NPCC’s PAC reiterates call for early settlement DIMAPUR, FEBRUARY 10 (MExN): The Political Affairs Committee (PAC) of the Nagaland Pradesh Congress Committee (NPCC) has reiterated today that the “Indo Naga political peace talks” have failed to provide any signs of a breakthrough even after 16 years, and has urged the Government of India and “the negotiating parties” to arrive at an early settlement without any further delay. This was stated in a press release from the NPCC’s PAC convenor, K.V. Pusa, and its member secretary, Joshua Sumi. The PAC has also demanded from the Government of Nagaland to “enforce the rule of law to curb the menace of unabated taxation imposed by various organisations that has severely crippled the state economy.” It further demanded of the State Government to impose a “total ban on all forms of illegal taxation carried out in the form of entry tax, wholesale tax, retail tax, syndicates, commission agents etc. on essential commodities to rescue the people from the clutches of unbearable miseries.”

NEw DElhI, FEBRUARY 10 (PTI): Representatives of several Northeastern organizations today rejected the committee formed by the Centre to suggest remedial measures to address concerns of NE people and also criticized the Delhi government for not following up the promise made by Chief Minister, Arvind Kejriwal in this regard. “The committee formed by the government of India was done without consultation of any civil society group, it consists of only retired bureaucrats, with no women member and hence we reject that committee and call upon its rectification,” D Apao, from the Naga students Association told reporters here today. They also flayed the Delhi Government, which had put the onus on them to form such a committee at the state level and for not following up the announcement made by Chief

Minister Arvind Kejriwal. “I would like to ask AAP people that why you put the onus on us. You always say that we will ask ‘Janta’ before doing this, doing that. NEw DElhI, FEBRUARY 10 (IANS): The Delhi High Court was informed Monday by the city police that 19-year-old Arunachal Pradesh student Nido Tania died because of “serious” internal injuries in the head and the toxicology report came out negative. A division bench of Chief Justice N.V. Ramana and Justice Rajiv Sahai Endlaw was told by Additional Solicitor General (ASG) Sidharth Luthra, appearing for Delhi Police, that Tania received serious injuries on his head, lungs and face. “There were nine internal injuries and the nature of external injuries were simple. The injuries in the head led to death. There is no poisoning found in the body,” the ASG said. Appearing for the central government, ASG Rajeeve Mehra assured the court that the draft guidelines will be placed before the court Tuesday. The court also asked him to take into consideration the suggestions given by a group of northeastern people, while the guidelines were being

SENAPATI, FEBRUARY 10 (NNN): A furious mob ransacked the regional office of NSCN (IM)’s Shepoumaramth Region in Senapati dis-

trict headquarters on Saturday evening. The mob then took out all the furniture from the NSCN (IM) office and set them on fire.

The mob gathered on Saturday following the killing of a civilian identified as one A. Shepao (28), resident of Makhrelui village of Senapati town. He was brutally beaten to death allegedly by NSCN (IM) cadres few days back. Demanding that the NSCN (IM) vacate the Shepoumaramth regional office, the agitated mob ransacked the regional office and after taking the sofa sets, chairs, tables, kitchen utensils, mattresses and blankets, the angry public set all the goods on fire in full public view. Earlier, various Naga organisations including the United Naga Council, All Naga Students’ Association, Manipur, Naga Peoples’ Movement for Human Rights, Naga Women Union and others had condemned the killing of the man by the alleged NSCN (IM) cadres.

In a shocking case, a 19 year old girl was discovered with third degree burn injuries from a house on February 9 at Khensa village here. She passed away this morning of septicemia. The third degree burn injuries on the deceased, identified as one Temsusenla of Changki village, were reportedly suffered under “mysterious circumstances.” The

deceased was reportedly discovered inside the house of one Chubasunep Lotha (present address Khensa village) on Sunday in “a semi-conscious state.” Police sources disclosed that the deceased left her home at Changki on January 29, 2014, without informing her parents. Family sources of the deceased disclosed that Chubasunep called up Temsusenla’s mother on February 9 and informed that Temsusenla had tried to commit self-immolation.

On being informed, the deceased’s sister and her husband (who are neighbours of Chubasunep) went to Chubasunep’s house and found Temsusenla in a “semi conscious state.” They rushed her to the hospital but doctors could not save her. She passed away on Monday morning at 3:00am. Family sources of the deceased disclosed that the doctors at the hospital suspect the burns were suffered “about ten days back,” while the deceased, before her

death, reportedly said that it occurred on January 30, 2014. It is learnt that Chubasunep and his family maintain that the deceased tried to commit self-immolation. Relatives of Temsusenla, however, said that in her dying statement made in the presence of her family members and police personnel, “she denied having done that to herself.” An FIR has been lodged at Mokokchung Police Station II and the case has been handed over to the Women Cell, Mokokchung Police.

kohima, February 10 (mexN): In continuation of the years’ appeal made to the Nagaland University, the All Nagaland College Students’ Union (ANCSU) has once again drawn the attention of the University and examination section related to the declaration of result. ANCSU, the Union representing the voice of college students of Nagaland in an appeal addressed to the Vice Chancellor, NU said that it has become an annual feature of university to declare late the examination result, which has cause a loss of one academic year for students desiring to go out of Nagaland for further/higher studies. “As per the UGC norms, result has to be declared in time. This will not only benefit the students but also render smooth completion of annual academic calendar,” ANCSU president Tsukjem Longkumer stated in the appeal note while appealing the VC to expedite

Two NE youth attacked in Delhi market New Delhi, February 10 (iaNS): Two youths from Manipur were beaten up here late Sunday, police said Monday, just a few days after an alleged racial attack led to the death of a student from Arunachal Pradesh. The Manipuri youth were attacked by a group of motorbike riders in Ambedkar Nagar area of south Delhi around 8.30 p.m. Sunday. One of the victims, reported to be in a serious condition, was admitted to the All India Institute of Medical Sciences, police said. Ginkhansuan Naulak, 24, and his cousin Vumsuanmung Naulak, 25, went to the Ambedkar Nagar market when the attackers approached them and started beating

them with sticks. Ginkhansuan Naulak, who works in a private firm, told police that the attackers did not rob him or his cousin. He also said the assailants were not known to him. "It may be a case of mistaken identity. But they were shocked and scared," a police officer told IANS. Police Commissioner B.S. Bassi said they have registered a case and probe has been launched. In a similar incident that occurred Jan 29, 20-year-old Arunachal student Nido Tania was attacked by some shopkeepers in Lajpat Nagar in south Delhi that led to his death. Blockade looming large in Manipur SeNaPaTi, February 10 (NNN): An indefinite economic blockade is looming large in Manipur. If things do not go right in the next few days, tribal students are likely to impose an indefinite economic blockade along the national highways leading to Manipur from February 16. On Monday, the Senapati District Students Association (SDSA) endorsed the All Tribal Student Union Manipur (ATSUM) led by Emboi Serto to launch an indefinite economic blockade from February 16, in protest against the non-fulfillment of its demand by the Manipur Government. While lashing out against the state government for not considering the genuine demands and interest of the tribal community as stated by ATSUM, the SDSA noted that these demands are long pending and need immediate attention. Endorsing the position of ATSUM, SDSA said it will fully support and co-operate with the proposed

indefinite economic blockade to be launched by ATSUM starting from February 16. It also condemned the indifferent attitude of the state government in addressing demands of the tribal people and that it will only draw negative consequent between the people and Government. Earlier, ATSUM had said it had been trying its best to convince the government to look into the various issues faced by the tribal communities. ATSUM had urged the government to meet its demands, such as rules for reservation, separate directorate of education for the hill, adherence to reservation norms while recruiting contract lecturers and adhoc teachers in the Education Department, decentralization of the Tribal Affairs & Hills, solution for the problems confronting the Indira Gandhi Tribal University, and devolution of powers to the Autonomous District Councils (ADCs), among others.

On February 1, the ATSUM led by its president Emboi Serto had threatened Manipur Government it would opt for indefinite economic blockade in tribal areas beginning February 16 if the tribal student body’s pending demands are not met at the earliest. The All Tribal Students’ Union, Manipur (ATSUM) had held a sit-in protest in front of MBC Church, Chingmeirong here on February 1, calling the state government for fulfillment of its long-pending demands and threatened that it would go for an indefinite economic blockade, if the Government fails to settle with the union at the earliest. "Manipur Government has ignored our demands. We‘ll wait its response for some more days and then we will impose economic blockade in the tribal inhabited areas of Manipur from February 16 if our demands are not met," said ATSUM general secretary, Marahang, while taking part in the protest.

NE student robbed in Delhi, miscreants arrested New Delhi, February 10 (iaNS): A 20-year-old Manipuri student was robbed by four men, who were later arrested, when he went to buy a recharge coupon for his mobile phone, police said Monday. The incident took place in Nizamuddin area in south Delhi Sunday evening when Vasomo Phong Sore, a first year student of Delhi University, went to a church with his sister. After dropping his sister at the church he went to buy a recharge coupon. While he was riding his motorcycle four men stopped him near the Hazrat Nizamuddin Dargah, police said. The four snatched his mobile phone and Rs.400 in cash and fled the scene. The victim called the police and reported the incident. A police team was immediately formed to nab the accused. On the basis of Sore's description of the attackers, the team managed to catch them and recover the money and phone. Nadeem, Safiq, Alladdin and Wasim were arrested within four hours, police said.

NEw DELhi, FEBRuARy 10 (iANS): Banking operations across India were hit Monday as members of an umbrella trade union of 47 banks began a two-day strike, opposing the proposed banking sector reforms and demanding immediate revision in wages. Over a million bank employees and officers working in 27 public sector banks, including the State Bank of India, 12 private and eight foreign banks and regional rural banks struck work, the United Forum of Bank Unions (UFBU) said. UFBU is the umbrella organisation of five employee unions and four officer unions of state-run banks. All nine

unions under its aegis have given the strike call. Even though ATMs were functional, operations like branch cash withdrawals, deposits and cheque clearances were particularly affected. “All over the country, about 10 crore cheques worth Rs.7,40,000 crore could not be cleared. In Chennai clearing house, about 90 lakh cheques worth about Rs.64,000 crore could not be processed in clearing,” C.H. Venkatachalam, general secretary, All India Bank Employees’ Association (AIBEA), told IANS from Chennai. “The instrument value and number would go up further tomorrow when the strike

UFBU earlier called a strike for Jan 20-21, which was deferred after the Indian Banks Association (IBA) increased its initial offer to 9.5 percent, from 5 percent, with a promise to improve it further. However, at the discussions on Jan 27, the IBA increased its offer by just 0.5 percent to 10 percent, which was rejected by the UFBU. It has been seeking an increase of 30 percent on the grounds

that wage revision is pending since November 2012. UFBA said it called the strike as the discussions on wage revision have been very tardy since the last one year. Government transactions, foreign exchange transactions and money market operations were also affected. “All our RTGS (Real Time Gross Settlements) involving clearing of payments with banks that are on strike are affected,” an executive of a foreign bank based in Delhi and not part of the strike told IANS. In Mumbai, all branches of public sector banks, private banks, many foreign banks in the city, and the regional rural

bank branches were deserted. “The strike is total. Over a million employees in all these banks, barring the cooperative sector banks, are taking part with around 90,000 bank branches to remain shut for two days for our various demands,” AIBEA vice-president Vishwas Utagi told IANS. Besides the pending issue of wage revisions, the UBFU is also opposing banking reforms like privatisation of banks, mergers, issuing new bank licenses to corporate houses, rising non-performing assets and related aspects. UBFU earlier went on strike on these issues on Dec 18, 2013.

BANGALORE, FEBRuARy 10 (TNN): Narendra Modi may want information technology companies to flock to the northeast but software services firms are saying the BJP prime ministerial candidate’s wishes are unlikely to be fulfilled any time soon. The absence of technical manpower , exacerbated by the lack of infrastructure, prevents development of IT in the northeast, insiders in India’s $108-billion outsourcing industry said, reacting to Modi’s exhortation. “Why can’t Manipur be made into an IT hub,” Modi asked, in a speech in Imphal, blaming the Congress-led government for the northeast’s woes, including crumbling infrastructure and persistent “insurgency.” “There is no harm in considering the Northeast. In fact, wherever IT in-

dustry goes, it gives people high-paying jobs,” said Rostow Ravanan, chief financial officer at Bangalore-based Mindtree, which is setting up its largest training centre in Bubhaneshwar. However, “at this point of time, I don’t see many IT firms setting up their centres in the northeast because there aren’t too many engineering schools,” Rostow Ravanan said. The reasons for the IT industry shunning the region are fairly simple , according to industry insiders: “It is no rocket science ... beyond the existence of an airport, if there aren’t good schools, hospitals and entertainment that the IT talent looks for,” the region won’t attract the industry, said one executive, who didn’t want to be named. “Forget the Northeast, there’s hardly any IT presence in Kolkata,” the person said.

The opportunity actually feeds off on the first three and then it becomes a cycle ... because there is a lack of opportunity the other three don’t develop, so it’s a little bit of a tricky situation,” the person said. This means, once people decide not to move, then it’s impossible to achieve scale in an industry such as the IT sector. Given the right incentives, however, not just India’s large

technology firms but even mid-sized companies would be willing to expand to tier-2 cities, which often bring their own advantages, such as people staying longer at their jobs, being more satisfied as they stay closer to their families and so on. The lack of technical manpower is the single most important reason for the industry to shun the region, and concerns such as less-than-stable governance seem to be more secondary. “The challenge lies in attracting large pools of technical manpower in the Northeast ,” said Ganesh Natarajan, CEO of Pune-based Zensar Technologies. “The Centre should first set up four large universities in Guwahati, Shillong, Manipur and Arunachal, focused on employable skills,” Natarajan said.

he Nagaland Tribes Council (NTC) and Eastern Nagaland Peoples’ Organization (ENPO) in continuation to our earlier joint representation submitted to the Government on dated 21/11/2013 do hereby reiterate our firm stand for early implementation of our demand for derecognition of Rongmei as a Tribe in Nagaland. It may be stated that the Cabinet on dated 23.07.12 agreed to recognize Rongmei as one of Naga Tribe in Nagaland against the recommendation of Govt. constituted fact finding committee. The committee findings in brief may be quoted as follows; Recommendation: 4.1 “…….while entitling them to avail all the benefits of reservation to pursue employment and education will not make them an Indigenous Naga tribe of the State”. However overruling recommendation of the committee’s report, the Cabinet gave political decision thereby setting aside the government constituted committee which is uncalled for. It may further be stated that in the year 2003 the Gauhati High Court in T.A. Rongmei and ors vs State of Nagaland and ors, the petition seeking for inclusion of Rongmei Tribe in the State of Nagaland was dismissed by the Hon’ble Court

on the ground that there was no merit in the case. It may further be pointed out that as per Government of Nagaland Notification dated 28th April 1977, the government had laid down criteria to be qualified as an indigenous person of the state of Nagaland where “a person should have settled permanently in Nagaland prior to 1-12-1963 and the person should have his/her name enrolled in the electoral roll published on 0512.1963”. It is further proved by the documents of the electoral Roll of Kohima District and Peren District of 1963 received from election department Nagaland stating that names of Rongmei community not found/not available/could not be traced out in the respective districts. From the facts stated, it is explained clearly that recognition of Rongmei as a tribe in the State of Nagaland does not qualify in any manner. For the circumstances herein explained, the NTC & ENPO once again reiterate our demand to the Government to immediately revoke the recognition of Rongmei Tribe in the State of Nagaland. We look forward that the Government will respond to our demand at the earliest to avoid confrontation.

erywhere cannot be consistent. If there is ethical consciousness towards the Creator, relationship with Him will be consistent which will reflect on fellow men and women. As the light of the moon is a reflection of the sun, all good things are from the Creator. Levi Rengma today stated that Sendenyu area possesses vast potential for undertaking various developmental activities and expressed hope that the state government would provide the required fund for the same. Dimapur, February 10 (mexN): Dimapur police on Sunday apprehended 5 miscreants from 5th Mile area and rescued an abducted driver and handyman of a truck. A press note from the PRO, Dimapur Police informed that the truck, while transporting essential goods from Assam to Manipur, was held up at gunpoint by the miscreants at Lahorijan and the driver and handyman were abducted for ransom. A mobile patrol party in-

tercepted the truck in Dimapur and the abductors were taken into custody. One 9 mm pistol and four rounds of ammunition were recovered. The arrested have been identified as Heka Chopy, Froz Ali, Rahul Ali, Bovi Zhimo and Hussain Ali. Police informed that a case of abduction for ransom along with offences under the Arms Act has been registered against the accused, who have been forwarded to court for remand.

A press release appended by Naga Women Hoho Dimapur general secretary, Vimeno Angami and Inspector, Women Cell Dimapur, Rose Yanthan stated that the meeting was called to discuss the matter as a serious issue which needs to be addressed at the earliest with schools and colleges, GBs, colony/village chairmen, women leaders, student leaders, youth leaders, mass based organizations and other NGOs based in Dimapur. The meeting decided to have a larger meeting to create awareness in the month of March 2014. Sexual Harassment of Women – Lessons from Nagaland A Reflection on February 4 incident! T

have travelled through the lengths and breadths of India and interacted with people from different walks of life. Most of the times, their enquiries about Nagaland exhibits the presence of a wide communication barrier between the North Eastern states and the rest of India. For many individuals, the word Nagaland immediately brings the image of an underdeveloped state in their mind. They could not be completely blamed for their ignorance because even in the national media the negative aspects of North East are projected more than the positives. There is no denial that our state is economically underdeveloped and the people suffer in many ways due the topography, negligence and impacts of armed struggles. But there are many cultural aspects and traditions that the mainland Indians need to learn from the people of Nagaland. In this article, I would like to highlight few of the plights of women in India and tell the nation how developed are the people of Nagaland in protecting their womenfolk. The number of women suffering from Sexual Harassment at work places in India is much more than that of the sexual assault cases reported in the media. Many women encounter horrifying experiences at work places and the mental agony of such women could not be easily described in words. There is no job se-

curity in most of the private establishments and women who complain of Sexual Harassment against their superiors would most probably be shown the doors in the appropriate time. So, in most of the cases, where women are the bread winners of families, the victims bear the suffocation of the torture silently. Even in the public sector, a woman fighting against her superiors would find it challenging. You may remember the case of Rupan Deol Bajaj, a senior lady IAS officer of Punjab, who fought a long battle of sexual harassment against a former D.G.P of the state. The accused officer had outraged her modesty publically in a gathering and it took 8 years for her and her bureaucrat husband to get a judgment from a court that the D.G.P’s act was a criminal offence. But we must remember that the senior IAS officers could get justice only after knocking the doors of the Supreme Court of India. Nothing more is required to highlight the plight of working women in India than the present case of sexual harassment of a former law intern by a Senior Judge of the Supreme Court who was a fatherly figure to her. We bow down our heads in shame as the offence was committed by a Judge of the highest court of India which is the last resort for all the citizens of our country. To whom else could a person

complain if the Lords of the Supreme Court themselves commit criminal offences? From the proceedings of the case you could realize why the victim preferred to air her complaint after the retirement of the Judge. Just imagine, what would have happened to her had she raised the issue before his retirement? Another important cruelty shown by the Indian society to women is the practice of blaming the victims for the offence committed against them. In many rape cases, women have been blamed for the provoking way of dressing. Even, a woman Chief Minister of an Indian state had expressed such a view publically. I do not support this view mainly for two reasons. First, thousands of children have been sexually assaulted in our country. Do you think those innocent children were wearing provoking dresses? Secondly, how a women dress is her personal right and we must remember that we are living in the 21st century and not in the ancient times. Rather men should learn to admire and appreciate beauty without tempting to encroach into others domains. Let me come to the scenario of women in Nagaland. Cases of Sexual Assault against women are very few in the Naga Society and the Naga girls have the liberty to wear the so called ‘provocative dress’ casually without

any fear. Rape cases were rare till the late nineties and even today occurrence of such incidents are very few compared to that in other parts of our country. The influx of immigrants, drug abuse and uncontrolled accesses to the internet might be the major reasons for the intrusion of the sexual assault virus in the present Naga society. But we could proudly say that the practice of conquering women by force against their wishes is very rare in the Naga Society. In regards to harassment of women at work place, I am confident that Nagaland would top the list states with ZERO occurrence of the crime. I have been working in Nagaland for the past two decades and have observed that men and women always maintain cordial and friendly relationship in work places. One could rarely come across reports of inappropriate advances by male colleagues in work places. It is really unfortunate that many good traditions and practices prevailing in Nagaland are not projected well in the national media and Nagaland doesn’t get its due recognition. Let us hope and pray that under the leadership of our dynamic woman Chief Secretary, Nagaland would emerge as a leader in many more aspects. Nellayappan B Principal Govt. he incident that happened on Tuesday February 4, 2014 started because Pastor Zasheve Vese of Diezephe Baptist Church took precaution on strangers trespassing and loitering inside his private property at Middle colony, Purana Bazaar East Dimapur. Pastor Zasheve Vese is a respectable man and a dedicated servant of God in Chakhesang community. On that unfortunate day, the trespassers let alone inside the compound, climbed the house and found themselves on the rooftop. Perhaps, everyone would be alarmed when strangers are found on your roof. When asked to come down they did hesitantly and arrogantly and while they were leaving the property, the pastor cautioned them not to ever repeat such trespassing inside the property again. Beyond words of caution there was no exchange of words or altercation and the boy was let go. But very unexpectedly after a short while, the boys came with the whole family including the mother. The father who along with his three sons started to shout and beat the pastor without ascertaining the fact. Not having satisfied by insulting and beating the pastor they even laid hands on his sister-inlaw. The action of the mother on that day was one of shock and disbelief. Revisiting the Two Wolves

I

n the last 12 months, many changes have occurred in the Naga realm of life. Despite these changes, old problems and dilemmas in this fast changing situation remain to be addressed. The Nagas are yet to discover whether the changing situation has only provided new perspectives and opportunities that address the old problems in a new ways. Given this see-saw like process, it is worthwhile to revisit the story of the two wolves. A Cherokee elder was teaching his grandchildren about life. He said to them, "A fight is going on inside me... It is a terrible fight, and it is between two wolves. One wolf represents fear, anger, envy, sorrow, regret, greed, arrogance, self-pity, guilt, resentment, inferiority, lies, pride and superiority. The other wolf stands for joy, peace, love, hope, sharing, serenity, humility, kindness, benevolence, friendship, empathy, generosity, truth, compassion, and faith. This same fight is going on inside of you and every other person too." They thought about it for a minute and then one child asked, "Which wolf will win?" The old Cherokee simply replied..."The one I feed." This striking metaphor is so relevant to the Naga context. Which wolf are the Nagas feeding? Are Nagas feeding and nurturing the forces that will create a shared humanity of respect, dignity, peace and justice. Or are Nagas only fueling the forces of prejudice, hatred, oppression and the ‘isms’ that destroys human dreams and hopes? When will Nagas realize that they cannot begin building a future that is founded on ‘fear’ ‘hate’ and ‘exclusivity?’ At this time, each Naga person needs to question which wolf they have been feeding in their hearts all along. The nature of the two wolves makes humanization and dehumanization as inevitable destinations in the course of human history. These conditions make the question of a shared humanity crucial to the issue of justice and peace. More importantly, at the heart of this question is whether Nagas can freely exercise their rights to determine the course of their own future. Human history is about human struggle and it is for Nagas to determine the course towards either one of these paradoxical destinations. The idea that eventually defines the path towards these destinations is the crucial question that depends on which wolf the Nagas feed. Now is the time for alternatives that are self-determining and enable realizing a dignified shared humanity. Let’s ask ourselves if it is possible for Nagas to engage in a collective process to define a future inspired by our shared humanity that has the potential to meet everyone’s fundamental human needs. Today, Nagas are challenged by the forces of history to adequately demonstrate the basic idea that Nagas need to come together and jointly pursue the realization of their political rights and shared humanity. Are we feeding the wolf that will help us achieve this?

North East: A Neglected Crisis

N

orth East has always been a remote corner in this ‘land of diversity.' Be it the early Hastinapur of Mahabharata or the proud republic's New Delhi, distance between the capital and the region has always been miles apart. The Pandavas used to take their Ashwamedh's horse to Manipura and return back triumphant. Nothing else was relevant or important about this region in the epic. Neither is it a significant part of the national education curriculum of the ‘republic.' North Eastern part of India had always wanted to maintain its independence even in the post-independence period. Gleaming in pride after declaring independence from the British, Nehru's Hindustan never intended to miss the opportunity of making this diverse tribal culture a showpiece of the ‘national unification programme.' The attempts have time and again proved futile. Still, ignoring the ‘democracy' of Assam Rifle's and Sikh Regiment's rifles or the Armed Forces Special Power Act, the altruistic North-Easterners have always tried to be a part of the world's largest democracy. The achievements of the Mary Koms and Laishram Devendro Singhs in the London Olympics have not only made Chitrangada's Manipura proud, but also added laurels to Arjuna's Hastinapur. But the representatives of Hastinapur have always gone to the North East with a motive to exploit. To grow tea gardens, to loot forest resources, to extract petroleum. But the wide hearted north easterners have spread around the mainland to become a part of us. They don't have the capital to rule the mainland, but have rich cultural heritage to give us. Today, by chasing them away what message do we want to deliver? That the mainland no more needs them? The Nido Tania incident is an example of the negative mentality the ‘mainstream India' possesses towards the North Easterners. This mentality has been prevalent in the capital for quite some time now. Many are hesitant to consider them as Indians. Many call them ‘chinese.' Since Chinese are enemies in the eyes of many patriotic Indians, the north-eastern people with mongoloid features face suspicion and hatred in their daily lives. This element of suspicion and hatred towards a fellow citizen without any abetment is a testimonial to the fact that the idea of Indian democracy is still incomplete. Because democracy is synonymous to multiculturalism; democracy is synonymous to pluralism. The culture of North East; their ways of worship, cuisine, dressing, matriarchal society is different from that of mainland India. But difference cannot be a reason of suspicion. The truth is till today Indian nationalism has no place for the north-eastern mongoloid culture. They have been intentionally kept as a ‘stranger.' North East has been included as a part of India for geographical, colonial and strategic interests, but no effort has been made to make it a part of the Indian conscience. The fact that they are Indians and equal part of India's success story is often forgotten by the mainstream Aryans and Dravidians. Nido Tania protested against this. By killing him, Aryans again proved that Manipura can never be equal to Hastinapur. It is nothing less than racial discrimination and it is getting ferocious day by day. e live in a world rife with inequality (wealth and income, power and influence); it is the underlying cause of deep-seated social tensions, community divisions and a range of poisons causing terrible suffering to millions of people. The disparity between the wealthy minority and the billions living in suffocating poverty is greater than it has ever been. Worldwide it is estimated that the wealthiest 10% owns 85% of global household wealth. The UC Atlas of Global Inequality states that the “three richest people in the world have assets that exceed the combined gross domestic product of the 47 countries with the least GDP,” and reports that “The richest 2% of the world population own more than 51% of the global assets”. At the other more densely populated, less perfumed end of the scale, Global Issues report that: almost half the world’s people (over 3.5 billion) live on less than $2.50 a day; and 80% live on less than $10 a day. The largest proportion of those living in poverty are in India, rural China and Sub-Saharan Africa, where despite the fact that some countries within the last decade or two have seen economic growth, poverty rates have remained unchanged and “some countries – Angola, the Democratic Republic of the Congo and Gabon – have actually seen an increase in the percentage of their population living in extreme poverty” [World Bank study Africa Pulse]. Prompting the omnipresent question: who is this economic growth for; who, under the current development model, is benefiting? Discussing the possibilities of change to a more equitable world, UNICEF paints a rather bleak picture; assuming the perpetuation of the current economic model, they estimate “that it would take more than 800 years for the bottom billion to achieve ten percent of global income under the current rate of change.” The world of income and wealth inequality is awash with shocking statistics. Figures disclosed by World Bank economist Branko Milanovic and reported by Joseph Stiglitz reveal that, “eight percent of humanity takes home 50% of global income, the top 1 percent alone takes home 15 percent.” America, he states, “provides a particularly grim example for the world.” It is where income and wealth inequality reach their zenith, and where one in four children live in poverty. The country’s wealthiest 1% (incomes above $394,000) take “home 22 percent of the nation’s income”; the top 0.1 percent, make do with a colossal 11 percent. Stiglitz goes on to make the point that an average American worker earns less today than he did 45 years ago (inflation adjusted), and that men without a university degree, earn “almost 40 percent less than they did four decades ago.” Why are millions of Americans not marching in the streets demanding justice and equitable living one wonders? Physically exhausted, emotionally strained and mentally put to sleep, most do not have the time or the energy to revolt. The figures depicting poverty and hardship are many and varied and shocking to all: over 20% of the world’s population (that’s 1.4 billion people) live on less than $1.25 a day, 75 cents below the official World Bank poverty threshold; UNICEF states that 22,000 children (under the age of five; if it was 6, or 7, the numbers would be

even higher) die every day due to poverty related issues. They “die quietly in some of the poorest villages on earth, far removed from the scrutiny and the conscience of the world. Being meek and weak in life makes these dying multitudes even more invisible in death.” Of the two billion children in the world, half are currently living their lives in extreme poverty, with limited or no access to clean water or sanitation, health care and education worth the name. The greatest concentrations of people living below the $2 a day poverty line are to be found in rural areas where three in every four are to be found. Life is little better in the cities where over half the world’s 7.2 billion population now live, one in three of whom live in a slum.

The unequal are always with us It may well be true that income and wealth inequality has always existed; the industrial revolution in Britain and America certainly created sharp inequities. However, the worldwide gap between the “rich and the rest” as Stiglitz puts it, “widened even more, right up [and] through World War II.” But it took the combined doctrinal political idealism of Margaret Thatcher (Prime Minister of Britain 1979–1990) and President Ronald Reagan (President of USA 1981–1989) to hyper-accelerate levels of inequality, and set the divisive competitive tone for the years that followed. The Organization for Economic Cooperation and Development (OECD) states that income inequality “first started to rise in the late ‘70s and early ‘80s in America and Britain (and also in Israel).” The ratio between the average incomes of the top 5% to the bottom 5% in the world increased from 78 to 1 in 1988, to 114 to 1 in 1993. That’s some achievement. During the Thatcher/Reagan reign, Income tax was lowered for higher earners, trade unions were broken and the financial sector was deregulated with, we now know, devastating consequences. The inequality “trend became more widespread starting in the late ’80s,” and continues to poison the social fabric of countries throughout the world, including more egalitarian nations, like Sweden, Finland, Germany and Denmark. Stiglitz relays that, “from 1988 to 2008, Mr. Milanovic found, people in the world’s top 1 percent saw their incomes increase by 60 percent, while those in the bottom 5 percent had no change in their income. In America, home to the 2008 recession, from 2009 to 2012, incomes of the top 1% in America, many of which no doubt had a greedy hand in the causes of the melt down, “increased more than 31%, while the incomes of the 99% grew 0.4% – less than half a percentage point” [Los Angeles Times]. Flowing from wealth and income inequality (combining to create the powerful elite), is the inequitable use and distribution of natural resources; water and food, minerals, and we could add knowledge, information, technology and skills. The United States, for example, with a mere 5% of the world’s population, uses 30% of natural resources; the 25% of people living in developed countries use 80% of the world’s non-fuel minerals. Many of these are found in poor developing countries, which have little or no control over their resources and on the whole benefit little from their extraction and sale. Not only do the wealthy countries usurp and waste 80% of the world’s resources, but according to a United Nations (UN) report, their “voracious consumption of resources cannot be sustained.”

Inequality, vulnerability, exploitation The extreme dualities of poverty and wealth inevitably create the vulnerable and the powerful, the abuser and the abused. There are wide ranging consequences of such social division: the erosion, or denial of democracy, for with money comes power and with power political influence, making it inevitable that “inequality reinforces itself by corroding our political system and our democratic governance,” [Joseph Stiglitz]. Man-made climate change though affecting everyone, it is the poorest people living in the poorest regions who are suffering most acutely, as a recent report by The World Bank Group makes clear; stating “that global warming will lead to a major food-crisis in the future. Sub-Saharan Africa and Southeast Asia are expected to be the worst-hit.” That is, the regions with the largest concentrations of people living in utter poverty. One of the gravest consequences of this social-

economic imbalance is the worldwide movement of people, from impoverished communities with few employment opportunities and poor education, to a rich or richer region or nation. The International Organisation for Migration (IOM) estimates there to be, over “105 million persons [excluding children] working in a country other than their country of birth.” Women make up the lions share of this army of workers, many of whom are vulnerable to trafficking. The US State Department states that up to 800,000 persons are trafficked every year (although the figure is probably considerably higher): 80% of victims are women, of which 80% are sold into the commercial sex industry. Trafficking (which is the second most widespread and profitable worldwide criminal activity) often arises from debt bondage, resulting in forced labour. Trafficking is nothing less than modern day slavery, there are thought to be more people living as slaves (that’s people held against their will, forced to work and paid nothing) now than at ant time in history, and for those with the means they are cheap; on average, $90 will buy you a human being [Free the slaves]. Working within an economic system that disempowers the disadvantaged, migrant workers form an economic lifeline for millions of families. In 2012 they sent, “$406 billion in savings to their families in developing countries” [The World Bank]. Money earned through domestic servitude, with its inherent dangers of mistreatment, or construction work in appalling, often dangerous conditions: remittances, which may enable their children to eat three meals a day, to go to school and learn to read, or perhaps allow for an elderly parent to receive health care. Essentials: indeed fundamental human rights enshrined in the Universal Declaration of Human Rights, that should be met by the nation state and if not, more broadly by the international community. It is poverty in its many manifestations – poor education and health care, poor sanitation and water supplies, poor living conditions; poor or low self-esteem and an absence of hope – which drives migration, and creates the environment in which trafficking and extreme exploitation can flourish. The vulnerable are vulnerable in a variety of ways: to exploitation, to slavery, to sexual abuse, to the effects of natural disasters and to political and economic manipulation. In a world of plenty why are hundreds of millions, perhaps billions of people vulnerable at all? The vulnerable and exploited exist because of an inherently unjust social-economic system, which has caused extreme global inequality and built a divided fractured world society.

Inequality, sharing justice The complacent party line of the wealthy and elite is that “there is no alternative (TINA)” to the present unhealthy, divisive economic model. The advocates of market fundamentalism have sought to close down totally the intellectual space for enquiry and discourse. If indeed ‘there is no alternative’, inequality and poverty will continue to increase, building intensely “divided societies, [where] the rich will hunker in gated communities, almost completely separated from the poor, whose lives will be almost unfathomable to them, and vice versa. I’ve visited societies that seem to have chosen this path. They are not places in which most of us would want to live, whether in their cloistered enclaves or their desperate shantytowns” [Joseph Stiglitz]. The resulting social injustice of such a horrific future would strengthen existing divisions, creating resentment, anger and potentially violent conflict. The cherished economic model of choice – market fundamentalism, used as a paradigm for worldwide development has, as UNICEF makes clear, failed and continues to fail, both the people and the planet. It concentrates wealth in the hands of the wealthy, and leads us to question as UNICEF does “the current development model (development for whom?), which has accrued [growth] mostly to the wealthiest billion” people. “Not only does inequality slow economic growth, but it results in health and social problems and generates political instability. Inequality is dysfunctional, and there is a grave need to place equity at the center of the development agenda,” they correctly assert. A more just and humane model of development, based on equitable distribution of the world’s resources, is a viable alternative whose time has come. The idea of equitable distribution, of sharing the food and water, the resources knowledge, skills, ideas and technology of the world, as the guiding principle for development and economic life, is supported by Frances Stewart, Professor Emeritus at Oxford Department of International Development. She believes that “poverty can be eliminated. Essentially, what is needed is a significant reduction in the quite obscene levels of inequality that prevail today” [The Guardian]. The distribution of resources “from the privileged to the deprived, would be enough to eliminate poverty in high and middle income countries,” she asserts. Not simply the redistribution of wealth but resources more broadly, as she puts it, to: “improve the health, the education, the assets and the productivity of the poor so that the improving of their lives can become self sustaining.” Expanded and imaginatively applied to address the needs of the poorest people in the poorest nations, such a simple common sense model, based on social justice and equality, would meet basic rights and needs, reduce vulnerability and exploitation, ease social tensions and slowly establish trust and unity.

dr. Kamei aphun he death of Nido Tania, a 19 year old boy from Arunachal Pradesh has exposed the shocking racial hate crime on the people of the North East in Delhi again. It is observed that there are similar racial intolerances against these people in Indian metropolitan cities such as Mumbai, Bangalore, Chennai and Delhi. In Delhi itself some extremely cases of rape and racial discrimination had already come to light through the media. In 2005 a 19 year old Mizo girl was gang-raped in Dhaula Kuan; in 2007 a Manipuri girl was sexually assaulted by a resident of Safdarjung Enclave and in the same year one call centre Manager even refused to pay salary of two employees from northeast after they objected to his sexual advances; in 2008 a 20 year old youth from Manipur was allegedly pushed off from second floor in Safdarjung Enclave leading to his death by his landlord’s son; in 2009 a 19 year old Manipuri girl was murdered after raping her by an IIT student at Munirka and in the same year a 7 year old girl from Nagaland was gang-raped, murdered and dumped in a water tank in Mahipalpur; in 2010 a girl working in multinational company was gang-raped in Dhaula Kuan; in 2012 a Manipuri girl was raped in Dwarka Sector 20 and in the same year a youth from Manipur died of severe respiration problems after one hospital refused admission in the ICU; in 2013 a Manipuri girl was murdered in her rented room in Chirag Dilli and in the same year 3 students from Manipur were brutally beaten by their neighbours and the list go on and on. And just before this article is about to end writing and submit for publication, a news flashed in the television that a minor Manipuri girl of around 14 years old was raped in Munirka by the landlord’s son on 7th February 2014. Besides these many cases there are still many more who did not register with the Delhi Police or to any concerned authority as they felt that it would be a waste of time and would not get justice. What is horrifying to know is that out of the total 701 people interviewed randomly (from ongoing research) from those Northeastern people who were protesting at Jantar Mantar and Delhi University North campus on 4th - 6th February 2014, cent percent confirmed that they were either racial abused or discriminated in Delhi on a regular basis. The respondents revealed that the discrimination seems to be always about their dresses and the lifestyles. ‘Chinky’, ‘Chowmein’, ‘Momo’, ‘Chinese’, etc. are some of the terms that are always called at them – be it on the roads, streets and public places. Girls in western outfits are considered ‘loose’ and are often become the object of male gaze. Men are often verbally abused and are often laughed at the hairdo. At market places they are often cheated by overcharging prices on vegetables and fruits, while many landlords harassed or misbehaved with them despite payment of unregulated rents in time. Children who ought to be busy playing on grounds or studying are no exception as they are often seen mocking at the northeast people by calling out with the same derogatory names. In most cases the respondents kept silent and did not react to it. When reacted back they get beaten up by the locals mercilessly. This statistics would perhaps negate the argument that racial discrimination in Delhi cannot be generalized and should be treated as specific case. What is reflected by the respondents is that a sense of fear and insecurity is increasingly felt while living in Delhi and the situation is going bad to worst. They even claimed that the Delhi Police and the Government could not be of much help when such hate crime happened although in 2011, the Home Affairs Ministry made the use of hate speech like “Chinky” punishable with five years in jail as there is not much action taken more than advising for a compromise on the two parties involved. Ironically, in 2007, the Delhi police published a much criticized booklet advising migrants from the northeast to avoid wearing revealing clothes and to not cook their native foods, such as bamboo shoots and fermented soy beans, for fear of upsetting Indian neighbors with unfamiliar smells. This is happening in a place like Delhi – the capital of India where the

Prime Minister and the President of India also lives. Any sensible person may then ask as to why Northeast people are often targeted and such attacks occur almost every day. The research found out that racial attacks and discriminations do exist with other communities and in other parts of the world but the degree and intensity of such attacks with the northeast is enormous. Perhaps what emerged is the racial/biological or the civilizational question which also reflected from the research. Majority of the respondents from the mainland Indians feel that racially the northeast people are confused with the other Indians and feel that they are ‘strangers’ or ‘foreigners’ and represent uncivilized and primitive communities. On the gender question the mainland Indians feel that they are physically stronger and masculinity is hard to reflect with the northeastern men as they have the mongoloid physical characteristics with smaller eyes and nose, straight hair, yellow skin, physically shorter with less hair on the skin. The case of Nido Tania’s death is believed to be a hate crime reflected on his hairdo and the region he comes from. His ‘looked’ is different and that was a problem to ‘others’. What is cynical about the whole issue is that there is no Indian law that can deal with racial abuse or its related crime when it is of ethnic origin. This defeated the fundamental value that India is a plural and a secular state. What one can reflects from this incident is the missing of cultural tolerance and lack of cultural understanding in the country. There is hegemonic and ethnocentric feeling among the dominant community that overpower the weaker groups and communities. The feudal patriarchal mindset does not allow people to accept other culture and people. Research has shown that race was also an important part of the ethnic identity of the northeast people living in Delhi as early as 1960. During the early 60’s there was a serious threat to the northeast people throughout India when Sino-India war broke out in 1962. There was a specific incident in the same year where a young Naga who was mistaken as Chinese was assaulted near the Connaught Place in New Delhi. Even today such mentality has surfaced again and again and it may not take time to declare India as a ‘racist state’ by others. It is therefore high time for India to reassert its cultural plurality and build cultural understanding by knowing other culture and history of the people. There are other important issues that the Government of India should recognize and act fast. The claim of China over Arunachal has been a contested issue in the recent times and many feels that India has been ‘too soft’ on the issue. And there is border dispute and conflicts with India and Pakistan over Jammu and Kashmir as we all know. At the present, the border fencing in the state of Manipur has added Myanmar (Burma) in the list that requires critical assessment of the geo-politics (which I hope to publish in great details in the next issue) and the unrest of the bordering communities (though positive sides cannot be ruled out as the fencing would prevent illegal immigration, smuggling, drugs trafficking etc. to some extent). What is unfortunate is the loss of huge chunk of Manipur land (as big as Seychelles, something around 455 sq. km.) that ultimately will go to Myanmar. This is the second time happening after Kabaw Valley - a

valley of Manipur rich in natural resources mainly teak and gold was given to Burma by the British in 1834 to solve their unending fight over fixed boundary. What is shocking is that the two Kuki villages (Hollenphai and Govajang), one Maring Naga village (Satang) in the Chandel district and Chorok Khunou in Ukhrul district of Manipur who were Indians until yesterday have become a part of Myanmar soon after the border fencing. More than 17 villages are affected by this fencing. The worst is that there is a house located in one of the affected villages where the kitchen is in the Indian side and the bedroom in Myanmar. This means a member of this family would require Visa to go to his kitchen and vice versa. And that too, he/she has to enter from the main entry gates (through proper security checks and papers) and not directly as the fencing separates the kitchen and the bedroom. When the people of these affected villages began to raise objection, the Indian authority denied the harm done. Many observed that there is insensitivity and ignorance from the Indian side (both intentional and non intentional). Therefore I argue that the policy of National Integration in India is not a smooth one as in the process many ethnic groups or communities are left out and seen discriminated or subjugated. Division of society based on caste is found everywhere in the country and the incident of Nido’s death is definitely on the racial lines. It is a fact that the theory of ‘One Nation’, ‘One Identity’ in India is impractical and impossible. Therefore the National curriculum of NCERT and CBSE should not validate this theory. It should project cultural pluralism in the country and the syllabus should include/ add significant works/issues on the geography, culture and history of the northeast people. On the contrary what is seen generally is the nationalizing frontier of the region and in the name of security ‘Armed Forces Special Powers Act’ (AFSPA). The policy of declaring forests as ‘restricted forest’ or ‘prohibited forest’ by the Government of India have already uprooted many tribal and indigenous culture, history and identity, besides shrinking of spaces. Many mega dams that are proposed or are already stationed in the region do not benefit the locals as the power is being outsourced to other places and cities of the country. The region again is under represented as many of the states have only one to two members in the Indian Parliament, except the state of Assam. In every sense there is inequality, subjugation, discrimination and prejudice in the country. On one hand due to landlockness, poverty and insurgency people in the region are forced to migrate to other cities for education and job opportunities and on the other hand the rise in hate crimes, racial attacks and discrimination has left the people even more difficulty to survive in a place like Delhi. Today there is growing emotional and psychological gaps among the northeast youths and the mainland Indians and this will adversely affect the process of nation building in India. If unchecked there can be further division in society that can ultimately paralyze the Indian state. So it is high time for India to wake up and act swiftly. he speculation over recently retired Chief Secretary, Alemtemshi Jamir contesting the Lok Sabha polls comes at a time when the Election Commission (EC) has taken a confrontational stance with the Government of India on its proposal to set “cooling off period” to bar top bureaucrats from joining politics or contesting polls immediately on exit from service. This proposal of the EC has, however, been rejected by the Government saying that it would “not be in harmony” with the constitutional provisions. The EC had wanted this suggestion to be effective before the general elections this year and had for the third time, in November last year, written to the Government. In its November letter, the EC had clarified that it proposed for a ban on bureaucrats joining political party immediately after leaving service and not on their contesting election. It has been almost two years now since the EC, in early part of 2012, first wrote to the Department of Personnel and Training (DoPT) and Law Ministry expressing concern over a number of senior civil servants joining political parties to contest elections. It suggested amending the service rules of IAS, IPS and other class ‘A’ services officials to give effect to ban on entering politics immediately on retirement. At present there are rules that debar retired or resigned civil servants from accepting private employment for one year after leaving the government job. The government had justified cooling off period for such cases as the government servant might have dealt with matters relating to commercial establishments prior to retirement. If the government feels this way, it is also possible that bureaucrats who are in a powerful position might as well have worked to please the political party in power to gain political chances later on after retirement. Alemtemshi had said during his farewell programme that bureaucracy holds the actual realms of power though many people think that politicians have taken over. Anyone, be it government servant or private employee, can have interests outside the job. Bureaucrats being in power to influence policy making, it is possible that they use their influence in decision making in a concealed manner to serve their interests outside their jobs. However, it is made clear that this does not mean the recently retired Chief Secretary has done something similar. On the other hand, there could be opinions that retired bureaucrats with their vast administrative and analytical skills and experience could be in a better position than common politicians to run the affairs of the state. People who hold such opinions would therefore say that cooling off period is not necessary. But bureaucrats being the instruments through which state policies are implemented, chances lay open for inappropriate influence on them by the policy makers thereby furthering politician-bureaucrat relationship. The EC stated, "Reports are received that some government servants act for the furtherance of prospects or interests of a political party while in government service and just before or after the election, join the party on retirement or leaving the service.” Alemtemshi had earlier clarified that he was contemplating premature retirement so that other Naga officers could also occupy the same chair. He had said that he remained a government servant until he submitted retirement papers. Since then, he has not publicly said anything on the matter despite rising mass speculation over his joining the electoral fray. By prematurely resigning, he has fulfilled one of his expressed thoughts of paving way for other Naga officers. Now that he has resigned, it remains to be seen whether new thoughts such as joining politics have crept into his mind. Even as people continue to heavily speculate on his political entry, the retired Chief Secretary is yet to either prove them right or wrong. With Chief Minister, Neiphiu Rio keen on joining national politics, it is also possible that the retired Chief Secretary await next opportunity. Another recent issue that has concerned all alike as it directly or indirectly affected all is the NSCN (IM)’s topsy turvy time. From ACAUT, Mukalimi episode, Senapati and till recently to DDCCI and East Dimapur Business Association on sale of calendar and CCCTA on yearly tax etc, the NSCN (IM) seems to be hitting its lowest ebb. Perhaps, with its claimed mandate of the people, if the Naga political group has ever tried to win the hearts of the people then the present situation calls for stooping itself more than ever and reclaim people’s trust. Bezbaruah Committee and Issues of Security and Welfare of North-East

Gautam sen ovt. of India has constituted an eleven-member Committee on 5th February, 2014, headed by Madan Prasad Bezbaruah, an eminent retired IAS officer of the Assam-Meghalaya cadre , to examine various kinds of concerns, including security of persons hailing from the north-eastern states living in the Metropolitan areas, causes behind the violence and discrimination against them, suggest measures to be taken by the Govt. to address these concerns and recommend on legal remedies and render its report within two months. The Committee has been officially notified by Union Ministry of Home Affairs (MHA) in the backdrop of the recent regrettable incident of death Nido Tania, an Arunachal Pradesh student studying at Jallandhar. The unfortunate student was involved in a fracas with shopkeepers and reportedly assaulted by them in one of the prominent of markets in a south Delhi locality inhabited by middle and upper class north Indians, with a substantial number of residents whose parents had migrated to India from erstwhile West Pakistan as refugees postPartition. There are also residents from the lower income group in the locality, from eastern India. The significant point is that, the locality was of fairly cosmopolitan character but nonetheless, the incident could not be avoided. The fallout has agitated many of the north-easterners in Delhi, who have attributed the case as one of violence resulting from so-called racial profiling people of their region. The exact cause of Nido`s death, within a few hours of him being beaten up and the administering of pain-killing drugs to him thereafter by his friends, is still to be authoritatively determined. A point worth reckoning is that, earlier also,

there have been incidents of north-easterners being assaulted, raped, etc. in Delhi as well as artificial scare on their welfare being created by identified and unidentified elements, not only in Delhi, but also in places in states like Karnataka in the south. Some of the incidents were found to be of normal criminal nature and similar to crimes committed against other Indians, and not racially oriented. However, there were some instances where, the perpetrators of crimes against north-easterners were found to have taken advantage of their targets being in new and unfamiliar environment, and also had anticipated local passivism to such occurrences. The scare which occurred in the south India about a year ago, leading to a temporary mass exodus of people - tribal and non-tribal - from the north-east, particularly the youngsters, back to the home region, was detected by the Govts. at the Centre and the states concerned, to have been caused by SMSs generated by anti-India elements, at the behest of external sources. The credentials of the Committee set up by MHA are not questionable. However, it would have been more appropriate to have set up a body with active social and political leaders rather than basically retired officers (five members of the Committee are retired IAS officers, while two of the members viz. Madan Bezbaruah and Hertbert Syiem, have retired more than a decade ago), to indicate a panacea to the problem, which is not limited to personal security of individual northeasterners, but concerns their welfare in the broadest sense, and also impinges on the very sensitive aspects of unity and integrity in an all-encompassing manner, of India. It would have been more befitting to have had such a Committee with say, former Lok Sabha Speaker Purno Sangma – a national leader of repute from the north-east - as its head, and a

few society leaders of stature of different political views from the region, and also including persons from other parts of India who have delved into the socio-economic aspects of the region and the cultural proclivities of its people, in the recent period. Such a body would have more vibrant and authoritative. The Committee, has to recommend measures within the framework of India`s Constitution. Modification of the existing laws or their amplification and also enactment of new laws as deemed necessary, to promote the objectives set out in the Committee`s terms of reference, is within its mandate. However, the Committee has to be cautious in recommending legal and administrative steps so that, they are not construed to bring about distinction among Indian citizens on the basis of places of their origin or residency. For example, a complaint of assault emanating from a person, irrespective of whether he or she is from any of the states of the north-east or any other part of India, has to be acted upon by the state law and order establishment at the place of occurrence, with alacrity and responsiveness as stipulated by the law and administrative directives concerned. It is however important that, whenever a northeasterner raises a complaint, the state officials concerned should give due attention, and empathetically try to appreciate the cause which may entail some extra effort and sensitivity on their part, particularly because the complainant is in an environment quite different from his home surroundings and may be inhibited by the local milieu. More than legal measures, it is the improvement in attitudes of people and institutions in various parts of India, towards their fellow citizens of the north-east, which will be of essence. The Committee should endeavour to lay down a time-bound administrative action plan towards this objective. Such a plan,

in the form of a charter, could be eventually adopted by the National Integration Council (NIC), as that would be the most appropriate forum at the national level involving the Union Govt. as well as also the State Govts. whose Chief Ministers are the Council`s members. The implemental aspects relating to the plan and the charter would be the most crucial aspects, and penal administrative measures may have to be built in the execution process so that, the officials of the Union or the states, actively implement the same in a duty-bound manner and appropriate spirit. Arvind Kejriwal, the new Chief Minister of Delhi, has already declared that the Delhi Govt. schools will ensure that their students study a chapter in a relevant subject in their curriculum, on the north-east, its people and cultural attributes. The Central Board of Secondary Education, and other boards at the allIndia level, as well the boards in all the states, should provide for suitable content relating to our north-east. There has to be similarity also in treatment of the matter, so that, the unique nature of the north-east region`s unique yet varied intra-regional culture, within the overall Indian milieu, is understood and appreciated by the youngsters of the country as a whole. The Bezbaruah Committee has to lay down contours of such action, within a suitable administrative framework. Education being a subject within the Concurrent List of India`s Constitution, will necessarily require a consensual approach and the instrumentality of the NIC, will be appropriate. Not only a more interactive discourse among the educative people and the intelligentsia of the north-east and other parts of the country is necessary, but also an interaction among the people in the lower social and less educated rungs of society is required. People should get to know and respect each

other, their fellow citizens, wherever they are, be it in the realm of education, or when employed side by side or even during short visits as local tourists outside the north-east and within the region. For this to happen, lowering of inter-regional barriers like inner-line permits, etc., would be a sine-qua-non. The Committee cannot avoid considering such issues, and should come out with recommendations, which takes care of regional sensitivities while reckoning the long-term interests of the north-east and its people, which is to ensure their development commensurate with those of other states and promotion of an environment of healthy appreciation of each others social and cultural characteristics through the country. After all, people from all parts of India should visit and get an opportunity to serve in the north-east to know the rich culture and heritage of the region, and love the region as their own, and be obliged to respect and protect the northeasterners when the latter does likewise east of the Siliguri corridor. The Bezbaruah Committee should follow the footsteps in the manner of the Justice Jagdish Sharan Verma Committee on the Nirbhaya Rape Case, a come out with decisive recommendations which are implementable within the stipulated two-months set for it, without creating any inter-regional or inter-community divergence or hiatus. An administrative approach which compulsorily promotes appreciation of the multifaceted culture of India will be judicious. Tweaking of existing legal provisions which ensures prevention of atrocities against tribal people of the north-east may also be contemplated. Kejriwal threatens to quit over Jan Lokpal bill

NEW DElhi, FEbruary 10 (PTi): Upping the ante over the Jan Lokpal Bill, Delhi Chief Minister Arvind Kejriwal tonight threatened to resign if his pet anti-graft legislation is not passed by the state Assembly due to lack of support from other parties. A day after he told PTI that he can “go to any extent” over the “huge” issue of corruption, Kejriwal said he does not have the right to stay in office if the contentious legislation does not get the approval of the Assembly. The Bill is opposed both by the Congress, whose continued support is essential for the survival of his seven-weekold government, as well as the Opposition BJP. “To remove corruption from the country, can sacrifice CM seat a hundred times,” Kejriwal said, adding the “Government will fall if the Jan Lokpal Bill and the Swaraj Bill is not passed.” Bringing the Jan Lokpal bill to contain corruption was a key election promise made to the voters by his Aam Aadmi Party(AAP). “To establish Swaraj in the country, CM’s seat can be sacrificed thousand times. I have not come here to become the CM,” the AAP supremo told reporters. “I did not come here to become the chief minister. I have come here to remove corruption from the country. “I am ready,” he said when asked whether he was ready to quit on the iseue of Jan Lokpal and Swaraj Bills. jriwal to meet their demands, among others, for slashing power and water tariff and enhancing women’s security, or else they would withdraw support to his government. Iqbal and Shokeen met Kejriwal on February 3 and claimed that the chief minister had assured them of action on their demands. Shookeen who is an MLA from the Mundka

constituency met LG Nejeeb Jung today apprising him of his decision to withdraw support to the government. Shokeen said he quit after chief minister Arvind Kejriwal reneged on his promises to solve the power and water problems in Delhi. The AAP won 28 seats in the 70-member house in the December 2013 Delhi assembly elections and formed the gov-

ernment with the outside support of the Congress, which won eight seats. The BJP won 31 seats and the Akali Dal and Janata Dal-United one each, while an Independent candidate was also elected. Questioning the validity of the MHA order, Kejriwal said government will not send the bill to the Home Ministry for approval. The Constitution says Delhi government has “power to make law except in three subjects. But they cannot

make any law which is repugnant to any central law. If they are, and if President grants assent after the passage of the law, then that also can be done.” “That means we do not have to take approval before introduction of a bill. That is the power given by the Constitution to Delhi. Constitution is supreme. Law-making powers of an assembly have to defined by the Constitution and not by anybody else,” he said. Last week, Delhi Cabinet cleared the draft of the much talked-about Jan Lokpal bill which provides for covering all public servants --from chief minister to Group D employees -and seeks life term as maximum punishment for those found guilty of corruption. The Swaraj Bill intends to give the people direct power to curb corruption at the local level.

NEW DElhi, FEbruary 10 (agENciEs): In her most vocal criticism yet of Delhi Chief Minister Arvind Kejriwal, his former anti-corruption colleague Kiran Bedi hit out at the AAP convener saying he lacked governance skills and his party was constantly misleading the country. “Peace has been disturbed and progress has stopped since AAP has come to power in Delhi,” Bedi said in an interview to IBN-18 editor-inchief Rajdeep Sardesai. “He thinks everyone is hostile and only he is right... a government cannot function in this manner... I’ve worked with the Delhi Governor before and all three (police, governor and government) have worked together to curb crime.” When asked what her stand on Kejriwal’s Jan Lokpal Bill was, Bedi said the debutante Delhi government was misleading people over the corruption watchdog. “How can they call it Lokpal? Lokpal is the central bill that has already been passed... It’s a law... What they are talking about is the Delhi Lokayukta which already exists and needs to be amended...,” she said, adding that Kejriwal’s government had not even circulated the bill to other parties. “The Delhi government has not circulated the bill to other parties (BJP, Congress) ... they are reading about it in the papers,” she alleged. BJP Delhi leader Harsh Vardhan also hit out at Kejriwal this morning,

stating that the party was ready to pass the Jan Lokpal bill, but had not received any copy of the draft bill thus far. Bedi further said that there was a larger problem in the way Kejriwal was functioning, and it could harm the fabric of the country. “I have a dispute with the manner in which he (Kejriwal) is going around... with confrontation you’ll never get what you need... this will affect the country.” She also hit out at the media for giving the AAP government unnecessary coverage saying they (AAP) just want to be in the limelight. “How do you allow so much airtime for such wrong information? We are looking at constructive news, not obstructive news,” she said. On being asked about her preference for the next government, Bedi said she preferred a stronger government and of the two central parties she would choose the BJP. “We have two central parties, one did not deliver, and therefore I’m looking at the BJP... I’m choosing Modi because as an Indian I want to play safe...,” she said, adding “for me it is India first,” which is incidentally also the BJP’s poll slogan for the upcoming Lok Sabha elections. She however denied that she was looking to join any political party saying she would continue to be a part of civil society. Bedi had in a series of tweets

NEW DElhi, FEbruary 10 (iaNs): President Pranab Mukherjee Monday unveiled the photographs of the presidents of the central legislative assembly and the portraits of former Lok Sabha speakers at the Parliament House. “Indian parliament is the ‘Gangotri’ of our democracy. It represents the will and the aspirations of one billion-plus people and is the link between the people and the government,” Mukherjee said. “If Gangotri gets polluted, neither Ganga nor any of its tributaries can stay unpolluted,” he said. “It is incumbent upon all parliamentarians that they maintain the highest standards of democracy and parliamentary functioning,” Mukherjee added. The president also said that parliament, like other organs of the government, is not sovereign and “owes its origin and authority to the constitution”. “The prime function of parliament is to enact legislations to empower the people on every front - social, economic and political; to exercise control over executive and making it accountable in all

respects,” he said. “The validity of a law, whether union or state, is tested by judiciary as defined in the constitution,” Mukherjee added. He said that parliament functions through debate, dissension and decision and not through disruption. “In order to strengthen our parliamentary functioning and other democratic institutions, it is important that all stakeholders - government, political parties, their leaders and parliamentarians do some introspection and follow sound parliamentary conventions and rules,” he said. While unveiling the photographs and portraits at the Central Hall of parliament, Mukherjee also said that these portraits and photographs will be a reminder of duties and responsibilities. “I am sure, the photographs and portraits will always remind us of discharging our duties and responsibilities for which we have sought mandate from the people, and inspire us to earnestly strive to establish a progressive, vibrant and healthy democracy,” he added.

NEW DElhi, FEbruary 10 (rEuTErs): Italy warned on Monday that India’s relations with the European Union would be seriously damaged if New Delhi decides to use strict anti-piracy laws to try two Italian marines accused of killing two fishermen during a security operation in 2012. The sharply worded warning from Prime Minister Enrico Letta came as authorities in India announced that the Supreme Court would hold a hearing next week on whether to charge marines Massimiliano Latorre and Salvatore Girone under strict anti-piracy legislation. “Italy is not a terrorist country,” a statement from Letta’s office said, adding that any decision to try the two under anti-piracy legislation would be “absolutely unacceptable”. “It would bring about negative consequences in relations with Italy and the European Union, with equally negative repercussions on the global fight against piracy.” The two marines, part of a military security team protecting the tanker Enrica Lexie from pirates, were accused of shooting the two

The Rajya Sabha saw protests over the proposed formation of Telangana while members from Tamil Nadu demanded a discussion on the issue of Tamil fishermen. Tempers ran high in the upper house as some members objected to the mention of 10 MPs for action against them for “violation of rules” in the house last week while protesting over various issues. When the house met after its first adjournment at 12 noon, members from Andhra Pradesh belonging to the Congress and the Telugu Desam Party were seen gathered near the chairman’s podium with placards demanding a “united Andhra Pradesh”. V Maitreyan of the AIADMK and T.M. Selvaganapathi of the DMK tore up some booklets that carry the details of the business of the house. TeLAngAnA Issue: PM invites top BJP leaders for dinner

NEW DElhi, FEbruary 10 (PTi): Amid continued disruption of Parliament, Prime Minister Manmohan Singh has invited top BJP leaders for dinner on February 12 to seek their support for the passage of the crucial Telangana bill and other anti- corruption legislations in Parliament. The Prime Minister personally called up senior BJP leader LK Advani and Leaders of the Opposition in both Lok Sabha and Rajya Sabha Sushma Swaraj and Arun Jaitley last night to invite them for dinner at his residence, according to sources. They said the dinner meeting was earlier scheduled for today but was postponed on account of non-availability of Advani, who was away in his Gandhinagar constitutency. The government has reportedly agreed to BJP’s demands on amendments to the Andhra Pradesh Reorganisation Bill, 2013, and the Prime Minister during his meeting with the BJP leaders is likely to assure them that their concerns regarding justice to Seemandhra region will be addressed. While BJP has made its stand clear by backing formation of Telangana, it has put conditions to support the bill, saying concerns of people from the Seemandhra region be addressed specifically in the legislation and the quantum of financial package to be given to it be spelled out. The Telangana bill is likely to be tabled in Rajya Sabha in a day or two after the President accords his approval. The Union Cabinet had cleared the bill on Friday and the government has sent it to the President for his approval before introducing the measure in Parliament.

Amid pandemonium, Speaker Meira Kumar adjourned the house till 12 noon. When the house met again at noon, similar scenes were witnessed. The animal ate parts of the man’s leg and abdomen before being scared away by villagers. Meanwhile, hunters hired to kill the animal were having trouble tracking its pug marks in dense forests, according to Rupek De, chief wildlife warden of Uttar Pradesh. Wildlife officials believe the tiger strayed into forests beyond Corbett, India’s oldest national park, which was established in 1936 to provide endangered Bengal tigers with safe territory. “The animal has started attacking humans because it is not getting its natural prey. The tigress must be tired because it is not getting adequate rest,” De said. India today has more than half of the 3,200 tigers estimated to be left in the wild. The informal meeting took place at the residence of JD(S) chief and former Prime Minister HD Deve Gowda in which it was decided that leaders of 11 nonCongress non-BJP parties, who recently came together in Parliament, will hold a formal meeting after the extended winter session is over to give concrete shape to the “third force”. The breakfast meeting was attended by CPI-M general secretary Prakash Karat, CPI veteran AB Bardhan and Forward Bloc general secretary Debabrata Biswas. Sources said that one or two common public rallies to give the message of unity of a non-Congress, non-BJP force in the next general elections may be held but the plans will concretise only after the meeting of leaders of the 11 parties after the session. “It was an informal meeting. Since the Bihar chief minister was in the national capital, the leaders decided to meet over breakfast. It was decided to evolve a strategy to forge a non-Congress, non-BJP formation ahead of the next Lok Sabha polls. It was agreed that

Sushil Koirala is Nepal’s new PM

Kathmandu, February 10 (IanS): Nepali Congress president Sushil Koirala was Monday elected the 37th prime minister of Nepal garnering a twothirds majority in the 571seat parliament. Koirala secured 405 votes, Constituent Assembly chairman Surya Bahadur Thapa announced. A total of 148 lawmakers, including from the Unified Communist Party of NepalMaoist (UCPN-Maoist) and some fringe parties voted against Koirala. Koirala, 74, was the sole candidate for the post after a large number of political parties, including the Communist Party of NepalUnified Marxist-Leninist (CPN-UML), extended support for his bid. Koirala’s administration will replace the incumbent interim government headed by Chief Justice Khil Raj Regmi. Of the 30 political parties represented in the Constituent Assembly, 16 voted against Koirala -- but he won on numbers. With Koirala’s victory, the country got a new elected executive head -- 21 months after the dissolution of the first Constituent Assembly and nearly three months after the second assembly was elected. In his address to the house, the new prime minister assured promulgation of a federal democratic constitution within a year.

One of the most commonly used elements of written English - the humble comma - could be abolished as a punctuation mark without doing much damage to the language, a US academic has suggested. Professor John McWhorter, an associate professor of English and comparative literature at Columbia University, believes that removing commas from most modern

US texts would cause little loss of clarity. McWhorter said that as Internet users and even some writers become increasingly idiosyncratic - if not indifferent - in their use of the punctuation mark, it may have outstayed its welcome, ‘The Times’ reported. You “could take them out of a great deal of modern American texts and you would probably suffer so little loss of clarity that there could even be a case made for not using

commas at all,” McWhorter said. Fingerprints of oldest known star now a reality

Sydney, February 10 (IanS): In a major find, astronomers have successfully recorded the first fingerprints of the oldest known star in the universe - formed shortly after the Big Bang nearly 13.7 billion years ago. “This is the first time that we have been able to unambiguously say that we have found the chemical fingerprint of a first star,” said lead researcher Stefan Keller of Australian National University’s School of Astronomy and Astrophysics. The discovery has allowed astronomers to study the chemistry of the first stars, giving them a clearer idea of what the Universe was like when it was formed. The star was discovered using the ANU SkyMapper telescope at the Siding Spring Observatory, which is searching for ancient stars as it conducts a five-year project to pro-

duce the first digital map of the southern sky. The ancient star is around 6,000 light years from Earth, which is relatively close in astronomical terms. It is one of the 60 million stars photographed by SkyMapper in its first year. “Finding such needles in a haystack is possible thanks to the ANU SkyMapper telescope that is unique in its ability to find stars with low iron from their colour,” said Mike Bessell who worked with Keller on the research. The composition of the newly discovered star shows it formed in the wake of a primordial star, which had a mass 60 times that of our sun. The result may resolve a long-standing discrepancy between observations and predictions of the Big Bang, said the study published in the journal Nature.

While in exile, Koirala was the editor of Tarun, the official publication of the Nepali Congress. He has been a member of the central working committee of the party since 1979 and was appointed general secretary in 1996 and vice president in 1998. Koirala was appointed acting president of the party in 2008 by then president Girija Prasad Koirala. In September 2010, he was elected party president. The Nepali Congress emerged as the largest party in the 2013 Constituent Assembly elections under Koirala’s leadership. Koirala, after filing his nomination papers Sunday, had said: “We are hopeful that we will deliver a new constitution within a year. I will definitely work with the other parties to fulfill this historic responsibility.”

60 dead in Burundi flood, landslide disaster

buJumbura, February 10 (aFP): At least 60 people perished in flooding and landslides in a night of torrential rain in the Burundi capital that swept away hundreds of homes and cut off roads and power, officials said Monday. Police in Bujumbura said the toll was the highest in living memory from a disaster caused by freak weather, with scores of people injured. “The rain that fell in torrents overnight on the capital caused a disaster,” Security Minister Gabriel Nizigama told reporters. “So far we have registered 60 people killed, 81 wounded and more than 400 houses destroyed,” said Alexis Manirakiza, a spokesman for the Burundi Red Cross, adding that most of the victims were children. He said three other provinces close to the capital Cibitoke, Bubanza and Bujumbura Rural - had also been affected by torrential rain and said the nationwide toll could yet rise further. Torrential rains began battering the city late Sunday and houses in the poorer parts of town are often built from mud bricks, which offer no resistance to torrents of water and mud. “It’s the first time in the history of Bujumbura that we have seen damage on this scale,” Bujumbura mayor Saidi Juma said, calling for “solidarity on a national and international scale” to help the city cope. In the district of Kinama in the hardest hit north of the city, a stream broke its banks, with waters rising to shoulder level in some places. By midday the flooding had subsided, leaving scenes of devastation. Zawadi, a mother-of-five, stood in the ruins of her Kinama home, feeding her five-month-old baby surrounded by jerry cans and muddy clothing. “I heard the children shouting during the night,” she said, recounting how she had gone into their room to find them standing up on their bed, which was already under water. The whole family was able to run outside before the walls caved in, but one neighbouring family was less fortunate, with the parents and their three children crushed to death. Burials of the victims began Monday. Nizigama said this was because there was not enough space for their bodies in the capital’s mortuaries. US & French presidents call for ‘ambitious’ climate change deal

WaShIngtOn, February 10 (aFP): The presidents of France and the United States issued a joint call Monday for other nations to join them in seeking an “ambitious” agreement to curb climate change. Presidents Barack Obama and Francois Hollande, writing in an article in the Washington Post and Le Monde, called for support “in pursuit of an ambitious and inclusive global agreement” to reduce greenhouse gas emissions “through concrete actions” at a climate conference in Paris in 2015. Cooperation on a host of global issues -- which include the Syrian crisis, Iran’s nuclear program, and security in Africa -- has resulted in France and the United States enjoying a “model” relationship, the presidents wrote. The joint opinion piece comes as Hollande travels to the United States on Monday for a state visit. “Rooted in a friendship stretching back more than two centuries, our deepening partnership offers a model for international cooperation,” the presidents wrote. “Transnational challenges cannot be met by any one nation alone. More nations must step forward and share the burden and costs of leadership.” Ties between the two countries have warmed considerably since chilling over France’s refusal to support the 2003 US-led invasion of Iraq under president George W. Bush. “A decade ago, few would have imagined our countries working so closely together in so many ways. But in recent years our alliance has transformed,” the presidents wrote. Sources in the Elysee say the trip will highlight the “excellent working relationship” between the US and France, but Hollande will also raise a few “irritants”, including concerns over mass US spying in Europe. France has played a leading role in African security since Hollande took office in 2012, sending troops to fight Islamist rebels in Mali and to stem unrest in the Central African Republic. But much of the focus is expected to be on economic questions. Hollande, whose approval ratings are the lowest of any modern French leader, is under intense pressure to revitalise the French economy and reduce an unemployment rate that is at a 15-year high.

Frictions with Pyongyang will dominate the agenda when US Secretary of State John Kerry makes a brief visit to Seoul later this week as part of an Asia tour. The US State Department said it was “deeply disappointed” by the North’s decision to rescind -- without explanation -- its invitation to Robert King, the US special envoy for North Korean human rights issues. King had hoped to secure the release of Kenneth Bae, who was arrested in November 2012 and later sentenced to 15 years’ hard labor on charges of seeking to topple the North Korean

government. Bae, a tour operator, was described by a North Korean court as a militant Christian evangelist. It is the second time King has been rebuffed. North Korea previously scrapped an invite at the last minute for him to discuss Bae’s case at the end of August. Bae, 45, began serving his sentence in May 2013 and was admitted to hospital in August with kidney and liver problems. He was returned to the labor camp last month, and his family and US officials have voiced deep concerns over his health. The rescinding of King’s invitation came ahead of annual South Korea-US military drills which Pyongyang has urged Seoul to cancel. "We have to ensure football is the No. 1 sport in the country and for that to happen the platform has been laid," Patel said after his federation was awarded the rights to the 2017 tournament. The game is becoming increasingly popular among a growing middle class, but many of those fans tend to follow the Premier League and other European competitions and aren't emotionally invested in local teams. FIFA president Sepp Blatter once described India as the "sleeping giant" of international football, and urged the government to allocate land and build infrastructure. It'll take more than a few nudges to wake up this giant. Luring and retaining talented Indian athletes is difficult, with the top-

earners making between $100,000-$150,000 a season in the I-League — a fraction of the salaries on offer in some other leagues around the world and in cricket's lucrative Twenty20 Indian Premier League. The professional ILeague hasn't dramatically improved the standard at the grassroots level, despite the presence of foreign players. And there are concerns that a franchisebased league being planned for later this year — along the lines of cricket's immensely popular IPL — could still be a flop even it attracts some star players. riyanka Chopra had a problem: what to do with the light. The actress, singer and latest in a long line of bombshell models for the clothing line Guess was standing in a walk-in closet in the penthouse suite of the Beverly Wilshire hotel, preparing for a photo shoot. "Maybe if we shot it like this," she said, pushing sheer curtains aside and posing, Bond-girl like, in the sheet of sunlight that streamed through a floorto-ceiling window (yes, the closet had a window; it also was bigger than some bedrooms). "Good lighting is something that I know now, out of experience," she said with a shrug. Chopra, 31, tall and sultry, has been photographed and filmed enough times, appearing in more than 40 Bollywood movies since 2002, that such tricks of the trade have become second nature. She travels with an entourage ("When we walk into a room, it's like 'Oceans 12,'" she said of "Team P.C.") and knows, without the aid of a mirror, when her dark, lustrous hair has been teased to just the right height. And yet, while Chopra is one of India's biggest stars, she can eat lunch on a busy Los Angeles sidewalk and not be approached by a single selfie-seeking fan. This may be about to change, though. "I knew instantly that I wanted to photograph her for Guess," Paul Marciano, a founder of the company, wrote in an email, referring to his first meeting with Chopra last spring. "Priyanka is extremely talented and accomplished, and her wonderful personality comes through in her photographs." She also represents a major market that she and many of her collaborators believe is ripe for a pop-culture idol of its own. "Apart from her natural charisma," Marciano wrote, "she's one of the most recognized and celebrated talents in India and international cinema,"

That girl has changed. She can be from anywhere." In addition to the Guess campaign, which she celebrated at a Paper magazine party with the designer Prabal Gurung last month, Chopra is also making a pop music album with RedOne, a producer who has worked with Jennifer Lopez and Nicki Minaj. Already, she's put out "Exotic," a Miami Beachappropriate ditty with the rapper Pitbull. The music video, in which Chopra shimmies and shakes in a half-dozen sequined, strappy outfits, has been viewed more than 30 million times on YouTube. Her first single, "In My City," was the theme song for the 2013 season of the NFL Network's Thursdaynight games; her next is an electronic-music remake of the Bonnie Raitt ballad "I Can't Make You Love Me." "No one from my country has ever done pop music internationally," Chopra said. "I want to do things that haven't been done before, I want to create opportunities for people to come after me and say, 'OK, now we can do this too.'" Trailblazing, a word Chopra is fond of, usually includes navigating rough terrain. "In one part of the world, I'm one of the top actors in the country, and in another part of the world, I'm a complete newcomer," she said. "That's scary for me." As a child, she said, she and her family moved all over India because her father was a surgeon in the army, and she found herself having to make new friends every two years. Her father also pushed her to take singing lessons, which she began when she was 3. "In school, I was the one they sent onstage when they wanted to win an

award," she said. At 13, Chopra visited her mother's sister in Cedar Rapids, Iowa, and fell in love with American culture. A guidance counselor at her cousin's high school persuaded her to stay and enroll there while her mom returned home. To hear Chopra tell the story, it's as if she were deciding whether to go to the grocery store. "It was a whim," she said. High school was not as easy as Chopra imagined. (She compares it to the movie "Mean Girls.") "I would pick up a packet of chips and go to the bathroom and eat, because I was so afraid to go to the cafeteria, where everyone had their own friends and cliques," she said. After traveling around the United States with her mother's family, she returned to India at 17 and was planning a career in aeronautical engineering when her mother sent a few glamour shots to the Miss India beauty pageant. Chopra went on to win the Miss World title in 2000. "I was petrified," she said of her pageant experience (although a grainy YouTube video suggests otherwise). "I didn't know how to walk in heels and wear a massive gown. I just wanted it to be over." But Bollywood movie offers and product endorsement deals began flooding in, and, as Chopra put it, "I went from being a geek to a geek's fantasy." She easily warmed to acting; cross-disciplinary pop stardom was another matter. Beneath Chopra's confident, cool exterior, though, there are doubts, she says. She acknowledged that it was hard to build a Western fan base while convincing her Indian supporters that she is not abandoning them. "For CSK team to underperform, it would have required direct involvement of CSK boss N Srinivasan as most of the players in CSK are employees of India Cements and under direct influence and control of Srinivasan who can also make or break their career in BCCI itself," he said.

IPL tournament this year and raises questions on the status of the CSK as Meiyappan was the Team Principal of CSK, though Srinivasan claimed he was only a cricket enthusiast. The team may attract provisions of termination clause under the Franchise Agreement which says that any franchisee, franchisee group company and/or any owner acts in any way that has adverse affect on the reputation of the League, BCCI/IPL, BCCI and the game of cricket. However, the BCCI has to decide whether the disciplinary action it may take could be a period of ineligibility or a ban on specific periods for the team or only a ban on the individual concerned. "The committee is of the view that the material on record clearly indicates that Meiyappan was the face of CSK and the team official of CSK," the report said, while rejecting Srinivasan's contention that his son-in-law was merely a cricket enthusiast. The committee, which was asked to give a report, was appointed by a bench of justices AK Patnaik and JS Kehar to probe the allegation of betting and spotfixing against Meiyappan and owners of Rajasthan Royals. The report also dealt with the allegations of betting and spot-fixing against Rajashthan Royals' Raj Kundra and said it need to be further investigated. "Allegation of betting and spot-fixing against Raj Kundra, team owner of Jaipur Cricket Private Limited, need to be further investi-

gated," the report added. The court was hearing cross appeals filed by BCCI and Cricket Association of Bihar (CAB) challenging Bombay High Court's order which had declared the BCCI's probe panel in the scandal as illegal. The three-member committee also stated that after perusing the information provided by Delhi and Chennai police, FIR and chargesheet filed by Mumbai police, transcript of telephonic conversation, conclusions emerge that Meiyappan indulged in betting through Bindoo Dara Singh, who was in direct touch with the bookies and punters like Vikram Aggarwal. "Bets were placed by Meiyappan inter alia were not only in favour of CSK but also against it. In betting parlance, betting for and against a team is called hedging bet," report said, and added that "Meiyappan also bet in matches of teams other then CSK". "In so far as the roles of Meiyappan and Bindoo Dara Singh are concerned, our conclusions are based on the testimony of the police and chargesheet and are not meant in any manner to pronounce on the issue as to whether Meiyappan and Singh are guilty of the offences charged with, which issue is entirely under the domain of the criminal court. The Committee said it based its conclusion only on the objective facts gathered during the course of its probe and contents of the chargesheet and other documents produced by the investigating agency.
