The Fraser Valley Regional District got a gravel truck full of comments about the Aggregate Pilot Project report Thursday night in Deroche. The explosive and emotional meeting saw the fiery passions of local residents echo throughout Deroche community hall for over two hours as people filled the speakers’ list for their chance to share thoughts on gravel operations and the APP. No one spoke in favour of the APP as it currently sits, but the majority of the vitriol was aimed squarely at existing aggregate operations in the area with concerns ranging from increased truck traffic to lifestyle and environ-

mental worries. Lil Edvardson explained that after a long, stressful day working, coming home to the cacophony of “crushing, grinding and [truck back-up alarm] beeping” does little to soothe the nerves. She also touched on a common theme heard from throughout the crowd, the dangers of silica dust. “I don’t want to breathe in silica.” The presentations ranged in tone from the tearful fears of a pregnant mother of two worried about her drinking water being affected, to the arguably loudest and most passionate display from Reg Longmore. “This is bulls***,” he yelled, holding up the APP recommendation report. “The provincial government is not listening to you. Sooner or

later we just have to say no.” He loudly brought to light his research on the dangers of silica dust, stating it can travel up to two miles and the particles are 1/15th the size of a human hair. “If it means we have to stand in front of the trucks, then maybe that’s what we’ll have to do,” he cried, leading the now-standing crowd in a chant of “No means no.” The FVRD board of directors was criticized (except for area C director Wendy Bales) for not helping to inform the 14,000 people living in the region of these meetings. “I’m extremely disappointed with the lack of support from the FVRD,” said Cynthia Berge.

Extraction will be permitted in these areas subject to coordinated provincial and local government approval conditions. The approval of processing in these areas will generally require site-specific consideration and a public process to identify and address community interests.

GREEN Extraction and processing will be permitted in green areas. Manufacturing of aggregatebased products will be permitted subject to application of air emission standards equivalent to those of Metro Vancouver, along with effective monitoring and enforcement.

The board was lambasted for not bulk mailing notices about the meetings. “You didn’t even use the sign on the [Deroche] FVRD building to advertise this meeting.” APP recommendations The Aggregate Pilot Project recommendations report contains eight suggestions which are interrelated and intended to be considered as a package. Following is a condensed explanation of the recommendations: 1. Designating land for aggregate production

using red-yellow-green assignments for different zones. 2. Effect of red-yellow-green land designations on existing operations. These designations will have no effect or meaning within the mine footprint — as identified and approved in a Mines Permit as it existed on the grandfathered date — for operations with all necessary provincial and local approvals existing on this date. 3. Processing of aggregates. Using land for processing would be subject to local government land use regulation and prohibition. In most cases, processing should

occur at the extraction location. 4. Manufacturing of aggregate-based products. In the report manufacturing is defined as operations such as concrete products, readymix and asphalt. 5. Production-based fees. The report recommends a fee consistent across the region and implemented by the soil removal/deposit bylaw. 6. Security and bonding. Local governments will continue to require performance securi-

The downtown security guard program, including the one at the library and museum, is being reduced from three guards to two, and from seven to three days a week. The service at the library will also be dropped to four hours on Sunday and no coverage on statutory holidays. The downtown and library security guards will combine forces to patrol the area, making frequent visits to the library during the shift. The guards have to work in pairs for safety reasons and the days they patrol will be random. A budget problem was discovered in a recent review of the program, prompting district staff to recommend immediate changes. The pilot project began in 2009 with three guards, and phase two of the project was supposed to

be implemented this past January with one less guard. District staff misinterpreted how many guards council wished to employ at the meeting and as a result, the number was not reduced. The program budget wasn’t adjusted either. The change will cost the district $32,190 until the end of the year. The funds are expected to come out of potential budget savings from other departments or from the gaming reserve. “Next year we will review the whole program,” said Mission’s chief administrative officer Glen Robertson. He also added a new budget will be determined for next

What’s in a name? Renaming Vancouver International Airport to honour Terry Fox was an idea a college student ran up the flagpole a year ago. After an initial flurry of publicity it went back down as the sentimental support faded into the wind. Terry Fox was a great Canadian. His efforts 30 years ago to raise money for cancer research through his Marathon of Hope inspired the country. He continues to inspire, even in death, and his inspiration has raised millions of dollars for finding a cure for cancer. Schools, streets, sports complexes and parks have been named after him. There’s even a Mount Terry Fox in the Rockies. There’s sure to be even more honours to come. Changing the airport’s name, however, shouldn’t be one of them. The airport authority has done a stellar job branding the facility as YVR. It’s easily recognizable, especially for domestic travelers. It’s a wonder more airports don’t adopt a similar strategy. It’s snappy and easy to remember when booking flights online. International flyers just want to know they’re going to the right place, and Vancouver International Airport tells them precisely that. Terry Fox International doesn’t. How many Canadians know Dulles International Airport is just outside of Washington, D.C.? How many know it’s named after John Foster Dulles, a U.S. Secretary of State under President Dwight Eisenhower? How many care? Terry Fox deserves all the honours he’s received, although he was such an unselfish, principled young man he might be a tad embarrassed by it all. Even his older brother, Fred, said although the namings are nice Terry would rather have people put their energy into raising money to find a cure for cancer. That’s a sentiment worth agreeing on. —Black Press

Only rate cut can save HST T

oday I reveal the B.C. government’s strategy to do the apparently impossible and win next year’s referendum on the harmonized sales tax. My conclusion is based on observation and deductive reasoning, rather than imaginary leaks from “reliable sources” as anti-HST crusader Bill Vander Zalm recently conjured up. In case you missed Zalm’s latest vision, he declared it in the wee hours before Premier Gordon Campbell gave a speech to local government leaders in Whistler. He predicted Campbell would announce he has capitulated to one of Zalm’s many demands and will move up the date of the referendum. Nothing of the sort happened, or will happen. The referendum will take place as specified by legislation on Saturday, Sept. 24, 2011 and we will all pay the 12 per cent HST at least until then. But Zalm’s other prediction, that a rate cut is coming, will eventually come true. (As one of my faithful readers reminded me, even a stopped clock is right twice

a day.) One hint of this emerging B.C. Liberal scheme occurred in mid-September. Doing a live interview on Global TV, Campbell mentioned that he is planning a major address to B.C. residents on the HST and the referendum. This means a televised fireside chat, which implies some kind of major announcement. Late last week the date was announced as Oct. 27, 7 p.m. Finance Minister Colin Hansen provided another hint in his latest update To on the province’s finances. The finance ministry is still projecting deficits until 2013, but the corporate tax revenues that dropped so dramatically in last year’s financial meltdown are now projected to improve considerably by then. Based on that, Hansen could have steered the province back into the black sooner, but instead he has carved out $2.1 billion of anticipated revenue that is not

yet committed to pay for debt or services. “That $2.1 billion in additional revenue could be available for a variety of things, and I think that’s part of what government is looking for feedback on,” Hansen said. It could be used to pay down debt, spent on the everexpanding health care demand, or on “tax relief” of some sort. You might remember when Prime Minister Stephen Harper rolled back the GST from seven to six and m then five per cent. Like the price chopper at Wal-Mart, Harper whipped out signs with the new rate emblazoned in big blue numbers. This first appeared on the national news, and was then repeated in campaign ads. Campbell and Hansen have 11 months to execute a similar strategy. B.C.’s HST contract with Ottawa requires the province to keep the rate at 12 per cent until July 1, 2012,

after which time the seven per cent provincial share can be changed. But as Hansen indicated, they could announce a rate cut any time they want. Some time before the referendum would be useful. Also yet to be determined is the wording of the referendum question. Elections BC officials have to approve it, but the cabinet will craft the wording. Once the rate cut is promised, the referendum could then offer voters a choice. Keep the HST and see the rate go down in nine months, or vote to scrap it and see the old provincial sales tax come back at seven per cent. Without a rate cut, what would be the incentive for you to take time out of a sunny September Saturday to go down and vote for the HST? We need coffee or tea shops below apartments with waterfront views.

We need to clean up the industrial area soon and move it to the future designated area adjacent to Nelson Road. We need to start promoting our community with a theme such as flowers, the railway, lumberjacks or even race cars. We’ve made a start with upgrading Heritage Park trail and Communities in Bloom. Mission and Abbotsford are trying to make the buses more accessible for people using wheelchairs and walkers by purchasing new buses with wider spaces too. “This town has done quite well for seniors,” offered one participant. “It took a while to get a seniors centre, but I agree transportation is an issue. Another issue is low-cost housing and other options.” Transportation and housing were two of the top eight issues identified by the World Health Organization (WHO) after conducting focus groups in 33 cities around the world about what makes a community age-friendly. “Not surprisingly, housing was found to be essential to safety and well-being,” said Devries, who also suggested features in a home could be as simple as changing the door handle to a lever one instead of a knob. Some things to consider in planning housing options for seniors are affordability, design, maintenance, access to services and living environment. Mission has an organization called Mission Association for Seniors Housing which built The Cedars, said Atebe, and they’re working with Pleasantview and a number of churches. He hopes there will be an announcement next year for another seniors’ housing complex. “Council has also adopted a policy that every developer provide affordable housing,” he added. n Friday, Sept. 17, the Mission Regional Chamber of Commerce and the four other chambers of the Fraser Valley hosted a Business Summit with elected provincial and local government representatives. The successful event opened dialogue in key areas that effect business in the Fraser Valley. Mission MLAs Randy Hawes and Marc Dalton as well as Mayor James Atebe and Councillor Heather Stewart attended the inaugural event with the many other elected officials from the

Fraser Valley. During the Summit each chamber president put forward a specific policy that affects business in the Fraser Valley. Helen Secco, president of the Mission Chamber outlined the development permit time lines policy that is supported through the BC Chamber. Her intent was to provide a balanced opinion on what municipal planning departments and developers must work through in addition to creating an understanding that time equals money. The development process through municipal government is outlined in the Community Charter and follows a consistent process, however, regulations and requirements to proceed through this process have changed and can cause sig-

His concern is that inconsistent interpretation of the provincial building code across municipalities helps drive up the cost of housing by increasing costs to developers. While the minister encouraged delegates to streamline their approach to the provincial code, planning departments relay that downloading from cut provincial programs that oversaw these regulations require significantly more municipal staff time and expertise. With constraints on planning staff levels, it is inevitable time delays occur. Developers are clear that time is money. Often carrying financing through the process, developers hung up in lengthy delays may require higher bridge financing costs. These costs are eventually passed on to the buyer or lease holder and in the case of commercial projects, down the supply chain to the end

consumer. Like the minister, the chamber believes that providing standard criteria for development using one accepted interpretation of the BC Building Code would be a beginning. Establishing reasonable timelines and well communicated guidelines for development upfront creates opportunities for efficiencies for all groups as well as a clear understanding of possible costs. The chamber recommends all municipalities use the BizPal services established by the ministry of small business to encourage and communicate their requirements as part of front counter service. “The business community is seeking certainty in the marketplace,â€? Secco said at the summit. Mitch Lock named golfer of the year Mission’s Mitch Lock has been named the 2010 male golfer of the year, while his coach has received coach of the year honours from the BCCAA. In the current BCCAA regular season, he has the UFV Cascades three strokes off a third consecutive title with one event remaining. Since Chris Bertram took over the team six seasons ago, the team has amassed an impressive 10 tournament championships, eight silver medals, and remarkably has

Maple Ridge RCMP arrest Mission suspects Two Mission residents were arrested Tuesday after police tracked a stolen SUV through Maple Ridge and Langley. A Nissan Pathfinder was spotted by plainclothes officers on 121 Avenue around 3 p.m. The SUV was followed across the Golden Ears Bridge into Langley. Ridge Meadows RCMP then called officers with Integrated Municipal Provincial Auto Crime Team (IMPACT) and the RCMP helicopter, Air One. The officers and helicopter tailed the car and followed it back into Maple Ridge. A 19-year-old woman was arrested when she got out of the SUV on 240 Street. Police then followed the SUV to a property in the 24300-block of 110 Avenue, where a 29-yearold man was arrested. “This clearly illustrates the RCMP’s ability to safely monitor movements of a stolen vehicle, successfully make an arrest and maintain the public safety throughout,” said Staff Sgt. Andrew Martin.

“Police know that car thieves will drive very dangerously if they know police are following, or are nearby, in order to avoid arrest. By use of

Baby falls from balcony A one-year-old baby girl is recovering after she fell from a third floor balcony in the 33300 block of First Avenue around 5:50 p.m. last Wednesday. The girl was at home with her parents when the accident happened. Police, who located a loose spindle of the balcony railing, will not be recommending charges against the parents The girl was treated at Mission Memorial Hospital before being moved to the Vancouver hospital in stable, but critical, condition. MURCH It is with great sorrow that we announce the passing of Ronald Steele Murch at the age of 87 years. Born in Shaunavon, SK., Ron served over seas in England and Italy in World War II. He returned home to marry his childhood sweetheart, Suzanne in 1946. They moved to Hatzic Prairie and started their family. Throughout the years, Ron worked very hard to support his large family; working for the Dept. of Highways, and construction and logging industries. In his later years, Ron was an active member of the Knights of Columbus; he was a canvasser for the Canadian Cancer Society; and a very proud member of the Royal Canadian Legion, where he took his wife dancing every Saturday night to give her a break from their many children. Ron is survived by his loving wife and family of 13 children, 28 grandchildren, 25 great - grandchildren, 3 brothers and 1 sister. He will be greatly missed by all who knew him.
