City of Surrey takes action against illegal construction

Surrey, BC The City of Surrey has successfully taken legal action against six property owners who have illegally constructed buildings without permits, and in many cases have occupied the structures without permits and violated the BC Building Code. In all court cases, the building structures were ordered demolished. “Building without proper permits is not only illegal but extremely reckless as it endangers the builders, occupants and neighbours,” said Mayor Brenda Locke. “The Illegal Construction Enforcement Team was put into place in 2022 to ensure construction projects comply with BC building safety codes and zoning regulations. The City of Surrey will continue to enforce its bylaws to the full extent whenever necessary. Property owners who engage in illegal construction should be aware that

they may face legal action, demolition costs, and insurance problems.” The following are brief summaries of the cases: Case 6 – Two property owners built an extension and laneway house that violated lot coverage, density, and setback restrictions. The structures were constructed without any building permits or requisite inspections and despite a stop work notice posted by the City. A court decision was made on Oct. 24, 2023 ordering the structures be demolished within 60 days of the City issuing a permit for demolition. Case 5 - The property owners built an addition to their home and added a secondary suite without permits. The court order prohibited occupancy or use of the addition and secondary suite. The owners subsequently breached the court order and found them in contempt and ordered the owners to pay a fine totalling $6,000, plus a contingent fine of $13,000, and pay the City’s legal costs. A new hearing was set and heard on October 18, 2023 and the owners were ordered to demol-

ish the home additions built without permits. Case 4 - The property owners built an addition to their existing home without a permit. The property owner agreed to a consent order that required them to demolish the addition by December 16, 2022. Case 3 - A property owner-built structures without permits, dumped fill on their land, and damaged trees. The court ordered them to vacate all the structures, demolish them within 90 days, remove the fill, and plant 16 new trees. The court order was issued on June 24, 2022. Case 2 - A property owner added a second storey to their existing home without a permit and occupied the addition. The court ordered them to stop the occupancy, apply for a demolition permit within 30 days, and demolish the addition within 60 days after getting the permit. The court decision was made on July 18, 2023. Case 1 - A number of property owners built a detached building on their land without

permits and allowed someone to live in the building. The court ordered them to stop the occupancy, apply for a demolition permit within 15 days, and demolish the structures within 60 days after getting the permit. The court decision was made on July 11, 2023. In 2022, the Illegal Construction Enforcement Team was put into place to enforce its bylaws and target residential construction that is done without permits, inspections, or compliance with safety standards. Beyond seeking compliance in court, the City of Surrey has also increased fines for illegal building activities. They called Mandela a terrorist

HEN the lights suddenly go off, we mostly lean on our primordial instincts to negotiate the darkened room with memory of passage through the maze of obstacles and locate, say, a candle. Memory can similarly help sift fact from fiction of the tragedy unfolding in the darkened Gaza Strip where Israel is killing and displacing an occupied people and muffling their remonstrations to an outraged world. It’s an old tactic though, experienced in Jammu and Kashmir, and more recently in Manipur in India. It’s another matter that it could never deter the keen observer from gleaning the facts, some chilling and forbidding, others pulsating with life and hope. This Saturday would mark 28 years since Yitzhak Rabin’s assassination. The Israeli prime minister was killed by a Jewish gunman on Nov 4, 1995, at a peace rally in Tel Aviv. The killer, an angry law student, belonged to a pack of right-wing Israelis, including those that currently rule the country, who opposed the Oslo peace accords. Rabin signed the pact with Yasser Arafat in 1993, and Bill Clinton presided over the ceremony that offered land to Palestinians in the West Bank. And though it wasn’t the greatest remedy to vacate Israel’s occupation of Palestinian homeland, Oslo, at least, took a step in the direction.

To rub salt into the wounds of its opponents, Rabin and Arafat got the 1994 Nobel Peace Prize together with Israel’s then foreign minis-

One such ‘way’ of Gandhi’s thinking that riles Hindutva remains enshrined in his article in Harijan of Nov 26, 1938. “Palestine belongs to the Arabs in the same sense that England belongs to the English, or France to the French.” Patel recalled that RSS members had distributed sweets over Gandhi’s murder. What about Rabin’s death? Observing the anniversary last year of the assassination, Israel’s Labour Party chief Merav Michaeli singled out Netanyahu and Ben Gvir, the rabid right-winger and current national security minister, for mention. “Yitzhak Rabin was murdered in a political assassination. He was murdered in a political assassination with the cooperation of Benjamin Netanyahu and [Itamar] Ben

Gvir,” Michaeli said. The Times of Israel recalled that Ben Gvir captured the national limelight when he gloated as a teen about stealing an emblem from Rabin’s car a short time before the assassination. “We got to his car, and we’ll get to him, too,” he said in televised comments. The claims are routinely denied by Netanyahu. Reports recall, however, how in the weeks before the assassination, Netanyahu, then head of the opposition, and other senior Likud members attended a right-wing political rally in Jerusalem where protesters branded Rabin a ‘traitor’, ‘murderer’, and ‘Nazi’ for signing the peace agreement with the Palestinians earlier that year. Netanyahu also marched in a Ra’anana protest as demonstrators behind him carried a mock coffin. In the swirling darkness of Gaza, Netanyahu’s words from 2020 do shine a light on his military campaign, now into its fourth week. “I asserted my right to express a different position. It was not only my right, but also my duty,” he said at the time. “I vehemently opposed the calls of ‘traitor’ directed towards [Rabin] but I thought he was wrong and mistaken in the direction he took. It was an error to make peace with the enemy.” Had making peace with ‘the enemy’ been such a revolting idea, we would be still watching unending violence over Ireland, while the Irish Republican Army would remain damned as a terrorist group by those that now embrace it. Remember also that Margaret Thatcher and Ronald Reagan had both decried African National Congress and Nelson Mandela as terrorists. Mandela remained on the US terror watch nearly until his death. As

news from Gaza remains blocked, it’s redeeming to know that journalists are still staking their lives to present the truth from ground zero. UN workers, among others, will too bear witness as aid givers. As we wait anxiously for independent sources from Gaza for the other side of the narrative, there is a bold interview to lean on. The intrepid Kashmiri journalist Iftikhar Gilani interviewed a Hamas spokesman for India’s respected Frontline magazine. That should help break the silence on behalf of Gaza’s unheard and oppressed. Moussa Abu Marzouk who heads Hamas’ international relations office from Doha was asked whether the killing of Israeli civilians was not a prelude to the destruction of Gaza itself. The stand-off did not begin on Oct 7, Marzouk reminded Gilani. Point taken. Granted the root of the problem was the decades-long occupation, why kill civilians, Marzouk was asked. He denied as propaganda the popular version of the events. “There are false Israeli narratives about civilian deaths. According to the testimony of the Israelis who lived through the events, our freedom-fighters did not kill them. Rather, some video clips prove that the fighters cared for Israeli children. Study reveals Canada is struggling to retain immigrants

As the federal government prepares to unveil its immigration targets for the next three years, new research finds immigrants to Canada are increasingly leaving this country for opportunities elsewhere. The number of immigrants who left Canada surged in 2017 and 2019, according to a study(opens in a new tab) conducted by the Institute for Canadian Citizenship and the Conference Board of Canada. Those spikes represent an increase of 31 per cent above the historical average. Even excluding those two years, however, the study found onward migration, or the process whereby someone moves on from a country they immigrated to

and settles again elsewhere, has steadily increased since the 1980s. Among people who arrived in the ‘80s, the average cumulative onward migration rate was 18 percent. That number rose to 21 per cent among people granted permanent residence in the first half of the 1990s. ”Canada’s future prosperity depends on immigration,” the study reads, citing past research by the Conference Board of Canada that has shown immigration leads to GDP growth, improves the worker-to-retiree ratio and eases labour shortages that add to inflation. Welcoming newcomers also helps fulfill Canada’s humanitarian goals. ”The benefits of immigration are realized over the time that immigrants spend in Canada—the longer they stay, the more they benefit and contribute. SURREY – Fraser Health is encouraging people in our communities to boost their immunity by getting immunized against influenza (flu) and COVID-19 to protect themselves, their loved ones and our health system. Fraser Health has launched our annual influenza and COVID-19 vaccine campaign to raise awareness about the importance of getting both vaccines. Getting immunized helps prevent the spread of influenza and COVID-19 and protects people at high risk of serious illness, such as young children (influenza), pregnant people, Indigenous people, people over 65 years of age and people with chronic medical conditions. Influenza and COVID-19 vaccines are free of charge and are safe, effective and recommended for everyone in B.C. six months of age and older. fundraiser for the world’s largest free cancer hospital, The Shaukat Khanum M Cancer Hospital was organized on October 20, 2023. The vibrant, packed event drew nearly 500 attendees and raised close to $225,000. After a sumptuous dinner and enlightening presentations about the ambitious project, the evening reached its zenith with a mesmerizing concert by Shazia Manzoor. This hospital is under construction in the port city of Karachi, Pakistan and will provide a beacon of light and state of the art treatment to the impoverished cancer patients. On October 7, in response to a terror attack by Hamas that killed some 1,400 people in Israel, its forces unleashed hell on Gaza. The Israeli military started indiscriminately bombing homes, mosques, churches, hospitals and schools in the overpopulated Pal-

estinian enclave, killing Palestinian civilians in their thousands. Israel has also put the Strip under a total siege, preventing the entry of water, food, fuel, electricity or medical supplies, and leaving more than two million people faced with death by starvation, dehydration and disease. For such war crimes to be committed in plain sight, and with no meaningful contestation from the international community, the Palestinians at the receiving end of Israel’s bombs had to be dehumanised, and their allies around the world discredited as anti-Semitic and violent. Such othering occurs through a relatively straightforward mechanism. First, Palestinians as a group are presented as barbaric, violent and over all less than human, so people around the world do not object to them being indiscriminately killed and starved. Then those who do not buy this racist narrative and insist on protesting against the oppression of the Palestinian people are smeared, censored, doxed and criminalised. At the forefront of numerous grassroots, intellectual, and political movements opposing Israel’s ongoing war crimes, in the United States and elsewhere in the staunchly pro-Israel West, are Muslim women. Courageous Palestinian, Arab, South Asian, and Black women are leading mass protests, political action campaigns, teach-ins at universities, fundraisers for humanitarian aid, and writing letters to university presidents, demanding they protect their Palestinian and Muslim students from doxing, harass-

ment, and intimidation by Zionist organisations on and off campus. These Muslim women’s civic and political engagement is almost always met with attacks on their own safety, defamation of their character, and threats to their employment – all aimed at silencing their voices. If these threats on their lives and livelihoods do not work, Muslim women who speak up for the Palestinians – especially those holding positions in higher education – are dismissed as “too emotional”, “ignorant”, “bigoted”, or “professionally incompetent” by their pro-Israel peers. Marginalised simultaneously for their religion, race and gender, Muslim women have long been forced to manoeuvre a triple bind to avoid discrimination, harassment and stigmatisation. They are required to be “good Muslims”, “good women”, and “good racial minorities” all at once and at all times to avoid being targeted within the coercive assimilationist paradigm that constantly polices their behaviour. Being a “good Muslim woman of colour” entails a daily emotional and psychological tax of trying to fit into myriad clashing identity performance pressures imposed by Eurocentric, Judeo-Christian cultural normativity. A “good Muslim woman of colour” cannot show emotions such as anger, frustration, or passion lest she be deemed irrational, hysterical, or weak. A “good Muslim woman of colour” must be unconditionally loyal to the US. She must frequently pepper her speech with comments and statements

But when Muslim women in the West speak out about the discrimination they face where they are, or call out white women for their support of wars that kill and maim Muslim women abroad, they quickly transition from “fellow feminists” to “traitors”. Thus, a “good Muslim woman” is simultaneously infantilised and patronised, vilified and censored, and depoliticised in a society that is incapable of seeing her as a smart, independent, strong female leader..... aumann Mascati, a 16-year-old Surrey, British Columbia high school student helped organize a tree planting event in Orchard Grove Park on October 14. The group of more than 30 volunteers, including young children, teens, and adults, planted nearly 40 trees. The event was initiated to mark the 80th birthday of the Dawoodi Bohra’s global leader, His Holiness Syedna Mufaddal Saifuddin, and as a tribute to the Syedna’s emphasis on environmental awareness and conservation. Mascati partnered with Releaf Tree Planting, an initiative by the City

of Surrey to grow Surrey's urban forest by planting shrubs and trees in local parks. The group planted trees and shrubs including Big Leaf Maple, Douglas Fir, Western Redcedar, Snowberry, Thimbleberry and Red Flowering Currant in a designated area of the park. The selection of these tree species was carefully made to ensure they are well-suited to the local climate and ecosystem, ultimately contributing to the neighbourhood long-term sustainability. “I’ve regularly been involved in environmental protection programs, taking part and leading cleanups around my

Daylight saving time 2023 will come to an end on Nov. 5, so consider this a sign and set an alert so you don’t forget to adjust your clock back one hour when the time comes. Canadians in most time zones can “fall back” on Saturday, Nov. 4 this year before they head to bed, as the clocks roll back in the wee morning hours of Nov. 5 while most people are sleeping. However, The Yukon, most of Saskatchewan and some parts of British Columbia and Quebec stay on standard time. Your digital and wifi-connected devices should make the switch automatically, but it doesn’t hurt to double-check them the morning of Nov. 5, just to be sure. The changing of the clocks has been a topic of debate in Canada for many years, with provincial politicians in Alberta, B.C. and Ontario wanting to scrap the century-old practice. Ontario tabled and unanimously passed a private member’s bill called the Time Amendment Act in 2020. It’s waiting for New York and Quebec to get on board, as

One resident, John Hewitson, wanted to give working folk an extra hour of daylight for after-work leisure activities. Several years later, the German Empire and Austria-Hungary were the first international countries to enact daylight saving time in 1916, as a way to save coal and fuel during the First World War. The idea behind the clock shift is to maximize sunlight in the Northern Hemisphere,

as days start to lengthen in the spring and then wane in the fall. The logic is that by springing forward and falling back, people add an hour of sunlight to the end of the workday. But the benefits of this change are controversial, and the shift can have measurable impacts on health. Doctors from the University of Turku in Finland have suggested that the risk of strokes and heart attacks increases by seven per cent following the time change. In addition, the number of car crashes also tends to increase once we make the time shift. (A study in the New England Journal of Medicine reported there was an eight-per cent jump in car crashes the day after a time change.) Canadian researchers warn that daylight saving, and switching the clocks twice a year, can contribute to a phenomenon known as “social jet lag,” where people suffer from disrupted sleep and sleep debt, mental and physical fatigue, metabolism issues and more.

And while experts agree that the change in the springtime hits us harder, there are also downsides to the change that will come in a few short weeks. With less evening light and shortened days, there is a tendency to be less active in the evening, Wendy Hall, a B.C. nurse and professor emeritus at the University of British Columbia, told Global News in 2021. HRCP fears Afghan deportations can trigger a ‘humanitarian crisis’

he Human Rights Commission of Pakistan (HRCP) on Tuesday expressed concern over the government’s decision to expel undocumented foreigners — most of whom comprise Afghans — and urged the United Nations High Commissioner for Refugees (UNHCR) to ensure protection for Afghan refugees. Earlier this month, the government gave an ultimatum to all undocumented immigrants to leave Pakistan by Oct 31 or else, risk imprisonment and deportation to their respective countries. While the decision had prompted criticism from Afghanistan and several other quarters, the caretakers insist that it is not aimed at any particular ethnic group. There are more than two million undocumented Afghans living in Pakistan, with at least 600,000 of them leaving Afghanistan after the Taliban takeover in August 2021. In a letter addressed to the UN High Commissioner for Refugees Filippo Grandi today, a copy of which is available with Dawn. com, HRCP Chairperson Hina Jilani said the move to expel Afghans could “trigger a humanitarian crisis”. “The decision amounts to forced repatriation, which is

not recognised under international customary law, and will invariably affect vulnerable refugees and asylum seekers, which include women, children, the elderly, persons living with disabilities, persons from low-income groups, and Afghans at risk because of their professions — many of whom fled Afghanistan after the Afghan Taliban took over the government in August 2021,” the letter stated. It noted that despite criticism from human rights organisations, the government had not shown any signs of reconsidering its decision and had gone so far as to prevent civil society members from expressing their views on the matter. It highlighted that the interim interior minister had announced that the current phase of expulsion would be followed by the deportation of foreign with legitimate documents, including Afghans who hold proofof-residence cards. The HRCP, the letter went on to say, had also received reports of harassment, intimidation, extortion and arrests of Afghans while media reports suggested that 77 Afghan refugees with legitimate documents had already been deported. “While HRCP recognises that the government may have legitimate security concerns

tied to a small number of foreign nationals resident in the country illegally, we believe that humanitarian concerns must override security interests,” it said, adding that such a decision did not fall within the mandate of an unelected government. “We also believe that refugees and asylum seekers should be allowed to thrive along with their hosts and that the rights of both are not mutually exclusive.” The commission further regretted that Pakistan was not a signatory of the 1951 Refugees Conventions, lacked a national asylum system and addressed issues pertaining to Afghan refugees through “ad hoc and discretionary policies”. It highlighted that Pakistan was bound by universal customary laws of non-refoulment which prohibit deporting anyone to a place where they would face a real risk of persecution, torture, ill-treatment or life threats. “HRCP believes that the Pakistan government’s actions in this context amount to violations of international customary law, given that the prevailing circumstances in Afghanistan are not at all conducive to the safe return and reintegration of vulnerable

refugees and asylum seekers,” the letter said. It subsequently urged the UNHCR to call on the government to extend the Nov 1 deadline, ensure that no migrants or refugees with legitimate documentation were expelled, ensure refugees were treated with dignity and facilitate their access to documentation. The letter also suggested that the government should devise a “rights-based domestic policy” on refugees, revisit the “flawed” Foreigners Act of 1946 and sign the 1951 Refugees Convention and the 1967 Protocol Relating to the Status of Refugees.
