The Phesama Village Council Chairman and youth along with executives of Southern Angami Youth Organization (SAYO) today met Brigadier Arun Joshi, Chief Engineer (Nagaland &Manipur in-charge); Col Tejpal Singh, Commander 15th BRTF; Prabhat Kumar, O/C 89 RCC GREF and Pramod Kumar Singh, 2nd in Command. In the meeting Joshi assured the gathering to execute work at the earliest. Sources informed that construction of a new road would be started in the latter part of September. SAYO general secretary Neiba Bio told The Morung Express that land owners have generously given their land for construction of the said road and also requested for compensation. In this respect, the Chief Engineer assured to discuss the matter with the Minister and Deputy Commissioner. Meanwhile, SAYO expressed gratitude to Joshi for his immediate intervention and also for initiating the necessary survey. On July 13, a heavy landslide snapped the National Highway-29 along Phesama village, near the venue of the Hornbill Festival of Nagaland -The Naga Heritage Village Kisama, about 12 kilometers away from Kohima. National Highway 29 is the lifeline for Manipur and Nagaland. The disruption of this highway resulted in hundreds of trucks and buses being stranded on the highway.
The Rashtriya Swasthya Bima Yojana (RSBY) or National Health Insurance Scheme has, according to statistics, penetrated almost all parts of Nagaland, its tentacles touching all families registered Below Poverty Line (BPL). A noble and ambitious venture of the Union Ministry of Labour & Employment seeking to facilitate affordable hospital treatment for the poor, the RSBY was nationally rolled out in April 2008. It was launched in Nagaland the subsequent year with the state Labour Department as the nodal implementing agency. In Nagaland, the department to date, has covered all the 11 districts while enrolling a total of 1, 40, 802 beneficiaries or families state-wide.

How the Scheme works
he nodal agency identifies and registers the people (BPL families holding Ration cards) who are eligible. A biometric-enabled Smart Card, containing their photographs and fingerprints is then issued to the beneficiary. With this card, inpatient medical care costing upto Rs. 30, 000 per family per year can be availed in any hospital empanelled under the scheme. In theory, the patient need not spend money for any hospital stay costing upto Rs. 30, 000. Five persons in a family can use the card, whose personal details are encrypted therein. There is a catch however. If one member uses the entire amount, no other registered member in the family can avail the benefit for the rest of the year. The Card is valid for one year and is renewed annually.
The total target enrolment is 3, 48, 895 families as on June 2013, according to the RSBY website. So far, 12 hospitals (11 private and 1 government) have been empanelled (enlisted) under the scheme. Any registered beneficiary with an RSBY smart card can avail the services of any of the twelve empanelled hospitals. Now, a statistical tally
A beneficiary can avail service only if he or she is admitted in an empanelled hospital. The hospital treats the patient on credit and claims the sum spent from the insurance company. It does not cover outpatient care. In brief, insurance companies provide the risk coverage, while third party administrators empanel hospitals and manage claims. Apollo Munich is the insurance company in Nagaland presently entrusted with the responsibility of reimbursing the money to the hospital. Medsave is the third party administrator responsible for operating the software involved and also for validating patient information. All three parties – the nodal agency, the insurance company and the third party administrator - work in tandem for smooth realisation of the scheme.

Petrol price hiked by Rs 1.55 per litre
NEw DElhi, July 14 (aGENCiES): Petrol price will go up by Rs.1.55 per litre, excluding state taxes, from Sunday midnight, largely due to depreciation in the value of the rupee and rise in crude oil prices in international markets, Indian Oil Corporation said. This is the second sharp hike in petrol prices in the past two weeks and fourth increase in less than two months. The previous increase was June 29, when the oil marketing firms had hiked the price by Rs.1.82 per litre, excluding taxes. However, the price of diesel will remain unchanged. “The combined impact of deteriorating exchange rate and increasing international oil prices has resulted in the need to increase petrol prices by Rs.1.55 per litre (excluding VAT),” the country’s largest oil retailer said in a statement. Actual increase in prices will be higher and differ from state to state depending on the local tax rates. In the national capital Delhi, one litre petrol will cost Rs.70.44 from Sunday midnight, as against the existing price of Rs.68.58. The current
prices of petrol in other major cities are: Mumbai Rs.75.79 per litre; Kolkata Rs.75.84 per litre and Chennai Rs.71.65 a litre. Justifying the hike in prices, Indian Oil Corporation (IOC) said: “Since last price change, the downward spiral of rupee against the US dollar has continued to reach a low of Rs.60.03/ USD as against Rs.58.94/USD during the previous fortnight. Further, international MS (motor spirit) prices have also shown an uptrend and increased from $115.29 a barrel to $117.19 a barrel.” Oil marketing companies review petrol and diesel prices once every two weeks. A sharp depreciation in the value of the rupee has made oil imports costlier and put pressure on the marketing firms as they supply diesel at subsidised rates. On the future price move, IOC said: “The movement of prices in international oil markets and INR-USD (Indian rupee and US dollar) exchange rate is being closely monitored and developing trends of the market will be reflected in future price changes.”

An overall 13.20% government school teachers in sampled schools surveyed are “under matric” (below 10th standard) or under qualified in Nagaland, according to a report on “Professional growth of government school teachers in Nagaland”- A case study conducted by the Research & Survey Cell of State Council of Educational Research & Training (SCERT) Nagaland. The case study was released last week in Kohima by Parliamentary Secretary for Higher Education and SCERT, Deo Nukhu. The primary data was collected from 803 sample government schools, which comprises of 743 government elementary schools, 50 government high schools and 10 government higher secondary schools in the state, which is about 40% of the total government schools in Nagaland. The report said that an attempt has been made to reveal the detailed finding of the various professional qualifications of 5914 sampled government schools teachers in the state. In respect of professional growth of government school teachers in Nagaland, the report said that out of the total sample only 11.25% are B.Ed trained. Longleng has the lowest B.Ed. trained teachers with only 3 out of 455 sampled teachers in the district. Dimapur district recorded highest B.Ed trained of the sampled teachers with 25.76% followed by Kohima district with 19.80%. The percentage of teachers who possess PSTE, CPTE and other long term degrees is 22.88%. 37.68% of sampled government school teachers are trained in short term orientation training
whereas 40.46% had not attended any training. In respect of sampled teachers who are exposed in other professional areas, teachers who had been involved in seminar, workshop, science exhibition etc is 20.12%, those who had organized field trips, study tours and nature walks is 8.22% and sampled teachers who have experience in writing journals articles, project report is very less i.e. 0.64%. The report stated the ramification of the study leads to wide scope suggestions for continuous professional development among school teachers. The report suggests that every teacher should take initiatives to be innovative towards appropriate methods of teacher. Mode of professional ethics of teachers is the need of the hour, it suggested. “Teachers who do not comply with government notification for trainings and other professional development should be penalized befittingly even up to withholding their monthly salary,” it stated. In the form of suggestion for the government and community, the case study opined that the government and community should create conditions to motivate teachers on development of cre-

ativity and for optimum utilization of their potential. Other areas include more teacher training institutes to clear the huge backlog of untrained teachers, state government should have a clear policy on Teacher Education programmes in the State, trained teachers should be made mandatory to undergo refresher course after every 2 or 3 years from teachers training institutes like SCERT, DIETs and College of Teacher Education (CTE) in the State, teachers should be given to teach certain subject according to their specialization and competence. It also stated that school supervisors should conduct timely classroom supervision. More courses like diplomas in Counselling, English teaching, and computer education should be introduced by teacher training institutions in collaboration with any university. It advocated that the government should have policy to introduce teachers training programmes during winter or summer vacations. “Salary of the teachers should be determined according to educational and professional qualification of the teacher concerned and not according to primary school, middle school and high school,” the case study stated.

The consultative meeting in the form of resolution, among the others, demanded the Government of India to fully implement the provisions in Points No. 12 & 13 of the Sixteen Points Agreement made between the Government of India and the Naga Peoples’ Convention in 1960.

Two trafficked Manipuri girls rescued in Bangalore D I M A P u r , J u Ly 1 4 (MExN): Following request from the Kuki Students Association of Bangalore, Praja Rajakiya Vedike managed to rescue two teenage girls from city houses, where they were placed as domestic help against their will by an agent who trafficked them from Manipur. A press note from the PRV informed that the 19 year old girls were lured by an agent and were promised jobs in a beauty parlor as beauticians for a sal-
ary of Rs.5000 per month along with free food and accommodation. They were brought to Bangalore by train by a Manipuri man from Moyrang. The two girls from Churachandpur district in Manipur were handed over to another agent Mala in Bangalore. “Mala, who also speaks Manipuri, stays in the city with her husband and after keeping the two girls for a couple of days they were both separated and placed as domestic maids, one in Banashankari and

the other in JP Nagar on June 1,'' said Manohar Elavarthi of PRV. He also added that the girls were “not happy with the job of maid and as they could not speak Hindi, English or Kannada and were isolated and living in fear.” They wanted to go back to Manipur but they were not allowed to go out nor talk to anyone, he added. He also informed that the mobile phones belonging to the girls were taken away and that they got them back only after a week. However, the
girls found that all their contact numbers were deleted. “One of the girls, managed to call her mother back in Manipur, who in turn enquired with the agent there,'' Manohar added. After their parents failed to get any proper response, they apparently filed a police complaint and an FIR both in Moyrang and Churachandpur. Later, they informed the Kuki Students Association in Churachandpur who requested the local Kuki Students Association
of Bangalore. Both the girls belong to the Kuki tribe. This association contacted Praja Rajakiya Vedike for help as the latter ran a helpline for North East students in Bangalore. Members of PRV managed to locate the Agent and convinced him to get the girls to a public place for talks. They initially demanded Rs 30,000 for expenses incurred on the girls and said that “only if the amount is paid, the girls would be released.” However,
PVR members managed to mobilise the public and did not allow them to take back the girld. “We threatened them of police action and one of the agents took our activist and left the other girl with him and disappeared,'' Manohar said. ``The girls are provided a safe place by the North East Welfare Association of Karnataka and police (DCP South and Adugodi Police) were also informed about the details when
they called us,'' he added. Praja Rajakiya Vedike in the press note has demanded that the police of both the states trace and alert the traffickers immediately and investigate into the racquet to find out if other victims are still untraced. “We want them to be arrested under anti-trafficking and SC, ST Prevention of Atrocities Act,” it stated. PRV also has also demanded better protection for people of North East in Bangalore.

Preshow Shimray to the post of Deputy Speaker and Z. Kikhonbou Newmai of Tamei assembly constituency to the post of ViceChairman of Hill Area Committee (HAC). Flood affects 12 more villages in Assam
GuwAHAtI, JuLy 14 (PtI): While the flood waters receded in Bongaigaon and Sivsagar districts, fresh inundation occurred at a dozen villages in Nagaon even as four districts continued to reel under the impact of floods in Assam Sunday. "Fresh inundation has occurred in 12 villages in the low lying areas of Samaguri revenue circle of Nagaon district," Assam State Disaster Management Authority (ASDMA) said in its daily bulletin. At present, Dhemaji, Jorhat, Nagaon and Morigaon districts are still affected by flood waters. A total of six relief camps are operational and are giving shelter to around 1,500 people. ASDMA, however, said the situation in some areas, including the world's largest river island Majuli, has improved marginally in the last 24 hours. "The flood waters receded in Bongaigaon and Sivasagar district," it added. The report also said the Brahmaputra in Jorhat and Dhubri districts, and its tributaries Dhansiri at Numaligarh and Jia Bharali at NT Road Crossing in Sonitpur district were flowing over the danger mark. The first wave of floods this season since mid-May has affected nearly 1.5 lakh people in about 500 villages across 12 districts in the state. Last week, the flood situation in the state turned alarming with the Brahmaputra destroying 60 houses in an erosion in Morigaon district. 3 militants arrested by police commandos
IMPHAL, JuLy 14 (PtI): Three militants have been arrested during separate search operations in Imphal east and Imphal west districts of Manipur, police said on Sunday. Acting on information that some militants were roaming in the twin districts, police commandos launched search operations at Bamon Leikai and Sawombung area in Imphal east district on Friday evening and arrested two militants of Kangleipak Communist Party-Military Council (KCP-MC), sources said. The two were identified as Usham Sanjit Singh alias Nanao (29) and Wairokpam Bishwanath Singh (27), sources said adding that a militant of Manipur Naga Revolutionary Front (MNRF) identified as Paoshim Keishing (27) was arrested on the same day from Mantripukhri area in Imphal west district. Some underground materials including mobile phones have been seized from the possession of the three who are now being interrogated, sources said. Over 210 militants of different outfits have so far been arrested during different combing operations in Manipur this year.

A TSR battalion led by Commandant Prabir Majumder has reached West Bengal. The home ministry has asked Tripura to send one more TSR battalion to West Bengal, a home department official here told IANS. The five-phase panchayat polls in West Bengal began July 11 and end July 25.
Job aspirant dies during physical fitness test
BArPEtA, JuLy 14 (PtI): A job aspirant died today while undergoing physical fitness test as part of the selection process conducted by the Assam Power Distribution Company Limited (APDCL) in Barpeta district, police said. The youth, identified as 28-yearold Nayanjyoti Talukdar, collapsed while running at Ramrai stadium where the tests were being conducted. He was taken to Barpeta Medical College Hospital where he was declared brought dead, the sources said. Talukdar was one of the 400 candidates appearing for tests for the 59 posts of assistant in APDCL.

AIZAwL, JuLy 14 (NNN): A geologist from Mizoram Dr Lallenmawia has informed that Mizoram falls under category number one or 'proven commercial productivity zone' which roughly estimates there could be about 170 million metric tonnes of untapped crude reserves. The oil reserve could be even more and, if tapped, the state would witness an economic boom to the extent of earning a sobriquet of Kuwait of the Northeast India, the geologist said.

AGArtALA, JuLy 14 (IANS): A Tripura government official was arrested for allegedly beheading his Christian son-in-law who refused to convert to Hinduism, police said here Saturday. Gobinda Jamatia, 51, had beheaded Tapas Bin May 23 with the help of Krishnapada Jamatia, who allegedly practises sorcery, after Tapas refused to convert. Police said Gobinda was arrested from Gobinda at Teliamura in western Tripura, 50 km north of here. A local court sent him to police custody till July 20. He is an official of Tripura's science and technology department. Three people were arrested earlier for the murder. Tapas, 35, used to give tutions to Gobinda's daughter Jentuly and married her three years ago. The couple has a one-year-old son. "My father did not recognise our marriage and had been pushing Tapas to convert to Hinduism, which he refused. My father brutally butchered my husband and he might kill me and my son too," Jentuly told police. Before beheading Tapas, Gobinda and Krishnapada conducted a traditional ritual, police said.

35 boats given to Kaziranga to deal with floods
GuwAHAtI, JuLy 14 (IANS): The International Fund for Animal Welfare Wildlife Trust of India (IFAW-WTI) has provided 35 boats to the Kaziranga National Park authorities to assist in anti-poaching patrolling during the ongoing flood season. The park, a UNESCO World Heritage site that houses more than 70 percent of the world's greater one-horned rhinoceros, witnesses flooding every year. This year, too, the park was flooded. The boats are given to help the local field staff in the park in their patrolling (anti-poaching) activities during the floods. These boats will help authorities in rescue and rehabilitation
of animals, and aid the antipoaching mechanism. "We are happy to have this logistics support from IFAW-WTI. The boats will be of great help to execute quick response during animal rescue in the park. We appreciate IFAW-WTI initiatives for this noble gesture," said N.K. Vasu, director of the park. "The vast area around the camps inside the forest get flooded every year. We can keep vigil with these boats in those areas vulnerable to rhino poaching. With these boats it will be very easy to patrol in the park during the flooding season," said Ranjit Saikia, a senior forest guard of the eastern range of the national park. "IFAW-WTI is commit-
ted towards welfare and conservation of wildlife and we are trying our best to support the park. With our long experiences with the conservation efforts of park management we felt these boats will be of great use for the benefits of the wildlife as well as the frontline forest staff who stay inside the park during these tough flood months," said Rathin Barman, deputy director, WTI. APL, a government of Assam undertaking, is implementing a Rs 1,028-crore methanol-acetic acid project in the state. Earlier this month, it had raised a debt capital of Rs 635 crore from a cluster of 10 banks to complete the project. The methanol-acetic acid plant has been envisaged and is under
implementation. PMC Consultancy has been engaged for setting up of the integrated Plant. The Project is scheduled to be completed in 2014. Bordoloi said after the completion of the project, the employee strength of the company will go up to around 600 people from 362 people at present. In APL, the state government holds 51 per cent stake and the rest under Oil India Ltd's control. In the government's portion, Assam Gas Company and Assam Industrial development Corporation also have equity participation. Incorporated in 1971, Assam Petro-Chemicals was the first entity to manufacture petrochemicals in India using natural gas as feedstock.

hatever one may say, Article 371(A) is a special provision given to the people of Nagaland in recognition of our age old customary practices, religious beliefs and land holding system. Much has been talked about on this and has been resolved and reaffirmed in various forums that this right is inalienable to us; that Nagas of Nagaland, as a people, are nothing without it. In confirmation to this inalienability, R.K Raman, Legal Advisor and other Legal luminaries have, on 12th July 2013 State Level consultative meet, succinctly explained the constitutional right to freedom to our ownership of land and its resources that no other States of the country enjoys except us. Regrettably, all meetings on Article 371 (A) have missed out the core issue as to whom and what it guarantees. The core issue is, ‘Is the right of ownership guaranteed in the Article 371(A) granted to the Tribes of the State or the State Legislative Assembly? This question is being raised for the reason that all exercises made in the State Assembly and in various forums regarding ownership of land and its resources had been about the authority of the Assembly to legislate laws regarding the resources whereas the right guaranteed in the Article 371 (A) is actually vested in the people. No consultations, unfortunately, has ever reasoned about the right of the people in its proper dimension except as a side mention to be ignored. All of us understand that the State Assembly has the right of duty and authority to legislate rules & regulations on land and resources besides other necessary laws and regulations for protection of its citizens. However, in regard
The core of Article 371 (A) to land and resources, this legislative authority should not be exercised unilaterally but only within the confines of the ownership right. Discarding the legitimate demands of the landowners is not only a false interpretation of the Article 371 (A) but a deviation from the true spirit and meaning of the Article. The universal truth on constitution is that Constitution of all Democratic Nations is to protect and further the rights and aspirations of its people but Constitution of all non-Democratic Nations is aimed at ruling the country at the expense of its people. Though a democratic State, haven’t we been concentrating our arguments and discussions only on ruling the people rather than enhancing the rights of the people? Every Tribe in Nagaland understands that ownership to land and its resources is a right enjoyed by them but contrary to this right Nagaland Government claims to be Land owner No. 3 in its “Nagaland Petroleum & Natural Gas Regulations and Rules 2012”. Isn’t this schizophrenia? Where are the intellectuals of Nagaland to correct this nonsense? Nagaland Government cannot claim to be land owner in Nagaland because the Government does not own any land in the sense of customary ownership. No doubt it has bought land from village land owners to put up public buildings and projects but this does not confer customary ownership of land to the State Government, the obvious reason being that even these purchased lands belongs to the people and that is why Government proper-
ty is also called public property. State Government will continue to be a customer but not a customary land owner. Everybody understands this truth but we seem to be deliberately blind to it. This is, either, we are blinded by our tribalism, vested interest, jealousy, greed for money; the list of vices goes on or we are all stupid. To substantiate what is being said here, ever since oil was struck in Nagaland, many including Ministers, Bureaucrats and leaders have said, “Once petroleum is exploited, Lothas will be so rich that it will create tribal imbalance”. Isn’t this mentality utter foolishness and stupidity? Is oil only in Lotha area? Are we all blinded by this stupid statement because it has been uttered even by a minister as well so much so that we are prepared to sell our constitutional rights guaranteed in the Article 371 (A)? The Article 371 (A) stands as a rock and no one can take it away because it is the very existence of Nagas but what can take away this rock are our continued foolish tribalism, vested interest, jealousy and stupidity. The Legal Advisor, R.K Raman elaborating on the Constitutional provision, very honestly expressed his fears as to what can bring to its ignominious death. He truthfully questioned in his dismay as to why exploration of minerals and oil could not be taken up seriously in Nagaland up till date. The reason is obvious. Mr. Raman unequivocally exhorted the consultative meeting to rise above parochial mentality and vested interest and pointed out that landowners are liable to be cheated and misled and his apprehension is correct because it is
so and evidence to such vested interests activities carried out by companies and some Nagas are prevalent. In conclusion, I find the consultative meet, though a need, very childish for the reason that the whole deliberation was centered on merely and needlessly to assert the right and authority of the Nagaland Assembly in bringing about regulations and rules on land and its resources whereas, the whole deliberations should have been centered on the rights of the people and whether the legislated Assembly regulations and rules are in the right perspective in tune with the rights of the people or not. The questioning of Nagaland Assembly’s Regulation and Rule on Petroleum by Union Petroleum Minister does not mean that the people’s ownership right was challenged but in all probability, the Union Minister’s question must have been due to detection of flaws in the Assembly Regulation & Rules 2012. Nagaland Petroleum & Natural Gas Regulations & Rules 2012 in its present form needs thorough amendment before it is put into service for the reasons that, among other imperfections, the Regulations and Rules debases the rights of Landowners that Article 371(A) guarantees. And since it doesn’t offer any space for landowners to negotiate, one can aptly term the Nagaland Assembly Regulations and Rules on Petroleum and Natural Gas 2012 a draconian law which is all out to demolish the Article 371 (A). The enemy of our ownership rights is within and not a love letter of a union Minister whose sole intent is to censure the credibility of the erring State Assembly resolution. NEW DELHI, JULY 14 (PTI): The sliding rupee may have hurt most of the sectors but has not deterred Indians from holidaying abroad, although they are preferring short haul destinations, according to travel firms. Major players in the segment, Thomas Cook India, Cox & Kings and travel portal MakeMyTrip, said there has not been any significant decline in outbound tourist traffic from India this summer despite concerns of rupee depreciation against the dollar. “With swings in the rupee, customers have begun weighing all possible options and, our analysis indicates that even the most price sensitive segments will continue to travel, albeit with a shift to short haul destinations,” Thomas Cook (India) Managing Director Madhavan Menon told PTI. Online travel firm MakeMyTrip also said despite the recent concerns due to currency depreciation, the company has not seen a decline since packages for the summer holiday season are usually booked in advance. “We have not seen a de-growth since packages for the summer holiday season are usually booked in advance. In fact, we continue to wit-
ness growth in both domestic and international travel,” MakeMyTrip Chief Executive Officer Deep Kalra said. Another major player in the travel segment, Cox & Kings said, although there are short-term issues due to rupee depreciation, the concerns are mostly exaggerated. “Close to 60 per cent of our India revenues come from outbound travel. We are very optimistic about this segment,” Cox & Kings Ltd Director Peter Kerkar told PTI, adding that the company expects outbound travel to grow in double digits for the next 10 years at least. Industry players, however, said the declining rupee has in a way resulted in a shift in the choice of holiday locations. “The preferred destinations this summer season appear to be the Far East, including Thailand, Singapore, Malaysia, Dubai, Sri Lanka and Mauritius,” Menon of Thomas Cook India said. Customers of the company are also going to new emerging and viable options like Vietnam, Laos, Cambodia and Philippines, he added. The other upside of the depreciating rupee is that it has brought domestic travel into the spotlight like never before, Menon said.

Reeling under prolonged spell of declining sales, major car makers in India are offering a variety of schemes, ranging from cash discounts to buyback benefits to special interest rates, to bring back customers back to the showrooms. “Tata Nano customers can avail an exchange scheme which also has a 2-wheeler exchange programme,” a Tata Motors spokesperson told PTI. There is also an offer on the Safari Storme which provides a bonus of Rs 30,000, for existing Tata customers. The company is also offering a Rs 15,000 exchange bonus on the Tata Sumo. “In the hatchback segment we are currently offering an exchange scheme on the Tata Vista. In addition we are associating with HDFC and TMF (Tata Motor Finance) to offer a 3.99 per cent interest rate on the Tata Manza Club class,” the spokesperson added. Market leader Maruti Suzuki India (MSI) is also not far behind in coming out with schemes to woo customers. It is offering cash discounts across models with the highest of Rs 50,000 on diesel variant of sedan SX4. The country’s largest car-maker said discount of Rs 30,000 could be availed on all variants of hatchback WagonR, Rs 28,000 on the Alto 800, Rs 24,000 on Alto K10 and Rs 25,000 on all variants of Ritz.

honoma Rűffűno Nagaland (KRN), the apex body of all the people of Khonoma, is compelled to issue this response to the article “To Set the Matter Straight” by NSCN (IM) which appeared on 26th June, 2013 in the newspapers of Nagaland. The Khonoma people after a process of honest deliberation among all clans and the three Khels over a period of time reached a consensus on the issue of Shillong Accord of 1975. Based on final conclusions submitted by the ClansandtheKhels,theKhonomapeoplereaffirmedtheirstandon26thOctober,1996 asunder:- “(a)theiradherenceto thebasicprincipleofthePlebiscite and (b) their rejection of the Accord and not to support it in any manner.” The position of the people of Khonoma is therefore clear. We do not agree with the portion of Kaka D. Iralu’s interpretation of Shillong Accord where he differs with us on the Accord. This stand has been clearly conveyed to Kaka D. Iralu by KRN. Likewise, one may or may not fully agree with what Kekhrie Yhome and Thepfulhouvi Solo have written. However, methods of sorting out arguments through threats from any quarter cannot be accepted. KRN upholds freedom of thought and expression to be supremely important for the healthy development of Naga society . Nagas cannot expect to go forward together by staying at the level of threatening one another. This kind of blatant threats leading to excessive acts of violence and the years of suppressed outrage that the Nagas have gone through because of short sighted use of force has played a great part in paralyzing Naga politics and society. Our history has been marred with trails of blood. It is a painful reality that despite every Naga’s aspiration for achieving the same goal of restoration of Naga Sovereignty, the struggle with India, which was launched to build a united vibrant Naga nation, is now fragmented into several camps / factions. This has resulted not only in greatly weakening our Naga movement, but also is in danger of damaging Naga unity beyond repair. At this juncture, any continuing provocation of one another or exhibition of intolerance on one another’s approaches and ideologies is certainly going to greatly jeopardize the prospects of uniting the Nagas. Without unity Nagas will get nowhere. Despite everything, we solemnly salute and pay our utmost respect to all those who have laid down their lives for our nation and who are yet alive and sacrificing their very best, no matter what the faction. And we urge upon all the leaders (over ground or underground) not to do any more thing to cause further division but to give a chance to ushering to Nagas a new dispensation of understanding and unity. This alone can invigorate and give a new power to our movement, whatever differences there may be in political views. And the crowd crucified Jesus, the son of God on the cross. Nowadays, while seeing the present situations, it is going on as they like, either in public place or the church premises that the leaders lead the crowd according to their own will in order to win the minds of the people without following much procedure or biblically. Many factions formed either in Naga underground or overground and found no meeting point till today though every NGOs working very hard with the Government. But some of the Naga underground factions do not want to bring any settlement of the Naga issue. Every VIPs and every Naga leader are saying “We want Honorable Settlement and acceptable to all.” But no one is worried about the issue that how to bring out the formulas for any amicable settlement. The Nagas, I strongly appeal to everyone of you that we should not try to crucify the truth or we should not try again to crucify Jesus on the cross. Earlier, on day two service, Dirang Lungalang spoke based on the theme of the meet. He said fear comes to us because of
our wavering faith and “we as Christians should defeat the fear and worry with his promise given to us”. The Pastor said that living with fear and wariness in our daily lives was the sign of little faith or being faithless in Christ. Aier, however maintained that quantity should not be taken as the sole criterion to gauge the progress of the RSBy in Nagaland. In “RSBy, success is not measured by the number of empanelled hospitals but by the number of beneficiaries actually getting access to the assured benefits,” he said. The department is yet to document the number of beneficiaries who have benefited from the scheme so far. CIHSR, one of the three empanelled hospitals in Dimapur, have so far treated around 200 patients covered by the RSBy. The department is however working out a module to enlist more government hospitals in the scheme. Mokokchung, Tuensang and Mon district hospitals have shown interest and more are expected to join, Aier added. To deal with the problem of ‘empanelment of hospitals’ in the districts where there are no empanelled hospitals, the department is mulling over the idea of enlisting pharmacies as well. Furthermore, the empanelled hospitals in Nagaland have grievances too. Running with little or no government funding, the private hospitals enlisted under the RSBy rue that the insurance company takes a long time to reimburse, while the reimbursement often runs well below the expenses incurred by the hospital in treating a beneficiary, the hospital ultimately losing financially.

Garo rebels, security forces exchange fire in Meghalaya
ShILLoNg, JULY 14 (IANS): A fierce gun-battle broke out between Garo National Liberation Army (GNLA) rebels and security forces Sunday in Meghalaya's South Garo Hills, police said. Two GNLA rebels were reportedly injured in the about an-hour-long exchange of fire at Agreng village, sparked off when security forces retaliated after coming under fire from hiding militants.
"The gunfight lasted for an hour and the rebels retreated back into the jungle after intensive firing from security forces," district police chief Davies R. Marak told IANS. Marak said that at least two rebels are believed to have been injured in the attack. "The search operation is still on to trace those injured rebels," he said. Three AK rifles magazines loaded with several rounds of live ammunition, and other several
rounds of live ammunition of .22, .32 and 9 mm, one grenade and incriminating documents besides four AK rifles replicas were recovered from the site. The GNLA, one of five Garo rebel groups fighting for a separate 'Garoland' in the western area of Meghalaya, is headed by police officer-turned-rogue Champion R. Sangma. arrested from India-Bangladesh border last year. The GNLA, which has over 100 rebels, including a few women cadres, operating in East Garo Hills, West Garo Hills and South Garo Hills, has been declared a terrorist outfit. Over 40 people, including security personnel, have been killed while more than 10 people were abducted for ransom by GNLA rebels in the last three years.
Six North-Eastern States may log on to Net via Bangladesh
KoLKATA, JULY 14 (BL): The Department of Telecommunications (DoT) is planning to improve Internet connectivity in the NorthEastern states through the neighbouring country of Bangladesh. According to an internal note , DoT has asked Bharat Sanchar Nigam Ltd (BSNL) to examine the financial and technical viability of Internet connectivity to the North-East India via Cox’s Bazar region in Bangladesh. Connectivity would be through Chennai to the North-Eastern states via Cox’s Bazar. The proposed optical fibre network would be from Agartala to Cox’s Bazar to Chennai on submarine (deep sea) cable, the Ministry of Development of North-Eastern Region’s Web
site maintains. Geographical proximity of Cox’s Bazar with the six North-Eastern states (Arunachal Pradesh, Meghalaya, Mizoram, Manipur, Nagaland and Tripura) is one reason. Assam is considered as a separate circle in telecom parlance and is not included. The location of Bangladesh’s only submarine cable landing station at Cox’s Bazar (required for laying an optical fibre cable network) is also a key factor. Bangladesh is connected through the international Internet gateway or SEA-ME-WE 4 (South-East Asia – Middle East – Western Europe 4) cable system. The cable system, developed by 16 telecos, links Singapore, Ma-
laysia, Thailand, Bangladesh, India, Sri Lanka, Pakistan, UAE, Saudi Arabia, Egypt, Italy, Tunisia, Algeria and France. The current Internet link in the NorthEast is through the Dharmanagar (Tripura) – Shillong (Meghalaya) – Kolkata (West Bengal) route. This is a link that is often affected when natural calamities occur. BSNL, apart from Aizwal (Mizoram) and Itanagar (Arunachal Pradesh), has been able to provide Internet connectivity in the North-East through the otherwise circuitous ‘chicken’s neck region’ route. Connectivity has been provided through the hiring of “adequate bandwidth” from Power Grid Corporation Ltd.

Preparing for New States
rrespective of the party in power, the Government of India at the Centre will have to find the best way possible to resolve the new found assertion across India for greater autonomy from people’s based groups. The list of those demanding Statehood is getting longer as time goes by, fuelled by socio-economic disparity, failure of development and political subjugation. Devolution of powers and creation of smaller states is going to be an issue that cannot be ignored anymore. And perhaps it is for this reason that some right thinking people have been suggesting for sometime on setting up another States Reorganization Commission so that better understanding and the way forward can be discussed for national consensus. India ought to be seen as a dynamic entity. It is like a living organism and one cannot suppress people’s aspiration to grow and develop. India’s strength can be the diversity of its different nationality, living peaceful and happy lives, yet appreciating the unity of India as one country. And this is the best way forward—to allow room for people’s aspiration to be fulfilled within the country of India. This column can well foresee the future where there is going to be emergence of more States giving strength and vitality to the Indian Union. More States does not necessarily mean the weakening of the country. The world’s oldest democracy the United States is home to around fifty States which comprise to make it into a powerful country. As a democracy, well respected for guarantee of rights and liberties to its people, it is only natural that India will have to take on board the demand for greater devolution of powers. While the creation of smaller states for administrative conveniences, economic viability etc. is a matter of both academic debate and political feasibility, the very nature of the Indian polity makes it inevitable. As such the setting of the second States Reorganization Commission is much needed in order to put in place sound principles and rules to guide the process. For this reason rather than treat the issue in an adhoc manner, the Congress should seriously reconsider the setting up of a Second Reorganization Committee to look into various aspects for creating new and smaller states. It is another matter that the Congress led UPA government at the Centre has failed to address this issue, especially Telangana despite ten years at the helm of affairs. In stark contrast, it is to the credit of the then BJP led NDA government under Atal Behari Vajpayee which brought into existence the new States of Jharkhand, Chhattisgarh and Uttarakhand despite opposition. It was a smooth transition towards redrawing the territorial boundaries of States in North India. The problem with the Congress seems to be its failure to keep its word—it had on many occasion promised a Telangana state — to be carved out of Andhra Pradesh — but till date has never delivered. Similar is its promise to bring about a solution to the Naga issue, which remains unfulfilled. Hopefully both the Telangana and the Naga issue can be resolved within the present tenure of the Congress led UPA government. For now we will give the benefit of doubt to the Congress party but clearly its time is running out as also people’s patience. (Feedback can be send to consultingeditormex@gmail.com)

Seeking Nonviolent Solutions in Syria

RESSURE IS BUILDING for the United States to become militarily involved in the Syrian civil war. The result would be further bloodshed and destruction for the people of Syria, the worsening of an already grave regional security crisis, and U.S. involvement in another Middle East war. The Obama administration has apparently decided to provide arms to the rebels. Sen. John McCain and others in Congress are calling for a no-fly zone and air strikes against Syrian government targets. The increased hard line comes in response to allegations that Syrian government forces have used chemical weapons, crossing the “red line” President Obama warned against—although reports have surfaced that rebel forces also may have used chemical weapons. Concerns about the use of chemical weapons are serious, but they are not a justification for military action that could drag U.S. forces into the deadly civil conflict. Bombing strikes would not be sufficient to neutralize Syria’s vast arsenal of chemical weapons, and they could cause chemical explosions that would release the deadly toxins we seek to contain. For a military operation to achieve results, it would have to be a large-scale undertaking. Creating a humanitarian safe zone or attempting to impose a no-fly zone would require a major commitment of allied forces and would lead to serious military confrontation with hostile Syrian forces. If evidence of Syrian government use of chemical weapons is confirmed, the administration should work with key allies and members of the Security Council to apply pressure on the regime, perhaps leading to the adoption of targeted sanctions directed at those responsible for the command and control of these weapons. If Russia and China can be persuaded to support such measures, this would be a major diplomatic setback for Syria and would significantly isolate and weaken the Assad regime. The administration should also work with Russia, Iran, and other states to seek a negotiated settlement to the conflict. Moscow and Tehran have supported the Assad regime, which makes their support crucial to the chances for reaching a diplomatic agreement. Russia has called for direct talks between the rebels and the Syrian regime, which the rebels have rejected. The United States should use its leverage to pressure the opposition to participate in talks that can lead to a compromise solution and hopefully the creation of a new, more inclusive Syrian government. After more than two years of war, the rebels have not been able to defeat Syrian government forces. In recent weeks they have lost ground militarily. Victory for the rebels seems highly unlikely, even if they receive additional military aid. Instead of adding to the carnage, the United States should use its leverage to try to bring an end to the slaughter.

ince ex-general Thein Sein assumed the presidency in March 2011, foreign observers have generally appeared optimistic that Burma is on its way toward some kind of liberal democracy. The only snag seems to be the ongoing conflict with ethnic rebels in Kachin, Burma's northernmost state, which has been explained as local commanders acting with "an unusual degree of autonomy." Either that, or people question the president's ability to control the military during the country's democratic reform. Some foreign analysts have argued, however, that the outside world needs to support Thein Sein's "reformist" government against so-called "military hardliners." According to this narrative, neither Thein Sein nor the military are held responsible for the brutal suppression of the Kachins, which has not come to an end despite a tentative peace agreement reached in the state capital of Myitkyina in May 2013. In fact, the two sides only agreed to undertake efforts to achieve "de-escalation and cessation of hostilities" and "to hold a political dialogue." No firm commitments were made concerning when and where such talks would take place. This decades-long civil war reached its height in January 2013 with the inclusion of massive artillery barrages supported by airstrikes from helicopter gunships and fighter jets. It defies logic that such a large-scale offensive could have been launched by some local commanders or, as the Washingtonbased Center for Strategic and International Studies claims, that "a minority of the military" is acting "as a spoiler" to the democratization process. This assessment reflects a lack of understanding of the Burmese military's command structure as well as of its relationship with Thein Sein's government. It is too often forgotten that Thein Sein came to power through the State Peace and Development Council (SPDC), the name for Burma's military regime. The SPDC seized power in 1988 and was officially dissolved in March 2011 when Thein Sein assumed the presidency. Thein Sein was heavily involved with the junta government. His positions included general of the Burmese army, first secretary of SPDC, and later prime minister (a position he held up until he became president). At no stage in his career did Thein Sein display any political independence or initiative. He was a loyal soldier, hand-picked by then-SPDC chairman and prime minister, Than Shwe. Thein Sein always said and did what he was told. For instance, in the summer of 2010, while serving as prime minister, Thein Sein received a delegation from North Korea. He was quoted praising the military advancements of the Korean people under Kim Jong Il and advocating the strengthening of the countries' friendship. In those days, Burma was not shy to admit its friendly relations with North Korea. The cooperation continues today, only in secret. A Burmese businessman who recently met Thein Sein in private described him as "indecisive, just repeating what's been said in official announcements, saying what he has been told to say." So, who is telling Thein Sein what to say? According to sources familiar with high-level Burmese military thinking, Thein Sein was selected because he had "no ambitions" and would not pose a threat to Than Shwe, who slipped from public view into supposed retirement. In June 2010, Than Shwe picked his trusted colleague, Min Aung Hlaing, to become head of the armed forces. Min Aung Hlaing was another soldier who could be trusted not to turn against his former mentor; he, too, is not known for being an independent thinker. Both President Thein Sein and Senior General Min Aung Hlaing owe their positions to Than Shwe. Than Shwe remains a powerful player behind the scenes and, according to military insiders, still has the final say in matters concerning security. Burma's power structure with the military at its apex has not changed. It would therefore be incorrect to talk about a transitioning political system. It is more important now than ever to understand what is really happening in Burma and how change may or may not come about. The country's constitution was drafted by a military-appointed body and was adopted after a rigged referendum in May 2008. The referendum was held when Cyclone Nargis hit the country, which caused widespread destruction in parts of the country near the coast. Officially, 92.48 percent of eligible voters voted in favor of the new constitution, which came into effect after a general election in November 2010. That election was also blatantly rigged and thoroughly fraudulent. Even the regime's own announcements demonstrated this. State-run media had to correct previous reports that stated that 102.09 percent of Pegu Division had turned out to vote. The correct figure, the announcement said, should have been 99.57 percent. Likewise, in a township in western Rakhine State, 104.28 percent of the electorate were said to have voted; that number was later adjusted to 71.74 percent. The Irrawaddy (a Thailand-based newsmagazine
run by Burmese exiles) quoted a Rangoon businessman as saying that the military's Union Solidarity and Development Party (USDP) "won in two constituencies where the elections had been cancelled in Kachin State -- the USDP not only won across the country, but also in areas where the elections were not held." A wellplaced source in Rangoon said that he and many of his friends had voted for one of the pro-democracy parties that took part in the election. Its win in their township was confirmed when the local votes were counted. But then, a number of "advance votes" were dumped into the constituency, reversing the initial result. Similar cases of fraud were reported all over the country. The USDP is the successor to the Union Solidarity and Development Association (USDA), which was set up by the junta government in September 1993. Among USDA membership were Than Shwe and Thein Sein. The association, which claimed to have 24 million members, became a party in March 2010, with Thein Sein as its leader, in order to take part in the November 2010 elections. It secured a solid majority in both houses of the new bicameral parliament. Even of the seats it did not win, a quarter of all seats in both houses are directly appointed by the military and selected from serving military officers. With a new constitution in place, and a parliament it could control, Burma's ruling military elite felt that it could embark on a reform program to enhance its severely tarnished international reputation. It hoped to improve relations with the West in order to counterbalance its heavy dependence on China, which, according to internal documents from the Burmese army made available to me, was causing "a national crisis." Thus opposition leader Aung San Suu Kyi was released from house arrest shortly after the election, hundreds of political prisoners were set free, and the media was allowed to operate amazingly freely after decades of rigid censorship. In April 2012, Aung San Suu Kyi's party, the National League for Democracy (NLD), took part in a by-election to fill seats left vacant after USDP delegates were appointed ministers and deputy ministers. According to the new constitution, cabinet members cannot both sit in the Parliament and be members of a political party. The NLD won 43 of the 44 seats the party contested. Aung San Suu Kyi became a member of parliament -but her party is in control of only 7 percent of all seats. Critics say her performance, and that of the NLD, has been entirely disappointing. They have not acted as an opposition, questioning official policies and presenting alternatives. Instead, they have trudged after the government, asked a few questions but offered nothing new. Khun Htun Oo, a prominent leader of the Shan people, one of Burma's many ethnic minorities, said that Aung San Suu Kyi had been "neutralized" by the government, and as such, "can no longer speak for the people." Her silence over the war in Kachin has caused not only criticism but also widespread condemnation, especially from Kachin community groups who feel betrayed. To the satisfaction of Burma's rulers, Aung San Suu Kyi has morphed from a once fiery opposition leader into an avid supporter of their new order. In her most recent praise for the military, speaking at the East-West Center in Honolulu in January 2013, Aung San Suu Kyi said: "I've often been criticized for saying that I'm fond of the Burmese Army, but I can't help it, it's the truth." Such statements have been widely perceived as insensitive and have cost Aung San Suu Kyi support among Burma's ethnic minorities, many of which looked to her for inspiration during the darkest days of military rule. As Aung San Suu Kyi spoke in Hawaii, thousands of Kachins, mostly women and children, were hunkered down in newly dug bunkers near the Kachin rebel headquarters while the army and air force ramped up their indiscriminate bombardment. There is actually little Aung San Suu Kyi can do about the dominant role of the military. The first chapter of the 2008 constitution states that the "Defense Services" shall "be able to participate in the national political leadership role of the State." And it does so by holding 25 percent of all seats in the national parliament. The charter lays out complicated rules for constitutional amendments, which effectively give the military veto power over any proposed changes to the present power structure. Minor constitutional changes may be considered by if 20 percent of MPs submit a bill. However, a tangle of 104 clauses mean that major charter changes cannot be made without the prior approval of more than 75 percent of all MPs, after which a nationwide referendum must be held where more than half of all eligible voters cast ballots. This complicated procedure, coupled with Burma's record of holding bogus referendums (the first, held for the 1974 constitution was as lacking in credibility as the one held in 2008) make it virtually impossible to change those clauses. This legally perpetuates the military's indirect hold on power. As for the MPs-to-be, constitutional safeguards are already in place to make sure they don't cause any trouble after they are elected. Article 396 of the new constitution ensures that the Union Election Commission (which is indirectly controlled by the military through personal contacts and) can be dismissed for "misbehavior." And, if the "democratic" situation gets really out of hand, Article 413 gives the president the right,
"if necessary," to hand over executive as well as judicial powers to the commander-in-chief of the armed forces. It gets even trickier at the local level: Burma's seven regions and seven states all have their own assemblies. There, one-third of all elected seats are reserved for the military, and local assemblies are subjected to perhaps the most curious of clauses in the 2008 Constitution. Number 183 reads: "The resolutions and proceedings of the Region and State Hluttaw [assemblies] shall not be annulled, notwithstanding the acts of some person who was not entitled to do so sat or voted or took part in the proceedings are later discovered." In simple language, a group of imposters could enter the local assemblies, sit there, and vote, and nothing can be done about it, even if they were not elected. The purpose of the clause is to prevent local assemblies from passing decisions and regulations that would give them more rights and jeopardize the centralized structure of the state. Through the clause, these efforts can be thwarted by blocking elected local assemblypersons from voting and instead sending in "some persons" to vote in their place. A Burmese lawyer argues that the new setup is based on Than Shwe's calculations. Previous Burmese dictators made the mistake of handing off power and not maintaining a proper legacy. When he stepped aside in 2010, Than Shwe took a different path in order to protect himself and his children and grandchildren. He created four centers of power: the military, the central government, the de facto ruling USDP, and parliament. Parliament is the only center of power in which some token opposition is tolerated. Of those four power centers, the military remains the most important. Apart from its special powers, it also controls the National Defense and Security Council, which acts above the government. Thein Sein may be its chairman, but that is irrelevant. Five of its 11 members are serving military officers and another five are former officers. Only one is an actual civilian. The military is not under Thein Sein's command, but under that of Min Aung Hlaing who, in turn, reports to his mentor Than Shwe. What Burma has today is a military government and power structure with a quasi-civilian facade. Opposition parties and freedom of expression are tolerated within the confines of what the military can manage and control. It is highly unlikely that the military would allow the NLD to assume power even if it wins in the 2015 elections. It may, however, be able to appoint some ministers in the government. But, according to the constitution, these ministers and deputy ministers would have to resign from their parliamentary posts and even their respective political parties once assuming cabinet posts. The NLD will thus be "tamed" and become part of the established order. The pervasive reach of the military doesn't just extend to the formal branches of power. It has its hands in Burma's supposedly "freed" society as well. The media may be freer than ever before under military rule, but more sophisticated methods have replaced old censorship rules. In January and February, the website of the Eleven Media group, the country's largest privatelyowned publishing company, was hacked and pictures and other material were deleted. Eleven Media was the first domestic news group to report objectively about the war in Kachin State. One of its journalists, who traveled to the war zone in Kachin, was kept under visible surveillance, a method frequently used to intimidate people. The email accounts of several journalists, both Burmese and foreign, have been hacked by the military. Burma's dreaded secret police, known among the public as "M.I." or "Military Intelligence," is alive and well. And Burma's most draconian press law, the 1962 Printers and Publishers Registration Law, which was introduced after the first military takeover, has not been revoked. Though the 1962 law is not currently being enforced, in May 2013 the Committee to Protect Journalists published a report that states that the media environment in the country remains repressive despite recent liberalizations. In June, Time magazine was banned for carrying a story about a controversial Buddhist monk, U Wirathu, whose sermons allegedly encouraged mobs to attack the country's Muslim minority. At the same time, the military has retained its powerful position in the economy and economic development through its two vast holding companies, the Union of Myanmar Economic Holdings (UMEH) and the Myanmar Economic Corporation (MEC). UMEH, founded in 1990, is run by the Burmese military. The Directorate of Defense Procurement, the body that oversees Burma's purchases of military equipment from abroad, owns 40 percent of the shares while active and veteran military personnel control the remaining 60 percent. According to a Reuters special report, UMEH "enjoys unrivaled access to import permits and monopolies." And according to Sean Turnell, an expert on the Burmese economy at Australia's Macquaire University, "for years, ex-dictator Than Shwe controlled the profits." MEC was founded in 1997 and is a far more secretive organization operated under the Directorate of Defense Procurement with interests in heavy industries and IT ventures. While this new system suits Than Shwe and his immediate underlings, it may not work in the long run, and it is in this context that future conflicts could emerge. The man to watch is ex-General Thura Shwe Mann, number three in the former SPDC and now parliamentary speaker. He has reportedly forged an informal alliance with Aung San Suu Kyi against Than Shwe, but that may be a temporary arrangement as sources who are familiar with the process say that he will dump her when she is no longer needed to boost his popularity. On the other hand, military insiders assert that Shwe Mann is not popular with the regional commanders. He is seen as "too ambitious" and could pose a threat to the established order. Shwe Mann may or may not succeed, but there will be more conflicts and power struggles within the ruling military elite. It is there -- and not in the parliament or even the government -- that the future of Burma lies. Than Shwe has just turned 80 and is reportedly not in good health. It remains to be seen if the power structure he has created will survive him. Optimists argue that the passing of Than Shwe could herald in a new, even more open era in which the military may even fade into the background. Skeptics, however, remember that foreign observers and Burmese alike used to say the same thing about the old strongman Ne Win -- and that the military has managed to remain in power in one shape or another. The only thing that is clear is that despite all the hype, Burma's "reform program" is only skin-deep and designed to preserve the military's grip on power, not undermine it.

A changing world and a Guided Home to Port: Assata Shakur, lost opportunity for India State Terror, and Black Resistance Connie Wun, The Feminist Wire Domestic Terror On May 2, 2013, the FBI placed Assata Shakur on its Most Wanted Terrorist list and, with the help of the New Jersey state police, has increased its reward to $2 million for information leading to her arrest. According to the FBI’s website, individuals placed on the list “remain wanted in connection with their alleged crimes until such time as the charges are dropped or when credible physical evidence is obtained, which proves with 100% accuracy, that they are deceased.” The renewed public commitment to apprehend Assata Shakur and at this scale has a number of egregious effects and implications. Scholars and activists have explored the ideological and political motivations behind this renewed attention towards Assata. For instance, professor and lawyer Lennox Hinds argued in his interview with Democracy Now! that this categorization comes on the heels of the country’s devastating experience with the Boston bombing. As the country scrambles to address fears around the nation’s security induced by the Boston calamity, it is an opportune moment for the FBI to recharge its campaign to find Assata Shakur–a Black radical woman deemed a “domestic terrorist” since 1973, a period before the lexicon of terrorism entered into today’s everyday language. According to the FBI’s updated website, the alleged murder of New Jersey State Trooper Werner Foerster (the crime with which Assata was charged) “was always considered an act of domestic terrorism.” While it is still unclear which part of the Trooper’s death qualifies as terrorism– how he died, the context of his death (that is, that members of the Black Liberation Army were accused of killing him), or that the woman charged with his death, Assata Shakur, escaped from prison– the fact remains that Assata has recently been placed on the United States’ Most Wanted Terrorist List. As well, the facts indicate though she was charged with the murder of the state trooper, she did not commit the “crime.”

Browne notes that different modes of surveillance were used for racial and social domination, but were also motivated by fears over slave revolts and uprisings. The effects of current forms of anti-Black surveillance frightfully extend beyond invasion of privacy rights or civil rights. Instead, privacy rights and civil rights are increasingly becoming luxuries afforded to few in the United States and not to poor Black people. According to the Malcolm X Grassroots Movement study “Operation Ghetto Storm,” in 2012, 313 African-Americans were killed by either a police officer, security guard, or self-appointed vigilante. Most claimed or justified the extrajudicial deaths under the premise that they “felt threatened,” “feared for their life,” or “were forced to shoot to protect themselves or others.” Their sense of security and safety were purportedly at risk. In the end, most were never convicted of murder, their suspicions were legitimized and authorized by the state, and their victims were never officially recognized as that– victims. On the contrary, dominant fantasies about blackness as dangerous and criminal are translated into legitimized enclosures and suspicions about Black life, subsequently authorizing anti-Black death. This type of surveillance is also what enables a $2 million reward for the apprehension of a Black woman for something she did not do. In an older letter written to Pope John Paul II, Assata writes, “At this point, I think that it is important to make one thing very clear. I have advocated and still advocate revolutionary changes in the structure and in the principles that govern the U.S. I advocate an end to capitalist exploitation, the abolition of racist policies, the eradication of sexism, and the elimination of political repression. If that is a crime, then I am totally guilty.”

As a Black radical woman who criticized and resisted various forms of state violence including those against Black people in the United States and the war in Vietnam, she was falsely accused of several crimes. Each case ended in dismissal or acquittal based upon lack (or clear fabrication) of evidence. The only exception, despite its own lack and fabrication of evidence, was the one involving the shooting death of Trooper Foerster. nternational behaviour is no longer predictable. Take for instance America; once it was the land of the free. For close to a hundred years its torch beckoned the needy and the persecuted to its welcoming fold. Remember the East-West era and its plate full of acrimonies? All that sounds so distant, even unnecessary, now. After all, the same West, with all its vanities, is cohabiting with an officially commie China. But from the 1950s up to the late 1980s, the East was the villain; its ideology flawed and its regimes evil. Therefore, its people had to be saved. The greatest attraction pulling people towards the West was the possibility to live life as they chose. In the East, they had to look over their shoulders all the time; the big brother was omnipresent and ever watchful. The West was the Promised Land and defections were a one-way street. People didn't flee the West to settle in communist-controlled spaces. Since then, the world has changed. East and West are no longer two separate blocs. They may not be equally prosperous; there may still not be all the freedom one might want in Eastern Europe. But people no longer defect. They migrate. Defections, when they happen, take place differently now. What seemed unthinkable once is happening. Today, people leave the West to defend freedoms - of information! It started with Julian Assange and his Wikileaks. People were curious about the information that he felt must be brought out in public domain, but the interest was limited to the specialist. The world got truly excited when Bradley Manning transferred thousands of State Department communications to Wikileaks. There was a virtual electronic mine for people to trawl through. For once, the governments of the world were exposed to unlimited public scrutiny. Manning was caught and is imprisoned in the US. But Assange stayed one step ahead and managed to get diplomatic asylum in the Ecuadorian embassy in London. It is remarkable that one of the smallest countries in the world, and a country which is not really the greatest defender of the freedom of expression, decided to stand up to the mightiest power in the world. They were both sensational cases. But had it been limited to these two, the world would have forgotten about them as aberrations and temporary diversions. In fact the world was settling down to dull routine when the case of Edward Snowden happened. It is explosive, to say the least. It is also amazingly complex in its ramifications as people's privacy is being violated with impunity. To give an idea of its scale: If Manning's disclosures were about classified documents, Snowden's are about the Top Secret. No wonder the American establishment has hit the panic button. There are two interesting aspects here. First, a country that prided in guaranteeing the freedom of expression is now recording and analysing every spoken and written word, not just of its citizens but that of people world-wide. It is also indulging in intrusive surveillance against other countries. America's domestic laws might protect its people, but is there an international law that protects the non-American citizens? Ironically, America once gave refuge to East Europeans because the Big Brother there was watching their every move. Now that America is itself the Big Brother, where should the citizens of the world escape to? The second dimension of this issue is the reverse flow. From attracting conscientious objectors America is now emitting them to other countries. There is one difference, though. The pull for the citizens of East Europe to the West was for ideological and economic reasons. The reverse flow, a miniscule trickle yet, from the US is for ideological reasons. The fact is that the world is changing. However, the US finds it difficult to adjust to this new reality. It wants to hold on to its privileged domineering position; and it wants the global enterprise to continue to function in a manner that ensures America's primacy. Since the world is still in awe of its presumed power, and as China wants to enjoy the privileges without assuming responsibilities, the US may continue to dominate the world and its affairs for some time. But events like that of Snowden point to a slide and a dent in its image. A reduced America will eventually have to concede and share power with others. China is certainly going to figure prominently in that list of others. It is already America's equal in many respects; in fact the world has got used to calling the meetings between the leaders of the two countries as G-2. But to be a truly great power, China will have to show the ability to stand up to America. By asking Snowden to leave Hongkong, it hasn't shown that will. In fact, future defectors will consider the fate of Snowden before choosing either China or Russia as their destination. India was quick to show the red flag to Snowden over his request for asylum. This was obviously in deference to the US. But did the US show the same consideration to our concerns when RAW officer Rabinder Singh was whisked away by the CIA to America? ‘Food Security Bill will not help put food on people’s plates’ Narendra Modi
Pune, July 14 (PTI): Taking a dig at UPA government’s ambitious food security programme, Gujarat Chief Minister Narendra Modi today said the Centre was under the impression that merely bringing in the Bill would lead to food reaching the needy. ”The government in Delhi thinks that just by bringing in the Food Security Bill, there will be food on your plate,” Bharatiya Janata Party’s election campaign chief told students of Pune’s Fergusson College. Modi said, “There is a sense of despondency in the country today.” He stressed that there was a need to modernise India without westernising it. “There is a need to nurture talent for nation building,” Modi said, peppering his address with achievements made by the Gujarat government in education and other sectors. Modi, who once again found himself in the eye of a storm over his recent “puppy” remarks in an interview to a news agency, interacted with students of Fergusson College where he had gone to inaugurate an amphitheater. Underlining that education plays a crucial role in a nation’s development, Modi said, “If we want to have a good education system, we should create good teachers, which has not been a priority.” Stating that “there is a big difference between ‘others’ and us”, Modi said, “Other people are interested in power. We give priority to empowerment. They want power, we want to empower every citizen of this country.” ”I don’t want to make any political statements here, but have the expectations from the system been fulfilled?” Modi asked. ”After Independence, had we opted for modern education, we could have done a lot in these 60 years,” he said. There is an atmosphere of “nirasha” (despondency) in the country today “(but) I don’t endorse this view,” Modi said. ”It is essential that we get out of this view,” he stressed. “Over 65 per cent of our population is below 35 years of age. This tremendous youth power can be of use if there is someone to do the job,” he said. Contrasting the Indian and US education systems, Modi said that in the US system, ways are found to nurture a person’s creativity.

luCKnOw, July 14 (AgenCIeS): Justifying caste-based rallies organized by her party, BSP chief Mayawati on Sunday said the courts should instead ban religion-based organizations like Vishwa Hindu Parishad, Bajrang Dal and Rashtriya Swayamsevak Sangh, which claim that they are not political but in reality control parties like BJP through remote control. “These organizations also decide prime ministerial candidate and policies of the BJP,” she told reporters. Such religion-based politics is threat to national unity, she said. Mayawati warned her party MP Vijay Bahadur Singh for supporting Gujarat chief minister and BJP campaign committee chairperson Narendra Modi for latter’s ‘puppy remark’ related to the 2002 riots. She said that Singh gave statement in his personal capacity and party has nothing to do with it. She said Vijay Bahadur Singh had defied party line because BSP has decided not to give him ticket for the next Lok Sabha election. Mayawati said she will expel Singh from the party, if he continued to act and speak against the party line. The BSP chief described Modi’s remark as insensitive and communal. Mayawati had earlier said that Modi is not fit to become the prime minister. Reacting to the high court’s stay on caste-based rallies, Mayawati said rallies organized by her party are aimed at uniting people of all sections of the society and not for political gains. She said that the BSP will continue to organize rallies to promote brotherhood among all castes and communities. However, we will keep in mind that such rallies do not appear to be casteist, the former UP chief minister said. Mayawati claimed that teachings of saints like Narayana Guru were the guiding principle for her party. Mayawati also said she did not agree with Supreme Court’s decision banning those in jail from contesting elections. She said such a provision could be misused by the ruling party in a state and at the Centre. Demanding President’s rule in UP, Mayawati said poor law and order was adversely affecting development in the state. The BSP chief alleged that the SP government was neck-deep in corruption. Mayawati said when she was in power she did not hesitate in sacking ministers. However, the SP has inducted family members of Babu Singh Kushwaha, minister in BSP regime, whom she had expelled after his name figured in NRHM scam, she said.

Modi cited the example of South Korea and lauded the strides made by that country. “South Korea also gained independence at the same time. It is the size of Gujarat. Now, in this short span, it is among the developed nations. Such a small country hosts Olympics. Through sports, it has established a position in the world,” he said. ”But in this country of 120 crore people, we auctioned the country in the Commonwealth Games. The CWG scam tarnished the image of the country. Is this the direction where we want to take the country?” he asked. “When the government brings down the prestige of the country, then it becomes a matter of concern,” he said. “During Olympics, people often say that despite its huge size, we don’t get medals. Have we linked sports with our education system,” he said. ”If newly-recruited army jawans are given proper training, I am sure they will bring 5 to 10 medals,” Modi said. Modi dwelt on the strides made by China, which he said, in the 70s, decided to focus on human development. ”In 10 years from 2000, China, which did not have even a single university among the top varsities in the world, now has over 30 whereas India, which had two, now has only one. Why did this happen?” he asked. “How did China do it? It spent almost 20 per cent of its GDP on education. Our government promised to spend 7 percent but actually spent just 4 per cent,” Modi said. On the development in Gujarat, Modi said, “The change which we could not have in 50 years, we have brought in the last 10 years.” Almost 45 per cent of the medicines made in India are produced by pharma companies in Gujarat, he said. ”The Indian government says that if there is
one state where unemployment is low, it is Gujarat,” he said. “We have to emphasise on research which should not be only for displaying a certificate in the drawing room of homes but for nation building,” he said. ”If a country does not give emphasis on research, there is stagnancy. Continuous innovation is a sign of life. Qualitative research is the need of the hour,” he said. “What is the state of the country today? There is no friend among our neighbours,” he said. new DelhI, July 14 (PTI): The NCPCR has pulled up the West Bengal government for allegedly failing to curb child labour in the state and asked it to set up an anti-human trafficking unit and ensure right to education to children. An National Commission for Protection of Child Rights team led by member Yogesh Dube, which recently visited the state, expressed unhappiness over the state labour department’s failure to implement the directives to ensure that minors are not employed in hazardous working conditions as per the law. “The performance of the labour department is pathetic as it has failed to rescue children working in industries, factories and brick kilns,” Dube said. A large number of children work in brick kilns across the state and the state government does not have proper figures of the children and workers working in those places, he said. “They do

Of the 722 children restored to their families, 406 children were rescued from New Delhi Railway Station, 232 from Old Delhi Railway Station, 59 from Hazarat Nizamuddin, 14 from Sarai Rohilla and 11 from Anand Vihar railway stations.

We search for their parents by uploading the picture of children on Zipnet, which connects all the police stations. Once parents are located, we hand the children over,” said the official. “Every morning, the beat constables look out for such children in their respective portion of the railways station,” said the officer. “The drive is a first of its kind initiative to rehabilitate the abandoned children,” a member of an NGO told IANS. According to another officer, whenever an abandoned child is found inside or outside the railway stations, the Railway Protection Force (RPF) staff and Delhi Police make all efforts to trace the parents. Most of the lost children are found to be from eastern states, including Bihar and Uttar Pradesh. Currently, around 700 Delhi Police personnel are deployed at the five railway police stations. “The abandoned children are also soft targets for human trafficking. They are reportedly sent to many foreign countries to work. The drive would help in preventing such crimes to some extent,” a senior officer said.

George Zimmerman not guilty of Trayvon Martin murder
FlORidA, JUly 14 (BBC): George Zimmerman, the Florida neighbourhood watchman who shot dead an unarmed black 17-year-old male last year, has been found not guilty. The case prompted a debate about racial profiling. Lawyers for Mr Zimmerman, 29, argued he acted in self-defence and with justifiable use of deadly force in the death of Trayvon Martin. The jury retired on Friday to consider its verdict on charges of either second-degree
murder or manslaughter. The case sparked a fierce debate about racial profiling in the US. Spontaneous protest marches were staged overnight in US cities including San Francisco, Philadelphia, Chicago, Washington and Atlanta, US media reported. Police and community leaders appealed for calm in Sanford, the Florida town where the shooting took place. After the verdict, Judge Deborah Nelson told Mr Zimmer-
man he was free to go. “Your bond will be released. Your GPS monitor will be cut off when you exit the courtroom over here. And you have no further business with the court,” Judge Nelson said. Mr Zimmerman showed little reaction as the verdict was read out. “Hopefully everyone will respect the jury’s verdict,” his lawyer Mark O’Mara told reporters after the case. He said Mr Zimmerman would now have to be “very cautious and protective of his safety because there is still a fringe element who have said that they would revenge - that they would not listen to - a verdict of not guilty.” Another member of his defence team, Don West, said: “I’m thrilled that this jury kept this tragedy from becoming a travesty.” The BBC’s David Willis, in Florida, says the case brought into sharp relief some of the most divisive issues in the United States: race, gun control and equal justice under the law. CAiRO, JUly 14 (iANS): The Freedom and Justice Party (FJP), the political arm of the Muslim Brotherhood, will not take part in Egyptian political process after the military ousted its president, a party advisor said. The party rejects a transitional roadmap announced by the army after what it calls “a coup” that overthrew Mohamed Morsi, FJP’s media advisor Ahmed Sobei told Xinhua. “The Brotherhood won’t recognize the transitional government, the constitutional declaration or any other procedure resulted from the coup,” Sobei said. On July 3, Morsi was ousted by the military after mass protests demanded his stepping down for his poor performance in his first year in office. A transitional roadmap was then announced, supported by politicians, religious leaders and representatives of the youth. The roadmap suspended the constitution, and assigned head of the Supreme Constitutional

A withdrawal by the Philippines would be a heavy blow to the U.N. forces, whose numbers have been reduced drastically in recent months as several nations have pulled out. U.N. peacekeeping chief Herve Ladsous told Philippine Foreign Secretary Albert del Rosario in a meeting Friday in New York that the world body would work “with all stakeholders to provide what is needed consistent with the disengagement agreement,” the Department of Foreign Affairs said in a statement. President Benigno Aquino III’s administration did not immediately say whether the U.N. pledge would be enough for it to decide to keep 342 Filipino soldiers in the Golan Heights beyond Aug. 11, when the Philippine contingent is to be replaced by fresh troops. violent buffer zone is not bolstered. Austria pulled its 377 peacekeepers from the 911-member force last month, leaving only Philippine and Indian troops. The United Nations and the United States have asked the Philippines to keep its troops in place, warning of “maximum volatility” in the Golan Heights if the Filipinos withdraw after a number of other countries pulled their forces, del Rosario has said. Croatia withdrew in March for fear its troops would be targeted, and Japanese forces have also withdrawn. Last month, del Rosario said he would recommend to Aquino that Filipino peacekeepers be withdrawn from the Golan following two separate abductions of Filipino troops and the wounding of another in fighting between Syrian government and rebel forces. The abducted Filipinos were released unharmed after negotiations. Del Rosario told Ladsous that the Philippines wanted the U.N. to deploy a peacekeeping force of 1,250 troops and acquire additional protective equipment and weapons for the soldiers by October, according to Sunday’s statement. He also said Filipino troops should be allowed to be replaced every six months, shorter than the current deployment.
Ladsous said he understood the Philippines’ position and agreed that more robust defense capabilities were needed for peacekeepers, the statement said. No details were given of what additional weaponry the Philippines was seeking for troops, but a Filipino military official who has visited the peacekeepers in the Golan Heights said the soldiers needed to be provided with armored troop carriers with mounted guns for defense when they come under attack. Armored vans currently in use do not have such gun mountings, said the official, who spoke on condition of anonymity because he was not authorized to discuss the issue with reporters. The U.N. force was established in 1974 to monitor the disengagement of Israeli and Syrian forces in the Golan Heights following the 1973 Arab-Israeli war. Israel captured the Golan Heights from Syria in 1967, and Syria wants the land returned in exchange for peace. In recent months, Syrian mortars overshooting their target have repeatedly hit the Israeli-controlled Golan, and Israel has responded on several occasions. Hezbollah leader Hassan Nasrallah said in May that the militant group would help ally Syria retake the Golan Heights.

Air pollution kills over two million people each year
WASHiNGtON, JUly 14 (iANS) Human-caused outdoor air pollution may be responsible for over two million deaths worldwide - a large number of them in South Asia and East Asia - each year, US researchers have said. A study, published in the journal Environmental Research Letters, has estimated that around 470,000 people die each year because of human-caused increase in ozone, Xinhua reported. It also estimated that around 2.1 million deaths are caused each year by human-caused increases in fine particulate matter, tiny particles suspended in the air that can penetrate deep into the lungs, causing cancer and other respiratory disease. “Our estimates make outdoor air pollution among the most important environmental risk factors for health,” co-author of the study, Jason West, from the University of North Carolina, said in a statement. “Many of these deaths are estimated to occur in East Asia and South Asia, where population is high and air pollution is severe.” In the study, the researchers simulated the concentrations of ozone and fine particulate matter in 1850, when the industrial era began, and in the year 2000. A total of 14 models simulated levels of ozone and six models simulated levels of fine particulate matter. According to the study, the number of these deaths that can be attributed to changes in the climate since the industrial era is, however, relatively small. It estimated that a changing climate results in 1,500 deaths due to ozone and 2,200 deaths related to fine particulate matter each year. Climate change affects air quality in many ways, possibly leading to local increases or decreases in air pollution, it said. For instance, temperature and humidity can change the reaction rates which determine the formation or lifetime of a pollutant, and rainfall can determine the time that pollutants can accumulate. Higher temperatures can also increase the emissions of organic compounds from trees, which can then react in the atmosphere to form ozone and particulate matter, said the study. “Very few studies have attempted to estimate the effects of past climate change on air quality and health. We found that the effects of past climate change are likely to be a very small component of the overall effect of air pollution,” West added.

JOHANNESBURG, JUly 14 (AP): Sean Davison’s mother, a doctor, knew she faced an impending, painful death from cancer. Not willing to endure it, she chose to end her life by not eating. That attempt, Davison said, went terribly wrong. “It went on for five weeks drinking a glass of water each day,” said Davison, a South African citizen by way of New Zealand. “She was decomposing. She couldn’t move any limb of her body, which is when I helped her, at her request, to end her life.” End-of-life decisions have become a burning topic of discussion in South Africa, where former President Nelson Mandela has been hospitalized for five weeks, much of that time in critical condition. A court filing late last month stated that Mandela was in a “permanent vegetative state” but that appears to have been either exaggerated or

Hingis leads 2013 Hall of Fame class

NEWPORT (RhOdE IslaNd), July 14 (aP): Martina Hingis's tennis life started right from birth and her days playing with a racket began barely after she learned to walk. It was only fitting that she became one of the youngest players to be enshrined in the International Tennis Hall of Fame. Hingis led a large 2013 class that was inducted on Saturday during an on-court ceremony that lasted just over 90 minutes, including a 25-minute rain delay on Newport's grass courts. Born in the former Czechoslovakia before moving to Switzerland at a young age, Hingis was named after a women's tennis great. "My biggest influence
was my mom because she was a professional player, too," Hingis said during a news conference before the ceremony. "She started me when I was 2 years old. Another was Martina Navratilova, obviously - (my mom) gave me the name so that was the destiny that was programed already. When I started playing at 2 years old, that was the path." After the rain delay, Hingis, dressed in a purple sleeveless dress with her hair still soaked, told the crowd: "Thank you, tennis. You gave me the world, and now I honestly am out of words, because there are no words to explain what I feel. You chose to give me a
place here for eternity." Hingis is the fourth youngest to be inducted behind Tracy Austin (30), Bjorn Borg (31) and Hana Mandlikova (32). The 32-year-old Hingis burst onto the professional scene when she was 14. Two years later, she won three of the four major tournaments, taking the titles at the Australian Open, Wimbledon and US Open in 1997. The memories were great. The pictures of a thin teenager, well, she'll pass on those. "I just don't want to look at the photos," she said, breaking into a laugh. In her career, Hingis won five Grand Slam singles championships - including three straight at the Australian Open from 1997-99 - and 43 singles titles overall. She also was a part of 37 doubles titles. Hingis, often troubled by foot injuries, retired for a second time in 2007, when she drew a two-year suspension for testing positive for cocaine at Wimbledon. Hingis denied taking the drug but did not appeal the ruling. Stan Smith, the president of the International Tennis Hall of Fame, called her "one of the most complete players." Also enshrined were 94-year-old Australian great Thelma Coyne Long, inducted in the master player category, and industry leaders Ion Tiriac, Cliff Drysdale and Charlie Pasarell. Rod Laver accepted for Long. Six other were inducted in the masters category posthumously. Tiriac, who managed the careers of Boris Becker, Guillermo Vilas and Goran Ivanisevic, marveled at how Hingis's small frame didn't affect her ability to dominate on the court. "One of the most intelligent players - men and women - on the tennis court," he said. "She could not match the big girls, but she did with her head what others did with their swings." Smith, a 1987 Hall of Famer, enjoyed seeing her compete against the more powerful players. "She was able to think her way through matches at 14," he said. When mistakenly introduced as the youngest ever to be inducted into the Hall during the news conference, Hingis didn't hesitate before responding, "I think that's a great thing why I started so early."

NOTTINGHAM, JULY 14 (AP): England won a thrilling first test against Australia by just 14 runs on Sunday after James Anderson claimed 5-73 on a tense fifth day. Chasing 311, Australia struggled at 231-9 before its last-wicket pair of Brad Haddin (71) and James Pattinson (25 not out) took the total to 296 and the brink of a famous victory. "It's pretty tough to be honest after getting so close," Australia captain Michael Clarke said. "But first of all credit has to go to England. I think our boys should hold their heads high."
