Nagaland govt urged to safeguard people
Kohima, January 14 (mExn): Former Pradesh Congress Committee President and AICC member, KV Pusa has urged the Nagaland state government to perform its duties to safeguard the people. Pusa, in a press note today, said that instead of “playing a blame game,” the state government should perform its duties to safeguard the people and work for their welfare. Referring to the confrontation between the Sumi public and the NSCN (IM) at Mukalimi Designated Camp, Zunheboto and the recent violence and unrest in Karbi Anglong, the Congress leader said that “blame games would not resolve the issue but would further aggravate the volatile situation.” As such, he urged the government to act according to the wishes and interest of the people, so as to prevent such incidents in the future. Pusa asked the government to provide adequate compensation for the victims of the Mukalimi incident. He also called for measures in order to safeguard the welfare of the Rengma people, who have been displaced due to the violence in Karbi Anglong. Pusa added that the Nagaland state government should adequately compensate the Rengma people who have been displaced.

nEw yorK, January 14 (ianS): There is a ray of hope for cancer patients. Scientists have stumbled upon the anti-cancer qualities of a previously known but little studied chemical compound. Scientists at Johns Hopkins University found the compound, called BMH-21, targets and shuts down a common cancer process. Their work focused on the ability of the chemical to sabotage the transcription pathway. Transcription pathways are the means by which certain proteins that direct cell division are put into action by cells. BMH-21 has demonstrated an ability to bind to the DNA of cancer cells and completely shut down this transcription pathway, said the study published in the journal Cancer Cell.

DimaPur, January 14 (mExn): The proposal of a 96-hour Karbi-Anglong bandh called by the Karbi Peoples Liberation Tigers (KPLT) has been withdrawn. The bandh was called by the KPLT in protest of the reported killing of two of its members on December 27, 2013 and was to take effect from 5:00am, January 15. Karbi Anglong police quoting reports from its sources said that the decision to revoke the bandh was made on Tuesday. Reports from Diphu also confirmed the withdrawal of the bandh. A source from Diphu said that a number of factors resulted in the revocation of the bandh. The KPLT must have heeded the appeal of the Karbi civil society to reconsider the bandh call on humanitarian grounds, the source said. Taking another step to what could become a strength for the Karbi and Rengma communities of Karbi Anglong, the Naga civil society led by the Naga Hoho met the Karbi Anglong Peace Forum (KAPF) for a joint meeting here today. The first of its kind was even more informal, but just as essential, held on the campus of the Dimapur civil hospital earlier this month. “What has happened has happened. Let us work together henceforth and bring the situation to normalcy,” said president of Naga Hoho, Chuba Ozukum at the meeting. The joint meeting has appealed to all the people of Karbi Anglong, particularly the KPLT and the NRHPF, to maintain peace “at any cost.” According to Ozukum, this should continue through more meetings towards developing “peaceful feelings” between the two communities. Women’s Hoho Dimapur said, “let our boundary not be a zone of war, rather a zone of peace.” And dialogue is the “best mode of bringing people together,” said Kenneth Mao, co-convenor of the Naga Peoples’ Movement for Human Rights, while acknowledging the “maturity” shown by the Karbi civil society in handling the situation in Karbi Anglong and Dimapur. He stated that the need of the hour is to find ways to properly rehabilitate the displaced people and find ways to foster better relationships as indigenous peoples of the region. Similar messages of peace were relayed by the Naga Council Dimapur and Naga Students’ Federation. Beyond dialogue, there are “things to do now,” as president of the Rengma Naga Students’ Union,
Phenpiga Rengma, put it. The Government of Assam will provide ration to relief camps for only 10 more days and though the people continue to feel insecure about going back home, said Rengma, they have little option. A large number of security personnel has been moved to the violence hit areas of Karbi Anglong but “our people are not secure enough with even that,” he asserted. “We, the Karbi, Dimasa, Kuki, Rengma and others, have been living together and that is what will continue to happen in the upcoming days,” assured Benting Teron, chairman of the KAPF. The KAPF was formed on January 2, 2014 by members of the Karbi civil society in order to restore peaceful coexistence between the various tribes that reside Karbi Anglong. It
is because of their efforts that Nagas could meet the Karbis today “as a family” said Naga Hoho general secretary, Mutsikhoyo Yhobu. The KAPF, in their messages to the Naga delegation, was able to highlight issues of the “third force(s)” that has remained evasive to day. The Karbi and Naga delegations also met the DC of Karbi Anglong, P K Buragohain, in his office to discuss the situation. The DC assured the delegation that an ex gratia amount of Rs. 3 lakh will be given by the Government of Assam to the families of the deceased Rengma people in the December violence. The displaced persons will also be provided with ration for 15 days after they go back home and begin to resettle. The DC informed the delegation that 16 “sensitive areas” have been identified by the State administration where security will be beefed up. Building material will be provided to families and all steps will be taken to rehabilitate people on the same land that they had to leave behind.
Joint Declaration of KAPF and Naga Hoho:
1. The joint meeting between the Naga civil societies led by Naga Hoho and the Karbi civil societies led by Karbi Anglong Peace Forum at Diphu, on January 14, 2014 appeals to all the people of Karbi Anglong, particularly the KPLT and the NRHPF, to maintain peace at any cost. 2. The Joint Meeting demands that the enquiry being ordered in the killing of nine Karbi youths in Nagaland should also include the killing and arson incidents in Karbi Anglong. The meeting was of the opinion that a third force was involved in the killings and arson both in Dimapur and Karbi Anglong. The third force must be identified and eliminated once and for all. Also, the enquiry must include all the incidents of ethnic violence in Karbi Anglong since 2003. 3. The Ex-gratia payments announced by the Government of Assam must be given to families of the victims of both the Rengmas and the Karbis adequately and without partiality within 31st January 2014. 4. We urge upon the Government of Assam to rehabilitate the affected families after taking a proper assessment of all the losses and damages of houses, crops, livestock, and other properties, and to complete the resettlement of all the displaced families by the 31st of January 2014. The meeting also urge upon the Government to provide rations for one year to all the affected families, and also provide seeds for cultivation. 5. The Joint Meeting urge upon the Government of Assam to provide proper and adequate security in all affected areas including the approach roads to the villages to prevent any reoccurrence of the incidents. If there is any reoccurrence of such incidents the Government of Assam shall be held responsible. 6. The Joint Meeting appeals to the armed groups of people to shun violence and not to fall into the trap of the third force. 7. Many students have lost their books and study materials. Therefore the Government of Assam is urged to provide all necessary books study materials and tuition fees for one year. The Government of Assam is also urged to provide immediate hostel facilities separately for both boys and girls, especially those who are appearing in the forthcoming HSLC, HSSLC, and degree examinations, along with rations for at least six months. 8. The Joint Meeting agreed upon to visit all the relief camps jointly by the KAPF and the Naga Hoho. 9. The body of the meeting urged the public not to be misled by media publication either by print media or electronic media before ascertaining the facts. Also appeal to groups and individuals of any community to refrain from issuing any statements that may jeopardize the process of bringing normalcy by the two bodies. P. Around 16 million people inject drugs and three million of them are living with HIV infections globally, says a WHO report. Approximately ten percent of new HIV infections are caused by injecting drug use. In India, there has been significant reduction in overall HIV infections, but according to a report by National Aids Control Organization (NACO), HIV prevalence among injecting drug users (IDUs) is as high as 7.17 per cent, and they are one of the most vulnerable groups. Northeastern states had been in the forefront with regard to injecting drug use in the past. Manipur and Nagaland remain the states with highest numbers of IDUs. HIV infections among the group has considerably gone down, nonetheless they still remain vulnerable. “About 15 years ago, it (HIV prevalence rate among IDUs) was 40% in Nagaland, but the latest reports show that the new incidence rate has come down to less than 5 %,” says Chenithung Humtsoe, a social worker based in Dimapur and one of the founding members of North East India Harm Reduction Network (NEIHRN). NEIHRN, currently based in Dimapur, is a conglomeration of several institutions and individu-
als from the eight states of Northeast, which works towards harm reduction with special focus on IDUs. Formed in 2000, it functions based on three objectives: capacity building, developing knowledge hub, and advocacy. The “uniqueness” of the network as Chenithung states, is its inclusive nature. It includes professionals, NGOs, former drug users, and affected families. IDUs are categorized under High Risk Groups (HRGs) by NACO and they are covered under Targeted Interventions. However, despite a number of preventive interventions implemented through NGOs and Community Based Organizations (CBOs), challenges linger. “In reality, the numbers of syringes needed by the drug users to take precaution from HIV infection is not adequate,” says Shasikumar Singh, Project Director of NEIHRN. “…So there are sometimes cases of sharing needles and syringes which still needs to be worked out and focused more.” Using unclean or sharing injecting drug equipment is reported to be one of the most efficient ways of transmitting HIV. Shasikumar also adds that more needs to be done for promoting safer sex practices. “Most of the drug users are from youth population and they are not really sensitized to use condoms,” he admits, while
acknowledging that HIV transmission from drug users to others is “really” going down. Another challenge is the stigmatization of drug users and pressure from anti-drug organizations, which prevent the users from availing harm reduction services. Compared to early 2000, drug users today are more vocal about their needs, according to Shasikumar. “But it does not mean that all of the drug users can come up openly,” he adds. “Some are reluctant…thinking what would they face after they expose themselves to the whole population.” Apart from financial crunches, shortage of manpower, and other logistics, NEIHRN is confronted with the perception of the general community. “Some of them think like we are promoting youths to do drugs,” Shasikumar states. “That kind of perception needs to be sensitized and we need to make them understand the objective of harm reduction.” Government has in place various projects to fight HIV/AIDS and its transmission, but it will only be relevant when the masses and especially the vulnerable avail it. Hence, ample awareness, advocacy and sensitization programmes ought to be initiated to achieve success in containing transmissible epidemics like HIV/AIDS.
DimaPur, January 14 (mExn): The Naga Students’ Federation (NSF) has cautioned the Election Department, Government of Nagaland on the issuing of Electors Photo Identity Cards (EPIC) to illegal immigrants, during the recent exercise of certification of de-publication and error correction of Electoral Rolls for Summary Revision 2014. A press note from the NSF President and General Secretary stated that at a juncture “when Nagas are realizing that the presence of illegal immigrants is a threat to the very social fabric of our Naga society,
we cannot afford to legalize their identity by issuing the EPIC, which will surely become a valid document in the near future.” It informed that as per the Election Department’s Draft E-Roll 2014, nearly one lakh possible duplicate voters have been identified. It noted that there are almost the same numbers of non local voters with Naga names in every district, particularly in Dimapur. Therefore, it asserted that Nagas must realize the consequence of giving voting rights to illegal immigrants. The NSF cited Tripura as an example, where
“the indigenous people,” it said, “have been marginalized by the outsiders and have become minority in their own ancestral land.” It added that in Assam, illegal immigrants have “completely dominated many districts, particularly in the areas bordering Bangladesh, which has completely changed the social, cultural and religious practices of the indigenous inhabitants.” The NSF queried if Nagas are going to remain “a mute spectator when we can see what is happening or are we going to act to save our future?” It asserted that “if we remain a silent spec-
tator today then our future generation will regret the unfolding of the annihilation during our life time.” It appealed to the concerned department, district administration and officials involved for such certification and detection of illegal voters to exercise their authority without fear or favor. NSF further cautioned that the “Naga future generation will question the treacherous act of any individual, group or organization who tries to protect the illegal immigrants for their selfish interest and benefit at the cost of our future generation.”

UK based Ashgate Publishing releases book on Nagas Dimapur, January 14 (mExn): A book on the Nagas, titled “Progress and Its Impact on the Nagas: A Clash of Worldviews,” has just been released by Ashgate Publishing, an academic book and journal publisher based in the United Kingdom. A press release issued by Ashgate Publishing, United Kingdom stated that Progress, the book contends, is a modern Western notion that life is always improving and advancing toward an ideal state. It is a vital modern concept, which underlies geographic explorations and scientific and technological inventions as well as the desire to harness nature in order to increase human beings’ ease and comfort. With the advent of Western colonization and to the great detriment of the colonized, the notion of progress began to perniciously and pervasively permeate across non-Western cultures. The book details the effects of colonization and proselytization on the Nagas and their culture. In it, the author argues that the interaction between the
Nagas and the West has resulted in the gradual demise of the Naga culture. As such, it is almost a cliché to assert that since the colonial and missionary contact, the long evolved Naga traditional values are being replaced by Western values and practices. The author is a Naga who consciously brings this ethnic identity and cultural experience to bear on his theoretical analyses. Overall, the writer intends to provide a counter-narrative that refutes the meta-narrative that currently defines the Nagas and their culture in the academia. The author, Tezenlo Thong, received his Ph.D. in Religious and Theological Studies from the University of Denver and the Iliff School of Theology. Dr. Thong has previously published scholarly articles on the Nagas, including “Civilized Colonizers and Barbaric Colonized: Reclaiming Naga Identity by Demythologizing Colonial Portraits” (History and Anthropology) and “‘To Raise the Savage to a Higher Level’: The Westernization of the Nagas and their Culture” (Modern Asian Studies).

Parliamentary secretary for urban development Zhaleo Rio today said the state government desire to declare Nagaland as slumfree state within three years time provided the projects submitted by the state government to GoI on Rajiv Awas Yojana (RAY) is sanctioned. Addressing the state level workshop on RAY here at Hotel Cimorb organized by Regional Centre for Urban & Employment Studies (RCUES), Lucknow and Ministry of Housing & Urban Poverty Alleviation, the parliamentary secretary informed that the government is according highest priority on urban poor in the state. Rio said the urban development department had submitted few projects to GoI under RAY like housing for urban poor, working women hostel and rental house. However, so far not a single project has been sanctioned. He was hopeful that GoI will be generous to sanction the projects to the state. Also stating that more
towns be brought under RAY in Nagaland for which proposal for 17 towns has been submitted to GoI, he said the state also wanted to have satellite model township so that the people can do economic activities and generate employment. He also regretted that the state do not have proper city development plan and proper GIS map-
ping till date. Terming the workshop as beneficial, he hoped that the participants will go back wiser and more knowledgeable. n pursuance vision of “Slum free India”, Rajiv Awas Yojana (RAY) was launched in June 2011 in two phases; the preparatory phase for a period of two years which ended in June 2013 and implementation phase. Central government has approved the implementation phase for the period of 2013-2022. RAY envisages two-step implementation strategy i.e. preparation of Slum free City Plan of Action (SFCPoA) and preparation of projects for selected slum. RAY envisages a “Slum Free India” with inclusive and equitable cities in which every citizen has access to basic civic infrastructure, social amenities and decent shelter. Its mission is to encourage States/Union Territories (UTs) to tackle slums in a definitive manner, by focusing on bringing all existing slums, notified or nonnotified (including recognised and identified) within the formal system and enabling them to avail the basic amenities that is available for the rest of the city/UA and redressing the failures of the formal system that lie behind the creation of slums by planning for affordable housing stock for the urban poor and initiating crucial policy changes required for facilitating the same. The objective of RAY includes; improving and provisioning of housing, basic civic infrastructure and social amenities in intervened slums, enabling reforms to address some of the causes leading to creation of slums, facilitating a supportive environment for expanding institutional credit linkages for the urban poor, institutionalizing mechanisms for prevention of slums including creation of affordable housing stock, strengthening institutional and human resource capacities at the Municipal, City and state levels through comprehensive capacity building and strengthening of resource networks and empowering community by ensuring their participation at every stage of decision making through strengthening and nurturing Slum Dwellers’ Association/Federations.

Being stuck in traffic in Dimapur is almost a daily episode now. Vehicles creating more than one lane during traffic jams have also become everyday occurrences. This trend of creating a new lane during traffic jams is proving to be a bane to traffic jams. To discourage this, the District Transport Department held a drive at the Burma Camp stretch of the National Highway 29, and, making vehicles follow a single lane. This is in continuation of the 24th National Road Safety Week, which is being observed nationwide from January 11 to 17, and was the second day of the ‘single lane’ drive. The East Police Station stretch of the busy Kohima Road saw the ‘single lane’ drive being enforced in the morning hours yesterday. Led by the District Transport Officer, the drive is assisted by the District Administration, Police, and, Scouts & Guides from Vidhya Bhawan School. In its effort to create road safe-
ty awareness, the student Scouts & Guides were seen carrying placards, some of which read - Drive with care, life has no spare; Don’t mix drinking and driving; Always wear helmets; Don’t over-speed; Use low beam at night etc. Some of the Scouts & Guides were also seen distributing sweets to passing drivers. A 33/11 kv sub-station at Shamator town was inaugurated by parliamentary secretary for CAWD, R Tohanba, on Tuesday (Jan 14). The sub-station constructed under the central flagship scheme Accelerated Power Development Reform Programme (APDRP) will supplement the existing power supply to Shamator town and adjoining villages.
The parliamentary secretary in his address said power is one of the most important requirements to speed up development in the rural areas. Tohanba said ever since the inception of DAN government, the government has spared to efforts to generate more power to light up homes in all districts. Tohanba also assured to look into proposals put up by the Power department officials and Shamator public including construction of retaining
wall to protect the sub-station, construction of control room and staff quarter and alternative road to the sub-station. Dimapur, January 14 (mExn): The 67th Western Sumi Baptist Akukuhou Kuqhakulu (WSBAK) youth annual conference that commenced on Friday evening at Hovukhu village under Niuland sub-division on the theme “Khristo Lono Akikili” (Transformed in Christ) concluded on Sunday afternoon. Speakers of the conference were Rev. S. Vitoshe Swu, Executive Secretary, WSBAK, Rev. Dr. Hevukhu Achumi, Senior Pastor, Thilixu Baptist Church, Rev. Ikuto Jimo, Secretary, Youth Department, WSBAK and Abokali Jimomi, Entrepreneur, Organic Nagaland. On the inaugural service, Rev. The organizers said they initially prepared the conference hall and chairs to accommodate 4000 people but with more people turning up for the service than expected they added another 1000 chairs by taking down the side walls of the conference hall. Around 140 churches with more than 4000 young people attended the first service. The next edition of WSBAK Youth Annual Conference will be hosted by Pihekhu Baptist Church.

Arunachal troupe selected to perform in R Day celebrations ITANAGAR, JANUARY 14 (PTI): The Rikam Pada dance troupe from Arunachal Pradesh has been selected to perform in the Republic Day celebrations at the national capital. An official release said today that the defence ministry has selected Rikam Pada dance from Arunachal to perform in the cultural section in which only five teams are scheduled to participate. Of the total five, four troupes are from the national capital region itself and only Rikam Pada has been selected from outside Delhi through the North East Cultural Centre (NEZCC), Dimapur. The cultural team which includes 150 dancers and 12 teachers from various schools of Itanagar is led by chief choreographer Bengia Tabb, music in-charge Bamang Loram and assistant choreographers Joram Renia and Toko Rina.
World War II aircraft wreckage recovered
ImPhAl, JANUARY 14 (NDTV): The wreckage of an aircraft, believed to be from the Second World War, has been found in Manipur's Senapati district. The discovery was made by youth club members from an interior village, who went on a hike a few days ago to a temple. The wreckage includes the remains of the aircraft's propeller which believed to have crashed here during the Second World War. The remains of the aircraft have now been transported to Imphal and handed over to the Manipur government, but it has not been identified yet. Many historians in the area believe this wreckage could be related to the Battle of Imphal and Kohima, fought between Japan and Commonwealth forces led by England, voted last year in the UK as the greatest ever fought by the British Army. The Second World War was one of the most brutal campaigns in military history. For Japan, it marked the end of the island nation's imperialist ambitions. The men who survived the campaign, Indian and British soldiers of the 18th Army, earned their place in military history. This area has been a treasure trove when it comes to digging out remains from the Second World War. For amateur war researcher Rajeshwar Yumnam and his team, and many others, discoveries in the region have included Japanese grenades, components of armoured vehicles and casings of rounds fired by Indian and British soldiers. This latest find is likely to be handed over to war researches in Manipur shortly by the government.
Arunachal decision on fruits, vegetables, eggs
ITANAGAR, JANUARY 14 (PTI): In a decision that would benefit poor farmers, the Arunachal Pradesh government has de-listed fruits, vegetables and eggs from Arunachal Pradesh Agricultural Produce Marketing (Regulation) Act. "The government felt that fruits, vegetables and eggs are by and large perishable produce in nature and due to inadequate storage and market facilities, the farmers are deprived of getting their due return out of the farm produces. Hence this policy decision was necessitated" Chief Minister Nabam Tuki said while passing the order yesterday. The step would benefit the farming community to reduce post-harvest investment for marketing, besides enhancing competitiveness in the emerging agribusiness sector, official sources said. It would also safeguard the interest of small and marginal farmers for selling their marketable surplus at remunerative prices, the sources said.

‘Demand for fake luxury products to double by 2015’ New Delhi, JaNuary 14 (livemiNt): Sales of fake luxury products may more than double to Rs.5,600 crore by 2015 as an aspiring class of Indian consumers scouts for cheap counterfeits of luxury labels that are sold by online retailers, according to a report released by lobby group Associated Chambers of Commerce and Industry of India (Assocham) on Tuesday. The local market for fake luxury labels, including handbags, watches, sunglasses and perfumes, is growing at twice the growth rate of genuine luxury products, the report said. Sales of counterfeit luxury products in India is growing at an average annual growth rate of almost 40-45% from the current Rs.2,500 crore, it said. Globally the fake luxury products market accounts for 7% of the overall luxury market with an estimated value of over $22 billion of the global
luxury industry worth about $320 billion. In India, fake luxury goods account for about 5% of the overall luxury market, according to a 2013 Assocham-Yes Bank Ltd study. Goods made in China, which is the source of a bulk of the copies of coveted labels, are largely fuelling the demand for fake luxury goods in India, the report said. “Over 80% of the entire imitation luxury products in India come from China,” D.S. Rawat, secretary general of Assocham, said in a statement. Lack of transparency in online transactions is aiding consumers with easy access to such products, the report indicated. Consumers who are not able to afford originals deliberately purchase counterfeits as global websites selling fake products ship them after receiving online payments. From a low base, India has achieved double-digit improvement in half of the 10 indicators of economic freedom, most notably trade, which improved by over 65 points. “The government efforts to combat corruption have been well noted, and seem to be making a difference. However, the economy remains relatively closed off from the rest of the world, and government officials have resorted to protectionist controls this year,” Miller said “Economic freedom must be on the agenda as the country prepares for elections in May,” he added.

t is with great joy and pride I take this opportunity to congratulate my good friend Mr. Aküm Longchari, Editor of The Morung Express for being conferred the ‘Doctor of Philosophy’ (on November 5th, 2013) by the Academic Board and the Council of University of New England, NSW Australia for his ‘unique’ and ’original’ research thesis on the theme “Sharing Dreams, Strengthening Visions: The Right to Self-Determination as a resource for JustPeace (An unrepresented peoples’ perspective)”. Akum’s research work was to challenge the existing perspective that ‘Self-Determination’ is a cause of ‘Conflict’ and to provide an evolving alternative where ‘Self-Determination’ is actually a resource for ‘Justpeace’. His research attempted to draw lessons from the indigenous Peoples’ perspectives, which to him is a human point of view, beyond the legal perspectives or practices. The research brought out key elements for greater dialogue around the issue of ‘SelfDetermination’ for both state and peace seekers, and opened opportunities for larger global discourse on the subject of Conflict Transformation and Reconciliation. One of the leading academician in the field of International Peace Building and Professor of Conflict Transformation, Dr. John Paul Lederach, from University of Notre Dome, Indiana, USA who was one of the examiners of his thesis wrote, ‘this is one of the first (and certainly one of the most detailed with case specific reflections and original interviews) to conceptually address self-determination as contributive to justpeace, with a focus of conflict transformation and peace building. Much of this in the existing literature tents to view self-determination as somehow unrealistic and embedded in narrow definition of identity such as the challenge of ‘ethnic conflict’. He went on to emphasis that this thesis makes a significant contribution to the field of Peace Studies. Prof. Lederach opined that Aküm’s thesis has made indigenous peoples’ views a prominent place in the field of peace studies, which is very rare and unique. He went on to argue that the thesis deserves a Cum Laude for its originality and strongly recommended it be published. Another examiner, Dr. Jayson MacLeod, Lecturer of Community Development, University of Queensland, Australia, practitioner and peace activist actively involved in West Papua
Issues remarked, ‘the author sensitively explores the terrain of this evolving self-determination praxis and breaks the deadlock created by rigid zero sum arguments that defines self determination solely as secession. He added that ‘the thesis breaks new grounds and offers a unique contribution to the literatures of self-determination and conflict transformation, inviting scholars to consider the ways self-determination can support both processes and outcomes for a just peace’. He calls the thesis an ‘Action Research’ that ‘artfully weaves together practice and scholarship and paves the way for future work in both domains’. He called for the thesis to be widely published for international scholars. Dr. Nel Vendekerchove, professor of Conflict Studies in the University of Amsterdam, Netherlands and University of Queensland, Australia, also another examiner, said that the thesis ‘presents an original perspective on the theme and rightfully claims that the right to self-determination in the light of justpeace has been insufficiently researched’ and that the author’s ‘extensive professional experience in North East India allows for unique account of an unrepresented peoples’ struggle’. She also recognized the originality of the thesis and encouraged the author to publish the document as well as write a book on the subject. Aküm’s extensive work in the field of Peace and Conflict Transformation and his contribution to the literatures in this field through this thesis has brought the ‘Naga Story’ to the global academic discourse. As Prof Lederach mentioned ‘in the wider arena of “case studies” in the field dominated by Northern Irelands, South Africas, and Palistine-Israel cases, this thesis offers a first-hand, interview-based, and ethnographic contribution to a much less known case of Naga’. His hard work in this field leading to his achievement of a ‘Doctor of philosophy’ and his tireless efforts towards peace and reconciliation amongst the Nagas deserves support and appreciation from all of us. AR establishes vocational training centre in Jalukie JaluKiE, January 14 (MExn): 18 Assam Rifles has established a Vocational Training Centre in Jalukie under Op Sadbhavna. A press release from the Assam Rifles informed that the centre was set up based on requests from youth. The centre, fully equipped with computers, computer tables and other accessories was inaugurated on December 28, 2013 by the commandant. The up gradation of the VTC has been appreciated by the local populace as it lends a new tool to the youth to enhance their career profiles and enable them to seek employment in industries within and outside the state, the note added. Solar lights distributed at Nkio ‘B’ village 18 Assam Rifles, as part of Op Sadbhavana projects also installed eight solar lights at Nkio B village in Peren district. The lights were installed on December 31, 2013. Assam Rifles stated that installing the lights will address the problem of streets lighting and safety of villagers. Medical camp at Tening 18 Assam Rifles under the aegis of 6 Sector organized a medical camp at Tening Town on December 27, 2013. The ARMO and his medical team conducted the medical camp as part of normal scheduled activities that the battalion carries out for the people of remote villages periodically. 312 people from Tening village and adjoining villages attended the medical camp and received medical treatment, free medicines.

Paes SJ on January 6, 2014 in Pune. A condolence message from NCYM spokesperson, Clement Odyuo stated that since the late 1990s, Father Everic worked for more than 6 years in Nagaland as a Spiritual Director in the formation houses. A popular pastor and confessor, he had ever since been coming regularly to preach retreats to various groups and had been to Nagaland as recently as a year ago, it added. DiMapur, January 14 (MExn): The NEPEDNRTT Livelihood Piggery project has for the first time in Nagaland successfully carried out Artificial Insemination (AI) on a pig, outside research farms in field condition. The pig, a Ghungroo breed was artificially inseminated with Hampshire boar semen in September 2013. Dr. Vihielie Sanchu , with guidance from Dr. Vilatuo Rutsa carried out the insemination. The mother pig belonged to Atsole of Medziphema village, said a release received here. On January 4, 2014, the Ghungroo gave birth to eight (8) healthy piglets. DiMapur, January 14 (MExn): All Nagaland Electricity Field Workers Association (ANEFWA), Dimapur Zone has condemned the “barbaric act of miscreants” who had assaulted and manhandled the staff on duty and damaged Government properties on January 9 around 10:05 pm at Chumukedima control room. ANEFWA Dimapur Zone president Talimoa Imchen and general secretary Mego Angami in a note stated the incident occurred during the time of

The time of recharging is 10:00 pm. “The miscreant reached the control room within 2-3 minutes, started beating and kicking the staff on duty without asking the reason why the line could not be charged in time,” the release stated, adding the miscreants shouted the line should be re-charged at the exact time of cut off. “Unfortunately that cannot be done due to technical problems as such the control circuit breakers could not be operated by re-
mote system so that it has to be done manually for which it requires few minutes to recharge the spring inside the Circuit Breaker.” ANEFWA stated this is not the first time field workers were manhandled by public be it on the line/field or at control room. “The ANEFWA members are not the punching pad of the angry mob, and will not remain silent sufferer but will take its own cause of action if any incident occurred in future,” it cautioned.

Jamir urged the community to look at the present scenario of the region and think about creating space in developing “motivational programmes” and “management techniques” for policy makers. He asserted that external agencies will not be able to solve the problems of the North East India. “It must come from within us,” he affirmed.

A
lthough many Nagas are sure of their aspirations and have demonstrated their yearnings through public expressions, the challenge is to translate their aspirations become reality. This condition creates a gap between aspiration and reality that separates them from reaching their goal; thereby contributing towards a vicious cycle of confusion. In other words, what is missing is an agreed upon common pathway to a shared future. This viewpoint suggests that the ingredient required to take a people forward, involves creating a common – united – pathway to fulfilling aspirations that includes reconciling with each other. In the midst of this present confusion where every leader is advocating a path according to their own perspective, it is even more essential for Naga leaders to inspire and empower the people to break this destructive cycle of confusion by collectively thinking and acting together. This will require the full participation of people in a manner that promotes dialoguing with each other to create and foster a common – united – approach towards a shared future. Naga leaders are called to adequately exhibit their will to respect and actively listen to people’s needs and jointly find new ways towards a shared future. A renewed and evolving consciousness is imperative to forging a common – united – pathway with a unity in purpose. Such a consciousness calls for self-realization and re-examination of the Naga way of life, culture and worldviews, faith, belief systems and their shared future. Such an evolving consciousness will expose the hypocrisy of injustices and supports a process to enable a political imagination that empowers the idea of a shared humanity. In essence, this consciousness should result in empowering the people’s self-determining capacities to assume greater responsibilities that emerge from this consciousness. Eventually, the people will take ownership of their destiny. The common – united – pathway will relate the Naga history to the present and reject the attempts by the powers that be to perpetuate a deliberately arrested image of Naga culture and aspirations. In doing so, it demonstrates a historical and political evolution of the modern Naga and creates the opportunity to rise and attain the envisioned existence of the collective self. By forging a common – united – pathway, it allows the space for Nagas to “agree to disagree,” and where everyone need not all be the same. Rather it generates a critical solidarity that originates from a common heritage of shared values, common experience and a common envisioned future. When a common and united pathway is created, the Nagas will neither compromise their future, nor be chained to their past.

Kejriwal has to bridge gap between idealism and reality
A
s it suffers the assault of reality, Arvind Kejriwal's idealism is on test. How it fares has profound implications for India's future politics. Kejriwal has already reversed his decision to hold public meetings and has thereby made himself relatively inaccessible to the people. As his detractors - mostly envious politicians share a laugh and wait for him to conform further to the ways of Indian politics, Kejriwal has to tread the razor's edge of an administrator and an activist. It will not be easy. There is no doubt that Kejriwal's "janata darbar" in the national capital on January 11 caused a stampedelike situation. The large turnout, largely due to a lack of accountability at lower levels of governance, resulted in a large number of people showing up to present their problems before the popular chief minister. However, while a day later Kejriwal said he would hold such meetings in a more suitable location, on January 13 he said he would not hold them at all. Reversal of a stand is a serious business and while on relatively minor matters changing views is necessary, on more serious and fundamental matters changing stand may cost him his reputation. In more than six decades, India has had numerous politicians who have by and large been clones of each other with regard to what they seek from politics and the people. Devoid of patriotism, a social vision or commitment to an ideal, they have been content enjoying the privileges that await every successful politician in the country. Sequestered from common life and its rigours, India's politicians and bureaucrats have for decades refused to address the issues of the common people and created a world for themselves run on public funds. This is what Kejriwal describes as "VIP culture". With beacon lights as its symbol, the VIP way of life constitutes special living zones with uninterrupted power, clean water, proximity to the heart of cities, privileged access to medical services, institutions, jobs, positions of influence and numerous benefits which are not part of common life. That is why Kejriwal's issues - corruption and VIP culture - represent the aspirations of Indians who seek greater equality and accountability. When he said in one of his recent speeches that what his government will do now should have been done when India attained Independence from British rule in 1947, he echoed the perception of the common people whose relationship with the state has remained unchanged since the beginning of colonial rule. However, Kejriwal traverses a solitary path as a people's politician. Although lauded for his idealism and radical announcements and decisions, Kejriwal has also drawn mild criticism for hesitating to outrightly reject the two large houses that were allotted to him. While the Bharatiya Janata Party and the Congress wait for him to stumble, they also expect him to give in and enjoy the privileges which politicians consider to be the simple and natural right of those in positions of power. This would put Kejriwal in the same league as them and take away the distinction which he has attained as a result of this difference. In an overcrowded country of over a billion people, Kejriwal is a rare politician who is seeking distinction for being a common man. His break from tradition is his unique selling proposition. He has already been a catalyst of change in states that are far from the one he governs. It is important that he takes measured steps so that he does not have to retrace them and thereby dilute the idealism which marks him out in a crowd of politicians who are of the people but are certainly not for the people. It is for this reason that Kejriwal needs to bridge the gap between his idealism and reality without either diluting or abandoning the values he stands for.

How young people meeting on the Internet might help build peace in some of the world's most volatile regions

hen 2013 began, there was still smoldering controversy over the Innocence of Muslims movie "trailer" that had gone viral, sparking riots across the Middle East that left 50 dead and reportedly fueling the attack on the U.S. diplomatic mission in Benghazi. A year prior, an attack on a United Nations compound in Afghanistan that left at least 12 dead was spurred by the pastor of a tiny church in Gainesville, Fla., who publicized his planned Quran burning online. The Internet, it appeared, was proving its power to amplify a few lone, offending voices from one corner of the world enough to spark violence thousands of miles away. Then, halfway through 2013, after the Boston Marathon bombing, we witnessed another brand of online hysteria, as users flocked to Reddit and Twitter to try to identify the bombers, prompting an apology from Reddit for what it called "online witch hunts and dangerous speculation." In its 2013 Global Risks report, the World Economic Forum described these sorts of threats as "digital wildfires." "The Internet remains an uncharted, fast-evolving territory," with the power to "enable the rapid viral spread of information that is either intentionally or unintentionally misleading or provocative, with serious consequences. The chances of this happening are exponentially greater today," it said. But as much as such incidents have evinced the violent power of the viral, last year also saw the emergence of a potential antidote: the exponential growth of "virtual exchanges" -- sustained, people-to-people educational programs that are carefully facilitated by trained staff and enabled by the explosion of connectivity. A concept invented 30 years ago, virtual exchanges offer the promise of a scalable, cost-effective way of allowing people to connect with each other across geographic and cultural boundaries. They've only just begun to take off in a real way -- but new research out of the Massachusetts Institute of Technology (MIT) has shown that their impact could be massive. As the reality of international conflict demands

s Myanmar nurses a fragile democracy after long years of military rule, a new danger has reared its head. Climate change, say experts, has the potential to spur migration and exacerbate conflict in the country. NGOs point out that more than five years after Cyclone Nargis killed 146,000 people and severely affected 2.4 million, inhabitants of the Ayeyarwady Delta are yet to find their feet. Dr. Lynn Thiesmeyer, vice-president of the Environmental and Economic Research Institute of Myanmar, says the sheer number of livelihoods left in tatters made a rebound difficult. Delta residents who lost farms to salinisation or lost a season’s crop with no money to plant a new one “either subsist on debt or occasional day labour,” said Thiesmeyer, who has knowledge of recovery operations and the status of disaster management plans in the region. Another option, she said, was for family members to move to newly established Export Processing Zones, known as free-trade areas. After Cyclone Nargis, the Myanmar government organised recovery initiatives in the form of community-based projects in many districts, but little could be implemented due to lack of resources, including money and trained personnel, she said. “The government did ensure that everyone received radios and knew how to tune into emergency news. But escape from another storm would still be problematic given that they would need to travel by boat. What they really need is shelters,” Thiesmeyer told IPS. The UN Office for the Coordination of Humanitarian Affairs last June ranked Myanmar – with a 53 million population – as the most “at-risk” country in the Asia-Pacific region in 2011. It noted that the country has a high chance of medium to large-scale natural disasters occurring “every couple of years.” Since Cyclone Nargis – the most devastating natural event for Myan-
that we think anew about whose hearts and minds we need to reach most -- and how we can do it -- virtual exchanges have shown the promise of succeeding where conventional programs can't reach. Traditional exchanges like study abroad offer sparse access to countries struggling with violent extremism, where bulging youth populations are especially vulnerable. The most popular destination for U.S. students studying abroad is Europe -- about 53 percent right now, according to the Institute of International Education (IIE). Except for Israel, not one nation in the Middle East or North Africa -- where the need for deeper understanding is great -- makes the Top 25 list of host countries. In fact, the number of students heading for the Middle East or North Africa actually dropped 3.6 percent between the 2010/2011 and 2011/2012 school years, according to IIE. Volatility is surely a disincentive for some prospective students, but the other great barrier is cost: Study abroad has become incredibly expensive. The most modestly priced program costs about $4,000, and many run 10 times that amount, especially when the costs of travel and room and board are taken into account. No wonder, then, that only 1.4 percent of American college and university students will travel overseas on an exchange program. Meanwhile, Internet access has grown by orders of magnitude across the Middle East and Africa. From 2000 to 2012, Internet penetration grew 3,600 percent in the Middle East and more than 2,400 percent in Africa. In Pakistan -- currently one of the most important counties to U.S. foreign policy -- Internet access doubled between 2009 and 2012, reaching 30 million people in a country of 180 million. In short, we have significant new and less costly opportunities than study abroad to reach across cultural and religious divides -- opportunities that are evolving rapidly with the growth in new media technologies and platforms. Smart young leaders in the virtual-exchange movement from organizations like Global Nomads Group (GNG), Soliya, and IEarn.org have formed a partnership called the Exchange 2.0 Coalition, which is trying to give more and more young people the opportunity to have a meaningful cross-cultural experience. The organizations in the coalition have different formats and different target audiences. Some, like Soliya, bring university students from the United States and Muslim countries into small, seminar-like discussions; others, like IEarn and GNG, are more classroom-to-classroom. But nearly all of them emphasize careful facilitation and sustained contact between participants over time. They also rely on live interactive videoconferencing using low-cost, readily available technology, supple-
mented by some customization for their particular organization's needs. And often, they will also use social networking, gaming, and new media tools like sharing personal videos to create additional opportunities for communication and collaboration. What the Exchange 2.0 Coalition also represents is a strong emphasis on solid research that includes a way to test whether programs like this might help mitigate conflict. The coalition has partnered with MIT's Saxe Lab for Social Cognitive Neuroscience to develop tools to assess the impact of virtual exchange programs, recognizing that there are many skeptics asking how a long distance computer-based interaction can truly affect attitudes. That partnership is bearing fruit. Early in 2014, a first-of-its kind study will be released that looks at the reaction of university students to the Boston Marathon bombing. As noted earlier, one of the lessons that resounded after the attack was that Americans could be just as prone to an Internet-inspired lynch mob mentality as anyone else. But what the MIT study shows is that those American undergraduates who participated in a Soliya-run virtual exchange program with students from universities in Muslim countries reacted in profoundly encouraging ways compared with others who were not in the program. A preliminary statement describing the findings claimed: "Results were very promising showing that participation in virtual exchange programs, such as the (Soliya) Connect Program, enabled American students not to generalize the negative actions of two Muslim individuals (the Tsarnaev brothers) on Muslims as a whole. They showed either similar attitudes towards this group as before participation (in the Connect program), or improved perceptions after their participation, compared to the control group students whose attitudes towards Muslims overall deteriorated, and the results were statistically significant." Does this mean online dialogues alone can prevent future tragedies like the Boston bombing and the digital mob that arose in its wake, or the violent reaction to the Innocence of Muslims? Of course not. But these are unprecedented times of technological innovation and skyrocketing media consumption, where young people between 8 and 18 years old in America spend almost eight hours a day with electronic media (and by multi-tasking, manage to consume almost 11 hours of content in that time); international youth are not far behind. These virtual exchanges may represent an effective and even measurable strategy for cultivating a culture of mutual understanding and non-violent conflict resolution among these future generations. The really big news is that governments are recognizing this enormous potential and beginning to step up their commitments to virtual exchanges. In May, at the Foreign Service Institute, Secretary of State John Kerry unveiled the Obama administration's plan to develop -- in close cooperation with the family of deceased U.S. Ambassador to Libya J. Christopher Stevens -- a major new public-private virtual exchange initiative. "We believe," Kerry announced, "this can lead to the largest-ever increase in people-to-people exchanges between the United States and the Middle East and North Africa. We believe it will dramatically increase the number and diversity of young people who have a meaningful cross-cultural experience -the same experiences Chris knew were so important." The surging growth of the online world has shown that it can quickly transmit volatility and disruption, sparking offline violence. What the success of these virtual exchanges proves is that there is a reciprocal potential for peacebuilding that might be just as powerful.

mar in recent years – local and international NGOs have accelerated efforts to counter climate related impacts. The pivotal question is how the next major natural disaster will now affect Myanmar’s social and economic progress, with a civilian government having come to power in 2011. Linda Yarr, director of partnerships for international strategies in Asia at George Washington University in Washington DC, said Myanmar suffers from “many of the anticipated deleterious impacts of climate change.” These include coastal erosion, vulnerability to more frequent and severe weather events such as cyclones, extensive and unpredictable drought in the dry zone, and heavy precipitation leading to flooding and landslides in mountainous areas, she said. “We can’t be complacent and we need to prepare,” said Win Zin Oo, humanitarian emergency affairs director at the NGO World Vision Myanmar. The “hard evidence” suggesting the elusiveness and complexity of natural disasters came last spring when Cyclone Mahasen was tracked to Myanmar, he argued. The country was spared the brunt of the damage that was largely borne by other countries in South and Southeast Asia. He said the most prominent hazard within the last two years has been flooding, which hurt local livelihoods and social stability. World Vision offers communities both disaster preparedness and disaster risk reduction (DRR), and has
assisted residents affected by Cyclone Nargis, the Shan State earthquake, the Ayeyarwady flood and the Kayin State flood. Win Zin Oo said that after the Nargis disaster, his NGO realised that aid coordination among response stakeholders is still challenging, but DRR, including community-based initiatives, may significantly curb the negative effects of climate-related events. According to Dear Myanmar, a Yangon-based NGO focused on environment-friendly agriculture, the main roadblocks to adequate preparation include the lack of meteorological news in the country, limited advance warnings, and the failure of some residents to consider disaster forecasts seriously. Yarr says Myanmar’s ability to adapt to climate change is also impeded by the “lack of an up-to-date census, insufficient infrastructure like roads and electrical grid, outdated agricultural practices and poorly regulated logging and mining.” Yarr’s organisation, along with a Yangon-based NGO called ALARM, offered a programme known as the Myanmar Leadership Institute on Climate Change last February to 45 government officials from 12 different ministries and departments. Homegrown organisations and institutions are trying to boost the country’s resilience. At the government level, Myanmar chose the coastal provinces of Tanintharyi and Ayeyarwady in December for a pilot project to integrate disaster and climate risk management into regional

development plans for 2014-2015. Dr. Win Myint, director of the NGO Environmental & Economic Research Institute in Yangon, also initiated a revitalisation project after Cyclone Nargis to support farmers with technology and rehabilitate damaged soil. “After the cyclone, they had to survive,” Dr. Win Myint told IPS, but the challenge was to help them “escape from a poverty cycle.” Working with the Asian Institute of Technology, administrators of the programme chose nine families in 11 villages, targeting landless, poor residents and women in particular. Some wanted to raise pigs or livestock to sell, or to fish for shrimp or grow vegetables, he noted. The NGO then offered the families training and materials to fulfil their goals. In another example of an NGO aiding local livelihoods, Dear Myanmar has been promoting sustainable agriculture among the farming community. The organisation offers a monthly knowledgesharing programme that teaches farmers how to use organic fertiliser which, it argues, is better than methane producing chemical pesticides that harm soil quality and hasten climate change. Chemical fertiliser gets washed away during severe weather and is not conducive to food security for the local population, Nyan Lin, founder of Dear Myanmar, told IPS. The devastation brought on by Cyclone Nargis forced the Myanmar government to accept international assistance. Experts argue that it also mobilised local actors to play a crucial role in strengthening the state against catastrophe. Despite these efforts, the final report of George Washington University’s Myanmar Leadership Institute on Climate Change offered a caveat: “Climate change is a new and unpredictable threat to the transition process. “A major natural disaster on the scale of Cyclone Nargis could pose a threat to government legitimacy and reverse progress made toward democratisation.”

What Was Edward Snowden Doing in India?

early three years before he revealed himself as the source of leaked documents about NSA surveillance, Edward Snowden traveled to New Delhi, India. There, he spent six days taking courses in computer hacking and programming at a local professional school, according to school officials and people familiar with Snowden's trip. Working with a private instructor, Snowden, who was then a contractor for the spy agency, took a course in "ethical hacking," where he learned advanced techniques for breaking into computer systems and exploiting flaws in software. The class's ostensible purpose is to train students to protect computers and their contents from thieves and spies. But in order to do that, they learn how to break into computers and steal information. Snowden also inquired about methods to reverse-engineer the world's most popular kits for committing widespread online crime. Snowden didn't disclose his India trip to investigators when renewing his top-secret security clearance the following year. It was that clearance, NSA officials say, that gave Snowden access to the 1.7 million classified files he later stole from the agency's computer networks and databases. U.S. intelligence officials have faulted the company that conducted Snowden's background check for not more thoroughly questioning him about overseas travel and what foreign nationals he may have met with, which is standard procedure for detecting whether someone is spying for a foreign power. They have characterized the background check as flawed and incomplete. But Foreign Policy has learned that Snowden's trip to India should not have been a mystery to the U.S. government or intelligence agencies. Snowden was in the country in his capacity as an NSA contractor "to assist as a technical expert" at the U.S. embassy in New Delhi, according to an individual with knowledge of the situation who asked not to be identified. Snowden also told his computer instructor that he worked for the NSA and that he was in the city "on business," said Rohit Aggarwal, the CEO and founder of the school, Koenig Solutions. Government employees and contractors are not required to disclose foreign trips of an official nature, and may even be instructed not to, in order to avoid compromising intelligence operations and programs, according to two former U.S. intelligence officials. Snowden's time in India has been covered in the Indian press but has received little attention in the United States. The travels offer a rare glimpse into his activities in the years before he became arguably the most famous leaker of classified secrets in American history. Precisely what work Snowden did at the embassy in New Delhi is unclear. At the time, he worked as a technology specialist for Dell Inc. at an NSA facility in Japan. U.S. intelligence personnel are often stationed in American embassies, so it's conceivable that Snowden could have been working on surveillance equipment in New Delhi. Among the documents that Snowden disclosed were those describing a program called Stateroom, which gathers electronic communications using equipment based in U.S. embassies around the world. Other documents Snowden released showed that the NSA may have spied on the Indian embassy in Washington and on the country's mission to the United Nations. Calls and emails to the U.S. embassy in New Delhi were not returned. Spokespersons for the NSA, the CIA, and the Office of the Director of National Intelligence all declined to comment for this article. According to officials at the Koenig school, Snowden flew to India from Japan, arriving on September 2, 2010, and staying for one night at New Delhi's Hyatt Regency hotel. A Koenig representative picked him up at the hotel on September 3 and then drove Snowden to a lodging facility provided by the school. He stayed there for until September 9 while he took classes, and then returned for one more night at the Hyatt before leaving India on September 11, the school said. (Indian news publications, citing official travel and immigration documents, also show that Snowden was in the country during this period.) Snowden's instructor said he made no secret about his work for the NSA. While he didn't describe the specific purpose of his visit, he did say he wanted to squeeze in some computer coursework while he was in town. The U.S. embassy is only six miles from the Koenig school.

ears back, at a beauty pageant, the subject of my adulation was not the beauties. Don’t get me wrong, but for me, every contestant was equally beautiful. When the results were declared, I couldn’t help but admire the eyesight of the judges who could pick the best among the beauties that night. Right now, anyone from the salaried class, who are preparing to return his/ her income tax, is in a dilemma as to where to invest to save tax. Frequent phone calls from agents, advices from friends and relatives and deadline to top it all are so confusing that you wish there was a judge to tell you which one is the best. Yes, we are talking about investing in instruments which fall under Section 80C of income tax rules to save tax. The maximum limit to avail rebate is one lakh of investment in total. Let’s try to pick these “beauties” here, one at a time. The first contestant here is the Public Provident Fund (PPF). My view is that, first kitty to have in your bag to save tax should be your PPF. You can open an account in a post office branch or a bank. This year, the PPF will earn 8.7 per cent. The minimum deposit is Rs 500 in your PPF account in each year. Though the PPF account matures in 15 years, it also offers liquidity. You can withdraw after the fifth year. But withdrawals cannot exceed 50 per cent of the balance. The PPF is especially useful for risk-averse investors. Our second contestant is Equity Linked Saving Scheme (ELSS), and needless to say, it is one of my favourite. The lock in period of ELSS is three years, and is the shortest among all our Section 80C contestants. “But one should not be encouraged to invest in ELSS taking a short term call”, said Samzaina Haralu, Dy. Manager, HDFC Bank, Kohima Branch. She also said, ELSS as a sector has generated a healthy 17.5 per cent return over last five years. But it’s ability to generate a higher return is directly linked to the stock market and is not recommended for faint hearted. Like any equity mutual fund, the best way to invest in an ELSS fund is through Systematic Investment Plan (SIP), with a longer time horizon of seven years

And he already had a high-level of knowledge about computer science, hacking, and programming. Had background investigators inquired about Snowden's travels, they likely would have asked if he'd had any contact with foreign nationals while he was abroad. All security clearance holders are required to disclose significant contact with foreigners. But any instructors and students Snowden met probably wouldn't have risen to that level, a former intelligence official said. A Koenig spokesman said the school could only vouch for Snowden's whereabouts while he was taking courses during the day. "Other than our people and students we would have no idea whom he met," said the spokesman, Somit Biswas. In addition to the ethical hacking course, Snowden took a class in the Java computer programming language. Snowden said the course "would help him in 'organizing a team who does' work on Java" at Dell, a Koenig spokesperson said, citing a questionnaire that Snowden was required to fill out before he came to the school. "His stated goal for coming to train at Koenig ... was 'getting knowledge and evaluating Koenig's training program for my company. Certification might be nice, but it is not necessary,'" Biswas said. "He had also stated that his employers had approved Koenig as a training provider and that he would also be writing a review of the training experience which would help his company to evaluate Koenig as a future training partner and might be mutually beneficial to both." David Frink, a spokesperson for Dell, declined to comment. "We have not discussed Mr. Snowden's role with Dell and don't plan to," he said. The Wall Street Journal reported last year that Snowden's "work supervisor" informed investigators performing his background check that he had gone to India, but that they failed to clarify the purpose of the trip, resulting in a report that "did not present a comprehensive picture of Mr. Snowden," according to an intelligence documents. Biswas said Snowden also inquired about courses in the analysis and reverse engineering of malicious computer code, such as the the ZeuS, Fragus, and SpyEye crimeware kits. uccess means different things for different groups of people. Success for a teacher means motivating the students to believe they are smart and helping them to develop a self image that will lift them to elevate themselves to realise their dream. Success for the student means being able to complete courses, and develop mind and talent to make beneficial contributions to the human race. Success is a very subjective term, and it does not mean the same thing to two different people. Success means coping with unusual problems. It means being able to look at yourself in the mirror and be proud of the person you are. It implies that you can do something good when you can, where you can, and while you can. Success does not come by sheer luck. It is a long process and the chief ingredient of success is hard work. Many people believe that a successful person never faces failures. But the fact is that the most successful persons are the ones who have passed through many failures. There was a man who failed in business at the age of 21, was defeated in the legislative race at the age of 22, and failed again in business at the age of 24. His sweetheart died when he was 26, he had a nervous breakdown at 27, lost a congressional race at 34 , lost a senatorial race at 45, failed in an effort to become the vice president at 47, lost a senatorial race at 49, and was finally elected President of the United States at 52. This man was “ABRAHAM LINCOLN”. All success stories have been built on great failures. In 1914, Thomas Edison, at 67 lost his factory to fire. He watched his lifetime efforts go up in smoke and said, “There is great value in disaster. All our mistakes are burnt up. Thank God we can start a new.” This should be the attitude of a person aspiring for success. When we take a closer look at the great thinkers throughout history, a willingness to take on failure isn’t a radically new or extra-ordinary thought at all. Failures and defeat are life’s greatest teachers. Failure is as powerful a tool as any in reaching great success. Failures are the stepping stones towards success. A person who never fails is a person who never tries and a person who never tries is a person who never succeeds. Apart from enduring failure, there are certain qualities that make a person successful. The first quality is positive attitude. The foundation of success is having a positive attitude. A person with a positive attitude looks for the gold and not for the dirt. If you have to dig an ounce of gold, you have to remove tons of dirt. In the same way, if you want to build up a positive attitude, you have to go on reducing your negativity. A positive person is a person with character, while a negative person is one who always finds faults even in paradise. A negative person always criticises no matter what. As Oscar Wilde once said, “The critic is one who knows the price of everything and the value of nothing.” The second quality of a successful person is character and hard work. Character and hard work go hand in hand. A person with character is always to work hard in order to achieve his goals. Success comes only through hard work which is a long and difficult process. According to Michael Angelo, “If people know how hard I had to work to gain my mastery, it would not seem wonderful at all.” The third and the most important quality of a successful person is ‘desiring to be a student.’ It is important for a successful person to have the desire to be a student. All great people have come from the hands of a great teacher. According to Indian culture, if God and the teacher (guru) stand together, the students should salute the teacher first because without his/her direction and help, the students would not have met God. It is impossible for a person to be successful without a guide. Dr. APJ Abdul Kalam on responding to the question of a student about role models said that till the age of fifteen the role model of a student should be his/her teachers. They play a very important role in the success of a person. To achieve significant success in today’s world, failure is not just a possibility but a requirement. We must experience both success and failure for they are not opposites, but opposites of the same coin. We must learn to embrace failures, and not just celebrate success if we want to be successful. Failures do not lead to frustration. But they build up positive hopes and aspirations. All the great leaders of the world faced many upheavals and challenges with conviction and determination and then succeeded. We must realize that the way to success is not paved with flowers but infested with thorns that must be overcome. So for those, who have exerpeienced failures, do not be disheartened but remember the popular proverb “Where there is a will, there is a way”. In an interview to Dainik Bhaskar daily published Tuesday, Gandhi contended his party should return to power in the 2014 Lok Sabha elections “in the interest of the country” and refuted the perception that he was a reluctant politician. Gandhi, 43, said the party needs to connect with the youth more and also said his sister Priyanka Gandhi Vadra would not contest the elections. Saying he did not agree with some ways of the Aam Aadmi Party, Gandhi
also hit out at the Bharatiya Janata Party for wanting personalityoriented power. He stressed he was prepared to accept the role decided by his party. “In national interest, it is necessary that Congress comes to power (at the centre). And, for that, whatever responsibility organisation has given me or will give to me in the future, I will discharge it with all my sincerity,” he said. “We are a democratic organisation and we have faith in democracy. People of India would choose who will be their prime minister through their elected representatives,” he said. To another query he said: “See, I am a soldier of the Congress. Whatever order I will get, I will abide by that. Whatever Congress tells me, I will do that.....”

Chittoor, January 14 (ndtv): Nine men arrested earlier this month have told the Chittoor police in Andhra Pradesh that they raped 59 women in the last two years. Y Harinath Reddy, a senior policeman who is investigating the rapes, said 16 of these cases are on record. In the other alleged cases, the victims appeared not to have filed complaints, he said. Reddy said that the men would corner couples in secluded areas like forests and would rob them and rape the women. In at least one case, he alleged, they had filmed the rape and threatened the couple that if they reported the crime, they would release the video in public. The couples they attacked were either secret lovers, both married and unmarried, or engineering and other college students, he said. There were also some sex workers among those allegedly raped. The gang was caught about 10 days ago, when a couple they attacked in Bangarupalem raised an alarm. While the man hit back and injured one of the gang members, the woman called for help. All the nine men belong to Salem district of Tamil Nadu, but the police said they operated across the states of Tamil Nadu, Andhra Pradesh and Karnataka. Five of their alleged accomplices are in jail in Karnataka in connection with robbery cases. The Chittoor district Superintendent of Police PHD Ramakrishna said the gang had confessed to having murdered two of their own accomplices, including their former leader. Their bodies have been recovered. The police said at least four of the nine-member gang have been accused of rape before and all have criminal records. The police stumbled upon this case, of dozens of women being raped and also the two murders, almost by accident. The state police had constituted a 150-member team to investigate the murder of a constable Jawaharlal Naik and home guard Devendra by the same gang in the Palamaneru forest area about six weeks ago.

Pune, January 14 (ani): At least eleven people, including a woman and a child, were killed and three seriously injured after a jeep in which they were travelling, collided with a container truck on the PuneSatara-Bangalore Road last night. Both vehicles were heading towards Pune from Satara when the accident occurred. The injured have been admitted to a hospital in Shirval. An eyewitness, Om Prakash Jaiswal said that the trailer got disbalanced and fell on the car moving on its side. “A trailer and a car were moving side by side on the road. The trailer got unbalanced and toppled over the car. The car was crushed and the people inside the car died on the spot. There were 11 passengers including 10 men and one woman,” said Jaiswal. Road accidents are common in India, where roads are often of poor quality. Transport officials attribute a large number of accidents in India to reckless driving and untrained drivers.

Every second person in the age group of 30 and above, who are already otherwise at risk, is prone to heart failure during winter, experts say. They also say that one should not ignore irregular discomfort in chest, severe sweating, pain in the neck, arms, jaws and shoulders or shortness of breath during winter, which are major symptoms of heart failures. According to Vanita Arora, associate director and head of Cardiac Electrophysiology Lab and Arrhythmia Services in Max Hospital, “Everyone knows winter is the cold and flu season. But most people are unaware of the fact that it is also the prime season for heart attacks.” She said during winter, the arteries become constricted with the fall in temperature, as a result of which the heart has to put in more effort to pump the blood. “This makes the heart stress out and it leads to a heart attack,” Arora told IANS, adding: “It is more risky for those who do not have any inkling about pre-existing heart conditions.”
Arora said that people above 30 should never indulge in overdoing anything and exhausting oneself in winter. She suggested that people, and especially diabetic patients, should avoid going for a walk in the morning on extremely chilly days and should shift their walks to the late afternoon when it is still sunny. Arora said that too much alcohol intake during winter can cause atrial fibrillation, the most common irregular heartbeat problem called arrhythmia. In this, people tend to suffer from palpitations, fainting, chest pain or congestive heart failure. Heart experts said that a constant check on cardiovascular risk factors is one way to ensure that the winter season doesn’t harm one’s health. People should avoid overeating during winter and should rather eat in small quantities at regular intervals, experts suggest. Neeraj Bhalla, senior consultant in cardiology at the B.L. Kapoor Memorial Hospital, said that as the blood’s viscosity increases with the drop in temperature, heart attacks and other coronary artery diseases increase during winter. People staying in places where the seasons change very frequently are more prone to heart failures in comparison to those living in cold coun-

Bhalla said to keep hypothermia at bay, it is advisable to cover yourself with layers of warm clothes. Besides this, it is advisable to take a bath only with warm water. Chandan Kedawat, senior consultant cardiology at the Pushpawati Singhania Research Institute, said: “In cold weather, the heart demands more oxygen because it is working harder.” Studies have shown that heart attacks and complications related to heart disease occur more frequently in the morning hours. Research suggests that the early-morning rise in blood pressure or “a.m. surge” that occurs in most people may dramatically increase the risk of a heart attack or stroke. “In the winter, people tend to exert themselves or do more work in the morning because it gets dark earlier,” Kedawat told IANS. “This shift of activities to morning hours adds to the normal circadian variation (cardiac variations that recur every 24 hours) in the mornings - further increasing the heart rate, blood pressure and the hormones that lower the threshold for a cardiovascular event,” he explained.

Thai prime minister insists she won’t resign BANGKOK, JANuAry 14 (AP): Thailand’s prime minister insisted Tuesday she wouldn’t quit as protesters seeking her ouster blocked key roads in the heart of Bangkok for a second day, leaving the country’s political crisis firmly deadlocked. The demonstrators had pledged to “shut down” the city of 12 million people, but life in most of the vast metropolis was unaffected, with school classes restarting, commuters heading to work and most businesses open. The Southeast Asian nation’s latest bout of unrest began late last year and Prime Minister Yingluck Shinawatra has tried to ease it by dissolving Parliament and calling for new elections on Feb. 2. There are growing doubts that the vote will take place, however, and both protesters and the main opposition Democrat Party are calling for a boycott. ‘Myanmar still uses rape as weapon of war’
WAsHINGtON, JANuAry 14 (reuters): A women’s group says the military in Myanmar is still using rape as a weapon of war, with more than 100 women and girls raped by the army since a 2010 election brought about a nominally civilian government that has pursued rapprochement with the West. The Thailand-based Women’s League of Burma said in a report made available to Reuters that 47 of the cases documented were gang rapes and 28 of the women were either killed or had died of their injuries. It said several victims were as young as eight. The group said the situation showed the need for legal reform in Myanmar, also known as Burma, and for changes to a 2008 constitution to ensure that the military is placed under civilian control. No one was immediately available for comment at Myanmar’s presidency or Defence Ministry. In the past, the military has rejected similar accusations. The report from the women’s group comes less than a month after a bipartisan group of prominent U.S. senators, Bob Menendez, Marco Rubio Ben Cardin and Bob Corker, introduced a bill saying that no funds made available to the Pentagon in 2014 should be provided to the Myanmar government until there is such reform and rights abuses are addressed. The bill, which makes an exception for human rights and disaster response training for the military, also calls on the Pentagon and the
U.S. State Department to present a report on U.S. strategy for militaryto-military ties with Myanmar, including an assessment of the Myanmar military’s rights record and the link between a deepening of such ties and reform. The women’s group said most of the rape cases it and its member organizations had documented were linked to offensives by the Myanmar military in the northeast of the country against ethnic minority Kachin and Shan insurgents. It said that in the past three years, the Kachin Women’s Association Thailand had documented 59 cases of sexual violence by Myanmar government soldiers. The Shan Women’s Action Network reported another 30 cases involving 35 women and girls, it said. “WIDESPREAD, SYSTEMATIC” The women’s league said the attacks were more than random isolated acts by rogue soldiers. “Their widespread and systematic nature indicates a structural pattern: rape is still used as an instrument of war and oppression.” The league said more than 38 different army battalions were implicated in the cases it had documented. It said the incidents took place in at least 35 different townships and that it believed the reported cases were only the “tip of the iceberg” as many cases went unreported. “The use of sexual violence in conflict is a strategy and an act of warfare that has political and economic dimensions that go beyond
individual cases,” the report said. “Sexual violence is used as a tool by the Burmese military to demoralize and destroy ethnic communities.” The group said the abuses were potential war crimes and crimes against humanity and called for a thorough independent investigation. The report highlighted one case in which an 8-year-old girl living with her grandparents was raped by a soldier in Hsipaw Township in northern Shan State, on April 14, 2013. In another case, soldiers raped three women and a 12-year- old girl in Shan State’s Ke See township on July 5, 2011. It said the girl was raped in front of her mother and one of the women was ninemonths pregnant. The 2012 State Department human rights report on Myanmar referred to rapes by both government forces and ethnic minority insurgent groups in Shan and Kachin states. It said that when government soldiers committed rape in ethnic minority areas, the army rarely took action to punish those responsible. The January 2013 Human Rights Watch report on Myanmar said sexual violence by the military remained a serious problem. In October, 133 civil society organizations representing ethnic groups in Myanmar, including the women’s league, wrote to U.S. President Barack Obama, British Prime Minister David Cameron and Australian Prime Minister Tony Abbott to express concern about their military engagement with Myanmar.

Major intersections in the capital, Bangkok, were blocked for a second day, and a hardline faction of the agitators threatened to storm the stock exchange. Protest leaders say demonstrators will occupy the city’s main arteries until an unelected “people’s council” replaces Prime Minister Yingluck Shinawatra’s administration, which they accuse of corruption and nepotism. The unrest is the latest chapter in an eight-year conflict pitting the Bangkok-based middle class and royalist establishment against the mostly poorer, rural supporters of Yingluck and her brother, Thaksin Shinawatra, a former premier ousted by the military in 2006. Although the capital was calm and the mood among the tens of thousands of protesters remained festive, analysts said the scope for a peaceful resolution of the crisis ahead of elections called for February 2 was narrowing. “There is no clear way out,” the International Crisis Group (ICG) thinktank said in a report. “As anti-government protesters intensify actions, the risk of violence across wide swathes of the country is growing and significant.” Ministries and the central bank have been forced to operate from back-up offices after protesters led by Suthep Thaugsuban stopped civil servants getting to work. “In the next two or three days we must close every government office,” Suthep told a crowd of supporters. “If

VAtICAN CIty, JANuAry 14 (AP): Pope Francis criticized abortion as evidence of a “throwaway culture” that wastes people as well as food, saying such a mentality is a threat to world peace. Francis also urged better respect for migrants and denounced the persecution of Christians in Asia, Africa and the Middle East in his global survey of world crises delivered to diplomats accredited to the Holy See. Saying hunger is a threat to world peace, he noted that not only food but human beings them-
selves are often discarded as unnecessary. “We cannot be indifferent to those suffering from hunger, especially children, when we think of how much food is wasted every day in many parts of the world immersed in what I have often termed ‘the throwaway culture,’” Francis said. That culture, he said, also affects the unborn child. “For example, it is frightful even to think that there are children, victims of abortion, who will never see the light of day,” he said. Francis has generally limited his ex-

CAIrO, JANuAry 14 (AP): Egyptians were voting Tuesday on a draft constitution that represents a key milestone in a military-backed roadmap put in place after the nation’s Islamist president was overthrown in a popularly backed coup last July. The two-day balloting also deals a heavy blow to the Muslim Brotherhood’s campaign for the reinstatement of ousted President Mohammed Morsi and paves the way for a likely presidential run by the nation’s top general, Abdel-Fattah elSissi. A massive security operation was underway to protect polling stations and voters against possible attacks by militants loyal to Morsi, with 160,000 soldiers and more than 200,000 policemen deployed across the nation of some 90 million people. A comfortable “yes” vote and a respectable turnout would bestow legitimacy on the cascade of events that followed the coup while undermining the Islamists’ argument that Morsi remains the nation’s elected president. Morsi’s Brotherhood, which is now branded as a terrorist group, has called for a boycott of the vote. Morsi himself is facing three separate trials on charges that carry the death penalty. The unprecedented security surrounding the vote follows months of violence that authorities have blamed on Islamic militants. In the six months since Morsi’s ouster, there has been an assassination attempt on the interior minister as well as deadly attacks on key security officers, soldiers, policemen and provincial security and military intelligence headquarters.
Morsi’s supporters have said they would stage massive demonstrations and have labeled the draft charter a “constitution of blood.” In response, the government has warned it would deal harshly with anyone interfering with the referendum. Most of Egypt’s minority Coptic Christians, who make up about 10 percent of the population, have backed the removal of Morsi and the charter in hopes of winning religious freedoms. “Anyone who was raised in Egypt will choose this constitution,” said Verta Nassif, a 70year old Christian from Assuit, a stronghold of Islamists and home to a large Christian community south of Cairo. “We want Egypt to flourish and Muslims and Christians to live together in peace,” said another Assiut voter, Nadia Saleeb, 70. But in the days running up to the vote, Egypt looked more like a country going to war rather than one preparing for a transition to democratic rule.
The government and the overwhelmingly pro-military media have portrayed the balloting as the key to the nation’s security and stability over which there can be no dissent. Hundreds of thousands of fliers, posters, banners and billboards exhort Egyptians to vote “yes.” Posters — and campaigns — urging a ‘no’ vote have led to arrests. The referendum is the sixth nationwide vote since the authoritarian Hosni Mubarak was ousted in a popular uprising in 2011, with the five others possibly the freest ever seen in Egypt. The new charter, drafted by a liberal-dominated committee appointed by the militarybacked government, would ban political parties based on religion, give women equal rights and protect the status of minority Christians. But it also gives the military special status by allowing it to select its own candidate for the job of defense minister for the next eight years and empowering it to bring civilians before military tribunals.

Sunep of Ebullient took 2/37 in his blowing quota of 4 overs. Ebullient made a gallant chase of the huge target but fell short of the target by 26 runs, they could score 129/8 in their 20 overs. Lanunuken top scored with 36 while Imtisunep contributed 24 runs. They were cruising nicely towards the target but Imcharen who came to bowl in the middle overs took the game away from Ebullient. In his 4 overs, Imcharen scalped 3 wickets giving away only 12 runs. With this win Skylark qualify for the quarter finals where they will face the winner of Group B - Ascesis CC on Thursday. Imcharen for his all round performance was named the Man of the Match. In the second match, Brotherhood beat Bachelors CC by 7 Wickets. Earlier, Bachelors CC skipper elected to bat first after winning the toss. Sungkum, one of the senior most batsmen of Brotherhood had a plan of his own, though. He played an attacking knock from the very beginning and helped finish the game in favour of his team. He was unbeaten on 63 runs. Sensor also played a fine supporting role and scored 17 runs. Brotherhood chased down the target in the 19th over losing just 3 wickets. Rohit, Deven and Inoka took one wicket each for the Bachelors. Brotherhood's Sungkum was awarded the Man of the Match.
