5. After the vehicle is repaired, the yen portion of the bill is totalled and paid by the customer.
The vehicle’s wheels must be in-line and able to turn correctly.
Speedometer The vehicle’s speedometer must be accurate.
We thoroughly inspect the vehicle to find any discrepancies that would cause the system to fail.
JCI INSPECTION
THE TESTING PROCESS
1. Once the inspection is complete, if there are any problems, the Pit Stop Garage will obtain estimates on the cost of the parts from stores in the local area.
6. Once the JCI is completed, a temporary JCI sticker is given with a copy of the JCI policy.
ⅼ September 202226
WE RECOMMEND YOU GET A PRE-JCI INSPECTION WITH US, EVEN IF YOU ARE PLANNING ON DOING THE JCI YOURSELF. WE CAN ASSIST WITH THE WHOLE PROCESS AND PROVIDE ADVICE.
Undercarriage Inspects suspension parts and checks for rust, which is common here in Misawa. Should a car not meet any of the test standards, repairs must be made before passing the JCI inspection.
4. A second appointment is then scheduled to replace the parts that aren't functioning properly.
The JCI inspection tests the following areas:
WHERE SHOULD I GO?
7. A permanent JCI sticker and your new title will be available at the Pit Stop Garage the Friday following the JCI procedure.
Gas/Muffler Tests carbon monoxide and hydrocarbon emissions along with exhaust noise levels.
Brakes The vehicle’s brakes must work correctly.
The Misawa Auto Complex’s Pit Stop Garage performs a full JCI inspection from start to finish. Misawa is the only base in Japan that performs JCI inspections on site. The Pit Stop Garage is licensed through the government of Japan to perform JCI inspections and they are not required to take the vehicles to the Land and Transportation Office (LTO). The JCI inspector comes to us, collects the JCI fee in yen and completes your paperwork for renewal. Misawa Auto Complex makes the JCI process simple—you'll never need to leave base, from the initial inspection to picking up your new, updated title and sticker.
WHAT IS JCI? Japanese Compulsory Inspection or JCI is a safety inspection required for all vehicles registered in Japan and it must be renewed every two years. The Pit Stop Garage can do this inspection, along with the requisite paperwork and registration updates. JCI inspections are very thorough, and may or may not require repairs on inspected vehicles. To allow time for repairs, inspections should be scheduled a minimum of two weeks to one month prior to the date of expiration listed on the vehicle’s title.
Exhaust
Headlamp The vehicle’s headlights must be correctly placed and aligned.
2. Once the parts store estimates are calculated, we will notify you of the cost.
The vehicle must meet Japanese exterior regulations and not have illegal exterior modifications, such as extreme body kits that increase the exterior dimensions.

JCI PROCEDURE
3. Customers pay in advance for parts needed so that the Pit Stop Garage can order and replace the part.

Who qualifies for Family Member Preference?
• Have married the military sponsor prior to the date of the military sponsor’s orders authorizing a permanent change of station.
However you DO NOT LOSE the Military Spouse Preference if you accept or decline FLEX positions.
• When applying for position, submit a copy of the Permanent Change of Station (PCS) order identifying a dependents-authorized move and the sponsor’s reporting date to the new duty location.
What is Military Spouse Preference?
The spouse of an active duty member of the Military Services, who relocates via a permanent change of station (PCS) move as a sponsored dependent, to the military sponsor’s new permanent duty station is entitled to military spouse preference (MSP) for all positions in the commuting area of the new duty station being filled under competitive procedures. Make sure to upload your PCS orders when you apply for a position. When do you lose your Military Spouse Preference? You lose MSP when you accept or decline a Regular category position with NAF (Nonappropriated funds), Appropriated funds (GS positions), or AAFES (BX). You also lose your MSP if you decline an invitation to the interview for regular category positions.
Family members are the spouse, or unmarried dependent children, including stepchildren, adopted children, and foster children not more than 23 years of age, residing with a member of the U.S. Armed Forces or a U.S. citizen civilian employee of a U.S. Government Agency (APF employee, AAFES employees.)

What is your favorite part about working at Education & Training Services?
My best memory working at Education & Training Services is Weighted Airman Promotion System (WAPS) promotions and completion of Community College of the Air Force (CCAF) and other advanced degrees. The Airmen work so hard to promote and earn their degrees, so that is such an amazing accomplishment to see them finish and have the weight lifted off of their shoulders.
My favorite part about working at Education & Training Services is hearing the stories of the Airmen and their families. I love having an opportunity to learn about different cultures and getting to know each person as an individual. What do you wish the Misawa Community knew about your programs?

I wish the Misawa Community knew that we, for testing such as DLPT, can service more than just Airmen. We can support all branches, civilians and their families. In the rare case that we are unable to assist, we will do our best to provide the best resources that we can.
