The Nagaland Tribes Council (NTC) has reiterated its stand on the inclusion of the Rongmei tribe as indigenous to the State of Nagaland. The NTC, on May 13, organized a public rally at the Clock Tower here demanding the revocation of the July 23, 2012 Cabinet decision to recognize the tribe as indigenous to the State. The NTC charted out three resolutions at the rally, the first of which reiterated the NTC’s representations submitted to the Government of Nagaland “against the inclusion of Rongmeis as recognized Tribe in the state of Nagaland” and reaffirming to “pursue the matter spearheaded by NTC till the Notification is revoked in the larger interest of the people of Nagaland.” The second resolution denounced the July 23, 2012 State Cabinet decision recognizing the Rongmei as one of the tribes of Nagaland “entitling them all benefits of Scheduled tribe” in Nagaland State and termed the decision as an “anti people’s decision.” The third resolution demanded “total revocation of the State Govt Notification NO HOME/SCTA-6/ 2007 (PT-1) dated Kohima August 4, 2012 granting Rongmeis as one of the Naga Tribes,” with immediate effect. that failure to do so would compel the NTC to resort to “befitting action.” Speakers who addressed the rally likened the NTC demand to a preemptive move against the gradual usurping of constitutional rights and benefits enjoyed by the indigenous inhabitants of the State by people hailing from beyond the politically-demarcated boundary of Nagaland State. Terming the Rongmei as Nagas but not originally of Nagaland State, the speakers, however, maintained that the NTC is not against the Rongmei in general. New Delhi, May 13 (PTi): The CAG, CBI and CVC are not responsible for policy paralysis in the country, Vigilance Commissioner J.M. Garg said on Tuesday, rejecting criticism of the three agencies during the UPA-II government. Speaking on a summit on corporate frauds here, Garg blamed erosion of values and high ambitions among corporates to join the “billion-dollar club” by taking short cuts for corruption in the country and stressed on the need to strengthen the regulatory mechanism. “Three Cs — CAG, CBI and CVC — are representative together. People don’t invite us together. They are taken in the absolutely negative sense and people say that perhaps they are the ones causing policy paralysis in this country. This it is not so,” he said. Garg said the problem of corporate frauds which is taking place in almost all spheres including education, sports and financial sectors is very huge and there was a need for strengthening regulatory mechanism to check it. “When we look at the reasons, the first and foremost we find is that over a period of time say in last 50 years, the value system in the society has been eroded. And it is getting
reflected in our individual behaviour and corporate behaviour,” he said, addressing 8th annual summit on corporate frauds organised by industries body ASSOCHAM here. Referring to corruption, he said erosion of value has become an accepted norm of the society. “A corporate, which sets up a company or industrial unit ten years ago, now they want to join the billion-dollar club within a short span. Now this is the kind of ambition our people are having in the private sector. “If we give a good bye to the value system and badly short circuit the system by bribing the people to get maximum advantage and benefits, I think that is one of the reasons today why we find scams which are being unearthed,” he said. The Vigilance Commissioner also said that Enforcement Directorate (ED) was effecting only meagre recovery of stolen assets. “If somebody tries to look at the way fraud is being committed, ultimately the money is not recovered. Nobody knows where the money has gone. “And even ED under Prevention of Money Laundering Act (PMLA), the recovery which they are doing in stolen assets is very meagre as compared to the money which
is going out of the country, which is nothing but the illegal money,” Garg said. Garg said it is because of corruption through evasion of taxes that huge amount of money is going out of the country. The CVC has been promoting and asking everyone to have risk management system and better internal controls to plug loopholes. “The supervisory system has really gone out of control. It is very lax. Then we have problem of regulation. The regulatory mechanism itself in the country today needs to be strengthened,” Garg said. He said the country and its people need to attack the root cause of the frauds which is the change in the value system. Besides, Garg said there is a need to check rising financial inequality among people. “About 80 crore Indians live on less than USD two per day. This kind of inequality in the system is not only the responsibility of the governments, that is state government and central government, but it is the responsibility of all citizens and corporates. They have to play good roles....“If you don’t do that, let me caution you that you will find huge unrest in the country which you are already seeing (as to) what is happening in Middle East, African countries, South America and Europe, which we cannot afford in a democratic system,” he said. “Instead of exploiting each other, let us join each other for building this country and reducing its inequality gap,” he said seeking greater coordination among industrialists and public officials.

DiMaPUR, May 13 (MexN): The Naga National Council (NNC) has appealed to Naga people, “in the Homeland and abroad, to observe the Naga National Plebiscite Day on May 16, 2014, as we have been doing every year as our democratic right for sovereignty.” The NNC Information and Publicity Wing today stated that Naga people “must observe” the day “with prayer and dedication for the right Cause of Naga Freedom.” “This is the Day the Naga people should openly observe our democratic right conducted sixty three years ago in front of both the Governments of India and Myanmar,” it said. “Today some provinces in other country like Ukraine are conducting Plebiscite (Referendum) for their freedom of sovereignty. GUwahaTi, May 13 (MexN): The North East Regional Parties Front (NERPF) has “empowered” its Convener, Neiphiu Rio, to “take decision towards formation of a stable government in the centre.” It also resolved that Rio has “delivered yeoman service in the organization.” This was resolved in a meeting held in Guwahati on May 13 by the NERPF, chaired by Rio and attended by its affiliates. Secretary of NERPF, Abu Metha, informed that some of the parties which participated in the meeting were Assam Gana Parishad (AGP), United Democratic Party (UDP) from Meghalaya, Manipur People’s Party (MPP), Naga People’s Front (NPF), the People’s Party of Arunachal (PPA), the Mizo National Front (MNF), the Indigenous
People’s Font of Tripura (IPFT) and the Hill State Democratic Party (HSDP). The NERPF appreciated Rio’s “extensive campaign” conducted “throughout the region” (covering six states) which, according to the resolution, has “united the masses of the region in an emotional manner.” It, thus, endorsed Rio’s leadership and projected him as the “most recognized and tallest leader of the North Eastern region.” The Front also welcomed the National Peoples Party led by P.A. Sangma leadership for joining it on May 13, 2014. In his address Chief Adviser, AGP president and former chief minister of Assam, PK Mahanta, stated Abu Metha, assured “all possible help and assistance” of the AGP to strengthen the Front. He
highlighted the problems of “illegal immigrants” and influx of Bangladeshis into the region and also the opposition of the people towards transfer of land to Bangladesh. Convener of NERPF, Neiphiu Rio, extended appreciation to all affiliates of the Front for the “joint manner” in which the elections were fought and called for continuous unity and solidarity of the regional forces even after the election process is over. “We should learn how to co-exist and overcome and appreciate each other’s difficulties,” he said, adding that the Front needs to combine “our forces together and raise a common voice.” He reiterated his “full commitment” to work for the people of the region and said that he would leave no stone unturned to strengthen the Front.

New Delhi, May 13 (iaNS): A day after several exit polls predicted a BJP-led government in India, with only the margins of victory differing, party leaders said Tuesday they were confident of an easy win, perhaps crossing the 300 mark, and would not need allies. Party leaders and those close to the leadership told IANS that neither the Bharatiya Janata Party (BJP) nor its prime ministerial aspirant Narendra Modi were discussing government formation for now. But there was talk in the party about who would fill important ministerial posts or what would be the government’s policy priorities. “Right now there is no talk on government formation. Our priority is on the 16th (Friday). We are focusing on the counting (of votes),” BJP leader Mukhtar Abbas Naqvi told IANS. “Once the results come in, the party will

The BJP gave a 13-day government and later a six-year government from 1998 to 2004, both led by the now ailing Atal Bihari Vajpayee. Now, riding on what is widely seen as a “Modi wave”, the party appears set to return to power in the world’s largest democracy.

DiMaPUR, May 13 (MexN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has appealed to all organizations to refrain from demanding “forceful donations.” ACAUT Nagaland, in a press note, informed that it has received a “photocopy of a donation demand made to a food joint by a certain students’ union in Dimapur, which the Food Joint paid.” It stated that the “donation paper uses the word ‘willing contribution.’” It questioned the use of this terminology and asserted that ACAUT Nagaland is not just against the unabated taxations made by Naga Political Groups but also against “these kinds of taxation and forceful contributions by various organizations and
unions.” It called upon everyone, including the public, to cooperate and stated that “even if the taxations by the NPGs are streamlined, if there still exists these kinds of forceful donations, ACAUT Nagaland’s efforts will be null and void.” ACAUT Nagaland claimed that the said “donation paper” had the concerned organization’s Finance Secretary’s name, signature and phone number. “ACAUT Nagaland chooses not to embarrass that students’ union and its office bearers. Let this be served as a reminder to discontinue such practices,” it added. ACAUT Nagaland informed that people can reach out to it in order to obtain the photocopy of the ‘donation paper,’ for purposes of “confirmation and proof.”

He added that the report submitted in paper is very impressive and encouraged to show the report in the ground as well. Stressing on the importance of education, the DC said, “it is only through education, society can progress.” He asked the ed-

YouthNet and Oxford University to study financial literacy
KOHIMA, MAy 13 (MExN): As part of ‘Impact 5000 by 18’ Campaign, YouthNet is partnering with Said Business School, Oxford University to do a study on financial literacy and economic empowerment of students in Nagaland. ‘Impact 5000 by 18’ is a 5 year campaign in partnership with Department of Youth Resources and Sports, Government of Nagaland focusing on entrepreneurship and employment. Child and Youth Finance International (CYFI) which leads the world’s movement dedicated to enhancing the financial capabilities of children and youth stated in their rationale, ‘Children and youth are the future economic actors whose financial decisions will dictate the future of world economies. Providing young people with the economic and social environment to prosper and the competences (financial, social and livelihoods) to thrive have a meaningful impact on the lives of individuals and the communities in which they live.’ As a preliminary study, Anna Custers, a Ph.D Student from Said Business School interacted with youths from diverse backgrounds, learning about how young people in Nagaland grow up learning how to handle money. Mostly interacting with students in the Higher Secondary and College level, including government institutions, her emphasis was on how they go about managing their finances- whether people save or invest, and if they have to borrow money, where do they do that, etc. In this connection, she enlightened that, what she found so far is that education is highly valued here in Nagaland, more than she has seen anywhere else in India. She was also of the

opinion that, “education is very much supported from family and home; everyone is bright, and eloquent in English”. While with respect to pocket money, she said, “it is very clear that every family deals with money differently.” She also stayed with a few families and in hostels, while observing that people tend to be more open with you, that way. When it comes to how students make use of their pocket money, she said that most of them spend it on food, sweets, mobile top-ups, or save them to buy presents for birthdays or special occasions, as well as clothes. On the other hand, she said there are those who do not get pocket money but approach their parents for their needs such as clothes as and when they need it. She further observed that students had very little knowledge about banking and their own existing bank accounts, since most students’ bank accounts were opened only for the purpose of receiving scholarships. As far as saving money is concerned, she noticed that most of them save at home, rather than saving it in a bank. The doctorate student from Oxford University held it of great importance to know the value of money, where it comes from and that, it is not easy to earn. DIMApur, MAy 13 (MExN): Tetso College conducted a special one of a kind face-to-face informal interactive session with top IAS, IPS and IFS officers of Nagaland on May 13. The officers included Commissioner of Taxes Asangba Chuba Ao, (IAS); Samuel Changkija, (IFS); K. Thavasaleen, (IAS); and Imnalensa, (IPS). The session consisted of information related to their background, how they ended up trying for government service, preparation techniques for the NPSC and the UPSC, challenges they faced at work like corruption, pressure from politicians, pros and cons of working for the government and more. The session began with an introduction of the members by Samuel Changkija (IFS) who introduced himself as a pure indigenous Naga product since he studied from Class A to MSc(Botany) in Naga-

land without going outside the state for further studies. He dispelled the myth that one needed to study outside Nagaland to be successful by clearing both the NPSC in 2002 and UPSC in 2003. He spoke about having the dedication and belief in oneself to accomplish it. Asangba Chuba Ao (IAS), Commissioner of Taxes gave the keynote address where he stressed on the 3D’s – Determina-
tion, Dedication and Discipline. He stated, “Pursuing a career in the civil services needs to be done with the right reasons and responsibilities in mind”. According to him, the extent of change a person can bring about in society is immense and there does exist a certain prestige. The civil services provides exposure in fields ranging from medical, education, police, etc. in a way no other career can match. However, a key part of get-
ting into the civil services and also while being there was learning to say “no” to friends because you need to study and focus or say “no” when being asked to do something illegal. A powerpoint presentation detailing the basics of the civil service exams, its structure and content was presented by K Thavaseelan (IAS) who cleared the service in 2012. Originally trained as an engineer, he went on to IIM Ahmed-
abad for his MBA/PGDM, joined the corporate sector but eventually left it to join the IAS. He described the UPSC exam as a marathon race and not a sprint since the UPSC exam takes a year. Thavaseelan who is also a member of the Society for Social Services and mentors other IAS aspirants donated resource material to the students. Imnalensa (IPS) kicked off his session by highlighting his average academic
record. He was never a topper but secured either 2nd division or 3rd division until his post graduation when he decided to focus and finalised on what he really wanted to do. From that point onwards, he worked hard and cleared both the NPSC and eventually the UPSC exams as an IPS officer. He stated that his faith in God with hard work and determination was the reason why he was able to clear the exams. He also stressed upon the importance of pursuing one’s passion and dreams in order to succeed. The session concluded with a question hour where the resource persons fielded questions ranging from details of the UPSC and NPSC to tough questions like how they dealt with corruption and political pressure. Students also asked about the relative fairness of the NPSC and the rumours about having to pay money to secure an NPSC job.

Assam wants central forces in violence-hit BTAD
GUwAHATI, MAy 13 (PTI): The Assam government has sought 50 companies of central forces for providing security in troubled Bodoland Territorial Area Districts (BTAD) after results of Lok Sabha election are declared. “We have asked for 50 companies (100 personnel each) from the Home Ministry to maintain law and order in BTAD. Of them, 30 companies will be provided by the Centre,” Chief Minister Tarun Gogoi told a press conference in Guwahati on Tuesday. Ten companies will reach the state during the
day from West Bengal after completing poll duties, Mr. Gogoi said, adding that he has sought an action plan for future security in BTAD. “These central forces will eventually go back after the situation becomes normal. So, we have to develop a mechanism for providing security to the people of BTAD,” he said. The toll in the two-day attack since May 1 in Baksa and Kokrajhar districts of BTAD has gone up to 46.

Maram decorated traditional shawls released TA H A M Z A M ( S E NAPATI), MAy 13 (MExN): The Maram traditional decorated shawls - ‘Tahampai’ and ‘Tuchiipai’ - were released in a symbolic ceremony at the traditional Morung at Sagongbam by Maram Hoho President, K. Raisong, amidst the presence of eminent elders and village authorities associated with the shawl’s history. A press release from Pungdi P. Celestine, President, Maralui Karalimei Swijoikang (MKS) or the Maram Students Union, stated and informed that the blessing of the shawls was conducted by Rev. K. Daniel. Celestine stated that this was an endeavour to preserve, revive and further promote the shawls so that the present and the younger generations would adopt the traditional attires. The student president thanked the Maram Women Union for their tireless efforts in engineering the realization of the endeavour. “The attires besides fulfilling the basic needs of clothing are highly revered and worn only by men folks. In olden days, a

At the banks of Kuzhithurai River in Marthandam, there is a Lord Ayyappa temple. This temple is just by the side of National Highway 47 connecting Trivandrum with Nagercoil. This temple is known as either “Vettuvenni temple” or “Vedi sasthan Kovil” in the local language. The latter was so named due to the firecracker being burst at the temple as a mark of prayer to Lord Ayyappa. One summer, during my college days in South India, I, along with a few of my classmate friends, went to Marthandam to do our internship with an NGO known as Palmyra Workers Development Society. Every morning and evening, as we traveled to our workplace and returned home through the highway, a deafening noise of the bursting firework from the temple would

Education is a priceless possession in life, so it is also one of the fundamental rights. But we should not forget that with every fundamental right there is a fundamental duty. Students know that they cannot be detained in the same class and if improvement is needed they will be taught until and unless they get promoted to a higher class. So, since the year of im-
plementation of RTE (Right to Education) act students up to class 8 have been enjoying their rights. Implementation of RTE act is a respect to the students’ community and a great change in the history of education. But my question is how much have the students changed? Are they performing better? Have they become more responsible? Now, the problem is not about right to education but about the sincerity and the responsibility. Responsibility of a child is a reflection of his/her family and society. So, it is not only the teachers and the students but it is everyone in the society who is to be responsible. RTE act will be much more favorable to the places where the individuals are sincere and responsible but in places where the individuals are irresponsible and insincere, RTE Act may create a generation gap in education .As a whole the ultimate consequences will be big differences among people and among the states in all respects. What is the root cause of these differences? Is it the right to education, the act, the system of education, our living status, our mentality or any other nonharmonic situations? “To get Education is a right but to be successful is a responsibility”. Success is more important than education. So responsibility is more important than right. And I believe everybody in a society is reasonable enough to be responsive and responsible enough to be sincere.

stab our eardrums and greet us. As usual, one day as we were passing through the temple, I asked my South Indian friends why they had to burst so many firecracker in the temple. Their answer was that the god that was being worshipped by the devotees in that temple was in deep slumber, and so in order to wake him up and get his attention, the devotees had to burst several firecracker. Then only can prayers be offered. I don’t know whether or not their explanation was true, but I thought that was incredibly amusing. My surprise is far from over as I get to see and hear more and more of such incredible truths from our home front. It is not only in that temple alone that the sleeping god must be awakened. Even in our own state, certain opinionated bigwigs who enjoy the rank of demigods have intoxicated themselves with wealth and power that they have slipped into deep slumber in the temple of public office. It appears that in
order to wake up sleeping giants to their senses, a protest proportionate to the size of their insensitivity becomes indispensable. Is it not a contradiction for our leaders to wait for the voiceless to voice their concern when they have been appointed or elected to be the voice of the voiceless? Should every action be preceded by a protest? Where have our religious ethics and morality strayed away? Where have we lost our spiritual conscience? With the monsoon season knocking at the door, roads in Nagaland are going to offer their motorists another round of nightmarish ride. Lately after a series of public outcry against the authorities on the depleting condition of road in Dimapur, gladly its citizens are at the moment breathing a sigh of relief as they have now paved road to ride on. Thanks to the concerned Minister for waking up to the cry of the city. But how about other towns and villages? Don’t they deserve good roads? The roads in Naga-
land are not fit to be called roads, irrespective of whether they are national or state highways. These roads are not just sick; they are literally dying with no Good Samaritan around to attend to their distressed call. Having cried their hearts out to deaf ears, they have arrived at the end of the road. In a situation such as this, we either first resuscitate a dying lifeline or put ourselves on the line and walk into the jaw of certain death. In the face of no visible sign of a savior making its appearance, people gamble with life every day by putting themselves on the road. Of particular interest in this case is the near about 80 kms stretch of the lone national highly between Dimapur and Kohima. Every now and then one can spot vehicles, cars and trucks, old and new, without exception, stranded in the middle of the road. Drivers know best the ordeal of being left alone halfway through the road with a vehicle that has broken down. The rising number of motor accidents and death toll

his is a matter of law to be applied on every Non-Naga who seeks recognition and justice is to be done to all. There are many non-Nagas living together with the Nagas in Nagaland and many Nagas too are living in others’ land as domiciled citizens. There are many Nagas in U.S.A. who acquired citizenship of U.S.A. living in U.S.A. as individuals and not as a tribe. It is against the will of God not to recognize any one who is fit on every ground to be recognized as a citizen but it has to be on individual basis. In the context of the Rongmei, quite a good number of people were recognized by the Government of Nagaland as a tribe not as individuals. The N.T.C. viewed it seriously and is agitating against it. As mentioned earlier, whatever is done will be a precedence which will have to be applied on all such cases and justice is to be done to all. Viewing on all counts, withdrawal of recognition is not appropriate verdict if the recognized candidates are qualified to be recognized according to the rules and laws. on the road due to apathy on the part of the concerned authority is a matter of serious public concern. Every single life counts in the eyes of God. Therefore, every single life that is lost as a result of somebody’s blunder should be accounted for. Generally, Nagas are silent people. They are a people with few words. They rarely protest in the form of shouting slogans and calling names. If our leaders have sedated themselves with the comfort of life in their own cocoons and are not performing because the masses are not speaking up, it is not because they are satisfied with the state of affair. People may or may not take the issue to the street, but the government is duty-bound to ensure that the welfare and security of its citizen is made their priority. Before the life of another human being is put into jeopardy, let our leaders arise.
flock of politicians camping in the wilds of Kaziranga for the CM’s post was indeed something interesting but yet hilarious .There maybe reasons aplenty for running away from the land where they were elected and ruling over but it makes one wonder why they could not sit together in the state capital or their party office and resolve through some negotiations in a more mature and clean way. It points out that the campaign in the forests of Kaziranga and keeping their phones switched-off indicates that inorder to avoid a horse trading or keeping hold on their own herd from becoming a turn-coat among the two camps and keep everything in a hush-up condition that was going on behind the scenes of the same ruling political party. It shows how our leaders mistrust one another no matter how tall they claim there is unity and stability among all ranks and files as the saying goes that there are no permanent friend or foe in politics but only temporary relationships. Yes politics is a game of survival of the fittest with ingredients of intrigue , conspiracies and strategies. But spending enormous amounts in some expensive resorts by our legislators when the state is almost reeling under financial crisis is something to think about too. Sure the expenses must have been borne by the top contenders of the CM post but it also shows the callousness and insensitivity of our leaders being indifferent to the common man’s situation when so many employees are not even paid their salaries for several months and living on a hand-to- mouth basis and they can enjoy such extravagant pleasures in the name of choosing their CM.It sure threw a different story to the common people or the silent majority when our leaders hid themselves from one another and from their own party colleagues when such a decisive situation and a moment of truth awaits. Though it was touching and heart-warming to see them observing Mothers’ Day far away from their homes yet one cannot afford to find it amusing when they celebrated it without any of their Mothers or wives present at the Kaziranga resort. It looked more like a Free-Riders Road trip or a Big Boys day out.

AR apprehends NSCN (IM) cadre Dimapur, may 13 (mExN): Troops of 9 Assam Rifles and 37 Assam Rifles under the aegis of HQ 6 Sector AR launched a search operation at Lhoto Colony, Ganesh Nagar and recovered one .25 Pistol, one .22 Pump Action Rifle and assorted ammunition. According to a press release issued by the Assam Rifles, the operation was carried out based on specific information about presence of an NSCN (IM) cadre with illegal weapons in a house in the area. The owner of the house identified as K Kihovi Awomi (39) was apprehended who revealed that he is working as a Tatar in NSCN (IM), stated the note. NPF against re-poll in Wokha district Kohima, may 13 (mExN): The Naga People’s Front (NPF) has expressed “resentment” over the instructions for re-poll under Wokha district. In a letter to the Election Commission of India (ECI), secretary general of NPF K G Kenye stated that the re-poll has been ordered despite the positive report of free and fair electioneering by the presiding officers and the deputy commissioner of the district. “The
repoll has apparently been ordered on mere allegations of the Congress party which has not been authenticated by the election officials,” said the letter. “This is in clear violation of the standard procedures and needs to be revoked.” The NPF further asserted that the elections were conducted in a free and fair manner throughout the State and the officials of the election department carried out a commend-
able job. “The people of the State have come out in huge numbers to exercise their franchise and participated in the elections having placed their faith and confidence in the democratic process,” NPF stated. “The high voter turnout and the free and fair manner in which the polls were conducted exemplify the fact that the people of Nagaland have further contributed towards the strengthening of democracy and freedom.”
Therefore, it said, “if their enthusiastic participating is questioned and nullified, the reaction of the people may result in untoward circumstances and may hamper the democratic process now and in future.” In light of this, the NPF has urged the ECI to take up the matter in utter seriousness and ensure that “the franchise exercised by the electorate in Nagaland is respected in greater interest of the country.”
Dimapur Railway Police arrests 2 Peren farmers’ Dimapur, may 13 (mExN): Personnel of the Dimapur Government Railway Police, on May 12, arrested two persons for “snatching and lifting bags and belongings of train passengers.” A press note from the office of the Dimapur Superintendent of Police informed that the GRPS personnel were deployed on surveillance duties in the trains, following complaints
of theft and robbery in trains by unknown miscreants. The note stated that the duty personnel apprehended the two persons when they were fleeing after stealing a leather bag belonging to a passenger of the Rajdhani Express. The two arrested have been identified as Apovi Zhimomi (20) and Inoto Yepthomi (23). Police informed that the arrested have admitted to snatch-
ing and lifting bags and belongings of passengers on several occasions. The stolen leather bag, containing a laptop and three Bank Cheque books of the owner, were recovered along with two mobile phones, a vehicle key and six capsules of Spasmo Proxyvon. Police have registered a case and is making efforts to recover other stolen items, stated the press note.

NNP+ celebrates 12th Foundation Day
Kohima, may 13 (mExN): Network of Naga People Living with HIV/AIDS (NNP+) observed its 12th Foundation Day at its Secretariat, Kohima on May 13. Speaking on behalf of the pioneers and as a cofounding member, Lanu Aier shared on the struggles faced by the members in the early days. “Though most of them are not with us physically, their pioneering struggles and visions are still remembered as we witness the fruits that they sowed tirelessly,” he said. The formation was one of the biggest challenges for
them, he added recollecting the issues of “where to go and seek support, how to face and fight stigma and discrimination, how to run the organization etc.” He appreciated the current members led by its President and Project staff for their tireless efforts and making the organisation one of the largest growing community based organisations in the state. Government directs LPG dealers Kohima, may 13 (Dipr): Department of Food & Civil Supplies, Nagaland, Kohima has informed all Deputy Commissioners in the district to ensure that LPG dealers do not hoard or resort to black marketing in view of the proposed strike called by the LPG Bulk Transporter from May 12 to 16. In connection to this, Mokokchung Administration has also directed Longkumer Gas Agency and Immanuel Gas Agency, Mokokchung to refrain from any form of hoarding or black marketing during strike so as to ensure that consumers are not affected.

DISQUALIFICATION ON GROUND OF DEFECTION

he Constitution (Fifty-second Amendment) Act, 1985 popularly known as the Anti-Defection Law came into force with effect from March 1, 1985. It amended Articles 101, 102, 190 and 191 of the Constitution regarding vacation of seats and disqualification from membership of Parliament and the State Legislatures and added a new schedule i.e. the Tenth Schedule to the Constitution setting out certain provisions as to disqualification on ground of defection. In Articles 102 and 191, a new Clause (2) has been inserted which reads as follows: “(2) a person shall be disqualified for being a member of either House of Parliament if he is so disqualified under the Tenth Schedule.” The main provisions of the Tenth Schedule are – Grounds of Defection 2. The grounds on which disqualification can be incurred are as under: (i) Members belonging to political parties A Member of a House belonging to any political party shall be disqualified for being a Member of House – (a) If he has voluntarily given up his membership of such political party; or (b) If he votes or abstains from voting in such House contrary to any direction issued by the Political Party to which he belongs or by any person or authority authorized by it in this behalf, without obtaining, in either case, the prior permission of such political party, person or authority and such voting or abstention has not been condoned by such political party, person or authority within fifteen days from the date of such voting or abstention. An elected Member of a House shall be deemed to belong to the Political Party, if any, by which he was set up as a candidate for elections as such Member. Nominated Member of a House shall – (a) where he is a Member of any political party on the date of his nomination as such Member, be deemed to belong to such political party; (b) in any other case, be deemed to belong to the political party of which he becomes, or, as the case may be, first becomes, a Member before the expiry of six months from the date on which he takes his seat after complying with the requirements of Article 99 or, as the case may be, Article 188.
(ii) Member elected otherwise than as candidate set up by any political party An elected member of a House who has been elected as such otherwise than as a candidate set up by any political party shall be disqualified for being a Member of the House if he joins any political party after such election. (iii) Nominated Members Nominated Member of a House shall be disqualified for being a Member of the House if he joins any political party after the expiry of six months from the date on which he takes his seat after complying with the requirements of Article 99 or as the case may be, Article 188. Cases of split 3. The tenth Schedule as added to the Constitution by the Constitution (Fifty-second Amendment) Act, 1985 contained a provision (paragraph 3 of the tenth Schedule) to the effect that no Member shall be disqualified from the Membership of the House where he makes a claim that he and any other Members of his Legislature Part constitute a group representing a faction which has arisen as a result of a split in his original political party and such group consists of not less than onethird Members of the Legislature Party concerned. [This provision (paragraph 3) has since been omitted from the Tenth Schedule by the Constitution (Ninety-first Amendment) Act, 2003, which came into force with effect from January 1, 2004. Consequent upon the omission of Paragraph 3, it is not now permissible to claim a split in the Legislature Party.] Cases of merger 4. No Member will be disqualified from the membership of the House where his original Political Party merges with another Political Party and he claims that he and any other Members of his original Political Party have become Members of other Political Party or of the newly formed Political Party provided not less than two-third of the Members of the Legislature Party concerned have agreed to such merger. Exemption to persons elected to the Office of Speaker/Chairman or deputy Speaker/Deputy Chairman 5. No disqualification is incurred by a person who has been elected to the Office of Speaker or the Deputy Speaker of the House of the People or of the Legislative Assembly of a State or to the Office of the Deputy Chair-
man of the Council of States or the Chairman or the Deputy Chairman of the Legislative Council of a State if he severs his connections with his Political Party after such election. Also no qualification is incurred if he, having given up by reason of his election to such Office, his Membership of the Political Party to which he belonged immediately before such election, rejoins such Political Party after he ceases to hold such Office. Chairman/Speaker to decide questions as to disqualification on ground of defection 6. The question as to whether a Member of a House of Parliament or State Legislature has become subject to disqualification will be determined by the Chairman/Speaker of the House and his decision will be final. Where the question is with reference to the Chairman/Speaker himself it will be decided by a Member of the House elected by the House in that behalf and his decision will be final. All proceedings in relation to any question as to disqualification of a Member of a House under the Tenth Schedule shall be deemed to be proceedings in Parliament within the meaning of Article 122. Bar on Jurisdiction of Courts 7. Notwithstanding anything contained in the Constitution, no Court has any jurisdiction* in respect of any matter connected with the disqualification of a Member of a House on ground of defection. Power to make Rules 8. The Chairman or the Speaker of a House has been empowered to make rules for giving effect to the provisions of the Tenth Schedule. The rules are required to be laid before each House and are subject to modifications/disapproval by the House. The Chairman or the Speaker of the House may without prejudice to the provision of Article 105 or as the case may be, Article 194, and to any other power which he may have under the Constitution direct that any wilful contravention by any person of the rules made under paragraph 8 of the Tenth Schedule may be dealt with in the same manner as a breach of privilege of the House. *Para 7 of the tenth Schedule which stipulates this bar on judicial review, has been declared invalid by the Supreme Court in Kihoto Hollohan vs Zachilhu (case) - AIR 1993, SC 412. This provision, however, still forms part of the tenth Schedule as no
Constitutional Amendment Bill has been brought forward by the Government so far for omitting the same from the Tenth Schedule. Members of Lok Sabha (Disqualification on Ground of Defection) Rules, 1985 9. The Members of Lok Sabha (Disqualification on Ground of Defection) Rules, 1985; as framed, by the Speaker under the Tenth Schedule were laid on the Table of the House on 16 December, 1985 and came into force with effect from 18 March, 1986. The main provisions of these Rules are given below: Information etc. to be furnished by Leader of a Legislature Party 10. The Rules cast a responsibility on the leaders of Legislature Parties in the House to furnish to the Speaker within 30 days after the first sitting of the Houses or within 30 days after the formation of such Legislature Party as the case may be, a statement containing the names of Members of such Legislature Party, a copy of the Rules and Regulations/constitution of the Political Party concerned and where such Legislature party has a separate set of Rules and regulations/constitution, a copy of such Rules and Regulations/constitution. This information is required to be given in Form-I as prescribed in Disqualification Rules. The Leader of the Legislature Party is also required to inform the Speaker about the changes that take place in the strength of the Party or in its rules, regulations, constitution, etc. Duty is also cast on the Leader of the Legislature Party or the person authorized by him in that behalf to communicate to the Speaker any instance of a Member of the Party voting or abstaining from voting in the House contrary to any direction issued by such Political Party without obtaining the prior permission of such party, person or authority. Such communication is required to be furnished in Form-II as prescribed in the Disqualification Rules. Where a Legislature Party consists of only one Member such Member is also required to furnish a copy of the Rules and Regulations of his Political Party to the Speaker within thirty days after the first sitting, within thirty days after he has taken seat in the House or in either case within such further period as the Speaker may for sufficient cause allow. Information to be furnished by Members 11. Every Member is invariably
required to individually furnish to the Speaker a statement giving details of his party affiliation etc. as on the date of election/nomination in Form-III as prescribed in the Disqualification Rules. In the event of any change in the information given by the members in their respective Form-III, in terms of declaration in their forms, they are required to immediately intimate the same to the Speaker. Petitions re. Disqualification 12. No reference of any question as to whether a Member has become subject to disqualification shall be made except by a petition in relation to such Member made in writing to the Speaker by any other Member. Every petition is required to contain a concise statement of the material facts and to be accompanied by copies of documentary evidence, if any, on which the petitioner relies. Every petition is required to be signed by the petitioner and verified in the manner laid down in the Code of Civil Procedure, 1908, for the verification of pleadings. Every annexure to the petition is required to be signed by the petitioner and verified in the same manner. Procedure 13. On receipt of a petition, the Speaker shall consider whether the petition complies with the requirements of the Rules. If the petition does not comply with the requirements, the Speaker shall dismiss the petition and intimate the petitioner accordingly. If the petition complies with the requirements, copies of the petition are forwarded to the Member in relation to whom the petition has been made and if the Member belongs to any Legislature Party, and such petition has not been made by the leader thereof, also to such leader, for furnishing their comments in writing to the Speaker on the petition. After considering the comments, the Speaker may either proceed to determine the question or, if he is satisfied, having regard to the nature and circumstances of the case that it is necessary or expedient so to do refer the petition to the Committee of Privileges for making a preliminary inquiry and submitting a report to him. The procedure which shall be followed by the Speaker for determining the question of disqualification and the procedure which shall be followed by the Committee of Privileges for making preliminary inquiry*shall, so far as may be, the same as the proce-
dure for making inquiry and determination by the Committee of any question of breach of privilege of the House. *The Committee of Privileges (14th L.S.) while considering some petitions filed under the Tenth Schedule to the Constitution and the rules made thereunder referred to the Committee by the Speaker gave a very careful thought to the true import of the term “preliminary inquiry”. The Committee came to a conclusion that in such matters, the Committee are required only to give their findings on the facts of the case and it isn’t the Committee’s remit to decide questions of law and arrive at conclusions on the merits of the case and make recommendations. If the Speaker makes a reference to the Committee of Privileges, he shall proceed to determine the question as soon as may be after receipt of the report from the Committee. Neither the Speaker nor the Committee come to any finding that a Member has become subject to disqualification, without affording a reasonable opportunity to such Member to represent his case and to be heard in person. After the conclusion of the consideration of the petition, the Speaker may by order in writing dismiss the petition or declare that the Member in relation to whom the petition has been made has become subject to disqualification under the Tenth Schedule and cause copies of the order to be delivered or forwarded to the petitioner, the member in relation to whom the petition has been made and to the leader of the Legislature Party, if any, concerned. The order of the Speaker disqualifying the member is reproduced in Bulletin part-II and is also notified in Gazette of India, Extraordinary, Part-II, Section 3 (ii). Where the Speaker declares that a Member has become subject to disqualification under the tenth Schedule, he shall cease to be Member of the House with effect from the date of the order by the Speaker. The Speaker has power to issue such directions as he may consider necessary in regard to the detailed working of the Members of Lok Sabha (Disqualification on Ground of Defection) Rules, 1985. Ethnic Conflict?
I
n contemporary politics, the State has ensured that it monopolizes ‘war’ and thus enjoys the prerogative of defining what amounts to ‘war.’ The problems and challenges arising out of these wars have emphasized the ‘centralizing’ and ‘nationalizing’ character of the ‘modern state.’ The unwillingness of ‘states’ to confront and address legitimate aspirations of people have enhanced a spiral of political violence. Furthermore, most governments have chosen to categorize indigenous peoples struggle as ‘ethnic conflicts’ or ‘tribal wars.’ It is tragic that history has reached a time where social movements and political struggles for basic rights are being referred as ‘ethnic conflict.’ Those closely following people’s struggles would have noted that it is the oppressor who determines the nature of conflict. While in order to secure safety and cohesiveness, mobilization often takes place along lines of ‘identity and ethnicity.’ However, it would be unfair to define these acts of mobilization as ‘ethnic.’ The notion that a political conflict is ‘ethic’ grows when there is failure to recognize the underlying political issues that have caused the acrimony. It has been the common practice for States to draw boundaries based on ethnic and cultural categorization, thus feeding divisive policies. These state boundaries often ignore the historical and traditional relationships shared between different communities. The objective is to enforce a state identity and to instill fear, insecurity and division over resources and territory along ‘ethnic’ lines. These deliberate policies divert attention and focus away from people’s rights. Hence, with great sophistication and guile, the State diverts the State-People conflict into a People-People conflict through the policy of divide and rule which is pursued and implemented with catastrophic affect. The ploy in creating an image of the ‘other’ is a dehumanizing process that personalizes the identity and nature of the ‘other.’ In time, those who are not like you, or those who do not share the same values and lifestyles are perceived as a potential threat. These forms of psychological warfare make people insecure while increasing their need to constantly reaffirm and manifest their ‘ethnic’ identity for their survival. As a result time collapses and identity is frozen in time. It is tragic that issues in the North East of the sub-continent are being categorized as “ethnic conflict.” Invariably, roots of conflict in the region actually lie in issues of justice, freedom, equality and peace. It is ironic that the manner in which the ‘powers that be’ are determining, defining and conceptualizing conflicts is only enhancing possibilities for a clash of cultures!

SC Judgment doesn't obviate need to discipline bureaucracy
L
ast week was exceptional. For the first time one saw a hole in the iron wall of protection the bureaucracy has been accorded in this country. A landmark judgment by the Supreme Court, declaring Section 6-A of the Delhi Special Police Establishment Act as unconstitutional, is something to be celebrated. It also needs to be lauded, as for the first time one is seeing a control mechanism getting into place for bringing rouge and corrupt officers to book. One would also like to believe it is for the first time we are recognizing the fact that bureaucrats have had a field day exploiting the resources of this country - and most importantly its citizenry. The celebration clearly is required as well since no permission would be required from the government to investigate a senior bureaucrat. More importantly, the judgment blows a hole into the ego of the bureaucracy, which at all times saw itself as the ruling class with no accountability. Quite remarkably it is for the first time one probably has equality before law between an average citizen and a bureaucrat. This has been made possible as the judgment clearly says the protection accorded was in contravention to Article 14 of the Constitution. It, thus, places an average citizen and the bureaucrat at the same pedestal for the first time since independence -- this is essentially thanks to economist-politician Subramanian Swamy who worked hard over this for more than two decades. But this is not the end in the struggle towards bureaucratic corruption. It is only the beginning. The teeth that the Central Bureau of Investigation (CBI) gets because of this judgment is only against procedural corruption. We have still not found a way to control the moral corruption the bureaucrats extort. To understand this issue, let's look at the definition of moral corruption in Oxford Distionary: "Moral deterioration or decay, perversion or destruction of integrity in the discharge of public duties." Going further and understanding it deeper we see in bureaucrats a behaviour, reflection and violation of obligations of fairness towards individuals and citizenry. The most pertinent being the misuse of power vested in them by the state for personal gains or exploitation of individuals. This misuse of power can be construed and seen in instances where the bureaucrats wage a war against the citizens of the country and hiding behind the veil of government which can clearly be seen as the country waging a war against its citizens. The hard work done needs to be applauded, no doubt. But the efforts need to be continued. We need to build an appreciation to the fact that corruption is a problem of social justice as well. We have had limited view to the idea of corruption - we have seen it as an economic problem and problem of development. The ignorance of the aspect of social justice has made us see gross erosion of social trust in the country towards its institutions, headed by babus, as no respite is available if someone grossly misuses the same. The inherent problem is that the accused citizen is subjected to prove his innocence and not rather the accuser, in this case bureaucracy, to prove the crime. As a move forward we need systems where exerting of individual power is restricted. Any misuse seen and proven should see the direct termination of the services of the bureaucrat. We could also look at this from the perspective or portrait of a morally-corrupt bureaucrats at the levels of directors, advisors or joint secretaries. But that later. For the moment what we need to do is to continue the effort that Subramanian Swamy has started: Find ways to dismantle institutions of moral corruption that bureaucrats have built in this country.

Where is Rio’s future with Modi?
F
orget the money used to purchase your miserable vote, sold without any dignity. Forget the litanies of unfair polling, usual pangs of sore losers. Forget the manufactured consent, by pretending to be above propaganda’s influence. Forget what we ever know about development or governance, by lying that things are actually not so bad. Forget everything, as of now, until result day. Forget it. For—Neiphiu Rio will surely win 2014’s lone Lok Sabha seat in Nagaland. No bets for losers, including NPF’s candidate in Manipur. And only for the record, can Rio outshine his party’s earlier winning margin? That is, if that was the party worker’s committed love! Other than that, forget everything. No consolation prize exists in elections, even if one is the runners-up by a split second. Instead, let us look at Neiphiu Rio’s majestic calculations. Why is he contesting Lok Sabha, despite being the Chief Minister of Nagaland for the third consecutive term? Is MP > CM, to use a basic algebraic equation? Why is Rio risking his own successful kingdom, given the nasty Mughal-like fratricide amongst NPF princes fighting to inherit an alive father-king? What is the challenge beyond Nagaland’s borders, that excites a 64-year old politician to seek new frontiers of adrenaline rush? Certainly the answer is not redemption for success. Partially it could be philandering with populism, a manifest of distress. But, cent-per-cent, it is definitely idolatry. Simply put, it is unqualified idol worship for an individual: Narendra Modi. Rio has well-timed the moment to reveal his true leadership, with open gratification for BJP’s prime ministerial candidate. One does not commit support unless there is conviction. Similarly, one does not follow a leader— blindly or jurisdically—unless there is conviction of hope. To declare absolute hope for a lifelong Hindu maniac does not augur well for a religiously different Nagaland. Politics is not an end in itself. Power is. And, Rio rocks. Characters such as Modi are found in history’s textbooks. Adolf Hitler’s meteoric ascend is a big bad example. He aggressively manipulated the system to wrest power. Modi is no different evil and Indian democracy is no foolproof good. First, senior party leaders within BJP were purged or thrownout. Second, fanaticism spread its wings to cultivate on the insecurities of ordinary lives. Third, a largerthan-life image was invented to cheaply ingrain a popular status of a saviour (sic). Fourth, well-manicured hatred was rhetorically camouflaged into angry statesmanship. Fifth, all parliamentary decencies of wits were exposed as the campaign unfolded—but as Machiavellian desperations. Modi, clearly, knows his time is short. It is a do or die, now or never, where the means to an end matter more than the end as a means. Abhorrently and immorally hungry for power, it uses religious fervor. As a cradle snatched RSS pracharak, Modi lacks refinement other than bigotry tutorials of a Sangh Parivar. Modi is not an unexpected type. He is motivated. He has already proven himself. A majoritarian democracy like India is all about social engineering, implanting or exploiting emotive despairs. Everyone also knows BJP is ideologically Hinduvta (or Hindu Raj as a way of life). RSS, Sangh Parivar’s religious wing, has, for the second time since 1977, blatantly mobilized its cadres, this time to support Modi. As mentioned earlier, one does not follow a leader unless there is militant conviction of chauvinistic hope. The fundamentalist writings are already on the wall: conform or perish. India has not seen a more sectarian election year, not that BJP has not been in power earlier! Are we expected to believe that development and governance can come about only through religious jingoism, through idol worship of an individual? The Modi-wave, found in urban areas and English-medium channels, found in corporate-funded full-frontpage advertisement, seems to have totally paralyzed the Hindi heartlands. Other than that—which regional party, not necessarily flourishing on Congress anti-incumbency, has not spoken the demonic in

nd here comes World War I, wrapped in World War II, wrapped in the Cold War: tremors on one of Planet Earth’s human fault lines. We have enough angry, manipulable people on this planet to carry out the game plan of the political ideologues and war profiteers, who are always on the lookout for the next war, the one that’s too volatile and “inevitable” to stop. As David Swanson, author of War Is a Lie, put it: “The search for a good war is beginning to look as futile as the search for the mythical city of El Dorado. And yet that search remains our top public project.” And the searchlight stops at Ukraine, full of neo-Nazis, corrupt oligarchs, nuclear reactors, an unelected government, a wrecked economy, a simmering civil war. God help us. Old animosities and ideological divisions come back to life. The United States and NATO stand off against Vladimir Putin’s Russia. Thirty-one people — maybe more — die in a burning building in Odessa. This kind of thing could be the pretext for a world war. Sanity is up in flames. “The crisis in Ukraine is serious,” Floyd Rudmin writes at Common Dreams. “At some point soon, reality needs to become the priority. No more name-calling. No more blaming. If there are any adults in the room, they need to stand up. The crisis in Ukraine is going critical, and that is a fact.” What if one of the adults were an elected official, specifically, the president of the United States? In an open letter, a group calledVeteranIntelligence Professionals for Sanity has urged Barack Obama to look beyond

Modi? Only power-obsessed opportunists will rush in to woo an NDA-government. NPF is already there, much before the groom’s arrival. ‘Fools rush in,’ predicted the 18-Century English poet Alexander Pope, ‘where angels fear to thread.’ Is NPF’s leadership revealed, then? Who created Rio? Were I a congressman, I would have advised NPCC to let Rio win uncontested. Allow Rio to win not only with a feel-good factor of invincibility, but also plead him not to join BJP. Alas! The mandate with which NPF may have religiously won election— Rio has unilaterally decided to toss it all for a pagan rite. The Naga voter crowd doesn’t even have a face; it has neither intelligence nor purpose. With only one message, Rio depersonalizes everyone: Read my Forehead. Even Christian leaders, who ought to pronounce strong moral positions, are simply lazing away, maybe foolishly pretending to believe that politics and religion are mutually untouchables. Perhaps Narendra Modi will become India’s PM. We will know the answer on 16 May. Most anxiously waiting will be Neiphiu Rio himself. One does not expect Rio to be glued to the TV the whole day, unlike the other CM-hopefuls, or even one Kaito Aye who was branding my factual concerns last October as ‘wild imagination.’ Maybe Rio will have a quick breakfast, or relish his favourite homemade pudding, and go on with his day as if nothing unusual is happening! Maybe Chief Minister Rio will already be at 29-Arungazeb Road, Nagaland House, New Delhi, impatiently waiting to celebrate or condole with the high command! By evening, whether Rio gives a direct courtesy call to Narenbhai or not—it will all depend on how much Rio has personally doled out to the BJP Central Fund: the access price that comes alongwith idolatry! Will we get to see Modi and Rio sitting crosslegged, celebrating BJP’s version of what Angamis calls peli thekrahe (age-group solidarity feast), both being 1950-born? Will the problems of the Nagas be automatically resolved now, given a wild messianic promise that propelled Rio to power 11 years ago? Or, will the history of a regional party be rewritten—the disruption of the NPF garden party? Nagaland has a historical reputation of trading MP positions as retiree reward. Or, upai nai appeasement trophies. Naga legislators and parliamentarians have selflessly remained illiterate about the important process of decision-making at central level, which sadly exhibits the mentality and quality of our leadership. Our legislators are very much local heroes, but with zero influence at the national level. If Rio’s guerilla politics is a clever attempt to make best use of the One Lok Sabha Bullet, which is the
current justification, why did he choose to embrace only Modi? Is this an answer that we are becoming smarter in politics? Why, being the riddle, is there no real answer for such idolatry except in the cautious words of the Apostle Saint Mark, 8:36: ‘For what shall it profit a man, if he shall gain the whole world, and lose his own soul?’ Period. Finally, off the record, a piece of personal advice for our soon-to-be MP, Mr. Neiphiu Rio, which, as usual, comes with the disclaimer of take it or leave it. Let us begin with a human story. Also 1950-born, steel magnate Lakshmi Mittal is an Indian and one of the world’s richest. Mr. Neiphiu Rio, your wealth is nothing compared to his. But, by Naga standards, your status is like Mittal’s ranking. That is blessing, 100% genuinely felt, apart from being silver-spooned, which is 50% frank talk. It is said that Mittal is more popular than any Presidents of Kazakhstan, including the present one. Were he to stand for presidential election, it is said, Mittal would have easily won. People love Mittal, despite being a foreigner, because of the numerous jobs and wealth that he has generated through smart investments in the country. Kazakhs remember him for transforming their joyless lives, economically. Mr. Rio, you have proven beyond doubt that you can easily win any type of elections, although you lost your first one. Politics is nothing, but petty Freudian transformation of Id into Super-Ego. We know how some former Chief Ministers of Nagaland ingloriously faded away—unfortunate will be a word of perfect calamity to describe the honey politics that also became the graveyard for an ant that does not know the distance to maintain. Only NDA can reward you, for the Faustian pact you sold your soul for. As an excellent opportunist, you have somehow landed in the wrong party. As a public leader, a wrong party can lead to political suicide. For, as a politician, one does not represent oneself but the people. Your sweet popularity should not drag the people along to affiliate politico-religious parties. How much can you create or aspire for the people through such selfserving politics? Change your career! You have reliably shown that you are interested in business; given your shares in the real estate (including speculative investments in foreign trade with South-East Asia or Railway to Kohima) and the hospitality sector. You are a successful person, almost without any competitor. There is no envy, but admiration. Don’t let your Midas touch freeze our people. Spend the rest of your earthly life by dedicating your wealth into creating more wealth, jobs, and opportunities. You also don’t have to read Lakshmi Mittal’s story just because I mentioned him. The politics meant for you have marginally succeeded, rest be assured—it can continue, without your worrying over it. General observations worldwide show that the public does not appreciate wealth created from crony politics, by monopolizing public funds. The business talent that runs in your blood will be cherished longer, not your current politics based on business model. Teach those Indian bankers, who, until recently, assumed that any local business loan exceeding Rs. One Crore, is beyond Nagaland’s DNA. Proclaim yourself as the CEO of your family company, mount an offensive by listing it with Bombay or Tokyo Stock Exchange, and take our people’s imagination to new heights of economic prosperity. You need not act humble. Indulge freely, if necessary, like a Richard Branson, if your lifestyle is meant to inspire maverick tales. No public audit will fault you, at least, unlike Italian Silvio Berlusconi. Expand the kingdom of the heart and not the liver, or the brain! It does not suit you at all. Finally, please do not repeat that baniya story that every person’s destiny is written on the forehead. So distasteful it is, especially with a (wannabe) Gujarati as PM! This is however no Baba Ramdev, or Paul Coelho, offering palm-astrology or self-help lessons for you to feel good. Nor a political vendetta or a religious decree. No consultation fee is required either. This is a scroll of Neiphiu Rio read as future history. Not yet available in libraries—and, no offence given, or taken.

Koehler CommonDreams John Kerry and Washington’s neocon consensus for advice and direction on Ukraine — as, it turns out, he ultimately did with Syria — and “schedule a meeting, one-on-one, with President Putin as quickly as possible.” There are numerous acts of geopolitical rationality and goodwill — e.g., rescind Ukraine’s invitation to join NATO — that could avert the crisis. That’s all that matters. “In 2014, on the one century anniversary of World War I, European nations are again mobilizing for war,” Rudmin writes. “As in 1914, so in 2014, war is not for repelling an attack, but for loyalty to an alliance, even when some members of the alliance are belligerent. The 1914 war was supposed to be over by Christmas, but went on and on and on for years, killing 9 million people. The 2014 war, if its starts in earnest, will be over in one week, maybe less, and could kill a 100 million people depending on how many nuclear reactors break open and how many nuclear missiles are launched.” He adds: “The 1914 war was called ‘the war to end all wars.’ The 2014 war will be that.” Human civilization is walking along the edge of collapse. Endless material growth, driven by a profit-based economy, is wrecking our natural habitat,
but our antiquated systems of leadership answer primarily to the destructive status quo and are unable to implement meaningful, crucial change. That same status quo is addicted not simply to fossil fuels but to a perverted, reptile-brain sense of “survival of the fittest” that requires constantly identifying, engaging and defeating an enemy. This is called war, and we prepare for it more than for anything else, including the education of our children. With the development and stupefying proliferation of nuclear weapons, war has become the fast track to annihilation — which, of course, the world grasped during the four-plus decades of the Cold War. Lacking the will and courage to pursue nuclear (or any other kind of ) disarmament, the leaders of the two sides of the arms race settled for the concept of “mutually assured destruction”—MAD — to maintain security. Beware of our nukes! And, voila, there were no more world wars, no more direct conflagrations between superpowers: proxy wars only. And most of the casualties were Third and Fourth Worlders. In the U.S., the militaryindustrial complex grew fat and prosperous. But the Soviet Union, economically less able to maintain the arms race, spent itself into oblivion and collapsed in 1991.

MAD was declared a success. But of course there was more going on here than a short-term competition between East and West. When the Cold War ended, peace hardly prevailed. In the U.S., there was no “peace dividend”: no diversion of military spending into education, infrastructure maintenance or the social safety net. We just looked for new enemies. The military budget expanded. And the Cold War itself — this deep, unspoken commitment to mass suicide — merely went on hold. And now it’s back, with the two sides still in command of thousands and thousands of nuclear weapons. Of the 15,000 nuclear weapons currently housed on Planet Earth, 95 percent are controlled by the U.S. and Russia, and 3,000 of those warheads are on hair-trigger alert, according toIra Helfand, co-president of International Physicians for the Prevention of Nuclear War. The neo-Nazi nationalists who attacked the pro-Russian protesters in Odessa last week, burning their tent encampment, driving them into a building and setting that building on fire with Molotov cocktails, reputedly called their dying enemies “Colorados” (which are black and red potato beetles, the color of the ribbons symbolizing a pro-Russian political commitment). So here we have it: the full spectrum of “human nature” on display in Ukraine: from dehumanizing insult to . . . potential nuclear war. “Peace, as we have seen, is not an order natural to mankind.” Reaching for our higher — angelic — nature is not a natural reach, but now is the time to try.

ISRAELIS AND PALESTINIANS: Time to acknowledge the other’s trauma

he middle-east peace talks have failed once again. Israelis and Palestinians entered the negotiations nine months ago with an American midwife—but no baby emerged. Once more we have the all-too-familiar blame game, as the two sides sulk, insult and close doors and a helpless American watches in frustration. Others, in Europe and elsewhere, are beyond frustration: it seems that they have just stopped caring like they used to do. Why, after Camp David 2000, Annapolis 2007, Ulmert in 2008 and Mitchell in 2009, yet another failure? The question is even more baffling given that everyone knows the shape of the two-state agreement that is being negotiated over and over again. It goes along the lines of the Clinton proposal made almost 15 years ago, the Geneva agreement of ten years ago and the Ulmert proposal to Abu Mazen of six years ago. All these “almost agreements” include: (1) Palestine and Israel around the 1967 borders, (2) Palestinian capital in Arab Jerusalem and Israeli capital in Jewish Jerusalem, (c) Palestinians’ repatriation into Palestine and Jews into Israel, and (d) guarantees by the international community for valid Israeli security concerns and an equal, whole and independent Palestine. More or less, this is the deal. Why not sign it? Even more perplexing is the fact that Israels know the costs of not signing this deal. They will end up living in an Arab Palestine with a sizable Jewish minority or a Jewish Israel that oppresses a large Arab majority. Yet although many understand the two dangers they seem in no hurry to avoid them. “Why rush?” they say. “Are not things rosy as they are now? The economy is good, the beaches are beautiful and in spite of global warming the weather is nice.” This blindness towards the future, given the deep distrust that dominates Israeli-Palestinian relations, leads to the seemingly rational assertion that this is basically an insoluble conflict that can be managed, at best. There is a mixture of omnipotence and irrationality in these attitudes. It assumes that Israelis hold all the cards and that the Palestinians and the world community will be willing to play this “waiting game” forever. I don’t think so.
Identity conflicts Palestinians and Israelis want the same things. They want peace so that they can work, play and care for their families. Surveys also tell us that many, if not most, in both communities favour agreement on a two-state solution. So, if both parties want the same basic things and they know how to get there, how come they fail again and again? The answer is in the main that this is not a conflict about land or water. These are important but the conflict is first and foremost about secure and recognised identities. It is a conflict about the validity of competing narratives. It is a conflict about legitimacy and justice. A stretch of land can be easily divided. The validity of a national narrative cannot. The nature of identity conflicts is that they tend to be zero-sum conflicts. If my narrative is valid then yours is not. It is no wonder many Palestinians refuse to admit that thousands of years ago a Jewish nation was born and led a flourishing national life in the land between the Jordan and the sea. In spite of archeological evidence many Palestinians refuse to accept the fact of a Jewish Temple in Jerusalem. On the other hand, a substantial number of Israeli Jews dismiss the reality of the Palestinian presence for centuries in the land between the Jordan and the Mediterranean and claim sole ownership over Jerusalem. They call the west bank by their biblical names of Judea and Samaria, as if the events that are described in the bible occurred a year or 10 years ago. And it is no wonder Jerusalem occupies such a prominent place in the minds of both parties. Jerusalem is a core element in the Israeli-Palestinian conflict of identities. When a politician refers to the

ell, my first thought is that education must have something to do with one person or group wanting to have control or power over another. How could a system or process such as education come about for any other reason? Or perhaps it was the early process of findings things out so as to aid development and progress and was passed on to others as co-operation to help them do the same? Or a combination of these two. Or perhaps education developed as a process and system for wholly other reasons. However it began, it has become an established system, a comprehensive process and a compulsory activity. All societies everywhere value education: it is a universal good thing. Our children and young people must be educated. Why? How did it become such a universal necessity? The idea that education is a social good is a difficult one to challenge. Education can’t be separated from politics. The political system of a society will directly and indirectly influence the education system and this will also motivate challenge and opposition to both. That education cannot be neutral is an axiom. But it can’t be seen to be wholly ideological either, at least not in parliamentary democracies. Balance, that most arbitrary of concepts, is at the heart of most educational systems. A balanced argument, one that takes into account both sides of the story is one of the highest valued of concepts, particularly in western capitalist democracies. And balance is taught in our schools and our universities. Beware the totalitarian perspective. And the alternative taught is that we must see both sides of the argument: religious and atheist; competition and co-operation; black and white; right and left; Catholic and Protestant; Christian and Muslim; East and West; carnivore and vegetarian etc. etc. Binary divides then seem to domi-

city, he is not referring to a geographical area that can be divided or shared but to a fundamental feature of identity which can be neither shared nor divided. Leaders can attenuate this zero-sum game. They can do so by acknowledging the other’s victimhood. Identities in conflict are dominated by the memory of central traumas. That memory is a unifying force which binds groups together. Counterposed traumas For Palestinians the central trauma is 1948. Israelis view this year as the date of their renewed independence and Palestinians as the source of their disaster (Naqba). There is argument between the claim that the Jews expelled Palestinians in 1948 and the claim that Palestinians had left on the advice of their leaders. As is often the case, the truth is probably a mixture of the two. Yet one thing is clear: the national experience of uprootedness and the sufferings of Palestinian refugees, which continue today, began in 1948 with the creation of Israel. For Jews the national trauma is the Holocaust. Beyond being the climax of evil it represents the pinnacle of two millennia of anti-Semitic persecutions. Palestinians have no role in the long string of persecutions that culminated in the Holocaust but they need to be cognisant that it is the source
of Israeli fears and insecurities. Feelings of victimhood prolong and preserve animosity towards others. When victimhood dominates, it directs the people’s attention away from the pains of others, attending only to their own suffering. They feel a strong sense of entitlement and are preoccupied with the need for their group’s sufferings to be acknowledged. There are few more threatening events for a victim than the denial of their victimhood. When the former Iranian president, Mahmoud Ahmadinejad, engaged in Holocaust denial he pushed, intentionally or unintentionally, on the most sensitive point in the Israeli psyche. Political leaders who maintain and magnify the fears that bind the group together manipulate these elements of victimhood. Israelis and Palestinians are plagued by the victimhood identity, regarding it as the ultimate premiss for present-day distrust and violence. Adversaries preoccupied with their own victimhood are blinded to the reality as the other views it. This is a breeding ground for the deep distrust that exists between peoples and the leaders who represent them. The combination of distrust and lack of empathy with the other’s perspective is a guarantor of failed negotiations. How can this trap of double victimhood be broken? Acknowledging the adversary’s victimhood is one way to do so. It is not a magic cure but it is an important first step in building trust and empathy. These are necessary, though not sufficient, conditions for successful negotiations. Mutual readiness to acknowledge the other’s victimhood expresses people’s success in freeing themselves from the shackles of their need to monopolise victimhood and the selfcentered identity which such an attitude nourishes. The acknowledgement of victimhood by the adversarial party indicates a recognition of (to them) the other as suffering humans, not a faceless enemy. Overture rejected A case in point is the recent exchange between the Palestinian president, Abu Mazen, and the Israeli prime minister, Benjamin Netanyahu, following the acknowledgement by the former of the Holocaust. The episode illustrated how things should not be done. A few weeks ago, on the eve of Holocaust memorial day in Israel, Abu Mazen publicly described the Jewish Holocaust as the most horrendous crime in modern history. To many Israeli ears these were new and welcome words by their adversary, addressing their national trauma. But Netanyahu failed to grasp the deep meaning of the statement and the real opportunity it represented. Almost instinctively, he responded by calling it a manipulative ploy by the Palestinian leader to gain international support. He continued to play the blame game of distrust, adopting a pejorative, dismissive and humiliating stance. What if the statement had been met with appreciation? And if, on another opportunity shortly afterwards, Netanyahu were to acknowledge the sufferings of Palestinians living in refugee camps and under occupation? Not because there is any parallel between the two national traumas and not as a reciprocation for Abu Mazen’s statement, but because if one willed peace this would be the right and wise thing to do. The fear that acknowledging the other’s victimhood would be interpreted as weakness and uncertainty as to the justice of one’s own cause is false. If stated correctly and courageously it would be perceived as a sign of humanity and strength. As such it would contribute to the buildup of trust and openness between two peoples who are forever trapped in their own victimhood and lack of empathy for the other. The recognition of the other’s pain and suffering is missing from the discourse between Israelis and Palestinians. We should try it.

nate this ‘balanced’ view of the world. Both sides are deemed to be valid, both are worthy of consideration and deliberation. In fact it is essential to take into account both perspectives. Life, in fact, actually might be more nuanced, more complex, more contingent, more fluid than this and not merely made up of a set of binary perspectives. If this is the case, then what are the implications for a ‘balanced education’? It could be a myth, a smokescreen, a distraction so that capitalism can continue with its endless profit-seeking. It could be an over-simple notion of attempting to present more than one perspective. It could be a mistaken and misguided attempt to be fair, to be even handed, to give both sides a fair crack of the whip. How about ideas, thoughts, feelings and notions that don’t fit into either side? And just in case you were wondering, these ideas are not in the ‘centre’ either. They are not a compromise between the two. They are not pleasing everyone or even some people some of the time. They are ideas that just are, not categorisable, not located on a spectrum. Maybe, binary divides, categories, spectra, continua, labels and compartments are part of the problem? They actually contain so-called problems which then remain forever unaddressed, unsolved and constantly replayed. You only need to be alive for around 20 years in the West before you to begin to notice a recycling of these social and educational problems. Should schools be doing more to address bullying? What can we do about teenage pregnancy? Is immigration too high? How do we get taxation
levels right? Can we afford an NHS but can we do without it? What can governments do about economic inequalities? Is global warming inevitable? Is private education better than state? Should public spending be curbed? Are A levels marked too generously? If you live for a lot longer than 20 years, you have seen these and many other ‘problems’ recycled over and over again by the media and the state. It gets very tedious and many of us give up listening and thinking about them. Cynicism is the inevitable result. These social problems or questions are always, or almost always, situated within a binary perspective. Left(ish) and right(ish) is a common one in western democracies. Others are free market and state intervention and competition and co-operation. Binary divides are often presented as opposing perspectives and equally often a balanced view implies that they must be combined, a compromise must be sought: a mixed economy; a progressive taxation system, a low inflation, high growth economy. Binary divides require arbitration, a bringing together and mixing of the two. Are our lives actually like this? As a construction, they are. Could ideas that can’t be categorised in the way that is described here upset the consensus? Can they challenge the idea of balance based upon binary divides? Perhaps. This categorisation and division of ideas into convenient binaries forms very palatable discourses, for the paper, broadcast and electronic media and for politicians, which then become something of a universal common sense. This
process is characteristic of the dominant discourses of the western democracies. We are fed a diet of ideas that seem immediately palatable, no matter how unpleasant tasting they are to some of us. Ideas based upon so-called commonsense seem to be unchallengeable. They reserve a place in our hearts and our minds. Terrorism is evil, teenage parents are a social problem and obesity is the responsibility of the individual Media, in its many and varied contemporary forms, employ categories, invariably based upon binary perspectives, that provide us with the news in ways that we find immediately recognisable and digestible for being such. Again for some of us, the result is boredom and cynicism. It seems all too easy for ideas to be compartmentalized in this way. Philosophical discourse often eludes this treatment because of its complexities. It is sometimes characterized as obscure, self-referential and elitist and some of these criticisms seem justified. The gulf in understanding between popular and philosophical discourse is enormous. Yet philosophies also often contain challenges and threats to the dominance of popular common-sense. They provide us with a source of ideas that are, at least potentially, not susceptible to the manipulation of the media and politicians. Hope seems to be present here in the form of different approaches to knowledge, language and discourses. Initially post-structuralist thought, and then the various and myriad strands of intellectual development that have emerged from it and in response to it, invite us to think of the world, social, environmental and technological, anew. Ideas that emerge may avoid the crunching treatment often applied by the powers that be within the media and politics. Hope presents some possibilities.

oday, entrepreneurship has become a trendy word. Everyone wants to become an entrepreneur, for they equate entrepreneurship with success, and invariably, lots of money. While it is all right to dream and strive in the pursuit of success, one must not forget that success does not come easy. Being a successful entrepreneur does not happen in a day. The reality of success means the possibility of failure. Failing to try for fear of making mistakes has prevented many people from becoming what they could really be.Most of the time, we hear or read stories about success; about the rewards of success; about the good times, etc. Somehow most people do not like to talk about their failures and bad experiences. Some may talk about it only when they finally succeed.By that time many would have forgotten about it, let alone want to talk or write about it. In today’s competitive world ‘winners’ are admired whereas ‘losers’ are not tolerated. We have reached a stage where “Nobody should make a mistake” and people who make mistakes are either punished or ignored. Unless you are in the top ten, then you are a failure. Ironic as it may seem, but throughout the ages, human beings have only learnt through mistakes to reach where they are today. Amitabh Bachchan, king of the Indian Cinema, when he first started out after his graduation, was rejected for a job as a junior executive in a shop and consumer goods firm in Delhi. He then applied to be a radio announcer but was turned down by All India Radio because his voice was not right. He then joined the crowd of young hopefuls in trams, clutching testimonials and looking for a job in Calcutta. He finally decided to try his luck in Bollywood. He was nobody when he first started. He was scoffed at because of his tall uneven structure and laughed at as a “lamboo”. After a series of rejections, both in the film world and outside, Amitabh still refused to give up hope. He was then launched in the film “SAAT HINDUSTANI” which also went unnoticed. He then signed up for the film “BOMBAY TO GOA” for only Rs.500 which opened the door of the film industry to him. Finally, he was signed up for the film “ZANJEER” which broke the box-office, and a superstar was born! 10 years later, Amitabh retired from the film world. He then tried his hand in politics. Owing to his enormous popularity, not to mention the close association with Indira Gandhi and Rajiv Gandhi, he was elected to parliament with a huge majority from his home city of Allahabad. His stint in politics did not last long as he was implicated in some scandals, and he finally gave up his parliamentary seat, vowing never to be involved in politics again. He later returned to Bollywood but a string of failed ventures and the loss incurred by his entertainment company in sponsoring the Miss Universe Contest held in Bangalore in 1996 made him bankrupt. In 1999, he came up with his own version of “Who wants To Be A Millionaire” TV Show called “Kaun Banega Crorepati” making him a multi-millionaire once again. It is not important how many times we fail, but how many times we wake up and overcome our failure with achievement or success. The image that successful people are like “Superman” without making mistakes and possessing no weakness is not realistic in the real sense. People need to understand that mistakes and failings are perfectly normal and in fact occur more often amongst the achievers. Today, we find many books in the market that talk about success and inspire us to become successful. Some of them are 'The Magic of Thinking Big’ by David J. Schwartz, ‘You Can Win’ by Shiv Khera etc. But as far as I know, it is actually surprising that so far, very few books have been published on the subject of failure. I guess the reason why it has not been widely written about is because our society has been programmed to shun failure. We look down on people who have failed just like we look at ‘drop outs’ differently. We put a high value on “success” but little or no value on “failure”. As history has proven, great failures have made great men. There are hardly any great men who have not gone through hardships and failures in their lives. In fact, the value of failing is greater than that of success. But many people do not see it that way because the only misconception we have is to succeed in everything without facing any sort of obstacles. I would like to urge our readers, especially the young generationh to accept your mistakes and failures because errors are normal and are bound to happen. The objective is to learn through mistakes and rectify them. US would welcome Modi as PM despite past visa ban
Washington, May 13 (ReuteRs): President Barack Obama faces the prospect this week of having to offer his congratulations to a leader who was barred from the United States less than 10 years ago over massacres of Muslims in 2002. As voting concluded in India’s general election on Monday, four major exit polls showed Hindu nationalist Narendra Modi set to become prime minister, with his Bharatiya Janata Party (BJP) and its allies forecast to sweep to a parliamentary majority. A Modi victory would be a blow for campaigners who have long maintained he is an autocratic Hindu supremacist responsible for an outbreak of religious riots in his home state of Gujarat in 2002 in which more than 1,000 people, mostly Muslims, died. Modi was shunned by Western nations for years after the bloodshed in Gujarat, where he has been chief minister since 2001. He was denied a U.S. visa in 2005 under the terms of a 1998 U.S. law which bars entry to foreigners who have committed “particularly severe violations of reli-
gious freedom.” Modi’s rise on the national stage, however, and the importance of relations with India, which the United States sees as a key counterbalance to China in Asia, have forced a rethink. Ambassadors of the European Union and the United States have met Modi to patch up relations. Modi has denied any wrongdoing in 2002 and, in 2010, the Supreme Court ruled that he had no case to answer. The U.S. State Department has repeatedly declined to spell out whether it will issue a visa to Modi as prime minister, but analysts say it is all but certain he will be given one because of the “strategic” nature of the U.S.-India relationship, which Obama has called “one of the defining partnerships of the 21st century.” On Monday the State Department described the Indian elections, which were spread over five weeks, as “an inspiring example of the power of the democratic process in action” and stressed their peaceful nature - in spite of the killing of 41 Muslims in Assam. “We view our relationship with India as one that’s vitally important for economic, strategic reasons,”
spokeswoman Jen Psaki said. “We look forward to working with the leaders chosen by the Indian people to advance this important partnership and to set an ambitious agenda.” Members of the U.S. Congress campaigned against a visa for Modi in 2005 under the International Religious Freedom Act, but the strength of the anti-Modi lobby has since dwindled. MODI TO VISIT UN? In March, a report to the U.S. Congress by a specialist in U.S. immigration policy, Ruth Wasem, noted the 2010 Supreme Court ruling and said that if Modi were to become prime minister he would be covered by diplomatic immunity and qualify for a visa. Wasem, a researcher for the Congressional Research Service, said Obama has authority under the U.S. immigration act to deny entry to anyone who has committed “crimes against humanity or other serious human violations of human rights, or who attempted or conspired to do so.” Since no case has been proven against Modi, however, this is unlikely. One congressional aide said

neW Delhi, May 13 (ians): History would have recorded Prime Minister Manmohan Singh differently if he had taken a stand against scams and frauds, senior BJP leader Arun Jaitley said Tuesday. “If he (Manmohan Singh) had stood up and cancelled the coal blocks allocation once the fraud was revealed or cancelled the 2G licenses himself rather than wait for the court to do it, I have no doubt that history would have recorded him very differently,” Jaitley wrote in his blog. The blog appeared a day after the 10-phased general elections across 28 states and seven union territories ended Monday. Exit polls indicate that the Bharatiya Janata Party (BJP) is expected to surge ahead when votes get counted Friday and oust the Congress-led UPA that has been in power for the past decade. Jaitley added that Singh’s inability to speak up within his own party, may compel historians to take a different view of him. “With an element of scholarship, he was always well read and well prepared on any subject. And yet, when he addressed the country, he never came out as a leader. The reason for not coming out as a leader was clear. He never wanted to rock the boat,” he said. Attacking Congress president Sonia Gandhi, Jaitley said that Singh was vested with limited powers and had to keep the party and its first family in good humour on all major decisions. “Thus, when the reform process was blocked on account of decisions of the National Advisory Council or when (Congress vice president) Rahul Gandhi tore apart the papers of objectionable ordinance, the prime minister was perceived as a non-leader who had to accept everything without his opinion mattering significantly,” he said.
‘Cong was out-funded in this election’
neW Delhi, May 13 (ians): Rural Development Minister Jairam Ramesh Tuesday said his Congress party has been “out-funded” as far as this election was concerned, but maintained that the exit polls which predict a BJP clean sweep would be proved wrong on counting day. The amount of money spent by BJP prime ministerial candidate Narendra Modi for campaigning in this election was “astronomical”, Ramesh said at an interaction with the media at the Indian Women’s Press Corps here. “We (the Congress) also spent money but our level of spending was peanuts compared to what they (the Bharatiya Janata Party) were spending,” he said. “The exit polls will be proved wrong like they were earlier in 2004 and 2009. The Congress will do far better than what the polls have predicted and BJP will not do as magnificently as they say,” he said. Questioned about the quality of campaigning in this election, he said: “All campaigns are brutal and aggressive - this was no different. Inspite of our best efforts, the campaign did become communal. BJP started the campaign from Muzaffarnagar. The Gujarat model was just a Mukhauta (mask).” “The BJP which began their campaign from Muzaffarnagar in Uttar Pradesh (where communal riots occurred last September), managed to polarize the campaign towards the last phase,” he added. “The Congress party was handicapped as we were not fighting the BJP but an individual. In these circumstances, we could never have a discussion on the policies... everything became individual-centric,” the minister said.
Modi could visit as early as September for the U.N. General Assembly in New York. Ashley Tellis, a South Asia expert at the Carnegie Endowment for International Peace, said that if Modi were elected, Secretary of State John Kerry should visit India as soon as possible and Modi should be invited to the United States. “I think the Obama administration will reach out to him if he is elected as prime minister as it would the leader of any other friendly state,” Tellis said. “Whatever one thinks of Modi, India matters to U.S. national interests - and the administration should take its bearings from that fact when engaging Modi,” he said. Dan Twining of the German Marshall Fund policy group said the United States needs India as “a strong southern anchor of the Asian balance of power” and “both should look to the future.” Human rights groups Amnesty International and Human Rights Watch have not taken a position on the Modi visa issue, but said it was important for Washington to press India’s new government to end impunity and promote freedom of expression.

Obama looks forward to working with new Indian govt Washington, May 13 (ians): As exit polls suggested that the Narendra Mod- led Bharatiya Janata Party was set to win the Indian election, President Barack Obama said the US looked forward to “working closely” with India’s next administration. “I congratulate the people of India on concluding their national elections” he said in a statement Monday without any reference to the polls or likelihood of Modi, whom Washington has shunned for years for his alleged role in 2002 Gujarat riots, becoming the prime min-

neW Delhi, May 13 (aFP): Air India’s cabin crew on Tuesday attacked new guidelines from the civil aviation watchdog on how much they should weigh, branding them “crazy” and discriminatory. The Directorate General of Civil Aviation (DGCA) issued the guidelines last week to Indian airlines flying domestically and overseas, setting out body mass index (BMI) and other health requirements for flight attendants. Cabin crew members could be declared unfit and suspended from flying if their BMI, a measure of weight relative to mass and height, was outside a range considered normal, the regulator said on its website. The regulator said the rules were aimed at passenger safety, with only fit and healthy cabin crew able to properly discharge duties especially during in-flight emergencies. The new rules were likely to impact at least 600 members mostly working for state-run Air India, according to the airline’s cabin crew union. “The guidelines are arbitrary and discriminatory. They just can’t wake up one fine morning and make some crazy rules citing
flimsy reasons,” a senior official of the All India Cabin Crew Association said. “Air India’s cabin crew has had a perfect safety record with the way we have been all along. Do they mean to say that all emergencies till now were handled by unfit crew?” the official told AFP citing anonymity. The association has written to the DGCA, saying its authority did not extend to cabin crew and its members were therefore not obliged to follow the new guidelines. The guidelines suggest frequent medical checks for cabin crew and based on the resulting reports, they can be categorized as fit, temporarily unfit or permanently unfit to fly. A BMI between 18 and 25 is stated as normal for males and 25 to 29.9 is overweight, while anything above 30 is obese. For women, a normal BMI falls between 18 and 22, while 22 to 27 is considered overweight and above 27 obese. The Council for Social Justice and Peace (CSJP), the social wing of the Roman Catholic Church in Goa, has demanded setting up of a public sector undertaking (PSU) in a letter to Chief Minister Manohar Parrikar. The demand comes over a week after Parrikar, who is being accused by the opposition and civil society groups of being close to the powerful private mining lobby, outright denied any possibility of a government concern taking over the 100odd mining leases, which were declared illegal by the Supreme Court (SC) last month. “The council is of the opinion that the state government constitute a PSU to operate all mining activities, utilizing the existing machinery and trucks that are owned by the concerned people,” CSJP’s executive secretary Fr. Savio Fernandes said in the letter sent Monday. After it imposed a blanket ban on mining for over a year, the Supreme Court revoked it in April and ruled that nearly all mining leases in Goa were being illegally operated, thus expanding the financial scope of the scam from Rs.35,000 crore to many times that amount. Parrikar ruled out setting up a government corporation to manage the mining industry, and claimed that corporations were prone to corruption.

Senior party leader and Union minister Praful Patel said the people’s mandate has to be respected as the country has to move forward. “Call it the exit polls or the opinion polls, this is the general view that BJP will emerge as the single largest party,” he told reporters here while assessing the possible outcome of the Lok Sabha elections. “The question is how close they are able to come to the halfway mark or if they want any ally, all this will become clear on May 16. But the government should be stable. A stable and good government is good for the country,” he said.
Asked if his party would support NDA if it falls short of the half-way mark of 272 seats, Patel said no conjecture should be drawn against NCP or it taking any sides. “We are not looking at any particular position. Israeli court sentences ex-PM Olmert to 6 years TEL AVIV, MAy 13 (AP): Former Israeli Prime Minister Ehud Olmert was sentenced on Tuesday to six years in prison for his role in a wide-ranging bribery case, capping a stunning fall from grace for one of the most powerful men in the country and marking the climax in a lengthy campaign against corruption in Israeli public life. With the sentencing, Olmert became the first former Israel prime minister to be sent to prison. He joins a former Israeli president, Cabinet minister and several lawmakers who have all served time in recent years. The cases have sparked shame in the country’s elected officials but also pride in its justice system, proving that no one in Israel is above the law. Judge David Rozen, a Tel Aviv district court judge, delivered the punishment in the Jerusalem real estate scandal case, which was related to Olmert’s activities before he become prime minister in 2006. Tuesday’s sentencing followed a guilty verdict that was handed down by the same court in March. “A public servant who accepts bribes is akin to a traitor,” Judge David Rozen read in court. “This is a man who was on top of the world. He served as prime minister, the most important position, and from there he reached the position of a man convicted of criminal
offenses,” Rozen added, referring to Olmert. Rozen ordered Olmert and a series of other former government officials, developers and businesspeople who were also sentenced to appear before the prison service on Sept. 1. Olmert was also fined $290,000. The 68-year-old Olmert, who stood stoically in the courtroom in a navy blue shirt, insisted he is innocent and never took a bribe. His spokesman Amir Dan called it a “sad day” in which an “unjust verdict” was delivered against an innocent man. He said Olmert would appeal both the verdict and the sentence to Israel’s Supreme Court. “It is a very serious sentence and we put our faith in the Supreme Court,” Dan said outside the courtroom. Should Olmert end up in prison, special arrangements would likely have to be made to accommodate such a senior official who still enjoys round-theclock security. According to the verdict, millions of dollars illegally changed hands to promote a series of real estate projects, including a controversial housing development in Jerusalem that required a radical change in zoning laws and earned developers tax breaks and other benefits. At the time, Olmert was mayor of Jerusalem and was accused of taking bribes to push the project forward. He was forced to
resign as prime minister in 2009 amid a flurry of corruption allegations. Olmert was a longtime fixture in Israel’s hard-line right wing when he began taking a more moderate line toward the Palestinians a decade ago, as deputy prime minister. He also played a leading role in Israel’s withdrawal from the Gaza Strip in 2005. He became prime minister in January 2006 after then-Prime Minister Ariel Sharon suffered a debilitating stroke. He subsequently led their newly formed Kadima Party to victory in parliamentary elections on a platform of pushing further peace moves with the Palestinians. A gifted orator, Olmert crossed a series of taboos while in office — warning that Israel could become like apartheid South Africa if it continued its occupation of the Palestinians and expressing readiness to relinquish control of parts of the holy city of Jerusalem as part of a peace deal. Olmert led his government to the Annapolis peace conference in November 2007 — launching more than a year of ambitious, but unsuccessful peace talks with the Palestinians. Despite his ambitious agenda, Olmert’s term was clouded by the kidnapping of an Israeli soldier who was captured by Gaza militants in a crossborder raid and an inconclusive war against Hezbol-
lah guerrillas in Lebanon. Both incidents occurred shortly after he took office. Olmert also launched a military invasion of the Gaza Strip in late 2008 that drew heavy international criticism. But it was the corruption allegations that accompanied much of his political career and ultimately proved his undoing. He stepped down to face various charges from his time as mayor and later Cabinet minister. Olmert has already faced a trial on separate charges of accepting illicit funds from an American supporter and double-billing Jewish groups for trips abroad. In that case, he was cleared in 2012 of the most serious charges but convicted on a lesser count of breach of trust for steering jobs and contracts to clients of business partners and got a suspended oneyear sentence. That verdict was seen as a moral victory, and Olmert had signaled an intention to return to politics if he could beat the charges against him in the real estate scandal. He had been seen as one of the few politicians capable of mounting a challenge as a centrist alternative to Prime Minister Benjamin Netanyahu. pected was tainted by corruption. The case broke in 2010 on the strength of a businessman, Shmuel Dechner, who was involved in the project and turned state’s witness. Dechner died last year from an illness. The indictment against Olmert laid out one of the largest corruption scandals ever exposed in Israel. It accused Olmert of seeking money, through a middleman, from Holyland developers to help out
his brother, Yossi, who fled Israel because of financial problems. According to the indictment, Yossi Olmert received about $100,000. Ehud Olmert was also accused of asking the middleman to help out city engineer Uri Sheetrit, who also had money woes. Sheetrit later dropped his opposition to the broad expansion of the Holyland complex, which burgeoned from a small development into a massive, high-rise project that sticks
out from its low-rise neighbors. According to the indictment, Sheetrit received hundreds of thousands of dollars in bribes. Among those also sentenced on Tuesday was Sheetrit, who was sent to prison for seven years. Others were sentenced to terms of between three to five years. US flying aircraft over Nigeria in hunt for girls WHO wants action as alcohol
ABUJA, MAy 13 (AP): A Nigerian government official said “all options are open” in efforts to rescue almost 300 abducted schoolgirls from their Islamic extremist captors as U.S. surveillance and reconnaissance aircraft started flying over the West African country. Boko Haram, the militant group that is holding some 276 female students it kidnapped last month from a boarding school in northeast Nigeria, said the girls will only be freed after the government releases jailed militants. Nigeria’s initially suggested there would be no negotiations with Boko Haram but it appears that stance may be relaxed. Mike Omeri, the director of the government’s information agency, called the National Orientation Agency, said the government will “use whatever kind of action” it takes to free the girls. UN’s nuclear probe of Iran falters
VIENNA, MAy 13 (AP): A once-promising U.N. attempt to probe suspicions that Tehran worked on atomic arms is faltering — and with it, hopes that Iran and six world powers can meet their July target date for an overarching nuclear deal. With efforts to draft the text of an agreement starting in Vienna on Wednesday, both sides say that meeting the informal July 20 deadline remains possible. The U.S. administration gives it a 50-50 chance, and Iranian Foreign minister Mohammad Javad Zarif recently said the talks are progressing at an “unexpectedly fast pace.” The United States, Russia, China, Britain, France and Germany want to reduce Iran’s present nuclear weapons-making potential. Tehran has been engaging with them over the past six months in exchange for full sanctions relief, even though it insists it has no interest in such arms. But the U.N’s International Atomic Energy Agency is no nearer to closing the books on persistent allegations that Iran worked on nuclear arms in the past. While the IAEA’s probe is formally separate from the talks, the U.S. and its allies insist that Tehran must provide satisfactory
explanations to the U.N. agency as part of any overall deal. As part of an evolving November agreement Tehran agreed three months ago to go into deeper explanations of its work on detonators that have a variety of uses, including sparking a nuclear explosion. That has not happened. Three diplomats told The Associated Press Monday
that in a recent formal response, Iran continues to insist that there is no nuclear link to the detonators. Tehran says they were developed only to set off conventional military blasts, and later for civilian uses. The IAEA outlined its suspicions in a 2011 report on a wide range of suspected weapons experiments. It said then that Iran’s work on the detonators is of con-
cern, “given their possible application in a nuclear explosive device, and the fact that there are limited civilian and conventional military applications for such technology.” Agreed on after Iran’s reformist government took office, the Iran-IAEA deal was seen as important for testing Tehran’s professed willingness to de-escalate tensions over its nuclear

LONDON, MAy 13 (REUTERs): More than 3 million people died from using alcohol in 2012, for reasons ranging from cancer to violence, the World Health Organisation said on Monday, as it called on governments to do more to limit the damage. “More needs to be done to protect populations from the negative health consequences of alcohol consumption,” said Oleg Chestnov, a WHO expert on chronic disease and mental health. He added there was “no room for complacency”, warning that drinking too much kills more men then women, raises people’s risk of developing more than 200 diseases, and killed 3.3 million people in 2012. On average, according to the WHO report, every
person in the world aged 15 years or older drinks 6.2 litres of pure alcohol per year. But less than half the population - 38.3 percent - drinks, so those who do drink on average 17 litres of pure alcohol a year. “We found that worldwide about 16 percent of drinkers engage in heavy episodic drinking - often referred to as ‘binge-drinking’ - which is the most harmful to health,” said Shekhar Saxena, director for mental health and substance abuse at the WHO. Poorer people are generally more affected by the social and health consequences of alcohol, he said: “They often lack quality health care and are less protected by functional family or community networks.” The global status report on alcohol and
health covered 194 countries and looked at alcohol consumption, its impact on public health and policy responses. It found that some countries are already strengthening measures to protect people from harmful drinking. Those include increasing taxes on alcohol, limiting its availability by raising age limits and regulating marketing. More countries should take similar action, WHO said. More also needed to be done to raise awareness of the damage alcohol can do to people’s health and screen for those who may need earlier intervention to cut down or stop. Globally, Europe consumes the most alcohol per person. Some of its countries having particularly high rates of harmful drinking.

LOS ANGELES, MAy 13 (AP): Los Angeles Clippers owner Donald Sterling repeatedly disparaged Magic Johnson's HIV-positive status in an interview that aired Monday, saying he was not a fit role model for children and dismissing his work in business and charity. The interview with CNN's Anderson Cooper was meant to be a mea culpa in Sterling's first public comments since racist recordings emerged last month and earned him a lifetime NBA ban, but when the subject turned to Johnson, who was mentioned in the recordings, Sterling is anything but apologetic. "He's got AIDS!" Sterling said loudly at one point, cutting off Cooper as the interviewer attempted to cite Johnson's accomplishments after Sterling asked, "What has he done, big Magic Johnson, what has he done?" Sterling changed course briefly during the interview to call Johnson "a good person," but resumed his criticism. "He acts so holy," Sterling said. "He made love to every girl in every city in America, and he had AIDS, and when he had those AIDS, I went to my synagogue and I prayed for him, I hope he could live and be well. I didn't criticize him. I could have. Is he an example for children?" Cooper corrected Sterling, explaining that Johnson was HIVpositive but did not have "full-blown AIDS." Sterling briefly adjusted his language but not
his tone. "What kind of a guy goes to every city, has sex with every girl, then he catches HIV. Is that someone we want to respect, and tell our kids about?" Sterling said. "I think he should be ashamed of himself." Johnson, who is scheduled to appear on Cooper's show to reply on Tuesday, wrote on his Twitter account that "I'd rather be talking about these great NBA Playoffs than Donald Sterling's interview." Johnson later Tweeted, "After this week, no more Sterling talk." The comments earned Sterling a quick rebuke from NBA commissioner Adam Silver, who handed down a lifetime ban and $2.5 million fine against Sterling last month. "I just read a transcript of Donald Sterling's interview with Anderson Cooper and while Magic Johnson doesn't need me to, I feel compelled on behalf of the NBA family to apologize to him that he continues to be dragged into this situation and be degraded by such a malicious and personal attack," Silver said. "The NBA Board of Governors is continuing with its process to remove Mr. Sterling as expeditiously as possible." Just a day earlier, Johnson and the commissioner sat together at the Clippers playoff game against the Oklahoma City Thunder, though Johnson had Tweeted that he would never again attend a Clippers game while Sterling was owner.

Ferdinand to leave ManU aFter 12 years MANCHESTER, MAy 13 (AP): Rio Ferdinand brought his trophy-filled, 12-year stay at Manchester United to an end on Monday by announcing he would be leaving Old Trafford to continue his playing career. The 35-year-old Ferdinand, who became England's most expensive player when he joined United from Leeds for 29.1 million pounds in 2002, has not been offered an extension to his contract that expires next month. He suggested, however, that his departure was on his own terms, saying in a statement: "I have thought long and hard over the last few months about my future, and after 12 fantastic years playing, for what I regard, as the best club in the world, I have decided the time is right for me to move on." A tall, elegant, ballplaying defender, Ferdinand made 454 appearances for United — his last coming in the 1-1 draw at Southampton on Sunday in the final match of the season. He had been marginalized by the club this season, making just 14 appearances. Ferdinand won six league titles, two League Cups, one Champions League and a Club World Cup with United and forged one of Premier League's great center-back partnerships with Nemanja Vidic, who will also leave this summer to join Inter Milan. With left back Patrice Evra soon out of contract, too, whoever comes in as the full-time replacement for fired United manager David Moyes faces a huge task to rebuild the defense. LONDON, MAy 13 (REuTERS): Manchester United had to sign Rio Ferdinand after the 2002 World Cup. After winning three Premier League titles in a row from 1999-2001 they endured a difficult season in 2001-02, finishing third, and needed to recruit the best defender in the country to steady the ship. Ferdinand, who 12 years on has announced he is leaving Old Trafford at the age of 35, fitted the bill perfectly. The tall and elegant centre back had made his name at West Ham United from 1996-2000 before moving to Leeds United for 18 million pounds ($30.4 million) and becoming a cornerstone of the team which reached the Champions League semi-finals in 2001. But as Leeds imploded with financial problems, United made their move to staunch the defensive instability which undermined the 2002 season and made Ferdinand the then most expensive player in British football history at 29.1 million pounds ($49.1 million). United manager Alex Ferguson wanted a linchpin for the next 10 years and Ferdinand duly obliged. It all started smoothly as United won the title in Ferdinand's first season at the club but then there was a major hiccup. Ferdinand missed a mandatory drugs test in 2003 and was banned for the rest of a season in which Arsenal's Invincibles won the title with an unbeaten record. Restored to the staring lineup, Ferdinand began to show his true worth but Chelsea coached by Jose Mourinho proved an irresistible force and won the Premier League in 2005 and 2006. In 2006, however, United moved to provide Ferdinand with a significant defensive partner by signing Serbian Nemanja Vidic from Spartak Moscow and it was a match made in heaven. The muscular and feisty Vidic, who is also now leaving United after the club's tortuous season, was perfectly complemented by Ferdinand's more subtle defensive skills. DOMINATING INFLUENCE The pair blended superbly to provide Ferguson with the bedrock he wanted and three Premier League titles went to Old Trafford from 2007-09. The 2008 Champions League final was the pinnacle of Ferdinand's career and further Premier League titles followed in 2011 and 2013. Hampered by injuries in his later years, Ferdinand proved less of an dominating influence than he would have liked but when he played there was always a sense of calmness in the United rearguard. After guiding United to the 2013 Premier League title in his final season in charge of the club, Ferguson paid the ultimate tribute to his defensive rock who also played 81 times for England.

Chinese man has turned himself into a human punch bag with people paying money to hit him as hard as they can. Xie Shuiping, 48, offers up himself to people on the streets and in bars and nightclubs, giving them the chance to punch him in the stomach three times. But despite the unusual job, Mr Xie of Wuhan city in Hubei province, says he can earn around 20,000 yuan (£1879) a month, enough to make a living out of it. He started his career as a human punch bag in 2004 in a promotional show at a supermarket, where he allowed audience members to hit him over the head with wine bottles. From then on, he started to earn money by allowing people to hit him as hard as they can. According to Mr Xie, each of his ‘performances’ last around 20 minutes with paying customers allowed to punch his stomach three times. He explained: ‘Those who beat me or shake me can receive free drinks from the bar. ‘At first, I did it for fun and did not think about making a living by it. ‘But later I realised that without money, I could not live.’ Both his wife and two daughters have tried to talk him out of getting beat up as a career, but they are unable to convince him. He added: ‘I do not think the career is low, and I get paid through my work.’

ce tennis player Mahesh Bhupathi has come to defend his friend and former doubles partner Leander Paes, who is being accused of being abusive by his partner Rhea Pillai. Speaking to MidDay, Bhupathi says that Rhea's allegations that Paes is abusive and violent is not true. He also claims that their daughter, Aiyana, is very close to his father and has often accompanied him to practice sessions. Leander has recently filed a petition in the Bandra Family Court seeking the custody of his daughter from Rhea, citing reasons like irresponsibility and unfaithfulness. PORTLaND, MaY 13 (aP): Damian Lillard scored 25 points and the Portland Trail Blazers staved off elimination in the Western Conference semifinals with a 103-92 victory over the San Antonio Spurs on Monday night. Nicolas Batum had 14 points, 14 rebounds and eight assists to cut San Antonio's advantage in the series to 3-1. Portland held Tony Parker to 14 points after he had scored 29 points or more in three of his last four playoff games. Coach Gregg Popovich sat Parker and Tim Duncan after Portland built a 20-point lead in the final quarter. The Spurs are looking to head to the conference finals for the third straight season. Game 5 is Wednesday night in San Antonio. No team has ever lost a seven-game NBA playoff series after going up 3-0. The Blazers were the last team to take a series to seven games after dropping the first three. Portland rebounded in the first round
against Dallas in 2003 but ultimately lost the first-round series' deciding game. The Blazers had been hurt by the loss of backup point guard Mo Williams to a groin injury for the past two games. Williams had provided both energy and points off the bench all season in relief of Damian Lillard. NEW YORK, MaY 13 (aP): LeBron James had done his part to put the Miami Heat in control of the Eastern Conference semifinals, and one last free throw was meaningless except to him. He missed, leaving him one shy of his first 50-point playoff game, muttering to himself after. "That's the first time I've been disappointed in myself in a win," James said. Then he smiled, realizing his performance left nothing to complain about. James tied his playoff career high with 49 points, Chris Bosh made the tiebreaking 3-pointer with 57 seconds left, and the Heat
beat the Brooklyn Nets 102-96 on Monday night for a 3-1 lead. James carried the Heat nearly the entire way until Bosh hit the shot that put Miami ahead for good — a play where James resisted the temptation to force a shot, instead passing to Mario Chalmers, who swung it to a wideopen Bosh. Ray Allen followed with four free throws and James finished it off with one more, putting the Heat in position to wrap it up at home Wednesday in Game 5. MGNERGS Operational Guidelines and Revised Schedules were extensively discussed and various issues addressed. PowerPoint presentations, discussions and debates marked the training. It is hoped that the convergence initiative will go a long way in paving development in all sectors of our community.

Site visits were also taken by the Joint Secretary and her colleagues where projects undertaken by the Department were examined and also interacted with the VDBs. This visit to the state is going to be a turning point in the history of convergence in the state.
