Downtown Renaissance is gaining momentum By Patricia Villani Mayor Jim Ireton, in revealing his objectives for Salisbury’s downtown expansive Renaissance, says that plans include “transforming the expansive parking lots that now separate downtown from the riverfront into a vibrant mixed use urban center by 2020. These areas will become places where large numbers of people will live, work, shop, play and gather for city-wide events.” Jobs and housing units will be increased as the result of the growth which will be attractive to new residents, along with the new retail centers, restaurants and offices. Urban Salisbury, Inc., a non-profit organization, in collaboration with the City has developed a master plan that shows a new streetscape for Main Street from Route 13 to Mill Street. The City has included this project in its Capital Improvement Plan for 2014 and 2015 for engineering and construction of Phases I and III. Phase
II engineering is currently included in the Main Street water and sewer main replacements project that is prepared for advertisement for bid requests. While discussing the design for the Improvement Plan, the review included the vacant lots in the downtown area. It was noted that the City has several parking lots that were waterfront and water view that potentially are valuable for future development, as well as some vacant buildings and lots available for redevelopment. The downtown plan also includes privately held properties that are available for purchase. To ensure that utilization of these lots for growth does not create a parking shortage, the mayor’s team conducted a parking study to determine frequency of use of the downtown lots and the parking garage. The study found that the parking garage is currently underutilized, and has more than 350 spaces available much of the time. Wicomico County Executive Rick Pollitt announces the expansion of online access to county government records with the addition of several new reports on the Transparency Portal of the county’s website. The Portal, www.wicomicocounty.org/320/Transparency-Portal, is a web page that provides citizens with one-stop access to a widerange of financial reporting and documentation. Earlier this year, Wicomico County unveiled a re-designed website as a means to bolster community engagement and accessibility. Executive Pollitt said, “Our new, re-invigorated website allows us the capability of sharing much greater volumes of information with our citizens. As we continue to strive to take the mystery out of county government, we hope people will take full advantage of this new effort toward total transparency.” The following reports are now available on the Transparency Portal page of the county’s website: • Airport – Revenue and Expense Reports: Revenue and Expense Reports for Airport Operating Accounts • Solid Waste – Revenue and Expense Reports: Revenue and Expense Reports for Solid Waste Operating Accounts • County Purchase Card Transactions: A listing of County Purchase Card Transactions as of the last day of the prior month. • County Purchase Orders: A listing of all County Purchase Orders as of the last day of the prior month. • County Vendor Payments: A listing of all payments made to vendors as of the last day of the prior month. • County Stale Checks: A listing of the current Fiscal Year’s checks that have not been cashed as of the last day of the prior month. • Tax Sale Excess Funds: A listing of all Tax Sale Excess Funds. These are funds that have been forfeited by the tax sale purchaser. The new reports join the collection of information already available on the website.
