Three killed in road mishap DIMAPuR, SEPTEMBER 10 (MExN): Three persons were killed and one was seriously injured in a road mishap at Khatkhati, Assam on Tuesday. According to police, the accident occurred at around 3:30 pm when an Assam registered passenger bus reportedly collided with a Dimapur bound Maruti Gypsy at Gautam Basti along NH 29. One of the deceased was a woman identified as Moipen alias Naro (20 years) of Yongyah village, Longleng. The other two were identified as Nungsangkaba (26) and Nyethong (26) of Alayong village, Tuensang. The injured was a woman, identified as Moala (40), mother of the deceased Moipen. All four were travelling in the Maruti Gypsy.

NEW DELHI, SEPTEMBER 10 (IANS): Arunachal Pradesh, Manipur, Nagaland and Assam were the biggest beneficiaries as the sports ministry on Tuesday cleared 13 projects under the Urban Sports Infrastructure Scheme. Six infrastructure schemes were cleared for the four north-eastern states, and seven for Andhra Pradesh, Kerala, Punjab, Haryana and Rajasthan. Among the north-eastern states, Nagaland will have two multi-purpose indoor halls and an astro turf football field. The halls will come up in Dimapur and at the Open University in Sodzulhou village near Dimapur. The astro turf will be laid at the Jalukie town in Peren district. A synthetic turf for football will also be laid at the Sangay Lhaden Sports Academy (SLSA) complex in Itanagar, Arunachal Pradesh. Multi-purpose indoor halls will be constructed in the premises of District Sports Association in Silchar, Assam, and in Thoubal District in Manipur.

Zeliang Women Organisation, Dimapur (ZWOD) and Chumukedima Mothers Association (CMA) submitted a joint memorandum to the Dimapur district administration seeking justice on behalf of a physically challenged girl, who was allegedly raped by a father of five on September 3. The memorandum addressed to the Deputy Commissioner and the District & Sessions Judge was submitted on Tuesday, September 10. The victim (22) was allegedly raped by one Phongpa Konyak at her residence in Chumukedima on September 3. The incident came to light the next day after the girl told her parents. A police complaint was lodged on September 5. Though the accused denied the charges, he was taken into custody by police based on the FIR, while the girl was medically examined. The medical report is yet to reach the investigating officer. With the accused in judicial custody, the two women’s body carried out a silent procession today, which culminated with the handing over of the memorandum at the DC’s office. “It has come to our attention that a case of indescribable hardship and pain suffered by an innocent physically challenged and defenceless girl... who was raped on the 3rd September 2013 from

her residence,” read the memorandum. Describing the incident as heinous and alarming, the memorandum stated that the alleged act was “against the dignity of human life” and reprehensible. While expressing shock over the “savage nature of the crime,” it appealed for justice and called upon the authority for non release of the accused. It also appealed for the investigation agencies to carry out their duties and demanded “deterrent punishment for such ruthless affront to
human dignity.” The president of the CMA, Neibunuo, in her address observed that victims of sexual abuse are mostly from the lower strata of society. This, she observed, might be one reason why only ordinary folks extend solidarity and physically participate in events such as today’s procession. While stating that such a trend is discouraging, she said all people, irrespective of class, must come together and voice out against crimes against humanity no matter which level of the social hierarchy

The District & Sessions Judge, who was also present along with the district administration, said that as a member of the judiciary it was not appropriate for him to address the rally. Nevertheless, he said that the Court will go according to the law. He added that the case be established accordingly and the verdict will be delivered according to the strength of the charges filed. He further appealed that “pressure groups” should rather help in the investigation, while stating that
no person can be punished twice for the same crime.
Investigators still awaiting medical examination Meanwhile, it was learnt the alleged rape is yet to be determined. The victim was medically examined the day police received the complaint on September 5. But five days on, investigators are waiting for the medical examination. It was further learned that swab samples from the victim’s genitalia was collected to be sent for laboratory analysis.
With Nagaland set to be 50 years old, the state is yet to see a Pharmacy College or Drug Testing Lab. This was revealed during a press conference at Kohima Press Club on Tuesday during the Indian Pharmacist Revolution Yatra campaign which was launched on January 4 this year from New Delhi through numerous states. Amitav Joyprakash Choudhury, Convenor of the IPR Yatra lamented over the lack of pharmacy college/institute in Nagaland. Stating that spurious and substandard drugs are very serious issues in the state, he said that the state government can write to the central health ministry and Drug Control General of India (DCGI) for funds to establish a drug testing lab. Choudhury also called for establishment of drug information centres and pharmaco vigilance centres in the state so that the common man can easily acquire knowledge on drug interaction, side effect, toxicty etc. Further, he viewed that there is a need for strict implementation of Pharmacy Act (Pharmacy council election process and continuing education pro-
gramme) in Nagaland, adding that the state pharmacy council and all registration process should be online. The Yatra also made an observation that the state government should fill up all vacant posts for pharmacists in NRHM, PHE, CHC and advocated creation of posts. Khele Thorie, General Secretary of Nagaland Pharmacists Association (NPA) said there is a huge shortage of pharmacists in the state. Stating that the employability strength of pharmacists in Nagaland is 490 at present, he lamented that the government has failed to address the shortage despite several pleas made by the Association. Former NPA General Secretary, Santu Thapa said that restructuring of pharmacy services and policy is necessary in Nagaland to provide better pharmacy services to the people. The IPR Yatra organized by Udyog Development Foundation, New Delhi year goes to each state capital from Kashmir to Kannya Kumari. The objective is to create awareness among common man and policy makers about the role of pharmacist and to strengthen the unity among the pharma professionals.

The concrete bridge connecting Darogajan Village and Purana Bazaar, near Zion Hospital, Dimapur, collapsed early evening today. The bridge is the only feasible means of road communication to Dimapur town for people of Darogajan and of 50-60 vil-
lages beyond. People from these villages have been forced to take a long wound narrow route through Toluvi village in its absence. The bridge collapsed as the river has washed away the soil below the bridge sinking the surface of the road, also cracking the structure of the bridge. Besides, the bridge, meant only for small vehicles, has
been used over the years by heavy trucks plying bricks to and from the area. Darogajan Village Council Chairman, Vitokhu Achumi, who was present at the site lamented that despite appeals made to the government to rescue to bridge from collapsing, there was no initiative taken. A report to this end was carried by local dailies even in mid-August this year. The bridge, he said, has served the people as a lifeline over the years. Meanwhile, Model Colony Council Chairman, L. Nillo Swu, has appealed the DC of Dimapur to immediately repair the said bridge with the help of emergency funds. The river, also known as Sugarmill River, one of the main tributaries in Dimapur area that flows into Dhansiri River, has also washed away a portion of two main roads leading to Model Colony, Purana Bazaar and United Colony, Purana Bazaar ‘B’.

It’s official. Naga Orpheus Hunt 2013 will be officially launched on September 12 at Longkumer Kilem, Mokokchung. This year’s edition will be organized by The Roots, a Mokokchung based youth conglomerate under the aegis of the Mokokchung District Art and Culture Council. Parliamentary Secretary, Dr Nicky Kire will officially launch the event. Members of The Roots and MDACC on Tuesday disclosed that the total prize money is Rs 8 lakhs. Thomas Muttathil, Parish Priest as the Main Celebrant. 'Govt will provide healthy environment for business'
Dimapur, September 10 (mexn): “The state government will sincerely render its due share to build the capacity of tax payers and provide a healthy environment for promoting business activities in the state,” said Tovihoto Ayemi, Parliamentary Secretary for IT&C, Technical Education, Science and Technology and Taxes. Addressing the staff of Taxes Department and dealers at Hotel Saramati on Tuesday during an awareness campaign on e-services, Tovihoto sought the support and co-operation of
citizens, especially the business community in making Nagaland an ideal business destination for traders, consumers and investors. He lauded the Taxes Department for facilitating transparent and efficient tax administration and contributing to e-governance. He said that these services have been provided in order to make it user friendly as well as to modernize the way in which administration of taxes is conducted in the state. Tovihoto informed that the state has been able to develop the requisite in-
frastructure and capabilities with the support of the Government of India under the MMP-CT project to provide taxpayers with eservices which are not only user friendly but also saves time and energy. He said that the Taxes Department has been the biggest contributor to the state’s internal revenue and pointed out that during 2012-13, about 60% of the state’s internal revenue was generated by the department. “The amount of financial assistance that we receive from the centre de-
pends to some degree on the internal revenue generated from within the state,” Tovihoto said adding, “so the more revenue we collect, the more assistance we are likely to get.” Towards this, the Parliamentary Secretary urged for continuous support of the taxpayers in the days to come. Orientation & Sensitization Program on PNDT Act held Accountant General Kohima, September 10 (A&E) informs on GPF (mexn): Office of the Chief Medical Kohima along with District Health Society, Department of Health & Family Welfare, NRHM observed Orientation & Senitization Program in collaboration with District Review Meeting at CMO, Conference hall on September 10, 2013. The program was chaired by CMO, Dr. Avino Metha, while Dr. Avile Zao DPO(RCH-UIP) gave powerpoint presentation on PNDT Act 1994 & Rules 1996 (Prohibition of Sex Selection). Talking on the subject, Dr. Avile Zao, said, Parliament of India enacted the Pre-Natal Diagnostic Techniques (Regulation and Prevention of Misuse) Act on September 20, 1994 (referred to as the PNDT Act). The Act came into force in 1996. The Act has amended and the amended Act came into effect in January 2003 as the “Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act”. Accordingly certain amendments have been made in the Rules of 1996 and the amended Rules came into effect from February 14, 2003. She also deliberated on various different Section of Laws & Rules. She also said, the MDR-TB patients to stay at TB hospital for seven days on initiation of the MDR-TB treatment. Altogether 40 attended the program. The next review meeting is slated on October 7, 2013.

Mobile A.I Service & Livestock NZP overwhelmed as more Insurance Scheme launched rescued animals donated
Dimapur, September 10 (mexn): In an effort to propagate and intensify the use of artificial insemination technology for upgradation of the low productive dairy animals to high yielders in the district, the Regional Artificial Insemination Centre (RAIC) Mokokchung has on September 9, 2013 launched 2nd phase Mobile A.I Service, followed by Livestock Insurance Scheme (LIS). A press note stated that awareness program was held at RAIC office, Mokokchung with the Pastor Yimyu Baptist Church, Chairman Yimyu Ward Council, Dairy farmers, officers and staff of the department. The officer incharge, Dr. Toshi Aier in his key note address said that this facility would definitely benefit many of the poor farmers located at far flung areas
from being incurring many expenses on maintaining a breeding bull or on one’s making to and fro transportation cost of procurement. He expressed his expectation that one day the dairy farmers of the district would become like the other farmers of advanced countries in terms of economic sustainability through dairy and by adopting the latest technologies. He expressed happiness and gratitude to the Additional Director, Vety. & A.H and the Managing Director, Nagaland Livestock Development Board (NLDB), Kohima and his subordinate officers and staff for providing the facility to the district. He also stated that in the field of Artificial Insemination in the district, the department is making all possible effort to enhance its technical approach to
the farmers with an aim to uplift the economic condition as well as fulfillment of dairy requirements that, presently, they have imported semen from USA, to be used in selected dairy farms of HF for evolving pure exotic breed in the district. He also mentioned that for more effective and faster implementation of the Artificial Insemination and frozen semen technology this Mobile service is being provided. He was in hope of making it come true within a specified few years if only the farmers cooperate with the department (implementing agency). The note also mentioned that Chairman of Yimyu Ward council also gave a short speech expressing happiness for the good attempt made. The program concluded with dedicatory prayer by the Pastor YBC.

Dimapur, September 10 (mexn): One Leaf Turtle rescued by Viheshe Shohe, a resident of Supply Colony, Dimapur and one Soft Shell Turtle weighing about 14 kgs captured from Tuzi river in Mangmetong, under Mokokchung District were handed over to the Nagaland Zoological Park authority on September 9, 2013.

Manipur CM to meet PM on border issue Kuki ‘Black Day’ to be observed IMPHAL, SEPTEMBER 10 (THE HINDU): Deputy Chief Minister Gaikhangam Gangmei told reporters on Monday that he and Chief Minister Okram Ibobi Singh will leave Imphal on Thursday to meet Prime Minister Manmohan Singh and other senior Ministers to discuss the issue of border row with Myanmar. The Myanmarese army has reportedly constructed one camp at Holenphai village near the border town of Moreh. The leaders will put forth the factual position and the stand of the Manipur government. He said that the Manipur government took a serious
view of the reports that the Myanmarese army has constructed its camp well inside Manipur's territory. Since it is a very sensitive issue involving another country it is not for him to make a comment at this stage. However, there is no question of compromising Manipur's territory, he said. The Myanmarese army had ignored the objections from the district police and civil officials. Intercepting the felling down of trees at Holenphai village the Manipur officials had tried to dissuade them from the destruction of forest for the construction of the army camp. However the army
gUWAHATI, SEPTEMBER 10 (TNN): Meghalaya chief minister Mukul Sangma on Monday categorically said that the concept of inner line permit (ILP), which various organizations, including student bodies, are demanding in Meghalaya, has become "outdated" and has no relevance in the present-day context. "It (ILP) is no longer an effective mechanism to check influx of illegal migrants. It is a concept that was initiated during the British rule and has outlived its efficacy. So, imple-
mentation of the ILP is not going to help anything," Sangma said on the sidelines of the North East CleanTech Summit here. Sangma's Monday remark has sent a clear message to pressure groups that the Meghalaya government is determined not to budge from its stand against the ILP demand. Rather, the chief minister made it clear that his government is in favour of exploring other "effective" mechanisms for preventing illegal migrants settling in the state.

argued that there are nonlocals settling in the state and getting voter identity cards. With northeastern states vying for investments from across the country and abroad, many corporate leaders are not so enthusiastic about the ILP system. On Monday, Sangma inaugurated the summit, organized by the Indian Chamber of Commerce in association with Canada's department for foreign affairs, trade and development. IMPHAL, SEPTEMBER 10 (NNN): The ongoing 72-hour Manipur hill districts bandh imposed by All Tribal Disabled Students' Union (ATDSU) has been suspended today. "The bandh which began since Monday was suspended following numerous appeals from various quarters," said ATDSU president Momo Tangtago. According to Momo, ATDSU has decided to suspend the ongoing bandh considering the hardship faced by the people. "However, we will resort to other forms of democratic agitation if our demands are not met," warned Momo. Momo then expressed his gratitude on behalf of the ATDSU to the public for their co-operation in the last two days. Anguished over Manipur Government's negative response on its series of demands, the All Tribal Disabled Students’ Union (ATDSU) has called the 72-hour bandh in the hill districts of Manipur from September 8 midnight as the August 30 dateline set by the union to the Government ended. The aviation ministry has allowed Jet to go for code-sharing with five airlines — American Airlines, Malaysian, Garuda of Indonesia, Vietnam Airlines and Kenya Airways.
A code-share allows two or more airlines share the same flight. Passengers will buy ticket from one airline and take a flight operated by another airline, allowing partners to expand their global connectivity. Jet promoter Naresh Goyal’s decision not to enter any airline alliance has clearly paid off, as it can tie up with any carrier, without having to remain with-
in the fold and sticking to fellow member airlines. Lufthansa-led Star Alliance, the world’s largest alliance, was very keen to have Jet on board. “This is one of the biggest permissions given to an Indian airline for codeshare in a go, and will be a big boost for Jet,” said sources. With the $900-million deal with Etihad likely to be signed by this month-end, Jet is aggressively planning to expand its global network and this recent decision will be another shot in the arm. Apart from code-share, the Etihad deal will mean Jet operates flights between 23 Indian cities and Abu Dhabi. From the Gulf, Jet will have flights to numerous points in the US, including a non-stop to San Francisco, Gulf, East Africa and Europe.

NEW DELHI, SEPTEMBER 10 (AgENcIES): Even though sales of passenger cars in the domestic market grew for the first time in ten months in August, annual sales are expected to remain in the negative zone according to industry body Society of Indian Automobile Manufacturers (SIAM). Data available with SIAM shows though sales of passenger cars increased by 15.37% to 133,486 units last month, the surge has come on a low base due to a mont-long lock-out at Maruti Suzuki’s Manesar facility last year. Sugato Sen, deputy director general, SIAM said, “The increase is not a reflection of the market conditions. This is mainly due to Maruti’s numbers compared to last year. The tough market conditions still remain. Interest
rates are high, fuel prices continue to be high while sentiments are extremely low.” Sales at Maruti Suzuki increased by 51.64% to 76,018 units in August this year. The company had sold 50,129 units in the corresponding period last year. SIAM held that the spurt in car sales in August is unlikely to be sustained next month and recovery in the industry could take a while. The good monsoons had a positive impact on demand in rural areas with overall off-take of two-wheelers going up by 6.68% to 1,128,598 units. Sales of commercial vehicles, however, continued to slide dropping by 23,11% to 51,334 units. Sen said the medium and heavy commercial vehicles segment (M&HCV) has been badly affected and it witnessed a decline for the 18th consecutive month.

rural people of Nagaland are already in the habit of growing the crops like tapioca, Colocasia and sweet potato in the Jhum or shifting cultivation fields. Root and tuber crops have traditional place in our daily diet. Sweet potato/cassava and Colocasia are grown considerably not only for consumption by the people but also cultivated for addition income for most of the rural household and animal feed. Most of the tubers crops are grown as mixed crop with ginger, chilli, brinjal, beans etc. They play a vital role in food security and nutrition of not only for the people of urban but also for the lower income group people of rural areas/ villages.

Diversity of tuber crops in Nagaland Nagaland is considered to be one of the richest reservoirs of genetic variability of tuber crops i.e. Colocasia, sweet potato, cassava etc. Considerable diversity has been reported in district belt of Tuensang, Mon, Wokha, Mokuchung and peren. Much diversity in Colocasia occurs in shoot/leaf thickness, shape, Colour & size of corm. In sweet potato mainly two types are available in the region i.e. red and white.In Tapioca both sweet and bitter types are available. Prospect in Nagaland • Soil and climatic conditions are highly favourable for different tuber crops. • Rich biodiversity of tuber crops in the region. • These crops require less care and can be grown on marginal land. • Tuber crops can be grown as intercrop in perennial orchards/ plantation crops • Tuber crops can be grown under rainfed as well as in irrigated areas. • Wide genetic diversity could be used for creating the gene bank. Collection, conservation and utilization of tuber crops would benefit the farmers of the region. • Root and tuber crops play vital role in human nutrition, Live-
lihood for rural people for income generation. • There are lot of ITK’s (Indigenous Technical Knowledge) • There are ample opportunities for exploring opportunities for export of tuber crops. Conclusion The high nutritional qualities indicate that the cultivation and consumption of these crops may be helpful in overcoming the nutritional deficiencies in many rural areas. In the present context of rapid increase of population and consequent shortage of food grains, collection and utilization of various types of tuber crops are considered very essential. There is need for post harvest management and value addition for exploitation of these tuber crops, along with the installation of processing units. It has been observed that technological gap and extension gap is one limiting factor where yield productivity is low, hence for Sustainable yield, Horizontal approach is the need of the hour, starting with production and distribution of large scale high quality planting material, timely intercultural operations, harvest and proper method of storage.

I am not opposing to any demand but strongly demand, allow indigenous enjoy fundamental human rights and the rights of indigenous communities to exist as peoples. The government should not suppress the indigenous rights allowing forceful tactics to other sectors. The government while perusing and tackling issues and rights should not set a time bomb violating going against at indigenous rights which will explode and bring unimaginable chaos eventually. Therefore, amend not constitutional rights to the situation but handle situation accordingly as constitutional remedy. Our rights of indigenous peoples must be seen in the context of the processes of building nation-states, which generally are constituted unilaterally. The indigenous rights are specific rights and have a collective dimension based on historical and original rights and therefore recognition and exercise of legitimate rights are necessary to guarantee the life and existence of indigenous peoples living in Karbi Anglong. The indigenous relationship with the government should not be marked by confrontation between the government goals and indigenous seeking respect for cultural diversity and territorial rights. Indigenous Rengma Naga is a peace loving people living in their own land following unique lifestyle, tradition, culture and proudly inherits a great legacy “Rengma Hills” under haven, survives on its own depending on the Mother Nature where cultivation and cattle’s are the only source of pride, wealth, and food. However, with the incoming of migrants, the Rengma Naga of Assam has become one of the earth most threatened
tribe. The soil of the earth from one end of the land to the other is the property of the people who inhabited and inhabits it. By birthright the Rengma Naga (original beings) is the owner of the soil which we own and occupy and none other should hold it. Our Creator has made us of the one blood and of the same soil but different tongues, different hunting grounds and territories and made boundary lines between them. The great legacy fell and trapped under the distilled nectar lips, the totalitarian government. The Rengma Naga is kept under a distilled nectar lips of discoursed sweet music shadow of extinction. The government must understand and not further divide the “Rengma Hills” at against the Rengma Naga will or it would be an act of merciless to wipe out the indigenous which is against constitutional safeguard. The government should rather protect the indigenous territories, value their identities, provide economic development and help build social and political organization. Karbi and Rengma Naga has been living together for generations as brother but not an identical twin and have different and unique history, culture, tradition and language. Respecting, recognizing and valuing each other culture and history is necessary for mutual co-existence. It is our will to be together but the experiment of Karbi Anglong to remain as one district has proven to be futile exercise and that separation is must and the best solution to safeguard the indigenous Rengma Naga and non-Karbis in Karbi Anglong. t was some weeks back when I came to visit Dimapur, the gateway of our Nagaland state and also more popularly known as the commercial capital of Nagaland. But then I was caught surprised and got shocked when I went to the market to buy some vegetables and essential items for my sister’s home as I was staying there for almost a month. The vegetables which I thought would be cheaper in Dimapur were almost the double to that of my little hometown of Mokokchung. Even the broiler chicken which I buy at Martina Shitiri Rs. 160/- in Mokokchung Subject Matter Specialist (GBP) was Rs. 170/- in Dimapur. KVK, Tuensang Plus the cost of other ed-
ible items like fruits, cakes, biscuits, nuts etc were also much costlier here and every trader was asking the prices differently, they replied it was due to taxes they have to pay up to every Tom, Dick and Harry organisations. Yet I feel that the administration and municipal bodies should streamline the price for the common people. I don’t want to glorify municipal council of my home town inorder to make the Dimapur authorities but I have to give credit where its due. A few months back the Mokokchung Chamber of Commerce had the called for an indefinite bandh after some incident but none
of the traders were allowed to hoard goods nor were allowed to raise the prices of essential items than the prescribed rate. Some few who were caught doing so were arrested and punished. I wish the district authorities of Dimapur impose some strict rules and guidelines for businessmen and traders too. We do understand their plight of heavy taxation yet to common man should not be made to suffer because of these excuses. NPF Youth Wing calls for peace and reconciliation KOHIMA, SEPTEMBER 10 (MExN): The Youth Wing of the Naga People's Front has expressed concern over the “unabated sporadic factional tight amongst the cadres of Naga National Workers with several precious lives have been lost.” A press note from the NPF Youth Wing stated that the situation has created “unease” amongst the public in spite of calls for complete cessation of factional fight and for reconciliation in the interest of all Nagas. It lamented that “Naga National Workers have reduced the common Naga Political struggle into a divisive barrel of guns.” Terming the violence as “totally unwarranted,” the note said that it has placed the Naga struggle for self determination into a “boat of uncertain destiny,” and has demoralized the Nagas. The end of Development!
H
umankind has begun to realize that throughout history we have been living in a mutually dependent and interconnected world. Finally, some small steps and initiatives are being made to begin living in a world without walls, a world in which some have worked to create. However, we are also faced with multiple closures of our physical and democratic spaces by Corporate Globalism and Militarized States made possible through economic exploitation aided by political oppression. This has brought into focus the formidable interplay of force, violence, poverty, inequality and non-sustainability. And at the center of this interplay, the idea of development has often been used by the powers that be to justify their current position and maintain the status quo. While genuine development is an inclusive, stimulating awakening process, ways in which people recognize themselves and realize their fullest potential, the powers that be have effectively reduced development as a mechanical response to the various challenges of modern life. In other words, the idea of development has been hijacked and is being used as a means to justify and re-create the status quo of injustice in which the poor and the marginalized are forced to suffer peacefully. From the standpoint of oppressed and marginalized persons, it becomes necessary to articulate transformation as an idea that transcends development. After all transformation, occurs only when it is carried out with the people, not for them. To put these two praxis in context, let us listen to Sundeep Waslekar, who says, “We now need transformation to include the excluded in our world of opportunity. Development was about help. Transformation is about empowerment. Development was about survival. Transformation is about actualisation. Development was about the context of despair. Transformation is about the context of hope. Development was needed to provide life. Transformation is essential to provide meaning to life.” Waslekar, further adds that the framework of transformation is: “Not just literacy, but capacity building; Not just poverty alleviation, but productive employment; Not just high income, but high esteem; Not just governance, but participation; and Not just investments, but partnership.” Through participatory transformation processes and praxis an inclusive world can be created in which we can learn to appreciate other ideas, worldviews, cultures, governance systems and extract the best, in order to improve our own societies. Its process is transparent and fully accountable to the people that effectively reduce oppression, exploitation and corruption. Transformation opens the space for inclusive political systems to become reality; a context where an individual can freely think and act; a healthy stimulating environment where every child can dream and imagine; and a genuine openness where every person can achieve and exercise his or her full potential. Are Nagas persuaded to engage in a transformation process? This would ask us to share common responsibilities, to make the mental shift necessary and explore new ways of thinking in the interest of our shared future that are consistent with indigenous values and way of life.

Where a Moustache Can Mean Life or Death

he soul needs to reincarnate a thousand times before becoming one with god,” says Rajab Assy Karim from Ali Saray, 190 kilometres north of Baghdad. Iraq is full of “shortcuts” to the ultimate, and several seem to pass through this tiny desert village. The few hundred people living in the adobe houses of Ali Saray are all Kakais, followers of an ancient pre-Islamic creed whose mere survival in this region in the 21st century is a miracle. Karim knows this, and devotes most of his spare time to collecting books for the only library among the 12 Kakai villages clustered in this region. “We are halfway between Tikrit – Saddam Hussein’s hometown and a stronghold of his supporters – and the Kurdish Autonomous Region of Iraq,” says Karim. “The area is overrun by terrorists and we make one of their easiest targets.” The rubble of the 13 houses destroyed in just this village this year bears witness to the violence local residents are subjected to. It is the price to pay for being Kurdish and “pagan” in one of Iraq’s most volatile areas. Along with the Yezidis, another-pre-Islamic following, Kakais are said to have kept an original faith among Kurds. Kakaism is said to have derived from the Kurdish word Kaka (“elder brother”). Kakais are reputed to be secretive about their beliefs. “They often accuse us of not revealing details about our faith but it is just a measure to protect ourselves from a hostile environment,” Jassim Rashim Shawzan, the first and only Kakai judge in Iraq, tells IPS. “We live in the Middle East, where there is no democracy, no freedom of speech, where there are no rights…” Shawzan says his people are originally from the Kurdish mountains of Iran near the city Kermansha, 400 kilometres southwest of Tehran. The area is dotted with Kakai spiritual shrines. It is where the only existing volume of the Zanur”, the sacred book of the Kakais, is kept. After centuries of living among their Muslim neighbours, Kakais have adopted taboos such as not eating pork. But they still stand out. Most Kakais are easily recognised by the often extreme moustaches they grow. Under Islamic practice, a moustache must be kept short and trimmed. Shawzan also talks about a fasting period but, unlike the Muslim holy month, it lasts three days. The judge says that post-Saddam Iraq is still far from being a country where the minorities’ constitutional rights are guaranteed. “Saddam took away many of our lands and villages to relocate Arab families from other parts of the country. Since 2003 hundreds of us have been killed by extremists, and many were forced to move.” The United Kingdom-based Minorities Right Group International estimates the number of Kakais in Iraq at 200,000. In a report in 2011 it condemned “threats, kidnappings and assassinations” in Kakai area. Some local Muslim religious leaders have reportedly ordered a boycott of “shops run by infidels.” Today most Kakais agree that their security would improve were their villages placed legally under the Kurdish Autonomous Region of Iraq. Violence in this region is low compared to the rest of the country. Sirwan mounts guard at a checkpoint at the entrance of Ali Saray. He wears black sunglasses and a Kevlar helmet. His thick moustache gives him away as a Kakai. “If we finally get the chance to conduct a referendum whether we should be under the control of Erbil (administrative capital of Iraqi Kurdistan 310 kilometres north of Baghdad) we will vote favourably, and en masse.” The soldier says a plebiscite had been scheduled in 2007 to decide the legal status of the “disputed areas” between Erbil and Baghdad. The referendum remains postponed until measures to counter-balance the Arabisation campaigns of Saddam Hussein are taken.

The Value of Suffering H undreds of Syrians are apparently killed by chemical weapons, and the attempt to protect others from that fate threatens to kill many more. A child perishes with her mother in a tornado in Oklahoma, the month after an 8-year-old is slain by a bomb in Boston. Runaway trains claim dozens of lives in otherwise placid Canada and Spain. At least 46 people are killed in a string of coordinated bombings aimed at an ice cream shop, bus station and famous restaurant in Baghdad. Does the torrent of suffering ever abate — and can one possibly find any point in suffering? Wise men in every tradition tell us that suffering brings clarity, illumination; for the Buddha, suffering is the first rule of life, and insofar as some of it arises from our own wrongheadedness — our cherishing of self — we have the cure for it within. Thus in certain cases, suffering may be an effect, as well as a cause, of taking ourselves too seriously. I once met a Zen-trained painter in Japan, in his 90s, who told me that suffering is a privilege, it moves us toward thinking about essential things and shakes us out of shortsighted complacency; when he was a boy, he said, it was believed you should pay for suffering, it proves such a hidden blessing. Yet none of that begins to apply to a child gassed to death (or born with AIDS or hit by a “limited strike”). Philosophy cannot cure a toothache, and the person who starts going on about its long-term benefits may induce a headache, too. Anyone who’s been close to a loved one suffering from depression knows that the vicious cycle behind her condition means that, by definition, she can’t hear the logic or reassurances we extend to her; if she could, she wouldn’t be suffering from depression. Occasionally, it’s true, I’ll meet someone — call him myself — who makes the same mistake again and again, heedless of what friends and sense tell him, unable even to listen to himself. Then he crashes his car, or suffers a heart attack, and suddenly calamity works on him like an alarm clock; by packing a punch that no gentler means can summon, suffering breaks him open and moves him to change his ways. Occasionally, too, I’ll see that suffering can be in the eye of the beholder, our ignorant projection. The quadriplegic asks you not to extend sympathy to her; she’s happy, even if her form of pain is more visible than yours. The man on the street in Calcutta, India, or Port-au-Prince, Haiti, overturns all our simple notions about the relation of terrible conditions to cheerfulness and energy and asks whether we haven’t just brought our ideas of poverty with us. But does that change all the many times when suffering leaves us with no seeming benefit at all, and only a resentment of those who tell us to look on the bright side and count our blessings and recall that time heals all wounds (when we know it doesn’t)? None of us expects life to be easy; Job merely wants an explanation for his constant unease. To live, as Nietzsche (and Roberta Flack) had it, is to suffer; to survive is to make sense of the suffering. That’s why survival is never guaranteed. OR put it as Kobayashi Issa, a haiku master in the 18th century, did: “This world of dew is a world of dew,” he wrote in a short poem. “And yet, and yet. ...” Known for his words of constant affirmation, Issa had seen his mother die when he was 2, his first son

hat it would be a visit fraught with diplomatic tension was undoubted. Navanetham ''Navi'' Pillay, the United Nations High Commissioner for Human Rights, was into the third day of her week-long visit from August 25 to August 31 to Sri Lanka when her entourage broke into animated discussion. They were in the heart of Mullaittivu district in Sri Lanka's Northern Province (NP), where some of the bloodiest battles in the last chapter of the war between Sri Lanka and separatist rebel group Liberation Tigers of Tamil Eelam (LTTE) were fought in the summer of 2009, ending a conflict that had lasted almost 30 years. The discussion was about media access. Several representatives of international media organizations in capital Colombo had followed Pillay 390 kilometers to the north. At least two had trailed her right up to Mullaittivu, the second leg of her visit after a morning spent in NP capital Jaffna, 117 km to the north. While Pillay's staff from the UN Human Rights Council (UNHRC) in Geneva was willing to allow the media, especially international correspondents, access to her meetings with war-displaced returnees and kin of the missing, officials of the UN country team were nervous. Rightly so, as it turned out when Pillay ended her visit in Colombo four days later. According to the Sri Lankan government, the UN office in Colombo had instructed the media not to follow the high commissioner during her visit to Mullaittivu. Yet they did so, presumably on the invitation of her spokesperson, Rupert Colville, to witness Pillay paying floral tributes to those who had perished in the final battle at Nanthikadal Lagoon in Mullaittivu. As a Sri Lanka government media communique put it, "It was pointed out
die, his father contract typhoid fever, his next son and a beloved daughter die. He knew that suffering was a fact of life, he might have been saying in his short verse; he knew that impermanence is our home and loss the law of the world. But how could he not wish, when his 1-year-old daughter contracted smallpox, and expired, that it be otherwise? After his poem of reluctant grief, Issa saw another son die and his own body paralyzed. His wife died, giving birth to another child, and that child died, maybe because of a careless nurse. He married again and was separated within weeks. He married a third time and his house was destroyed by fire. Finally, his third wife bore him a healthy daughter — but Issa himself died, at 64, before he could see the little girl born. My friend Richard, one of my closest pals in high school, upon receiving a diagnosis of prostate cancer three years ago, created a blog called “This world of dew.” I sent him some information about Issa — whose poems, till his death, express almost nothing but gratitude for the beauties of life — but Richard died quickly and in pain, barely able to walk the last time I saw him.
MY neighbors in Japan live in a culture that is based, at some invisible level, on the Buddhist precepts that Issa knew: that suffering is reality, even if unhappiness need not be our response to it. This makes for what comes across to us as uncomplaining hard work, stoicism and a constant sense of the ways difficulty binds us together — as Britain knew during the blitz, and other cultures at moments of stress, though doubly acute in a culture based on the idea of interdependence, whereby the suffering of one is the suffering of everyone. “I’ll do my best!” and “I’ll stick it out!” and “It can’t be helped” are the phrases you hear every hour in Japan; when a tsunami claimed thousands of lives north of Tokyo two years ago, I heard much more lamentation and panic in California than among the people I know around Kyoto. My neighbors aren’t formal philosophers, but much in the texture of the lives they’re used to — the national worship of things falling away in autumn, the blaze of cherry blossoms followed by their very quick departure, the Issa-like poems on which they’re schooled — speaks for an old culture’s training in saying goodbye to things and putting delight and beauty within a frame. Death undoes us less, sometimes, than the hope that it will never come. As a boy, I’d learned that it’s the Latin, and maybe a Greek, word for “suffering” that gives rise to our word “passion.” Etymologically, the opposite of “suf-
fering” is, therefore, “apathy”; the Passion of the Christ, say, is a reminder, even a proof, that suffering is something that a few high souls embrace to try to lessen the pains of others. Passion with the plight of others makes for “compassion.” Almost eight months after the Japanese tsunami, I accompanied the Dalai Lama to a fishing village, Ishinomaki, that had been laid waste by the natural disaster. Gravestones lay tilted at crazy angles when they had not collapsed altogether. What once, a year before, had been a thriving network of schools and homes was now just rubble. Three orphans barely out of kindergarten stood in their blue school uniforms to greet him, outside of a temple that had miraculously survived the catastrophe. Inside the wooden building, by its altar, were dozens of colored boxes containing the remains of those who had no surviving relatives to claim them, all lined up perfectly in a row, behind framed photographs, of young and old. As the Dalai Lama got out of his car, he saw hundreds of citizens who had gathered on the street, behind ropes, to greet him. He went over and asked them how they were doing. Many collapsed into sobs. “Please change your hearts, be brave,” he said, while holding some and blessing others. “Please help everyone else and work hard; that is the best offering you can make to the dead.” When he turned round, however, I saw him brush away a tear himself. Then he went into the temple and spoke to the crowds assembled on seats there. He couldn’t hope to give them anything other than his sympathy and presence, he said; as soon as he heard about the disaster, he knew he had to come here, if only to remind the people of Ishinomaki that they were not alone. He could understand a little of what they were feeling, he went on, because he, as a young man of 23 in his home in Lhasa had been told, one afternoon, to leave his homeland that evening, to try to prevent further fighting between Chinese troops and Tibetans around his palace. He left his friends, his home, even one small dog, he said, and had never in 52 years been back. Two days after his departure, he heard that his friends were dead. He had tried to see loss as opportunity and to make many innovations in exile that would have been harder had he still been in old Tibet; for Buddhists like himself, he pointed out, inexplicable pains are the result of karma, sometimes incurred in previous lives, and for those who believe in God, everything is divinely ordained. And yet, his tear reminded me, we still live in Issa’s world of “And yet.” The large Japanese audience listened silently and then turned, insofar as its members were able, to putting things back together again the next day. The only thing worse than assuming you could get the better of suffering, I began to think (though I’m no Buddhist), is imagining you could do nothing in its wake. And the tear I’d witnessed made me think that you could be strong enough to witness suffering, and yet human enough not to pretend to be master of it. Sometimes it’s those things we least understand that deserve our deepest trust. Isn’t that what love and wonder tell us, too? by the Sri Lankan side to the Office of the High Commissioner for Human Rights' delegation that if such a gesture needed to be made, it should be done at a venue common to all victims of the 30-year terrorist conflict and not on the grounds where the leader [of the Tamil Tigers, Velupillai Prabhakaran] met his death." As it happened, Pillay never made that floral tribute. She later said she honored those who died in conflict in every country she visited, and it was not meant as a unique gesture for Sri Lanka. The visit concluded with no further incident or diplomatic discord. But by the time Pillay left Sri Lanka, the tensions were out in the open. In the five-and-a-half page parting statement she read out to the media just before her departure, Pillay, while lauding the Sri Lankan government for the development work it had initiated in the former LTTE strongholds, also called it to account for the continuing human rights abuse, the persecution of religious minorities and the militarization of the north, among other things. Pillay's Sri Lankan visit was a follow-up on the recommendations of a crucial March 21 UN resolution seeking action from the government on lingering allegations of human rights abuse. And her assessment was scathing. "I am deeply concerned that Sri Lanka, despite the opportunity provided by the end of the war to construct
a new vibrant, all-embracing state, is showing signs of heading in an increasingly authoritarian direction." The government of President Mahinda Rajapaksa dismissed it as a political statement on her part, something which transgressed her mandate and the basic norms "a discerning" international civil servant should observe. "The judgment on the leadership of the country is better left for the people of Sri Lanka to decide, than being caricatured by external entities influenced by vested interests," the government said in a counter-statement to the media. "She has her own agenda," said Ithakandhe Sadathissa, a Buddhist monk and head of the National Organization of Ravana Power, a nationalist group that held protests outside the UN compound on two occasions during her visit. "She has come here to gather facts so that she can go back and criticize the country, the government," he told IPS. Others such as Housing and Engineering Services Minister Wimal Weeravansha and government spokesperson and Media and Information Minister Keheliya Rambukwella also accused Pillay of having a pre-set agenda. "We encourage people to come and see for themselves rather than be guided by propaganda," Sri Lankan Foreign Minister Gamini Lakshman Peiris had said during a visit to Indian capital New Delhi a few days before Pillay ar-

rived. "We want the world to see what is happening in Sri Lanka." In the runup to that visit, the government had set up a new presidential commission to look into forced disappearances and commenced work on bringing in stricter legislation against it. In the longest of her visits to 60 countries so far, Pillay managed to interact with a wide range of representatives, something she thanked the Sri Lankan government for. In Jaffna, she met a group of 15 representatives from the 300-odd relatives of missing persons demonstrating outside the Jaffna Public Library. "It has been four years since the end of the war. People need answers to what happened to their loved ones," said Rev Father Emmanuel Sebamalai, a Catholic priest from the northwestern Mannar district, who was among the demonstrators. "They came to meet her because they felt that she could give them some redress," he told IPS. Apart from her field visits, Pillay also participated in an event commemorating the Day of the Disappeared in Colombo on August 31. "The high commissioner has promised to help us," Sandya Ekanaligoda, wife of cartoonist Prageeth Ekanaligoda, missing since January 2010, told IPS. "I will continue the search for my husband," she said. The concerns Pillay raised prior to her departure are likely to figure in the oral submission she will make to the UNHRC towards the end of this month. She is also likely to bring up allegations that police and military officials have visited civilians and activists she met and spoke with. "Pillay's visit will help keep Sri Lanka on UNHRC's agenda," Ruki Fernando, a local rights activist, told IPS. Ming Yu, a researcher with Amnesty International, Australia, told IPS: "Her report to the council will indicate whether the changes taking place in Sri Lanka are superficial or genuine."

n the late 1970s, a group of Naga students at the Jawaharlal Nehru University’s campus in Delhi put up small impromptu concerts in front of the girls’ hostel of the University. Top singers, no doubt, the Naga students attracted friends, to whom they started relaying the incidents of human rights atrocities unfurling back home for two decades already. For India, the emergency had ended in 1977 and an atmosphere of freedom reigned. Civil, political and human rights were the talk of town, and the Naga students had keen ears in Sitaram Yechury, George Fernandes and AB Vajpayee, among others. “This is when we realised that we should represent the Naga people, not just the students,” reminisces Ahu Sakhrie, who was one among these Naga students in Delhi, who gave voice and face to Naga human rights issues. They came together to constitute the Naga Peoples’ Movement for Human Rights (NPMHR) in a small room of a JNU hostel in 1978— their main aim was to oppose the Armed Forces (Special Powers) Act, 1958 (AFSPA) and make known the atrocities meted out to the Naga people. 35 years hence, Sakhrie laughs at how many “chit chat” and “out of library” sessions contributed to the historic formation. “The Delhi Students’ Union, the bar association, journalists, professors and many important people began to back us. Instead of shooting guns from jungles, they said, this would present a greater challenge to Indian suppression,” says Sakhrie. Over the next decade, the NPMHR investigated and reported on cases of human rights violations in the Naga areas. They were actively supported by the People’s Union for Democratic Rights (PUDR) and People’s Union for Civil Liberties (PUCL) in India. NPMHR became the first organisation to challenge the AFSPA in Gauhati High Court and then the Supreme Court of India, setting a precedent for other movements that have attempted to question and counter the draconian law.
Zone of influence The NPMHR’s zone of influence spread wide. “NPMHR was successful in opening up networks outside the region [North East] that many organisations have since used,” highlights Xonzoi Barbora who assisted Assam’s Manab Adhikar Sangram Samiti, which collaborated closely with the NPMHR. “We gave voice to people at a time when only violence could be heard from both the state and the non state,” Barbora says, drawing similarity between such movements across the region where there was rare hope of spiraling out of violent conflict. Human rights movements created that space for democratic and non violent confrontation. The Imphal valley of Manipur, where the movement against AFSPA is now centered, also found its inspiration in NPMHR. “Its biggest contribution has been in the form of the Supreme Court case against AFSPA,” acknowledges Babloo Loitongbam, Director of Human Rights Alert, an organization that now works with Irom Sharmila as a voice against AFSPA. Though the NPMHR case got a positive hearing in the Gauhati High Court, the SC under Justice J.S. Verma accepted the government’s case for keeping the AFSPA with an undertaking for “good behavior” of the army. That never happened, of course, especially in Manipur and Kashmir. The NPMHR’s “valuable campaign,” however, says Laxmi Murthy, a journalist based in Bangalore, who, as part of Saheli worked with NPMHR in Delhi and was part of fact-finding teams to Nagaland in the 1990s and early 2000s, “had significant implications for all democratic rights work.” According to her, challenging the State on grounds of national security was a “David versus Goliath battle” that the Nagas helped “mainstream Indians” visualise. For indigenous people of the North East region and beyond, the NPMHR brought good news. The Jharkhandis’ Organisation for Human Rights (JOHAR) was formed in 1988, following the NPMHR’s example. “No one knew about human rights in Jharkhand before the organization was formed. The government called all peoples’ movements for rights “secessionist.” Compared to the mid-1980s, there has been an improvement in the human rights situation here thanks to this,” informs Xavier Dias, a human rights activist from Jharkhand who attended North East India’s first human rights conference in Ukhrul (Manipur) arranged by the NPMHR in 1985. Through its connections, other peoples’ movements gained access to international forums. As far back as in the 1978, the NPMHR went to Singapore, moving people who heard the Naga story to tears. In

1991, its representatives observed India under scrutiny in New York, at the United Nations. “We were also able to lobby with the NPMHR at the UN,” says Dias, who is also thankful for the inspiration provided by the NPMHR to the Asia Indigenous Peoples Pact (AIPP), which provided a common platform to the indigenous peoples of South and South East Asia to collectively approach the issue of indigenous peoples’ rights.
Human versus political rights The NPMHR, in its objective to address “human rights” as well as the “political and cultural independence” of the Naga people, has seen observers seesaw on what the “right approach” should be. “The moment you articulate concerns that are the same as a political group, there is no point having a human rights organisation,” asserts the NPMHR’s lifelong friend and critique, E. Deenadayalan of The Other Media, for whom there is a thin line between “human rights” and “political rights” which needs to be straddled carefully. While leadership defined a large part of where the NPMHR was taken over the years in terms of issues, there was also a “great struggle” within the NPMHR to go beyond structures that could fashion it along completely political lines. Though Deenadayalan does not think that this impeded the NPMHR’s ability to question violence within the Naga political movement, the latter made the NPMHR eventually “fall in line.” Another leaf of the same book, Tapan Bose of the South Asia Forum for Human Rights, who has also worked extensively with the NPMHR, is of the opinion that the NPMHR maintained its distance from political organizations, though the Government of India and its army tried to project them as “over ground” supporters of the same. The NPMHR’s activists remained under constant threat from the State—its previous headquarters in Ukhrul was raided, activists were held up or detained by the army (particularly the Assam Rifles); eventually one of its founder member’s passport was confiscated by the State— he has not seen home in 20 years. Despite this, “they maintained their political independence,” says Bose. Deenadayalan and Bose, in separate interviews, quoted one example (the same one) where the NPMHR spoke out against an atrocity committed by a Naga political group. While it might have taken up more cases with the Naga political groups, these remained “behind closed doors.” Many activists, both Naga and non-Naga, have long maintained an uncomfortable silence on this issue. Naga peace activist Niketu Iralu feels that the NPMHR failed to condemn human rights violations on both sides. The “moral authority” of a human rights position, according to him, comes from “ethical purity” which might have been “polluted.” Ahu Sakhrie has been long “uncomfortable” that “we voiced out against the Indian army but not our own.” For him, “shades of political colour” have crept into all of Naga civil society leading to their “reluctance in active participation.” Bringing another perspective, Babloo Loitongbam says that the NPMHR “tied up ethnic politics with human rights” setting the standard for all human rights movements in the region, which went hand-in-hand with political rights movements. This was not necessarily a positive outcome, according to him. “National liberation movements and civil liberty movements have points of convergence but NPMHR should rise above the former and become a more purely (sic) human rights organization,” he maintains, though admitting that it is the only human rights movement in the North East that has remained consistent throughout. Xavier Dias, however, does not make a distinction between human rights and political rights. “A case of rape, for instance, is simultaneously an issue of human and political rights, so we should not fall into the trap of distinguishing between them. The NPMHR, in that sense, has simply been doing its job,” he asserts. “Pure human rights,” for Xonzoi Barbora, is an “unfair mirror” to hold up to the human rights movements of the region, which have addressed civil and political rights through people’s associations— through the basis that in war, there is a people’s (moral) mandate. In making people aware of this gamut of rights, these movements have had to play peacemaking roles often. “Our aspiration was never to become an Amnesty International or Human Rights Watch. Our relevance might have faded but the nature of conflict itself has changed and we deserve some time to re-assess ourselves.”

The way forward No doubt. “Though they had a profound influence on human rights movements in the region, the NPMHR now seems to be missing a sense of mission,” says Pradip Phanjoubam, former editor of the Imphal Free Press. In “peace time,” the NPMHR must re-invent its image, he proposes, to one that people can identify with. The need for internal re-evaluation and a “post mortem” is widely felt even from within. “They must look back and appreciate their good work, but also acknowledge what was not done right,” reflects Niketu Iralu, for whom the NPMHR had become a “political alliance” through their silence on important issues. But for E. Deenadayalan, it was not so much the NPMHR’s silence on issues as its institutional inability to deal with situations given its “lack of accountability and transparency.” This was piled on by “informality” within the organization, as well as over-emphasis on “respect for elders” that curtailed its ability to remain “democratic.” The NPMHR is an organized body, run by an executive committee with regular elections and conventions, with its members working on a voluntary basis, but Deenadayalan thinks that certain “professionalism, as well as spirit and spontaneity” is needed to retain its “movement character.” Then there are others who feel that specifics need to be incorporated into what is understood by “human rights” in the Naga context, and the movement needs to look inward. “There is a gap between who we were, who we are and who we will be,” reflects Ahu Sakhrie, “There is a need to track cultural and social change, how the state relates to its citizens, or how elections are conducted. These are also issues of human rights.” Dr. Wati Aier, Convenor of the Forum for Naga Reconciliation adds to the thought: “Human rights abuse is not just external, but also from within. We must not get carried away by a one-sided approach but also focus on violations of human rights among our own people. This could also be through issues of child labour, gender, forced labour and so on.” Issues surrounding human rights are many. With the Naga people stuck in political limbo, the NPMHR, firmly ingrained with the people, finds itself in a similar situation. The NPMHR is facing a “hiatus,” says Tapan Bose. Since the ceasefire was signed in 1997, “they don’t really know what to do.” Since 1997, recounts Bose, all Naga issues have been “subsumed” by the “peace talks,” at least in Nagaland, and the NPMHR’s active involvement is now in terms of “peace work” with the Forum for Naga Reconciliation. For Laxmi Murthy, the NPMHR realizes that the need for dialogue with other groups is as crucial as reconciliation processes within the community. Many personal interactions with NPMHR activists have led Murthy to conclude that it is now committed to go beyond the “Naga cause” to work towards demilitarization and democratic rights for all in the North East. Yet there is some way to go, and some hard measures to be adopted, to cap the gap between this thought and reality. It is perhaps time for the teacher to learn from the student. In Jharkhand, for instance, JOHAR has kept the song alive, but changed its pitch. “Today the state and corporations have taken oppression and suppression to a new level. If there were brutal killings before, today the lands and forests of the indigenous peoples’ are being expropriated. There is mass ethnocide,” reveals Xavier Dias, who had to take up the “right to land” question as well as the “right to say NO to giving up our land.” For Jharkhand, and most of central India, there came a realization that “human rights atrocities against the indigenous peoples cannot be fought only by the indigenous peoples.” It led to an alliance with ecological and environment lobbies, cultural groups, trade unions etc. to address the new forms of abuse of indigenous peoples, their land and culture. While Babloo Loitongbam reiterates that delinking “ethnic politics” of the older generation and stress on “universal human rights,” could lead to such an alliance in the region, others feel that this could be done while keeping alive the belief in the right to a peoples’ self determination. The NPMHR could become relevant to its neighbourhood by “looking outward,” offers Xonzoi Barbora—by going “beyond their comfort zone” as well as practicing some level of “accountability.” Given its history of consistent work through a violent period, it is only fair, however, to give them “some time” and “some rope” to understand what has happened and “find their voice before recovering.”

oday with the fast paced development of the economic sector and the phenomenon of rapid globalization seen in the last few years, there has been an enormous expansion in the field of English language learning, and there has been a massive need to learn the language. Learners set themselves demanding goals. They want to be able to master English at a high level of accuracy and fluency. Employers too desire that their employees have good command over English. In this competitive age, a person striving to achieve success either in business or in life must always be at the cutting edge. One has to be thoroughly equipped with communication skills. In other words, the idea is not just learning to speak correctly, but also learning to speak with clarity, precision and in a winsome manner so as to affect the decision making in the marketplace. This calls for English language, the importance of which in the international market cannot be overstated. As an educator, we need to often ask ourselves, how connected we are with the world today, connected with what is happening around the world, and what is happening around us. Let’s take an example of China. During the preparation for the 2008 Beijing Olympic, millions of citizens-from official games staff to taxi drivers to ordinary citizens-got into action by brushing up on their English skills. It is said that during this period English was spoken more in China than in U.S, and now the demand for English teacher continues to surpass supply. The China daily reports that more than 60,000 foreigners are working as English teachers in China, excluding tens of thousands more as part time teachers. Competition with their fellow citizens is not the only thing in the minds of Chinese English students. They are also guided by the patriotic but somewhat anomalous logic that China “needs to keep up with the rest of the world, therefore Chinese people need to learn English.” Knowledge of English language has indeed acted as a powerful tool for development and advancement throughout the world, and fluency constituted a huge step forward in many people’s (countries) struggles for self-sufficiency and success. While I was working in South America as an English teacher in Colombia, I had this one student who would attend my reading club every day. She spoke almost perfect American English. I was amazed to know that she learnt how to speak English through the internet because she couldn’t afford to go to English Institutes as learning English from school was just not sufficient for her. She spent 2 hours every day on rigorous online English study. From what I’ve observed over a couple of years, there is a large difference between our students and those from South America. The competency level is basically the same, but the differential question is this: what makes the Colombian students more proficient and successful? It’s because they are motivated. They know the value of time and they are driven by set goals. Be it an engineering student, lawyer or a painter most of them attend at least two or three months English course besides learning it from schools or colleges. English is increasingly becoming a “must learn” for those who hope to rise above low-level employment in their country. On the other hand, most of our students are relatively casual and ignorant about what is happening around them. Most of our students are too indifferent to see the enhancement aspect of English language in life and career. Nagas, in comparison to other non-native English speakers are appreciated immensely for comprehension of English language, as a majority of the younger generation is not excessively influenced by the mother tongue. Most of the young students have grown up surrounded by media and pop culture which glamorize English. It is encouraging to see that they are gradually becoming aware of the fact that English plays a critical role in this “globalization” phenomenon. To use a stronger expression, English has indeed become the de facto language of choice for communication between different nations in the world. Richer countries have more money to spend on education, resulting in better English training. This in turn results in more economic opportunities at the global level. In light of the current global scenario, the younger Naga generation has a bright future if we are committed to nurturing and guiding them in the right direction. Delhi gang-rape case: All 4 accused convicted
New Delhi, September 10 (AgeNcieS): A Delhi court convicted four men on Tuesday in the fatal gangrape of a young woman on a moving bus, an attack that set off waves of protests and gave voice to years of anger over the treatment of women. The men, convicted on all the counts against them, including rape and murder, now face the possibility of hanging. The sentences are expected to be handed down on Wednesday. Reading out his verdict, Judge Yogesh Khanna said the men had committed “murder of a helpless person.” The parents of the rape victim had tears in their eyes as the verdicts were read. The mother, wearing a pink sari, sat just a few feet from the convicted men in a tiny courtroom jammed with lawyers, police and reporters. Outside the courthouse, where dozens of protesters had gathered, a chant began quickly after the verdict: “Hang Them! Hang Them! Hang Them!” “Every girl at any age experiences this - harassment or rape. We don’t feel safe,” said law school graduate Rapia Pathania. “That’s why we’re here. We want this case to be an example for every other case that has been filed and will be filed.” A.P. Singh, a lawyer for the men, said all were innocent. “These accused have been framed simply to please the public,” he told reporters. “This is not a fair trial.” The four men, along with another suspect who hanged himself in prison and a juvenile convicted in August, were riding through the city on an off-duty bus in December when they tricked the 23-year-old woman and a male friend into boarding. They beat the friend into submission, held down the woman and repeatedly raped her. They also penetrated the woman repeatedly with an iron rod, causing severe internal injuries that led to her death two weeks later. Facing public protests and political pressure, the government reformed some of its antiquated laws on sexual violence, creating fast-track courts to avoid the painfully long rape trials that can easily last over a decade. The trial of the four men, which took about seven months, was astonishingly fast by Indian standards.
‘Rape convicts will be hanged in future cases’ New Delhi, September 10 (AgeNcieS): Expressing satisfaction over the conviction of four accused in December 16 Delhi gang-rape case, Union Minister Sushilkumar Shinde on Tuesday said that those guilty in such heinous crimes will be hanged in future. Speaking to reporters, the Home Minister said, “We have made strict laws on rape. Amendment in the law has ensured that from now in such cases death penalty will be awarded.” Shinde reiterated that those found guilty will be hanged in all future cases when asked to tell whether he favoured death sentence for all accused. His reaction came minutes after the Saket fast-track court convicted all four men for rape and murder of the 23-year-old paramedical student. New Delhi, September 10 (tNN): With Parliament failing to provide a safety net, political parties now have to comply with the Central Information Commission (CIC) order bringing them under the Right To Information law as not doing so exposes them to the risk of legal action, including summons to party presidents. The commission on July 28 received a complaint of “non-compliance” from activist S C Agrawal who, along with Association for Democratic Reforms (ADR), is an applicant in the case. Following the CIC order, political parties were required to appoint public information officers and respond to RTI queries. As moves to amend the RTI Act to exclude political parties fell through last week due to BJP changing tack, the commission’s June 3 order stands with the six-week compliance period long expired. In the absence of any court granting a stay order, the CIC ruling is in force. With the RTI amendment before a parliamentary committee, there is little prospect of relief for five parties - Congress, BJP, CPM, NCP and BSP -

Political parties, barring CPI, banded together to oppose the order and agreed to amend the RTI law. Government sources said the Centre does not envisage any role in the situation that has to be dealt with by political parties. The legislative option is not before a parliamentary committee, no other remedy can be considered. Section 18 (3) of the RTI Act says that when inquiring into a matter, the commission has the same powers as those vested in a civil court allowing it to summon and enforce attendance of persons. The commission can ask persons to give oral or written evidence as also to produce documents. It can inspect documents, receive evidence on affidavit, requisition public record from any court or office and issue summons for examination of witnesses or documents.

New York, September 10 (pti): A Sikh rights group on Tuesday secured a summons from a US judge to be served on Congress President Sonia Gandhi at a hospital where she is believed to be under medical care in a case filed against her for “shielding and protecting” party leaders allegedly involved in the 1984 anti-Sikh riots. A class action suit against Gandhi was filed by Sikhs for justice (SFJ), a US-based human rights group, along with victims of the November 1984 under Alien Tort Claims Act (ATCA) and Torture Victim Protection Act (TVPA). SFJ legal counsel Gurpatwant S Pannun said federal court Judge Brian M Cogan’s order further directs the hospital and security staff to give summons and complaint to Gandhi personally in the hospital. Gandhi is currently in the US for regular medical check up. 66-year-old Gandhi, who had undergone a surgery in the US for an undisclosed ailment on August 5, 2011, had flown there for a check-up in February and again on September two last year.

Syria accepts Russian weapons proposal PARIS, SePtembeR 10 (AP): Syria has accepted a Russian proposal to place its chemical weapons under international control for dismantling, the Syrian foreign minister said Tuesday, amid a flurry of diplomatic activity aimed at averting Western military action. Speaking in Moscow, Walid al-Moallem said his government quickly agreed to the plan to “derail U.S. aggression” — an allusion to possible U.S.-led strikes over a deadly Aug. 21 chemical weapons attack near Damascus that Western powers blame on the Syrian regime. Syrian President Bashar Assad has denied the claim. Russia, Syria’s most powerful ally, is now working with Damascus to prepare a detailed plan of action that will be presented soon, Foreign Minister Sergey Lavrov said. Russia will then be ready to finalize the plan with U.N. Secretary-General Ban Ki-moon and the Organization for the Prohibition of Chemical Weapons. Al-Moallem brief statement sounded more definitive than his remarks a day earlier, when he said Damascus welcomed Russia’s initiative. He did not provide any details about how Syria might comply. Western officials have expressed caution about possible stalling tactics or efforts to wriggle out of international pressure by Assad’s regime in Syria, where more than 100,000 people have died in more than two years of civil war. Security Council aimed at forcing Syria to ultimately dismantle its chemical weapons program, seizing on the diplomatic opening from Russia a day earlier. France, like Russia, a permanent member of the 15-nation council, will start the resolution process Tuesday under a part of the U.N. charter that is militarily enforceable, Foreign Minister Laurent Fabius said at a quickly arranged news conference in Paris. The proposal would also condemn the chemical weapons attack. On Monday, U.S. Secretary of State John Kerry said Assad could resolve the cri-
sis by ceding control of his chemical arsenal to the international community. Lavrov responded by promising to push Syria to place the weapons under international control and then dismantle them quickly, to avert U.S. strikes. China too expressed support for the plan. President Barack Obama said Monday that the Russian proposal could be “potentially a significant breakthrough,” but he remained skeptical that Syria would follow through. Fabius said the French resolution would demand that Syria bring fully to light its chemical weapons program, place it under international control and scrap it — and a violation of that
commitment would carry “very serious consequences.” The resolution would also seek to bring to justice the perpetrators of the Aug. 21 attack that killed hundreds, he said. France expected a “nearly immediate” commitment from Syria, Fabius said. Russia had information about the chemical weapons stockpile, and expressed hope that this time a tough resolution on Syria would not be blocked: Russia and China have repeatedly impeded Western efforts to pressure Assad through the U.N. body. In Beijing, Chinese Foreign Ministry spokesman Hong Lei said of the Russian proposal: “As long as it
eases the tension and helps maintain Syrian and regional peace and stability, and helps politically settle the issue, the global community should consider it positively.” The chief of the Arab League, Nabil Elaraby, also expressed support for the proposal, telling reporters that it has been always in favor of a “political resolution.” The league has blamed the government for the attack, but says it doesn’t support military action without U.N. consent. France is eager to seize on Russia’s “overture,” Fabius said, while expressing caution that French authorities “don’t want to fall into a trap” that could allow
Assad’s regime to skirt accountability. “We do not want this to be used as a diversion,” Fabius said. “It is by accepting these precise conditions that we will judge the credibility of the intentions expressed yesterday.” Earlier, on Europe-1 radio, Fabius trumpeted Western pressure for leading to a “turnaround” in Russia’s position: “At first the Russians denied there was a chemical weapons stockpile in Syria. Then, they denied a chemical attack. So, they have changed — very good!” he said. “Why did the Russians change? I think there are two main reasons,” Fabius added. “One is that our firmness is paying off, and secondly, they’ve realized the proof of chemical weapons is increasingly overwhelming.” France and the United States have been the two Western powers that have most vocally called for military action against Assad’s regime over the chemical weapons attack, insisting that international accords against the use of chemical weapons needed to be enforced. Fabius said that finding and destroying “more than 1,000 tons of chemical weapons” would be difficult and would require international verification amid the tough backdrop of Syria’s civil war. He reiterated France’s stance that Assad must leave power: “We can’t imagine that someone who was responsible for 110,000 dead, it is said, can stay in power forever.”

SAN mARtIN JILOtePeQUe, SePtembeR 10 (AP): An overcrowded bus plunged into a deep river canyon in northwestern Guatemala on Monday, killing at least 44 people commuting to the capital, officials said. Grieving families gathered outside a recreation center near the accident site where authorities set up an improvised morgue to identify the bodies of the passengers, including children and at least three babies. The spokesman for the volunteer fire department, Mario Cruz, said 46 people were taken to regional hospitals for treatment of injuries. Marcos Rene Zet, 17, was crying outside the center as medical personnel performed autopsies on the corpses. He said he couldn’t believe he had lost his mother, two sisters and three nephews. “My mother told me she was going to the capital to buy food. She sells food outside schools,” Zet said as he waited for news. The fire department spokesman said approximately 90 people were aboard the Guatemala City-bound bus, which had an official capacity of 54 passengers. The bus driver, Yony Cumar Cana, died in the accident. “Some of the people were rescued with hydraulic equipment, and others were thrown (from the bus) at the time of the accident,” Cruz said. People from the nearby town of San Martín Jilotepeque gathered at the scene and were shocked when they saw rescue workers carrying out the bodies of three babies wrapped in pastel-colored blankets. Boys and girls were brought out of the canyon on stretchers. The bus ended up in the river at the bottom of the 600-foot (200-meter) canyon around 8:15 a.m., apparently after the driver lost control on a curve. Twisted metal from the bus was scattered in the ravine.
1 in 10 men in parts of Asia have raped Andes ‘miracle’ survivor faces sex charges LONDON, SePtembeR 10 (AP): About 1 in 10 men in some parts of Asia admitted raping a woman who was not their partner, according to the first large studies of rape and sexual violence. When their wife or girlfriend was included, that figure rose to about a quarter. International researchers said their startling findings should change perceptions about how common violence against women is and prompt major campaigns to prevent it. Still, the results were based on a survey of only six Asian countries and the authors said it was uncertain what rates were like elsewhere in the region and beyond. They said engrained sexist attitudes contributed, but that other factors like poverty or being emotionally and physically abused as children were major risk factors for men’s violent behavior. A previous report from the World Health Organization found one third of women worldwide say they have been victims of domestic or sexual violence. “It’s clear violence against women is far more widespread in the general population than we thought,” said Rachel Jewkes of South Africa’s Medical Research Council, who led the
two studies. The research was paid for by several United Nations agencies and Australia, Britain, Norway and Sweden. The papers were published online Tuesday in the journal, Lancet Global Health. In the new research, male interviewers surveyed more than 10,000 men in Bangladesh, China, Cambodia, Indonesia, Sri Lanka and Papa New Guinea. The word “rape” was not used in the questions, but the men were asked if they had ever forced a woman to have sex when she wasn’t willing or if they had ever forced sex on someone who was too drunk or drugged to consent. In most places, scientists concluded between 6 to 8 percent of men raped a woman who wasn’t their partner. When they included wives and girlfriends, the figures were mostly between 30 to 57 percent. The lowest rates were in Bangladesh and Indonesia and the highest were in Papa New Guinea. Previous studies of rape have been done in South Africa, where nearly 40 percent of men are believed to have raped a woman. Of those who acknowledged forcing a woman to have sex, more than 70 percent of men said it was
because of “sexual entitlement.” Nearly 60 percent said they were bored or wanted to have fun while about 40 percent said it was because they were angry or wanted to punish the woman. Only about half of the men said they felt guilty and 23 percent had been imprisoned for a rape. “The problem is shocking but anyplace we have looked, we see partner violence, victimization and sexual violence,” said Michele Decker, an assistant professor at Johns Hopkins Bloomberg School of Public Health, who co-wrote an accompanying commentary. “Rape doesn’t just involve someone with a gun to a woman’s head,” she said. “People tend to think of rape as something someone else would do.” “It’s not enough to focus on services for women,” said Charlotte Watts, head of the Gender, Violence and Health Centre at the London School of Hygiene and Tropical Medicine, who was not part of the study. She said some programs in Africa based on challenging traditional ideas of masculinity are proving successful. “It may be that the culture where they grew up condones violence, but it’s not impossible to change that,” she said.

Authorities said Monday that a plumber from Uruguay who survived through the winter after disappearing along Chile’s high-altitude border with Argentina was fleeing from the law. An emaciated Raul Gomez was rescued Sunday by an Argentine helicopter crew and was recovering in a hospital more than four months after he was last heard from. Repeated search efforts had been called off due
to bad weather after failing to turn up any sign of him amid the snow-covered peaks. It wasn’t clear at first why a 58-year-old motorcyclist with no apparent mountaineering experience was so determined to walk across the Chilean frontier. Gomez had traveled to Argentina and then Chile to meet up with other motorcyclists. Gomez told people in the hospital that he decided to cross back over on foot in May after his motorcycle broke down. An official in the Chilean prosecutor’s office in Santiago confirmed to The Associated
Press on Monday that Gomez is wanted in Chile’s capital for investigation of child sex abuse allegations. A warrant was issued for his arrest on April 22, the official said, speaking on condition of anonymity per office policy. In Gomez’s hometown of Bella Union, Uruguay, the man’s mother, Irma Cincunegui, told the AP she doesn’t believe the allegations. “Raul is a good, hard-working man,” she said. “Everybody knows him in Bella Union, where he never had troubles with anybody.” Gomez was finally discovered on Sunday at the Ingeniero Sardina refuge, a small cabin 14,760 feet (4,500 meters) above sea level, by a pilot and two state water experts who had flown up to measure snow levels. He told them he took shelter in the refuge after getting disoriented by the Southern Hemisphere’s winter snowstorms. He had been carrying a small amount of food, and said he ate other meager supplies that mountaineers had left in the refuge. When that ran out, he told his rescuers, he survived by capturing small animals. “He lost 20 kilos (45 pounds). He apparently fed himself with mice and an owl or two,” Hospital Rawson spokesman Rodrigo Belert told the AP. On Monday, Gomez was joined by his two daughters and wife in the intensive care unit of the hospital in San Juan province. “He’s
recuperating well and shows no sign of serious organ damage, but he’s recovering from very severe malnutrition,” Belert said. The Chilean attorney general’s office must now consider whether to seek his extradition once he’s healthy enough to travel again. Belert said hospital authorities had not received any communications from the Chilean government. “The patient could get released shortly, but we’re waiting to see if some official information arrives,” Belert said. Ignacio Capandeguy, Uruguay’s consul in Argentina’s Cordoba province, also told the AP that he hadn’t seen any official information from Chile and that Uruguayan authorities are focused on the man’s health. Gomez’s mother called her son “a warrior,” and said she “always thought that he was alive.” Why did he risk crossing such a highaltitude frontier with winter coming and hardly any equipment or supplies? “Because he’s brave, and daring,” she said. “Every vacation he would grab his motorcycle and take off on an adventure. Once he took his wife on the bike to Chile, but she said she would never make one of those trips again.” Gomez was called an “excellent companion” by a co-worker, Elias Acosta, at the state water treatment plant in Bella Union. “We’re very happy that they found him.”
Rodman to bring ‘basketball diplomacy’ to NKorea NeW YORK, SePtembeR 10 (AP): Dennis Rodman is going back to North Korea, and bringing a team of former NBA players with him. Days after returning from his second trip to visit Kim Jong Un — in which he said he became the first foreigner to hold the leader’s newborn daughter — Rodman announced plans Monday to stage two exhibition games in North Korea in January. The first will be Jan. 8 — Kim’s birthday — with another to follow two days later. Rodman’s friendship with the autocratic leader has been criticized — and led to a couple of testy exchanges during his Manhattan news conference. But Rodman insists Kim is a good person, wants to have better relations with the United States and that he’s the one who can help make it happen with his plan for “basketball diplomacy.” “Why North Korea? It’ll open doors,” Rodman said. Touting his friendship with Kim and taunting President Barack Obama for not talking to him, Rodman said he will
go back to North Korea for a week in December to help select local players for the game. He hopes to have stars such as former Chicago teammate Scottie Pippen and Karl Malone. “Michael Jordan, he won’t do it, because he’s Michael Jordan,” Rodman said. Rodman, holding a cigar and wearing the shirt of a vodka company and a hat of a betting company that is funding the event, said Kim has asked him to train his players to compete in the 2016 Olympics and offered to allow the Hall of Famer to write a book about him. NEW YORK, SEptEmbER 10 (REutERS): Novak Djokovic believes Rafael Nadal may soon displace him as world number one and has plenty of time to break Roger Federer's benchmark 17 major titles after the Spaniard roared to the US Open title at Flushing Meadows on Monday. Djokovic was beaten 6-2 3-6 6-4 6-1 by Nadal, who claimed the 13th singles slam of his career to move ahead of Australia's Roy Emerson (12) on the all-time list. ViSAKhApAtNAm, SEptEmbER 10 (pti): Out-of-favour players Virender Sehwag, Zaheer Khan and Gautam Gambhir were on Tuesday handed a lifeline for staging a comeback to the national team as they were included in the India A squad for two four-day games against visiting West Indies A next month. Yuvraj Singh, another player who find himself on the sidelines, was also given an opportunity to force his way back into the ODI team after being named captain for the three-match unofficial series and lone T20 match against West Indies A beginning September 15. The squads were named by the BCCI senior selection panel which met on Tuesday. All the four players have been out of the Indian team since early this year. They will play under Cheteshwar Pujara in the second and third fourday games at Shimoga (October 2-5) and Hubli (October 9-12), the Cricket Board said in a media release. The trio of Zaheer,
Sehwag and Gambhir were not named for the first four-day game that will be held at Mysore from September 25-28. Jammu and Kashmir all-rounder Pervez Rasool has been picked for all the three matches for the unofficial Test series. Yuvraj, who played his last international match in January in an ODI against England, will lead a 14-member one-day and T20 team which has the likes of Unmukt Chand, Robin Uthappa, Yusuf Pathan, Irfan Pathan, Jaydev Unadkat and Praveen Kumar. All the three matches of the unofficial ODI series will be played in Bangalore on September 15, 17 and 19. The lone T20 match will also be played there on September 21. Spain's Rafael Nadal defeated the 26-year-old Serbian 6-2, 3-6, 6-4, 6-1 to collect his 13th Grand Slam crown and second title on the New York hardcourts, having also beaten Djokovic in the 2010 final to complete a career Grand Slam. Djokovic bounced back from that US Open near-miss to have a 2011 season that was among the greatest in tennis history, winning the US and Australian Opens and Wimbledon. He began the year with a 41-match win streak that was snapped by Roger Federer in the French Open semi-finals on the way to a 10-title season. The Spaniard earned his second major championship this season following his French Open triumph, sealing the 6-2 3-6 6-4 6-1 win when Djokovic dumped a forehand into the net, sending Nadal down onto his back before rolling face down and sobbing in joy. Nadal's career total of 13 grand slam wins moves him one ahead of Australian Roy Emerson and into third on the all-time list behind Roger Federer (17) and Pete Sampras (14). Nadal, who won the 2010 U.S. Open in a final against Djokovic and then lost their finals rematch in 2011, improved his hard court record to a spotless 22-0 this year and his overall match record to a sensational 60-3. "I never thought something like this could happen," said the 27-year-old, who watched last year's U.S. Open on television at home during a seven-month absence from the Tour due to a knee injury. "I feel very lucky about what happened since I came back." Luck has accounted for a very small sliver of his remarkable season. Since rejoining the Tour in February, Nadal has reached the finals in 12 of his 13 tournaments, winning 10 of them. The Spaniard said beating Djokovic made this victory even more meaningful. DIMAPUR, SEPTEMBER 10 (MExN): 1st United T20 Open Cosco Ball Cricket Tournament under the theme "Cricket to Christ" organized by United Baptist Churches, North East India, Dimapur got underway this morning at DDSC Stadium with Jerry Patton, Deputy Director, Horticulture Department as chief guest at the inaugural function. Addressing the gathering, chief guest lauded the players for their participation in the tournament which is being organized basing on religious aspect.
