DIMAPUR, JUNE 10 (MExN): The Power Department has appealed to its consumers to judiciously use electricity in order to avoid prolonged load shedding. In view of the upcoming FIFA World Cup, a press note from the Superintending Engineer, Dimapur Electrical Circle, G Chishi called upon consumers to switch off lights wherever not required and to refrain from using heavy energy consumption equipments during match hours. He further requested the Ward Chairmen, council members and GBs to ensure that no unauthorized consumption of power by means such as hooking take place in their localities.

KOHIMA, JUNE 10 (MExN): The NSCN (IM) Angami Region and the NSCN (IM) Kohima Town Command have taken serious notice of complaints received from various quarters regarding “rampant collection of illegal tax by various anti social elements as well as immoral activities within the region.” A press note from the NSCN (IM) CAO for Angami Region, Atsu U Thepa informed that this was deliberated upon in a meeting on June 4 at Kohima town. It cautioned that the regional authority of the NSCN (IM) “would arrest and award befitting punishment to those found guilty, including cadres and general public.” It further requested the public and business communities within the Angami Region to contact and inform such activities to either the NSCN (IM) CAO Angami Region, Atsü-u Thepa at 9856260713 or the Kohima Town Commander, Wumsumi at 9436832500.

SHIllONg, JUNE 10 (IANS): Five employees of a hotel here in the Meghalaya capital were arrested Tuesday on charges of attempting to rape a woman from Nagaland, police said. “We have arrested five staffers of a hotel on charges of attempting to rape a Naga woman staying in the hotel,” East Khasi Hills district police chief Mariahom Kharkrang told IANS. Kamal Paul, the main accused, entered the woman’s room through a ventilator, he said. The other four arrested were identified as Md. Khaliuddin, Bharat Jamatia, Belkish Reang and Shiva Ranjan Ray. “The woman escaped from their clutches by hiding inside the bathroom and alerted her relatives by making a phone call. The relatives then called the police,” Kharkrang said.

Nine cadres of the United People’s Liberation Army, a Karbi militant outfit, were captured in Dimapur in a police operation on June 8. The cadres, suspected to be connected to the killing of Karbi-Anglong’s Hamren Police District Superintendent of Police, Nityananda Goswami on June 5, were taken into custody by the KarbiAnglong police. Dimapur police stated that the nine were captured from a hideout at Darogapathar (Block B) by a joint team of Karbi-Anglong and Dimapur police around midnight. The police team from Karbi-Anglong was led by Bokajan SDPO Sankar

Brata Raimedhi. All the nine captured were reported to be cadres of the United People’s Liberation Army (UPLA). Bokajan SDPO, Raimedhi stated that the UPLA’s ‘commander-in-chief’ Nikunja Sing Kathar (32 years) and ‘deputy commander-in-chief’ Langmi Terang Bey (27 years) were part of the group arrested in Dimapur. The rest were identified as Biswas Tisso (20 years), Wellesy Terang (31 years), Joseph Ingjai (25 years), Bidya Sing Timung (18 years), Bijoy Milik (34 years), Sorkari Timang (18 years) and Men Sing Ingti (19 years). According to the Dimapur police, all nine were holed up in the servants’ quarter of a house currently underconstruction. The one identified as Bijoy Milik was reportedly employed as a caretaker of the house. No arms or ammunition were recovered, however Karbi Anglong police took

possession of some incriminating documents and one laptop found at the hideout, it was added. The capture of the cadres in Dimapur resulted in the arrest of the UPLA’s ‘foreign secretary’ identified as Baliram Rongphar at Balipathar later on Tuesday, the Bokjan SDPO informed. An operation was further launched at Hamren, based on the confessions of the arrested cadres, resulting in the recovery of weapons ranging from SLRs and AK-series rifles, it was disclosed. The SDPO further stated that six of the ten arrested revealed during interrogation that they were involved in the killing of the slain Hamren SP, N. Goswami. The SDPO added that the arrests and the subsequent recovery of arms is equivalent to a death blow for the newly floated UPLA, whose cadre-strength is reported to be around 20-25.

NEW DElHI, JUNE 10 (MExN): Union Minister for Petroleum and Natural Gas, Dharmendra Pradhan has given assurances to Nagaland state Chief Minister, TR Zeliang that the State Legal Framework on Petroleum and Natural Gas will be supported within the framework of the Constitution. On June 10, the Union Petroleum Minister, in a meeting with the Nagaland Chief Minister, TR Zeliang assured that the rights of Nagaland state would be protected at all costs. A press note from the PRO, Nagaland House, New Delhi, informed that the Nagaland CM was accompanied by Y Patton, Home Minister; Kipili Sangtam, Power Minister and Neiba Kronu, Parliamentary Secretary for Planning. The meeting primarily discussed the validity of the State Legal Framework on Petroleum and Natural Gas. The Nagaland Chief Minister highlighted that this policy was formulated after the Government of India had given its green signal on the floor of the Lok Sabha and after the Solicitor General of India had agreed to the Nagaland state government’s view on this matter. The Union Minister was apprised that, initially, the Ministry of Law & Justice and the Ministry of Home Affairs were in favor of the State’s Legal Framework. However, the CM lamented that the concerned Ministries “took a complete U-turn and retracted from their original position by correcting their reply in the Lok Sabha with a statement.” The Union Minister was also informed that, currently, there are two companies working in Nagaland. During the meeting the Nagaland CM insisted upon the Union Minister to salvage the interest of the Nagas by upholding Article 371 A of the Indian Constitution. He stated that the same had been “under serious attack during the previous UPA Government.”

The press note stated that the Union Petroleum Minister was “sympathetic” to the Nagaland Chief Minister’s demands and assured an inter-Ministerial meeting will soon be convened for this purpose. It was informed that the meeting will initiate deliberations on the demands made by the Nagaland state government.

Members of Parliament from Nagaland state, Neiphiu Rio and Khekiho Zhimomi have urged Union Transport Minister, Nitin Gadkari to address the need for improvement of infrastructure, particularly roads, in Nagaland. The MPs further called upon the Union Minister to fulfill the commitment made by the NDA for realization of the four lane project of the Kohima-Dimapur national highway. This was informed in a press note from the PRO, Nagaland House, New Delhi. Meanwhile, Nagaland MP to the Lok Sabha, Neiphiu Rio, on Tuesday, urged all Christian members of Parliament to “serve the nation with sincerity and dedication in the greater interest of the people, especially the minorities and the marginalized.” He stated this while addressing the thanks giving service for Christian Parliamentarians at the Cathedral Church of the Redemption in New Delhi. The service is part of the Parliamentarians Fellowship hosted by the National Prayer Tower and Cathedral Church of the Redemption. Others who participated in the service included former Lok Sabha Speaker, PA Sangma; Lok Sabha MPs, Vincent Pala and Oscar Fernandes; Mizoram MP, CL Ruala; former MP, Thomas Sangma and Manipur MP, Thangso Baite amongst others. The service was led by Archbishop Emiritus Vincent Concessao and attended by various church leaders.

Union Petroleum Ministry assures to protect Nagaland State’s rights

Unc calls 48-hour bandh NMA urges ACAUT and Excise dept to join hands in naga areas of Manipur SENAPATI, JUNE 10 (MExN): The United Naga Council (UNC) today informed that it will observe a 48 hours “total bandh” in Naga areas of Manipur, starting midnight of June 16. The bandh is being called to protest against what the UNC termed as the “unabated communal actions and policies of the Government of Manipur” and to urge the Government of India to expedite its intervention for an alternative arrangement. Medical services, fire-brigade, media, power and telecommunication departments will be exempted from the purview of the total bandh. The UNC, in a press note, stated that the Manipur government has continued to “usurp the land and destroy the traditional institutions and village republics of the Nagas and tribals,” through administrative orders, gazettes, notifications etc. This it stated is being done “in utter disrespect of the democratic process” when talks are underway between the GoM and the GoI, under the aegis of the UNC for an alternative arrangement for the Nagas in Manipur. The UNC informed that instead of amending the Village Authority Act of 1956 and empowering their traditional institutions, the GoM has issued an office memorandum dated 6th January 2014 in its Gazette for establishment of “Village Development Committee” (VDC) in each village. It stated that the VDCs are to be chosen by the general body of the village but without the involvement or endorsement of the village council/village authority, the ultimate traditional authority of the village. Instead of strengthening the village council/village authority, a parallel body with development function is to be put in place, it added. The UNC lamented that the village, “which is the primary polity of the tribals, is being pushed into a conflict and division situation.” It further cautioned that this

move would “destroy the village republic system of the Nagas and the tribals.” In addition, the UNC said that although the Manipur Land Revenue & Land Reforms Act, 1960 (MLR&LR Act) is not applicable in the tribal area of the hills, the GoM after passing the bill for a Separate Revenue Directorate for the Hills in 2012, has proceeded with a notifications to extend the jurisdiction of the Revenue Tribunal Manipur to Ukhrul, Tamenglong, Chandel and Churachandpur. It further added that the District Judge, Senapati has been appointed as the Presiding Officer, Revenue Tribunal Senapati. The UNC alleged that the constitution of Revenue tribunals in the tribal districts is a “subtle move to get around the MLR&LR Act and legitimize the usurpation of the ancestral lands of the tribals.” It further expressed concern at the inclusion of 120 tribal villages under Saikul Sub-division of Senapati District by the Government of Manipur under various police stations of Imphal East District and Thoubal District, both of which are valley districts. It questioned as to why the villages cannot continue under the original Police stations or if felt necessary, why can new police stations not be opened up in the respective Districts? It alleged that the GoM “seeks to control the tribals and their land through its policing machinery by tagging the above villages to Police Stations of the Imphal valley districts and by diluting the distinct district boundaries.” Stating that there is “clear intent to alienate the tribals from their traditional land and weaken their village republics,” the UNC asserted that the intervention of the GoI for an alternative arrangement outside of the GoI “assumes greater urgency to prevent the legitimization of the usurpation of the lands of the tribals and destruction of their traditional institutions.”

A brainstorming session on “Clean Kohima” here today stressed on concerted efforts required to keep Kohima town clean and beautiful. The population of Kohima city and Kohima village as per 2011 stands at 99, 039 persons and 15, 734 persons respectively. The amount of waste generated stands 50-60 MT per day @ 0.55 kg and collection efficiency is 60% per day, according to the Urban Development Department. The daylong session witnessed discussions on sanitation and solid waste management and concluded with adoption of resolutions on maintenance of clean highway, drainage and mass awareness on sanitation. Stating that the state capital belongs to everyone, it stressed the need to inculcate a sense of belonging and act as equally responsible to keep it clean. In the form of appeal, it requested all departments to sensitize staff and employees on sanitation, strengthen the Kohima Municipal Council with manpower, fund and machineries so as to increase the frequency of waste collection, plant trees wherever possible, sensitization on 3 Rs- Reduce, Reuse and Recycle and strengthen the hands of KMC by supporting and respecting the dignity and services of the sweepers and labourers. DIMAPUR, JUNE 10 (MExN): Nationalist Congress Party, Nagaland State Unit, observed the 16th Foundation Day of NCP here at the state party office on Tuesday with all four NCP legislators – Imtilemba Sangtam, Dr. TM Lotha, L Khumo and Mhonlumo Kikon - attending the foundation day programme. State NCP president, Imtilemba Sangtam, MLA, in his presidential address greeted party workers and said it is a matter of great pride that NCP is the only political party to get recognition of ‘National political party’ status by the Election Commission within months of its formation way back in 1999. “As of today, NCP has its presence in the state as-

DIMAPUR, JUNE 10 (MExN): The Government of Nagaland finally handed away the ex-gratia announced for the next of kin of the victims of the Pachaspura killings in Dimapur. The relatives of the nine victims received one lakh each at a programme organised for the purpose at the Deputy Commissioner’s office, Dimapur on June 10. DC, N. Hushili Sema said that the amount for the ex-gratia was received by the DC’s office last week. It was sanctioned by the Nagaland govern-

ment in January after the discovery of the killings. The relatives of the victims were accompanied by the Karbi-Anglong Peace Forum (KAPF), while the Nagaland government was represented by the DC and the SP. Naga civil society led by the Naga Hoho, Central Nagaland Tribes Council and Western Sumi Hoho were also present. Terming the incident as regrettable, the DC asserted that Nagas and Karbis must continue to maintain the good neighbourly relations it has shared for centuries.

Stating this in a release, NSF vice president Joseph Ngourie asked all the selected students along with one guardian or parents to attend the counseling without fail. Students failing to attend the counseling will not be allowed. It further notified to those students who failed to submit certain documents to submit the same on the day of counseling. ZUNhEboto, JUNE 10 (DIPR): The Zunheboto District Planning & Development Board meeting was conducted under the Chairmanship of DC Zunheboto L. Akato Sema (NCS) on June 9. At the outset, L. During the discussion, Divisional Forest Officer, Zhekuto Zhimo gave a power point presentation on global ecological imbalances caused by human waste and forest de-forestation that leads to environmental pollution such as drought, flood and storm etc that contributes to global warming threatening human survival. While encouraging the members on plantation of trees and bamboos, he said that cultivation of 1 (one) hectare bamboo plant absorbs at least 17 (seventeen) tons of carbon dioxide per year. Deliberating on this matter, the DC Zunheboto encouraged the members to put a lot of emphasis on plantation of trees including the flowering plants in the town areas, which would be good for our environment as well as for promotion of tourism. The members also discussed with regard to opening of FM Radio Station in the district to enable the villagers in the far flung areas informed about the current issues such as environment, good sanitation, cultivation and so on. DSCO Zunheboto, Zhekheto Awomi highlighted the problem faced by the Lizutomi villagers under Aghunato Sub-Division where the villagers could not sow the paddy crops due to scanty rain fall in the current year he therefore requested the board members to provide the assistances. Stapled visas to Arunachal a 'goodwill' gesture: China new Delhi, June 10 (pTi): China on Monday justified as "goodwill" gesture its policy of issuance of stapled visas to residents of Arunachal Pradesh, saying such policy does not "undermine" the positions of both India and China which have disputes over big parts of that area. "China has resorted to a special arrangement of issuance of stapled visa to address the need for travel of local people. This gesture is out of goodwill and flexibility and if we do not do that we will not be able to address the concern of out-

A press statement from the Publicity Wing of NWU & IWFNEI stated. The Naga Women’s Union called the attack “a threat to stop the defence of the Human Rights and the struggle for justice for helpless victims of rapes, tortures, human trafficking, extra judicial killings and racial discrimination.” NWU informing that Gonmei had ealier received a threat on his mobile phone on December 11, 2013, appealed to the attackers to come to their senses and not repeat such actions in the future. Also appealing to the Manipur government to curb on crimes from occurring in the future, NWU asked the government to identify the accused immediately and award befitting punishment.

Assam CM orders probe into forgery of cheques GuwahaTi, June 10 (pTi): Assam Chief Minister Tarun Gogoi has ordered an inquiry into the forgery of cheques issued by him from the Chief Minister's Relief Fund. The relief fund is wholly meant for people afflicted with cancer and other diseases and if anyone is found indulging in fraudulent and unlawful activities by tampering with the cheques, he or she would be dealt with severely as per law, the Chief Minister said in a statement here. No criminal case against Mizoram CM for drinking alcohol under prohibition aizawl, June 10 (pTi): Mizoram Police has not registered a criminal case against the Chief Minister Lal Thanhawla who allegedly drank alcohol as the state have been under prohibition. The FIR signed by Laltanpuia Pachuau was received on June 4 at Aizawl police station and the police officers were instructed to conduct preliminary inquiry, police said. Aizawl district Superintendent of Police LR Dingliana Sailo said, "Criminal case would not be registered as it would be impossible to prove that the Chief Minister and his wife, as alleged in the FIR and the accompanying photograph, were actually drinking beer." "Such photographs can be doctored or edited on computer and it would be impossible to be used as evidence" Sailo said. Pachuau, in his FIR asked the Police to investigate the alleged consumption of alcohol by the Chief Minister and his wife as suggested in a photograph posted in the social media. Prohibition has been imposed in Mizoram since February 20, 1997 and consumption of alcohol including beer was outlawed by the dry law.

During a meeting with departmental officers here yesterday to review the status of schemes and programmes of the department, the minister emphasized the need to explore the feasibility for creation of more irrigation systems particularly in the foothill areas for higher production, a press release said here today. Chetia, the general secretary of the outlawed outfit, has been in a Bangladeshi prison since 1997. He asked to be repatriated to India in June last year. Chetia was a close aide of Ulfa supremo Paresh Baruah. Chetia alias Golap Baruah was arrested at Dhaka's Mohammadpur on December 21, 1997, for illegally entering the country and carrying foreign currency with a satellite phone.

He has also asked the Bangladesh government to cancel his petitions for political asylum, which he filed in 2005, 2008 and 2011. DUI deaths on the rise in M'laya ShillonG, June 10 (Tnn): As many as 94 persons have been killed and 339 injured due to driving under influence (DUI) or drunk driving in Meghalaya in the last one year, official data indicated. East Khasi Hills district alone accounts for 34 deaths and 225 injuries, according to statistics available with the home (police) department. According to official sources, several measures have been taken to contain incidents of drunk driving in the state. These include frequent vehicle checking using Alcometer, enforcement of the Motor Ve-

hicle Act provisions, mobile vehicle checking and mobile courts, awareness programmes on traffic rules and raids on liquor outlets along the national highway. The increasing number of liquor shops along the Guwahati-Shillong road has evoked concern among legislators in the assembly. Over 500 non-residents pushed back from Mizoram aizawl, June 10 (ianS): Mizoram police have pushed back more than 500 nonresidents for not possessing valid inner line permits (ILP), an official said here Tuesday. The ILP is mandatory to enter and stay in the tribal dominated mountainous state of Mizoram which shares borders with Myanmar and Bangladesh. "Police with the help of local NGOs launched a drive across the state since Friday and arrested 503 non-tribals living in Mizoram without valid ILP. These people belong to various northeastern states including Assam," Aizawl district police chief L.R. Dingliana Sailo told reporters. He said: "All 503 people were pushed back to neighbouring Assam after they were found guilty by a local court in violation of the ILP regulations." People from other states, especially

those who are non-tribals, have to obtain an ILP before entering Mizoram. The validity of the ILP could be extended. The non-residents can also procure temporary ILP at the airport, Mizoram government offices in Delhi, Kolkata, Assam, police stations in border areas and other areas. The ILP is also in force in two other northeastern states - Nagaland and Arunachal Pradesh - to protect the indigenous people from becoming a minority. Several parties and NGOs have often organised protests to have the ILP promulgated in Manipur and Meghalaya also. Y.Wangtin naga always felt great and thank God for being born in Naga family although as a layman I could not contribute anything for the Nagas. I also felt myself to be a fortunate person to be in Naga politics where I personally have seen and knew why and how in our Naga national politics. In my personal relationship with the Naga politics, I am Wangtin Naga and not Wangtin Pakistani or Wangtin Bangladeshi and I am what I am. Let God Krishna, Ram and Hanuman give Indian leaders the insight and real wisdom to witness that, Nagas are really victimized by Indian Government and her security forces for no foul of theirs. In this today’s world India may boast as free nation, But every Indian citizen should retrospect the past history where British fishermen ruled them for almost more than three centuries, In fact, Indian people disliked the fishermen’s rule was displayed in non-violence means such as Satyagraha, Swadeshi, civil-disobedience and non co-operation etc. But the brave Nagas bravely fought with Britishers and confronted violently for their freedom and not for Indian freedom, or Pakistani’s freedom. This violent nature of the Nagas compelled the Britishers to incline towards Indian and subsequently, the British administration avenged the Nagas by handing over their rights and freedom into the hands of merciless Hindus and

I don’t try to blame Indian leaders, but their inhuman attitude and approach towards genuine Naga issue might be caused by the races and religions because Indians are Dravidians and Aryans by races while Hindus and Muslim by religions against Mongolian Nagas by race while Christianity by religion. However, I want India to act elderly towards the Nagas which will display their maturity. Some non-sense article came up recently as report from IB sources that, Mr.Isak Swu Chairman NSCN-IM may be made the Chief Minister of Nagaland state as a part of NSCN-IM solution is nothing but betrayal on the part of NSCNIM on one hand while demeaning the genuine Naga cause by Indian Government on the other hand if it really comes true. Mr.G.K. Pellai, former Union Home Secretary expressing that, Naga political solution will be in Mizoram’s formula is an insult to the Nagas. But I don’t see any chance of Naga people cow down before such immature trick of some individual or agency. It is bet-

ter for four million Nagas to die instead of burying our past glory and invincible political and historical rights of the Nagas. Nothing can disqualify the Naga cause to become a free nation as we have three strong tools in our hands such as Indigenous rights, Political and Historical rights. India may crush our body but our political rights will remain immortally. The Naga people cannot and will not give up their sovereign rights as our case is nothing but India invaded Naga country. To my layman’s understanding, the present cease-fire agreement signed with GOI have immeasurably weaken the Nagas as ceasefire becomes tools in the hands of Indian security forces, particularly Assam Rifles to crush the Nagas and their cause. I am one of the smallest man in Naga politics, Yet I humbly appeal all Naga political groups to study the losses during cease-fire period and think closely to reject what can crush our future before it is too late to salvage our nationhood. I never try to blame Indian security forces for their excessiveness, simply because their main aim is to crush the Naga politics, and they did it but I am blaming our own Nagas for our foolishness. We become tools in the hands of our enemies who will gradually swallow all of us one after another. Yet, he left the conflict unsolved as he passed away unexpectedly on the morning of May 27, 1964 after he was informed the Ceasefire Agreement was concluded between the FGN and the Government of India (GoI). How then the present Indian leaders dare to talk about a solution for the Nagas following the example of Mizo -GoI accord of June 30, 1986. It is nothing but an insult to the Nagas. The talks between the imposter leaders and GoI are nothing to do with the Indo-Naga conflict. Because the imposter leaders submitted 33-Point competencies proposal and demanding integration, federal relationship or super-state etc. from India since 1997 is their own interest and not interest of the Naga people. The Nagas have therefore nothing to expect a solution to Indo-Naga conflict from their talks. If a Naga leader speaks the truth that the Nagas are sovereign and independent nation and demands nobly withdrawal of foreign occupational Forces from Nagaland rec-

ognizing the sovereignty of Nagaland, he has stepped to talk for the Naga nation and the Nagas would have to expect the achievement or a solution to the IndoNaga conflict from such talks. But the talks between the imposter group and GoI had never touched to solve the Indo-Naga conflict in the past seventeen years, because their talks were for their own interest solution and not for the Naga nation. How then the Nagas would expect a solution to the Indo-Naga conflict from their talks? The India has no right to ignore and deny the sovereign right of Nagaland and neither has the right to impose its own solution to the Nagas. Now, India has no power to silent the voice of the Nagas, which becomes the power for the achievement of our national goal but not bullets, and no power of the world can destroy the will of Naga people to be a nation and a people. In regards to NSCN-K ceasefire with Myanmar government, the NSCN-K just signed the ceasefire on 9th April 2012 and nothing step have been taken for any dialogue. All ethnic groups in Myanmar such as Kachin, Kayen, Karen, San, Mon, Yekhei etc. fighting for their rights signed cease-fire with Myanmar government long before the Nagas (NSCN) and formed a common platform popularly known as NCCT-National Ceasefire Co-ordination Team to determine their future have decided to review the existing Myanmar Law including re-drafting of Myanmar constitution. This NCCT have officially invited the NSCN to join their venture, but the Nagas rejected their invitation because the Naga issue is sovereignty issue and it has nothing to do with Myanmar domestic affairs. The Nagas and NSCN cannot and will not compromise the sovereign rights of the Nagas whatsoever. Today, only the Naga and Wah refused to be part of NCCT and revolving outside the ring of NCCT. the children is on the wane. The adverse effects of the media on the mental development and moral values of the younger generation are being felt increasingly in all spheres of life. Gross consumerism has distorted the outlook of persons into one of equating possessions with richness. Exploitation of natural resources is proceeding without reference to sustainability. The hiatus between the rich and the poor is getting wider. While the education system needs to keep pace with the scientific and technological developments in terms of building the skills and knowledge, it also needs to address the more fundamental issues of the social and moral consequences of such unregulated activities. India, the third largest in the world in harness education will surpass many other countries with the given situation and importance to education sector. Our education system is complex ridden with many contradictions but it has tremendous possibilities too that need to be explored and expanded. According to some findings, in 2030, our country will be amongst the youngest in the world, with nearly 140 million young people will be attending colleges. With more emphasis on quality and private education system in India, there is a shift in the outlook and attitude among the students and the management. It has become one of money making industry at the cost of compromising quality education. The autonomous system and the private universities though offer variety of courses and programmes poses a question whether all these promote quality education at large? Are these programmes helping students to acquire knowledge that will be beneficial for their lifetime? Sometimes I wonder at all that happens in campuses of educational institutions with potential for excellence being shattered with many issues lying buried or covered complacently. The need of the hour is to inculcate human values in the students, like quest for peace, adherence to truth and right conduct, non-violence, compassion, tolerance, love for all living beings, respect for its culture and traditions, in order to promote societal concern and responsible citizenship; so that such an effort is in the interest of the students, society and the nation. We do emphasize on quality education and promote it in all spears of our activities, there is something that still missing or not found its place in the educational system. It is important to ensure that

these educational institutions have adequate facilities, qualified faculties, research facilities, relevant curriculum, infrastructure, and others. There is an immediate need to transform the whole system of higher education in our country. Recognizing the special role of teachers in this effort, it would be desirable to impart them the necessary skills and insights into value education by devising suitable orientation courses and extending support to institutions for imparting such training. Academic quality is of paramount importance and so every educational institution should be able to follow best practices to promote them. Teaching faculty to be trained and equipped to take up the challenges of imparting quality education to the student community and not to be compromised at any cost. There is also an immediate need for moving from ‘generic model’ of education to a ‘learner centred’ model of education. The students should be mentored to make their carriers in the areas of their strengths and abilities. In an environment of global competitiveness it is important that students of our educational institutions are as competent as graduates of any other states not only in their scholastic attainments, but also in terms of the value system and richness of their personality. Unless the quality and standard of higher education institutions is enhanced zealously and sustained at a high level through innovation, creativity and regular monitoring, it seems to be difficult for our academics/professionals to compete in the World scene. This calls for suitable assessment and accreditation mechanisms to be available in the country to ensure the quality and standard of the academic/training programmes at higher educational institutions. The concept of quality education provided by the educational institutions and received by the student community has to enable the students to achieve goals that they strive towards. There is a need to study the curriculum design, courses that are offered and the different components associated with learning for life. Higher education has to be qualitative, job oriented and at the same time ethical and promote standards of human life as a whole. It is not mere degrees, diplomas and certificates but it is enabling one to achieve the greatest good in life that can be dreamed and achieved by an individual. Fr. Joe Mariadhas

n 18th March, 2014 around 3-4 PM, I was heading towards a Gaonbura’s house in Old Minister’s Hill for an urgent task (landmark: Chief Minister’s bungalow entrance gate). There, a man in navy blue suit and a bunch of police personnel (body guards) with KHAKI uniform of so called public savior, well mannered that they are tagged usually stood there having their own fun time. As I passed them, initially the man with the navy blue suit passed a comment on me. I’m sure he is an educated man (the way he dressed up), I didn’t pay heed and kept walking, however, he did not stop and those so called police personnel didn’t prevent him from passing the comments instead they were eager to join him, given a chance the way they appeared to me. I walked back and confronted him, and asked him what the matter is? Then he kept quiet and walked away since he seemed to be guilty. I left the argument then I proceeded with my work and fortunately the place where I was going was just located there. Went there, finished my task and as I was coming back, to my surprise, one of the police personnel uttered these words in Nagamese……“KI MAIKE KHAN LAKA DAWAI BE KHATARNAK ASE DE” (Even the ladies' medicines are

dangerous). Loosely, it means they can’t imagine that a woman can confront a man (it’s a sarcastic way to put me down for confronting the man, the feelings were as to how could she confront us). I couldn’t tolerate it, I confronted them and said, ‘Are you supposed to protect us or subjugate us, why do you think you all are wearing this uniform for? Then one of them said as to why I am using the words ‘you all’ and said to me if I dragged you down and rape you, would you still say ‘you all’. This was followed by a loud laughter, thereafter they kept quiet, then I walked back home. This is something unexpected from those we consider as our brothers and whom we have faith upon. I was in tears while I was so much packed up with my work and schedule, I did not have time to even say hello to them, instead they misbehaved and threatened me for what seems my “mistake of being a woman”…….could not share with anyone, but at last I shared with my close kin. Women are vulnerable once again. I wonder this kind of attitude specially where you expect a lot to protect you and safeguard you could do this much to you, where do you think you are safe? As we go beyond our own dwelling place/state, we complain about eve tease, rape, stalking, harassment, racial discrimination, ragging etc., Are we really safe at our own home state and complain about when you are targeted outside? How about our own home town? Do we get protection when we are targeted? Hundreds and millions of incidents go unreported. Does it mean that the trauma we go through

everyday vanishes? And we expect that the next time they would learn and by the time the perpetrator gets reformed lately, the victim has gone through unshared/untold misery in her life. We often talk about gender equality, well, fine with it. I’m not being pampered by the offer as this has become a deprivation point for the women. To me gender equality is where both men and the women have the same rights and duties to do. If the woman is wrong punish her and serve her admonition or jail her. But the law should not protect her if she does wrong, because there the women weaknesses are captured. Are police personnel to protect or to threaten the common people ? Another incident, not exactly with me but to a taxi driver where I was about to travel back to Dimapur (landmark: POC Bus stand). As we two-three passengers and the taxi driver were waiting for the vacant seats to be filled as usual, there again the so called police with a uniform came forward and without being said anything to him he simply started abusing the taxi driver, without any reason, while his senses were completely filled with alcohol. Since the taxi driver didn’t pay heed, he stood there for some time and then walked away. My question is, if there are differences in power and rights between police personnel and common people by law, then I respect that. But if they take advantage of their uniform and place themselves higher than us and leave us like mammoths and we are supposed to keep our mouth shut, then I would like to ask where is the law that protects com-

mon people? The taxi driver could have retorted back but he didn’t (I’m not sure whatever the reason he has) as KHAKI uniform always look like the law keeper so to be respected, therefore he must have just left him without confronting it. Are there any laws and regulations to hook this blemished man so called police? I doubt and I guess there are no such laws which would help them to BEHAVE THEMSELVES….. If not they would have the sense to behave well especially with the common people. Why are they there for? Don’t they have any business except to toil around filled with alcohol where they could not even project themselves that they are to serve the common people? My point is I m not against ALCOHOL in itself but using your powers with limits and knowing your dignity would give you more pleasure to work rather than threatening others. If there are laws in the police constitution, then such personnel should be punished only then further crimes would be deterred. Can’t imagine they are as free as common people and ignore their fundamental duties. Can this kind of attitude lead to a better society where police are inducted to look after this kind of ill manners and such loopholes be controlled? Instead we got to teach them, I am sure it doesn’t serve the purpose at all, they being employed doesn’t make sense at all. Why do we have a police force? We have a police force to provide citizens with a sense of safety and security. The police are there to maintain peace and order in society as well as prevent and detect crime. They are there as the law enforcers - to make sure that everyone,

including the police force itself, follows the law at every step. Equality should prevail not only for handful and elite people around us. I would like to ask to the higher authorities, is there is any way to teach those bunch of police personnel who are so morally degraded citizens that they have the guts to eve tease when the world is challenging for a safer place for women and gender equality? Nagas, particularly, so much patriarchal mindset that they can say, do, on women any time anywhere. Where have you lost your morality? Firstly and stereotypically, as a man you are expected to protect the women. Secondly, as police personnel you are the savior but in such circumstances you are the one waiting to ignite the light (bad to worse). There is an urgent need to impart certain disciplines and manners to police personnel before they swallow us up. I wonder what kind of virtue/discipline you were taught during your training. Were you taught to eve-tease and comment when you see a woman and mistreat common people? Questions to ponder 1. Why do the police have such a low esteem towards women in particular? 2. Where is the law to condemn this dominance attitude over women and punish such police personnel? 3. Whom to blame for such kind of attitude? 4. Does the Chief Minister have the moral responsibilities to take note of the incident and act?

The Power of Indigenization

F

or indigenous peoples the power of culture stems from the saying that “I am because of who we are.” When the collective self-conscious expressions reflect the power of the will of the people, it is perhaps safe to say that the selfconscious expressions of the will of the people form an essential part of a culture. Culture as philosophy, is lived and celebrated in a society and demonstrates a peoples’ collective wisdom, history, traditions, worldviews and its capabilities and capacities in confronting issues of justice and peace. Vinoth Ramachandra says, “Culture permeates all human feeling, thinking and acting. It crystallizes into social and political formations which generate and succeed each other in an orderly array, thus endowing human life with meaning.” Culture is an essential element of the history of a people. In fact culture is the product of a history just as the flower is the product of a plant. Culture, therefore is history itself and the denial of a people’s history is the denial of culture itself. Ngugi Wa Thiong’o affirms that Culture is a product of a peoples’ history embodied with a whole set of values by which they view themselves and their place in time and space. It is through the power of culture that we can bridge between where things were (history), where things are now (analysis) and our yearnings of what we wish to be (vision). It constructs a process where people are empowered as individuals and as a community to proactively engage in becoming the change they envision both at the personal and collective level. Culture wants life in all its richness; it demands and asserts freedom. Culture indeed is a way of life and is the essence of communication in order to know and understand. However, in this modern era we are witnessing humanity evolve a culture that does not enhance life. What we have now is a culture of lies and death propelling fear and profit. Humanity has turned anti-life. We are now evolving a culture that does not have humans and life at its center and as Ali Mazrui would say, the ancestors are angry. There is urgency for indigenous peoples to overcome the definitions of culture that suffocate their capacity to transform their world according to their needs as their ancestors did. Can indigenous traditions modernize? We should echo the words of Luigi Guissani that traditions are not handed over to us so that we become fossilized within them. Like our ancestors, we should be able to develop tradition, “even to the point of profoundly changing it.” However, in order to develop the capacity to transform tradition we must “act with” what our ancestors give us. This means using tradition critically, filtering it through our own praxis. Nagas are obliged to examine our history; culture and morality to excavate the values upon which we can anchor our purpose of existence and inspire our liberation.

Long hours in front of the computer? Beware of RSI

P

ain around the neck and upper limbs? Beware! It could be Repetitive Strain Injury (RSI) that comes from spending long hours before a computer. At the NH Narayana Multispeciality hospital in Bangalore, an average of 200 patients, all in the age group of 20-30 and mostly from the IT crowd, come with complaints of RSI), which is increasingly becoming common among youngsters in high-stress jobs and can take months to recover from. "High stress jobs like in the IT industry that requires one to sit in front of the computer for 14-16 hours every day, leading them to slouch and sit in a bad posture, with hardly any physical activity, leads to Repetitive Strain Injury. It has become fairly common for youngsters to come with complaints of such nature," Malchira S. Somanna, consultant orthopaedician at Narayana hospital, told IANS. Indications of RSI could be a tingling sensation in the hands with numbness, called Carpel Tunnel Syndrome, pain around the neck and upper shoulders, and feeling a "heavy burden" on the shoulders. Nearly 90 percent of the orthopaedic patients in the out patient department (OPD) of Narayana hospital are RSI patients from various multinational companies and IT industry. It's a similar scenario in the national capital, where J.D. Mukherji, director, Neurology at Max Hospital, says that he gets two-three patients every day complaining of Carpel Tunnel Syndrome. "Carpel Tunnel syndrome is very common and I get about 20 cases every week. This happens when the median nerve gets compressed, leading to tingling sensation in the hand that worsens at night," Mukherji told IANS. Carpel Tunnel syndrome patients, he added, are however not just young workers but also those suffering from diabetes, hypothyroidism, and rheumatic arthritis. Treatment of RSI is usually multi-pronged, involving exercises and physiotherapy, and not just medicines, and it could take three weeks to six months to recover. Doctors say that if one ignores the pain and tries to live off painkillers, the condition has every chance to worsen and recovery may take longer. "The treatment of RSI is to avoid using the affected tendons and nerves. For example overusing the phone can result in the inflammation of the elbow. So overusing the injured muscles can result in weakening of the muscle, and can even lead to disability. So the best prevention for such a situation is to avoid overusing affected muscles," Mukherji said. Doctors suggest various ways to avoid overusing affected muscles. For instance, using a pen to hit the keyboard, changing the inclination of the computer to 15-20 degrees for a better posture, or using a chair that is more comfortable and is at an ideal height. Raju Vaishya, consultant orthopaedic surgeon at Apollo Hospital and president of the Arthritis Care Foundation, further said that writer's cramp (cramp in the hands), tennis elbow (elbow pain), and osteoarthritis (knee pain) are also common. "RSI is caused because of repetitive use of the musculoskeletal system in performing certain sets of work without adequate breaks, and sometimes in a bad posture. This is why most of our patients, in the 25-35 age group, are into jobs that require long hours in front of the computer," Vaishya told IANS. "Such stress causes pain and sometimes long-term disability. The prevention lies in avoiding repetitive stress at work by understanding the ergonomics of your job and taking mini breaks after every one hour. Sitting in a good posture at your work desk and using the computers in the most efficient and correct way can prevent a lot of RSI," he added.

Civil Disobedience & Discipleship to Jesus

I

n 1993, Philip Berrigan, two friends and I walked on to the Seymour Johnson Air Force Base near Goldsboro, N.C., through thousands of soldiers, to one of the 75 F15e nuclear-capable fighter bombers on alert to bomb Bosnia, and each hammered on it. We were trying to fulfill Isaiah's commandment to "beat swords into plowshares." We were each arrested, charged with two felony convictions, and faced twenty years in prison. I did about nine months in jail and a year and a half under house arrest. To this day, I'm still carefully monitored by the government, can't vote, can't visit prisoners, and can't travel to several countries. Altogether, I've been arrested some 75 times in acts of civil disobedience against war, injustice and nuclear weapons. A few years after I was released from jail, while running an inner-city community center for disenfranchised women and children in Richmond, Virginia, I was confronted by a charismatic, young priest whom I greatly admired. "Are you crazy?" he asked. "Tell me really: why did you do it?" I could have explained how in our own history, every major movement from the abolitionists to the suffragists to the labor movement, the civil rights movement and the anti-Vietnam war movement, had its breakthrough when good people broke bad laws and accepted the consequences. I could have spoken about Dr. King's "Letter from a Birmingham Jail," where he urges us to obey just laws and disobey unjust laws. I could have pointed to international law and the Nuremberg Principles, as I have in many courtrooms before many judges, and explained that it is our duty to resist governments and break laws when they legalize mass murder or preparations for mass murder-as our government does it with its illegal nuclear arsenal. But I said simply: "I am trying to follow Jesus. Jesus was nonviolent and practiced civil disobedience and was eventually arrested, jailed and executed. I'm supposed to be his follower, and in this world of total violence, injustice, poverty, war and nuclear weapons, it seems inevitable that I, too, must engage in nonviolent civil disobedience. Most of the saints and martyrs were arrested and jailed---up to Dr. King, Dorothy Day, Archbishop Tutu, and the Berrigans. They probably won't kill us, but they sure will arrest and jail us if we work for justice and peace and resist war and empire, but the main thing is-I want to keep following Jesus all the way to the cross." My friend looked at me in stunned astonishment. His mouth hung open. He was speechless. Eventually, he just whispered, "Okay," and walked away. Civil disobedience, in a world of total violence, war, poverty and nuclear weapons, is a way for me to follow the nonviolent, civilly disobedient Jesus. I agree with Gandhi, that great practitioner of civil disobedience, that Jesus practiced perfect nonviolence, was the greatest nonviolent resister in history, and engaged in regular civil disobedience. Twenty years ago, I published a book called The Sacrament of Civil Disobedience (Fortkamp Pub., 1994), in which I tried to look thoroughly at its theory, practice and theology. I examined civil disobedience in the Hebrew and Christian scriptures, in U.S. history, in the lives of our great teachers such as Gandhi, King, Day and the Berrigans, and in its details---how to prepare for c.d., what to expect from arrest, trial and jail, and so forth. I also shared many of my own trouble-making experiences---from my first arrest at the Pentagon in 1984, to arrests at military bases around the country (such as West Point, the SAC base, Livermore Labs and the Concord Naval Weapons Station, the Trident Base in Florida, the Nevada Test Site, to name a few). But as I reviewed the history, theory and practice of civil disobedience, I remember I kept coming back to Jesus and the question of our discipleship. For years, my friends and I asked each other: What does it mean to take up the cross and follow Jesus? We came to the conclusion that the cross is nonviolent resistance to the culture of war and empire; it was the natural public consequence from the state for our nonviolent civil disobedience to war and empire. I came to the conclusion that Jesus engaged in civil disobedience every single day of his public life, that nearly everything he did was illegal, that his mere nonviolent presence was a threat to empire. I used to joke that Jesus was "a one man crime wave," walking through the Roman empire. Actually, he was even more threatening---he was a movement organizer, building a community and a movement among poor

ast year, the former head of Human Rights Watch and the Open Society Foundation, Aryeh Neier, argued in openGlobalRights that human rights and social justice are distinctly different beats. Human rights, Neir wrote, are limits on state power, while social justice seeks to redistribute material resources. London School of Economics professor Margot Salomon disagreed, writing that the struggle for social justice and human rights are identical, since both seek to redistribute power. If this debate were purely one of opinion, I would not get involved. The argument matters, however, because conflation of social justice with “rights” weakens the human rights movement and even undermines its stated goals. Economic and social standards are certainly worthy and legitimate political goals that people should strive for, over time. They are what every decent society should try to bring about: adequate shelter, food, health care, work, education, retirement benefits, and cultural resources, for all. Human rights, by contrast, are immediately enforceable and always justiciable. One can and should go to court and demand one’s immediate right to worship in any manner of his or her choice. The state must immediately refrain from violating this right, and must provide swift redress when necessary. Social and economic justice, on the other hand, is something to be progressively realized. States promise to fulfill social and economic rights in the

people to nonviolently resist the empire and the unjust religious system that backed it in the name of God. As I studied the Gospels, I discovered nearly a dozen types of civil disobedience that Jesus practiced-such as his prophetic proclamation of the coming of God's reign in general, and his reading from the book of Isaiah in the Nazareth synagogue in particular, as subversive truth-telling which threatened the empire; touching and healing lepers, which they thought would threaten everyone's health; dining and associating with "public sinners," outcasts and the marginalized; repeatedly breaking Sabbath laws; violating the cleanliness laws and eating codes; visiting "enemy" territories and associating with the enemy (such as the Samaritans) and with violent revolutionaries (the Zealots); engaging in symbolic action and political street theater (riding into Jerusalem on a donkey and fulfilling Zechariah 9:9, about the coming of a king of peace who will end war forever); and urging people not to pay their taxes (one of the "capital crimes" for which he was "capitally punished.") Certainly the climax of his public work---even his life-was his nonviolent civil disobedience in the Temple, where he turned over the tables of the money changers and prevented people from engaging in the profitable big business of organized religion. The Synoptic Gospels tell the same basic story line: Jesus marched from Galilee to Jerusalem on a campaign of nonviolence like Gandhi going to the sea or Dr. King marching from Selma; entered the Temple where the religious authorities worked in conjunction with the empire and forced the faithful to pay a hefty sum to visit God; and engaged in nonviolent direct action. He did not hit anyone, hurt anyone, kill anyone, or drop any bombs-but he was not passive. He was active, provocative, dangerous, illegal, and civilly disobedient, a disturber of the peace, a troublemaker, a nonviolent revolutionary who broke the unjust laws and mores of an unjust society. This is the person we claim to follow! The Gospel of John, written many years later, puts Jesus' civil disobedience in the Temple right up to the beginning of the story (just after the wedding at Cana). There, it says he made a whip of cords and drove everyone out. That is the only place in the entire Bible where this particular, obscure Greek word is mentioned; it was a specific type of rope used to lead the thousands of sheep, cattle and animals up into the enormous Temple structure. He took that rope and led the animals back out of the Temple. Fifteen hundred years later, El Greco painted Jesus with a twenty foot whip hurting people; that is not at all how I read the text. If anything, Jesus saved the lives of the animals as well! But the real point of placing the story at the beginning of the Gospel is its allusion to resurrection: "Destroy this temple," Jesus says pointing to himself, "and I will raise it up in the three days." So the Synoptics make it clear that Jesus' final civil disobedience in the Temple led to his arrest a few days later, his jailing, trial and brutal execution. This

is a great challenge to anyone who seriously wants to follow this Jesus. Are we willing to give our lives to resist empire, injustice, and the oppression of the poor? How seriously do we want to follow him? But turns out--there was one more final act of civil disobedience left to come: The Resurrection! The Resurrection is the greatest act of civil disobedience in all of human history. As Daniel Berrigan once said, just as the crucifixion of Jesus was perfectly legal, so the resurrection of Jesus was totally illegal. Matthew's Gospel emphasizes this point: the Roman authorities placed guards at his tomb with the imperial seal saying, in Dan's words, "We've killed you and we put you in the tomb and now you're dead! So stay there!" But Jesus rises from the dead, breaks the imperial seal, and indeed, breaks the law which says "Once you're dead, you're dead." His resurrection is the perfect nonviolent revolution and changes everything. To this day, the illegally risen Jesus remains at large, out and about, forming his underground movement of nonviolence, organizing for the abolition of war, poverty, empire and nuclear weapons, and the coming of God's reign of nonviolence! Wherever people are resisting injustice and giving their lives for justice and peace, he's there. I've written much about my own experience of civil disobedience, including my prison journal, Peace Behind Bars, (available from Sheed & Ward/Rowman & Littlefield). I'm fundamentally interested in practicing the nonviolence of Jesus, proclaiming his reign and practice of nonviolence, and trying every nonviolent means possible to help end war, poverty and nuclear weapons. That means, writing, speaking, lobbying, preaching, organizing, marching, praying, fasting--and occasionally crossing the line. From me, this is all part of modern-day, post-modern discipleship. For the Christian, working for peace and justice, and thus resisting war and injustice, means sooner or later sharing in the nonviolence and civil disobedience of Jesus. I remember what my friend Sr. Joan Chittister wrote to me while I was in jail: "I suppose you are showing us that the only way peace and justice and social change happen is through our participation in the Paschal Mystery of Jesus." Amen, Sister. That's a hard teaching, but a helpful reminder. If we want to follow the nonviolent Jesus, then we'll want to make the journey from baptism to community, to understanding the Sermon on the Mount, to serving those in need, to working for justice and practicing nonviolence, and eventually, sooner or later, in such a world of war, empire and nuclear weapons, to crossing the line, engaging in nonviolent civil disobedience and risking the cross and the resurrection. future, given available resources and capacities. These are aspirations, not immediately enforceable rights. This is as it should be. After all, we don’t want states arguing that one’s right to freely worship cannot be fulfilled, at present, because the state doesn’t have sufficient resources. I do, however, accept as perfectly reasonable that some states cannot immediately provide adequate shelter, healthcare, or nutrition, because they don’t have the money or the administrative capacity. From the Soviet Union to present-day China, Saudi Arabia, Cuba, and Venezuela, economic and social standards are the “rights” that dictators love. These leaders use their social policies as whitewash for their dismal human rights records, celebrating their social policies while ignoring the population’s immediate right to political participation and freedom from arbitrary detention, torture, and death. Yet proponents of social rights often argue that rights are “indivisible.” After all, if you have no food or shelter, why does it matter whether you have

freedom of worship? It does matter. Not only because religious organizations provide essential material goods to the needy, but more importantly, because societies that seek to provide food and shelter at the expense of freedom of worship often fail miserably at both. If all rights were truly indivisible, one could not have religion without food, or vice versa. But this is patently untrue. After all, one can have enough to eat while still not being able to worship freely. And one can worship as one wants, but still have insufficient access to shelter, healthcare, or education. People all over the world experience these conditions every day. When a society limits itself to safeguarding its citizens’ civil and political rights, it allows individuals to organize themselves freely to obtain food and shelter. And when the state guarantees its citizens’ civil and political rights, people can pursue, through political means, the provision of sufficient food and shelter for all. Consider also this: Jacob Mchangama, managing director of the Freedom Rights Project, has found in a recent

working paper that social and economic rights do not, in fact, advance social justice, and may even have unanticipated negative effects. “We're interested in whether justiciable social and economic rights have played a part in developing the social justice they pretend to advance,” Mchangama told me in Copenhagen, referring to his work with economist Christian Bjørnskov. “But there doesn't seem to be a lot of evidence for this.” In their working paper, Mchangama and Bjørnskov examine 188 constitutions to see whether states’ introduction of the right to education, health, and social security are statistically associated with improvements in those policy areas. They conclude, however, that, “there is no tangible, empirical basis for claiming that the introduction of [economic and social] rights, at the national or international level, makes any difference in the desired direction.” In fact, the opposite may be true, since Mchangama and Bjørnskov’s analysis also demonstrates “adverse, medium-term effects on education and inflation.” Their paper is still under peer review, and more empirical research is warranted. Still, even if only partially true, these findings should persuade activists to reconsider their assumptions. In short, everyone in the human rights community needs to carefully distinguish “social justice” and “human rights.” Conflating the two only muddies the conceptual waters and helps rather than hinders those who seek to limit our freedom.

saying usually misattributed to Trotsky, “You may not be interested in war, but war is interested in you,” describes the Ukrainian conflict, which now has almost all the elements needed for a civil war: well-armed rival sides, opposing views of national history and destiny, and a foreign instigator and sponsor for eastern Urkaine’s separatists — Russia. Yet it lacks the critical ingredient of an appetite for fight among many of the population. Most Ukrainians are doing their best to go about their business and, whatever their views, say they see Russians and Ukrainians as brotherly nations and do not want a war. In the presidential election of 25 May there was high voter turnout everywhere — except in the east, where pro-Russian separatists blocked polling stations — and Ukrainians gave a commanding victory to confectionary magnate Petro Poroshenko, with 54% of the votes. The Russian government said it would respect the will of Ukrainian voters and expressed its readiness to cooperate with the new administration in Kiev. But it remains to be seen if Poroshenko’s election will help curb the violence. The pro-Russian separatists’ acts of intimidation, which prevented most people in the Donetsk region from voting (only 16% of registered voters cast ballots), and brazen attacks that have left dozens dead in recent weeks — including an all-out assault against the Donetsk airport, which they seized a day after the election — demonstrate that they are intent on undermining Ukraine’s territorial integrity. Before the latest escalation of violence, a proRussian militant in Slovyansk told me: “We are fighting for peace”. He had no name and no face (it was hidden behind the balaclava under his helmet), and he stood by a checkpoint on a road in this industrial city in eastern Ukraine. Soviet and Russian flags fluttered beside those of the People’s Republic of Donetsk (PRD), the self-styled state the pro-Russian militants are trying to carve for themselves in the Donbass region; their flag was Russian, with the double-headed eagle, and the white stripe replaced by black to represent Donetsk’s black earth. “They want war”, the balaclava-ed militant said, pointing to two Ukrainian military helicopters overflying Slovyansk. He was crammed into a too-tight uniform and had a shrill, childish voice. I suddenly thought of William Golding’s Lord of the Flies, in which the brutal leader of the rebel children turns out to be puny, and very young. The effect was the same at every barricade and checkpoint in Mariupol, Donetsk and elsewhere in eastern Ukraine: whenever the militants took off their balaclavas or surgical masks, their power to frighten went. Most were young unemployed; the rest were underpaid workers in steel mills or heavy industry factories across Ukraine’s rustbelt. They lacked the bearing of the other masked men, in tidier, unmarked uniforms, standing near at checkpoints, whose jaded confidence with weapons as they checked IDs was the result of training. All these said to strangers was “no comment”. They looked like the masked “green men” who overran Ukrainian military bases in Crimea after the Russian annexation. Russia says it has not deployed men in eastern Ukraine, but it said it had not sent troops to Crimea until President Vladimir Putin admitted that the masked men in unmarked uniforms were Russian soldiers. Even some of those deployed in Crimea were surprised to find out where they were, according to Larisa Mamchur, wife of Ukrainian air force colonel Yuliy Mamchur, commander of the Belbek air base near Simferopol at the time of the Russian takeover. “They thought they were being deployed somewhere along the border within Russia. They were stunned to learn they were in Crimea.”

While it is too early to say if signs that Russia is now seeking to deescalate the Ukrainian conflict will prove true, Putin’s conciliatory remarks after Poroshenko’s victory in the election as well as his earlier calls to separatists to call off their referendums, and the apparent pullback of troops from areas near the border, may be indicating that Russia has little to gain from further instability in Ukraine. After months of just paying lip service to Ukraine’s unity, the country’s richest man, Rinat Akhmetov, has made public his strong support of territorial integrity, saying the prospects of a viable independent state in the east are nil. Foundry employees and miners who work for him have come out in the streets in Mariupol and elsewhere to evict pro-Russian separatists. So far, however, that has not proved enough to prevent violence. Just before the election, on 22 May, a dawn attack on a checkpoint in eastern Ukraine left at least 14 soldiers dead, the worst loss of life for government forces so far. Heavily armed militants of uncertain allegiance (there are signs that the separatists are not fully coordinated) attacked the checkpoint in the Volnovakha area not far from Donetsk; three other attacks were reported that night in eastern Ukraine.

The PRD press secretary said Yanukovych, whose picture was everywhere in public buildings occupied by pro-Russian separatists, was the legitimate president, deposed in a “putsch”. The press secretary’s sidekick said he was Viktor Nyechayevsky, and he was handling crisis management inside the building. (His day job was copy editor at an undisclosed Internet firm.) “There are no three nations: Russia, Ukraine and Belarus are all Russia,” he said, adding that eastern Ukraine had “always” been part of Russia. “Culturally, economically and geographically, the Donbass is Russia.” The true extent of separatist feeling in the East is hard to assess. The general apathy in major cities of the Donbass region attests to discontent with mismanagement and corruption in Kiev, but does not necessarily reflect secessionism. The unrecognised referendums on 11 May held by pro-Russian militants in Donetsk and Lugansk attracted mostly those voters who supported independence from Kiev or joining Russia, so they may not accurately indicate overall separatist feelings. According to a Pew Research Center survey after Russia’s annexation of Crimea, 70% in Ukraine’s east said their country should remain united, compared with 93% in the The old manual of warfare west and 77% for the national average. If the architecture where we live helps define our identity, then it is not surprising that pro-Russian militancy has found fertile ground in Donetsk, Lugansk and other cities in the east, dominated by statues of Lenin. The Soviet Union is alive in all but name in places like Slovyansk — the scene of some of the worst fighting — where factory ownership may have been transferred from the state to oligarchs, but where welcome signs are decorated with the order of Lenin, murals use revolutionary iconography and workers in the black berets and leather jackets fashionable in the USSR in the 1970s file into metallurgical plants with chimneys that spit smoke. In Mariupol, a masked pro-Russian in civilian clothes was embarrassed to admit that he had encountered no hostility by Kiev’s interim government towards Russian speakers, a key argument Russia uses against the Ukrainian government. He said he was upset at “fascists” who had been toppling Lenin’s statues, although he was not a Communist: “Lenin is part of our history, they are against our history.” Outside the barricades at the municipal council of Mariupol — which has now been cleared of separatists — a small pro-Russian group of pensioners and unemployed men and women idled. Inside a tiny tent, a woman handed out leaflets, and said: “When we lived in the Soviet Union we all had one language,” presumably meaning Russian. Two other middle-aged woman recited the blessings of the bygone era: “Schools were free and so was medical attention, we had free vacations every year... even housing was free.” I asked one of them about freedom in the Soviet era. “We lived under Communism and nobody knew anything better than it. Then again, nobody understood Communism.” Trauma of losing an empire The Ukrainian crisis is a delayed aftershock of the collapse of the Soviet Union. Putin once called the dissolution of the Soviet Union “the greatest geopolitical catastrophe of the century”. Together with his dismissal of Ukraine as a “quasi-state” that was called “New Russia” in the Tsarist empire, it is evident that his policy is a push to reconstitute the USSR. The dissolution of the Soviet Union lacked the legitimacy of a popular uprising or revolution that ratified its collapse. It was the result of a withering economy and a brittle, weakened state unable to stand the strains of the reforms that its last leader, Mikhail Gorbachev, intended to use to revitalise it. That’s why some workers and pensioners, raised in the dour yet reassuring predictability of a state that dispensed work, apartments and vacations, perceive its disappearance as a natural disaster rather than an expression of popular will. Anders Åslund, a senior fellow at the Peterson Institute for International Economics in Washington, sees other reasons for Putin’s actions in Ukraine. “It is much more like Hitler’s policy when he declared war on Poland... This is the linguistic nationalism that Hitler pursued in Poland but Putin is dressing it up in Russian imperial terms, calling Ukraine Novorossiya (the Russian name for New Russia). He is afraid of democratisation in Ukraine because that compromises his power. His big international project, the Eurasian project, has failed, so he is going for the expansion of the Russian Federation and is exploiting nationalism... Putin is running into a dead end but he can cause a lot of collateral damage before going down.” Boris Makarenko, chairman of the board at the Center for Political Technologies, said: “If anybody in Russia’s backyard followed the western model and succeeded, the soft power of that would be unpleasant for the Russian ruling classes.” Yet Makarenko sees a deeper reason for Kremlin policies: “A partial explanation of Russia’s actions is the trauma of losing an empire. France suffered the trauma of losing Algeria, and Russia is not immune to the pain of losing much vaster expanses.” A more accurate description of Russia’s conduct in Ukraine may be found in an analysis from the earliest days of the cold war. “[The Kremlin’s] precepts are fortified by the lessons of Russian history: of centuries of obscure battles between nomadic forces over the stretches of a vast unfortified plain,” wrote US diplomat George Kennan in an article that developed the conceptual framework for the West’s policy of containment of the Soviet Union. “[The Kremlin’s] political action is a fluid stream which moves constantly, wherever it is permitted to move, toward a given goal. ... The main thing is that there should always be pressure, increasing constant pressure, toward the desired goal.”

s I sat here, thinking of how to start this article, I look back at my life; I see all those moments when I could not stop laughing and those days when the tears wouldn’t stop rolling. But through all these times, I have loved and I have lost, friends have come and gone, people I knew once I don’t know now, but then suddenly it hits me at times when I have been in need, and I have always seen my parents being there for me, waiting for me, with ever open arms. Many of us don’t realize the importance of our parents and soon enough we end up regretting it years later, when it’s just too late. Since the time when we were small, our parents have been guiding us, feeding us, washing us, carrying us -the list can go on and on. It just never ends. That’s what our parents are, noble creatures with so much love and they expect nothing in return. We are here today in this world only because of our loving and noble parents, and we should never forget this. From the time we are born, our parents take care of us. They forsake their comfort and luxury only to make us more comfortable and give us a better life, full of love. They take care of us with so much love and patience like no other person would do for us in this whole world. They teach us right from wrong, good from bad. They are always there for us, being our back bone, encouraging us, loving us, and helping us in every possible way. They always forgive us no matter how we are, or what we do. At times we don’t appreciate their kind and loving hearts, and only blame them for our failures. We often take our parents for granted. Instead of loving and respecting them more with each passing day, we instead push them away and create a huge distance between us. We start criticizing their thoughts, their actions, and even their noble deeds. We forget who they are and what they have done for us. We forget that they gave their present for our future. We, no doubt live in the post modern world, but can we justify our actions towards our parents? I don’t think so and if you ask your heart for an honest answer, the answer you will get will make you shudder. We should always remember that when we were helpless little infants, they gave us everything they could and even more, without even cribbing or complaining and without a second thought. They did all they could in order to make us smile. The question that arises here is that, are we willing to do the same for them when their time comes or will we shy away from our responsibilities and duties? This is a question that every son or daughter needs to ask himself or herself with a true heart. Today, the word ‘family’ is just another word and nothing more. I see families where children no longer care, love, or respect their parents. Their parents are a burden to them. They offer them no love, care, money, or respect. What is the difference between our parents and our pets? Most families of today treat their parents the same way. At least they give their pets some love, but do we see this love for their parents? Most parents are put in old age homes when they age and need help. Most of them even pray that they die soon. The Bible teaches us that we should honour our parents. Sometimes our parents need us, but we ignore them and try to keep them out of their lives. We refuse to take their advice and hurt them mentally and physically. Yet, we know that they still love us unconditionally, a love so pure, like the whitest of snow. No matter how much we hate, we will only receive love in return. No matter how hard we try to push them away from our lives, they still don’t stop loving and caring for us. The love they have for us in their hearts will never end. It keeps growing with every passing moment. Sometimes our parents embarrass us. Still, we should know that, all that they do, they do it for our own good. There are times when they would go to bed hungry just so that we can sleep satisfied, they give up their wants just to fulfil our wants or desires, and they give up their luxuries just to see us smile. Like every human being, even our parents have their wants and needs, but they are often left unfulfilled because of us. They give up their own dreams just for us. I remember a certain mother who always wanted to visit Goa, but she never got the opportunity to do so because she always put the needs of her children first, before her dreams or desires. We are young now, stepping into the prime of our lives. As we become stronger and older, our parents are nearing the end with each passing day. Our parents are getting older and weaker and that is the time when they need us. On the other hand, we don’t even stop for a moment and think whether our parents are happy or do they need something more? How many of us ever wake up in the morning and ask our parents if they are fine or if they need anything? Once I saw a young father sitting and listening to his one and a half year daughter talking. Her words didn’t even make sense yet he sat patiently listening to her, trying to make sense of what she was saying. He held her tiny little fingers and encouraged her to continue talking. I have seen parents help their children take their first steps and I wonder if, years from now when they are old and weak and need someone to help them move, their children will be there for them? There will be a time in everyone’s life when we cry, wish and beg that we had our parents around us but it may be too late and they won’t be there for us at that time and we will be filled with regret and that will cut us to our bones. So, as long as we have parents around us, we should love and care for them, keep them close to us, so that years from now when they are gone we won’t have to regret the things we didn’t or did do but would rather be able to smile and say that we were with them until the end. Therefore, the next time we pray, we should thank God for giving us such wonderful parents. Remember all they have done for us, all the sacrifices they have made and their blessings in our life. Power woes to continue in Delhi, parties blame each other

New Delhi, JuNe 10 (iANS): There is no early respite for Delhiites from power woes. The long power cuts in the national capital will continue for a fortnight as the central government Tuesday said it will take at least two weeks to resolve the crisis. The power crisis, which erupted last week following a dust storm, became a political hot potato with the various parties indulging in blame game. “It normally takes three months to restore lines after the damage we saw. We’ll work 24x7 and get them up in two weeks,” union Power Minister Piyush Goyal told reporters after meeting Delhi Lt Governor Najeeb Jung over the issue. Delhiites have been reeling under sweltering heat with long power cuts coupled with water shortage making it doubly difficult. In many areas, people have come out on the streets to protest. But for the politicians, it is time to score brownie points and blame each other. Goyal, a minister in the newly-formed BJP-led National Democratic Alliance (NDA) government, held the Congress rule under former chief minister Sheila Dikshit culpable for the fiasco in Delhi. “For the last 15 years we had a government which was insensitive to the growing demands of the people of Delhi,” he said. “Policy paralysis and poor execution by previous government is responsible for power crisis in the capital,” Goyal said, clearly alluding to the Congress 15 years rule in the national capital. “Clearly the power grid as it stands today is outdated, needs augmentation and modernisation and may repeatedly have outages and tripping problems,” Goyal added. The Congress hit back at the Bharatiya Janata Party (BJP). “Delhi is being run by a governor who in turn is the representative of the Centre. The responsibility for dismal power situation lies with the Narendra Modi-led NDA government and Power Minister Piyush Goyal,” Delhi Congress chief Arvinder Singh Lovely said. The Aam Aadmi Party jumped on to the bandwagon too with its chief Ar-

vind Kejriwal criticising the Bharatiya Janata Party. “BJP neither able to handle power crisis nor forming government nor allowing elections in Delhi. Completely irresponsible,” Kejriwal tweeted. A day after the Congress leaders protested and for two hours held captive senior officials, including the Delhi Chief Secretary, inside the Delhi Secretariat over long power cuts in the capital, Jung Tuesday swung into action, and held an emergency meeting with Goyal. Goyal later said officials in the power department have been told to restore the systemin10days.Healsosaidthatthegasfired power generation plant at Bawana in west Delhi, having a capacity of producing 1,500 MW of electricity, is producing only 290 MW presently. It will be provided extra gas by NTPC to generate additional 400 MW of power, Goyal said. “Power companies have already taken steps to permanently restore these lines by two weeks latest,” the minister added. Goyal said they are trying to find a long-term solution so that these problems do not crop up in the city next summer. He also assured chief ministers of other states that adequate electricity will be provided in times of need as the centre is having surplus power. The city’s power supply was affected following a severe storm May 30 which caused many lines of the Northern Grid to trip. The Northern Grid supplies power to Delhi, Haryana, Uttar Pradesh and Uttarakhand. It covers 30 percent of India’s geographical area and supplies power to 28 percent of the Indian population. Usha Kaushal, a resident welfare association member in Dwarka, said “the government just gives assurances or they blame each other”. “They should do something concrete. Power cuts had become a thing of the past. But these few weeks have been terrible. The heat, coupled with power cuts and the water problems, have made our lives miserable. We just hope something is done very soon,” Kaushal said.

2 Russians killed, 9 injured as vehicle falls into river DehrADuN, JuNe 10 (AgeNcieS): A vehicle ferrying some Russian nationals to Gangotri in Uttarakhand, fell off the road at Bhagori village in Uttarkashi district and drowned into Bhagirathi river on Tuesday. While two were killed and nine others got injured, one is still missing. Among the injured eight were women. As per a report, the driver, an Indian from Rishikesh, lost control of the vehicle that caused the accident. Bodies of two Russians, one of them a woman, have been recovered while one of the passengers was missing, an official said. The incident occurred a day after over 20 students got drowned in Beas river in Himachal Pradesh due to alleged negligence of Larji hydropower plant administration. Soon after the incident, the senior officials reached the spot and began rescue operation. Moreover, the injured were immediately taken to Jollygrant hospital in Dehradun. According to the hospital staff, injured have multiple fractures, yet none is in serious condition. Bhagirathi is one of the two headstreams of the Ganga and is considered as the source stream of the holy river.

MANDi, JuNe 10 (iANS): Rescuers Tuesday scoured the Beas river in Mandi, where a wall of water washed away a group of engineering college students two days ago, leaving at least five dead and 19 missing. Rescue workers Tuesday carried out a search operation on the second day to locate 19 students of the engineering college in Hyderabad and a tour operator who went missing after the strong current of the Beas river washed them away near Mandi town. Aisa Hussain, whose son was swept away in the river, said: “I want my child back. No stone should be left unturned.” “He should be traced at all costs. If he’s not alive, I want the body of my son back,” she told IANS. She is among the parents of the 19 missing students camping in Mandi town and desperately waiting to hear about their sons and daughters. “I fail to understand how my son, who was a very good swimmer, was swept away,” said B.V. Suba Rao, whose son is also on the list of missing persons. He said most of the children who were drowned due to the negligence of the dam officials were brilliant students. The students who survived the tragedy returned to Hyderabad late Monday and some of them recounted the horror they went through. Heart rending scenes were witnessed as the parents of the victims arrived at Begumpet airport. A large number of relatives and friends of the victims gathered to receive the bodies that the aircraft brought from Delhi. The last rites of B. Rambabu were performed in his village in Nalgonda district, while A. Vijetha, G. Aishwarya and Lakshmi Gayathri were cremated in Hyderabad. The grief-stricken parents of Vijetha were inconsolable as the funeral pyre was lit at Panjagutta crematorium. Other family members and Vijetha’s

friends from the college were seen consoling them. Representatives from the management of the college also attended the funeral. Jaideep Singh, commanding officer of the National Disaster Response Force (NDRF), told IANS: “We have traced five bodies in the past two days.” He said a team of 84 people, comprising 10 underwater divers, carried out the search operation in the river from Thalaut near Hanogi Mata temple, the accident spot, to the Pandoh dam. The dam is some 15 km downstream from the accident spot. Mandi Deputy Commissioner Devesh Kumar said the water level in the

river stretch, where the search operation was on, lowered by four feet for the divers to reach the bed. The body of the fifth victim Devashish Bose will be flown to Hyderabad Tuesday evening. A pall of gloom descended on the house of Bose in Central Excise Colony in Bagh Amberpet in Hyderabad. The shocked parents of the student had rushed to Himachal Monday on hearing of the tragedy. More than 60 students and faculty members of the V.N.R. Vignana Jyothi Institute of Engineering and Technology in Hyderabad were on an excursion to Manali. graphed on the bank of the river Sunday evening when the sudden rush of water washed them away. The river level suddenly increased due to release of water from the Larji hydropower project dam, located near the accident spot, without warning, witnesses said. Himachal Pradesh Chief Minister Virbhadra Singh directed the state power department to take extra precaution while discharging water from the dams, a government statement said. He said safety norms should be strictly enforced and before releasing the water, announcements should be made through vehicles besides use of hooters. The chief minister said fencing on a two-three km stretch would be done at all dams besides other sensitive and dangerous zones and proper sign boards would be installed in such areas. He said an inquiry has been ordered and action would be taken against those found negligent in the incident. The state government has announced a compensation of Rs.150,000 each for the next of kin of the victims. Telangana Home Minister Nayani Narasimha Reddy was camping in Mandi for the second day to monitor rescue and relief work. “We are making all efforts to retrieve the bodies as early as possible but the rescue teams are facing problems due to water level and the sand,” he said. The accident spot is located some 200 km from Shimla and on the border of Kullu and Mandi districts.

Expectations put high burden on new government: Jaitley CBI to probe Munde’s death in accident

New Delhi, JuNe 10 (iANS): Finance Minister Arun Jaitley Tuesday said the burden on the new government was going to be higher because people have huge expectations from it. Participating in a debate on the motion of thanks on the president’s address in the Rajya Sabha, Jaitley said the results of the Lok Sabha polls showed that Indian democracy is maturing. “The burden on our government is going to be much higher because people expect us to do more,” he said. Taking a jibe at the Congress, Jaitley said they started believing their own propaganda. “Governments, when they spend hundreds of crores, fall in the trap of believing their own advertise-

ments,” Jaitley said, responding to Leader of Opposition Ghulam Nabi Azad’s allegation that the president’s speech was a copy of the Congress programmes and that it had already done 90 percent of work in most of the programmes highlighted by the new government. “They (Congress) were believing their own propaganda. If you have done 90 percent of what has to be done, we have to do very little.” “Verdict against you (Congress) is not because people were angry about the balancing 10 percent work, it is about the state you left the country in,” Jaitley said. He also said there was nothing like copyright of ideas, and that policies were made for the same

people. Jaitley also said the election showed that Indian democracy was now evolving. “These elections showed, perform or perish. Only caste will not help... people want governance. Those who thought political leadership does not grow on merit but only on family, who relied on dynasty have suffered a serious setback... those who used phrases like consolidation of particular caste or community, vote bank politics, again suffered a set-back,” he said. “Indian democracy is now evolving... We gained because of anti-incumbency, we also gained because of being beneficiary of faith expressed in us and our leader Narendra Modi.”

Jaitley said the devaluation of the office of the prime minister was to be blamed for the poor state of the Congress. “In a parliamentary democracy, office of the prime minister is most accountable. Unless you give such a man the right to have the last word, the government can’t stand. You cannot have bodies outside the government and make them more powerful than the council of ministers,” he said. “When letters after letters were being written on the 2G spectrum allocation, the prime minister should have had the last word. When there was nepotism in coal block allocation, he should have stepped in,” he said referring to former PM Manmohan Singh.

MuMbAi, JuNe 10 (iANS): The centre has decided to order a CBI probe into the death of union minister Gopinath Munde in an road accident here June 3, a top BJP leader said here Tuesday. “Home Minister Rajnath Singh called me this morning (Tuesday) and discussed last week’s accident in which Munde lost his life. Rajnath Singh informed me that the CBI would probe the incident,” Bharatiya Janata Party leader and Leader of Opposition in the Maharashtra assembly Eknath Khadse said in a statement here. He said Rajnath Singh informed him that the official orders to the Central Bureau of Investigation (CBI) would be issued in three-four days. Thousands of supporters and BJP activists had vociferously demanded a CBI probe into his death during Munde’s funeral in his home district Beed last week. Later, several top political leaders, including Shiv Sena chief Uddhav Thackeray, Republican Party of India (RPI) chief Ramdas Athawale and Nationalist Congress Party chief Sharad Pawar also endorsed the demand. Munde, 64, was killed June 3 when he was proceeding from his home to the New Delhi airport to catch a flight to Mumbai. He was scheduled to go to Beed and address a victory rally after taking over as minister.

Women-centric proposals welcome, but implement them: Activists

New Delhi, JuNe 10 (iANS): In the recent past, horror tales of rape, sexual assault and molestation have plagued the country. At such a time, women, who have been shaken to the core, “welcome” government proposals like “zero tolerance” for violence against women, a mass campaign for saving the girl child and enabling her education, and a commitment providing 33 percent reservation to them in parliament and state legislatures, albeit with skepticism. Young women and activists, however, assert that all these promises will only make sense if they are implemented. “They are the need of the hour,” said Ranjana

Kumari, director, Centre for Social Research (CSR), a NGO working for the empowerment of women and girls. “We tend to think that where laws are in place, there is a less possibility of violence against women. However, such is not the case. Almost 90 percent of women still feel unsafe in our country and we should have stringent laws and an implementing machinery in place to reduce violence against women,” she added. The government Monday declared its “zero tolerance” of violence against women, and said it was committed to providing 33 percent reservation to women in parliament and the state legislatures.

Addressing a joint session of parliament, President Pranab Mukherjee said that the Narendra Modi government will strengthen the criminal justice system to provide for effective implementation of laws in tackling crimes against women. Twenty-six-year-old Pooja Raman, a lawyer, said that it is high-time such promises see the light of day. “It is about time promises become more than just assurances and I am convinced that the new government will fulfill its promises. But, we as the public should also play a proactive role to helping them implement these programmes,” Raman told IANS.

However, Nidhi Gupta, feels that unless there is greater understanding of social mindsets “which is the root cause of such atrocities against women”, none of this can be seen as anything more than “lip service”. “It is critical to change the way people think,” the 27-year-old Mumbaibased journalist asserted. The president also said that the government is committed to “Beti Bachao - Beti Padhao” (Save the Girl Child, Teach the Girl Child), and will launch a mass campaign for saving the girl child and enabling her education. “It will structure a comprehensive scheme, incorporating best practices from states in this regard.”

Ruchira Gupta, founder and president of NGO Apne Aap Women Worldwide, says that it is a “good step”, but added that women parliamentarians need to be educated to be females not just biologically, but also politically, and address the issue of inequality between the sexes. “In the recent past, there have been women leaders like Mamata Banerjee, Mayawati and J. Jayalalithaa, but they have not done anything on the issue of rape. It is to be seen what the next generation of women leaders do,” Gupta told IANS. Gupta further questioned the purview of “zero tolerance” and said: “I want to know if they (government) will also include

things like stalking and marital rape.” Ranjana Kumari, who hailed the commitment to ensure 33 percent reservation for women, expressed the hope that parliament would soon pass the muchdelayed bill on this. The bill, which had been cleared by the Rajya Sabha, lapsed as the 15th Lok Sabha could not clear it. It will now have to be reintroduced. Ranjana Kumari, who is also the chairperson of WomenPowerConnect (WPC), a coalition of nearly 1,400 women’s organisations and individuals, suggested a few appointments which will strengthen women’s agencies in India. These include a strong woman Lokpal, a woman

commissioner in the human rights commission, a strong and fearless chairperson to head the National Commission for Women (NCW) to protect and further the cause of women in India and also a permanent woman member in the Planning Commission to look after gender issues. However, there are a few like freelance writer Tanushree Bhasin who feel that such promises have been made in the past, and what matters is whether they are delivered. “Several governments in the past have expressed their desire to pass the women’s reservation bill but have failed to do so. It remains to be seen if this BJP government, which is

committed to an ideology of patriarchal Hindutva, does actually translate its promises into action. For in essence, the Hindutva ideology runs against women’s empowerment and equality,” Bhasin told IANS. Agreed Nirya Sharma, a student, who said that it is “unfortunate” that women face such heinous crimes. “ Violence against women is a matter of grave concern. The recent cases of rape in Uttar Pradesh reflect the condition of women in our country. On the one hand, we say that women are ahead of men in almost every field, on the other you need programmes to safeguard their integrity,” Sharma, 18, said.

After failed peace talks, Israel divided JERUSALEM, JUnE 10 (AP): The collapse of Israeli-Palestinian peace talks has laid bare deep divisions in Prime Minister Benjamin Netanyahu’s coalition that John Kerry’s determined but ill-fated diplomacy had allowed to be papered over. Key coalition allies are demanding a government initiative to extract Israel from the West Bank, while others say now is the moment for enhanced Jewish settlement and even annexation of some areas. The likely short-term outcome is a period of protracted gridlock in which hopes for peace will remain in deep freeze, and some are sensing that a government collapse and even early elections may follow suit. “This coalition is definitely problematic,” Tzipi Livni, leader of the “Movement” party and until recently Israel’s chief peace negotiator, told Israel Radio on Monday. In many ways, the coalition has been problematic since taking office in March 2013. Its members include a dovish party committed to peace with the Palestinians, a centrist party focused on domestic affairs and nationalistic elements who oppose any concessions to the Palestinians. The resumption of peace talks last July enabled this assemblage to put its differences on hold — and forge a coalition that

But the talks collapsed in April, as many observers had expected, and now the fissures are re-emerging with rival factions proposing wildly different ideas on how to proceed. Last week’s formation of a Palestinian unity government, backed by both President Mahmoud Abbas’ Fatah and the Hamas militant group, has only

Economics Minister Naftali Bennett, leader of the pro-settler “Jewish Home” party, told a prestigious security conference on Sunday that Israel should annex large parts of the West Bank, occupied territory that is almost universally seen as the heartland of a future Palestinian state. In his toughest comments, Lapid vowed to bring down the coalition if Israel attempts to annex “even a single settle-

ment” unilaterally. “Yesh Atid will not only leave the government — it will also topple it,” he said. Foreign Minister Avigdor Lieberman lamented Monday that it “doesn’t look good” for top officials to be sending such different messages. “We need to adopt one clear political plan that will bind all the government components,” he said. “I propose that it be done as soon as possible.” Doing so won’t be easy, since the disagreements cut at the very character of Israel and the essence of a longstanding internal debate. The Palestinians claim all of the West Bank, Gaza Strip and east Jerusalem — areas captured by Israel in 1967 — for a future state. The Israelis, rather than presenting a counter-claim, are deeply torn among themselves. Netanyahu and his rightist allies suggested Monday that offering “concessions” without the promise of a return is foolish, and evidence of inexperience. But they confront a conceptual disagreement: for his coalition allies Livni and Lapid, handing over most of the Palestinian areas is not, in fact, a concession. That’s because most Israeli demographers agree that without the establishment of a Palestinian state in the West Bank and Gaza, the Palestinian population, combined with Israel’s own Arab minority, will soon equal and even outnumber

Throughout his current tenure as prime minister, which began in 2009 and continued with a razorthin re-election in 2013, Netanyahu has sent mixed signals. On one hand, he has endorsed the idea of a Palestinian state, saying a binational state must be avoided. Yet he has presided over the construction of thousands of Jewish settlement homes built in areas claimed by the Palestinians, confusing even close allies about his true intentions. Even since peace talks collapsed, Netanyahu has given no indication about where he wants to lead the country. He has dropped hints of taking some sort of unilateral action. But he has also said he would never duplicate Israel’s 2005 unilateral pullout from Gaza, which cleared the way for Hamas militants to seize control of the territory and turn it into a base

for rocket attacks on Israel. Ironically, Netanyahu may have gained some time thanks to the formation of the new Palestinian government. The international community has rebuffed Netanyahu’s calls to shun the new government — but he also seems to face little pressure to revive peace talks. Instead, the U.S. and European Union have decided to give the government a chance while they examine whether it remains committed to peace with Israel, as Abbas has promised. Dov Lipman, a Yesh Atid lawmaker, said Lapid also wants to study the new Palestinian government’s program and is in no rush to bring down the Israeli coalition. But he said if the situation reaches a point where the party feels peace talks can be restarted, Yesh Atid would consider pulling out. Reuven Hazan, of the political science department at Hebrew University, said that with the Israeli parliament entering a summer recess, followed by Jewish holidays in the fall and then U.S. midterm elections, quick movement was unlikely, and might depend on the Americans. “The decision has to be made by Obama and Kerry if they want to take their last two years and try to tackle a problem that nobody else has been able to solve in several decades,” he said.

Pakistan forces repel South Korea ferry crew told “you’re not human” attack near Karachi airport

KARACHI, JUnE 10 (AP): Gunmen in Pakistan attacked a training facility near the Karachi airport on Tuesday, forcing a temporary suspension of flights and triggering a brief shootout with security forces, just days after the brazen Taliban assault on the city’s busy airport shocked the country. Security forces managed to quickly repulse the attack on the complex, which serves as a training academy for airport security forces, officials said. Pakistani television stations showed images of security guards rushing to the scene and frantically taking up positions behind buildings or earthen berms in the neighborhood roughly one kilometer (half mile) from Karachi’s Jinnah International Airport. The Pakistani military said army troops were sent to help the security forces after the shooting. A spokesman for the Airport Security Force, Ghulam Abbas Memon, said about two to three gunmen tried to enter a training academy complex for the security forces from two different entrances. “Our men retaliated and repulsed,” the gunmen, Memon said, adding that security forces chased the men to a drainage ditch near the academy where another firefight ensued but the gunmen managed to escape. “Now a search operation is under way,” he said. A senior official with the Airport Security Force, Col. Tahir Ali, said two militants fired toward a hostel for female employees on the academy grounds and fled toward the nearby slums that surround the air-

port. “We cannot take any risks and allow terrorists to get into our facility,” he said, speaking on Pakistani television. He said no one was hurt in the incident. “Whenever there is such an incident, we will react forcefully.” A spokesman for the Pakistani Taliban claimed responsibility for the shooting in a telephone call to The Associated Press and warned that it “wasn’t over yet.” The Civil Aviation Authority, which is responsible for running the country’s airports, initially said in its Twitter feed that all flights at the airport were suspended because the academy for the ASF was under attack but later reported that operations had resumed. The head of ASF, Azam Khan, said the media had blown the incident out of proportion. “The aim of the attackers was to create a panic and we shouldn’t be playing into their hands,” he told Pakistani television. Tuesday’s firefight came on the heels of a brazen siege by the Taliban who on Sunday night stormed a VIP and cargo terminal at the Karachi airport in an attack that killed 36 people, including the 10 Taliban gunmen. At least 11 members of the Airport Security Force were killed during that attack. Pakistani authorities were still discovering bodies from that siege on Tuesday morning. Airport authorities found seven bodies in a burned building at the Karachi international airport, and brought the remains to the city’s Jinnah Hospital. They were charred beyond recognition, said the head of the Karachi Municipal Corporation, Rauf Akhtar Farooqi.

GWAnGJU, JUnE 10 (REUTERS): Fifteen crew of a South Korean ferry that sank in April killing more than 300 people, mostly children, went on trial on Tuesday on charges ranging from negligence to homicide, with the shout going up of “murderer” as the captain entered the court. Captain Lee Joon-seok, 68, and three senior crew were charged with homicide, facing a maximum sentence of death. Two were charged with fleeing and abandoning ship that carries a maximum sentence of life in prison. Nine were charged with negligence, which can also carry jail terms. But family members appeared to have already convicted the crew who were caught on video abandoning ship, the captain in his underwear, while the children, obeying orders, waited in their cabins for further instructions. As the defendants were led in, someone one shouted: “That guy is the captain, isn’t he? Murderer!” One relative held up a sign that read: “You are not human. You are beneath animals.” An altercation arose between the relatives and security guards who tried to take the sign away. The Sewol, overloaded and travelling too fast on a turn, sank off the southwest coast on April 16 on a routine journey from Incheon on the mainland to the southern holiday island of Jeju. WASHInGTOn, JUnE 10 (AP): Hillary Rodham Clinton said in an interview Monday that she feels emboldened to run for president because of Republican criticism of her handling of the deadly 2012 terrorist attacks in Benghazi, Libya. In an interview with ABC News, Clinton said the Benghazi inquiry from Republicans gives her a greater incentive to run for president because she considers the multiple investigations into the attacks “minor league ball” for a country of the United States’ stature. But she said she’s still undecided. “It’s more of a reason to run, because I do not believe our great country should be playing minor league ball. We ought to be in the majors,” Clinton said emphatically. “I view this as really apart from — even a diversion from — the hard work that the Congress should be doing about the problems facing our country and the world.” The interview publicizing her new book, “Hard Choices,” highlighted some of the key lines of criticism Clinton could face if she runs for president in two years: Her record as President Barack Obama’s top diplomat

Clinton told ABC’s Diane Sawyer she would wish Monica Lewinsky “well,” but said she had moved on from her husband’s affair with the White House intern while he served as president. “I hope that she is able to think about her future and construct a life that she finds meaning and satisfaction in,” Clinton said a month after Vanity Fair magazine published a first-person account from Lewinsky. Journalists killed in 2013 remembered at Newseum

WASHInGTOn, JUnE 10 (AP): The Newseum on Monday honored the 77 journalists who were killed around the world in 2013 by adding 10 names to its towering memorial. At a rededication ceremony for the memorial, Associated Press Executive Editor and Senior Vice President Kathleen Carroll called on journalists to fight indifference and reaffirm the importance of standing up to corruption and fear. If journalists fail to do so, she said, “then you are giving up things that these people died to fight for, and that’s unconscionable.” “Across the world, journalists are not submitting. They fight for the right to freely chronicle the actions of the powerful and the humble,” Carroll said. Last year, 28 journalists were killed in Syria, making it the deadliest place in the world for journalists. The memorial now contains the names of 2,256 journalists who have died while covering the news since 1837, said Gene Policinski, Newseum chief operating officer. He said advances in digital media have put more journalists at risk, since they now have larger audiences and can attract more attention. Journalists continue their work despite that risk, Carroll said. She noted that Associated Press photographer Anja Niedringhaus had said she kept going back to dangerous parts of the world “because it’s what I do.” Niedringhaus was killed in April 2014 by an Afghan police officer within weeks of making that statement, Carroll said. In the same attack, veteran AP correspondent Kathy Gannon was wounded. This year, the Newseum decided to add 10 names to the memorial, rather than the names of all who were killed while working, as they have done in the past. As Brazilians raise the curtain this week on what's arguably the world's most popular sporting event, the country's fervent love of soccer is butting up against public anger over charges of wasteful spending, corruption, traffic jams, strikes and a litany of other complaints. After enduring a year of anti-government protests that tied up roads and strikes that paralyzed public transport, schools, and other services, many exhausted Brazilians finally are preparing to cheer on their beloved team, though in what may be the flattest pre-Cup climate they've yet seen. Blatter slams critics who want to destroy FIFA SAO PAuLO, JuNE 10 (AP): FIFA President Sepp Blatter has hit out at critics who he says want to destroy football's governing body. Blatter's comments to unspecified critics were made to Asian football officials on Monday following widespread allegations by The Sunday Times of corrupt payments by their former leader Mohamed bin Hammam. "I don't know what the reasoning is behind this but we must maintain unity," Blatter told the gathering of Asian Football Confederation members. "It is the best way to say to all the destructors in the world, they want to destroy not the game, but they want to destroy the institution." The British newspaper has reported that Bin Hammam paid millions of dollars to Asian and African officials, buying influence for Qatar's 2022 World Cup campaign and his own FIFA presidential challenge to Blatter in 2011. Blatter also reminded Asian officials of "Qatargate," a series of reports by France Football magazine which aggressively questioned the integrity of FIFA's World Cup hosting vote. The FIFA chief, who is widely expected to stand for re-election next year, turned the criticism into an appeal for him to remain in office. "We are in the situation where we need leadership. I still have fire inside me," said the 78-year-old Blatter, who has led FIFA since 1998. Prodigious talent often goes hand-in-hand with oversized egos and managing them can be a fulltime job for team leaders in the pressure-cooker environment of the sport's showcase event. Sometimes, players' feelings need as much massaging as their muscles. "Conflict is inevitable," sports psychologist Bradley Busch of Londonbased mental skills training company Inner Drive said Monday. "It is what the team then does with it that is important." The question shouldn't need to be debated in the next five weeks in Brazil, where goal-line technology will be used for the first time in a World Cup. Fourteen cameras — seven trained on each goalmouth — have been hung up in all 12 World Cup stadiums. The cameras will record 500 images per second, and a computer will digest the frames. Within a second of a ball crossing the line, the referee's special watch will vibrate and flash "GOAL." End of the debate? It should be. The designer of the system says 2,400 tests have been run in Brazil, without a mistake. "This is the future," said Dirk Broichhausen, who heads the German company GoalControl, whose system will be used at the tournament and was demonstrated Monday at Rio's Maracana stadium. It's also a type of technology that FIFA repeatedly balked at in the past. But the 2010 World Cup changed that when a shot by England's Frank Lampard in the second round against Germany was clearly over the line, but disallowed. That goal would have tied it 2-2. LOS ANGELES, JuNE 10 (REutERS): Embattled Los Angeles Clippers owner Donald Sterling said on Monday the basketball franchise was not for sale and he would fight to keep the team he built, in the latest salvo of his battle with the league. Sterling was banned for life by the National Basketball Association in April over a leaked recording of racist remarks he made. Then, on May 30, Sterling sued the NBA and its commissioner, Adam Silver, seeking at least $1 billion in damages, just as the league tentatively approved a deal by his estranged wife, coowner of the franchise, to sell the club for $2 billion to former Microsoft Corp chief executive Steve Ballmer. Besides the lifetime ban, Silver also fined Sterling $2.5 million, the league's maximum penalty. Sterling's attorney, Maxwell Blecher, told Reuters in a statement on Monday that Sterling had withdrawn his support of the Clippers sale and that he will press ahead with his lawsuit. In a statement carried by NBC News, Sterling said he had been treated unfairly and must defend his rights to privacy and due process. "From the onset, I did not want to sell the Los Angeles Clippers. I have

worked for 33 years to build the team ... I intend to fight to keep the team," NBC News quoted the 80-year-old Sterling as saying on Monday. Amid fury at Sterling's remarks from fans, players and sponsors of the Clippers, the NBA commissioner also urged the league's 29 other team owners to take the unprecedented step of forcing Sterling to sell the Clippers, which he bought in 1981. Sterling also said in the statement that he was extremely sorry for the hurtful comments he made in private, and that they were made in anger and jealousy. But he said he believed Silver "acted in haste by illegally ordering the forced sale of the Clippers," banning him for life, and imposing the fine. "The action taken by Adam Silver and the NBA constitutes a violation of my rights and flies in the face of the freedoms that are afforded to all Americans," Sterling said. "I have decided that I must fight to protect my rights. While my position may not be popular, I believe that my rights to privacy and the preservation of my rights to due process should not be trampled." Speaking at the start of the summit alongside Mr Hague, Jolie dedicated the conference to a rape victim she met in Bosnia on a joint trip with the Foreign Secretary earlier this year. 'I am so, so happy to be here, it has been long in coming, we have worked on this for quite a while,' she said. 'On our way over, we spoke about the women we met recently on our last trip, and in particular, one woman, who said that she had yet to tell her child that she had been raped because she was so humiliated and she could not bring herself to admit it to him. 'And she felt that having had no justice for her particular crime, in her particular situation, and having seen the actual man who raped her on the streets free, she really felt abandoned by the world. 'On the way over, we thought 'what is she going to think of this day? This day is for her.' Mr Hague has spoken of the 'enormous transformative' influence of Jolie in the campaign to end the 'mass crime' of sexual violence in conflict zones. He said he and the actress have

worked closely to end rape in war zones for two years and would continue to do so. The conference aims to draw up an international agreement on standards for documenting and investigating sexual violence in conflict zones in an attempt to ensure justice for victims. Campaigners are also pressing for armies to be trained to prevent sexual violence in conflict zones and for more support for survivors. Rape in war zones has a lifelong impact on hundreds of thousands of people, Mr Hague said, and the crime has affected most continents in the world and countries such as Syria, Rwanda, Congo and Colombia. 'This is one of the great mass crimes of the 20th century and the 21st century, sadly,' he told

BBC Breakfast. 'If anything, this is getting worse - war zone rape as a weapon of war, used systematically and deliberately against civilian populations.' Mr Hague paid tribute to Jolie, who is a special envoy for the UN Commissioner for Refugees, saying she had made an 'enormous transformative' difference to the campaign. SCOTTSDALE, JunE 10 (AP): Six-time Olympic gold medalist swimmer Amy Van Dyken severed her spinal cord in an all-terrain vehicle accident over the weekend, and she told emergency workers she could not move her toes or feel anything touching her legs. The 41-year-old swimmer, who goes by her married name Amy Van Dyken Rouen, was injured Friday. She was airlifted to a hospital and had surgery to stabilize her spine. Hospital spokeswoman Alice Giedraitis didn't provide details Monday on Rouen's injuries. She said the swimmer was in good condition Monday afternoon. A letter from the Van Dyken and Rouen families said she severed her spinal cord at the T11 vertebrae and that the broken vertebrae came within millimeters of rupturing her aorta. "Amy awoke within hours of surgery acting like her typical spunky, boisterous, ebullient self and has spent the last 24 hours en-

tertaining her family and her medical staff in the ICU," the letter said. A report by the Show Low Police Department said the ATV that Rouen was driving hit a curb in a restaurant parking lot and sent her over a drop-off of between 5 and 7 feet. Rouen was found lying on the ground next to the ATV. She was strapped to a backboard and airlifted to Scottsdale Healthcare Osborn Medical Center. A witness said he saw Rouen launch over the curb and found her unresponsive when he arrived on the scene, the report said. Rouen was not wearing a helmet at the time. Her husband, former Denver Broncos punter Tom Rouen, told police officers he had changed the throttle mechanism on the ATV from a thumb accelerator to a twist accelerator a few days before the accident, though wasn't sure if it was a factor in the accident. He said his wife had not been drinking alcohol that evening.
