Gas Prices (July 20, 2020) - Texas gas prices are unchanged in the past week, averaging $1.90/g today, according to GasBuddy's daily survey of 13,114 stations. Gas prices in Texas are 6.5 cents per gallon higher than a month ago and stand 60.7 cents per gallon lower than a year ago. According to GasBuddy price reports, the cheapest station in Texas is priced at $1.39/g today while the most expensive is $2.69/g, a difference of $1.30/g. The lowest price in the state today is $1.39/g while the highest is $2.69/g, a difference of $1.30/g. The national average price of gasoline has fallen 2.0 cents per gallon in the last week, averaging $2.18/g today. The national average is up 5.4 cents per gallon from a month ago and stands 58.4 cents per gallon lower than a year ago. Neighboring areas and their current gas prices: Midland Odessa$2.06/g, up 2.2 cents per gallon from last week's $2.04/g. San Antonio- $1.79/g, unchanged from last week's $1.80/g. Austin- $1.87/g, down 0.6 cents per gallon from last week's $1.87/g. “Similar to watching the Cubs game last night with a quiet and empty stadium, gasoline prices have been quiet last week as markets await the next chapter in the coronavirus situation," said Patrick De Haan, head of petroleum analysis for GasBuddy. "As cases continue to rise, the likelihood rises that gas prices will stabilize and demand may continue to see small decreases, which is the name of the game behind gas prices. I wouldn't expect much movement until we either see more states being impacted again or we see cases start to drop, either one would provide clarity to where we stand now. For now, motorists are still 'stuck' with the lowest summer gas prices in 16 years."

Montgomery County, TX, – July 20, 2020 – Forty-four Texas National Guard soldiers arrived April 21, 2020 to help Montgomery County Food Bank serve the community’s critical need for food and supplies, which jumped 125 percent since the COVID-19 crisis hit in March. The help from the National Guard was part of the state’s response to COVID-19. Governor Greg Abbott activated the Texas Military Department in April to help organizations and communities most in need. Originally dispatched for 30 days, Gov. Abbott extended his order through

m i d - J u l y, h a v i n g dispatched more than 2,500 guardsmen to serve in varying capacities around Texas to help with the crisis. Troops have been busy working at the Montgomery County Food Bank’s main warehouse facility in Conroe to help expedite processes by working in the sort rooms, produce rescue center, m e a t f r e e z e r, a n d b y packing dry food boxes. They also helped the staff and volunteers hand out food at the Montgomery C o u n t y F o o d B a n k ’s mobile food distribution sites across the county, which increased from 8 to

over 66 sites since the global pandemic struck the c o u n t y. T h e i r e ff o r t s enabled the Food Bank to provide over 1.6 million meals to families, seniors and children in Montgomery County. “Being activated to help with the COVID pandemic was a shock to me but even more so was a shock to help out my hometown,” shared Lt. Andrew Taylor of the DCo 536th BSB TX Army National Guard. “I grew up in Montgomery County and to be able to give my time and expertise back into the community that allowed me to become the person I am today is very

impactful. I now know the importance of the Montgomery County Food Bank and the need in this community. My team and I are very grateful to be able to serve right alongside these Food Bank warriors!” N o w, w i t h t h e i r assignment completed, the Montgomery County Food Bank is soliciting additional volunteers to help replace the void with their departure. Accelerated drying increases potential wildfire ignitions statewide Protect home, family, first responders by preventing wildfires Significant wildfire activity has increased statewide, and accelerated drying has elevated the potential for new wildfire ignitions. New wildfires will become increasingly difficult to extinguish if current temperatures and drying conditions persist into August as forecasted, according to Texas A&M Forest Service experts. “Vegetation is rapidly losing moisture due to consecutive days of extremely high temperatures,” said Brad Smith, Texas A&M Forest Service predictive services department head. “Grass that was green five days ago has wilted and turned brown under the accelerated drying produced from the extreme heat. It will be quite difficult to replenish this lost moisture during the normally dry months of July and August.”

Summer Heat Continues to Blaze Across the State AUSTIN – As the dog days of summer continue and temperatures across the state top triple digits, the Texas Department of Public Safety (DPS) wants to remind all Texans to take extra safety precautions, as the heat can pose an increased danger for at-risk populations — including children and the elderly — particularly in vehicles. “We know extreme temperatures place children at a greater risk for injury, and even death, when they are left unattended in a vehicle, and that’s why we want to remind Texans to take every precaution possible and do their part to help ensure no children are left unattended in vehicles this s u m m e r, ” s a i d D P S Director Steven McCraw. “Extreme heat brings many dangers, and those dangers should not be taken lightly. Heat-related injuries and deaths are often preventable, and we must all be vigilant in taking the necessary steps to protect ourselves and others.” According to the National Highway Traffic Safety Administration (NHTSA), vehicular heatstroke is one of the leading causes of fatalities — that is not crash-related — among children. In 2019, 52 children died in the U.S. due to heatstroke from being left in vehicles. Temperatures inside of a vehicle can rise by more than 20 degrees in 10 minutes. If it is a comfortable 60 degrees outside, it can be a sweltering 110 degrees inside a vehicle. Leaving windows partially rolled down doesn’t help. Additionally, the younger the child, the more severe the effects of heat on their body because of their inability to regulate internal temperature. DPS offers the following tips to prevent vehicular heatstroke, and for staying safe and managing the heat: * Never leave a child unattended in a vehicle, and always check the back seats or cargo areas of a vehicle before walking away. * E s t a b l i s h reminders that help ensure you remove children from the vehicle. This can include leaving your bag, lunch or cell phone in the back seat with the child’s car seat. * If you see a child alone in a car, call 9-1-1, and emergency personnel will provide guidance. * Teach children not to play in vehicles, and make sure to place keys out-of-reach when not in use. * Drink plenty of water throughout the day even if See DPS, page 3

And when you read over the Foundations which fund and support Black Lives Matter, you see that they also support the UN Agenda 21/UN 2030 Agenda, just like these mega corporations do. So, I'm not surprised to see that the United

Nations has been trying to get involved in this situation here in the US because in my view, this plays right into the planned destruction of this country and that's happening right now. This is just the next phase of the operation and just to be clear, I am not Republican, and I am not Democrat. I support basic human rights and civil liberties for everyone but when I see a proxy army c o n d u c t i n g a destabilization operation under the false pretext of seeking 'racial and social justice', I have to call it out. Before my husband died, I made an appointment with Social Security to see if I could receive his Social Security if he passed on. I was told I could. Since he passed, Social Security has adamantly refused to let me have my husband's Social Security. I have had many problems with them. Who is correct here? I have lost $1400 per month. Unfortunately, I don't have good news for you.

Because of your Federal Civil Service Retirement System (CSRS) pension, you are subject to the "Government Pension Offset" (GPO) provision of Social S e c u r i t y. T h e G P O reduces the survivor benefit for anyone who also has a pension from an employer which did not participate in Social Security (neither the employer or the employee paid into Social Security), and your Federal CSRS pension falls into this category. GPO reduces any survivor benefit you might otherwise be entitled to by 2/3rds of the amount of your CSRS pension, which often eliminates the survivor benefit. For clarity, GPO also applies to a Social Security benefit from a living spouse. As you probably already know, your CSRS pension caused your own Social Security benefit, earned from other work

outside of your Federal employment, to be reduced by the Windfall Elimination Provision (WEP). Unfortunately, whoever you previously spoke with at the Social Security Administration prior to your husband's death gave you some incorrect information, because you are also subject to the GPO. And that is why Social Security will not now pay you a survivor benefit from your husband. I'm afraid you have no recourse on this, as both the GPO and WEP have been the law for decades. The Federal Government has now changed to a “Federal Employee Retirement System” (F ERS ) w hich fully participates in Social Security (both employees and the employer contribute to Social Security), so more recent Federal retirees are not subject to the WEP and GPO rules. But there are still many

U.S. State and local government employers which, to varying degrees, do not participate in Social Security and whose employees are still impacted by both GPO and WEP. The times we’re living in now may test our faith, but He is the One who is faithful

to watch over us. In Psalm 3, David says: “But You, O Lord, are a shield about me, my glory, and the One who lifts my head…Salvation belongs to the Lord; Your blessing be upon your people! Psalm 3: 3 and 8. God never meant for us to be alone in this world. Jesus wasn’t alone. He had a family, His disciples, and many people who followed Him as He traveled through Israel with His message. He showed the people how good God is

and how they should act toward each other. Right now, it’s hard for us to be totally aware of what God is doing. We do know He always has a plan, no matter where we are in time. And His plans are coming forth in His timing. So we have to watch and wait for God to soon reveal His plans for us. It is comforting to know and realize His timing of what will happen on earth next, will be perfect. The best part of knowing God loves us is that He also cares much more for us than all the

things He’s made on the earth or in the skies. He will protect us and feed us even as Jesus fed the 5,000 people. God says this in Isaiah 41: 10: “Do not fear for I am with you; do not anxiously look about you, for I am your God. I will strengthen you, surely I will help you; surely I will uphold you with My righteous right hand.” Lean on God and let Him be your guide in all circumstances. Don’t worry…be happy!

NOTICE OF APPLICATION TO IMPLEMENT INTERIM FUEL REFUND On July 15, 2020, Entergy Texas, Inc. (ETI) filed an application with the Public Utility Commission of Texas (Commission) to implement an interim fuel refund to refund over-collected fuel and purchased power costs as of April 30, 2020 (Application). This filing was made pursuant to 16 Tex. Admin Code § 25.237(a)(3)(B). ETI's filing affects only the recovery of fuel and purchased power costs and does not affect base rates that are currently in effect. All residential, commercial and industrial customers whose electric service rates include charges for fuel pursuant to Rate Schedule FF, entitled “Fixed Fuel Factor and Loss Multipliers,” in all territories served by ETI, are affected by the Application. The total amount of over-recovery balance to be refunded through the proposed interim fuel refund is approximately $25.5 million, including interest. According to the Texas Utilities Code and Commission rules, ETI may not earn a profit on fuel and purchased power expenses and may only pass actual fuel and purchased power costs through to its customers. ETI's fuel and purchased power expenses will be subject to final review by the Commission in a future fuel reconciliation proceeding. The effect of the refund on customers' bills will vary depending on the rate schedule under which they take service. ETI proposed that the refund be implemented beginning with ETI's first August 2020 billing cycle over a three-month period for all Rate Schedule FF customers, except for customers on Rate Schedules GS, LGS and LIPS at a delivery voltage of 69-kilovolts (kV)/138-kv or 230 kV, LIPS at a primary delivery voltage and seasonal agricultural customers whose refund ETI proposes to make in the billing month of August 2020. For a residential customer using 1,000 kWh a month, the interim refund will result in a $4.67 reduction in the customer's bill for each month of the refund, or a net decrease of approximately 4.1 percent as compared to current charges. Longtime forester Jacob Donellan named new East Texas Operations Department Head for Texas A&M Forest Service L U F K I N , Texas—Jacob Donellan, former regional forester at Te x a s A & M F o r e s t Service, was promoted to East Texas Operations Department Head. The East Texas Operations Department provides the crucial forest resource development and protection needed to keep the Texas pineywoods region safe and productive. Donellan replaced Wes Moorehead who was promoted to Assistant Director of Forest Resource Protection. As East Texas Operations Department Head, Donellan commands East Texas Operations and will drive the agency’s forestry and firefighting efforts in the region. “The job of the East Texas Department Head is to ensure that we’re meeting the agency’s two primary missions: to conserve and protect the natural resources for the state,” said Donellan. “East Texas Operations is the agency’s single source for

both missions, and that’s what I love about it.” Fulfilling that mission requires the personnel in E a s t T e x a s O p e r ations—which covers 54 counties and 12 million forested acres—to provide technical guidance to landowners, teach conservation education in schools, monitor forest health, work with local communities on urban forestry and respond to wildfires and other allhazard emergencies in East Texas and across the state. Donellan’s 20-year career with the agency has prepared him for the expansiveness of his department’s mission. East Te x a s O p e r a t i o n s i s divided into three regions—north, central and south—and Donellan has lived and worked in all three. Donellan started with the agency in 2000 as the Best Management Practices (BMPs) forester in Linden, Texas before moving into the district forester role for Huntsville.

He most recently served as the regional forester for East Texas Operations’ central region. As one of three regional foresters, Donellan was in charge of over 40 personnel in a six-district area—or about one-third of East Texas. His new leadership role is a much broader position that includes driving the direction of East Texas Operations. “We’ve been doing East Texas Operations for over 100 years, so it has been sharpened to a very fine point in terms of program delivery,” said Donellan. “What I’m interested in and what my goals are for East Texas are to continue to deliver the highest quality programs in the agency and also continue to be innovative when we can.” Donellan is taking up the mantle at the cusp of a new generation of landowner, and he’s ready to meet them where they are. “We’ll still conduct the person-to-person site visits

but will leverage technology to start those conversations as opposed to landowners walking in the door, which is traditionally how those conversations are initiated,” said Donellan. Current initiatives underway include the buildout of a one-stop land management application and development of digital management plans. The agency recently launched a web application, “My Land Management Connector,” that connects landowners with quality land management service providers as well as neighboring landowners to save on the cost of land management services. “We’re meeting the next generation of landowners where they are,” said Donellan. “And that may shift the way we do business, but that won’t shift the business that we do.” Note: Former East Texas Operations Departm e n t H e a d , We s Moorehead, was promoted

State University in Clarksville, Tennessee, since 2014. She previously served as vice president for academic affairs at the University of Texas at Tyler and Midwestern State University. Dr. White earned a Ph.D. in Mass Communication and an M.S.L.S. degree from the University of Tennessee in Knoxville,

and a B.A. in Business from Lee College (now Lee University) in Cleveland, Tennessee. In addition to her experience in Tennessee and Texas, she has held faculty and leadership positions in Alaska, Louisiana, and Georgia. Dr. White and her husband, Elliott Herzlich, a jeweler, have three married children and five grand-

children. She succeeds Dr. Dana Hoyt, who is retiring after serving as president of SHSU since 2010. Sam Houston State University is a member of the Texas State University System, which consists of seven institutions including Lamar University (Beaumont), Sul Ross State University (Alpine, Del Rio, Eagle Pass, and

Uvalde), Texas State University (San Marcos and Round Rock), Lamar Institute of Technology (Beaumont), Lamar State College Orange, and Lamar State College Port Arthur, serving more than 86,000 students.
