Developer Howard Meakin stood up and raised his fists over his head in triumph following approval of third reading of his floating res-

taurant at public hearing Monday evening. The gesture was made half in jest, since the two-year battle to receive full approval may be only half over. Meakin must still follow a number of other requirements prior to adoption of the foreshore zone amending bylaw, including the acquisition of adjacent land to meet district parking requirements. Municipal hall was filled to capacity Monday evening as overflow spectators sat in the foyer to

listen to residents and past councillors. Former council members Terry Gidda, Danny Plecas, Paul Horn and Heather Stewart presided over the previous application for the Sturgeon’s on the Fraser project, but refused to pass third reading because without acquiring land for parking it was considered an incomplete application. Stewart read out a letter from Horn, who was absent, offering support for the project with the stipulation the developer provide a

bond or surety that the barge would be towed away if the project fails, that the community be consulted on the form and character of the project, and that the parking doesn’t become a waterfront eyesore. “I’m not so sure that it’s the business of the council to ensure that a business is going to be viable,” said Wilson Seig to applause. Contractor chosen for health centre and campus of care BY ADRIAN MACNAIR Mission Record

B.C. Premier Christy Clark was at Mission Memorial Hospital Monday to announce a partnership with VanMar Constructors in building a $40-million community health centre and campus of care. “This is an aging community in desperate need of more support for senior citizens,” said Clark, adding the new 200-bed facility will help Mission residents seek health care locally. Clark said the spending announcement is a contrast from the fact that only a few years ago people gathered outside of MMH to protest the concern that the hospital’s emergency ward was going to be closed due to lack of funding. The premier also noted finding health care money is difficult, but necessary. “Only the communities that really have a high priority are getting consideration at this time,” she said, adding the economic chaos has curtailed government spending which will be apparent in the upcoming provincial budget.

Although Abbotsfford’s hospital provides sspillover care for MMH, C Clark said the necessity oof an upgrade to Misssion’s facilities was made cclear to her by local Dalton M MLAs Randy Hawes and Marc Dalton. “I’m a mom and when my child is in distress, I want to take him to the hospital that has a specialty in his distress,” she said. Maple Ridge-Mission MLA Marc Dalton, who was on hand with Clark, said the new facility will be a provincial prototype for specialized health care. The health centre is expected to be up to 27,000-square-feet with primary care programs, including a diabetes and seniors’ clinic, while the campus of care for seniors will be about 128,000-squarefeet, providing 24-hour care. Initial cost estimates peg the project at $40 million, with $22 million coming from the Fraser Valley Regional Hospital District and the remaining provided by Fraser Health and subsidiary branches.

of council. “We’ve heard an awful lot of what developers should or shouldn’t do from people who’ve never worked a day in private industry in their lives,” he said. Meakin said the barge will be cleaned before it’s towed to Mission, but it will be refurbished and renovated here. “It’s not a mom and pop operation, but it’s a lot of money and it’s a lot of jobs,” he said, assuring people in

attendance that Missionites would benefit from employment before and after project completion. Of the 28 written submissions sent to the district, 26 offered support for the project, including the tourism boards of regional municipalities, with just two opposed. In addition to securing the upland properties, Meakin must also have a long-term lease of the foreshore area from the province, make dike improvements, provide engineering and landscaping plans, and other stipulations prior to full approval.

BC Hydro and its contractors are conducting additional geotechnical investigations, some pre-construction activities and a field test to finalize the design and methodology for the Ruskin Dam seismic upgrade of the right (west) bank of the dam and for work at the left (east) intake. downtown, which Hensman said can be fixed if the province is willing to make some changes to lane alignment. Some truckers can make the turn, but Hensman said it should be engineered so it’s safe for every driver. “If you make this work so everybody benefits, then everybody wins.� Hensman said business owners and downtown residents cited this as a concern during the election. “It’s going to create, first of all, a more pleasant downtown shopping atmosphere. Second, it’s going to divert the traffic, so it eases up on traffic downtown. And it’s going to be more effective for the trucks because they won’t have as many lights to go through.�

Changes to pensions a long ways off: MP BY PHIL MELNYCHUK Black Press

Seniors, rest easy, changes to the Old Age Security supplement won’t affect you, despite Prime Minister Stephen Harper’s raising of the topic last week in Switzerland. “I think what he said was our government is committed to ensuring the retirement security of Canadians,� said Maple Ridge MP Randy Kamp, in Ottawa Monday for a new session of Parliament. Kamp said there’s a need to ensure that Old Age Security will be available in the future as more baby boomers hit retirement age, but that those currently on pensions won’t see any changes. He’s been assuring pensioners who have been calling his office of that and says they’re relieved. Currently, Old Age Security costs the government about $36 billion a year. By 2030, that will jump to $110 billion. “So we need to find a way to be able to pay for that.� Betty Levens, with the Ridge Meadows Seniors Society, doubted the government could take Old Age Security away from its current recipients, although she wonders what the next generation, who might not be able to collect as easily, will think. The average monthly OAS is $508 a month and is given to low-income seniors as a supplement to their Canada Pension Plan. A Guaranteed Income Supplement of $491 monthly is also available for those earning less than $39,264. The government, last July, hiked GIS for seniors with little or no income other than the Old

Age Security by up to $600 per year for single seniors and up to $840 per year for couples. One way to pare back payments would be to increase the eligibility age to beyond 65. Kamp said the pension was an important issue that had to be addressed and not ignored, but that any changes would be preceded by a substantial notification period. The government is currently going through a cost-cutting exercise to reduce its deficit and is even looking at pensions paid to Members of Parliament. “I expect there could be some changes there,� he said. According to a January report from the Canadian Taxpayers Federation, taxpayers chip in $23 in subsidies for every dollar that MPs contribute to their pension plans. After serving six years, the average MP’s pension is $54,693 a year. Brian Rice, president of the Liberal riding association for Pitt Meadows-Maple RidgeMission, said health care, not OAS, will be the expensive item, and Harper never said in his campaign last year that he’d cut pensions. According to a Liberal news release, by the time the baby-boom retirement wave peaks around 2031, the share of Canada’s GDP spent on OAS will increase only 0.73 per cent over today’s level. “There are better ways of dealing with budgetary issues, which they created, than put our most vulnerable population at risk of poverty,� Rice added. “If you want to save money, don’t buy as many (F-35) jets. Don’t

Time to settle Five months into their job action against the B.C. Public School Employers’ Association, teachers seem to be turning the screws tighter in their effort to negotiate a new contract. After essentially working to rule through the first half of the school year, not writing report cards, not attending staff meetings nor performing other administrative duties, teachers are now making more visible displays of their frustration. On Friday, teachers across the province were urged to wear black, as their way of illustrating a “dark day in education.” The teachers’ choice of date was not insignificant; Jan. 27 was the 10th anniversary of the Liberal government’s enactment of Bills 27 and 28, which stripped their contract of provisions for class sizes and composition. Both sides in the long-running dispute are still at the bargaining table, but there’s little sign of progress. Meanwhile, parents and students are caught in the middle. Without the feedback from proper report cards, parents can’t get a true reading on where their children stand, how they’re progressing, what areas might need remedial help. Students may also be suffering. While it’s hard to dispute the dedication and hard work of the teachers, even in the face of this contract squabble, as the impasse drags on it will be more and more difficult for them to shield their frustration from their classrooms. Both sides say they’re looking out for the future. The teachers say they are fighting for the future of education. The government says it is fighting for the province’s financial future. BCTF skips math homework T

eachers in parts of B.C. wore black on Friday to mark the 10th anniversary of legislation that their union insists “stripped” their “right” to control staffing levels in public schools. This crucial management tool was abruptly taken back in 2002 by the BC Liberal government’s huge majority. Too abruptly, according to a B.C. Supreme Court judge last year. The court decision stemmed from a landmark Supreme Court of Canada ruling that led to $80 million in compensation for contractbreaking in the B.C. health care support sector at around the same time. In the B.C. Teachers’ Federation case, the judge gave the provincial government a year to consult and come up with a replacement to the offending legislation, which will then cease to be in effect. That year is running out, with no more progress being made than the talks to replace the BCTF’s expired union contract. After the legislature resumes sitting, conflict-weary

parents can expect to hear of new legislation to address the class size and special needs support issue. And there will likely also be an imposed contract, with the two-year “net zero” wage mandate that has already been accepted by most other government unions. After months of fruitless meetings, political posturing and work-to-rule action, the BCTF finally tabled a revised contract offer last week, typically by staging a news conference in Vancouver before sharing the To offer with the government’s bargaining agent. It called for wage increases of three, six and six per cent, plus benefit improvements that tinkered with the breathtakingly extravagant demands the union tabled last year. The BCTF estimated the package would cost a mere $300 million in the first year. “Show your work,” my math

teachers used to tell me, but the BCTF didn’t show its calculations. Union officials dismissed the B.C. Public School Employers’ Association’s $2 billion cost estimate of the their initial demands as “enormously inflated,” but didn’t show how or by how much. BCPSEA crunched what numbers the union gave them in the new proposal, and came up with a first-year cost of nearly $500 million. The BCTF, again to the media rather than at the bargaining table, allowed that its m total package would cost $565 million. Again, no calculations were produced. BCPSEA estimates the union’s proposal would cost an additional $880 million over three years. And that’s not counting the union’s demand for $300 million a year to reduce class sizes and increase special needs support staff.

Teachers are still being compensated under the final terms of a contract that provided 16 per cent in wage increases over five years, in the midst of a harsh recession. And here’s a fun math fact. With percentage wage increases, three plus six plus six doesn’t equal 15. It’s closer to 16, because later raises are calculated on a larger base. So on wages alone, the BCTF wants the same in three years that it just got in five, at a time when private sector unions take layoffs and wage cuts, and the province is billions in the red. The president of the Langley Teachers’ Association went on CKNW radio and succinctly summed up the BCTF’s position. Raise income taxes across the board. Gordon Campbell cut everyone’s taxes by 25 per cent in 2001, and cut education to pay for it. They’re still fighting the 2005 election. Major school board changes aim to give authority back to elected representatives

Editor, The Record: Re: Let the good work continue in Mission’s public schools, Jan. 12 edition. Shelly Janze gives much praise to the last group of trustees for how well they worked together with the school district superintendent and administrators. In a Mission Record letter of last January, one-time Mission Teachers’ Union president Dennis Keis advised that a “new group of trustees should be elected.” He also referred to another Record letter where Ginny Isbister had made “many salient points about our dysfunctional school district.” In our recent elections there were more than double the number of candidates running for school

trustee than in 2008. Why? Here are some reasons: • teacher frustration with large class sizes and the numbers of special needs students being placed into regular classes; • four schools closed down; • teachers laid off; • fewer counsellors; • fewer teacher assistants; • three alternate program sites closed down; • students from the alternate program placed in regular classes causing predictable stress; • while all departments of the school district were in need of funding, the superintendent received a large increase to his salary and benefits and the board office staff was increased; • Mission School District be-

As work continues on the final design and planning for the Ruskin Dam and Powerhouse Upgrade Project, local residents can expect to see an increase in activity in the area as BC Hydro hosts site visits for contractors bidding on the major contracts and engineers complete field investigations and finalize construction methodologies. This fall, BC Hydro and its contractors will be conducting additional geotechnical investigations, some pre-construction activities and a field test to finalize the design and methodology for the seismic upgrade of the right bank (abutment) of the dam. The field test will involve installing a sample section of jet grout columns and seepage cut-off wall that will be used to seal off water leakage around the dam.

BC Hydro will be relocating a section of the power distribution line along the east side of Wilson Street near the dam. The existing line will be relocated underground on the west side of Wilson Street. This temporary relocation is required for site safety to avoid the risk of any drilling or construction equipment accidently contacting the lines during the field tests or project construction. Pending BCUC approval, the project is expected to begin construction early in 2012.

Are you interested in adopting a cat? The Fraser Valley Humane Society (FVHS) runs the Cat Adoption Centre on Railway Avenue in Mission, (just behind the Royal Bank). It is open Tuesday, Wednesday, Thursday and Saturday from 10 a.m. to 3 p.m. Special appointments can also be arranged on Friday to view the cats if these times are not convenient. The FVHS is the complete ‘official’ service for cats in and around Mission.

One of Canada’s most popular country singers is donating his time to put on a concert in Mission to help raise funds for Mission Minor Hockey and KidSport. Aaron Pritchett’s Feb. 11 acoustic performance at the Clarke Theatre starts at 7:30 p.m. and organizers are hoping to sell out the 702-seat venue. Pritchett said Monday he’s been happily volunteering his abilities in similar concerts across B.C. “It was expensive — even back when I was kid — to play hockey,” he said, adding he’s glad to help some parents get their children on the ice, or help with rink rental costs. In addition to the concert, Pritchett, has agreed to play in a charity hockey game at 1:30 p.m. at the Leisure Centre that same day. He will play with the MMH coaches against the Mission Icebreakers, the local junior B team. He’s been playing since he was four years old, but admits he’s doing some extra leg exercises these days to prepare for the physically demanding effort. MMH fundraises to keep registration fees affordable for families as well as paying for ice and referees. KidSport helps lower income families pay for the registration fees. MAC turns 40 Monday The Mission Arts Council (MAC) will be celebrating 40 years of representing the arts community on Monday with festivities and speeches taking place at the centre between 1-4 p.m. The MAC began in 1972 with Lorna Adair, before being carried on by Peggy Staber, with Perry Cleven’s help. Local artist Doris Paterson joined 20 years ago when she first moved to Mission. She said prior to the MAC acquiring a rented house for an art gallery, she had to rotate her art shows between downtown businesses, municipal hall and the library. But since the arts centre was opened 12 years ago, it has changed the lives of many artists. “Well, it put me on the map,” she said, adding solo shows enable artists to display their work more professionally. “Nobody in Mission or Abbotsford at that time knew anything about abstract art,” she said, but now people have come to appreciate it. Marilyn Davidson, past-president of the MAC, started working with them 12 years ago during a Japanese exhibition. She had some kimonos so she offered to help. “I really love the arts council. I love the programs that they run,” she

said, alluding to community events such as the annual Children’s Festival, Halloween haunted house and other activities. “[The MAC] really raised the profile of arts in the community, it’s made a huge difference.” Another past-president, Myrna Matthews, also became involved in the MAC a dozen years ago by helping to secure the centre’s present location. “The Arts Council are a very active part of the culture in Mission and they’ve done an awful lot to promote artists in this town, which I think is the biggest thing they could’ve done.” Matthews said the MAC is one of the biggest economic drivers in Mission, which she doesn’t think is adequately recognized. The ability to display local artists is very important to attracting new artists to Mission, she said, adding that’s probably the reason the MAC has remained strong over 40 years and hasn’t faded away like some other community organizations. On Feb. 9, visit the arts centre at 1 p.m. for coffee and tea, followed by speeches by Mayor Ted Adlem and president Mady Pechler, and an announcement by executive director Nancy Arcand.

What’s Happening New in Mission

DO YOU RESPECT THE EARTH? There is a curious idea in medieval theology, sometimes referred to as God’s “sensorium”, that considers the universe to be the body of God. Whether we believe that the universe is God’s creation from nothing (ex nihilo) or that it is the physical manifestation of God, we should respect it as being the work or expression of God. Those who accept a literal interpretation of Genesis and argue that we were given dominion over nature sometimes use this as justification for using the Earth in any way that suits them; however, this kind of thinking is surely misguided. Likewise a king who used his kingdom and his subjects in any way that suited him would surely be a very bad king. We can show our respect for God’s creation by leaving a “small footprint” on the Earth. We should recycle whenever possible, conserve energy, and consider how our lifestyle affects the planet. After all, we’re not the only ones who call Earth our home.

Cities play at Clarke Three young, energetic Canadian bands are coming to the Clarke Theatre next Thursday, Feb. 9. In the six years since their formation, the Montreal-based New Cities has racked up an array of accolades, including a Juno Award nomination for Best New Group Of The Year (2010). Touring on their second album, Kill the Lights, they’re following up on the success of their 2006, self-titled EP and their 2009 album debut, Lost in City Lights. The six-member New Cities boy band describe themselves as a mélange of electro, rock and pop that on most days could be best characterized as either synth-pop-rock or simply pop-rock. Opening for New Cities is a similar up-andcoming Canadian band called Take Me To The Pilot, named after an Elton John song written for the British rocker’s eponymous second album in 1970. Initially just the working title for guitarist/ vocalist Mike Bilenki’s solo acoustic effort in early 2009, TMTTP blossomed with the additions of guitarist Eric Grabowecky, bassist Adam Brown and drummer Jon Stanners. TMTTP has toured and opened for a number of young emergent Canadian pop groups like Neverest, Alyssa Reid, and Stereos. Rounding out the show is a special guest appearance from Vancouver’s Cruel Young Heart band, featuring musical stylings with thick drums and catchy lyrics blended with smooth dance. Formed in February 2010, Cruel Young Heart is a three-piece band comprised of brothers James Blackmon on vocals and Andrew Blackmon on drums, with Mark Armstrong on guitar. Tickets to see all three perform are $20 through Ticketmaster locations. Doors to the Clarke open at 5:30 p.m. and the show starts at 6.
