Police nab 3 conmen dIMaPUR, May 17 (MExn): Dimapur Police on May 16 arrested three persons on charges of conning and defrauding bank customers. A press note from Dimapur Police informed that the accused would pose as bank employees and approach bank customers with promises of ensuring bank loans at low interest rates. Following a complaint by the management of Axis Bank, police personnel were deployed on surveillance duty and the accused were arrested. Police identified the accused as Prosanjit Banerjee (33), MK Sylvester Kamei (32) and Adim Gonmei (34). Police have registered a case for further investigation.

Cancer stem cells do exist in humans

London, May 17 (IanS): The question where does cancer originate have long occupied the attention of scientists and the answer may well be found in cancer stem cells, a study confirmed. The gene mutations driving cancer were tracked for the first time in patients back to cancer stem cells, according to the study. “We have identified a subset of cancer cells, shown that these rare cells are invariably the cells in which the cancer originates, and also are the only cancer-propagating cells in the patients,” said Petter Woll from Oxford University. The researchers investigated malignant cells in the bone marrow of patients with myelodysplastic syndrome (MDS) and followed them over time. They demonstrated that a distinct and rare subset of MDS cells showed all the hallmarks of cancer stem cells, and that no other malignant MDS cells were able to propagate the tumour. “This is conclusive evidence for the existence of cancer stem cells in myelodysplastic syndromes,” Woll added. It is vital because it suggests that if you want to cure patients, you would need to target and remove these cells at the root of the cancer, the scientist explained.

Nagaland Minister for Planning & Coordination, Evaluation, Geology & Mining, TR Zeliang has been formally and unanimously elected as the new NPF Legislature Party leader. He will spearhead the NPF led DAN-III government in Nagaland after Neiphiu Rio, the present Chief Minister, demits office. This was unanimously resolved during the NPF Legislature Party meeting and the joint meeting of DAN-III Legislature Party, comprising of the NPF, BJP, NCP and JD (U), along with the Independent MLAs supporting DAN. The meetings were held at State Banquet Hall, Kohima on Saturday. The resolution of the DAN-III Legislature Party and Independent MLAs joint meeting was signed by DAN Coordination Committee Chairman, Dr. Shürhozelie while Minister for R&B and Parliamentary Affairs, Kuzholuzo Nienu signed a resolution of the NPF Legislature Party meeting.

Earlier, TR Zeliang’s name was proposed by Kejung Chang, Parliamentary Secretary for Jail, HG, VGs and DB/GBs while Forest Minister Y. Patton seconded the proposal. The programme was presided over by Minister Kuzholuzo Nienu. Chief Minister Neiphiu Rio congratulated TR Zeliang and said that the NPF led DAN has achieved a lot but that it still has a long way to go. Extending his best wishes to Zeliang, Rio said that there had been a communication gap and expression of different opinions during the transitional period. However, he stated that misunderstandings have now died down. “To run the government for the third and fourth time will not be easy. It will be possible only when the party remains united” Rio said and urged upon the new leadership to give priority to the backward regions. Zeliang accepted the party’s decision and stated “I accept with all humility and I will try my level

best to fulfill expectation in leading the Naga people to peace and prosperity in line with the manifesto of the party.” He appealed to the legislators to extend unwavering cooperation and support. In his acceptance speech, Zeliang congratulated Chief Minister Neiphiu Rio for his landslide victory in the Nagaland State Lok Sabha election. He thanked the Party President, the Chief Minister and all legislator colleagues for enabling and ensuring smooth transition of leadership in the DAN Legislatures Party. Referring to Rio’s leadership, TR Zeliang said, “His charismatic nature has instilled an admirable and inspirational sense before the people.” Stating that Rio has enabled the NPF party to become a household name, Zeliang asserted that his contributions to the party, which will have a place now in the national arena, can never be erased. “I would like to wholeheartedly assure you of my personal and of the state’s government support to all your ventures in

central politics for the benefit of the Naga people in particular and the country as a whole. We would carry forward the legacy and vision that you have left to us for the progress of our people,” he added. Zeliang also acknowledged “the magnanimous gesture” of his colleague Minister for PHE, Noke Wangnao, who Zeliang said, “tirelessly and steadfastly remains in the regional party and has strived for the upliftment of backward region.” “Noke Wangnao, as a person I know, belongs to the generation of leaders who silently work, but strongly deliver. We are all indebted to him for his broad mindedness and warm hearted approach in resolving this dilemma,” he said. Zeliang further lamented that there has been speculation that division/dissidents have been created in course of the transitional period of leadership in the NPF led DAN government. He asserted that a constructive attitude is required at this juncture to further unite and strengthen the party and government.

Chief Minister Neiphiu Rio, who is also the MP elect from Nagaland state, left for New Delhi today. He was accompanied by Home Minister, G Kaito Aye; Minister for Planning & Coordination, TR Zeliang and Minister for School Education, CM Chang. The delegation is scheduled to meet top leaders in Delhi, where the process of installing a new government is underway. “Solution to Naga political problem is one of the most important promises we made to the people. Therefore, we will pursue vigorously which we have committed to the people”, said Rio while asserting that all Naga Political Groups should unite to achieve this common aspiration. Rio lamented that during the last ten years, when the Congress led UPA was in power, most of state projects could not be implemented due to fund constraint. TR Zeliang also said that solution to the pending Naga political issue will be the foremost task. He said Nagas could not move any further because of the pending Naga political issue, and therefore priority would be given to bringing an acceptable solution. He sought the cooperation of all legislators on this matter. Zeliang exuded confidence that Rio being present at the Centre would make a

difference and expressed hope that the latter would create an impact on all fronts, especially with the Naga Political Issue. He further expressed hope that the new government at the Centre will give collective attention towards the progress and development of the North East. “We have many challenges before us,” Zeliang stated and asserted that his first and foremost duty will be to bring permanent peace so that development would follow. Commenting on the defeat of the NPF in the Outer Manipur parliamentary constituency, Zeliang said “we were defeated by ourselves.” He said there were three Naga candidates (NPF, Independent and BJP), but lamented that Naga votes have been divided. ‘Nagas have lost golden opportunity’ Chief Minister Neiphiu Rio, commenting on the NPF’s defeat in the Outer Manipur Lok Sabha constituency, today said that Nagas have lost a “golden opportunity.” “I felt very bad. It is bad luck for the Nagas”, Rio said. He said that if the NPF had won in Manipur, it would have made things different and that Nagas could have benefited a lot, particularly on emotional integration and the Naga Political Issue. “Congress has not defeated us, Nagas have defeated us,” Rio rued.

dIMaPUR, May 17 (MExn): The Nagaland Pradesh Congress Committee (NPCC), while congratulating Chief Minister Neiphiu Rio for winning the Nagaland LS polls, expressed hope that he will “dutifully carry out his duties without returning halfway as was the case with all other regional MPs from the state.” The party further wished the present Nagaland CM a “fruitful tenure” at the centre.

A press note from the NPCC President, SI Jamir said that the party respects the mandate of the people and expressed the party’s gratitude to all voters who “braved odds and remained steadfast in their commitment to vote for Congress candidate, KV Pusa. The NPCC also congratulated the winning party at the centre while hoping that with a majority of its own, governance issues will not be tied

down due to the pressures of political allies, which had “severely paralyzed many policy decisions during the past few years.” “The ideals of the INC that stands for secular and inclusive growth of all people irrespective of religion, caste, language, region etc., has withstood the test of time,” stated the NPCC President. He asserted that the present electoral defeat for the congress at the centre, after a decade in power,

“presents an excellent opportunity for the party to re-introspect and change itself in tune with the aspirations of people.” The NPCC reiterated its commitment to the people of Nagaland and affirmed that “it will never waver from the ideals of the Indian National Congress and will always carry out its bounden duty as a responsible political party to serve and meet the aspirations of the people in the coming days.”

BJP makes ‘inroads’ in NE, Congress support dwindles agaRTaLa/gUwahaTI, May 17 (IanS): Northeast India, considered a stronghold of the Congress with five of the eight states currently being ruled by the party, is about to fall into the lap of the BJP and its allies following the unprecedented Lok Sabha results. Of the 25 Lok Sabha seats in the eight northeastern states, this time the BJP and its allies got 10 seats, the Congress got eight seats. In the 2009 polls, the Congress and its allies secured 14 seats across the region while the BJP and its allies managed to win six seats. Though the BJP could not win seats, the party secured record number of votes in Left-ruled Tripura and the Congress-ruled Manipur and Meghalaya. The BJP has also won 11 seats in 60-member

Arunachal Pradesh assembly, for which elections were held simultaneously with the Lok Sabha polls. The Congress, however, returned to power in Arunachal Pradesh securing 42 seats. BJP’s prime ministerial candidate Narendra Modi “during his several prepoll visits to the northeast attracted the youth with the dream of solving massive unemployment problems into the region”. “The unemployment problems both among the educated and uneducated youths of the region are the burning issues of the region,” says social scientist Indraneel Bhowmik. The BJP on its own bagged seven seats in Assam, one seat in Arunachal Pradesh while its allies -Naga People’s Front (NPF)

in Nagaland and National People’s Party (NPP) in Meghalaya got one seat each in the two northeastern states. The NPF was founded by Nagaland Chief Minister Neiphiu Rio while former Lok Sabha speaker and Nationalist Congress Party’s ex-leader Purno A. Sangma set up the NPP. Rio won the lone Lok Sabha seat in Nagaland while Sangma succeeded in winning Tura Lok Sabha seat in Meghalaya. The Congress secured 13 seats across the region in the 2009 polls while its ally Bodoland Peoples Front (in Assam) got one seat. The Congress is in power in Manipur, Mizoram, Assam, Arunachal Pradesh and Meghalaya, the CPI-M-led Left Front rules Tripura, the NPF-led DAN in Nagaland, and the SDF rules in Sikkim.

nEw dELhI, May 17 (IanS): In his last address to the nation, Prime Minister Manmohan Singh Saturday said he had always tried to do his best in serving the country and that he was leaving India “a far stronger country in every respect than it was a decade ago”. He said the just concluded national election, which saw the ruling Congress suffer its worst electoral setback, “deepened the foundations of our democratic polity” and its judgment should be respected by all. He said he was confident about the future of India. “I firmly believe that the emergence of India as a major powerhouse of the evolving global economy is an idea whose time has come. Blending tradition with modernity and unity with diversity, this nation of ours can show the way forward to the world. Serving this nation has been my privilege. There is nothing more that I could ask for,” he said. The prime minister, who has helmed two successive UPA governments since 2004, said when he was entrusted with the responsibility of leading the nation, “I entered upon it with diligence as my tool, truth as my beacon and a prayer that I might always do the right thing”. “Today, as I prepare to lay down office, I am aware that well before the final judgment that we all await from the Almighty, there is judgment in the court

Manmohan resigns, bringing to an end his 10-year tenure nEw dELhI, May 17 (PTI): Prime Minister Manmohan Singh resigned on Saturday, capping a 10-year tenure of two UPA governments that has been brought to an end by a shattering defeat in the Lok Sabha elections. 81-year-old Singh drove to the Rasthrapati Bhavan from his official residence 7, Race Course Road, to submit the resignation of his Council of Ministers. “The President has accepted the resignation of Manmohan Singh and has requested him and his colleagues to continue till the new government is formed,” a Rashtrapati Bhavan statement said. The Prime Minister and Mukherjee, who had worked in Singh’s Cabinet as finance, defence and external affairs minister, exchanged bouquets. Singh handed over his resignation and the recommendation of the Cabinet for dissolution of the 15th Lok Sabha, which is just a formality. After their brief meeting, Mukherjee, in a rare gesture, came to the forecourt of the Rashtrapati Bhavan to see off Singh. They shook hands for sometime and were seen in an intimate conversation. Singh then also took leave of the Rashtrapati Bhavan officials, including the President’s secretary Omita Paul. Earlier this morning, the Cabinet met and recommended dissolution of the Lok Sabha. The Cabinet adopted a resolution lauding the role of Singh. of public opinion that all elected officials and governments are required to submit themselves to. “As I have said on many occasions, my life and tenure in public office are an open book. I have always tried to do my best in serving this great nation of ours.” He said in the past 10 years of United Progressive Alliance rule, the country has “seen many successes and achievements that we should be proud of. “Today, India is a far stronger country in every respect than it was a decade ago. I give credit for these suc-

cesses to all of you. However, there is still vast latent development potential in our country and we must collectively work hard to realize it. “As I leave office, my abiding memory will be the love and kindness that I have always received from you. I owe everything to this country, this great land of ours where I, an underprivileged child of partition, was empowered enough to rise and occupy high office. “It is both a debt that I will never be able to repay and a decoration that I will always wear with pride.
