MILITARY SPOUSE PREFERENCE NAF HR Office
What is Military Spouse Preference?
The spouse of an active duty military member who relocates via a Permanent Change of Station (PCS) move as a sponsored dependent to the military sponsor’s new permanent duty station is entitled to Military Spouse Preference (MSP) for all NF-03 and below or equivalent positions in the commuting area of the new duty station being filled under competitive procedures. If claiming MSP based on your sponsors active duty status, you must submit a marriage license and a copy of your PCS orders identifying a dependents authorized move and the sponsors' reporting date to the new duty location.
When can you claim Military Spouse Preference?
Spouses do not receive preference until arrival at the overseas location. Spouses who do not initially relocate with their sponsors are not eligible for preference until actually residing in the commuting area. If you have less than 6 months remaining overseas you are not eligible to claim MSP or Family Member Preference (FMP). Any supporting DEROS extension documents should be included with your application if you are within 6 months of the original order expiration date.
When do you lose your Military Spouse Preference?
You lose MSP when you accept or decline a Regular, recurring position with NAF (Nonappropriated funds), APF (Appropriated funds), AAFES (Army & Air Force Exchange Service) or other federal agencies. This includes management-initiated actions to change employment category from Flexible to Regular. You also lose your MSP when you refuse to participate in established recruitment procedures (e.g. interview, responding to evaluation criteria etc.). However, you do not lose your MSP if you accept or decline Flexible positions.
How many times can you use the Military Spouse Preference?
You can apply with MSP without limit until lost. Military spouses will be referred using MSP until such time they accept or decline a Regular position, fail to maintain eligibility, or are no longer interested in being referred.
Do I have Military Spouse Preference if I got married after my spouse was already stationed in Misawa?
No. To be eligible for MSP the spouse must have married the military sponsor prior to the date of the orders authorizing a PCS. Spouses may be eligible for Family Member Preference if they were married after the sponsor received their PCS orders. To claim this preference, upload a copy of your Command Sponsorship letter, or equivalent, with valid DEROS or other supporting documentation as applicable.
What is Family Member Preference and who qualifies for it?
Family Member Preference (FMP) is a hiring preference for family members stationed OCONUS when applying for federal jobs. Family members are the spouse or unmarried dependent children (including stepchildren, adopted children and foster children not more than 23 years of age) residing with a member of the U.S. Armed Forces or a U.S. citizen civilian employee of a U.S. Government Agency (APF employee, AAFES employees). If you have already used your Military Spouse Preference, once you leave your employment you are eligible to claim FMP. Please note, FMP is only available OCONUS.
