Americans drink 7.5-9.9 litres of alcohol per person per year while Canadians gulp down more than 12.5 litres each as do Russians and Australians, the data revealed. Africans do not drink as much as Americans and residents of Islamic countries drink the least of all. Worldwide, almost a quarter (24.8 percent) of all alcohol consumed is in the form of unrecorded alcohol, the World Health Organization (WHO) report said. Unrecorded alcohol is alcohol made at home, alcohol meant for other purposes (like medical) or smuggled. Around the world, just over half of recorded alcohol intake is in the form of spirits. Next comes beer, accounting for about 35 percent of consumption, and 55 percent of drinking in WHO’s Americas region. Overall, wine consumption comprises just eight percent of global consumption. The WHO report also took a look at how drinkers drink and what that means for their health risk. “Alcohol consumption also contributes to about 10 percent of the disease burden due to tuberculosis, epilepsy, hemorrhagic stroke and hypertensive heart disease in the world,” the report added. Drinking with meals or drinking daily or nearly daily presented the least health risk to the drinker, the report said.

The alleged cold blooded murder of a Naga youth by an Assam cop in civvies has aroused indignation among civil societies and Naga public at large. Twenty-nine year old Ento Nyekha, a resident of Diezephe village, was allegedly shot dead by an Assam Police cop in civvies Tuesday afternoon when Ento along with his friend had gone fishing in a river near Sangtamtilla near Assam-Nagaland border. Late Ento’s friend who managed to escape in a statement to Nagaland Police informed that after the incident, he saw the person who shot Ento enter an Assam Police outpost. At the funeral service of late Ento Nyekha held here Wednesday, Naga frontal organizations including Naga Council Dimapur (NCD) and Nagaland Tribes Council (NTC) accused Assam Police of always fomenting trouble and tension in the border areas. NTC general secretary, Nribemo Ngully, said Assam Police are infamous for vic-

timising Naga people not only in border areas but Naga passengers and vehicles travelling in Assam roads. Referring to the recent killing of Supongmeren by Assam Police, Nribemo asked, “who will be the next victim of Assam Police?” He said Naga people should unite and raise their voice together to stop the atrocities being meted out by Assam Police on innocent civilians. NCD general secretary, Ntsemo Ngullie, condemned the “cold-blooded” murder of yet another Naga civilian by the Assam Police. He also blamed the Nagaland government and Naga leaders for surrendering Naga rights to Assam with regard to border issue. Ntsemo said though Nagaland government had recognized border Naga villages like Rilan and Indisen, yet it had totally failed to provide security to these villagers. He further said that the two border agreements with Assam (1972 and 1979) should be reviewed if peace is to prevail in the border areas. Western Chakhesang Hoho president, Vekhosayi Nyekha, said as per the border agreements, neutral security forces were supposed to man the border areas. However, he alleged that instead of CRPF, Assam Police were totally incharge of border areas. Other organizations and individuals also paid condolences to the bereaved family members of late Ento Nyekha.

DIMApur, MAy 14 (MExN): In an attempt to set an example for issues of public health and cleanliness, a team of youth under the banner ‘Gloria Patri’ start out every morning at 5, for the past 13 days, to clear garbage dumps, clean up the streets and drains of Dimapur town. They plan to carry on this activity in different parts of Dimapur until May 31 and have invited citizens to join them in this endeavour. (see box) The mission was taken up by this team with the slogan ‘Cleanliness Is Good’ as part of Gloria Patri, a 30day worship event, which is being held here at Life’s Spring Corner. While these young doers hope that people would emulate their actions, they also know that for the cleanliness drive to have any long-term effect, it needs the participation of every single person. They have appealed to people to embrace the city as their own and to practice a sense of ownership by doing their bit in keeping their area clean; on their own or by arranging cleanliness drives in their communities, localities, etc. Some of those who took part in the drive had this to say of their experience: Pastor Alex of International Pentecostal Church, Dimapur, who has been living in Dimapur for the past 3 years, came to know of the cleanliness drive through newspapers. He said, “Everyday while riding on my bike, dust would get into my eyes, which is very annoying as well as harmful. I have had it in my mind for some time to start a cleanliness drive on my own, so when I came to know of this one, I was more than happy to join in.”

Twenty-three kilometers away from Mokokchung, in the deep valleys of Aliba village, a farmer rests under the scorching May sun. The farmer, Ronsenglemba Kichu, a 55 year old farmer, basks under the cool shade of his farmhouse, while his wife patiently sieves the fertilizers provided by the Nagaland Agriculture Department.

The cucumber plants are tended separately and they are allowed to creep up bamboo frames set up at 45˚ angles. The field looks beautiful, so does the sprouting and the ripe cucumbers. The valley is dotted with terraced farms meant for rice cultivation; but the time for rice plantation is a few months ahead. moKoKchuNg, may 14 (mExN): One-day workshop on district measles surveillance was held at Mokokchung on May 13 at IDSP Hall, Imkongliba Memorial District Hospital. CMO Mokokchung Dr. SS Akaba Longchar in his keynote address said that Measles is a highly contagious viral disease whose common complication includes pneumonia and diarrhoea. Therefore inorder to eradicate this disease from our state he urged the Doctors and Nurses to reorient themselves, work hard and coordinate in their posting places. Assam gets more security to maintain law and order gUwAHATI, MAY 14 (Tnn): At least 100 companies of the Army and over 50 from the central paramilitary forces, in addition to the existing Assam Police personnel, are going to maintain law and order on Lok Sabha polls counting day and thereafter in Assam. The water-tight security arrangement comes in the wake of intelligence reports warning Assam Police of a possible repetition of violence in the state like what happened in the BTAD recently. At a press conference on Tuesday, Assam Police chief Khagen Sarma said the state police have decided to engage most of its personnel in maintaining law and order in the state. Northeast Briefs Six KPLT militants killed in encounter DIPHU, MAY 14 (PTI): Six militants of Karbi Peoples' Liberation Tigers (KPLT), including its self-styled Commander-in-Chief, were killed in an encounter with security forces in Assam's Karbi Anglong district on, police said. Acting on a tip-off, a joint team of the army and police, launched an operation in Singhason Hill area under Manja police station and six militants were killed in the ensuing encounter, they said. The deceased include KPLT commander-in-chief Kangthro while others are yet to be identified, police stated. Five weapons of the AK series, 7mm pistols and SLRs along with a huge cache of ammunitions and medicines were recovered from the slain militants, they claimed.

AAMEF welcomes SC directive for CBI probe into Saradha scam gUwAHATI, MAY 14 (PTI): The All Assam Media Employees Federation today welcomed Supreme Court's directive for a CBI probe into the multi-crore Saradha scam in Assam, West Bengal, Odisha and Tripura and appealed for compensation for media employees of the group. More than thousand media employees in eastern India, who worked for newspapers and news channels owned by Saradha group of companies, suddenly lost their jobs after the collapse of the group in April, 2013, a statement by AAMEF said here. The statement said that most of them did not receive their salaries for two to three months before the closure. AAMEF, an umbrella organization of various Assam-based media organizations, appealed to Assam Chief Minister Tarun Gogoi for taking personal interest in compensating the media employees.

Five detained for disturbing peace in Meghalaya SHIllong, MAY 14 (PTI): Five youth have been detained for allegedly trying to disturb peace after they were found conducting certain rituals in a graveyard at Tura, police said on Wednesday. The youth have been detained under Section 144 (unlawful assembly) and Section 188 (disobedience to order). Various Christian groups have been warning that some people, especially the young, have taken to conduct of such unwanted rituals. Taking note of the practice, Chief Minister Mukul Sangma has asked the district administration and the police to keep an eye on the phenomenon. "Church members and all like-minded people will be involved in an exercise to root out the presence of such characters," Sangma said.

Arunachal CM reviews employment scheme for youths ITAnAgAr, MAY 14 (PTI): Arunachal Pradesh Chief Minister Nabam Tuki reviewed his ambitious scheme of opening employment avenues for youths, with officials of Employment Generation and Skill Development Councils, in the backdrop of experiences gained in the last six months. Taking into account the hurdles experienced in providing gainful employment to jobless youths, Tuki during a meeting yesterday, directed modification in the government's strategy to ensure that the success rate was close to 100 per cent, official sources said in Itanagar today. Accordingly, a detailed programme has been chalked out to train about 8000 youths in the current financial year. As per feedback received from training institutes, several candidates dropped out at the last moment to pursue further studies while some dropped out during training due to various reasons. Mr Tuki felt that a different and student specific strategy had to be incorporated by the government to make the novel programme a success. Earlier, the state government had embarked upon the ambitious skill development programme to provide employment opportunity to youths, particularly matriculates and school and college drop outs. Adhikari's absence came at a time when the region's oldest medical college found itself in a crisis following the murder of a woman doctor inside the ICU on May 9. Gogoi said, "The principal went on a foreign trip without taking permission from the government. Even ministers have to take permission to go abroad. I have ordered his suspension for this gross violation of discipline. If the principal himself shows this kind of indiscipline, what will he teach the students. I condemn his action. His suspension orders will be issued today." Agitating doctors had sought action against the principal and superintendent by 4 pm on May 13.

e do not want to travel by public transport because it is dirty and not reliable. We are afraid of going to Civil or Govt. hospitals for treatment and check up because the facilities are not good and we lack faith in the system and the management. We do not want to study in Govt. schools because there is no quality education provided and most of the time teachers are not present especially in remote and rural areas while many of our urban children have access and facilities to good and quality education. But all of us want of Govt. jobs and we are ready to bribe to get the job or try through influences to get them. What a paradox of life. We feel that everything in the Govt. system is not good and at the same time we all seek or search for jobs in Govt. sectors. And when we get one we change our attitudes and our behaviours. Who is to be blamed? When we look around the systems existing both in private and public enterprises we come across people who are dedicated, committed and who contribute their best for the welfare of the society and the development of the state. At the same time we do come across people who have this attitude that Govt. job means pay without work. We don’t need to go to office regularly and many proxy settings are made to accommodate our needs. We may not realise the harm that we do now but the impact it will have in the long run needs reflection and action. I would like to pose this question that ‘are we so complacent with the Govt. jobs that we don’t need to work and the pay is assured?’ or ‘is it the way of life for us today as we advance in all areas of life?’ These questions arise in my mind and lead me into deep thoughts and reflection, what are we aiming at or where are we going in this journey of life? When we go to some offices for some work or signatures from the officials for some purpose, if the officers are not there we blame them saying that the officers are not regular to the offices and we make complaints. The unions and associations try their best to make the employees attend the office and at times there are surprise checks to make them work. With all these measures what is our attitude towards Govt. jobs? Many private sectors fare well because there is no work no pay system and the promotion is depending on the performance of the employee. There is always mixed feelings when it comes to commitment and work. We lack consistency and constancy. We need to empower ourselves to look at the reality of life and we work not for ourselves alone but for the future of our state and for the new generation. We need to realize that there is strong a connection exists between our thoughts and our words. I honestly believe that this connection is one of the most important things we need to learn in our lives and develop it for the welfare and growth of

our state. It is not someone else’s duty and responsibility to build the nation but it is each one’s contribution in whatever way possible. A negative mind produces negative words and, consequently, a negative life. Our words can actually become traps that cause us to continue our cycle of negative thoughts and actions. To turn our words around, we need to start thinking about what we’re thinking about, and then make some real changes. Because when we allow negative thinking and speaking in our lives, we became extremely negative and sour persons. There is a saying that ‘if you don’t expect anything good to happen, then you won’t be disappointed when it doesn’t.’ But we always look for the best and hope in the future because the future belongs to us. In my interaction with young people, I do come across individuals who are committed, hardworking and have a vision for the future. They want to take initiatives, start new ways of looking at the reality of life, and contribute the best for the growth and development of the society and also to bring about change in the society. Young leaders want to initiate work culture, honesty and commitment. They are travelling to rural areas where Govt. offices and other organised sectors are not functioning properly to rectify the system. There are awakened youth who give voluntary services to the younger generation by way of teaching, tuition and also building skills among the students. These initiatives will bring change in the society. One thing that hampers our growth may be our proxy settings. We have proxy for everything. We have not realised that how much it is destroying the future generations. It is time to rethink, change our attitudes for the better and positive development of our state. Attitudes are the driving forces in our lives. They take us to great heights or to our demise. Change in attitude can change us individually and gradually the society. We may not be able to change our circumstances immediately but it can create a new sense of commitment and dedication. They have powerful influences not only on our behaviour but it can permeate into the lives of many who see the changes in us and can begin to change their attitudes towards work ethics. We need to change this ‘proxy’ mentality and start working towards the given responsibility. We are not working for anybody but we are working for our future generation. We need stand before the future guiltless that they should not accuse us for lack of development and growth. The present is in our hands and we can mould our future, if we join hands together to fight against all these vices existing in our society. Change thinking to create a prosperous future. Fr. Guidelines for admission to Delhi university Delhi, May 14 (MexN): The University of Delhi has notified the following guidelines of admission to be followed for admission to the Four Year Undergraduate Programmes (FYUP) in the Regular Colleges for the academic session 2014-2015: 1. All the candidates are required to fill the pre-admission form either online or offline for all categories (General/OBC/SC/ST/ PwD). This is mandatory for all candidates. There will be no pre-admission at the college level. 2. The candidates are allowed to fill only one common pre-admission form either online or offline. 3. The college is free to publish its prospectus which may provide information regarding the college, the courses offered and the number of seats in each course, fee structure, Extra Curricular Activities etc. No forms of any nature, pre-admission as well as admission, shall be included in the prospectus or sold/provided with the prospectus or otherwise before the announcement of cut-off lists. 4. There shall be no ‘Additional Eligibility Criterion’ for any category in any college/course. 5. The colleges who wish to give specific advantage to girl students in

any course must inform the office of Dean, Students’ Welfare and take prior permission. This may be published in the University's Information Bulletin, displayed on the University web-site and college website. Colleges are not permitted to change this criteria at any stage during the entire admission process. 6. Admission to the four year Undergraduate degree course shall be based on Discipline -1 (Major Discipline). The schedule of the admission process for all categories shall be notified by the University. 7. The colleges shall convey the cut-off marks for the various courses (for the General/ OBC/SC/ST/ PwD categories) to the University, as per the schedule announced by the University. The college shall determine the cut-off marks prudently on the basis of the past experience and the class XII results of the School Boards. The office of Dean Students' Welfare shall make available the information regarding the results of various School Boards (whichever are available) to the colleges. 8. The University on receiving the cut-off marks from the various colleges will collate the data in the office of Registrar and notify the same through print and electronic media as per

Financial management & accounting workshop MokokchuNg, May 14 (MexN): The two-day workshop on Practical Financial Management and Accounting Methods being sponsored and organized by the Mokokchung Entrepreneurs Consortium scheduled for May 16 and 17 will be held at conference hall, Clark Theological College, Mokokchung. Sessions for the workshop will begin at 9:30 am on both days and will go on till 4:00 pm, informed chairman, Mokokchung Entrepreneurs Consortium, Tsukti Longkumer in a press release. All participants have been informed to be seated at the venue 10 minutes ahead of the scheduled time. The organizers initially limited the intake of participants to 60 entries on first-come-first basis but owing to earnest requests from interested individuals, the organizers have enhanced the intake to eighty. Chakhesang organizations condemn killing DiMapur, May 14 (MexN): Various Chakhesang organizations have condemned the killing of Ento Nyekha of Diezephe village, who was found shot dead on May 13 in Dimapur. WCH: The Western Chakhesang Hoho (WCH) claimed that Nyekha was killed by Assam policeman at Sangtamtilla River area bordering Assam and Nagaland. The Hoho in a condemnation note stated that killing Ento Nyekha without any rhyme and reason was a gross violation of human rights and Assam Police should refrain from killing innocent people. It also urged the Assam government to take stern action against the erring policeman and deliver justice at the earliest. The note appended by ECH president Vekhosayi Nyekha and press secretary Rhudu Shupao asserted that the killing cannot be tolerated and deserves to be condemned by all. The Hoho further thanked public leaders for their support and encour-

Study Of Library Science: Relevance And Career Opportunities

ndian scriptures say that learning by a student takes place in four quadrants. He picks up the first quarter from his teacher in the classroom, then he learns the second quarter on his own, while the third one comes from his peers, the environment and the society around makes him acquire the fourth and the last quarter thus completing the whole body of knowledge. But it needs no debate that it is the teacher who facilitates the student to learn from all the three quadrants that lie outside the classroom. A well stocked library despite the advent of internet does contribute a lot to anybody's learning more so to a student. Library and Information Science is interdisciplinary areas where one can learn to collect, collate, organize and even disseminate information or a body of knowledge. Study of archeology dating back to medieval ages is closely linked to library science. Library science teaches one as to how information sources are organized even using technology so that their retrieval

is facilitated on need basis. That's how the coinage of the term LIS (Library and Information Science) has taken place. The first school for Library Science was started in America on January 1, 1987 by Melwy Dewey at Columbia University. Thomas Jefferson's method of grouping books by subjects founded in 1829 still holds good till today. SR Ranganathan considered as the Father of Library Science in India published 'The Five Laws of Library Science' in 1931 and came to be known world over for his fundamental thinking on the subject. With the growth of digital technology, information science concepts got embedded into library science. Courses in library science include collection of information sources, their classification, preservation, reference, database management and information management etc. Every educational institution irrespective of its level, cultural outfit, research centre, training institute or even an information outlet, would be incomplete without a well stocked library and

In US it was ranked as one of the best careers in the year 2008, with projection of growth rate at 8% up to 2018. Apart from educational and other institutions there are some industry specific requirements for librarians in hospitals, corporate, news agencies and such other places where large volume of data in different forms is to be stored and retrieved. Being who we are it is important for us to teach and live in the powers of the Holy Spirit. It is clear to us that no one is ever without sin and it will be to our loss and error if we are to live with the sins in us. Somehow the word “backsliding” instills a consciousness of our present sins and it will be to our gain if we are to confess, renounce and forsake every sin committed in an unholy way. The nature of what I intend to teach here is of a higher dimension which will inspire, convict and transform the sons and daughters of God to the powers of the new life. Notice this: When we meet a stranger we regard the stranger as a stranger but when the stranger who talks to us speaks in the power of the truth, words of living water flows out from his or her mouth inspiring, uplifting and raising our spirits up to the powers of the Highest Order. In teaching of what I write, I righteously desire to teach you the truths of what God taught me. In regard to sin we know what it is because of what the law is and in regard to judgment we know how it will be because of what the Word teaches us.

Somehow all of us has fallen as much as we fell and the gravity of our sins has reached to the heavens (Ezra 9:6). For every act of sin we commit, we do more harm to ourselves but when our sins are confessed and forgiven we begin to experience the revival which leads to life. No one is without sin but we have to admit that our sins are often repeated and committed either because of our unconfessed sins or because of our adulterous affair with sin. The truth is, there will be less chances for us to sin when our spirits are continually revived in the Holy Spirit. The holier our spirits become the greater the powers of it will work in us. One truth we have to understand is that we live in an enemy territory and because of the hostile atmosphere it is important for us to passionately seek the powers which comes from the Most High. In a stark warning to us, the Word of God emphatically states “ Be self controlled and alert, your enemy the devil prowls around like a lion looking for someone to devour ( 1st Peter 5:8 ). This speaks of satan’s desperation to push sinners into the pit but when it backfires the devil will have uncountable reasons to scream in torment when he is ultimately cast into the lake of fire.

The truth is: No matter what the nature of the attacks against us are, the powers of Hades will have no power over us if we are secured and empowered in the truth ( Matthew 16:18-19 ). We need not fear the snares when we can burn the snares and the powers of hell will not dare come near those whose lives are empowered by the powers of the Most High. The church will only become holier and holier with every inspiring sermon and it is our desire for everyone to strive towards perfection in holiness, in love and in the Spirit. There should be no fear of temptation and we challenge everyone to face it and to put to death every sin by the powers of the Holy Spirit (Romans 8:13 ). Sin must be wiped out and there must not be any hint of it in the Holy Church of Christ. This is our faith, our belief and desire and we urge every lover of Christ to gain as much as they can by accepting the truth. The Church of Christ prays for all her loved members. Complexity and the community

“I

hope and pray that Nagaland does not lose what we have already lost,” stated Leslie Nazareth in his introductory note for a visit to Nagaland. Leslie has been visiting the State since 1982 and is deeply influenced by the community ethics that he finds here, mostly lost where he is visiting from—Mumbai. Leslie and the group he is visiting with, who call themselves the One Sky Community, will move from Naga home to home to understand what it entails to be part of a community; to take back some core ethics that lie within a community that gives it body and ethic. Indeed, as the community members highlighted, metropolitan cities have lost the communal soul that bring people together and organize around those lines. Based on corporate capitalist ethics, human beings in places like Mumbai have been pulled away from each other, confined in individual apartments, left with only external spaces of human interaction, ridden in inner turmoil and conflict. There is little sharing and caring—these attributes reserved only for the immediate family. There is boredom in love. There is consistent jealousy, competition and hatred. Loyalty is sparse. Wisdom fares worse. Communities living in political spaces, that is, in real life, are not devoid of these strange bed fellows either. In the Naga context, communities, for instance, have settled through clans, khels, peer groups, villages, tribes, etc. that not only conjoin people at times of celebration and grief, but also group them in terms of the practice of politics. At times this brings bitterness. Cultivating the jungles for food is a community task not achieved easy—wisdom drawn from generations accelerates this. There is religion. There are gender roles, and there are roles you play as young and old. Some of these roles are liberating for the individual, as much as for the community, as some are oppressive. To sustain and progress these community structures, there is a political movement to push for recognition of these communities so their ethics and guidelines may be politically practiced and, perhaps, codified and spread. The opposition to this has led to a war. The One Sky community is a people’s initiative to understand these complexities of living within communities, but through a firsthand people’s perspective. It is commendable in the face of deliberate subversion of such knowledge in India. As Kesonyu Yhome put it, gaps between metropolitan cities in India and the Nagas have remained, and these need to be plugged. Through initiatives such as the one taken up by the people who form One Sky, at least the people of India are now attempting to understand (beyond Hornbill Festival) why the community set-up needs to be preserved. The longer parents smoke, the more likely their kids will, too

P

arents should quit smoking while their children are young to help prevent them from picking up the habit later on, according to a new study. “Our analysis showed that the longer adolescents are exposed to a parent’s smoking when the parent is addicted to nicotine, the more likely they are to begin smoking and to become regular smokers in the future,” said lead author Darren Mays. Quitting is of course important for parents’ health, and could be important for kids’ health too, said Mays, a public health researcher with the Cancer Prevention & Control Program at the Lombardi Comprehensive Cancer Center of Georgetown University Medical Center in Washington, D.C. “Our results suggest that for parents who are addicted smokers (quitting) may also reduce the likelihood that their children will go on to become smokers in the future,” he told Reuters Health. For the study, Mays and his colleagues followed 400 teens from early to late adolescence. Researchers separately interviewed the kids, most around age 14, and one of their parents, about their respective smoking histories. The kids were interviewed again one year later and again four years after that. Six percent of the kids were already regular smokers when the study began. Thirty percent of the kids reported at all three interviews that they had never smoked. The rest of the kids either experimented with a few cigarettes early on - nearly half of whom became regular smokers by year five - or experimented later on. Teens whose parents were current smokers and addicted to nicotine were 10 times more likely to themselves become regular smokers at an early age or to experiment early on with cigarettes than kids with nonsmoking parents. Among the parents who were current smokers, each year they had smoked slightly increased the odds that their kids would end up in a heavy-smoking trajectory. The results don't prove that parents smoking caused their kids to take up the habit, the study team acknowledges. But there’s no real debate about whether there is a link between parental and child smoking – researchers are confident that they are connected, probably due to a combination of genetics and social norms in the household, the researchers note in their report, published in Pediatrics. Of the 24 kids who were already regular smokers at age 14, two-thirds had a parent who was a current smoker, compared to 3 with a parent that was a former smoker and 5 with nonsmoking parents. “There is strong evidence of this relationship for both tobacco and alcohol,” said Mike Vuolo, associate director of the Center for Research on Young People’s Health at Purdue University in West Lafayette, Indiana. He was not involved in the new study. This new research focuses specifically on nicotine dependence, which is ‘substantively important,’ Vuolo told Reuters Health by email. “There is solid evidence that genetics explains the link between parent smoking and child smoking,” said Jonathan Bricker of the Fred Hutchinson Cancer Research Center in Seattle, Washington. “But what makes this study and others like it so important is that it identifies something practical and important we can do right now: help parents quit smoking for the sake of their children,” Bricker told Reuters Health by email. It might be a good idea to target quit-smoking initiatives at parents who are hooked on nicotine, not just those who smoke, he added. But in terms of nicotine dependence, the new study contradicts previous research by the same team on the same subject, according to Denise B. Kandel, a professor of sociomedical sciences at Columbia University Mailman School of Public Health in New York. “The earlier analysis found that onset of smoking was the same whether or not parents were dependent on nicotine,” Kandel told Reuters Health by email. By that logic, whether or not parents smoke at all is the important measure, not their dependence on nicotine. The results are still important for public health advocates, who can identify children at high risk of smoking by whether or not their parents smoke, she said. “The best advice for any parent who smokes is to quit as soon as possible and that resources such as their family doctor, telephone quit lines and online programs are available to help,” Mays said.

What does mass surveillance do to Rights?

T

here is on-going interest and surprise at the extent of mass surveillance which various governments, the US in the form of the NSA, the UK in the form of GCHQ and others, have been carrying out. The confirmations by both the US and UK governments that everything has been carried out in accordance with their national law has only resulted in profound questions regarding the nature of the laws which permit these activities and whether they actually conform to internationally recognised standards of certainty and accountability which any government act must have in order to qualify as a law. The Snowden revelations regarding mass surveillance have not only had very substantial political repercussions over 2013 and into 2014, but have also raised profound legal questions as a result. So many of these are issues and questions of great importance for democracies. A former member of the European Parliament commented at a conference in Brussels on April 3, 2014 that every candidate in the May 2014 European Parliament elections is conscious of the chilling effect that mass surveillance has had on them personally. The fact that every email they have sent, every photo they have forwarded by email, is available to the intelligence service of a foreign country has a chilling effect on freedom of expression. Who can be sure that something which they casually put into a personal email could not be used to contradict one of their election promises, or some photo that they sent could not be used to compromise their probity as representatives? We cannot afford to underestimate the impact of mass surveillance on the correct operation of democracy. Two interconnected but separate human rights issues arise as regards mass surveillance. The first, which is the most fundamental but the most frequently ignored, is the right of every person to respect for his or her private and family life. The second, which is generally the subject of more substantial political and media noise is the duty of states to protect personal data. Those political actors who have an interest in promoting the legality of mass surveillance usually put forward two arguments. The first is that national and international security is always an exception to both the duty of every state to respect people’s privacy and the duty to protect personal data. This is the most trenchantly defended of arguments as when this one falls away, those actors seeking to justify mass surveillance find themselves on very weak legal ground indeed. The second is that states’ obligations to protect personal data are subject to very different rules and requirements according to the political preferences of different states. Thus as there is no harmonization of the specific rules as to what is acceptable data protection internationally, states which are exercising their national and international security prerogatives only need to fulfil their own national data protection rules. Before engaging directly with the arguments and examining how political actors dissatisfied with them have responded, let us very briefly clarify the relationship of the right to respect for privacy with that of data protection. The right to respect for a person’s privacy is an overarching international human right. It is found in Article 12 of the UN’s Universal Declaration of Human Rights (1948) and its legal form is found in the UN’s International Covenant on Civil and Political Rights (1966). Any interference with the privacy of a person must first and foremost be subject to the consent of that person. The right to consent or refuse use of personal data belongs to the individual not the state. Where the state seeks to interfere with that right and to collect and use personal data which constitutes an intrusion into the privacy of the person concerned, such an interference must be justified by the state authorities. First it must be permitted by law and that law must be sufficient clear and public that everyone can know what it is and how to adjust their behaviour accordingly. Any exception permitted by law to a human right must be interpreted narrowly. It must have a legitimate objective and be necessary to achieve that objective only. There must be no alternative, which would be less intrusive into the life of the person which could instead be used. There must be judicial oversight of any state interference and a person affected by an interference must have access to justice to challenge that interference. Mass surveillance by its very nature is not targeted at any person specifically, thus the possibility to justify the interference with the privacy of any person individually is an exceedingly difficult task. Where such mass, weakly targeted surveillance techniques have been used in Europe, the Human Rights Court has found them inconsistent with the right to respect for privacy. Mass surveillance is by definition arbitrary. States’ duty to protect data arises from the person’s right to respect for his or her privacy. Where states interfere with people’s privacy, they must fulfil strict rules to justify that interference. This gives rise to the obligation of data protection. The duty to protect personal data arises when personal data is being used by state or private actors and is designed to ensure that the use is consistent with the individual’s right to respect for his or her privacy. It is for this reason that there are many different types of regime of data protection depending on the country one examines. How states go about protecting data is for them to determine: the key is

that personal data must be protected because the individual has a right to respect for his or her privacy. The content of the human right to respect for privacy of the person is not variable. The political struggle Moving then from the state of human rights to the political struggle regarding mass surveillance, clearly the US authorities are faced with a dilemma in international human rights law, an area of which they have always been rather wary. The 1950s approach to international human rights law was to claim that the instruments do no more than set out 'principles' and are not ‘real’ law in any significant way and are certainly not available for people to rely upon. This political position has been undermined by the development of very precise international obligations, the establishment of Treaty Bodies with jurisdiction to receive and adjudicate on complaints by individuals regarding alleged breaches of their international human rights and the embrace of international human rights law by national courts. The 'principles' approach to international human rights law is no longer tenable. It is a figleaf deployed occasionally by states seeking to act arbitrarily. As the Snowden revelations rose up the scale of international issues, a number of states, primarily led by the Brazilian and German authorities began to address the issue of how to deal with US mass surveillance and the interception of communciations. There was much discussion about bilateral negotiations and unilateral action (for instance, building new cables which avoid US territory) etc. However, it rapidly became evident that bilateral and unilateral approaches were not going to be satisfactory. In Europe, the fact that the UK authorities were carrying out mass surveillance for their US counterparts and others (the so-called Five Eyes) yet were not only members of the Council of Europe but also of the European Union, was only one example of the problem of unilateral or bilateral approaches. Clearly, only multilateral efforts were likely to bring results, where the weight of the USA and some of its collaborators could be counterbalanced by a loose alliance of other states. As soon as the issue is defined in this way, the obvious venue to commence a response is at the UN General Assembly and the territory on which to prepare the response is international human rights obligations – the prohibition of arbitrary interference with people's privacy. This is the road which the Brazilian and German authorities have followed. By August 2013, moves were afoot for a resolution of the General Assembly. Five non-governmental organizations were closely linked with the efforts, Access, Amnesty International, Electronic Frontier Foundation, Human Rights Watch and Privacy International also applied pressure for a strongly worded resolution. The Brazilian and German authorities were by no means alone in their efforts to achieve agreement over a UN General

Assembly Resolution. Many smaller states, most notably Austria, Hungary, Liechtenstein, Norway and Switzerland but also others, very strongly supported the work from the beginning, even seconding staff to assist with the workload. The matter was assigned to the General Assembly’s Third Committee and it is there that the tense negotiations on the wording of the Resolution took place. A text was adopted on 26 November in the Third Committee and on 18 December 2013 it was adopted without a vote in the General Assembly of the UN. The Resolution is based on the right to respect for privacy in the Universal Declaration and the ICCPR with specific reference to the prohibition on arbitrary interference. It ties the right to privacy to the right to freedom of expression – if people are subject to mass surveillance they are no longer able to express themselves freely. The preamble to the Resolution insists on the negative impact that surveillance and the interception of communications, including extraterritorial surveillance and interception, on a mass scale, has on the exercise and enjoyment of human rights. The Resolution calls upon states to respect the right to privacy and prevent violations; to review their procedures, practices and legislation regarding the surveillance of communications, their interception and collection of personal data, including mass surveillance, interception and collection with a view to upholding the right to privacy and ensuring the full and effective implementation of all their obligations under international human rights law and to establish or maintain independent, effective domestic oversight mechanisms capable of ensuring the transparency and accountability of a state’s actions. Most importantly, the Resolution directs the UN High Commissioner for Human Rights to present a report on the protection and promotion of the right to privacy in the context of domestic and extraterritorial surveillance and/or interception of digital communications and collection of personal data, including on a mass scale and to report to the Human Rights Council in its twenty-seventh Session, in September 2014. The current High Commissioner, Navi Pillay, a South African jurist with a very impressive human rights career, was appointed to the post in 2008. She is no stranger to the problem of the right to privacy and mass surveillance, having already spoken on the subject at the Council in September. The UN Human Rights Council (composed of 47 states elected by the General Assembly) has also already engaged with the issue. The matter was on the agenda of the twenty-fourth Session of the Council held in September 2013. The High Commissioner noted, at that meeting, that the threat which mass surveillance poses to human rights is among the most pressing global human rights situations today. Many state representatives present at that session had regard to the report of UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, Frank La Rue on freedom of expression in the internet age (16 May 2011) which had already outlined many dangers of state surveillance and its impact on free speech. What is perhaps surprising is that the September 2013 meeting of the Human Rights Council received so little press coverage. The meeting was well attended by state representatives and the discussions were incendiary in the condemnation of mass surveillance and interception of communications. Many state representatives attended the meeting with statements of condemnation of mass surveillance and interception of communications already prepared and agreed with neighbouring states on whose behalf they were mandated to speak. While one might well expect the German representative to present a text on behalf of Austria, Hungary, Liechtenstein, Norway, and Switzerland, it is perhaps less obvious that Pakistan, speaking on behalf of Cuba, Venezuela, Zimbabwe, Uganda, Ecuador, Russia, Indonesia, Bolivia, Iran, and China, would also present an agreed text condemning the practices. While the counter move particularly in respect of this second set of countries is usually to attack them on the basis of their internal practices of surveillance and suggest, if not accuse, them of hypocrisy, the fact of the intervention nonetheless must be noted and the possibility that a group of states with serious disagreements among themselves would choose common ground on this subject. The next step will be for the High Commissioner for Human Rights to prepare and present her report to the Human Rights Council in September 2014. Undoubtedly, her team will be presented with substantial amounts of information, evidence and legal argument to assist in the writing of the report. In the meantime, our data continues to be hoovered up in industrial quantities. Private sector actors tell us that it is now cheaper to store data than to delete it – a potentially game-changing factor in the economics of mass surveillance. The compatibility of mass surveillance with human rights is already a matter of urgent concern. It is in all our interests that the UN continues its review of the compatibility of these practices with internationally agreed human rights standards. In Modi's India, a case of rule & divide John Chalmers and Frank Jack Daniel

li Husain is a prosperous young Muslim businessman. He recently bought a Mercedes and lives in a suburban-style gated community that itself sits inside a ghetto. In Gujarat, it is so difficult for Muslims to buy property in areas dominated by Hindus even the community's fast-growing urban middle class is confined to cramped and decrepit corners of cities. Husain embodies the paradox of Gujarat: the state's pro-business leadership has created opportunities for entrepreneurs of all creeds; yet religious prejudice and segregation are deeply, and even legally, engrained. If a Muslim enquires about a property in a new development, often the response is: "Why are you even asking?" said Husain, speaking at his home in the Muslim neighbourhood of Juhapura, where filthy slum streets rub against smart new apartment blocks and enclaves. Separation of communities is common across India. Nowhere is it as systematised as it has become in Gujarat. That matters because the state's chief minister, Narendra Modi, could soon run the country. Exit polls show that when results of a general election are announced on May 16, Modi's Bharatiya Janata Party (BJP) and its allies will win a majority in parliament, almost certainly making him the next prime minister. The 63-year-old Hindu nationalist has ruled Gujarat since 2001. He has surrounded himself with technocrats - and also ministers and advisers who promote "Hindutva", a belief in the supremacy of Hinduism. As prime minister, Modi would lead not just 975 million Hindus but 175 million Muslims, around 15 percent of India's population and the third-largest Muslim population in the world. Modi's record in his state is clouded by riots in 2002, when 1,000 people, mostly Muslims, died in a frenzy of mob violence. Modi still struggles to shake off the perception he did not do enough to stop the bloodshed, despite a Supreme Court investigation that found no case against him and his own insistence he did all he could to keep the peace. Even some Hindus connect Modi to the riots. Pradeep Shukla, a prominent Hindu businessman and former member of the BJP in the Gujarati town of Bhavnagar said Hindus "believe that, somewhere, indirectly, Modi had a hand in it because he supports Hindus. This is why they vote for him." On the campaign trail, Modi has tried to project a moderate image with a platform that downplays hot-button Hindu issues and emphasises growth and "development for all". But in Gujarat's neighbourhoods and cities, people tell a different story. HISTORY SCARRED BY VIOLENCE Husain is one of roughly 400,000 people living in Juhapura, a teeming Muslim township within Ahmedabad, Gujarat's largest city. Many of them moved there after the 2002 riots. Local Hindus jokingly refer to it as "Little Pakistan". India's history is scarred by episodes of horrific Hindu-Muslim violence. At least 200,000 people were killed in the months after the country was divided into India and Pakistan at independence from Britain in 1947. The destruction of an ancient mosque in 1992 by Hindu zealots in Ayodhya triggered religious rioting across India. Modi visited Ayodhya on May 5, repeatedly invoking the name of Lord Ram. Memories of the 2002 rioting have not faded for the many residents of Juhapura who lost relatives, homes and businesses. And its legacy has been increasing segregation. In particular, a property law unique to Gujarat has perpetuated segregation, creating ghettos such as Juhapura and a sense of apartheid in some urban areas. The "Disturbed Areas Act", a law that restricts Muslims and Hindus from selling property to each other in "sensitive" areas, was introduced in 1991 to avert an exodus or distress sales in neighbourhoods hit by inter-religious unrest. Modi's government amended the law in 2009 to give local officials greater power to decide on property sales. It also extended the reach of the law, most recently in 2013 - 11 years after the last major religious riots.

wo spectacular bamboo dances, one celebrated, the other reviled, enliven the mountains of Mizoram. In the colourful Cheraw, Mizo girls dance as boys clap bamboo culms at their feet during the annual Chapchar Kut festival. The festival itself is linked to the other dance: the dance of the bamboos on Mizoram’s mountains brought about by the practice of shifting agriculture, locally called jhum or ‘lo.’ In jhum, bamboo forests are cut, burnt, cultivated, and then rested and regenerated for several years until the next round of cultivation, making bamboos vanish and return on the slopes in a cyclic ecological dance of field and fallow. While Cheraw is cherished by all, jhum is actively discouraged by the State and the agri-horticulture bureaucracy. Although jhum is a regenerative system of organic farming, Mizoram, the first Indian State to enact legislation to promote organic farming, is now pushing hard to eradicate jhum under its New Land Use Policy (NLUP). Labelling jhum as unproductive and destructive of forest cover, policy makers and industry now promote “settled” cultivation and plantations, such as pineapple and oil palm, claiming they are better land use than jhum. However, oil palm, rubber and horticultural plantations are monocultures that cause permanent deforestation, a fact that the India State of Forest Report 2011 (ISFR) notes to explain declines in Mizoram’s forest cover. In contrast, jhum is a diversified cropping system that causes only temporary loss of small forest patches followed by forest recovery. Understanding this is crucial to for-

The state government says the law is meant to protect Muslims, who account for just under 10 percent of the state's 60 million people. "It prevents ethnic cleansing and people being forced out," a senior government official who requested anonymity told Reuters. Critics say the act's continued enforcement and the addition of new districts covered by it about 40 percent of Ahmedabad is now governed by the law - means it is effectively being applied as a tool of social engineering. The Gujarat High Court in a 2012 case questioned the state government’s use of the act to block the sale of properties by Hindus to Muslims. The Indian Express newspaper said in a recent editorial: "More Muslims and Hindus have moved into separate spaces in Gujarat, finding trust and assurance only among neighbours of their own community, and it has ended up entrenching segregation and shutting Muslims out of the mainstream." "SPIT ON HIM" Among those pressing hardest for the law to be maintained and extended to other parts of Gujarat are Hindu nationalists, such as Pravin Togadia. One evening in April, Togadia sat before a crowd of neighbours in a tranquil residential street of Bhavnagar, an otherwise bustling town three hours drive from Ahmedabad. To bursts of applause, he railed against a Muslim scrap dealer, Ali Asghar Zaveri, who had dared to purchase a property there. His forehead smeared with vermillion, a mark of piety, Togadia told his audience they should break open their new neighbour's padlocked gates and take over the two houses behind them before Zaveri could get a chance to move in. "When he comes out onto the street, you should spit on him," he told the gathering. "Get 10-15 children to stand around and ... throw tomatoes at him." Togadia added that if Zaveri did not give up the property, which he reportedly bought for $250,000, they should go in their thousands to his scrap shop and surround it. "Take stones with you, burn tyres," he said, according to a video of the meeting, which concluded with women in the crowd of around 100 people chanting a Hindu hymn. The video was posted on YouTube (click here to see). Local police, who acquired a copy, have filed a case of "hate speech" against Togadia. Togadia is president of the Vishva Hindu Parishad (VHP), a pugnacious group in a family of Hindu nationalist organisations that includes Modi's Bharatiya Janata Party (BJP). Togadia did not respond to questions from Reuters. According to local media reports, he said news articles about the incident were "fabricated and written with malicious intention to malign" both him and his organisation. Modi did not comment directly on the VHP leader's outburst. But in a tweet widely interpreted as condemnation, he said he disapproved of "petty statements by those claiming to be the BJP's well-wishers". Modi was not available to comment for this story. ESCALATING PROPERTY PRICES Bhavnagar is not covered by the Disturbed Areas Act. But in one district of the town, Hindus have effectively imposed it, raising a banner at the entry to a narrow lane that reads: "In this area, locality or by-lane no property or building can be sold or rented to people who are not of this religion." Reuters interviewed two local VHP leaders who said they have made repeated requests since 2004 for Bhavnagar to be put under the Disturbed Areas Act. One of the two, S.D. Jani, said Hindus object to Muslims living among them because they are not vegetarian and many have committed acts of terrorism abroad. His colleague, Kirit Mistry, complained that Muslims slaughter cows, which are sacred to Hindus, and that the Muslim population is growing faster than Hindus because they have more children. Several Hindus who declined to be named for this story said if Muslims buy property in their areas, the value of their own homes falls. One said the stigma of living alongside Muslims can make

it difficult for Hindus to marry off their daughters. One consequence of the segregation: land and home prices in Juhapura and other Muslim areas have escalated more than in Hindu areas as the community finds its ability to expand and build more properties limited. “Prices have increased so much because the expansion of Juhapura has been contained, not only by walls but also by the building of Hindu colonies ...at the periphery of the locality,” Christophe Jaffrelot, a scholar with the Carnegie Endowment for International Peace, wrote in a recent column in the Indian Express. MUSLIMS FOR MODI At the same time, some Muslims in Gujarat have been lifted on a tide of rising prosperity. The state has long been a model of economic success in India given its coastal location, large ports and industrialisation. According to National Survey Sample Office figures, for instance, Gujarat is one of the top states for Muslim employment. The national unemployment rate among Muslims was almost double that of Gujarati Muslims in 2009-10. But the picture is far from clear. Data from the same source showed nearly one in three Gujarati Hindus had a secondary education or higher in 2009-10, against one in five for Muslims - roughly in line with the average for Muslims across the country. Zafar Sareshwala is among those who have prospered. One of Gujarat's wealthiest Muslims, he owns a chain of BMW showrooms. Sareshwala supports Modi even though his family was financially ruined by the 2002 unrest. His view changed overnight the following year, he said, after a meeting with Modi. "He was deeply anguished. He was apologetic about the scale of the damage," Sareshwala recalled. "Modi promised justice would be delivered and said he would never discriminate against Muslims." Sareshwala estimated that 30 percent of Gujarat's Muslims now back the BJP thanks to urban development and access to services that Modi has brought. Opinion polls have not projected the Muslim vote in Gujarat. "People call him a dictator, I call him decisive," he said. Even much poorer Muslims back Modi. In a dirt-poor Ahmedabad riverside slum of about 150 families, most of them Muslim, five of eight women who spoke with Reuters said they had voted for the BJP, even though Modi's government bulldozed their rickety homes two years ago, forcing them to rebuild away from the waterfront. "Modi has done some good work. Our children can get scholarships and school meals. Women feel protected, and widows get compensation," said 48-year-old Shabnam Banu, sitting on the floor with her friends in a simple room where a slow-moving ceiling fan did little to alleviate the pre-monsoon heat. Still, Banu herself couldn't bring herself to vote for Modi, selecting the "none of the above" option on election day. "Our main fear is he will throw us out of the country," she said. "What if some of his people come and attack us?" PEOPLE ARE AFRAID In Juhapura, businessman Ali Husain has made it his mission to break down barriers between the state's communities. Two years ago he persuaded a major developer to sell homes to Muslims in luxury townships on the edge of Ahmedabad, and he is now working with a Hindu company to produce Halal food. Other initiatives have flopped. In February, Husain organised a Hindu-Muslim business conclave, sponsored by the state government and addressed by Modi. Few Muslims turned up. "Truly speaking, the Muslims, they are not with Modi," he said. Husain has bought a house in a Hindu area of Ahmedabad, and wants to move out of Juhapura. But his parents are too scared to leave. He is too nervous to even take the sheet off his Mercedes because neighbours might think, after his recent meeting with Modi, he has sold out for money. "I encourage Muslims to come out of Muslim areas and live everywhere, to end ghettoization," Husain said. "But ... people are afraid that if they come out the violence could happen again."

A

s the nation waits with bated breath for the results of the just concluded mammoth 10-stage election, one clear winner is already on display. And that is the Aam Aadmi Party (AAP) and its radically fresh and welcome electoral strategy. It is of little importance if it can send any member to parliament. To realize the import of AAP's phenomenal rise, one has to for a moment keep aside the "how many seats" approach to understanding electoral politics. Here are the reasons: First, whether the two main, established, flushed with funds and state-power-wielding political parties, namely the Congress and the BJP, and the largely pliable media, agree or not, the 2014 elections ended up as a contest where the maverick AAP became the rule-setter in some of the intense battles. Simply by taking on Narendra Modi in Varanasi, the AAP forced the nation's attention and, in turn, the world's, on Arvind Kejriwal and his greenhorn party. How many political parties in India can claim such a feat and that too within less than 18 months of their birth? And to bolster the same tactic, the AAP fielded a delightfully articulate Kumar Vishwas against the pathetically staid Rahul Gandhi, another media magnet. Thus, the AAP, with its woefully inadequate funds and human resources, made sure that the media attention stayed on it and its two star candidates - even if the attention was mostly laced with cynicism, derision and outright hostility. A few quick examples of rule-setting by AAP. Its supporters wore a white cap. Soon BJP supporters started wearing orange caps. When AAP groups started small street-corner meetings and visiting neighbourhoods with singing bards, BJP and Congress cadres tried to emulate that too. When AAP and its leaders wanted to reach Indians directly, they bombarded the social media like Facebook and Twitter with instant updates, BJP and Congress tried the same approach, but miserably stayed far behind in that race. And, above all, the AAP volunteers played the "underdog" role to the hilt, going as far as responding with flowers and songs when attacked by agitated goons of established parties. Arrayed against helicopters, billions of rupees in party coffers, ferociously loyal RSS and sundry other militant outfits of BJP, and the government-backed ruling Congress and its vast resources, the AAP still stole the march over two heavyweights like Narendra Modi and Rahul Gandhi. Commenting on Kejriwal's rise, sociologist Dipankar Gupta said, "Amazing! No money, no muscle. A great case study for sociology and political science." Second, just by putting up 434 candidates across India the AAP succeeded in creating an instant outreach across India and thereby laid the foundation to build upon for the next electoral fight. Again, it will be a mistake to try to calculate AAP's sway by the number of seats it wins, against this number. The AAP leadership knew very well that the party was not winning many seats, even if Kejriwal, with uncharacteristic bravado, once said that the party would bag 100 seats. Spreading thin, in retrospect, was clearly a clever move preceding consolidation. In one fell swoop, AAP made a successful bid to gatecrash into India's political centrestage, outdating narrow, caste- or religionbased slogans of hitherto powerful regional satraps in the process. Witness the panic of a Mayawati or a Mulayam Singh or a Lalu Prasad or a Karunanidhi at the prospect of emasculation! With a virtually non-existent party apparatus, AAP has instantly become a presence in the pan-Indian consciousness and assumed the role of a viable opposition to the top-down, solely power-seeking Indian political parties. In fact, the real task of AAP starts now to build a party and offer a fresh, bottom-up approach to doing politics, which combines the roles of a watchdog and a mobilizer. The Left parties particularly have much to learn from this experiment to stop their slide to becoming irrelevant. Third, AAP can't be dismissed any more with epithets like "anarchists" or "the fleers". The party and its cool but vocal leaders have raised extremely important issues like corporate influence over government, rampant corruption by state functionaries, lack of accountability in governance and the widespread malfeasance and bureaucratic callousness that ordinary Indians daily suffer from. AAP and its campaign have clearly struck a chord with the vast, hitherto silent but now stirred majority, given the admiring response to its innovative campaign style and unblemished personal records of its leadership. For example, even a hard-nosed economist and political analyst like Swaminathan Aiyar made a donation to AAP and praised its economic policy of allowing private business to create wealth in a dispensation where the government simply plays the role of a facilitator. Thus, it would be a folly to write off or underestimate AAP or Arvind Kejriwal even if he loses the contest against the carefully manufactured neon halo of Narendra Modi. Assuming it does not win even one seat, AAP's success is evident. Imagine what a dramatic influence it would exert on other members of parliament, if a few of AAP's intelligent, sober and clean candidates win. They would instantly become benchmarks for parliamentary conduct and again force others to behave or lose face in the eyes of an increasingly alert Indian people. No matter who wins the 2014 race, Kejriwal and his AAP will already have their share of glory. And that is good news for India's democracy.

Mizoram: bamboozled by land use policy mulate land use policy that is economically, ecologically, and culturally appropriate for all the north-eastern hill States. Organic jhum Jhum uses natural cycles of forest regeneration to grow diverse crops without using chemical pesticides or fertilizers. Early in the year, farmers cut demarcated patches of bamboo forests and let the vegetation sundry for weeks. They then burn the slash in contained fires in March to clear the fields, nourish the soil with ashes, and cultivate through the monsoon. In fields that are one to three hectares in area, each farmer plants and sequentially harvests between 15 to 25 crops. After cultivation, they rest their fields and shift to new areas each year. The rested fields rapidly regenerate into forests, including over 10,000 bamboo culms per hectare in five years. After dense forests reappear on the original site, farmers return for cultivation, usually after six to ten years, which forms the jhum cycle. Regenerating fields and forests in the jhum landscape provide resources for many years. The farmer obtains firewood, charcoal, wild vegetables and fruits, wood and bamboo for house construction and other home needs. The diversity of food and cash crops cultivated and ancillary resources provided by jhum fields complicate comparisons with terrace or monocrop agricultural systems. One-dimensional compari-

Shankar Raman The Hindu sons — such as of rice yield per hectare or annual monetary return — can be misleading, because one needs to assess the full range of resources from jhum field, fallow, and forest, over a full cultivation cycle, besides food security implications. Comparing monocrops like wet rice paddies cultivated using chemical inputs with organic jhum is not just comparing apples with oranges. It is like comparing a pile of pineapples with a basket containing rice, vegetables, cash crops, firewood, bamboo, and more. Inter-disciplinary studies indicate that at cycles of ten years or more, jhum is, in the words of Prof. P. Ramakrishnan at Jawaharlal Nehru University, “economically productive and ecologically sustainable.” In Mizoram, we only see jhum fires burning forests, we fail to see forests and bamboo regenerating rapidly after a season of cultivation. ISFR estimated that bamboo bearing areas occupy 9,245 square kilometres or 44 per cent of Mizoram. For every hectare of forest cleared for jhum, farmers retain 5 to ten hectares as regenerating fallow and forest in the landscape. Also, forests left uncut by jhum farmers contain bamboo species. Yet, government policy tilts firmly against jhum. The State’s NLUP deploys over Rs.2,800 crore over a five-year period “to put an end to wasteful shifting cultivation”

and replaces it with “permanent and stable trades.” Under this policy, the State provides Rs.1,00,000 in a year directly to households, aiming to shift beneficiaries into alternative occupations like horticulture, livestockrearing, or settled cultivation. The policy has created opportunities for families seeking to diversify or enhance income. Still, NLUP’s primary objective — to eradicate “wasteful” shifting cultivation — appears misdirected. Even before NLUP was implemented, despite decades of extensive shifting cultivation, over 90 per cent of Mizoram’s land area was under forest cover, much of it bamboo forests resulting from jhum. Recent declines in forest cover have occurred at a period when area under jhum cultivation is actually declining, while area under settled cultivation is increasing, suggesting that the land use policy has been counterproductive to forests. Oil palm and forest loss Oil palm, notorious for extensive deforestation in south-east Asia, is cultivated as monoculture plantations, devoid of tree or bamboo cover, and drastically reduces rainforest plant and animal diversity. In Mizoram, 1,01,000 hectares have been identified for oil palm cultivation. Following the entry of three corporate oil palm companies, over 17,500 hectares have already been permanently deforested within a decade. Promoting and subsidising such plantations and corporate business inter-

ests undermines both premise and purpose of present land use policies. As forest cover and bamboo decline, people in some villages now resort to buying bamboo, once abundant and freely available. Detractors of jhum often concede that jhum was viable in the past, but claim population growth has forced jhum cycles to under five years, allowing insufficient time for forest regrowth, thereby making jhum unsustainable. Reduction of jhum cycle is serious, but evidence linking it to population pressure is scarce. In reality, jhum cycles often decline because of external pressures, relocation and grouping of villages, or reduced land availability. Attempting to eradicate and replace shifting cultivation is inappropriate. Instead, a better use of public money and resources would be to work with cultivators and agroecologists to refine jhum where needed. The State can involve and incentivise communities to foster practices that lengthen cropping and fallow periods, develop village infrastructure and access paths to distant fields, and provide market and price support, and other benefits including organic labelling to jhum cultivators. Today, the State only supports industry and alternative occupations, leaving both bamboo forests and farmers who wish to continue with jhum in the lurch. Unless a more enlightened government reforms future policies in favour of shifting agriculture, Mizoram’s natural bounty of bamboos is at risk of being frittered away. (T. R. LS election final results expected by 4pm on Friday NEW DELHI, May 14 (TNN): With counting for general elections 2014 due to start at 8am on May 16 across 989 counting centres, Election Commission officials said nearly all trends would be in by 11am and the final results known by 3-4pm. The first trends are expected to trickle in as early as 8.30am and by 11am, a clear picture would emerge pointing to the single largest party or prepoll alliance. Though actual counting of ballots gets underway only at 8am, the preparatory process will start as early as 5am, when the district election officer and observers assemble for randomization of counting officials. This may be done either manually or by using a computer. The posting of counting supervisors and counting assistants is done randomly so that they come to know of the assembly constituency or table assigned to them only upon arrival at the counting centre. By 6am, the constituency-wise posting lists will be handed over to the returning officer at the counting centre. The counting staff may then position themselves at the assigned counting tables, and be there until the end of counting. However, the DEO/RO may allow them to be relieved by an official from the “reserve pool” if an exigency arises. At 8am, counting will start, with postal ballots being counted first. Counting of votes on EVM ballot units may begin half-an-hour after the counting for postal ballots starts. The returning officer is responsible for the table relating to postal ballots. A contesting candidate can be present at the counting centre but without his security guards. The only exceptions are candidates with SPG cover, who may be accompanied inside the counting hall with one SPG personnel in plain clothes. A candidate may appoint multiple counting agents, which can go up to one counting agent per counting table. Each counting table is to be surrounded by either a transparent wire mesh or bamboo sticks with enough gap between them, to ensure that

the counting agents standing outside the enclosure get a clear view of the counting process and EVM ballot unit. Each EVM ballot unit will be taken up for counting in one round at each counting table. However, the last round of EVM count can be held only after the counting of postal ballots is complete. Before counting, the seals on the control unit must be duly checked. Once the seals are found in order, the ballot unit is switched on and the results button pressed. This brings up details such as number of candidates, total votes cast and distribution of votes among the candidates as well as NOTA option on the display panel of the EVM. The result is then noted by the counting supervisor in Part II-Result of Counting of Form 17C. This is then signed by the counting supervisor and counter-signed by candidates or their agents present at the counting table. The form is then sent to the returning officer, who inspects and signs it, before passing it on to the officer who is compiling the final result and preparing the final result sheet in Form 20. Form 20 lists the station-wise votes polled by each candidate. After the entire counting is over, the returning officer announces the total votes polled by each candidate as recorded in the final result sheet. It is only after this that the candidate or his agent may apply for a recount. Where a paper audit trail has been used, the candidate or counting agent can call for a count of the paper slips in the drop box attached to the EVM. The returning officer will decide whether to allow the request for recounting of votes in EVM or of VVPAT slips. A recount is not allowed after the returning officer has completed and signed the result sheet. EC observers shall supervise the entire counting process and can stop counting at any time before the result is declared or decide not to declare the result if any malpractice is detected. A final call is then taken by EC based on the observer’s report.

Gandhi’s letters accusing son of rape up for auction in UK

LoNDoN, May 14 (PTI): Three explosive letters that highlight Mahatma Gandhi’s deep concerns over the behaviour of his eldest son, Harilal, will go under the hammer at an auction in England next week. Mullock’s Auctioneers based in Shropshire county are hoping to fetch between 50,000 pounds and 60,000 pounds for a set of three letters written by the Father of the Nation in June 1935. “You should know that your problem has become much more difficult for me even more than our national freedom,” says Gandhi in one of the letters in reference to allegations of inappropriate behaviour by Harilal. “Manu is telling me a number of dangerous things about you. She says that you had raped her before she was eight years and she was so badly hurt that medical treatment was also required,” the letter reads, in reference to Harilal’s daughter Manu who had come to stay with her grandfather at Sabarmati Ashram. “The letters are written in Gujarati and are in good condition. These have come via descent from a branch of Gandhi’s family to the present vendor. As far as we are aware, they have never before been seen in public and as such they provide remarkable new information on the troubled relationship Gandhi had with his son,” Mullock’s said in a statement. Harilal Gandhi had wanted to go to England to study to become a barrister like his father but the Mahatma had firmly opposed this believing a western education would not be helpful in the struggle against British Raj. This led to Harilal renouncing all family ties in 1911 and his troubled relationship with his father continued throughout his life. “Please let me have the pure truth, please tell me if you are still interested in alcohol and debauchery. I wish that you would rather die than resort to alcohol in any manner,” adds another autographed letter. The series of letters are part of Mullock’s Historical Documents Sale at Ludlow Racecourse on May 22.

MuMBaI, May 14 (IaNS): BJP leader Narendra Modi continues to attract huge bets and has emerged as the top contender for the next prime minister. Just two days before the results of the Lok Sabha elections are announced, the odds on Modi stand at just two paise, while Congress vice president Rahul Gandhi trails way behind at Rs.35 - a steep fall from the Rs.10 last week. Priyanka Vadra Gandhi, who campaigned for her mother Sonia Gandhi and brother Rahul Gandhi without contesting the polls, continues to be highly popular at Re.1 - far above her brother. Other likely contenders like Mayawati, Mulayam Singh Yadav and Mamata Banerjee have slid and command between Rs.45-Rs.55, while Aam Aadmi Party leader Arvind Kejriwal is a distant contender at Rs.60. The Bharatiya Janata Party-led National Democratic Alliance has also improved its tally on the number of seats it is expected to bag. For a tally of 220 seats, the figure quoted is 30 paise, for 230 seats it is 40 paise and for the magic figure - the simple majority of 272 - the rate is Re.1.

The injured were admitted to the two hospitals. Relatives of the victims alleged that the assailants armed with swords and knives entered their houses and attacked them. They said police opened fire without using teargas or batons. A police officer, however, justified the firing, saying it was inevitable to control the situation. Cyberabad police commissioner C.V. Anand said the situation was brought under control. He appealed to people to maintain calm and cooperate with the police in restoring peace. Women kidnappers arrested, child rescued in Delhi

NEW DELHI, May 14 (IaNS): Two women who kidnapped a four-year-old boy to “sell” him to a couple have been arrested, police said Wednesday. The abducted child was rescued within 12 hours. Sunita, 35 and Anita, 38, both residents of Nabi Karim in the city’s old quarters, ran a child trafficking racket. While Sunita was arrested Tuesday evening, gang leader Anita was arrested from her residence in Paharganj area near the New Delhi Railway Station Wednesday morning. According to police, the boy, Anshul Kumar, a resident of Gole Market in central Delhi, had gone to Lady Hardinge Medical College Tuesday morning with his parents to see his aunt. He was kidnapped by Sunita from the hospital premises. The duo’s arrest followed a tip off to police about a gang of child traffickers. “The gang would kidnap children and sell them, the boy was to be sold to a couple,” a police officer said. The police received information that Sunita would be coming to the central Delhi temple along with Kumar in the evening. A trap was laid and she was arrested. Her interrogation lead to the arrest of Anita a few hours later. Meanwhile, another child, who was kidnapped by Anita two years ago and was staying with Sunita, was also rescued. Police are yet to ascertain the child’s identity. According to Anita, she was lured into the business by easy money and was promised Rs.1 lakh for every child she could sell.

ISLaMaBaD, May 14 (REuTERS): Pakistan has told both Indian journalists stationed in Islamabad that they must leave within a week, the journalists told Reuters on Wednesday, saying they had been informed that their visas would not be renewed. The move came amid simmering tensions between Pakistan’s powerful military and a civilian government that appears dovish towards archrival India, where Hindu nationalist opposition leader Narendra Modi appears set to win a general election. Late on Tuesday night, Snehesh Alex Philip of The Press Trust of India and Meena Menon of The Hindu received letters telling them that their visas would not be renewed. No reason was given. In an abrupt action, Pakistan has expelled the two Indian journalists, Press Trust of India’s Snehesh Alex Philip and The Hindu newspaper’s Meena Menon, posted there and asked them late on Tuesday night to leave within seven days without assigning any reason. “It is regrettable and unfortunate that the two Indian correspondents

At least 34 Pakistani journalists have been killed for their work since Pakistan returned to democracy in 2008, but in only one case has the killer been convicted. Pakistan’s feared military spy agency was implicated in numerous cases of abductions, torture, and killings, an Amnesty International report said last month. The defense ministry demanded in April that Geo TV, the country’s most popular channel, be shut down after it aired accusations that the spy agency was responsible for the shooting of one of its top news anchors. Last year, the government expelled a reporter from The New York Times.

238 dead in Turkey coal mine disaster

SOMA, MAy 14 (AP): Women wailed uncontrollably, men knelt sobbing and others just stared in disbelief outside a coal mine in western Turkey as rescue workers removed a steady stream of bodies Wednesday from an underground explosion and fire that killed at least 238 workers. The fate of an estimated 120 miners remained unclear in one of Turkey’s worst mining disasters. Prime Minister Recep Tayyip Erdogan postponed a foreign trip and visited the mine in Soma, about 250 kilometers (155 miles) south of Istanbul. The deaths were caused by carbon monoxide poisoning, officials said. Erdogan said the incident would be investigated to its “smallest detail” and “no negligence will be ignored.” He discussed rescue

operations with authorities, walked near the entrance of the mine and also comforted two crying women. Earlier, Erdogan declared three days of national mourning, ordering flags to be lowered to half-staff. Energy Minister Taner Yildiz said 787 people were inside the coal mine in Soma at the time of Tuesday’s explosion and 363 of them had been rescued. Scores were injured, Yildiz told reporters in Soma, where he was overseeing operations by more than 400 rescuers. The last worker rescued alive emerged from the mine around dawn, a government official said on condition of anonymity because she didn’t have prior authorization to speak publicly to journalists about the issue. As of 3:30 p.m., it had been about 10 hours

since anyone had been brought out alive. “Regarding the rescue operation, I can say that our hopes are diminishing,” Yildiz said before Erdogan’s visit. Erdogan said there were an estimated 120 workers still inside the mine. “Our hope is that, God willing, they will be brought out,” he said. “That is what we are waiting for.” Tensions were high as hundreds of relatives and miners stood outside the mine. The crowd shouted at officials, including when Yildiz passed by, and some wailed each time a body was brought up. A heavy police presence was in place around the mine. The explosion tore through the mine as workers were preparing for a shift change, officials said, which likely raised the casualty

toll because there were more miners inside than usual. Mining accidents are common in Turkey, which is plagued by poor safety conditions. Turkey’s worst mining disaster was a 1992 gas explosion that killed 263 workers near the Black Sea port of Zonguldak. In Istanbul, hundreds of demonstrators gathered outside the headquarters of the company which owns the mine, Soma Holding. In the capital, Ankara, police dispersed a group who tried to march to the energy ministry to protest the deaths, the Dogan news agency reported. Erdogan warned that some radical groups would try to use the disaster to discredit the government. Turkey’s Labor and Social Security Min-

istry said the mine had been inspected five times since 2012, including in March of 2014, and that no issues violating work safety and security were detected. The country’s main opposition party said Erdogan’s ruling party had recently voted down a proposal for the establishment of a parliamentary inquiry into a series of small-scale accidents at mines around Soma. SOMA Komur Isletmeleri A.S., which owns the mine, said the accident occurred despite the “highest safety measures and constant controls” and added that an investigation was being launched. “Our main priority is to get our workers out so that they may be reunited with their loved ones,” the company said in a statement.

INDIANAPOLIS, MAy 14 (AP): The Wizards were tired of getting shoved around in the Eastern Conference semifinals. So on Tuesday night, Marcin Gortat and his teammates pushed back hard. Gortat delivered the best playoff game of his career, 31 points and 16 rebounds, and John Wall scored a playoff-best 27 points as Washington routed the Indiana Pacers 102-79 to cut the Eastern Conference semifinals deficit to 3-2. "We don't have anything to lose now," Gortat said. "We play desperate. At the end of the day, we might lose. We have

to play every minute of every game like it's the last one of the season." The Wizards made a stunning turnaround after losing three straight, two on their home court in incredibly demoralizing fashion. Washington scored a franchise-low 63 points in Game 3 and then blew a 19-point, second-half lead in Game 4. Washington refused to let it happen again this time, earning a trip home for Game 6 on Thursday. The difference was obvious. Wall broke free, Gortat dominated the middle and the motivated Wizards were

simply overwhelming inside with a 62-23 rebounding edge. Gortat produced more points and rebounds in 36 minutes than he had in the previous two games combined (six points and 13 rebounds). He was 13 of 15 from the field, 5 of 7 from the free-throw line, tied his career-best point total and finished with playoff career bests for points and rebounds. Terry signs contract extension with Chelsea

LONDON, MAy 14 (IANS): English Premier League club Chelsea announced that captain John Terry has signed a one-year extension to his contract. The deal Tuesday will see the 33-year-old Terry play for the Blues until the summer of 2015, which will be his 17th season in the first team, reports Xinhua. Terry made his debut in October 1998 as a 17-yearold, having joined the club as a youth trainee at the age of 14. Speaking after completing his new deal, Terry said: "I'm delighted to have signed an extension to my

contract with Chelsea taking me into my 20th year with the club." "I'd like to thank the fans and club for their continued support, and the manager who was instrumental for me the last season." The Wizards used a 15-6 run to close the half, turning a 32-30 deficit into a 45-38 lead. In the disastrous third quarter, Indiana was outrebounded 18-4 and the Wizards made them pay time after time. Washington's 6-0 run extended the lead to 11, a 9-2 spurt pushed the margin to 6045, and when the Wizards closed the third on a 10-3 charge, it was 76-52.

OKLAHOMA CITy, MAy 14 (AP): Russell Westbrook scored 38 points and made three free throws with 6.4 seconds remaining, and the Oklahoma City Thunder overcame a seven-point deficit in the final 50 seconds to beat the Los Angeles Clippers 105104 on Tuesday night to go up 3-2 in the Western Conference semifinals. Westbrook was fouled by Chris Paul while shooting a 3-pointer with the Thunder trailing by two. After his free throws, Paul drove to the hoop, but Reggie Jackson stole the ball from him, and time expired. Kevin Durant scored 10 of his 27 points in the final 3:23 for the Thunder. Blake Griffin had 24 points and 17 rebounds, Jamal Crawford scored 19 points and Paul had 17 points and 14 assists for the Clippers. The Thunder can clinch the series Thursday in Los Angeles. The Clippers

took a 101-88 lead in the fourth quarter on a 3-pointer by Crawford before Durant finally got involved. He hit a 3-pointer with 3:23 remaining on his first shot of the quarter, then drained two free throws to cut the Clippers' lead to 101-95. A layup by Jackson cut Los Angeles' lead to four. PRETORIA, SOuTH AfRICA, MAy 14 (AP): The judge overseeing the murder trial of Oscar Pistorius on Wednesday ordered the double-amputee athlete to undergo psychiatric tests, meaning that the trial proceedings will be delayed. The decision by Judge Thokozile Masipa followed a request for a psychiatric evaluation by the chief prosecutor, Gerrie Nel. The prosecutor had said he had no option but to ask for it after an expert witness for the defense testified that Pistorius had an

anxiety disorder that may have influenced his judgment when he fatally shot his girlfriend, Reeva Steenkamp. Masipa said the court was "ill-equipped" to assess the diagnosis by Dr. Merryll Vorster, and should therefore send Pistorius for a period of evaluation. She said it was important to assess the Olympic runner's state of mind because of questions raised by the prosecution that Pistorius might argue he was not criminally responsible because of his anxiety disorder. "The accused may not have raised the issue that he was not criminally responsible at the time of the incident in so many words, but evidence led on his behalf clearly raised the issue and cannot be ignored," the judge said. Masipa noted that having Pistorius evaluated as an outpatient would be preferable as the referral for psychiatric analysis was not meant to punish him, and acknowledged that trial proceedings would be delayed for an unspecified amount of time. "This is not about anyone's convenience, but rather about whether justice has been served," said Masipa, adding that she would provide details about her decision in court on Tuesday. Nel, the prosecutor, had previously referred to a period of 30 days for a psychiatric evaluation. Any panel of experts that assesses Pistorius would likely take additional time to compile a report and submit it to the court. The trial started March 3. Pistorius says he killed Steenkamp on Feb. 14, 2013 by mistake, thinking there was an intruder in his home. The prosecution says the Olympic runner killed her after an argument.

"First singles makes a lot of difference. It will be crucial for the players ahead. I have to be very focused. If I could perform well in my opening singles match, it will boost the confidence of others also," Saina said at the launch of the presti-

''But if you're going through rehab, it's nice to have a partner to do this with... someone who relates to your situation and that you can talk to, rehab and train together.'' TUrIN, May 14 (reUTers): A player who causes an opponent to leave the pitch because of a bad tackle should also go off the field until his victim has been treated, UEFA's refereeing chief suggested on Tuesday. Pierluigi Collina said that it was unfair that a team should play with one man less because of a heavy challenge from the opposition. The Italian suggested that a player who is booked for a challenge which leaves an opponent needing treatment should wait on the touchline until his victim is ready to go back on. "Football gives an advantage to the player who committed the foul," Collina told reporters. "It gives an advantage to those who should not be given an advantage. "Maybe in the future we could tell the player (who committed the foul) to leave the field as well, and (they both) enter the field together, when the other player is ready." Any such suggestion would have to be proposed to the International Football Association Board (IFAB), which is responsible for making changes to the laws of the game. It would also certainly have to be tested in amateur or youth football

before a final decision is made. TRIPLE PUNISHMENT Collina also repeated UEFA's criticism of the so-called triple punishment and said a distinction should be made between "saving a goal" and "denying the opposition a clear scoring opportunity." Under the present rules, a player who denies an opponent a clear scoring chance in the penalty area will concede a penalty, be sent off and suspended for the next match. UEFA asked earlier this year for the rule to be changed, and for the red card to be replaced with a yellow, but IFAB referred the request to its two specialist panels for further discussion. The issue has been repeatedly discussed over the last few years and IFAB says it has been unable to find a satisfactory alternative. Collina said that the scoring opportunity was restored by the awarding of the penalty, so there was no need for the red card. However, Collina said it was different when a player stopped the ball from going in, as Luis Suarez famously did by punching a goalbound shot off the line in Uruguay's World Cup quarter-final against Ghana in 2010.
