New Delhi, JuNe 9 (iANS): Noting that the recent general elections were a “turning point” in the “evolution of democratic polity” in the country, President Pranab Mukherjee Monday said that by voting in the Narendra Modi government the people have declared they want to see a vibrant, dynamic and prosperous India. Addressing a joint session of both houses of parliament, Mukherjee said: “The people of India have given a clear mandate. They want to see a vibrant, dynamic and prosperous India. They want to see a resurgent India regaining the admiration and respect of the international community. “Brimming with hope and expectation, they want quick results. With three Ds of Democracy, Demography and Demand on our side, India is poised to actualize these aspirations. We must rise to the occasion to fulfill these great expectations. “In 60 months from now, we should be able to say with confidence and pride that we have done it,” the president said. Modi during his election campaign had said that if he and his government are given 60 months to perform then they will take India down the road to progress. The president began his 55-minute speech by congratulating the people for voting in record numbers. He hoped that “the sessions ahead with heavy legislative agenda will be productive and useful”. Congratulating the election commission and the official machinery, the presidentsaiditisa“matterofgreat satisfaction that the general elections were smooth and largely peaceful”. “The unprecedented interest shown by the people of India in the elections is a sign of progressive deepening of our vibrant

The president said the country needed a strong and stable government that could provide effective leadership. “In my Republic Day speech earlier this year, I had hoped for 2014 to be a year of healing after the fractured and contentious politics of the previous years. Standing here today, I applaud the wisdom of my fellow citizens for having voted for stability, honesty and development in a resurgent India in which corruption will have no place. “My government will work to fulfill these aspirations; with the involvement of all the 125 crore people of this great country,” he added. The rape and hanging of two teenaged girls in Badaun in Uttar Pradesh last month is the latest incident of crime against women that has caused nationwide shock and horror. Age no bar. Sex no bar. It’s football season again, when young and old, boys and girls, men and women, have only one thought on their mind, football and their favorite team. With two days to go for the FIFA World Cup 2014 to kick-start in the football powerhouse, Brazil, Mokokchung is upbeat about the start of the greatest tournament in the sporting world. And it’s tradition again. Flags of participating countries have been put up at most of the houses. Here you know which family supports which team. But there are some houses that have put up multiple flags, indicating the different supporters of different countries in a family. As each of the

teams exit the World Cup as the game progresses, the defeated team’s flag would be removed from the houses. Brazil, Germany and Argentina seem to be the favorites this season. But there are flags of Greece, Japan, England and some other countries put up proudly in different colonies. Some taxis have been painted with the flags of Germany along with the ‘swastika.’ Interestingly, most fans have been supporting the same team each for the past many years. There is no shift in allegiance, except for some. Many private vehicles and commercial taxis have also put up flags of participating countries. The spirit is alive. Meanwhile, a small shop in the heart of Mokokchung town is selling miniature flags, to be put up in cars,

like hot cakes. Most buy the Brazilian or the Argentinean flags which cost Rs. 150 apiece. The flags are hand stitched and put on a bamboo stick, to be tied to the frame of a car. People have no problem shelling out this amount to show their support for their favorite team. Of course, flags of other participating countries also find buyers. While the FIFA World Cup always finds huge interest in the football crazy Naga society, Mokokchung town might be a step ahead in showing their ardent love for football. Last World Cup final, a group of youngsters under the banner of ‘I Love Mokokchung’ Facebook group successfully screened the final match between Netherlands and Spain in 2010 at Imlong Place at the heart of town. This year, a similar event is being prepared for, expected to be bigger and better. Though the live matches will be telecast early morning at around 1:30am, there will be many who will stay up and watch the matches, and for a month, the early morning silence will be broken by shouts from respective families as a goal is scored or saved. It’s football time! But it’s not just during the World Cup that the citizens show an interest in football. If you don’t follow the English Premier League, or the La Liga and other football leagues, then you could be left out in discussions while sitting or hanging out with friends. This FIFA World Cup 2014 will be no lesser than the previous years’ World Cups. The beautiful game is on, and you feel it in Mokokchung.

BJP demands berth in Sustainable livelihood options for fishing Nagaland government

KOHIMA, June 9 (TIMes Of IndIA): Nagaland state BJP unit has demanded a cabinet berth for their lone legislator in the present Democratic Alliance of Nagaland (DAN) government in Nagaland. Nagaland witnessed a change of guard on May 24, when T R Zeliang of Naga Peoples Front (NPF) was sworn in as the 16th CM of Nagaland. The change of guard was necessitated after Neiphiu Rio was elected to Lok Sabha on an NPF ticket, resigned from the state assembly and passed on the baton to Zeliang to lead the affairs in the state. Nagaland BJP general secretary and spokesman, K James Vizo told TOI that the party was unhappy

about not getting a berth in the DAN government and said the lone BJP legislator deserved a berth. He also said that while interacting with central BJP leaders in New Delhi, the state unit expressed its dismay at the DAN government not accommodating the lone BJP MLA P Paiwang Konyak in the state cabinet after the change of guard. "The state BJP party also is of the view that the distribution of portfolios to representatives was not done fairly as pre-poll alliance partners were sidelined," he added. Further, James said that the state president M Chuba Ao had told the office bearers of BJP Nagaland at a meeting at Dimapur last week that as

a part of the pre-poll alliance with DAN, the party fully supported the candidature of Neiphiu Rio as DAN consensus candidate. Rio was elected by a huge margin by the people of the state. Ao had also urged the central leaders to give Rio, who is a tribal and a Christian, a berth in the next expansion of the Modi ministry. “The president of the state unit also appealed to all the rank and file as well as its well-wishers to extend their moral support in the general interest of the state, since it has been more than 44 years that no Naga leader had been accommodated in the central ministry, expect for SC Jamir as deputy railway minister,” James told TOI.

Mkg DPDB discusses non-inclusion of three villages MOKOKcHung, June 9 (dIpr): Mokokchung District Planning & Development Board held its monthly meeting at ADC (Planning) conference hall on June 7 with DC & DPDB Vice Chairman, Murohu Chotso on the chair. The meeting once again took up deliberations on non-inclusion of three villages namely: Tzuremen, Akhomen and Yajang-C under Longchem circle within Nagaland map and therefore, unanimously decided to write a representation to the government to relook at the matter urgently. The meeting was of the opinion that these three villages are within the land belongs to Nagaland and not under Disturb Area Belt. After discussion with concern, the meeting also decided to urge the education department to examine redeployment of contract postgraduate teachers to Mayangnokcha Government Higher Secondary School and Senayangba Government Higher Secondary School as the redeployment was not against their subject. The meeting felt that academic career of students in the two higher secondary schools are badly affected as these redeployed teachers are not in favor of their requirement. The meeting also decided to urge the Health & Family Welfare department for immediate fencing of Imkongliba Memorial District Hospital for which the Vice Chairman asked the Medical Superintendent to submit technical estimate for onward submission to the concern department. Renaming of Tzutikong Government High School, grant-inaid to some private schools and Welfare societies and registration of Evergreen Club society Ungma were also approved and forwarded to concerned departments.

Boat clinics: the only hope floating for Assam's river island community Dibrugarh June 9 (ani): Boats are a feature of everyday life for the river island dwellers of Assam. They are, after all, the only connecting link to the mainland-the source of essential supplies and services, such as education and health. Yet, when a particular kind of boat turns up every few weeks at their embankment, the excitement in the air is palpable. "It's the boat clinic!" someone shouts, and the words ring through the air, quickly gathering people. Carrying doctors, paramedics, medicines, even a laboratory, to tend to their health related complaints, the boat clinic is a ray of hope for the island dwellers, and, not surprisingly, nicknamed the 'boat of hope'. Started in the year 2005 with a single boat, Akha (hope) in the Dibrugarh district of Assam, the boat clinic initiative by the Centre for Northeast Studies and

Policy Research (C-NES) was in response to the poor healthcare that island dwellers are exposed to. With no health facilities, poor communication to the mainlandmade even more difficult during the monsoon floods-and diseases aplenty, especially affecting the vulnerable lot, women and children, such an initiative spelt the idea, 'if they cannot come, the hospital can come to them'. The clinic's success got the attention and the subsequent support of the National Rural Health Mission (NRHM) and Unicef, driving it to a public private partnership (PPP) that helped the programme spread to 13 districts of Assam. The boat clinics' success can be gauged in the changing attitude of the people, who first eyed the entire initiative with suspicion, before being convinced about its intention. Take the case of Amiya Begum of the Baleswar sapori in the Nalbari district, about 70 km

from Guwahati. "Initially when the boat clinic used to come, there was curiosity, but we didn't have much faith in it. Most of the elders opined that it was a temporary thing and wouldn't do us any good," recalled the 25-year-old mother of three. "But they kept returning, with medicines, and people who went to them were treated of their problems. Slowly our confidence grew, and now whenever the boat clinic comes we rush to be ahead in the long queue," she smiles. Amiya's friend, Shama, added that there was also some hesitation to get pregnant women checked by male doctors. "But when we saw the doctors' and the nurses' dedication, the way they explained things to us, that veil too lifted," Shama said. "Over and above, now we are being regularly checked, treated of our ailments, and given free medicines, without having

to pay Rs.10 one way for a boat ride to the mainland hospital. We are poor people and most of the times, unless it's an emergency, we avoid going to the hospital altogether". The boat clinics' typically work model is to organise health camps in the villages on the islands. Word is spread about the camp through the ASHA, and although general health check-ups are done by the doctor-if need be the case is referred to specialists on the mainland-it's maternal and child health that is the focus. According to the staff on board, the visits are also usually timed in accordance to immunisation dates. According to NRHM data, the boat clinics have organised 13,316 health camps since 2008 until this year, providing 60,085 women with ante---natal care, 15,694 women with post-natal care, and 123,342 children with routine immunisation, among others.

But we're determined not to let it happen." The Konyak leaders also promised to take up the issue with the Nagaland government.

Such has been the effect of these boat clinics, that even in Majuli-the world's biggest river island on the Brahmaputrawhich, unlike other river islands, has a Community Health Centre (CHC) and health sub centre, people wait eagerly for the clinics' visit. "The closest health sub-centre from our village is four kilometers away and there is a river in between. In fact that sub-centre caters to 15 villages and of them 14 are on this side of the river," said Deboshree Das of Samuguri village in Majuli. The boat clinic, she says, is a better and more convenient option because it can come close to the villages, especially when the water level rises in the monsoons. Riturekha Baruah of C-NES who oversees the boat clinic programme in the Jorhat district, says that the team also assists in childbirth. "Communication is difficult in the saporis, and many times be-

cause of an emergency, a woman cannot go to the hospital for delivery. In such cases we have assisted in childbirth," she said. Assam has been fighting one of the country's highest maternal mortality ratio at 328 per 100,000 live births. The clinic also encourages family planning-an especially tough task given high levels of illiteracy among the island dwellers, and superstitious beliefs. "For this (family planning) we have to step beyond our immediate duties and work towards changing attitude of people, building trust, and removing misconceptions. We also discourage girls from being married off young, and talk about spacing between kids," said Minhazuddin Ahmed, a doctor with the boat clinic. Among the most common ailments affecting the island dwellers are water borne diseases and skin infections. Undoubtedly, life is very different,

and difficult, for the nearly 30 lakh people living on the 2,500 river islands in the Brahmaputra in Assam. But the boat clinic team too faces challenges to reach the target community. According to Dipankar Das, CEO of C-NES, trouble can arise both in the dry season and monsoons. In the dry season the water level has to be at least four feet for the motor boat to function, and on one instance "the team had to walk 10 km to reach the village". Similarly there have been times when the boat clinic got stuck in thunderstorms and floods and had to be rescued by experts. "Gaining access to healthcare used to be a privilege earlier. Now with the boat clinic, we have been blessed with hope for a better life," smiled Anjana Das, an island dweller in the Dibrugarh district while talking to the Charkha Development Communication Network.

IFAW-WTI hosts training to enhance wildlife conviction rates Kaziranga, June 9 (Mexn): In order to tackle low conviction rates in wildlife crimes in the country, the International Fund for Animal Welfare - Wildlife Trust of India (IFAW-WTI) has initiated a pioneering training to facilitate accurate offense report filing. "One of the major reasons for wildlife cases extending for years (or decades) or even offenders going scot-free is weak offense reports," said Vivek Menon, Executive Director - WTI and Regional Head – South Asia for IFAW. An offense report is the first report prepared by officials at the crime scene. "This forms the pillar on which an entire case is fought. If this foundation is weak, the entire structure turns against the prosecutor," he added. The first 'Advanced Enforcement Training for Offense Report Writing' is being held in collaboration with the Assam Forest Department at Kaziranga National Park, under IFAW-WTI's Van Rakshak (Guardians of the Wild) Project. The ten-day training, beginning June 9, will see 15 frontline forest officials - 7 from Kaziranga National Park and 4 from Manas National Park, and 2 each from Pobitora and Bura Chapori Wildlife Sanctuaries. The training is being carried out under the guidance of senior conservationist Bhupendra Nath Talukdar. The training team comprises two senior lawyers, one public pleader, apart from IFAW-WTI staff. "This training is very helpful and essential for our frontline staff. It is basically a skill-will combination which will enhance the conviction rate among the specially trained forest

field officials while filing the offence report on any wildlife crime," said S K Seal Sarma, DFO, Kaziranga National Park, who was present at the inauguration at Bagori Range office. 'Advanced Enforcement Training for Offense Report Writing' initiated by IFAW-WTI is first of its kind in the conservation history of the two UNESCO World Heritage Sites, Kaziranga and Manas National Park. "Our aim is to get a new range of trained professional forest officials who thoroughly investigate the crime scene and accurately document the offense report. We have selected the frontline staff those who have been actually doing offence report writing in their respective departments. So, with this long and intensive advanced training they will effectively implement it on ground," said Dr Bhaskar Choudhury, IFAW-WTI Regional Head. Over the next ten days, the 15 forest officials will undergo intensive training on crime scene investigation, methods of seizures and arrest, Indian wildlife laws, their interpretation and effective use to prepare and file legally correct papers in court. The Van Rakshak Project (VRP) builds capacity of India's frontline staff providing them appropriate training, and equipping them. Till date, over 13,000 in more than 130 of the country's protected areas have been trained on 'wildlife crime prevention' and equipped with field gear. The project has also provided free insurance cover to 20,000 frontline staff in the country. Victims of accident or death on duty and their families receive up to 1,00,000 rupees under this unique scheme.

The security forces also recovered a huge cache of arms, ammunition and other incriminating goods from the arrested cadre. A case has been registered at Khonsa police station, the statement said. None of security forces were injured. Ahon suffered bullet injury and was later evacuated to Assam Medical College at Dibrugarh.

Addressing the first joint sitting of Parliament after the recent Lok Sabha elections, President Pranab Mukherjee said the Narendra Modi government will initiate a series of social, healthcare and infrastructure programmes while asserting that there will be ‘zero tolerance’ towards terrorism and extremism, besides violence against women. He said the government will revive ‘Brand India’, riding on its strengths of five ‘T’s — tradition, talent, tourism, trade and technology — and will crucial areas including the need to address the difficult economic situation in which inflation has to be reined in and growth to be reignited. Mukherjee noted that the justconcluded election has been an election of hope. “The surge in aspirations and the belief that these could be realised through democratic processes, has been amply reflected in the record 66.4 per cent participation by voters and a clear verdict in favour of a single

RCom rolls out free national roaming offers NEW DELHI, JuNE 9 (ET): Reliance Communications Monday rolled out free national roaming offers to target corporate, SME and highvalue post-paid and pre-paid GSM customers. “The One India, One Rate Plans will help us attract customers in the high-value Corporate and SME roaming segments,” Gurdeep Singh, chief executive officer, Consumer Business, Reliance Communications Limited, said in a statement. Under One India, One Rate Plans, customers will be charged on their home plan tariffs, even while roaming anywhere in India and there will be no difference between Local, STD and roaming charges. “RCOM’s One India, One Rate Plans will help us

break down the tariff barriers and extend unprecedented benefits to our roaming customers,” Singh added. The telco said that roaming rates as per the customer’s existing home Circle billing plan will prevail, even when they are roaming in other locations in the country. The company said that the offer is meant not just for frequent roamers, but also for infrequent roamers who can subscribe to these plans. The One India, One Rate pre-paid plan starts at Rs 45, which offers local, STD and roaming outgoing calls at 40 paise/ minute, while incoming roaming is free. The pre-paid plan carries validity of 30 days. RCom has introduced two plans

Gionee cautions customers against buying from online platforms

NEW DELHI, JuNE 9 (PTI): After Lenovo, Chinese handset maker Gionee has cautioned its customers against purchasing devices from e-commerce platforms and online shopping sites. The smartphone maker also said these online firms are not their authorised resellers. “One, these e-commerce sites are discounting prices below what other retail stores would sell

ne of the fundamental objectives of any educational institution and more of higher education is not only to disseminate knowledge but also to create it, which is possible only through research. Research denotes forms of scholarly inquiry that leads to various intellectual outputs. The relevance of academic research needs no further emphasis as John Slaughter, President of Occidental College in US had said ‘research is to teaching as sin is to confession, unless you participate in the former, you have little to say in the latter’. In Finland even school teachers undertake small research / survey activities at their own level so as to lend credence to their teaching in the class room. This is basically ‘pedagogical’ in nature to add value to their teaching. The ‘discipline based’ approach to research is generally theoretical which may or may not find its place in application. It is the ‘applied’ research that industries clamour for and turn towards the academia for it. Yet another form is called ‘Inductive Research’ which is based on pure observations though academicians are yet to accept it. Since research is an aptitude based activity calling for high degree of per-

severance and determination on the part of the researcher, it would be ideal to leave it to him as to what form of research to undertake. Research is delving into the past, observing the present and visualizing the future and with all these three activities, a scholar goes about in creating a body of knowledge useful not only to him but to the whole society at large. Teachers in institutions of higher learning have little or no choice in undertaking this as an essential activity and earn the coveted doctoral honours not only from career point of view, (Publish or Perish concept) but also from dissemination of value based knowledge to the students, point of view. No student should come out of an educational institution with an outdated knowledge into a fast changing, highly demanding and competitive employment market. Research promotes inquisitiveness, it drives innovation, it propels self motivation, it leads to inner satisfaction, it teaches you to push against odds and finally it results in acquiring tremendous amount of self confidence. One needs a lot of motivation and inspiration to undertake research

and logically conclude it. But taking up Ph D is not the sole prerogative of select few only as is generally believed. Anybody with enthusiasm coupled with analytical ability which is topped up with strong will to achieve can take up research. Then there is always a helping hand in the form of peers and guides in a university set up. Access to a well stocked library and internet will make the activity more interesting and rewarding. Tendency to remain satisfied with ‘status quo’ should be curbed to start with. Research and Ph D at the end of it leave a person with a very high sense of fulfillment and accomplishment and capable of motivating and inspiring others. Perhaps it is the only academic activity which beats all age barriers. TR Zeliang meets DoNeR minister

KOHIMA, JUNE 9 (MExN): Chief Minister of Nagaland, TR Zeliang today apprised the Minister of State for DoNER V.K Singh about the long delays even in the sanction of retained schemes under NLCPR mainly due to vetting of schemes in the Line Ministries. He suggested that Ministry of DoNER must have Technical Cell to vet schemes which will considerably cut down the delays in sanction/release of funds against the schemes under NLCPR. He also stated that he would bring one DPR from each district which will fulfill the aspiration of local people. The CM met the union minister alongwith his three cabinet colleagues, Kipili Sangtam, Minister for Power, Y. the country. The Chief Minister as Finance Minister of Nagaland also attended the conference of Finance Ministers, which was chaired by Arun Jaitley, union Finance Minister. This meeting was essentially a pre-budget exercise to elicit the views and opinion of different States/ Union Territories, stated the note. In the opening address, Arun Jaitley spelt-out the immediate priorities of

the Government to control inflation. TR Zeliang raised the issues concerning poor financial health of the State and drew the attention of the Finance Minister for making realistic and practical policies in the socioeconomic sectors to help people of the State. Toshi Aier, Addl. Chief Secretary (Finance) and Jyoti Kalash, Resident Commissioner were also present in the conference.

Patton, Home Minister, Kipili Sangtam, Power Minister and Neiba Kronu, Parliamentary Secretary for Planning. They attended the swearingin ceremony of N. Chandra Babu Naidu as the Chief Minister of Andhra Pradesh, along with his 17 Council of Ministers, at Guntur. The Nagaland delegation along with senior BJP leaders L.K. Advani, MM Joshi, Manohar Parrikar, Dr. Raman Singh, Prakash Javedkar and others like Prakash Singh Badal, Sukhbirsingh Badal, were flown in a special aircraft to the swearing-in ceremony. The Nagaland Chief Minister further informed his counterparts that he would soon constitute the much awaited State Investment Commission and also organize ‘Investment Melas’ through which platform the people of the State, especially the youth, can gainfully interact with outside investors and experts for mutual growth and benefit.

Something much higher than Article 371(A) for The Nagas

S

omething much higher than article 371(A) was given by God to the Nagas. But tragically, Nagas have turned their backs to this extra-ordinary special provision and have been wandering in the jungles of India and Article 371 (A) for the past 52 years (1962-2014). The extraordinary special provision that was given by God to the Nagas is found in the Constitution of God (The Bible) in Article Acts 17:26. The wording of this article goes like this: “And he (God) made from one (Adam) all the nations of the earth (Including Nagas) and gave them their respective periods and the boundaries of their habitation.” Now, it is a universal fact of history that no citizens of any nation on earth have ever created or made their own geographical lands. On the contrary, every citizen of every country is born into a country that has already been there for a long time. As to the creation of any nation’s geographical lands, there is no historical or scien-

tific record that the ancestors of any nation have ever created the mountains, rivers and lands of a country. The Bible is therefore not making any nonsensicle statement when it reveals that the author and creator of all nations and their respective geographical and national idendities ares a work of God. In the same vain of truth, the special provision of land ownership and its rights for the Nagas was given by non other than God himself who is the creator and real owner of all the Naga Lands. (The same is true of all nations on earth). This special provision also supercedes or even nulifies anything that India can give to the Nagas. This is so, because Nagaland was never a part of India nor was Nagaland created by any ancestors of India. Now to be sovereign and independent within ones own God appartioned lands is the inherrent right of any nation on earth. This right is also recognised by the United Nations

Universal Declaration of Human Rights under aticle 15 (1) and (2) and 21 (1) and (3). We also must accept that to be sovereign and independent is to be responsible for running one’s own governmental affairs like civil administration, building one’s own economy, industry, defence, finance etc. It means responsible governance which is a very tough work involving sacrifeces, toil and sweat. But what have Nagas gotten from India under Article 371(A) of the Indian Constitution? We have no time or space here to quote the whole of Article 371(A) or the 16 Point Agreement. But if we go through these documents, we will find that all the important factors of running a state was to be handled by the Government of India. On top of this, the funds would be generously provided from the Consolidated Fund of India (Art.371 (A) (c). As for the responsible and gigantic task of running law and order problems in a state, article 371 (A) (b) quarantees: “The Gover-

nor of Nagaland shall have special responsibility with respect to law ans order in the state of Nagaland…” What this means for our Naga leaders who negotiated the 16 Point Agreement and made Nagaland a puppet state in India was that they got Ministerial posts complete with household Assam Rifles bodyguards, massive travel CRPF escort parties with sirens and of course access to the massive development funds that poured into Nagaland after it became an Indian state in 1962. As for running the affairs of the state , they were providewith a lot of manpower right from Chowkidars, Personal Peons, Malis and office staffs to obedient burreaucrats who would pre-fix and su-fix every word with “Sir” and “Sir everytime their services were required! But tell me, can any nation become a stong nation if it is spoon fed and “Govenored” by another nation? As for the rest of the Nagas who constitutes about 80% of the overl-

welming majority of Nagas in the villages, their share of the deal was heinous laws like The Armed Special Powers Act 1958/1970, Nagaland Regulation Act 1962 etc. When these acts and Regulations were applied into Nagaland, these village folks, on top of their hard works in their fields, went again and again to Indian Jails and many even died. This was because they refused to give up their dreams of an independent Nagaland where they could live in freedom and liberty. They have suffered the brunt of all these heinous laws for the past 52 years of statehood. That was their share from the so called grand Article 371(A) of the Constitution of India. Now, at the end of the day, or to put it in years-after 52 years of marriage with article 371(A), what did Nagas gain as a nation? May be 5% of the people who have lived on the top ladder of the Naga society got the lion’s share of the consolidated funds of India. Perhaps another 10% got a steady job with which they were able

to raise their children. As for the rest of the Naga population, ask them what they got from this deal with India. But for those who have been feasting on the sumptous meals of Article 371(A) set on the externally polished table of the Indian state of Nagaland, watch out for the legs of the table. Over the years, the legs of the table have been ravaged by different Naga political ants -some even wearing national uniforms. They have all been eating away the soft wood of the table legs so much so that the table might soon crash down in a cloud of dust. The best solution of course would be for India to come and take away this Indian made dinning table that has already cost the Indian exchequere billions of Rupees.The moment this is done, Nagas will be compelled to stand on their own two legs of equality and hard work again.The sooner this is done, the better it will be for both Nagaland and India who are two different and destinct countries.

Consciousness

A

t the core of a peoples existence is its collective consciousness. As a people, Nagas too need to consciously and deliberately take the task to recover, nurture, nourish and evoke a consciousness and perception that is an alternative to the present status quo. The Naga consciousness should be a call for self-realization and re-examination of ourselves, our value systems, our culture, our worldviews, our faith and our future as peoples. It should bring to public expression those hopes and yearnings that have been denied for so long and suppressed so deeply, that we no longer know that they exist. As Walter Brueggemann would say, “hope is the refusal to accept the reading of reality which is the majority opinion; and one does that only at great political and existential risk.” Hence, a people’s consciousness must be in response to the imperative need to inculcate a spirit of independence. It must grasp the notion of who we are and our readiness to assume responsibilities that emerges out of this realization, for we cannot be conscious and yet remain in bondage. It is essential that the attainment of the envisioned collective self is a free and dignified self. Naga consciousness must empower to overcome dependency and exclusivity. Where do we go from here? Our thoughts, behaviors and institutions are made to fit into a pattern largely to sustain the status quo. Our imagination, originality and forms of thoughts have been dulled to the point where it takes extreme effort to act with reason even in order to follow one’s own beliefs and convictions. This has limited creativity and damaged our ability to act with will, generating a feeling of powerlessness which Steve Biko says “breeds a race of beggars who smile at the enemy and swears at him in the sanctity of their toilets.” Nagas, we need to ask ourselves whether we are serious about making change. Are we prepared to free ourselves from the chains of bondage that has made us stop thinking? And so how does one address all the questions that define ones existence? Is it therefore not essential to become a living element in that popular yearning which is entirely calling forth for the freeing, the progress and the happiness of the Naga people? The Naga consciousness is therefore necessary so that it leads us to understanding; an understanding which is the understanding of differences. Nagas are in need of a dialogue that appeals not out of our realities and experiences alone, but elicits our imagination and aspirations. Our consciousness needs to develop hope and belief in human security where we neither compromise our history, nor become prisoners of the past.

India to implement code for energy saving

t will be mandatory for all state governments to implement by 2017 the minimum requirements for energy efficient design and construction set by the central government to meet the challenges of depleting resources, increased urbanisation and rapid construction, according to a top official. Shifting its focus to building energy-saving structures, the Bureau of Energy Efficiency (BEE) of the power ministry has made mandatory the Energy Conservation Building Code (ECBC) which acts like a "cross-check for building designs and specifications" to reduce the energy consumption through design and choice of material and equipment. Under its ambit are components like building envelopes (wall, roofs, windows), lighting, heat ventilation and air conditioning and electrical systems. Introduced in 2007, on a voluntary basis, the code sets the minimum energy standards for new commercial buildings with a connected load of 100 KW. Besides new buildings, it also covers old buildings which are getting renovated and/or extended. "While the ECBC has been developed by BEE, its enforcement lies with the state governments and urban local bodies through notification within their states as per their regional requirements. Seven states have notified the code, while 15 are on the way to doing so," Sanjay Seth, senior energy economist at BEE, told IANS on the sidelines of the "Urbanscapes: How Sustainable Are Our Buildings" workshop organised here by the Centre For Science and Environment (CSE). "The target is that the code will be implemented and become mandatory for all states by the end of the 12th Five Year Plan (2012-17). States like Rajasthan, Odisha, Uttarakhand and Andhra Pradesh have already notified the code. "Among the states we have been struggling with is West Bengal for a long time. Since there is a huge boom in new commercial buildings there is no reason why it should not implement the code," he said. He added that adoption of the code can reduce energy demand by at least 25 percent in new buildings compared to recent buildings. An ECBC-compliant building will get three stars on BEE's building rating scale. According to Anumita Roychowdhury, CSE's executive director for research and advocacy, it is an important policy instrument that is expected to set the sustainability terms for energy savings in new constructions in India. By 2020, almost 500 million people in the country will be living in cities, triggering a huge infrastructure boom. Moreover, the building sector's share of overall electricity consumption has more than doubled in the last four decades. "It has grown from 15 percent in 1970-71 to 34 percent in 2010-11 and, therefore, offers cost effective opportunities for savings," Seth said. However, some gaps need to be bridged. For example, ECBC standards are designed assuming that 100 percent of India's commercial building stock will be fully air-conditioned, requiring both cooling and heating. But it does not define temperature and humidity standards customised for Indian climatic conditions. "It does not tell us how to reduce the dependence on technology. It should address the matter of minimising air-conditioned spaces by using different architectural and design methods," Roychowdhury told IANS. What also needs to be pushed is a performance-oriented approach in setting up such green buildings, she said. Seth acknowledged initial hiccups would be there when the system is introduced, but gradually all the problem areas would be tackled, including compliance checks. "Web-based tools will be used for compliance checks and a cadre of independent ECBC certified professionals will be used as verifiers at the design, construction and completion levels," he said. In terms of cost-effectiveness, Seth said, the initial incremental cost would be recovered in four to five years. "The buildings would not only be cost-effective but also save on energy expenses. Cities can mitigate climate change by reducing energy consumption in the construction, maintenance and refurbishment of buildings," he said.

Should we fight the system or be the change?

I

t is an old question in social movements: Should we fight the system or “be the change we wish to see”? Should we push for transformation within existing institutions, or should we model in our own lives a different set of political relationships that might someday form the basis of a new society? Over the past 50 years — and arguably going back much further — social movements in the United States have incorporated elements of each approach, sometimes in harmonious ways and other times with significant tension between different groups of activists. In the recent past, a clash between “strategic” and “prefigurative” politics could be seen in the Occupy movement. While some participants pushed for concrete political reforms — greater regulation of Wall Street, bans on corporate money in politics, a tax on millionaires, or elimination of debt for students and underwater homeowners — other occupiers focused on the encampments themselves. They saw the liberated spaces in Zuccotti Park and beyond — with their open general assemblies and communities of mutual support — as the movement’s most important contribution to social change. These spaces, they believed, had the power foreshadow, or “prefigure,” a more radical and participatory democracy. Once an obscure term, prefigurative politics is increasingly gaining currency, with many contemporary anarchists embracing as a core tenet the idea that, as a slogan from the Industrial Workers of the World put it, we must “build the new world in the shell of the old.” Because of this, it is useful to understand its history and dynamics. While prefigurative politics has much to offer social movements, it also contains pitfalls. If the project of building alternative community totally eclipses attempts to communicate with the wider public and win broad support, it risks becoming a very limiting type of self-isolation. For those who wish to both live their values and impact the world as it now exists, the question is: How can we use the desire to “be the change” in the service of strategic action? Naming the conflict Coined by political theorist Carl Boggs and popularized by sociologist Wini Breines, the term “prefigurative politics” emerged out of analysis of New Left movements in the United States. Rejecting both the Leninist cadre organization of the Old Left and conventional political parties, members of the New Left attempted to create activist communities that embodied the concept of participatory democracy, an idea famously championed in the 1962 Port Huron Statement of the Students for a Democratic Society, or SDS. In a 1980 essay, Breines argues that the central imperative of prefigurative politics was to “create and sustain within the live practice of the movement, relationships and political forms that ‘prefigured’ and embodied the desired society.” Instead of waiting for revolution in the future, the New Left sought to experience it in the present through the movements it created. Current discussion of prefigurative politics has been rooted in the experience of U.S. movements in the 1960s. However, the tension between waging campaigns to produce instrumental gains within the existing political system, on the one hand, and creating alternative institutions and communities that more immediately put radical values into practice, on the other, has existed for centuries. Unfortunately, there is no universal agreement on the vocabulary used to describe this split. Various academic and political traditions discuss the two differing approaches using overlapping concepts including “cultural revolution,” “dual power,” and theories of “collective identity.” Max Weber distinguished between the “ethic of ultimate ends” (which roots action in heartfelt and principled conviction) and an “ethic of responsibility” (which more pragmatically considers how action impacts the world). Most controversially, some scholars have discussed aspects of prefigurative action as forms of “lifestyle politics.” Used as an umbrella category, the term prefigurative politics is useful in highlighting a divide that has appeared in countless social movements throughout the world. In the 1800s, Marx debated utopian socialists about the need for revolutionary strategy that went beyond the formation of communes and model societies. Throughout his life, Gandhi wavered back and forth between leading campaigns of civil disobedience to exact concessions from state powers and advocating for a distinctive vision of self-reliant village life, through which he believed Indians could experience true independence and communal unity. (Gandhi’s successors split on this issue, with Jawaharlal Nehru pursing the strategic control of state power and Vinoba Bhave taking up the prefigurative “constructive program.”) Advocates of strategic nonviolence, who push for the calculated use of unarmed uprising, have counter-posed their efforts against long-standing lineages of “principled nonviolence” — represented by religious organizations that espouse a lifestyle of pacifism (such as the Mennonites) or groups that undertake symbolic acts of “bearing moral witness” (such as the Catholic Workers). Movement and counter-culture With regard to the 1960s, Breines notes that the form of prefigurative politics that emerged in the New Left was “hostile to bureaucracy, hierarchy and leadership, and it took form as a revulsion against large-scale centralized and inhuman institutions.” Perhaps even more than advancing traditional political demands, the prefigurative concept of social change was about prompting a cultural shift. Indeed, those who embraced a most extreme version of prefigurative practice in that period did not identify with the social movement “politicos” who organized rallies against the Vietnam War and were interested in directly challenging the system. Instead, they saw themselves as part of a youth counter-culture that was undermining establishment values and providing a vigorous, living example of an alternative. This split between “movement” and “counter-culture” is vividly illustrated in the documentary Berkeley in the Sixties. There, Barry Melton, lead singer for the psychedelic rock band Country Joe and the Fish, tells of his debates with his Marxist parents. “We had big arguments about this stuff,” Melton explains. “I tried to convince them to sell all their furniture and go to India. And they weren’t going for it. And I realized that no matter how far out their political views were, because they were mighty unpopular — my parents were pretty left wing — that really they were [still] materialists. They were concerned about how the wealth was divided up.”

figurative politics, however, is far more wary of joining forces with those coming from outside the distinctive culture a movement has created, especially if prospective allies are part of hierarchical organizations or have ties with established political parties. Countercultural clothing and distinctive appearance — whether it involves long hair, piercings, punk stylings, thrift-store clothing, keffiyehs or any number of other variations — helps prefigurative communities create a sense of group cohesion. It reinforces the idea of an alternative culture that rejects conventional norms. Yet strategic politics looks at the issue of personal appearance very differently. We didn’t even want to know that Washington was there. We thought that eventually the whole world was just going to stop all this nonsense and start loving each other, as soon as they all got turned on.” The boundary between a subculture and a prefigurative political movement can sometimes be blurry. “It’s amazing that these two movements coexisted at the same time,” Melton argues. “[They] were in stark contrast in certain aspects — but as the 1960s progressed grew closer together and began taking on aspects of the other.”

In the Style of Modi I

t is said that success has many fathers while failure has none. And the recent success story of Narendra Modi has once again clearly demonstrated this phenomenon. Now, everybody seems to be proudly narrating and displaying their Modi-connection. As recent as the middle months of the year 2013 Modi was viewed by many (including many Naga Christians) as a fanatical Hindu and a dangerous politician who, if given a chance to rule a multi-diverse country like India, might prove out to be detrimental and hazardous for the people belonging to the nonHindu communities. However, all that seemed to have changed in September 2013 when BJP President Rajnath Singh announced Modi as the party’s Prime Ministerial candidate for the 2014 Lok Sabha elections. Slowly but steadily the people of India seemed to have developed an all-together different view of the man regarded by many as the one responsible for the infamous 2002 Gujarat riots. The Supreme Court of India also seemed to have relented to this change in the atmosphere by giving Modi ‘a clean chit’ in the 2002 Gujarat riot case. Yes indeed, it is also said that human memory and emotions can change in a ‘heat of the moment’. Something of this sort also happened 2000 years ago. On a Sunday, the Jewish people were shouting ‘blessed is the one who comes in the name of the Lord’ to welcome a man riding on a donkey. But five days later, this same people shouted ‘crucify him’. In a somewhat similar way, the views and perceptions of the majority of people about Narendra Modi also seemed to have changed drastically. From being a villain to many, Modi has suddenly become the hero. The dark episodes of his rule in Gujarat do not seem to bother at all anymore as he is now viewed and accepted as the Messiah of the Indian populace. It is also said that ‘winners do not do different things…..but they just do things differently’. This saying also seems to aptly apply to Narendra Modi as he seems to have his own style of doing things. Modi was welcomed like a rock-star when he arrived in the Indian parliament complexes for the first time after the BJP’s thumping victory. It is said that this was Modi’s first entry into the Indian parliament complexes. If this is really true, then it is really remarkable that a man who had been ruling Gujarat for more than 12 years did not even bother to set foot on the venue from where the country’s most crucial decisions are made. This story brings out a very fascinating facet of Modi as it clearly reveals that he is a man who is satisfied and occupied with whatever he has in his hand. Indeed Modi himself said that he never ran after posts and that for him responsibilities are greater than posts. Thus despite the fact that there are many BJP national leaders who had been walking up and down the corridors of the Indian parliament for years with an eye on the PM’s chair, it is ultimately Modi who landed himself on the most coveted chair. Despite the fact that Modi is undoubtedly a die-hard advocate of Hinduism, some of his guiding principles and philosophies seem to have impressed even those members of nonHindu communities who fear him the most. For once, the respect and reverence that he has for his mother is evident and impressive. After the BJP’s thumping victory, as the PM‘s chair awaits him in Delhi, Modi did not forget to seek the blessing of his beloved ageing mother before he flew off to Delhi to occupy the country’s top post. As these images were telecast to all Indian homes by the many TV channels, I doubt that anybody was untouched or unmoved by these moving pictures. In his speeches during the campaigning, Modi also rarely mentioned the names of his main opponents. Instead he referred to Rahul Gandhi as ‘Shehzada’ (Prince). Likewise, he also referred to the UPA government not as the government of Dr. Man Mohan Singh but as the ‘Maa-Beta Sarkar’. Another masterstroke of Modi was inviting all the heads of the SAARC nations for his swearing-in ceremony at Rashtrapati Bhavan – a first of its kind. Modi was even bold enough to send an invitation to his Pakistani counterpart despite the fact that India and Pakistan have not been able to see eye-toeye on many issues in the recent years. For me, it was like a man sending a love letter to a woman from whom the man was very unlikely to get even a reply. But still then Modi went ahead and took the bold step and thereby has ushered in a new channel for Indo-Pak dialogue. Just seconds after he was sworn-in as the country’s Prime Minister, Modi also opened his PM’s website to the people of India while he was still sitted in the Rashtrapati Bhavan complex. It has also been reported that Modi has decided not to include any person who is above 75 years of age as minister in his government. All these indicate that Modi thinks and acts differently and ahead of many Indian political leaders of today. Therefore it would be interesting to see the changes that lie ahead. The story of Modi itself is very interesting and inspiring. He was born into a poor family. His father Damodardas was a tea-seller and Modi himself sold tea in his hometown to meet ends. Indeed if a guy who used to sell tea in his hometown to meet ends could become the Prime Minister of the biggest democracy in the world….all I can say is ‘Long Live Indian Democracy’. However, interestingly Modi has declined to include his life story in the school curriculum texts when he was recently approached with a request for the same. Modi is said to have replied that India has many leaders who have contributed immensely to the nation and children should rather study about them in their texts but that stories of those leaders who are still alive should not be included in the school texts. From all accounts it is clear that Modi is a man who takes religion very seriously. This is why he performed the Ganga Aarti Puja on the banks of the Ganga river in Varanasi after the BJP’s landslide victory and this was also why Modi refused to wear the symbolic Muslim tupi when a Muslim religious leader tried to put the tupi on his head some years back. So

a question naturally arises - do the non-Hindu people need to fear the man? Personally I don’t think so. As long as Modi keeps his religion to himself and does not meddle with the religious activities of the non-Hindu population, there is no reason to fear him. This is so because the Indian constitution allows free practice of religion to people of all faith and for everybody their religion is dear to them. One pre-requisite element to be happy is ‘to be content with whatever one has’ and Modi seems to be one such person. Modi himself said that he never ran after posts and that he never aspired to be the chief minister or the Prime minister but that he simply accepted the opportunity and responsibilities that came his way. When he was a tea-seller, I believe that Modi was satisfied with being a tea-seller and he must have done his utmost to deliver the best services to his customers. Likewise when he was the chief minister of Gujarat, Modi must have been a satisfied man and must have done his best for the upliftment of his people. However now we know that destiny had something much bigger and greater for him than being a tea-seller or even the Chief Minister of an Indian state. Thus even though Modi himself is not a believer of Christ, I guess there are things that we Christians can learn from his story. I feel so because many of us Christians are never satisfied in life and are always on the lookout for something bigger and greater even though God has already blessed us in many seen and unseen ways. And in our pursuit for bigger and greater satisfaction we usually end up disappointing ourselves, our fellow-beings and even God himself as we ultimately end up with nothing in our hands. Narendra Modi was entitled to move into the Prime Minister’s official residence at 7 Race Course Road on the evening he was sworn-in as PM. However, Modi did not do so and he continued to stay on for some more days at the Gujarat Bhavan (New Delhi). This delay in shifting to the new residence also clearly demonstrates that Modi was a satisfied man putting up at the Gujarat Bhavan and was in no hurry to occupy any new imposing residence. Narendra Modi has been sworn-in as the Prime Minister of India and his government is just about to start its real work for the welfare of the nation. Therefore, it is still too early to judge him or his government. The performances and outcome of his government may or may not turn out to be in our taste…..but the fact still remains that, as of now, Narendra Damodardas Modi has undoubtedly become the latest celebrity on the Indian horizon……and India certainly stands “Modified”………

library is the delivery room for the birth of ideas, a place where history comes to life” – (Norman Cousins) With over 17,000 libraries and 2.5 billion materials circulated annually in the United States alone, libraries are frequently used and highly valued by the public. However, as libraries modernize, they face an increasingly harsh budget environment, as well as technological disruption in media, scholarship, and education. The political, social and technological environment is one of transformation and uncertainty. Most libraries have added services such as public computers, free wifi, digital materials such as web sites and e-books, leading to higher overall usage of the library. Countries and cities also continue to invest in library infrastructure. Public libraries remain very popular among all users, and younger patrons use the library at the same rate as older ones. Over 94% of Americans say that “having a public library improves the quality of life in a community.” At the same time, public funding of libraries has declined precipitously. School and academic libraries have also faced both severe budget troubles and declining usage of traditional library services like reference and interlibrary loan. Library functions, services and usage are changing so rapidly that it is difficult to establish standards or measures of value. As these trends continue or accelerate, the status of libraries is likely to remain dynamic and unclear. Academic Libraries: College and university libraries are at the center of changes to the library system. Academic libraries must serve groups of users with diverse information needs and research skills. A higher demand for accountability means academic libraries must prove their value and the value of the university system. Several institutions have attempted to assess the impact of academic libraries on student success but have often struggled with patron privacy concerns. A decline in the usage of traditional library services at the university level suggests that students are looking elsewhere for information resources. Graduate School of Library and Information Science professor Jerome McDonough observed that in terms of undergraduate usage, “We're losing clientele; students may come in the library to study, to socialize, to hit the newly installed cafe designed to lure them in, but they're not using library materials, or library services, at anything like the rate they did even ten years ago.” The growing demand for publishing services suggests new roles and responsibilities for academic libraries in the near future. With changes on the horizon, the organizations that monitor academic library statistics are seeking new ways to assess value and impact. Public Libraries Recent growth in public library usage is likely driven by the Great Recession, as patrons take advantage of affordable entertainment, internet access, job search assistance and educational resources. Beginning with the digitization of library catalogs between the 1970s and 1990s, libraries have added digital capabilities while continuing to provide traditional book lending and literacy services. A large majority of libraries now use social media, like Facebook or hi5, to connect with patrons. The assistance of professional library staff is also valued by patrons. Over one third of people who have ever visited a library say library staff had helped them use a computer or the Internet. In 2011, more than a quarter of all adults used a library for Internet access at some point. Free access to computers and the Internet is now nearly as important to library patrons as borrowing books. Libraries are also offering new recreation, entrepreneurial and content creation opportunities. While patrons still value access to printed books, libraries' shift to offering a wide range of digital, educational, social and entrepreneurial tools appears to be permanent. School Libraries With public funding declining for both libraries and schools, school libraries face severe economic troubles. The number of school librarians has declined, with many school librarians being laid off or assigned to other teaching duties. Moreover, the decline in school library services seems unlikely to end soon as schools seek ways to reduce costs and consolidate services. In 2012 a joint study by the Education Law Center, the Health Sciences Library Consortium, and the Pennsylvania School Librarians Association demonstrated that "for all students, those with fulltime librarians are almost three times as likely to have 'Advanced' writing scores as students without full-time librarians."Nevertheless, school libraries will have to deal with shrinking budgets and changing roles for both librarians and libraries. “A library is not a luxury but one of the necessities of life”- (Henry Ward Beecher)

he NSCN (IM) banning late night lounges and restaurants in Dimapur and the GPRN/NSCN and Dimapur Naga Students’ Union’s intended but postponed joint raid on flesh trade involving Naga girls at Lahorijan, Assam is a move that has found wide acceptance among the public. This laudable move by the two Naga political groups and DNSU comes at a time when the Against Corruption and Unabated Taxation (ACAUT) movement is gaining wider public support. Such moral policing steps aimed for the good of the society and the younger generation can undoubtedly soften public abhorrence upon the Naga political groups which have been considered to be heavily burdening the people through unabated taxation. However, it remains to be seen as to how long the Naga groups can be committed to in cleansing the immoral activities. The recent NSCN (IM) ban on late night discos is not a first time order. In the past, several orders have been issued but all such stern warnings died down and the business starts functioning on a normal basis within no time. The lacuna was that the NSCN (IM) authorities never followed up its own orders to materialization. Scepticism remains on whether the NSCN (IM) can wilfully finish its task which has been taken up several times in the past but failed every time. Unlike the past, when orders were simply passed and vanishes into oblivion, the silver lining this time is the reiteration warning that vehicles found parked after 10 pm outside “night club and restaurant” would be destroyed or damaged. This has seeped down in the minds of the people that the NSCN (IM) is more serious this time round and several NGOs have also attested its support towards this move. But the real commitment of the NSCN (IM) can be visible only when such places do not rise up again. GPRN/NSCN and DNSU’s proposed raid at Lahorijan is aimed at salvaging the Naga girls who are wasting away their lives. As an entity claiming to represent the people and working for their welfare, this raid if takes place should not be the first and last but continue till the practise is stopped. Having set Lahorijan as the first target, the GPRN/NSCN may also look back to our state where many Naga girls are practising prostitution in privacy without necessarily having to go to hotels. Such girls and clients know that hotels have become very vulnerable to raids so they also travel to different Indian cities where their identity is well concealed – and they become travelling prostitutes. Many Naga married men and non-local inhabitants are clients to such innocent looking but enticing Naga girls. By throwing themselves into handling such social issues, the various Naga political groups may not necessarily get the confidence of the people but will certainly gain some consideration from the public in their dealings. Another interesting development that took place during the last one month was the squabble between ACAUT and Excise Department, Dimapur over pilferage of seized IMFL/beer. As per reports, out of the 4448 cases of IMFL/beer, only 2394 cases were destroyed and 2054 cases established missing. Miffed at ACAUT’s intervention during the destruction, the Excise Commissioner responded that proper permission should have been sought. If ACAUT has transgressed in not seeking proper permission for counting, then let it be held responsible for not following the procedure, if any. However, the Department cannot be absolved of its wrongs found in the discrepancies simply for the reason that permission was not sought. It was a surprise visit and any such surprise visit would be meaningless when the concerned party upon whom the surprise visit is intended to be carried upon is informed in advance. With such discrepancies in the open, it is the responsibility of the Excise Department to publicly answer as to where the rest of the seized IMFL/beer disappeared. The flourishing liquor joints in Dimapur shows the weakness of the authorities in implementing the NLTP Act 1989.

he recent news about the active consideration of Prime Minister Narendra Modi's government to start a new ministry to oversee the Himalayas is most welcome. In all these years since independence, ignoring the Himalayas has been wholly unwarranted and shocking. To many of us who have been hammering away at this thought, it is the most welcome of all news emanating from the newly formed government. Here is why we think this is a path-breaking thought leadership. The sheer size of the Himalayas expanse from Pir Panjal Range in Kashmir to the eastern part of Arunachal Pradesh, the Anjaw district, the tri junction of India, Myanmar and China, is certainly nature's endowment to India. All 2,500 km of Indian Himalayas house some of the most dense and rare bio-diversity reserves on earth. The people who live in these vast expanses and mountains are many times forgotten. However, of late they have also been voicing their concerns and their needs to the central government. There are also many institutions and NGOs like the Indian Mountain Initiative that have repeatedly been talking about the way the Planning Commission does not even take the Mountain specificities into consideration during the five-year plan formation exercise. Only during the 12th Plan finalisation, and that too due to some pressure exerted by members of parliament, the working group on mountains was at last constituted. Better late than never. The Indian Himalayas stands tall. These are the water towers. They feed the myriad of rivers that so far have been providing water security to millions of people downstream. However, today we have enough evidence to believe that these water towers are getting depleted of its ice. In Tibet, satellite mapping shows that just like Antarctica and the Arctic, there is melting of ice, including the permafrost. This will have delayed but eventual consequence as lower than normal water flows in the many rivers. Hence, urgent action and monitoring are required. These are certainly climate change issues that need to be addressed by the new ministry. Whether Himalayan states need to be compensated for bio-diversity reserves and management is another very pressing state-centre issue. Apart from this, the geopolitical nature of the Himalayas is a wellknown facet. In the eastern and western-most parts, we still do not have well demarcated boundaries with China (Tibet). The boundary dispute is yet to be resolved. This has been the reason for so many tense moments that we have with China. Also, the international borders from West to East and moving to and through Nepal, China, Bhutan, Myanmar and Bangladesh make for formidable security and trade

related concerns and issues. There is much opportunity in all of this too. If we are able to put the boundary problem behind us and open up all the passes to trade, then imagine what impetus to economic growth it would have.The Nathu-la pass was opened to trade after 44 years in 2006 thanks to a landmark agreement between Atal Behari Vajpayee and his Chinese counterpart in 2003-04. It is border trade and this can be upgraded to full trade. Sikkim's economy will be given a huge boost. Tourism is always a very important economic activity in the Himalayan areas. Scores of tourists from the plains ascend to the cooler climes of the mountain cities. One look at Mussoorie and you will see what the serious challenges to mountain cities are. Hence there is much work to do to enable the construction and management of sustainable mountain cities. Transportation and waste management are all huge burgeoning problems that need solutions. But before that, attention to these problems is sourly needed. Infrastructure and building of roads in the mountain areas is another major issue. Modern technology has not been introduced just yet. This again is due to sheer apathy. The IITs do not specialize in mountain terrain technology. There is the issue of construction of dams and generation of hydropower as well. These are contentious issues that need to be dealt with sensitivity. Railway lines and mountain railways have been around since the days of the British Raj. They managed to take the railways to Darjeeling, Shimla and Coonoor hills (Nilgiri Mountain Railway). The British had made these technological feats. However, since independence, the technology stands where it was in 1947. The Chinese on the other hand have taken it literally to greater heights and succeeded in bringing rail link from Beijing to Lhasa. We have some serious work to do to catch up. All in all, there are serious developmental and geopolitical implications. The Himalayas have so far never spoken other than when it has been stressed out. Landslides and even huge disasters triggered by rainfall or by earthquakes happen every now and then. Sikkim and Uttarakhand are prime examples in recent memory. So the challenge for the ministry is to ensure that all of these issues are resolved in a way that the states of the Himalayas are taken into confidence. With Modi at the helm and with all the talk of good governance this is entirely possible. Federalism would have won. I am totally in alignment with the formation of a ministry which would not have come a day sooner. There are many ideas and many issues - bio-diversity, climate change, trade, water and geopolitics - that need to be sorted out by an inter-ministerial group. Only time will tell whether this will fructify. But the thought leadership is beginning to kick in, and I am an optimist that it will happen.

5 bodies found in Himachal river, 21 still missing Survivors in shock, say there was no warning

mANDI, JuNE 9 (PTI): For the ill-fated group of students of a Hyderabad-based engineering college merrily taking photos on the banks of Beas river in Himachal Pradesh, tragedy struck in a matter of couple of minutes as they were washed away in the swirling waters which suddenly rose several feet. The gush of water turned out to be a tide of death, recounted surviving students. Many of them, particularly girls, were seen in a state of panic in Himachal Pradesh, where they are accommodated in lodges. 24 students were washed away on Sunday evening in river Beas near Thalot on Manali-Kiratpur Highway, 40 kms from Mandi. Five bodies were recovered on Monday. The students were caught unaware by the sudden discharge of water in the river from the reservoir of 126 MW Larji project. Even as rescue and relief operations were on at the incident spot, the surviving Rescuers search the Beas River after dozens of students were swept away when a dam released a rush students had a harrowing tale to narrate of water without warning at Pandoh, about 90 kilometers (56 miles) south of the mountain resort town of on the tragedy. A court described it as “consequence of utter and callous negligence”. The toll in Sunday’s accident could rise as chances of recovering any survivor is bleak, Himachal Additional Deputy Commissioner Pankaj Rai told IANS over phone. Rai said one of the bodies was recovered from Pandoh dam, whose floodgates were closed after the accident. The dam is some 15 km downstream from the accident spot. “The silent river literally turned into a watery grave within a fraction of seconds,” Kiran, one

of the survivors and a faculty member of the V.N.R. Vignana Jyothi Institute of Engineering and Technology in Hyderabad, told IANS in Mandi town. Kiran said the students, who were on the way to picturesque tourist resort of Manali, were taking photogrraphs on the bank of the Beas river when the disaster occurred. At least 24 students, including six girls, of the institute and one tour operator were reported missing. More than 60 students and faculty members were on an excursion to Manali. Some of them were getting themselves photographed on the bank of the river in Thalaut area near Hanogi Mata temple when the sudden rush of water washed them away. The river level suddenly increased due to release

of water from the Larji hydropower project’s dam without warning, eye witnesses said. Anxious parents of engineering students missing in Himachal gathered at VNR college, near Hyderabad, even as the management promised to take them in a special flight. Relatives of some students sat on protest at the college premises at Bachupalli on the outskirts of Hyderabad, alleging negligence in providing them information. The parents entered into heated arguments with the college officials, demanding immediate action to fly them to Himachal Pradesh. There was confusion on the number of bodies being recovered. The National Disaster Response Force (NDRF) said in a statement that five bodies have been found,

while state authorities said that four bodies were found. The accident spot is located some 200 km from Himachal capital Shimla and on the border of Kullu and Mandi districts. “The government will make necessary arrangements to take parents of the missing children to Himachal Pradesh. We will also arrange a flight to bring the bodies of the students,” Information Technology Minister K. Tarakarama Rao said in Hyderabad. The Himachal Pradesh High Court said it was not only a case of callousness but a grave negligence. “It’s a sad tale by reason of the fact that sheer fun of the young students turned out to be fatal as a consequence of utter and callous negligence of the power project authorities,”

“It all happened in a matter of only 2-3 minutes,” said one of the students. Ravi Kumar, a student who was part of the group from the Hyderabad college, said, “I tried to alert my friends... I ran towards my friends but by the water level had shot up.” 19-year-old TV Suharsha, said their group had 48 students, three faculty members and a child of one of the faculty members. “It was around 5.30-6pm on the third day of our tour and we all wanted to stop for a break. “We were all sitting on the rocks, taking photos. There was a big rock in the middle of the river and everyone wanted to reach to the top of that rock. Some made their way to it by stepping on a series of small rocks. “After about 10 minutes, the water level started rising. I was upstream and I noticed it first. I began screaming, trying to alert everyone as I rushed back,” a shocked Suharsa said. “The locals were also helping us. About 15-20 students were washed away

Justice Tarlok Singh Chauhan said, taking suo moto notice of the incident. He directed the state government to file a status report on the incident by June 16. He also directed the hydropower project authorities to take all remedial measures to avoid any mishap in future. Ravi Kumar, a survivor while recounting the horror, said: “The water level suddenly rose to five or six feet and the students who were close to the river were washed away.” He said no help came from the district administration for hours. “If the administration had reacted immediately, 10 to 15 lives could have been saved,” an emotional Ravi Kumar said. “Before going into the water, we asked the locals and they said

in front of us. I could just see the head of one student but I didn’t know he was still alive. I threw a rope towards the student but he just disappeared,” the student said. The students alleged that neither was there any siren, to alert the people about the release of water nor any danger mark signboards on the river bank. “Had there been any warning before release of water, precious lives would not have been lost,” the students said. One of the surviving students who was with group taking pictures on the rock recalled, “There was no water when we were taking photos. It was only after asking the locals we entered the river bed.” The 2nd year Electronics and Instrumentation students, including 13 girls, along with their faculty members, were on a study tour to the hill state and had left Hyderabad on June 3 after completion of their exams on June 2. One of the students, who swam to safety, said authorities reached the spot very late. Police did not show any urgency in rescuing those drowning, he said.

Congress chief Sonia Gandhi and heir apparent Rahul are said to be personally looking into what caused the ground to shift so decisively from under their feet. They are summoning leaders from states to pick their mind on what caused the worst performance in the party’s history. Sources said Rahul has held meetings with state Congress chiefs and MPs who lost the elections. “It’s a detailed feedback,” a senior leader said, adding that calls are still going out to all kinds of leaders. India has signed tax information exchange treaties with many countries, but they typically contain a ‘confidentiality’ clause which forbids sharing of details obtained through such treaties with other law enforcement and investigation agencies, thus coming in the way of coordinated actions by them. Uttarakhand fake encounter case: 17 cops get life term

NEW DELHI, JuNE 9 (PTI): A Delhi court on Monday awarded life imprisonment to 17 Uttarakhand police personnel who were convicted for gunning down a 22-year-old MBA graduate in a fake encounter in a jungle near Dehradun in 2009. Special CBI judge JPS Malik handed down the jail term to the 17 policemen after holding them guilty of involvement in the conspiracy to kidnap and kill Ghaziabad resident Ranbir Singh, who went to Dehradun to take up a job on July 3, 2009. The court also imposed a fine of Rs 50,000 each on seven cops — six sub-inspectors Santosh Kumar Jaiswal, Gopal Dutt Bhatt (SHO), Rajesh Bisht, Neeraj Kumar, Nitin Kumar Chauhan, Chander Mohan Singh Rawat and constable Ajit Singh — who were held guilty of killing the victim.

It has also directed 10 other policemen, convicted for conspiracy to kidnap and kill Ranbir, to furnish a fine of Rs 20,000 each. The court asked the authorities concerned to give the collected fine as compensation to the family of Ranbir, who had graduated in MBA from Meerut University. However, the family of the victim, which was present in the court, expressed unhappiness over the verdict and said they will appeal against it in the higher court. The victim’s mother, who was seen crying, said, “I want death for all the policemen who killed my younger son.” Meanwhile, the wife of one of the convicts, Santosh Kumar Jaiswal, broke down in the courtroom, saying, “Where will we go? He (Santosh) is the only earning member in the family.” The court, which convicted po-

liceman Jaspal Singh Gosain for the offence of a public servant framing incorrect record with an intention to save a person from punishment (section 218 IPC), however, awarded him two years imprisonment, which he has already undergone during the trial period. policemen — constables Satbir Singh, Sunil Saini, Chander Pal, Saurabh Nautiyal, Nagender Rathi, Vikas Chander Baluni, Sanjay Rawat and Manoj Kumar and drivers Mohan Singh Rana and Inderbhan Singh — were convicted under section 120B (criminal conspiracy) read with sections 64 (kidnapping to murder) and 302 (murder) of IPC. The policemen were charged by CBI in connection with the encounter case. They were arrested in the wake of evidence that Ranbir was allegedly gunned down by Uttarakhand Police after being caught at Mohini Road where he and his companions were allegedly trying to commit a crime on July 3, 2009. Two of Ranbir’s friend were arrested later and are facing trial in a separate case of robbing in Uttarakhand.

Pakistani Taliban attack airport in Karachi ISLAMABAD, June 9 (ReuteRS): Taliban militants disguised as security forces stormed Pakistan’s busiest airport on Sunday and at least 27 people were killed in a night-long battle at one of the country’s most high-profile targets. The assault on Jinnah International Airport in Karachi, Pakistan’s sprawling commercial hub of 18 million people, all but destroys prospects for peace talks between the Pakistani Taliban and the government of Prime Minister Nawaz Sharif. It also deals a heavy blow to Sharif’s efforts to attract foreign investors to revive economic growth and raises questions about security at the country’s main installations. The attack began just before midnight when 10 gunmen wearing military uniforms and armed with automatic rifles and rocket-propelled grenades shot their way into the airport’s old terminal, which is used mainly for charter and executive flights. Gun battles raged through the night until security forces regained control of the airport at dawn. Passengers were evacuated and all flights were diverted. Director general of the military’s media wing, Asim Bajwa, said the airport had been cleared and would soon resume operations. The government said security was being stepped up at all airports. “We need to keep extremely vigilant,” Shujaat Azeem, special assistant to Sharif on aviation, said in a statement. By dawn on Monday, the army said the airport had been secured but heavy smoke rose above the building. “Ten militants aged between 20 and 25 have been killed by security forces,” said a spokesman for the

Rangers. “A large cache of arms and ammunition has been recovered from the militants. “A sweep operation is being carried out at the airport which is expected to be completed by midday (0700 GMT).” Officials said no aircraft had been damaged. Peace talks between the government and the Pakistani Taliban had failed in recent months, already dampening hopes of reaching a negotiated settlement with the insurgents, who continue attacks against government and security targets. Seven fighters were shot dead by Pakistani forces after five hours of intense gunfire at Karachi’s Jinnah International Airport. Three died after detonating their suicide-bomb vests. The Pakistani Taliban said they carried out the attack in response to air strikes in their strongholds near the Afghan border and suggested their mission was to hijack a passenger plane. “The main goal of this attack was to damage the government, including by hijacking planes and destroying state installations,” said Shahidullah Shahid, a Taliban spokesman. “This was just an example of what we are capable of and there is more to come. The government should be ready for even worse attacks.” At least 27 people including 10 militants were killed. In a similar well-coordinated attack in 2011, militants besieged a naval base in Karachi to avenge the killing of al Qaeda leader Osama bin Laden in a secret U.S. special forces operation that year. The latest assault started just before midnight on Sunday. Wearing Airport Security Force uniforms and armed with automatic rifles and rocket-propelled grenades, the group shot its way into the airport after arriving at the cargo terminal in two mini-vans. A senior police officer said that the militants then split into two groups, with one attacking a gate called Fokker to create a

diversion and the other storming the cargo terminal. Dried Fruit And Water The plan was to make it to the nearby passenger terminal but their advance was disrupted by the unexpectedly strong resistance of security forces including paramilitary Rangers. A protracted gunbattle ensued as militants took up positions around the cargo terminal. All passengers were quickly whisked away from the airport and flights were diverted as the gunbattle unfolded through the night. “The militants were not able to achieve their target of hitting the aeroplanes as they were kept engaged by the security forces, as forces responded very quickly,” said a security source. He said the militants were highly trained and carried large backpacks filled with dried fruit and water, suggesting they were in for a long siege. The official said all the attackers were wearing similar running shoes - a trademark feature for Taliban insurgents. Bearded, gun-toting militants wearing camouflage and simple trainers are a common fixture of Taliban propaganda videos. “It would have been much more disastrous if the militants had reached the main terminal building and taken hostages. There were hundreds of passengers and staff members present at the main terminal at the time,” the official said. Two international flights, operated by Emirates and Thai Airways, were boarding passengers at the time of the attack. Parts of the terminal were set ablaze but it was unclear if insurgents had intentionally set it on fire.

BAnGKOK, June 9 (ReuteRS): Thailand’s junta said on Monday it had ordered the Thai ambassadors to the United States and Britain to meet human rights groups in an effort to “create understanding” about its seizure of power. Several Western governments have spoken out against the May 22 coup, calling for a speedy return to democracy. Rights groups have urged the ruling National Council for Peace and Order (NCPO) to curb its powers to detain and prosecute civilians. “The NCPO has ordered Thailand’s ambassadors in New York and London to meet representatives from Human Rights Watch and Amnesty International to create understanding,” Yongyuth Mayalarp, a spokesman for the NCPO, told reporters. Representatives at Amnesty International and Human Rights Watch confirmed they had been invited to meet the ambassadors. Rights activists have been called in by the military and warned against speaking to foreign media. Army chief General Prayuth Chan-ocha said he took power to restore order after nearly seven months of political turmoil in the polarised country. He has launched a reconciliation campaign aimed at healing divisions. Prayuth is due to meet foreign diplomats on Wednesday to brief them on the military administration’s plans. The NCPO ordered political parties on Monday to suspend activities. When the military scrapped the constitution after the coup it was unclear whether parties would continue to exist. The coup was the latest chapter in a power struggle between the Bangkok-based royalist establishment and supporters of ousted former populist premier Thaksin Shinawatra, whose stronghold is in the rural north and northeast. Thaksin’s removal in a 2006 coup did nothing to heal the divide and the military now appears intent on finishing what it started then, shuffling senior civil servants and military personnel to blunt the power Thaksin loyalists. The ousted government was headed by Thaksin’s sister, Yingluck Shinawatra, until she was ordered to step down on May 7 after a court found her guilty of abuse of power. Economic Stimulus The NCPO has moved swiftly to revive an economy battered by months of chaos. On Saturday, Prayuth declared himself head of the Board of Investment, a position typically held by the prime minister. He has said that this week the junta would begin approving projects to stimulate the economy. It is reviewing a contentious 350 billion baht ($10.8 billion) water management plan and 2 trillion baht in infrastructure projects initiated by the former government. The water management plan was suspended in 2013 and a court ordered Yingluck to hold more public hearings into it. The Constitutional Court ruled against the infrastructure plan in March, saying the funding methods were illegal. Yingluck’s government had hoped to boost growth through projects including high-speed railways and highways. While the junta steamrolls ahead with plans for reform and stimulus, it has launched campaigns to “bring back happiness”, including free concerts and food stalls. It has imposed a ban on political gatherings of more than five people and a nationwide curfew, now running from midnight to 4 a.m. However, over the past week, it has lifted the curfew in 10 holiday spots to help stimulate tourism, which accounts for more than 10 percent of the economy. LAS VeGAS, June 9 (ReuteRS): An armed man and woman shouting about a “revolution” opened fire and killed two Las Vegas policemen who were eating lunch in a pizza parlor on Sunday, then fatally shot a civilian in a nearby Wal-Mart store before killing themselves, police said. The two uniformed patrol officers, later identified as Alyn Beck, 41, and Igor Soldo, 31 - both family men - were ambushed without provocation shortly before 11:30 a.m. local time inside a CiCi’s Pizza shop, authorities said. One of the two officers managed to return gunfire before the suspects fled to an adjacent Wal-Mart, where they killed a bystander inside the front door, then exchanged gunfire with police who pursued them further into the store, Clark County Sheriff Douglas Gillespie said. Moments later, the female suspect shot her accomplice to death, then took her own life, Gillespie told reporters at a late-afternoon news conference. A city police spokeswoman, Laura Meltzer, earlier told Reuters the two suspects died after they “engaged in what is being described as a suicide

pact.” She also said the suspects had grabbed the fallen officers’ weapons before fleeing to the Wal-Mart, which Gillespie confirmed. Meltzer said preliminary information received by police at the scene, showed one or both of the suspects had yelled a statement, “This is a revolution” as they carried out the initial attack. China has been on high alert over the past few weeks in the run-up to the 25th anniversary of the bloody suppression of pro-democracy demonstrations around Beijing’s Tiananmen Square, de-

MONTReAL, JuNe 9 (AP): Daniel Ricciardo may be coming out of the shadow of his more celebrated Red Bull teammate. The 24-year-old Australian won the Canadian Grand Prix on Sunday to earn his first career Formula One victory, joining fourtime defending world champion Sebastian Vettel on the podium and snapping Mercedes' stranglehold on the circuit this season. Ricciardo's win was the first win this year for any driver other than Nico Rosberg, the pole-sitter and championship leader, and Lewis Hamilton, a three-time Canadian GP champion. But the twin Mercedes Silver Arrows were forced to slow down midway through the race to keep their brakes from overheating, and Ricciardo was able to take advantage. "The race came to life at the end," said Ricciardo, who passed Rosberg with two laps to go. "It's still a little bit surreal. It's not like we were leading the whole race, so it's not like I had time to understand that I was going to win." Rosberg finished second under a caution caused dur-

James had 35 points and 10 rebounds in a powerful comeback from the cramps that knocked him out of the opener, as the Heat tied the NBA Finals with a 98-96 victory over the San Antonio Spurs in Game 2 Sunday night. Chris Bosh made the go-ahead 3-pointer on a pass from James with 1:18 remaining for the Heat, who have won 13 straight following a loss in the postseason. Just like last year, they rebounded after losing Game 1 to the Spurs. Bosh had 18 points for the Heat, who are headed home for Game 3 Tuesday night. James played more than 37 minutes, making 14 of 22 shots. He was 1 for 4 with three turnovers in a shaky first quarter, then made 11 of his next 13. Japan were confounding the Italian defense with precision passing, fast-paced attack and surprising flair. By the 40th minute Japan was up 2-0 at the Confederations Cup on goals by Europe-based stars Shinji Kagawa and Keisuke Honda. Then it all fell apart. Baffling defensive errors, including an almost comical own goal, got the Italians back into the match — which they went on to win in a 4-3 thriller. The contest points to the somewhat ambiguous legacy of Japan's Italian manager Alberto Zaccheroni, a grand seigneur of Serie A who won the Italian league in 1999 with AC Milan. Under Zaccheroni, Japan have cured the curse of being clueless before goal, and honed a pulsating, entertaining attacking style — but also shown sudden frailties in a defense that had long prided itself on its discipline. Hints into the reversal may lie in Zaccheroni's Italian years. And Japan is a team whose players know one another very well, with their core unit largely unchanged from the last World Cup. KInGSton, June 9 (AP): Kane Williamson scored his sixth Test century on Sunday to lead New Zealand to a satisfying 240 for 2 against the West Indies at the close of day one at Sabina Park. The New Zealand No. 3 cracked an undefeated 105 at Sabina Park in the first Test, spiced with 11 boundaries off 263 balls in 323 minutes. Williamson got great support from opener Tom Latham, who hit 83 in an assured second wicket stand of 165. Left-hander Latham, in only his second Test, hit 10 fours. Veteran Ross Taylor was also an able ally for the 23-year-old Williamson, putting on an unbroken 66 partnership before stumps as the West Indies toiled on an unresponsive pitch. The 73-year-old three-time World Cup winner said in answer to a question of whether he would like a Brazil vs Argentina final on July 13 at the Maracana it would be much more to his taste to play Uruguay and beat them.
