A divided audience packed council chambers Monday evening as proponents of the $80-million Wren Creek development argued in favour of jobs and taxes, while opponents warned against irrepara-

bly damaging the environment. Roughly 30 people voiced their thoughts about the project before council voted 7-0 to approve third reading. “I want you to really think about when you destroy something, like our wetlands, like our ravines, like our species at-risk, when we

destroy what is unique and precious in our world, we never have it again,” said resident Catherine MacDonald. Support and opposition to the development was divided right up the middle, with half speaking in favour and another 12 who couldn’t accept the application in its current form, mostly citing environmental concerns. “If this council is serious in its commitment to demonstrate that the District of Mission is open for business and that council focused on bringing property tax relief to

residents, then approval of this proposal should be a no-brainer,” said Cory Cassel. Although many people took their five-minute time allotment to speak about environmental worries of developing 32 acres of the property, Mayor Ted Adlem surprised the room by saying the public hearing was just a land use question and that questions about the environment should be directed to senior levels of government. Mission man saves life with CPR skills Maple Ridge man resuscitated after heart attack while jogging on highway BY MONISHA MARTINS Black Press

The quick actions of passerbys saved a man’s life in Maple Ridge on Saturday after he collapsed while jogging along Lougheed Highway. The 63-year-old fell on a sidewalk near Laity Street around 11:45 a.m. and was quickly surrounded by people who saw him hit the pavement. Walter Berg, his wife and son were heading into Vancouver from Mission for a walk around English Bay when they spotted a line of cars pulled over on the side of road. “That’s when I noticed a man lying on the sidewalk, with people around him,” said Berg, an emergency medical responder and former first-aid instructor for St. John’s Ambulance and the Red Cross. Berg grabbed a first

aid kit, which he always keeps in his car, and rushed in to help. He saw a bottle of nitro-glycerine near the man and guessed he most likely suffered a

heart attack. With the help of another bystander, Berg rolled the man into a “supine” position (onto his back) and found he wasn’t

breathing. He pulled out a pocket mask, put an oral airway into the man’s mouth and began to resuscitate him, while others called 911.

applied for a variance in June 2009, which spurred a Canadian Environmental Assessment Act (CEAA) screening, including investigation from the Department of Fisheries and Oceans (DFO) to confirm that no harmful alteration or destruction of fish habitat would occur on the site. That process took nearly three years to complete, with DFO concluding in February that the project is “not likely to cause significant adverse environmental effects,” though DFO took into account the proponent’s mitigation plan, which includes purchasing the nearby Sun Valley Trout Park, to be converted into a fish habitat preserve. Getting environmental approval had been tricky, with Environment Canada noting the area is a known habitat for 10 federally endangered species, while specifically the provincially red-listed Oregon Forestsnail had been

found on the site. But Adlem said there’s a double standard between those projects from government agencies which receive quick environmental approval, and private businesses who are given the run around. “If you happen to be a part of [the government] and you have a project, instead of double talk you get double speed,” he said, referring to the speedy approval for the widening of the Lougheed Highway between Wren and Nelson streets nearby the developer’s property. Several people tried to bridge the chasm between new tax dollars and the environment, suggesting the development should be limited to the eastern portion of the site, and kept away from the Silverdale wetlands which it borders. “I believe that we can have a development like this and we can work together to collaborate to answer as many of the environmental issues as possible, knowing the benefit of the economic and the social issues,”

said Barb Strachan. Rebuffing claims the development will only bring in minimum wage jobs, former councillor Mike Scudder said, “I know what it’s like to have a mother lose her job when Eaton’s moved to Abbotsford. And it was probably the equivalent of a McJob in its day. But that job sustained our family when my father was working three different jobs and my mother was working one,” he said to applause. The environment wasn’t the only thing people spoke out against. Former councillor Heather Stewart, who voted against the now-approved development at Cedar Street and Lougheed Highway because it included two drive-thru restaurants, said she likes the Wren Creek idea but will not support another drive-thru. The application is submitted under the comprehensive development zone to allow for two drive-thrus, which skirts around the district’s own bylaw prohibiting them. Two previous

petitions have been forwarded to council opposing drive-thru restaurants, including a 794-signature petition last May. But council was unmoved by her objections, with Coun. Dave Hensman saying that not only were these drive-thrus welcome, Mission should have more. Adlem, who ran a drivethru Wendy’s restaurant for 15 years, said council cannot be taken seriously in its slogan that Mission is open for business if it denies drive-thrus, hinting the bylaw might one day be scrapped altogether. There are several requirements prior to adoption of the application, including receipt of $422,250 Community Amenity Contribution (based on 150 residential units); engineering requirements; Ministry of Transportation and Infrastructure requirements; federal authorization under the Fisheries Act and provincial authorization under the Water Act; a letter from the environment ministry confirming rezoning can proceed; and a tree inventory.

It was a happy ending for everybody that day.” Police, paramedics and the fire department credit the actions of Berg and other bystanders for giving the man a fighting chance at recovery. Ridge Meadows RCMP report the man was taken to hospital and is breathing on his own. People who suffer cardiac arrest out of hospital are three to four times more likely to survive when they receive CPR (cardiopulmonary resuscitation). About 60 per cent of heart attacks happen outside a hospital. “The sooner you start it the better their chances,” said Dr. William Dick, regional medical director for British Columbia Ambulance Service. “Hand-on” CPR without mouth-to-mouth contact has the same effect. “It easily doubles or triples the likelihood of leaving hospital, neurologically intact,” said Dick. • To watch a video on bystander CPR, visit mapleridgenews.com.

Free hepatitis A vaccine offered to frozen fruit eaters Fraser Health is offering a free dose of hepatitis A vaccine for people who have in the past two weeks consumed Pomeberry Blend frozen fruit manufactured by Western Family and have not previously received two doses of hepatitis A vaccine or had hepatitis A disease. The vaccine is ineffective if more than 14 days has passed since you consumed the product and you do not need vaccine. The Canadian Food Inspection Agency is warning the public not to consume the frozen fruit, which has been sold in 600g packages at Save-On-Foods, Price Smart and affiliated Overwaitea stores. The affected product may contain hepatitis A virus. Only the Western Family Pomeberry Blend is affected. If you believe you need a free dose of the hepatitis A vaccine, call 604-814-5500 between 8:30 a.m. and 4:30 p.m. Hepatitis A is a preventable disease of the liver caused by the hepatitis A virus, which can last from a few weeks to several months. It does not lead to chronic infection. After the hepatitis A virus enters your body, it can take from 15 to 50 days before you feel sick. The symptoms can be so mild that people may not be aware they have been infected with hepatitis A.

Domestic violence investigator role created in Mission A Mission Mountie will now be dedicating all her work efforts towards helping women suffering domestic violence. While funding a new position to handle these duties was contemplated within the past year, the economic pressures rendered that impossible, said Mission RCMP Insp. Richard Konarski. Internal resources were restructured to create this duty, and Const. Katrina Harnett will provide front-line Mounties with the needed support in investigating these complex and volatile cases, he said, while Sgt. Miriam Dickson will supervise the highrisk files. Konarski said many victims of domestic violence are “very pragmatic,” and often stay in the relationship to protect their children, or from shame and embarrassment. “But the risk increases when law enforcement intercedes. At that point, a bully has lost control,” he continued. “Often it is the persistence and consistency of a dedicated and switched on officer that can make all the difference as to whether or not the victim will stay on course. Smoking out smokers The federal government hopes that grossing out the 16.7 per cent of Canadians who still smoke will convince them to quit. New rules are in place requiring health warning messages to cover 75 per cent of the covers of all cigarette and cigarillo packages, both front and back, by this June. The hope is that people will give up their habit if they see photos of other smokers dying of cancer or pictures of cancerous body parts. Quitting rates have slowed, although smoking numbers are at an all-time low, and the government is forced to do something. But will ugly packaging make the difference? Some argue that diehard smokers who know the risks – and, seriously, who doesn’t? – will still ignore the graphic messages while others argue for blank packaging. Repackaging is probably good on principle, but is not likely to make much tangible difference, because smoking is just one of those things people do even though they know better. But it’s the intangible difference that could be most important. Experts note that successfully quitting smoking is as much about the individual’s mental preparedness to kick the habit as it is about the tools or method used to butt out. Diehard, longtime smokers might already know the risks, but anything that can add a little extra push and help bring them to a state of readiness to quit is worth the effort, particularly when the cost to the taxpayer is negligible. Ultimately, the more people who can be encouraged and assisted to give up smoking the better, considering the health impacts for the individual, and the resulting health costs for the taxpayer. – Black Press/News Bulletin

Environmentalism for dummies D avid Suzuki has resigned as a director of his namesake foundation so it won’t be the target of federal government “attacks.” This news is conveyed to me in a Globe and Mail report that is typically tilted in deference to “Canada’s most famous environmentalist.” The usual assumptions are woven in: Suzuki is a saint. His every utterance is treated as scientific fact, even when it’s a left-wing political rant. The Conservative government is a front for Big Oil that has “attacked” environmental groups by reminding them political activities are not eligible for charitable tax exemptions. In recent years, the David Suzuki Foundation’s campaign focus has been noticeably in step with the large U.S. foundations that fund most of B.C.’s enviro-scare industry: first salmon farming and now the Alberta “tar sands” in all its exaggerated horror. The vaunted “LEED” certification for green building standards gives you points if your concrete is locally sourced, but no points for using wood instead. Greenpeace, ForestEthics and the Sierra Club were bankrolled by U.S. foundations to negotiate with the B.C. government, aboriginal people and forest companies for the 2006 “Great Bear Rainforest” agreement on the B.C. coast. Economic opportunity was delicately balanced against preservation, and First Nations gained new control of forests. Now the big enviros have begun campaigning against their own deal. Seniors should get involved Editor, The Record: Mission seniors have been met with indifference and neglect for over seven years now in their quest to secure a fully functional and self-governed seniors’ activity centre. After years of volunteering, paying taxes and creating the infrastructure that exists today, seniors should not be faulted to expect an activity centre, like most every other municipality in B.C. We are optimistic because Mayor Ted Adlem said in his inauguration speech that council will make a decision in a timely manner, now passing four months. As well, a new Mission Seniors’ Centre Association (MSCA) board has now been elected and I feel confident we

shall witness some progress. The Elder Citizens Action Coalition’s (ECAC) rallying call, “unity in challenging times,” heralds our pro-active approach and expected direction to be taken to meet seniors’ needs. As a private, apolitical, pro-active advocacy, we have been persistent and steadfast in lobbying to create public awareness and encourage increasing support from all residents toward achieving this needed facility. Two specific objectives need to be met by the municipality: 1. To designate the current Mission Community Activity Centre, as a seniors’ activity centre, under the direct control of seniors, to plan, schedule and use the full facility on a temporary basis, effective by Sept. 1 to co-

incide with a planned bus stop. To include a fee-for-service, initially not less than equivalent to existing operating budgets. 2. To commence discussion with a view to finalize a permanent site on district-owned land adjacent to the Leisure Centre, initially 10,000 to 12,000 sq. ft. with an estimated cost of $4.3 to $5.1 million, paid at least half by amenity fees; later plans to increase to 15,000 sq. ft., estimated total cost $6.4 million. Seniors’ housing and some market value accommodation, such as 600 to 900 sq. ft. suites, will help offset costs, plus grants, public donations and last, possible self-financing loans from existing surplus accounts. We call upon all seniors over 55 years old to be involved, and

wish to see the formation of a mutually supportive seniors’ activity centre governing body, presumably by the new board of MSCA. Most people will not commit until there is a viable plan, or in our case, an actual site to visit. Hence, we call for an immediate designation, and this will encourage and permit seniors to partake in a variety of activities now and join ranks as we move toward a permanent site over the next three to five years. This also allows the municipality time to amass funding, something that indifference and procrastination by past mayors and councillors have been negligent to do. George F. Evens Mission

Festival to be held between hay crops Editor, The Record: Re: ALC has already said no, April 12, edition. Why is it that so often facts get twisted to reinforce a point of view? In the recent letter to the editor, S. Barker clearly shows an objection to the Rockin River Festival being held on the hay field adjacent to Nelson Avenue. She

claims the land would be effectively prevented from agricultural use for 20 years if an annual 10day exclusion from agriculture by the Agricultural Land Commission was granted to allow the festival on the property. The fact is the festival would be held between hay crops, funding to improve the land would be committed, and there would

be absolutely no interruption in the agricultural use or cycle of crops. Previous to the application to use this property for the festival, this property was solid blackberries for over 20 years and the owner cleaned it up and planted hay in anticipation of an approval for the festival. The festival brings thousands of visitors to Mission and is a

welcome boost for our local businesses. It also provides great entertainment for those who appreciate country music. If concerns about noise and traffic are the real worry, perhaps it would be helpful to discuss those, rather than some non-factual concerns about agriculture. Randy Hawes MLA

Tanning myths lead to poor choices Editor, The Record: During the month of March, schools across B.C. kicked off the second annual Canadian Cancer Society Tan Free Grad Challenge and I am excited to be a student leader for this campaign and to help spread the word about the dangers of tanning. The fact is no tan is a safe tan. Research shows that any use of indoor tanning equipment before the age of 35 can actually increase a person’s risk of melanoma by 75 per cent. This is why Health Minister de Jong announced recently announced that the B.C. government will restrict access to indoor tanning beds for youth under the age of 18. This is an important first step and I strongly support this legislation. Over the last few weeks I have learned

that while many of my friends and classmates know tanning is unhealthy, they continue to want to a bronzy glow. I have heard a lot of tanning myths that can lead young people to make poor decisions. For instance, many people believe that indoor tanning is safe or that we need a base tan or the sun is the only way to get vitamin D. Research has proven otherwise, but people still believe tanning is OK. In addition, today’s youth still feel a lot of peer pressure to look a certain way. We see celebrities with bronzed skin and we believe it is impossible to feel beautiful unless we achieve this look as well. It is my hope that the culture of beauty can change to the point where high school students would never jeopardize their health

to live up to a certain image. Although the regulation protects youth under 18 from using tanning beds, it is important to remember that over-exposure to indoor and outdoor tanning can be harmful for everyone. As a leader in the Tan Free Grad Challenge at Mission Secondary School this past month, I have learned about the dangers of tanning beds and am truly frightened for the people in my grad class who, despite our efforts, refuse to believe that tanning is harmful and have chosen to continue doing it. I hope that they, and others, will soon realize how harmful it is and see that beauty does not come from the colour of our skin. Samantha Eddy Mission

The Board of Trustees have estimated that annual repayment costs of the proposed loan (estimated at $50,000 per annum based on a 20 year amortization) will be offset by the fact that the annual budget will no longer include an allocation of approximately $50,000 for engineering studies and that as a result Trustees do not anticipate a requirement to increase dyking taxes at this time. A Resolution which will be put forward at the AGM is as follows: “The ratepayers of Dewdney Area Improvement District hereby approve for borrowing $750,000 to assist in Änancing the new pump station and to construct other various other works that will improve drainage in Hatzic Prairie and improve recreational usage of Hatzic Lake.” www.daid.ca

The 75 residents of Mission’s Dr. Stuart Pavilion in Mission Memorial Hospital are moving into their temporary home in Abbotsford this week in preparation for major upgrades to MMH over the next two years. Alyce Campbell of the Mission Health Care Auxiliary (MHCA) said she and a group of volunteers toured the temporary digs in Abbotsford last Saturday. She said each resident will have their own room, and they are bright and cheery with large windows. The dining room is spacious with a fireplace and sizeable north-facing windows where residents will enjoy their meals prepared on site by the kitchen staff. “I found the facility overall is fresh, bright and cheerful and welcoming to residents and visitors alike,” said Campbell. The three-floor temporary facility will be located at the Ebenezer

be moved over three days this week, on April 16, 18, and 20. The MHCA volunteers will be on hand to welcome the residents to their temporary home. A new 200-bed residential care facility will be built on the existing

site of the Dr. Stuart Pavilion at MMH, with construction expected to begin some time in early summer. According to the Fraser Health Authority, this will add 25 per cent more residential care beds to the community.

Barn, shed fire quickly quelled BY JASON ROESSLE Mission Record

Mission firefighters doused a barn and shed that were fully engulfed by flames Saturday afternoon. The local department was called to Rosetta Avenue shortly after noon on April 14 for the fire.

According to Chief Ian Fitzpatrick, the house next door received some heat damage, but this was limited due to the on-shift crew’s ability to respond quickly. An investigation pointed an electrical problem as the cause, and damage is estimated to be between $5,000 and

$10,000. It was a stubborn fire, Fitzpatrick noted, due to the number of cars, spare parts, and propane tanks located within the buildings. In all, 24 firefighters responded, and station three members were called out to cover the downtown core.

Quad crash A man was airlifted to hospital Sunday afternoon with undetermined injuries after crashing his quad on Burma Road in the northern part of Mission. The man was driving down the road, which runs alongside Stave Lake, and lost control.

District may grant Illuminaria funds Organizers for the popular summertime lantern event known as Illuminaria will have to wait for the decision of a municipal grants committee meeting on Friday to learn whether they will receive funding for this year. The annual Celebrate Mission has always paired with Illuminaria, but that event has been discontinued this year, leaving the Mission Association for Community Living (MACL) to tackle the lantern festival on their own. â&#x20AC;&#x153;Although Celebrate Mission is no longer, MACL expects to continue organizing and hosting Illuminaria, but needs the districtâ&#x20AC;&#x2122;s continued financial support,â&#x20AC;? said MACLâ&#x20AC;&#x2122;s executive director Robert Keys to council on Monday. Illuminaria is a free event that has been held in Fraser River Heritage Park every September

for the past 14 years. It began to commemorate the closure of the last institution in the province to commit people with developmental disabilities. â&#x20AC;&#x153;It closed a dark chapter in B.C. history, so marking the occasion with lanterns and light and inviting the public to join us seemed fitting,â&#x20AC;? said Keys, adding the event is an important fundraising day for non-profit and volunteer organizations like the Special Olympics, the Optimist Club, Mission Heritage Association, and the Kinsmen Club. Decision on voluntary tax contribution program deferred Councilâ&#x20AC;&#x2122;s idea to offer a voluntary tax contribution program

for municipal tax bills will be deferred, pending a thorough staff study of the project. The study would examine the program marketing, methods of soliciting or collecting donations, and budgetary impacts. The program would allow taxpayers to make voluntary donations to optional programs that fall outside of the priority funding for the district, or to save programs that might otherwise face elimination under a funding shortfall. A staff report noted the cost of sending out a separate voluntary tax contribution insert based on a one per cent return scenario would require an average donation of $4.78 for the program to break even, but as high as $48.78 when taking into account additional postage charges.

Money approved to replace pumps Just under $2.7 million has been granted to help fund the Hatzic pump station construction project in Dewdney. This joint provincial-federal money, approved for the Dewdney Area Improvement District, will help minimize flood risks to 312 farms in the Hatzic/ Dewdney region. â&#x20AC;&#x153;This means we can mitigate the financial impact of flooding, and reduce the strain it puts on the hundreds

of families in the area,â&#x20AC;? said Randy Hawes, Abbotsford-Mission MLA. Hatzic was the only improvement district in the nation to receive funding, and was one of 20 groups to qualify. Federal and provincial governments provide up to two-thirds of the funding for eligible project costs, with local governments and diking authorities covering the remainder of project funding.

Course teaches wetlandsâ&#x20AC;&#x2122; intricacies A two-day hands-on workshop has left 30 participants better educated about local wetlands. The Fraser Valley Watersheds Coalition (FVWC) and B.C. Wildlife Federation cohosted the wetland keepers course event April 13-15 in Mission, which drew community members, naturalists, public service employees and professors, among others. All the participants learned how to classify wetlands and appreciate their intrinsic values, as well as identify competing land-use needs and how to monitor the areas through vegetation and amphibian surveys. One of the key messages delivered was the importance of forming partnerships and working together to address watershed challenges. It also offered participants ideas on how to get in-

volved and included presentations from local groups such as the Fraser Valley Conservancy and the Society for Ecological Restoration. Access to Silverdale wetlands was granted by Ducks Unlimited and the District of Mission. The FVWC is a notfor-profit charitable organization and coalition working to promote healthy watersheds in the Fraser Valley by facilitating understanding and action in local communities. Pair sentenced in fraud case Two local men who defrauded the government of $10 million in GST refunds were sentenced to jail terms on Tuesday in B.C. Supreme Court in New Westminster. Sikander Bath, 57, of Mission received a sentence of four and a half years after previously being convicted of six counts of fraud over $5,000. Manjit Khangura, 41, of Abbotsford, received a three-year term for three counts of fraud. The two men were originally each charged with 20 counts of fraud and two counts of money laundering. They were found guilty in December of some of those charges during their trial. A third man, Paramjit Gill, 55, previously pleaded guilty to three fraud offences and was sentenced in February to two years less a day in prison after agreeing to testify for the Crown. The Crown had alleged that Khangura and Bath created 20 false

companies purporting to export lumber, shake and shingle products between 1994 and 1997 and fraudulently claimed GST refunds of between $400,000 and $2.4 million each. The judge ruled that 13 of those companies were proved by the Crown to be shams, while there was not enough proof that the other seven were also false. Gill testified at the trial for Bath and Khangura that he signed incorporation documents and opened bank accounts for three of the false companies — Meadow Forest Products Ltd., Terminal Shake Ltd. and West Bay Shake Ltd. — as well as conducted numerous banking transactions. In exchange, he received a percentage of the GST refunds, amounting to about $400,000 in total. He testified that he did not initially know that the companies were false or that the money was being fraudulently claimed.

New licence allows alcohol to be served at movies BY TOM FLETCHER Black Press

The B.C. government has created a new liquor licence that allows theatres to serve alcohol during movie showings. Rich Coleman, the cabinet minister responsible for B.C. liquor and gambling policy, says the change will get rid of red tape for theatres that could get a licence to serve alcohol for live events, but couldn’t show movies in the same place. The new licence will allow theatres to serve drinks in the lobby, but patrons won’t be able to take drinks to their movie seat unless the room is adults-only. Coleman said unlike the stands at a hockey game or out in a well-lit lobby, it’s difficult for operators to see if minors are sneaking drinks in a dark theatre. A multiplex cinema now has the option of designating one theatre for adults only and serving drinks, an approach that has caught on in other jurisdictions along with larger seats and tables. The licence would also cover an adults-only lounge adjacent to the theatre. Other theatres that have live shows will be able to take part in film festivals without having to close their bar

or apply for a new licence. “People are trying to save the older theatres, where it’s just a singlescreen operation, and trying to have two types of business in order to basically survive and make those older traditional heritage-type theatres work,” Coleman said. Ontario, Alberta and Manitoba already have similar licences for movie theatres. Jeremy Bator, president of the Motion Picture Theatre Association of B.C., praised the move. “These changes will have a positive impact on so many levels, including increased jobs, a better guest experience and a more level playing field in the increasingly competitive landscape of entertainment in Canada,” Bator said. Matthew Gibbons, president of the Vogue Theatre in Vancouver, said his heritage theatre is now mainly a live performance venue, and the new licence will make it easier to take part in the annual Vancouver International Film Festival.

Archives seeking song recording from 1987 The Mission Community Archives is looking for a song recording from 1987. The local organization is currently working on an exhibit to mark the

25th anniversary of the Rick Hansen Man In Motion Tour, which will feature photographs from The Mission City Record and photographer, Noel Hall from 1987.

On May 21, 1987, Mission gave Rick a hero’s welcome at a reception held at the Leisure Centre. The program included the performance of a song by students at Cedar Valley El-

RUSKIN DAM AND POWERHOUSE UPGRADE PROJECT ROAD AND RECREATION CLOSURES The British Columbia Utilities Commission (BCUC) has given BC Hydro the green light to proceed with upgrades to the Ruskin Powerhouse and Dam that will improve the seismic safety and reliability of the 82-year-old facility. The decision means BC Hydro may now begin construction on this important project. Folk music guitarist brings ‘it’ to Mission Some say he was born into it, some that he was born with it, while others claim he has earned it. With one foot planted firmly in folk music’s traditional roots and the other reaching into its dynamic future, Nathan Rogers isn’t entirely sure what “it” is. Whatever it may be, Nathan has the ability to turn the folk world on its ears. “I watched Nathan perform to a full house at the Tønder Festival in Denmark last year, a short month after playing the Mission Festival,” says Mission Folk Music Festival artistic director

Francis Xavier. “The audience wouldn’t let him go, they loved him and clapped in powerful unison after every song, something I’ve never encountered before.” Rogers’ performance style leaves audiences wondering where the rest of the band is hiding. Singing, chanting, playing the guitar and stomping, he fills any stage with magnificent powerfully clear lyrics and arrangements. Described by fans as intelligent and witty, Nathan can move grown men and women to tears with his sound and conviction.

Spring workshop for Mission artists The Mission Artists Association is holding a spring workshop on Saturday, April 21 from 9:30 a.m. to 3 p.m. at Heritage Park Place Clubhouse, 33751 Seventh Ave. Whether you’re a beginning watercolorist, experienced in oils or experimenting in pastels, the Mission Artists Association can offer a venue to show your work, learn a new medium, or become proficient in your old one. Adult tutoring program is learner-centred BY TARA FORMAN Contributor

his year marks Mission Literacy in Motion’s 20th anniversary. We began in 1992 as Mission Literacy Association, and have been a volunteer-driven organization for most of our existence. Only in the past few years have we been able to secure funding to pay staff salaries, which has allowed us to expand our programs in order to offer services that meet the unique learning and literacy needs within the community. Here are the programs currently in operation: Adult Tutoring One of our largest volunteer-driven initiatives is the adult tutoring program. Through this we pair learners with a volunteer tutor to

work on learner-identified literacy goals by meeting once a week for one to two hours in the community (usually, the library). The strength of this program is that it is learner-centred and provides flexibility to accommodate learners from diverse backgrounds, including adults who are English as a Second Language (ESL) learners, those looking to upgrade education or pursue job opportunities, and adults with developmental delays. Free training is provided for tutors, who gain experience in helping other adults to improve their skills in reading, writing, math, computers and English. Some of the volunteer tutors have found that small group settings are effective for promoting confidence in the learner — one of our dedicated and talented vol-

unteers named Francis has taken on a number of learners who work at the seniors home where she resides, and shared that one technique she prefers is asking the learners to evaluate and support each

other by providing feedback on their listening and speaking skills. Reading Buddies Children in Grades 1-4 are matched with a youth

or adult volunteer and meet once a week for an hour. The program provides extra support for the Little Buddies through fun and engaging activities that promote a love of reading and foster skills to help children succeed in school. This program features almost 45 volunteers at the moment. We also offer a Homework Club program, which runs Monday at Mission Central and Thursday at West Heights. This program is run by an energetic and warmhearted volunteer named Brigid who provides support with any school subject for elementary school children and their parents. n recognition of National Volunteer Week, ICBC is thanking the 190 volunteers in Mission, Abbotsford, Hope and Boston Bar for their continued support in making the communities safer for everyone. Throughout the Lower Mainland, over 2,200 volunteers spent approximately 100,000 hours delivering road safety programs in 2011. “These volunteers care passionately about the safety of their neighbourhoods,” said Jill Blacklock, ICBC road safety manager. “They work tirelessly to help make Abbotsford, Mission, Hope and Boston Bar roads safer for everyone. On behalf of all our customers and everyone at ICBC, thank you. You are truly making a difference.” In 2011, Speed Watch program volunteers in the local area contributed more than 650

hours to help reduce speed-related crashes in their communities. Volunteers use radar and speed-reader boards supplied by ICBC to show drivers how fast they’re actually traveling. Research shows that it works — over 70 per cent of drivers traveling 10 km/h over the speed limit slow down when they see a speed-reader board. In 2011, Lock Out Auto Crime program volunteers handed out more than 6,900 notices resembling parking tickets onto the windshields of vehicles, many with valuables in sight, offering common sense tips to the owners to protect them from becoming the victim of auto crime. After successfully developing and operating The Cedars, MASH is now developing Cedar Valley Manor, a life lease for independent seniors. Cedar Valley Manor has been purposely designed for seniors in Mission who want to downsize but who are also looking for a warm and supportive community where life is simple. As Judith Ray, the President of MASH says: “Residents can live maintenance free at Cedar Valley Manor. Here they will be able to carry on living in the community they love without having to worry about the yard, snow removal, and the upkeep of their house. And as a Life Lease,” she continues “Mission seniors will have their financial interests secured and looked after as well.” Many people have been wondering about the “Life Lease” model used at Cedar Valley Manor, and as explained by Kate Mancer, Director of Cedar Valley Manor: “Life Lease is a form of tenure perfectly suited to seniors. It allows them

to securely use the equity built up after years of home ownership and provides a wonderful sense of community.” In a Life Lease the resident pays an upfront cost, or “entrance fee,” which is used to pay for the construction of the building, plus a monthly fee which includes general building upkeep and replacement reserves. Taxes are extra but life lease residents qualify for the Homeowner Grant. Canadians are living longer and costs for the Old Age Security (OAS) are rising. On April 1, 2023 the Government of Canada plans to start raising the age of eligibility for OAS and the Guaranteed Income Supplement (GIS) from 65 to 67.*

Rick Hansen medal bearer Help needed for July 1 ready to relay for Mission The District is gearing up to celebrate the Rick Hansen 25th Anniversary Relay which will be coming through Mission on Wednesday, May 16. The Relay began on Aug. 24, 2011 in Newfoundland and is retracing the Canadian segment of the original Man in Motion Tour, but this time one man in motion is represented and celebrated by many in motion; engaging 7,000 participants from across Canada who have made a difference in the lives of others. They each have the honour of carrying a

special medal made by the Canadian Mint to honour and celebrate Rick’s accomplishments and vision. Earlier this year Council selected local resident, Doug Pearson to be Mission’s official medal bearer for the event. Doug, nominated by the Mission Senior’s Centre Association, has given back to the community through volunteering with numerous sports, recreation and agricultural organizations for over 30 years. The Abbotsford/Mission Water & Sewer Commission (AMWSC) is hosting a series of public meetings to engage residents in a discussion about our water system and our water conservation goals. Meetings are open to all residents of Abbotsford and Mission. AMWSC members and staff will be available to answer questions and engage in a dialogue on our water source options and water conservation programs. Residents are encouraged to attend and offer their opinions and feedback.

Be aware of bears now that spring is here

It’s around this time of year that bears are coming out of hibernation. They’ve fasted all winter and are now on the lookout for food. Unfortunately, for the last two years,

Mission has seen an increased occurrence of bears looking for food in residential areas, because often, they find it in people’s garbage or compost. Once they find a meal, they will be back for

seconds, and they will teach their cubs what they know. Bears are only doing what comes naturally to them. It is up to us to keep them in the wild and not lure them into our backyard.

It’s the bears that are ultimately paying the price. Last year, seven bears were shot by provincial conservation officers, because they were perceived as a threat – almost all of them in our more

DISTRICT OF MISSION OFFICIAL COMMUNITY PLAN AMENDING BYLAW 5283-20124052(22) (R10-24 – District of Mission Development Corporation)

3. DISTRICT OF MISSION ZONING AMENDING BYLAW 5282-2012-5050(74) (R12-009 – District of Mission) This bylaw proposes to amend the text of District of Mission Zoning Bylaw 5050-2009 by: (a)

deleting Section 108 Environmental Protection in its entirety and replacing it with the new Section 108 Environmental Protection that directs the provincially legislated Riparian Areas Regulation to be applied to all development properties with the exception of development properties in Cedar Valley; and

(b)

deleting schedule C, which is the map that identifies the Silverdale Urban Reserve Area, in its entirety.

This bylaw proposes to amend District of Mission Official Community Plan 4052-2008 for the following legally described property: Parcel Identifier: 025-742-221 Lot 103 Section 28 Township 17 New Westminster District Plan BCP7108 from (1) Urban Residential to Parks, Recreation and Open Space; and (2) from Urban Residential to Townhouse.

The purpose of the proposed amendment is to implement Riparian Areas Regulation within District of Mission, with the exception of Cedar Valley.

The subject property is 8742 Cedar Street and the location and portions being re-designated are shown on the following maps:

4. DISTRICT OF MISSION ZONING AMENDING BYLAW 5285-2012-5050(76) (R12-011-Van Mar Constructors) This bylaw proposes to amend the text of Comprehensive Development 26 (CD26) zone in District of Mission Zoning Bylaw 5050-2009 by

amending Section 1266 Part G. Floor Space (1) by increasing the floor space ratio from 0.5 to 0.7;

deleting “Section 1226 Part C. Lot Area (2), Notwithstanding Section 1266, Part C.1 where a Lot contains an Undevelopable Area, that area shall not be included in the calculation of minimum Lot Area” in its entirety;

deleting “Section 1226 Part C Lot (3) Notwithstanding Section 1226, Part C.1 and C2, where a Lot contains natural slopes greater than or equal to 33%, that sloped area shall not be included in the calculation of minimum Lot Area” in its entirety; and

deleting “Section 1226 Part E. Setbacks (2). Notwithstanding Section 1226 Part E. 1 all Buildings shall be sited a minimum of 6.0 metres (19.7 ft.) from all Undevelopable Areas as defined in the Bylaw” in its entirety.

The purpose is to increase the floor space ratio and to remove those sections of the bylaw that are no longer relevant following geotechnical consultation.

The purpose of the proposed amendment is to facilitate the subdivision of the property into two parcels (i.e. one municipally owned retention pond and one developable parcel). 2. DISTRICT OF MISSION ZONING AMENDING BYLAW 5284-2012-5050(75) (R10-024 District of Mission Development Corporation) This bylaw proposes to amend District of Mission Zoning Bylaw 5050-2009 by amending the zoning on a portion of the following legally described property: Parcel Identifier: 025-742-221 Lot 103 Section 28 Township 17 New Westminster District Plan BCP7108 from Suburban 36 (S36) zone to Institutional Parks, Recreation and Civic (IPRC) zone The location of the subject property is 8742 Cedar Street and the portion being rezoned is shown on the following map.

Friends of

After a brief battle with cancer, with family by her side, Lorraine started her new journey in life. Her memory will be cherished forever by her best friend and husband Casey (Ken), her daughters Carol bcclassified.com MacDonald (Jamie), Sherri Rothwell, Karen Gartner (Jesse), Marlene Funk (Len), seven grandchildren, her sisters Jean Cummings and June Horne (Wayne), her nieces and nephews, as well as numerous friends. Lorraine was predeceased by her parents, Victor and Alberta Bannister. Lorraine was born in Sydney, NS. She married the love of her life, Casey and moved to Winnipeg, MB where she and Casey raised their family. In 1988 they moved to Abbotsford, BC where they have continued to live. She retired in 2005 but retirement didn’t last long. She spent the remainder of her years volunteering at Northview Community Church assisting in the kitchen and reception. Lorraine was most happy when she was serving others. We will miss Lorraine’s incredible humour, generosity and caring spirit. The family extends their heartfelt thanks to the Cascades Hospice Center. A memorial service will be held on Thursday, April 19, 2012 at 11:30 am at the Northview Community Church.

Passed away in Nanaimo Hospital, April 3rd, 2012. Predeceased by his parents, Hugh & Ivy Grant, brother Cameron, October 28, 2011. Survived by his wife Hazel, sister Marjorie, Pauline, Eileen (Bert). Daughters Diane, Bridgette (Brad), sister-in-law Della, grandchildren, great grandchildren, neices and nephews. Walter was born in Abbotsford on December 6th, 1934, where he received all his schooling. After graduating from Philip Sheffield High school in 1953 he joined a team of surveyors working on the Fraser Canyon roadway, he then worked at Pacific Mill plant, where earlier years his mother and father had also been employed. From there he enrolled in a Mechanical Engineering Course in Vancouver. Upon completion of his course he join BC Ferries retiring to his home in Lantzville several years ago. He will be remembered for his quiet manner, his subtle sense of humour, love of his family and home and garden. No service by request.

Wilma Gebbinck, 87 years old of Abbotsford, BC, loving wife, mother, grandmother and great grandmother passed away suddenly on Easter Sunday April 8, 2012. Born and raised in Utrecht Holland, where Wilma cared for children with disabilities, she later married Ted (Teddy Bear - deceased) and raised their son Tom until 1958 when they immigrated to Canada. Wilma worked for many years at the Ebenezer Home in Abbotsford. She loved to have family picnics at Cultus and Harrison Lake, sun tanning in her back yard and listening to music. Wilma was an amazing cook, (famous for her Pineapple Delight, Chocolate Cream Puffs, Chicken Noodle Soup, and her SECRET! candy drawer), devoted Christian, and she enjoyed knitting / crocheting countless blankets, slippers and sweaters for her family members. In her later years she had the fortune of sleeping in and getting breakfast in bed every morning by her loving husband. Wilma will be sadly missed by far too many family members and friends to mention. Many thanks to all the Special Ladies at Bevan Lodge. Survived by her son Tom; grandchildren Pauline, Elena, Darrin and Duane; greatgrandchildren Bryce, Jordan, Connor, Daniel, Hayden, Vanessa and Rebecca; sister Gretha and many nieces and nephews. A memorial service will be held on Sunday April 22, 2012, at 2:00 pm at the Bethal Reformed Church, 3620 Gladwin Road. Refreshments to follow.

George William (Bill) Harris was born April 19, 1921 in Winnipeg, Manitoba to Alfred and Ellen Kate Harris. He entered into rest at Dr. Stewart Pavilion, Mission, on April 12, 2012. He was predeceased by his parents and five siblings, his son Alan Brent (1958), and his wife Norma Margaret (1992). He his survived by his daughters, Geraldine Mapstone (Larry) and Carol Anne Baerg (Jason), grandchildren Carson and Dallas Baerg, nieces and nephews, and many friends. No service as per his request. LINEKER Randal James July 28, 1962 - April 15, 2012 Resident of Mission, B.C. After a courageous eight month battle with cancer Randy passed away peacefully early Sunday morning at Abbotsford Regional Hospital. Randy was born in Port Arthur, Ontario and raised in Gibsons, B.C. He graduated from Elphinstone Secondary and also from BCIT with honors. Randy spent 22 years working for FedEx where he was universally loved by his fellow employees and his clients, Randy was more than a driver he was the resident FedEx goodwill ambassador! He was one of four children born to Marion Lineker and the late Raymond Lineker. Randy is survived by his mother Marion; loving wife Melissa; sons Brodie and Dylan; brothers Brent (Vicki), Larry (Bonita), and Cameron (Stephany); and nieces and nephews Mandi, Jordan, Courtney, Bryce, Tessa, Crosby, and Renny. Randy touched all who knew him with the kindness and thankfulness that marked his life. He was an amazing husband, dad, son, brother, uncle, and friend. He loved sports especially playing rugby as an accomplished player. He loved his food especially when Scott made chicken wings. Randy was everybody’s favorite uncle. He was often referred to as the uncle who really knew how to play. Randy’s qualities are endless. He left a mark on all who he has touched. Randy lived every day with honesty and integrity. A special thank you to all the nurses and staff at the palliative care unit at Abbotsford Regional Hospital and especially to Randy’s best friend Scott who was with him every step of the way. Viewing will be held at Bakerview Community Crematorium & Celebration Center 34863 Cemetery Ave, Mission BC on Friday April 20th from 6:00-8:00 pm. Memorial service will be held at Bakerview Community Crematorium & Celebration Center on Saturday April 21, 2012 at 2:00 pm. It is with great sorrow that we announce the passing of Gladys (Delle) Zanatta. Gladys was born in Otter, BC. Her family moved to Vancouver when she was a small child. Her happy memories were growing up in a family of five active girls overseen by a gentle Italian father (Giovanni Stefani) and a strong Italian mother (Saretta Trevisiol Stefani). The neighborhood at Princess and Prior was their home from Benny’s Market, to Strathcona School, to Sacred Heart Church. She married her childhood sweetheart, Guilio Zanatta in 1939 and they had many happy years together. She worked as the bookkeeper in the family owned Forum Motors on Hastings and Slocan Streets. In 1958 they built a home at Deer Lake in Burnaby. That home was a source of great joy to Gladys. Unfortunately, Guilio passed away in 1968 and over the years she had the sad experience of also losing her four beloved sisters, Annie Zanatta - 1977, Angie McNeil - 1996, Mary Durante 2001 and Elma Pastro - 2007. In 2002 she moved to Abbotsford to live with her nephew, John and his wife Kathryn. She was surrounded by many nieces and nephews who fondly called her Aunty Day. She particularly enjoyed each new generation of babies and took great pleasure in family gatherings. Special thanks to her kind companions, Shirley, Amalia and Irene who were faithful in their devotion. She passed away peacefully on April 11, 2012 with family constantly at her side in her final days. A Prayer Service will be held on Sunday, April 22, 2012 at 4:00 pm at St. Ann’s Roman Catholic Church, 33333 Mayfair Avenue, Abbotsford, BC. A Funeral Mass will be held on Monday, April 23, 2012 at 11:00 am at St. Ann’s Roman Catholic Church. Donations may be made to BC Children’s Hospital.
