militants to come back to society. The biggest nightmare for the security agencies is JuD workers joining terrorist groups in fighting the state. According to one official estimate, there are thousands of welltrained former militants who are to be reintegrated in the society. There has also been some suggestion that those having renounced militancy should be accommodated in government and private-sector jobs. There is some weight in this argument. But there has to be a clear policy and a strict process of scrutiny before they can be reintegrated. Otherwise, the dangers of allowing unrepentant militants to operate with impunity and spread their radicalised worldview to the rest of society are only too obvious. Any arbitrary decision about mainstreaming militancy could be extremely damaging. Allowing the banned groups to turn into political parties would be a dangerous move. There has to be a process through which the former jihadists are strictly scrutinised before being reintegrated into society. By: Mahmood Awan Pakistan and India are nuclear powers but the issue at stake is not the fate of the two countries but Kashmir. There must not be any reason for war betweenIndia and Pakistan. As the prime minister of Pakistan mentioned repeatedly we must not escalate the situation, but refrain from provoking it. Countries from around the world have responded and acknowledged similar sentiments regarding this unfortunate turn of events which is putting thousands of people at risk on both sides of the border. In the west, we live and enjoy our friendships with our Indian brothers and colleagues. Both communities must convey a message of respect and understanding to our respective consulates as well to India and Pakistan. Overseas Pakistanis join with Prime Minister Imran Khan in

support of the goodwill messages to India and to the world that we are not in favour of escalating this conflict, but we encourage positive dialogue. I am sure my Muslim brothers will agree with me and support this massage of goodwill. The media must also play a very balanced role and not escalate the situation by sensationalizing news reports. Pakistani Canadians must urge the Canadian government to give more than token lip service and take a leadership role with the governments of both countries in order to solve this decades old National Security Council Resolution 47 on the Kashmir conflict. India must concede to the UN Resolution and accept its outcome. My prayers for a safe and prosperous Pakistan and the continued leadership of PM Imran Khan.

Nawaz suffered another angina attack, says Maryam

LAHORE: After meeting her father and former prime minister Nawaz Sharif in Kot Lakhpat jail on Tuesday, Maryam Nawaz said that he had suffered another angina attack late Monday night. “I just got out of Kot Lakhpat jail. Mian Nawaz Sharif continues to have angina, last night being the latest recurrence,” Ms Nawaz said in tweet after the meeting. “In view of his health, the (regular) Thursday meeting would not be possible. Thank you very much for your love, prayers & support for

SC reserves verdict after Bahria Town ups offer for Karachi land to Rs450bn The Supreme Court on Wednesday reserved its verdict in the case against Bahria Town (Pvt) Ltd after the builder upped its offer to Rs450 billion for the lands it occupies in the Malir district of Karachi. The verdict is to be announced on March 21. At the onset of the case today, the counsel for Bahria Town offered to pay Rs2.25bn per month for the next five years. The rest of the amount will be paid in the next three years, he added. The real estate tycoon also agreed to pay Rs20bn as down payment and 30

per cent of the installments, whereas parks, zoo and a cinema have been offered as guarantee. The counsel also pleaded to the court to withdraw the cases being pursued by the National Accountability Bureau against Bahria Town, and sought an exemption of taxes and fees for transfer of land. At this, Justice Azmat Saeed remarked that the court will not be able to suspend the law for transfer of land, making it clear to the builder’s counsel that his client will have to pay the due taxes and government fees. Bilawal condemns Agha Siraj Durrani’s arrest by the ‘bureau of political engineering’ Notary Public

PPP Chairman Bilawal Bhutto-Zardari on Wednesday said the move by the National Accountability Bureau, — which he referred to as the “bureau of political engineering” — to arrest the speaker of the Sindh Assembly on “trumped-up charges” was highly condemnable. “I object [and] I condemn [it] in the strongest possible words,” said Bilawal while addressing a press conference at the Sindh Assembly in Karachi. Ties with US going to take a new turn, says Qureshi

MULTAN: US-Pakistan relations were under strain because of FATF but because of Pakistan’s role in US-Taliban peace dialogues, the relationship with the US is going to take a new turn, said Foreign Minister Shah Mehmood Qureshi on Sunday. Invited to a gathering of media persons and his supporters in his constituency NA-156, Mr Qureshi spoke at length about US-Taliban peace talks in Afghanistan, the government’s dealings with India over Kashmir and relationship with neighbouring countries. “US had placed Pakistan in the grey list of Financial Action Task Force

Pakistan regrets India’s decision not to issue visas to journalists for Kartarpur meeting The Foreign Office on Wednesday expressed disappointment at the Indian government’s decision to not issue visas to Pakistani journalists to cover tomorrow’s meeting on the Kartarpur Corridor. A Pakistani delegation will visit India tomorrow [March 14]. Indian and Pakistani officials will meet at Attari, near Amritsar, according to Indian media. This will be followed by a visit to Islamabad of an Indian delegation on March 28. Earlier in January, Pakistan had shared its draft of the proposed agreement on the Kartarpur Corridor with India and called for initiation of negotiations for its finalisation. In February, after a bit of

wrangling over the venue of the talks, the two countries had agreed in principle on reciprocal visits of officials for negotiating and finalising the agreement.“Regrettable that India has not given visas to Pakistani journalists for the Kartarpur meeting tomorrow,” said Dr Mohammad Faisal, spokesperson of the Ministry of Foreign Affairs, on Wednesday via Twitter. Earlier this month, the Ministry of Foreign Affairs reaffirmed its commitment to continuing negotiations on proposed Kartarpur Corridor agreement and announced that the two neighbouring countries would exchange visits by their respective delegations.

The announcement came a week after the Indian Air Force (IAF) violated Pakistani airspace following the Feb 14 attack targeting Indian security forces in Indian-occupied Kashmir’s Pulwama area. Two intruding IAF jets were later downed by Pakistan and a pilot was captured only to be released as a unilateral goodwill gesture. Amidst rhetoric by Indian officials in the aftermath of the attack, Pakistan had called back its high commissioner in India for consultations on Feb 18. US-backed SDF make ‘modest advances’ on final ISIL holdout

US-backed Syrian Democratic Forces (SDF) have made “modest advances” after resuming a major push against ISIL’s final holdout in eastern Syria, according to a commander of the Kurdish-led group. Amid sniper fire, suicide attacks and land mines, SDF fighters moved slowly on Monday towards a tent encampment in Baghouz, in Deir Az Zor province, senior commander Adnan Afrin told the Reuters news agency. The reported advance, which is backed by US-led coalition air raids, came hours after the restart of the offensive on the ISIL-held village, situated on the bank of the Euphrates River near Syria’s border with Iraq. Mustafa Bali, an SDF spokesperson, said in a post on Twitter that “dozens” of ISIL fighters were killed during battles on Monday. One SDF fighter was also killed and four others were wounded during the fighting, which saw four ISIL members commit suicide attacks using “explosive belts” without causing any casualties, Bali added. The ongoing offensive was launched after an earlier SDF-imposed deadline for ISIL fighters to surrender expired. It is unclear how many ISIL fighters are still holed-up in the village. Several thousand civilians are also estimated to be in the area. A senior US defence official told The Associated Press news agency last week that it would not be a surprise, based on current conditions, if it took another couple of weeks to finish “mopping up” the ISIL enclave. Retaking Baghouz would mark a milestone in the campaign against the armed group, which once controlled almost one-third of Iraq and Syria under its self-declared “caliphate” after suddenly expanding in 2014. The SDF have been poised to advance into the village for weeks but have repeatedly held back to allow for the evacuation of thousands of civilians, many of them wives and children of ISIL fighters, to nearby displacement camps.

ajab is the seventh month of Islamic Lunar Calendar. This month is a prelude to Ramadan, the ninth month in the Islamic calendar in which Muslims are commanded to observe fasting from sunrise to sunset. It is also one of the four sacred months besides, Muharram (Islamic month 1), Dhū al-Qahdah (Islamic month 11), Dhu al-hijjah (Islamic month 12) and. During these four months hostilities and conflicts have been forbidden and have to come to an end or halt. Additionally, it is also the month remembered for one of the most sacred events to take place in the history of Islam when a human being was chosen by the Creator of the universe to visit the world reserved for the life hereafter. The event known as Al Isra’ wal Miraj which took place on the 27 day of Rajab with its mysterious dimensions still incomprehensible to the human mind. Israa is an Arabic word referring to Prophet Muhammad’s miraculous night journey from Makkah to Jerusalem – specifically, to the site of al-Aqsa Mosque in Jerusalem – as referred to in Surah Al-Israa in the Quran. It is believed to have been followed by the Mi’raj, his ascension to heaven. According to some of the Hadith scholars this journey is believed to have taken place just over a year before Prophet Muhammad migrated to from Makkah to Madinah, on the 27th of Rajab. Muslim scholars have often focused on recommended acts of worship during this month. However, some of these recommendations are the subject of debate and scrutiny. The spectrum of opinion range from attaching no specific value to any special act of worship in this month to sanctifying events and particular acts of worship. For instance some scholars have presented some ahadith (sayings of the Prophet) recommending fasting at least once in the month of Rajab, while the others have rejected those ahadith declaring them weak. Unfortunately, few scholars have presented the significance of the month for a plural society beyond its relevance for Muslims. This has shifted the focus from the real significance of the month. n essence the month of Rajab and the events occurred therein highlight three important features. Conflicts and hostilities must come to an end to attain peace and commitment to divine guidance. Human beings have the capacity to reach the peak of their existence by learning about the hereafter. Islam is the continuation of the divine guidance and the main objective of the faith is to revere, respect and deliberate the diversity of the divine guidance.

Path to Peace

Rajab is declared a sacred month, hence all hostilities must come to an end in this month. Although divine guidance has always encouraged humanity to refrain from executing their anger into unfavorable actions, there is a special emphasis made during the four sacred months as it provides a month long reminder. Hence, transgression is nothing but bad adab.

It is not wrong to] prolong it compared to what the salah thieves nowadays do, those who peck –like birds in sujud, instead of

This is the lightening of salah that he commanded as opposed to ‘stealing’ and ‘pecking’ [by making the ṣalawât extremely short, as people nowadays do], for the latter amounts to stopping short of actually praying, and being content with its name [i.e., calling it Prayer]. Someone who is really hungry would never stop at one or two bites, for this would do him little good. Only someone who eats for formality will take a couple bites and be content. But if one is truly hungry, one does not stop eating until one has eaten enough, if he can. But alas! The hearts of people are now already filled with other things, and there is little hunger for the Prayer.

A desire and to refrain from hateful acts of taking revenge especially if it inflicts harm on other. The idea is simple that for four months in a year, a universal understanding in the sense of an ethical framework that people agree to self-restrain and work towards peace in a committed and dedicated manner. People are encouraged not to indulge in anything that can lead to conflicts either at home or in the world at large. This type of thinking would be enough to enable people to live peace throughout the year ensuring that the message of the sanctity of human life is preserved.

Peak of Humanity

From an Islamic perspective, the experience of Isra and Miraj, journey to Jerusalem and then ascension to heavens in one night is a significant event in the history of humanity. For the first time, a messenger was invited to heavens to experience the worlds that are yet to emerge and then report it back to the believers. Whether it was physical or spiritual, is beside the point. What is significant is that a human reached a peak of incomparable proportions that is still beyond human comprehension. Obviously, it is implied that only truly a blessed human being with minimal flaws was allowed to have this experience. The event connects humanity with the hereafter and gives assurance to the believers that it is within the reach of every human being.

This is a very significant issue as it emphasizes the unity of all monotheistic religions and underscores the commitment of all religious communities to respect each other. Plane has ‘no systemic performance issues’: acting head of U.S. aviation authority. Civil aviation authorities and airlines have grounded more than 40 per cent of the world’s in-service fleet of Boeing 737 Max 8s — the type of jet involved in an Ethiopian Airlines crash that killed 157 people, including 18 Canadians. But even after the entire European Union, Australia and others decided to suspend the jet from their airspace Tuesday, Transport Minister Marc Garneau reiterated that Canada has no plans to follow suit. The U.S. is also allowing the jet to continue to fly. On Tuesday evening, the Federal Aviation Administration’s acting administrator Dan Elwell said its “review shows no systemic performance issues and provides no basis to order grounding the aircraft.” He added that no foreign civil aviation authorities have “provided data to us that would warrant action.” Grounded across Europe Sunday’s disaster — following another fatal crash of a 737 Max 8 jet in Indonesia five months ago — has caused alarm in the international aviation industry and wiped billions of dollars off the market value of the world’s biggest plane-maker.

Earlier Tuesday, the European Aviation Safety Agency (EASA) issued a directive grounding all Boeing 737 Max 8 and 9 model aircraft following two recent deadly crashes. The grounding applies to all European Union airspace, plus that of Norway, Switzerland, Iceland, and Liechtenstein. EASA said in its emergency airworthiness directive that “at this early stage” of the most recent investigation, “it cannot be excluded that similar causes may have contributed to both events.” It said “based on all available information, EASA considers that further actions may be necessary to ensure the continued airworthiness of the two affected models.” The United Arab Emirates, Malaysia, Australia, New Zealand, Singapore and Oman also joined the list of countries that have banned all flights into or out of their countries. Over 11% of Vancouver condos have a nonresident owner, says new CMHC report. Over 11 percent of Vancouver condos have at least one non-resident as an owner, a number that jumps to more than 19 per cent when it comes to newer built condos. The information is contained in a Canada Mortgage and Housing Corporation housing market insight report which also found that non-residents — defined as someone who doesn’t have their principal residence in Canada — tend to own more expensive properties than residents, especially in Vancouver. Some of the other findings: 7.2 per cent of all Vancouver properties have at least one non-resident owner. Non-resident ownership is highest in the condo market where11.4 per cent of condos have at least one non-resident owner. 15.3 per cent of properties constructed in Vancouver in 2016-2017 have at least one non-resident owner, up from 11.2 per cent for those constructed between 2011 and 2015. However, when the category narrows to

condos constructed between 2016-2017 (as opposed to all housing categories), 19.2 per cent are owned by at least one non resident. When comparing the median assessed values of properties, the differential in the value of a non-resident owned Vancouver condo is $96,000 more than a resident-owned condo. “In general, non-resident ownership is more frequent in the newer and higher value residential properties,” said Aled ab Iorwerth, CMHC’s deputy chief economist. Tom Davidoff, the director of UBC’s Centre for Urban Economics and Real Estate, says the report confirms what everyone already knows. “It’s clear that the flow rate of money from outside of Vancouver into Vancouver is fairly significant,” he said. “Fancy, expensive properties owned by people who don’t make their living here is a real thing.” The report uses data published by Statistics Canada in 2017 and is the first-of-its-kind annual data set published by CMHC on non-resident property ownership. A Richmond RCMP officer has been arrested in connection with a sexual misconduct investigation. Global News has learned the officer is a suspect in an ongoing investigation in Vancouver. Vancouver police say a suspect was taken into custody on Tuesday morning and has since been released with conditions. The suspect has not been named as charges have not been laid. Vancouver police say the individual arrested Tuesday was brought into custody in relation to an investigation involving multiple incidents of indecent exposure in the Shaughnessy neighbourhood. The incidents involved students at York House School, which is an all-girls school for students from kindergarten to Grade 12. Vancouver police say the investigation dates back months, with several female students reporting a man in a black SUV pulling up beside them and exposing himself before

A Rally held for India-Pakistan at “Yes” to Peace & “No” to War slogan

Surrey-Sunday March 3, A rally was held to denounce the escalation of the war between India and Pakistan. The rally was in response to the Pulwama attack in a highly fortified army patrolled area in the Indian Occupied Jammu and Kashmir region. After the armed resistance attack on the Indian CRPF convoy of 2500 in which about 40 soldiers were killed on February 14 of last month, within minutes, India proclaimed the attack was orchestrated by Pakistani Group JeM. In retaliation, India attacked the JeM’s Camps inside Pakistan. India claimed to have killed about 250 to 350 “Terrorists” in the “surgical Strike” by the Indian Air Force. Maj Gen Asif Ghafoor of the Pakistan Army on February 25th released a statement, `` Indian aircrafts intruded from Muzafarabad sector. Facing timely and effective response from Pakistan Air Force released payload in haste while escaping which fell near Balakot. No casualties or damage.` On February 26, there was another attempt by the Indian Forces that entered the Pakistan Airspace, which resulted in a dogfight. Ethiopian Airlines to send plane’s black boxes to Europe

By Hamza Mohamed Black boxes from crashed plane to be sent abroad because Ethiopia lacks facilities for necessary analysis, says official Addis Ababa, Ethiopia - The black boxes recovered from the Ethiopian Airlines crash site will be sent to Europe for further analysis, the airlines announced. Flight ET 302, heading to Nairobi from Addis Ababa, crashed on Sunday, six minutes after taking off. All 157 people on board 149 passengers and eight crew - died in the crash. “The black boxes are going to Europe. The airline and the investigations bureau are currently meeting to determine which country,” Asrat Begashaw, Ethiopian Airlines spokesman, told Al Jazeera on Wednesday. “There are several possible countries. We will make a decision very soon. Maybe this evening.” Ethiopia is sending the black boxes abroad because the country lacks the facilities to carry out the necessary detailed analysis to determine the cause of the disaster which took place just over 50km outside the capital, Begashaw added. While Ethiopia did not confirm which coun-

try it would send the black boxes to, later on Wednesday Germany’s Federal Bureau of Aircraft Accident Investigation (BFU) - the agency responsible for investigating air accidents - ruled out analysing the boxes. “This is a new type of aircraft with a new black box, with new software,” said Germout Freitag, a BFU spokesman. “We can’t do it.” The crash was the second involving the Boeing 737 MAX 8 model in five months. In October, Lion Air Flight 610 crashed inIndonesia 10 minutes after take-off, killing 189 people. The cause of that accident is still under investigation.

Families that Al Jazeera spoke to said the move by Ethiopian Airlines to ground the plane model came too late. “Something should have been done earlier,” said Bayih Demessie, husband of one the eight crew members killed in the crash. However, the country’s top aviation official told Al Jazeera that they could not have acted any sooner. “We grounded the Boeing 737 MAX 8 now because our suspicion about its safety has increased after this accident. That was not the

case before,” said Wossenyeleh Hunegnaw, director general of Ethiopia’s civil aviation authority. Before Sunday’s disaster, more than 370 jets of the model were in operation. Following the latest crash, the European Union and several countries banned the aircraft model from their airspace. From the UK to Australia, a raft of countries and airlines across the world have also moved to ground Boeing 737 MAX aircraft. Boeing, the world’s biggest aircraft maker, maintains the 737 MAX 8 planes are safe to fly adding that they have “full confidence”

in the jet. Meanwhile, four days after the fatal accident families are still waiting for the bodies of their loved ones that died in the accident. “The bodies have not been released to the families because tests are still been carried out to determine the identities due to the conditions we found the bodies in,” Asrat said. “Also, there is an active investigation that is going on. Washington, DC - The US Senate voted 54-46 to block further involvement by the US military in the war in Yemen, where Saudi and UAE bombings conducted with American weapons are blamed for causing mass civilian deaths, starvation, and disease. “We have the opportunity to take a major step forward in ending the horrific

war in Yemen and alleviating that terrible, terrible suffering being experienced by the people in one of the poorest countries in the world,” Senator Bernie Sanders, a Vermont independent, said. “There is no secret as to why there is a cholera epidemic. It’s because the Saudis bombed the water treatment facilities so the water isn’t clean anymore,” said Senator Chris Murphy, a Connecticut Democrat. Aid groups estimate as many as 60,000 civilians have been killed in the war and as many as 85,000 children starved to death.

The Senate action sends the resolution back to the House of Representatives, which is expected to approve it a second time after having voted 248-177 on February 13 to approve the measure. The resolution is being brought forward under the War Powers Act of 1973, a Vietnam War-era law that asserts Congress’ authority over deployment of US military power. “We have been supporting and in some case actively participating in this war,” said Senator Mike Lee, a Utah Republican. Warning comes a week after Israel said its navy could act against Iranian oil ‘smuggling’ to evade US sanctions. Iran will respond firmly to any Israeli naval action against its oil shipments, Iran’s defence minister said, a week after Israel warned its navy could act against what it called Iranian oil smuggling to evade US sanctions. US President Donald Trump last year quit a nuclear deal with Iran and reimposed some sanctions, aiming to cut Tehran’s oil exports to zero. Israel’s Prime Minister Benjamin Netanyahu told naval officers last week that Iran was still resorting to clandestine measures to ship fuel. Iran’s Minister of Defense Amir Hatami was

quoted as saying by the state news agency IRNA that Tehran had the military capabilities to confront any Israeli intervention, and said the international community would also not accept such action. Hatami said such confrontation would be considered as “piracy” and warned that “if it happens, we will firmly respond.” ”The Iranian armed forces have certainly the capabilities to protect the country’s shipping lines in the best way against any possible threat,” Hatami said. According to maritime experts, Iran has used a variety of measures to evade sanctions, including changing the names of ships or flag registries, switching off location transponders on ships and conducting shipto-ship transfers offshore and away from large trade hubs.

Iran’s navy has extended its reach in recent years, dispatching vessels to the Indian Ocean and the Gulf of Aden. They intervened on Friday to repel pirates who attacked an Iranian oil tanker in the Gulf of Aden. The Israeli navy, whose largest vessels are missile corvettes and a small submarine fleet, is mostly active in the Mediterranean and Red seas. Iran has one of the world’s biggest tanker fleets in the world. In November, US Special Representative for Iran Brian Hook called Iranian vessels a “floating liability”, saying the US sanctions would bar them from international insurance markets, making them a risk for ports and canals which allow them access. Its foundation stone was laid by the then Prime Minister Yousaf Raza Gillani of Pakistan on 18 October 2011. Upon completion, Diamer-Bhasha Dam would be the highest roller-compacted concrete (RCC) dam in the world.[3] The dam site is situated near a place called “Bhasha” in Gilgit-Baltistan’s Diamer District, hence the name. Upon completion, Diamer-Bhasha Dam would (i) produce 4,500 megawatts of electricity through environmentally clean hydropower generation; (ii) store an extra 8,500,000 acre feet (10.5 km3) of water for Pakistan that would be used for irrigation and drinking; (iii) extend the life of Tarbela Dam located downstream by 35 years; and (iv) control flood damage by the River Indus downstream during high floods. However, in response to using Basha Dam to sideline the Kalabagh Dam, Engineer Anwer Khurshid has stated that “Bhasha dam is no substitute for Kalabagh dam not because of its altitude which is high enough, but because no irrigation canals can be taken out from it because of the hilly terrain. No canals can be taken out from any dam on the Indus except from Kalabagh Dam.”[4] It will have a height of 272 meters spillway with fourteen gates each 11.5 m x 16.24 m. The gross capacity of the reservoir will be 8,100,000 acre feet (10.0 km3), with a live storage of 6,400,000 acre feet (7.9 km3). Two underground powerhouses are being proposed, one on each side of the main dam having six turbines on each side with a total installed capacity of 4500 MW.

Background

In January 2006, the Government of Pakistan under President Pervez Musharraf announced the decision to construct 5 multipurpose storage dams in the country during next 10–12 years. According to the plan, the Diamer-Bhasha Dam project was proposed

to be built in the first phase.[5] In November 2008, the Executive Committee of National Economic Council formally approved the project. Council of Common Interests Pakistan, a constitutional body representing the provinces, also approved the construction of the dam. The Prime Minister of Pakistan laid the foundation stone of the project on On 14 November 2017, Pakistan dropped its bid [18]to have the dam financed under the China-Pakistan Economic Corridor (CPEC) framework as China placed strict conditions including on the ownership of the project. China had projected the cost of the dam to be $14 billion and for securitisation of its, investment China wanted Pakistan to pledge another operational dam to it. On July 4th, 2018, the Supreme Court of Pakistan directed the government to begin construction on the dam, as well as the Mohmand Dam, to resolve a water shortage. The Chief Justice of the court gave a donation of 1 million Pakistani rupees for the construction of the two dams.[19] On July 6th, the government of Pakistan set up a fund for the construction of the Diamer Bhasha Dam.[20] Fundraising through bank accounts and cellular companies was initiated for participation. On 9th Sep 2018 a WAPDA Official have revealed that at least 12 billion dollars are required to build Diamer Bhasha Dam. 5 billion dollars are required to build infrastructure while another 7 billion dollars are required for the power generation. On 1st Nov 2018 PM-CJP fund for Diamer Bhasha and Mohmand Dams which was opened in beginning of 3rd Quarter of 2018 i.e. in July 2018 its funds have reached USD 54.5 million (i.e. PKR 7.3 billion) approximately. Diamir Bhasha dam is expected to start in April 2020 (1/5 land still to be acquired for reaching total required of 37500 Acres) and Bhasha Dam expected Completion is in 9 (Nine) years i.e. Apr 2029. Mohmand Dam is expected to start in April 2019 and its expected Completion is in 6 years i.e. by 2025. PM Imran Khan urged overseas Pakistanis to contribute to dam fund and donate generously (atleast USD1000 per person) on an emergency basis due to possible shortage of water by 2025 that can lead to drought like situation in the country. In response many people committed to share in the Dams fund. However Overseas Pakistanis demand from Imran Khan Government to bring back all the public money that was money laundered and looted by the previous Governments of Nawaz Sharif (Convicted by Supreme Court), including Nawaz family members Ishaq Dar Ex-Finance Minister, Hassan Nawaz, Hussain Nawaz, Maryam Nawaz (Convicted by Supreme Court) and Asif Ali Zardari and other corrupt politicians like Asfand Yar wali, Mahmoud Khan Achakzai, FazalurRehman and Khurshid Shah etc... and their front men’s (like Anwar Majeed, Aslam Masood CFO-Omni Group) and anchor’s, lawyers who were used to be paid by the public taxes. This project is proposed to be constructed on Swat River at a distance of about 48 km from Peshawar in Mohmand Tribal District KPK. Mohmand Dam is a proposed multi-purpose concrete-faced rock-filled dam located on the Swat River approximately 37 km north of Peshawar and 5 km upstream of Munda Headworks in Mohmand District, Khyber Pakhtunkhwa, Pakistan. Once completed, the dam will generate 740 MW of hydroelectricity, irrigate 15,100 acres of land and control floods downstream. It is expected to provide numerous estimated annual benefits including Rs. 4.98 billion in annual water storage benefits, Rs. 19.6 billion in power generation benefits by generating 2.4 billion units of electricity annually and Rs. 79 million in annual flood mitigation benefits.[3][2]Munda Dam is also expected to protect Nowshera and Charsadda districts from seasonal floods by storing peak flood water in its reservoir and releasing it in dry seasons.[2] In December 2010, in the aftermath of the July 2010 floods in Pakistan, the Pakistan Supreme Court had constituted a flood inquiry commission to investigate the damage caused by the July floods that engulfed the country and caused unprecedented damage to life and property. In its report, the commission noted that if the Munda Dam had been constructed, there would have been minimal damage downstream in Charsadda, Peshawar and Nowshera districts and Munda Headworks. [5].The reservoir that will be created behind the dam would also provide recreational facilities and promote fisheries.

Planning and Financing

The initial feasibility study of the Munda Dam Project was completed in March 2000. Subsequently, Pakistan’s Ministry of Water & Power awarded a review of the initial feasibility study to an American firm, AMZO LLC, which submitted a revised feasibility study to the Private Power Infrastructure Board (PPIB). The Ministry of Water & Power reassigned the project to Pakistan’s Water and Power Development Authority (WAPDA) for carrying out detailed engi-

neering design and construction of the project. Revised Project Cost (PC-II) amounting to Rs. 648.324 million was approved by CDWP subject to availability of foreign funding. Expression of Interest (EOI) for shortlisting of consultants for detailed engineering design and preparation of tender documents were received on 23 November 2010. Nine firms/joint ventures (JVs) submitted EOI documents out of which five firms/JVs were shortlisted and RFP issued to shortlisted firms. Technical and financial proposals from shortlisted firms for detailed engineering design and preparation of tender documents were invited on 6 July 2011. [1] A consortium of consulting firms comprising (i) SMEC(Australia), (ii) NK (Japan) and (iii) NESPAK-ACE-BAK (Pakistan) were finalized as the detailed engineering design consultants for the project in August 2011.[3] Currently, the dam is in final detailed design. France has granted Euro 61 million (Rs. 8.5 Billion) funding for two hydropower projects in Pakistan. The two projects were Munda hydropower project (740 MW) located in Mohmand Agency, KPK and Harpo hydropower project (35 MW) in the GilgitBaltistan, Skardu region.[7] On 6 July, 2018 chief justice of Pakistan donated 1 million Pakistani rupees for the construction of Diamer-Bhasha and Mohmand Dam.

Andrew Wilkinson on student loans -He just doesn’t get it

Ravi Kahlon MLA for Delta North Last month, students across the province were ecstatic to see that our government has eliminated interest on all B.C. student loans. This step will help relieve many students of the debt they have to suffer under. However, the BC Liberals’ leader Andrew Wilkinson is opposed to this. Our government took a step to make life slightly easier for these young British Columbians, but Andrew Wilkinson went on the radio and talked about how he felt that “students may get carried away with debt” and how he had doubts that students would ever pay their debt back. Just days prior to me tweeting out the recording of that audio clip, Wilkinson made another comment about renters, showing just how out of touch he is with the 1.5 million people who rent in this province. He seems to think renting us just a phase you go through as a young person, just “a wacky time, but it can be really enjoyable.”

Not only are his comments insensitive and outof-touch with the very real economic problems young people face today, but his actions show how he and his BC Liberals are more than happy to take us back to a time when people were simply left behind. The problem isn’t that Andrew Wilkinson said these things. It’s that he believes them. When Wilkinson was Minister of Advanced Education, he didn’t just sit back and do nothing as students were crippled with debt, but rather he actively worked to make life more expensive for them. Under the BC Liberal government, the cost of education tripled and young people suffered immensely. Yet, Wilkinson encouraged colleges and universities to get around the 2% annual tuition fee cap by bringing in extra mandatory fees for students. Government loans are the most common source of debt for graduates of post-secondary education in Canada. One-in-four graduates have some sort of debt owed for government loans, and this debt can be crippling. It pre-

vents graduates from investing in their future, and rising interest rates shackled many young people to this debt. Even now, when British Columbians decided that they should no longer be in government, they have not changed a bit. As the opposition, they voted against our decision to create 5000 new student housing units in February. Wilkinson is opposing our actions to protect renters and make life more affordable. Instead of considering that maybe students in British Columbia could use a break, he and his BC Liberals are now arguing against the elimination of interest on B.C. student loans. One thing is clear, he just doesn’t get it, and doesn’t have the best interests of everyday British Columbians in mind. However, we are doing things differently. Our government is breaking down barriers to bring education within the reach of students. We eliminated interests rates in B.C. student loans. We made Adult Basic Education, and English Language Learning tuition-free. We are creating 5,000 on-campus beds so students can live

on campus, relieving pressure from the rental market. While the BC Liberals want to make life more expensive for young people in British Columbia, we are going to keep working hard to lift up all British Columbians, because we get it. One thing is for certain - students today are counting their blessings that Wilkinson is no longer the Minister of Advanced Education, and seeing his recent comments it’s a blessing that he isn’t Premier. No one can afford Andrew Wilkinson and the BC Liberals.

Pakistan Resolution Day – 23rd March 1940

By: Farhan Imaan INCPak he people of Pakistan celebrate the 23rd of March, every year, with great zeal and enthusiasm, to commemorate the most outstanding achievement of sub-continent Muslims who passed the historic Pakistan Resolution on this day at Minto Park, Lahore in 1940. The Lahore Pakistan Resolution also known as Karar darey Pakistan was indeed a landmark in the history for the Muslims of the sub-continent. Before this, the Muslims of sub-continent had no goal and no future in view and Muslim politics remained in the hands of the individuals with conflicting interests and inclinations. As soon as Lahore Resolution was passed by the Muslim League, the Hindu press started criticising the Muslim League and declared this resolution as Pakistan Resolution. The personality of Mohammad Ali Jinnah was also criticised by the Hindus and their prominent leaders. Mohammad Ali Jinnah got nationwide popularity after Lahore Resolution, because the Muslims of India had a lot of expectations from him and he was the only source of inspiration for the Muslims. The All India Muslim League played a vital role in the creation of Pakistan in the year 1940. Muslim league had become a stronger political party for the Muslims of Indo-Pak Subcontinent, under which the Muslims were struggling for a separate homeland for them. The great leader of the Muslims, Mohammad Ali Jinnah by the time had become the lining symbol of Muslim unity and Muslim politics and the Muslims had so completely centred on him that he had become almost an institution in himself.

In the words of Quaid-i-Azam: “Hindus and the Muslims belong to two different religions, philosophies, social customs and literature. They neither inter-marry nor inter-dine and, indeed, they belong to two different civilizations that are based mainly on conflicting ideas and conceptions. Their concepts on life and of life are different. It is quite clear that Hindus and Muslims derive their inspiration from different sources of history. They have different epics, different heroes and different episodes…” The resolution which was passed at the session reads: “No constitutional plan would be workable or acceptable to the Muslims unless geographical contiguous units are demarcated into regions which should be so constituted with such territorial readjustments as may be necessary. That the areas in which the Muslims are numerically in majority as in the North-Western and Eastern zones of India should be grouped to constitute independent states in which the constituent units shall be autonomous and sovereign”. It further reads, “That adequate, effective and mandatory safeguards shall be specifically provided in the constitution for minorities in the units and in the regions for the protection of their religious, cultural, economic, political, administrative and other rights of the minorities, with their consultation. Arrangements thus should be made for the security of Muslims where they were in a minority”. The Resolution turned down the concept of United India and recommended the creation of an independent Muslim state consisting of Punjab, N. W. F. P (now Khyber

Pakhtonkhwa), Sindh and Balochistan in the northwest, and Bengal and Assam in the northeast. tarasso said. In November, French health regulators recommended surgeons stop implanting textured implants until more is known about their links to the lymphoma. FDA warns more doctors of rare cancer with breast implants

T

he disease is not breast cancer, but the lymphoma usually forms in the scar tissue that forms around implants. U.S. health officials are telling doctors to be on the lookout for a rare cancer linked to breast implants after receiving more reports of the disease. The U.S. Food and Drug Administration sent a letter Wednesday to family doctors, nurses and other health professionals warning about the form of lymphoma that affects breast implant patients. In suspected cases, the FDA recommends laboratory testing to confirm or rule out of the disease. It’s the first time regulators have issued a direct warning to doctors other than plastic surgeons. The disease is not breast cancer, but usually forms in the scar tissue that forms around implants. The earliest signs of the disease are usually lumps, swelling and pain around the breasts. Patients will often seek care from their primary physicians, gynecologists or other health practitioners, rather than a plastic surgeon, FDA noted. They don’t require anyone to approve their labels or give them titles or honorary days of appreciation. It seems as if they don’t complain about their circumstances and do not require any validation. They continue to do what they want without requiring any permission from another person to give them the a-okay. Women should take this feature and do things they wish to do without the thought of asking if it would be acceptable. Men and women are equal, we all know that, but now it’s time to start acting like it internally. All human beings should act with qualities such as efficiency, compassion, kindness, and honesty in our daily lives. There are however some differences between men and women that have to be addressed. Childbirth is truly a miracle and can only be done by a woman. The traits that follow such as event are difficult to encompass in words. Instead of looking at this as a burden, women should embrace that they truly can do magic. Take this opportunity to change the new generation by raising strong children who find their worth within themselves instead of relying on others for it. Teach them the traits of kindness, compassion, ambition, empathy, patience, and above all the ability of putting the needs of others above their own when

required. Teach them to do good and live good. Society is changing rapidly and it is in our hands to teach our girls and boys to be the leaders all the men and women in the world need. We do not get our worth from others but we can surely be worthy in this world by the actions we take every day.

The Zeenat Haroon Rashid Writing Prize for Women is open to all women with a Pakistani nationality over the age of 18. On a first, an English writing competition only for Pakistani women writers has been announced, called The Zeenat Haroon Rashid Writing Prize for Women. The competition which has been named after and in honour of the founding member of the Women’s National Guard. Zeenat Haroon Rashid, will award the winner Rs100,000 (1 lakh). The topic has to center around the theme of women and Pakistan. However, the submis-

sion must be an original, unpublished work. It can be a memoir, polemic, essay or short story, of no more than 3000 words. The competition is open to all women with a Pakistani nationality aged 18 and above. Muttahida Majlis-i-Amal (MMA) lawmaker Abdul Rasheed has lashed out at the ‘Aurat March’ which was held across Pakistani cities on March 8, saying he would complain to police to have a case registered against the organisers of the event which he alleged disrespected women and was in violation of Islamic principles. Addressing a session of the Sindh Assembly on Tuesday, the MPA mainly targeted the Aurat (Women’s) March which took place at the Frere Hall in Karachi. He requested the Sindh government’s support in registering a first information report (FIR) against the march’s organisers, saying he hoped the provincial government would cooperate with him “on the basis of the ideology and laws of Pakistan”. Women in large numbers, as well as men, had participated in last week’s Aurat March held across the country to mark International Women’s Day. The first such march took place in Karachi in 2018; this year, the rally was extended to more cities including Lahore, Multan, Faisalabad, Larkana and Hyderabad. Rasheed claimed that while everyone in the Sindh Assembly knew about and understood the “sanctity of women” as well the roles assigned to them by nature and Islam, in Pakistan women were continually being disrespected.

He said the March 8 event mocked women. “The placards held by women at the march carried such shameful slogans that a man would be embarrassed just by reading them,” the MMA lawmaker claimed. He noted that one such slogan was ‘my body, my choice’ and went on to say that a person, in fact, doesn’t have authority over any part of their body. “A person doesn’t choose to whiten their hair or take the breaths of life,” he said, adding that everyone was the property of God who has attached certain boundaries with every life. He then turned his guns towards the ruling Pakistan Tehreek-i-Insaf (PTI). He said although the party had come into power by chanting slogans of creating a welfare state like Madinah, an incident that took place on New Year’s Eve last year did not reflect that promise.“For the first time in Pakistan’s history, shameful acts were committed at Karachi’s Seaview on December 31 and people had undressed and wrapped their bodies with the flags of the federal government,” he claimed. Fathers should be treating their mothers with respect to show their daughters the value of an equal relationship and unlearn habits that they have been practicing for years. elf-confidence is extremely important in almost every aspect of our lives, yet so many people struggle to find it. Sadly, this can be a vicious circle: people who lack self-confidence can find it difficult to become successful! After all, most people are reluctant to slow down at a project that’s being instructed by someone who is nervous and lacks confidence. On the other hand, you might be persuaded by someone who speaks clearly, who holds his or her head high, who answers questions assuredly, and who readily admits when he or she does not know something. Confident people inspire confidence in others: their audience, their peers, their bosses, their customers, and their friends. And gaining the confidence of others is one of the key ways in which a self-confident person finds success. The good news is that self-confidence really can be learned and built on. And, whether you’re working on your own

or building the confidence of people around you, it’s wellworth the effort! Self-confidence is about balance. At one extreme, we have people with low self-confidence. At the other end, we have people who may be over-confident. If you are under-confident, you’ll avoid taking risks and stretching yourself and you might not try at all. And if you’re over-confident, you may take on too much risk, stretch yourself beyond your capabilities, and crash badly. You may also find that you’re so optimistic that you don’t try hard enough to truly succeed. Getting this right is a matter of having the right amount of confidence, founded in reality and on your true ability!!
