LLT calls for indefinite blockade from Feb 14

Mokokchung, February 11 (Mexn): The Longkhum Lanur Telongjem (LLT), with support from the Longkhum Watsu Telen, has decided to impose an indefinite blockade on all roadways passing through Longkhum village jurisdiction from February 14 onwards. LLT, in a letter to the Mokokchung Deputy Commissioner, informed that this move is being taken due to the lack of positive action with regard to the July 4, 2013 Dimapur murder case. LLT reminded the DC that it had issued notifications on January 15 and 16, setting January 31 as the deadline for the concerned administration to show positive action in the investigation of the case. Stating that ten days have lapsed since the deadline, it expressed regret at the lack of positive action and the apathy shown by the concerned administration and the government of Nagaland. LLT informed that ambulance service, media and law enforcement agency shall not fall under the ambit of the blockade. It further cautioned that the LLT would not be responsible for any untoward incident that may arise during the indefinite blockade.

One more arrested; four charged with murder
new Delhi, February 11 (PTi): The home ministry on Tuesday ordered a CBI probe into the death of Arunachal Pradesh youth Nido Tania. Earlier on Tuesday, the Delhi Police told a court here that they have slapped the charge of murder against the four persons, one of whom was arrested this morning, in connection with the death of Nido. The police informed metropolitan magistrate Pawan Kumar that they booked accused Farman, Sunder, Pawan and Sunny Uppal under section 302 (murder) of IPC after the postmortem report
revealed that Nido Tania died due to injuries to his head and face caused by a blunt object. Thereafter, the police moved an application for their fresh custody and quiz them for some time after the court’s permission. The accused were once again produced before the magistrate, who remanded the four to judicial custody till February 25, after the police did not seek their custodial interrogation. Sunny was arrested this morning while Farman, Sunder and Pawan were arrested on February 4 and produced before the court which had remanded them to judicial custody. Initially, the police had arrested the accused under the Scheduled Castes and Scheduled Tribes (SC/ST)(Prevention of Atrocities) Act, 1989.
new Delhi, February 11 (ianS): The Delhi High Court on Tuesday expressed concern over security problems faced by people from the northeast living in the national capital, and asked the Arvind Kejriwal government to respond to the issue. A division bench of Chief Justice N.V. Ramana and Justice Rajiv Sahai Endlaw asked the city government to apprise the court on the policies and action plan to deal with the issue. The court took suo motu cognizance of an incident where Nido Tania, son of Arunachal Pradesh Congress legislator Nido Pavitra, was allegedly beaten up by shopkeepers January 29 in south Delhi’s Lajpat Nagar market, following a row over his appearance and clothing. He died in hospital the next day. “Day after day, there are attacks on a particular section of the society. Have you looked into whether it is a deep-rooted conspiracy? What is the Delhi government’s stand on this issue? Almost 15 days have passed. Have you taken any step,” the court asked the Delhi government. “This is the responsibility of the state government to look into the issue. You (Delhi government) should come out with some action

plan,” the bench said. The bench further asked the government to inform it on setting up new forensic labs, including reports about land, construction and infrastructure. The court also asked the government to consider setting up special hostels for working women from the northeast as they were facing problems with landlords. “Are you considering special hostels for working women as they are facing problems with landlords? What is the policy on this issue,” the bench asked government counsel Zubeda Begum. Appearing for Delhi Police, Additional Solicitor General Sidharth Luthra told the court that it has set up a Special Police Unit to deal with the problems faced by people from the northeast in the capital. Luthra also informed the court that police will set up a helpline service for the people within six weeks. Upmanyu Hazarika, appearing for a group of people from the northeast, said that when people from the region call at the
emergency number 100, the workers at the helpline do not understand the languages of the people from the northeast. He told the court that several incidents of violence have been taking place against people from the northeast in the city, and recalled a recent incident where two Manipuri men were attacked by a group of people. However, Luthra said police will increase patrol in areas where northeast people were living and ensured that “things will become more sensitised”. Meanwhile, the bench also asked the central government to consider if it was possible to “prohibit” people involved in racial attacks from getting government jobs. The court suggested that the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act could be expanded to include other communities from the northeast. Additional Solicitor General Rajeeve Mehra, appearing for the central government, told the court that a meet-
ing was held between the ministry for the development of north eastern region (DONER), Delhi Police commissioner and nodal officer of northeast on crimes against people from that region. He said the central government has decided to set up a support centre within a month at Chanakyapuri area, where professional counsellors will deal with issues faced by people from the northeast. The court was also informed that DONER ministry will write to the home secretary requesting it to issue necessary instruction to Uttar Pradesh and Haryana police to sensitise them about the issues related to people from the northeast, many of whom work and stay in the National Capital Region (NCR). Mehra also said DONER and Delhi Police will sensitise people from the northeast about their rights. “Whenever recruitment of Delhi Police is carried out, people from the northeast will be invited so that the number of police personnel from that region increases,” he said. Posting the matter for Wednesday, the court said it will pass an order on framing of final guidelines on the issue of violence against people from the northeast.

3rd North East person targeted within 15 days new Delhi, February 11 (ianS): A 22-yearold youth from Manipur was stabbed and robbed here early Tuesday, in the third incident of a person from the northeast being targeted in a fortnight. The incident was not “racially motivated”, police said. Khupsiangen was returning to his Paryavaran Complex home in south Delhi’s Mehrauli area from a church nearby when he was attacked around 3.30 a.m., barely 500 metres from his home. “This is a case of robbery and the attack was not racially motivated,” Delhi Police Deputy Commissioner B.S. Jaiswal
told IANS. Nido Tania, a student from Arunachal Pradesh, died Jan 30 after he was attacked a day earlier over his appearance. On Sunday, two youths from Manipur were beaten up by a group of motorbike riders. Khupsiangen was assaulted and robbed of his mobile phone and wallet by five men at knife-point. He sustained a one-cm deep and two-cm wide knife wound in his abdomen, he said. Jaiswal said Khupsiangen somehow managed to reach his C-77 flat after the incident where the building’s guard Prem found him bleeding and in-
formed his room partner over phone. “Khupsiangen’s room partner along with some of his other associates reached his house and they admitted the victim to Saket City hospital,” said Jaiswal. Hospital authorities informed police about the incident around 6.30 a.m. “He was rushed in a state of shock at 4 a.m. with a stab wound in the lower chest and abdomen. He was stabilised and taken up for emergency abdominal surgery which was performed successfully,” said a statement by Saket City hospital. “His vital parameters are being maintained and
the patient continues to be under intensive care monitoring,” it added. Police said the youth is an orphan and was staying in Delhi for the past four years in a rented accommodation with a friend. He works in an NGO in west Delhi’s Dwarka area. Jaiswal said that five police teams have been constituted to probe the case and over two dozen people have been detained till now. A case has been registered under sections 307 (attempt to murder), 394 (voluntarily causing hurt in committing robbery) and 397 (robbery) of the Indian Penal Code.

Thirteen students, who have not been able to appear the ongoing HSLC exam, which commenced Tuesday, have demanded for justice. The students, from Blooming Bud Montessori School (BBMS), Dimapur, have not been issued HSLC admit cards from their school authority. The proprietor cum headmaster of the school, Dilip Deb (48) has been running the school without affiliation from the Nagaland Board of School Education. He was arrested on Monday night by Dimapur police, after student organisations filed an FIR. On Tuesday morning, irate students damaged furniture inside the school and urged student leaders to find an alternative way for them to appear the exams, even at a later date, without having to lose the current academic year. Representatives from
the NSF, DNSU and DSSU met with the students, parents and guardians at the school. The student leaders appealed for patience and assured them that they would take up the matter till a logical conclusion is reached. Addressing media persons, DNSU President, K. Mhachio Lotha said that the union would not compromise on education at any cost. He informed that the accused headmaster had conducted Class 9 board exams last year, without affiliation with the NBSE. Lotha added that the accused conducted the exams one hour behind the given schedule, telling students that it was their study time. During that one hour, he would run around exam centres to somehow acquire the question paper and conduct exams at his school with xerox copies of the question papers, it was added. The DNSU president said that the headmaster had collected Rs 4000 as admission fee for Classes 8,
9 and 10. NSF Vice President, Joseph Nguori said that the Federation would see to it that proper action is taken against the headmaster and asserted that NSF would pursue the matter for the welfare of the affected students. NSF Finance Secretary, Shikavi stated that the issue would be pursued till the last and appealed for students, parents and guardians to be more vigilant in the future. Along with the 10th standard students, students in the 8th, 9th and 10th standard have also been affected. The accused has confessed that he was yet to get permission from the NBSE to run classes till the 8th standard. For the current academic year, there are 15 students in the 8th standard, 16 in the 9th standard and 23 in the 10th standard. The School has been shut down by the student organizations until further notice.

(NSCB) with all seriousness. Being the lone Statepartnered bank in cooperative sector in Nagaland, the commissioner & secretary said the state government has initiated a number of measures to ensure healthy growth of the cooperative bank so that it can deliver goods to the people, especially in rural areas. Chettri informed that after the implementation of income recognition and asset classification (IRAC) by Reserve Bank of India, the financial position of NSCB “reversed” and declined from 1998 till 2005, forcing RBI to clamp Section 35 (A) of BR ACT 1949 (AACS) on the bank. “In order to rescue the bank from crisis, Govern-
ment of Nagaland had infused additional share capital to the tune of Rs. 20 crores during 2005-06 consequent to which the above imposition was partially lifted by RBI,” she said. Simultaneously, the state government also repaid an amount of Rs. 1,29,35,000 to the bank which was lying overdue in the name of various government undertakings. However, from the year 2007 the bank changed its
strategies and took a u-turn by giving more emphasis on “non conventional finance” and from 2007-08 onwards the bank started reducing its negative net worth. With additional infusion of Rs. 13 crores to the bank by the state government, NSCB became compliant to licensing parameter of 4% CRAR fixed by RBI and by September 13, 2013, the bank attained 7% CRAR, Chettri said. The meeting also approved the annual report of NSCB board of directors 2012-13, auditors’ report for the year ended March 31, 2013 and revised budget for 2012-13 and estimated budget for 2013-14 and 2014-15. Four new members were also inducted into the NSB board of directors. Awards were presented to NSCB officials and branches excelling in recovery of loans and deposit respectively and to best performing cooperative societies. Earlier, special officer NSCB, BK Thadani delivered the welcome address and managing director NSCB, S Atovi Sema, proposed vote of thanks. Vice chairman, NSCB, Tali Longkumer, chaired the meeting.

Kohima, February 11 (mexN): The 77th annual council of the Nagaland Baptist Church Council, which was held at Zunpha hosted by the Council of Rengma Baptist Churches under the theme “In Step with the Spirit” concluded on February 9. The last day of the programme opened with a Bible study by Dr. Along Jamir, Associate Director Translation, BSI, Shillong. He spoke on the topic “In Step with the Spirit – Prayer.” Rev. Narola, Women Secretary NBCC, led the devotional worship service while Rev. Andrew Semp, Pastor, Rengma Baptist Church Dimapur read the bible and prayed. Er. Levi Rengama, Deputy Speaker, NLA brought the greetings and welcomed the gathering to the culture and lives of the Rengmas. are having a planting distance of 4-6 feet, which does not allow proper development of canopy and fruiting branch. Visual observation on leaves, branches, trunks and root of die back affected plants indicates no symptoms of diseases or insects infestation. It was found that young orchards of 5-8 year old located in the southwest (exposed directly to sunlight) were most severely affected by die back as compared to the same age group of plants located in the north-east (area less exposed to direct sunlight) which are found to be quite healthy without any symptoms of die back. After thorough discussion with the citrus grower of the village and field visit by the team, it was con-
cluded that the farmers of the village are not following any management practices. The Director, Central Institute of Horticulture, Medziphema, suggested that the citrus industry can be revive in the village by intervention of scientific management of citrus to boost the socio-economic of the villagers since citrus is the back bone of economy of the villagers. The committee members suggested all the remedial measures and to follow all cultural practices in citrus orchards for the improvement of plant growth and better harvest of quality fruits which will increase in income of the citrus growers of the village. Otherwise, the citrus industry in the village may wipeout in future.

Mizoram likely to lift liquor ban KSO endorses blockade
AIZAWL, FebruAry 11 (TNN): Mizoram is all set to lift the prohibition on liquor with efforts being made to bring a new legislation in the coming assembly session. State excise and narcotics minister R Lalzirliana told reporters that the draft bill will be sent to the law and judicial department after scrutiny. "We hope that we will be able to introduce the liquor bill during the session of the state assembly commencing on March 18," said Lalzirliana. Meghalaya for power exchange to meet shortfall ShILLoNg, FebruAry 11 (IANS): Powerstarved Meghalaya has decided to go in for a power exchange arrangement with the 726 MW gas-based plant at Palatana to overcome the shortfall of power demand in the state, Meghalaya Power minister, Clement Marak said Tuesday. The demand for power is above 600 MW while the installed capacity in Meghalaya is only 310 MW. Presently, Meghalaya is getting around 38 MW from state-owned ONGC Tripura Power Company Limited at Palatana in Tripura. Meghalaya, which was once a power-surplus state, has now become power-deficit. The Umiam Hydro Electric Project (UMHEP), which has an installed capacity of 185 MW, is currently generating a mere 40 MW, while the 126 MW Myntdu-Leshka Hydro Electric Project (MLHEP)

Strike a success, banks should recover bad loans, say unions Chennai, February 11 (ianS): Claiming their twoday strike has been a total success, bank unions Tuesday said the industry’s profits are being used to write off and for provisioning for bad loans. The employees are demanding a fair and just wage revision commensurate with the work load, risks and responsibilities, said a union official here Tuesday. “Finance Minister P. Chidambaram’s statement Monday that bank profits cannot be used for wage hike is wrong. The profits of banks have been going up. The profits are being used to write off bad loans,” K. Anandakumar, senior vice president, All India Bank Officers’ Confederation (AIBOC), told IANS. “In the last six years, a whopping Rs.141,294 crore of bad loans have been written off. During last five years Rs.140,266 crore have been provided towards bad loans from profits,” C.H. Venkatachalam, general secretary, All India Bank Employees’ Association (AIBEA), told IANS. The union officials are
unanimous that employees cannot be held responsible for the banks’ bad loans. “The priority is to take stringent measures to recover the bad loans to boost up the capital requirements instead of denying the legitimate wage increase of bank employees. It is very unfortunate that the finance minister who is fully aware of the genuine demands of the bank employees has chosen to decry our demands,” Venkatachalam said. He added: “When it comes to our salary revision, managements are reluctant. Over the past five years the wage bill as a percentage of bank’s total expenses have been coming down. What we demand is a reasonable increase in our wages.” “Bank loan write-off is an industry by itself. The write-offs are very systematic and scientific,” a banker told IANS, preferring anonymity. Over 10 lakh bankers across the country were on two-day strike - Monday and Tuesday demanding wage hike and halting the banking sectoral reforms. The strike is to protest proposed banking sector reforms and to demand revision of wages. “More than 10,000 bank employees belonging to over 2,000 nationalised and private bank branches in the seven northeastern states took part in the strike, opposing the proposed amendments of the banking laws,” said United Forum of Bank Unions (UFBU) spokesman Sushobhan Datta Majumder. Majumder told reporters in Agartala: “The proposed restructuring in the banking sectors is expected to be undertaken aiming at mergers, acquisitions and outsourcing of routine activities of Indian banks and to allow foreign banks and investors in these activities and banking managements.” The UFBU, the umbrella organisation of five employees unions and four officer unions of state-owned banks, has been observing the strike after its talks with the Indian Banks Association failed recently in New Delhi. “The two days’ (Monday and Tuesday) bank strike is not for the interest of the employees alone, the agitation is to protest anti-nation policies of the central government and to protect the Indian banks from the foreign controls,” Majumder said on the sidelines of the sit-in demonstration of the banks employees in Agartala. The banking employees have also been protesting outsourcing of non-core activities by the authorities. Government and foreign exchange transactions were also affected. Terming India’s domestic content requirements as “discriminatory”, US Trade Representative (USTR) Michael Froman told reporters Monday the US has sought WTO dispute settlement consultations with India on the issue for the second time in a year. “These domestic content requirements discriminate against US exports by requiring solar power developers to use Indian-manufactured equipment instead of US equipment,” he said. “These unfair requirements are against WTO rules, and we are standing up today for the rights of American workers and businesses,” Froman said, suggesting the US action was also “in support of the rapid global deployment of renewable energy”. “These types of ‘localisation’ measures not only are an unfair barrier to US exports, but also raise the cost of solar energy, hindering deployment of solar energy around the world, including in India,” he said. Under WTO rules, if the matter is

In a welcome move, the Sendenyu Village Community Biodiversity Conservation (SVCBC) on Monday presented a baby Sambar deer to forest, environment & wild life department as part of its goodwill contribution to the department. sures such as ban on hunting during breeding season, adopting more eco-friendly activities etc. Dr. Gwalozu Thong stated that in 2001, a contigu-
ous area of about 12 sq.km of village land was demarcated and declared as Wild Protected Area vide Sendenyu Village Council Wildlife Protection Act 2001,

The present coverage under NSAP is only about 39% of the total eligible in the State. The two officials from MoRD confirmed that from 2014-15 onwards, the scheme will be converted to CSS from the present Additional Central Assistance (ACA) and more coverage would be provided to the state to reach out to the uncovered eligible senior citizens through NSAP schemes.

In addition, chairman, Sendenyu Village Council and all council members, village council chairmen and members of New Sendenyu and Thongsünyu villages, office bearers of Sendenyu Youth Organization, Village Development Board (VDB) of Sendenyu, women VDB of Sendenyu are the ex-officio members of the committee. The committee enforces protection of the conservation area and other developmental activities. As part of conservation and preservation of traditional herbal and medicinal knowledge, the village women healing and prayer fellowship maintains a herbal medicine garden at the conservation area. Through the initiative
of the committee, collection of medicinal plants for commercial purpose, use of chemicals for fishing, use of chemicals herbicides for agriculture purpose in Sendenyu land are banned. All decisions and rules framed for conservation are resolved and passed in general public meeting of the village which ultimately becomes the law of the land, Gwasinlo Thong said. SVCBC chairman stated that this is the second time they gifted wildlife to forest, environment & wildlife department and hoped that they will take care of the same. He said the gift was part of contribution from the conservation centre to the department. Receiving baby Sambar deer on behalf of the department, DFO Kohima expressed his happiness and assured that the Sambar deer they received will be taken care at the zoological park.
MoRD officials visit Wokha Kohima SP to leave office today, meets media persons
Kohima, February 11 (mexN): Officials from Ministry of Rural Development (MoRD), Government of India, New Delhi visited Wokha district for physical verification of the various centrally sponsored schemes (CSS) from February 5 to 6 last. The area monitoring officers of MoRD included Deputy Secretary Anil Subramaniam and Under Secretary M. Rama Krishna. They visited various villages and physically inspected various CCS projects being implemented under MGNREGA, IAY, NRLM and National Social Assistant Programme (NSAP). Christ? Still today, they are not repenting from their crimes, sins against God and men. Instead of repenting and turning away from their crimes and sins, they are multiplying to extort, force, threat, molest, rape, abuse their fellow beings at gun point doing the works of Satan. Remember, when you accuse others by one finger, four of your fingers are pointing at you. Hence, you can never escape from men and from God no matter what you say. Dear national workers in particular and the Nagas in general, to escape from the judgment of God there is no other way but to humble, yourselves, pray and seek the name of God to receive forgiveness of God for you and your land. The word of God once again remind you, “If my people who are called by my name will humble themselves and pray and seek my face, and turn from their wicked ways, then I will hear from heaven, and forgive their sins and heal their land” (2nd Chro. 7:14). Therefore, let us arise and go to the Father like the prodigal son to be forgiven and be healed.

T
he recent tragedy of Nido Tania sparked anger, reopened old wounds surrounding unsolved cases of similar deaths in other parts of the country, and provoked protests, both virtual and real, from Northeasterners and others alike. Social media saw many furious posts condemning the act and after much news coverage, articles and blog posts later, racism still stands tall. Unfazed. India ranks 10th among the World’s most racist countries, and this racism is not directed only against the people from the Northeast. This country has a bloodied record of rife racism, be it the cut-throat North-South superiority competition, Bihari xenophobia, or the Shiv Senas’ only aim being to oust people from Uttar Pradesh and Bihar from their land. Racism in India is multi-faceted and it has taken a lethal turn for worse by mixing with politics and religion, thereby putting secularism at stake. The perpetual HinduMuslim divide, Delhi riots of 1984, Gujarat riots of 2002, Assam violence in Kokrajhar in 2012 and recent Muzaffarnagar riots in august 2013 all show how it has continued to grow and morph into even more uglier forms. The tragic night of January 29, when 19 year old Nido fell prey to his ~ Rosa Parks perpetrators, following his demise the next day, has set every Northeastern on this war for our identities. Developments show how the issue of racism in many metropolitan cities has escalated from mere eve teasing and name calling to physical attacks and now, deaths. How can we stay silent, when all our lives, we’ve been taught to be unique, different and celebrate our individualism, but racism has become the very enemy attacking these aspects? While the fight to be recognised continues, let us stop pretending that racism does not exist among us, the Northeast. We have limited racism as to only being called chinky, chinese or nepali by “mainland” Indians, and overlooking the racism that we propagate. Do you recognise that familiar feeling of superiority that creeps into us when we meet someone who is a Manipuri Naga, all because he is not a “true” Naga, or another fellow Northeast who is not fashionably up-to-date, or cannot speak proficient English? Or for that matter, even in our daily encounters, when we (un) intentionally feel racially superior for being an Angami, Ao, Lotha or Sema over all the other so-called “backward” tribes. The state now witnesses events, which are better forgotten, marked with underlying racist motives and intertribal fights for superiority. We pass remarks laced with racist connotations to one another to establish ethnic superiority and remind people their social standing. Let us not mistake these racial and ethnic superiority for anything else, because this, is also racism. And, before we continue to fight and blame the “mainland” racist Indians in the metropolitan cities, let us not ignore the racist within each of us. These racist attitudes of ours scarily make us like one of them. How, I ask now, are we different from them? Until this philosophy in our heads that one race is superior than the other is changed and permanently removed, we will continue to practice racism, multiply it and pass them on to our children and them, to their children. There can never be any progress or growth of our people with such vices existing among us. We are only hypocrites if we continue to cry racism to those who hurl insults and blows to our people outside, while we practice the same amongst ourselves. Look at us trying to clean the plank out of another person’s eye while ignoring our own. Haven’t we become the pots who called the kettle black!
Racism is still with us. But it is upto us to prepare our children for what they have to meet, and, hopefully, we shall overcome.

UNMASKING MODI! CAUTIONARY NOTES

JP is desperate to capture power in the forthcoming parliamentary elections. As India’s polity is changing, we are in the midst of a very critical time. And yet is a defining moment. It is apparent that we are amidst trajectories of novel formation. Political landscape is bound to change. Elections in India’s parliamentary democracy have always given rise to new social and political rubrics that advances directed nuances. Failing to respond could lead to portents of dramatic political upheaval plunging the national secular polity and multi-cultural ethos into chaos. It could give rise to fascist tendencies. “Modi factor” is a phenomenon and should be reckoned with. Modi is consciously and systematically building his fractured image. Although Modi has been elevated to the level of approvability and acceptability among sections of socially and economically advanced segments active in social media networks such as Twitter and Face book, his image amongst the minorities, the Dalits and the Tribals has not changed. Indian populace vividly remember 2002 happenings in Gujarat under his leadership. Modi may be under the impression that the memory of masses is short-lived, but when it comes to planned and surgically executed termination of particular communities of humanity shall be remembered as long as humanity lives. The State of Gujarat for the BJP and Modi’s adherents is like the Garden of Eden, but for others is like House of Horror. Modi cannot absolve from the summary killings and iron-fisted repression over minorities. So, his hands are soaked with blood. History shall never forget and forgive him. This is why he is trying to camouflage his image by wearing many masks. He is like a chameleon that changes its colour in accordance to the circumstances. Gujarat 2002 will be remembered. It is the blot that has erased the plural image of our nation’s secular fabric. The neo-middle class of Gujarat have benefitted hugely from the policies and programs of Modi. And this entrepreneurial caste from Gujarat that are scattered across the country showering praises for Modi. They are Modi’s image builders helping Modi to change masks as the situation demands to conceal his true character. Wolf could probably an appropriate metaphor. Modi’s development model is unique that replicates Manu’s blueprint. Gujarat does not posit any composite and integral development model, rather gradation of enclaves and demarcated settlements for the minorities, Dalits, and the Tribals. The type of development paradigm Modi is talking about has two sides: 1) for the rich and “highcastes” and the other, for the minorities, Dalits and Tribals. These two sides of development cannot meet because they are polar opposites. Under Modi’s development paradigm the communities are regimented and notified. Modi and his supporters keep blowing whistles as if his development mantra achieved its aims and objects. As envisaged and expected, communities are segmented, regimented and notified in these enclaves. It is important to note that Gujarat stands way behind human development indices. So, Modi’s conception of development is untenable to multi-religio-cultural canvass of Indian society since HDI talks about inclusive and wholistic development of all people, and not select amnesia. The visual and print media backed by saffron brigade is hyped with Modi’s rhetoric of development. People from certain sections of the country are somehow forced to believe. Obviously Modi’s notion of development is exclusionary; premised on promoting particular communities to enjoy the fruits of development thereby alienating and depriving the Dalits, Tribals, minorities, and vulnerable communities. Modi’s model of development for the others is like the “Valley of the Dry Bones”. Those who have been the victims of development models of Modi are like the dry bones living in the enclaves and margins.

History reminds us that ethnic cleansing, torture and extra-judicial killing have been part of racist, casteist and fascist agenda. In history we come across power mongered leaders who devised and executed plans by purging the nonAryans and other identities from the face of this earth. Known for hard core Hindutva frame, Gujarat became a state of volatility. Communal frenzy was at peak and tensions between the communities reached alarming proportions. Those who were responsible orchestrated communal riots in aggressive forms. Those vying for the top leadership of this country should have the credentials to be bi-partisan. Modi is yet prove that he is above partisan politics. People want change and yearn for good governance. If the vacuum is not filled with alternative counter-political option, there is every possibility of potentially dangerous social formation taking place across the country. The need of the hour is an emergence of an alternative political force or counter political-force with new political culture and ethos. History has taught us many lessons. In our political history the void has been filled with alternative people’s movements. Take for example, JP movement, uprising during VP Singh time and movement such as Dalit, women, peasant and others. Certainly these uprisings have emerged as alternatives to fill the void and thus altered the course of history. Modi is the hard core ideologue of Hindutuva and a staunch promoter of Hindu Raj. Minorities are contributing to nation-building, but periodically attacked by the Hindu fundamentalists orchestrated by BJP. The strategy of BJP and its political programs are clear. Brahmanic Hinduism has the capacity and tenacity to appropriate all forms indigenous religious traditions, cultural practice, traditions and usages under its broader umbrella of Hinduism. BJP and its cultural outfits
are systematically spreading its net to devour the Dalits and the Tribals. Their immediate and longterm political agenda is to rope-in the Dalits and the Tribals into its fold. This is why RSS and its bandwagon employ diverse means and methods against the Dalits and Tribals. Its agenda is to destroy their economic base and exterminate their resolve and resilience. Hindutuva forces use clear cut binaries: “We, the pure, You, the Other”, “We, the Touchables, and You, the Untouchables”. Through divisive means BJP and its agencies woo particularly the Dalit Christians and Tribal Christians by usurping them that they should come back to their “original religion”. Some of the BJP ruled states banned cow slaughter. For the Dalits, Tribals and the labouring work force beef is an important balancing factor of their health which contains proteins and fat. For them beef is economically viable and affordable. Even when BJP was in power in Karnataka till 2013 the government tried their best to legislate ban on cow slaughter and sale of beef. Saffronising and hinduising India from plural canvass is indeed BJP’s political project. Rewriting Indian history and establishing Ram Rajya are their ultimate dream. Modi shrewdly moving the coins by impressing the electorates especially the Dalits, Tribals, minorities and other sceptics by invoking new images and new rhetoric. Discerning the political map and sings of times are of utmost importance for the world’s largest democracy. For a democracy to work and function it is important for each and every citizens to exercise their rights responsibly. It is at this juncture it is important to invoke as B.R. Ambedkar forth rightly observed that “Beware of Parliamentary Democracy, it is not the best product as it appears to be. Democracy is like a machine whose movements are slow and there is no swift action.” In the name of democracy the whole functioning could come to grinding halt or in place of it a dictator or a fascist could take over. Our brand of democracy known as parliamentary is dependent on the elected representatives. BJP via Modi is embedded on exclusivist ideology and this trend is reified and reinforced by Brahmanic Hinduism. The state of Gujarat has been ghettoized under the leadership of Modi. Modi’s vision for Gujarat for the dominant identities seems to have realised, but the other identities in the process have been excluded and disenfranchised. If this is the true face Modi, can he be a suitable candidate for the top leadership position of our country. Already India is being fragmented on the basis of caste, colour, creed, region, language, and so on. The landscape posits instability and gradually sinking into chaos and anarchy. Covert and overt forms of violence and violations are taking place. In such a volatile context does Modi represent the pan-Indian character of secular fabric of India? Divisive forces under the garb of pseudo nationalism have evolved diverse mechanisms keep promoting religious fanaticism and cultural nationalism. We are witnessing currently gradual evolving of fascism. The terrains do manifest and thus represent fascist trends. The social and economic divides, religio-cultural polarisation, and political anathema are on the increase. India is entering into a new era of dictatorship. If allowed to succeed it will be horrendous thus leading to catastrophic and alarming proportions. Constitutional democracy and representative democracy shall gradually wane giving rise to all forms of usurpation of power eroding peoples’ rights and constitutional prerogatives. If we fail in our attempt to elect “... it can be said in general terms that the discontent against Parliamentary Democracy is due to the realization that it has failed to assure the masses the right to liberty, prosperity or pursuit of happiness.” Democracy is another name of equality, fraternity, dignity, common humanity, so on and so forth. If these values are not realised then democracy is farce and thus a mockery.
Philip Seymour Hoffman's Invaluable Gift: Revealing Our Humanity Adam Ericksen

om Junod of Esquire wrote an insightful piece about the death of Philip Seymour Hoffman titled “ Philip Seymour Hoffman’s Final Secret: The cost of holding up a mirror to those who could barely stand to look at themselves .” The whole article is worth reading, but these words are especially important: "There was no actor, in our time, who more ably suggested that each of us is the sum of our secrets … no actor who better let us know what he knew, which is that when each of us returns alone to our room, all bets are off. He used his approachability to play people who are unacceptable, especially to themselves; indeed, his whole career might be construed as a pre-emptive plea for forgiveness to those with the unfortunate job of cleaning up what he — and we — might leave behind." In his roles, Hoffman played unacceptable, despicable, and broken characters. In other words, he played our cultural scapegoats. But the beauty of Hoffman’s work is that he humanized our scapegoats. Of course, his characters were unacceptable because they were guilty of being repellent jerks, underserving of love or sympathy, which is exactly why they made good scapegoats. The function of a scapegoat is
to unite us in hatred against them, so the scapegoat who seems to us to be completely guilty, like a cartoon villain, the better sense of unity we can form against them. The best scapegoat is one who even agrees with us about just how terrible he is. As Junod writes, Hoffman “used his approachability to play people who are unacceptable, especially to themselves.” Hoffman’s characters may have been unacceptable and guilty, but they were also complicated. No cartoon villains for Hoffman – he revealed the complex humanity of his characters. As despicable as many of his characters were, we could identify with them. And once we identify with the humanity of our scapegoats it becomes more difficult to believe in their absolute guilt and our absolute innocence. We couldn’t scapegoat Hoffman’s characters because, as Junod points out, they help us realize that “when each of us returns alone to our room, all bets are off.” In humanizing his despicable characters, Hoffman humanized all of us, and he humanized himself. His broken characters held up a mirror to our own brokenness. A.O. Scott makes this observation in his New York Times article, “ An Actor Who Made Unhappiness a Joy to Watch” when he writes that Hoffman “did not care if we liked any of these sad specimens. The point was
to make us believe them and to recognize in them – in him – a truth about ourselves that we might otherwise preferred to have avoid.” What is the truth Hoffman revealed in his characters that we would prefer to avoid? He revealed the truth that our scapegoats are as human as we are. The druggies, the power hungry, the self-loathing, the smug, even the priest who is a potential pedophile, are more than their despicable qualities; they are broken human beings, just like the rest of us. And there’s the truth we would rather avoid about our scapegoats. We would rather project our own brokenness and self-hatred upon them, and thus avoid taking responsibility for our own despicable qualities. But on screen, Hoffman wouldn’t allow us to do that. Fortunately, we were watching and learning from his performances. We’ve had the same response to Hoffman’s death as we’ve had to his characters. While his tragic death from a drug overdose was entirely avoidable, no group is uniting against Hoffman. Quite the opposite. Hoffman died like one of his unacceptable characters, but the blogosphere hasn’t united by turning him into our latest cultural scapegoat. Rather, just like his characters, we’ve seen the complexity of his humanity.

We have united in sorrow and compassion for his complicated life and his tragic death. After any tragic death, we are left with questions. Why did he die? Was it due to drug addiction? Was it the cost of celebrity and fame? Did he think his only value as a human being came from being an actor? Did he absorb too much of his self-loathing characters? We may never know, and answers to those questions won’t bring him back to the big screen or to his family. Even so, Hoffman gave us an invaluable gift. He revealed to us the humanity of our scapegoats. We couldn’t unite in hatred against his characters because they were complicated; indeed, because they were human. The most important role that Philip Seymour Hoffman played was to help change the way we relate to our scapegoats. In revealing the humanity of our scapegoats, Hoffman made it much more difficult for us to unite against them. What’s the alternative to uniting against a scapegoat? Hoffman pointed to the answer: to recognize our own broken humanity and respond to our cultural scapegoats not by uniting in hate against them, but by uniting with compassion, pre-emptive forgiveness, and love. The perils and pitfalls of patriotic history

ichael Gove’s perspective on the First World War is a classic example of a narrow, nationalistic, blinkered version of history. In an article in the Daily Mail, on 2 January 2014, the education secretary used the centenary of the Great War to declare war on “left-wing academics” whom he accused of peddling unpatriotic myths about Britain’s role in the conflict. For Gove this was a plainly just war, a patriotic war in defence of the homeland and freedom, a war forced on Britain by imperial Germany’s “aggressively expansionist war aims”. British soldiers, according to Gove, went to war in 1914 to defend “the western liberal order”. Gove also argued that dramas such as Oh What a Lovely War and satires such as Blackadder enable left-wing myths to take hold, leading some people to denigrate the “patriotism, honour and courage” of those who fought and died for their country. Gove’s article provoked a barrage of angry responses, including one from Baldrick, Blackadder’s wily sidekick. One of the fiercest counter-attacks on the education secretary came from the left-wing journalist Seamus Milne in an article entitled “An imperial bloodbath that’s a warning, not a noble cause” (The Guardian, 9 January). Milne dismissed Gove’s claims about the war and its critics as “preposterous nonsense”. For Milne the 1914-18 bloodbath was not just a war: “It was a savage industrial slaughter perpetrated by a gang of predatory imperial powers, locked in a deadly struggle to capture and carve up territories, markets and resources”. Debates about the origins of wars have a habit of becoming highly politicized and very heated. The reason is that they cut to the core of a nation’s image of itself as well as its image of the enemy. The stories that nations tell about themselves, like epic poems, are filled with heroes and villains and stirring events. As Michael Howard, the eminent British military historian, noted: such stories sustain us in difficult times but they are “nursery history”. In Michael Gove’s simple view of the slide to war, the Germans were the villains and the British soldiers were the heroes. In Milne’s Marxist view, none of the imperial powers who embroiled Europe in the catastrophe of 1914 was innocent or peace-loving. Nationalist versions of history, whether British or German, French or Russian, Serbian or Austro-Hungarian, have one thing in common: they tend to be simplistic, selective, self-righteous, and self-serving. Nationalist movements always re-write history. A nation has been defined as a group of people united by hatred of their neighbours and a mistaken view of the past. “Getting its history wrong is part of being a nation”, observed Ernest Renan, the 19th-century French philosopher. The prevalence of stereotypes, inaccuracies, and distortions in nationalist historiography is not accidental; it is in the nature of the beast. Patriotic history is by definition partial and partisan history. It is driven not by an objective search for truth but by a political agenda, and most commonly by the desire to rally all segments of society behind the ruling party and to present a positive image of the nation to the outside world. Historians who challenge the reigning orthodoxy about the past frequently arouse the ire of the political establishment of the day. “Historians are dangerous people”, thundered Soviet leader Nikita Khrushchev, “they are capable of upsetting everything”. And long may they continue to do so! For the task of the historian is not to buttress nationalist narratives but to subject the claims of both sides to rigorous scrutiny in the light of all the available evidence and to discard those notions, however deeply cherished, that do not stand up to such scrutiny. Indeed, it is the duty of the historian to hold a mirror to society, to convey uncomfortable home truths, and to speak truth to power. From an educational point of view, the subversive role of history is thus of supreme importance. As a student of Israel's past I am no stranger to controversy and I know only too well how prickly politicians can get when their pet notions about the past are subjected to close empirical interrogation.

So here we are, with a few more sections, where you may find little more respite from paying your income tax this financial year. These sections are up and above the one lakh limit of section 80C.
80D: The premium, which you pay for medical insurance policy for self and family members to protect them from medical expenses, comes under section 80D. The maximum amount allowed for exemption annually for self, spouse and dependent children are Rs. 15,000. This also includes payment on account of preventive health check-up subject to a cap of Rs.5,000 but within the overall ceiling mentioned above. In case a policy is taken on the life of senior citizen the additional deduction of Rs.5,000 is available.
80DD: For the medical treatment of a differently abled person, you can avail exemption under the section 80DD. Here, the dependent should be none other than your spouse, children, parents or sibling. If the person is suffering from 40 per cent of any disability, a fixed sum of Rs. 50,000 can be claimed in a year. Similarly, if the disability is 80 per cent, the fixed sum goes up to Rs. 1,00,000 per year. 80DDB: If you have incurred expenses for the medical treatment of self or your dependents, you can claim a deduction of up to Rs. 40,000 or the actual amount paid, whichever is less, under the section 80DDB. For a senior citizen, the maximum exempted amount is Rs. 60,000, or the amount actual. 80DDB tax deduction on medical treatment is not available for NRI taxpayers.
War is said to be too serious a business to be left to the soldiers. By the same token, military history is too serious to be left to the politicians. When politicians pontificate about the past it is rarely in the disinterested pursuit of a complex truth
I belong to a small group of scholars who in the late 1980s began to challenge the standard Zionist version of the Arab-Israeli conflict. Ilan Pappé and Benny Morris were the other leading members of this group though Morris radically revised his views following the outbreak of the second Palestinian intifada in 2000. Collectively we used to be called the revisionist Israeli historians or the “new historians”. Using official documents released under Israel’s liberal thirty-year rule, we re-examined many of the myths that have come to surround the birth of the state of Israel and its post-independence policies towards its neighbours. We assigned to Israel a far higher degree of responsibility than was generally accepted for causing, escalating, and perpetuating the Middle East conflict and we refuted the notion that all of Israel's wars have been defensive wars. Much in the same vein as Gove’s attack on leftwing academics, my colleagues and I were vilified as traitors who deliberately set out to deprive young Israelis of pride in their country and confidence in the justice of their cause. Loyalist historians, like Professor Anita Shapira of Tel Aviv University, lambasted us for our alleged pro-Palestinian bias, and regurgitated the conventional wisdom by portraying Israel as the wronged party, and as the innocent victim of Arab predators. Aharon Meged, a prominent novelist, went even further in an article in Ha’aretz, warning that we were leading our country towards collective suicide. Meged could at least claim poetic license but some of the wild charges against us ran the risk of giving paranoia a bad name. The debate quickly spilled from the academy into the public arena and initially it focused on 1948, on the conflict which Israelis call the “War of Independence”. Politicians were particularly troubled by the prospect that our interpretations of Israel's birth and early years would affect the teaching of history in Israeli high schools. The new historiography was seen as thoroughly subversive. Benny Morris, for example, drove a coach and horses through the Zionist claim that Israel was in no way responsible for the Nakba or the catastrophe, for turning over 700,000 Palestinians into refugees. only approved for higher studies, which means fulltime graduate or postgraduate courses in engineering, management or applied sciences, pure sciences including mathematics or statistics, pursued after completing the senior secondary examination or equivalent. responsibility for solving it, a responsibility that Israel continues to deny to this day. Ilan Pappé demonstrated that Britain's aim, in the twilight of the Palestine mandate, was to abort the birth of a Palestinian state not, as Zionist historiography maintained, to prevent the birth of Jewish state. Another tenet of Zionist historiography was that the seven regular Arab armies that invaded Palestine in May 1948 did so with the united aim of strangling the infant Jewish state at birth and throwing the Jews into the sea. Our research revealed that the Arab rulers who made up this ramshackle coalition in 1948 were deeply divided among themselves and that one of them, King Abdullah of Jordan, was in fact in cahoots with the Jews against the Palestinians. This was the thesis I advanced in my 1988 book Collusion across the Jordan. Abdullah and the Zionist leaders, I argued, conspired to divide up Palestine between themselves at the expense of the Palestinian national movement which laid a claim to the whole of Palestine. Another cherished notion in the collective memory was that of a heroic struggle against overwhelming odds of the few against the many. We did not deny the courage or bravery of the Jewish fighters but we did point out that, in the Palestine theatre, they outnumbered all the Arab fighters, regular and irregular, put together and that their ultimate victory was not a miracle but the result of the military balance. We also differed from the orthodox historians on the reasons for the persistence of the political deadlock after the guns fell silent. They claimed that Israel's leaders whole-heartedly strove for peace but there was no one to talk to on the other side. We demonstrated that on the other side there were pragmatic rulers eager to negotiate but that Israel's leaders were inflexible, rejecting any territorial compromise and denying the right of return of the Palestinian refugees. Our conclusion was that the quest for peace in the Middle East was frustrated more by Israeli than by Arab intransigence. Another sacred cow was slaughtered. The cumulative effect of all our books was to undermine the popular-heroic-moralistic version of the first Arab-Israeli war which was taught in Israeli schools. The new history was a history that made a difference. What a decade earlier would have been dismissed as dangerous radicalism began to infiltrate into the intellectual mainstream. Our leftwing friends even started to tease us for having morphed from Young Turks into old jerks. But the political establishment remained adamant in rejecting the new interpretations. In the run up to the elections of 2001, Ariel Sharon, the leader of the right-wing Likud party, was asked what changes he thought the education system needed. He replied: “I would like them to study the history of the people of Israel and the land of Israel…the children must be taught Jewish-Zionist values, and the ‘new historians’ must not be taught”. In most contexts, as in the British and Israeli ones, patriotic pride does not make for good history. The real value in studying history lies not in garnering evidence for conflicting nationalist narratives but in gaining a detached and unblinkered view of the past, and especially of the origins of wars. War is said to be too serious a business to be left to the soldiers. By the same token, military history is too serious a business to be left to the politicians. When politicians pontificate about the past it is rarely in the disinterested pursuit of a complex truth and more often in order to score party political points. And when politicians invoke the “lessons of history” they usually have a hidden or not so hidden political agenda. People in power who assume the heavy responsibility of taking their country to war almost invariably claim that they had no choice. But in most cases the notion of TINA – there is no alternative – is false. Like patriotism, it can be the last refuge of the scoundrel. Your taxable income would reduce by Rs. 50,000 or Rs. 1 lakh depending on your disability. 80U tax deduction on disability is not available for NRIs. 80CCG: The Finance Act 2012 introduced a new Section 80CCG to offer 50 per cent tax break to new investors who invest up to Rs. 50,000 and whose income is less than Rs. 12 lakh. oney isn’t just a piece of paper. It is a medium of exchange. We save money because we cannot predict the future. There is no loss in saving money, rather it prevents us from overpaying for things, allows us to take advantage of buying goods and even helps support our kid’s education. Money can do a lot of things for us. When something goes wrong, in case of accidents, unforeseen repairs or damage to property that is when we need to rely on the money that we have been able to save. Despite this, there are many of us who face problems of saving money. Why are we unable to save money? One way of getting round to saving money is if we aim to buy something in future. So, start planning now, pick a goal, and make a practical budget for future needs. If you try to follow this, you will find it easier to handle the future or face any financial emergencies.
HOW CAN STUDENTS SAVE MONEY? As a student in high school and may be even right after you graduate, you are going to be on a tight budget. Here are some ideas that you can try to save money: 1. Many students are tempted to buy now and pay later. What we call “bhaki” (in nagamese) is often practiced by school and college students. Spending on unnecessary things or on impulse can come back later to bite you. Stop buying, if you find that you can’t charge responsibly; keep away from that until you learn a little restraint. Make sure it is truly necessary before making a purchase. 2. Everyone has at least one bad habit - maybe you smoke, drink, party, buy expensive clothes or make unnecessary demands from parents. Whatever it might be, try to stop these bad habits. I think you will save lot of money, if you try to avoid bad habits. You’ll be surprised to know how much you end up saving. So, start now and save the money that is spent on harmful products and habits. 3. A student’s duty is first and foremost to study and help the family in your leisure time. During your student life there are also high chances of falling into bad company. Learn how to differentiate between good and bad company. Avoid friends who end up making your pocket empty by indulging in bad habits. Not only does it affect you but also your parents. I would like to share a fable about a grasshopper and ant, which we can all learn from. As the fable goes, once upon a time in a garden there lived an ant and a grasshopper who were very good friends. It was spring time and the grasshopper was having a lot of fun playing, singing, and dancing in the sun. But the ant was hardworking. The ant was collecting foodgrains and storing them in its house. The grasshopper did not understand why the ant was doing so and said “Hey” ant! Why don’t you come outside and play with me? The ant replied, “I cannot, I am storing food for the winter when there won’t be anything to eat”. The grasshopper only laughed at the ant and said, “Why are you worrying now? There is plenty of food” and continued to play, while the ant worked hard. When winter came, the grasshopper did not find a single grain of food to eat. It began to starve and feel very weak. The grasshopper did see how the hardworking ant had plenty of food to eat, and realized how foolish it had been not to save. The story above is very relevant for us. The moral of the story teaches us the importance of hard work and at the same time the importance of planning and saving for our future. Similar to the ant and grasshopper story, you may meet people like the grasshopper who try to convince you to forget your primary goal. Grasshoppers may persuade you to enjoy the money you have today, ignoring its importance for your future. From the story we learn that we must be smart like the ant who values the importance of preserving for the future. So, the next time you feel the urge to chew some ghutka or paan, smoke a cigarette or down a few shots of alcohol, remember that you have far more important goals in life which require you to save and spend wisely. After all, saving does not mean that you are undergoing a huge loss or your income is reducing. Rather, it is a boon in times of crises. Nothing in life is predictable. Saving money is an assurance that no matter what happens, no matter what fate has in store for us, we will be prepared and ready to take on the setbacks life may hand us. Detach yourself from the notion that spending a rupee or two will not make a difference. ‘Third Front agenda is to protect the Cong’
B h u B a n e s h wa r , FeBruary 11 (agencies): Continuing his series of attacks on the Third Front, BJP prime ministerial candidate Narendra Modi today took the battle to the backyard of another proponent of the political alliance, Biju Janata Dal chief and Odisha Chief Minister Naveen Patnaik by calling it an ill-conceived option. Not confining himself to attacks on the Third Front alone, Modi also invoked the late Biju Patnaik to appeal to Odiyas and mock the Odisha chief minister about the condition of the state. “Should we not create an Odisha that makes Biju babu happy? Yes we have to make such an Odisha. Uttam (Perfect) Odisha is the best tribute to him. If someone would be unhappy seeing the condition of the state of Odisha today it would be Biju babu,” Modi said while addressing a rally at Baramunda Ground in Bhubaneswar. Biju Patnaik is the father of Naveen Patnaik and also a former chief minister of the state. new DeLhi, FeB 11 (ians) India and China held their 17th round of border talks here Tuesday, stressing on peace and tranquility on their 4,000-km disputed boundary, and are set for their annual defence dialogue Feb 24. Special representatives - National Security Adviser Shivshankar Menon and Chinese State Councillor and top diplomat Yang Jiechi - met here over Monday and Tuesday for talks on the boundary question. The talks between both sides have crossed the first stage - on agreeing to settlement of the boundary question. The second stage talks - on the “framework for resolution of the boundary question” - has been continuing for the past eight years. After the “framework” question is resolved, both sides will proceed to the third stage of talks - on “demarcation on maps of any frame-
work agreement and a delineation on the ground”. “That is still sometime to go,” said external affairs ministry spokesperson Syed Akbaruddin at a briefing here. He said the second stage talks were on for the past eight years. “They are extremely complex, both are seriously working towards it (a framework)”. On Monday, officials of both sides held the fifth meeting of a consultation and coordination mechanism on India-China border affairs and reviewed recent developments, especially in the Western Sector. The mechanism - aimed at resolving day-to-day patrolling issues - was set up two years ago for improving communication and addressing on-the-ground issues on the border. MaLDa, FeBruary 11 (Pti): Eighteen people were killed on Tuesday and two others injured in separate accidents on NH-34 in Malda district. The highway has been closed after the accidents. Police said 16 people died when a speeding truck collided head-on with a car on NH-34 at Kaluadighi near Malda town, while two others were killed when their vegetable-laden pick-up van rammed into a stationary truck at Gajol in the district. Two others, who were injured, have been admitted to a local hospital. Fifteen men and a child were among those killed in the first accident which took place about 7.30am at Kaluadighi, police said. While 13 people died on the spot, three others died after being taken to Malda Medical College and Hospital, officials said. The victims were returning to their homes at Raiganj in neighbouring north Dinajpur district after attending a wedding reception at Sahapur near Malda town. The state government has declared Rs 2 lakh as compensation to the families of each of the 16 dead people in the accident, district magistrate Sarat Kumar Dwivedi said.

The bill proposes imprisonment and fine for those spreading hatred and discrimination against HIV patients. According to official information, a fine up to Rs.10,000 and two years’ imprisonment has been proposed as punishment for spreading hatred against people with HIV/AIDS.

Parliament disrupted for fifth day, Congress sacks six MPs
new DeLhi, FeBruary 11 (ians): Parliament was disrupted for the fifth straight day Tuesday, mainly over Telangana, forcing the adjournment of both houses for the day. The Congress, embarrassed by the rebellion by a section of its MPs, expelled six party members in the Lok Sabha who have been noisily protesting against the formation of Telangana. Congress sources identified them as Sabbam Hari, G.V. Harsha Kumar, V. Arun Kumar, L. Rajagopal, R. Sambasiva Rao and A. Sai Pratap. All six have been staging
vocal protests that have crippled the Lok Sabha. The scenes in both houses Tuesday were no different from the time parliament convened Feb 5 for one last time before the country heads for general elections. Kejriwal now targets Mukesh Ambani, Moily
new DeLhi, FeBruary 11 (ians): Delhi Chief Minister Arvind Kejriwal Tuesday ordered the city’s anti-corruption wing to file criminal cases against Reliance Industries chairman Mukesh Ambani and Petroleum Minister M. Veerappa Moily, among others, for allegedly creating artificial scarcity of natural gas and fixing prices. Also named were Moily’s predecessor in the oil ministry, Murli Deora, and former director general of hydrocarbons V.K. Sibal. Both Moily and Reliance Industries rubbished the allegation. “We should sympathise with his (Kejriwal’s) ignorance. He does not know how the government runs. Norms are followed. There is a system in fixing prices,” the minister said. Reliance Industries, terming Kejriwal’s decision “shocking”, termed the complaint and the allegations on the basis of which the Delhi government has taken such action “completely baseless and devoid of any merit or
substance whatsoever”. “We deny these irresponsible allegations and propose to resort to the available legal remedies to protect our reputation and preserve the pioneering efforts and investment made by Reliance so far,” a company statement said. Congress said it was not against any kind of inquiry but it should be within the constitutional jurisdiction and not based on political vendetta. The party ruled out Moily’s resignation. At a press conference Tuesday, Kejriwal said he had received complaints in this regard from some “eminent persons” who spoke about alleged collusion between some ministers and industrialists to create artificial shortage of gas and hike prices unnecessarily. “We have asked the AntiCorruption Bureau to file criminal cases against Murli Deora, Veerappa Moily, V.K. Sibal, Mukesh Ambani, Reliance Industries Ltd and others,” he said.
The Aam Admi Party (AAP) leader also demanded that the gas fields allocated to Reliance Industries in the Krishna-Godavari basin off the Andhra Pradesh coast be taken back and handed over to the staterun Oil and Natural Gas Corp. He said he would also raise the issue with Prime Minister Manmohan Singh and call for a further hike in gas prices from April 1 to be kept in abeyance -- after the company was allowed to charge a higher rate of around $4 per unit a couple of years ago. “The gas lobby has bribed both the Congress and the opposition parties. Why are they keeping quiet?” Kejriwal queried. He said if Reliance Industries was allowed to hike the prices from April 1, it will enjoy a bonanza of Rs.54,000 crore. The chief minister also maintained that it was within his rights to call for a probe. “The Delhi government says it (the matter) is under the purview of the Anti
Corruption Bureau or the Central Bureau of Investigation (CBI) as the pricing was decided in Delhi and complaint is filed here,” he said. “The complainants have mentioned that most of the offences, including the fixing of gas prices, were all done in Delhi. It affects the entire population of Delhi,” the chief minister added. Congress general secretary Ajay Maken told reporters here that the party was not against an inquiry. “The only two things should be clearly looked at first whether it is political vendetta and, secondly, is it within constitutional jurisdiction. We hope Delhi government would have taken care of these two parameters,” he said. He said that party also wants that every act of people who are in power should be examined and the guilty punished, adding it was why it brought the Right to Information Act, and now the Lokpal Act.

Thailand in political limbo, vote re-runs in April
bANGKoK, FebruAry 11 (reuterS): Thailand’s Election Commission said on Tuesday it would try to complete this month’s disrupted poll in late April, leaving the country facing another two-anda-half months in political limbo under a caretaker government with limited powers. Government Paralysed Much of normal government business has been paralysed since the protesters took over parts of Bangkok in November, and the drift has been compounded since Yingluck dissolved parliament in December and became head of a caretaker administration. The authority of a caretaker government to initiate new spending and political programmes is limited, and there is confusion in Bangkok about the constitutional powers of different branches of government. Highlighting the uncertainty, Election Commissioner Somchai had told Reuters earlier that there were doubts over the legality of restaging voting and the whole election might have to be voided and re-run. The drift and deadlock has also started to affect spending plans, raising con-
cerns that it could drag on the economy. The World Bank highlighted worries about delays to much-needed infrastructure policies, although it still sees the economy growing 4 percent this year - a more optimistic reading than Thailand’s central bank, which has slashed its growth forecast to 3 percent and warned it could be worse if the protests drag on. Yingluck’s Puea Thai Party is strong in the populous, rural regions of the north and northeast and helped win votes there in the 2011 general election with a subsidy programme that offered farmers a price way above the market for rice. However, that programme has run into funding problems and hundreds of thousands of farmers have been waiting months for payment from the state. Some are now protesting in Bangkok, although separately from the political demonstrations. In recent weeks, big banks have refused to extend bridging loans to help fund the programme, unconvinced the government has the authority to
seek them, while China has cancelled a government-togovernment rice deal due to a corruption probe. Finance Minister Kittirat Na Ranong said the farmers would get paid but appealed for time to arrange bank financing. “The government believes it could complete the rice loan in a few days’ time,” he told reporters ahead of a cabinet meeting. “We need to reassure financial institutions that the rice loan will not breach the law.” Under an interim administration the Election Commission is in charge of approving certain government spending from the central budget.
Rice Scheme Not Renewed After the cabinet meeting, Commerce Minister Niwatthamrong Bunsongphaisan said the cabinet had approved taking 712 million baht from the state budget to pay some farmers. “We expect the Election Commission will approve it very soon because it’s a problem for farmers,” he told reporters. But commissioner Somchai said the election body
does not have the authority to approve budgetary changes that may affect an incoming government, adding that banks dared not lend out money to the government. “Every single bank is afraid because they know if they lend to the government for its rice scheme they would be violating the constitution,” Somchai said. “What worries them even more is that their clients may panic and start withdrawing their savings from the bank.” Some form of rice-support scheme has existed in Thailand for decades, rolled over into successive crops under governments of all leanings. But that may end this month, adding to the anger of farmers. “We are just a caretaker government, which has no power to extend any policy. The rice-buying scheme will end automatically on February 28,” Varathep Rattanakorn, a minister in the prime minister’s office, told Reuters. KAthmANdu, FebruAry 11 (IANS): Chairman of Nepal’s interim election government Khil Raj Regmi Tuesday tendered his resignation from the post of Chief Justice of the Supreme Court and handed over power to newly-elected Prime Minister Sushil Koirala. Prior to holding elections for the Constituent Assembly, political parties in this Himalayan nation had, in May 2013, installed the Regmi-led government. After the successful holding of elections and formation of a new government under the leadership of Koirala, Regmi tendered his resignation as chief justice. He has at least two more months to serve as chief justice at the Supreme Court but he refused to join after the Nepal Bar Association, an umbrella organisation of Nepali lawyers, did not allow him into the apex court. The association was against the chief justice-led government ever since Regmi took over as the chairman of the interim election government. In an address to the nation, Regmi said he has already submitted his resignation letter to President Ram Baran Yadav. Regmi said he has already made up his mind not to return to judiciary after the new government took over. “Law cannot stop me from returning to judiciary... I listened to my inner soul and resigned,” Regmi said. Regmi is said to have changed his mind after consulting others who advised him against returning to judiciary. The Nepal Bar Association had, in fact, planned a meeting to chart out strategies in case Regmi returned to the apex court. In his speech, Regmi said he and his cabinet members were satisfied and felt proud to hand over the responsibility of governance to the newly-elected government. “It is the responsibility and a challenge for the political parties to promulgate a new constitution within a year... my soul will be at peace if the constitution is drafted,” he added. PeShAWAr, FebruAry 11 (AFP): A triple grenade attack on a cinema showing pornography in northwest Pakistan killed 11 people on Tuesday as government and Taliban negotiators met for a second round of peace talks. It was the second such attack within two weeks on a cinema in the city of Peshawar, which has been on the front line of Pakistan’s homegrown Islamist insurgency. The attack came as negotiators representing the Pakistani government and Taliban militants met for a second time as part of efforts to end the bloody seven-year insurgency. After the meeting in Islamabad the chief negotiator for the Taliban, hardline cleric Maulana Sami-ul-Haq, said the two sides had proposed a ceasefire “to make the atmosphere for talks more conducive”. Peshawar city police chief Mohammad Ijaz Ahmed said three
grenades were used in the attack and up to 80 people were in the Shama cinema at the time. The cinema is known for showing explicit erotic movies as well as regular films. The two-hour discussions in the eastern Chinese city of Nanjing marked a leap forward in official dialogue, sidestepping Beijing’s refusal to recognize the self-governing island’s sovereignty. No formal agreements were signed, with both sides saying just the fact that they could meet as equals marked a major step forward. “The holding of this meeting marks a new chapter in our relations,” Taiwanese envoy Wang Yu-chi told a news conference following the talks. Ma Xiaoguang, spokesman for Chinese delegation head Zhang Zhijun, said the establishment of a regular channel of communication between the sides was the most significant outcome of the discussions. “We bear a heavy responsibility. "I think short-pitched bowling can work against anyone," Siddle said. Batsman Ryder and fast bowler Bracewell were seen drinking in Auckland bars until around 3 a.m. on the first day of the test last Thursday. Bracewell arrived at Eden Park with a broken bone in his foot, the cause of which has not been explained. NZC head of operations Lindsay Crocker said the players accepted a charge of misconduct and were fined a confidential amount. Crocker said the larger consequence for the players may be the damage to their relationship with national coach Mike Hesson and selection manager Bruce Edgar. "The New Zealand selectors place great emphasis on qualities such as personal responsibility, trustworthiness and dependability and will continue to do so with our encouragement," Crocker said. "All players in conten-
tion for the Black Caps need to satisfy the selectors of their commitment to prepare conscientiously for international fixtures." LONDON, February 11 (reuters): Chelsea manager Jose Mourinho stoked up his war of words with Manuel Pellegrini on Monday by questioning the Manchester City manager's sums. Mourinho, who will have Fernando Torres fit to return at West Bromwich Albion on Tuesday after a three-week layoff with a knee problem but is again without John Terry due to a minor injury, took the mind games to a new level on the eve of the Premier League tussle at The Hawthorns. Chelsea went to the top of the table with a 3-0 win over Newcastle United on Saturday, one point ahead of Arsenal and two in front of City. Mourinho has said repeatedly that he views City's expensive squad as the title favourites but Pellegrini recently pointed out that it is Chelsea who have spent the most money in the last decade and also in last month's transfer window. "What I'd like to say is that the other day Pellegrini made some comments about the money we have spent," Mourinho told a news conference. "I think he's a fantastic coach who I respect a lot and on top of that he's an engineer," said the Portuguese, referring to the fact the City manager studied engineering at university. "I don't think an engineer needs a calculator to work out we sold Juan Mata for 37 million pounds last month and Kevin De Bruyne for 18 million. "That's 55 million pounds, more or less. We bought Nemanja Matic for 21 million and Mohamed Salah for 11 million. That's 55 million minus 32 million so Chelsea in this transfer window are at 23 million plus. "It's easy to understand that we are working with Financial Fair Play...there are no arguments against that." BARBED COMMENTS Mourinho, who often provokes and antagonises other managers with barbed comments and memorably said last week that "everything I say or do is mind games", hinted City were not operating within the same UEFA Financial Fair Play guidelines. "This is
what we are doing, others aren't doing the same," said the Chelsea manager. "We are building a team for the next decade if possible and City have a team to win now because they don't have a team for 10 years." Mourinho then turned his attentions to City's Ivory Coast midfielder Yaya Toure, who aimed an off-the-ball kick at Norwich City striker Ricky van Wolfswinkel in Saturday's 0-0 draw at Carrow Road. An FA video review panel decided against charging Toure on Monday but Mourinho, speaking before the verdict, was certain the midfielder should be punished. "(If he gets off) it means that it doesn't matter about the cameras, doesn't matter about the consequences, if the referee doesn't see it they can do it (but) normally the FA defends football and fair play," he said. For his part, Van Wolfswinkel said on Twitter: "Good to see Toure not getting suspended. Players like him belong on the pitch! What happens at Carrow Road stays at Carrow Road."

India's Olympic exile ends IOC revokes ban on IOA
NEW DELHI, FEbruAry 11 (PTI): More than a year after being shunted out of the Olympic movement due to tainted officials, India were on Tuesday welcomed back by the International Olympic Committee (IOC) within days of conducting a fresh election in the IOA. The IOC lifted the 14-month old ban on India after the Indian Olympic Association (IOA) barred charge-framed officials from its fresh election held on Sunday in which World Squash Federation chief and younger brother of

"The IOC has informed us through telephone that the ban on India has been lifted," newly-elected IOA secretary general Rajeev Mehta said. The decision comes after the IOC's three observers for the elections left Indian shores "satisfied with the IOA elections promising to submit a "favourable report to the IOC president". Jerome Poivey, IOC's head of institutional relations, event went on to state that the amended IOA constitution was one of the best in the world and it should be implemented fully.
