Half of Nagaland under darkness for 24 hours Kohima, august 12 (Pti): Almost the half of Nagaland, including the state capital Kohima, was reeling under darkness for 24 hours before power supply was restored this evening. Of the 11 districts of the state, power supply to five -- Kohima, Wokha, Phek, Kiphire and Tuensang -- had been affected on Friday due to collapse of a transmission pylon of Dimapur-Kohima 132 KV transmission line at 6th Mile in a petrol pump fire, a power department release said today. Though supply was restored on the same night using an alternative 132 KV transmission line through Imphal-KarongKohima line, it broke down again last evening resulting in the five districts experiencing black-outs. Finally, the supply was restored in those districts at around 6pm on Monday, power department sources said. Power supply in Dimapur has improved this morning but other districts had to bear with the power cut till the evening.
Govt adverts should be routed through IPR

Kohima, august 12 (DiPR): Nagaland Chief Secretary, Alemtemshi Jamir held a meeting with the AHoDs and some HODs on August 12 to streamline and centralize all government advertisement through the department of IPR. It was discussed that the department of IPR has to work out on modalities and cooperation with other departments. The Chief Secretary said that the advertisement system should not have double norms and that it should be a single window, adding that it would be good for the departments as well as the government. In this connection, he suggested that every government advertisement of flagship programmes and centrally sponsored schemes should be routed through IPR department for issue and payment of bills on behalf of the departments. He also said that a one window system of advertising should be evolved, which should have a mechanism based on a computerized cell. He stated that all press releases, government notice/circulars should be circulated by the IPR department through existing departmental website portals and mass ‘sms’ messaging facilities or be issued by IPR to newspapers for publication in the engagement columns.

Nagaland is home to a variety of medicinal aromatic plants, rare species of orchids, rich agricultural crops etc. However, rampant collection of these plants and deforestation has resulted in depletion of the state’s rich biodiversity. Additionally, lack of quality planting material has become a major constraint for overall development of the agro sector in Nagaland, where farmers have no choice but to resort to low quality planting materials which end up in catastrophe, as the full potential of the plants are not realized. Enormous funds are spent annually by government agencies and organizations dealing in land-based activities for procurement of tissue culture seedlings and plantlets from outside the state at exorbitant cost. In such a scenario, Tissue Culture can be a saviour to endangered species of plants, herbs and also to farmers, who will receive disease-free high quality planting materials.

Tissue Culture Laboratory The Tissue Culture Laboratory at 4th Mile Dimapur was established during 2001-02 by the Agriculture department for micropropagation of Sugarcane; however poor infrastructure, lack of trained man power, selection of crop etc prevented it from taking off. Ten years later, the department revived the laboratory during 2011-12. Additional Director, Department of Agriculture, Tekatoshi attributes the laboratory’s revival to DK Chetri, Senior Technical Officer, Tissue Culture Laboratory 4th Mile. “Under the initiative of Chetri, the tissue laboratory has been revived,” Tekatoshi attests. He, however, said that the laboratory is still in its infancy. DimaPuR, august 12 (mExN): The Naga Students’ Federation (NSF) has once again reminded JEE and NEET candidates to submit their educational documents for verification at the NSF office on or before August 20. The NSF in a press note issued by its Vice President and Secretary for Education informed that out of the 178 JEE and 123 NEET students who have been selected, only 84 JEE and 64 NEET students have turned up for verification so far. The NSF said that the verification process is being carried out to authenticate non Nagas using Naga
names, “who are trying to avail opportunities at the cost of genuine Naga Indigenous inhabitants.” It said that the purpose for such verification is to have better communication with the students, so as to extend all possible help. Sources said that police recovered the dead-body at around 7:00 am below Assamese Church in Para Medical colony after colony members informed that a bus had run over a passerby. The victim was identified as Yanpvüo Ngullie in his late 20s, s/o Ezupo Ngullie of Pangti village, Wokha district.

DimaPuR, august 12 (mExN): Dimapur experienced yet another explosion, less than a week after the August 7 blast at a jewellery workshop at Thakurbari, Marwari Patti. Unidentified assailants hurled an explosive device at a warehouse located at Marwari Patti at around 7:20 pm on Monday, August 12. The impact of the blast created a small crater, two to three inches deep and about a foot in diameter. No human casualty was reported as the warehouse was deserted at the time. The warehouse belonged to one Rhino Roadways Corporation. The motive could not be established but police suspect it to be a case of intimi-

dation. On the other hand, the proprietor told police that no threat or monetary demand was involved.
Meanwhile, the Deputy Commissioner, who was at the site, construed that it is unlikely that the blast could
be related to the Independence Day celebration on August 15, while adding that it is something of a totally different nature. The explosive is suspected to be a low intensity crude bomb, which was hurled from the road. It landed on a push-cart, destroying the cart and shattered a glass frame kept a few feet away. No traces of shrapnel were found but police said that the bomb squad will comb the site for any signs of clue. With regard to the August 7 blast, police said that investigators have got some leads but added that at the current stage of investigation, the credibility of the leads could not be stated for sure.
Currently, the Laboratory is working on standardization of tissue culture protocols for Sugarcane (CoJor-1 & Co-1108) and Bamboo (Bambusa Tulda). Mass culturing of Banana (Amrit sagar) is
also being carried out. However, the Laboratory faces regular constraints like irregular and fluctuating power and dearth of well trained manpower. At present the laboratory production capacity is 10,000 plantlets but with modest works, it can be upgraded to produce 1 lakh planting materials annually. With proper equipments and trained manpower, the infrastructure could comfortably produce 1 lakh plantlets annually. The Additional Director informed of demands for Bamboo plantlets and Orchids from both government and other agencies. Nagaland bamboo development agency during 2006 had endeavoured to expand the Bamboo area and targeted 50,000 ha to be completed by the 12th plan. Till date, only 50% of the area could be covered by use of vegetative propagation. However, the cost involved is high due to bulkiness of planting materials. Propagation through seed is not a viable option as the seed is not available freely and has poor germination ability. Moreover, some species cannot be propagated through seeds. Hence, the alternative is to use Tissue culture plants. However, this too needs to be procured from outside the state at exorbitant
rates. Tekatoshi admits that the cost of procuring tissue culture seedlings from outside incurs a lot of expenditure. Products/facilities of the Laboratory could be outsourced to other line departments and organizations such as Bamboo mission, Bio-resource Mission, Central Institute of Horticulture, KVKs, Department of Horticulture, Forest and interested NGOs. “We are planning to expand the Tissue Laboratory to some possible extent if the government is willing to provide fund,” Tekatoshi says. He also spoke about strengthening the existing laboratory, as demands have been incoming from NBDA and other departments on a large scale. Chetri suggests that the Government may initially focus on production of quality planting material in bamboo, medicinal and aromatic plants, orchids and high value horticultural crops. The Laboratory faces shortage of subject related experts as a many Biotechnology students resort to teaching after completing studies. Tekatoshi says that TissueCultureisagoodscope for local entrepreneurs having requisite knowledge in the field. He expressed optimism that, with sincere officers coming up, the Department would grow.

Democratic Alliance of Nagaland (DAN) III’s consensus candidate for the upcoming 51 Noksen A/C bye- election, CM Chang today received the NPF party ticket at the ticket distribution ceremony held in Kohima at the NPF central office. Bye-election to 51 Noksen Assembly Constituency under Tuensang district is scheduled for September 4. The ticket was jointly handed over to Chang by Naga People’s Front (NPF) President Dr. Shürhozelie Liezietsu; BJP state unit President, Dr. Chuba Ao and JDU state unit President, Mhonjan in the presence of Chief Minister, Neiphiu Rio and several other party leaders. Dr. Shürhozelie administered the oath of pledge to CM Chang. He further thanked the BJP and JDU for endorsing CM Chang as DAN consensus candidate for the ensuing polls. Shurhozelie appealed to party workers and leaders to remain sincere to the decision of the party and at the same time requested the party leaders of Tuensang District to remain faithful to the party principles. Rio also proposed formation of bye-election campaign committee to work out campaign strategy and to face the election in a systematic manner. He also called upon the party workers assigned to carry out election related campaign to adhere to the election model code of conduct. Rio said that although NCP has no prepoll alliance with DAN, it is presently supporting the government, and as such should also be invited to cooperate with DAN in this

In view of erratic power supply, there is huge demand for solar devices by individuals in Nagaland. Sharing his view to The Morung Express, New & Renewable Energy (NRE) director Er. T.S. Angami maintained that there is huge demand for solar devices especially solar lamp and solar home light in the state. He however, regretted that the department was not in position to meet the requirements due to limited fund. Out of 2200 applicants, the department could distribute 1300 solar devices (800 solar lamps and 500) to the individuals and but unfortunately it could not provide to 900 applicants this time due to limited fund. “The demand is still very high,” he said adding that it had received another 150 fresh applications. Stating that the government has completely cut off the funds to the department during the current state plan 2013-14, the director expressed worry as to how to meet the huge demand. At this rate, he said there would be no distribution of solar lamp and solar room light next year. The director said the distribution of solar devices at the
subsidized rate depend on availability of fund. In the meantime, he said that solar streetlights have been installed in Mokokchung district, some villages in Kohima, Zunheboto and Dimapur districts. He also stated that installation of solar streetlight numbering 164 will be completed within this week in Kohima village. In the meantime, he expressed dismay over the damage of some solar streetlights installed by the NRE department for Night Bazaar purpose from TCP Gate to Razhu Point and beyond. The director also expressed concern over some unauthorized people collecting money from the villagers/individuals for solar devices purpose. He reminded the individuals that they have to remit money to this office only and not through other routes. For solar street light purpose, it should come through proper channel solely authorized by the concerned village councils and colony panchayats. The Director also stated that the department will be installing 500 number of the main solar street lights (36 watts) in Kohima under solar city programme from Lerie to High School Junction. However, sanction is yet to come, he said.

‘Circle of Friends’ donates resting place to Chuchuyimpang village
In a noble gesture, a group of young men in Chuchuyimpang village built a resting place the village and donated it to the village. The resting place named as ‘Ti Semtu’ was formally inaugurated by the president of Mokokchung Chamber of Commerce & Industries (MCCI), Moasangba Jamir here today in the presence of Chuchuyimpang Village Council, Church and students’ union representatives. The MCCI president, Moasangba Jamir, who
hails from Chuchuyimpang village, highly praised the group of young men called ‘Circle of Friends’ for building the resting place at their own expense for the beautification of the village. He challenged the other groups and organizations in the village to emulate the good gesture of the ‘Circle of Friends’ and come forward and initiate such activities for the welfare and beauty of the village. While praising the different activities being undertaken at the village, Moasangba maintained that the village is being de-
veloped at a great pace because of the unity of the villagers and also because of the good leadership in the village council, VDB and the church. He challenged the villagers to be more united and work tirelessly since the General Conference of the Ao Student’s Conference (AKM) will be held in the village next year. Nonetheless, the MCCI president also lauded the different government department like Rural Development, PHE, Power, Roads & Bridges, Forest, Agriculture etc for their immense contributions in developing the village.
Moasangba also predicted that Chuchuyimpang village, which is located four kilometers away from Mokokchung town, will become a very important village since the population of Mokokchung town is increasing rapidly; therefore he asked the villagers to keep a vision and work for the future. A member from the ‘Circle of Friends’, Satemtoshi, while highlighting about the background of the group, said that there are eight members in the ‘Circle of Friends’. It was formed in the year 1998 simply to keep their friendship alive. In 1998, the eight of them collected Rs 100 each and kept it as their fund. Over the years, the fund increased and this year, they decided to build the resting place to beautify the village. Representatives from the village council, Chuchuyimpang Baptist Church and Chuchuyimpang Students Union also spoke at the programme. It may be noted here that Chuchuyimpang is one of the biggest and most developed villages in Mokokchung district. The village will be hosting the 66th General Conference in January 2013.

DiMAPuR, August 12 (MExn): NEZCC in association with the Centre for Cultural Resources and Training (CCRT), New Delhi conducted a 5-day workshop on ‘Creative Ac-
tivities’ for the school students from August 5 to 9 at the NEZCC Complex. Altogether 370 school students from various schools of Dimapur attended the workshop.
A press note issued by NEZCC Director, Som Kamei stated that the workshop was a grand success where the students learned various creative arts such as Folk Dances, Patriotic Songs in different Indian languages and various crafts including Terracotta during the period. The participants in the closing function expressed happiness and gratitude to the organizers for giving them such an exposure. The programme is part of the collaborative effort of NEZCC and other cultural organizations under the Ministry of Culture to promote and disseminate traditional cultural knowledge amongst the students’ community.

Gangte to contest from Outer Manipur Imphal, august 12 (ptI): Former Lok Sabha member and president of the Manipur unit of Trinamool Congress Kim Gangte will contest from the Outer Manipur Parliamentary constituency in the forthcoming elections next year, party's general secretary Th Inaocha said on Monday. Inaocha said All India Trinamool Congress Chief Mamata Banerjee has cleared Gangte's name. Gangte had represented the constituency once but she did not contest the last election. Inaocha said the party would also field candidate in the Inner Manipur Parliamentary constituency for which the name of the candidate would be announced in due course. Manipur has two parliamentary constituencies--Outer Manipur (hill areas) and Inner Manipur (valley areas).

Imphal, august 12 (NNN): The All Tribal Students Union, Manipur (ATSUM) has threatened to agitate from next month onwards if the state government does not implement its earlier assurance with regard to the filling up of vacant posts for Sceduled Tribe (ST) at Jawaharlal Nehru Institute of Medical Sciences (JNIMS) by August 31. According to ATSUM, on several occasions, it had submitted memorandums to the state government and on June 12, the chief minister himself had assured the students' body that it would take action on the former's demand. ATSUM said it had also apprised the Director of JNIMS and all the concerned tribal ministers and MLAs in this connection earlier. Numerous posts of ST category have been lying vacant, according to ATSUM. "The authority concerned had filled up few posts in each category of staff but majority of the posts meant for ST have not been filled up," pointed out ATSUM and asserted, "If the concerned authority is not competent enough to recruit staff, we the student body will recruit staff by ourselves."
Myanmar national arrested in Manipur
Imphal, august 12 (ptI): A team of Customs Preventive Force (CPF) has seized 3883 tablets, worth over Rs 34 lakhs, being smuggled into Manipur by a Myanmarese national at Moreh in Chandel district, the police said on Monday. The 46-year-old Myanmarese national, MG Win Men, has been arrested, the police said. Acting on a tip-off, the CPF personnel who were deployed at Moreh ward number three on Saturday to check people entering the town from neighbouring country, spotted the man moving around in a suspicious manner. After checking, the CPF personnel found 3883 tablets, known as 'World is Yours' tablets, used by party revellers, in his possession.

Two GJM leaders arrested in Darjeeling DarjeelINg, august 12 (IaNs): A vice president of the Gorkha Janmukti Morcha (GJM) and a leader of its women's wing were among those arrested as the indefinite shutdown in northern West Bengal's Darjeeling Hills continued for the 10th day Monday. An all party meeting convened by the GJM in Darjeeling and attended by eight parties including the BJP and some hillbased outfits - decided to come under one platform in support of Gorkhaland and said the hill development body, Gorkhaland Territorial Administration needed to be repealed "at an appropriate time". GJM vice president and elected GTA member Kalyan Dewan was picked up from Kalimpong town in connection with some old cases of rioting, damaging public property and putting up blockades, said Additional Superintendent of Police (Kalimpong) Songmit Lepcha. Geeta Chettri, leader of the GJM's Nari Morcha, was picked up from Darjeeling for her alleged involvement in some old cases, police
said. Two other GJM leaders, Samir Tirua and Sachin Tamang, were nabbed from Mirik in Kurseong, said Kurseong sub-divisional police officer Neema Lama. Around 220 GJM leaders and workers have been arrested from the three hill sub-divisions -- Darjeeling, Kalimpong and Kurseong -- of Darjeeling district in the ongoing crackdown by police and paramilitary forces since the party renewed its movement for a separate state of Gorkhaland and started the indefinite shutdown Aug 3. Armed with a Calcutta High Court order asking the state government to prevent forcible shutdowns, Chief Minister Mamata Banerjee Saturday had given a 72-hour deadline to the GJM to withdraw the shutdown or face "strong action". "The non receipt of response from the Government of India to the submission of the UNC dated July 15 for indicating the date for the next round (6th) of tripartite talk of the GoI, Government of Manipur and the Nagas on the demand for an 'alternative arrangement' outside the government of Manipur was taken up among other agenda in the meeting of the Presidential Council of the UNC held at Tahamzam (Senapati) on the 5th August, 2013," the UNC had said. The UNC had earlier stated that the delay in convening the 6th round of talk even after lapse of more than five months since the last talk and the non receipt
of any communication from the government of India to the request for indicating the date for the next round of talk reflects “insincerity and lack of seriousness of the government of India in taking forward the dialogue process that it has initiated, to its logical conclusion.” Therefore in protest against the attitude of the GoI, the UNC had decided that a 48-hour total bandh would be observed in Naga areas from the midnight of August 11 to midnight of August 13. guWahatI, august 12 (ageNcIes): A recent survey carried out by a Vadodara-based research centre stating that India has lost around 20 per cent of its languages in the past five decades just shows how much some indigenous languages have suffered because of urbanization. The present situation for some indigenous languages in the northeast is not that comforting as well. According to the 2010 Unesco list of endangered languages, Bodo, Dimasa, Hmar, Karbi, Mizo, Angami, Baitei, Deuri, Khasi, Kabui, Koch, Ao, Konyak, Metei and Mech fall under the 'vulnerable' and 'definitely endangered' categories. The survey on the Indian languages was carried out by Bhasha Research and Publication Centre and its findings show that the country in the early '60s had 1,100 languages out of which 220 have disap-

The lab, established at the Tripura High Court will provide court case related information. "From the CFL, automatic SMS alert would go to both lawyers and the litigant about the fate of the court case. If any lawyer or the petitioner remains absent on the day of trial, the SMS alert would go to all concerned," a law department official told IANS. Supreme Court judge Justice Madan B. Lokur, who was earlier the chief justice of the Gauhati High
Court, inaugurated the CFL on Sunday. "We want decentralisation of legal services across the country. It is difficult to control everything from Delhi. High courts in the states would look after the lower courts to dispose the pending cases in the quickest possible time," Lokur said. "A National Judicial Data Grid (NJDG) is being developed under the Supreme Court's supervision. All information about legal services, court cases and judicial actions would be available from the NJDG," Lokur said. The NJDG would be fully operational by January 2014. "So far, 13,000 judicial
officers, including judges, have been trained about the e-court system and to equip them with the ongoing modernisation of legal services. Several thousand judicial officers would be given training about this new system," Lokur said. To conduct an online trial, video conferencing systems are being expanded across the country, he said. "Under this system, any judge or lawyer sitting in the court can talk to the accused lodged in jails". Lokur first introduced the e-court programme in India when he was a judge in the Delhi High Court. He was a pioneer in introducing video conferencing systems be-
tween the Delhi High Court and Tihar jail in 2007. Of the 620 district courts in India, 140 have created their own websites to provide case related information, he said. "All e-court schemes would help judges take appropriate action for quick disposal of pending cases in various courts," he said. "With this new system of trial and administrative works, the litigants will be immensely benefited. It will save both time and money to get quick justice and prompt disposal of cases," Lokur added. The GJM, which had announced a day's relaxation on Independence Day, extended the relief till Aug 18. It will however go ahead with its scheduled programme of clamping a two-day "public curfew" in the region from Tuesday. "On 13 and 14 (Aug) there will be public curfew while the shutdown will be relaxed from 15th to 18," GJM chief Bimal Gurung said adding that the party will Friday decide on its future course of action in an all party meeting. "A resolution was taken in the all party meeting today (Monday) that there should be a 3-day relaxation from Aug 16-18. The GJM discussed it in the core committee meeting and supports the decision," he added. Life has been paralysed following an indefinite stir by the GJM pressing for a separate state of Gorkhaland.

sIlIgurI, august 12 (IaNs): Around 12,000 Buddhist monks and students living in pagodas and monasteries of northern West Bengal's Darjeeling hills face an impending food crisis with the pro-Gorkhaland GJM-sponsored shutdown continuing for the tenth day Monday. Already there is a food shortage in the monasteries and Buddhist educational institutions scattered across the three Darjeeling hill sub-divisions -- Darjeeling, Kalimpong and Kurseong. The Gorkha Janmukti Morcha (GJM) has announced that it would begin a public curfew (urging the people to remain indoors) from Tuesday. "The situation is grim. We will face a grave food crisis if normal life continues to be stalled for some more days," said Himalayan Buddhist Cultural Association general secretary Sonam Lundrup Lama. Between 12,000 to 15,000 Buddhist monks and religious students reside in the monasteries and
Buddhist schools situated in places like Ghoom, Dali, Pokhrebung, Sonada, Rimbik, Kurseong, Tindharia, Kalimpong and Labha of the three hill sub-divisions. Some of the well-known monasteries are Sakya Monastery (Ghoom), Druk Thubten Sangag Choling Monastery, Yiga-Choling Buddhist Monastery and Bhutia Busty Monastery. "There is some resentment against the shutdown. We are planning to make an appeal to the GJM for supply of food stocks. If need be, we will go to GJM president Bimal Gurung. We are keeping a watch on the situation," said Lama. The monks live frugally, and do not keep stocks that last long. "As per our religious practice, the monks and the bhikkhus live off alms and donations collected from disciples, going door to door. Pilgrims to the monasteries and pagodas also offer donations. "Due to the shutdown, no vehicles are plying. The monks are unable to go to the villages. The pilgrims are also unable to visit the monasteries," Lama said.

guWAHAtI, August 12 (PtI): Car maker Toyota Kirloskar Motor plans to expand its dealership network in the North East targetting “significant contribution” from this region even as its total sales in the country has fallen in recent months. The company, which is planning to set up an area office in Guwahati to boost sales in the region, will target smaller towns and open two more outlets by the end 2013. “The North Eastern market contributes 20 per cent of the total East market size, therefore making it a significant region for TKM. Right now we are focusing on expanding our dealer network in the North East with 9 dealer outlets by the end of 2013,” Toyota Kirloskar Motor (TKM) Deputy Managing Director and COO (Marketing and Commercial) Sandeep Singh told PTI. Out of that, Assam contributes the highest with an average of 81 per cent of the total North East sales of TKM. The company, which is a joint venture be-
tween Japanese auto giant Toyota and India’s Kirloskar group, currently has 7 dealerships in North East at Guwahati, Nagaon, Dibrugarh and Silchar in Assam; Shillong in Meghalaya; Dimapur in Nagaland and Itanagar in Arunachal Pradesh. Talking about growth expectation from the market, TKM Senior Vice President (Sales and Marketing) N Raja said: “We expect the North East market to further grow when the overall market revives. As of now, our focus is to expand our dealer network in the North East and we are expecting a significant contribution from this part of the region. “ At present, the company is in the process of establishing and stabilising its network in the region, he added. “Our dealer expansion plans are based on the market potential... We will continue to expand our network and this thrust will largely be in smaller towns and cities,” Raja said. He said currently the entire North East market is
being addressed out of the East Regional Office in Kolkata. “We do intend to establish an Area Office in Guwahati but nothing has been finalised yet,” Raja said. Besides, TKM is establishing a Regional Parts Centre in Kolkata to cater to the East and North East region to reduce the lead time for service parts supply to dealership, he said. Talking about the models that are driving the company’s growth in the North East, Raja said Innova, Etios, Liva and Fortuner have seen very good response in the region. “We have also seen a growing demand for premium vehicles like Camry and Land Cruiser. There is a clear preference for diesel over petrol variants in this region,” he added. TKM, however, has been witnessing its vehicle sales in the country going down in recent months. It had reported 20.99 per cent decline in domestic sales at 11,515 units in July. During June also, sales fell 25.10 per cent at 11,010 units.
Apple to unveil next iPhone on September 10
August 12 (ReuteRs): Apple Inc, the world’s largest technology company, is expected to present its redesigned iPhone in September, according to technology blog AllThingsD. The blog cited sources as saying that Apple will unveil its next smart phone at a special event on Sept 10. The company was not immediately available for comment. Apple’s iPhone launches are among the mostwatched events on the tech industry calendar. Reuters reported in June that Apple is exploring launching iPhones with bigger screens, as well as cheaper models in a range of colors, over the next year, according to several sources with knowledge of the matter. The new iPhone would hit store shelves in time for the crucial holiday season.

am presenting below an edited and translated version of the brief write up on the Tribal Hoho that was presented during the Phom People’s Council Executive council held on June 04, 2011 at Longleng. Tribal Hoho or Tribal Councils are the indigenous parliament of the Nagas. It is also referred to as ‘Shadow parliament’. The term shadow parliament means ‘parliament in waiting’ or ‘alternative parliament.’ This means that the Tribal Hoho can take the place of legislative assembly if an extra ordinary situation arises, when the state legislative assembly can no longer become functional. Naga Village Council, Naga Village Assembly (Village Citizens’ Council) and the Tribal Council evolved with the Naga society. They are like the trees or plants grown in Nagas’ own soil. But Modern Parliament and modern Legislative Assembly are like transplanted plants. They are like the plants brought from other place. Citizens’ Council/Village Assembly is called Senso Mungdang by Aos, Phoms call it Bühü Pangthai and other tribes have their own terminology While the members of the Village Council are selected representing each clan, all the male members who have been recruited to the morung automatically become the members of the Village Assembly or Citizens’ Council. This is still functioning in Naga villages. One will see democracy at its best when one attends the village assembly meeting. Naga village elders are fine orators! Nagas cannot recall a time when they have lived without Village Council and Village Assembly. But Nagas have been living without modern Parliament or modern legislative assemblies since time immemorial. Nagas are familiarizing with the modern legislative or modern democratic system of government only for the last five decades. Thus, it will be difficult for the Nagas to maintain their distinct identity without Village Council or Village Assembly. They are the bed rock of Naga identity. It may be understood that Tribal Hoho is the Parliament of Village Assemblies or Village Citizens’ Council in the modern sense of the term.
One demerit of the modern parliamentary democracy is that due to the present party or electoral politics, no government is confident enough to make long term plan and strategy for the development of their state. Because they are not certain if they will get the chance to rule next term; they are even unsure of completing their current term. Thus, they concentrate mostly on short term measures. One cannot blame the legislators for this state of affairs. The system itself is to be blamed. The movement spearheaded by the Naga Hoho or UNC in highlighting Naga cause; the movement launched by the Tribal Councils of the six eastern Naga tribes under the banner of ENPO demanding for a separate Frontier Nagaland, and the emergence of the Ao Senden as an effective tribal bodies during the recent months in demanding the construction of the foothill road are some of the examples of asserting the rights of the people through the tribal bodies. These examples are being cited just to substantiate that Tribal Hoho has the power to make or unmake Naga community. Nagas are fighting for their independence. Independence means self dependent or nondependence on others. It signifies self rule or self reliance. We may also interpret it as standing on one’s own feet. But if Nagas go by the present trend, it is observed that even after the achievement of Political Independence, Nagas may not be able to survive by themselves without the support from outside. Nagas may not be able to stand at their own feet. It is therefore, proposed that Tribal Hohos must take steps to build a self reliant Naga community. Even when political independence is not yet achieved, it is possible that Nagas can live independently without depending on others socially, culturally and economically. And this is possible if Naga Tribal Hohos make a concerted effort. It is also cautiously noted that when Tribal Hohos are free/independent bodies, its supporting units (federating units) are seen with chains. In other words, Tribal Hohos are Non Governmental Organisations but it is seen that in some
places Village Councils are acting as the federating units of the tribal Hohos. It must be noted that Village Council is a government body. It is directly under Deputy Commissioner. Therefore, it is suggested that, not the Village Council but Village Citizens’ Council or Village Assembly should be made the federating unit of the Tribal Hoho. The President of the Tribal Hoho must not be member of any political party. The President of the Village Assembly/ Citizens’ Council also must not be a member of any political party or even of the village council. And the Tribal Hoho and Village Assembly must see that the different departments of government, political parties, Village Council, VDB etc function in the interest of the citizens or the community. And the apex bodies of the community like Students’ organization, Women Hoho, Church Associations may extend cooperation and support to the Tribal Hoho. The tribal Hoho may take the help of financial expert or economist to prepare the blueprint for their community development. The Tribal Hoho can prepare budget according to the size and population of each of their federating unit. Tribal Hoho should not ask donation from any agency. If required they may borrow but should be repaid. Tribal Hoho can take loan for the development of their community but the loan should be paid back. This is call bitter bill. Quinine is bitter but it cures malaria patients. Similarly we may struggle for some time but its long term benefit will be self sufficient and developed Naga community. Like wise each tribe can develop their community like a nation. It is said that Narendra Modi strives to turn Gujarat into mini-Japan. Similarly, Naga Tribal Hoho can strive to build their land into a developed state by keeping long term plan. Not subsidy bound or salary dependent society, but self sustaining community it must become. It is not very difficult for a Tribal Hoho to develop a community of just one or two lakh population if proper plans and strategies are made. And if each Tribal Hoho take care of their respective

Like each Naga tribal Churches Association is having its own permanent headquarters, each Tribal Hoho can maintain its permanent headquarters or secretariat. Each Tribal Hoho may select or elect their Executives for a term of 5 years, who may continue for next term on re-selection or reelection. And a regular Tribal Hoho Secretariat staff may also be maintained. Tribal Hoho can work for the advancement of their community in the field of infrastructural development, education, literature, rural banking, mini industry, health, communication etc. at par with other advanced countries of the world. All these may be done with their own effort; it may be done in partnership with some Companies or government agencies. The Tribal Hoho can also function like a pressure group in giving pressure to the government for the development of their community. And all the Naga Tribal Hohos can come together under one umbrella which may be given any name that suits it. Just like the address given by the Indian president on Republic Day or the speech delivered by the Prime Minister during Independence day, the President of the Tribal Hoho can address their respective tribe on one of their important Days. For example on Phom Day by the Phoms, on Pochury Day by the Pochury tribe and so on. This speech must contain the guiding principle for their community living. It must contain the seed to forge their community ahead in all aspects of life. In this way instead of depending on the government, Tribal Hoho itself can function like a government. Instead of functioning like a tribe, each tribal community can function more like an independent country. It is noted with confidence that Nagas have the competence to materialize the above cited vision if they make a concerted effort.

Dimapur, august 12 (mExN): The Dimapur Sumi Baptist Church (DSBC) youth department has extended its support to ACAUT “on the issue of taxation”. A press release issued by the DSBC youth incharges stated, “Naga society has been bleeding long overdue and its silence by the people and

moN, august 12 (Dipr): Minister of Youth Resources & Sports and Labor & Employment, Merentoshi Jamir graced the Taekwondo demonstration show performed by Faith in Action as the Chief Guest on August 8 at Council Hall, Mon. Addressing the gathering the Chief Guest said that since the days of his grandfather N.I. Jamir’s service in the then NEFA, his family had a special concern for all round development of the Eastern Nagaland. He lauded the Mon district Taekwondo association for organizing the show and for giving him the platform to be the Chief Guest of the function. Applauding the excel-
lent demonstration, dancing and singing performed by talented youths, the Minister urged the participants to utilize their talent for the righteous and well being of the society. He also challenged the youths to participate in the national and international level. Merentoshi also briefed on the importance of martial art for the physical development of both the young and the old, and its discipline for guiding the youth in the right direction. The Minister was on a three days tour to the district and visited all the eight blocks namely Tobu, Chen, Angjangyang, Phomching, Aboi, Wakching, Mon and Tizit. Dimapur, august 12 (mExN): During a surprise raid on liquor shops at Blue Hills station and Bata Charali area on August 12, Dimapur excise personnel arrested 15 accused persons and booked them under NLTP Act. A release from the assistant commissioner of excise & prohibition Lanuwati Jamir informed that 527 assorted liquors were seized and deposited at the Excise Malkhana for destruction. Stating Prohibition Act is a
“people war in the truest of terms”, the excise personnel sought support of students’ bodies, village and ward councils, churches and other NGOs. The note informed that the district excise will continue to conduct such raids regularly, especially those selling in the “open market” and places of public institutions such as “schools, colleges, churches, offices”. Restaurants and lounges serving liquor will also be strictly monitored, it said.

Dimapur, august 12 (mExN): The concrete bridge over a stream between Darogajan village and Purana Bazaar is on the verge of total collapse due to damages caused by floodwaters following heavy rainfall. The rushing water has washed away the soil below the bridge, thereby sinking the surface of the road and also cracking the structure of the bridge. The stream has washed away portions of two main roads leading to Model Colony, Purana Bazaar and United Colony, Purana Bazaar ‘B’. It is reported that heavy and good-carrying vehicles are at present not able to cross the bridge. Leaders and Failure
N
ews commentator Walter Lippmann defined leaders as “the custodians of a nation's ideals, the beliefs it cherishes, of its permanent hopes, of the faith which makes a nation out of a mere aggregation of individuals.” People expect leaders to be grounded yet visionary and think wisely in order to lead them towards a shared future. Leaders are expected to listen to the people’s needs, transcend partisanship, and prevail over differences, to set aside their personal interests and to work for everyone’s common good. The ability to fulfill these expectations within a praxis is what makes a leader unique or distinguished. Often the dance of leadership is two steps forward, one step back. However, the distance between leadership and failure, the qualitative distinction between good leadership and bad leadership is shorter than what is actually perceived. Mark Sanborn identifies a number of warning signs on why leaders fail. For instance, he says that when leaders shift their focus, they suddenly start thinking small and begin to micro manage, inevitably, getting caught up in details better left to others. Consequently, the leaders can become petty becoming consumed with the trivial and unimportant, thereby losing sight of what’s important. Sanborn adds, “The laser-like focus that catapulted them to the top disappears, and they become distracted by the trappings of leadership, such as wealth and notoriety.” Effective communication is a central to leadership. The ability to communicate the vision and direction to the people and create a shared understanding strengthens a leader. However, when there is lack of focus, ambiguity about the present and future direction, it results in poor communication which often results in confusion and uncertainty among the people. Unfortunately, leaders tend to perceive this confusion as a lack of understanding or even lack of commitment on the part of the people, rather than taking responsibility for their poor communication skills. Honest, open and sincere communication is reflective of a leader’s integrity. Sandborn reminds us that when integrity ceases to be a leader's top priority, when ethics are compromised and rationalized as necessary for the "greater good," when achieving results becomes more important than the means to their achievement—that is the moment when a leader steps onto the slippery slope of failure. Sandborn adds, “Often such leaders see their followers as pawns, a mere means to an end, thus confusing manipulation with leadership.” Leaders are distinguished by their ability to discern and initiate reflective actions within the context of the common good. However, when leaders are paralyzed by the fear of failure, they are unable to take the necessary steps needed for the people’s well-being. They become entrapped by their past successes and are obsessed to do only the tried and proved. As a result, they may resist any innovation, or any attempt to think and act out of the box. Invariably, their focus shifts to self-preservation and maintaining the status quo rather than progressing towards achieving the vision. Today, the Naga public needs to discern and question whether our present leaders are the custodians of our ideals, beliefs and hopes. We need to ask our leaders whether they have shifted their focus and if they have become paralyzed with fear. We are required to ask if their sole purpose has been reduced to self-preservation, rather than taking risks towards realizing our aspirations. It is time for the Naga public to unite and critically question where our leaders are taking us.

India on the cusp of a battery-powered revolution
T
his week, the usually staid TIME magazine got poetic with this headline: "EV Market Gets Another Jolt, $5k Price Cut on Chevy Volt". It was just another bit of excitement in a stream of stories from the global electric car market, a stream that totally passed India by. Chevrolet's Volt hybrid had been stagnating. But the new model's $35,000 base price, down $5,000, should change that - and shake up the US car market a bit more. With tax credits, the Volt sedan is down to $27,500, or about Rs.17,00,000. This is not the story of an American car's pricetag. It's the story of the last frontier for mobility - from transportation, to mobile phones, tablets and laptops. That frontier is, of course, the battery. The battery is the reason we don't have more electric cars on the road. Or why we don't have any electric airplanes. Why our smartphones don't last a day on a charge. Why we don't all have James Bond style wristwatch phones. The battery isn't good enough, and it's not keeping pace with power demands of smartphones, or cars. Things began to change in 2012, with power-packed lithium batteries. Even before that, the iPad led the way with an eight-hour battery life, a big reason for its success. The 2013 MacBooks sport similar life on a charge - including the super-slim Air. Back to electric cars. The big stories of 2013 owe their success to the lithium-ion battery. The Nissan Leaf all-electric hatch packs into a 275 kg battery more power (24 AH) and range than the 600 kg lead-acid battery did in GM's 1997 EV1, and the Leaf costs half of what the EV1 did, after adjusting for inflation. Tesla's Model S, the "world's first premium electric sedan", is a full-size sports sedan whose electric motor pumps out 420 horsepower, and the battery pack gives it an impressive range of over 420 km. It hits 210 kph, going from 0 to 100 kph in 4.5 seconds. In May this year, the Swiss "Solar Impulse" set a new record for an electric aeroplane, flying 1,500 km on solar power alone. With the wingspan of a 747, the carbon-fibre-body aircraft weighs little more than a sedan, and uses four 10 hp electric motors, driven by solar cells and lithium batteries. Meanwhile, everyone complains about their smartphone batteries. I have to agree with them. In the past three months I've used half a dozen new phones, including the iPhone 5, the HTC One, and BlackBerry's three new BB10 models - and they all struggle to make it through a day of charge when running apps like FaceBook. The bigger struggle is for phone designers: powering bigger displays, always-on data-hungry apps, rich media, in slimmer bodies and batteries. But we're seeing a turning point, with lithium batteries gradually making practical cars, one aircraft, and all-daycharge tablets and laptops. We're on the cusp of a battery-powered revolution. any in the opposition contend that the food security bill tabled in parliament earlier this week will be ineffective and that is nothing but another colossal waste of the taxpayers' money. While focussing on the political exigencies of the UPA may reflect the opposition's lack of imagination, the government would be well advised to heed to the criticism offered by some of the more respected activists and academics in the country. There are several lacunae in the bill, and these must be filled if the targeted beneficiaries are to profit from the landmark measure. However, even if one agrees that the bill could be stronger, there are several worthy reasons why we should support it and not stand against it. First, the bill will make governments and political parties more accountable. The provisions under this legislation legalise entitlements. Governments will be held responsible if they don't deliver. The bill will make it mandatory for them to provide food security directly to those who cannot access it for reasons beyond their control. Thus, it will serve to empower the citizens of India, who will be able to demand food security from their government as a right that is assured to them through this bill. In 2010, the UN special rapporteur on the right to food noted that "making the right to food a constitutional right ensures its permanency in a country's legal framework and detracts it from the political realm and possible changing political environments". In India's case, the right to food bill will be especially powerful because power relations will be less critical in determining access to food. Indeed, it may contribute towards weakening the feudal na-

ture of Indian society. In a world where food price volatility has become a norm, such laws can also insulate (to some degree) households from slipping into poverty and provide a cushion for those who are already very poor. Second, the bill will make food security an issue of vital political concern. Despite its acknowledged importance, food security has never been a mainstream electoral issue. Failure to deliver now will have important consequences for electability. This bill will compel national and regional parties to take this issue more seriously. Also, even if the bill (in its present form) does not ensure nutritional security (because it primarily addresses the foodgrain component of nutrition security), it will still enable activists and other stakeholders to steer the debate in the right direction on what we need to do to tackle the shocking malnutrition rates in India. Third, the bill will make food security a priority for all states and expedite search for novel solutions to solve this challenge. States such as Tamil Nadu, Chhattisgarh, and Andhra Pradesh have successfully implemented their own food distribution systems, while many others continue to struggle. This bill can
provide the necessary impetus to states that have fallen behind to learn from the leaders, many of whom have deployed innovative measures (such as transferring ownership of fair price shops to locally elected bodies) to tackle implementation and structural weaknesses in current delivery systems. The laggard states can work with the centre to integrate existing schemes with the new bill. In cases where capacity is weak (which hinders delivery of all essential public services), states must demand assistance from the centre so that they can deliver. This is a great opportunity to repair the country's public distribution system and reduce the costs of the food bill. The legal obligation to ensure food security will be a strong motivation for every state to find new methods to improve their own systems. The use of technology offers much hope, especially in reducing corruption and leakages, targeting beneficiaries, and tracking results. Mobile phones and the internet are becoming more ubiquitous in India. This coupled with the introduction of schemes such as Aadhaar will improve the efficiency in the public delivery systems. Fourth, the right to food facilitates the achievement of other critical human rights, including education, livelihood,

and health. Hungry and malnourished children cannot excel in school, and this bill will complement the existing midday meal schemes. Similarly, a hungry workforce cannot be productive. Also, under the food security bill, pregnant and lactating mothers are entitled to an allowance of 6,000 rupees (about 100 USD). Thus, maternal and child health in India too are likely to improve as a result. Critics argue that the food bill alone will not improve health unless we are able to fill the gaps in access to clean drinking water and sanitation facilities. This is true. However, the food bill is not a stand-alone policy. For example, the drinking water and sanitation ministry started the Nirmal Bharat Abhiyan (NBA) to make the country free of open defecation by 2022. The health ministry recently introduced a new Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCH+A) strategy to accelerate progress in women's and children's health. Viewed from this lens, it should be evident that food security must be considered not in isolation, but in a framework where essential human rights are inter-locked with each other. Fifth, the fiscal burden issue is being misrepresented. There is no doubt that the food security bill will result in additional expenditure for the government, but this cannot be justification enough for rejecting the bill. So, let us think carefully before we dismiss the food security bill as an empty promise. We have a better chance of reaching the finish line with the food security bill in place than without. Food security will only be realized gradually, and we must be patient even whilst keeping the political establishment true to its commitment.

his week, India's ruling United Progressive Alliance coalition decided to create Telangana - a new state that will be formed out of the existing state of Andhra Pradesh. National and social media have been abuzz with the issue, keeping the country "informed" of parliamentary developments through minute-by-minute live feeds. Neena Jamir, the proprietress, started her business way back in the year 2004 with her first store ‘Nan’s Viand’ in Khermahal, Dimapur. Known to her friends as ‘Nans’ during her school days, the store has been named after her pet name. According to her, “The taste of what Nagas are eating these days have changed dramatically in many ways. At first it was Indian made sausages brought from Guwahati but now it’s a vast array of imported beverages, spices, sauces, noodles, cookies, tea, cocoa, milk products etc. A lot of foreign products are incorporated with traditional food and the demand for imported food has increased”. She observed that Naga women are very fond of cooking and are experimental, “they love cooking Korean and Thai food especially, and so taking this into consideration I stocked my store with ingredients to make these dishes and they are selling like hot cakes”. Neena was one of the first entrepreneurs to introduce varieties of imported frozen foods in Nagaland. She opined that the demand for imported brands of ready to eat canned and packet food items as well as various snacks, juices and candies have significantly increased over the years. Besides selling imported food products, Neena does her bit in providing a platform for

Many items like Mexican pepper pickle, Italian olive oil, American dry fruits and candies, popular Korean seaweed and noodles, Thai sauces, dry herbs, spices and varieties of green tea have found their way into our kitchen cabinet and refrigerator. At Kiwi Store located in Jail colony Kohima where foreign assorted food items are the main items sold, sales persons stated that imported food item are on great demand and the sale is always good. They are of the view that consumers are willing to try new products and fast food is becoming more popular with the younger population. Though the products are heavy on her purse, she says she does not want to compromise with the quality and health benefits. However, in spite of the rapidly growing demand for imported food items, indigenous Naga food items are still equally in demand. Moreover, the boom in the food industry has encouraged entrepreneurs to become a part of it and it can be seen that many young people are being employed as salespersons and managers thus creating employment opportunities. Especially encouraging women entrepreneurs to take up this line of business, Neena’s advise is, “Never give up and never feel shy to work because work itself is dignity”.

There are bad memories left. These memories are so fresh in the minds of the Telanganites that they do not want to be at the mercy of their brethren in Andhra. Chief minister Burugula Ramakrishna Rao, in spite of opposing the merger, however conceded to the decision taken by the Congress High Command and did not oppose the merger of Andhra and Telangana. Is it not a classic happenstance that the same Andhra and Telangana are being separated now through another difficult decision of the Congress High Command in spite of the misgivings of present Chief Minister Kiran Kumar Reddy? Thus, as predicted by several leaders of the time, the alliance of Andhra and Telangana remained a union marked by distrust and aggression and as the coastal Andhra influx over the years inundated and overpowered the social, cultural and political fabric of Telangana, there were periodic pro-Telangana agitation in favor of separating. The most damaging in terms of casualties was perhaps the 1969 movement, when more than 300 people died for the Telangana cause; and the most recent one, which most of us know of, was in 2009, spearheaded by the Telangana Rashtra Samiti (TRS). Although it was TRS that was at the forefront of the latest movement, it is noteworthy that the final decision to demerge Andhra and Telangana was taken by the Congress Party, which in the first place, several decades ago, had played the matchmaker to this unholy matrimony.
What now? While the separation of Andhra and Telangana may make more sense in the light of the history of the region, it is questionable if historical retribution was the sole impetus behind the demerger initiated by Congress. People have pointed out political exigencies with the elections coming up and the Congress Party not otherwise faring too well in the southern state. This might provide a boost to the prospects of the ailing party at least in the Telangana region. Congress leaders from the other regions (coastal Andhra and Rayalseema), many of them with real estate and other lucrative business interests in Hyderabad, have strongly lobbied against a separate Telangana. They will no doubt continue to lobby for keeping the state united or at least keep the shared status of Hyderabad for longer (now it is proposed to be a shared capital for the next 10 years). It is also significant in this context that while the educated, rich and upper-caste voices from Seema Andhra regions have expressed their dissent against the separation of Telanagana, there are supporters of Telangana in the region from among the Dalits and other marginal communities, one example being the scholar activist Kati Padma Rao from Guntur (coastal Andhra). The Telanganaites, meanwhile, will strive to point out the centrality of the historical, cultural and geopolitical significance of Hyderabad city to their movement. For the ordinary people of Hyderabad city though - including the multitudes of young professionals from other states in India - life will go on as usual, probably even with the hope of better prospects if the absurdly inflated real-estate prices crash in the near future, as predicted by the pundits. Won’t allow forced migration: Chidambaram
New Delhi, August 12 (iANs): Three people have died in clashes in Jammu region, Finance Minister P. Chidambaram said Monday and added that the government would not allow any forced migration from the area. The minister told the Rajya Sabha that the situation in violence-hit Jammu region has been brought under control. Chidambaram said the time was not right for BJP leader Arun Jaitley to visit the area, and urged restraint from political leaders till the situation returns to normalcy. “Two Muslims and a Hindu have died in the clashes. All of us are Indians. Three Indian lives have been lost and that is a matter of great regret,” Chidambaram said. “We will not allow a repetition of 1990. We will not allow forced migration. We will not allow forced resettlement. Everybody will be protected in the area in which he or she lives,” he said. The exodus of Kashmiri pandits from the Valley started in 1990 soon after the outbreak of insurgency in the state. The minister said that arrests have been made and the situation was under control after the army took out a flag march in the evening of Aug 11. New Delhi, August 12 (iANs): The central government has sought a report from the Jammu and Kashmir government over the communal violence in Kishtwar town, Minister of State for Home Affairs R.P.N. Singh said Monday. “We are in constant touch with the Jammu and Kashmir government and are seeking a report from them,” Singh told reporters. He said the state government had been told to arrest all those involved in Friday’s violence in Kishtwar that claimed at least two lives “so that normalcy (returns) in Jammu and regions adjoining it”. Meanwhile, Parliamentary Affairs Minister Kamal Nath said the state government should explain the circumstances under which Bharatiya Janata Party leader Arun Jaitley was prevented from going to Kishtwar Sunday. “I do not know why he (Jaitley) went there,” he added. He added that it was unfortunate that the incident was getting politicised. “I would urge parties not to politicise the issue and work in harmony with the state government, which is working to resolve the matter and see that peace is restored,” he told a news channel.

New Delhi, August 12 (iANs): The violence in Jammu and Kashmir’s Kishtwar town is not just a communal clash but “a threat to India’s sovereignty”, Leader of Opposition in the Rajya Sabha Arun Jaitley said Monday. “It is not an inter-community disturbance. He asked the central government to clarify how prohibitory order can be used to stop someone from going to a state. “In that way, all BJP-ruled states would use Section 144 to stop Congress leaders from coming there,” he said. He slammed the state government for not acting to control the situation and then practising censorship. “What took place is unfortunate. New Delhi, August 12 (iANs): Hitherto unregulated, mushrooming day care centres and playschools across India would now be watched over by the government to ensure they maintain certain standards. The women and child development ministry has finalised a draft ‘Early Childhood Care and Education (ECCE) Policy’ which will not only make registration and accreditation of such centres mandatory but for the first time also spell out the kind of curriculum and learning tools children are provided with. As of now, there is no regulation in place to monitor the quality of service being provided at such facilities that have mushroomed across India. A senior official of the women and child development ministry told IANS that standards will also be laid down for the kind of play material, play
space and furniture to be provided at such facilities. The policy will also cover anganwadi centres. The policy will specify the minimum qualification required for employment at such centres. The standards would be valid across public and private service providers, the official said. This is for the first time the government would be addressing the educational and nurturing needs of children up to the age of six. India has 158.7 million children in this category, as per the 2011 Census. According to the draft policy, violation of norms would invite stringent penalties. “The draft policy has been finalised and would be presented before the union cabinet for its approval soon,” the official said. It will promote play-based, experiential and childfriendly provision for early education and all-round development, the draft says. The Right of Children to Free and Compulsory Education Act (RTE) which came into effect April 1, 2010, has also addressed early childhood care. Section 11 of the Act states that to prepare children above the age of three years for elementary education and to provide early childhood care and education for all children until they complete the age of six years, the appropriate government may make necessary ar-
rangement for providing free pre-school education. The draft if the policy states that it seeks to universalize the provision of ECCE for all children mainly through the Integrated Child Development Scheme in the public sector and through other services across sectors and providers regulated by quality standards. Special plans will be developed to reach the most marginalized groups which include children located in isolated and remote hamlets, tribal and dalit hamlets and slums. Children belonging to seasonal migrants, nomadic populations, construction and roadside workers will also be included. The implementation of the new policy will be reviewed every five years. Periodic appraisals will also be made to assess the progress of implementation and make midcourse corrections if and when required.
New Delhi, August 12 (AgeNcies): The government on Monday filed a review petition in the Supreme Court against its order disqualifying MPs and MLAs from the date that they are convicted. The apex court in far-reaching judgement on July 10 this year had struck down a provision in the electoral law that
protects a convicted lawmaker from disqualification on the ground of pendency of appeal in higher courts. In another judgement the court had said that those persons who were arrested would be debarred from contesting polls. However, those taken in preventive detention were excluded. The apex court had
said MPs, MLAs and MLCs would stand disqualified on the date of conviction. The court had also hit out at the Parliament saying that it had exceeded its powers by enacting the provision (Section 8(4) of the Representation of Peoples Act) that gave a convicted lawmaker the power to remain in office, The ground that
was given by political parties was that the appeals by the lawmakers against their conviction have been filed and pending. The bench of justices AK Patnaik and S J Mukhopadhaya had given this landmark judgement. The move by SC was seen as an attempt at decriminalisation of politics and hailed by certain quarters.
Parties oppose EC’s restriction in announcing freebies
New Delhi, August 12 (Pti): Major political parties barring the Bahujan Samaj Party on Monday opposed any restriction on them in announcing freebies in election manifestos, claiming that this was their prerogative. The Election Commission had convened a meeting of various national and regional political parties convened to seek their views on the issue of freebies offered by them in poll manifestos and framing of guidelines thereof. Representatives of five national and 23 regional parties attended Monday’s meeting and conveyed their respective party stands on the issue
of framing of guidelines on election manifestos by the poll body. Except for BSP, all major national political parties were unanimous in their views that there should be no restriction of any kind in regulating election manifestos. The BSP said that there should be a ban on announcing freebies by parties ahead of polls as they disturb the level-playing field as voters can be lured by such promises of allurements which may not be implemented later. Sources said among the regional parties, only two — Nagaland People’s Front (NPF) and Mizo National Front (MNF), are in favour of ban-
ning freebies and framing guidelines in this regard and all others are opposed to the move. Claiming that it is the right of parties to announce poll manifestos, the Congress, BJP and Left parties are on a common platform in opposing the Election Commission move in the wake of the Supreme Court judgement asking the Commission to frame guidelines on poll manifestos to regulate freebies. The EC wishes to formulate a clear policy on defining freebies announced by parties ahead of elections and has studied practices adopted by different nations in this regard.
India launches its first indigenous aircraft carrier
Kochi, August 12 (Pti): India on Monday launched its first indigenous aircraft carrier INS Vikrant, joining the elite club of nations with the capability of designing and building a warship in the over 35,000-tonne class. Defence Minister A.K. Antony’s wife Elizabeth launched the 37,500-tonne carrier at Kochi shipyard almost four-and-a-half years after its keel was laid by the minister. “It is a red-letter day for the entire nation and a proud moment for the country which has achieved self-reliance in the field of warship design and construction. Only a few advanced countries have capability to design and build such aircraft carriers,” he said in his speech on the occasion. Antony said this was an “important” first step towards a long journey in the area of warship building for the country. Other nations capable of designing and building a ship of equivalent size are the US, the UK, Russia and France. INS Vikrant’s launch will mark the end of the first phase of its construction and it will be now re— docked for outfitting and construction of superstructure. Antony said the Defence Ministry was ready to provide more support to the Cochin Shipyards Limited (CSL) provided it worked towards adhering to the timelines. Apart from domestic design and manufacturing work, it is the high-grade warship steel made by the Steel Authority of India which has been used for building the ship. The indigenous component in the warship would be approximately anywhere between 80 and 90% in floating department, up to 60% in movement and not more than 30% in fighting component of the carrier. The ship has been designed by Directorate of Naval Design. Its production work had commenced in November 2006.

Fresh Myanmar clashes signal growing desperation Sittwe, AuguSt 12 (ReuteRS): Attempts to bring stability to Myanmar’s strategic northwest Rakhine State could be unraveling after police opened fire on Rohingya Muslims for the third time in two months, reviving tensions in a region beset by religious violence last year. Villages outside the state capital Sittwe remain volatile after a dispute over custody of a dead Rohingya quickly escalated into a day of clashes on Friday in which police raked Rohingya crowds with gunfire, according to witnesses. The violence underscores the growing Rohingya desperation in the face of an increasingly unsparing police response. At least two people were killed and more than a dozen injured, locals said. The renewed tensions come despite government efforts to bring calm to Rakhine State, after two eruptions of communal violence with ethnic Rakhine Buddhists last year killed at least 192 people and left 140,000 homeless, mostly Rohingya. The battered corpse of the fisherman washed ashore at Ohntawgyi village after Friday morning prayers, triggering a day of clashes in which police raked crowds of Rohingya with gunfire. A military intelligence source in Sittwe put the toll at one dead and nine injured, while the state-run New Light of Myanmar newspaper said only three people had suffered “minor injuries”. Activists blamed the clashes on restrictive measures imposed after last year’s violence in the Buddhist-majority country. Apartheid-like policies have segregated Buddhists from Muslims, many of whom fester in primitive camps for internally displaced people (IDPs) with little hope of resettlement. A Reuters photographer and video journalist who visited the area said the situation remained tense as Tomas Ojea Quintana, U.N. special rapporteur on human rights in Myanmar, arrived in Sittwe on Monday. MAuMeRe, AuguSt 12 (AP): A volcano spewed more hot ash and lava on a tiny Indonesian island Monday after causing six deaths over the weekend. More than 500 Palua island residents who had earlier refused to leave the 3-kilometer (1.9-mile) exclusion zone around Mount Rokatenda have been evacuated to the neighboring island of Flores, said Mutiara Mauboi, an official at the command post. The bodies of two children who were among six people killed by lava as they slept early Saturday have not been
recovered. “There is no more searching for the victims. The main activity now is evacuation,” Mauboi said from her office in the town of Maumere. “All of the residents in eight villages on Palua have to be moved gradually.” The eruptions were smaller Monday but the potential danger was high because the volcano continues to release hot gas clouds, said government volcanologist Surono, who uses only one name like many Indonesians. Molten lava and ash have covered most of Palue, an island in East Nusa Tenggara
province with only a 4-kilometer radius. “Mount Rokatenda remains on high alert,” Surono said. “There has been no significant decline in activity.” About a quarter of Palua’s 12,000 people moved to Flores after the volcano began erupting last October, said Tini Thadeus, head of the local disaster agency, adding the government has agreed to build new houses for the displaced. During past eruptions dating to the 1930s, lava had typically flowed south, but this time it moved north toward the beaches where the victims slept, he said. Mount Rokatenda is one of 129 active volcanoes in Indonesia, an archipelago of more than 17,000 islands that’s home to 240 million people. The country is prone to earthquakes and volcanic activity because it sits along the Pacific “Ring of Fire,” a horseshoe-shaped series of fault lines. Hannah Gastonguay and her family will fly back home Sunday after taking their two small children and her father-inlaw and setting sail from San Diego for the tiny Pacific island nation of Kiribati in May. Weeks into their journey, the Gastonguays hit a series of storms that damaged their small boat, leaving them adrift for weeks, unable to make progress. They were eventually picked up by a Venezuelan fishing vessel, transferred to a Japanese cargo ship and taken to Chile. Their flights home were arranged by U.S. Embassy officials, Gastonguay said. The U.S. State Department declined to comment on Sunday. The months-long journey has been “pretty exciting” and a “little scary at certain points,” Gastonguay told The Associated Press by telephone. Norway PM turns secret cabbie in election drive OSLO, AuguSt 12 (ReuteRS): Norway’s prime minister worked secretly as a taxi driver in central Oslo for a day in June, leaving his passengers wondering whether their elected leader had quit the day job. Wearing a taxi driver’s uniform and sunglasses, Jens Stoltenberg drove passengers around the streets of the Norwegian capital for several hours, confirming his identity only after his passengers realised who he was. The stunt, dreamed up by an ad agency as part of Stoltenberg’s campaign for re-election, was filmed on hidden cameras. A video of the event was published on Sunday by daily newspaper VG and on the PM’s Facebook page. Stoltenberg told the newspaper he had wanted to hear people’s honest views on politics. “If there is one place where people say what they really mean about most things, it is in a taxi. Right from the gut,” he told VG. “So, you have begun driving a taxi,” deadpans one passenger after realising who his chauffeur is. “Have you quit as prime minister?” asks another. The prime minister’s passengers were in turn shocked, bemused and curious before their discussions turned to politics. Stoltenberg, who has led the Nordic country for the past eight years, confessed he was not used to driving as he usually sits at the back of his chauffeured car. At one point the prime minister gives the car an abrupt jolt, thinking he is pressing the clutch when in fact he is applying the automatic vehicle’s brake. “I am not really happy about the driving,” says one passenger. “I guess I will live,” says another. “Your driving is really bad,” says a third. Politicians in Norway and the other Nordic countries tend to be more accessible than their colleagues in other European countries. One can often bump into Stoltenberg, for instance, at the weekends walking in the woods surrounding Oslo. Shikhar Dhawan hits 2nd highest 50 overs score
PRETORIA, AugusT 12 (PTI): India's new batting sensation Shikhar Dhawan on Monday gave yet another exhibition of stunning strokeplay by smashing a blistering 248 off 150 balls against South Africa 'A', missing out on a world record feat by just 20 runs. 27-year-old Dhawan, who clobbered 30 boundaries and seven sixes in his superlative knock, became the second highest individual scorer in the history of List A games (limited overs matches) behind former England and Surrey batsman Alistair Brown. Brown had scored 268 for Surrey against Glamorgan at Oval back on July 19, 2002. If Dhawan's first 100 came off only 86 balls, the second hundred came off only 46 balls as he raced to his first List A double hundred in only 132 balls with a push off left-arm seamer Beuran Hendricks' bowling at the LC de Villiers Oval. During his rampaging knock, the stylish left-hander surpassed two of his illustrious senior teammates Sachin Tendulkar and Virender Sehwag, who had scored double centuries in one-day internationals which also qualify as List A games. On personal best of 220, Dhawan created a national record by surpassing Sehwag's best of 219 in an one-dayer against West Indies at Indore back in 2011. Just when it looked that he would eclipse the world record, he was caught by wicketkeeper Dane Vilas of Rusty Theron's bowling trying another slog shot. Dhawan added 285 runs in only 33.5 overs with his skipper Cheteshwar Pujara, who also scored a century. Such was his domination that out of his 162 out of his 248 runs came in only 37 scoring strokes. Dhawan made a memorable Test debut against Australia earlier this year with a brilliant 187 and has not looked back since then as he became the best batsman in India's victorious Champions Trophy campaign recently. MONTREAL, AugusT 12 (AP): Rafael Nadal beat Milos Raonic 6-2, 6-2 on Sunday in the Rogers Cup final, spoiling Raonic's bid to become the first Canadian winner in the event in 55 years. Robert Bedard, the last Canadian to win what was then called the Canadian Open in 1955, was in attendance to see Nadal claim his third Rogers Cup title. The Spanish star also won in 2005 and 2008. "To win here, I have to be playing my top level," Nadal said. "Very happy the way that I played almost every match in this tournament. Is very important for me, this title. Just very happy for everything." Raonic was the first Canadian since the now 81-year-old Bedard even to reach the final. "The tournament overall was a great thing," Raonic said. "There were a lot of situations that I'm very happy with the way I dealt with them, and there were a lot of learning experiences through it all.
"A lot of stepping stones that I need to do in my career happened this week, so that's great. The match, obviously I'm a little disappointed with myself. I would have hoped to deal with that situation a little bit better." Nadal, playing his first tournament since a first-round loss at Wimbledon in June, posted his eighth tournament win this year and the 58th of his career. On Saturday night in the semifinals, Nadal beat two-time defending champion Novak Djokovic 6-4, 3-6, 7-6 (2). "I did a lot of things well," Nadal said. "My return was huge this afternoon. It was her eighth WTA title of the year and the 54th of her career. She didn't drop a set all week and lost only 22 games, almost half that total against third-seed Agnieszka Radwanska in a semifinal that proved her only real test in this U.S. Open tuneup. With the absence of top-five players Maria Sharapova and Victoria Azarenka, and the early exit of Wimbledon champ Marion Bartoli, all because of injury, Williams faced few obstacles in her path to the title. "No tournament is ever easy, especially being in the position I am in," she said. "The tournament starts and they expect you to win. And the tournament is like, 'You're going to be in the final and after your semifinal I want you to do this, and you have to do this and this press.' Who knows if I'll even make it to the semifinals? It's a lot of pressure. It's not easy." Williams plays this week in Cincinnati and will be the defending champion at the U.S Open. Despite having lost only one match since March, a stunning early exit at Wimbledon, she says she can still improve. "For me it's always about constantly improving and never saying 'I did great and I can be satisfied,'" she said. "I did great (today), but what can I do better? What can I improve on? J-League looks to extend influence in SE Asia
sEOuL, Aug u sT 12(AP): The English Premier League has long dominated the popularity of international football in Southeast Asia. It's newest rival for regional audiences comes not from the major leagues of Spain or Italy, but from Japan. The J-League, established in 1993 and generally regarded as Asia's best domestic competition, does not have the history or the prestige of the big European leagues. But while English clubs like Manchester United and Liverpool often play a friendly in Bangkok or Kuala Lumpur every couple of years, the JLeague insists it is committed to developing football in Southeast Asia for the long-term and at a number of levels. Over the past two years, the J-League has signed separate partnership agreements with leagues in Thailand, Vietnam, Cambodia, Singapore and Myanmar, which involve the exchange of expertise on and off the field. nerships they form in Southeast Asia are unequal. In the past, local clubs have sometimes been reduced to becoming little more than merchandise sellers for the big teams. On the pitch it can be a similar story. In 2007, three of Thailand's top players famously joined Manchester City, then owned by the country's former Prime Minister Thaksin Shinawatra, yet none made it close to a Premier League appearance and soon departed. The J-League is good but not to the extent that it is a closed door for Southeast Asian talent. "In the near future, we hope that there will be many star Southeast Asian players playing in the J-League, which makes the J-League more visible and popular in the region," Nakanishi said. "This is a unique approach which the English Premier League does not have." Worawi Makudi, president of the Thailand Football Association, agrees that Japan has much to offer as a role model to follow for developing nations in Asia as it has come a long way in a short time.

Moyes loses cool over Rooney ‘exit’ reports
LONDON, AugusT 12 (AFP): Manchester United manager David Moyes lost his patience after being questioned about unsettled striker Wayne Rooney following his side's victory over Wigan Athletic in the Community Shield on Sunday. Rooney is reportedly unhappy at Old Trafford and has been the subject of two unsuccessful bids from Chelsea during the close season. He was left out of the squad due to a shoulder injury at Wembley, where Robin van Persie's brace gave United a 2-0 win, but Moyes said media reports about his training programme have been inaccurate. Rooney trained with United's reserves this week after hurting his shoulder in a behind-closed-doors friendly against Real Betis, but Moyes said that was at Rooney's request, rather than as a form of punishment. "Wayne has trained, and some of you might not like hearing this, but I didn't fall out with Wayne," Moyes told reporters during a terse post-game press conference. "Some of you wrote untruths. Wayne trained with the reserves because it was his asking. He couldn't have (physical) contact, he had a shoulder injury. "In case you don't know, we used him as a floating player, which means he doesn't play for either team, he plays between either team. "He played as a floating player so he didn't get injured. "I would call him from Prague and say How are you?. He'd go, 'You know, I'm in the absolute worst place you can be. I can sell magazines but not movie tickets'," Damon said. "I was like, 'It's going to be a long, long, long walk back up the hill.' But he knew he could do it because he's a writer, he's a director, he's incredibly talented," he added. PIttSFORD, AuguSt (AP): Equipped with a twoshot lead at the turn, still carrying a few scars from his PGA Championship collapse two years ago, Jason Dufner never showed signs of cracking. No one expected anything else from a player whose popularity comes from his flat-line personality. He merely waved to the gallery when he shot 63 in the second round to tie a major championship record. He didn't show much of a pulse Sunday as he matched scores with Jim Furyk at every hole on the back nine of Oak Hill. Only after Dufner tapped in for a bogey on the 18th hole to win the PGA Championship did he crack a smile, raise both arms and give a slight pump of the fist, saving all that emotion for a grand occasion. Dufner can't think of any other athlete who plays with so little emotion. "But those sports are a little more exciting — big plays in basketball, home runs in baseball, big plays in football. That will get you pumped up," he said. "For me, golf is a little bit more boring. I hit it in the fairway or I didn't. Usually I'm struggling with the putter, so there's not too much to get excited about with that."

Gatlin, who led the field at the half way stage, held off Jamaicans Nesta Carter, who was third in 9.95, Kemar Bailey-Cole, who got a very poor start, 9.98 and Nickel Ashmeade with identical time, for the silver medal in 9.85secs. The Jamaicans were going for the historic feat, but according to Bolt, it was always going to be hard with Gatlin in the final. “We knew it was going to be hard. We knew it was going to be hard work pushing each other,” said Bolt, who won the event in Berlin. “I know when it comes onto Championships he (Gatlin) is hard to beat.” Bolt, who is not the best starter, trailed Gatlin, but the American could not hold off the fast finishing Jamaica. Bolt is considered to be most dangerous in the last 50 metres and again he delivered in light showers, which started about an hour before the final.

NEW DELHI, AuguSt 12 (PtI): More than 250 sportspersons have flunked dope tests conducted by the National Anti-Doping Agency (NADA) in the last two years with powerlifters and weightlifters topping the drug offenders' list. Relying to a question in the Lok Sabha, Sports Minister Jitendra Singh stated that 279 sportspersons have returned positive for doping offence in the last two years. "The government and
the National Anti-Doping Agency are working towards dope free sports in the country in association with stakeholders to rid sports of this menace and create a clean and healthy environment for sports in India," the Minister stated. "The NADA is taking stringent measures against doping in sports by conducting in-competition dope tests on sportspersons. The government has repeatedly announced zero tolerance to violation
of the anti-doping regulation," he added. The Minister informed the house that NADA has conducted 9898 dope tests in the last three years. "During the period from 2009-2012, NADA has conducted numerous workshops, educational and awareness programmes about the prohibited substances and methods in sports across the country for sportspersons, young athletes, coaches and support staff," he said.
