Two held for illegal collection In a different case on September 9, two persons were arrested at Purana Bazaar for illegal collection. Identified as Chuba Sangtam (34 years) and Tony Achumi (21 years), the duo was arrested while collecting money from goods transport vehicles on behalf of the NNC (Non-Accordist) at the Purana Bazaar parking lot for goods carriers. Rs. 600 in cash and 11 leaflets of NNC (NA) demand receipts were confiscated from them.

155 militants from four armed groups laid down a huge quantity of arms and ammunition in Imphal on Monday. Three of the groups signed the Memorandum of Understandings (MoUs) with the government, which makes them a part of the peace process through the Suspension of Operation (SoO). Eight cadres from Kanglei Yaon Kanna Lup (KYKL), forty four from Kangleipak Communist Party-Nong-

dren Khomba (KCP-Nongdren Khomba), fifty from Kuki National Liberation Front (KNLF) and fifty three from Kuki Revolutionary Front (KRF) laid down 95 weapons before the Manipur Chief Minister during a home coming ceremony at the Banquet Hall of 1st Battalion Manipur Rifles. High ranking members represented each of the outfits. The state and central government was represented by Principal Secretary (Home), Dr Suresh Babu. KNLF is a part of the Kuki National Organisation (KNO), one of the two umbrella bodies of the Kuki militant

organization while KRF is a part of the United Peoples Front (UPF), the other umbrella body of the Kuki underground outfit. Both KNO and UPF are already engaged in SoO with the government of Manipur and the central government. The KNLF, KRF and KCP-Nongdren Khomba signed Memorandum of Understandings (MoUs) with the Central and state Governments during the ceremony. Asserting that the Manipur Government has been putting efforts to bring peace and prosperity in the state, Chief Minister, O Ibobi while speaking at the occasion said appropriate action will be taken up against militants under suspension of operation (SoO), if they are found involved in criminal activities. He also appealed for the people; particularly NGOs to co operate with the Government in addressing problems faced by the state. He expressed delight that more militants are now coming back to the mainstream. KNLF General Secretary, Lalmoi; KRF General Secretary, Doungel and KCP-Nongdren Khomba Commander-in-Chief, Nongdren Khomba also spoke at the occasion. They revealed that their decision to join the peace process was taken after seriously considering the sentiments and wishes of the people and because of their desire for peace. They appealed for the Government to take more initiatives towards this end and pledged that they will maintain the Ground Rules mentioned in the MoUs.

It appears that we have come a long way, enough to stand on our own feet. NPMHR has done well at the international level. However,
