October in the Tohoku region is like no other in Japan (in our biased opinion)! The fall colors are unbelievable and fair temperatures are welcome after the summer heat. Child carriers are welcomed if you can handle a mild three kilometer course. Be sure to bundle up as the mountains are likely to be much cooler than Misawa City. Layers are the way to go. • Includes: Transportation and hiking guide. • Mildly challenging activity, beginners or families are welcome.

FUSION DINER

1.

What makes Bumpers a "Fusion" Diner? Define what fusion means.

Fusion cooking is essentially the marriage of one or more cooking traditions, techniques or disciplines to form a fresh approach to blending the complimentary flavors of a dish. The concepts for our fusion menu follow popular trends in the USA and here in Japan. Our dishes reflect what you see going on with the food truck scene in places like San Antonio, Texas, and the food culture found in places like the trend setting inner city Roppongi area in Tokyo. Bumpers Fusion Diner is focused on offering a vibrant, fresh and tasty take on traditional dining staples from around the world. At Bumpers we infuse our menu offerings to incorporate broadly diverse cultural dishes from different regions of the world, including classic American, Korean, Tex-Mex, German, Greek, Indian and Hawaiian culinary delights. We take fusion cooking seriously, ensuring every flavor compliments the dish and represents the best of every cultural palate.

18| September 2021

2. Describe what makes you different from the rest of the food facilities on Misawa AB?

3.

What menu items best reflect the fusion concept?

The Bumpers menu items that we feel best reflect the culture “Fusion” Diner concept are the Teriyaki Chicken dish, the Reuben Sandwich (German), the Gyro (Greek), our Curry Rice (Indian), Spam Musubi (Hawaiian) and also a few breakfast items like the Spam, Eggs & Rice Platter (Hawaiian) and Biscuits & Sausage Gravy (Southern U.S.). These items span the globe and reflect the culinary journey we want to take our customer on while dining with us.

The thing that separates Bumpers Fusion Diner from the rest of the dining facilities on Misawa Air Base is that we continuously experiment with our menu based on the feedback of our customers and we are not afraid to reflect the cultural diversity of our staff. For instance when we first added breakfast to our menu earlier this year one thing we were most excited about was the inclusion of the Spam, Eggs & Rice Platter because it reflects the Hawaiian culture of Kehau, our manager. We are not shy about what we do, and take great pride in the culinary delights we have developed. We are constantly looking for feedback and customer input to further develop the cultural fusion our customers offer.

4.

What changes can the Misawa AB community expect to see at Bumpers in the future?

The changes that Bumpers staff are most excited for the Misawa Air Base community to see are the continuous menu tweaks along with some major aesthetic improvements. We are currently in the process of deciding between classic American 50s style diner and an outdoor food truck feel. By the end of 2022 we expect the full Bumpers Fusion Diner concept to be realized. The future is bright for the Misawa Community and Bumpers Fusion Diner.

5.

What is something you would like more community members to know about Bumpers Diner?

There are a few things that we want to share with the Misawa community - Fusion Diner breakfast will stay as part of the permanent menu. We will continue to revise the menu to reflect the tastes of the Misawa population, “Fusion” only works if it truly reflects the diversity of our customers. We have great programs like Kids Eat Free Night on Thursday Nights that we would love to see you participate in. This programs puts a free kids meal with every parent meal purchased that evening. Not only is the evening a great source for family fun time, it can be a great alternative to cooking. Make us part of your regular weekly family dining plans!

ress for Success! Traditionally golf has been a bit “stuffy” when it comes to acceptable attire, but the times have changed a bit. When we head out the door we need to be aware that what we are wearing speaks volumes. At the golf course, including the practice areas and the Lakeview Grille, clothing may not have offensive language or pictures. While it is not required to wear a collared shirt and long pants, tank tops, short shorts or revealing clothing is not acceptable. As a safety precaution footwear must be worn at all times. I want everyone to come out and have fun, please avoid an embarrassing situation and dress for the occasion.

Pit Stop

GARAGE What is JCI?

Japanese Compulsory Inspection or JCI is a safety inspection required for all vehicles registered in Japan and it must be renewed every two years. The Pit Stop Garage can do this inspection, along with the requisite paperwork and registration updates. JCI inspections are very thorough, and may or may not require repairs on inspected vehicles. To allow time for repairs, inspections should be scheduled a minimum of two weeks to one month prior to the date of expiration listed on the vehicle’s title.

We recommend you getting a pre-JCI inspection should be done with us even if you are planning on doing the JCI yourself. We can assist with the whole process and provide advice.

Where Should I Go?

The Misawa Auto Complex’s Pit Stop Garage performs a full JCI inspection from start to finish. Misawa is the only base in Japan that performs JCI inspections on site. The Pit Stop Garage is licensed through the government of Japan to perform JCI inspections and they are not required to take the vehicles to the Land and Transportation Office (LTO). The JCI inspector comes to us, collects the JCI fee in yen and completes your paperwork for renewal. Misawa Auto Complex makes the JCI process simple—you'll never need to leave base, from the initial inspection to picking up your new, updated title and sticker.

The Testing Process

The JCI inspection tests the following areas: • Exterior - the vehicle must meet Japanese exterior regulations and not have illegal exterior modifications, such as extreme body kits that increase the exterior dimensions. • Wheel Alignment - the vehicle’s wheels must be in-line and able to turn correctly. • Speedometer - the vehicle’s speedometer must be accurate. • Headlamp - the vehicle’s headlights must be correctly placed and aligned. • Brakes - the vehicle’s brakes must work correctly. • Exhaust Gas/Muffler - tests carbon monoxide and hydrocarbon emissions along with exhaust noise levels. • Undercarriage - inspects suspension parts and checks for rust, which is common here in Misawa. *Should a car not meet any of the test standards, repairs must be made before passing the JCI inspection.

JCI Procedure

We thoroughly inspect the vehicle to find any discrepancies that would cause the system to fail. 1. Once the inspection is complete, if there are any problems, the Pit Stop Garage will obtain estimates on the cost of the parts from stores in the local area. 2. Once the parts store estimates are calculated, we notify you of the cost. 3. Customers pay in advance for parts needed so that the Pit Stop Garage can order and replace the part. 4. A second appointment is then scheduled to replace the parts that aren't functioning properly. 5. After the vehicle is repaired, the yen portion of the bill is totalled and paid by the customer. 6. Once the JCI is completed, a temporary JCI sticker is given with a copy of the JCI policy. 7. A permanent JCI sticker and your new title will be available at the Pit Stop Garage the Friday following the JCI procedure.

HRO

Human Resources Office

Helpful Hints From NAF HRO •

• • • •

For all issues regarding your account you need to use the USAJobs.gov Help Center, as your local NAF HRO does not have access to your account. When you are creating your USAjobs.gov account provide an e-mail address that you will always be able to access. We recommend you do not use a .gov, .mil, .edu or any other ‘work’ email addresses. After you apply for a job, regularly check your USAjobs.gov account and e-mail connected to the account When you create a login.gov account, you’ll be asked to enter a phone number where you can receive a security code. For international phone numbers, login.gov can only send the security code via SMS (text message). If you want to use an international number it needs to be a mobile number.

On the Secure Account screen follow these steps: 1. Select the Text Message/SMS option and follow these steps to enter an international phone number. 2. Select the country where your phone number is located—this will pre-populate the country code into the phone number field. 3. Check the phone number field to make sure the correct country code is showing. 4. Enter the remaining phone number digits into the phone number field—DO NOT enter the country code again and DO NOT enter the international prefix/dial out code (i.e. 00, 010, 011). 5. Click Send Security Code and follow the remaining steps. 6. If you have issues using an international phone number, because of limited access or cell service, you can use an authentication application. 7. When a Tentative Job Offer (TJO) is offered, an automatically generated e-mail will be sent from USAJobs.gov 8. Tentative Job Offers (TJO) last 48 hours; if there is no reply within 48 hours the Tentative Job Offer gets withdrawn. 9. Once you accept the Tentative Job Offer (TJO), the NAF HR Office will reach out to you to schedule your pre-employment appointment and give you further information.

FSS Spotlight

Madison Lawson What is your favorite part about working at the Fitness Center? My favorite part about working at the fitness center is all the different people I meet. I’m able to have connections with people from nearly every squadron/workplace. I learn so much from the people I encounter whether it be about the base, Japan, fitness/ workout-related, etc. What do you wish the Misawa community knew about your programs? I wish the Misawa community knew more about our intramural sports. It’s entertaining to play and watch squadrons team up and compete against each other in all the sports we offer. Not to mention, it’s exciting to see who the champions end up being! What is your best Fitness Center memory? One of my best fitness center memories was our powerlifting competition – I may have not had the highest scores but it was neat to see so many strong people come together and cheer for each other.
