Mission’s mayor will be introducing legislation to scrap the Public Safety Inspection Team (PSIT) by year’s end. The district isn’t using the bylaw and it’s just sitting in the books, Mayor Ted Adlem explained. “There is no PSIT team now, nor will there ever be one under my watch,” he added. The PSIT bylaw has been contentious since its 2008 inception. The bylaw was created to address concerns regarding clandestine drug labs and marijuana grow operations, allowing the district to penalize property owners whose homes are found to be altered to produce illegal drugs, like marijuana and methamphetamine. The team visited homes based on data from BC Hydro indicating unusually high power consumption. Property owners whose homes were suspected of housing illegal substances
were charged $4,900 for the inspection and a $300 administration fee. Additional remediation inspections were $250. The team was put on hold indefinitely in January 2011 and every file, except for ones initiated by police, is being reviewed. The review won’t be completed by the end of the year, said Adlem, who notes it is being worked on weekly. Adlem is hopeful council can address the problems surrounding medical marijuana grow operations before the PSIT bylaw is gone for good. The federal government has legalized marijuana through a medicinal use, but has downloaded the associated problems to local governments, explained Adlem. It’s a safety issue, according to the mayor. Businesses in Mission are inspected on a regular basis, and Adlem says his restaurant is subject to checks twice a year. Fire and safety inspectors should inspect a building where marijuana is being grown, he reasoned. “I don’t care if you grow marijuana, just make sure it’s done properly,” said Adlem. “We have every right to expect every home is safe.”

Homicide investigators have identified the woman found dead in her mobile home Thursday afternoon. Muriel Anne Elaine Monk, 47, is believed to be the victim of foul play, according to Sgt. Jennifer Pound of the RCMP’s Integrated Homicide Investigation Team (IHIT). An autopsy to conclusively determine the cause of death was scheduled for Tuesday, she said. Seasonal shutdown of Stave Falls Visitor Centre draws mayor’s ire BY CAROL AUN Mission Record
BC Hydro has closed the Power House at Stave Falls Visitor Centre for the season. And while the move will save $300,000, it has garnered criticism from Mission’s mayor. “It’s one of our premiere attractions,” said Mayor Ted Adlem. “BC Hydro has an obligation to keep it open.” In the past, the Power House operated on reduced hours during fall and winter, and the move to close it completely for seven months serves to, “better reflect seasonal demand and allow BC Hydro to improve the quality of experience for visitors,” says BC Hydro spokesperson Simi Heer. “The new schedule was adopted after we conducted an analysis of the number of visitors at the centre at different times of the year,” said Heer. “We see a significant drop in the number of visitors over the fall and winter.” From April 2011 to March 2012, there were 15,120 visitors, and 6,147 of those visits were during the off-season (October to April). The facility will be used for BC Hydro staff meetings and training sessions when it’s closed to the public, and there will continue to be security and maintenance checks. BC Hydro said it will accommodate school and group bookings with extended hours, as required, when the site is open from April to June. The move also allows the company to include new interactive experiences, upgrade the theatre and add a virtual experience showing how

Gag law struck down
At least one of the election gag laws has been thrown out. The B.C. Court of Appeal has decided that an attempt by the provincial government to control free speech in the period before a provincial election isn’t constitutional. This after the government tried several times to restrict how much money third parties can spend in the 60-day window before an election campaign officially begins. An attempt by Victoria to cut that down to 40 days didn’t work either. Governments and political parties have interfered in the election process far too much. Elections are not the property of politicians — they are the property of citizens. They are the one chance that citizens have to determine who is in power, what policies will be brought in and what changes can be worked towards. Yet at the federal and provincial level, election spending has been restricted for years. Not only are individual candidates restricted in their spending, which does at least level the playing field a bit, but individuals, businesses, unions and interest groups have severe restrictions on how much they can spend to send messages to voters. This is what the province was trying to do in the pre-election period — mainly to cut off messages from anti-government groups. Individuals, organizations and businesses should have every right to spend money before and during campaigns. It’s good that the Court of Appeal has struck down restrictions during the pre-election period. It would be nice if a court would strike down the restrictions which apply during federal and provincial elections as well. The only purpose they serve is to keep the election process dominated by political parties, and to severely restrict the rights of citizens during what should be a free-ranging debate. - Langley Times

Skills training ‘our mission,’ Dix declares
M
y column on skills training a couple of weeks ago gave short shrift to the NDP position: tax the banks and hand out grants for women’s studies, sociology and other worthless pursuits, while skilled jobs go begging. That’s a pretty crude caricature, so I sat down with NDP leader Adrian Dix in his legislature office last week to get a better sense of his thinking on the subject. Dix has been devoting a lot of time lately to skills training, in trades particularly. He meets frequently with business people now, and his recent speeches emphasize that every one of them talks about the growing shortage of skilled employees. Dix credits Premier Christy Clark and jobs minister Pat Bell with making some good moves recently, announcing equipment upgrades for vocational programs around the province. He says it’s because the NDP have been “pounding away at them for eight months” about freezing advanced education spending in their March budget. Dix calls that a crucial mistake and predicts the government

will reverse it soon. “So I think, if we’re going to have a mission for four years as a government, if we’re elected, this is the mission: to start to address the skills shortage,” he told me. In his speech to the recent municipal convention, and again at an NDP provincial council meeting, Dix zeroed in on B.C.’s apprenticeship system. Since the BC Liberals took it from trade unions and set up a Crown corporation called the Industry Training Authority in 2004, the completion rate for apprentices has fallen to 37 per cent, he said. To Dix assured me he isn’t proposing to “blow up” the ITA, or hand control back to unions. They will have “a voice,” along with business. Speaking to the NDP executive, Dix referred to Phil Hochstein, president of the non-union Independent Contractors and Businesses’ Association, as the symbol of trades training decline. Not
surprisingly, Hochstein has a different take. The 37 per cent figure is misleading, Hochstein said, because under the ITA there are currently 32,000 apprentices in the system, twice as many as when it was union controlled. Many drop out in the first year, and Alberta claims a better completion rate because they don’t start counting until the second year. And when Dix touts Alberta’s “mandatory” trade system, Hochstein said he means returning to a system where all work is restricted to journeymen or registered apprentices m of that trade. “What it does is impose union jurisdiction on the training system of the entire construction industry,” Hochstein said. “So multiskilling, multi-tasking, organizing the work in the most efficient way is blown out of the water, and it’s stuck in the old craft system of training.” The marketplace has

spoken on that restrictive system, he said, and unionized construction is down to about five per cent of the market, based on payroll. Hochstein said the NDP talks a great game about getting more young people into trades. But when unions have the upper hand, they will always favour seniority. A quota of two apprentices per journeyman means another one can’t be hired. Dix agreed with me that the public school system has over-emphasized university, to the detriment of not just industrial trades but lab techs, chefs and other skilled workers that are in short supply. As B.C. Federation of Labour president Jim Sinclair recently noted, tradesmen themselves often don’t encourage their kids, because they’ve been told all their lives that they are “tool monkeys” in a dead-end job. YOUR VIEWS Bicycles should be issued licence plates Editor, The Record: My small dog and I were recently walking at Fraser River Heritage Park. We had stopped near the stage and the bell tower. My leashed dog was smelling the grass as usual. Suddenly, a man on a bicycle came speeding around the corner. A young girl was on a bike behind the man and a large off-leash dog was running fast on the right side of the man. The next thing I knew I was on the ground with the big dog looking at me. Saliva was coming out of the dog’s mouth. I had automatically grabbed my little dog and held him to my chest with both arms afraid that the big dog might attack him. I hurt my hip, shoulder, wrist and hand. There was another man
nearby who witnessed the accident and yelled at the man on the bicycle about how he should have his dog on a leash. The young girl leashed the dog and they left. I sat on the ground for a while, stunned. No one offered to help me get up. So I got up and limped away, almost in tears. The witness who was nearby, asked if I was OK. I was too traumatized to speak. I am a 72-year-old woman who has in the past, enjoyed taking my little, leashed dog to the park. However, now I am afraid and am constantly looking behind me to see if there is danger. If cyclists are to be allowed in the park, they should at least not be allowed to speed. Their dogs must be leashed. Disrespectful cyclists

This danger to seniors’ safety was brought up at the September meeting of the Mission Seniors Advisory Committee. I was advised to contact the RCMP. I have tried to do this but was told that such a crime must be reported immediately. To all seniors, please report any aggression towards you immediately, either by calling 911 or the Mission RCMP at 604-826-7161. Who’s our mayor and council? Editor, The Record: Re: Council gives in principle approval to new hires, Sept. 20 edition. Aren’t we watching our pennies, or is that just spin? I noticed that our latest Leisure Guide was in full colour, with upgraded paper and binding. I’ll bet it cost more than its predecessor. I never seen any communication from the mayor or council about the happening in Mission. Maybe that was the Bear Aware coordinator’s job; we do have those catchy bear signs. white constituents’ letter, telling me what’s going on and asking for my feedback. Geez, I know who he is, but I don’t know who our district councillors are and haven’t a clue about what they’re doing or whether they even care about what I think. Hayden nominated for male athlete of the year Mission swimmer Brent Hayden is a finalist for male athlete of the year at the 40th Canadian Sport Awards. Hayden tasted Olympic glory
in August, winning bronze in the 100-metre freestyle at the Summer Games in London. Clocking in at 47.80 seconds, the former Mission

Hemeon UFV’s alumni winner Typically, awards recognize a major strength of the individual receiving them. The winner of this year’s Distinguished Alumni award from the University of the Fraser Valley is being lauded for multiple strengths. George Hemeon, a former Mission resident, is being honoured for both his career achievements and his artistic merit. Hemeon has accomplished a lot in the past decade. The former landscaper earned his bachelor of arts degree from UFV in 2004, majoring in criminal justice and minoring in applied ethics and political philosophy. During his time at UFV he studied the theories of politics and public policy, but also put them into practice by serving on the Student Union Society and the universitycollege council. His experiences at UFV, along with some encouragement from his professors, led to a move across the country to earn a master of public administration from Halifax’s Dalhousie University. Currently a senior aboriginal advisor for TransCanada Corporation in Calgary, Hemeon has also been senior procurement advisor for BC Hydro, where he took a lead role in implementing BC Hydro’s aboriginal procurement policy and strategy. He’s playing a similar role at TransCanada. “I’m still in a position where I can influence positive change in aboriginal communities by opening up economic opportunities for them.” His former criminology professor Darryl Plecas has high praise for Hemeon. “George has a leadership style that strives toward consensus, mutually positive outcomes, and sustainable action.” While building a career in administration and aboriginal affairs, Hemeon has concurrently been developing as an artist, gaining growing acclaim as an aboriginal carver. While working as a teaching assistant with

a special focus on aboriginal curriculum for the Abbotsford school district, he dug out some carving tools and learned along with the students. He had tried carving earlier in his life, but didn’t have the patience for it then. Now he has exhibited and/or worked on carving projects in Japan,
at the Vancouver 2010 Olympic Games, and in Mission. During the Olympics he and his sons carved a Salish spindle whorl at BC Hydro’s Powersmart Village. “I am fortunate to have had the opportunity to watch George develop into a highly skilled, exceptionally talented and respected Salish carver in a short period of time,” said Nancy Arcand, executive director of the Mission Arts Council. Like many of his generation, Hemeon, whose mother is aboriginal, grew up without much knowledge of his culture and history. “During my time at UFV, I started to learn about the relationship between the First Nations and the Crown, and I began to appreciate our history. I was interested, and began
looking into the Supreme Court of Canada decisions addressing aboriginal rights and title. Then, when I was working as an aboriginal teaching assistant, I began to connect with aboriginal colleagues and Sto:lo culture.” Although Hemeon’s award recognizes his career and artistic achievements, he also used the occasion to reflect on the good fortune he’s had along the way and the support he’s received from his wife Teresa and sons Harrison and Garrett. The Distinguished Alumni Award was established by the UFV Alumni Association to recognize an alumnus of UFV who has achieved outstanding distinction in career, educational achievement, or community service.

Canadian history. Consumers unsure if beef they have is affected are urged by the CFIA to check with their local retailer or throw it out. E.coli-contaminated food may not look or smell spoiled but can cause serious illness – including seizures, strokes or kidney damage – as well as or death in severe cases. Symptoms include severe abdominal pain and bloody diarrhea. CFIA officials shut down the XL Foods plant and say it won’t reopen until a range of corrective actions are taken. The CFIA said the intricate web of food distri-
bution systems allowed wide distribution of the recalled beef. Some went from XL to other distributors where it was processed further before going to retailers. Some small retailers and meat markets also repackaged the XL beef, leaving it unlabelled or unbranded and more difficult to identify as recalled. E.coli was first identified in beef trimmings from XL on Sept. 4 but the CFIA did not declare an immediate recall because it wasn’t thought to have reached the marketplace. The first public alerts weren’t issued until Sept. 16.

Mission Fire/Rescue is teaming up with NFPA during Fire Prevention Week (Oct. 7-13) to urge residents to have two ways out. This year’s theme focuses on the importance of fire escape planning and practice. Mission Fire/Rescue recommends the following tips for planning your family’s escape: • Make a map of your home. Mark a door and a window that can be used to get out of every room. • Choose a meeting place outside in front of your home. Draw a picture of your outside meeting place on your escape plan. • Write the emergency telephone number for the fire department on your escape plan. • Sound the smoke alarm and practice your escape drill with everyone living in your home. • Keep your escape plan on the refrigerator and practice the drill twice a year or whenever anyone in your home celebrates a birthday.

ONTS season opens with Blithe Spirit Opening Nite Theatre Society is opening its sixth season with Blithe Spirit, one Noel Coward’s best known works. This season opener is a refreshingly hilarious take on life, love, and the problems of coming back from the afterlife. When Charles Condomine and his wife Ruth host a dinner party and invite the local wacky medium, they expect to be entertained and amused. Instead they end up haunted. This improbable farce stars local actors Brent Boutilier and Kathy Yewell as Charles and Ruth Condomine, and features Cara Thomson as Elvira and newcomer Norma Rushton as the loopy and mercurial medium Madame Arcati. Blithe Spirit opens Oct. 19 and runs Fridays and Saturdays at 8 p.m. and Sundays at 2 p.m. until Nov. 19. Tickets are $12 each and available at Murdoch’s Book Shoppe on First Avenue or at the door. Enduring Suffering One can endure almost anything, so long as it isn’t meaningless. By the very nature of our finite existence, we are going to suffer. All God’s creatures will suffer sickness or injury, and ultimately death, but that does not make life meaningless. Suffering can be made sacred by identifying our suffering with the suffering and death of Christ, which gives our suffering cosmic significance. Another way in which one can make one’s suffering meaningful is by envisioning it as a trial. It may be a cliché to say that suffering produces character, but that doesn’t make it less true. We all must find our own way to make our suffering meaningful. Sometimes the suffering is just the tedium of our jobs, and even mindnumbing boredom can be an opportunity to find meaning via mindfulness. Other times the suffering is physical pain or discomfort, and the challenge is to figure out how to view our pain or discomfort in such a way that it can be handled with equanimity. Perhaps the hardest suffering to endure is mental or emotional suffering. Anxiety and depression can literally be too much for many people to endure, and so it is vital to ask for help, and sometimes that is the meaning in suffering: that we are finite, limited creatures who are quite often helpless in the face of horrible pain and that we must be ready and willing to reach out for help. distance from each other. One person’s bad habits can create problems for a whole neighbourhood. Bears that have become habituated to human smells and garbage are a hazard and are often destroyed. Help them out by not luring them into close contact with humans. To avoid unwanted encounters with bears, store your garbage in a bear-resistant garbage container in a secure building. Do not put out your garbage and compost materials until the morning of collection. Pick up fallen fruit promptly and feed your pets indoors. Even bird feeders can attract a hungry bear, so remove them between April and November and stretch piano wire at least three metres off the ground to hang them in the winter. Did you know that the smell of petroleum also attracts bears? Ensure that all rubber, tarpaper, paint, turpentine, kerosene and charcoal fluids are put away and keep barbecues clean. If you have a backyard composter, add only small amounts of fruit and vegetable scraps at a time and
immediately mix them in with the compost. Sprinkling garden lime on compost speeds up the decomposition process and decreases odours. Never put dairy products, bread or meat in your backyard composter. Always make ample noise if you are in an area where bears can be expected. With enough notice, most bears will leave the area to avoid conflict. If you do encounter a bear, stay calm and speak to it in a calm, firm voice to let him know you are a person. A mother with cubs may “bluff” charge at you, if she perceives you as a threat to her young, but will likely stop short of actual contact. If this happens, back away slowly, continuing to talk to the bear. If a black bear actually attacks you, fight back. Carrying bear spray is a good idea, but can only serve as a last resort in case of actual conflict. Prevention is by far the best strategy. Please do your part. Review some safety tips before going out on Halloween night Halloween is a fun time for kids, but it is also an important time to be extra vigilant for possible safety hazards so that your children have a fun and safe Halloween. Some tips to make Halloween safe include:
Costume safety • Choose a costume made of flame retardant material; • Costumes should be short enough so that they don’t drag on the ground and cause your child to trip and fall. Shoes should fit well — no oversized high heels; • For good visibility, add some reflective tape to the costume or bag your child is using to carry candy, or make/ choose a costume made of bright material that is visible in the dark. It’s
not uncommon for some children to ride their bikes, roller blades, or skateboards from house to house. Some children can travel at high speeds on these things and before you know it, they can be right on top of you; • Masks should fit securely and allow your child to see well and not hinder visibility; • If using face paint, make sure it is nontoxic and hypoallergenic; • Knives, swords and other props should be made of a flexible material, so that they don’t pose a hazard if fallen on.

Fireworks are dangerous and illegal in the district With Halloween approaching, the District of Mission reminds everyone that selling or using fireworks in the municipality is illegal. In our community, the only people allowed to use fireworks are those who have received a permit at the Municipal Hall. Permits are only issued to someone holding a current “Fireworks Supervisor” certificate, issued by Federal Energies, Mines and Resources department. Many people regard the use of fireworks as a harmless bit of fun, and used in the correct way they can be an exciting and colourful display. As with most things, the problems occur when they are not used correctly; this can result in serious injury. Setting off fireworks in your
neighbourhood can create problems when the houses are close together and children are out trick or treating. There can be property damage or injury to a person. The chemicals used to manufacture some pyrotechnics can burn at several thousand degrees. These same chemicals make it impossible to douse the fireworks with water — they have to burn themselves out. We urge everyone to play it safe, and to only use fireworks under the supervision of someone who has received a permit and is properly trained in the use of these highly explosive devices. Anyone convicted of using fireworks without a permit may be subject to a fine of up to $1,000.

Ontario trio playing in Mission The second Home Routes concert takes place on Tuesday, Oct. 23 at 7 p.m. My Sweet Patootie, from rural Ontario, will be playing at a special location because the Mission Arts Centre, which usually hosts the shows, will be transformed into a Haunted

She is classically trained, but has a diverse musical background. Young loved to sing when he was a child and is a classically trained tenor. He picked up a guitar in high school and now has the reputation as a talented multi-instrumentalist,
also playing the mandolin and banjo. Earlier this year, percussionist-trumpet player Bradford Nowak joined the duo to complete the band. Tickets to the Oct. 23 show are $20 and available by calling 604-8260029. The show starts at 7 p.m. and there will be limited seating. The concert is being hosted by Mission Arts Council president Ania Kyte. The Home Routes house concert circuits
are made up of 12 houses which the artist tours in 14 days. Each house concert host presents six shows over the course of a year, which runs September to April with a two month break at Christmas and New Years. 3. Your Pricing Strategy Price is a very important factor in your marketing plan; however should not be the sole focus of your plan. Pricing strategies need to be relevant to your value not your competitors only. 4. Your Promotion Strategy Promotion is the activity of informing, persuading, and influencing your customers’ purchase decisions. The type and scope of promotional activities that you need to undertake will depend on what the promotion is intended to do, and what goals and objectives you want to achieve.
The Four Key Components of Your Plan Your marketing plan should describe how you will segment your target market, how you will position your products or services compared to your competition, what your pricing strategy will be, and how you will effectively reach and influence your customers. 1. ctober is Small Business Month and certainly in Mission we have many small businesses to celebrate. Mission is an incubator of businesses, with most business licenses in the area being for organizations of less than five employees and more than 40 per cent being home-based businesses. As the Voice of Business, the Mission Chamber continues to support small business through our advocacy work. One recent success has been municipal council’s approval of Core Service Review recommendations that were supported by the Chamber. Key recommendations included the streamlining of front counter service and web portals for licensing and fee payment. In a broader approach, the Chamber’s collaboration with other Fraser Valley Chambers has led to the adoption of a mobile business license pilot. This will save up to $2,000 in licensing fees for small businesses that work from Surrey to Hope on both sides of the Fraser. To further assist all small businesses, the Chamber continues to provide great seminars to celebrate October. Listening to members’ interest, the team has brought together some fabulous Lunch & Learns on all aspects of marketing. Great partnerships with Prospera Credit Union, Fraser Valley Regional Library and Community Futures North Fraser are providing experts that can give valuable insight to this key business tool. We are also celebrating the best of business in Mission on Oct. 19 at the Business Excellence Awards. It was great to have over 80 nominees in the eight award categories. Congratulations to all those nominated and I hope you will join me at the Gala to celebrate this year’s winners and honor all nominees.

Powerful business tool now available at your local library A re you trying to hunt down new businessto-business clients, source new suppliers or scope out the competition? Fraser Valley Regional Library’s (FVRL) newest online resource, ReferenceCanada, will give your business the edge it needs. This powerful database contains information on 1.5 million Canadian businesses, and is available free online 24/7 to every FVRL member. “Businesses need to be resourceful to grow, and this database will knock your socks off –and it’ll knock the dust off your marketing plan too,” says Diana Marshall,
librarian at FVRL’s Mission Library. Marshall should know–she’s served countless entrepreneurs ravenous for good marketing data in Vancouver Public Library’s Business Division. “ReferenceCanada is the single, most useful tool that businesses, new and established, need to know about.” There are lots of directories available, so what makes this one so special? Malleability. ReferenceCanada can be searched by a wide variety of company characteristics, including the usual phonebook fare like company name and category, but also by more unique characteristics,
such as phone area code, postal code, the number of employees, or sales volume. In addition, the information available about a company can include executive names, web addresses – even an indicator of how long the company has been in business. Why does this matter? It means one company can pull out a list of potential clients in any particular industry and location, another can find a list of comparably sized competitors in their area, and a third company could use it to track down Canadian suppliers for their latest venture. “The possibilities are end-
less,” says Marshall, “we even have job hunters tapping into the hidden job market using ReferenceCanada. Finding reliable statistics and information like ReferenceCanada offers can cost companies a lot of money and time.
